002each agenda item for the board's approval via the district's paperless Board of Education agenda system board docs the public can access the agenda through the school district's website the agenda is available through the district's website for public viewing this Sunday prior to the board meeting board members have the opportunity to call the superintendent and Chief Financial Officer for information concerning agenda items and to request if needed additional information there are two places on the agenda when the board entertains comments from the community the first hearing of the public is dedicated to those who wish to address the board on agenda items only the second hearing of the public is dedicated to those who wish to address the board on any subject whether it be an item on the agenda or another topic to participate in

005are recognizing several students for their athletic achievements at this time I would like to invite Mr cassella to the podium for the track recognitions good evening Madame President members of the board Mr Heath and Mr Wade it's my pleasure to introduce a few members of our Middle School and High School track and field teams who qualified for State competitions uh these past few few weeks I'm not sure how many of them could make it tonight but we're going to recognize them all the same so at first I'd like to introduce some of our student athletes from Memorial Middle School that qualified and competed in the Osa Middle School track and field meet these these three student athletes qualified for the state meet through regular season meets and having met standards in their events to qualify
006for the state championships Memorial's uh Middle School track coach Mr Ben yanos is here with us I'd ask Ben to come on up here to help me recognize them first is seventh grader ashin mckenny Ashlin here Ashlin competed in the shot put finishing fourth overall in the state she is currently the number one ranked seventh grader in the state and in the nation in shotput during the season she was Greater Cleveland conference champion and both the shot put and discus with a personal record in the shop put of 43 feet one and a half in so congratulations to Ashlin next up is uh seventh grader Elena gavora is Elena here Elena competed in the 1600 meter run or the mile run at the state championships finishing 22nd overall in the state during the regular season
007she was also Greater Cleveland conference uh Champion runner up and uh in the in the mile with a PR of 5 minutes and 34 seconds and our third uh State competitor from Memorial Middle School is Sean Caston Sean's here Shan competed also competed in the 1600 meter run at the state championship and finished 22nd overall in the state during the regular season Shawn was Greater Cleveland conference champion in the mile run and also in the 4X 800 relay he had a PR of 4 minutes 49 seconds in the mile run so congratulations [Applause] Sean we also had one member of the uh High School varsity boys track team who qualified for the Osa state championships in Dayton last week uh jayen Russell is Jaden here this evening so Jaden qualified in the 300 hurdles at
008the state meet after finishing fourth at the Austin tole Regional Al although he didn't qualify for the finals at at the state meet he ran a successful race and set the stage for a big senior season next year during the regular season Jaden set PRS in the 100 meter dash the 110 hurdles the 300 hurdles the 400 meter dash and with was a member of our 4x100 met meter relay team that set the school record this year 42.6 seconds in the 4x1 relay he was the Menor High School hurdler MVP all Greater Cleveland conference all district and all regional in the 110 hurdles 4 by100 relay and the 300 hurdles in addition to this to the track accolades he was also named to the academic all Ohio team so congratulations to uh Jaden and the
009rest of the athletes thank you Madame President members of the board this past weekend we celebrated the graduation of our high school seniors and tonight we celebrate a different kind of graduation that of our 2023 24 retirees it is with mixed emotions that we recognize our retiring certified and classified staff we thank them for their years of dedicated service and wish them good health and happiness in their retirement as I call your name please come forward and remain upfront until all of the names have been called Mr Brian Banks Mr Bank spent 33 years teaching technology at Ridge Middle School and Memorial Middle School he also held the position of Department coordinator for many years Mrs Carrie Banks [Applause] Mrs Banks spent 33 years teaching family and consumer science at Menor high school and Memorial
010Middle School she also held the position of Department coordinator for many years Mrs Colleen Bell [Applause] Mrs Bell started as a classroom assistant before moving to a secretary position in the service building she finishes her career as a secretary for the past 24 years in the human resources department Mrs Sharon block Sharon spent seven years with Menor Public Schools as the uh a week care employee and finished her career as the Weare coordinator for the past 5 years Mr Bob Brooks Robert spent 24 years as a custodian for the district working between Shore Middle School Fairfax Elementary and Menor High School Mr Frank Elliott Mr Elliott was a custodian for 32 years working at Menor High School headland Elementary Shore Middle belflower Elementary and Fairfax Elementary Mrs Jesse Sue [Applause] Fern Mrs Fern has been
011part of our Weare department at Sterling Morton for 33 years she spends countless hours at the building volunteering her time working with the students Mrs Joanie kubec Mrs kubec worked in the school nutrition services department and as a classroom assistant in the district she finished her time with Menor schools as the secretary at Memorial Middle School Mr Paul cop Mr cop was hired in the district as a science teacher and traveled between Ridge Junior High School and Shore Junior High School he wraps up his career as a science teacher at Menor High School Mr Jim McClure Mr McClure was hired as a custodian in the district at brentmore elementary and spent the rest of his career as one of our district material handlers while serving in many leadership positions for the men are classified employees
012Mrs Linda Parker Mrs Parker spent 39 years teaching at the elementary level and Middle School level and ends her career as a teacher at Memorial Middle School she has taught many different grade levels and subjects Mrs Susan poto Mrs phto has spent 26 years with Menor schools as a science teacher all at Menor High School Mrs Cheryl pumpas Mrs Pumas has s worked as a bus assistant for Menor schools for the past 28 years and truly enjoyed working with our students on the bus Mrs Sher Posner Mrs Posner spent 39 years teaching at the elementary and middle school level where she enjoyed building relationships with our students Mrs Carla Ross Mrs Ross has been with Menor schools as a speech language pathologist at elementary and middle levels and has always had Orchard Hollow as her

