001[Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] hello everyone oh I'm very loud tonight um very happy to see you at our meeting this evening we had been an executive session so we're coming back to public session and uh if you would join us in the Pledge of Allegiance please I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you very much our first item of business is adaption of the agenda is there a motion second it's been moved and seconded that we adopt the agenda as presented this requires a roll call Mr Zeeman Ms Shaughnessy aye

002Mr Callahan aye Ms Bibi aye Ms katzenberger hi thank you the next item is approval of minutes of the regular Board of Education meeting held November 7th we've had a chance to review the minutes are there any updates or Corrections hearing that is their motion to approve so moved second it's been moved and seconded all in favor signify by saying aye aye the minutes are approved which brings us to superintendent Ninja's report good evening again board president Shaughnessy vice president Callahan and distinguished board members first I would like to introduce Miss Christine Foote Grant's principal she will be heading to the podium to share a building report but even better her star student foreign good evening board president Shauna C board vice president Callahan esteemed board members superintendent nizwiki and Treasurer Zeeman I am honored

003to be here tonight and share not only the report for Grant but also present to you Aiden ardalian so if Aiden and his family could come on up hmm so I'd like to start tonight by recognizing Aiden's parents this is Dan and Felicia ardalene and they are committed to Aiden in every possible way they support him at home and they make sure that he is every night making progress and coming to school ready to learn they're truly dedicated parents and I've had the pleasure of working with you and I know the grant staff has enjoyed working with you since kindergarten yes more time and now for Aiden so our mission at Grant is to grow greatness and so when the staff determined who was our star student of the year we looked at all the

004different facets and the core competencies of a vision of a Lakewood graduate and so here are all the things we noticed and noted about Aiden he's a hard worker he's a dedicated student he's passionate about music with his trumpet he's into science and he's very curious he's also kind to others and shows empathy and creativity his Braille instructor Mrs Kennedy who's here tonight stated that one of Aiden's many strengths is that he is a great capacity for remembering the many rules and usage and exceptions in the Braille language and there's over 200 contractions that he has mastered in Braille it's quite significant he has also mastered the portable electronic electronic brailler device which now allows him to write with ease and much greater Independence he's also taken off with silent reading and Braille which is

005another fantastic skill that he has mastered and I'd also like to just quickly share what his fifth grade teacher Mrs Murphy writes Aiden has grown into a confident fifth grader who has demonstrated great perseverance throughout his Elementary School years at Grant within his core classes and also with his Braille curriculum he's a stellar listener a curious student who truly cares about his Grant Elementary School family so on behalf of the entire Grant staff I present to you the board Aiden ardelion as our star student [Applause] s um sweetheart [Applause] foreign so tonight I will share with you all the ways that the grant faculty are living into the vision of a Lakewood educator so both the vision of a Lakewood graduate and the vision of a Lakewood educator are intricately woven together here at Grant

006and so that's what I want to share with you tonight we model the six core competencies every day for our students with the goal of having them emulate those six core competencies throughout their years here and on into graduation so now let me introduce the staff to you here we are ready for our fall festivities and fall parade so regardless of our many unique roles here at Grant we are all educators and we impact learning in a myriad of positive ways each and every day I will share with you three different ways of the many there's three that I'll focus on tonight related to the Lakewood educator first is our deib Task Force Team second is our staff book study and third is our leadership Service Learning and celebrations we have a dynamic dib team

007here and so we are improving on our communication and our Global awareness not only as students but as staff we are doing this with our whole school Community read this is actually our third semester in a row of figuring out what Focus area what skill do we want to next focus on with our students so for this semester inclusion is the word that the deib task force determined was our need and our Focus so we then select a book and in this case it's the book The Invisible Boy and that book then goes home to each and every family families read the book together talk about the book and bring that work then to school interwoven through the home as well so we talk about what does inclusion look like what does inclusion sound like

008what is inclusion feel like these are important questions these are also some discussion questions we send home again through the work of this task force so when staff observe students being inclusive they then nominate a student for the Grant Wall of Fame so you might ask what that is here we are we were recently featured in the cleveland.com article for our work with this special recognition wall essentially it's the it's the idea of noticing something naming it and then honoring our students for being inclusive being kind and helping others belong our deib task force continues to grow this work and here are two others examples around the building the bulletin board on the left is a fill the board work in progress so families are sending in photos of themselves enjoying this book at home

