February 3rd, 2026 regular board meeting. Can I get a motion to adopt the >> Do we have any changes to the agenda? So we'll move forward. February 21. Any other changes to the agenda? Uh, it has been moved and seconded. Can you please call the role? >> Miss Anderson White? >> Yes. >> Miss Gadson? >> Yes. >> Miss George? >> Yes. >> Miss Garrett? >> Yes. >> Miss Dagel? >> Yes. Next up is citizens concerns on agenda items. Do we have anyone signed up? [snorts] >> Anybody that signed up, do you want to talk about agenda items? >> Can you can you bring the book up, please, Mr. Nim? There's a switch on a mic too if you'd like to turn that on as well. And >> it's on the top >> top part. >>
Yep. >> I think Miss President will go over regulations. >> Hi. So, we're going to ask you to state your name, address, relationship to the school district, and then you'll have three minutes um to make your comments. [clears throat] All right. Katie Ashwell, 64 Spring Street. Um, I live in the school district. I have a child who's going to go to the public schools in a few years. Um, I just basically wanted to raise a concern that was just addressed already about delaying the vote on the Eastwood property um, until there's more information. And I just wanted to express that I've talked to several people in the community and a lot of people are concerned about not having enough information about this potential purchase and um specifically even about like the role that this company
plays in in the West Bank. And so I think we just want more information. Um, I understand this is something that has been on the mind of the school board for a long time with Eastwood property and I know it's something people want to push through, but I think we just need to do due diligence and people in this community are going to be very upset if things get pushed through without their without more transparency. >> Thank you. >> Liz, did you want to say something? >> Okay. Uh Jim, no. Okay. And Louise, no. Okay. Um so that's it. Did anyone sign send anything in online? Dr. Hall? >> No. No. >> Okay. So we will move on to news of note and presentations. Dr. Hall. >> Okay. Today, tonight we have uh YU properties
as well who like to also make um um another presentation or provide some more information to the board also to the community as well. Um, so I'm going allow them have some time to allow some um provide some more information to the community um through this process. We've been trying to provide as much communication as possible um to the community and a couple presentations. We've already did a couple Zoom meetings. Um we do appreciate your patience and with that as well. So right now I'll turn it over to you to provide some information to the board. >> Thank you for having me again. I would like to address um your comment. I don't know where you got your information and what's we got to do with the West Bank. So, if you have anything that
you want to elaborate on that, I would love to respond on that. We do live in Israel. If that's a problem, then the problem here is bigger. West Bank, I don't know if you know what you refer to when you say West Bank. Not I don't want to insult. I'm just trying to really >> of course >> um at this time um >> Oh no no no. Okay. >> So I'll just say >> because you direct your comments to the you're actually talking to the board and community. >> I'm new to I used to talk to you guys on Zoom. >> Uri and I as you properties we live in Israel. We do our business state side. Put it on the table. I have nothing to do with the West Bank. Period. [snorts] Um, as
to this specific project, we've been involved with this project for the past three threeish, four months almost. Um, we made a couple of presentations. We have an idea. We explored it. We spoke about it with people that we know, people that we don't know. We share the idea. Um we were just actually speaking with uh our senior HUD um attorney with regards to some of the conversation you and I had yesterday about you know affordable housing and vouchers and opening the opportunity to more people from this community. But um honestly yesterday city we were expecting a vote. City said that they were surprised to have it on their agenda. For [clears throat] me the math is simple. There is a property for sale for 5 years and more. I don't see people running behind me
to purchase it. I didn't see the light. I've visited Oberlin six, seven times in the last I don't want to say 18 months. I don't see any development here. I'm saying that I find an opportunity which I would like to explore. With that being said, I'm trying not to fall in love with projects. I'm trying to be very mindful. I'm trying to be very accurate and I'm trying to be able to execute on my plan with all modesty. I've been very successful with that. Now, we have spent time, energy, and [snorts] funding with regard to this potential project. I understand the city pushed it to voting on the 17th. Great. I understand the school want to push it to the 24th, 23rd. I assume city will not make any decision prior to the school just
