001the laptop on because can't see right yeah you started with full charge so should be good all rights good all right everybody ready to the flag of the United States of America to the for it stands one nation under God indivisible liy and justice for all okay roll call D Kim here Lee here Melissa here Mike's here Dan here here C here here John here and Abby be here in August all right adoption of the agenda moves it dere second all in favor say I all oppos say no motion carries 70 uh nothing for warrior Pride tonight we got board showcase Terry Larson and Stacy Meer yes so um most of you know me I'm Terry Larson business teacher the high school and I'm Aon Spencer I started last year I teach social studies Stacy

002couldn't be with us tonight she's on a family vacation not vacation visiting family in South Dakota so um Stacy would have been here but she's not so what we're asking tonight of the board and we want to showcase is some information uh about a European student tour through Educational Foundation tours um in your packet you have a couple of buyers that detail the itinerary of the of the trip along with um potential safety concerns and costs um that would be associated with the trip before we explain the trip to you I do want to just state from the very beginning that um there is no cost to the school district for us to do this this would be a totally self-funded um event for ourselves and for students um and I would like you to

003keep that in mind as we work through this so okay could you go to the next slide for me please that's um yeah yep that's it right there so um what we're looking at for our first year of doing this is a tour to London Paris and Barcelona it would be a a 10-day tour um for the students um where we would have a trained guided tour who is very familiar with the area lead us through our tours through the three countries in um Europe okay uh we're tentatively thinking about next summer it would be a 10day trip beginning in July um and the base price for students and it might seem like it's a little bit um high but um Erin's going to talk about all the things that it includes um but about

004$4,800 per student to be able to go on that trip okay so I was previously employed at Le Den Altera and we had the opportunity to take students on similar trips you're going to see all of my personal photos through this I have actually um shap arounded four different trips and the trip that we're proposing here I have done before um so we're looking at having students in grades 9 through 12 um in the next school year be able to go and through EF they offer a one to six chaper around so for every six students you have going or um a parent that would go then they would provide um the opportunity for a shaer to a company our thought is the chaperon would be staff members um starting with Terry myself and Stacy

005um our job is basically to keep children safe keep them excited uh and um to basically be kind of like their parents away from home I've dealt with things such as sickness homesickness I've dealt with somebody losing their passport um all of those things so we would be the ones to support them throughout all of those things okay um the why we would like to do this is that we feel that um some of our students will gain um a lifetime experience outside of regular school and and getting a chance to visit another country so um the reason the three of us came together I was an exchange student Aaron has done this trip Stacy did a study abroad when she was in college so we all have had this International experience and we know

006the value that it brings for students to be able to do this so when we started talking about doing this we wanted to do something that would incorporate um our current curriculum so I would approach my kids with looking at the business perspective of these different countries Aaron would take on the historical approach of these countries and then Stacy would bring upon the Arts and the literature and that cultural part of what we would experience in those countries so we would expect the students to have an educational experience and not just a fun and games experience however it will be fun and games but also be a very much a learning experience for them okay and I reached out to my former students who have gone on this trip um just a couple weeks ago

007and I asked them how has this impacted you um having this opportunity Le Altera is if you're familiar with them it's a very similar in size very similar type of student as caloria students are um one of frequently they said this is the only time that I've been able to travel outside the United States and they're really thankful that they had the opportunity to do that um some said it changed the trajectory of their life um they changed what they were going to study in college um one student even ended up marrying somebody from another country because of it they didn't meet on the trip [Laughter] um we also I had um a couple other students say that um they learned a lot of life skills such as you have to be responsible for your

008passport you have to be responsible for your money um you're going to be going to larger cities you have to be aware of your whereabouts um and and things like that and a lot of them are just start you know what i' really like to travel and I didn't realize that I like to do that um I had one student that joined the military because they wanted to see the world afterwards um and then I actually had one student that said you know it was actually kind of cool all the stuff that you say in class actually turned out to be true so it's it's really great to be able to see students see the things that we teach about and actually have like the handson and experience of it all so we would we

009uh if we get approval to do this and and move forward with it we would encourage um some fundraising so that not entirely um up to the parent to be able to um pay for it um one of the things that we looked into would be the quick trip cards and then we would look into other um avenues for fundraising um so that it wouldn't be you know completely out of pocket uh one of the things that the tour company also suggested is that we maybe plan two trips right away one for um who can afford it right away and then one a year from 2020 so 2026 so that those students that might not might have to fund raise a little bit harder or have a part-time job to pay for it we'll have

010the opportunity to go so um I guess what we're kind of looking for is um approval to do a trip next summer if we get enough and then plan a piggyback on it so that kids that need two years to to pay for it can go the next year um and then we amongst ourselves between Aon and Stacy and I um we would would decide like if we don't get 18 students to go this year someone would stay behind this time and then go with the next time so we would would work around having enough chaperon the other cool thing about the EF um tour is that if parents want to go they can go not necessarily in the role of a chaperon but as a student participant or a family participant in they're able

011to pay the fee and be able to go does that include Insurance yes um one of the things that I had a question when we initially reached out to EF Tours was um you know uh what happens if somebody gets sick or what happens about security and they have contact people who are very familiar with the hospital system the um um the embassies and so they have someone watching our back the entire time that we're there and then if there's ever any doubt like some of the country or some of the places that they schedule tours for if there's any turmoil in the world at that point they find an alternate location for you to go to because their number one concern is the safety of the students and then the other cool thing about

012this and um some of the students that I've seen this Summer that I mentioned it to to kind of plant the seed a little bit is that because um beds are so small in Europe Everyone's entitled their own their own bed um on these so it's not like you know sleeping with other people so it's like two to three to a room so like two beds in a roll away or that's typically how they handle that does anybody have any questions I would like d was just an outstanding opportunity I had the privilege to be one of the coaches and team leaders of nine nine State national International Teams in 22 23 different countries but then we got through it sometimes there's some scary moments you almost seen me on CBS news that that Saturday

013night because in Egypt the most beautiful things they ever made are those homemade bases course I got one for my mother and the guys got one for the mothers and the girlfriends and the only thing when we were floing at the airport those those luggage guys are throwing around just like shops you know on just I shook my fif at the wrong guy and three military guys come up and got me off the plane I thought I was going to the and then their Customs are so different and you know you probably won't see that in your great countries you're going to there but in Egypt the men kissed the men and the gals always had to wear their black veils never kissed a man in my life until that time I thought I was

014going to be on the news night I think it's just a great opportunity personally I'm all Bor I mean it's just a tremendous and I know you've had a lot of success in Le kids any other questions hotels travel um yeah so in the in the handout it does explain but it will be um round trip from Minneapolis and then it would be to London and then um hotel stay in London plus tours and food um and so Transportation within London and then um transport ation to Paris and then again your hotel Food Tours whatever um special event couple special events that they have planned and then um is a flight to Barcelona transportation to Barcelona and then same thing it's a train and then then non-stop like home from so tour guide 247 for

015the whole thing all your meals with the exception of maybe two or three um hotel stay um transfers everything included so when you think about it you know 4800 you know is covering a lot of things okay so so do you need approval for the fundraising portion we just need approval for us to be able to move forward to see if we can if the school approves us to to move forward with trying to solicit kids and talk to kids and parents to see if we can get people interviewed wanted to go I'll make that motion what's the minimum you've got 18 as the max but what well we could go with two students but then our the teacher part would become like out of my pocket okay know we can go with one but

016um we're hoping because of the six to one we're hoping for 18 okay and we can count the parents as part of the six yep okay so well Spencer made the motion Le second and first Pap say I we'll keep you posted on on how the signups go have postcard thank you we can do that but we probably Fe at home thank you appreciate it okay next up on the board showcase mark from good evening would you like me to just start or sure yeah I mean if if you have little update that'd be great then if anybody has questions I have I think a little update and so everyone should have received a hand out and I believe everyone has so we can just walk through this quickly and then I certainly take any

017questions that you have and if I can answer them on the spot I sure will and if not I'll to get back to you so um the first page um tells you um how we are communicating and Spencer Knows this very well as your representative on our board um I provide this information on a monthly basis at our board meeting which occurs the fourth Wednesday of every month so you see the um h on one Central site and that gives you kind of history and timeline of where we've been and and where we're going um and I show that direct links here so you can look that up yourself and that's every month that's updated same with executive director highlights um that's just things going on around hfet in various programs um Personnel Etc and

018then our strategic plan which we just started and now um this last actually February was our first meeting the board just put together a um an oversight committee that sees that so that's a three-year plan that we're working on and so that's information that comes to every month the other thing I wanted to mention is um we also do a staff and student um enrollment and that's also um on our website so if you're interested in how many calonia kids are attending our programs on a monthly basis you'll see that and all the Staffing and everything that goes along with that so that's information and then I can on page two this is the information um that aers supplied and this is our closing memorandum of taxable certificates of participation so this is the date