009and and talking about those discussion questions I mentioned and over time the board will be full this semester on the right is another work of art here led by Miss Wilhelm and Miss George they've been leading this important work the idea is that over time students come up with the solutions and pose them on the right so on the left are challenging problems or feelings that students are having and on the right students will come up with the solutions as a way to infuse this work and have important conversations in class foreign our second idea I want to talk about tonight is our staff book study this is focused on growth mindset and collaboration again with that lens of the educator in mind so we are reading this book as a staff and this book

010has 25 habits which lead to better understanding of yourself so as a staff we talk about our implicit biases what are they and and how can we move Beyond those and by The self-reflection Plea peace and better knowing ourselves we're able to better meet our students and address them exactly who is for who they are and for what they are here at school so our collaboration and our growth mindset keeps us moving forward and this awareness of self through this book study will help us build a stronger more resilient Grant Community you can also see here that we've been discussing our cultures and our identities so the board on the left is at the very front door welcoming students these are all the different languages our students speak and then on the right this is

011our grant gym just next door with all the different Native countries of origin for our different families here at Grant a third way that we're living into our vision of a liquid educator is is in strengthening our creative and critical thinking and our empathy this is evident each and every day here at Grant in the leadership of the staff Service Learning efforts and our celebration of each other here you can see pictured our news crew every week Miss Cito leads a team of fifth graders in producing a stellar production that is enjoyed by all with news of the week that also includes the core competencies other clubs this year include safety patrol led by Miss jablonski choir led by Miss Smith and our upcoming semester two focus with dodgeball led by Mr D those are

012just to name a few these Educators I mentioned and several others that I didn't mention utilize their creative talents and their passion for these different clubs and skills here's an example with Battle of the books so in this particular case Katie Williams and April Hoy lead Battle of the books but in October they had a special service project and Miss smallest in her fourth grade class they raised almost 100 on their own for a non-profit called Refugee strong with the goal of building libraries within Kenya so you can see how leadership plays into everything we do here now this leadership extends out of the classroom so teachers take the daily curriculum and Infuse it with real world experiences recently our entire fifth grade with support from the PTA went not only to the art museum

013one day but to Severance Hall in another day while riding the RTA parents and students reported what a significant experience that was for them and how much they grew in those two trips outside campus to experience different museums but also just life in the city Mr maguan LED this effort with Miss Williams and with Miss Murphy also on the right we have mayor George she was here recently talking with our entire third grade class about government and sharing her career as mayor Service Learning is another important facet here at Grant you can see pictured our K kids and a wonderful celebration we had recently with Veterans Day this is led by Miss Wilhelm and Mrs mozgross they hosted this Veterans Day celebration in partnership with the local kiwanas this is Service Learning and action with

014also empathy and critical thinking at the Forefront here you see for a second year running are blankets of Hope service learning project blankets of Hope is a non-profit where students write letters to a person in need and then the blanket is delivered to them in this case these blankets will go here in Lakewood to the southwesterly residence this is just yet another example of one of the many staff here modeling leadership and modeling service learning learning again with the goal that our students will emulate these skills in the current reality and future reality and here we are celebrating this is our last facet I wanted to share with you so you can see that we celebrate our vision of a Lakewood educator all along the year here's our staff bulletin board located in the office

015and currently we're highlighting the fourth grade team on the right you can see shout outs that the rest of us post for the team that's featured for the every two weeks it changes and on the left these are actually the definitions that the grant team wrote as they talked about what does communication look like sound like feel like as an educator and so every month that changes in line with our district core competencies so obviously it's communication and this is what's currently posted the efficacy of our work each day as Educators lives out directly in our students so there's no better way for me to conclude my presentation tonight to you by having you hear from some of our students here at Grant they're going to share with you how they are actualizing the vision

016and also the mission of Grant Elementary School to grow greatness foreign [Music] by helping other people [Music] by practicing empathy by being kind and including others Man by helping others with the problem making a bunch of amazing new friends have been amazing new teachers that help with math reading science Etc we talked a lot better with writing because Mrs Holland and Mrs Maxwell by following the examples of nice and empathetic teachers and students back in and makes me want thank you for your time what questions do you have for me questions oh go ahead just what a great job yeah and and I do love the reflections on and the thinking about the vision of a liquid educator I'm impressed I love that you have the board where students can give suggestions and opinions and

