There's a time for public comment during the meeting in the public participation section on the agenda. I'd like to make a motion to approve the minutes as attached. November 8th, November 18th, a special meeting. November 20th, board minutes. November 24th, special meeting minutes. November 26 special meeting minutes. December 4th special meeting minutes. Do we have any special report? >> No. No special reports. Uh discussion of old business.

Hearing none. Discussion of new business. Hearing none. Um, board of education committee and liaison reports, buildings and grounds. Mr. Keaney, you were at the buildings and grounds meeting, right? I could not make it. >> Right. So, here's what Mr. Allesie put together. Essentially, um, they had uh they hosted the Rumble for Wrestling, NHS Craft Show, and Hall of Holly. Had good turnout. Thanks to all and good time was had by all. and they work very hard to make sure all everything is clear as snow and ice. They are going to do a bannual changing of filters in the air handlers. This has already started and that's going to u be ongoing throughout Christmas break and all the filter replacements will uh again take place next summer. Uh they continue to monitor all boiler operation and

we'll make adjustments as needed based on what outside Monday, December 29th and Tuesday, December 30th, the EA group will be at the high school, John R. Buckeye, Belidge, and Lemouth. Essentially, they're going to do another hazardous uh materials inspection, kind of a manual thing. uh over at Luth uh they received uh new chairs and tables and those are going to be installed Christmas break and they have about 36 tables and 248 chairs that are available. All you have to do is ask and otherwise they're going into the counselor. So take a look if you want and the uh CTE and review projects are slowly wrapping up beyond the Thank you for that curriculum and programming. >> Okay. Uh we did not have a meeting um this month. Um but uh typically uh we post our

course of studies online uh for the public to see. Um as we have several new series or programs um you can look forward to um the curriculum committee being able to uh curriculum um probably posting those new courses of study. >> That's all I have >> policy and alumni. >> Uh we held a policy meeting to discuss the policy that is currently on the board agenda. Most of the re revisions policy are word changes or they are in the revised code and um there was no meeting for the alumni. >> Thank you for that booster. >> I don't have anything to add at this time. Okay. Treasures report uh finance and audit personnel committee. >> Um well there was no agenda for that meeting so uh we just kind of winged it. So personnel same

stuff. Uh the um talked about uh opening a new um fund for uh taking care of the health insurance. Uh so that'll come up a little bit later. Um there was a question well I'll bring that up later. Beyond that u no further discussion was made so u update from the treasurer. So, we uh we had a a lot more time to um take a look at the PI account, the permanent improvement account. So, we were able to make our way through to include polling u I have to give a lot of credit to the assistant treasurer um uh Mr. Patrey who pulled every single purchase order. Um and there were quite a few So, we're reviewing that the bris is we're specifically talking about the Brisco report for permanent improvements. Um, there was a

lot of questions about vetting of Mr. Brisco and his company and who is he and so uh he is uh works at Cypress Fairbanks ISD. He's the director of procurement services. That's not part of their finance department. He holds an NBA. He's a registered Texas school business administrator. He does not hold a Texas treasurer certification. And we did uh recently receive a phone call and uh a records request from theu assistant superintendent Darren Crawford uh on 12:15 uh related to uh the work of Mr. Brisco. Um so some key issues uh that errors that we found in his findings. So these are things that are allowable out of purchase uh uh PI levy but he noted that they were misaligned and was part of the $4.6 6 million in findings that he said uh needed

to be paid back to the general fund and they included furniture. We have an owner's rep on our construction projects. Uh TDA which is a the architectural firm services purchase of land next to Riverview. Fiscal year 20 there were bus leases 150,000 in laptops work at the lmouth gymnasium repairs and upgrades purchases of the dialosi report materials testing and boring sample payments purchase and installation of backup generator installation of bathroom stalls and there there are more but those were the ones of $100,000 or more. So this report is from fiscal year 20 through 25. Um in black is Mr. Brisco. He found 252 transactions which totaled $4.6 million which he said were not permissible. So in our audit we found 251 transactions um equaling $4.5 million which are permissible. So that means that there was

an issue in curriculum in fiscal year 25. $60,782 were spent out of PI for digital license and consumables which is not permissible. Uh Brisco Consulting Group so far the invoice is $20,482. My recommendation is that we do a onetime transfer of $60,782 from the general fund to the PI to make that hold. Um, we did receive notice of pending legal action as it relates um just got this today via via FedEx. So, um, just want to make sure that the board is aware of it. I don't I don't think it's credible, but nonetheless should be aware of it. And that concludes my report. >> Okay, thank you for that. Next, we have uh public comment. Anyone wishing to address the board of education will be recognized by the board president. Speakers are requested to speak

