002just where media ad December we're going to be at Langston anyway so we wanted to tour at Langston if we could link tutorial on in December okay fair enough all right are there any other changes to the agenda hearing none call the roll Mr Stanley here Ms Gadson Yes master stagle yes yes Michelle yes citizens concerns on agenda items anybody in the audience have concerns about things we're talking about today hearing none we'll move on to news of note and presentations Dr Hall okay I'd like to congratulate our Orchestra who will be playing at The Beatles versus Stones tribute concert on October the 6th at 7 30 pm at Stocker Arts Center at Hope Theater and Audrey's been doing a wonderful job of getting our students ready for that as well so if you do
003not have tickets I would like to recommend everyone get online order tickets um you can go to lccc events and watch several of our students participate and play at the Beatles versus Stones tribute band concert we also like to recognize we would have Mr Kurt Russell speaking at the annual NAACP Freedom banquet on October the 1st and that will also be held at Lorraine County Community College so Mr Russell will be the guest speaker for an NAACP Freedom fun banquet and like to encourage our board members and our community members to attend a banquet and they can um inquire about ticket information from NAACP Metro group and finally would like to also say a national custodian week custodian day is October the 2nd we have nine custodians within our Overland City School District they do
004a phenomenal job get air building prepared ready over the summer and also throughout the school year they work hours during the weekends to come in to work with our staff to get everything prepared from games to outside to inside of the buildings they've done a phenomenal job and October the 2nd and throughout the month of October we'll recognize them as well and thank you again for our custodians doing a phenomenal job working with us next tonight we have osba service award Our member Mr Ken Stanley Dr Ken Stanley has been recognized for osba service award and we have Debbie Melda here to present that award to Dr Stanley good evening I'm Debbie Melda I represent osba as a member of the northeastern executive committee and it is my pleasure to recognize Dr Ken Stanley for
00510 years of service as a school board member foreign we all know how much time we put in as school board members it's not just coming to this meeting once or twice a month it's a lot at home a lot of Investigation reading and doing what we can to support the children of our district in Ohio and we're really honored that you can spend 10 years that counts a lot they experience is vital to the new board members to learn what goes on and how to operate thank you so much can I get a picture with you with the award please thank you Debbie thank you thank you congratulations again and Dr Stanley another round of applause forum we know the long hours you've been putting in especially over the 10-year period I'm seeing a
006vlado by being a board member here and thank you thank you it's it's been an honor um and a pleasure to work with and boy a lot has happened in those 10 years thank you so much so Ken just to Echo what Debbie said I think that the voice of experience that you've brought to us has benefited you know we as board members but also the community when when I think about the the skills that you bring to us not just in helping with you know levies and things like that but what you brought to the community in financial savings regarding the buildings and and the long-term impact that your personal gifts are going to benefit the district financially for years and years to come so thank you as a board member as a community
007member you are appreciated thank you man next we would like to have a facilities update for Mr Jim Iva hi guys good to see you all again um we got some short things this evening um I want to talk a little bit about some upcoming items that are on the agenda then I just take a minute to talk about that first though the dashboard is up and running so if you haven't had a chance to see the environmental dashboard if you can look at it on the way out if you go that way but dashboard up is operational they're still needing to put the iPad so that students can interface on the wall the mount is there but we got to get the the actual iPad on the wall there so students will be able
008to do some controlling of that so it's been a long journey but we're getting data so great that's uh a couple other things you know that upcoming on the agenda is an agreement with Davey Tree when the catch Basin was put in they redid the catch Basin this past summer part of that had to do with when they did the playgrounds they had to change the size of the catch Basin out there with that you have to have an agreement with the city which we don't have for you tonight but part of that agreement deals with making sure you have an inspector come and make sure that the catch Basin is doing what it needs to do with the water so the first year there are like three inspections that you need to do and
