002board like to make a motion to make any changes to it or make a motion to approve the consent agenda actually i'd like to make a motion first to approve the minutes from the march 15th work session or i'm sorry regular meeting on march 15th in the work session on april 6th thank you i apologize i skipped over that second second thank you mr ross if you could please call roll miss parkers aye mr ross aye mr skidmore aye thank you okay back to the agenda are we good with the agenda the way it's been broken out i'll make a motion to approve the consent agenda and the items broken out as already noted a second thank you you could please call roll miss pro chris aye mr ross aye mr skidmore hi thank you

003all right mr sable now we have several presentations uh for the board this evening lots of exciting things going on in the district and the first thing is signs for the two stadiums the soccer stadium as well as ken dukes and this is something that we shared with the board at our last meeting uh partnership uh with the athletic boosters in order to make this happen i'd like to invite tom delac our booster president as well as todd hockey and chris qualic if she wants to up to the front to share more detailed information with the board in regards to the scoreboards good evening everybody uh it's a pleasure to be here and again express our excitement for some of the things that are going on in the district um i've said it many times

004we're blessed to be part of this community whether you live here work here whatever it may be medina is a great place and these scoreboards and signs that we were discussed at the last work session are just one example of that this could not be done without a partnership a strong partnership with the medina athletic boosters as well as some of the corporations and our loyal businesses in the community it's something we've been discussing for almost two years now maybe even longer the scoreboards that we have at our stadiums are great they have done us well over the years but just like anything they need an upgrade and this is a great uh opportunity for not only athletics i know i've seen places that it's a football scoreboard a soccer scoreboard that's not what these

005are they're more than that they give opportunity for our businesses and sponsors to market themselves but they also are going to be used by much more than the football and soccer teams because these will be on display every day 365 days out of the year um the band is going to be we we host a band show in the fall all the time uh every year so the band will be able to use this for their competitions and their shows lacrosse uses both stadiums from time to time uh the track and also our youth programs are another uh big beneficiary of these scoreboards unfortunately we're not and i know tom's going to speak to this too we're not going to have it in time for graduation this year but you know those will be different

006events like that that are done in our stadiums we'll they'll be able to use at that point too so i know four of our magnificent sponsors are gonna be involved on the football scoreboard and we're still looking for a few more with soccer but they're coming forward as as we move on with this so again appreciate the sponsorships appreciate the partnerships and i know tom's going to talk a little bit more about that from the booster side thanks todd thanks for uh having me this evening really excited to uh to talk about the plan here uh as todd mentioned yeah two years in the works probably actually a little more um so we're looks really excited to see it get this far and thanks to todd and dr qualik for really helping support this project

007and get it where it's at right now so i also want to thank my fellow booster board members volunteers without their hard work dedication this isn't happening we're a competitive bunch kind of like the kids on the field and we feel like we're really close to having a win here so thanks again for having me tonight we're really excited not only for the scoreboards but the sound systems as well that go along with it definitely want to reiterate the point that todd made that you know these are not football scoreboards they're not soccer scoreboards multiple uses different parts not only sports but marching band uh and yeah i mean i wish we could have it for graduation but if that's the direction we go in the future then then great we'll have it so i

008want to talk about the plan and i call it that because you know like i said we've been talking about it for two years plus and i want everybody to understand that we have signed letters of understanding with all four of these sponsors that we're calling champions of the community you know first and foremost cleveland clinic obviously we felt strongly that they had to be a part of this i mean they're such a big part of our community the long-term relationship that they have with the schools athletic trainers it just felt like the clinic needed to be a part of that thanks again to dr qualik for making that happen north gateway tire is uh it's a new relationship for the boosters but obviously not not you know new relationship from medina or the community

009if you've been to the highland athletic complex you can see first hand their dedication to yeah in support of the schools and athletic program there we're really excited to have them on board amy hose is a realtor for howard hanna i can't i really just can't say enough about how generous she's been with um with her support over the years with the boosters the claggett gym facelift i'm not sure that happens without amy we call her we ask she says yes it's it's really incredible so really appreciate amy and then uh serpentini the the final sponsor there it's a pretty cool story so instead of cash they're actually donating cars to us one per year to raffle off and when we put this plan together originally we kind of estimated okay if they can do

01020 000 then we and we get 10 000 from everybody else we're going to be able to make this happen and uh so last year was the first time that we raffled up a car and we actually made 40 000 off of it so uh you know similar to north gateway tire i mean this is their strategy they get committed to communities it's a huge priority for them so um in addition you know the majority of these sponsors have the backing of their different manufacturers and everything chevrolet was serpentini you know howard hanna amy hose i'm not exactly sure that manufacturers behind gateway but they're supporting them and again it's part of their branding co-marketing efforts and everything so we're really confident about the support they have the support they're giving us and our ability

011to see this all the way through so i have a bunch of contingency plans if you guys want to hear hear about that or if you have any questions just want to say thank you tom for all your dedication to the boosters and and as an alumni to the district your passion is evident and trying to just make the facilities even better as time goes on so thank you for all our hard work and and for todd and for chris and others that have all been part of that project but thank you for that and for these generous sponsors thank you yeah my pleasure good group behind me tom i was going to ask the sponsors are ain't in this in a sense in the contract for five is it five years correct five years