from the microphone and identify themselves in their topic. Uh comments are limited to three minutes and at the U chair's discretion there will be permitted four speakers this evening uh up to 3 minutes each. Wait, did you say you're only >> Wait, did you say you're only letting four people talk? Is that what you said? >> Are you speaking? >> Also, one more item, one more item that everyone should be aware of. Uh part of our policy is that when you are speaking publicly, you can speak to the board president, the chair, but you're not to speak directly to any of the board members. Okay? So, so just know it's part of the policy of the Riverside Local School District and I would ask you to follow those rules. >> Thank you. >> Did you

Wait, did you say that only four people can speak? Is there anyone that like would like to speak? >> Sir, if you want if you want to speak in line, there will only be four. >> Okay? So, don't want to have to clear the room. So, please be respectful. You can. >> Okay, ma'am. >> Ready. >> I am speaking today as an employee of the Riverside School District and establish >> I'm sorry. Can you say your name, please? >> Sure. Michelle Roleski. >> Thank you. >> Okay. Can you >> reclaim my time? >> Yeah. Could you start the time over, please? >> I'm sorry. Thank you. >> Okay. Michelle Robleski. I'm speaking today as an employee of the Riverside School District and a spouse of a retired US Army officer with over 25 years of

service, including five combat tours to Iraq and Afghanistan. With pride for my country, honor for those who serve, I have chosen to speak today, guided by the values I have lived by as a military spouse. With that foundation and experience, I want to address the appalling comments that were made on social media within our school community. A United States Marine Corps veteran has been subject of demeaning public statements, these false accusations labeling him a liar, a coward, gutless, and unworthy of the title Marine. attacks on a person's military service is reprehensible and does not reflect the standards I believe Riverside strives to uphold. This undermines respect for sacrifice service and that this country and contributes to an environment that is apathetic for those that have served and made the ultimate sacrifice. I believe Dr. Steven

Thompson has acted in a manner consistent with Marine Corps values of honor, courage, and commitment. Honor, it calls for the highest ethical and moral behavior, including truthfulness, respect, responsibility, and accountability. Courage means doing what is right even when it's difficult, and leading with integrity. commitment reflects professionalism, discipline, and dedication to excellence. These qualities are expected from the adults who serve and support these students. And as a district employee, I find these statements offensive. When personal attacks or false narratives enter public discourse connected to our schools, they erode trust and negatively impact morale and professionalism. I ask the board to be respectful, truthful, and clearly communicate and refrain from personal attacks, particularly those targeting veterans and employees. Please lead with honor, courage, and commitment like Dr. Steven Thompson. September five, ARMY [applause] >> [applause] [cheering] [applause]

>> OKAY, NEXT, >> Jeremy is >> Jeremy. Jeremy Ishmail, teacher. And >> I'm sorry, you said Jeremy. >> Jeremy Ishmail, >> teacher, head football coach from Riverside High School. Uh, apologies. I wrote this a couple of days ago before the constant shifting of the goal post with regards to different things, but I'll just go ahead and rip off here. Uh, ladies and gentlemen, I come to you today in somewhat unfamiliar territory. Typically, as many of my colleagues will say, I tend to stay in my lane and do not get overly emotional about things unless they have a direct impact on me. As a matter of fact, I believe this may be the second board meeting I have ever attended my 20 plus years here as a teacher in this district. I also stand before you

not naive enough that what I have to say will have any impact on tonight or future proceedings. However, this case cannot sit idly by and watch continued railroading of our superintendent, Dr. Chris Rino, by the outgoing majority of our board. November 4th was a day of joy for many as we for many as we knew that the end was near for this current iteration of the board and same leadership was on its way. In a group chat I'm a part of where there were there was a celebratory tone as the election results came in. However, I offered a word of caution that I figured we were about to witness two months of hell no fury like a school board. Sadly, the majority on their way out and not disappointed. It is disappointing and disheartening when

the supposed adults in the room are the biggest children who are taking their ball and going home or in this case millions of valuable dollars the last few weeks will cause the district all the while claiming to be champions of fiscal responsibility. It has been difficult keeping up with the constant shifting of the goalpost regarding the ongo outgoing members wish list of build projects. Yes, the vision for the new projects is admirable. Not asking for more money from the taxpayers, but at what point is enough enough? especially since the drivers of these projects will soon be leaving office and leaving the rest of us holding them back. The latest this roofing project first sounds too stupid too to be true which probably is the case but also drips of the monsoon of irony as certain