with simple calculation. So we're at next month already. We had a just earlier this week, two days ago, we invited some professionals to the school to provide us with more information. My point is very simple. Knowing that there is objectively currently there isn't a solid alternative for this school. That's at least my understanding from what I know from what I'm able to gather from the city, from the school, from people that I speak with. And I'm not even sure how educated people are on the sums of money that needs to be invested into the school for any and all purposes. I don't think that people understand what's going to be even the real estate taxes, how much it's going to assure, insurance costs and other things. And we have an offer on the table. the
offer. When I'm referring to the offer, I'm referring to the general idea that we're trying to bring as a result of what we find and understand to be needed for the city. With that being said, I don't think that we will be willing to proceed and drag and wait again. As as much as we find this project really appealing, the more time we waste on that means on our end, the more time that our funding are standing by to be deployed to a project that is not taking place. That's even before we even started our due diligence period. So at any point of time that the clock will start, we'll only then start an 80day process. And by that time we are already at somewhere around $30,000 invested into this project which you don't even
know if we have a project. So I would like to have the school board have this in their considerations as well. Thank you. >> Thank you. [clears throat] Um, one of the things that, um, the board did request was, um, a quote for demoing the property as well. So, I did consult with our construction teams and, um, also Mr. Jacola. It's about, um, 733,000 to demo um, Eastwood. So, I just want to provide that information as well because one of the options somebody brought up was, hey, let's just demo the building. The costs have went up um, since we talked to um, OFCC. So, just give you a code out there 7 um 733,000 just to demo the building and I know that um currently the um the board did have opportunity to tour Eastwood
with YU properties and um provide some information and some great insight. Why you properties have um since then have revised a lot of plans uh based on your input and based on some things too as well. Um I think also the community probably need to hear some of those ideas that we had and um the great advocacy our board did by um talking to YU properties. Our last conversation with YU properties was also involving um JBS if possible um with the construction pieces of the project and also maybe opportunity for JBS to um a partnership with them. Some of their students can have work with them as well on the project site as well. And that's something we do in our our project but they weren't familiar with JBS until down the road and be
great opportunity for our kids. um to get some training. So, concludes my report. Unless the board have any questions. >> Any questions? No. And I just wanted to add that some of us um were able to meet yesterday at Eastwood, walk through the space, talk about what the ideas are for the space. Um I think we can all agree it sounded like a wonderful plan. We all know that the city needs housing. Um, the city's comprehensive plan is very clear about how the city is in need of more housing. We all know people that have moved out of Oberlin or are are wanting to move back and are unable um because of the lack of housing in in this town. So, um I just wanted to to let everyone know that we have met not
individually and um and I think it's a really solid plan and that we are supportive of getting housing into Eastwood as a property. Um and this is the group that can make [snorts] that happen. We've had other groups in the past and there is not currently another opportunity to get housing into that building. >> Well, and I'd like to add that uh we do need housing in Oberlin. Every uh group that I've talked with has reiterated that we need housing here. Um [clears throat] so this project would provide not only housing but it would also provide some uh employment in this area as well and opportunities for some people who maybe are not in a position to buy a house but just a small studio apartment. Um, I think it's um a great opportunity for
for us. >> I also want to add I was there yesterday and I agree um with what Joan and Janet said. Um I think it's a solid plan. I want to just make it clear that my um suggestion to wait until after um until our next meeting is based on what happened last night with city council. they sound like they were not um given the same opportunity that we've been given to speak with you and learn more about um the plan. And so I think that us having needing their vote as well. Um I think it is important to get them on board as well. Um and so I don't want us to I don't want their decision to be contingent on our vote and vice versa. I want us to we've made our decision
kind of separately. um we have our opinions and I want them to um be able to do the same. >> Um and I would just like to throw in here that um Yoshi made the point that there's not a line of people lining up to buy Eastwood. And if this plan falls through, our next alternative is going to be to send Eastwood to auction, which means that we will it will go to whoever is the highest bidder. It could be 5,000, 10,000, and we would have absolutely no say in what happens to that property. Um with this plan we know that it would be housing which is something we need. >> Also with auction you may have to um as a school perspective you may have a charter school or another private school or somebody
