e resident ciano's live stream is now in progress you may turn on your mic and start the meeting good evening and welcome to the October 16th 2024 regular board meeting of the capist Unified School District the meeting is now in session and the time is 5:03 PM Miss Hayes please call the role truste bullus here truste Davis here trusty Jones here pres here here okay Miss Hayes before the board reses this close session do we have any speakers un close session agenda items we do we have five speakers so I'll call all five speakers names and you can line up and we'll set the timer for 3 minutes each to hear you speak speak Brock B will be our first Speaker Justin is our second speaker Paul is number three Veronica number four and igore

is number five come on up and just while you're lining up if you just stay a just a hands distance away from the mic then we won't get feedback or you can step a little closer but if you just keep that distance you'll be all set to go go ahead thank you sounds good hello I am Brock brener I am in the eighth grade and I live in Coto deaza so first how the bathrooms work here is you've got to go across the street to the local high school's bathroom it's outside so it's fine it's very small it has like three stalls in the men's I don't know the women's and also the lockers we've got to walk all the way around camp and use their locker room too we use their first lockers and

basically something that happens in the bathrooms is whenever the high schoolers get out at the same time we do they gather up and sort of like a I don't know how to mosh pit kind of and it's not very safe and it's very scary for the kids that are stuck in there so we once had to have like an eighth grader save someone from there and also I once saw when I was in the bathroom I saw weird handprints on a mirror not too important but still a little bit strange next is I saw like and a lot of other people saw strange people waiting in the large stall just sitting waiting for the okasa students which was really strange and also taking pictures of them like for Snapchat and stuff well anyway I'm going

to move on to lockers and how they work so basically in there it's just normal locker room type stuff we only go in really quickly and basically what we saw was just bunch of weird stuff a weird substance I don't know how to explain it and also we aren't able to use them anymore we are forced to not be able to change for PE and we have to go directly in our current clothes well basically that's all I had to say just talk about the bathrooms but the mosh pit type stuff all of the like the handprints the lockers how they work all that stuff and that's all I have to talk about thank you for letting me talk our next speaker is Justin Justin come on in hello esteemed Bor B members my name

is JJ Johnson and I am an eighth grader at okasa college preparatory I have the privilege to live in the capist John Unified School District before I start I just want to thank you guys for allowing me to speak during this meeting today today I'm going to talk about our facilities last year during our play we had to do it outside in a parking lot because we did not have access to an indoor theater it rained that night and our sets were completely ruined nothing we were able to salvage nothing at all this year now that we have moved to the Alisal high school campus we were hoping we would have access to their theater so we could do an indoor play and not an outdoor play in the rain and our sets won't be

ruined this year also in my sign class we were hoping to have running water for our science experiments like chemical reactions like the basic salt not salt and vinegar vinegar and baking soda experiments so I was hoping that you could give us what was agreed to in the contract thank you so much for letting me speak speaker is Paul Paul go ahead thank you so much uh good evening everybody my name is Paul D Ambrosio and I am the community outreach manager for okasa um I've been working in this capacity since July um so I'm pretty new to working in education um so there's just a lot of things that probably I don't understand about the way things work um I'm certainly not an attorney so I can't speak to the legality or the righteousness

of anything like that but I can certainly speak to what I see and what I notice and I'm going to I'll call it the humanity um so it's for me it's not really about the law it's about the students well-being the agreement from what I can understand seems very fair and and I have to say I'm so grateful I had no idea how much the district provides for Charter Schools like I said I'm learning a lot and it's amazing what you all provide and we're incredibly grateful for it and I mean that sincerely I had no idea how it all worked but I don't understand I guess reasonably equivalent so I'm not understanding how it's reasonably equivalent if for example we don't have access to running water we don't have our own bathrooms as you