023of academics the Cassell responsive classroom contract and the nearpod contract are both far left leaning organizations that you should not be using public tax dollars to support three of you and the super attendant have a track record of upholding one-sided policies and contracts that are anything but educational or neutral when you learn that the majority of when will you learn that the majority of men are taxpayers do not want their money used for things that they don't align with such as gender ideology sexualization of children or boys in the girls bathrooms and locker rooms the approval of Mr Heath's 5-year contract by three liberal board members is another example of poor leadership by the board the fact that you were about to vote on a contract who didn't review prior to a vote is Despicable
024to say the least Mrs cook your behavior at the last regular meeting and your demeanor to your fellow board members at the contract meeting last week was reprehensible as a shardan Schools employee it's quite interesting that you sit on the board trying to push liberal ideologies while working in a conservative District that has a superintendent in board that would not support any of what you are pushing also to the administrative staff members and building principles who showed up to support Mr Heath and tried to put pressure on Mrs Payne and Mrs iopo to vote Yes quite interesting that those who report to Mr Heath showed up to support him it's quite coincidental that there are bonuses tonight to now approve for all those administrators do you think we don't notice what you're doing remember you
025need four members to vote to put a levy on the ballot I think the time for showing that you could compromise is come and gone when you need their vote I hope that they ignore your voice the same way you ignore theirs and remember it's not just their voice you're ignoring but all of the tens of thousands of Voters who agree with them [Applause] thanks our next speaker is John Sanford again I just I'm passing around the uh references for my both the tonight this presentation and the next one thank you for the opportunity to speak first I wanted to make a comments about the two contracts of responsive classroom and the near pods we're an educational institution and must base our work on research and make data deriven decisions specifically when it comes to
026programs and services to support education responsive classroom contract should be passed because this program is used to facilitate learning in our elementary schools principles are well supported by research uh and that demonstrates that it enhances learning not only in the grade schools but has positive benefits later in the students lives I've included references of two of three research metaanalyses and their abstracts for you to look at that support the principle of social emotional learning regarding the Nur pod contract it's an established program that has demonstrated utility in the classroom students and teachers actively use the program over time in learning changing programs would be more expensive provide lesser quality and require massive efforts to transfer to a new program objections raised to date are not related to the content that we use but the content
027left unused to reject the service that is used extens extensively because we disagree with some of the material that we don't use uh would be the the same as rejecting the Bible because we don't like some of the verses in it one that comes to mind I've quoted there for you a woman should learn in quietness and full submission I do not permit a woman to teach or to assume authority over a man she must be quiet doesn't fit thank you thank you Miss Bon good I was gonna say good morning good evening good evening everyone so I'm going to speak on nearpod since this has been on my mind since April but if you are using about 35,000 give or take in tax dollars to go towards npod what some could say to be
028controversial indoctrinating program that specifically talks about SEI or seal and Dei courses should a teacher decide to utilize a program to that effect they'll be able to speak on the topics such as pronouns and gender identity gender identity and expression what the symptoms of gender dysphoria are gender stereotypes in media gender Strat stratification transform our world gender equality un Global gold gender equality to name a few you're wanting to use our tax Sellar to promote resources that celebrate certain ideologies in the classroom and sell buttons at the lunch hours for your school staff can so your school staff can silence children who want to pray at their lunch tables that's where I have a problem let's find a balance instead of a one-sided program some questions I have for Mr Heath well before he had
029his contract renewed will the npod interaction part be locked down from teachers being able to use the format to its entirety one thing I came across when researching npod opponents say that npod indoctrinates students into or has the potential to sneak into curriculum critical race and Theory with discrepancies such as stated will the teachers have restrictions on how to use a program in their classrooms for their curriculum I understand that some staff like this program because npod helps Educators make any lesson interactive whether in a classroom or virtual the concept is simple a teacher can create interactive presentations that contain quizzes polls videos collaboration boards and more but they can also indoctrinate the students with what they choose as their opinion in life and what they want to indoctrinate on children and I get the
030use for using n pods is the interactive piece but the restrictions to the agendas can be pushed on the students and in April's meeting to piggy back of off of maraza I heard her corre if I heard her correctly she stated that it' be a lot of extra work in looking into something different this is your job we as community members both voted you in it is your job to do the research it is your job to take in what we say with our minutes that we're here and elaborate and work with us too and not to downplay us like Miss jessing has done in past meetings when you tell us that we've we've got to get through this we talk about sexual explicity in books and this is we have other topics to go
031on and discuss about and we need to utilize our time more accurately or to what you want well what we want is for the student safety and we it's our time now to do that and that's just all that we ask for you is give us that time thank [Music] [Applause] you Kathy McAdams good evening I'm just following up on what I talked about last month and that was about the lunch debt that our students incur and I want to let you know that five people contributed $888 30 to pay down the debt five people oh wait a minute mine was $468 of that five people nobody who congratulated me or hugged me last month contributed a nickel I'm very disappointed that when people say they're all about the kids they aren't they aren't helping
032but that's beside the point I guess um I'm I want to thank the the other four people who did contribute because they helped so many families in uh in in the Mentor Schools and I'm just grateful for their contribution thank you thank you Susan snck good evening um I just I wanted to speak about near pod as well um I think the program the idea of it is I'm sure very useful and helpful and I think that that's nice my concern like a lot of other people is that it has a real clear liberal agenda that is it's not just it being something I don't agree with but a lot of the things in there are not true um when you're teaching kids about how to use your pronouns and how to find or discover
033your identity those are the kinds of classes they offer they don't offer I don't I mean I I do see like some you know I looked up the the course on um like the history of the flag it's not very patriotic it has the kids like draw your own flag and and I don't really see that being like rigorous and academic um but then you also can get a class on the history of the word gay I'm not really sure how that belongs in schools we need teachers to teach math and reading and writing and accurate history and the rest of the stuff belongs to the parents near pod's um when you look at their mission it says we believe education is the path to a more Equitable world that's Flags right there Equitable anyway
034this is we know the best learning experiences are effective engaging and inclusive and then it says you know this is critical to students in their social and emotional well-being and all this stuff and I think just looking at their mission statement tells you what they're really about and I think you know I don't think I know you're going to vote for nearpod like I get that but what I would ask then is I think that you need to promise the community that yes the teachers will not use the things that you claim that you won't let them use I don't we don't believe you you guys lie and you guys can't even get along and we've SE not just in our district but on the news teachers and administration they lie and they don't do
035what's right or what's best for kids I get that this program is aimed for for teachers to use it's a it's a program and I get that but there's nothing in their mission statement that actually talks about what's what's good for children children they want to empower teachers and tell us that teachers are critical to their emotional well to students emotional well-being they're really not I'm sorry that families have dumped their kids for other people to raise with daycare and school and just want to that's okay and then teachers get this false sense of like they know what's better than the parents and they don't so what I'm saying is I don't like the program I could accept it better if you would say the teachers are forbidden to use and show me the list
036and I think then I could live with that thank [Applause] you Lindsay wall good evening um so going through the agenda the other night um and I think it's a good reminder that we actually have the agenda available in the hall away when you walk in in case you didn't find it online um going through the agenda I noticed a common theme throughout the whole thing um and outside of it just all being pretty much normal business and um some contracts that need to be renewed that we've already had um it's a long list of tools and resources that are meant to support our teachers the staff and the students so to hesitate on any of these items when voting tonight I would question that because everything that's on this agenda has been proven and
037has been looked into carefully by the staff and the administration in the school um to make sure that it is what is best for our students I think that the the conversation surrounding nearpod is unfortunate because it has been promised to our community that there are only certain parts of nearpod that are being utilized by our teachers our teachers use it to help with their lesson plans and for the things going on in their class classroom um the responsive classroom uh service I think anyone that would like to speak negatively on either of these it it would demonstrate that they haven't been in a classroom that they don't know what their student is actually working on or what their student is actually learning because we also are voting on The the raises for our Administration
038which I know is also um a topic of discussion and I think again to hesitate on on voting yes on our Administration uh tonight and and their their their pay raise would be ridiculous go follow a principal for a day follow one of our administrators for a day the amount of hats that those people wear in this District the number of jobs that they do in their schools the amount of people that rely on them and count on them and respect them is astronomical and I think that honestly they deserve more I think it's very important to notice this running theme throughout our agenda tonight and I think it's important to pause and recognize there's nothing new there's nothing nefarious in this agenda none of these items are are you know they shouldn't be controversial
039they have been around for a long time they have benefited our teachers our staff and our students thank you thank you McKenzie McAllister I'm speaking on SEO um the four major points I want to hit tonight first claims atal is evidence base have been vastly oversold second SE is become an ideologically charged billion dollar industry the third data collection involved inal imple implementation poses major risk to the privacy of students and families and fourth even without the ideological turn and data privacy concerns seal implementation tends to resemble the practice of unlicensed therapy and I've said this before you are not equipped to light to take care of our children in a therapeutic way seal and practice effect effectively ask teachers to act act as therapists which they're not getting getting paid for without much legitimate
040training because it's only four sessions teachers are encouraged to uncover and address the trauma to otherwise probe into student psyches and to promote holistic schema through which children comprehend their family and friend relationships this is all well-intentioned but could also go horribly wrong in various ways suffice for now to say that there is a reason why medical ethics prohibits the practice of therapy by unlicensed and untrained professionals no one is opposed to the notion that it is good for students to develop social and emotional skills I'm all for it absolutely however the idea that schools have a role to play a realm of human development is great but we as parents also have to do that with our children it is not up for the school board to do that and it is not up
041for teachers to do that um many parents are and I expect more will become alarmed by and opposed to the effort to leverage the word social and emotional to Pro promote ideological and political ends which our board is totally there um we are currently seeing in the men in the Menor Public School System many parents will also be perturbed by the resemblance of seal practices to the practice of unlicensed therapy rather than uncritically embracing another buzzword fed and consent and condescending to parents with serious and substantial concerns this board should address the political data privacy and ethical concerns that seal races or raises I'm sorry so I ask you as a whole to stop superseding the right to the parents and until you do I will stand at this Podium and voice my concerns and
042educate the taxpayers and parents of this District about the indoctrination and grooming of our children that is happening in our [Applause] schools Mr Lima [Music] board president cook board members Mr Heath Mr Wade I support the approval of the responsive classroom Services contract this is in accordance with policy 56301 the provision of appropriate professional development the cost of the cont contract $ 32,37 will provide consultive services and professional development for up to 30 participants over four days totaling 28 hours of instruction in addition other services and materials including a feedback visit use of tools to observe evaluate progress and interpret findings and a one-day 6-hour Workshop focusing on response to misbehavior are part of this contract the approval of the responsive classroom Services contract is supported by extensive analysis of 424 research projects occurring over
043a 12-year period 2008 to 2020 of comparable programs and interventions involving 575,000 students in grades kindergarten through 12 the results of this analysis showed significantly improved skills attitudes behaviors School climate and safety peer relationships School functioning and academic achievement compared to control conditions I have provided for the bo for each board member and the administration over 120 references representing a sample of the research that was part of this analysis again a growing body of evidence indicates these programs and interventions are associated with academic achievement health and citizenship they create more engaging schools and prepare students for the challenges of the world for this reason I support approval of the responsive classroom Services contract thank you thank you next we have the superintendent report and recommendations good evening everyone um over the last couple of days
044we've been meeting with our guiding Coalition as we continue our work on the Strategic plan uh we're currently working on the final draft of the portrait uh that we had talked about last month uh and we're working through a draft of the learning model uh with the big moves that we hope to make within the district with this strategic plan I want to thank uh Miss chesing and Mrs iapo and the entire guiding Coalition for their hard work in this process it's not easy work but they've done amazing an amazing job thus far I shared with the group yesterday um when we were meeting that I don't don't want to rush uh into the final document so I'm proposing that we hold off on the final presentation to the board until our August 15th meeting
045as opposed to our July meeting this will provide us time to do the following uh set up meetings with each of the board members to share some of the documents and make sure that they have a comfort level with them ensure that we have alignment to the survey results that we received from the 2066 responses on the community survey the 868 responses from students teachers classified staff parents and Community me Partners on the learner centered collaborative surveys and the 228 individuals who have participated in our Discovery day and guiding Coalition focus group meetings this will also give us time to create the graphical documents that we uh that will be shared with our entire School Community it will allow us to meet with some of our stakeholder groups to share where their feedback has been
046incorporated into the plan it will allow us to develop the metrics we will be using to evaluate our progress to the big moves and to set up our communication plan to share the Strategic plan with our students our parents our staff our business partners and our community members the next steps with this process will be setting up the meetings with Mrs cook Mrs Payne and Mrs marazza to share the documents that the ging Coalition has created I hope to have these meetings done either in late June or early July so I'll work with each of you to set up those times based on the outcomes of those meetings I may also propose a work session in July with the entire board to begin to build the momentum for the roll out of the plan we
047have one more guiding Coalition inperson meeting scheduled for August 2nd to polish the documents and prepare for the presentation to the board at our regular meeting scheduled for August 15th this will be perfect timing as well because we will turn around the following week and share the plan with our entire staff during my opening day speech for the 2425 School year our community survey results are currently being compiled by Triad research we have met with them twice over the last week to review the types of slides charts and graphs they've used with other districts that they can uh put together for us to share with our public they have assured us that we will have specific breakdowns for every question asked on the survey so everyone will be able to see where our community stands
048on all of the important topics that have been shared with us over the past couple of years one item I can share with everyone right now is that as I mentioned earlier we have over 2,000 responses to this community survey just as a comparison the last time we did a full community survey like this was in N or was in 2017 where we collected just over 800 responses the survey will definitely provide us with a very valid set of data to guide our district in conjunction with our strategic plan over the next 5 years in regards to the npod contract we've had several meetings and conversations around the components of this product uh and our recommendation is going to be to continue with nearpod for next year in order to do everything we currently use
049nearpod 4 the best combin combination of programs would be to switch to a program called pair deck and then bring a program called play posit back which would cost us an additional $114,000 additionally there would be professional development time and cost for teachers to be trained in Parc prior to the beginning of the school year our technology steering committee will continue to look at options to find the most cost-effective programs with the best products available for our teachers while nearpod still has a video library that contains content that some may feel have the political ideologies attached to it I will re re iterate with our teaching staff in August that those videos are not to be used unless they go through our curriculum Department procedures in accordance with our curriculum selection and controversial issues board
050policies we have been using components of the responsive classroom structure for around 10 years in our district now uh this research-based structure was used in response to Elementary attendance and behavior concerns that our district was experiencing at that time and all of the elementary teachers were trained over the last three years or so coming out of the pandemic we had not trained the new teachers entering our district so this contract will be to get those 20 to 25 teachers the same training all of the other elementary teachers had we'll also have a refresher training on response to misbehavior for any teacher interested in attending in the past we've used our bright bite student survey attendance and discipline data to evaluate the success of these structures uh with bright bites no longer in existence we'll have
051to look at other ways to measure the student voice with this but we will continue to look at attendance and discipline data through our educ educ climber uh software program now as well as with many educational programs now there are components of this system that we do not and will not use our focus in the training will continue to revolve around the structures of the day in an Elementary classroom those structures involve morning meetings establishing rules transition activities academic Choice guided Discovery and closing circles I believe this refocus at the elementary level will help us address some of the student discipline concerns we see in grades K through five and help our newer teachers with classroom management issues some may have this will be one of several tools we will be using as we begin
052to tackle the student discipline issue that has been brought up in our meetings here recently in regards to student discipline uh just a couple more data points uh for you guys this month and then we'll continue uh with more of this in July as well um but as we've been looking through some things our major incidents in the district this year actually decreased from 1,000 on the dot last year in 2223 to a final total of 927 for the 2324 school year our minor incidents in the district actually increased from 4168 in 20 uh 2223 uh to 4,798 this year the categories of those increases were found in minor disruption and non-compliance issues our district leader leadership team spent some significant time on Monday reviewing the data and determining some next steps I actually have
053a meeting scheduled for next Wednesday with our middle school and high school administrative teams to begin working on strategies regarding our approaches to student discipline I will have additional data from our new educ climber software that has replaced our bright bites tool this year at our July meeting this new tool is allowing us to look closely at each individual building and each individual student to see how both uh to see see both how many and what types of incidents they are having and what consequences they have received this will be valuable information for us to determine what the most effective responses to misbehavior are for our students Madame President members of the board and Mr Wade I have the following recommendations listed under the consent agenda and recommend approval of items 6 A1 through 6