009one year after that and you have to have a certified inspector so Davey Tree is one of those so that's what the service agreement you will see with them is to come in do certified inspections um there probably will be a second part to that coming up if you look back behind the baseball field and the solar field uh there's what looks like a pond but it is actually a catch Basin for water there are a lot of cattails in there there's a lot of vegetation in there that needs to stay cleaner if possible because eventually all that's going to decompose and fill up so that it doesn't catch water like it's supposed to so managing The Cattails is part of it so you don't have to come in and dredge out which is going
010to cost a lot of money so Davey Tree we would like to eventually bring to you with a service agreement for them maybe once a year to come and help eliminate some of that they again we'll talk more about that later but you may see something else with Davey Tree tonight is just the service agreement to come and inspect it so that we're in compliance with the city in our new catch Basin you're also going to see a couple of service agreements with Brewer Garrett uh we have used Brewer Garrett this past year with this building Brewer Garrett maintains our HVAC system they come in they change filters they change belts they put their hands on every mechanical piece of equipment in the building related to HVAC we have been extremely happy with the service
011that we've gotten here they have troubleshooted they've done some troubleshooting for us that has saved us some money they've also helped us when we've needed to go to companies and say hey maybe this isn't quite right um the service worker we have for them Jason would be the person who would also help us with the high school and Langston so what you see coming up in the agenda is a service agreement for the high school and one for Langston for the same type of agreement where they would come in and change all the filters twice a year they would change all the belts once a year um all the pumps again aligning all that so it would be a complete system with the same gentleman who does all of this in this building so they
012will help save us money eventually because we will consolidate some some things we a lot of times we'll call a refrigeration unit when we're short on refrigerant and one of the condensers but if it's an electrical problem we have to call an electrician in and have them come in and then it could have something also to do with the plumbing and then we have to bring another trade in if you go with the company like you'll see here with Burger they have all those trades in their company and we can take care of it with just the one call and they can help us and again they will put their hands on every piece of equipment and be able to fix it before we have some some big service things so they were the ones
013who actually fixed the chiller unit in the high school cafeteria so he found a leak when he was here uh soldered it himself and the hourly rate and we didn't have to call in another company and spend thousands of dollars to get that condenser worked on so it'll it'll save us some money visit because it wasn't it that same visit that he also fixed something that had been broken oh yeah yeah in the in the yes in the office so uh so this would consolidate Services save us money in the long run um and again I just think it's it's going to it's going to help us all trust me so those are the two other things service agreements dashboard any questions the playgrounds are being used you'll see the elementary people out in the
014out in the playgrounds they love it so thank you again very much for that Garrett this project this for the elementary school you know we were getting brand new equipment and one of the big concerns that I remember us bringing up as a board was you know this brand new equipment we need to make sure we're taking care of it we have to have and it's complicated it's not like it's just somebody who's been working on I don't I don't know I'm thinking about all of the old equipment that we have the the boilers in the basement of Langston that that takes amazing skill to be able to do that but this is a whole new level and I remember us talking through how are we going to get our nine custodians our staff members
015who were happy with what they're doing but it's not the same kind of work um and so I I fully appreciate that we're going to find somebody who's going to maintain the investment that the committee or that the community has made in our equipment and then probably is it'll save us money in the long run for sure and they're very good at training uh you know we we had actually Jason was in this morning with some air handler concerns we had here in this building and uh both Earl and myself and Sarah walked around with him as he went through it all and started problem solving it and then talked us through a lot of the a lot of the pieces and gave us some advice on who to call and what he thought it
016was so we didn't have his bill we had some warranty work Bill work so yeah it's it'll save us money so any questions so will will they become so yeah so they will help us now we they can also repair everything while it's under warranty while parts are under warranty uh we will they will advise us to call the people who probably the warranty is with uh but other than that yeah they'll be able to repair everything Langston in the high school yeah yeah yeah so we could get interim bills for 100 right thanks Jim and I I assume this would come out of our pivi thank you closing my report moving on to action items I need a motion for action item board item a approval of the minutes so moved seconded any discussion