also may be open to purchase that as well during that time >> which we don't want. >> Absolutely. Absolutely. >> Yes sir. >> Yes. Go ahead. just because um it was mentioned regarding the city council. When we were first introduced to the project and we understand that there is a disposition agreement, we chose to go with the city as the vehicle for this transaction. We knew that we have the point authority. We were even contacted with the port authority and the lambbeck. We knew about this opportunity. We did not speak with them. We did go to the city. So, you know, if our let's say if our motives or agenda was not clear or we provided to kind of put oursel not in the situation to have an argument or a discussion, we could have
gone that route and then we wouldn't even come to city council with it. We just would have [clears throat] purchased it via another alternative like the port authority. But we chose to go to the city. We choose to put our ideas and our thoughts in front of the city, in front of the people. We want to hear what they say. We got a lot of insight from you ladies yesterday. And it helps us fine-tune what we want to do. But I I was just like Melissa, just like you mentioned, I was um in a sense I was surprised by city council yesterday being as if it was thrown at them. I was supposed to give a presentation to them on January 16. They had my presentation as far as I know last month. Um I've
been speaking with city representative and I sat with city manager December of last year. So it's not to again from my perspective it's not that yesterday they came across knowing somebody want to buy the school after five years that it's vacant but again I I know that they are now maybe they needed the time. I can tell you that I feel bad after yesterday that I did not give them the same tour that I gave you. I think it would have worked in their benefit of understanding our interest and our uh approach to the school. Um but again I want to enhance that we chose to go with the city. We chose to be transparent about it. But if if if that will be a setback of months, then we might pass on the opportunity
just because of of time and other obligations that that that we have. Okay. Thanks. >> Thank you. >> And if we have no further comment, we'll move on to the facility update. Do >> we have a [clears throat] Mr. Nola? Good evening everyone. >> Evening. >> Um, at the last board meeting, Mr. Tuckerman from Hammond was was up here with me and we talked about how the project's moving forward. We bid GMP1, that's guaranteed maximum price, first one, and that was for uh early site work and some roadway construction. We also bid GMP 1.2, which was for the foundations for the school. Both of those came back lower than our estimates. So, right now it looks like we're within budget. Um the schedule, we're still on schedule. I talked to Mr. Tuckerman. I think it
was late last week with all the snow. They wanted to get out here a little bit sooner. I said, "Jeff, you got to work on a way that that doesn't impact the schedule because we built a little bit of a cushion in there." So, right now today, I'm still confident that we're within budget and within schedule. We also told you that we would be bidding GMP 1.3, which is the big one. That's the basically building the building package. Um, it was sent out to biders, I think January 24th, somewhere at the end of January. We will have a pre-bid meeting with any contractor that's interested on the 12th. And then after that, the architect would probably put out an addendum to those bid specifications that clarify any questions that came up um that would clarify
any ambiguous wording in the the documents they were sent out. And there could possibly be two or three addendums to that package. But in any case, without any major complication, [cough and laughter] the bids would be due somewhere around the end of this month. The CM will take those bids, review them, and then probably within a month recommend GMP 1.3 with the price. Um, we're hoping that will be in budget, but since that that GMP is so large, that's really going to dictate where we're at with the budget. Assuming that's within budget and the board still wants to move forward, we would pass that. And there would only be one GMP package left and that's for furniture and some fixed equipment. We're guessing that's about 7 800,000. We haven't determined what equipment we need, what
we can reuse, and that kind of thing. So, I'm hoping by sometime in March, we have a real good idea what this building's going to cost us. We're on track and and go from there. But, since that package is so big, and I don't know what what the bids are going to come in at, it's hard to say. Hope we have good news to bring to you in March. If [clears throat] we don't, we'll have a plan with how to move forward. Anyhow, >> so we think that will come up at our meeting at the end of March. >> Yes. will be able to bring that one point. >> We think so. But once they get the bids back, there's a process they have to go through to qualify each bidder to make sure they've
