006for their state championship at july 4th madam president and members of the board we are pleased to recognize several mentor heist high school students for their outstanding achievement in the ap capstone program mr crowe will make presentations thank you again mentor high school is extremely fortunate to have our ap capstone program ap capsule is a two-year program built on them on the foundation of two courses ap seminar and ap research in this program students develop valuable skills involving independent research collaborative teamwork and enhanced communication over a two-year period during their sophomore junior year in ap seminar students investigate real-world issues from multiple perspectives gathering and analyzing information from various sources in order to develop credible and valid evidence-based arguments in ap research students cultivated the skills and discipline necessary to conduct independent research in order
007to produce and defend a scholarly academic thesis over the past over the month the past several years veteran high school students who completed the ap capstone program had their research published in national journal publications from the group that that took the course in the 2017-2018 school year two students were published from the group that took it in 2018 2019 six students were published and then in the group that took it last last school year 2019 2020 we had eight students published so this program just continues to grow we were able to recognize four of these students in the fall as they had their board published over summer and early in the school year and then we had four additional students that had their work published throughout the year and i'm here tonight to recognize those
008four students so our most recent four students are marcie vividocas kate lowry lawrence kelly and julie and julie beardsley and i'm just going to tell you a little bit not a little bit about the research just the name of their research their title their journal publication because really what they're doing you know it's amazing and astonishing to me so marcy her title her publication was how medically favorable is the replacement of it of the invasive colonoscopy with with cola guard non-invasive colorectal cancer screenings her title was the impact of traffic noise pollution on plant birth with an urban community darkness lauren's title was the correlation between blue light classes and high school student retention class and julie the title was differences among visual auditory and kinesthetic memorization procedures when children in upper elementary schools are
009memorizing a test so as you can see these four students you know are amazing students they just graduated this past weekend we wish them the best of luck and thank you for the ongoing support for all of our april classes but specifically our ap ap capstone program thank you again thank you mr crow man of president members of the board i'd like to invite dr glavin to the podium to recognize the mentor high school career tech students who qualify for state and national competitions in their careertech programs good evening madam president members of the board mr porter mr basic thank you allow me to speak here tonight tonight i am here to help recognize our students who participate in our career technical education programs and qualify to the state competition and in some cases finished
010among the highest in the state and while it is true through their participation students are able to gain work-based learning and knowledge about their careers and industries that will guide their decisions high school i would add that they also learn much much more through my own personal interaction with many of these students you will recognize tonight their participation in career technical education has revealed an inner drive and commitment to reach their maximum potential and i could not be more proud i am honored to say that we had over 80 of our students who at minimum qualified for their state competition in their career tech student organization not only did our students participate but they excelled i would actually like to provide a few of our stats for some of those students this year we had
011and during you know pandemic we had over we had five state champions we had nine state runner-ups and we had 13 third place finishes in competition this is a true testament to the type of quality instruction and programming being provided by our instructors now before announcing all qualifiers qualifiers i would like to acknowledge our five students who achieved the highest pinnacle in their ctso and were awarded the gold medal state champion these students have demonstrated that their hard work and dedication has paid off in preparing them for their bright future our first student is madison bregenzer and she's in our studio arts and visual design program she achieved the gold medal in the art show competition our next student is ryan fry he's in our programming and software development program he received the gold medal
012in web design and he did that actually with his another student in the class ross pochero who also received gold medal with him in web design elena verbizy in our criminal justice program achieved a gold medal in customer service and finally cheyenne slackmaker in our welding program received gold medal and job skills now and when i kind of look at these you know often in my conversations with businesses in the community with parents we often discuss the need for increased communication and soft skills among our students and it's extremely humbling and i'm so i just i love the fact that we're able to share the men are high as some of the highest performing students in the state in those areas right now so i will go ahead and recognize students and i'm going to
013recognize that by each of their ctsos and that's the careertech student organization so our first organization is deca and deca helps prepare emerging leaders and entrepreneurs in marketing finance hospitality and management in high schools and colleges around the globe i'm gonna go ahead and say each of our students names so these students all participate at the state competition this year charlie marthauler claire quiakowski gwen to geyser alex garcia kalinowski brandon new dylan brown anthony evans jenna bailey shania algie trey hamilton melanie zodrewski daniel malika caroline padden carmella higgs now another student organization that we have our next one is xccla and this is through our culinary program and fccla stands for family career and community leaders of america is a non-profit national career technical student organization for young men and women in family and consumer
014sciences in public and private schools grades 6 through 12. we had two state placers in the competition this year and it was and they were together it was samantha marshall and jamir herndon and they both came in second place in the team competition now the next organization is hosa which is future health professionals so hosa future health professionals is a national organization of secondary and post-secondary students that support career development and health professions and improvement of health services delivering to the general population one of the facts that i thought was very interesting about hosa and these career tech student organizations after high school over 90 percent of hosa students continue to pursue a career in health professions now we had a record-breaking year with our hosa organization this is through our allied health program we
015had over 30 students qualify for the state tournament so it's going to take you a minute but it's worth it so our students are caitlin white [Music] jada edwards jamar johnson michelle singleton treasurer dial canine felder sandra johnson emily gendridge caitlin bannerman faith matlock jada largo destiny phillips tyler diekmann peyton smith i know two pages on this and then we went with delaney sorrio victoria osborne valeria hernandez alicia aquisto sarah hustech kayla baker emma miller emma fisk cameron cleese emma bills emma gaddis lauren sirtalic brianna heichel aaron cousius and taylor thomas and i share this with the board also the the powerpoint presentation which we're building available online and it has some of the placements they have in the competition so just being able to see some of these include pharmacology pathophysiology it's pretty impressive
016to see what they are competing and excelling in our final skills usa is the final ctso i'll be discussing tonight we said our most state qualifiers we have over 36 are qualified in this competition skillsusa is a partnership of students teachers and industry working together to ensure america has a skilled workforce skillsusa serves middle school high school and college post-secondary students preparing them for careers in trade technical and skilled service occupations skills usa empowers its members to become world-class workers leaders and responsible american citizens our students include samantha the bad tommy amiot dylan marmayo madison wrecking sir michael call derrick sacon noah disanza sean ditterbrand glenn ellsworth william evans jason fisher ryan fryer [Music] hansboro joshua holtz nathan humbert nicholas jackson skyler jacobs lauren johnson stephen key hunter land michael may riley mcmullen derek mills

029of the board have the following board of education policies on the agenda for our first reading because this is the first reading no vote is necessary and a president members of the board i am recommending approval of agenda item c1 related to certified personnel in c2 and c3 both related human resource matters mr buckley yeah mrs assange justin yes mr tubman yes this is brad yes mr gary spencer thank you this concludes my portion of tonight's agenda mr porter all right next we have board of education report recommendations business good evening again heard board policy once a year we review our permanent improvement projects which include capital projects mentor high school campus enhancements vehicle replacement mr wade will cover that similarly we will annually we annually review our technology plan which includes devices furniture replacement
030and we are supplementing that with the breitbaits presentation this evening on technology mr lynch will cover that portion of the presentation you madam president members of the board mr porter mr basic thanks for allowing me to come here today and share with you the permanent improvement plan our current fighter plan that we have as well obviously everything that we do falls within our strategic plan which is to ensure that we have a safe learning environment we provide a balanced highly quality high quality education we act to maximize our district resources and we encourage structured partnerships so the rationale for our five-year capital improvement plan falls within regards of our resources for our fiscal side of our strategic plan which is to maintain and enhance fiscal stability through short-term long-term planning we explore options for alternative