012okay got you five years that's both that and soccer correct well no so soccer's good story because that's actually additional revenue that we intentionally kept out of the plan and just considered it extra if it came through so the donations for these monsters to be on the duke's board will cover the cost anything additional that we're able to sell on the soccer board right i don't know if you have that up or not but so where it's white below we have the opportunity to do the same as dukes where we could have up to four sponsors down low same concept it'll be a lower dollar value we have two of those spots sold already we're looking for another two hopefully have that in the next few weeks that's additional revenue that again if something were

013to happen to one of the original sponsors those dollars could help supplement we make sure the district gets their money tom thank you to again and reiterate what uh mr skidmore and mr ross said to thank the boosters and all our business sponsorships and everything here at the district that helped we appreciate the partnership that we have i was hoping or wondering if you could just clarify a little bit to explain a little bit more about the graphics and how you mentioned how it can be used for other events i know um and we talked a little bit about this at our work session like i've attended track meets or cross-country meets where they they'll list up their you know who's right the order of events or is that something that they'll happen okay yeah

014so as you're looking at this picture here um the four sponsors down low those are permanent panels that you will see 24 7 365 that doesn't yeah it doesn't matter if the board is on or off you'll see those sponsors continuously the three sponsors on the right hand side that's just a sample of the three that we'll kind of have rotating kind of similar if you've been to a basketball game or volleyball game with the scorers table in the gym so we'll constantly rotate all of our additional sponsors there what can happen in the you know obviously with the the picture of drew there so for track specifically we've been talking to jordan brown you know hey i've got this awesome timing system if you guys buy the right board then i can link up

015to that and provide that type of thing that you've seen elsewhere so absolutely part of the part of the process thought process great and did i also hear correctly that there's instant replay possible or things like that we're going to be very careful with instant replay um because it can cause a little uh people to get a little um noisy about a call but yes they does have the capability we're going to work with medina tv and make sure we can have those capacities if you go to solon if you go to some of these other stadiums that have this you can see that so we'll be able to use it we just don't want to we want those officials to get out there nice and safe and and not not be uh have to

016be escorted out by a close call let's say so thank you actually um it's a good example too of um some identity does such a fantastic job i know there's students that help i mean what a great experience for them to kind of learn on on some new age technology as well too so yeah good questions yep thank you tom appreciate you coming in uh sharing with us this evening my pleasure if you guys need anything feel free email me happy to answer got uh like i said we've been thinking and talking about this for a long time so i feel like we're in a really good spot and really appreciate your support thanks for the time thank you thank you yeah in my time in the district uh five years uh the the sports

017athletic boosters contributions to the district uh obviously especially through the athletic department they've really been impressive and i know we've had the boosters here to present before i think last time it was new uniforms that they were purchasing and i know that's an annual thing that they work with so we really do appreciate their support um they do have an impact on the level of our programs uh and the experience that our kids have going through our athletic programs and it's nice to see the community as a whole and a support group to the district to make that happen we say every student every day i think they're definitely every athlete every day as well next up on the agenda i've been talking a lot throughout this school year about the portrait of a graduate

018um we do have a core committee that has been working very hard actually since last school year and that committee is called soar the soar team works with school districts across the state through regular meetings every other month down in columbus well last year we were going down to columbus this year it's all been virtual but it's been a collaborative effort across the state uh with a handful of districts in order for us to move forward with this portrait process so at this time i'd like to introduce tina cassidy our director of instruction and our soar team who's here to talk about the portrait of the graduate as we're entering the final draft okay good evening everybody i wanted to talk a little bit today about uh our history with soar so in 2018 2019

019our district joined the battelle for kids soar team which is a professional learning network of educators focused on innovation this went along very nicely with our last strategic plan where we were looking to incorporate more inquiry-based learning experiences for students and so we thought this would be a good way to kind of learn about what are some experiences we want for our students and as erin said it gave us a good network of people to talk to and learn from and we've had really great conversations doing that so our madonna city schools soar team we have representatives here so aaron and chris are on the soar team paul worzencroft is here he is the principal at claggett brian conditt was not able to join us tonight but he is on the soar team and he

020is the principal at canovin cindy greis will be speaking principal at weight matt matty and sarah jackson are in the department of instruction with me and me so we get to go to um as erin said columbus or we did anyway now we joined virtually but it's still really good information but at soar we learned about portrait of a graduate and um portrait of a graduate really the the idea behind it resonated with us it's so it's we will continue to deliver rigorous academic content but the portrait ensures that we'll also prepare students with 21st century skills necessary for students to be successful so what that what that does is it aligns our innovation with what we're already doing it would be our north star guiding all of our work and the direction of our

021schools and we thought this was something we really wanted to pursue so then the next question was what 21st century skills are important for our students so i'm going to call amy busby up to to the podium and she's going to talk about the process of the committees okay thank you good evening i'm just going to talk briefly about the process um starting in january of this year we worked with the impact group which is our strategic marketing firm that we've been working for with for a number of years to create a planning committee so at the end of the process we we asked people to fill out forms to be a part of this from the community standpoint we also worked with building administration to select parents and students to help with this process

022as well so once we went through all that we kind of came up with a group of almost 100 people but 85 of them were very consistent through the process so it included a whole cross-section of all of our stakeholders so those who were on the committee um agreed to participate if possible in four meetings that were two hours each and the meetings started on january 20th then they were on february 3rd 17th and then march 3rd so the first two meetings um were run by the impact group for the most part and that was allowing the group to go through a visioning process and a swot analysis so swat stands for strengths weaknesses we'd like to call them challenges opportunities and threats so after those two meetings were over then we kind of went

