010present to you this evening will build upon the momentum that already exists we are calling it The Frame framework for the future this is an exciting time to come together and work toward our common goal of providing the well-rounded highquality education our students need and deserve throughout this process we had the opportunity to gather input and feedback from hundreds and hundreds of stakeholders through surveys focus groups classroom and school visits meetings Community forums student panels and more and we created a guiding coalition to work through all of the input together we found there is much more we agree upon than what sets us apart when it comes to our students but our different beliefs and opin and opinions can lead to meaningful discussions and help create positive outcomes in our community survey 81% of respondents
011rated the quality of the education provided by Menor schools favorably and we received similar feedback in our other fors with parents gardening students staff members and community members expressing deep appreciation for the abundance of both educational and extracurricular opportunities provided to our students thanks to our supportive community so the new strategic plan is not a 180 degree turn in how we operate rather it highlights opportunities for us to grow and continue to improve the community input and collaboration that went into this process was vital to its success as you can see I have a team of people with me this evening to share various components of the framework for the future but I want to point out one more thing in particular before I turn it over to the team one of the main goals
012of our the new strategic plan is to ensure our approach to teaching and learning is student centered at the Forefront so while our vision of inspiring students today to reach their potential tomorrow which drives the four major areas of our mission safety education resources and Community Partnerships remain the same new to the framework for the future is our learner profile and we are excited about this the learner profile encompasses the qualities and characteristics our community has collectively identified as important for our students to work toward during their time in Menor schools and Beyond you'll learn learn more about the profile directly from our students here in a minute but first I want to turn it over to our two board members who served on The Guiding Coalition Mrs IO and Mrs jessing to talk about
013the process thank you Craig as Craig mentioned stakeholder input was a major goal of this process as we thought it would be helpful to have a facilitator work with us on this project to gather many different perspectives through our involvement with the league of innovative schools Mr Heath chose to work with a nonprofit called the learner centered collaborative one of the first items of business with the LCC was to gather information and feedback about our district Community input was a huge priority for all of us as board members for this process as well we started with surveys that went to staff members students parents and Guardians and Community Partners and this gave us a lot of good information to work with one of the survey points was to gather an aspirational version of what a
014portrait of a Menor graduate looks like and in this area we found a unified vision from our community this portrait of a graduate idea transformed into the learner profile that you'll see in the finished framework for the Future these surveys were different from the larger Community survey we conducted with Triad research which our team also referenced while working on the Strategic plan updates next the team collected more information with two full days of site visits called Discovery days this included school and classroom visits all across the district conversations with our Educators and support staff student focus groups and Community forums the student focus groups were tremendously valuable these were conducted at each of our secondary schools and also one at the elementary level a lot of insight was gained from a student perspective during these
015conversations there were also conversation focus group sessions for all administrators as well as Union leadership from both MTA and MCE also each of us each of us as board members were invited to different parts of the discovery days so we all had an opportunity to be a part of the information gathering sessions then there were several different forums for Community member groups this included our PTA presidents who have key insights and who are always amazing at giving us feedback that can benefit both our students and our schools we also hosted some of our close Partners including city of Mentor officials and safety forces the Menor Area Chamber of Commerce and the business advisory council members Cardinal Circle members some local clergy partners and more there was also an evening conversation session where each of our
016board members selected a few people to attend to share their thoughts as part of the conversation all of these groups did the same exercise and this is where we found we have a lot in common we began with a circle in the Middle where people people shared what their hopes are for student outcomes that would define mentors graduates these could be academic or soft skills the next circle out included ideal learner experiences and the last Circle identified enabling conditions to support both these experiences and the desired outcomes so while many voices were heard during the feedback feedback opportunities a group was created to try to represent as many stakeholders as possible The Guiding Coalition The Guiding Coalition was focused on taking that abundance of information in creating the framework for the future the framework is
017structured as you see on the screen the vision mission and values or guiding principles are the why the learner profile is the what the learning model is the how and the blueprint for big moves is the road map for how we get we get there The Guiding coalition had five working days together and also in between those sessions the team went out and socialized the work within their personal networks to get even more feedback along with the whole group work done by The Guiding Coalition and several occasions we also split into small group breakout sessions to work on the learner profile the learning model and the blueprint of big moves everyone at the table or on the zoom calls did a great job of bringing not only their own perspectives but Al also thoughts and
018ideas gathered by looking through the lens of the feedback that we received these groups were very focused on ensuring that we were listening to everyone and looking for ways to compromise between differences of opinions to create meaningful goals on a personal note I've been honored to work on this framework for the future as well as the 2018 strategic plan that's guided us for the past several years I love that this entire process was rooted in identifying the things that created the most meaningful learning experiences from favorite projects and teachers from our own past it was clear that the power of personal engagement made all the difference therefore student centered learning is a natural choice to lend the most value to our classrooms secondly education is a dynamic process and the students we serve change in
019response to our larger world this strategic planning cycle gives our district a thoughtful way to better anticipate and respond to the needs of our students today as they prepare for their individual Futures this district has always attracted an amazing team of Educators leading our classrooms they are the most important part of this whole process as teachers we seek ways to continuously improve and refine our work we learn and evolve professionally based upon the challenges and opportunities that we meet in our classrooms daily by identifying student centered experiences and lessons as being the most impactful it's easy to see where improvements are a natural fit with the excellent strategies and work already in practice we take what we are doing that works so well and build from there this is not Reinventing the wheel it's recognizing
020and strengthening all that is best for students in Mentor Public Schools as we continue to improve to meet our highest aspirations for this community's children I wasn't sure what to expect when asked to be part of this process but I was excited at the prospect of expanding on the momentum already in place by our hardworking superintendent teachers and staff as a new board member it is important for me to find Opportunities to make big changes so you can imagine my excitement when the guiding Coalition was Tas tasked with creating big moves this process provided me with a broader perspective of the key components that enable our district to function effectively I gained an even deeper understanding of how our administrative team principles and teachers contribute on a daily basis and how their roles are truly
021vital to the overall success of our students allowing parents students and community members to have a voice was crucial their feedback inspired new ideas and ensured that we remained focused on one mutual goal to Empower our children with the knowledge skills and values to reach their full potential I really enjoyed my time with everyone and had the opportunity to connect with most of them on a more personal level I'm optimistic that this will lead to growth both for our students as well as staff and I'm confident we will be celebrating numerous Milestones throughout the next 5 years after all we are all entrusted with bringing this plan to life get ready it's going to be an exciting and challenging Journey thank you Rose and Jenny next it's time for you to hear from our students
022they are going to further explain the learner profile the idea here is that students will be more actively aware of these important traits and continually work toward being able to demonstrate gains in these areas while learning the academic subject content at the same time it will be exciting to see our students showcase case their lar profile portfolios throughout their time in Menor schools Jordan helberger will kick us off talking about her experience on The Guiding Coalition and the achievement section of the learner profile as M Mr Heath mentioned my name is Jordan helberger and I am entering my senior year last year my principal Mr Crow approached me with the opportunity to represent the junior class on The Guiding Coalition initially I wasn't entirely sure what this role would entail but I was excited about