031revenue sources to help help us maximize our resources and personnel facilities and other resources as well as ensure a continued balanced approach to equitable distribution of those resources for our students and staff we will do that obviously utilizing our five physical management practices that all physical decisions should be made in the context of a five-year plan there are management options attached to every dollar that we spend we should be looking to spend dollars that add value to teaching and learning and obviously with the facilities and capital improvements we're going to focus aggressively on managing our largest expense in this area specifically facilities and we know that it's always cheaper in the long term to go for quality that being said i just wanted to recap some of the things that we've done this past year
032to help us with continuing the update our facilities and capital improvements in november as the board is aware you approved us to enter into an agreement with taylor consulting group to assist us with our roofing projects i will touch on those throughout the presentation as well as we approved in february the millstone management group to be our construction manager at risk these both these organizations and groups help us assist in making sure we are appropriately planning implementing managing our projects so that they add value we make sure we're finishing on time and within budget and if not saving money and walking away as well so as we wrap up this year's fiscal year because it ends obviously as we know at the end of the month a lot of our primary starting summer so a
033lot of our fiscal year projects for capital improvements start this summer so i just wanted to highlight a few things on our screen here the biggest project that we have going on and you may saw for those who are here with us tonight as you drove in the south lot we have quite a bit of material that's out there because we have a 85 000 square foot roofing project that will happen at the high school which will cover this section of the building which is basically our main educational section so it's about 85 000 square feet uh that project is going to run us about 1.5 million dollars which is about 350 000 less than was projected when we budgeted it originally we created this plan so we're seeing some statements there already been working
034we also have our flooring project a rooftop unit replacement at orchard hollow and just to remind the board the rooftop unit is what controls our hvac system for our buildings heating and cooling we're doing a pa system update at bellflower and lake uh we have about twenty seven thousand dollars with the concrete projects happening throughout the district again uh you may have saw one of our larger concrete projects occurring up in front of the north side here between the fire center and gymnasium because we're starting those projects already as abundant and another large project that we have is a 698 000 investment into controls for our hpac system those controls help us regulate and monitor our hbacs throughout the district to make sure we're running this efficiently and keeping track of the heating and cooling
035that's going on with our district so that will help us be motivated be more efficient and better utilize those resources as well and as we know we transfer a hundred thousand dollars of our pi budget automatically over to our straight and sustainability funds which mr lynch will speak of later and we keep a hundred thousand dollars off to reserve for anything that may pop up throughout the district uh that is going to be primarily extremely warm replacing some of the flooring that we have over there is where a big portion of that money would respect also we have a lot of enhancements here at the campus with regards to our athletic facilities to make sure that we have an applicable facility for all of our student athletes as well as making sure that we keep
036up with the ever-changing times that happen throughout and our big projects this year will be our jv softball field which will go adjacent to our current varsa softball field on our property i will be replacing our track um this year as well and then adding some walkways from the parking lot in the back the paradigm behind the high school there that will then go up to the baseball facility upgrading our pa system at the soccer stadium looking for bids as well to look at the softball baseball fields and then repurposing our soccer shed for a locker space for our soccer players come across athletes that use that space as well again just to make sure everyone's aware where the roofing project can take place a rather large project 85 000 square feet is huge and
037pray for no rain this week is not helping us get that project started obviously you don't want to open a roof up if there's a projection of rain so we're holding off until that rain stops so we'll hopefully get through this week be able to get that project going full speed ahead because it is a tight timeline also which we'll be finishing this starting and finishing this summer is the addition of the concession stand in restrooms that will be adjacent to the board office in front of the current soccer and the crossfield so you can see the location here on the left and this is just a rendering of what that facility would look like this will be a concession stand and restrooms for soccer lacrosse as well as our new jv and varsity softball
038fields this project was delayed as a coven and we will move forward with it here in the next few weeks the other project that was delayed as a covid was the scoreboard update that was in process again and delayed because of the pandemic we're going to move forward with this project here in the near future um that is obviously a picture of our current scoreboard and to kind of give you a reference for what the digital size of the screen is you see the graph area there is where what our current scoreboard looks like we're looking to have two bids for scoreboards one would be a 25 feet wide or 20 feet high scoreboard and to put it in perspective it would be the area inside the red box so that is one area that
039we're looking at for a scoreboard update for the led screen as well as a second bid for a larger screen which would be 50 feet wide 20 feet high and that would take up the other red box that's on this screen just again to give you perspective on what the options that we're looking for in doing that i'll tell you a little bit of why we're looking at those scoreboards in the different sizes here as we progress through the presentation next year fiscal year which for us starts on july 1st our major project will be for next school year which again our projects typically start in the summer would be this painting project here at the high school any of you who've ever driven the high school parking lot as the former high school principal
040and now back it is sometimes a retreat to avoid certain areas of the parking lot so this project is long overdue and that is a large project that we'll have going on next school year to replace that entire parking lot we have a budget of about 1 million dollars for that we have other miscellaneous building projects throughout the district that will be continuing to finalize here in the coming weeks to update different areas and continue with our flooring updates um as well and there will be two rt or again rooftop gear replacements at orchard and memorial in the next fiscal year i do have on here two things i would like to touch on with the board here tonight just so that you're aware this area here this garage storage structure cares is on here
041just so that you know that that's going to start in the fall that is going to be a very cool project that we have going on in the district our cte students and will be helping assist with the building of that project they do a lot of renovations as the board knows this is kind of a cool idea because this is the first time we've been building a structure from the ground up working with millstone management and the cte program to help us construct that garage for our cares uh program which we know is at the doctor's directorate points building and that will be starting to fall it's in red just to highlight that that's not coming out of district money the cares budget will fund that project i will also highlight the roof replacement
042fund here uh for next year because zero dollars currently allocated to it uh we recently with the help of taylor consulting did an evaluation of all our districts um you know looked at all of our buildings and you may not be aware maybe you are i was not aware the majority of our roots were done in 1988 all the same time uh and from a budgeting standpoint you see mr vasquez smiling because you probably know where this is going usually not a good idea to have all your roofs done or purchase all your buses at one time because when you do they all have a similar life expectancy and they all start to run out at the same time but however the distributor sees the fundamentals of that so it's understandable at the time however
043the average life expectancy of a roof you might know something about this in about 30 years 88 30 2018 we're now reaching the life expectancy of our roofs and we have a 10-year plan to start replacing the roofs and taylor has helped us develop a plan that's about a million a year investment in our roofs to get those replaced over the next 10 years so we'll be in discussions with the board of education [Music] and the next cfo to have those discussions as well before to make sure that we're keeping that consideration moving along those lines so that'll be something that we would have to take a look at again as we continue to use taylor consulting and middle school management our goal is to obviously have value added and cost savings in our private
044to help offset that cost as well moving forward the big products then for our campus improvements here at the high school would be the addition of the new weight room and training facility at the stadium edition of the jv softball field or excuse me baseball field i apologize and then the repurposing of our practice deal space again this is just a representation at the top of the presentation that shows what the rendering of the athletic facility would look like out of the stadium i will highlight here on our map this area here this would be the reallocation of that space um here's the soccer field so now we're just further let me see i think that would be east right i'm getting my parents correct in here where we would flip that baseball field currently
045which is over by the lake health building we designed that field to look at this direction here and then have three practice fields here with our throwers pin here uh just to highlight a couple other things too since i have it up on the screen this is where that new jb softball field will be going so we'll have two softball fields for our softball teams here on our campus which are great additions to that we have and i referenced that walkway here which you know that area can be kind of swampy back there so there'll be a good condition for people in that parking space that they can walk back on that paid pathway as well again just to highlight uh the next out here should be fiscal year 23 which will start july 22.