019of closing and so you can see the um amount for the bonds 15 million and then how things break out um so you those of you that are interested in some detail um can look at that and then if there's something beyond that I can provide that but not right here at the table I don't know if you have any question that's what we said we were going to do so okay on page three um you'll see The Debt Service so um let you take a look at that you see how $50 million of principal will be divided out over the course of time and again that's something that you can study in some detail but I don't I don't that hasn't changed since no that's just original it's just finalized on April 16th with

020the certificates of participation and the next page is also something that was provided um also um that's the um split of you know based on your District calonia um and then residential commercial Etc and what the tax impact would be on this and that again is an estimate but hasn't changed either that's the most updated document we have and then I do have on um page five some notes that uh brings you up to today so I can walk through this with you and then you're welcome to interrupt with any questions that you may have so and I have to say today because it changes that fast I did finish this about 2 o'clock this afternoon and we already had a meeting after that so you know that's that's how it goes but um nothing

021on here has changed so uh we closed on the property on Tuesday April 16th of um 2024 so that um is relatively recent we of course had to have all 12 of the members agree and Pass the Joint poers age agement so that took time uh negotiating the conditions of the sale of the property which we thought we had Square we just had to it's conditions that we had to negotiate at that point um completing the process of approval from mde um that took a little while completing the process for site approval and that's from I can there's about I should have fill in the blank there all of the entities that needed to approve things including the Minnesota Department of Education um city of wona Etc um e completing the due diligence phase that

022took um a fair amount of time environmental testing on everything um round um the building itself all materials throughout the building um Etc and then completing the financing process for the sale of certificates of participation so that whole process took us up until um uh July 6 or I'm sorry um April 16th so then here are some other details um tenants with exit Clauses in their leases are actively moving out of the wiot mall on a regular basis so on the first time that we could really talk to them was the day of closing so we had letters you know prepared for them hand delivered and mailed all of their letters saying you know you have an out Claus we are giving you notice that you'll be leaving from the wona mall and that date

023we set was October 31st so that gave them the ample time in their in their lease agreement and then a couple of extra weeks actually so we were generous with that so October 31st and then there's a couple of um tenants that didn't have out Clauses so we're working with them I'll get to that in a minute but um while they're there we're collecting rent and so you see in the month of May we collected $2,502 in rent payment which isn't a bad gig so right I mean if pay like go literally p and a couple other things but anyway so and all that money is cure into a reserve for this building project after we pay the bills like I like okay number three HED is in a conversation with tenants holding leases without

024exit Clauses and we're looking at all kinds of opportunities and Alternatives with them and um and so I didn't want to be a real estate broker kind of person but I am making connections with people because people don't always know where the connections are and we we're establishing a lot of connections in so we're trying to be helpful there I'm on number four um two tenants Backyard Barbecue and Ocean Sushi if you've been in wiona at either of those two restaurants um they have been in business for some time um few years oh Backyard Barbecue is the newer of the two um they're expected to stay long term in fact we're hoping to negotiate 10e plus leases with these folks um so that they can stay into the future and that will be revenue for

025us and and we're also working that into the design of the building because we are separating educational spaces from retail spaces and so we have sufficient space thankfully to be able to accommodate all that so we can keep bringing in Revenue as as we go so that's happening um number five HED has in their um um possession five or $9.3 million which is earning interest until we start you know completing this process and and then of course that will be all spent up in the next few months number six due to the timing of the issuance of the cop certificates of participation um the first Year's Debt Service payments will be made from the proceeds of the certificates that means that you get a buy as a district on that first year payments so there

026should be some confetti flying at this point that's good that's a good thing right um so so you can check that off the list of responsibilities number seven member districts have the option of levying their Debt Service responsibility moving forward now after first year or utilizing such other District funds that may be available and so I just wanted I I spoke with our business manager this afternoon to make sure I had this right but it talks about the timeline for a leas levy if that's the route your District decides to go and so it just says you know it's um decided in December 2024 would be this December and then it is um received and recognized in two different years so you see that information um so that you're aware of that but again that's

027one of the two funding options that you have available to you as a district and then the construction timeline you know everybody wanted to be in there yesterday especially me um that was a big lesson that I'm learning certainly um so um the timeline noting unforeseen variables and delays and we've experienced those already but right now we're in the design phase that's expected to be completed by September then then we have to go through a state approval process I you have done that I'm sure when you've done your building projects um that they say expect to take 16 to 18 weeks then there's a construction process and requirements will be happening in the fall this fall so like I said we're hoping to have most of our tenants except the people in the retail space

028out by October 31st and so then we've got a couple months in there to get everything else kind of squared away and possibly starting things like asbest removal and all the things you need to do when you upgrade a facility from what would be a business or retail space into an education because the standards are quite a bit higher um and then demolition um is expected to begin as soon as January 2nd of 2025 I spoke with K Anderson who's doing the um project management and they said that they have a machine that comes into coming into our mall and in three to four days the interior of the mall will be demolished I thought wow that's pretty fast I talked to um esus there's some espres that needs to be removed that they say

029that's about a two-day process so if we can get these guys lined up then stuff can happen pretty fast um scheduling and I heard that the biggest time frame is if you're putting it like we're putting in a new boiler system or you know the heating ventilating and stuff waiting for those things to arrive is the biggest time factor that of course is out of our hands construction at this moment is yet to be determined and occupancy is yet to be determined we had hope to be in July 1st which was and now we're looking at July 1st of 2025 and that's to be determined as well so in the meantime what we have done is we moved our ALC program from the minesa state college Southeast to our district office in order to save

030it's about $22,000 in lease money each year so we're doing that because the district office is there it has not been used for students so we had to go through a bunch of Hoops to get the city of Winona to authorize it for a an e or education occupancy as opposed to a be or business occupancy so we did all that sort of thing with minor thankfully minor things like putting up gender neutral bathrooms and you know those kinds of things um so that's happening um right now in fact they're there right now um and then we be throughout this coming school year and then we are continuing our lease with Hoka and that will be in the Spectrum Program until we can move and we may need to move in in phases we don't

031know but we're still in Hoka we're still in Kellog and we're trying to keep things together until we vacate um the Kellog building is in need of some repair um but we're trying to hold things together um it's nothing that you know there's no safety issues there's not mold or meal do that kind of thing but um it's certainly we certainly um things need to be repaired and replaced and they don't may look that pretty but they're functional they're safe and so until we vacate they will work for us so that's all that information um the final thing I had on the back was our strategic plan which um you see kind of a snapshot of that U we just started that work like I said in February it gives you an idea of where

032the organization is going and the things we're working on I have to give a shout out to Craig who is serving on the oversight committee he's the superintendent representative and um and then there's a probably about 15 people at actually on this oversight committee we've got three board members and a variety of other individuals representatives from the you know principls and superintendents and a variety of of our staff working toward um improving the organization so that was pretty fast and furious I don't know if you have any questions or anything that I can help with go ahead you had some concerns before about the fire department and fire safety at hok those everything passed the test everything pass y yep we upgraded what we needed to and since then everything's got the stamp of approval

033so in the admin building in wona you have you have kids in there now this year we have our ALC students where was ALC before in the Minnesota State College Southeast so that's right at right the the former Tech yeah and you have satellite ALCS which our students well n I don't know if you want to say about that if you have got a program that's running and doing gang Buster yeah that was three years going on at Le to say three fully three we we just got to the point where we had a number of students who were falling behind in credits uh who weren't necessarily being successful in Traditional School settings and so uh we were trying to find places for them to go and you know at that time there was no

034place and so I reached out and said hey would you be willing to partner and start an ALC and uh so we started satellite ALC in CIA we said I think it's been it's at least three4 but than and so we do have students who are operating through our ALC Angie tenay is our teacher and so we contract where um hfet actually pays uh the percentage of her time where she's working in the alc through HED funds um you know right now we've had caloni students who have attended but it is open to other districts should they want to send students with us one of the kind of highlights we've actually seen is we are actually reducing the amount of time we're offering the alc each day right now because we see the number of

035students that are in need of it decreasing so uh it's a very positive thing as well so yes it's been it's been great we've had a lot of Student Success throughout our ALC and definitely helped us stay on track and how we're able to get um kids some kids graduate and we all win in that deal because like Nathan said we share that staff person so you guys keep a full-time staff member we pay the share that they're in the alc so it's a lesser cost to you still a full-time employee kids don't have to travel they can walk across the hall to pick up some credits they can walk back across the hall to take their regular their regular load and they can still playing your football team which I know it's a big

036deal in calonia so right I mean it just really works for kids so hats out to Nathan for that will those kids be going to Winona when that's open no I don't think so I mean they would be welcome if they chose to because the other thing is when when we're went if they want to then work and take some courses at Southeast Tech as an example and and actually they're going to an own anyway they could take their you know actually physically sit there if they wanted to or they could sit in your school until whenever noon or you know do a zoom or however they can do school and we would absolutely work together on that so options but to answer your question no I do not intend on our ALC leing our