023into small group work um so we broke out into i believe about um 16 groups and it was several groups and um the groups were run by the impact group but they were also um hosted by our building administration so they had a very big hand in what was going on the process of the small group work was to review all the competencies so what what do we want our students to walk away with when they graduate from a dynasty schools and within those competencies then they were charged with creating descriptors of those competencies so people understood what those meant after that happened then i'm going through the process in my head after that happened then we sent the kind of first draft to our district committees the soar team took a look at it

024as well as our building administration and the whole goal of that was to kind of whittle all that information down so that it was something that people could digest and we could instruct our students in accordance with all that so um the at the end then um and cindy's gonna touch on this on on kind of what we came down to so um she'll go through that process but after that then we actually worked with the impact group to draft a graphic of what the portrait of a bee looks like so that we could present that to our community so that's in process we're we're working on a final draft so hopefully we'll be able to share that not only with the district and our staff but certainly our community and now we're to the

025point that we're going to be moving into our strategic planning process so so all these things that we did in the forefront will actually help us create our next strategic plan so now i'll have cindy grace come up and talk about how we came to the bottom line good evening as amy said first i just want to thank the committee what a lofty task that was of putting a 85 people on a google meet let alone going from a blank slate to what do we value as a community and what do we want for our students in our district so at the end of those meetings as amy said what a phenomenal we had great conversations and what a phenomenal first draft they were able to provide for our district and as amy said too

026that's when we really rolled up our sleeves with our staff and that's when we really looked at all the words and looked at all those key phrases and and we stepped away from it and we said boy if there's one takeaway in our small groups is there is a lot of overlap and how can we make it more concise so when we did that we kind of went back again to the to the table and then it naturally fell into the three categories that you can see on the left there that we're really excited to present to you tonight so the first category at the top is more those personal skills of what it means to have good character and then the second category or more of those interpersonal skills of how we interact with

027others and then finally what are skills of for thinking and learning so first starting with character if you look at the top each of them have two competencies that go with each category so the first one is respectful citizen a respectful citizen is someone who acts with integrity shows empathy and kindness demonstrates awareness of diversity and then contributes to the community and beyond and if you look at that one alone boy what a lot of powerful words are in that top one there and i think i remember jeannie pritchard saying in one of our meetings you know what's a person of character and each one of those words there integrity empathy kindness we had so many great conversations on moving on underneath a responsible decision maker understand that your response to an event impacts an

028outcome and making positive and healthy choices if you recall the last two years our district has spent a lot of time with focus 3 conversations in the r factor and that just lends to this work nicely at all levels so we were really excited how those came together underneath character moving on to the interpersonal skills of interactions with others both as a collaborator and a communicator as a collaborator it's someone who cooperates on teams is a reflective listener and can understand and respect diverse perspectives as a communicator someone who listens for understanding can articulate thoughts and ideas clearly and can utilize technology and media effectively and responsibly and finally our final category is skills of thinking and learning first as an innovative problem solver we talked a lot about critical thinking uh this one captures

029that to think critically to analyze situations to design and develop ideas and then to reflect and refine those results our final competency then if you look there it says resilient lifelong learner we had those separate and upon further reflections and conversations we thought they just really married nicely together that is someone who can discover explore and pursue passions and interests that they embrace curiosity have the courage to try new things can persevere through setbacks failures and challenges and can use a growth mindset so um we hope you're as excited as them as we are as a team of how those really came together and i think when we put those together we thought that those could be well understood whether you're a kindergartner a fifth grader an eighth grader a senior and even also as

030an adult how we model and teach these to our kids and how we make decisions to help move our district forward so i'm speaking of moving forward i'm going to turn it over to paul who will talk about next steps thank you cindy uh moving forward we would like to use our portrait of a graduate conversations for the years to come so the idea is that these are some of the things we'd like to uh ingrain in our conversations um you know what's our philosophy well our philosophy is is what you just saw the six competencies that we as a as a administrative team as a soar team and as a community and staff members as well including students were on that panel came up with what do we want our students to have and

031to possess as they leave madonna city schools we'll incorporate these these competencies these conversations into our instruction and shaping not only the content but also skills these are lifelong skills that our new adults will use as they go out into the community you know you've seen the word citizenship collaboration communication all those things very important skills that our community needs our students to have we'd like to ingrain these competencies into procedures and professional conversations as well you know if you think of just the structure of the school day uh from um interscholastic activities to after school activities from sports to the arts you know what is a reason what is a responsible decision maker do on the football team what does a respectful citizen do in key club so all these competencies are we feel

032are very important throughout the school district and the community also curriculum mapping and curriculum adoption as we look forward as a department of instruction looks forward to adopting curriculum and mapping curriculum you know what does third grade need to go into fourth grade what do what does an eighth grader need moving on to the high school these are the competencies that we want to have conversations around you know does this curriculum enhance our students as a communicator does it help our students to become lifelong learners and if we can use that to focus our conversations on curriculum mapping and curriculum adoption then this is well served now what's next for soar and battelle for kids our soar team as as you've heard we have incorporated a lot of different people into uh just our community

033meetings in creating these competencies for a portrait of a graduate but we'd like to um continue these discussions with these other school districts major school districts that you that you probably have heard of yeah your reveres your westervilles we've had conversations with administrators and administrative teams from richmond virginia sacramento los angeles so these are the conversations that we're having these forward thinking districts that we'd like to continue those conversations with we're all talking about 21st century learning um you know the project based learning the the culminating projects capstone projects is what a lot of these districts are using and they're really exciting when we're looking at these things we'd like to incorporate those things into medina city schools and of course expand collaboration and vision what that means is right now the soar team is