017respond to what you're doing because they think that's just the training you need so people come to a board meeting and give their opinions you just have to learn how to be confident in having an opinion and giving it so I think it's great citizenship training definitely so as you're leaving when you make a left it's on your left okay okay the problems noted and then the solutions will evolve and again a big shout out to Mrs George and Ms Wilhelm they put that together that was an excellent presentation thank you so much thank you thank you next I would invite Mr Stephen OSS director of teaching and learning to the podium he is going to share an update on our co-facilitated committee at the elementary level great uh good evening distinguished board members superintendent

018news Wiki Treasurer Zeman it gives me great pleasure to provide an update on our recent convening of a specialist committee looking at the elementary related arts schedule uh first of all I want to credit uh this is a co-facilitated committee and uh my my other half my other facilitator is actually in the audience so thank you Jesse Holland for helping out with the group um and it truly is an excellent group of teachers representing both uh academic content areas as well as related arts areas just really engaging in the exploration of potential ways to improve our current Special schedule currently our students receive music every other day physical education every other day for three-fourths of the year and art for every other day one quarter of the year just this past spring when we engaged

019in the strategic planning process we surveyed our community we had focus groups and some of the feedback that came back to us involved looking at ways to balance out our offerings for our students providing additional opportunities for students to engage in art activities in their school day as well as having more opportunities for stem learning and just having physical education throughout the school year um currently our students receive stem learning twice a month and social emotional learning led by our student wellness Specialists both of these co-taught in the in their homeroom classes so they have to give up some of their academic time to access these offerings as you might imagine uh while our our homeroom teachers are very excited for students to have access to this learning this puts puts time pressure on their

020day in you know being able to access the academic content that they need to enrich our students with so they have voiced a little concern about this on this past year as I met with the art department they would love spending more time with their students throughout the school year the physical education department would love to spend more time with their students for the entire year and I have to really highlight that as this group of teachers came together it was amazing to have a room full of Educators that are just seeking more time with their students which I think speaks volumes to their passion for not just their content area but for making sure that their students have the opportunity to grow as individuals we had a great first meeting I think you know

021one of these these committees could quickly turn into what I referred to at the end of the meeting I applauded their efforts it could quickly turn into kind of a Turf War we want time we want time but everyone was super respectful uh you know members of the team that represented different related arts areas indicated that while they would love to see their students every day they understood the importance of their students experiencing the other related arts as well um I think one of the reasons I'm here and then one of the reasons we communicated to families um you know unfortunately whenever you do a committee uh you know one of the side effects is the information leaving the group and we really emphasize to the group that since we were all representing different people

022it was important to be as transparent as possible so we encourage members of the committee to share the agenda with their colleagues and even engage uh you know members of their team to find out what their input and opinions were a couple days we had the meeting last Tuesday and a couple days afterward some questions started rolling into our office you know people concerned that you know perhaps one related art might be being replaced by another related art or even you know the potential for somebody's employment to be impacted by the work of this committee with neither of those being the case um you know we sent out a district communication this past Friday just really to update our families on what the process was that we were looking at and then we see that

023opportunity to collect some feedback from our families just just to make sure that we're heading down the right path that had been kind of documented through our strategic planning process and so we just asked them you know are you happy with our current schedule or would you like us to continue um looking at a possible specialist rotation that would allow our students to have these offerings throughout the school year currently we have just under 300 responses to that survey and 88.5 percent of the families do appreciate us looking at this and are interested in this balanced special rotation so while we applaud the efforts of everyone and I think it is fantastic that we have so many passionate Educators that want time with students I also think that this group is doing a great job

024collaborating to find a special schedule that will meet the needs of our students for the future thank you any questions could could you um recap for us the again the the frequency so you said stem two times a month social emotional two times a month yes am I correct so um yeah so our specialist rotation currently our students receive uh music every other day throughout the entire school year okay and then um they receive physical education every other day for three quarters of their school year um our every other day for that last quarter and then this year our student wellness Specialists uh are pushing in to provide a stem lesson twice a month and then we have uh or excuse me a social emotional Learning lesson twice a month and then our stem teachers

025are pushing in to provide a stem learning activity for our students twice a month um but that is um you know pulling away from our academic time thank you would you talk just a little bit more about pulling away from our educational time I know we have a short elementary school day I have having ridden a bus as a kid and getting on the bus at 7 30 and getting off the bus at five okay from first grade on you know how long is the the school day first of all just in time and secondly what is the impact of if we were to have the same amount of time for every one of these specials as as I think probably everybody up here would love to do that um what would be the impact