037district unless we got to a point where we had no need for so and we wouldn't think I mean it's working really well it saves money for the district it works well for kids I don't know if it's made any difference in your discipline issues or attendance issues but probably your graduation right it's been very helpful yeah so we're trying to get Nathan to talk to every other principal because seriously every District um Spring Grove also has this ALC satellite but uh the benefits to you and students are really hard to beat so you're anticipated enrollement for the fall is it going to be the same as last year for our students yeah for the kids that it varies it varies by the IEP um because they and it's an IEP team decision and it's

038we're going from a Traditional School setting typically so leaving your buildings to go to our programs is a big deal so they're going to be 100% removed from their General Ed peers and they're going to be in a special education 100% of the time and so depending on again the program our our numbers for spectrum I think from last year um um last month's um enrollment we had 13 because um down from 16 during the the year calendar year because three students transition back to their districts so that's fantastic um there are some students that will be with us they have been with us since kindergarten or a couple before that and they will be with us their entire time and then they will go to some sort of a group home or some other

039kind of facility once they leave the K12 setting so we've got that kind of range of student that's in Hoka in um sale program or behavior program we are actually um down in students we have three teachers there right now each teacher can only have eight students in their classroom that's with at least one pair and so um I think we have I was going to say right 10 or 12 students enrolled right now for the fall and we um they're T you know we have I meetings that start when school starts and so there could be um some new students coming into to us in the fall and typically in our programs enrollment increases as the year goes up that's in all of our programs our ALC s and is that because they're not

040having success correct most typically and and life happens to kids you know especially in the alc World um they become homeless they have mental health issues they fall behind for some reason there's 10 criteria that they have to meet one of those and then they're eligible for the alc so life happens to these kids when we approved this uh last summer I guess it was the Y timeline or moving in was this month equipment so can you so that was one of the things that I reasons why I voted no was because I thought the timeline was impossible and the and there was no plan for what happens with the inevitable budget overrun that is coming and in addition to a variety of other things and so the first first one came to fruition which

041is we were supposed to be moving in right now yeah right and now occupancy is to be determined can you explain in detail like how it could be that far off well it's all of the things we we um when we put the original we started working on the original GPA we thought we were going to jpa we thought we were going to get that done in a board cycle which would be you know a month to six weeks because some boards have meetings in the same month it took a little while longer than that to get everybody to get it passed by everybody so I think it was September your September meeting of 2023 when you actually passed it and then we couldn't do anything until that happened and so since then we've done

042all the Environmental Studies and Etc uh so you were right the timeline was too tight and so here we are um what we are doing as far as the second issue that you brought up was we have um reserved $1.6 million in HED funds for inevitable overruns um we are watching it very very tightly um we're having meetings now regularly in the design phase um so that we can keep within that budget we're putting all of our um efforts into the like the classrooms and the facilities itself we're not doing any extra things or staff kinds of things it's it's all in the classrooms and so besides the roof and the you know boiler system which are building wide um we're really trying to be very concern so when we go over budget which we

043will um how are we going to pay for that well we have that 1.6 million in reserve for that but when it goes over that right well we're we're earning rent on the facilities and I don't know what beyond that um we've made a commitment to cap the the project at 15 million what happens if it goes over 15 million that's what I'm saying we have 1.6 in addition to the 15 mil what if it goes over 16.6 million well which it's GNA okay I mean I'm I'm calling it right now yeah the I mean if the the fact that we didn't approve until September shouldn't have delayed it to Infinity no I mean what so now we're looking at you know so that what happened why was it that far off timeline for starters

044before we get into the budget stuff I mean it wasn't just because we waited till September no that no so it wasn't just that corre so like what happened there so it was the Environmental Studies and it was the finan financing the certificates of participation so um we had to do different kinds of Environmental Testing to get that done um negotiating with the um property owner to make sure that we had the right access and the right things in our purchase agreement and then and then finalizing the um the certificates of participation I think the the biggest issue is it's a it's not we didn't like own the land and could put up our school and didn't have to worry about anything we're doing this in a retail setting and so there were I mean

045there were a lot of entities that were involved in the decision and getting all of those individuals to agree um and pass and approve the plans was a big deal there was a question um at one point if we if we could even really purchase it you know we thought we had that resolve and then there was another you know any kind introduce the legal people into the conversation um there's a lot of questions that were asked so we had to address all of that to the extent of having um a letter from the attorney general for the state of Minnesota saying we were able to do this okay but none of that was UN like unforeseen all right I mean all of that stuff Environmental Studies all that should have been factored into the

046original timeline because none of it was a surprise is there any has there been anything that You' ran into that was unforeseen problem not unforeseen except the amount of time it takes to get it done that and and you know as far as the date I I'll take full responsibility for that I haven't been involved in a project like this I should have put I mean superintendent probably maybe laughed at me even not to my face but maybe behind my back saying you know that's too tight but I um I stated that and so I take responsibility for that but I don't have any control all of these other organizations do and all I can do is coordinate things make sure they have access ACC to things provide the information they need coordinate the other

047people that know what they're doing and then away we go so um what's good about it is that 9.3 is it 9.3 what did I say yeah 9.3 million it's is earning interest so it's not like we're like losing money or something on this fact um we are trying to be as Frugal again with what we have going on as possible but I I can't I can't move these organizations any faster than than they move well we might not be losing money but we're paying for the h facility and the um Kellog facility and all the you know I mean so there is costs associated with those that would all be eliminated to have in by well the Kellog building we own so I mean utilities so yeah whatever no I'm yeah I'm sorry Mike

048I can't do anything more than say what I've said I turn the clock back no I'm not I'm not I'm just it's I'm not trying to whatever I'm just saying that that it's concerning when that big of a Miss on an estimate and then which that part doesn't concern me as much as the budget piece because if there's that big big of a Miss on the timeline and then who just say and then there's the budget piece and you're saying well I won't go over but the timeline was way over I'm concerned about the budget piece and I'm still concerned about the fact that we I think we go go over budget if we go over 16.6 what happens and I still to this day nobody's been able to answer that is that going to

049come out of a each district then are they going to have additional cost from what where to agreed on um I don't know um that's not the plan I don't I don't know I can't answer you in any any decent amount of um of U fact sitting right here but um I can certainly ask that question we can look at the finances the the good news if that would be any Assurance to you at all is that I'm not making the budget so um you don't have to worry about that um people that make budgets are and it's got to go on the whole you know the whole process for building things you know there's this bidding system that happen happens so um I I'm sorry Mike I can't I can't give you any more

050information than that is there any way we could find that out sure I've got options of going over budget I got a note and so I can ask when another thing when we approved it last September there was a big area where all those thrift stores are that I'm calling the gray space this this makes sense when I say the gray space that there was no plan for what we were going to do with that other than pay to heat itol is there been any plans there are we just kicking these thrift stores out demolishing it and this just be a big open space or what is the plan so the plan has changed um after speaking with our uh staff members they in and that will be the Spectrum Program now we were going

051to put the Spectrum Program on the very end of the building now we're putting it in the middle because they asked for Plumbing in every one of their classrooms and so it just happens that that center part of the building had a salon with plumbing in in that Center so we don't have to you know bust out concrete and dig Plumbing in so so we shifted um the Spectrum Program into that gray space that you're talking about okay and then we're going to firewall off the Ocean Sushi and Backyard Barbecue that's in the the you're looking at the map there so the east north east west northwest corner of that and then we're also firewalling off the um East portion um which will then be not used by um for this foreseeable it's not part

052of this project blue portion oh yeah which is the blue portion there yeah that was originally spum yep so we flipped those spectrum's moving here so what's going to be where spectum that's going to be what if we can't move out those long-term lease holders they will be moved into that space so why couldn't you move out the long because there's a lease and there's no out clause for the landlord say we'd like you to be out today or tomorrow or a year from now or anything have to let at leaste run out maybe I misunderstood that at the back yard barbecue in the Ocean Sushi were the only on with no Outlaw misunderstood that yep they have out Clauses but they're staying we want them to stay so all the other ones some some

053didn't correct some did and some didn't the r well that's another isue so we're working with all of the tenants and and doing the best we can and finding homes for them because we we do not want to delay our plans any longer but that's what that's what it is we running into different things that that um we didn't expect necessarily similar to the the budget you don't you don't plan for that to go over if it goes over we've got to make adjustments we'll find an answer for your question um I don't have that answer on the spot and then the other thing that we never really got an answer to was and I don't know if you'd have any part in this but we have no plan to communicate the necessity for this