heard and our students need to get escorted by teachers just to feel safe to go to the restroom I don't understand how it's reasonably equivalent when we have no designated space for our special education we have a room that we get to share but it's shared with detention people there's even a sign on the door that this is the space for detention kids but that's where we have our special education kids go and just the the message that it sends to them I'm is confusing I think um I'm not UND sure how it's how it's reasonably equivalent when our students have to eat lunch in the parking lot on picnic tables um that are literally 1 in and I'm not exaggerating one inch away from where cars are being parked with no border or boundary

of of any kind I mean one slip hit the gas instead of the brake it it would be catastrophic it's something you definitely want to look into on our campus for sure um and the most egregious one for me we have a um a ing mother on our staff who was told she can't have a space to take care of what she needs to privately because she's not an employee of the district so she's told to go into a bathroom stall and just the the the lack of decency um so I felt compelled to come up and and speak like I said I'm learning a lot about how it all works I'm grateful for what you do provide but it seems this execution um is short thank our next speaker is verica hello there my

name is Veronica brener I am Brock runner's mom I live in Kota deaza I am a mother of three um two of my daughters graduated from torao high school uh more than a decade ago uh so this is my last of my children um my son is should be designated to Los Flores Middle School uh he should be going to Toro high school if um we followed with the guideline however public school is not an option for him um Brock is uh he is an and he tested for Mena I'm not sure if you all know what Mena is but that's a highq society worldwide wide so he's a member of that in Orange County um and in North America he's also um a member of the worldwide International um he did not fit in

to public school it was very difficult uh for me so I homeschooled him I homeschooled him because I did not F not find any options in South Orange County um he attended John's Hopkins cty he attended um Northwestern University and Saddleback College none of the schools the public schools have had options for him he is a gate student as well because he he was tested in Capal unified we found okasa it is a great school it allows children to be taught by their abilities instead of by their grade or their age which I think it's pretty impressive that's what we've been looking for now we know that Taris Creek Elementary which is the designated school near Koto deaza is lacking in numbers people are are pulling their kids out as well and they are homeschooling

so you will see a decrease if not I don't know if you've already noticed that um but we need options like okasa we really need another option and they are a great school but they're lacking water they're lacking bathroom they're lacking the the basics and as someone who is retired from corporate and federal employee relations and HR I do have a a clearance in my previous life uh de clearance I understand the basics and I understand what should be provided to students and it's not provided and that is a shame because I believe Capo unified can really really benefit from having a school like okasa where other kids can go instead of being pulled out and being taken into homeschooling but um that's all I had to share thank you so much for your time

I really appreciate it our final speaker is eor please come forward thank you good evening ladies and gentlemen first of all I would like to thank okasa my kid her name is SOPA she is the first year in this school and we just run into couple of situations especially number one which is a restroom situation and um we need to find the best solution to keep our kids safe and in have them learn more fairness I am asking you for help and sake of our children especially i' would like to point out the restroom visitings I understand that there are some kind of rules and hours that kids can go to the restroom but how ridiculous it sound when 12 years old kid need to go to the restroom I outside of those hours and

the teacher and I don't blame teacher for that um is saying you have to wait until the correct hour or time hit how it is possible to explain to 12-year-old kid kid's BL that now it's not the right time to go what if it's not a bladder what if it's something more serious than just bladder what he or she is supposed to do imagine your child texting you while you are at s sitting at work with your boss and uh in the and getting a text message for from the kid and asking for help I need to go to the bathroom but unfortunately there is not a good time and even my boss said you know just go ahead do whatever you can and thanks to capil mahur he took care of it right away

but I had to step out from KN my work and just to somehow find the solution of this situation so I just wondering like you have kids you have sisters brothers imagine them to get to this situation um sounds like a little ridiculous but we need your help in this situation and also the one more thing I would like to seek your help is is to implement the facilities lease as written and allow AA student access to all the spaces listed in the agreement the written lease agreement between two or more parties to follow them not just to disregard or break them that could be some kind of consequences which is could be affected at everybody uh please help everything in your hands and thank you very much and God bless you for your help