board members said of lack of communication about the project as their main objection to voting for its passage. What was the m what was one of the major complaints in the shams suspension of Dr. Ratino? That's right, communication and transparency deficiencies. rules for thee and none for we is a weak cowardly way of wielding power. This mentality also has our new treasure in the majority's crosshairs as he would represent the project. The last few weeks have cast a negative light on our district and many like myself find it sickening that a good man and leader or in this case leaders are being scapegoed because the public shows a different direction. The outgoing majority is holding the dis is handling the disappointment like a toddler who were told they couldn't get a toy to sword. What

the majority on this board are doing is wrong and they're well aware of it. This board should do the impossible or what reasonable people would say is the right thing reinstate Dr. Chris. Thank you for your time and along with many people here I stand with [applause] Hello, my name is Hans Russell. I'm a senior here at Riverside and I believe I speak on behalf of the students. I would just like to begin by saying the first thing stated in the Ohio School Boards Association code of ethics is remember that my first and greatest concern must be the educational welfare of all students attending the public schools. I do not believe that I am alone in saying that I believe the board's recent actions and attempts at action have not been in the best interest

of the students as they can lead to layoffs of good teachers as well as loss of funding for many extracurriculars. The next piece I want to address from the code of ethics is as stated encourage ongoing communications among board members, the board, students, staff, and the community. I would like to emphasize the part that mentions students, staff, and the community. In the abundance of recent special meetings, the majority of the board has refused the public's opinion. The board has also gone as far as to schedule meetings for times which is known that current board members could not attend or at times when it is very difficult for public members to attend such as Wednesday the 26th the day before Thanksgiving and as well as Monday at 1 p.m. when students and faculty were still in

school and many parents were at work forgetting the fact that this meeting was not announced or was announced not even 24 hours beforehand, a violation of the sunshine laws, Ohio Revised Code 3313.16, which states that there must be at least 2 days notice. Finally, there have been 13 special meetings, including today, either held or attempted since election day, which is more than the entirety of the year, 11. That means there have been almost eight times as many meetings in the past month and a half in the previous 10 months. It is a known fact that board members are paid during each meeting. I would like to bring up Riverside policy 1,200F which states ensure that they their actions or those of another on their behalf are not made with specific intent of advancing private economic

interests. On this note, I would like to bring up the recent contract voted on last Wednesday. It was mentioned that there is an investor that is supporting this contract. Except this investor was never named. We deserve to know where our funds are going. So, I'm sure that I'm not alone in saying the public deserves to know who this investor in question is. So, I asked the board to give us more information on this investor. Who specifically are they? Are they from this area? And do they have the best interest of our school? >> Thank you. [cheering] [applause] >> [applause] >> Well, I'm here. Maybe a lot of you aren't going to be really happy. >> I'm sorry. Please state your name. >> My name is Lee Shave. I've lived in this community since 1981 in

Leroy. And I've been going to these meetings on and off since the mid80s. So, I've seen all kinds of boards here. I don't know how long everybody else has gone came here and been doing this, but I have and I've seen how poor the board has been run all these years. It's been terrible. And it it it and most of the people that's why none of the levies would get passed because people never trusted the board. Now I we finally got a new board here two years ago with Scott and Dennis and Denise along with all of you and finally something's getting done. Finally all these years, 50 years of this and finally something's coming around and nobody sees it. I don't understand it. And and the whole reason the the people that don't trust

the board because the board has always been unworkable. And to give you an idea, one of our great treasures are here at that school. And a good friend of mine, Mike Rock, quit this school system. And he did not want to. He lives here. He loved the school. He loved the he wanted to stay here. He got a good offer in Warrenville. when he left only because he could no longer stand working for the with the unworkable board. He goes, "Lee, I can't take it anymore." And this is not only him. It's other treasures. They This board it starts has to be workable with these THREE PEOPLE. IT FINALLY became workable here for once. Finally. You people know what you're talking about. >> So, and and I'm very disappointed in seeing it go the other

way now. and and we're going to be back to trying to get a massive big school undertakings like we did, causing great taxes that older people like myself retired are not going to be able to afford, etc. There's a lot to this that a lot of people are not seeing and Mike Rock showed it right there. The board was not workable. We're going back to the same board. The reason he quit, the reason the land the other treasurer quit after him, one after another, it's because of the unworkable board. Now we had people that were generating that getting this board together, making good decisions, making wise decisions, intelligent decisions to better our community. Not just for the the kids, but also for the community. Because if we have no community, we have no school. And