026on the teaching actually of core subjects um well uh so our school day um basically at students experience um pretty much nine o'clock to three or nine a.m to 3 P.M on the impact on the academic piece and So currently with our stem and our social emotional learning activities um kind of pushing into that academic time frame um there is definitely an impact the lessons are approximately 40 30 to 40 minutes a piece so twice a month 30 or 40 minutes for each of those and what the committee is looking at is would it make sense to have a rotation that would include perhaps stem music art physical education we also have you know library media Specialists on the committee I mean and you know we're discussing things like does student wellness Specialists working with

027a teacher during academic time so the teacher can you know utilize some of that information you know through you know positive behavior intervention supports within the classroom does that make sense or does it make sense to be a part part of the rotation so you know ultimately if like stem and some of these other opportunities happen during the specials rotation that would actually be during our homeroom teachers planning time so it wouldn't be at the expense of the academic time so to speak but then there's also consideration perhaps with social emotional learning that there might even be benefit of keeping that where it is um at least that's kind of the sentiment early on as our committee has just started how much time and just for the benefit of the audience but how much time

028do we have in the school day built in for specials a typical day for 40 minutes okay so 40 minutes out of the school day to divide up among a lot of various important activities yeah yeah and some of those activities oops sorry some of those activities that you know um you hear about your kids you know one of the things that they really look forward to in the day so sure and I I know you I would imagine or I believe you've been looking at how this has handled in other districts just because liquids bottle is somewhat unusual is that accurate to say or yes that's that's very accurate um I think we are the only district with this type of rotation um it's more common to see either a three or four special

029rotation there are a few districts that have a five special rotation um some with social emotional learning some with World languages built in library time that sort of thing thanks thanks complicated yeah we appreciate your effort and the efforts of the teachers that are working on this it's an outstanding group so thank you thanks Mr Ross next I invite Mr Zeeman up uh treasurer's email will be presenting on we've discussed a lot about um over the past couple years the SR funding we received and and what exactly did that money go towards and we spent a lot of time ensuring that the majority of those funds went to Student Learning either to accelerate or to continue to intervene when necessary one thing that we're super excited about it really accelerated our use of technology and

030stem education K to 12. we've also been able to just with all of our arts and music programs be able to adapt monies into different areas but he will go ahead and I'm just going to give your presentation for you no go ahead uh thank you members of the board superintendents Wiki a couple of my slides didn't make the display up here so I'm going to talk about them first before I go to the slide deck up there but again what we're going to talk about tonight is Esser so the elementary and secondary school emergency relief fund there's three different rounds of that that were in response to the covid-19 pandemic these are one-time dollars that are being allocated to school districts to help them respond to the the pandemic and there's three different funding

031Cycles so sr1 which was originally funded in March of 2020 had a total of 1 million two hundred and fourteen thousand and thirteen dollars these spending time frame for that was through September 30th 2022. so those dollars that's her one dollars spending cycle is over and good news we spent all the money and I'll explain how we spent that in a second sr2 was enacted in December 27th of 2020 as well and that was part of the coronis response relief supplementary Appropriations Act and the district received 4 million 742 thousand dollars during that funding stream that can be spent through September 20th of 20 September 30th of 2023 and then finally sr3 was part of the American recovery program that has a spending period through September 30th of 2024 and the district is in the

032receipt of we haven't received all those dollars yet of 10 million 659 000 so in total roughly uh just a little bit under 18 million dollars in those three funding Cycles Esther 1 as I mentioned earlier uh was 1 million 214 000 how were those dollars spent so those were digitally came out in again March of 2020 right during the pandemic the purpose of those funds were continuity of services so if you remember going back that time frame schools were shut down and a lot of Staff potentially wouldn't have been required to specifically a related staff instructional staff we did remote learning all those type of things but there was definitely staff members that because we weren't in person technically maybe didn't need to be paid however because of these funding streams we were able

033to continue to pay all of our employees and that's where those dollars went there was also a component of that that was designated for non-public schools within the City of Lakewood sr1 was the only funding stream that had that non-public expenditure requirement the other sr2 and sr3 do not so you won't hear me talk about that during the next two funding streams questions on sr1 sr2 oops as I mentioned was four million seven hundred forty two thousand dollars spending streamed through September 30th of 2023. currently today we've spent as you can see up there 2 million 352 000 in salaries majority of that again is continuity of services for the uh 21-22 school year we were remote for the first half of the school year so those dollars were utilized again to help keep staff