017hi coloral Mr Stanley yes Gadson yep Miss Daigle yes Michelle yes all right we'll take a motion for Treasures items a through d so moved okay um for August we ended the month with 20 million eight hundred twelve thousand dollars six hundred eighty two dollars and 10 cents um we balanced outstanding warrants were 477.56 with no adjustments interest for the month came in at twenty eight thousand dollars a nice thing about inflation and the FEDS having to raise rates is our money's making us some money finally um although the products we're buying I don't think yeah but um so yes um when we look at the five-year forecast um real estate dollars are down from last year but in line with what I projected tangible came in pretty much exact income tax came in quite
018a bit higher I did look into that and it was from filing the filings increased what people were actually paying when they filed increase then they sent them in late and they didn't get into July or they just got in the July payment and not in the April payments so so it's a big timing issue so everything should work out um uh with expenses we're running right where we need to be we're down 17 for the um year to date from what I projected with the five-year forecast so we should have no problems there we will be having a finance committee next month to walk through the five-year forecast to look at um Nexus did get appealed so we will hopefully have more information for that to come to find out what's actually going to
019happen um and Mr Snodgrass the county auditor has been calling me on a bi-weekly basis to make sure that he keeps me up to date with what he's finding out from Columbus so but so I mean the yes this sucks for the pipeline and the current state but it is true though that this basically just opens the floodgates anytime a project like this yes I think it keeps coming to my mind is I mean it it sucks for all of us but I think mostly for you because you can't project no yeah it's very hard on projecting um with the agreement the district would have lost multiple millions of dollars over the years but we still might lose that we just don't know so it just puts us back out there it is uh if
020it does end up at the Supreme Court we're looking probably another four to five years before it gets settled they are still going to pay us what they currently have been paying us so in in true time we're still going to receive the money that they would have been paying us but ultimately that money would have depreciated much quicker if the settlement would have went through so so it seems like they're just doing a styling tactic trying to yes is there any way that we can request that uh due to the stalling tactics they need to pay our you know for the what is it the the legal fees or legal fees and all of this because we can add tack that on plus uh what is it the um there's a lot of districts
021involved here yes I mean we did them with that then I'm sure that they'd be like oh we gotta pay for all of y'all well that's why they are making payments because their new settlement they wouldn't owe to any penalties since they made a contribution on what they thought it was worth ah so they are saving themselves the penalties but they are in crewing for the first two years five percent interest for last year it's three point something for this year it's going to be much higher than that on interest so and that just keeps on accumulating until the final settlement comes through and yeah so our other counties joining with with Lorraine County and um in fighting this or is Craig on his own financially he is on his own unless they choose to
022um I don't see anybody jumping on board with him to it it all depends I mean I don't know the direction that it's going to go in he is throwing out some scenarios for Nexus but I don't know if Nexus will pick up on any of those he is trying to make the county of Lorraine Hall well thank you Craig I'm just not worried about the other 12 counties yeah if they like the settlement make us whole and we'll accept that settlement yeah um as for funds um the all the funds we closed the month of August with 18 million seven thousand Thirty One dollars unencumbered money cash balance was 20 million 812 we still have a million two in the building project we're not going to spend all that money but it's still out
023there on purchase orders until we get the final bill from um Green Space so and Brandon from Green Space who did the building found a new job so I'm not sure when that last bill is going to come hi so it could be a while yet other than that we're like I said we are in pretty good shape for the year we still are using the eser Monies to help pay for some of the new positions that we've added to help um increase student to get students back to the level that they should be at so we are putting that money to use and then we have the permanent Appropriations I did change a couple amounts we um needed to um increase the emergency Levy revenue and expenses because they came in higher than what
024I thought they would be we had to increase the internal service fund because the purchase order got canceled because the product didn't come in so now we have more money to spend so I reappropriated that so that we could close out that fund and then the same thing with our balances once we close out the year in June I have to certify all the balances to all the funds for the county auditor and those were higher than what we had projected back in January so that is the adjustment to all the resources is just bringing that into balance with the tax rates that the board approved back in April any questions oh we have donations sorry about that covered them up we had um United Way Norma schneltz school supplies James Dobbins and Susan Gray