that's the way it works. >> This is community. So I I'm very disappointed in seeing the two of you. I about cried when I saw the results. I'm going we're going back to the same thing. We're going back to a wake folk attitude. We're going back now. We're going to have people on the board that hug tampons. Are we going to have tampon machines in the bathrooms? What's going coming next? >> This is getting ridiculous. My time is over and I should. >> Okay, that's the end of public speaking. Anyone wishing to address the board is right here. Your board says I am the one. I am the one. No, you do not. >> I use the board. >> And do the right thing. They're sitting right there. >> Mr. Policy, >> do the right

thing. of financial policy says anyone I am anyone I am going to so they chair the chair [cheering] association I'm speaking on behalf of your side local education association The RLEA represents the educators who show up every day for the students and families of the Riverside local school district. We value professionalism, collaboration, stable, transparent leadership. Unfortunately, we're here tonight because those values are being repeatedly undermined. This is not a decision. After careful discussion and formal vote of our membership, the Riverside Local Education Association is announcing a vote of no confidence in board member Denise Brewster. This is not a decision we take lightly. Educators do not issue votes with no confidence unless a leader has demonstrated a consistent pattern of actions that are harmful to the functioning of our schools and the well-being of our

district. >> Sir, is that what you speak? has repeatedly chosen to vote with the outgoing board against the will of the voters, against the health and stability of the district, and against the best interests of our students and families, community, and staff. These actions have caused real and lasting damage, and they have eroded the trust that the RLA must have in those charged with guiding our schools. Let us be absolutely clear, the RLA no longer trusts and nor supports Denise Brewster as a leader or decision maker. Her actions show that she is not performing her duties effectively, nor is she serving the district with integrity and independence the role requires. We will continue to advocate for our members and our students with professionalism, firmness, and clarity. We will not allow inappropriate gestures, political motivations, or

misuse of authority to interfere with the work we do or silence the concerns we raise on behalf of the district. Mrs. Brewster faces a choice. She can act on behalf of the Riverside local school district or she can continue to act on behalf of Scott Fishell and Dennis Keany, two individuals who were voted out of office by this community. Their influence should not continue through her vote. >> Graci, >> today's vote of no confidence is an opportunity for accountability and course correction. The RLA believes the most responsible and honorable direction following this vote would be for Mrs. to resign her position, allowing this district to move forward with leadership that reflects the community's will and the needs of our students. Riverside deserves better. Our students deserve better. Our educators deserve better. And our community deserves

better. >> [cheering] [cheering] [applause] >> My name is Aiden. I'm a senior at Riverside High School. My name is Reese and I'm also a senior at Riverside High School. >> Okay, you need to stop. >> We've been watching the high school board for quite some time now from attending meetings when we can to watching the uploaded videos and even reading agendas and briefs. As many know, I have advocated against many of the reason decisions made by the school board within the school. As I feel this current school board doesn't have the best intentions for the students they serve and the community they represent. I am not the only student within the district who feels this way. There are many others in the crowd here tonight who have taken investment into the school board, the sole

group for making decisions on our education. Because honestly many of us are embarrassed of our current school board and the way they have acted. Many students watch this board and as a student I feel they set a very poor example. We were supposed to learn the power of the people, the power to choose those who represent us and made the decisions for our future. However, the community voted. There are a few people unhappy now trying to make decisions that will make lasting impact on our school that could negatively affect the district for years. Call the media. These amus showing the student that it's okay to make decisions against others and to act this way when an outcome is not what they desire to bully others. This teaching is the exact opposite of many of the

teachers administrators throughout my school career have taught me the same people that the school board is going after. I feel that Riverside has some of the best teachers and administrators out there. And I personally don't know >> where I'd be without the knowledge of the people that our school board is constantly going after. I will always stand with the teachers and administrators of the Riverside local school district and thank you all for your time. >> Hello, my name is Lily Hoffer. I'm a senior here at Riverside High School. I along with many other students have watched and attended these board meetings. And as young adults who are starting to form opinions and getting ready to vote, the actions of this board and the decisions being made in these meetings are setting terrible example of the

