Okay, today is January 20th, 2026. It's 5:30 p.m. and we'd like to welcome everybody to the River Board of Education regular meeting. >> Mr. Bine, will you please call the RO? >> Certainly. Mr. Bowler >> here. >> Mrs. Brackett >> here. >> Mrs. Burke >> here. >> Mrs. Rainey >> here. >> Mrs. Stein >> here. Can we please stand for the pledge to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Okay, seeing that it was a cold day off school, we have no presentations or recognitions this month. We're going to do our best to reschedule those that we can um or move them to different meetings. Um so now I'd like to see if there's

anybody that would like to speak um to agenda items. [laughter] [clears throat] Okay. I see nobody. There's nobody here. So that makes sense. Um all right, moving on to um the board of education's agenda. There are no items on the board of education's agenda at this time. So, proceeding to our um Kao Valley Career Center. Miss Miss Burke, do you have a report? >> I sure do. I have um reports from both the December and the January meeting. Um and I'll try to keep it brief, but there's a lot of great information. Uh so, at the December meeting, we welcomed some new hires and congratulated some retirees. And then Superintendent Mangus uh gave his annual report and an update to the strategic plan. And as I was like preparing for this, I was thinking, Rick,

like I would love to have Dave come in and kind of give that presentation that he gave to the CBCC board because after he spoke, I was just so proud of what CBCC does, what what Dave has done or Superintendent Magus has done over the years. Um, so just to call out where CBCC stands right now, um, they did achieve a five-star rating. There are 91 career technical planning districts in Ohio. Out of that, 67 of them earned overall five-star ratings. Eight of them, including CBCC, earned five stars in every category. Three career technical planning districts are also joint vocational school districts, meaning they're standalone. They're not built into school districts. And of those three, CVCC obtained the highest performance index score of 89.1. They've tested 99.6% of their students and 93 have passed. And

out of the their class, 96.8 are employed, enrolled, or enlisted. Meaning that CBCC did exactly what they set out to do, which is set up those students for success. So, we can now say that our district is part of the best joint vocational school in the state of Ohio, which is fantastic. Um, and so I want to take a moment to celebrate that and to call that out. Um, Superintendent Mega is always the realist that he is. He likes to follow it up that up by saying it's one thing to get to that point. It's another thing to stay there. And he is incredibly committed to making sure that CBCC stays at the top of those rankings in the state of Ohio. So, I I just I could not wait to give that report. It's

just exciting to be part of that. Um, moving on to the January meeting, we heard a presentation from the building and property maintenance presentation. So, where they talked about um, a program where if there are kids who have signed up for one of the construction programs that it's just not a fit for them, they realize pretty quickly in there that it's not where they need to be, they're not going to be successful in that program. they offer them this building and maintenance u property maintenance presentation and a river student Brandon Allen actually came and got up in front of the board and spoke to his experience in the program and it's really an opportunity for those kids to continue to get that construction type experience but also in a practical manner that would set them

up for part-time work or work beyond high school. I did want to call out that February 2nd through 6th is Career Tech Education Week. Um, so lots of activities planned for that week. My favorite is bring your parent to school. Um, and then 10th grade visits will also occur that week. And then at everybody's spot, you have an invitation for the constructing futures event. Uh, so usually in October, there's an allboard's dinner. This past October, that dinner has been bumped to the April 30th date that you see on that invitation. Um, this is going to be a big event. It is the grand opening of the construction labs that were built with that giant $9 million grant that CBCC was awarded. Um there are also invitations going to the governor, the lieutenant governor, state senators,

etc. Not confirmed that they will be there, but they will be invited to attend. So I would really encourage all of you if you are available to please come. It's going to be a lot of fun. >> That's all I have. >> Thank you. Thank you. >> If the board wants Mr. mangus here sometime. I'm pretty confident we can pull that off. >> I really like that idea. If we have time, >> we can all talk about it if you want. Dave, I've volunteered him before and he's done it. So, if he watches this, he'll not be surprised I would do it again. >> Okay, great. Great. I should probably give you a heads up. >> I'll give him a heads up tomorrow. [laughter] >> Thanks, Rick. >> Okay, that's it then. Thank you. Any