060moved seconds any discussion please call the RO you want me to give an explanation on this at all yeah if you would that we we did have several yeah comments and if you could so um this this started when I I after my first audit uh the question so we have on our books fees that have not been collected going back as far as 2008 um so student fees uh that have been sitting on our books as accounts receivable so when the auditor comes in at the end of the year because we are a public school district all of our accounting 99% of the time is based on cash in hand um but at the end of the year when we produce our annual financial report we do a gap report which then turns things
061into what would be more traditional accounting so because those fees are on our books they overstate our Revenue because they are deemed accounts receivable that haven't been collected um we have attempted since I've been on uh the board as the new CFO to try to collect those fees we've sent letters uh we used a system last year to have someone help us send letters to find people as well as send people to collections for those outstanding fees um we were able to reduce those fees by about $100,000 um however I I don't think that there's much more that we can do with those fees that we're looking to write off this year because those families no longer have anybody who resides as student in the district um some of the people can't be found um
062we've gotten letters back from our collection agency that those people are we can't locate uh based on the addresses that we had uh which could probably not be a surprise some of those uh addresses for 16 years ago so um to do this we don't first off take this very lightly we've attempted to try to collect those we've sent those to collections uh We've utilized new procedures uh where we send out emails to all of our families monthly about fees that are pass due we send out mailed letters twice a year um one just went out recently and then anybody who has passed 30 days will then go through the process that we started last year will we send multiple reminders and then send them to the collection agency to help find us do that
063I know there's been discussion of other things that could be explored the biggest way that we collect a lot of fees is uh when seniors check out because you can't check out early and go on senior project for example unless your fees are paid um I do want to remind the community students who uh and families who are struggling who are on free and reduced lunch can have fees waved and we have a process uh that we Institute for students and families who are going through um financial difficulties that maybe they don't qualify for free and reduced lunch where they can contact uh my office and work with my office and Miss Bowser's office through the student services to to come up with ways to address any um issues that may arise so you know
064we don't take this lightly uh we we we've tried to really tighten this up and kind of control this uh through my office recently so I just wanted you know this is atypical uh happens every so often I think Mr Wilson may have done it sometime in the late 201s is the last time that this may have occurred um but with taking over and trying to control this and try to rectify this issue um and clean up our books I think this is an appropriate uh course of action could you also I'll verify if I'm not mistaken they used to be able to hold Student Records as you know kind of a a way to force payment but that's illegal correct so when I first started as a principal that was that was a common
065practice that no longer you can't get your transcript but that's now illegal correct and we you know we've I I don't want to belabor the discussion but we've had discussions as administrative team and having been in the seat to my left you often don't want to to punish students for things that are outside of their control right so um you know we've we've we've went back and forth on the ideas of things that could happen you know and it usually comes back at the result of the student missing out on some sort of opportunity where he or she can't necessarily control why that something can't be necessarily paid or that isn't being paid you know we have a multitude of reasons that that happens right so um we really went the route that we went
066with collections because it really is an adult um situation it's not for kids so um we do explore that and look for ways but you know if a senior wants to check out early and you know that kind of I think at towards the end of the career is a little bit different than if you're telling a fifth grader or a middle school student they can't go on a a trip to DC but if the board wants us to explore those further obviously I'm sure Mr Heath and I would be willing to have that discussion but I would just caution us because again it's not fair I look at it as a punishment to the student for something adult issue it's fair to collect the fees those are legitimate debt but as you say it

069you know we H still have discipline issues and it's not yielding results after all this time I think it makes sense to just reassess its viability um and start brainstorming other ideas the fact that we're in the middle of the Strate strategic planning process um this might be an excellent time to change because I just feel like um and you know 10 years we haven't been yielding the results I you know my opinion it would be to find something new I'll just um I had a couple question questions I know Mr Heath when you had emailed about um the response as to why we're using it that we've been using it for 10 years I had responded back I didn't get anything yet so maybe you could answer some of these questions um because You'