power of our voices. We are supposed to learn the power of the people, the power to choose those who represent us and make decisions for our future. The community and our students have repeatedly made our desires for this school clear. Whether it's keeping Dr. routino in office or not passing this roofing contract. I have one more semester at Riverside. A lot of us here have one more semester at Riverside. We should be studying for midterms or worrying about college applications. But we are here advocating not only for us but the students that from the way this is going are going to have to try and learn through budget cuts, program cuts, and teachers layoffs. This is ridiculous and irresponsible. a moment. >> We as students should be able to trust the board to act in

the best interest of us and our teachers and I have seen the opposite. This contract should could take away the money needed to give us a good education and high school experience. It is time to stop. The board has been voted out by the people and it is time to save the dignity that they have left and leave. I may not be speaking for everyone, but I think I can confidently say the majority here are just as disappointed as I am that it has come to this. [cheering] [applause] My name is Rosie. I'm a member of the public. I'm going to ask the public to actually have some decorum in this meeting. We're not here to discuss a roof contract. We're not here to discuss the superintendent. We're not here to discuss the treasure and

right now we really just want to continue having this meeting and I have asked the public numerous times can we please have some decorum and we have asked now that public comment is over and I'm going to ask that you respect that. Thank you. >> Thank you Miss Grazy. Okay so we have approval of consent agenda A through F. Uh Mr. Keiny motion and Miss Brewster seconded. Can you take the role please? >> Yes. Mr. Fishell >> I >> Mrs. Kreninski >> I >> Mr. Keaney >> hi. >> Miss Brewster. >> Hi. >> Mrs. Grassy. >> Hi. >> Motion carries 50. >> Uh consent agenda curriculum and programming. >> Okay. Um um item A, sixth grade outdoor education program. Um I motion that we approve that. Do we have a second? >> Second. >> And

we discussion. >> Mr. Fishell. >> Hi. >> Miss Brewster. >> Hi. Mrs. Grassy. >> Hi, >> Mrs. Krenneski. >> Hi, >> Mr. Keaney. >> Hi. >> Motion carries 5. >> Okay, thank you for that consent agenda, buildings and grounds. >> Mr. Keaney, >> uh, resolution to approve new and revised board policies. >> I'm sorry, there is nothing under >> Oh, sorry. Okay. So, right, that's runs right in together. So policy >> um resolution to approve new and revise board policies. Make a second. >> Second. >> Um it says first reading in the agenda. We need to cross that out because this is the second reading. I didn't confirm. So the first line says first reading of new and revised board policies. It's actually just new and revised board policies. >> All of these are second

read. >> These are all second read. I just a >> Okay. Okay. Uh Dan, do we need to amend the agenda for that? >> No. As long as you make clear that it's a second reading, that's sufficient. >> Okay. All right. So, we're good to go on that. You want to take the role? >> Any discussion? Can you take the role, please? >> Miss Brewster. >> Hi, >> Mrs. Grassy. >> Hi, >> Mr. Fishell. >> Hi, >> Mr. Keaney. Hi, >> Mrs. Pensky. Hi. Motion carries 50. >> Board of Education business date for the January 2026 tax budget hearing and organizational meeting. Um, you want to set the date and time? >> Is there a way that we can hold the board and set that outside of this meeting? Yeah, under Ohio Revised Code, it's

the treasur's responsibility to poll the board members as to what date would be available to them for the organizational meeting. So, we could follow the statuto process. >> Yeah, that would be helpful. We just had a lot of people that that are traveling and I don't know when everyone's going to do that. >> Well, we have the two elected board members elect here, right? >> Right. >> We do. I'm not exactly sure when our administration will be here. So, I'll I'll get this organized tomorrow. >> Thank you. >> Okay. So, do we want to do the next item, President Pro 104 from the January 2026 tax budget hearing and organizational meeting or you want to wait on that also? >> You can probably move forward with that. >> Okay. You want to make a motion?

>> Sure. Um a resolution to appoint Lori Kriski as president prom for the January 2026 tax budget hearing and the organizational meeting. Can I get a second? >> Second. >> Dr. Thompson, can we take the role? >> Yes, ma'am. >> Mr. Fishell, >> I. >> Mrs. Graassy, >> I >> Miss Brewster. >> Hi. Mr. Keaney. >> Hi. >> Miss Krennki. >> Hi. >> Motion carries 50. >> Okay. Next meeting announcement. Um >> to be determined. >> That's what we said. >> Um Oh, for Sorry, I missed that. Thank you. Board of Education update. Anybody? Yeah, I have a couple of things because we um had some noise going on when we were doing the finance portion and I usually like to thank those who have donated dollars. So, I'd like to thank Robert and Annitz

to the uh who have donated generously $8,000 to the Godz Nursing Scholarship Fund.