025250 dollars teacher supply funds they don't donated money so teachers that normally spend money for their classrooms could we opened up a purchase order and all they have to do is turn in receipts for what they bought so that they're not spending money out of their pocket the Rotary Club donated 479.25 for planting of trees and mulching and Jessica and David Reese donated a glucenspiel instrument to the music department and it was Norma Sanchez Sanchez yeah sorry questions comments all right hearing none call the roll Mr Stanley yes Miss Gadson yes Miss stagel yes Michelle yes attendance consent a motion for items a through K by moved second okay automate it's approve of 2223 mlu prep education Outreach a sites program I'd like to announce that sites program is active at Overland Elementary School and
026um been very supportive of the program here at school they're working with our Spanish teacher as well sites is Spanish and Elementary School Item B is approved of 2223 Lorraine County interagency agreement this agency involves a couple of different agencies that provide support for the district from the Lorraine County Board of Developmental Disabilities Lorraine County local agencies education agencies early intervention services of Lorraine County and a couple other agencies Provide support for the district IMC approval to following professional service contracts for sign language and interpreter interpreters Transportation routing Consulting Teresa clean Sharon is providing support for us as an ex-driver we are currently transformed transferring over from a trans binder transportation system transversal and Teresa is helping us with a transition piece by um providing support and transfinder as we go through training for to
027transfers um also on item c three and four are athletic trainers um we need support for our athletic for athletic trainer and these are these two individuals Provide support to our students during practices and also games for the district item D is approved by the Brewer Garrett ensure Services Program for Overland High School Mr ible provided information about him as well item is approved or brew a Geared for Langston Middle School HVAC for both of those item app is approval of the Navy Resource Group storm water management that's also was provide information for Mr rival that's a requirement that we have to have IMG is an overcare Rehabilitation of Ohio this is an athletic trainer service that provide athletic Trainers for the district and they will provide more support for athletic trainers provide us with
028more of a full-time person for us we're looking at utilizing them especially in the winter time for our winter sports we're kind of piecing things together I'm currently now for athletic trainers it's one of those areas like many others are short so if we reach out to Mercy Cleveland Clinic the same thing we're all less waiting but NovaCare will provide that athletic training for the district item Aces approval of PSI Affiliates just a bilingual psychologist for support for our students itemized agreement of excess costs item J is the first reading and discussion of the following policies listed below we had a policy committee meeting we had Miss stego mistake of was at the meeting and she attended a meeting with our Neola representative we have a new policy on air which is a preschool program
029policy um which preschool program we never had his policy before but that policy provided will provide support and information about a peer model program also a typical program at the elementary age and I'm sure if Mrs stagle Right to provide information you attended a meeting as well I thought it was very informative and long but informative I really appreciate when Neola comes out and explains why we have to make these changes um even though sometimes there's things we don't necessarily agree with um but we are legally bound to um put into our um so the one that I found most informative was that all of our extracurriculars now and I'm sure you all read it in the minutes but now have to if they are not teachers they have to have an extra piece of
030paper so making sure that we're getting all of our um you know we have a lot of people that aren't teachers in the district that are helping with our extracurriculars so making sure that everyone gets that certification yeah always always interesting and it wasn't as long as I thought it was going I did appreciate that that's when you get that many pages of documents to go through but it helps the you know you get versions of the same change from a different audience and I do always appreciate that he he always has it color coded so it's like this is what you currently have and this is what you should add and these are things that you could add but you don't have to add so that makes it easier to figure out what it
031is that we want in our bylaws laws enormous great job Meola does a great job of Thoroughly doing that for us as well for the district I can't even fathom we're trying to manage the power pulse like paying attention to that level of detail of minutia that comes out of federal state Ohio Department of Education you know like so many sources so yes Neil is a very good resource for us no other way to explain that it's usually one thing that starts this policy from happening to happen in the school district from probably down south somewhere else but that one thing starts the whole new policy for everybody to do so uh still interested in the stories behind it and there were some policies that hadn't been touched since 1996. yep well one of those