074that has served our elementaries very well over the last few years here in just in the last two years that I've been in the district to be able to go in and out of those classrooms and and see how all of that works um it's just a very good structure it uh it builds relationships with kids um with the teacher and amongst themselves as well um the other thing that that I do like about this to is as we're jumping into uh these student discipline conversations we want to have as many different Tools in our tool belt as we can this would be one of many but uh again it's another one that I think our teachers can utilize um as they're navigating their classroom management and and making sure that uh they know how
075to respond to some of the misbehaviors that we're seeing got it thank you I also had a a couple questions um one was has have we done the responsive discipline portion in the past um there's a portion of that in the initial training um and and that's part of the reason for the refresher at this point again you know 10 years ago when this started um some of our teachers got that initial training and haven't had it in a decade now so that's the reason for the refresher um I think we have 10 or 11 that have signed up right now I think we have room for another 10 or 11 in that uh in that session as well but again that'll be something that will probably be encouraging a lot of our uh teacher
076leaders building leadership teams uh to to take a look at as they're uh considering their professional development for this coming school year and I I appreciate you Gathering you know historical data for us um before and and after the implementation of this program I I think that's a great suggestion I would like to know how we will measure it now especially after we are refreshing and using you know kind of a newer component and getting more people trained on the on the discipline piece of it so are we using the um it's not bright bites but the Ed climber so it's going to be educ climber um the the one difference is bright bites had some survey pieces that we could put together and and provide to our students and gather some information that way
077educ climber doesn't have that it's more of a data analytics Tool uh more so than anything else um as we're going through strategic planning we've had some conversations with the learner Center collaborative because they've been able to um do some surveying themselves about some specific things we've actually kind of talked to them a little bit about you know once we finish this process you know what are the next steps in that continued partnership and that was something that um kind of Drew us to that company at the beginning was that they assured us they would not just drop this off and hey here's your strategic plan and they're on their way uh they want to continue that partnership and this is one of those ways that we're looking at potentially uh continuing that partnership is
078identifying ways to to have those metrics that we're going to have on our scorecard uh to be measured um there's a lot of things that are very simple for us with you know different test scores obviously looking at attendance and discipline data those are things that you know get put into Infinite Campus and then can be analyzed in edge of climber pretty easily um but but some of those other pieces to the puzzle with with student engagement and sense of belonging you know those are difficult to measure um so trying to figure out ways to do that is going to be I think a big challenge for us moving forward now that bright bites is no longer in existence so we would be looking at some of the disciplined things like attendance and behavior referrals
079K toi that still be a big to monitor this um as you're mentioning surveys I I heard a resident concern um with data mining privacy concerns can you speak to that yeah I obviously when whenever we're doing some of our data analysis we're not going to have any personal identifiable information in there we may have some uh some demographic breakdowns to be able to look at ethnicity look at socioeconomic status um look at gender those sorts of things but um when it when it comes to that personal identifiable information that's not going to be part of the analysis that we would do when we have our building leadership team conversations and our PLC conversations at the building level with teaching teams that's when they're going to be digging into some of those specific students to
080figure out okay what what's that Trend with their specific discipline um what are their behaviors what are their incidents what are the consequences that they've received what has worked what hasn't and that's just part of that personalized learning approach um so that's going to be something that we're going to continue to to try and push at that uh that building level that's not something that we're going to analyze and share as a district though spoke a little bit about bright bites how we used to do surveys um and it was a little bit more on you know feelings and and things like that can can you speak about the rights of parents with those surveys yeah obviously uh with parental rights and that's something that uh you know with any survey that goes out uh
081parents have a right to to take a look at that survey review it and then make a decision if they want their uh student to participate in that survey so uh anything that we would do in the future obviously bright bites isn't there and we don't have a replacement at this point um those would all be things that uh that we would bring uh to the attention of the parents before any of those surveys would be given thank you I just I had a um under the student privacy and parental access to information policy it's uh 2416 it does list a bunch of different things where we have to um you know send that over to the parents first I don't know if some of that would fall under there so that might be a
082policy that we might want to look at um because I think that would be reassuring to parents to say Hey you know we do have a policy and it does say especially when you're talking about elementary students you know that um parents we could add maybe something in there that says you know any survey should be sent to parents I think we do that out of practice but to have it in writing prac but um and that may be something that we can talk about at our July 3rd meeting as well and see what that uh the policy versus the administrative guide guideline might be for that too just to make sure we're very certain on that and I I know we do that with all the pronoun pieces to the puzzle now too where
083we've tried to push those off um this would be a good uh refresher on that and again something that we can reiterate at our opening day uh Speech here in August I just had a quick question since this has been used for 10 years do we have um what is the feeling on some of the teachers who've been using it for 10 years are they like loving this are they are they on board are they indifferent yeah it's interesting because you know anything that's utilized you know districtwide you know there's a a variety of implementations I would say um there are some uh some teachers that are very invested others that don't use it because you know they just have different methods that they utilize for classroom management in their uh in their rooms so
084the other thing is too as you as you look at this from the kindergarten level versus the fifth grade level I think obvious viously change significantly in in those five or six years and uh uh probably utilized a little bit more at the primary levels as opposed to the intermediate any more discussion I had one more just a quick question as you had mentioned um responsive discipline is that the same thing as restorative justice or restorative discipline I know we kind of talked about that at our safety meeting so I I've never heard that term before and I don't know if that's the same thing or different yeah so the the the term in the education circles is actually restorative practices um that's um that's a little bit more on the secondary level um it
085can be utilized in the in the Elementary classrooms as well um we we've looked into that I was actually in a district previously where every new teacher coming in uh was trained in restorative practices and uh again just another relationship building type uh thing um kind of a a response to misbehavior type thing but more at the secondary level versus the elementary level um that's something we're looking at and maybe another thing that uh as we're talking about student discipline here this summer with our staff maybe something that we we look into um you I've been trained in that as well I I'm not a certified trainer so I can't speak to all of it but um there are some good practices in there that can be utilized um that will will help with uh
086our student discipline issues um again is it the be all and all no but it's another another tool in the to tool belt potentially um that might be utilized at the secondary level we're not there yet but something that we might look at similar to what or are they two different things there are two completely different things uh two different organizations entirely uh restorative practices is actually more of an international model and it comes from an international organization um you know if we start to dig into that more and and and want to look at that as a possibility and that'll be something we'll continue to bring to our School Safety Committee um we we've got some trainers here in Northeast Ohio through the ESC that that could provide that to us um we've kind