comments or questions for Miss Burke? >> No, that's great. >> Okay. Um, moving on to the treasures agenda, Mr. Berdine? I would propose it. We would take all of Roman numeral 8 items one through six as one action item. Please >> motion second. Discussion, questions. >> All right. >> Minutes to December meetings. Uh financial report for December. Um we're about $550,000 favorable. 350 of that is on the revenue side. Um Summit County fiscal office in December distributed an additional $323,000. Interestingly, that made it very very close to what I had in the original forecast for this year, but I had modified that in what you approved November. And then those funds were there. It's a correction on the distribution. I'm not they called it a rate adjustment. I'm not sure if it was a rate

adjustment or some late collections or or what transpired, but um I'm happy to receive it on behalf of rever taxpayers. So, um, I'm I'm glad to be off my mark on on those numbers. So, on the expense side, we're about $200,000 favorable. The bulk of that is our energy conservation note. That was uh House Bill 264 note that was done about 10 years ago here. It was longer than that. 13 years ago here. It was a 15-year bond series. Um it was an interesting financing mechanism that was used at the time that was only available for maybe 18 to 24 months. River took advantage of it. Um with that we've been able to invest proceeds in the bond fund from that and those interest earnings acrew back to our benefit. We utilize those to retire

those bonds um two years early. thus realizing this level of savings, not to mention additional years of those payments. So, um you know, that's credit to Dave Forest and prior boards that put this in place. Um the markets were good. So, interest earnings were good. It's uh not very much really about your treasur, but it's it's kudos to those folks who put this in place at the time and now we'll benefit from this. I had modified that to take it out of the forecast moving forward because I knew this day was coming because we'd been anticipating when those became callable to retire them early. So, we just took advantage of that. And you see the savings on there, the 122,000. So, that's a good thing for us. Purchase orders, there were four then and now

orders out of sequence. Donations, there are two. the True North giving pump program $1,15.13. I don't even know who these donors are, but there are people who do this through their True North gas accounts and we get those rewards back and it's a donation then from corporate uh on behalf of those likely taxpayers of our district who are doing this for us. And then also uh Kathleen Butler family. I've never called her. I call her Mrs. Butler. Most of you know her as Kitty Butler. >> Um, she brought in from their family group $2,250 to fund the Pette family scholarship that they've had in place for a long, long time. Again, predates me. So, thank you to them. Asset deletions. We have the old kiln at Bath that has been replaced with new, inoperable uh

in the art room. We had moved that over from the old school to the new school and It has now been retired. And we also had old technology pieces that got moved from somewhere to the stage in the middle school which became the catchall for most things that people no longer utilized and those have been discarded. Their old Dells we don't really we don't use them anymore. Um but that is now our orchestra classroom that space. So that's why you're seeing that list on there that we would like to discard. The last item I talked somewhat in depth about last month is the Ben Chrisman Memorial Scholarship Fund and we would like to begin, we've received those funds January 2nd. We would like to begin allocating interest to that fund at the conclusion of January

closing. So happy to address whatever questions anybody has. >> I have a quick question. >> Yes. >> That True North program, I remember you mentioning it before. Is that paid out annually? Do you know how often? >> Um >> I don't know. I You might not know off hand. >> I do not know offhand. I'm sorry. >> That's okay. >> Yeah. I don't know. >> That's okay. I just It makes me think of like the acne like right the acne receipts and all >> Amazon smiles. >> Yeah. And I know that's like usually every few months. I just amount of money. That's true. North one is a nice amount of money. >> We've allocated that to different student type programs in the district. Um $1,000 is a lot of money most of us put $1,000