included everything. There's like a checklist. It's probably a five or six page checklist. Did you include this? Did you include this? Oh, I missed that. Well, then there's ways that they could either add that in their bid and adjust their bid or they reject them and they go to the next lowest bidder. going through that process. A month should be enough time, but depending on what happens or what they discover, it may not be. And the reason for that is they don't want to go into a project, have a GMP, and the contractor doesn't understand some of the work he has to do, which is a cost. Then you get in a fight about change orders and was that included in his bid or wasn't included as bid. So, it's to avoid all that. I
think we should be on track and I don't think it should be that difficult because again, this is a big project to us. But in the whole scheme of things, this really isn't a big project. So I I'm pretty confident we'll we'll be able to come back sometime in March and the board can make a decision to move forward or or what to do. So hopefully it'll be within budget and then we can go from there. And if it's within budget, we included some alternates in that package that depending on where the numbers come back, the board can choose to add this item or add this item or add add this item. And then that's something we can talk about when they come back. Will the cost for those additional items that we might add,
is that part of this bid process so we'll know what the bid on those items will be? >> Yes. So the base bid will include what we specified. Um the alternates is another list that the contractor has pre-priced. So if you say we're going with this contractor because his price was the lowest, we could factor in those alternates that we choose and we'll know what the price is. So it's not like well then we got to go back and bid that. We've included all that so you'll know. So I'm hoping when we present to you in March, we can go all through that. We can decide if if any alternates or which ones you want to choose. We'll know what that price is. And then the only bid package we have to look at was
the furniture. But I will say we budgeted some money for a few other things, but not a whole lot. They could still run into some soil issues. There could still be delays with weather. I mean, if this weather kept up like this and a contractor can't start, he can legitimately put in a request for more money. And that would be to in order to complete on the date that we specified they have to complete by it's going to take him a higher cost because he'd have to work weekend. So, there's still some unknowns out there for us, right? >> We think we put aside enough money to cover that, but we might not. [snorts] Um, so those are the kinds of things. But once we get through bidding this part, we'll be in March. We'll
know what the weather's going to be like. Can't predict next year, but we'll have a pretty good idea with the schedule, with the budget, and any extras you want to add. >> And we still expecting fencing at the end of this month. >> Yes, >> he planned on having the fencing up already, but because of the snow, it's >> looks like Friday >> kind of backed everybody up. >> I think they should be able to. >> We have a meeting to go over all this on Monday. We'll do a status of where the project is. is it's the construction manager architect in in the district's team and we'll go over that. If there's other complications, he'll let us know. But when I talked to him last week, he thought maybe a couple days delay uh
and they could get going. But again, you know, this is an unusually different winter. >> Yep. >> I've seen some cold winters. I've seen some warm winters. I've seen some snowy ones, less snowy, but [clears throat] getting that much snow and being cold for so long, you know, typically you get 8 inches of snow and >> three, four days, it's gone. This is staying and staying and >> it doesn't look like it's going away anytime soon. So, >> next Tuesday, >> next it's a little bit [laughter] >> Yep. >> We're hoping, >> but right now, I think I think we're in a good place. If if the weather drags out much longer, we'll have to factor that. And if these bids come in higher than we thought, we'll have to factor that in. And we
do Even if the bids came in higher, we still have a little bit of a cushion in there from what the cost would be to what we told the board the cost would be, but we can go over all that once it's here. It'd be premature to speculate about any of that. Now, >> excellent. >> One of the things we had talked to construction team about the fencing area. We're worried about the parking and chlorine rear of the high school because a lot of teachers and some students and staff members spark back there. Um, they're going to try to work around that so that we do have access to that point. May have to shut down for a couple weeks, but they're going to move the fence. um to move like um towards the east
end, but the west end of the parking lot in the rear will be accessible. Um the east end may be um nonaccessible for maybe a couple weeks. Um then they're going to move the fence over so that we will have access to that those parking spaces as well. Um they'll keep us informed and we'll keep the community informed as this project um evolve. Um, another area too that I'm able to watch for which I think announced last month was um storage temporary storage tent will be up, the maintenance garage will be one of the things going down. Um, the district do have a temporary storage tent that will go up in by the bus bus lot and bus garage area. Um, and that'll be up just to store some of our equipment and also our