034employed during that time with necessarily some staff may not have been needed in addition we were able to hire additional staff for remediation and loss of learning and those staff remain with us today through that funding stream in addition we offered summer school at no cost in the community and again the salaries associated with that purchase services so in the 21-22 school year we started the process we needed additional nursing we also engage with a social worker but that was towards the end of the 21-22 school year so that's why those dollar amounts seem lower on the expenditure side and then on the instructional supplies again technology one to one we started to engage in expanding our maker spaces areas curricular adoptions both in the software and hard textbooks in addition to the summer school

035instruction applies and again going back to the 21-22 school year and the 2021 school year is that personal protective equipment PPE that we used to talk about a lot we don't talk about anymore but masks filtering improving our filtering systems all those type of things so to date we have spent just under 3.9 million dollars of that sr2 funding and you can see on that Top Line there we still have 846 000 budgeted this is through June 30th 2022 so last school year I can assure you that that 846 000 has been spent to date for this year so sr2 funding for Lakewood city schools is fully spent any questions on this for two sr3 10 million six hundred fifty nine thousand as you notice the ways we are spending the money gets longer as

036the dollar amounts grow higher as appropriately they should so with s or three money again funding through September 30th of 2024. the district is utilizing those funds again for continuity of services both for salaries and benefits due to the dollar amount of s for three we expanded this not just for the salary component but also the benefits so sr1 and sr2 was purely to salaries the district absorbed the cost of the benefits for those employees continued the learning loss and Remediation staff throughout this process in addition summer school both last summer and this summer will continue at no cost to the community purchase Services again 455 000 budgeted again this is for a social worker year-round an additional nurse year-round to help with so much of the things that have to be done and then

037again summer school programming so Camp invention or those type of things that were paid through with purchase services instructional supplies again technology expanding again the Makerspace just want to go back to sr2 where I talked about one to one one to one for the district means every child k212 has access to a device at school not necessarily always going home with the student depending upon the grade level but they have access to a device from K-12 most of our students do take them home but the younger grades do not curriculum purchases textbook adoptions as well and um the other component of that that we're adding to is building Automation and also improvements to our hpe systems at the high school so even though we have pretty much brand new buildings some of our buildings are

03815 years old and the building automation systems need to be brought up today with our current facilities in addition some of the HVAC systems at the high school were not upgraded during the last process so we're using utilizing some Ester dollars to improve the airflow and those type of things questions on S3 I do Mr Zieman the summer school pre-pre-coded pre-essor and post Esser has a tuition cost to it correct approximately can you it depends on the program um and I honestly I don't know like the different ones the components of it but Camp invention I believe is roughly about 150 a student and that a little bit more yeah thank you but then like high school programs a little less than that you know to take on a class or something majority of those

039will run through the recreation programs as well and again summer school programming for the last two years and not necessarily even targeted it's open for pretty much any student whereas generally summer school at no cost is targeted for specific students where that will kind of go back to post covid Esser dollars okay good thank you great question how does this impact the five-year forecast my apologies to those in the audience I know it's small numbers but in regards to Esser it definitely has been a benefit to The District in the fact that in 2020 the community supported a new operating Lobby and in addition to that with the Esser funds coming on board we were able to divert costs that normally would hit the general fund and this is what the five-year forecast represents into

040ESS and Esser dollars so when those dollars go away of course those expenses need to come back to the general fund and what this shows is after the 2023 school year which is what we're in and that funding stream goes away as those dollars are being spent you see a significant jump in expenditures from the 2023 school year to the 2024 school year roughly six million dollars now our normal inflationary rate is roughly around four percent five percent on average so to see our expenditures go up somewhere between three and a half million to four million per year makes sense that's inflation but to see that jump from 6 million definitely shows where those extra dollars are coming back to the general fund and what we're saying with those things is some of those programs

041will continue but as Mr Callahan indicated some of those will not continue for free they'll still be offered but there'll be a cost associated with those questions on that and Esser funds have to be spent within that time frame correct so there's by September 30th of 2024 those dollars need to be so much about the guidelines for us or funds there are things we could spend it on and things we couldn't spend it on so what were those guidelines there was a multitude and the majority of it though was for learning loss remediation continuity of services you could also again expand social emotional with the social work we brought on the purchase of PPE equipment those type of things as well but there was many other things that kind of and again upgrades to HVAC

