001Thank you. >> Um, good evening everyone. I call to order this regular meeting of the Oberlin City School District Board of Education. Please call the role. >> M Miss Garrett, >> yes. >> Miss Stagel >> here. >> Miss Anderson White >> here. >> Miss Amecha >> here. And then I will entertain a motion to adopt the agenda. >> So moved. >> Second. >> It's been properly moved and seconded. Are there any um changes, additions? >> Okay. Hearing none, please call the role. >> Miss Anderson White? >> Yes. >> Miss Garrett? >> Yes. >> Miss Dagel? >> Yes. >> MissA? >> Yes. Okay. So, now we're going to have a tour of the middle school and then we will come back and conduct the rest of the meeting. >> Mic up. >> I don't think this
002is on. >> No, you won't hear it. This is just for the Oh, >> okay. Okay. to the Lord. 21% increase. I will school. I don't know. $1,800. We're back. Very close. Hey, how are you? We also have wild turkeys in our neighborhood. And I don't >> Well, you guys don't remember Rachel. That's cracked me up. Rachel used to chase Christopher down the street. >> That's terrible. >> She used to chase him. She used to chase me. Mom, he called me on his cell phone. Mom, help me. Chris. Uh, Rachel's chasing me down the street. They named her the city named Who was it, sir? >> Rachel the turkey vulture >> in the neighborhood. Remember, she >> got everybody in here. >> Pretty good. How are you? >> Okay, so Um, okay. So, we're going
003to call the meeting back into order. Uh, and we're back on the record. Next, um, after we finished up our tour, we have citizens concerns on agenda items. I didn't see anyone signed up over there. And nothing online either. >> Nothing online. >> Okay. And then next we have news of note and presentations. Dr. Hall. Okay, we have a couple announcements to make for the community. I'd >> like to invite all of our families and community members to listen and watch our students musicians perform during the holiday season. Lincoln holiday concert will be held Thursday, December 11th, starting at 5, sorry, starting at 5:30 p.m. Each department will perform for one hour starting with the choir, orchestra, and ending with the band. The show will be performed inside the OSH auditorium. Also like to announce
004Overland High School's winter concert will be held Thursday, December 18th, starting at 7 PM. Each department will perform inside OS auditorium. Um also winter sports will soon be starting. I invite all our families support our student athletes are participating in basketball, wrestling and indoor track and bowling. Um our numbers has increased in the bowling um sport. So, and also to wrestling as well and like to invite our families to cheer on our teams um for a win and Kurt Russell will be back with the boys basketball program and hopefully have a good year and a good season. Next, we have facilities update. Today, we have two items on the agenda. one um on the board items, we have the approval of the first guarantee maximum price and we also have resolution authorizing the school board
005district board to acknowledge the Ohio facilities commission design phase review comments. We're getting further along in the project's um steps in the project and we have our architect and our also hammock construction here to provide information about the project and where we are with that. Okay. And I have a slideshow and I'll have uh Brad from TDA provide information. >> It's not going to announce but it will let the viewers hear. >> And once again as always I will always tell the community these are not final drawings. So these are still being edited and um changed at given time. So we're still tweaking the drawings up. So, what you may see, you may see the drawings and say, "Okay, fine. That's exactly what's going to be." They're still not there yet. We actually made some
006changes um a couple days ago. So, we're still making some final tweaks depending on the funding and it may change even more depending on the bids as well where the project is still a couple million over budget. Um we have to go out for bid here soon. And once the bids come back, we'll know exactly where we are financially. If the bids come out high, then of course we have to start um value engineering. Um, and but if they come out on time, then we have to see where we got the finances. However, if they come out um close to where we want, then we get all the extras that we wanted to have as well. And we're still checking with grants as well to make sure our grants coming in to finance some things
007that we have um for the project. >> All right. Good evening, board members. >> Thank you. >> Uh I don't think much has changed since you saw it last. I mean, this rendering is a bird's eye showing you the elementary school and how we're trying to integrate the middle school into that same uh pallet of materials and uh textures and so that looks like a unified campus rather than disperate buildings. Um so you're looking over the elementary school. This is the academic wing, a two-story wing. The media center sort of at the heart of the academic area. U administrative wing here. This is the gym uh the high the high portion with with glazing similar to what's in the middle the elementary school gym if you're familiar with that. And then uh the board offices
008which are now you know next door and if Langston is um no longer then obviously the board has to move too. So, these would be the board offices, the locker rooms uh near the fields and um multi-purpose area, art, dining, uh mechanical back here which feeds the whole building and then a potential link between the two. Thank you. >> A potential link which is a it's a uh an alternate to the project depending on and which is not an inexpensive alternate unfortunately. So depending on how the funds come in that may or may not be built. So uh next Dr. >> that's the connector that you're going to have between the um high school and also the middle school. That's critical. So we have shared services there. It's one of those things where um we're
009over budget but we're hoping to the bids coming low enough so we can have that there as well. >> So here's the front door of the school. um secure vestibule. So when you come in, similar to the elementary school, you have to get buzzed through into the office um have your driver's license read. Make sure you're a legitimate guest, don't have any uh violations or some prohibitions for visiting somebody. And if you're okay, then they let you through into the rest of the building. So the admin wing here and the um the board of education on the other side, they each have their own uh intercom system on the outside. >> So >> and that entrance you just saw too as well will be the entrance where the buses drop students off at. >> So
010show that. >> Yeah. So the the buses will line up here and then the parents line up here and in the morning the kids will come in here for and go into the uh the dining room. Uh there's an overflow gravel parking lot for games which is less expensive than building an asphalt. It also allows it, you know, to uh when it's not in use for the u groundwater to to seep through. So that that gives you some spare parking rather than people parking all over the grass. Um we went through we had a traffic engineer look at this. The city looked at it very carefully. Uh number of modifications to make sure that the flow was good and you know it took into account the the queueing for the pickup for the elementary schools