046uh again just highlighting here to the board that we should definitely look at that and have consideration and have discussions about adding some allocated funds for the roof replacement uh the big the big update here would be the window door facade replacement at the high school totally at about three and a half million dollars we have all original windows and doors in the building um and i know the building's 50-plus years old because when i was here back in think 2015-16 that we have remember some of you would join me as we had the 50-year reunion tour here at the high school uh so it's time to update those windows and doors as they become antiquated and inefficient really so you know with those people see cost savings in the future because of deficiencies with
047regards to adding those to our school we also have again the same continued sustainability and emergency research there also looking at uh fiscal year 24 we did have birth replacement on our budget which is good so we don't have to add that and that was looking to be above a million dollar project as i said sure to update that proof and you'll see another major project with the additional paving throughout the year just highlighting to the board of the community if you look at that kind of going out you know you heard me earlier you're looking at a million dollars of roofing and about four hundred thousand dollars a year big just to keep us that kind of decent cycle so that's a continued investment just to maintain those two areas continue with the campus
048enhancements for the athletics that started prior to my arrival would be the update to the plaza gate entrance at the football stadium with some built-in contingency costs and fiscal year 23 again that's the 22-23 school year and then in the 23-24 school year we would be looking to add a visitor locker room update the ticket concession area visitors concession and then add in a visitor's restroom and a buswell behind that area again this is just a rendering of what that front entrance will look like and you can see here on this slide just to kind of point out this is where the visitor locker will be back here behind the visitor stadium adding that visitor bus over here a flow of traffic and then here's the weight room and that new entrance session area so
049our last year that we had when uh mr porter gave this presentation last year was here in fiscal year 25 that was the fifth year of the presentation and then we were looking to continue to update our rooftop units those have a life expectancy of about 15 to 20 years so we have to budget those are five year forecasts to replace those you know in advance uh we had about nine hundred thousand dollars for a roofing project for hopkins and again you're looking at a budget of about three hundred thousand dollars for paving throughout the district and miscellaneous projects again that we are currently identifying so the newest addition to our plan that we're presenting here to our board tonight would be this far right column here for fiscal year 26 so that we keep
050a rolling five-year plan that we can budget for updates and improvements that need to occur across the district we have two elevators in the district that are reaching end of life here in the near future parks are becoming harder to come by and probably more obsolete [Music] we have a roofing project that has been presented to us by uh taylor construction for the album years of about 1.25 million dollars and again continuing our painting would be about 400 000 and our science rooms at the high school there's nine of them that are due for updates um they have not been updated since the building was first built and obviously if you don't know things have changed then it's time to provide uh some updates to those learning spaces so their students have learning spaces that
051have the latest equipment and technology to help them and their teachers best meet their needs if we head out toward the uh those further years i think more is subject to change and sometimes we have to reprioritize on the way so that's something mr wade spoke about recently especially as we look at that 2026 one great point and the last two years of the athletic updates or campus improvements uh as we see here would be the parking improvements at the high school for athletic events as you saw today coming in i'm sure that the concert across the street regarding here on a friday night during football season softball you know lots of things going on you know this building never sleeps because i used to like i said i noticed and appreciate that as well
052as the ability principle never enough parking and as we continue to add facilities update facilities you know we didn't have two softball stadiums here prior to we will at the end of the year we need to continue to do that and update that as well so we have some parking improvements budgeted for that um and i can show you where those would be rendered those and then the new out here again pattern you know just continuing that five year roll or plan some things that need to continue to be updated as our varsity baseball field needs uh an update it needs a facelift uh if you go through the back of the area you know that it's uh very swampy very wet so we're looking to update that field with a turf field um for
0531.2 million dollars would uh allow that food to be a lot more playable for our students as well as our community our gym floor at the high school every so often we stand the floor down to repurpose it the gym floor is at its last leg so to speak um there's not much more staining you can do because over the life of obviously a wood floor you can only see it only times before it becomes um no longer usable so we are needing some updates before and then we have time to update our bleachers for our students and staff and community and update the pa system the lights as well as we continue to update our lights to led lights um we'd be more efficient with that as well as cost savings so those would
054be the recommendations that we would have for athletics just to kind of highlight a few things here on this overall map of the campus again this would be additional parking here that we would be looking to add as you can see that's uh further down past the board office than it is now over by the softball field here's the stadium parking as well as there'll be some additional parking down here in the baseball field that we would add you can see that there's a potential walkway that we're looking to add right here which would allow easier access for students and community members through the practice field in the jv softball field and restrooms would be added for the baseball stadium back here and succeed building as well so kind of looking at this as a
055totality i think this is important to look at for the board of the community so we have our identified funding needs that we have for our facilities the campus enhancements are regarding the athletic programming we have our pi tax revenue which when we take away the 100 000 for sustainability as well as the hundred thousand dollars that we reserve for the right of anything that happens during the year because we know that there's always going to be unforeseen things no matter how well we plan and try to maintain our facilities and our equipment uh leaves us about 969 for that so if you look at what we've identified his needs you can see here this shortest shortage excuse me that we have to fund throughout the general fund that we're recommending to the general fund
056to offset those costs uh and then our last year this is the newest year to keep this as a five-year rolling plan and you can see on the far right of the totals that we have here and total investment by the district uh as a result of what we've recommended how do we pay for this as i said we figure it through our permanent improvement levy we have some monies that we've put into our permanent improvement budget from the sale of land the former buildings that we are utilizing as well offset some of these costs uh we take a portion of the underspending of the budget from previous years to help us offset these costs the shortage that we see as well as when we have an over-collection on unpaid taxes and where we were
057making a little bit uh level on our revenue projections um the other thing that i talked about earlier is about the size of the school board there is a direct correlation between the scoreboard use and size with regards to it being a revenue share there are districts that have added scoreboards similar to the ones that we're looking at that are pointing six figures of revenue uh additional revenue to their district offset costs so mr porter and i had discussions um we talked to deanna about this before he left mr wilson um and mr crowe mr casello about the fact that we could utilize our scoreboard to generate revenue through advertising to help us offset some of these costs that we see up here but also to give us a funding stream as we think out
058of it we know the turf that we've added to the district uh has the life expectancy of 10 to 12 years uh as we maintain it you know we have to have we got to be thinking you know constantly thinking forward and being prepared for when those things become obsolete need to be replaced money from that revenue is generated could offset that and pay for that so that would be money that would be coming out the pi money would be coming out of the general fund we could be allocating this revenue strength to help us with the outdoors as well so i think it's really important as we look um at our scoreboard replacements that we continue to be creative and innovative and utilize those enhancements to meet our strategic plan to meet our physical
059management strategies that we talked about earlier to help us control those costs and bring in revenue as we stated in our strategic plan that was before so we're looking at that as a really new source of revenue generation that we haven't been able to access as well in the past because our board doesn't have capabilities to do that so that's pretty exciting uh another piece of what uh as the director of business operations that i'm in charge of overseeing uh with the support of mr koskolsky and her team in the transportation department is the fleet replacement plan that we have again going back to our rationale that we had at the beginning i need to have short-term long-term planning to make sure that we're budging for these needs so that we are having unforeseen cause
060we did purchase a new pickup truck this year that was 15 years old to replace the one that was 15 years old we sold that truck to help offset the cost the replacement cost for the truck was about 42 169 as we go into next year we're looking at replacing one of our box trucks that's 23 years old almost by time that we purchased it so that's a pretty good you know thanks to our transportation department our mechanics keeping our vehicles uh lasting as long that long you know we'll make that investment as we use those trucks for a variety of material handling and moving of our satellite food into our kitchens from the high schools to do that for our elementary schools as well and the addition here at the end what we added
061would be the need for our dump truck to be replaced um which is very important to our grounds crew uh particularly plowing and salting and as we update things throughout the year in our campuses with regards to the mulching dirt and so on and so forth that's a very important truck to our cross crew so we've added that on just again to keep that rolling to make sure that we're budging and planning for future costs that we will need i'm happy to answer any questions from board of education if there are referring back to the fiscal year 26 basically july 1st 25th of june 26th the science room renovations that mankind i don't that's a costly item but it's the most directly relevant to our core mission which is of course the quality of teaching
062is there a possibility that grant money sponsorships or some other resource could maybe move that up in the picking order because that just seems like such a a wonderful priority particularly given the rapid changes in technology that i'm sure he's really interested about next but that was one thing i think you know those are discussions that we have constantly i think that's the advantage that we have working with experts like taylor consulting to save money on our roofing products on our years um as well as we'll still manage to find ways to cut costs so that we can stretch our dollar we've talked to mr lynch and i as well as mr porter and how we get their thing collaborated together to realize use resources and maybe think outside the box to find funny fun