042systems are all allowable type expenditures some districts have expanded those to outdoor facilities here at Lakewood we're fortunate that we do have you know pretty new facilities all around so we didn't have to explore that as much but those are the majority of the areas where those are required could some of the money be spent on security building security or any of the other things that we're spending money the purchase of security equipment would not necessarily be an allowable expense under the major guidelines of Esser but you could probably expand it depending upon if there was a additional security because you were um needing to control people coming in and out of adult type thing so generally not though now for upgrading like cameras and those type okay thanks here's just a graphical explanation of

043how the funding comes back so this is our expenditures and the bar graphs for 23 school year 23 which is the fourth one from the left shows 61 million dollars in salary and benefits and then the next one so the fifth one from the left is 66 million dollars again that shows for salary and benefits that five million dollars coming back to the budget and as I had on the previous slide that the majority of the Esser findings are being utilized for salary and benefits so that's why you see such a significant increase in those expenditures going forward for that fiscal year from 23 to 24. then from that on it kind of follows the normal inflationary process and then lastly this just shows a representation of our revenues and expenditures so revenues are blue

044expenditures are orange and then the green line is our cash balance so as I mentioned earlier in 2020 which is the third from the left blue is when the community supported a new Levy so the year right after Levy you received roughly about half of the revenue from that new Levy so an FY 21 we received roughly one or two million dollars and then in 2022 two years after the passage of that Levy received the full four million dollars you see the revenue bar go up and then you see a flat line so the blue line goes flat from fiscal year 22 forward and that's the way schools are funded unless you pass additional operating levies your revenues are pretty much flatlined especially in the latewood schools we don't receive any additional funding from the

045state than we did in the nine years I've been here so we received the same amount of money from the state in the last nine years but expenditures go up over time due to due to inflation and again we were able to manage some of that with Esser funds so you can see the orange going down during the 20 21 and 22 fiscal years then you see a big jump that orange line going up where it kind of just matches the revenue line those are almost equal and then expenditures overtake the revenues going forward and that's why you see the green line of the cash balance start to go down that's a good graphic I like that it's I mean it shows it's pretty much school funding from hb920 right so questions um so for

046Esther one the other thing I wanted to just we utilize staff like when you were saying that we were able to retain staff that we didn't necessarily need but those staff members were utilized for other things if I recall oh correct so cafeteria workers and others jumped in and helped with again during the Spring of 2020 we still served lunches yeah but their time maybe does wasn't necessarily needed for the whole time that they would have been had school been in session yeah but we were able to pay them their full-time and they were working everyone worked for their wages it wasn't uh free money but they were doing a lot of different things that they normally wouldn't be doing that we needed correct yes good question thank you thank you I'm glad we could

047do that awesome thank you thank you and then finally I I wanted to remind us of the joint uh committee or meeting we had with Council back on October 24th and since then Mr Zeeman and I have met with the Building Development Committee on the development downtown and so we continue to work collaboratively with them to ensure that we can come to some sort of agreement as their development process continues forward and with that I say Happy Thanksgiving I hope everyone has a great Thanksgiving and enjoys some needed family time and that concludes the superintendent's report thank you excellent report thank you shall we allow people to leave that would like to leave so now we move into regular business and if anybody at this point in time would like to leave you can leave

048Happy Thanksgiving thank you for coming thank you congratulations thank you folks great next item on the agenda is the consent agenda we would require a motion to adapt the consent agenda in a roll call so moved second has been moved and seconded to adapt the consent agenda Mr Zeeman Ms Shaughnessy aye Mr Callahan aye Ms Bibi aye Ms katzenberg aye thank you thank you and that takes us right up to human resources and Community Services Mr Callahan thank you president Chauncey uh Mr Zieman may we combine each of these okay so uh for our consideration tonight for our action tonight this is the second read here we have 107 certified actions including one unpaid leave of absence three appointments uh 33 special compensations and 70 salary and pay rate adjustments and then under certified athletic

049coaches ECS and unemployed we have one action classified we have 21 actions including nine appointments and 12 special compensations and then classified athletic coaches advisors we have 11 appointments so with that I move approval of all four of those items second okay it's been moved and seconded that we approve certified certified non-employee classified and classified non-employed positions that's just a straight all in favor all in favor signify by saying I I opposed and those are approved we now come to Other Board business and we do have a couple of uh one certified item that we're being asked to a retirement that we're being asked to approve on one reading Mr Zieman may we combine the certified and classified for one reading yes um so we would and then we so we have under classified of