023the chance to voice my opinions about our school and make a positive impact on the district Not only was my voice heard but the voices of other students were also concerned considered during these meetings we began our first meeting with a student panel where we were encouraged to think big and Without Limits this mindset remained with us throughout the entire process we took our ambitious ideas and developed a strong learner profile along with goals to guide us in the coming years the first outcome of our learning learner profile is achievement we want students to be able to set and accomplish goals for themselves whether in school extracurricular activi activities or beyond their academic careers a key part of this is empowering students to make informed choices about their educational paths and what is best for
024them this might involve selecting courses that align with their career aspirations whether through the CCP program the CTE program or our AP classes with the skills they've acquired from these experiences students will be able to demonstrate their Mastery of Ohio's learning standards and feel confident in what they have learned next up is my our high school peer Chloe Palmer who will talk about the engagement component of the learner profile thank you thank you Jordan the learner profile has opened up a new opportunity for me to be more engaged in my community I found it very interesting that I got to be a part of something like this and enjoyed the overall process I thoroughly enjoyed being with the person to share thoughts and opinions for my peers and thought it was an incredible member in
025the district thought how they could include students opinions to further better framework for the future getting here I felt a little nervous on how many new people there were over the months I found a safe space to share opinions and thoughts and what I could share to better the group as a whole first we wanted to look on at how much we were engaging the student body as a whole we were hoping by having students come in such as myself to give input on how things this will affect the students now and in the future a large part of this we're solving problems com commonly found in schools now by having input from everybody we found multiple different ways to enhance the problems how problems are thought out and fixed we also Focus largely on
026communication I feel that communication especially in schools School environments is important on any level feedback especially from our community helped us greatly in using others opinions to frame our plan of action although there are tough experiences in the school environment our hope is to make it more comfortable experience for everyone the next section of our learner profile is is connection and Adeline seedac who is going into her first year of Memorial Middle School joins me now to talk about that next up we'll talk about connection thank you Chloe I enjoyed participating in the student panel as a part of the Strategic plan process for my school district it it made me feel like men schools cares about the student voices and what we think it's important for the students to share their thoughts with adult
027with adults because not all not all kids think and learn the same it can help the teachers understand how to reach their students better and make it more interesting to students to help them learn now we well welcome Julia Harvey thank you Adeline hello my name is Julia Harvey and I'll be going into eighth grade at Shore this year the process of making this strategic plan was Dynamic and it included many steps everyone had an input in these steps and it felt like something we all created together the result of the guided Coalition group will directly affect the students day-to-day life at Menor schools therefore it is important to have put from the students who will experience these changes firsthand during this process I felt like the other students and I were heard and our
028comments and concerns were all acknowledged and discussed when we proposed changes and had ideas even though other adults in our community could have easily made this by themselves they took the students input and used this to drive this plan forward the group that met was very welcoming and everyone was super nice I had a lot of fun and we all laughed a lot I think during this process coming together with different people within the men our community who all shared a joint vision of improving our schools was inspirational but not as inspirational as Mr Crow's bird drawing although that was also pretty great being part of the guided Coalition group was a very good experience for me and I learned a lot from it whether that was just in general speaking my mind aloud to
029others or taking different ideas and turning them into one joint idea I had a very good experience doing this project and I know that this will bring forth a positive impact to our schools now I want to shift Focus to the fourth element of the learner profile which is well-being the well-being elements will focus on the topic of I sustain my own wellness and advocate for my needs the four components of this category are knowing and caring for oneself regulating one's emotions managing conflict and making good choices this will all look a little bit different for each grade level because for example managing conflict doesn't look the same for a second grader as it does for a 10th grader though they may not look the same for each grade level every person will have the
030same key concepts for their ideas of Wellness now I'm going to pass it over to Mr Heath Mr Crow I don't know if you're still here but that drawing was amazing thank you Julia let's have a round of applause for our student presenters as part of the learner profile and as Julia mentioned uh these skill sets will be shared with children at their level and our students will track their progress in these areas through the learner profile We Believe students showcasing their larner profiles will be a great opportunity for Community engagement as well for students to be able to reach the desired outcomes we have to have a great learning model in place here to talk about how we're going to build upon what we already do in our schools each and every day are
031three of our District's instructional coaches Stephanie DWI Jill Whitfield and Cecilia Robinson Mrs dwire will lead us off our learning model begins with personalized learning all Learners learn differently and a one-sized fits-all approach does not work for many students our goal in education is to ensure structures are in place to allow for all students to succeed and reach their potential as an educator and Menor for 14 years and even more so as a parent of three Menor students all with vastly different learning styles and personalities I am proud to be a part of a district that honors individualized and student- centered approach to learning we all have our own unique strengths and interests which is often shown in the careers and paths we have chosen for ourselves the same applies to our students it is
032vital that we nurture these unique qualities as well as Target the areas of growth to build the confidence and resilience in our students to become contributing members of our community we will build upon our current practices of ongoing professional development datadriven instruction and the evolving use of technology to continue to Target each student's needs and customize the learning experience to Foster Student Success and achievement to ensure we adhere to the personalized approach in our learning model We Believe that learning occurs best through varied instructional methods and targeted educational programs to meet the students needs strengths and interests we will do this by using data from a variety of Assessments to differentiate instruction based upon the needs of the students this can look like explicit and systematic instruction but it can also look like small student
033groups based upon the interest level of the instructional focus in addition when appropriate Learners will have opportunities to set goals within their learning lastly we can Leverage digital tools as a way to both collect data to provide targeted instruction as well as create opportunities for students to engage in multiple methods to show their learning next up will be Jill Whitfield who will explain the second component of our learning modal in order to truly create a student- centered experience not only does learning need to be personalized it must be authentic students are more engaged motivated and perform best when their learning tasks are relevant as an instructional coach I have the opportunity to see this happening firsthand I see this through students participating in Career Technical programs or elective courses students in some of our special
034ed programs are working in labs and in the community to practice life and job skills I see students working collaboratively on real world math problems and doing Hands-On labs and science classes in English classes students are interacting with relevant text engaging in thoughtful discussions and students in our Spanish 3 classes are preparing lessons and activities to visit some of the element schools in our district these authentic experiences produce transferable skills as students learn to solve problems in collaborate effectively the authentic component of our student- centered learning model is based upon the idea that meaningful relevant learning is grounded in real world challenges and applications for authentic audiences we aim to model and value collaboration through discourse inquiry and problem-based learning and to design and implement Real World Learning experiences finally we want to promote and
035design structures that support flexible learning where experiences might extend beyond the classroom walls Cecilia Robinson will now discuss the third and final component of our learning model thank you Jill in addition to personalized and authentic that was articulated student- centered learning needs to be supportive a supportive Learning Community includes students acade mic classes but also encompasses more than just the academic classroom learning communities include the clubs intramurals teams and Fine Arts organizations students participate on on a daily basis these communities provide opportunities for learning skills that are needed Beyond academic content and skills these learning communities Foster the soft skills necessary for a happy safe and rewarding School experience that lead to to success after graduation students need to feel supported by teachers staff and peers with an open invitation to engage meaningfully with our
036schools our learning Model includes and focuses on creating supportive learning communities these learning communities are collaborative where all students feel they belong and are able to reach their full potential contributing to the success of their Community they nurture a meaning and engaging Learning Community they cultivate a safe learning environment and they will partner with families to build strong schoolto home relationships thank you Mrs Robinson Mrs Whitfield and Mrs DWI the next part of our framework is the blueprint for big moves these are the big goals we've identified to ensure Menor schools continues to provide a well-rounded highquality education and the success metrics we'll use to make sure we are meeting our goals joining me now to talk about the five big moves our members of our administrative team first is Mrs Carrie Bowser director of