063it's cost savings that we can then supplant things and do things sooner rather than later and as well as you know i think going back to the additional revenue sources of advertising which was free of lighting and seeking and you know relationships that we have with companies like uh that are local the mentor would be willing to help support yes and you might not know the answer um the new source of revenue you mentioned the scoreboard any clue how much so i'll give you i'll give you i'll give you extremes so i'll give you a range uh we've heard numbers in maslin uh as high as 800 000 a year um that would be obviously the far right extreme and we've heard as uh smaller school districts much smaller than mentor schools that don't have
064the success that we have both as a community and athletically you know in the hundred two hundred thousand age so i think you know those are those are goals that we'll be working to shoot for or somewhere as you know i'm very competitive and you know want to find those additional ways to match those things and bring in revenue so that we can do more with less cost to our tax dollars in our community we'd be looking for next week see no other questions i will turn it over mr lynch we want to go back to that technology plan keep it on that one give us one second here perfect thank you for giving me the opportunity to talk a little bit about technology in our district before i get started talking about the numbers
065um i do want to go over a large change that we are making in our district and part of the realization is a result of the pandemic that we just went through in march when the pandemic was came on we wanted to make sure that every child had a device at home and could access the curriculum and so we did everything in our power to make sure that at that point every student in the better schools had a device to take home and in planning over the next 15 months we realized that in order to sustain this long term we had to look at possibly making some adjustments in our devices and at what grade levels those were being used and so on the left up until uh two weeks ago actually about a month
066ago you saw our current configuration which were kate second grade had ipads three through fifth grade had chromebooks six to eight had ipads and then nine to 12 had macbooks and what we in order to sustain the take-home and allowing our students to have devices k-12 at home even over the summer we needed to make some adjustments and you saw on you can see on the right the adjustments that we have made which is k-3 will now have ipads four to eight chromebooks and nine three twelve will keep the macbooks and i'll explain a little further on with the presentation how this is going to help us so i always like to start with the big picture and then kind of drill down and so this is an overall representation of our five-year hardware projections
067in the district so this takes into account everything that you saw on the previous slide with regards to the ipads the chromebooks and the macbooks and on top of that it also takes into account every other technology device that we have in the district so that includes things that you might not even think about like access points we have over 650 access points in all of our buildings and so that gives a seamless transition as someone walking through the high school they would never know that their device is going from one access point to another because you just don't even think about those things and every six years we need to replace those access points and so this five-year projection takes a look at every piece of technology not just the physical ones that we
068see on a daily basis like those devices but all the things the network racks and all the other things that help us run that technology on a daily basis and i guess the most exciting thing for me to share with you tonight is that because of that shift and that modification from my report that i gave to the board of education last june we are able to we are projecting a 921 000 savings from the technology budget over the five years because of that one simple change of being able to take our devices and use them for the years for example when we were only using bypass for three years and not the full four we were using a year of life on those devices we were taking the chromebooks and we were cycling them
069over and not using them for the full five year cycle and so by those changes those simple changes um we were able to save the district 921 over uh the five year forecast here you can see in the left-hand column um to the right so i'm sorry to the right to the left of the red is last year's when i had shared with the board um those numbers and um the new numbers based on the budget projections from tonight's presentation so you see the big picture and now i like to break it down and get down into the specifics so this first this first slide here shows the high school device projections and so this is based on our enrollment for each of those years we do replace macbooks for every incoming freshman freshman they
070do receive a new macbook and they hang on to that macbook for the next four years the great thing about using the macbook is that the macbook holds its value very well and so consistently we are getting close to about a 35 to a 40 return when we sell those macbooks out at auction so we're able to take that money from there and reapply it for the next purchase of those devices i'll also on the bottom two areas so you can see the five years for the students and then again um one of the things i give a lot of credit to mr woodworth who both him and i work together uh overseeing the it department and over the last two years we have made an effort that no device in our district we have
071put every device and i'm not just talking about a macbook and an ipad but access coins um everything else that helps us run the technology department in the district is on a four five or six year cycle and so the reason that is very helpful is it allows us to focus our energy on taking care of the daily issues and not dealing with bold outdated equipment and so as we have done over the last two years every single component and you'll see not only devices but when i get towards the end of the presentation all of the other equipment is on that five-year cycle and that includes staff macbooks and staff ipads which you see down below here this is for the high school staff and so those will be replaced in 2024-25 chromebooks and
072middle school devices again chromebooks were extending out a little bit further in the sense that they are going to be used for a full five-year cycle um when the kids receive them in fourth grade we'll keep them until they're in eighth grade um and again we had to do some minor adjustments and then we're gonna have a larger purchase in 2022 and 23 two grade levels in order to make up once you get a chromebook past its fifth or sixth year that chromebook can no longer be updated that's critically important for us as when we're doing state testing other information we need to have updated devices and so we had two in 2022-23 have that expert edition for another great level you can see staff computers which are again macbooks for the middle school teachers
073we split those between we have those in 2023 and 2024 as well as the ipads being purchased in that same year and then finally elementary devices and these are for our ipads and you can see the cost of the case as well as the ipad costs and the five year projections based on our enrollment figures and the replacement of elementary staff which is going to happen this coming school year the 2021-22 school year as well as the ipads the following year for those elementary staff members and then this is the on the list of the other things again we think of technology in the district but these are all the other things that we have to consider from secretary's computers to nurses custodians food service all of the other folks that we also have on
074a five-year cycle to also have those machines replaced the other thing i'd like to touch on as i do every year during this presentation is a furniture plan five years ago six years ago we received the straight paint grant that straight abram allowed us to do what would have taken five years at a high school and do it in one year so we were able to redo 60 classrooms as well as redo the hub and digital learning labs in one year's time so it really accelerated that but we also wanted to address the needs of the middle school and the elementary students as well and so five years ago we put a furniture plan in place that addressed the k-8 furniture so that we could also update that plan and so we are completing the
075fourth year this summer second grade classrooms across the district will all be receiving new furniture new technology in their classrooms that is actually all that furniture is being delivered to our district next week and so our five-year projection takes us to next year over the last four years we have committed that the fifth year next year instead of doing just one grade level we would do two and that is going to involve all kinder kindergarten and first-rate classrooms in the district and you can see the cost associated with that and then what we will be doing the following four years is revisiting the middle school classrooms and then coming back to the fifth and fourth grade classrooms where at that point you will start in nine years previously i just wanted to show you just
076a couple of representations of some of the elementary classrooms a couple of fourth and fifth grade classrooms in the district um that have been renovated and updated spaces as well as if you're familiar with shore middle school this used to be an old weight room and then it turned into a storage area and we used some of our middle school funds this past year to turn it into a learning space and you can see the difference and it was great on a daily basis to see staff and students at shore taking advantage of this space for both technology and furniture i really like to focus we focus in on these themes so how can we make sure that we are being as efficient as efficient as possible using the technology when mr woodworth and i
077came into the position a few years back we had thousands and thousands more devices than we had students and staff in the district and so what we have really tried to do is to get a handle and make sure that we know that every device is accounted for and is being used by somebody a student or a staff member in our district and so technology efficiency is something that has been our focus over the last couple of years as well as equity it is very important that we are we are one district and so we want all of our students and all of our staff members to feel as one district we don't want one school to have more than another school and so equity has something been something that we as we have emphasized
078across the district in my bright lights presentation i'm going to share with you briefly which gives us feedback on technology i think you will see that according to our parents and our staff members and our students we're doing an okay job with that and then i always this is something that is near and dear to my heart i really believe that space matters where our students and our staff spend their time each and every day matters to them and it matters to the job that they are doing and so i really appreciate the board's continued commitment to emphasize that point that you two believe that space in space matters so before i move on to the bright bites presentation i would certainly welcome any questions around technology or furniture options that students have is such
079a it seems like a small thing but it's not to a student some kids need to move about a little bit other kids like different levels of points of view in their classroom and from my observation it has made a wonderful improvement in giving kids a better sense of place and makes their learning go more i think the planning helped position us to deal with the coded situation and i think we appreciate that planning mode yeah mr lynch i over the years that you've taken charge of this area i recognize the excellence in which you short time in which we've moved to this point and still moving forward thank you i certainly appreciate that so seeing no further questions i'm going to have mr gatsby slide us over to our bright lights presentation which i
080think that backs up and talks a little bit about how technology and learning is going in our industry [Music] um [Music] you guys can talk about this when we get done talking and we will leave i'm sorry but can we please talk while we're here we have my channel did you get a copy of the agenda i don't care about it [Music] learning survey is a survey that we've been giving in our district since 2010 i apologize sorry it was um it's been it was administered in 2014 for the first year and then for the following five years last year's last year we administered a different survey because of the pandemic and we're able to use some of those results to make adjustments this past year we went back to the the same survey that