032one things clearly is weapons and that's when we want to it seems to that that appears four times give us a quick heads up on what what that's about that was just more supporting our previous our resolution of not allowing weapons to our teachers to carry weapons within school and that was allowing law enforcement Personnel people's ccw's to keep them not inside of school but to be able to have them locked in a car so we have some of our parents who are police officers and the problem concern that policy came from was the police officer would have to go home and if he's off duty leave his weapon at home they'd come back drop his kid off then pick up the weapon but they're allowed to carry that within a car and the law
033enforcement was just one example of different areas that may have to carry weapons as well but they're not permitted to bring them into the school good good and it seems fair thank you appreciate it on the on the was now that in Ohio you don't need a concealed carry permit to carry a weapon if you are on school grounds at all you do need that concealed carry permit so you know and it still doesn't allow them to bring it on yeah they still cannot bring it in the school but even if they have a in the car if they don't have to drive on the carry permit they cannot have it on school property in their car at all good I'm case Personnel report I'd like to honor one or send the following a couple
034of coaches and two is the resignation so Benjamin Moore he's our maintenance Personnel we have posted position outstanding uh person for the district did a lot of great things for us and provide a lot of support for our custodial staff and also our teachers item three addition to changes positions item four is employment we have would like to welcome our new social worker on Angelica davola athletic trainer David Deary he's not on our staff full-time like last year in previous years he's just on his ass needed faces so he's not coming back he's doing a favor for us to fill in those gaps that we need when we need a trainer and we do have such a teachers um coming on board as well additional ones item five supplemental contracts we got volleyball football and
035cheerleading as well I like to they're very excited about having our new varsity cheerleading back especially at the football games had a lot of positive feedback from community members some of the new some knowledge Traditions are coming back with um at the end of the game our football team seeing alamata with the band and they come together as a team and our cheerleading for Varsity have not since about three or four years or so have not been active but our varsity football team do have cheerleaders now Quest approval for items a through k another discussion questions right hearing none call the roll Mr Stanley yes Mr Hudson yes Miss stagle yes Michelle yes all right comments discussion board update anybody have updates from your groups the endowment board did me and we are accepting applications
036right now um they are planning starting in October to meet back in person and they did move meetings back from 4 30 to 5 o'clock so we will be meeting in the Langston media center from now on is the board fully staffed we are we're missing one parent representative and they still have nobody that has stepped up to say they'll be president or vice president [Laughter] so we're still looking for someone that would love to be president of the endowment finance committee hasn't met didn't meet this week I the tech committee met I missed it no other updates all right there to give you the policy you did yep all right here uh hearing the public on any other items okay Jay would you do me a favor and tilt that mic down in school
037song too the music in betweens good to see you again did you want to sign in and make a comment you're up I just wanted to bring your attention the article in the community guide which was published on September 22nd last Thursday about the libraries and I was talking last time about banned books week great article by Jason Hawk take a look at it and I might suggest that every year you do something about banned books to focus on the idea of censorship thank you thank you I love the fact that whenever the banned books lists come out those books all get a big bump in sales but what are you doing okay so you want to ban the book Thank you for giving it exactly thank you for Banning my book Thank you for
038increasing my sales thanks I saw an article that the girls who code book yeah girls who code is huge yeah and then it was unbanned but okay yeah well they didn't need to ban in the first place no so there's a lot of them they don't need to ban it yes like uh yeah yeah time it comes out we talk about what the kids you know which ones they've read at school and which ones they're going to read at school which ones we have on the Shelf at home good for you all right any other comments or news all right uh future meetings as we discussed the next meeting will be on October 25th here and then after that it's November 29th also here I need a motion to adjourn mood second call the roll
039Mr Stanley yes Mrs Gadson yes Mr