037student services thank you m whoa as I fall thank you Mr Heath um I would have to uh reiterate at what everyone has said um up until this point the Strategic plan process um that we were able to take part in in the last six months has been such a good one the working together of staff and students and community members was absolutely amazing to watch and to be a part of I love the fact that Beyond academic standards and achievements this process focused on making students experiences in Menor engaging and meaningful along with how we want our students from Menor to contribute to our community and ultimately have them prepared for college and or the workforce so how are we going to do this so um we have as Mr Heath said we have
038outcomes so the first outcome is outcome number one and it is expand student centered experiences educators are empowered to design and facilitate student centered opportunities examples engaging real world experiences that Foster student ownership align to the learning model that yield desired outcomes for all students so how are we going to do that so what we said is we have these outcomes so let's look and figure out what we're going to do so we have these big moves and then we have the success metrics as Mr Heath said so for outcome number one of a big move would be K12 student portfolios showcase Andor exhibitions so how what's the metric how do we determine if that actually is going to happen students um would have portfolios and they would participate in a showcase or a defense
039so we have to also make sure that when we're doing these things that we make sure that we have enough professional development and that our curriculum aligns to this the next one is enhance student centered learning so what would that look like um H having that we would look at the success metric of making sure all teachers have an ex instructional round classroom visit and making sure that they document student centered learning experiences so making sure that we provide um professional development like I said and also realizing that our staff um C has a world of experience right in their classroom and making sure that with these classroom round visits that they have enough professional development and um it provides them all the opportunity to go into each other's classrooms to see each other's classrooms
040to learn from each other um a lot of our teachers have so much knowledge and they're underused tool so we're going to tap into that audit align and monitor instruction curriculum and resources to the learning model um and lastly feasibility study for a districtwide mentor preschool so making sure that H one thing is making sure that demonstrating student achievement and growth on benchmarks we're going to we're going to keep doing that we've done that we're going to watch our data and then as far as the preschool goals we've been looking at that for probably the last 3 to four years so we're going to um continue that conversation and look to see if that would be possible to have that for all of men are families um okay so going to our outcome number two
041I am going to turn it over to Dr Joe glaven who will be explaining that here you go have so many notes Here hang on sorry all right so good evening everybody um I'm excited to share the direction of our strategic plan specifically regarding College and Career pathways this plan has been shaped by the invaluable input from students community members families and local business and throughout this entire process their message has been clear while they greatly value our current focus on College and Workforce Readiness it's time for us to think bigger and expand our offerings even more over the past several years we have experienced unprecedented growth with last year we saw a record record 38% of Juniors and seniors enrolled in some form of Career Technical education and in terms of college readiness we
042had another record of over 18% of our graduating seniors earning 12 or more college credits while they were in high school this momentum is our foundation as we strive to ensure that all students have access to learning opportunities that prepare them for College and Career Success our Strate iic plan includes three key initiatives the first is infusing career Readiness starting with exposure in kindergarten through 5ifth grade exploration in grades 6 through 8 and Hands-On experiences in grades 9 through 12 our second initiative is establishing a mentor comprehensive Career Technical education CTE model to provide structure meaningful Pathways for our students our third initiative is continuing to expand college credit opportunities in addition to our recent expansion with our uh Lakeland at Paradigm we plan to give students more chances to earn college credits before graduation
043our Su our success on these initiatives will be measured by increased student attainment of college credits and Industry credentials the integration of career exploration into all student portfolios and the expanded participation in future Focus programming including advanced placement Career Technical education and college credit plus together we will explore and implement the best model to meet our community's needs reducing weight list for students and ensuring that every student has access that they deserve thank you for your continued support as we embark on this exciting journey and now assistant superintendent Tim Hammond will share outcome number three with us Jo thank you Dr glaven and good evening everyone student and staff Wellness has been a recurring theme in our district in recent years and since the year of Co we've observed increased trauma social isol isolation and
044a need for additional resources to support our students in their struggles of trying to cope we also saw this same need in our staff I'm a part of the district climate committee as well as a district Wellness committee and we consider topics on both committees that could impact our students and staff the overarching goal of outcome three is that men Public Schools will provide a safe learning environment where students can grow academically physically socially and emotionally the big moves or ideas to support this goal are first of all support a sense of belonging last year we introduced start with hello week and that's at all levels we hosted to kindness rally for grades four and up and we're utilizing PBIS positive behavior intervention strategies as a district this year we're working with the northeast Ohio
045Education Service Center to update and upgrade our building PBIS plans secondly promote physical wellness all students will have the opportunity for physical activity at school we have excellent PE programs all across the district at all levels of course we have recess at the elementary but we have also just run which is in the springtime for grades 3 through 5 we also have an excellent variety of athletic options to participate in uh at the middle school and high school as well as inter murals third continue to prioritize school safety we continue to practice monthly safety drills we have handheld radios for all staff at each building and we're looking to update and in some cases add cameras in our buildings and we continue toward working toward school resource officers in each School building on a more
046consistent basis fourth address discipline approach our district and building administrators review educ climber data at monthly principal meetings and also at DT meetings with midyear and end of year reviews I mentioned PBIS previously PBIS emphasizes four integrated elements data for decision-making measurable outcomes supported and evaluated by data practices with evidence that these outcomes are achievable and systems that efficiently and effectively support implementation of these practices a key strategy of the PBIS process is prevention and lastly audit align and monitor Mental Health Resources across the school district we continue to utilize Crossroads counselors in each elementary and middle school and this year for the first time we're going to utilize Signature Health Counselors at the high school at this time gives me great pleasure to introduce our public communications director Mrs Kristen Kirby thank you Mr
047Hammond and hello everyone I am happy to have the opportunity to share information about our goal of cultivating strong Community Partnerships now you've already heard a lot about the power of Partnerships as my colleagues have been talking this evening and I love this topic because strong Partnerships positively impact every single one of our pillars in our mission vision and strategic plan for Menor schools our strong partnership with Menor fire and Menor police help ensure our kids are safe when they're in our care each day at school our Partnerships with the local business community help provide opportunities for students both extracurricular and academic our partnership with other organizations help us give back when our neighbors are in need whether it's a fundraising event or it's even helping people put food on their tables I could go
048on and on about the Partnerships that we are grateful for here in Menor schools and these connections will always be a focus for us because we all know by working together we can expand opportunities for our community's children now on a personal note I would say it's a privilege it was a privilege for me to serve on the guiding Coalition both as a graduate um of men are schools and now as an employee I am so proud of what we do here and from my vantage point the opportunities that we provide students just keep getting better and better this guiding Coalition in and of itself was a perfect example of why Partnerships matter and why it was and it was so impressive to see how many people were willing to give so much of their
049personal time to help us create this meaningful blueprint um and develop our goals moving forward so that we can work towards doing what's best for students so thank you to everyone who participated now I'll go ahead and switch to my outcome four you can see on the screen um men are schools Community will grow relationships with businesses and organizations to expand mutually beneficial opportunities that will Foster well-rounded learning experiences for all and the key phrase there is going to be that mutually beneficial so we are going to work on uh being very intentional about deepening Community Partnership opportunities engaging families through an array of different opportunities increasing student service opportunities and then making sure that we're inviting the community enough into our house to see what's going on in our schools and with our students