081we had given in the previous five years and so on here you can see the survey numbers um for this past week when this was administered we had over 3000 students in grades three through 12 take the survey 986 parents in our district completed the survey and 412 teachers which is close to 80 of our teachers took the survey which was a great result from all of those groups the tech and learning survey is broken into four areas those four areas are classroom access skills and environment so as the parent or as the student or the teacher takes the question each question they fit into one of those four areas i know it is hard to see but up in the upper gray bar you can see that each color represents an area so yellow
082represents proficient green represents advanced and blue represents exemplary so our overall score as a district is 1123. so that is our overall score and that's going to have some eating when i show you the next couple of slides i do want to point out that this bright bite is not something that we just did as a district over 11.2 million students um not just across the country but there are it's also in fiber states i'm sorry not just across our country there are five or six countries of other countries that also use bright lights 2700 districts and in 47 states who have used the bright lights in some capacity so where that 1123 as you see on top starts to make some sense is this highlighted box which is all of tech and learning and
083so this is all of those 47 districts 1.2 i'm sorry 11.2 million students who have taken it and it kind of goes over the number you can see the overall score on the left there as it compares to the bus and mentor at 1123 reminding you again that yellow is proficient and green is advanced in the state of ohio you can see for the districts who use the tech and learning in the state of ohio and then here you can see our score for this past year which is highlighted down below you can also see all of our past scores and i'll show you a trend graph in a second that will highlight that i do that score that's crossed out there back in that year ridge middle school at that time are making some
084major shifts and so all of the other stores on here represent our entire district that one score just represented it was the second time we gave that assessment that year so i kind of just scratched that off and i just want to quickly run through just a couple of the questions just to give you an idea of how the bright light survey works so this was i thought an appropriate question um for this year of teachers asking students to collaborate online with classmates and you can see this is how teachers respond to this so forty percent say they do this at least weekly and then you can see the other numbers there the nice thing about bright bytes is you can also look at trend data and so looking at this trend data you'll see
085the paint all the way over to the left is uh six seven six years ago in 2014 where we had probably close to 60 saying that they never do it and you can see where that never has gone down to this past year and so you can see our growth of having our teachers having students collaborate with other students online and i thought this was very interesting which allows and takes a look at the same type of question but this is how students answer students are asked to collaborate online with classmates so they're answering this and over 62 62 percent of students said that they do this at least weekly and then you can see how that portrays going down and then you can also see the results um looking at it historically as well
086and again i like to focus it on the extremes of how many are doing it at least weekly or never and you can see how those trend up for at least weekly and how those are trending down forever this is for that 11 23 sport so all the way back in 2014 you can see where we were at there all the way up to our current score which shows again a nice emphasis in our district this is our straight a grain from this point to this point when we receive the straight agreement and then you can see our consistent growth following that as a district the one thing i'd like to highlight on this chart is over on the left hand side you see all of our schools you can see their number and they're
087all green which means they're all following in that advanced category and then you can also see from the last time that we gave this assessment in 2019 every single school went up i will say the mentor schools online is only one without an arrow but that's only because it was the first time that we gave the assessment this past year to those students but you can see the range is very very close amongst all of those schools and when we talk about how we as a district i think that is something very important that i think according to our teachers according to our students and our parents we are close to achieving when it comes to instructional technology just a couple more slides finally i'm taking a look at this information the nice thing about
088bright bikes is they they can take that information take questions and how they were answered this has to do with access our teacher access to devices their feeling about the network and how consistent it is um being able to have students to be able to have access to devices as well and you can see those percentages which comes from the way that students and teachers answer the questions this final slide just goes over professional development and again i think our curriculum department does an awesome job of providing professional development in these technology areas and so it just shows you how we are from proficient to a lot of advanced as well as exemplary areas and how our teachers report their comfort level using these skills so my final point i would just like to mention
089about bright bites is we are we have invested the last year um we've done this bright light survey for six years but we have like the results and like working with this company we are now moving to using bright lights uh for a daily dashboard or we were able to take information from infinite campus as well as some of our other programs like igrading and renaissance bring that data all into one system be able to have it analyze our students attendance their grades behavior those types of things and to be able to put that all together to help make sure that we're providing the best education possible for our students so i look forward to our continued use of bright lights in the future at this time i would certainly welcome any questions one of
090the things that we notice is the consistency and the quality of our i.t department provides so we get notices of emails down where there's some sort of a system-wide problem and how quickly it's remedy their efficiency and letting people know what's going on i can see the tremendous metamorphosis over these last 25 years from when the internet was brand new and we depend on it and so having it be reliable is so valuable and i can't say how much i appreciate the iot experts thank you very much i really go back to our five year plan and making sure that all of our equipment is up to date mr woodworth our entire i.t team make sure that we are up to date so if we do have network issues there are short interruptions and so
091the infrastructure of our school district is strong don't scare me i want to thank you mr lynch and mr wade for the this this ends our special reports for the board of education we really appreciate what both of your departments have done this past year thank you [Applause] all right next we have legislative report mr tuttle thank you the ohio senate announced new school funding the senate finance committee released its version of substitute house bill 110 the biannual budget for fiscal year 2022-23 senate president matt huffman chair senate finance commitment committee senator mack dolan announced the changes that largely impacted k-12 education by removing the fair school funding and inserting a new plan that includes a different methodology to calculate the per pupil based cost amount which is six thousand sixty five dollars fiscal year

096cover all of the report that i've issued uh house bill 303 introduced by rev swearington from euron to allow students including those attending career tech schools to use a driver's education course towards graduation requirements to establish the student's pathways for career success grant programs to permit career technology schools to use remote or digital learning to require the state of ohio to create a program that establishes financial incentives for ohio businesses to provide work based learning experiences for students enrolled in career technical education programs and required joint vocational school districts to be included house bill 322 introduced by rep don representative don jones of freeport to prohibited the state board of education from adopting model curriculum regarding certain concepts of race and sex in public schools prohibit school districts from teaching instructing or training certain concepts

100is on november 8th 2001 like this year it will be in columbus um i'm just gonna share some of the innovative programs that they mentioned the newsletter um one of the one that i really liked was the ap physics students at avon like lake high school showcased their student achievement by designing a pendulum for installation in the school library the 30 foot tall clock rolled pendulum will be installed in the library steeling requiring renovations to the space so since we started talking about the ap today i feel like this is this is a very good if if we can think about certain ideas surrounding like how anyone like have made high schools doing it if we have our district any teacher any ap students having ideas and want to do something like this not exactly
101like this uh translation to unlimited topics um and these are some of the articles that they mentioned uh licensed clinical social worker christian estrella and psychologist quan stanton you can write that playing foster's feeling and playing we're talking about a physical play not a game or on a video game or something um it fosters healing self-expression and well-being for children so it's important for them to re-engage outdoors as the phantom internet may need to be tied to electronics for school and socialization decreasing electronic use allows us to reawaken our imaginations and opens our mind to the different possibilities that can only arise when we are born with that i'm going to move to their concerns over student mental health during the chronovirus phantom which has led to new initiatives and programs aimed at helping schools
102provide more mental health support so the national center for school mental health is preparing to offer classroom wise which is a free online course for teachers and school staff to learn how to support student mental health so if any of our teachers or students want to pursue this opportunity this is completely free um each month's always-based success provides us research brief in the june edition the topic research was how restorative practices help girls of color the use of prestigious practices such as community circles in the classroom benefit female student of color and can boost their health well-being and academic achievement according to the study by researchers and initiative on gender justice and opportunity at georgetown law center on poverty and equality these are some of the findings i'm just gonna [Music] relationship with peers and
103family sense of safety and positive school climate social emotional skills mental health resilience and empowerment the report recommends that schools use restorative practices to reconnect students returning to school after proved closings use registrative practices to eliminate health and education iniquities implement restrictive practices across all grades and restrict use of material tolerance and other creative discipline practices and i know we do not have a lot of students of color especially girls but i feel like we need to we need to think more about it since we have very less students of colors we know that girls of color face higher rates of trauma exclusionary discipline and detachment from school than their peers and restricted practices are a pathway to strengthen marginalized world's connection with teachers peers and receive the compassion of support they need to thrive
