the video hi i'm bill porter superintendent of metro schools and we are proud to present our annual strategic plan update back in 2017 we worked with more than 80 committee members or stakeholders inside and outside of our school community at that time we rewrote our strategic plan to make it our guide post for the next several years our mission of inspiring students today to reach their potential tomorrow continues to drive our work in four major areas safety education resources and community partnerships we continually develop goals in these areas to meet the mission and vision for our schools as we continue to work through what's hopefully the ending stages of our pandemic we want to share this video to give a one year look back at what's been accomplished in these four areas as well as

a one year look ahead to see what's coming next mrs jen skulsky our director of transportation and safety will talk about our safety initiatives thank you mr porter good afternoon and thank you for watching our number one priority here in mentor schools is to provide a safe learning environment where students can grow academically socially and emotionally i am excited to share with you some of our accomplishments this year this year the students who attended school in person experienced many changes implemented to make school as safe as possible our in-person learning was conducted with a serious layered approach to safety including the expectation that everyone vigilantly assessed for symptoms each day and stay home when sick face covering requirements for students and staff physical distancing hand washing brakes abundant hand sanitizer increased school cleaning and disinfecting

attention to high traffic areas physical dividers improved air quality and much more throughout the year we worked closely with the lake county general health district on our plans and made improvements as needed one of our kovit 19 mitigation strategies focused on improving indoor air quality several hundred bipolar ionization devices were installed in all of our district buildings these devices work by neutralizing particulate matter bacteria virus cells odorous gases aerosols and volatile organic compounds this technology will clean and purify the air for years to come we expect this will have a long-term benefit to the health and wellness of our students and staff while collaboratively working with the lake county general health district several vaccination clinics were held at mudder high school over the last few months on february 26 and march 26th we hosted staff

vaccination clinics where over 1200 staff from mentor schools in kirtland school to receive their vaccines in addition to the staff clinics that were held a clinic for our students was held in a clinic for general public was held at mentor high school this school year the district was able to fully implement full-time school-based counselor in every school building through crossroads the counselors have been able to provide money group therapy sessions individual services support with our at-risk student population and provide extensive wraparound services with the students and their families they continue to be a liaison between home and school next year in collaboration with the mental fire department and the mentor police department we will be running a tabletop safety drill that will involve many district staff we will be extending our see something safe something

program to the middle school level which will anonymously report concerns through their school issue device we will offer atlas train the trainer program to district staff and we will continue the development of the sandy hook threat assessment program next mrs barbonus will review our education initiatives the education committee has created three goals with action steps aligned to the vision of providing students with a balanced high quality education our first goal is engaging students in a comprehensive curriculum that is relevant and responsive this year much of our time was spent developing the patrol plan for online and remote learning this involved providing teachers with intensive professional development on the use of zoom and other online tools additional training for effectively assessing and engaging students in both hybrid and remote settings was also offered the mass steering

committee developed an instructional walkthrough form to monitor mathematical discourse a focus of our district improvement plan we also expanded the open up math curriculum pilot in the middle schools and next year we will begin to align curriculum and prepare for adoption in 2023 the literacy committee developed a decision tool for teachers to improve our response to intervention model the tool provides an outline on how to diagnose student reading difficulties and provide strategies for interventions all of this work in both math and literacy will continue next year the science committee will reconvene to roll out the newly developed inquiry-based science units in grades three through five and our middle school social studies teachers will need to update our curriculum maps our second goal focuses on research-based instruction this year our literacy team researched the science of

reading and discussed its implications for improved literacy instruction the committee planned for new k-8 reading intervention programs aligned to the science of reading research intervention teachers will be trained in august and implementation will begin in fall the high school rti team implemented a new approach to math intervention and approximately 35 elementary teachers receive cognitive based assessment training to support students in math next year we will enhance the rti process by assigning an rti coordinator at the high school and expands cba at the elementary school a district plan for extended learning and gap closing was also developed this includes additional temporary staff assigned to provide literacy and math interventions embedded within the school day this fall we will begin training and reviewing data to determine appropriate interventions this past year we had 43 teachers participate in