salt truck. We cannot be outside during um the winter time. Um so that storage area probably be up especially during um until our u maintenance area get built. That's one of the first things um in the early site plan supposed to be built as a maintenance garage so we can start storing things back in there as well. So committee members you will see a temporary tent up um that no one's living there. It's just more or less um just to store our equipment on temporary basis. Um, that's also weather contingent because the person said let's install it was we're not coming out anytime soon to install that. >> That that's a good point, Dr. Hall. The new maintenance building is included in the building package bid specs and we have an understanding with the construction
manager once the board approves that package that they start on that site work and get it up and he hopes that he could have it all up and done before next winter. So, it' be convenient to move the stuff out and store your equipment and salt or whatever you store in there. So, >> excellent. Any other questions for Dan? >> Okay. Thank you. >> Thank you. >> Um I'd like to give an update to also on the ESC. I know that was brought up to at um city council meeting as well. Um currently now the ESC is at a standstill. Um there's a lot of variables that are um unanswered from the ESC. they're waiting on. They have to wait on the funding. They have to make sure they get their enrollment. They have to
make sure they um have transportation for our students. Those are some things that are um I know they are interested in possibly utilizing Eastwood for a um a school for exceptional students. Um but however, that has not um been a lot of movement in that area. Um and also with the funding pieces, they would have to wait on whether school districts school districts are getting cut on funding across the state. Um, and I'm not sure if um the other districts will have that funding source to go into the school. That school is contingent on whether other districts go into the school and have the funding to um for students to go there. Um transportation is a concern too there because um even though they're going to JVS, um you would have to make another stop
for a lot of those students stopping there because JBS students get there earlier than some of other students get there. Um and they would also have to go through a third-party entity as well. Um at this time I know they have not reached out to our city to facilitate that process as well. So there's a lot of variables for the ESC to go into um there that may not even come um come to truth for them. Okay. Thank you. Close my report. >> Thank you Dr. Hall. We're going to move on to action items. Um, board items A and B. As a point of order, Bob, are we going to move to approve these and then table them? Table A. >> The person making a motion can table it in their motion. Um, so they
would just say that we are I'm making a motion to approve item B of board items. >> Okay? Or you could do them individually too if you wanted to do that also. >> Okay. So I need someone to make a motion about board item A. Motion made. I'd like to make a motion to >> motion to um table board item A on the approval of the resolution authorizing the execution of a disposition agreement with the city of Overland related to the sale of the board of education of East by the board of education of Eastwood Elementary School Building located at 198 East College Street, Overland, Ohio. >> And do we have a second? >> Oh, second. So, um it has been moved by Miss George and seconded to table board item A um until our
next board meeting on February 24th. >> Tuesday. >> It says 24th on here. >> Should be 24th. Yeah, >> it is the 24th. >> 24th. Yes, you are correct. >> Um I do feel like we've discussed this already. Is there any other discussion? >> Um so um can we call the role on tableabling board item A until the next board meeting? >> Miss Anderson White? >> Yes. >> Miss Gadson? >> Yes. >> Miss George? >> Yes. >> Miss Garrett? >> Yes. >> Miss Dale? >> Yes. And uh now I will entertain a motion to approve board item B, approval of the resolution authorizing the purchase of 180 plus passenger school bus and one nine passenger van through >> moved. >> Second. >> It has been moved and seconded. Any discussion? Please call the role. >>
Miss Anderson White? >> Yes. >> Miss Gadson? >> Yes. >> Miss George? >> Yes. >> Miss Garrett? >> Yes. Mel. >> Yes. Now we will move on to treasurers items A and B. Can I get a motion to approve? >> So moved. >> Second. >> Bob. >> Second. >> Charlie. >> Charlene. Okay. >> Miss Anderson White. >> Yeah. >> Um the first item is the builder's risk quote. Um we got three quotes. Great American was the lowest quote with the best insurance coverage. Um, and this is to protect the building as it's being built in case they get something they start putting in stuff. There could be high winds, roofs could come off, you could get water inside, >> have a ridiculous snowstorm in the middle of it. >> Yep. So, that's what that covers.