104as being said by rebecca epstein who is the executive director of the georgetown law center on powertrain equality and that finishes my site any questions upon us moving on to financial officers report and recommendations thank you mayor president members of the board i present to you items uh seven eighty through h i will just mention uh the only not everything is item h um we are required by law to issue a bank depository agreements once every five years and this resolution of this is the ball rolling on that the process mr buckland yes this is a sign yes this is jessica yes mr tucker yes mr spring yeah do we have any unfinished business and the new business next we will have hearing the public and this will be on any item i will remind
105you whenever comments are limited to three minutes and please address questions to the president and please step up to the podium uh thank you alive on station street and i'm here to discuss vaccines and mass and whether the men or high school ward and school systems aren't going to endorse any of this stuff and take a position and i'm going to tell you how dangerous that is i have seen older people terrified by this coronavirus which has a simple cure okay hydroxychloroquine dr weiss was treated used by endocrinologist he's treated people with diabetes they got better with two doses of of war queen in 48 hours okay hydroc rock support queen has been named by the world health organization as a ballet cure or treatment of coconut no one in the world has ever died
106of that hasn't had a doctor's prescription of a doctor's designated dosage of unreporting okay now to the vaccines fact people have a right to say no to vaccines my body my choice right okay so i'm so thankful that you are not forcing people to make a decision between their job and the vaccines however i don't think that that's enough in fact none of the vaccines can keep me safe from cocaine i have run into hundreds and hundreds of older people in my business that think that the vaccine is going to save their life from cochlea 65 percent of little cases are people who've had a vaccine my daughter who is a nurse practitioner is one my son is another there's been numerous at breckenridge uh grace woods and willoughby a big breakout over there after
107being vaccinated this is not something every once in a while this is regular stuff okay 65 percent of new cases are vaccinated persons in fact you have a right to inform consent and so if you haven't done enough research here and i know you folks do other things i do do i run a little business but if you go to the beer site v-a-e-r-s it's on the back you can do it i was gonna have somebody do it tonight you'll see that there's been 149 252 extremely adverse reactions in the first three months this is a picture i took on the back there of my computer that i looked up on my march 31st okay in fact they had 202 990 deaths in the united states in the first three months and by the way
108this vaccine reporting system has been engaged for over 40 50 years and they estimate that these numbers are one-tenth of the actual because the doctors typically see they don't report mr bible i'm sorry well i waited here an hour and a half [Applause] do you have a do you have any uh disagreement [Music] [Applause] you're done i'm done [Music] thank you so [Applause] hello my name is annie payne and as a resident of mentor i have lived in manor almost my entire life my brother has a business and my dad has been coaching um football and better for 25 years my whole entire family has always adored men i loved better school so much when i grew up here that i couldn't wait for my children to go to better schools however when the decision
109was made last year to enforce master on students k-12 we made the choice to remove our son from the district and use traditional homeschooling methods to teach him to give you a little background about why we did that we have hyperhidrosis in my family so it's a genetic makeup that causes us to sweat more than the average person this actually puts us at risk of dehydration and creams my son's doctor recommended that he should not wear masks but also said her hands were tied since their policy was not to write medical exemptions due to online options provided by the schools we had them enrolled in a school in school until a couple weeks prior to the start when the rule was changed to require all students to wear masks it was too late at that
110point to change to online remote learning so we did what was best for our child and pulled him out this was a blessing in disguise for us because he has excelled tremendously however many parents simply do not have another option and it is unethical to require children to wear masks especially when there is no longer abandoning to back this kind of regulation the vaccine is still only under emergency use and has many possible serious life-altering side effects as reported by the cdc and the bare system such as heart inflammation blood clots and death to ask parents to make a choice to either have their kid continue to mask out or require them to have a vaccine is simply unethical and unjust that decision should lie solely on the parent's shoulders there is no longer a
111mandate in place to require schools to maintain the mass regulations it is up to the parents to determine what is safe for their child and safety looks different to everyone that decision shouldn't be anybody else's but the parents and their child's doctor you are quite literally requiring children to display their private medical decisions on their face you are adding undue [Applause] and labor health issues for our children it is not right to discriminate or punish those who do not get a vaccine by enforcing a mask upon their face i'm here today to voice my concerns as a parent and taxpayer of number schools we are here to speak up for those who feel they have no place part of the board's initial statement says that together we will ensure a safe learning environment together meaning
112the board and the parents who pay taxes to elect officials who are to uphold these statements [Applause] may be extremely detrimental to my child's health not only can masking affect my son's physical health but several studies have shown how they can have negative effects on our children's mental health but shouldn't make my concerns for my children any less valid if the vaccine works than those who want their children to have it may choose to allow them to have the injection excuse me i'm not done i have like i have like 35 okay and it's written so i'll be quick but i'm going to be concise so if someone doesn't want the vaccine for their child they assume the risk of getting coveted that decision should lie only with the parents of the child not with
113the board or the superintendent as should the decision to have their child in advance i know this year has truly been hard on everyone i'm sure you guys as well i have complete empathy for those who have been put in the position of power to have to make these very difficult decisions that may affect others in different ways however as a nation that has been so divided this is one less thing that should cause us to be separated the data is now available that backs up our statement to remove mass and remove the mass regulation completely regardless of vaccination status the data that the lake county general health district has provided shows how minuscule the risk is for children right now to have coveted or have complications from covenant i'm simply asking that you put
114the power back rightfully so in your parents hands to make the choice if their child should or shouldn't wear masks the lake county general health district most recent joint interim guidance and recommendations even state under the number two that starting june 3rd 2021 these are optional recommendations over the summer since they are optional these decisions should be made only by the parents of the children and their doctors in closing i'd like to remind you of the oath that you all took when you became board members it states that you swear to support the constitution of the united states and the constitution of the state of ohio i believe you need to allow parents to have the freedom of choice when it comes to wearing a mask or receiving an experimental vaccine for their [Applause] good
115evening my name is amanda alfie and i'm the mentor resident i have two children that attend the mentor public schools i attended mentor schools as well i was a proud graduate of meadow high school class of 98. as a cardinal alum mentor taxpayer and mentor parent for the past five years i have a significant stake in the decisions that the leadership in this district make over the past few weeks we as mentored parents have received mixed information from mr hammond and mr porter regarding covet protocols for the 2021-2022 school year taking into account the most recent information from mrs reporters video this past friday and from information he gave us directly as parents i am here tonight to express my extreme disappointment the masses may continue to be required for some of our students next
116year to acquire them is not legally or medically appropriate regardless of the age of the student or vaccination status which this district seems to want to push on our students are authorized only for emergency use and therefore are considered experimental homes and data as it pertains to our children or cite information about how masks can actually be harmful to an otherwise healthy child but i'm sure you've heard this information what i want to express to you is this it is not your choice it is not your choice as educators to make medical decisions for my child [Applause] and it is certainly not your choice to require that my child be injected with the shock for which long-term medical data does not exist thank you [Applause] [Music] [Applause] because of the decisions that i make on
117their behalf so i am petitioning as a parent as a taxpayer and a voter that when our students return back to school in august it is the decision of this leadership that masks be optional period many other public school districts in ohio have already made this decision and i would gladly provide you with a list of the ones that i am already aware of among those in northeast ohio are willing to eastlake riverside north royalton avon and brunswick finally i would like to point out that you do not represent governor dewine you do not represent the lake county general health district you represent us all of us that are here tonight will continue to hear from us and see us until the decision is made that masks are optional for the 21-22 school year [Music]
118one of the reasons that we sent out the most recent video was to play a clip from mr graham because he has high confidence if you watch the clip that we will not that none of the districts in lake county will need to wear masks that is my hope my hope is the same as your hope that we will not have to one of the reasons we play that is to show that we you know we want that same thing to happen so we have been following the health district's advice and that's why we played that clip because we wanted to where's your map [Music] you're going to continue to follow the advice from the lake county general health district um but i am very hopeful as is mr graham that we will not have
119asked at the start of the next week [Music] what kickback are you getting from the vaccine [Music] hello my name is emily smith [Music] and i'm a lifelong mentor resident my husband and i settled him out 20 years ago after getting married because we wanted our children to attend the same great schools that we did this past year has been so very difficult on our children michael just started middle school at memorial and was only permitted to attend school two days a week which was on different days than her two best friends how do you make new friends when everyone's faces are covered and you are constantly reminded to stay six feet apart she ate lunch by herself until january because seats were signed on the second day of school and she hadn't met anyone
120yet the other three days of the week she was stuck at home on a computer screen while her younger sister was permitted to attend elementary school four days per week we were thrilled when they were brought back in four to four days a week in january my daughter's mood was suddenly improving drastically being 12 and home alone on a computer three days a week is not healthy for any child children need socialization and to be around their peers at this age the masks and distancing needs to go away middle school is hard enough on these kids they need the opportunity to be social make friends and see each other's faces to most middle and high schoolers friends are the most important thing in their lives in the fall there is talk of requiring masks for