050course uh one retirement and six resignations so again uh being asked to approve on one reading thus the roll call vote I move approval of both of those items spit uh thank you approval of certified and classified resolutions on a one reading has been moved and seconded um Mr Zeeman Ms Shaughnessy aye Mr Callahan aye Ms Bibi aye Ms katzenberger aye thank you thank you those are approved we now come to a resolution also on one reading of the Board of Education to oppose the State Board of education's anti-lgbtq plus resolution that the Ohio State Board of Education is currently considering Mrs katzenberger is going to present this thank you president Shaughnessy just to give a little bit of background on the little explanation as to why we're doing this resolution in June 2022 the

051federal government's office for civil rights issued an advisory the Title IX prohibition against discrimination on the basis of sex includes protections for gender identity and sexual orientation originally passed in 1972 Title IX prohibits discrimination on the basis of sex for any program or activity offered by a recipient of federal financial assistance simply put this important advisory protects transgender students from discrimination in public schools this fall Brendan Shea and Mike told both members of the Ohio Board of Education introduced resolutions that would advise schools throughout Ohio to reject this Federal guidance and Empower those who would discriminate against lgbtqia plus students although the resolution contains false and damaging information the state's State board's executive committee voted last week to send the resolution to the full board for a vote at their meeting on December 13th and

052while students have local while schools have local Lakewood schools have local control and can't be forced to change policies as a result of these resolutions we still feel compelled to address them this action goes against everything that Lakewood schools and our community stands for our vision of a Lakewood graduate emphasizes empathy and Global awareness as well as diversity Equity inclusion and belonging our transgender students belong here they are the friends of our children and they are the children of our friends they are artists athletes Scholars and volunteers they are essential and valued by all who know them not only must we do all we can to keep our LGB TQ IA plus students safe from harm we must also ensure that Lakewood city schools are a place for them to belong to experience joy and

053to reach their full potential it is vitally important that the Lakewood Board of Education take a stand against this discriminatory and dangerous action by our state board we also need members of our community to join us in speaking out against these resolutions by contacting the State Board of Education governor dewine and our state legislators to express opposition to these state board resolutions together we can speak out against these hateful actions and show our support for the transgender students who are treasured members of our community I move that we vote to pass this resolution on one reading this evening second did you want to read any of the resolution I would be delighted too um sorry whereas in September 2022 the Ohio Board of Education member Brendan Shea presented presented an anti-lgbtq plus resolution for consideration

054whereas the resolution to support parents schools and districts and rejecting harmful coercive and burdensome gender identity policies attempts to invalidate Federal Title IX Protections in schools for the lgbtq plus youth where is this resolution directly contradicts Lakewood City Schools Board of Education policy whereas this resolution is also in opposition to lakewood's vision of a Lakewood graduate specifically the values of empathy and Global awareness and violates the ideals of human kindness and inclusion that are so valued by the Lakewood community whereas it is essential that our schools remain a safe inclusive space for our children to grow and learn whereas the State Board of Education executive committee will continue to debate on this resolution and two additional amendments now therefore be it resolve the members of the Lakewood Board of Education encourage members of our schools

055and our community to contact the State Board of Education to express their opposition to this harmful resolution be it further resolved that by the Board of Education of the Lakewood city school district that the two reading rule will be suspended and that this resolution is recommended by the superintendent of schools be approved on one reading and again I second thank you very much it's been moved and seconded any discussion oh yeah this makes me angry I have to say you know when a state institution that is dedicated supposedly to the protection and the the growth of of our students in this community and in this state chooses to Target our most vulnerable students and and to to make them a part of a political agenda I just think that's wrong totally wrong and it's morally

056wrong it's wrong educationally uh as Mrs katzenberger said these are students who are the friends of our kids or our our children ourselves they're vulnerable the suicide rates the the adults with signs of abusive childhoods all of those things that make a population that we want to support and care for are being targeted by this resolution this proposal in the State Board of Education and and the debates that are going on at the State Board of Education now also though and I have another concern is they're also encouraging local school districts to violate violate Title IX now Title IX is the the legislation that gave my daughter the right to have a basketball team that was equal to any boy in the district it gave my daughter a right to an equal education it gave