050the success metrics here will be to build and publish a list of strong Community Partners we need to make sure that we're giving folks the recognition that they deserve establish Cardinal Connect as a Menor schools Community Partnership Hub increase Community feedback opportunities we want to hear from you and then uh The Guiding Coalition will continue to meet annually and that'll be an accountability piece as we move forward here as the communications person in the district I would just like to add that open and honest communication is an important component to building relationships trust and Partnerships and that'll remain a priority for us we'll continue to strive to tell the stories of men are schools including that accountability piece of of the work that the guiding Coalition did and we will communicate that information through all
051of our various channels um from our website to our social media channels to our YouTube channel we look forward to sharing those things with you so that is it for outcome four and now I'll hand it over to Mr Wade to talk about outcome number five than oh I get yeah doesn't seem to make sense for me to move uh I think the beauty of the Strategic plan and from my view uh as an educator and now is the district's physical officers is the fact that it really is student focused um it really kind of has taken into account what we want our kids to be able to do so when we talk about a mission and vision of maximizing a students potential I think we've really knocked out of the park and defined what
052it is through the feedback we had from the community and all the stakeholders as well through the guiding Coalition so I give credit to the coalition and to Mr Heath and his team for everything that they've done to create this plan and it was great to be a part of it um and and when we look at it from an efficiency and efficacy standpoint it really is going to guide everything that we do to make sure that we're operating at Peak capacity um we're really going to have to look at everything that we're doing whether it be the money that we're spending on uh professional development to make sure as Miss Bowser said that it aligns to exactly what we're trying to accomplish with the Strategic plan uh we're going to be looking at our
053schedules to make sure that they have the time and resources necessary to be able to implement the types of practices that we've been talking about with personaliz and authentic learning um again we're going to have to really kind of see exactly what we're doing and start to evaluate what is it that we're spending our time and resources on and our money on to make sure that we're achieving the goals of the guiding Coalition um so we're going to have to evaluate our current practices and structures uh for their effectiveness and alignment and then make sure that we work collaboratively with with our staff and our community to create short and term long-term plans that will help us achieve these goals so when we look at our big moves here for uh this area of outcome
0545 we have to thoughtfully manage resources to successfully implement the desired outcomes so we're going to do this as we've always done by tracking short and long-term Financial Health uh through the reports out of my office as well as the support of Mr Heath and his team so that we can maintain fiscal stability we're going to also adapt school schedules and structures and spaces as necessary AR to educate the students in the way that we've outlined here through this plan um so we're going to have to do audits of school schedules and structures and spaces look at our enrollment and our class sizes to make sure that we can really you know Foster this personalized learning um that is authentic and really helping promote the well-being that we're speaking of uh we're again have to
055align professional development to these uh strategies and and outcomes so we're going to have to evaluate the quality and relevance of the professional development and support opportunities and then lastly we're going to have to maintain and encourage open dialogue with our staff because they're the boots on the ground they're the ones that are doing the work they're the ones that are helping maximize the potential of our students uh and we're going to do this through looking through the needs expressed in the professional Learning Community forms that they fill out so that we can take that feedback and really try to make sure we're making the adjustments necessary to again maximize our students potential uh with that I'll turn it over to Mr uh Heath to close us out thank you Mr Wade as we wrap
056up here I want to give a heartfelt thank you to the members of The Guiding Coalition this team so generously gave so much of their time to help create this framework for the future and it's very much appreciated I know several of them are here this evening so I do thank you I look forward to continuing our work together with this group and sharing how we're working toward the goals and looking over the final document of our strategic plan which which is going to be our scorecard that scorecard is going to be the specific data points associated with those initiatives that we will be implementing here this year I know this group will be great at helping make sure we are held accountable to these goals I would also like to thank and recognize the
057thousands of individuals in our community who participate in one or more of the surveys Community forums student panels classroom visits and informational meetings Discovery Day activities that led to this creation of the Strategic plan documents presented here this evening we value the ideas feedback and Partnerships we have in our community and are pleased that we have been able to capture so much of our Collective thinking and the learner profile the learning model the big moves and the success metrics outlined in the framework for the future we will be implementing this strategic plan at the beginning of this school year and look forward to sharing our progress towards these goals on a regular basis we plan to have a presentation for our community to provide more details about the Strategic plan in midep and we'll be
058sharing highlights of the plan with different Community organizations soon as well I want to thank everyone for your continued support of Menor Public Schools thank you that completes our uh recognitions here this evening we're going to take a few minutes to kind of reset the stage and then uh we'll jump into the rest of our regular meeting e e e it's going to be yeah as we continue our meeting Mrs Payne um is excused she has a matter that she needs to attend to she wants everyone to know that she is okay but um she will not be with us for the rest of the meeting um the next item on the agenda is approval of the minutes do I have a motion so moved second any discussion uh Mrs Payne and I had a
059discussion about uh the minutes on page I believe 14 um just a point of clarification uh there's a line in um the one two three four fourth the last paragraph the last line says Miss Payne proposed reducing public speaking time from 3 minutes to 1 minute um probably add a point of clarification of that Miss proposed allowing public paration participation at work sessions but reducing public speaking time from 3 minutes to 1 minute so just as a point of clarification that we she referring to just during special meetings and work sessions not during regular meetings thank you any other discussion okay please call the role Miss Jing yes M marazza yes Miss Appo yes Miss Cook yes minutes pass 4 Z as amended next we have hearing of the public on agenda items [Music] only
060our first speaker is McKenzie McAllister from 6276 Tall Oaks good evening um I was going through the agenda items and I noticed that you are approving the handbooks the parental handbooks for each grade supposedly tonight I just wanted to remind you that HB 68 has passed and that policy is not up to date with you according to law and it needs to be put into the handbooks no males will be in female sports I have told you all before when I stood up here that you're supposed to vote you're supposed to be with the majority and make accommodations for the minority so it would be a good idea if you looked at that if there are students that would like to participate in sports that are not biological females that they need to have a
061co-ed team or something like that but I don't see how you can pass out a hand book right now without putting all of that in there um I think that's really it thank you thank you Mr Lima from 7774 litfield Drive board president cook board members Mr Heath Mr Wade I support the approval of mentor's 5-year strategic plan participating in the work of The Guiding Coalition along with 41 other individuals representing this board teachers Administration students and the community and facilitated by the a learner centered collaborative from start to finish renewed my belief and faith that even in these days of divisiveness we can and did come together as one to work on and in behalf of the student this student centered approach was our North Star and led to the plan that will be
062presented this evening already presented but hopefully approved kudos to the administration and this board for making this process a part of the overall and CommunityWide effort to craft the highest quality student centered learning environment for the next 5 Years thank you thank you that concludes the public participation for the session next we have the superintendent's report and recommendations good evening everyone uh we are excited to have all of our students returning uh to school beginning Tuesday August 20th our teachers and staff have been busy preparing their rooms and completing professional development activities revolving around curricular resources and instructional practices that will enhance student learning this year we know the first week of school is always a challenge with Transportation as we have new routes and bus stops around the district our new software program has
063made our routing much more accurate and much more efficient but there are always adjustments that need to be made once the buses actually run the routes for a day to as a reminder we are also uh we also adjusted the walk zones and instituted an optin process at the high school level to make our routing more efficient as well there are obviously a lot of changes and how we are approaching Transportation this year we know there are numerous families that have filled out the form to request a bus stop adjustment and we are reviewing them as quickly as we can I believe the numbers I heard this afternoon are that we have received about 280 forms thus far this year while last year we had around 400 requests the first couple weeks of school obviously