011as well as the the pickup for the buses and the parents. So you know we we anticipate the flow will work quite well. And that's that's how those this loop this extra loop that we put in. So parking along here and that will give you an another exit out of the uh campus which will help with um the peak times in the morning and especially at in the in the afternoon. >> Any questions about the drawing so far? Is it next Jeff or is that oh this the floor plan kind of going over what I've already gone over but again the administration wing the public entry with a secure vestibule the board of education offices the lockers uh art multi-purpose multi-purpose room student dining the warming kitchen very similar to the elementary school mechanical to
012fill this whole area the two-story media space, two project labs, which are larger labs for all kinds of different activities, four classrooms on this floor. >> And I'd like to also remind everyone, do not get stuck on a room names or where things are. We're still making some final tweaks, but you can move things around as well as a project develops. >> Yeah, through the years as programming changes, you know, the function may change. And then upstairs, similar to the upstairs of the elementary school, there will be a collaborative area with daylight coming in. Um, and six classrooms on this floor and then the upper part of the gym. So, that's really the floor plans. >> These um plans will um and on here you'll see on item B and C as well. These are
013the plans that will um be submitted for our bid project as well. So, and they'll give you uh more information. I think Hammet Construction will probably give you a little more information and details too about the timeline. Any questions about the drawing so far? >> Okay. So yeah, it's since it's a school board meeting, [cough] there's [clears throat] specific times where we take comments and questions from the audience. Um, so we can address it, I guess, at the end of the meeting, but it's it's a public meeting, so there's rules on how we engage in conversation. >> Mr. course. [laughter] >> Um, a lot of the shared services we will have um at the high school area and that's why we want that area to be secure when going back for one. Um, with the
014both the high school and the middle school connected together, it opens up a lot of possibilities as far as with biology, algebra courses um in the summer students are taking um different level class like drama. So, our students will be able to have access back and forth to as well. Even with the state-of-the-art um labs, we're going to have newer labs at the middle school. So, that allow possibilities of our middle school teachers too utilizing some of those things too. But the shared services open up a lot of possibilities for our students as well um to move up or also get the tutorial services from our high school students. They can come over and also tutor our kids and provide support for our students as well. Yeah, that's one of the reason the academic wing
015was located here so that you get that connection. >> And you have a couple of um little rooms on the side there. Those are either going to be offices, study carols or study rooms for students go into. And in the library, you'll see rooms there too as well for um small tutoring groups to go in there as well. Any questions so far? Okay. Guess hammock construction. >> Yeah, if you can if you can pull up the first one. The schedule. Yep. The schedule. So, I want to talk a little bit about where we've been, where we are, where we're going. Um, kind of segue into the um GMP that you have in front of you for the site development work um and what you're going to see uh with respect to GMP2, GMP3, and why
016we're doing what we're doing. So back here is where we started back in October of 24. Uh the staff engagement TDA started that in in October and the PO it's really that's kind of a function of the P too. So you can say the P you know actually started in October but I think the you know the really work product started in November. Um so we're through design development. So, we uh we we completed design development phase and we're into the CD phase right here and that's going to be due in December uh 27th or December 17th, I'm sorry. December 17th. Those are due. So, we're we're about >> Could you just remind us what CD is? >> I'm sorry. That's okay. >> Program requirements, schematic design devel design development phase and construction documents. >>
017Oh, thank you. The end is construction documents. However, what we did right about here is uh we pulled that out. When I say we, the architect did it. So, I'm including myself in there because it's a lot of work and I get credit for that, right? Because I kind of directed [laughter] it. The architect and and his uh consultant, engineering consultants right about here. they they pulled out the site development portion of the work and that's what we've bid and that's what's in front of you today. So that's GMP1 and that's the uh early site development package. If you could go to the second slide, Dr. Hall. There you go. So this is our site utilization plan. And I I think I showed this last time, but our site development uh package that's in front
018of you right now, th this is the work they're going to be doing. So, they're going to be arriving on site and they're going to be putting up the construction fence, which is the red that you see around here. So, that's the limits of our construction area. Our access drive, they're going to be cutting this in construction layown contractor parking. And then the blue that you see here, that's the building footprint. That's the building pad. That's going to be a 6% uh c cement stabilized building pad. It's it's almost it's not quite concrete, but it's really hard and you can drive on it. You can walk on it. Um in fact, when you're cutting footings in, it's a lot harder to cut footings in than if it was just regular dirt, but it needs to
019be that way. Um because if it's not, you get on that with with LS and equipment and everything and it just turns to a quagmire. So that's the blue area that you see right there. So, all of this work they're going to be doing. We have a temporary sediment pond right here. We're going to be expanding this detention pond as part of this work as well. Um, we're going to be taking uh some of these trees out back back here to facilitate that work to take that out. We've got a couple of large trees right here right in our access drive. Those are coming out. Some of the trees in this line right here will be coming out as well. We're going to be putting a fence right here around a memorial garden. That's a