057it gives children equal rights no matter who they are you can take it away from one group you can take it away from any one of them so you're not just targeting these these vulnerable kids you're encouraging school districts to at their will violate any and all of the principles of Title IX and also of course incidentally lose their Federal money uh it's a bad idea it's it's an immoral idea and I certainly support this resolution okay [Music] just a couple of comments um as as my colleagues have said uh the resolution approved by the executive committee of the State Board of Education it's just it's it's not consistent with as was mentioned the vision of a liquid graduate nor our current uh board policy and and I just want to acknowledge our board member

058katzenberger's uh efforts you know on this resolution uh I'm certainly in support of it um and I'm confident that it's reflective of our the sentiments in our in our community um we're an inclusive District we're an inclusive um Community you know for for all it's really what makes Lakewood great it's what it's what has Lakewood the place where my wife and I are from and it's where we're choosing to stay and to raise you know our our children so with that I I certainly support our resolution thank you and I would just say that this is just one piece of an effort of the state to take over local control and with local control comes be able to provide the kind of school programs that the community that supports us financially wants um and it's

059an Insidious yeah and very hypocritical uh March that the state is going down but we need to stay posted and alert because um to Mrs bibi's point if you can do this directed at one group you can do it directed at any group so I um I'm very happy to be a member of this board in this school district that we're of one mind on this sort of thing so to emphasize that Mr Zeeman Ms Shaughnessy aye Mr Callahan aye Ms Bibi aye Ms katzenberger aye thank you and I think I can say safely that Mrs Petrie Barcelona who was unable to be here though is is supportive as we are I'll go out on that not very weak limb okay we have one additional um resolution uh motion to um date and time for

060the yes organizational media establishing the date and time for the 2023 organizational meeting and the first regular meeting for January 3rd 2023 and appointing the president pro tem to begin the organizational meeting and we request approval on one reading of this resolution second thank you this is a very routine action so Mr Shaughnessy aye Mr Callahan aye Ms Bibi aye Ms casenberger aye thank you cute is there any other other business that we've neglected okay we move on to communication it's a very important part of our meeting any comments or any thing to share yes Mrs B I want to Echo what Mrs katzenberger said earlier any of you out there concerned about this particular issue of the treatment of lbgt plus kids and the State Board of Education I ask you to write your

061letters and get them off to State Board of Education generally to Meryl Johnson who is our particular our own representative on the board and again to the governor himself simply because he has appointed uh more than half of that board and therefore he should have some influence on how they vote and what direction the board goes I'm willing to piggyback on that you may have noticed that there's a lot going on both in the State House the board of education at the state level directed at uh the schools and trying to use them as ways to maneuver other issues it's something that we are definitely keeping on top of um but uh they listen to public opinion and that can really help move help change the tide so we'll try and we'll do our best

062to keep you informed and we really really encourage everybody to to make their voices heard and that includes School administrators they love hearing from you guys thank you any other items of communication uh Anna I just wanted to note that um the the girls on the run program yet again I know I've talked about it before it's just an amazing program that my daughter participated in at Emerson they had their culminating event recently I know there were at least a couple of elementaries that participated uh just a wonderful program and to have so many teachers involved and parents involved I just wanted to make note of all the folks that that make it a such an engaging thing for for girls so and I think we heard that the numbers in girls track were going

063up so yeah it's probably programs like yeah okay we move on to public comments and I believe um Cindy striving would like to make a comment welcome Cindy if you would go to the podium give your name and residence can you hear me perfect um my name is Cindy streebig I live here in Lakewood on Baxter Lee Avenue president China C vice president Callahan board members BB's katzenberger superintendent Nets wiki and Treasurer Zeman as I said my name is Cindy streebig I am a Lakewood resident and an executive board member of the Cleveland Stonewall Democrats I'm here to speak in support of your resolution to support all students with your recognition of Title IX and how it applies to all students I am a product of Title IX it was I think going into kindergarten

064they said that we should all have the same opportunities and I am able to stand here before you because of the confidence that I gained playing sports so I wanted to come and thank you for recognizing and continuing to fight fearlessly against hatred and Division thank you for seeing Beyond yourselves and recognizing the gift of diversity thank you for voicing your objections to attacks on our most vulnerable children silence is complicity we hear you we see you and we thank you thank you very much thank you thank you thank you and that is the only um Community member that I have a comment from so at this point um is there a motion to adjourn so moved second it's been moved and seconded that we adjourn all in favor signify by saying aye aye thank

065you we are adjourned and Happy Thanksgiving to everyone we all have so many things to be grateful for I'm grateful for all of you definitely grateful for my fellow board members superintendent nits Wiki and Mr Zeeman