BR who will be following up with the speakers uh we have a con leaz on for harder schools that we follow up thank you okay the board will now recess close session to address the following agenda items a student expulsions four cases B conference with legal councel existing litigation one case c conference with labor negotiators CUA CA Teamsters Kuma and unrepresented employees D conference with legal counsel anticipated litigation two cases e conference with legal council existing litigation two cases F Public Employee discipline dismissal release one case G public employment and evaluation of performance superintendent the board will now recess to close session thank you e e e president casianos the live stream is now in progress you may turn on your mic and open the meeting good evening and welcome to the October 16th 2024

that we have been receiving as a school district about what are we doing to educate our students and our families about the dangers of fentanyl so unfortunately fentanyl deaths continue to increase Nationwide and over the past few school years we've not only observed these Trends but we've worked proactively proactively with law enforcement Mental Health Providers local hospitals and local nonprofits to provide education and resources to our students and families here's a few things that we've done to try and address this topic uh We've provided education and high school health classes about the dangers of fentanyl we've hosted and spoke at parent education nights regarding fentanyl we've organized forums in town halls for students and parents we've partnered with PTA to host evening events at middle schools we've implemented Narcan on all cusd campuses including training

on the signs of fentanyl poisoning and overdose we've used Grant funds to provide education and resources students and families we've used our counselors to provide fentanyl education to our students and we've done fentanyl danger and awareness training for students at all of our high schools is provided this year and in other years through the tobacco use education prevention program the two- pay program and you're going to see many more events scheduled throughout the school year uh as we work on this topic in fact last year in April we hosted a town hall with uh Sheriff Don Barnes doctors and psychiatrists from hog Hospital who work with students on mental health and addiction and we hosted that town hall at Capistrano Valley High School for parents with to come with their students and learn about fentanyl

the dangers um and and our parents and our community members need to understand that fentanyl use continues to be an issue across the country Sheriff Barnes mentioned during our town hall that we should assume that any pill that is purchased illicitly on the street is fentanyl and there's no way of knowing how much is a lethal dose uh and we will continue to look for ways to proactively address this problem in our community a problem that's very similar in communities across the country right now before I conclude my comments though I I do also want to share some State testing data so uh your students our students took tests uh in grades 3 through eight and 11 for English and math and grades 58 and 11 for science at the end of last year in

April and May and those results were finally released to the public through the California dashboard last week um timely I know right quick turnaround on the March test April test to the October results um but like in the past we continue to make progress and we continue to be one of the highest performing districts uh in the state our English language Arts students score significantly above the standard required for them whereas the State score is significantly below standard our math students significantly above standard uh the state very significantly below standard um for our English learner progress nearly 60% of our English Learners are making adequate progress as defined by the state uh compared to more like 48% Statewide for College and Career indicators which you're going to hear more about tonight uh some of our

College and Career things that we do through our CCA program but we have a robust College and Career indicator uh that's 66.1% prepared which is a really high number for the State again it's not high enough for us we we want to keep growing but we're doing really well our chronic absenteeism is down compared to the state our graduation rate is nearly 10% higher almost 97% uh of our students graduate and our suspension rate is is much lower so we we tend to score really really high and obviously if you have specific questions about your site if you go on to the California state dashboard you can look up all of this data for the individual School in your community as well as for our district as a whole so it breaks it down so

you can see how your school is doing um and and you know I kind of bring that last couple week months ago I talked about AP tests those came out now I'm talking about sback tests and we'll do a a full rundown of the sback results uh in our November board meeting so we'll have staff do a full uh debrief at that time but I just think it's worthy of sharing since our teachers are doing such good work with our kids and the other thing I'd like to say is is state test data is not the only thing we look at right so it's one metric and it is our primary goal area academic achievement but we look at a lot of other data for our students and success and while the state may not