034building administrators and central office and we've said it already but i'd like to focus in we'd like to expand our team and include teachers curriculum development coordinators our cdcs and of course our school counselors into this group so we can have kind of a larger sample size of ideas and include them in the growth of our district and then just continuing the district-wide conversations so we can continue to have those conversations and grow our district to be you know something that we can all be proud of so thank you i think tina would you like to wrap it up okay so really this is just the beginning we've got lots of exciting things ahead of us understanding once our portrait is finalized understanding how we're going to use that in our classrooms working with teachers

035to figure that out sky's the limit and and then again with our strategic plan everything will stem from this portrait of a graduate so we're really excited about the direction of our district are there any questions about portrait as tina said the next step in this process is our strategic planning and i want to make sure the board's aware that our staff student community business community leader survey is going out actually this evening at eight o'clock following the board meeting it's already scheduled to go in addition to that we had an overwhelming response for participation in focus groups for staff community parents and those individuals will be contacted before the end of the week with the dates that the focus groups are going to be occurring so i do ask everybody to watch for those

036surveys the more responses we get the better it's actually already live if you visit our our website we do already have a link up even before the email goes out uh where individuals can access that survey and again it's for everybody we want our students doing it our parents business owners even if you don't have children within the district we really want your feedback um thank you aaron just one question first of all that was a great presentation a lot of good info thank you um but is there a way that after the kids graduate and then they go into the world do we keep tabs on some of them to see if what we're doing is working to see if the program is working i know that um chris maybe you can answer this

037a little bit better i know that i'm carrie does have alumni information but i'm not exactly sure about the extent of it do you want to speak to that a little bit i think tina probably answered it the counselors do follow up with some of our students ron i know we get contacted a lot by companies that want to charge us a lot of money to survey our alumni so we do the best we can but those can be costly because they they try to find all your students and survey them so maybe we should have further discussion with the board as to how interested they are in a more intensive survey but we follow up on how many are going to college how many are preserving in the military how many are going into

038the workforce but if the board wants to have further discussion about what kind of information you're looking for i just wanted to thank the team for the presentation tonight it was great i know most of our board members were able to participate in those small groups as well and the conversations with the community and staff and students was so rich and engaging and it's nice to see it you know reflected in in our draft of what is going to be our our portrait in a much more concise manner there were so many good ideas and things and i think um cindy was able to help get that streamlined so we do appreciate that but it it was a great process it was very engaging and excited to see how this translates that into the culture

039that we're going to have in our district in our classroom so thank you so much absolutely and tina you can just stay on up there as most of our our parents anyway know we have been our students have been undergoing state testing obviously it's a little different scenario this school year with students being involved in online learning through moda so i asked tina if she could please give a brief update on what's going on with state testing absolutely as aaron said we are in the middle of state testing all students test grades three through through high school we have students testing in ela and government math all the way through so we at elementary we have three four and five ela and math testing going on also fifth grade science they just finished up english

040language arts and they started math today i got to be there a little bit today i was at canaven so that was fun to see students did a great job we are going to have moda students also participating sarah jackson worked really hard to organize that at elementary level and so they needed to come in we weren't able to administer state testing remotely so she organized having the mota teachers come in to administer and so they will be coming in as well middle school we have 6 7 and 8 ela math and 8th grade science testing going on they are just about to finish up ela testing and then they'll move on to math and science and matt mattie was instrumental in getting all the modis students to come in and so he's got i

041think 80 students coming in on friday in the high school media center to do some testing and then he's got it broken out so all groups will be able to test high school testing will start later this week on april 23rd and they start with the english language arts test joe gaudio worked closely with andy brenner at the high school to get the motor kids involved in that testing as well all of our testing will be done by may 4th we have until may 7th to do makeup testing and then we should be getting the results sometime in june usually about june 15th the results come in so are there any testing or yeah questions about testing okay no questions on testing but thanks again for the soar presentation and i know we're all looking

042forward to the the graphics i know as part of the process they were showing different graphics that might be used and some were a tree and some were a honeycomb and all these different things so i think we're all anxious to see the final graphics and see how how neat that'll look i hope so we're getting closer all right thank you and my last item for this evening i'd like to provide the board with an update on the principal high school principal interview process which is being led by our human resources director jim shields thank you aaron so we started with 32 applicants which was a great uh response for people interested in job we were very glad to see that because we've had a hard time with our applicant pools lately but we started

043with 32. uh superintendent sable doctor qualic and i we spent a lot of time going through those 32 resumes and we narrowed it down to our sweet 16. you're going to see a theme here with march madness but we narrowed it down to 16 the last about 10 days here myself dr crawley tina cassidy and mina pazutka we interviewed those 16 candidates we focused on special ed instruction chris had a great view from being here at the high school had a lot of questions about the operation of the high school for the candidates and i focused on staff and human resource topics from that 16 round we are down to our elite eight and our elite eight will move on here we are hoping to do it this week but with some scheduling challenges it's

044going to be early next week we're going to have those eight candidates come in they will meet in two groups the first group will be our high school cdcs which are will represent each area of the high school teaching staff in one room and the other room will have two candidates come at the same time one group will start with our cdc's the other group will start with our support staff and some other administrators and our school psychologists and they will interview and then switch rooms so we'll have a really nice large group that will see these eight candidates i don't know from those eight if we'll be down to a final four but we'll see how that process goes but the next round we do plan to ask for students parents community to submit