a year-long professional learning experience with the ohio blended collaborative which focused on shifting teachers roles and student ownership of learning next year we have 38 teachers signed up to participate in similar experience moving towards full unit development with a focus on personalized learning the final goal focuses on developing student supports that encourage self-direction confidence and adaptability the real world learning committee implemented year one of our three year plan that included hosting a career speakers event for seventh graders next year we will expand the event to include sixth and eighth grade students our middle school committee focused its time researching and reviewing changes to the advisory period these changes will be put into place next school year and the committee is working on expanding teaming at the seventh grade level the committee also piloted the transient

community database next year we will begin building this database by reaching out to local businesses and organizations this online program will also help broaden and streamline our internship and community service programs ultimately this will increase the number of mentor high school students earning their ohio means jobs career readiness and or community sales unfortunately our internship program was on hold due to copenh however we are resuming our internship opportunities next school year we plan to revisit and expand our project-based learning training at the middle school and high school as well as provide a career shadowing opportunities we will also roll out year two of our biomedical pathway at the high school by offering the human body systems course finally extensive planning and the uploading of district data occurred this past year using the bright bytes platform

this data dashboard allows teachers and administrators to monitor large-scale trends and view individual student progress in the spring administrators and response to intervention teams received initial training next year the platform will be used by administrators and rti teams and slowly rolled out to teachers the education committee continues to monitor and adjust our plans based on the needs of our students staff and community now we'll go back to mr porter with resources thank you mrs boss a lot of adjustment occurred with our district resources to meet the needs of educating our students during the pandemic one of our key mitigation strategies was to spread out the students who are coming back in person so naturally we needed more space and personnel besides using every available space in our current schools we moved our preschool program into

the former garfield elementary and for the 2021 school year we hired dozens of additional teachers custodians and other personnel around the district so our students can have the best in-person learning experiences possible every student whether learning remotely or in person was also able to use a school-issued device from home when remote learning was required students and teachers used zoom to stay connected which kept students engaged in new and interesting ways in our buildings the metro high school music wing underwent a major renovation at the board office the itunes was redesigned to create better efficiency storage and workspaces for the ever-changing technology needs of the district and around the district the second grade and art classroom furniture upgrades are nearly complete as we look to the coming year we expect classroom sizes to return to near

typical levels but we will be careful not to overcrowd classrooms we will still need some additional teachers although not nearly as many as last year to help with our extended learning plan that will allow us to target learning gaps that may have occurred as a result of coping some extra custodians will be needed for the coming year to make sure our buildings remain well sanitized we will continue to use garfield for the preschool program this coming year and our kindergarten and first grade classrooms are due for their furniture upgrade on the technology side we are adjusting our device plan so that k-3 will use ipads fourth through eighth grade we'll use chromebooks and the high school will continue with their macbooks this shift makes both educational and financial sense will soon be broken for the

long-awaited concession building and bathrooms that will be positioned just north of the high school lacrosse soccer stadium a large part of mentor high school's roof will be replaced a track will be resurfaced and a grass jv softball field will be constructed next to the varsity field and throughout the district at all schools different capital projects some visible some not as much will be happening to keep all of our assets in good shape our resources both financial and otherwise are an essential part of our planning achieving a perfect audit for fiscal year 2020 is further evidence of fiscal prudence that we are committed to maintaining and for our final area ms kristen kirby will review our community partnerships thank you mr porter and hello everyone i'm excited to have the opportunity to talk about our goal

of encouraging strong community partnerships as we all know open communication is an important component to building relationships and trust and it's always a focus for us here in mentor schools where we use an array of platforms to reach out to our community with information this year timely transparent communication practices were more important than ever as we worked together to navigate the covit 19 pandemic as we developed our plans for this unique school year we gathered parent input held virtual town hall style meetings for parents and staff members produced video updates as plans changed created a covid19 section of the website sent hundreds of coven 19 notices to keep everyone informed and more additionally while we have always known that we could count on the lake county general health district for help when we need it