020no-go zone for everybody. We talk about it. Everybody that's going to be on site is going to know that is an absolute no-go zone. However, it's still going to be accessible during construction for anybody who wants to go there. Um and then uh um down here, this area, we're going to be taking these trees out as well and expanding this and seating it. So, that's all going to be done this spring and summer um to expand this field to allow for the practice, the bands. You have soccer tournaments and things of that nature down there. And then we're going to be taking a little bit of the tree area out out of this uh area right here for our storage shed. So that's kind of the work for our early site development package that they're
021going to be doing. Um they're going to be running uh conduit for utilities. This is the city's work right here. They're going to be coming off of this pole and they're going to be running a service line right to our property right here with a what they call a sectionalizing cabinet. We're going to pick our work up from here and extend it to the building. Um, and then East Ohio Gas is going to be bringing a new gas line in here. So, all of that is going to be starting here in the next month. So, you're going to be seeing activity out there. The fencing, all of this area here, all all of the dugouts and everything you see there, that's all going to be demolished. Um, so that site is going to start to
022be developed. And that's the package that you have in front of you right now, the site development. Now, also included in that is it's phased. So this is going to happen in uh you know spring summer or or spring rather of uh of 26. These contractors for Breezy they're going to be coming back a year later in the spring early summer of 27 and all of this area they're going to put asphalt in. They're going to take all of this stone out. That's what this green represents. That's going to be sidewalks grass. So they're going to be developing that area. So, we bid all of our site development in this first package and we're just phasing it. Um, and so they'll be back to do that that kind of work and we'll take all of
023this out and then we'll be gone. The second contract that we're going to be bringing in front of you is going to be our um concrete foundations package. Okay, that's going to be coming um in uh in January. And what that is, it's going to be our our contractor because once this pad is developed, they're going to come in and they're going to cut all of our uh footing foundations in concrete. We've got some peers out here, and then we've got some interior uh foundations uh for some bearing walls. So, they're going to do all of that in preparation for our building contractors to get on site and start laying up block. If you could go back, if you could, Dr. Hall, to the next slide, or the first slide, I'm sorry. So, here we
024are here. That was the site development. Then our GMP2, which is that concrete foundation, will be coming back to you um in January for action on that. And then for that first month and a half or whatever, that's going to be a submitt process. Then they're going to be uh in March and April, they're going to be cutting in those footers. And then we're going to be back to you in March for the total package. So that's going to be our electricians, our uh plumbers, our carpenters, all of the other packages will be coming back for that GMP number three in March. You're going to know the total price of this of this uh of this building because we'll have everything bid right now or at at that particular moment. So this is all leading
025towards August 1st completion date of 27. That's our completion date right there. So, why didn't we just bid it all at once? Isn't that easier? It is easier. It's a lot easier. However, if we were to bid it all at once, this is where we're completing our CDs. We bid that. We don't start work until here. Our early site comes out to here. Foundations come out to here. This comes out to here at best. and possibly even beyond that, then you're looking at just starting a whole new school year. So, this is the date right here. We want to get you in to school uh of 27. So, that's why we're phasing that and that's what we do. So, it's a lot more work, but that's what we do. However, I've said this privately to
026TDA and their consultants. I want to say it publicly. They've done a great job. I mean, they they they've been a great partner. they've had to do a lot of of extra work pulling these packages out and everything and they have served you very very well and I just wanted to uh I want to acknowledge that publicly. So that's why we're here. That's why we're doing what we're doing. And again, this GMP that you have in front of you now is the early site. We're going to be back in a couple of months for our concrete because we're out for bid with that right now. And then uh in uh March we will be back with the rest of the building and that's going to be the big one. >> And GMP is guaranteed maximum
027price. >> Yes ma'am. >> Thank you. >> Yep. So you you have uh you know your original agreement with us was the uh pre-construction agreement. So every every time that we have a bid event like this um it's it's just an addition to that. So think of it as as an amendment to that original agreement. So, if we were just bidding everything all at once, you may only have one GMP, but it's not unusual to have two, three or four. I think it's our construction company and also with um TDA as well. We meet like um sometimes a couple times a week and um two or three times a month to make sure that we continue with the timeline of getting into the building by August 2027. Um, a lot of times we we don't
028want to change orders. So, we're trying to make sure that we're following everything um to the letter to make sure that August deadline happens and we get into the building. We don't want a midyear uh move in. Um, we did the same thing at the elementary level. So, we're getting to that point of we're starting to finalize some things and starting to more difficult to make some changes. So, we're moving along and 2027 we're on schedule for the um August move in. >> Yep. This is this is going to be a busy time right here because this is where it all happens. We got furniture coming in. We've got all of our testing. There's a lot of additional testing I'm not going to bore you with that goes on at this particular time. And then
029right here we're going to have um you know training, you know, for for for the staff, for your maintenance staff, for teacher, you know, technology, all of that stuff. So, this is this is going to be a busy time right here, but an exciting time. And then as we get closer to we'll uh we'll talk about um you know ribbon cut you know ceremonial ribbon cutting and coordinate with with your schedules but it's going to be right up against school. But that's in in in Northeast Ohio that that's that's where you're at. You know unfortunately we we have to we have to manage through winters as you go through and you know you're trying you're trying to hit those marks. And the reason again the reason why we're doing this right here because right here