089highlights here but uh you know ensuring a safe learning environment and maximizing our district resources so that we can provide a balanced high quality education um would be the kind of the theme of what we're looking at today um and when you look at our resources on the next slide uh you know one of our main goals is to maintain enhanced fiscal stability by Focus focusing on our short or long-term planning you know you hear that a lot from my office with regards to short long-term planning so it is important for us to look at what needs to be fixed this year but also what we need to look at into the future because if we don't we're not going to have the resources to be able to do that and we saw that post
090November uh the election on some changes that we had to make based on the the the response from our community and we had to respect their wishes and make some adjustments um so we're constantly always exploring options for alternative Revenue to also maximize the existing Personnel facilities and resources that we have uh we do that through advertising shared services and so on and so forth so we're going to continue to ensure a balanced approach uh an equ distribution of those resources to make sure that we're we're affecting everybody um to make sure that we're maximizing uh our ability from that standpoint and I think you know if you've been around the district long enough uh you know this this screams of Mr Wilson um because in in it's a philosophy that I took when I
091went to Kirtland and and and I've carried it on here because I think it just makes sense you know when we're looking at decisions that we're making as a district we have to not only make them in the context of what's best for our kids in our community and what we can afford now but we have to look at the impact on the fiveyear forecast uh it would be shortsighted to not have that that bigger picture of view on things we have to remember that there's management options attached to every dollar you know we can make a decision to do something or not do something and how that's going to impact what we're trying to achieve and our vision has to be considered um and that everything that we do should add value to teaching
092and learning um in all aspects both curricular and extracurricular and we have to focus aggressively on managing our highest expense areas which we know our salaries benefits special education and in this case facilities and we know too from RE research and just experience that quality is always cheaper in the long term you know if we if we do it right the first time it will last a longer period of time than trying to cut corners and having to replace it and fix it um because we went with you know uh the cheaper less quality prodct product how do we fund these projects uh we use our current Pi Levy which is a million dollars you heard me say a number of times from 1988 that equates to about uh less than $400,000 of purchasing power
093from what it was done in 1988 uh so we have to subsidize our permanent improvements with our general fund um and we purchase many of our items out of our general fund because of the fact that our PI fund isn't uh large enough quite frankly and we also use generated scoreboard and advertising Revenue to offset some of those costs as well yeah so uh how do we do this you know Mr vello and his team do a great job of uh maintaining the operation of the district making sure our buildings are safe and clean um but you know we're not experts in every area so we have to make sure that we rely on Experts to assist us in with doing this uh and we use Taylor Consulting Group um they were just uh re-upped
094again this year we've been using them for quite a few years but we just approved their contract again recently uh because by law we have to update that contract um when we're going to do projects over a certain threshold so they assist us with our 10-year management of roofing plan so they assess our roofs they do a lot of testing to tell us where our roofs are which ones we should uh focus on and which ones need to be replaced and and kind of the useful life of that so they helped us develop a a 10-year Roofing plan and then we have a agreement with Millstone management since 2021 that provides us a construction manager Risk Service and what both these groups really do is they assist us in making sure we're appropriately planning implementing
095and managing our projects so that we're being efficient and saving time and money um obviously everybody knows when you're on a construction project time is money uh and you know to help us reduce those mistakes we rely on these experts to help us do that all right so it's my turn so I'm going to bring you through the middle third of this uh presentation first thing I want to talk about are the projects that have been completed since the last update a year ago first the uh Menor High School science labs we did about 16 Labs we took the old ones that had been there forever and redid them the varsity JB baseball and soccer football and brand band practice fields about one half of Fairfax Elementary we did three Wings this year uh this
096week we kicked off Construction of the other two wings and the middle section and last year we did a partial roof replacement at Shore Middle School and partial roof replacement at uh Memorial Middle School so these are pictures of what the science labs look like prior to renovation um a little bit older not as functional as the ones that um we installed so that's what the new Labs look like little different way they wanted to teach science they wanted more more apparently group setting instead of just for individuals working so what we did was the flooring the lights the cabinets and workstations we put in new eyewatch stations and the picture on the right is actually one of the storage areas so we updated those I think there's one more so and the picture on
097the right there is actually a classroom where we left the uh cabinets that were in good shape this was one that we probably we just did the flooring and the lights the rest of the classroom didn't need to be changed because they didn't have the same type of workstations as the other labs so the other big project last year was The Varsity JB and baseball fields and then the soccer football and band practice fields um we constructed the the baseball field and then we also have two discus uh pads which are the two cement pads off to the right so that will allow that's okay that will allow the band lacrosse and football teams to practice on that big area grass looks a lot better now um so you know that's going to be used
098by a lot of students and Menor and Community use and then this is a picture of opening day and shout out to the pitchure for Riverside he's the band director's son so the other project we completed last year was three wings at Fairfax Elementary um I don't know if you remember but it had the uh fabric wall in between the classrooms so we replace the lights the carpet new painting and new glass walls now the glass walls that are shown there are before we put the frosting on so they can't the kids can't stare into the classrooms at each other but it still sheds light in between the two and it allows a little more creative teaching in between in between the classrooms so one of the less glamorous projects that we did last year
099with Shore Middle School partial roof replacement um we are doing roofs every year we have to with the square footage of the roofs that we have we look at the worst ones and they come to the top of the list and we'll talk about the ones that we think are going to need over the next five years but there's always a chance that's going to change so that's Shore Middle School and Memorial Middle School we did um we did part of that roof also these are before pictures right yes those are before pictures yeah I wasn't going up on the roof to get after pictures that's roofs are yours so the other really neat project that we're doing this year um right across the street from the car's house we are building a model house
100for students with autism and their families it's also going to be an instructional space it's going to teach the students life skills um it will allow for us to increase enrollment for the cares program and we can charge additional tuition so it's going to pay for itself over a number of years and the cost of the construction for that house is not coming out of the general fund or any of the permanent Improvement funds that we use it is strictly paid for and by the car's program so they will recoup all all the cost and I do want to just mention that uh then then design architecture or TDA um and the others that are listed there donated their professional time they believed enough in this project where the only fees we're paying are their
101out of cost fees for printing and things like that so again thank you to all of them so what do we have coming up this summer well one we're going to finish the car's house it is almost done and when it is done I'd love for the board to look through it and see the technology that we're putting in there to help those students with autism and to show the parents of those students this is what a house could look like so that's that's the first thing um kicking off this week was or should be the uh Shore Paving we are doing all but the north parking lot uh roof replacement at Lake and you can see that's going to be a little bit bigger than uh the two partials we did last year um
102that is almost I think the entire roof of lake and then you can see the construction on the corner of the high school uh windows and door replacement that is the first of a three-year project we're doing approximately one third of the building each year that's about all we think we can get done in a year we have to be done before school starts we can't have boarded up windows again the Fairfax ceilings and floors and the walls that's the final part of the project um and just real quick on the uh Menor high school door replacement just phase one is 36 twostory windows 24 smaller windows and four doors so it's going to take all summer to get that done they hit the ground running on Monday and if we don't get any rain
103all summer I will be thankful we can get everything done so next school year uh we'll be looking at a roof replacement at Fairfax again these are subject to change but I we're pretty sure that's going to be the next one and then uh rooftop units which control our air conditioning units across the district we look at replacing those that need it the most every year we just try and keep up with that that's not something you want to get behind on the uh second third of the high school uh window and door replacement um and then next slide so in March of this year the district was awarded um over $2.2 million in a grant uh the Career Technical education equipment Grant um it is going to help us either establish or expand some
104of our Career Technical education programs and they're listed there cyber security culinary digital media construction and Aviation so that will kick off next summer we got it too late to plan for summer construction and if you know anything about construction lead times are horrible so if we started we wouldn't have classrooms two years from now fiscal year 26 we're looking at at roof replacement at Shore and then smaller roof replacement parts at Ridge and Memorial um and then it's time to start on the elevators the high school elevator and the Charlotte elevator need to be updated and then we're going to also continue to p and do concrete work across the district that is another item that you don't get behind on the longer you take to replace the paving the more it's going to
105cost and it's going to just keep failing so and then on the CMR side is the final third of the windows and doors and those costs are approximate you know I split it up over three if we can do more in the second year we're going to we want to leave as little as possible for the third year we're even exploring how much we can do while school is in session without disturbing any of the students and teachers so fiscal year 27 um we have the roof the rest of my apologies um ref rest of the roof replacement at Shore Paving concrete again rooftop units and then the first of the turf Replacements that's would be the football field now we have a little Aster there because long before bill got here they started putting
106money aside to replace the turf knowing that it's got a life cycle so we are continuing that we put it aside so when the turf needs to be replaced in 27 for the football field and I think soccer is going to show up the next year the money's there we're not going to have to affect programs in order to keep the turf um up to standard on the CMR side um we do have two projects uh the gym floor and the bleachers the gym floor we've done as much as we can with it it's been sanded so many times that the next time we sand it we're going to see the nails holding the wood in um so we need to get that replaced it will be fine until then but at that point it
107needs to go and then when you do a floor if you also need you know you need to do the bleaches you do them at the same time so a couple years down the road you're not dragging equipment over brand new Florida put bleachers in and the bleachers now have a little more safety enhancements that you know it it would be time to update our bleachers so and the gym is used all day long for classes so that would you know that's really why we want to do that so fiscal year 28 um roof replacement at Orchard Hollow Turf replacement at soccer again we're putting that money aside and then Paving and cement $700,000 now I don't know if 700,000 is going to be enough right now that's what we are able to budget and
108that's what we're going to spend um and then as you see we have family consumer science room which has a zero and that is because part of the CTE Grant will will pay for that room so we don't need to use any CMR money in uh construction management at risk as CMR we don't have to use any of that money in 28 to uh do any projects and then the final year of the Five-Year Plan is roof replacement in Hopkins roof replacement in Sterling Morton Paving and cement and rooftop units so that'll hopefully get us through five years and keep things [Music] rolling so to kind of summarize if you were looking at from a totality standpoint um I think the key here is the the final number in the bottom right the 3.3 um
109that number has gone down by about $1.5 million an average a year uh because of cuts that were made post uh Pi Levy failure back in November so um we've had to Mr Heath as I said last month during my May update had to make some tough decisions uh and hopefully you can see everything that is on there is really out of necessity and it's it's a need not NE a want at all um you know the the want um would be things that Mr glaven Dr excuse me Dr glaven and uh Mr Heath and Mr Crow were able to secure the $2.2 million for the grant um and that and that's with the opportunities that we're looking to explore to do some of the wants um you know as Mr Vell said the gym
110floor at the high school which is used every single day for almost every single period Plus for athletics events um is at the end of its useful life um so it's a it's a need as well so when we've pushed that off as long as we can uh we think it's appropriate to do in 2027 so so you know we share that with the board um so that everybody's clear on why we're making the decisions that we're making um the other Capital plan reduction uh we've talked about this a number of time but I always think it's worthwhile as we evaluated as we discussed is we were having good discussion and good questions were being asked um and we re-evaluated the bus purchase reduction uh plan and kind of made it a bus purchase reduction
111plan as a result of that discussion um you know we are not planning to purchase any new buses until fiscal year 27 which we'll be ping purchasing one bus um and then you can see that we're starting to purchase more buses as we get into 28 29 to kind of Meet the recycling and kind of right sizing that we did um I've touched on the things above and uh with regards to safety reduction and some of the other things and the Blended and balance reductions will come back later because I'm because I don't have an actual presentation tonight Mr Lynch decided he would allow me to give his presentation so um I will give the it update here in a second um we also have a vehicle replacement plan um we have a number of
112vehicles in the district that we use on a daily basis for maintenance uh plowing and so on and so forth so we have uh a number of pickup trucks and vans and Ford dump trucks that need to be replaced um so we again budget those in as well and you can see the cost of those vehicles and when they're going to be replaced on the screen as well so we take that into consider consideration um and as we look at our technology plan um you know Mr Lynch uh could not be here with us tonight and I said you know I would love to have another opportunity to speak since I don't have a financial update uh and so I miss IO had asked me if I it was going to go quicker and I
113just smiled at her and now she knows why um so we have uh themes of fiscal responsibility looking to maximize the life of our devices and so and also making sure we don't hold on to them too long um because there's costs associated with that and we want to make sure that we have consistent and quick it support for staff students and parents because there's such integral parts of our uh daily uh learning couple things I'll point out on this slide if you look in the far left in the green um that shows the total per year of what we spend or we're projecting to spend on our Hardware projections uh you know Mr Lynch and his team uh try to map everything out and consider all aspects to try to keep the yearly spend
114uh around $900,000 to million dollar depending upon the year um you know our our makeup is now K3 for iPads um and you know so you can see that the iPads are having a useful life of four years we're using Chromebooks grades uh 4 through 11 and then in grade 12 they still have MacBooks but this is the last year we'll be phasing those MacBooks out because we made a decision um recently to get away from the MacBook books and and the basis of that decision was was cost um the way that we utilize devices that and what we can do what we're utilizing for and in the cost associated with them the the technology steering committee made the decision that you know we should transition to the Chromebooks um and it was a multitude
115of reasons um you know as you can see the buyback price has really drastically decreased from 2015 to 2022 Co killed the resale Market you know when everybody flooded the market Market because we all had to go one to one we all had to go online and all that technology flooded the market like anything else is Supply goes up demand goes down therefore the cost of the buyback goes down right that's why the housing Market's so hot right now you know because Supply is down in the housing market that's why housing prices are going up well the opposite is happening to us for technology so when we were using that money to offset the cost of purchasing the MacBooks that made the MacBook more expensive because we weren't getting the same buyback power that we
116had previously the other thing that happened is when MacBook did an update to the MacBook the screen became not as durable and we saw drastic increases in the cost of replacing screens um so we were seeing even you know higher costs really from a purchasing standpoint and then replacement costs uh of screens was going up so they made the decision to make some adjustments and I think you know Mr one of the things that I got out of my discussion with Mr Lynch is by going K3 for iPads and then we go fourth through e8th grade for Chromebooks and then the students get another Chromebook at the end of e8th grade year that they then use for the rest of their career we've really maximized the use of those devices too because they're either at
117four or five years which before wasn't always the case so by doing that that allows him then to map out and plan so he's keeping that hardware for longer periods of time but not too long so that they're having increased breakage rates issues with repair and so on and so forth so they've really put some thought into doing that and mapping that out so if we look at the next slide you look at the elementary Hardware you can see he uses um the school year and the enrollment for the upcoming year to kind of figure out the budget the iPad cost is $445 so he's M mapping out about a $233,000 uh cost per year in 27 um and 28 because our teachers have their MacBooks in their iPads for five years he has them
118on a cycle so that's when the Elementary staff will get their new MacBook and iPad um and they use both um one for doing their day-to-day responsibilities and the iPad is used um a lot of times for instructional purposes uh so uh we've been committed to doing that even since I was high school principal back in 20145 is when we started that process then when they get to the Middle School um you know they're looking at new device uh that they get in fourth grade uh and they use that through like I said through e8th grade year and you see our Middle School staff is going to get their new MacBooks in 25 26 and then they don't get their iPad till 28 29 and the reason why Mr Lynch keeps highlighting those numbers in
119green because if you remember the first slide had the costs for the entire year ranging between 600 and some thousand to $1 million he's explaining why you know the various costs associated with those change from year to year and when we look at the high school on the next slide again switching to Chromebooks uh was a huge cost savings to the district from the MacBook uh you know you're at 580 uh devices so as our enrollment continues to decline at the high school as we flatten out at a cost of $320 instead of $800 we saw some substantial Savings in there in the 5year forecast and then our high school staff will get their MacBooks in 2526 and their iPads in 2425 and the real reason why in 2627 that you see that real high
120cost on that first slide was because um we have to switch out our wireless access points and our switches at the same time they go together and across the district you see the little white boxes up in the ceiling those are our access points um that help ensure that our teachers and students have enough wireless capability when you do that I've learned I didn't know this I don't want to claim that I even had a remote clue that this had a cop you should have to switch your access switches at the same time so you don't have issues with your network so that is a $519,000 cost um which is why that 20 6 27 year is closer to the million dollars and not lower down there but um we do that so that we
121don't have outages and issues in the future is that Hardware becomes obsolete with the updates that are happening classroom Furniture um because of decisions that we made uh we are not doing any classroom Furniture updates uh in 23 24 24 25 or 2526 so that's going to save about 45 or $450,000 um and then we'll start back up in 2627 with some of that straight a blended money that we have set aside since 2015 to continue to make sure that uh the the classroom uh Furniture is up to date um in meeting the instructional model that we have and I'm happy to take any questions back to Mr Lynch that you may have I thought I would mention to you Mrs per was here today working on the GU Coalition and then her office is