in our $50 million pot. It's like a bucket of water in the ocean. So we've allocated some of that to our high school special education program with the snack cart that they use. We've done it with middle school for a coffee cart in the past. So we look at those opportunities um for student activities, student events that where we can utilize those funds. Uh we did it for our uh feed the future account that we have for families in need for meal costs. >> So we've done a number of activities like that rather than just sticking in the general fun. >> That's nice >> to make it benefit our students and families. >> Yeah. It's a big impact for those. >> It is. I there's a card on the table in my office. I keep

it there, but the students at the high school snack cart program sent me a thank you cart. It's not my money, but they did send it to me and I keep it on there because it's just one of those things that really grabs your heart and makes you feel good, right? >> You almost wish it had been your money. But, uh, it was not, but it was one of these donations we allocated. And it's interesting when you you know I talk about $1,000 in scope of 50 million but a classroom teacher what we asked them I don't remember the amount that we first gave we did it twice um and we asked them to give us like an Amazon wish list or whatever it was they wanted to do and I think we got a

wish list for like 150 bucks. We said no no no that's not enough. We have more money than that. So I think we got one for 300 and then they realized it was like 800 we had or something like that. I don't remember the amount, but they put it to good use for activities in that classroom which can include field trips because they do a lot of um lifestyle training for students in their program. So, you know, they do shopping trips and restaurant trips and things like that to teach them real life skills. So, those are really cool and meaningful to me. As most of you know, I have a granddaughter in another district who is in a similar type program who benefits from generosity of others in that district. So those teachers though, they

they went real low on their asks [laughter] up the Annie here a little bit. We have more than that for you. So it's been a good thing. >> Great. Thank you. Any other questions, comments for Mr. Bine? Okay, Mr. Bine, please call the role. >> Mrs. Stein, >> yes. >> Mrs. Rainey, >> yes. >> Mr. Bowler, >> yes. >> Mrs. Bracket. >> Yes. >> Mrs. Burke. >> Yes. Motion carries. >> Thank you all. >> Yep. Thank you. On to the agenda. Mr. White. >> Sure. >> All right. I recommend uh Roman numeral 9 number 1A through 1 C as a consent. >> I'll make the motion. Second. >> All right. First, we have a leave of absence approval for Mrs. Bowers. Um I think in our work session we had a section followed by [snorts]

that where we are hiring a staff member but we're going to be hiring through the ESC so it does not need to be board approved. So that one was removed >> but we're very thankful for the hard work of Mrs. Campbell and Mr. Ferris to find somebody who could step in and fill that position for us. Very exciting. >> U at B we have our non-athletic supplemental contracts and that's for [clears throat] Richfield building computer uh coordinators. In letter C, we have our athletic supplemental contracts coming up. Spring's right around the corner, believe it or not, even though with this weather that we're having, but WCL spring sports listed there and some of our certificated coaches. Any questions on any of those? >> I don't have any questions, but I do want to also thank

Mrs. Campbell back there. She worked incredibly hard to find a substitute. It's hard to find a AP level science teacher for any subject matter at the high school level when you're hiring full-time, but to find one as a long-term sub that's qualified to teach that class is like next level difficult. So, your effort was definitely noticed and appreciated. Anybody else? Okay, Mr. Bine. >> Mrs. Brackett. >> Yes. >> Mrs. Burke. >> Yes. >> Mr. Bowler. >> Yes. >> Mrs. Rainey. >> Yes. Mrs. Stodd. >> Yes. Motion carried. >> Okay. I also recommend Roman numeral 9 uh 2 A through 2F as a consent. >> Motion. >> Second. >> All right. >> Mr. Stein, read the motion. Thank you. >> All right. At letter A, we have a resignation for purposes of retirement. Mrs. Gi there.