045questions and then we will have a round where those questions are asked of the candidates whatever that group is at that point and then we will wrap up with the you know whether we get it down to maybe one or two candidates and aaron would meet with those candidates and talk to them and we would make a final recommendation to the board but it's going very well i was really thrilled with the 16 candidates that we interviewed it was very tough to get it down to eight i made all those calls the last few days here to talk to those candidates and probably one of the nicest thing is several of them said to me will you promise me if you have any other administrative openings you'll reach back out to me because i would

046really like to be part of medina so i think we have a new pool of candidates for administrators for future openings but i want to thank chris and tina and mino for spending several nights long nights going through these interviews mina is probably going through the toughest time of her life the last few weeks and she we told her not to show up but she was so dedicated to it and wanted to make sure she was part of the process she was there all three nights with us i just really appreciate it and it was nice to hear from the candidates today as i talked to them they said they felt comfortable they felt relaxed and they felt very welcomed and so it's going well we'll keep you updated but we're going to find a

047successor here for jeff harrison and chris and i think we're going to have some great candidates to bring forward to the board thank you thank you do we have a goal date that we want to have this election or the candidate selected by actually a month from this meeting so our goal is to have a recommendation for the board at the may regular meeting and i just want to add that third round of interviews that final four that we intend to live stream those interviews so what we're discussing right now is providing a topic for each candidate to pers do a short presentation and then following it up with some questions and all candidates will receive the same questions that we receive from students community parents staff etc well thank you for that presentation and

048uh now we'll move on to our treasure yes um the district bank balance increased by 942 thousand dollars in mark bringing total to eighty point three seven million this is four million below last year at this time general fund revenues were above last march by ten thousand dollars the combination of real property taxes personal property taxes and property tax tax allocation funding uh accounted for this increase general fund expenditures were above last march by thirty nine thousand dollars personal uh salaries benefits and other funding contributed to this increase the sales tax fund balance is down to three point one seven million dollars the district spent approximately eleven thousand eight hundred dollars in mark on the fleet master lease and that's all we spent it on the recreation center capital fund balance is down to two

049hundred thirty six thousand dollars school district spent twenty eight thousand dollars with the majority of the funding going to the heat exchanger the city of medina reimbursed the school district one thousand six hundred dollars for a previous expenditure the district has received forty six thousand dollars in interest income i'm crying because this is really killing me um it's it's uh destroying our balance here because uh this combination for the total year is 645 000 below last year at this time um fiscal year 2017 was the last time we were as low in our interest income and finally the general fund two days cash is estimated to be 254 days this is up from february by half a day and below last year by 23 days thank you for that thank you mr chambers but we

050as far as how you budget for interest income we don't project the high end of that no no this this year i projected low on our interest income but i i don't think i projected you know that it would drop down to nothing again i i think we were looking at possibly getting up to a million dollars this year so thank you all right and the third item there are board communications if anybody from the board would like to i know mr sable has mentioned this but i just wanted to make sure the community gets reminded because i need reminding that may 15th is prom so there'll be a lot of activity going on in the community may 22nd is graduation which is right here rain date is may 23rd and um again right here

051in our in medina and the last thing is another event putting is being put on by the medina schools foundation and that's the run for fun which is on friday night may 7th if anybody's interested in supporting the school district and the foundation's fundraising efforts they can sign up on the foundation's webpage thank you mr skidmore and i met for policy you'll see those this evening on the agenda we have a first reading of some pretty standard i would say policies um that just for worthing that needs to be changed because of changes in legislation and whatnot and there's also a second reading of a couple policies that we approved at the last meeting mrs pavlick and i attended the curriculum committee meeting last week and some of the presentation that we saw this evening

052about soar i'm sorry the portrait of a bee was presented to us at that meeting it is great to have such um live presentations this evening it does make us feels like we're giving back to some some semblance of normalcy and there's so many spring activities going on like mr russ mentioned with the events coming up and just all the sports happening and just it's it's an exciting time for the district so thank you thank you mrs parkhurst and and again valerie and brian were not able to be here tonight and they both were sorry they couldn't make it but the board's been busy and uh as you mentioned with our committees that continue to meet uh also i wanted to put a shout out also to chris hassinger on coach of the year that

053he was recently awarded that within the district uh of our sports and uh we appreciate the work that he does as well as the other coaches and um so that's it all right and then we're on to action item f our treasures items yes if it please the board uh item number one it's recommended the board of education approved the march 21 treasures report item number two it is recommended the board of education approved the temporary appropriations for the 21 22 school year the only item that sticks out is the emergency levy we're moving items expenses that we used to expense out of the general fund into the emergency levy and the rest of these items are just so that we could start the school year next year in jan or july and run it

054from july through september before the board is faced with passing the permanent appropriations and then finally we have item number three it's recommended the board of education approved the following supplemental to the 21 20 sorry to the 2021 permanent appropriations we have men's volleyball uh this item they purchased let's see they made a purchase for officials here during the volleyball season that they were not estimating upon so we just need to increase their appropriations thank you mr chambers so do we have a motion to accept those three items i'll make a motion thank you mr ross oh second thank you mrs parkhurst are there any questions or comments or clarifications from the board hearing none any from the public hearing none if you could call roll mr ross aye ms perkins aye mr skidmore aye

055thank you mr sable first item up this evening is donations is recommended that the board of education accept the following donations to the medina city schools we then have a district roofing bid it is recommended that the board of education adopt the resolution to reject all bids opened on february 16 21 for the 21 roof replacement projects and to award a contract based on the rebid opened on march 11 21 for ai root middle school central office ella canovin elementary school and medina high school to robert's roofing company in the amount of 906 800 000 in blake elementary school to jb roofing uh tecta america american co in the amount of 48 386 and 60 cents and uh these roofing bids were presented at our last work session by our director of business affairs mr