121those children not vaccinated you're creating more division among our children with this requirement children will be separated based on their vaccination status and some will be picked on whether they got a vaccine or they didn't deciding to get the vaccine is a very personal choice within each family a school board should not be pushing any child to get vaccinated or offer freedoms if they do choose to get vaccinated wearing a mask should be up to each family if a family feels more comfortable with their child wearing a mask to school that's their choice if others do not want their children in a basketball day this should also be their choice as a parent it should be up to me what my child puts into their body or wears across their face we don't know the
122long-term effects of masculinity on healthy children or this newly released vaccine the vaccine is being pushed for all people with no long-term studies being completed on what about those that have already had code why would they need the vaccine they already have immunity and have already survived this disease i know you are all in a difficult position trying to please both sides throughout this past school year but the state has removed all health owners we are no longer in a state of emergency going forward the decision on how we handle our children's health should be left up to the parents based on the data of the lake county health department there have been zero deaths in children ages 0-19 from copen 19. our children have never been the ones suffering from this disease they were
123being masked to protect the adults in their lives and with over 80 of adults over the age of 60 vaccinated in lake county we no longer need to rely on our children to protect the adults please give our children back their childhood give them back their friends give them back smiling faces give them back fresh air to breathe [Applause] good evening board my name is anita pilari and i am a resident of manor i have three children that attend mentor school i'm also the owner of my kids child care that is located in mineral ohio we currently have 50 school-aged children that are enrolled we were the only daycare center for the first month of closure that operated under a specialized academic license so i do understand where you're coming from when you have to
124make these decisions i just wanted to share how difficult it was on our children that were in the facility when schools got shut down in march and only the essential employees children were able to attend our facility those children that attended there were only allowed to be six per classroom we had to keep them separated and on top of that they were now required to wear masks these children that were not required to wear a mask attended our center from march throughout the summer and also when they were not provided electronics to finish off their school year so we had to go and get this for them they obviously did not have enough for all the school ages but we assisted the families as much as we could um when the otgfs our licensing agency
125announced that we're going to be reopening uh in june that's when the meeting of the mass came into place and now imagine a kindergarten or a pre-pre-k student that is about to start their kindergarten year at the end of summer being with all these children in the same environment all of a sudden has to put a wrap over their face because now that is new preparation for school these children their hands as often as we send them to washroom do not come in with enough masks to replace them it is something to condition that we would have to get on top of that a lot of our children come as early as six or seven o'clock in the morning and are immediately masked we transfer to five different schools and one of the schools does
126do pick up at our location these children are together when they're at the center some of them were their masks from as early as 6 or 7 am until the closure of 6 pm i have pictures of some of the masks of these children when they get on my bus and it's all brown by their noses some of [Music] they don't use it appropriately as as it was intended they're just not developmentally prepared to keep it over their faces and i'm sure you have witnessed this in schools and i'm sure your staff has reported to you where children are moving them under their noses or keeping it on their chin so as a parent of my three children and all the other children that i represent that attend my kids child care i just wanted
127to share that with you and ask you to change your verbiage from [Applause] [Music] and all of our children are extremely excited and choose not to wear it thank you winter one has graduated last year my other one will be a freshman next year he does have asthma so the first part of the year i did have him on the online schooling because of his asthma wearing the mask that makes it difficult for him to breathe but while he was on the online schooling his grades drunk he was always an ap student but when he started the online his grades dropped so he decided to put him in the second half of the year and his grades did come up now i'm not saying that's for you know that every kid that was on the
128line that their grades dropped mine did i chose to put it back into school which yes that's where our kids need to be our kids need to be in school they need to be in front of the teachers but there are a lot of kids that have health issues like my son and it makes it very difficult for him to breathe and because he's worn it for the last six months his breathing has gotten worse i've had to take him to the doctor because his breathing has gotten worse because he's wearing this mask breathing in the same air all the time it's not good for them it's just i just don't i just don't even know where to start i'm just very bothered it should be optional you guys shouldn't four cents and when you
129guys sit there and say if you're vaccinated you don't have to wear the mask if you're not vaccinated you have to relax well you know what it's that's not your choice that's my choice and for and it's pretty bad because you get to talk about memory it doesn't do bullying well how much bullying do you think is going to happen when people are segregated you haven't been vaccinated i can't be around you so it's going to cause more problems and more bullying and that's what we're trying to get away from we don't want this for our kids we want our kids to be in school we want them to get the education that they need when i first moved here from illinois everybody talked about how great medical school systems work and i was excited
130to have my kids in their school systems at this point i want to take my hand out of my stress that doesn't recommend or suggest that he should wear a mask or he should be vaccinated because that's nobody's decision but my own and with ukc and it's recommended if they're not vaccinated that they need to wear a mask then you're segregating them we're going way back in time [Applause] anymore i own my own business i don't need people that come into my business i make it an option if they choose to wear it that is perfectly fine if they want to wear a mess and that makes them feel comfortable but i don't manage it i don't think it i i don't force it on anybody and you guys should not be forcing it on
131our kids [Applause] right you know kindergarten through 12 year olds don't have to wear a mask at all but 12 year olds and older depends on if you are vaccinated if you're not vaccinated no it should be k through 12 no mess [Applause] uh good evening mr porter my name is teresa simon um i am a resident a mother of a 2007 graduate and a current mother 18 years apart of a soon-to-be 8th grader [Music] and um i will say so i've lived through a few boards in my long lustrous career as a mother and you've lived rent free in my head for a few days and it's out of fear and i'm looking at these wonderful parents that seem angry and seem mad but i think you're handling this mishap in this situation and
132i'm going to say this in earnest i would hope to see [Music] i've spoken to ron graham he has a lot of integrity and a lot of knowledge and he is responsible for a lot of things opening up in lake county and in the city of melbourne the video clips that were presented at the end of the school year between you and then a shot of a clip with ron graham there was a little bit of disconnect and i think that's where things weren't arrived with me i was paying attention i'm going to tell you your first mistake and i hope to take this sincerely our children are number one everyone else [Applause] [Music] we went through this with you this pandemic we endure those days at home okay um i have a child that
133is both my children are fully vaccinated i've never been vaccinated in my life due to a family history of vaccination injuries any unnecessary my very pro vaccination daughter or doctor i should say will not entertain injecting any other inoculations into my 13 year old daughter unless it's extremely necessary um and we're talking life-threatening injuries from vaccinations in my family the enticement of not wearing a bass on the basis of giving a vaccination scared me you scared me sir [Music] when it's 90 degrees and i have to beg her to take it off because that's how she follows your commands i can't get her to take it off it set her back a year this year for pandemic with facial recognition [Music] with reading her friends and if i don't get her vaccinated there is even
134a small risk that she won't participate in drama or a sport or a class function without help now you know why you have free rent in my head the past week and a half why all these five people are scared you should have never offered no mass with the enticement taken a vaccination that is almost as insulting as the [Applause] of the people scholarships here representing it makes me sad [Music] i would like to see a meeting of parents concerned parents and the board of health i think having a genuine conversation a meaningful conversation before the beginning of the next school [Music] [Applause] [Music] year it needs to happen it has to happen i think we need to alleviate this in the most emotionally intelligent way possible you have a lot of people with hurt
135feelings you know what makes people angry fear fear makes people angry i'm shaking i'm in so much fear of what these future children what they've gone through and what they're going to go through and that's that's i hope you take my word seriously and i i i look forward to an email from you sir about a general meeting with ron graham and others [Applause] do uh i had the pleasure of actually talking to mr porter on the friday weekend i appreciate you calling me back after the trump secretary uh and then one thing i do want to ask is for mr graham the video that was part of mr porter's uh video um when mr graham was talking he was he saying no masks whether vaccinated or unvaccinated thank you for asking that i took
136mr graham's comments to me no for the fault no masks for anyone and i took i took it to me regardless of vaccination status i believe everybody else will take it that way it might be an error on my part that i assumed that um but that's what i thought he was saying regardless of vaccination status he what he said was don't max because the bad scene will be available for 12 and up by them so that's like you guys said kate k through 12 don't have to wear it but 12 and a half did but that's where they did [Music] and that's where maybe the communication got a little dislodged that was meant to be for the summer program because that's exactly what happened that's exactly what i understand that i'm going to make
137a statement at the end that i hope will help [Music] [Applause] [Music] [Applause] [Music] right i did say that and that's for the summer programming that's going on right now um and there's not i do not want any of our adults asking children [Music] yes that's for [Music] in terms of middle school high school that's that's age correct correct so if right now our vaccine is available now for 12-0 the parents wanted so if that's the case now then basically agents woke up there shouldn't be no issues with that because if the parent wants the vaccine now they have a chance also any teachers or staff members are scared to death and i do know there are some i understand but they're not scared and they decide not to get the vaccine you know it's
138available to them that's their choice just like it's our choice but not to get our kids back so basically i don't want i hope there's no so basically right now you should be able to say since the vaccines are available 12 and up that middle school high school right now should drop the backstage according according to mr uh graham's latest information that would not be true for 12 tonight i'm hoping [Music] a parent right now has the time has a chance to get the kid back something their skillful day right and any teachers that know how to get that vaccine instrument right now so you got enough time until august 21st wherever that day is the first day of school if you get to get to get your own vaccinations you're scared to get your