this year our partnership grew even stronger as we were in correspondence with them nearly every day we are grateful for all of the guidance the health district team provided us thank you moving on to some other topics having a positive healthy culture and climate in memory schools is as important now as ever so this year we continued our gallup work measuring staff engagement due to the work on these initiatives happening in all of our buildings we continue to see improvement here even during the pandemic next year we're adding surveys for students and parents through bright bites and are looking forward to diving into the information we receive with the help of strong community partnerships we are adding more and more opportunities for our students for example working with mentor public library we are now able

to provide library cards for every student which opens the door to so many resources for the community's children next year we are launching a new program with lake tran called cardinal go where high school students can sign up to ride lake trans local routes 1 through nine free of charge this will greatly improve access to campus internship activities local resources or after school jobs for our students connecting with cardinal credit union we will begin operating a branch right inside vendor high school this fall this is going to be a great opportunity for some of our business students to learn the banking side while all students can learn personal finance and even open up their own checking account parent permission will be needed for these last two programs i just described of course and thanks to

partnerships our career technical education course offerings just keep getting better and better too you may have driven past the new classic automotive training center on tyler boulevard and you're seeing footage from the classroom and lab our students just finished their first year working in this program was so successful many students earned jobs and paid internships and the lab is expanding to take more students for next year's program also next year we're very excited that working with our community's safety forces we're adding the mentor fire emt academy for students at the new regional response facility we've been working hard with community advisors to identify workforce gaps that exist right here in our own community and then creating programming for students that will help them get jobs that are already available after high school or trade school

or college as i wrap up please know every day in crisis communications will continue to be a top priority for us you can count on us to provide information to you in a timely clear manner thank you i'll hand it back to mr porter now before we wrap up i wanted to mention our work in diversity equity and inclusion which is a strategic plan goal that really touches many aspects of our four main areas we have been doing this work since the early 2000s and it's important we continue primarily because it matters that each student feels comfortable and safe attending our schools and we have an obligation to prepare each of our students to live work and even compete in a global and diverse world so like many of our other goals the work we

do in our dei initiatives is ongoing as we continue to plan ahead as we look back on the past year and look forward to the next year i feel blessed to be part of mentor schools all of our planning in all of these areas is critical to help us keep our focus in meeting the needs of our community's children thank you for your support of winter schools take care and be well also thank you to mrs kirby mrs skulski and mrs bonus for helping to be presenters for that video and we will be posting that as well on our website so that concludes that report legislative report mr tuttle thank you mrs breiner the fair school funding plan becomes school funding formula governor mike dewine signed house bill the biennial budget bill that makes operating

appropriations for fiscal years fy 2022 and 2023 and includes the fair school funding plan house bill 1 as the basis for funding public education the bill limits the formula it's only applying to 2022 and 2023 instead of the original planned six-year phase in as written in the house past version of the budget bill additionally the budget incorporates language from the house that applied the student wellness and success funds to disadvantaged pupil impact aid and the base cost senate president matt huffman made the following remarks regarding the reason to limit the formula to two years i think what we really wanted to do because this was a bit of a sea change we wanted to make sure we had two more years worth of information before the path continues to go down this direction the senate's

budget provision regarding school choice options also were included in the final budget those changes included increasing the educational choice scholarship ed choice cleveland autism and john peterson voucher amounts expanding eligibility criteria for ed choice and cleveland vouchers creating the after-school child enrichment educational savings account program creating income tax deductions for tuition paid to a private school and education expenses for home school students and the changes will be coming again after all that two years in place more will follow i'm sure you can count on the politicians that's my own editorial that's not written in the notes here and one other topic i'd just like to bring up house bill 350 introduced by rep al curtrona of canfield to prohibit school districts and state agencies among others from requiring a covet 19 vaccination prohibit school districts

and state agencies among others from requiring proof of covet 19 vaccination prohibited prohibit discrimination against individuals based on their cova 19 vaccination status and prohibit an employer other than a healthcare entity or practitioner from taking an adverse employment action against an individual based on the individual's cova 19 vaccination status and that's all i'd like to cover this evening you can read the rest thank you mrs breiner thank you and osba student achievement report thank you thank you mrs brainer i'm just going to cover a couple of one of them uh this one is interesting and it's i think it's really helpful for the classrooms the benefits of speech to text technology in all classrooms um resource specialist teacher vikram nahal to experiment with the new technologies that supported his students and with learning disabilities speech