054expenditure with our taxpayers and we probably should figure out a way to communicate that and I don't know if HED can help with that or if that's our at each District's individual responsibility but that was never another question that was asked at time of approval that was never that we had asked before has there been any thought put into that at all well right off the bat I can say we will provide whatever support you need from us um it is a district decision every District gets to decide if they want to Levy for that um or if they want to pay out of their existing funds now the little bit I know about it is maybe would maybe be dangerous but um I think Barb not here tonight Mike's question is more about the

055rationale why we would want to do this rather than well I don't a plan communicate that said rationale to the people who are going to end up paying for it and we don't have that we can do it individually when people come in and we can try to but I have something kind of put together and I think I S out my weekly update last week that I wanted to form like a foret what I called it five monthly meeting Community yeah yeah sharing thing and one of the first topics would be to address exactly what you're talking um why why would we want to pay for a building that's not within our district sort of thing um and what does hbit actually do for us because I think there's a perception in the community

056that it's sale and Spectrum um but a lot more than than that in fact that's a very small but but expensive part of yeah of the program right and and so I don't know if you had any conversation with bar but but looking at the options um because of the situation that you have you had a whatever the fin yeah I mean you need to look at how that's going to impact your um district and the taxpayers all right you're in a you're in a I think a very good position that way but I don't want to say much more first of all I'm not a financial person and um you guys have to make that decision on your own and then the last thing I had was one of the issues was that wiona

057wasn't participating yet we were purchasing the building in Lona but the school district wasn't part of h b and at the time didn't seem to have any intention of being so to helps but has there been any movement on that has wiona showed any interest in joining H help helping share this I have not personally had a conversation with the superintendent um I know there have been conversations with the superintendent and um he has just finished his first year in the district as I as far as I know um I have been Loosely following what's happening there I have communication with the director of special education regularly um they are there's there's a a lot of changes happening in the district and um being a member of HED didn't make his top 10 list of

058issues and so um we haven't Revisited that um the last meeting that we had was a month before he arrived and so um we could certainly schedule something and and ask that I know that their students have been in our program when they are that reduces the cost for all of our members um in in that are participating in those programs s and sem so I going to ask that so they're still getting services from H still we're still servicing kids from schools we sell services and if they if we have room and they have a student and then they they come into our program and then they pay and now our superintendent have agreed they're going to pay um a membership fee basically in addition to the actual cost that our members pay so

059that will be um an upcharge for wot Area Public Schools until they become a member the doors open for them to become a member um at this point they have not made any um steps in that direction doesn't mean they won't and it takes it doesn't take long to become a member um so the door is open wouldn't it be a really high priority to try to sell that to them though considering how much that would help with the cost of this building well um possibly there's more to the story than just just the program and things but yeah um I'm sure more members the better being um somewhat naive to the whole thing I guess just from an outside perspective that would be my number one priority is try to get involved in this

060um that would help the cost dramatically if they're already receiving services not being the overhead they are in their program they're pay they're paying and they're going to be paying an up charge sure when we have they're paying for this individual service but they're not not paying for the op they're not paying to build the building they're not paying for their utility utilities they're paying the fee that that everybody pays they're pay more than that with an up charge but that up charge is brand new this year is it not it'll be it'll be new with the new building so it's not in effect right now so but they will be receiving Services 2024 25 this school year without paying that up charart um they the only services that they're receiving outside right u in

061our programs but then we sell services to wiona area public schools in on a contract basis like for an audiologist for example and other specialized Services yeah but I guess my point is that they aren paying the same amount as we are for that same service if they are not paying for the renovation and purchase of this property and until the property is completed at which point they will be have an up charge correct applied there's an upcharge also on our services but um not on the overhead that we mentioned but that up charge doesn't kick until we move in the services is is already has an up charge on it the program the cas that has been the case for I don't know I've been with the organization nine years so non-member districts get

062enough charge regardless correct so then on services on services but when we get into the new building what is this there's an additional up charg yes for in students coming into our programs correct so services and programs are two different things our programs are things like sale and Spectrum as examples or ALC is a program and then we have services like Audiology OT PT spe not speech necessarily but um what other programs do we have work based learning and special ed and directors and things like that that's a those are different so I'm I'm kind of slow learner um so if Winona sent somebody to Spectrum they would be have enough charge associated with that not until our new building com you're right talk about the individual services at theual districts I'm talking about in

063this building yep because this is what we're talking about this building okay so as of right now I mean yeah I guess again it all plays into the I would if I were you for everybody's benefit in h be doing everything I could to sell the Nona on the benefits of them joining us in this effort that would cut everybody's cost dramatically that's all I have that's thank you for that and I will move forward with that we've had initial conversations but I have not spoken for one year with them so I move forward that maybe a team of I mean how many superintendents there are in the HED superintendent little group well there's 12 districts then there's the three charter school three charter schools so 15 of us but don't isn't there a A

064specific group of superintendent that is kind of from all those districts that is kind of more HED Centric I thought there was I thought there was like a little group of superintend talk about the superintendent advisory committee is that what it is how many is how many superintendents are in advisor there's 12 District superintendents and three Charter School superintendents y they call them heads of school or different things right but are they all on the advisory commission oh you all are yeah Oh I thought there was like a small group and we meet monthly um August through June well maybe maybe it would be good to solicit maybe it' be good to solicit like the superintendence from if to to like a group just yeah I've reached out to Brad binski is the superintendent I've

065reached out to him a couple times but it's been several months since I've talked to him too and last time I talked to them was last fall and they have quite a few irons in the fire and you wanted to get some of those taken care of before I i' fix best salesman of the 12 superintendent got say hey man get on it take them off to dinner yeah because I I agree that I think it would be in their best interest to join too it would absolutely be in their best interest and maybe he doesn't fully understand that so that's why you got stud bar sorry no that's how many students do they have in it now um I don't know that they have many or any stent I think theyve sending one I

066think one I don't know who transitioned out so I think they have one going to Spectrum and they might have two at sale but I don't know for sure they had like six students going to sale like two years ago yeah six going and then um I think they had like three or four going to Spectrum but we you know we our goal is to give kids skills and then get them back and so I think at least two of those students were transferred students back um and the other thing is if if we say no for it doesn't work for us then they've got to then they've got to look for options either hire a teacher and do all this stuff themselves which is very expensive or they send like hoie connection or other

067places around and that's got a significant price tag on it that's why you use the carrot MTI method this is what we can do for you it's benefiting you this is how much money it would save you no oh well then we not going to provide you Services anymore now it's going to cost you three times as much as it otherwise would have I mean that's the stick yeah if we took the audiologist away they'd be in tough shape right away this is this is a a business essentially sometimes you got to negotiate for your yep yeah new customers we've been trying to be very good neighbors and um if if I mean once we say we're pulling our services um you know the state of Minnesota doesn't make some of these people anymore they

068ended their program so we would have some trouble but that would be their problem right and it would it would help them and it would help us a lot trying to take this stuff yeah does anybody else have any other questions comments well just to piggyback on what you're saying now let me get this right now so when no them might just have two kids that are need of the program and a school district of that size it depends on the IEP meeting they could I don't know where they're sending their kids I don't I don't know that um they've had two I think right now they're at two program I could be wrong so I should be careful but um it changes with the IP meeting and if kids transition back I just don't

069have that number then um but with the next I meeting they could say we now need to use your services but if we do what you're suggesting Mike then you know no you can't come then they are going to get desperate pretty fast cuz we were basically the the sale pitch that landed with us was one I didn't buy into completely but others did and that is if we didn't join we were going to have all these people we had to hire yeah which well okay I I mean that's debatable but I understand I mean you've got one kid every three years that needs an audiologist you know what I mean it's just you're rolling the dice that you're going to have all these kids that need all this service service each and every year

070and I didn't I didn't buy into that based on the history I saw and then I I mean there are all kinds of issues I don't want to recreate the whole thing but the interest rates are 3% higher than we thought at the time at the time it was presented they're going to be like a 3% and I remember in the meeting saying no I don't think the direction of interest rates was yeah and and now it's here we are at you know it's 6.1% come 2026 and 6.8% in 2039 and then I notice here the first interest payment is due in October of 440,000 or $444,000 the first year is the first year payment is taken care of by H but where did they get the money to take care of it's coming because

071of the interest on the money that's sitting there that 9.3 well that's that you well right that's the amount yeah the I mean it's still money that's oh yes yeah there's no tree right so you got you know interest rates went up I don't even know what the final cost of the building was because I remember the time the cost of the building looked like yeah I don't know what mean the what we purchased it for $4.2 million that is decided what the renovation that hasn't been decided Well as Mike said the bids are going to come in and I don't know if that 15 million dollar figure is gonna be enough no I I wish that we granted 20 or 25 million and then we could have had 10 million in excess but we

072all decided $15 million was what we had to work with so that's what we approved and that's what we're going to try to make I yeah yeah but I I do hope for the district and everybody in the room and all the taxpayers that it comes out to that because it's you know the kids deserve an education yes which is the bottom line but and when I look at the cost per student or cost per taxpayer it's not a prohibitive amount right you know when you look at the breakdown on your tax bill so there's still some blessings there but I I still have a concern that people are going to look at it when the bids come in and we're a year out that it's going to be substantially High than we hoped and