report on it uh we do right we look at things like our attendance rate data and are we getting kids to come to school more often and we are we saw a 1% increase which is a huge number 1% doesn't sound like a lot but I think I said in another comment it's like 150,000 student seat hours more for our district across the district so um you know we look at survey data for our students and we're looking at well-being data and sports participation rate data and event data right if the Aliso Nigel principal here he would tell you that the student section for Aliso Niguel has won the Orange County student section of the week I believe seven weeks in a row something like that right and if you go to a football game

like I did last week there you'll see hundreds and hundreds and hundreds of kids involved in the school and that's the other kinds of metrics that we use to look at the program that we're offering so uh we will continue to report on those metrics as we move forward not just State data but since it came out last week I figured we might want to touch on it so that concludes my report for the evening okay thank you trustees okay trustee Jones so who remembers when it used to be hot it was Sunday I think so welcome to fall at last um I wanted to uh update you on a couple of um uh bills that some parents have been asking about and I've been following for them sb50 for the cyber bullying protection act

unanimously passed both houses of California legislature and was signed by the governor so that is in law I was also supported by csba Califoria School boards Association also sb1 1414 making child trafficking a felony some people didn't vote for it but it has been signed by the governor so both of those were things that were brought to our attention by uh community members here in this boardroom I'm happy to watch those things for you but um uh I think it's always good when when people are paying attention to what the legislator is doing thank you okay thank you trusty bulas good evening well I wanted to share some things that are going on around town and uh I'm G to start with of course our robotic team our district 5199 um was uh at chesy

Champs uh a few weeks ago and for the second year in a row they won first place then last weekend they were at Battle of the borders down in San Diego and they won first place this weekend they are heading up to Ventura for Title Tumble um and we'll see how they do but right here in our own backyard at kappo valy high school on the week first weekend in November starting on Friday the 1st through Sunday the 3 we will have 36 teams that will be here is um and we get teams from Israel from as far away as Hawaii um and also from the east coast and it's just again a wonderful experience for our students to participate so we're going to wish them much luck at beach Blitz the first weekend of

November and it's free to come um bring your friends your families and um take a look at what it is to compete with robots then I also wanted to share lastly this last Saturday um in the city of mission bejo and I'm sharing this because I would encourage other cities to take part uh we had our first inaugural volunteer Day called love Mission beo um and it is something that's been instituted for many years in Costa Mesa lagona Beach and Newport Beach and what it is is uh it started in July just the planning stages and on one single day um we had a rally at new Hart Middle School we had 30 projects throughout the city it ranged anywhere from cleaning up um someone's uh an elderly person's yard um doing thank you notes

and preparations for goodie bags for our First Responders for veterans um then we had school projects and so we had three schools in the city of mission beo um beo Elementary School um had their G shed rebuilt and in uh at new har their steps Garden was um cleaned up weeded um and brought to a beautification point and then the Planters throughout the school and at Riley Elementary School we painted the playground uh it was all cement and black top with just white striping and now we have really bright colors and um I'm not able to show to you tonight but on Insider and the different social media vehicles take a look at what went on um Monday uh principal Charlotte uh pittson sent me pictures of the little teer students just so excited about

their colorful playground it just was great joy and I'm going to send those pictures to all of the volunteers so we had 600 Volunteers in the community help us with these projects the rally was from 8: to 9: in the morning at newart and then we all dispersed throughout the city um and worked on the Oso Creek Trail and all kinds of activities so this is an annual event we're going to be doing it again um in May of 2025 May 17 and in October a year from now we are going to do a separate one that's going to be schools we love our schools in Mission vao and we'll be inviting the principles to the submit projects and I just want to add um at Riley Elementary School we had from Capal Valley High