030we want to get under roof because if we don't get under roof here then we can't do work to get that building done right there. So that's that's what's all driving towards. Couple of features I' like to thank also um the green edge fund. They secured a grant for us again additional funding for us um at the college which the green edge fund the funding will go towards an upgraded dashboard for us. Um Dr. Peterson did a phenomenal job writing grants with us um securing that. We had to do an interview session uh with the green edge fund um as well. So we we did get information that we did secure a grant from them, an additional grant that will have an up um upgraded dashboard. Another feature in the building will have a hybrid
031electric and gas heating source for it, which um I think will probably one of the few in the state that would have such a system. >> Yeah, I think it's the fir I >> I won't say the first, but I got to be >> Yeah, b b b b b b b b b b b b b b b b b b b b based on what they told me. If there's one out there, I've not I've not heard of it. So, this will have electric and gas heating system where um you know we we'll monitor I think we're going to be one of the few in the state that have it and we'll probably I imagine be doing some um some workshops OSBA or something like that and monitor how much savings we can
032get from it as well. Um TDA and Hammond Construction been great about trying to get this through for us. OFCC. We had to do a variance for OFCC because normally they don't have this piece in schools, but they uh allowed us to um to have this within our new school bill. So, they're going to be watching as well to see how this works and probably other schools will probably be following right behind us. Um another thing I want to also announce that J we met with JVS as well and we're securing uh work with them. We're working with them and their students like the elementary building will be coming on site work with our contractors. That's an ongoing conversation with them. During the um elementary building, a couple our students actually worked on site and
033secured jobs afterwards. So, we're hoping that same practice um that same thing will occur with our students at JVS. So, we've already started dialogue with JBS to work on site in different trades as well from technology to masonry to um um construction to all that as well. Any other questions? >> I wanted to provide um information to our board regarding um our maintenance facility. Um Jeff mentioned it and alluded to it earlier. So I wanted to um provide a brief presentation on that as well. Right now, our maintenance facility will be um taken down. It's one of the first things that will be taken down um with the construction probably in January, February sometime. Our maintenance facility is located get this going um currently here right behind our high school. So, we have two things
034going on. One, if it's coming down in January, we keep our equipment in there from the mowers to um line paint to all that equipment inside our maintenance facility here. So that'll be removed. So we have to until find a temporary place for our equipment until um the new one's built. Construction will start January and February. So a temporary re temporarily relocate current maintenance area equipment and a temporary um shelter. In the winter time, we keep our truck there as well with salt inside. So we have to secure a temporary facility for them. Now, the temporary facility, I know the board approved $20,000 for um a temporary shelter. The shelter should not cost $20,000. We're just looking at something that will keep our um salt and vehicles dry and also from the elements over the
035summer or sorry, over the winter time period. So, that will probably be located maybe in the bus parking lot. Uh we're not sure. It won't be a large U facility, but the temporary shelter uh keep our equipment dry and it should be maybe a not really a permanent type of material is going to be there for that. We um we requested for the board to do $20,000. We're not sure what it's going to cost, but it's while we're looking, it's not going to be nowhere near $20,000 to do that. It's a it's a area that a shelter that we can actually tear down um if needed afterwards as well. So, it's not going to be a permanent structure. With that being said, the district will have to find a permanent maintenance um facility location. Um
036and we have a few options. Also, district one engage in a new bus lot and maintenance facility. I'll I'll talk more about that as well. So, the challenge we ran into was securing a new maintenance or a new maintenance facility and where to locate it. there was a challenge for it as well because one we're looking at construction lay down area so we cannot place our new maintenance facility here um at TDA and Hammond will help construct that so we cannot construct it in the back area of the high school couple reasons one the middle school is going to be there and two that's going to be the location um to the east will be a location of our um tenative high school facility So that's off limits for us to create the temporary or
037the the permanent uh maintenance facility. Also, we want to stay away from the fields. We're hoping that um during construction time, we will m be able to maintain two fields here for our soccer and also for our football as well. Um, according to TDA and also our um, our athletic department, we have enough room there to create two fields there for our um, athletic department to play and also for our band to practice as well. Either they can practice there or they can practice at um, in front of the high school. Now, the bleachers there will be gone as well in January and February sometime and also the fencing will be gone too as well in February um, sometime. We're hoping to use that materials from the bleachers to actually make some benches for our
038teams as well. So, we're working with JVS to create some benches out of the materials from there. I do want to place something on those benches as well um just um commemorating um the visitor side and place something in there so at least to place something so we have some recognition for um the school district. Also, we found out since those that those two areas off limits for our new maintenance facility, we have a couple location, there's a star there that we thought about. We could put a maintenance facility there, but we want to keep green space for our students at the elementary level to play in. And below it to the south is actually the college property. So, we did acquire um an e an easement there from the college, but a lot of
039that area there located there are wetlands. But there's pockets of areas there that are not wetlands that we can place um things in. So right now we're looking at is placing um our maintenance facility at the square right there on this in the south. Of course we got to do testing. We got to make sure we can um make sure it's not in a wetlands area. If it's in a wetlands area, we have to actually move it 75 ft away from there as well, which will place us into the green space that we want to preserve. So, as we look for new maintenance um uh permanent maintenance facility areas, other locations we have the district has to locate a permanent maintenance facility area are here. Um this property here is on Pleasant Street. It's directly