073then we're going to be going to the taxpayers after the fact for money which which is not a good PR position for correct for the town for any town I agree and so this district has two good options the levy is one and the other is you know your other funds and you're sitting with some options that other districts do not have so that puts you in a favorable position um and and we're doing all that we can I I don't have control over these things all I can say really working hard um to do the best we can with things and um and then we'll have to you know if we have to make Cuts in the budget you know we that's what happens you know you'd like to have you know this but

074then if you end up with this that's where it goes so we're trying to be flexible and responsive and um and all of that so Kim was asking do you ever get any students from when a c or cter I got kids that come in to no I should laugh but no they haven't they haven't um had expressed any need they're at a private school they don't have to operate would take care of all their special education if they needed to yes Public Schools yeah yeah but they're private schools just like we take care of our parochial school students they would would own the District of where K resides oh yeah we serve we serve luff you there one of our members and so is Ridgeway and um Rolling Stone that's Bluff you is in

075Winona it's a mon Bluff Monas charter school inol no it's not in La is there is one ones but I don't know the name oh yeah there's there is a charter school in yeah but it's not no I don't these are good questions good I wish I had some better anwers I don't know I I hope it works out for everybody because yeah I know be a lot of on faces look at yeah whatever oh but you know I guess you go back to the bottom line is why we here we're here to make sure kids get an education and kids get through it right um and can live a decent life right so that's I'm all for that it's just a matter of how we get there in the battles we fight in between

076and I appreciate that and you're working for your District so that's exactly what you need to do all right everybody good thank you very much de well you're very welcome thank you and I'm available when when you need me so if there's something that I can do in the meantime or if you hear things that I need to address be sure to let me know and I will come up with um answers to these questions and probably through PR get that to you thank you all right thank you thank you all right uh no student board report tonight no public comment tonight consent agenda is there uh any discussion on the consent agenda you know the only question I had was on the Education Minnesota Caledonia educational support professionals local now is that that's the

077peras union and is that a is that is that Union existed for quite a few years long as I've been remember I yeah no I didn't know fairly I saw the date on the contract and I just want to make sure is there anything that you saw that is out of line compared to last contract not knowing with the last contract said no I don't think so um I think it's a good settlement for them and as much as we can afford pay I guess best way to put it I quick question I had is just are all of these increased in salary they included in the budget we presented last I believe so I I think U Barb we were in contact with Barb throughout the negotiations process so I believe they were that

078can you pull up the uh just real quick pull up the was the consent agenda to July 2024 payment register it's not on the paper I but up up on there that July 24 payment register I don't know you know the answer this if you scroll down there to like page three 48,000 right it Savvy or it it savy that's uh where we purchase our computers and laptops and it's probably um no I think this one is actually smartboards yeah Smart Boards I took notes but yeah for that one too um smart so where we gets think there are six of them coming here's there seven there are six we originally talking about seven but we cut it down to six and one is Su I know she's G to get one on a mobile

079cart Steve mlo is also getting one on a mobile cart Sarah burrow Tory berer Who currently has a TV that we're going to repurpose into Um Zack Houser's room for health class to replace the old projector Robbie subac Rich Larson and Alissa ster $8,000 so they they get a Smartboard then there is a computer computer that goes in that runs it um and then you know mouse and keyboard some of the rooms have those overhead projector things and which are also about four or 5 000 to replace and as they're burning out we're not replacing those that Antiquated technology stuff but we're replacing them with either a TV or uh does anybody have any other things about consent of you know as long as around the bills payable there um I did know was the

080payment to the Solar Company now are all those within the budget from when the whole program is approved not not the entirety of it um I notic the one last month was like 16 most of that will come from the stuff that was was granted to us um I think there's some of it that we will get back well I know there's some of it that we will get back we don't get the tax break but we get a direct payment in MO of a tax Break um so I think it was going to cost us you remember Dan was it like 12,000 out of pocket each year which we thought we would recover um within the first year aray that size probably saving to $500 a month from Electric that will pay for that

081so basically two years would pay back our costs where the average person putting in Solo now takes about 10 years to pay back the costs since what was a 90% was been coming from the state up to 100,000 to 120 20 okay so it just didn't make any sense for us not to do that because we would pay it back very quickly and then the next 28 years supported to the life of the unit anything else on this well I have it up anybody like to move the consent agenda Eric moves it stand seconds all in favor say I I all oppos say no motion carry 70 action items a is the school crossing guard agreement between the city city of calonia and District 99 Dan I'm sorry Spencer moves it we have a second

082I second Dan second all in favor say I I all the say no motion carries 70 all right so then action item B is the resolution for uh the designation of an identified official with the Authority for the MBE external user access ratification system that member is currently Craig uh I'll move that one second Eric sson all in favor say I I all oppos say no motion carries 70 action item C is the fall Sports coaching contracts for 2024 2025 [Music] was the last time that we correspond with Scot was it two weeks ago okay Derek moved it Tim Tim seconds all in favor say I I Iain uh and all proposed say no with one exstension so motion passes six and 6 6 one 601 okay uh action item B co-curricular coaching contracts for

0832024 2025 school year quick question is fire considered like a extra why is that on the list well there's acquired class but there's also chir events um is this is it did we pay this one this year what do you mean chir events outside of the school compes and stuff that's part of their grade so why is this an extract it's in the contract um and that I think is something that would be good to Reis when contract comes up because the concerts are part of their contract or part of their grades and I'm pretty sure some of other they've done like the they always do the group what's the Dorian emble um they've always you know this one I don't think they attended those events so I don't think we paid this way we

084approved it but then you guys watch the numbers and if the numbers are not there then not paid lastt Scot and I have I have an email scheduled to go out uh August 30th I believe to make sure we have okay so we RW that at the next contract yeah there there are some things that I question why are those extracurricular there a all right so next time that contract comes up can make an effort to revisit that stuff but they nothing to do about it now so anybody like to move that action item D me moves it second Melissa second it all in favor say I I all the fol say no motion carries 7 Zer administrative reports Mr B I'm going to keep it pretty short and sweet tonight I I you know

085tried to include I guess what's going on in the building right now a lot of uh lot of things that just going on behind the scenes if you don't even realize you go in and you have a plan for the day and all of a sudden somebody pulls you away you end up in a meeting um but uh no I think we're we're moving along uh pretty well from U from a building standpoint um there's a lot there's a little bit of rearranging that's going on there's you know we talked about some Capital Outlet purchases that I included in there um you know a lot of meeting strategic planning the facilities meeting things like that so but um again if you have questions by all means let me know but keep pretty pretty short a

086lot of lot of Summer business so Juvenile Detention is that did many people put in the we received five applicants and we are interviewing tomorrow so we have interview and what's the I you you don't know how many kids are going to be in detention no um County right this all the county related it's well they could be anywhere in the state of Minnesota that end up in this particular Fa Day to-day scenario type thing then that Detention Center like a day to-day yeah I anticipate what I've been told and Craig did learn a little bit more today I actually talked with officer zener today he's got a little bit too um and what we found is I mean we can have up to eight students and you know one student might come in and

087you know 10:00 we may get a call and say that there's another student that'll be there later that day and and so we're going to uh you know we're there to to serve those students when we're there some students um while you have to have a court date within eight days is um kind of what was told to me and so that's where the shortterm eight days comes from those are uh non- weekend non holiday eight days but Craig was on the phone with mde today and found that they could stay much longer than she said that is the plan but there are times when uh students um I think she called it aren't adjudicated um within those eight days and Court takes longer and she said because I I had written the application and

088submitted to her the rough draft and she said you might want to add something in there about students potentially being there longer um and I said well I was told that they would only been there for eight days she goes yeah that's the plan but a contingency plan because there could be a student that's maybe there 100 days which surprised me but I said in you know so I had to revamp and say any event students are there longer than the eight days um we will treat them as if they're our students and everything else will same and then we just bill for each day that they being right so those those bills will go to the uh resident districts of those is this the year one so or are they off in the summer

089as well so well I asked about that today two oh um I said we don't have plans for summer school she said what what what are you going to do if the student has summer school their IEP I said are you telling me I need to revamp my application she said yes would be a good idea so this this individual is going to be working not it wouldn't necessarily have to be that individual and that's you know what we'll tell them tomorrow is there could potentially be opportunities for summer employment uh should there be students that are incarcerated that have summer school on their it um and if that's a deal breaker for you let us know we could potentially and we've done this with other special Educators where we've had a different teacher do

090the summer school so I think it would just be incumbent upon us to fill the position just as we would in any other case and then if there are no students in I've been asked this a lot um and is this a person who can substitute would be LIC teacher yes someone call since we have no one here you come up will you come up right that would definitely be a possibility um I think that one of the things well I think we would have the right to asside that that situation sure now there could be situations you know I have a lot of paperwork to do because there's a student that's coming in next week and I think we would have to play that by here but there's a lot of things that are