064our first priority for bus stops is safety so we are looking at those requests on our maps and then sending drivers and administrators out to those stops to see firsthand what the concerns are and if an adjustment is needed the second priority for us is efficiency we know many of the request from families are to move the bus stop to pick up and drop off their students at their home we will monitor those requests closely and we'll look at adjustments for those situations if they can be done in an efficient way we cannot however guarantee these changes will be made because we need to make sure that the routes can be completed in a as timely a manner as possible there are a couple of other Transportation issues we are dealing with the first week
065of school as well that could result result in some delays that I just want to make sure everyone is aware of prior to the first day of school I believe some of us experienced that maybe even on the way here this evening uh we do have um the mson road bridge project that is going on we have remained in constant contact with the city of me Menor who's been communicating with ODOT about uh the daily updates on that project we were hoping that it would be done yesterday but uh there we were informed that there was a tool that broke that needed to be re repaired and I think they were hopeful that it would be done uh that repair would be done here today so maybe tomorrow uh but we will see [Music] um
066the the actual date for the completion is supposed to be on Monday based on the initial projections um but we're going to continue to monitor that as well uh luckily our new software can make some quick changes to routes uh but the bridge closure would obviously add significant drive time to account for the detours that are necessary uh we will use our Loop communication system to provide updates on those delays to families so you have the latest information regarding your students routes those first few days of school I also want to mention that we do while we do have all of our bus driver positions filled at this time we are currently down one administrator at the bus garage this week and the first week of school uh we've had additional District administrators over there
067helping each day at the bus garage to answer phone calls and monitor the bus stop change request forms that are coming in so we do ask for your patience as we work through the routing concerns that you may have um this morning we did receive a call from Mrs Payne regarding the lack of parent permission language in the Signature Health contract that is on the agenda tonight uh throughout our conversations and meetings with Signature Health parent permission has always been part of those conversations and the procedures that we would be following um and we've discussed that at length with them but the contract did not have that specific language in it so we asked them to include the parent permission language similar to what we have with our Crossroads contract so that it is specifically
068spelled out for our procedures that language is now in included in the contract um that we will be voting on here this evening so uh we do have the parent permission piece in there and that's an adjustment to what was initially posted in board Ducks uh regarding student discipline I know we touched on this a little bit here this evening in our um strategic plan uh process but over the summer our middle school and high school administrative teams have been working hard to make adjustments to our approach to discipline for the coming school year based on some of our conversations at our board meetings this past spring we've adjusted some of the coding issues we identified to help our administrators provide more accurate depictions of the type of situation that has occurred we expanded the
069codes to allow us to identify certain offenses as major or minor incidents now when last year only one of those criteria was available additionally one of our first steps will be uh to increase consequences for some of the disruptive and mean behaviors we are seeing as well as for students who are vaping on school property all of which are some of the most uh prevalent is incidents that we have in our schools as I've said before we cannot simply suspend our way out of these problems so one of the things that we would ask is that all parents continue to have conversations with your students about being kind and respectful and about the dangers of vaping to help us re reduce the number of incidents we see in our schools we are adding Vape prevention
070presentations at the high school this year and will include Vape cessation programs to the consequences when students are caught vaping as part of our strategic plan we will be continuing our conversations around student discipline and creating additional incent or initiatives to curb the issues around mean and dis disrespectful behavior in our uh schools this will actually start with a special meeting of our Board of Education on September 16th we look forward to seeing how these initial steps impact the overall climate in our buildings for both our students and for our staff members Madame President members of the board and Mr Wade I have the following recommendations listed under the consent agenda and recommend approval of items 7 A1 through 7 A7 so moved second any discussion Mr Wade please call the role Miss jessing yes

072M maraza yes Miss Cook yes motion carries 4 Z Madam president members of the board Mr Wade I'm recommending approval of the Pupil Transportation agreement with key Point Transportation so moved second any discussion please call the rooll Miss aapo yes Miss Jing yes Miss maraza yes Miss Cook yes motion carries 4 Z Madam president members of the board Mr Wade I recommending approval of agenda item C1 related to certified personnel and C2 through C5 all related to human resource matters moved second any discussion please call the role Miss Jing yes M maraza yes Miss Appo yes Miss Cook yes motions carry 4 Z I also recommending approval of agenda item D related to administrative staff appointments transition and recogn or resignations so move second any discussion please call the role Miss Appo yes Miss jessing
073yes Miss maraza yes Miss Cook yes motion carries 4 Z this concludes my portion of tonight's agenda thank you next we have the Board of Education report and recommendations that me too well um the first item under board business is the appointment of a board representative to the Menor schools Foundation um I previously appointed Mrs Payne who can no longer um complete that obligation and I was looking for a volunteer to be our board representative for the Menor schools Foundation I'll be happy to continue like I did before if that's okay thank you is that okay with yes all right thank you Miss JN will be our board representative for the Menor schools foundation and a vote isn't necessary so we'll move on with that and the second item under board business is the approval
074of the Menor Public School strategic plan so moved second any discussion I just had a couple things I wanted to say um I would like to first thank Mr Heath for his outstanding execution and developing this Five-Year Plan um his efforts and professionalism are truly appreciated his dedication and hard work on top of his everyday responsibilities do not go unnoticed I'm confident that he will guide the district to the successful implementation of this plan I'd also like to thank Britney and Marlin for from ler cent center collaborative uh they were excellent in working with us to make this plan reflect menor's true identity they were consistent in guiding us toward a learner centered approach and skillfully brought us back on track whenever we needed a gentle nudge in the right direction there are so many
075others who contributed to the creation of this plan um Beyond The Guiding Coalition um too many to name but please know that you all have my deepest respect and gratitude thank you all right do I have a motion oh we did have a motion I'm sorry motion Miss second right is there any more discussion I just I couldn't agree more with Mrs iopo I think you summed it up really well so thank you for that thank you Mr Heath and we brought it in on time you know it looks wonderful and I know it'll do great things so thank you both for tremendous work that that you did as well that it was a lot of time and I was fun it was a very positive experience and I think the learner Center collaborative as
076is a an agent to help us put this together was a big reason why it was such a pleasurable process it really engaged people so making that initial selection was so important in realizing a very exciting document that I I think will um be great for our schools all right Mr raade please call the role Miss Jing yes Miss aapo yes Miss maraza yes Miss Cook yes motion carries 4 Z next we have the legislative report from Miss maraza thank you okay so um last month I did a presentation on the voucher program here in Ohio um I'm actually going to move ahead and Mrs Payne who isn't here with us today she did point out that our home school numbers were off so um I went back to in talked with Mr Wade Mr
077Heath about our numbers and um they did indeed find that uh we were pulling from a report that was not the right report um it was giving us county numbers um but I have the corrected updated numbers for Menor specifically um up on the screen and you'll see they aren't actually very different um but I can summarize quickly the changes so one of the changes is that there is a um a 2.8% increase in students attending private schools who live in the Menor Exempted Village District that's a little bit just a tiniest bit different from what I had previously um the home school numbers are also slightly higher um than the previous presentation so we're at 194 students which as you can see a tiny increase um over last year same with but the private
078school numbers haven't really changed for this most recent year but they did change in the previous year so thank you Mr Wade Mr Heath for getting the accurate numbers to us um so but you can see there's not a whole lot of change in our graphs I mean that they have stayed relatively flat this has been corrected here as well um and and ultimately um you know the data may be slightly different but the conclusions are still the same um taxpayers are still funding this program to the two no almost a billion dollars in counting um and the majority of students receiving these Ed Choice vouchers have already been attending private schools the state is still on average spending more on private school students than public school students and the less funding that we Public