056burkhart number three civil engineer contract for district paving it is recommended that the board of education approve a contract with environmental design group for the district paving improvements to include design bidding and construction services in the amount of forty six thousand dollars number four we have two service agreements on here it is recommended that the board of education approve the following service agreements for the 2021 school year both of these are for special education services as required per students ieps individual educational plans number five we have another list of special education services it is recommended that the board of education approved the following extended school year services for summer of 2021 and service agreements for the 21 22 school year i do want to point out that again these are specific for special ed students

057as determined through their individual educational plans as well as their iep teams this is separate from the summer school that we're going to be operating which mrs cassidy discussed at our last work session which is going to be funded through esser funds which is federal funds provided and distributed to and by the state for pandemic reasons number six is service agreement communications it is recommended that the board of education approve the following service agreement for primary rate interface service with frontier communications and i want to invite our director our technology director up to the front ryan o'call so he can discuss this a little bit he was able to work in some changes and save the district some money so this is a process we started a while back and i've been discussing with the

058board this is a uh start of a larger cost save but this is what i can can provide for you tonight is we would like for you to vote on a five-year contract with our for our pris and those are the main trunk lines that come in for the phone service um to the district and currently we're doing month to month and it's a 680 dollar per pri cost and we'd like to reduce that if we do a five year contract we'll get it down to four hundred dollars a month on those contracts the other thing that's uh is large that's on this is our long distance and we are able to cut the long distance cost uh substantially to get that reduced for a monthly savings so over the course of the five years

059of this contract we're projected to save uh 55 000 roughly um this is the start what what this contract also allows us to do is eliminate um 11 pots lines so one in every every building because we'll use our pri's with you can see it's called e-line and i'm not exactly sure what that is but what it does is it uses an electronic address placing on the phone numbers that go through the pri so we don't have to have a pots line for that and what we've what started this whole process is the pots lines which is plain old telephone line is what it stands for they're really failing and frontier is servicing those lines but it it it's just an older technology and we were looking for a way to replace that and we

060can do that through this pri system still have our 911 service using the e-line and so what i'm not presenting you tonight is the savings of those 11 lines per month that we're also cutting so what i'd like to do in the next couple of months is gather some bills and see where we're at to show you a real cost save but the 55 000 is a is a great start but it is over five years so but we were excited to be able to present that to you in if you accept the five-year contract so thank you mr o'cole next up we have first reading of policy it is recommended that the board of education approve the following revised bylaws and policies for first reading the bylaws and policies will not be presented to

061the board for final approval and potential adoption until the regular may board of education meeting and as mrs parkhurst mentioned at the beginning these are really regular updates to these policies number eight is the second reading for adoption it is recommended that the board of education review for the second time with possible adoption the following revised policies updates to both of these policies are mandated by law there is an extra layer in the anti-harassment process we provide provided our entire administrative team a uh was a two-hour three-hour professional development a few weeks ago on the new harassment policy as well as the harassment investigation process so those are important as recommended items this evening to make sure we're following the law and number nine personnel it is recommended to the board of education that they

062approve the following personnel recommendations as we do every may i'm sorry i'm jumping ahead here as we do every april we are non-renewing our supplemental contracts with the exception of head coaches that doesn't mean these individuals will not be rehired into these positions but this common practice for school districts to do in addition we also have several retirements on the agenda this evening and i would like to invite our administrators up that are going to be presenting our retirees to the board this evening i'm so honored to come up to you and talk about barb frye who's retiring from the district with five years of service i consider barb a friend and an employee and so those of you have been around medina county might not know but barb's also an inspirational speaker so i'll

063get to that and i was going to bring a copy of her book but if you know barb everyone i know that has a copy of her book says oh yeah i have that but i gave it to someone else to read so i'll get one for board members when i see barb again but i couldn't grab one so you could see it tonight at the board meeting but barb served in is at the high school now and served at garfield prior to that helping our students with their social emotional needs that were placed in our ed unit at garfield she's been at the high school the last two years and has worked with our students with special needs in the ed unit as well as students throughout our building that just come to her

064for emotional support and you'll find a lot of students just stop to see barb as well just to check in with her and get the support they need barb's been an inspiration as i mentioned earlier because in her young adult life she was in a drunk driving accident as a college freshman with one of her friends and became a paraplegic so barb is kind of i like to call her a comedian that that shares her experience but she's so inspirational because i don't know many of us who would come through that the way she did and uses it to just inspire people to deal with tragedy and disappointment and come through it a better person so she is an inspiration to all of us she's told that story at the local state and national level

065again her book is just an inspiration and we're going to really miss her positive attitude and sense of humor she's moving to florida and jim just shared a wonderful story that one of the students asked if they could helicopter bar back from florida so they could keep meeting with her so and i wouldn't doubt that if the student could afford it they would do that so again i'll get you a copy of barb's book but just an amazing person that's touched so many lives in medina so thank you for letting me talk about barb good evening i have uh the honor of presenting and talking about uh miss stevie b shire uh mr conditt and i talk quite a bit about her uh as she is the counselor at fenn and ella canavan unfortunately he