091unknowns with this that uh we'll have a steep learning this year how many locations are there in the state that do this I think there's three shortterm hen County um Alexandria Alexandria and Falls well Fergus Falls a short-term facility or longterm I don't know I think they're longterm okay M's longterm I think they also have a short but there's in the I don't anticipate that we not going to have e yes you anticipate having so then that individual V yeah that building in town cor the majority of the time unless there are no students and then we can right and still have access to our special ed director they'll have access to our OT BT um that we get through AG fit so they're gonna have to come here though right those St aren't going

092to be they have to we are going to get this person a mentor just to get them acclimated with the district and try to create some of those ties so they don't feel like they're on an island all by themselves they're going to yeah I mean and even some of the questions that were created created for the interview kind of I mean yeah we're going to start with The Big Field this is what we know as we sit here today understand that we're learning as we go too and even but even some of the questions are how does it you know this is the reality in terms of proximity to other staff members and things like that so are the other districts all doing the same where they're going to hire within and then they're

093going to build the community where they're from I think the other districts already have them in place right anyway we same thing when we have students that end up in a different facility than we get to build what are the protections for the teacher if you got a VI there's the officers are there on duty there's the dispatch officer and then there's a officer on Dy the jail so the sheriff's department is affiliated with it yes one of the things that I put in there um you know there could be a need for us to hire a PA of professional too if there's a pair of professional on a student's IEP we're on the hook for that I do think what I wrote in there was that for a lot of the things a pair

094of professional might be used for the officer on duty could could be available for that um wouldn't necessarily be in charge of instruction but you know they could there's toileting issues or whatever if the kid needs break the officer on duty could do that um it could be possible that telling John this today it could be possible that if we see a need we might have to hire somebody quickly which is weird to think we've got somebody coming in for eight days that needs this while we have to provide it and it might be that we get a substitute in there for for that short period of time but hearing what she said today is that their other short-term facilities had kids up to 100 days kind of raise my level of concern with are

095you talking with the Department of Education or with the Department of Justice today I was talking with the Department of Education who also works with the um DJ Department of Justice Y and U so Sheriff Swedberg has done everything with the Department of Justice and now I've been working with Department of Education it's been a pretty lengthy process it's taken up a fair amount of my time in June and June and July now but I think today we're real close because I was worried about is this going to be approved uh by August 19th because that's when our school year starts and she said don't yes everything you've got here looks really good there's a couple tweaks and she and I have another meeting scheduled for Thursday um but she said quite honestly I think

096we will be able to uh get you where you need to go via email so she t a couple more emails and here's an area where I would you know you need to you need to plan on um St why testing because in my original I said being that the students were only going to be here for 8 days we will not be conducting Statewide testing for these students that will fall back onto their resident districts and she said well what if you have them there for 100 days and I I said well then that will change things and we'll have to conduct them and unfortunately unfortunately or fortunately depending on how well these kids do those they will be our students dur facility handles a lot of students that are in custody like up

097in the Twin Cities and up in County um so it's got to be like a regular every thing right I think they have three teachers so they have up to 24 students for them um but I think there are times in their full so it could be possible we get a student from H County as overflow and and I think the Hanahan County facility doesn't just serve Hanahan County it's you know surrounding it could be from the whole state too but it's not an education and I I understand why the Count's doing it and they you know they need to have U good use for that facility I think this will be a good use just so happens they're in our school district so we get to do everything for that too so is there

098any concern in dealing with the county that they will be they'll pay back everything for the building will be taken care of just we're just going to front end the money and then they pay us back is what I'm understanding correct and and it sounds like Filmore County and homstead County have agreed to frontload some some money as well just to have spots okay we will not the district taxpayers will not pay for this unless of course we have students within the district that go there and to follow up a little bit more with your question about safety and things like that now we've talked with other short-term facilities they've kind of been walking us through this a little bit and one of the things is if there is a problem students are removed and

099they go back to their sou so the guy that I used to coach wrestling with did this when state county had a program and he said it's not a problem because it's the best part of their day but if it ever is you just he guess come and get this kid he needs to go back to a cell and he does little easier in that setting than maybe a regular school all right thank you Mr wall so just the two things I'd like to talk about um my initial goals in the first month of work um assessing the current culture and climate of the school obviously I had a pretty good feel on that already um but really more learning a lot more I've had one-on-one meetings with almost every teacher now and um some

100multiple times um identifying strengths areas for improvement building strong relationships with staff again that was already um I'm getting a really good jump start compared to a principal that might be starting in a new District um I have pretty good relationships with uh most staff members already but just strengthening that um developing a a school mission state statement with staff that aligns with our core values and creating short-term professional goals the only reason I don't put long-term on there is those are there but um those those long-term goals will definitely become evident as the year goes on as well um as far as some of the work there you know the district assessment coordinator stuff Gretchen and I have been working together um she's super organized with everything so for me to take that on

101um the best part part of that was the the yearlong timeline that she has kind of organized that gives me a lot of confidence in doing a good job with it um curriculum coordinator um just getting organized with our curriculum cycle and one thing that came up in our strategic plan committee is getting our power standards on the website there's a lot of different ways that that can look so figuring out exactly how we want to do that and when we want to do that I saw in your notes Lee we're maybe going to touch on that from our strategic plan committee you had that in your notes I don't know if you're sharing that today I that's okay that's okay that's okay um yeah just uh doing that other upcoming I've been networking with

102a lot of area principles and and actually some principles outside of the area um July 30th and 31st I'll be at a first year principal conference um another good Network working opportunity um at law conference in August and staff development committee's been meeting and planning fall workshop and organizing some good stuff any questions so the Tes coordinator District assessment coordinator that was originally Direction correct so that went to John the curriculum coordinator is historically been at the elementary school so you you're the elementary school principal curriculum coordinator and yeah well I mean do you have additional coordinator duties title n title title n coordinator and I don't know you know like yeah it's gonna I don't know how I I don't know much about title n coordinator you know there's a webinar coming up I'm

103doing curricul no I generally attend a webinar each year and then obviously a lot of it's based on whether there's issues or things that come up the gev this process if there is something that they felt was not not correctly throughout the school all right well well thanks for doing all that and the uh you know you you may have not been on earlier great meetings that we've had the committee meetings but the hope at least was to try to get what I'm going to call like vertical alignment throughout the entire District meaning when you go from second grade it's building up of what you learned in first grade and so forth and if you um scope and is what it's called yeah and it like because there was or if in high school a

104lot of time is spent on a particular subject like World War II it's not spent on that particular subject again reading and you don't read an Frank one year and then you're studying World War II the following year it's like too much on one thing and point being it's like all building on each other a and just ensuring that taking place and B um having all like you said the power we call power standards on the website and I I really think the Noah henan if we could get our website to look like their website it's perfect I think I mean going to be tough though well it it would it would require building the template that I attempted to send you know that I attempted to start send now that was just my idea

105of a template but what would be required is build the template and then I I started by just copying and pasting everything from an NOA hin and then we would and have the teachers modify it to match their deal but your option which would be a lot which would distribute the workload considerably is have a temp a template buil send it to every teacher and the teacher then just it doesn't have to be a lot like this is what we're going to cover this Falls is actually pretty good they have a good op I mean Anoka henss is very extensive and the reason I said that would be tough is like their website is polished and I I mean like the tabs are endless like you can go you know grade level subject and there

106very overwhelming almost it's almost too much for what we need it is look at Canon that one I I hear you on way too much information but as far as just the general format call that SL you click on ninth grade math and you know what's going to happen in nth grade math click on 10th grade English you know what you're going to be reading that year and it might like we had mentioned this a long time ago it' be nice to be able to you got a kid going into eth grade click on oh this is what's going to happen next year I think we have something that Nicole has that has been she's been tasked with getting up on the website this summer I don't think it's the finished product that we want

107but it's closer um okay well just so you know the that's what the curriculum committee has been working on is trying to get those two things established here and we should probably have a another curricul Comm at some point imagine but anything else to add to that it's been a lot of discussion I think it's starting to now you need to get to a deadline put a deadline on it and have something and establish that it's got to be in phases that talk not as much action well it is it is a lot of work for one human that's why you got to distribute the workload somehow and the only way that I can think of doing that is having the template having teachers do it um okay anything else for John yeah I'll just

108have them kind of the two big things um working on right now the fall Class catalog um hoping to get that mailed out the first week of school um working on a couple new um programs to offer that were excited about um and then just uh since we're hiring in daycare right now just spending a lot of time there um helping out as I can and just learning all the day-to-day things J did um just that I wasn't aware of so learning something every day um it's been nice to spend a little more time with there um and talk with the staff about just the way we're doing things and see what we can change um and and improve upon and then just through all my programs all the parents have been notified about the