040to the south of our bus parking lot. The district owns this property here and we explored that option too with the city as well to see if we can actually put it there. Uh we went to the city u planning commission to see if that's feasible and maybe we run some tests. So that's also an option location that we can run there as well. But based on our conversations with architects, we we do like this area right here as a better location for our maintenance facility. But after we run the test, we have to see make sure that we can actually do that. You also have a location here as well um that we own that we could place a maintenance facility there, but we're trying to stay away from um utilize as much lengths
041of property as possible. The actual vision was to have our bus parking lot and our maintenance facility connected together. I know during our planning commission, a community member stated that uh well, there's no plan. You guys should have had a plan for the maintenance in the bus garage. And the plan origally was for almost a year was planning for um down to the south area the eastman piece have our buses located there our maintenance area there our bus drivers be located there as well. So that was original plan that we had um planned but as we did research of course we did soil samples we did surveys we discovered that a lot of it are classified as wetlands. So we had to move 75 ft away from there. So, it wasn't possible for us to
042move our bus parker lot there. Um, but however, in the future, um, we may find a different location for the bus parking lot. What we're are looking at now is maintaining our bus parking lot here and, um, keeping our buses at this location until phase three of the project. And keep in mind, we still have phase three. We still have a high school to build. So, phase three, we may look at different areas, um, that we may have. Not sure how much area this is going to take up, but that may be an option. Our we explore some more option in phase three. But for now, our bus parking lot will be staying here. Um, and our maintenance area will try to be located at this location here. This has already been approved by the
043city to move our uh maintenance shed here as well, maintenance facility here. So, this is not required, going back to the planning commission, this has already been approved by the city to move it there. And hopefully we can find a spot um with the same size and measurements so we can place it in there that doesn't impact the wetlands. Of course, it's pending to a soil sample surveys and everything else. So that's right now that's our >> clarification. Dr. Hall, you said it's approved to put it here. Which one is it? The box or the star? >> The box. >> Thank you. >> Okay. The box is where we want to place it. It's kind of out of the way and it maintains the green space for our students to actually play and that's what
044we want one things we want to preserve. This will not interfere at the wetlands. We're hoping and it should not based on our um some of our surveys that we already conducted. I know it was mentioned at the planning um commission too about um the city also had a location for our um for our buses. Um they said well you know we also have a location in the area that you tendly could utilize at the city maintenance area for our bus lot. That will cost us that additional funding where we have to go over there and survey the area um build a bus parking lot and um actually increase our cost at the same time. So what I did was last couple days here uh went out in the rain research walked area and um
045the location is 538 Hill Creek Drive. That's where the um the city maintenance garage area is located. You see it's a little ways from the Overland Elementary School and where we need to go. The concern with that being that far away are a couple things. I talked to our bus drivers and they said, "Doc, it's um it's a little far away. We like to be close to our buses." Um, and as our board will know that Bob and I sometimes will leave a board office, go drive a vehicle, then come back. Um, a lot of our drivers are working um, at either the elementary, our second jobs at the school system. So, they kind of go around the corner with our bus parking lot at Langston, they're able to just go quickly around the corner,
046a couple minutes down. We also keep, if uh, we place our maintenance area and our bus garage at the city location. Um, we keep our lawnmowers and all that equipment there, too. So, it's not really um convenient for us to have a maintenance area and also our um bus garage located there too at the same time. And that would also increase the cost that we're right now we're trying to struggle with the budget that we're trying to keep within budget. Now, our maintenance facility has already been factored in the budget because we knew that we were going to tear down our maintenance facility. This is the area here where um the city has stated that we could utilize that area there. However, you notice to the right of there, there's also a retention pond there.
047There's also um as I walk back there, um a couple people came out and said, um Dr. Hall, that I think this may be a wetlands area. So, we may not even be able to um build anything there anyway. We would have to do surveys. We have to check it out. I'm not even sure if that's area right there is large enough for our seven um buses, um our trucks, our vehicles. You have to have a large area for that. We have three vans coming. We have three vans. Um that area right now would not be large enough to maintain all our equipment over there too at the same time. And we probably have to conduct surveys. That area there is also outside of the fenced area. So it's not inside this fence area. So
048we would have to fence it in and secure that area too. And one of the things our driver stated too was um hey you know what at what we're we're driving we're coming back here at 9 10 o'clock at night and we're not sure if um that's the safest thing for us as well. So they like staying at the link spot now until we find another location. So some different view challenges with the location I just stated as well. And as I as I was out today trying taking photos and walking through um came in dripping wet this morning, everyone what happened? I said I went out there, took the photos. I you know, want to see what the land was like. Um the elevation is kind of going down sloping. So it will take
049some construction to do that as well. After the surveys, if we utilize that property, it would take a lot of um surveys, a lot of um raising the land up. Um, they also, one of the workers there also told me that when they built the current maintenance facility or built the city shed, they had to build it up or something. They said because it was wetlands, they actually had to city actually had to mitigate some of some areas over here because of the wetlands that were already over there, which I wasn't aware of. So, um, that probably would have to be more research done on that area there. I'm not sure if any of the board members familiar with the area here or not. >> Okay. Um it's and as stated if you like to