079Schools get from the state the more we have to rely on local taxpayer dollars so not nothing there has changed in terms of the conclusion so I just wanted to correct the record there um thank you all good on the presentation um and I'll jump into the legislative report which will be actually quick because the legislature is not in session they're on recess until after the election so my reports will be quick for the next few months um but first I would like to address um House Bill 68 because there's been some move movements in the courts on this one on August 6 the Franklin County Court of Common Pleas issued a decision finding that um House Bill 68 which is legislation Banning the use of certain medical interventions for transgender Youth and barring the
080participation of transgender girls and girls in women's Sports was constitutional and therefore they vacated the temporary restraining order um which had been blocking its implementation so um the bill has now gone into effect um and it contains two separate Provisions that are relevant to our schools um one is the saving adolescence from experimentation act um and this is a section that bans the use of certain defined medical interventions and Med mental health treatments for transgender youth um so restrictions on licensed mental health professionals come into play and we of course you know those those folks do work in schools school psychologist and social workers um this bill specifically restricts the ability of those professionals to provide certain treatments without parental consent and requires them to screen for other conditions before providing treatments connected to gender
081identity the other part of this bill that impacts our schools is known as the save women's sports act and that bans the participation of transgender girls specifically um in sports designated as girls or women's sports um so it also it's not just the schools that are affected but it's also the Ohio High School Athletic Association um and all um individual districts um and will be subject to liability if we violate the provision um so all of that's gone into immediate effect but I will say that the families who filed the lawsuit initially um have indicated they intend to appeal so I do anticipate some um more updates and possible changes to this uh to this one as it evolves and of course I know we're going to be staying in close contact with our attorney
082to ensure our compliance um so there's that bill there's also House Bill 47 this one was signed at the end of July and this one stipulates that at least one AED um goes it must be installed in every single SP Sport excuse me school or sports and recreation venue in the state um these are electronic um def defibrillators if you're not aware of a what AED means um and it also requires the Ohio Department of Health to develop a model emergency action plan um schools have to have one as well this bill goes into effect immediately but the good news is we're already compliant the other one that um passed through was the uh senent Bill 112 this one requires us to get annual inspections uh by qualified inspectors on certain protective doors um to
083create the same standards as other security facilities like hospitals uh for example um this one goes into effect on October 24th more good news we're already compliant that's the end of my report I have a um just a quick thing I wanted to um chat with you about last month when you did the um the you gave your presentation um a couple red flags came up are we using board meeting time to Advocate because that's not it's a law it's not in the pipeline it's not pending it and it it felt very much like we were presenting that you were presenting that on behalf of the board I'm sorry what are you talking about your presentation the voucher presentation oh okay so it felt like I wanted to do my research I didn't see anything
084last last month but I wanted it felt like it was outside the scope of what the legislative lays on reports on and that it felt like it was coming from the board and I just I'm not I don't want a debate a choice up here but I mean are we using board time to Advocate or essentially Lobby you know up here I mean I'm not lobbying I'm reporting out on data released by the Ohio Department of Education and Workforce and I mean I guess if you want to say I'm advocating I'm advocating for our schools well some of the some of the information on there was you know you ad lived it wasn't just here's the data um and it was a little misleading and we have to remember too that and again I'm not
085going to debate a choice but we represent all students in the district not just those that come here and we have a state constitution that says we we have to provide a an education for students not necessarily a public education so I just feel this is this is controversial and I just feel like to do that up here um and add a little bit and some of that some of I went through your presentation again just to make sure I you know understood it and it did kind of lean like we were we are losing money and we're not right now um there's no we're not it doesn't seem that we're going to be losing any money they're getting funds that are not taking away from our district so I just you know again I
086don't want to debate it but I think we have to establish if we're going to use this time at the table to for something that's not in the pipeline and that we're not you know it felt like you were lobbing against it and a lot of people benefit from in our district that pay taxes you know to the voucher prr which facts are you disputing here what what is misleading again I don't want to debate this here well if you bring it up well you you you made it like money is going coming from from our students and going to private school students you made it as sound as if private um you said that your um the vouchers are going to high income families when you you didn't you weren't clear to say that
087those High income families are getting a very small percentage it's a sliding scale and that our low incomes families are getting the most money out of it so it was a little bit misleading it sounded like everybody's getting equals amounts so and and that's a lot of the feedback that I that I did get back so if you go back and watch it it it did say that you also mentioned um you you mentioned that you did say low income um let's see let me let me bring up the presentation again please you did mention that we are looking at losing money from the vouchers we will that's that's that's an assumption that's not that's not actual fact right now they're getting money but they're not losing if you look at and in fact Mr
088Wade has actually verified this previously in other discussions that the voucher program eventually down the road and I I did make a point of saying this that today it's really hard to see how it's going to hit our bottom line but that ultimately down the road it will it is going to hit our bottom line and that's what this last line means the less funding Public Schools get from the state the more we have to rely on public or excuse me property tax local local dollar pleas verify that we're not getting less from the state correct I would inherently say that we would be getting less from the state because money's going out that's not going to public education yeah we can't hear you thank you I would say that we are inherently losing money
089because money is not coming to us and it's going to private education but it's not money we were supposed to get we're not losing that that money was carved out in the budget correct we are not fully funded yet in the fair school funding plan so I mean that's money that could be funding the fair school funding plan right okay but it benefits students in our district and families in our district to have vouchers correct not necessarily our public schools and that's the board we sit on is the the public school district right but we're as we sit on a board and we represent people who pay taxes in our district correct yes but we are here to advocate for our Public Schools okay I again I we can go go back and forth it
090it benefits a variety of people maybe a smaller minority of students that go to private schools but it you know we have we have to consider everybody um all of our parent you know our we have taxpayers that may send decide for whatever reason and it's not us to judge and it's not us to judge them based on what they Mak absolutely um that they should have a right to send their child to a private school and so I just I just think being up here one using this time to me was lobbying um is just inappropriate because if that's the case if that's what we're going to do I I'll have some presentations that I take issue with you calling my presentation lobbying again I want to I want to just slap that down
091right now because I do not think I think that's a mischaracterization I am presenting data that has been released by the Ohio Department of Education and Workforce I sit on a board for a public school district I advocate for the welfare of that district and all of the students in it I have no problem with school Choice folks want to send their kids to to private schools to home school completely fine with that what I do find problematic is the way the state is spending money and how it is not going to our Public School District and I what I'm doing is educating the public on the consequences of those decisions being made at the state level and showing the impact that it will eventually have this is information sharing and this is awareness and
092that is my job as the legislative leader on well it's it's but it's you're making assumptions so I just think it's we need to wait until we have actual it becomes a problem actual information and I again this is not the place to do that and if it is that's fine then we agree on that I will also be putting out press presentations well the legislative liaison so that is my role you you do you but this this is my job what you're supposed to report on upcoming what's what's the current that is coming there it's it's it's I think we need to move on agree to disagree here there are we are we advoc many I there are many boards locally that have discussed this even in work sessions so it is a relevant
093issue to if we keep it to the impact of the public school which I believe that's what Mrs maraza does yes in in the future I I'd like it to be that that's you're stating facts without the ad living on here because we were not losing money right now so I stand by what I said Thank you are we one one more now are Magie one more thing I'm sorry are we considering joining this lawsuit in the choice we have not had that discussion other I know other boards of Education have um but that's not a discussion we've ever had okay good because I know there's is that something that you'd like to discuss or um no I just I'm I'm glad to hear that that's not something that wasn't that this wasn't you carving