109tuition increases for the school year um and those all go into effect scho starts thank you gr what's been the response on the tuition I've only heard from one parent in the daycare that had questions about it but other than that anything good or bad so for own table discussions all right um as we talked about earlier uh like I would like to begin hosting bonly meetings Roundtable discussions and I'm trying to figure out the best time to do this whether it would be in the evening or during the day obviously most people work during the day um but it was suggested that I do them do a lunch meeting I just think it would be hard for people to get off of work to do that so I think it would be more likely

110to do it in the evening but um I will be putting out an open invitation but also reaching out to individuals with direct invitations who've shown interest in the past or been suggested to me could you do one out of each maybe I mean that way yeah possibly option we could try and then right they don't show up yeah we won't know until we try so yeah it's good idea um we talked a little bit about the solar and as of July 3D we've been producing power um and I'm able to look on and see how much power it's producing and the highest I saw on the day I looked was 39 kwatt hours um I think that was even kind of a cloudy day but I suppose this is prime time of the year

111to produce solar and uh so we'll need more um data to see how how well that's working but and as Tim already asked a question about that so we received the grant payments in that what I don't know what the number was that we put put in for pay payment but that comes out of the money that we were granted uh there will be a portion that is out of pocket we'll get some of that back as I said as a a Community member would get a tax break on it we don't get the track tax break because we don't pay income or pay taxes so we will get a direct payment um for that amount but um it should be as we talked about a pretty financially good thing um the distributed antenna system

112to allow the uh emergency Personnel to converse with one another inside the buildings um we have a deadline of July 26th um for them to get their things in I've had two vendors that have really come in with with questions might only does that mean that that thing shut down your battery running low that that money is made on your computer PL it in continue okay um so those bids should be coming in and we will see if if uh how we do with those um can I ask connected to that whole cop are the uh and I think Nate might know the answer to this too the lights in the parking lots have they been added I know we talked about adding light and adding cameras has that already been done I know we've

113talked about it but I don't know if it's been done I know we I approved the the uh cost of it I I guess I don't know if the work has actually been done the cameras also have been approved but I don't think the work has been done that should be is that something we go out to bid on are we doing it internally or we the cameras or the people that installed the other cameras are the ones that are doing it okay um can I have it up before it'll yeah it'll be up and running before okay and then the I know they're going to change out some of the switches so that they are truly on an automatic timer because right now they're not they have to manually adjust them which they do

114every so often with obviously the changing of the light so believe Matt that they were working on getting those switches replaced so they're truly automatic there's some discussion about bringing power to some locations two of the there'll be power to one of the poles in the high school parking lot so that we can have a camera there and there's going to be power to I think the power is already in but the camera is not installed to the playground but that is I know I signed that uh um purchase order last week and they have to have power to that pole because when the light shut off it shuts off the power to the pole completely so that's why you have to run a separate line to yeah run the camera it connected to that

115we we done a drive run with the the police computers to the school computer I know it's come up in different meetings where if there's an issue with a certain door connected to a camera you know we can see the camera riew Can the police I know the potential is there are they able to access it on their computers so they can see the bad guy in schol I'll email Kurt again and see if he wants to come in and try that there's been a couple times where we've tried to connect to do that he hasn't come in to do that okay uh lots of activity in both buildings uh maintenance staff is has been doing a great job we'll be ready for for staff on the 12th and kids on the 19th Um how

116my birthday on the 19th well happy birthday we're gonna celebrate the scho that's your birthday too yeah all right there you go uh bunch of different meetings here and I didn't even put it on here but a lot of my time has been spent on on the um juven juvenile detention center and there's a pretty lengthy application that I've had to do and like we already kind of talked about this but I submitted a rough draft and met with her today uh Rachel is her name from MB and uh she really thought it was pretty close to spot on and she thought with a couple tweaks be good to go and be up and running for that so um principal bowler principal walstrom and I are attending the MAA back to school workshop on August

1176th and we're also attending a school law seminar on August 8th um I haven't confirmed with you but there's two different webinars for um title n and one of them appeared to be fre so I thought maybe that might be the both are are webinars so that's kind and I think and and it might be worthwhile for you to register for the other one too even if you aren't able to attend because I think that is when school's in session for us um but I think you would get the recorded stuff so talk tomorrow one is Thursday day oh okay so it's 150 bucks when it was sorry that was kind of business week conducted all good um anybody have any questions for me I know with with we've been in contact with even back

118when Sue was here she sent some things to uh Nicole to get on the website and I think she was working on how to do that and I don't know if she's in this week she was last week so hopefully we'll see some action with some of those and and getting that piece up before uh school starts that we know isn't complete with thatc all I yeah thank you Craig AR's not here but everybody's had an opp opportunity to read through her stuff and that is Administrative report sold business item strategic Plan update so uh we met last Monday three-hour meeting thought it was a great meeting a lot of good stuff came out of it uh lee wrote up a little outline and send it to the or summary of what happened in that

119meeting and send it to the committee and the administration just before this meeting but I talked to Lee and what we thought you guys might get a better um like better representation of what happens if we pull the thing the actual plan up on the screen and just kind of show you what we've done so far so you know what the action items are and so forth I think the biggest thing is we made some changes Focus we spent an exorbital amount of time on goal one and if you could just go back to top there cig if you could so John's the team leader on that one uh if we we did update the verbage of the goal to make it smart in the sense the measurable pie we before just said we'd have

120a substantial reduction in disciplinary disciplinary occurrences or something along those lines but we made it a 10% reduction and that's going to be measured by deer status now that is a smart goal um beyond that no change just did some bullet points for like how the that particular goal is going to hopefully improve the student outcomes and then these are all of our action items that we' came up the the left hand column is the the shortterm right hand column is the longterm um some of this stuff has been done you can see in parentheses um one thing added actually I five plan is to have all staff in the hallways during passing periods like my understanding is used to happen back in the day and kind of got away from that and that um

121going to bring that back in can me scroll back up a little bit so so what so what I let's see here oh and on the on the rightand column there the action item four the long term uh we for the MD or whatever all districts need to have a cell phone policy in writing by March 1st 2025 so we're going to have to figure out something along those like final something instead as of right now the policy is in the student handbook high school student handbook but we're going to have to have a policy on the books so you know come March of 2025 so but anyway that's kind of some stuff on goal one can we go back though because you you have the system in place now too the behavioral support system

122the one where you can track the smaller infractions and not just smaller but yeah that tool it's called Behavior Support it's a power school add-on and that is fully functional now and we'll be ready to go day one of school you you'll have some subject matter experts hopefully yeah with it to kind of help with the looking at the data and whatnot so then that'll also give you another Baseline for maybe the items that don't make it endures but you know the ones that maybe are more manageable within the school you know like you're seeing a lot of like all language or whatever then you can say okay well how do we clean it up how do we clean up using better words something like that it's going to be a very useful tool for

123sure good yeah it's in our fall Workshop already built into our fall Workshop scheduled to um train on how to use it there action item two on the right hand column what the idea that you had on I'm G to share with the board I thought it was a great idea I just know you not having a deem position where we don't have somebody to do it but it is a good idea maybe somebody has yeah a person in mind so a lot of I mean I shouldn't say a lot some schools are um doing some things with their student athletes um some cool programs leadership programs and just um yeah it's kind of hard to explain I'll give you an example a school I know of who does one or two morning meetings per

124month and they have a a breakfast for the the student athletes and students in activities student leadership team yeah student leadership team and there is a you know there's a lesson for each unit so but it's the ultimate goal of creating student leadership in your building um you know one might say why why do you focus just on kids activities um I would say you don't however that's one thing that's one reason why activities are so good for kids is it does give you an Avenue to do things that you might not be able to do with students who aren't involved with extracurricular items so I wouldn't say it's like you're focusing on that you're only focusing on that group and you have an opportunity that you can take advantage of so um I was

125taking the lead on that I had I had met with coaches um I met with the head coaches and kind of told them what I was thinking um they're all on board and unfortunately you know just with being in this position that I am now it would be kind of a tough take on it's it's a hard thing to let go of to not continue to do if I'm being honest because I really enjoy that type of work I enjoy that content um it's kind of what I'm passionate about however i' probably you know allocating the time to do that it's not just the morning meetings it would take away from something else and I think with the duties I have now it would be kind of a challenge to do a really good job

126with it so um I would love to see our students in activities doing something a little more pushing you know that student leadership and our our coaches would love it too our kids would love it our families would love it it's just who is there a coach on the department that because I know there's a lot of coaches that aren't teachers at the schools yeah part of our discussion last week was we thought it might be a better idea to not necessarily have a culture teacher but maybe somebody who's a little bit more neutral because that way if you're talking about difficult situations that difficult situation could be with that particular individual who is leading this and how do you have that conversation and bring up you know and talk that grp so somebody who