066can't be here tonight so i said i'd try to represent him well but current currently stevie is an elementary school counselor she's retiring from the district at the end of the school year and she's going to be retiring with 15 years of service school counselor was a second career for stevie who had a successful career in banking at old phoenix bank the bank's president at the time george padis he was a former monitor city schools math teacher and his wife pat who was a counselor at sydney fenn gave stevie the idea to pursue a career in school counseling and stevie originally had an education degree so that worked out well for her she did her intern hours with pat paytas at at fenn elementary and blake elementary school and she was hired by the madonna

067c schools in 2006 and assigned to madonna high school she may hold the record for the working in the most buildings in the shortest period of time as she worked at blake madonna high school claggett garfield northrup and it's currently split between canavan and sydney fenn despite the many reassignments to the many buildings the one constant would see with stevie with serving as a school counselor in medina has been her care and concern for both the students and all their families stevie is a heart of gold and would do anything to help protect our students and their families besides offering counseling it's also a regular occurrence that stevie will make make sure that all of her students have enough food at their homes and has even have adequate housing when there is a need stevie

068is a work uh work day school counselor and after hours freelance social worker working tirelessly on behalf of the students i know in talking with mr condit each year we look at our students in need and stevie is an integral part of that process through our work uh with local resources kiwanis mcpal are our own staffs contributions made and donations from local families anonymous we we look forward to identifying students that we can help out and give a special experience to and one of the things that i enjoy and anticipate is having that conversation with stevie i know mr condits the same because we know just when we think we're done she will come up and say hey how about this one or how about just one more you think we could do this and

069we always find a way and she just has a heart of gold and will give and give and give she puts her families and her kids first to help them be successful she truly does believe the importance of relationships with her students and family and sees the relation that positive relationship have a great effect on a school's child's experience in school we're going to greatly miss her kind heart her personality but we absolutely look forward to hearing from her and wish her all the best in her future endeavors thank you and thank you to uh craig principal over at sidney fenn as well as chris interim principal here at the high school and assistant superintendent for your presentations this evening they're much more meaningful than me reading the script so i appreciate you stepping up

070to do that and that is all of my consent items for this evening thank you mr sabol and and just to echo that again uh just the personal remarks that dr qualik and mr komar gave tonight uh really show the significance of some of the staff that we have and it'll be a loss when they retire and and uh but we know that uh with the efforts that we heard tonight with jim describing them with hiring another principal that the the care will go into hiring people that will replace that will hopefully try to fill those shoes which will be difficult to fill so so we appreciate the work the district does and and for you telling us about that to to hear that so we we appreciate that so we have a number of

071items before us items one through nine that we're going to take as as one item here i believe if we would entertain that as a motion i'll make a motion to approve the superintendent action items thank you mr ross i'll second thank you mrs parkhurst are there any questions or comments about the items i just wanted to thank mr okol for his presentation this evening for negotiating the frontier contract on behalf of the district and his efforts to always improve service for the district and save us money you do that together so thank you for that we appreciate it yes thank you ryan great job there we appreciate it concur okay are there any questions or comments from the public on these items there is a hand up not on these items okay very good

072so if we could please call roll mr ross aye ms parkers aye mr skidmore aye thank you and the next action item is personnel it is recommended that the following personnel be non-renewed for the listed supplemental contracts at the end of the 2021 school year and and i am realizing with three board members here tonight that we're going to need to represent those uh contracts at our uh next board meeting you know it's just non-renewal so i can i can vote for okay yeah it's not a hiring and it's just non-renewing correct so that's fine okay all right i'll make a motion to improve this action item okay second very good any questions or comments from the board hearing none from the public penny you could please call roll ms burkhurst aye mr ross aye

073mr skidmart aye thank you and we have the opsi successor agreement it is recommended that the board of education approve a two-year successor agreement with the ohio association of public school employees opsi local 305 effective july 1st 2021 through june 30th 2023 this is essentially a roll over contract for classified employees which includes all of our non-teaching positions we are looking at a rollover at two percent in year one and 2.25 in year two this contract was ratified approximately a week ago by our opc organization very good make a motion to prove superintendent action item i won i'll second that any questions or comments from the board i just want to thank mr sable and mr shields and dr qualik and the team that worked together to negotiate this and work with opsi and it's

074a very collaborative effort that our district has with our unions so we appreciate the hard work that they do and um and we're glad that uh that there's a new agreement so thank you for paul roll a public any public comment hearing none if you could call roll mr ross hi mr skidmore aye ms parker aye thank you and we have the water feature at the recreation center and this was presented in detail at our work session by mr burkhart is recommended that the board of education approve a contract with raindrop products for the replacement of the water feature in the leisure pool at the medina community recreation center in the amount of 124 285 000 and 90 cents by utilizing cooperative purchase and contract uh number 105.2-rdp this purchase is part of the shared

075agreement between the board of education for medina city school district and the city of medina and must also be approved uh by student account or student council i think they would approve it by city council i do want to point out that the contract publicly listed in here is the full contract this contract will be split pending city council approval and this comes out of the joint fund that the board of education as well as the city contribute to on an annual basis for upkeep over at the recreation center and i i do like to remind the public i know the board knows this but we do own the building that's then rented and utilized by the city for the recreation center i'll make a motion to approve action item superintendent action item j thank

076you mr ross i'll second thank you mrs parkhurst any questions or comments from the board my only comment is the presentation was was done well by jansen and he clearly showed that the uh feature that was there before had really um outlived its useful life and was really beyond just a few repairs it really needed to be upgraded so it definitely makes sense and and we appreciate the city working to keep the facility maintained and to keep its membership uh with some new new items so i just want to add to that that we do appreciate the partnership that we do have with the city very good any questions or comments from the public hearing none if you could call roll mr ross aye ms parker aye mr skidmore aye thank you and the last