094I didn't mention it the way okay Paving the way to that okay that's the end of my report okay um we have the student achievement report Mrs Des thank you summer is coming to a close for Menor school students and a new year is ready to begin in the weeks since school ended in June teachers have been fulfilling important inservice requirements including special science of reading training and the administrative team has been hard at work on key projects and planning for the 2425 school year the staff has already returned to their freshly scrubbed classrooms thanks to the custodial team in each building creating a sense of Welcome as a particular Focus opening lessons have been prepared to set a positive tone and support a great learning atmosphere maintenance projects and a thorough top to bottom

099central theme the equipment for the proud scarlet and great team has changed a great deal over the decades and the intensity of play was much different years ago with a senior class of just two to four dozen students in those early years there was no junior varsity team I imagine getting on the team was a lot easier a little less competitive games were played on Friday afternoons after school since there were no lights on the field one historical highlight worth noting is a special postseason game between the Menor Cardinals in the Fairport Harding Skippers back in 1948 the project was spearheaded by the men United Methodist Church involving hundreds of families from our area the two communities had joined together for a post-world War II effort to help sua a devastated town in Finland lists
100were made of needed items and collection Ed at the Menor High football field which is now of course Memorial Middle School Scout Troops went door to-door collecting food and clothing and instead of going trick-or-treating that Halloween all the kids went around asking for donations of thread and needles and canned goods I suspect somebody may have thrown a few treats in the bag for those little folks in costume admission to the football game was to be articles of clothing or non- perishable food a special marching band performance was an added feature to this special event a final fundraiser was the sua Thanksgiving dance held on November 27th in the high school gym once all the goods were boxed and sent to New York City the organization help Finland prepared them for transport on a donated container
101ship the $35,000 in Goods shipped to the suffering Town made all the difference and would be worth over $450,000 today we celebrate our community's proud history and look forward to a bright future for our 6,800 students coming to school next Tuesday and here's a moment to give us pause this year's kindergarten class is the class of 2037 thank [Applause] you thank you very much I love those historical touches very nice okay I like the expression on the Cardinal's face those little faces with their open beaks um at this time we have the chief financial officer's report and recommendations Madam president members of the board Mr Heath uh proud to present the July our first month in the new fiscal year uh financial report um we're currently about 224,000 less than expected in our May update
102forecast uh through one month most of that's probably due to timing um and we're about $310,000 below spending uh on our budget which puts us at a a positive impact of about $86,000 so when you look at our budget $86,000 that's like basically nothing so we're right on track to where we would think we would be at this time uh Revenue the big things here to kind of note is that we got our advanced from the county um this year we got $23.7 million of our first uh collection of the fiscal year or second half collection of this fiscal year um it's about $300,000 less than last year so we're down uh in comparison to last year um again we're about $224,000 less than we expected uh based on the May forecast and I would
103say that that's basically timing at this point when we look at our expenses our actual expenses for the month comparison to last year we're down about $755,000 um most of that coming in the form of continued of salaries and benefits and uh purched Services most likely due to [Applause] timing again net uh expenditures are down about $310,000 for where we expect um most of that coming again from salaries and benefits and purchase Services uh we would expect over the next 11 months for that to kind of flatten out in those areas I did want to give an update uh on the Lake County reevaluation um that process has uh concluded and you will be receiving your updated revaluations in the mail if you have not already started to get that I talked to the auditor
104Galloway uh via email and he stated he started studying those out this week uh he did a presentation to the Commissioners back in June uh and stated that the average County residential increase was about 28.6% um specifically for Mentor in that June presentation and uh he said one of his AIDS said that that might have changed a little bit but the information that was presented to the Commissioners at the June meeting specifically for Menor was a residential average increase of about 25.07 and a commercial average increase of about 5.28% uh if you remember back in the spring i' said that that we were looking at about a 30% increase based on his initial uh information that he shared with us so that was going to cost the average taxpayer about $50 per $100,000 in market
105value uh based on the actual values that we heard from his June presentation that is going to be a $42 increase again because we are not on the 20 mil floor our residents are protected by House Bill 920 um and we will only see an increase on the inside millage and I would encourage you to if you have not already done so to check out the video that we have on our web page that explains that process to our community uh of how the revaluation works and the impact that it has on your tax basis um but based on the fact that I had initially assumed a 30% increase on residential um and again we weren't that far off when you look at the county average of 28.6 uh the difference of about 5% and
106then the difference of almost 15% on Commercial um we did not see the commercial increase in met that some of the other areas had um the net impact on our 5-year forecast is about $2.8 million less than I was projecting in May um not substantial um but it's something to be aware of um you know when we make assumptions in our 5year forecast with the information we have at that time sometimes the reality comes out to be good sometimes reality comes out to be a little bit less in this situation over 5 years uh we're you know we're at $2.8 million less than we were expecting um so we will note that in the November update as we kind of get into that but again $2.8 million while it's a lot to everybody in this
107room when you look at our budget it's not Material so it's not something that's going to have to be reported immediately and we can make that update in May happy to answer any questions so Mr Wade if the average resident would see a $42 increase is that in their annual bill or their the the two tax bills that they would get over the course of the year that would be their annual bill for the year um per $100,000 okay so if you had a $300,000 home that would be $132 if I did my math correctly someone should probably check me on that cuz I'm doing it in my head so it's ual but it's per 100,000 yeah thanks 100,000 in property value or yeah market value so if your house sold for $100,000 136 right
108Mr Heath is that what you were telling me over there thanks so so I'll trust you so $42 a year per $100,000 in market value yep thank you 126 [Applause] Mr Weed last month we talked about the Concord rid that they had on the table and I know that you were meeting with the Concord administrators could you give us a little update on on that and how that that might affect us and how you make your recommendations when you're doing your forecast how you think about yeah um so we met with uh the County Administrator uh Mr Rose and the financial officer uh John Patriot ARA uh uh August 1st right around right around that time on Wednesday so maybe end of July um we met with u Mr Heath and I did we went
109over to conquor Township's uh administrative offices and had a discussion with them uh just to let everybody know uh they have proposed a rid which is a residential basically Tiff um so by law they're allowed to propose a rid up to 75% for 10 years uh on any increased value so there there is a neighborhood that they're building off of H's called canterwood it's a 55 year and older deed restricted uh development um and they have uh let us know that they're going to be looking for a 75% rid uh for 10 years um and basically what that means is any of the tax dollars that we would have gotten from that new construction um they're taking 75% of that for the next 10 years um legally they within their right we we don't have
110much of a choice that we can do we've shared our displeasure with that um because you know we we see very little new Revenue in our district when it comes to to tax dollars uh new construction is one of the only areas that we do see new Revenue uh we forecast that based on historical Trends and kind of what we know is happening in Inventor and around the area uh we look at that we include that Revenue in our forecast um so we'll have to reduce about $120,000 a year in Revenue um that we would have received from these uh dwellings that are being built in this neighborhood um again $120,000 is is the Commissioners have told us repeatedly isn't a lot of money when you look at our budget and we get that but
111$120,000 is two new teachers um and it is in the Hopkins neighborhood uh though it is a deed restricted uh development there's not going to be many students who probably would live in that area but there not unlikely that somebody has schoolage children that does that is 55 years old or that maybe they have grandchildren that live with them or they have people that live with them then they would go to our school and they would attend either Hopkins or Memorial and obviously those students can then have a bigger impact on us from a financial perspective um so in this case we are protected a little bit I mean to be fair to them because of the deed restriction of 55 um Mr Rose did let Mr Heath and I know that he is going
112to take Vantage of this law any chance that he gets and use it as a revenue stream for Concord um the the unfortunate consequence of that for everybody else in M exemptive Village School District is that's Revenue that we're not getting so inherently everybody else is covering the cost of that lost Revenue um but luckily again to Mr Rose's credit he did say in the future before they did any action he would speak with Mr Heath and I who's over sitting in our seats um to maybe look at something that's more schoolly friendly so uh I think there was it was a a productive meeting in that sense um and I it doesn't seem to be in Concord Mentor Schools area there's going to be a lot of other development that's available for this type