And then we have the resignation for Hannah there. Letter B. change of positions at letter C, Mr. Hill. Then letter D has our list of classified um I was going to say coaches. Actually, that's E, but list just a change there for um Ashley and Rachel for letter D for classified staff. And then at letter E is where we have our list of classified staff who will be coaching for us in spring sports this year. Okay. >> Any questions? >> Okay. Mr. >> Mrs. Stein, >> yes. >> Mrs. Rainey, >> yes. >> Mr. Bowler, >> yes. >> Mrs. Brackett, >> yes. >> Mrs. Burke, >> yes. >> Motion carries. Right. Number three, we have student services, Red Oak, um, behavioral health agreement. And again, they'll be coming in and replacing Green Leaf that was serving

some of our students during in the buildings during the day. >> Okay. Didn't ask for a motion. Sorry, I started talking. [laughter] >> All right. Can I get a motion, please? >> Mrs. >> Motion second. >> Perfect. >> Thank you. >> Okay. Any discussion or questions for Mr. White? Um, just want to confirm that this is for this the remainder of this school year and then we can look forward into what we do next year. >> Talk with Mr. Connelly. We were supposed to meet today with Red Oak. And this is all buildings in the district. >> Okay. Can I ask maybe a silly question? Is it are they is there always a presence in the buildings or is it like by an appointment or is it pre-arranged? Pre-arranged. Okay. That's great. Thank you. Thank

you. Any other questions, comments? Okay, Mr. B, please. >> Mrs. Stein, >> yes. >> Mrs. Burke, >> yes. >> Mr. Bowler, >> yes. >> Mrs. Brackett, >> yes. >> Mrs. Rainey, >> yes. >> All right. Number four, we have anou with Kin State University for college credit plus. >> Can I get a motion? >> Second. >> All right, I'll make a motion. Second. [laughter] >> Okay. Anything? >> Just a standardou for college credit plus that we do annually with some of our universities. >> Any questions for Mr. White? Okay. Mr. Please call the [clears throat] RO. >> Mrs. Brackett. >> Yes. >> Mr. Mr. Bowler. >> Yes. >> Mrs. Burke. >> Yes. >> Mrs. Rainey. >> Yes. >> Mrs. Stein. >> Yes. >> Okay. Moving on to information and discussion items. The next board meeting

will be the February work session which will be held on Tuesday, February 10th at 5:30 in the River Administration building conference room. And then the regular meeting will follow on the following week on Tuesday, February 17th at 5:30 here in the high school media center. And then we move on to concerns of the public and community announcements. So this is when we'll hear um public comments or concerns on any topic. So if you'd like to speak, please step forward. Seeing no one, let's go ahead and move on. >> I do have something to say. Okay. But I'll just stay here in my seat if that's all right. So all these snow days and cold days I feel like been a little offkilter, but I definitely don't want to let it go any further without taking

a moment to say thank you to the five of you as the Ohio School Board Association recognizes school board members month this January in front of all of you. Mr. Bowler, you should have a bag there somewhere with an R on it. Okay, very good. As a gift from us to you to say thank you. Um, the five of you and Jeff and Jen, I'm sure you've jumped right in. The amount of time and dedication and commitment, your love for this district and community is unquestionable. I think probably only your families probably realize how much each of you sleep with this, live it day in and day out. And I just want to take a moment and say thank you. Being a school board member was never meant to be a full-time job, but I

think the five of you already make it like a second full-time job because of your passion and commitment you put into it. Thank you. Happy school board members appreciation month. Appreciate all the work you're doing already for our district. Thank you. >> Thank you, Mr. >> Thank you for the gifts. >> Thank you. >> Okay, then moving on to um executive session. We do have the need tonight to go into an executive session to discuss the employment of a public employee. So, can I get a motion? >> Motion >> and a second. >> Second. Okay. Mr. Brown, please call the role. >> Mrs. Stein, >> yes. >> Mrs. Berg, >> yes. >> Mr. Bowler, >> yes. >> Mrs. Bracken, >> yes. >> Mrs. Rain, >> yes. >> Okay. And then we do not anticipate any

action after we come out of executive session this evening. So, Okay. and then on to adjournment. So, can I get a motion to adjurnn or did you have No, I missed. >> You will call the board out of exec and then >> Oh, that's right. After >> that'll be your last action at the conclusion. >> Okay. Yep. >> All right. We're in executive session. Thank you.