127could have a little bit more neutral stance through it all I guess a lot of times ads do it in different districts like the district I'm referring to their ad runs it um and some other districts you had too another thing we talked about is the The Three Rivers conference Leadership Summit we got to push our kids to to get a little better attendance there and we're going to do that this year so that's not on there but that's a step in that direction and I want to say there's three meetings a year two or three two were two last year the first one was very well attended by our students the second one was not well attended by our students yeah and not not you know it was probably very unintentional but just um

128we're gonna I don't know be a little better at really pushing kids to go to it rather you know mentioning it as a side note I think yeah it'd be a great it'd be a great thing and it's definitely stay you're going to see more and more districts doing it um if you're on social media following school districts activities departments you'll see stuff like that and it's a great thing and comment Tim um ideally you know we would have had the de position so that was what John wanted to do and that would have perfect but we don't have that so then to say okay what's next or who's next or who could do this and do a law so rotary is willing to sponsor students to R which is their leadership program usually occurs

129in the summer and we've had no tapers the last few years again that's that's another option that cover AC what's it called R it's International Association kids from the Inda programs and it's like a summer camp program where spend like at least three four days and learning leadership skills that's interesting yeah we have a scholarship fund for that how many kids does it could you accept from think budged for up to to two last year I think one this year just because contut we didn't have any takers all right yeah off yeah so the bottom line is the reason that that is over in the longterm action I didn't call him is because John would be overextended had he continued on in that effort so hopefully we can get something like that started but it's

130not going to be this year probably or not this small um so that's kind of what we were working on for the for the first goal scoll on the second one there so goal two caps will provide improve staff attention by addressing top concerns raised at the annual employee survey or SL exit survey so that's one of the reasons why I brought these print outs Karen was gracious enough to print all these out for us I know we got them in email but sometimes when you have a piece of paper in your hand I don't know it works better for me at least to take notes on them I thought there's a ton of data s through but there's a lot of interesting stuff and good comments and uh areas where we could probably be

131improved one one that really stood out to me was really in applicable to this goal um how frequently do you feel recognized or appreciated for your contributions and that you know that rarely or occasionally is way up there in the percentage of of employees and teachers that aren't really feeling recognized for what they're actually doing and then it the next question was in what ways do you prefer to be recognized and that and we're talking 80% 77% of them somewhere in that vicinity just words of affirmation is enough that's that's a pretty easy one to fix and um and I think that's one of the many reasons why having a widely distributed District newsletter with employee Spotlight leading the way like front page of that thing is so important because if if you know 70

13260% 70% of our folks are feeling underappreciated and all they want is just to be recognized and fix it right there if you could somehow get that distributed to the majority of the community so everybody knows um what these folks are doing for all right so the let's see what else is on that School employee yeah okay y yep all right didn't really have anything uh else in related to that and that and they scroll down to three if you would oops okay so three is the uh at least one Community out service project per year organized at each grade level again how this is going to improve student outcomes has been putting bullets now and if you scroll down to the bottom this is originally was Sue was the team leader for this one

133and Sue is no longer with us hopefully she'll stay on in an advisory role on the strategic planning committee but she she didn't feel comfortable being a team leader being she's you know no longer so John and Nate will be splitting that as a teamor and then that that's basically as far as I think that gives everybody a general idea of what's going on and what we've been working on I think that um moving forward if maybe at each meeting when it comes to this point because this is going to be on the agenda every month going forward would maybe Craig you be willing to kind of do what I just did there and give us give us a rundown of what we did on each because the board was supposed to get the Strategic

134plan established and then hand it over to the administration to execute it right so well I love the fact that it truly is a living document and we're adding to it and changing it as we go along you know it's not something that's sitting on a shelf yeah and maybe even next meeting we can put stuff additions and subtract or whatever we can put it in red that way at the next meeting you pull it up and say here here's what Chang from the last time we talked through this um and then the only other thing that I had to say both This was um could every can can you have a Google Docs that you have people with access and people that can edit okay could you send this to everybody uh so they

135have access but only have certain people be able to edit it because otherwise you know how like and the reason I say that is because we were we had a little mishap with this document and thought it was deleted and um but we found it but point is that's uh you know that's the idea there is you don't want somebody accidentally deleting stuff and then everybody doesn't know what happened so um you know obviously you three need to be able to edit it and if you feel unresponsible POS enough give me access but at least give everybody the there's a read only version just like School Board like our school board agenda when that goes out nobody can change it leave the power in her hands I wish there was a better way of doing

136it though than sending it in an email because when you send that in or that uh Link in the email you got to keep track of that email and as it as you more stuff piles up or you folder eyesee it or whatever you accident delet go down then you don't have a link anymore so I wish that would I wish it was like a you a Google Drive Google account yeah we we have to do an service on there's there's a way to do it we'll show you no I can do it so you should all right we'll show you all right well anyway does anybody have any questions on what we've been working on on the Strategic plan no question but just quick inut and I know I talk too much with regard

137to you know losing the dean position I think we we taking a little step back on some of the some of the focus on how to handle some of these things and you know John doesn't need anything else on the table and I know there's things out there and I I know it's a smaller school where you don't have coaches necessarily that are on staff and I I'm only going back now to when I went and it's back in the Dark Ages we had a Letterman's club and the Letterman's Club were guys and ladies at that time there were no I mean this is how far back there there are no girl Sports when I was in high school but so you had the Letterman's club and the coach the athletic director and the football

138coach who were on staff they formulated the club and what the leader what they did was they took the student athletes and they they had a meeting every month and they these guys would work the doors at the wrestling meets they' work the doors at the you know if they weren't on the wrestling team they would work the doors for for the crowd control and then for football games of you know you would have nonf football players with work the gates you know the thing was you had leadership role that the athletes took on that was coordinated by the school and it it seemed to work you know it seem to work because they they took on a responsibility these student athletes and they they gained some you know some respect from the standpoint they

139they had a little work ethic they were rewarded for having one a letter and now they could do something for the school but I mean there's so many sports now and there's so many activities ities where I know you're always looking for staff to work at ticket sales programs uh but it's a small thing but it that kind of thing maybe even led by the Scott Soren you know the athletic the activities coordinator athletic director if that's what his title is but to coordinate students to do things when they're not actually actively playing in a sport but I again I know too it's it's complicated because it's a small school and all the kids are playing sports you know I mean You' got it it's a tough one it but we're missing we're missing something

140because of that and and one of the things I'm hoping to do if we're able to hire uh social worker C or a counselor or psychologist think social worker counselor would be ideal but is to with that with those uh student support Personnel funds if we can hire somebody with that I'm hoping some of those Dean responsibilities will fall into that person or whoever we get we can pair up and maybe redistribute some of the things between our current counselors and um figure out you know how best to fill whatever needs will they have so hopefully that will P it so that's what's going on with that uh new business item uh School Board C filing dates what do I have to do with this okay um so fing period for the general election runs

141from Tuesday July 30th through Tuesday August 13th the app pavit of Cy forms can be told out at the district office and there is a $2 filing fee and obviously we don't have a crowd here but if anybody's watching um need information what does a school board member do get in contact with me and I can msba has some um literature that I can get people okay uh school policies a bunch of them there's a lot of them again and lot this is spill over from last year um the bulk of these are have changes to the U statutory things that are referenced in them based on all the statutory changes from last year so that's what a lot of this stuff is yeah can can you pop it over oh scen there sorry I

142just had one one thing on this is the uh harassment violence policy I wish they put in here like what's changed you know what Ian all right if you guys ever have questions on it you can I can show you guys just give me a call if you guys have your set up with msba I can show you how to okay can you click on that one Craig 43 and then can you scroll down to page uh uh 43-3 and to are you on dash yeah keep going going going keep going that six sexual orientation means to whom someone is or is perceived to as being emotionally physically or sexually attracted based on sex or gender identity a person may be attracted to men or women both neither or to people who are gender queer

143what is that word what does that mean or other gender identities what what's other gender ous me both sexes yeah gender queer well the it must it is does anybody know what any of this means I was Google gender queer is attracted to your own sex and derus means having qualities of both sexes it's partly male and partly female in appearance I don't need I don't want to spend a whole lot of time on this but I'd like to understand things that we're proving and I don't understand that to me that would be just fine if You' Lop off everything after uh being sexually attracted to based on sex period the other stuff is like is irrelevant to the to the purpose of the policy it's just terms that nobody really fully understands and are

144I just I don't think it's necessary to put it that way I really don't I I I don't understand why we would approve policies that and I think some of this like and I don't know if this is the case but some of these things are written in statutory language and that's why they gu but that would be a good reason look at that red l okay so but we can modify policies in our stud we that red vers before we do what was changed on that okay um carry this one to the next meeting can we can we carry that one to the next meeting because I a question 6 yeah but it says a district assessment coordinator and it says the Community Education Direct 613 what pag is it page two at the