077two items for this evening are the scoreboards which were presented at the top of the meeting it was recommended that the board of education approved the agreement with daktronics for the football stadium scoreboard purchase at a cost of 196 and ninety three thousand dollars in installation cost of approximately twenty four thousand dollars the district facilities committee has allotted a total of seventy two thousand dollars to fund the purchase of both the football and soccer scoreboards with the remainder to be paid from the boosters uh secured sponsorships um i do wanna point out that the seventy two thousand dollars was already uh budgeted uh through the facilities committee which is run by mr burkhart and includes administrators parents and community members that 72 000 was meant to be used to upgrade the sound system at ken

078duke's stadium this opportunity we were able to spend the same amount of money and not only get the sound system upgraded at ken dukes but also get the sound system upgraded at the memorial stadium as well and get new scoreboards for both facilities and the second one it is recommended that the board of education approve the agreement with daktronics for the soccer stadium scoreboard purchase at a cost of 31 665 000 an installation cost of approximately ninety eight hundred dollars the district facilities committee has allotted again a total of seventy two thousand dollars to fund the purchase of both the football and soccer scoreboards uh with the remainder to be paid from the booster secured sponsors i do want to point out just so there's no confusion the 72 thousand dollars is not per scoreboard

079that's total for both scoreboards together make a motion to approve superintendent action items k and l or uh one and two you meant yes k one and two okay i'll second i got you yes thank you any questions or comments from the board no i just want to say that i appreciate all the hard work from the staff and the partnership with the boosters to make this happen like the booster president said it's been two three years in the making so a lot of hard work went and then much much appreciated and we'll also have the wrap too that's been donated uh that'll be put around the stadium a new wrap so that'll be nice we talked about that at the last work session i believe so oh that'll be there okay excellent all right

080anybody else from the board okay any questions or comments from the public on those action items one and two hearing none if you could call roll mr russ aye ms parkers aye mr skidmore aye thank you all right and we've come to the point for public participation and i believe we do have somebody so i'm gonna read the little preamble here before if you want to come on up to the mic we asked the community members wishing to address the board are asked to abide by the following guidelines please state your name address and affiliation please keep your comments to a maximum of three minutes all comments are being directed to the board of education and not to any one individual board member comments shall focus on areas that have been pre not been previously

081brought forward to the board by the individual or associated group and comments will occur before each vote of action items mr jenny yes go ahead my name is scott jenny my address is 821 dogwood trail medina i did bring this item up at the last month's school board so i am i allowed to talk about it again well we'd hope it's just not the exact same thing but if you have a different topic that you're planning to bring forward same topic just more follow-up well go ahead and okay what i'm at what i'm actually looking forward to is some feedback at the end of this as a concerned parent grandparent and medina resident i spoke to you at the last board meeting in march about two issues that the biden administration is mandating on public

082and private schools these issues are transgender ideology and critical race theory under biden's executive order and agenda here are some of the things that are in store for our schools and before i mention these i must preface it by saying i would never have imagined discussing these subjects publicly much less in a school setting schools keeping minors transgenderism secret from their parents schools helping minors access drugs for hiv-positive sex without parental knowledge targeting preschoolers and other young children for example illinois california colorado new jersey and oregon already require lgbt instruction in all public schools transgender teachers in elementary school allowed to lecture children about their sex changes forcing male coaches to watch naked biologically female students in the boys shower since they had access to the boys showers because they identified as boys the coaches

083protested but were threatened with losing their jobs if they didn't comply under biden's plan all schools that receive federal funds will be required to treat students as the sex they claim to be not as they were born this applies to not just k-12 schools but also preschools and higher education programs this means that biological boys will have access to the girls restrooms locker rooms and sports teams and biological girls will have access to boys restrooms locker rooms and sports teams when i spoke about our concerns at the last meeting no one responded then i read the madonna post article of april 10th entitled sable federal mandates won't change districts existing transgender policies in the article which mentioned my comments to the board he said new mandates would not create any changes within the district he

084said anyone interested should look up the policies that apply to change journalism that's what i did in madonna school policy po 2260 it states transgender students shall be permitted to participate in single jungle classes in a manner consistent with their gender identity so here are my questions to the board will biological boys are allowed to use the girls restrooms and locker rooms the biological boys be allowed to compete on girls sports teams will biological girls be allowed to use the boys restrooms and locker rooms four are we prepared to say no to federal funding and lastly different subject i wanted to know if any part of critical race theory and the 1619 project mr jenny your time's up okay thank you we don't necessarily just do a question and answer during this time what i

085would uh indicate i was in florida last time you spoke to us and uh mrs parker's chaired the meeting uh i would invite you to come to one of our policy meetings and what we can do is get you a schedule for that and we'd be happy to have a discussion with you uh one of our meetings that we have for policy and kind of go through that there's uh uh it would be it could be a couple hours to discuss it so we appreciate your comments um all right we're at the next point in the agenda uh we have a motion for executive session that i'll make i'd like to make a motion that we move into executive session for the purposes of appointment employment uh of a public employer compensate not compensation of

086a public employee or official so just for appointment and employment okay well second is is anybody else connected it's just the three of us looking for this thank you so the motion's been made by me it's been seconded any questions or comments if you could please call roll mr skidmore aye mr ross aye ms parkhurst aye thank you thank you when we come back we will not take action you