050go over there it's 538 Hill Creek Drive that's location there. So we have explored this option about eight years ago. We did explore this option as well. When I first came to the district a couple years after um they discussed about having it here and also sharing fuel with um city. However, after talking to them and realized that the fuel tank they have did not have the capacity to um fuel our vehicles, also their vehicles, they would have to bring in a fuel uh fuel truck periodically um almost all the time to to replace the field there. And they said we have to upgrade our fuel tank. Um and that would require some more funding from the city and also from the district as well to upgrade the fuel tank to accommodate um fueling as
051well. We do acquire our salt from the city. So, we do have our truck over here and pick up salt um in the morning time and then come back over here um during the winter. So, we do have a collaborative um agreement with the city for salt and some other equipment too as well. Okay, that concludes I'm not sure if that was clear on our m new maintenance facility area that we're looking into. One of the projects we want to do is that's probably on the top of the list, not top of the list, but high on the list for them to make sure we secure our maintenance area. So, we have about a year and a half to get a new facility area. Hopefully, we'll get that up and running and we only have
052to do one winter um storing our equipment so we can get our equipment into the new maintenance facility, which as stated, we're looking to be located in the little square there if we can. questions. So, this winter, this equipment is going to be in the temporary maintenance building. >> Yes. I wouldn't say a building, but maybe a vinyl or some kind of heavy duty covering shed or covering for them. Yes. This winter. >> Okay. So this winter it's going to be in the temporary facility and then the hope is that by next winter we can move it into whatever we decide to do and that is separate from the bus lot which is an issue we need to deal with at some point. >> Yes. Yes. We're putting that in front of our building. So
053our site develop the actual building itself that March we're going to have at the front end of our schedule. So while our bases are working over there, our carpenters are going to be attacking this. So our intend is to get that up to allow. So yes, we will say definitely. I want to get [laughter] >> right here. >> That's okay. I'm running. >> Well, I don't know is about >> when is definitely >> I'm sending that over to Dan. [laughter] >> So, right now, that's where we're looking at forward and we appreciate the cooper. We've moved around different ideas, but that's where we hope to have it at. Any other questions? >> What's the star? >> The star is a possible location that we can have. We could build a shed there, a facility there,
054maintenance facility there if needed. That's one location that we thought about and considered. Um, but it'll take away green space from the students. Um, and it'll be kind of right there when it's >> Yeah, that is eyesore when drug cars driving by and we it's a maintenance area. So, you may have equipment outside. Uh, we kind of would didn't want the um parents to come by and see that equipment outside, but the current one below in the south, that's kind of out of the way, so it should be okay. And both of those, I guess I guess I'm not sure like if it were the star, like how would you get to it? Would you would get to it from the road that goes back to where the dumpsters are? Yes, we would. I'm sorry.
055We would probably end up coming from here and have access here and here and we use this road right here for our lanes. >> Like I guess like both ways have the crosswalk where the kids go to school. >> Both >> like whether it's the star or the square like you can see the crosswalk like that's where the kids are walking. When when talking with the traffic engineer, it seemed like it was better here because that way you don't have to cross the road. >> So when you turn, you you know, you stop at the crosswalk and then you can come right into the apron here. >> It seemed a much simpler path than locating over here. Plus, this preserves that for ban whatever uh outside activity. You are going to have >> please. Oh,
056>> you are going to have a bike path right through here. >> Yes. >> Right. >> So, yeah. So, that's it's not shown here now, but it's on our drawings, right? >> Again, our early site contractor is going to be putting that in. So, they'll they'll be asphalting that >> when they asphalt everything else, but yeah, there's right through here. So, you're taking up some of that area. So it's >> so it wouldn't be ideal spot for the maintenance maintenance area there because of that spot. >> Bring it over here, Justin. [laughter] >> Thanks. >> But the location there, the current location we're looking at should keep it out of sight, of course. [laughter] Okay. And it won't interfere with the bike bag. [laughter] >> Any other questions? Okay. Is that everything, Dr. Hoff? >>
057I believe so. Okay. Um, next I will entertain a motion to >> Oh, >> no. I was >> They want to wait till we vote. >> Oh, okay. Um, next I'll approve a motion Well, I'll entertain a motion to approve board items A through C. >> So moved. >> Second. >> It's been properly moved and seconded. So board item A is approval of the October 28, 2025 regular session and November 20 20th, 2025 special session minutes. Uh item B is approval of the resolution authorizing a first guaranteed maximum price amendment with Hammock Construction, Inc. in connection with the district's Ohio Facilities Construction Commission expedited local partnership program project consisting of the construction of a new middle school building. And then item C, board item C is approval of the resolution authorizing the school district board
058to acknowledge the Ohio Facilities Construction Commission's design phase review comments. Um, anything else to add on items? I mean, we know the minutes. Uh, any changes or anything to the minutes? No. >> Okay. Or questions. And then about the approval for the guaranteed maximum price. We've had our presentation, asked our questions. Okay. And then any questions about the Ohio Facilities Construction Commission's design phase review. Okay. Hearing none, please call the role. >> Miss Anderson White? >> Yes. >> Miss Gatson? >> Yes. >> Miss Garrett? >> Yes. >> Miss Dagel? >> Yes. >> Miss Amecha? >> Yes. >> Okay. Next we I will I'll entertain a motion to enter into executive session pursuant to revised code 121.22G2 to consider the purchase of property for public purposes or the sale of property at competitive bidding if premature
059disclosure of information would give an unfair competitive or bargaining advantage. >> So moved. >> Second. >> That was a mouthful. Okay. It's been properly moved and seconded. Uh I we don't really need to discuss it. Um please call the role. >> Miss Anderson White. >> Yes. >> Miss Garrett? >> Yes. >> Miss Gatson? >> Yes. >> Miss Stagel? >> Yes. >> MissA? >> Yes. Okay. So we will go into executive session and then we we will return to reconvene our regular session. Yeah, >> they redid the floor like >> All right, >> we're going to take the carpet up. Take it with us. >> Huh? >> We take the carpet up here and take it with us. >> See what's under [laughter] >> We're taking it with us. >> Taking it with us. >> Okay.