Um, earthquakes are covered in there also. Um, and then the next item is our insurance our our company that did our depreciation for the properties that we own and also kept track of anything over 500 or $5,000 went out of business over the summer and they didn't let us know. So, >> Whoops. >> Um 260 school districts they didn't let know. So, >> wow. [laughter] It wasn't just us. >> No. So, I have a quote for another company to come in and they will retag everything, work up the numbers and then give us a report. This one will also give us access so that we can enter it enter our stuff ourselves so that we don't have to do Excel spreadsheets, send them on them, wait for them to send us back paper copies. We
can actually print off whatever we need. Um, so they would do this during the second shift and they have to have it done by June 30th and the cost would be $8,900. And then yearly there will be a fee on top of that to do the gap report and everything that we need for our gap and depreciation of the buildings and stuff. >> And is that yearly fee comparable to what we were paying with the old company? >> Yes, it will be. So that quote came in at $8,900. Then that's all I have, Mr. President. >> Any discussion? Please call the role. >> Miss Anderson White. >> Yes. >> Miss Gadson? >> Yes. >> Miss George? >> Yes. >> Miss Garrett? >> Yes. >> Miss D? >> Yes. Um because this um we have another
meeting this month. We do have a section for comments and discussion for the board. Um, we will do all of our board updates at our meeting that is on the date that is our regular meeting. Does anyone have any comments or discussion that they'd like to bring up? I I just want to say to you, sir, I think you were maybe offended by a comment that was made and I think you might have taken it out of context when a the nice lady mentioned something about the West Bank and I just want you to know I think she meant geographically in terms of Oberlin, the West Side. I'm I'm not sure that just sat with me. I don't know. No. >> Okay. I'm sorry. I hope you were not offended. Um I don't I I
didn't hear it all the way, but that kind of sat with me and and you said that something about this. Um I thought I thought maybe you thought that there might have been an element of bias here in Oberlin towards you and that's not how I feel at all. I want you to know that. Okay. Yeah. I I just I don't know what that conversation was about. I just heard something I thought maybe I misunderstood. But I but then I heard what you said and I want you to know that's not where our concerns lie. >> When I spoke with you at our last meeting, I was concerned about the number of units that we might be able to foresee in this community. Um, and you mentioned that you were looking into serving the uh
senior community and that is one of my priorities in terms of housing because I'm a senior. I know I don't look like it, [laughter] but I am a senior and uh we all know what our potential struggles are, our future struggles are in terms of housing and uh affordability in this community. So that's what my concern. I can't speak for anybody else in this community, but I can say for myself um that's that's one of my concerns and that's why I uh questioned you um about the number of units, the affordability of those units and the access of those units for the senior community in this in Overland. >> So >> uh we can talk after the meeting. Yeah, >> thank you. Um, okay. So, now we're going to move on to hearing of the
public on other items. Uh, we don't have anyone signed up, so we will move on to future meetings. Um, our next meeting is a regular meeting on February 24th. That'll be here at Oberlin Elementary at 6 PM. And then March 10th, we have a work session at 6 PM. at that February 24th meeting, we will discuss what um the topic of that work session will be. Um if there's I don't think we have we haven't discussed planning anything yet. So if there's something you'd like to discuss, we always [clears throat] have topics that sometimes we want to discuss. So think about that and bring it to our next meeting. Uh now I will entertain a motion to move to executive session pursuant to OC121.22G1 22G1 to consider the appointment of employment or compensation of a
public employee or official. >> So moved. >> Second. >> It has been moved and seconded. Please call the role. >> Miss Anderson White? >> Yes. >> Miss Gatson? >> Yes. >> Miss George? >> Yes. >> Miss Garrett? >> Yes. >> Miss St. >> Yes. And there will not be any business conducted after um our executive session. So, thank you all for coming. I'm sorry you missed that part. >> You can still allow her to. >> Do you want to Do you have something to >> No, it was during the hearing of the public on other items. >> Okay, come on up. You have three minutes. [snorts] You know the drill. State your name and >> You got your timer, huh? >> Your timer. >> Oh, no. My name is Nancy Wall, 325 North Pleasant Street.