124listed under the Board of Education report and recommendations so we will move on to the legislative report Miss maraza thank you right uh so definitely some updates out of the state house but we'll start first with the um odw the Ohio Department of Education Workforce um director Steve dhan announced that he is appointing Jeremy B Varner to serve as the deputy director of their division of Career Technical um education and Workforce he will uh now need to be confirmed by the Senate um the state house uh House and Senate both will have sessions on June 12 and 26 we've got some legislation that passed into to law most of us are already Warehouse Bill 250 which was previously the military enlistment seal Bill uh was signed by Governor Mike dwine and it it requires that
125school district adopt a cell phone usage policy it doesn't say what that is except that it should be um as limited as possible during school hours the odw released their model policy as well a little bit after the bill was signed and it it's really quite short um ours is much more comprehensive um but the gist is um their their model policy says simply students are prohibited from using cell phones at all times um so it's pretty quick straightforward again ours is much more comprehensive and as far as I understand we are already in compliance so this one will not really affect us um other there are a lot of other Provisions in that bill just to be aware of of course its original intent was the military enlistment seal um and it just renames
126it it establishes some new Pathways for a high school student to earn that seal um and there are were very unrelated Provisions throughout that bill as well um and several of them uh so but the the most important one most important aspect really was the cell phone policy um so we have some pending bills in here to be aware of house bill 50 um this one the house voted to agree with Senate's amendments um this this bill will um require that property owners apply for the uh tax exemption with the county auditor rather than the tax commissioner it will remove Provisions that provide the Board of Education to be notified of an application of such a tax exemption and uh it will remove Provisions that allow a board of education to participate in any hearing
127on an application it will also prohibit the filing of property tax complaints by Third parties challenging a residential development property exemption um this one now heads to the governor for his signature so we'll see what he does House Bill 352 would establish the adverse childhood experiences study commission um this one is moving on to the Ohio Senate um house build 208 this one is the open enrollment for um exception for military children this one passed unanimously out of the Senate is now going to the house I don't anticipate that one seeing any barriers uh to passing and then House Bill 445 saw some movement as well this one had a um hearing for proponent testimony only and it was By Invitation Only and that was on June 4th this bill would force Public School District
128to provide release time for religious instruction during school hours some new legislation was also introduced including House Bill 556 this would Crim create criminal liability for teachers for pandering obscenity um this would allow school librarians to be charged and teachers to be charged with felonies for promoting or providing quote unquote obscene material though the bill does not define what obscene or obscenity is um this one is currently in the house criminal justice committee um and then we also have so many bills but I'm going to go ahead and quickly move on to let's see um oh House Bill 579 this one could be interesting uh would allow a Township to Levy a tax to pay for school district resource officers so that's definitely one to keep an eye on um and House Bill 571 which
129would require uh schools and higher education institutions to include the National Suicide and crisis LifeLine Telephone number on on student ID cards student planners and electronic portals um there were also a slew of bills introduced to to establish um reporting and standards and oversight of the Ed Choice scholarship program as well as private schools and Charter Schools um I think we're seeing this a lot more now that public funds are going to um support private institutions um so we saw several bills come down including um House Bill 567 575 um you know they're called various things like private school accountability and transparency act um is regarding the financial reporting and other requirements for chartered non-public schools um the charter o school oversight act um House Bill 592 which is the school rating enhancement act to
130establish state report cards for chartered non-public schools so they kind of all have that theme um there was a lot of committee uh work going on as well the um Senate education committee met and heard a testimony on Senate Bill 112 um this would require school buildings to comply with safety standards um the committee adopted a substitute version of the bill no Witnesses were there to testify um the Senate uh education committee also heard Senate bill um 259 sponsor testimony um this would make changes about um participation in inner Scholastic Athletics for students who are subjected to harassment um let's see I'm going to skip this one and move on to um Sen Bill 205 this would require districts to provide annual developmentally appropriate instruction on the harmful effects of drug use including marijuana it's
131just all over the map with with these bills um The Joint Committee on property tax review and reform is still chugging along they're expected to put together their findings and recommendations in the coming months for us to review the house primary and secondary education committee um heard several uh committee excuse me several uh you know opportunities for Testimony one is House Bill 432 which would make changes regarding um CTE the committee passed this bill and is moving on House Bill 407 heard proponent testimony by someone we all know um this bill would establish new reporting requirements for chartered non-public schools that enroll students participating in a general scholarship program either the Ed Choice scholarship program or the Cleveland scholarship program there are several other things about this bill but I actually want to turn turn
132over to Mr Wade who was there to uh testify in support of the bill um along with several other proponents I'll give you a minute to just talk about your testimony yes so I was uh honored to uh be there with the executive director of oasbo Katie Johnson uh to answer questions I did not get a chance to answer any questions because none were asked of me so I was well prepared for the anti-climatic day but uh it's always good to be down at the state house and see how the processes work with regards to these types of disc discussions um it was actually uh representative Manning's first day as the chair in that committee because she was named the replacement to the prior committee after uh the changes the shakeup that happened in the
133house so um you know we went down not to speak against uh Ed Choice vouchers but really more so in the sense that hey that ship is sailed and we think it's uh appropriate that if we're going to be giving upwards of $672 million of taxpayer dollars that they should be accountability similar to the accountability that we have uh that we answer to our tax base as well as uh to the state uh with the reporting that we have to have so we were looking for transparency and sound stewardship along with um some academic accountability as well which obviously isn't our baileywick uh as the treasurers of across the state of Ohio um but when people are trying to make comparisons between uh non-charter parochial and public schools and they're going to be able to
134receive uh state tax dollars all of us contribut into we felt that there needs to be some accountability uh on the spending of that money and then if you're looking at if you're going to get a return on your investment you know being able to compare apples to apples from an academic standpoint um the bill speaks to um chartered nonpublic schools that have 65% or more students receiving General School vouchers to administer state required tests rather than just alternative tests um it requires chartered non-public schools to provide expenditure data for General uh scholarship students would only Mak sense if you're using tax dollars you're receiving tax dollars that you'd have to show what you're spending those tax dollars on um we have to do that we have to report fiveyear forecast we go through an
135annual audit um as you guys all know um I we give a monthly report and you have access to all the checks that we wrote and everything that we spent on for the month here um you we think there should be similar accountability um some of the other portions of the bill that are being looked at is uh Ohio Department of Education Workforce published data on performance of scholarship stud students by income level and they adopt uh emissions procedures and report them to Ohio Department of Education Workforce and that o Ohio Department of Education Workforce develops a report card um again you know if State dollars are going to be used uh for non-charter perul you know they should have accountability for the use of those not that we're against that but you know this
136should be accountable just like we are I had a question when you do testify do you testify in your own personal position or do you testify like on behalf of the board uh as Bill Wade CFO of Menor schools yep and and also for a point of clarification the Ed Choice vouchers um this year we did receive more state tax dollars as well though right in the from the state uh we a small increase yes yeah because I think there's confusion around that that we didn't receive you know we did receive slightly more but what I would say too is that if you remember from some of my presentations The Spar school funding plan isn't funded yet at 100% either so that's that's an inherent issue that I have you know I'm not against again
137I was a proo school kid I went to Catholic schools so I have no ill will against non-charter public schools I sit on the board at Lake Catholic actually as you all know so but I do have an issue when dollars that are required by the Constitution to come to Public Schools aren't and then there's no accountability thank you Mr Wade thank you for your advocacy for public schools and for our tax dollars and that's the end of my report thank you um next we have the student achievement report Mrs jasine thank you thank you Mrs Estus the 2324 school year has come to an end it was packed with a wide array of activities to support the development of well-rounded successful students and last Sunday we proudly launched 594 graduates ready for their future
138success here is a sampling of the closing events of the past month two of mentor's elementary schools were given the overall five-star building award by the Ohio Department of Education and Workforce Development congratulations to both Sterling marttin Elementary and Hopkins Elementary for earning this impressive award the design resignation is granted to buildings that exceeded State Standards by earning earning an overall five stars on the traditional report card for their performance across the five rated components achievement progress Gap closing early literacy graduation and College and Career Readiness congratulations to our fantastic staff students and families May 16th was the grand finale of this year's Art Show season with Shores annual spring exhibition Shore Art Is My Jam hats off to the teachers and all of their talented students whose work was showcased in addition Project Lead
139the Way family and consumer science and music students will all part of this fun family event that packed the building speaking of family and consumer science students at Memorial and Shore turn their creative problem solving skills to the fun end of semester food truck challenge teams planned designed their entries for the friendly competition May is the month for Middle School concerts the memorial choirs impressed the audience with beautiful music on May 14th at the Fine Arts Center the short choirs brought their Rich Coral program to The Venue on May 15th the memorial and Shore Middle School orchestras showcase their hard work at the fine artart Center in challenging instrumental programs on May 16th and May 22nd respectively the Memorial and Shore Middle School bands finished the season with their concerts over two evenings all six
140coral and instrumental performances delighted their audiences with how these young musicians have advanced through practice and dedication the senior project Expo is a perfect culminating event reviewing what students learned during their shadowing hours it was a terrific snapshot of what the experiences meant to them and to hear about their plans for their next steps in life life it's clear how much they derive from these real world opportunities well done men are seniors and many thanks to our generous Community Partners who welcome students into their agencies and places of business on May 21st freshman sophomores and juniors were honored at the annual underclass award ceremony at the Fine Arts Center it offered a bounty of recognition for the hard work invested over the past school year later that day Shore Middle School H held their award
141ceremony to honor the accomplishments of their sixth seventh and eighth graders finally Memorial Middle School held their award ceremony on May 28th in recognition of the achievements of their students It's a Wonderful way to recap the hard work and success of so many young people over the spring season many of our high school's artists were honored in Elite contests at the state and National levels the congression professional art competition allows high school students from around the country to Showcase their talent this year Congressman David Joyce in district 14 received 164 entries from eight different high schools Menor high school students swept first second third and fourth place honors miao's stunning artwork on the left is displayed at the Capitol building in Washington in addition second place winner Juliana slanica um and third place Cecilia jar