060All right, time is 7:17. >> I will entertain a motion to return from executive session and reconvene to regular session. >> Okay. Did you get that? >> Who seconded? >> Me. >> Okay. It's been properly moved and seconded. Please call the role. >> Miss Anderson White. >> Yes. >> Miss Gatson. Miss Garrett? >> Yes. >> Miss Dagel? Yes. >> MCEA? >> Yes. >> Next, I will entertain a motion to approve treasurers items A and B. So move second. >> It's properly moved and seconded. Uh when you're done. Okay, Bob. >> Okay. For October, we ended the month with um 48,567,7621. We had a payroll transfer of 68614 and a deposit in transit of 1250 $1,250. Outstanding checks were $60,430.34. The month in interest, we made $121,180 $181.80. Um we balanced to the penny. Um so
061we had no trouble there. The um five-year forecast where we stand from last year. Um revenues are up, expenses are up. Um, other than that, we're budgeting right along with the forecast that I currently have. The nice thing about my forecast is I only budgeted 7.5% in reappraisal and with the legislature that's passed, they're going to allow us 9%. So, our five-year forecast is covered by everything they did bad to school systems except except for the doubling up of the homestead and roll back and taking away the that the county did when they voted that in. So, that's going to be 300 about $320,000 that we'll lose next year, but they'll have to revote that in the following year also. And then the state is also taking away or increasing the homestead and roll back
062but not giving us the money for it. So they're going to be giving us credit or taking our tax dollars to replace the state's money that they're giving away. Um and with our property increase, they're not going to limit it to the 9%. So for state funding, if we weren't on the guarantee already, they would increase our property value saying we're richer than we are, even though we only got a 9% increase. So So that that's what the states in there. It's going to be fought in court for this would be just like when House Bill 920 was passed. It's going to be a lawsuit. As soon as the budget commission with their new power to be able to tuck to cut levies that were voted on by local taxpayers amounts, it's going to be
063challenged to the Supreme Court. So, this will be waiting to happen in court, but we our five-year forecast somehow took into effect just about everything that they passed >> except for the thing that you could not anticipate, which was what the commissioners [laughter] did. Yes, >> good job. Thank you. >> And as for all funds, um everything is working the same. Like I said, we are spending what we thought we would spend. We will be bringing to the board. We did get the bus and van purchases in. We're still looking through them to decide which ones we actually want and we'll bring that to the board and get that on the assembly line. There's a six to nine month wait on some of the items, but it all depends which one we order, how long
064it'll take. Um, I think the bids are right around for the bus 140 140 to 160,000 and for the van is 71,000 to close to 100,000 depending on which vans we go with. >> Close to 100,000 for the electric. Yes. >> Electric van. >> Yes. [laughter] We did find a service person in Amherst. Yeah, the Ford dealership in Amherst if we get the Ford electric, but they wouldn't guarantee us that it wouldn't blow out the breakers and it not be charged when we came in. >> Oh no. [laughter] >> Cuz you can plug it into 110 a normal house plug. They have a converter, but it might blow out the plug. So >> Oh, yeah. [laughter] >> Um, other than that, we did have some donations. Um, we will have a finance committee meeting in
065December and then we'll have another one probably in January or the first week in February because we do have to redo the five-year forecast in February this year. So, that's something to look forward to. We had um Kendall, [cough and clears throat] I'm sorry, Kendall at Oberlin Resident Association, a $350 donation to the art department. The Weber family donated $1,600 to purchase two outdoor benches at Oberlin Elementary and Gregory Trucking took down the slide that was in bad repair over at Eastwood and donated their time. Um they estimated the cost at $2,420 to take it, dispose of it, remove the concrete and stuff. >> And that's all I have, Mr. President. >> All right. Any other questions, comments for Bob? Hearing none, please call the role. >> Miss Anderson White, yes. >> Miss Gatsson, yes.
066Miss Garrett, >> yes. >> Miss Stagel, Missa, >> yes. Okay. Next, I will entertain a motion to approve superintendence consent items A through G six. >> Second. >> A second. >> Okay. It's been properly moved and seconded. Dr. Hall. Okay. Item A is approval of DoubleA outside agency support long-term psychologist sub uhou. That will allow us as umou memo of understanding for uh with doublea our union to um hire a um a long-term sub throughout agency. Um and the psychologist our school psychologist will be on temporary leave um um at the end of the year. Item B is WA speech language therapist extended service daysou with the union memo of understanding that'll provide 15 extra days for our speech language SLP speech language pathologist um to work um they currently right now have about 5
067days extra but we're extending them to 15 days um that'll allow that person to have ETRs IPS um and complete those during that time period and that's aou with the doublea item MC is a 2526 service agreement for achievement centers uh for children. Um achievement centers provide extra service support for um special education students first. We do have some students [cough] attending as well. Item D is approval to increase the classified hourly substitute rate. Item D and E is both um increasing rates for um staff. Um both of those they have not been increased since 2021. So this right here is a well needed increase for them as well. Um certain groups of cafeteria helpers um custodian monitor will increase from 1350 to $15 an hour and also our substitute teacher rate will increase from
068120 to 135 um a day as well. That will keep us competitive with the area uh with the county as well. We did do a study to analyze what was the county rates and this will keep us in that range in the middle area for substitutes and hopefully that'll keep our subs um keep our subs um service as well. Item F is approve of the second reading um for policies. Item G is a personnel report. Uh we do have a few resignations. Um well, Miss Kimberly English has um submitted her resignation as well. Um um she was a is instructional specialist teacher here at um Langston Middle School and also she was at the elementary level as well. Phenomenal teacher and we'll miss her on our staff. Item two, um G2 precisions. Um item G3