to text technology allowed students to more easily transfer their ideas onto the page which was especially helpful for students with adhd and processing related disabilities such as auditory processing disorder or working memory deficits uh it's uh i feel like more and more software's are going into having this uh speech to text technology even i noticed like in even in microsoft word you have read aloud where the text is written and anybody can just click on the button and start to read to your students so that's one of the i noticed that word feature today um the second one is the playful learning enhances program solving and creativity so playful learning landscapes which is also called like plr in short which weave activities such as puzzles and games into bus stops and other urban spots encourage

exploration creativity problem solving and collaboration while enhancing students spatial reading and math skills they're also trying to bring some of these games and puzzles into the grocery stores i know some of the stores already have it um but i have not noticed any in ohio yet um but maybe they have it um they also write that school should scale pills throughout neighborhoods using funding design for after school and extended enrichment the american rescue plan has two primary funding streams that could potentially support this plc uh first is arp provides the nation's school district with 122 billion in elementary and school secondary emergency relief fund which is sr fund the second one is the arp state and local fiscal recovery funds which rightly focus on serving communities and families head hardest by kobe 19 and it

provides an additional opportunity to support innovative activities and investments that covers my portion thank you thank you all right now we have chief financial officers reporting recommendations mr best thank you madam president members of the board before i present my items for approval i'd like to give a recap of the 21 fiscal year if i may for the fiscal year ended this last june 30th the general operating fund had revenues of 106.8 million dollars total expenditures of 107.9 million dollars this resulted in an operating deficit of 1.16 million dollars which is the first operating deficit in many years but was expected this deficit equaled 1.5 percent of our beginning fund balance of 77.5 million dollars so it just ate into our reserve just just a little bit the revenues increased 2.2 million dollars over fiscal

0431920 a 2.07 percent increase expenditures increased by 5.3 million dollars which equaled 5.1 percent a couple key revenue items property taxes totaled seventy six million one hundred sixty five thousand dollars uh this was a slight increase over the previous fiscal year of seventy six million seventy four thousand dollars state foundation did increase from 14.4 million in fiscal 20 to 16.3 million dollars in fiscal 21 and this was uh due in part to the reestablishment of the state funding cuts from the previous year looking at expenditures the key areas salaries totaled million dollars this was an increase uh from 58.9 million dollars in the previous year about 3.72 benefits uh actually decreased from 2.35 million dollars to two i'm sorry 23.5 million dollars to 23.2 million dollars a decrease of about 1.57 percent and this decrease

was due in great part to the the premium holiday that we took in june reducing our our health insurance costs all the non-personnel expenditures totaled 23.7 million dollars in fiscal 21 an increase from 20.3 million dollars in fiscal 20. now this is a 16.7 percent increase but the board will remember that last year we initiated the new capital projects fund and that is funded by transfers from the general fund this last year was the first such transfers about 2.8 million dollars so that's why most of the increases there taking out that of the equation the non-personnel expenses increased about two and a half percent uh the general fund expenditures again total 107.9 million dollars which was just under 88 of the appropriations so we did come in well under budget um just a quick look

at our actuals versus the forecast we forecasted revenues of 105.8 million dollars actuals was 106. million dollars expenditures the forecast was 111.4 million dollars actual 107.9 million dollars so we did outperform our forecast the ending balance was projected uh ending fund balance uh projected to be 71.9 million uh the actual 76.3 million dollars and that's all i have to say i'd be happy to answer questions you may have if no questions i'd like to recommend for approval items 9 a through f including financial statements investments appropriation modifications an addendum supplemental appropriations transfers and advances and payment of invoices all of which have been uh submitted to the board for their review so moved second please call the world mr buckley yes this is hassan yes mrs jesselyn yes mr tuttle yes mrs brainer motion carries

-0 thank you thank you any unfinished business for the board any new business next we'll have hearing of the public on any items no hearing of the public we will have a motion for executive session this will be for evaluation of the superintendent and to discuss employment of a public official so moved second please call the world mr buckley yes mrs hassan yes mrs jessling yes mr tuttle yes mrs brander motion carries 5-0 you