113of uh economic development for them them being Concord so um optimistic that we won't see a huge impact going in the future after this but it is concerning from a public education standpoint when our only Revenue primarily comes from from the local tax base and then there's this loophole so to speak that would allow uh the township to take 75% of that new revenue for 10 years and to be clear the residents of this development they still pay their taxes it it's they don't see any savings they're paying the money in just as anyone else would just as we all pay our taxes corre but their money is being sent elsewhere not but not to the SCH the share that would yeah they have to define the improvements that they're going to be using the
114revenue that they're they're taking from the district uh lakeland's also affected as well as the county is affected uh from this because they're the areas that can be impacted so they will get that 75% of all the revenue property tax revenue on those new homes um for 10 years and they're going to use that to uh fund improvements to the fire station as their primary Improvement so for what it's worth I I also I live in conquered Township I know there are two of us on this board who do and I voted for all the safety fire levies um as a as a resident there and for what it's worth you know I I did email the uh trustees um Andy and John um and and encouraged them to really consider um moving forward with
115this R in this way um and just I really reiterated everything Mr Wade just shared and that you know as a resident there um and as a person who sits on the school board here that you know we we do our due diligence we try to look out for Menor taxpayers and we do worry that you know Menor voters you know when they understand what's going to happen with this rid that they're going to they're they're they're essentially subsidizing um you know a Township in which many of them do not live and so I'm I'm glad that we did our due diligence here here um thank you both for taking the time to meet with them and and work through that the best we can do is is ask them to consider our position and
116and that's exactly what I did too I asked for a mutually benefici beneficial Arrangement that would um work well for all parties involved our district the township and men are taxpayers so I think we did what we could thank you any any more discussion for Mr Wade please call the rooll just to be clear that we're voting on items uh B through F yes um do we have a motion I'm sorry so moved second please sorry Miss jessing yes Miss a AO yes Miss maraza yes Miss Cook yes motions carry 4 Z that concludes my section please do we have any unfinished business I was just looking for update on the um the noell Bel I think you Mr Heath you were going to be talking to the principes yes so we'll have that uh
117update we'll pull our uh school policy committee together here our our board policy committee together here probably in the next couple weeks to have that ready to go for our September meeting um been kind of holding off waiting to see what niola updates we might received before then too so we can knock out a couple things at at once but um that uh that will be one of the new things that we will have okay will those the new the changes to um House Bill 68 be included in those updates yeah we we've been getting some of the updates from uh from legal council on that to start with and then also obviously niola is going to be rewriting everything as well so uh we will have those updates um here ASAP and then uh
118those adjustments then luckily our handbooks aren't just printed we can update those things fairly quickly then as well okay and and I know we had I had mentioned a couple times looking at our um handbooks or administrative guidelines talking about discipline in the when school's out so is that something that you you got any further information for is that feasible don't have further information yet but that's something that we can continue to look at and we can have that discussion during that that board policy committee meeting too yeah okay I'll make sure and get some some stuff prepared ahead of time for that okay thank you okay um under new business Mrs iopo wanted to make a report so unfortunately Mrs Payne is not here do we have um the thing at the attachment put
119up no do do you want to hold off until September when she's here um that's okay I'll just do it I'll just that's okay I'll I'll do it real quick um so we don't have that sent M okay can you send it to to them really quick Maggie hang on I think I have okay so while you're doing that I'm just gonna for people that don't know I don't know if you everybody get the Mimi magazine um they did a little story on the Platinum hero and I'm just going to read from the article um it says meet Menor Schoolboard member Annie Payne winner of the hometown hero award from Platinum real estate Denise and Mark zervos founders of the neighborhood experts at Platinum real EST real estate launched the Platinum hero of the Year
120award to recognize a person who selflessly serves the community she says their thinking behind the award is to counteract negativity and flip the script to focus on positivity opening the contest up to nominations this spring Denise says she was shocked at how many local community members were nominated and people who took their time to say why one person received an overwhelming amount of nominations with stories from people inspired by her work as a Menor School Board member meet Hometown hero Annie Payne a lifelong Mena resident she bought the house she grew up in Annie says she was called to serve I'm flabbergasted she says laughing and shedding a few tears of surprise it means the world to know that people think so much of me there are so many other heroes in the community who
121lift each other up I couldn't have made a difference without all of the people who have supported me over the years I'm blessed and thankful if you peruse the many nominations common denominator descriptions range from brilliant calm caring assertive and education aware to she doesn't back down and goes above and beyond for her community and Denise couldn't agree more we hope Annie's actions Inspire others and create a ripple effect of kindness to the overall well-being of the community she says that hero of the Year award is a nice compliment to the heroes program Denise and Mark founded 10 years ago to thank Local Heroes First Responders and medical and mil military personnel for their service by offering cash rebates when buying or selling their homes through Platinum real estate I thought it not only is
122it wonderful anytime anybody up here is um awarded something like this but I think this ties in well with our strategic plan and how we're trying to really um work with our community more and involve them and I think that that that is something worth noting while we're approving the Strategic [Applause] plan Thea no that was that was the wrong one There's the link I just sent [Music] you that was the one from Miss McCormack maybe we'll put it up next month just so she could get there right now you have it okay thank [Applause] you thank you thank you my apologies um we um now we have hearing of the public on any topic because the microphones have moved up I will actually let the first two speakers know so the first speaker is
123going to be Miss mccormic and then the second speaker is going to be Miss Mazika Ulin thank you Mrs aopo for your thoughts on Mrs Mar chaz's PowerPoint presentation advocating against education Choice vouchers at last month's meeting many in the community hold your same concerns regarding this presentation it was a perfect example of a board member serving a political agenda rather than serving the children and parents of this community Mrs maraza invested her time and energy not in the betterment of our academic experiences but in lobbying against an already established program that allows parents to give their children better educational opportunities this presentation in no way belonged in conjunction with her legislative report it was an obvious and blatant attempt to direct public opinion to reflect her personal views on the issue if you are
124so concerned about the loss of funding for men or schools due to Ed Choice vouchers then maybe you should be more attentive to the parents and taxpayers wants and concerns moving forward after all we make up 70% of your budget fighting against policies to remove or flag sexually explicit content and fighting for keeping gender confusing content racially divisive materials and political activism propaganda is not what the community elected you to do if you continue down this path you will see more parents pulling their children and taxpayers voting against your levies thank [Applause] you I wanted to you to know that when you talk in your minds nobody can hear you hi I'm just you guys have to have your mind closer to your faces we cannot hear you about 9/10 of the time when you
125listen to the to the video you come close really clear but in the room the the mics just are not you you really can't have them way back and we really are trying to listen to what you say Mr Wade and it's just so hard without having the mics closer so I will do my best to speak louder for you thank you so much [Laughter] our La last speaker is Miss Bargo hi I'm BMB Fargo Madame President board members Mr Heath and Mr Wade first I want to congratulate everybody involved in creating the new strategic plan and I want to share some important data regarding student mental health from the Center for Disease controls 2020 3 Teen Mental Health survey according to a recent article from The New York Times the Center for Disease Control
126reported quote and around 65% of lesbian gay bisexual and transgender high school students reported persistent home hopelessness compared to 31% of their cisgender and heterosexual peers one in five lgbtq students reported attempting suicide in the past year unquote I'm going to repeat that one in five lgbtq students reported attempting suicide in the past year that is why we need rainbow stickers on classroom doors it's clear that as a society we have to do a better job to protect are most vulnerable students from cruel and mean-spirited attacks that can come from fear or ignorance attacks attempting to make lgbtq students feel like the other less than diminished and not worthy protecting our lgbtq students will not reduce our ability to meet the needs of everybody else we are all wonderfully created and as a school district
127and a community we all have an obligation to protect our lgbtq students and share with them all the kindness love compassion and respect as our hearts can give thank you that concludes the public participation we do not have an executive session on the agenda um so do do I have a motion to adjourn so moved a second Mr Wade please call the role Miss Jing yes Miss marazza yes Miss aopo yes Miss Cook yes meeting is adjourn at 9:14 p.m. you