139kids accidentally up so right now you should be able to become things you should be able to say right now that age is spoken up that's [Applause] um thing is are you saying that districts like willoughby's lake riverside kirkland are not facing the lake health county you know because they're they've dropped investments you know you're kind [Music] [Applause] my understanding was kirtland [Music] it's like it seems like you're kind of funny [Music] there's no guaranteed [Applause] [Music] [Applause] okay [Music] [Applause] [Music] and act like an adult and quit shaking your head and disagreeing with everything that everybody is saying your face get right through your smile right there you keep like [Applause] you need to stop mr porter on the friday weekend and the other thing i think i asked him is you know the
140role of critical race theory in our schools [Applause] the good news is [Music] those are blm social justice and systemic racism those three things cannot be persuaded thrown on our kids with other races but i will say this my ap 11th grader is submarine 16 16 total debates or speeches by all african-american authors now some of them are very good people like booker t washington is a very good person there's also some by flat out marxist writers like wd boy spoke the carmichael and malcolm x he has to read three from those three people i don't think he would ask i mean if i'm wrong please don't would you guys ask our students to read my confidence my point is i am very worried about that kind of stuff and my 11th person [Applause] that's
141a huge problem i do also this past year one of my sons with a source used in his class was by an author who has a background pushing sustainability racism historically into a away and see things tesla but the author had a very important i had a point of view from systemic racism and social justice and i have no idea why that stuff is being put on our students [Music] [Applause] [Music] eventually all these stupid companies met the need and they donated money to it if you'd have donated money to the racism who got the check think about that who because the cellular gradient is just an idea of a whole ton of ideas so i i'm begging that blm social justice systemic racism conspiracy race theory that stuff cannot be brought to our students
142[Applause] i am worried about that stuff and i know it's not just mayor there are other dishes [Music] we have no plan to recommend adopt or teach critical race theory the 1619 project or the 1776 [Applause] [Music] standards um also i can picture you [Music] you know [Music] those ideas [Applause] didn't that hi everybody my name is [Music] um i recently became a field commander for a marching band um i'll be a senior next year actually i'm becoming a senior um i've become a field commander of about 200 maybe 50 plus students and i think it's ridiculous that we are forced to wear masks [Music] especially for um people who have not been vaccinated it should be an option it should not be forced especially by people that are not your parents as a student
143that that is ridiculous it should be your parents option or a mutual thing between you and your parents and not your teachers and the board um i think that's not that's not freedom it's not freedom to control what students are able to do in the public school that they attend i would like to go in my senior year and this summer the summer and my school year not learning math [Applause] [Music] and that you can't please everyone but you need to think about the safety of children and i feel like that is not being um looked at which i understand yes your goal is probably to the safety of children but it does not seem like that um when elementary school students are not forced towards mass especially middle school in high school it's ridiculous
144when they they set the facts yeah like when we we're outside there's just there's so much proof that they don't do anything outside inside but when other people said the facts about how um ages like 0 to 19 haven't died from it that's facts why don't we pay attention to those facts [Applause] [Music] now that talks about things that need to happen soon about things being optional and not for sucks this summer for sports and other activities that we have like drama club and all those other things that shouldn't be for some students who need to be in these things that they're right you can't miss out on these things they're really important especially my band i i don't want to leave this van the best way i can and connect with people and i
145can't connect with them if i can't see their [Applause] [Music] because i can't see their faces it's been a year it's been over a year since code began the cases have not risen over winter break and spring break and yet we still have to remember i just really hope that things happen soon and then it gets done and not pushed away don't excuse me [Applause] and i'm going to be very brief because i just want to mention one thing that hasn't come up beginning in this discussion um through the course of this past year you know i know your hands were tired you know everybody lives through this awful awful thing and it was new territory for every american um you told the parents about returning to the school building you went directly to the
146parents to find out do you feel it's safe do you want your child to go back to that you know environment and the parents have the choice to at least get their input of no i don't feel comfortable with that or yes i do the benefits outweigh the risks take the kids back to school do that with the masks because i'm sure you have parents saying the opposite of all of us saying no we're still concerned i don't want a child getting sick or they have grandparents that we need to protect i'm sure your hands are tied because you're hearing it from both ends take it directly to the parents send out an online goal like you did before and if 95 of parents say no i'm fine with the risks this is not a
147disease that affects children this is not polio polio devastated children so yes get kids vaccinated protect them at all costs this is not affecting children that risk is minuscule so if i'm comfortable with my child taking that risk then you know come straight to the parents that's that's the only input i have to say is i think it would benefit everybody just send out a poll and then share with us be transparent because you did that with the poll about whether we should return to the building and i think it was only 18 families had high concerns about sending their children back and they had the option of doing online schooling so why are we why is everything opposite right now for a year and a half we've been having the healthy sacrifice to protect
148the vulnerable [Music] [Applause] specifically for children then you can sacrifice you can keep your child home or [Music] okay at least i speak for for those of us here tonight and for myself take it directly to their parents this might not be necessary any of this 90 of the parents say let it be optional then there you go hello everyone my name is jessica i'm a mentor resident mother of four i have two boys at the high school two actually one going to shore and one still at belle flower um i'm still left here confused like so you guys are you saying as of today you are basing the decision on what the lake county general health district's recommendation is correct that has been anything i would not agree with that today that's how you're
149operating so if the lake county health district this was just put out june 3rd starting june 3rd optional recommendation over the summer 2021 and next school year optional recommendation so that's we recommend that we suggest it but it's optional then why are we still acting like why is it still being enforced if you're basing what we do today based on what that health district says they say optional recommendation so that that's where it leaves me confused if you're i mean [Music] we've looked at things that have been put out by the health district i i mean one of the things that i need to do is circle back immediately with mr graham because i need to understand um i need to understand any discrepancies [Music] okay well it sounds like this [Music] anyone when someone
150tells me no i know better than you what's best for your child that's you know that's great you guys are parents you know as a parent nobody knows what's best for your child over you you know nobody wants you don't have my child's best interest at heart you're not their mother you know i am so we're not idiots like we you know we can make educated decisions for ourselves and if someone wants to continue to wear masks go ahead i respect that you know recommendation so i would ask that the board puts out that statement we recommend you wear a mask but it is optional for everyone so thank you uh my name is rick i'm a kid and he's going into sixth grade um real quick i wanted to speak on behalf of april
151flagged um she said she really wanted to be here to speak right now she really wanted to be here to speak but she couldn't uh she wanted to say that her autistic traveling extended school year this summer and he's having a meltdown and anxiety attacks or having real masses so that's fine and as for me a little bit about me i've been in the army for 18 years um and i really hate the fact that i fought for my kids freedom i left them four times putting their arms away just for them to be told that they have a covered base that's [Applause] bacteria they touch it all the time you guys depend on this earlier i've seen people on the board here um touched your mask multiple times it's just not sad and that
152proven number [Applause] [Music] and when we go into the room we actually suit up we wear an end under high mask which is proven to be effective against virus and another mask and glasses gloves all good job tonight see you guys [Applause] and clearly some of us [Applause] [Music] [Applause] anyone else hello my name is amy friedman and my husband and i have lived and mentored for 22 years this is where we're raising our family um our oldest sarah ceremony [Music] going to be um grader and then our youngest ellen is entering 8th grade at short but i just have one question um for the board do we have a like a a stakeholder commission or a coveted advisory panel um equipment response team something similar that we've done in the past where like our
153district was facing big decisions right like closing a middle school we had like a whole stakeholder here so do we have something like that um as far as code and if the answer is yes i would have some follow-up questions um we have a coveted council that meets regularly uh to talk about decisions at least because it's ongoing throughout the course of the last 16 months if you had to make a lot of decisions bigger decisions that have had to do with educational programming those have happened in board meetings certainly we've had some some meetings with with st uh with parents um we did a virtual talent home meeting answer questions those sorts of things surveys but the covet council it might be the closest thing to what you're asking [Music] um is that something
154where are you able to tell us who is on it or how often administrators from the administrative team here at school director of business operations a community relations director okay our director of student services kerry [Music] you know honor our rights under the ohio constitution um to make medical decisions for our vulnerable children giving you know giving students the option of you can vaccinate or you can mask really isn't a a choice it's really not honoring our writing medical choices hello um good evening my name is and um i'm a mom of three my daughter graduated 2016 and i have high school i just want to make one request will you please stop sending us covent update emails [Applause] [Music] [Applause] [Music] class you would have gotten a separate evening like we are required by
155live streams you can put it on the dashboard you don't need to send us an email every day you don't need to send us an email we can opt out that would be great but it's every day we have two cases we have three cases we have nine cases well this was a sibling group and this was a teacher or a principal at hopkins well the first of all that my like much [Applause] [Music] [Applause] [Music] i suggest you follow what florida there's one more thing i want to say i have talked i've talked to more than two doctors that have recommended holding up on the vaccine and my son is in the military and it's not even mandated in the military for them he doesn't have to wear an ass and my son is
156in another country and he was a member of the school system i would like to entertain a motion to move into executive session we'll be discussing employee negotiations and employment of a public official yes this is justly yes mr chuck yes this is brian yeah okay