069is leave of absence um for a teacher. G4 is changes in classification as well. G5 is employment. Uh we do have Johnny McDermott will be our permanent building sub. Melissa Reigns will be a long-term substitute intervention teacher and uh we have Williams as well be a substitute teacher. So we have a few um people employed that we hired. Item six, G6 are supplemental contracts for inter murial, ski club, and a couple other supplementals for the district that support [snorts] students as well. Request approval for item A to G6 from the board. >> Any questions, comments, discussion? Hearing none, please call the role. >> Miss Anderson White, yes. >> Miss Gatson, yes. >> Miss Garrick, >> yes. >> Mr. Stagel, >> yes. >> Miss Smeca, >> yes. Okay. So, next we have any comments or board
070updates? >> Yes. Um, I have some uh newsletters for each of the board members from the conference that re uh it's the November newsletter from Vouchers Hurt Ohio, which is uh the um the lawsuit that we joined. Um there really hasn't been any movement on that except that there have been a few more uh school districts that have joined. Um which is good. We're now over 50% of the school districts in Ohio have joined uh the the lawsuit. >> Nice. >> So I'll let you just read those new newsletters on your own time. So, this morning I woke up to the news that the Ohio High School Athletic Association passed new a new law that says that high school athletes can sign into contracts to make money on their image and their names. And I
071don't know if that's a good thing or a bad thing, but that's what I heard in the news this morning. Um, I have uh a list of uh things that were are have passed through the legislation the legislature and are sitting on the governor's desk right now waiting for um signatures. Um SB50 will make a change in uh with regards to uh schooling certification um as well as the hours a person can work if they're under the age of 16. Um SB 124 would modify the process uh for uh property tax sales assessment ratio studies. Um SB uh 434 um has got a lot of uh what I consider to be nitpicky pitily things. So, I'm just going to give you kind of an some examples. Um, uh, they're making it possible to permit, uh,
072charitable organizations to apply for property exemptions, um, as far back as December of 2022. um [clears throat] that and I I don't know whether that's going to be uh give them the ability to claw back taxes or not, but that that is worrisome, I think. Um, [clears throat] uh, they're allowing individuals to receive state homestead exemptions before 2013 to qualify for local option hope uh, homestead exemptions. Um, in an attempt to increase uh educator and um principal preparation, they've allocated $2 million to go towards Teach for America to uh and personally I think that um educators should go through the proper uh process of being educated and not take a shortcut like Teach for America. Um this just my opinion. Um [clears throat] um you know I'm I'm I'm just going to stop reading these
073because there's so there's so many that are just pedaly. But, um, I do want to make the point that OSBA is currently tracking over 200 educational related bills that are making their way through the state legislature. And I urge everyone to take a look at what they're doing. And I really wonder what happened to local control. That's all. >> Thank you, Janet. Anyone else? >> The endowment board met and we gave um money to the high school kids who wrote grants and that was really exciting. And I love that there seems to be an uptick in applications of the students for the Phoenix grants which are projects that they are really interested in and they want to do themselves. [snorts] Um so they'll be cooking and painting murals and um doing all sorts of interesting
074things. So, super proud of the high school kids. >> Um, and that's it. Then at our next meeting, we'll start talking about our spring grants, which will be for next school year. I didn't have an update. Anybody else? >> Nope. Okay. Um, all right. So, what we have Oh, you know what? I do have an update. Sorry. >> JVS. And I just need to pull it up really quickly from It's not a big one though from an Okay. Um, she says there's not a lot to report from the meeting on November 20th. Uh there was a report provided on the success of their marketing communications plan. Um he's going to forward a slide deck that he shared at the meeting. The Mario is there the person that was handling their marketing plan. Um, and it
075was mentioned the success of the OTC Plus plan that can help recent grads who spent some of their high school time outside of the school. Um, the team will be meeting with each district. Uh, North Ridgeville has aligned with OTC and the program is sold out. I don't know what that means. Sorry. That's the problem with acronyms. Um, so JBS pushed the sophomore career day back to January. Their open house will be on February 1st. Applications are already coming in. And JVS found out yesterday that it received a $17,000 grant toward its student fee free initiative. Um and then there was an update on house bills uh and the anticipated property tax reform. So we just got presentation about that. We're all dealing with that. Um so that is the update from JVS. And then
076um there's no public really here. So hearing a public on other items I'll skip. No offense, Mike, but I know you're [laughter] you're moral support [clears throat] also part of the public, but moral support. Future meetings, December 16th is our next regular meeting at 6 p.m. We'll be back at the elementary school. It will be our last meeting of the um calendar year. And then January 13, 2026 will be the organizational meeting at 6 PM. also at Oblan Elementary School. It will be uh the first meeting of the year for the new school board and it will set the dates for the year for our meetings and all that important stuff. Um so next I will entertain a motion to move to executive session pursuant to revised code 121.22G1 22G1 to consider the appointment, employment
077or compensation of a public employee or official. There will be no business to um occur after we return from executive session. So, we will actually adjourn after that executive session. Um please call Well, any questions or comments? Okay. Please call the role. >> Oh, you need a motion. >> Oh, sorry. I'll entertain a I said that. >> Yeah. >> Second. >> Okay. >> Oh, thank you. Now call the Yeah. [laughter] Miss Anderson White. Yes. >> Miss Gatson. Miss Garrett. Yes. Miss Stagel.