143also proud to have a PTA Reflection State winner Sherry Lee received the first place State Award of Excellence based on the theme I'm hopeful because in the visual art category in the fifth annual otterbine University jured exhibition Carl Gracie's charcoal drawing and Lauren sein's pen in drawing was selected Ohio University's premier art Ohio art prize contest for 2024 recognizes emerging High School artists and designers Menor High's Josie Lozano received a full pre- colge summer arts program scholarship for U this summer and those are all works by her the annual Ohio Governor's youth art exhibition is dedicated to the educational and artistic advancement of the state's gifted young people all of Ohio's 1,112 high schools are invited to participate and the accepted work reflects the fine quality of art instruction and talent here in our state

147JN is our second member of our guiding Coalition we know Mrs aapo gave us a um great update on The Guiding Coalition work at the last meeting and Miss jine will do that now thank you thank you the learner centered collaborative has been a wonderful partner in our strategic planning process with the structure they provided our District drafted a plan to guide our work for the next several years focus groups and surveys helped us gather feedback from dozens of stakeholders in every subgroup of our community parents students teachers and staff PTA the business Community local officials seniors and other interested members of the public this Collective wisdom revealed that we have far more in common than we might have predicted it gave us the kind of unifying feedback that shaped the plan's framework for our
148future it's all student centered with the focus on meeting the needs of every child that we serve the 40 members of The Guiding Coalition were assembled to collaborate on organizing all the collected feedback into cohesive themes and ideas Mrs iopo and I join them over the four full days that we've shared so far step one was to draft the vision mission and values that represent this community compiled from those many voices next we use that input to identify common traits and values to build the learner profile that defines mentor's portrait of a graduate step three the initial learning model was drafted to Define how Menor can support students to reach those outcomes at each stage we reached out to community members for their thoughts on first and second drafts of our documents excuse me finally
149the guidance Coalition work together with all of that input to identify the big moves that will Propel these positive outcomes moving forward over the next several years as Mr Heath mentioned further refining of the documents will happen in the next several weeks so that the 2024 strategic plan can be shared at the August board meeting thank you thank you okay is there any other unfinished business um I just wanted to just get a followup I know Mr Heath you mentioned a little bit about discipline you're going to get um more of the that information for us that data um and then the survey results from all the surveys that were conducted I think that's important that we all get to look at that um finally you know you would said June or July so um
150it may be coming the next meeting but results on the no sell Bell the Bell I'm interested to see how that's going and then I don't know if talking about um the House Bill 250 if that would go under new business or if I can just mention it now but um you know as Miss marchesa said that our policy is obviously way more um detailed but I would say theirs is the model policy is much more strict than ours so um I'm just curious is that something we're going to look at refining anything yeah we can take a look at that and just de comparisons um everything that we've heard thus far is it if you've got the Neola policy in place you're compliant with what that is um and and there's been advisement that
151you don't really have to do anything um because it's been part of what we've discussed here it may be something that we want to take a closer look at as well I know we were talking about making some of those little tweaks anyway based off of what our um uh our current practices are and what our handbook language says um so we can uh toss that onto our July 3rd work session too as one of those other policies that we consider okay it was interesting so in researching this um the model policy and how it came about um I guess it was the all the teachers and there were many many involved in this it was unanimous that they wanted they were on board to get the phones out I know when we discussed the
152policy we talked we heard about um teachers should have autonomy of their classroom and and and there was some you know debate and I think this shows that teachers want them out but you know no cell Bell to Bell I kind of like that I don't want to be totally mean and take it but I'm interested to see the data and how that worked out in those months so it sounds like you're just to be clear you want that for the July meeting well he had said I think that it would be June or July so I just a follow up on that okay yeah and and again that's that's something we knew there were those couple of tweaks that you we probably want to get pagers completely out of the schools as well so
153we'll we'll we'll take care of that fact machine the um but yeah just updating that and then uh because our handbook policy is a little bit more restrictive even than our our current board policy is making sure that we've got some alignment there um but we can compare that to what the model policy is from from the state as well um and then we'll yeah we'll dig into the data like I said there there probably isn't a whole lot I I think that just saying hey enforce our policy now done and and they did a really good job with that um but we'll see if there was any uh uh any specific data when we kind of dig into edge of climber a little bit more here I think a side note to that as
154well that has been part of the noell belt Bell conversation has been the what is the correct amount of usage for electronics in our schools um you know Elementary School versus Middle School versus high school I know it was included in the um survey data as well so I'd be interested in seeing that I know um Kirtland schools did like a week it looked like it was on the news where they did like a week with no electronics so I would be interested to see from superintendent CH I think Chad over there right um yeah Chad what with that how did that go obviously we don't want to get rid of All Electronics but um I think maybe just talking with him might be additional insight into what is the correct appropriate amount yeah and
155that's been an interesting conversation to and one of the things with the technology steering committee you know that kind of dug into the near pod stuff um one of the things that we we kind of pushed the envelope a little bit with too was specifically at the primary level looking at what that balance of technology versus paper pencil is um and they had they've started some of those conversations and I I think are you know it'll be very interesting when we get the survey data and kind of dig into that a little bit more you know what are some of those uh some of those things that our community's thinking number one what are some of those comments number two and then uh thirdly you know how do we how do we Implement some of
156this um yeah it'll be fun to reach out to chat I'm going to be in a meeting with him here not next week but the week after and and we'll dig into that a little bit too so with the behavioral data are you looking for like discipline data once the noell Bell to Bell went into effect like before and after or well the the discipline data more in detailed just in general that we had we had talked about and then also yeah like how how did how did just whether we have I didn't know if we had any hard you know they were logging it at all you know infractions or just in general what the tone was they felt like it was working great and then survey results that was going to be August
157right with maybe a board meeting a board meetings with the community survey results so we're we're hoping that Tri will um will be able to have some of the the charts and graphs and and things that you know they were showing us examples from other districts um I think they were digging right into it as soon as they could um because they've been able to kind of capture some of the data already just trying to figure out what what way we want to show that data and have the public facing documents um you because there's a lot of demographic components to that too that we can kind of disaggregate and share that in different ways so um we gave them a couple of ideas to say hey we'd probably want to look at at uh
158parents versus non-parents for example um you know what are the overall numbers looking like um you know we we could dig into you know age levels and and and gender I there's a bunch of different categories there that you can uh uh pull that stuff out by um so just kind of seeing what um what slides what presentation because we want it to be somewhat clean so it's easy to understand uh for everyone as well uh we're we're hopeful we'll be able to maybe see a draft of some of that here within the next probably s to 10 days I would say um once we have that then you know maybe we'll toss that out to our group here as well and uh and figure out how we want to get that uh get that

160did um because we wanted to make sure we captured the teacher voice a little bit more um because on our guiding Coalition team we've got we've got five teachers in included on that guiding Coalition team but we wanted more of their voice uh we sent out uh a another Google form that uh I'll Supply that data for all of you as well again they gave us some narrative responses but then they also gave us some feedback on some of the big moves and the initiatives that uh we we kind of tossed out and said give us your your top three choices here and uh and they they provided some pretty good input there so um we'll have that in the board update here uh hopefully tomorrow as well great thank you any more unfinished business
161all right in new business we have um we have an obligation to appoint people to the library board and we do have a we have a recent Library board um member resign so we need to form our committee so we have two members that will interview candidates and I know that the three of us more senior members have have all served on it so I wanted to kind of give it out to either of you if you're interested I don't know what the timeline needs to be well we have 45 days from I think it's 45 days from the date that he officially resigned so he's looking June 19th so the timeline's kind of tight so we're trying to uh get the two people today so that we can send the letter out and get
162the uh notice out so that we can recruit people um we found the sooner we get that out and use social media we can get better candidate pools um so would we be looking at interviewing within the next two three weeks by July 1 because we have to approve the person by August 3rd and our only meeting between unless we wanted to do a special meeting between now and then is July 11th okay so with that in mind I just want to make sure that everyone's availability um as I'm asking you knowing if if your availability is there is so what is it so it entails yeah great questions so what happens is we put it out people apply we get anywhere from two people to seven people you know it kind of depends so
163the committee then I send uh because everything comes through me I send it out to the two people from the board who represent us as well as the two people from the library and their executive director um and then everyone kind of rates their top three to five candidates and then we kind of then call those people in for an interview so it's another day of interview so it's time outside because you have to review applications and then um we do a day of interviews or maybe two depending upon people's schedules but with our timeline being so tight and being backed up to the holiday of July 4th uh the goal is July 2nd um based on what the feedback I've been getting from the libraries to hold those interviews late afternoon early evening kind

166I held office for 28 years in Lake County 16 is a Minner city councilman at large a non partisan position and 12 as Lake County clerk of courts a partisan position and I never once looked up the party of anyone I dealt with an employee someone coming to me with a problem anybody it didn't matter because I was elected to serve all the people of my district each member of this board is a representative of all residents of our district you do not have a particular constituency as stated in the osba code of ethics I will quote render all decisions based on available facts and my independent judgment rather than SU subumbilical [Applause] our next speaker is Rocky Rodriguez how you doing everyone uh sorry it's just getting a little warm in here um good
167evening Menor ladies and Gentlemen people of the board for the last few months there have been some decisions made by the school board that have been Highly Questionable there has been teachers that have been introducing inappropriate material students that have raised a lot of questions there have been children that have been physically and emotionally harmed by the decisions made in the district by the people who are paid to protect these very students from harm superintendent Heath with now his approved uh raise after getting a $169,500 salary for the job he's done parents are reading all the Articles watching all the school board and videos and they're watching this board allow trans children at the school to come up and say that parents who are just trying to protect their own children are actually causing harm
168despite so many International us medical studies now proving otherwise proving that what you are doing is causing real harm to children psychologically and I've been hearing the record the recurring phrases it's to protect the vulnerable it's to teach inclusivity it's to show acceptance the reality is the decisions made by the school board the teachers and the district as a whole have had the complete opposite effect from your good but uneducated intentions and you're not even paying attention sir you have brought in and youve approved very sexually explicit books to the school the physical attacks of a young girl at the hands of a self-identified trans student the attacks on parents who dare come and stand behind this Podium and ask legitimate questions about what is happening to their own children the invasion of biological males
169into biological female spaces even the let's see you have actually you have Tim Heyman telling Mentor school to hide students transition from their own parents even voted 3 to2 to protect biological female spaces scholarships and opportunities it's absolutely de orble I'm a 36-year-old gay man a cult chapter leader for gays against rumors I'm here to let everyone on this board and in this District know that what you are doing has not been working you are hurting whatever acceptance we as gays lesbians and real transsexuals have there was never an issue until you went for the kids you know that right never ini issue until you went for the kids you don't need to show children sexually explicit content to teach them that being respectful and kind to people is the right thing to do you
170don't need to teach children about adult trans ideology the 100 made of genders or anything lgbtq for that matter it's not the job of the school state or anyone else except for the parents to teach their children about what is right what is wrong and what is appropriate and when the time is right to do so theirself the job of the school is to ensure the future success of these children to guide them in the right direction and education and set them up for an independent successful adult life after they have finished developing instead of ideology try teaching educational topics again Mentor High School you have a 53 proficiency percentage mathematics rating that's very low less than 75% of school high high school students can even read at their own grade level your number 308

179or testimony but one of the comments made this earlier this evening about um the responsive classroom stuff setting up teachers to do therapy in the classroom kind of rankled my my my skin I have 50 I'm a licensed marriage and family therapist I'm a licensed professional counselor I worked with a a population of kids who were in the court system these are the kids who were your worst disciplinary cases and I will tell you as I worked in that for 15 years before I moved into the classroom I will tell you that your railing against what you pass off as Dei and seal is the cause of all of the work I did and I worked with kids who were treny problems fighting problems all the way up to kids who are still serving life

182quoted also from the osba code of ethics tonight but I think it's really relevant there's several of these things that you should probably think about your first and greatest concern must be the education and Welfare of all students attending the public school you respect the confidentiality of privileged information which means you don't share it outside of your meetings you work with other members to establish effective board policies you render all decisions based on the available facts in your independent judgment rather than succumbing to the influence of individuals and special interest groups you become in informed concerning the issues to be considered at each meeting you come prepared you support the employment of Staff members based on qualifications not outside influence you avoid conflicts of interests you also express your personal opinions but once the board
183makes a decision accept that as the majority this code of e ethics shows us how the board is supposed to behave I ask the people in this room do you see room for improvement in these areas I sure do please reacquaint yourself with these simple guidelines it is clear to the community that two board members have forgotten these or really just don't care everyone can see you only have interest in gaining control by destroying the decency of this board that is not professional and frankly the citizens and students of Menor deserve better you are elected officials and knowingly coming unprepared to a monthly board meeting is childish and bad for the schools this action or inaction is sad and telling remember support the employment of Staff members based on the qualifications and not the result

185brought up but I'm the one that actually did some of the research um so many of those that common commonly send emails um mostly which are disparaging and derogatory or emails or online um were coming in so I started to see a pattern I noticed a lot of repeat emails so what I did was pulled up the Lake County Board of Elections it's public record so um in doing that I began compiling a list because I know that this board has talked about hard data not anecdotal data so um I noticed I started noticing that somebody some of the EMS coming and did not live in the district so um I was seeing a pattern um that many were registered Democrats so I just started to continue Gathering the data um certainly it's not something
186I normally do um I'm puzzled that this would upset anyone because it is public record I mean there were people who have chosen to keep their political affiliation Anonymous and they have that right um Mrs Jing has mentioned in the past that she likes she tallies and she used those the emails pros and cons with a vote so I thought this would be she would be interested in this data um and Mrs Marza when I was talking about receiving emails and talking to people and teachers about the phone policy that you wanted hard data so I thought this would be this was interesting um you know it does it confirms we're divided and yes we represent everybody up here but um you know and to just to address the last speaker um the osba code
187of ethics does say um use our independ dependent judgment and the fact that probably 85 90% were registered Democrats and I still made my decision based on my independent um judgment should tell you that I am ethical in my in as a board member so I just wanted to correct you there I just need to I didn't ask for any data that's not what I consider to be data and nor is it something I would use to make any sort of decision so I just need to clarify that for myself when I talk about data it is not about political affiliations that's not something I'd ever request I'll just add as well since um my name was brought up and the reason why I had um thought that that was so interesting that misso uh

197a person or a group on a spectrum that can be misleading in politics as in life both complex Realms there are thousands of issues and an infinite number of ways to think think about them unfortunately the language and labels we use to think about and discuss these issues can cause widespread misunderstanding divisiveness hostility and even violence lumping individuals or groups into a single category labeling them simply because of different views simplifies our social World it reduces the amount of thinking we have to do the accuser and the accuser's tribe by asserting that they are right about everything and that the other side is wrong about everything creates a simplistic picture that gives one a sense of meaning comfort and purpose although labeling gives a boost to the accuser and bans the tribe together it is