School uh Michael Grabowski who's the math teacher there and brought his daughter Lily and they helped paint the brighten up the Buddy bench um in front of the county Garden um so it was really a great sight to see so many people who came to help and have a great time and that's my report for October okay trusty okay trusty Davis s CL had a similar day and did some beautification at a bunch of schools Concordia they redid the Teachers Lounge painted changed out Furniture changed out um bulletin boards all kinds of beautification there bams the Planters were redone completely gutted the front planters that were just kind of shrubs and nothing nothing of interest and it was all removed and they had to go get a rotor tone and take out all the root

systems and um it is gorgeous Truman massive painting projects all across Las palus Garden beautification s Clemy High School beautiful day for S Clemy community members to get together and um so grateful to be a part of that yesterday history became very real at bams my sweet friend Joseph Alexander who was born in 1922 in kobal Poland he shared a story with the students at vams he's a very young 102y old he travels the world sharing a story how lucky bams was yesterday Joe Alexander is a holocaust Survivor known for his incredible story of endurance strength courage and resilience during one of History's darkest periods he was just 17 years old when the Nazis invaded Poland in 1939 over the next several years he survived 11 concentration camps including aitz AAU and maansan enduring forced

labor starvation and numerous death marches his story is a testament to the human spirit's capacity for resilience and a reminder of the importance of remembering histories tragedies to prevent them to re from reoccurring during the assemblies you could have heard a pin drop the students were fully engaged not on their phones not looking at each other not bothering but listening to every word there was almost a thousand students teachers staff and community members that the had the opportunity to to hear his story he travels the world so it was an unbelievable opportunity for our students after school as I was leaving I visited with a couple of students who were looking him up on YouTube and sharing the things they had already found out about him another student said to me stavis I was taking

notes during the assembly I didn't want to forget even one word they already had so much they learned and wanted to share he an in inspiration to us all and I'd like to leave with this quote by Ralph Waldo Emerson it is to be useful to be honorable to be oh sorry the purpose of life is not to be happy the purpose of life is to be useful to be honorable to be compassion pass to have it make some difference that you have lived and lived well Joseph Alexander has lived well thank you okay um and student board member mirando do you have any comments this evening yes I want to take a moment to reflect on the exciting events we've had this past month many of our high school celebrated homecoming creating lasting memories

for students we also hosted a college fair at sanan Hills High School on September 23rd providing valuable opportunities for students to explore their future educational paths additionally many high schools had their fall Club Rush which introduced students to a variety of extracurricular activities and encouraged them to get involved also in honor of Breast Cancer Awareness Month many high schools have hosted pink out football games looking ahead we have red ribbon week next week a time when many of our students uh and schools will be Distributing wristbands hosting activities and proudly wearing red to promote drug awareness and prevention this week is crucial in reminding us of the importance of making healthy choices and supporting one another in our commitment to a drug-free lifestyle I also want to highlight the importance of voter registration among students

engaging our peers in this electoral process is essential and I'm actively working to get more students involved in understanding their voting rights and responsibilities the deadline to register to vote in California is October 21st to raise aware aess I've reached out to all high schools with a voter registration poster you can find these resources on each school's social media account and I've also shared on my so on my school board uh social media account one of my primary goals this school year is to connect with our middle school students I believe it's vital that their voices are heard and that they feel represented to achieve this I plan to discuss with them to gain insight into the issues that matter most to them I've already reached out to all of the Middle School principles and

ASB advisers in our district to schedule School visits with my first visit set for early November finally I had the privilege of participating in two workshops organized by the California school boards Association one focused on student board member governance to networking and the other on mastering me meeting protocol and stakeholder engagement these experiences have been invaluable allowing me to connect with fellow student board members and deepen my understanding of this role that concludes my report thank you okay we are now moving on to oral Communications the total time for oral communication shall be 20 minutes indiv individual presentations are limited to a maximum of three minutes per individual but could be less with a large number of speakers okay complaints regarding District employees should be addressed by completing the district's formal complaint form which is

available on the district website okay Miss how many speakers do we have this this evening we have 23 speakers this evening would you like to um hear all 23 at the one minute Mark yes okay so okay go ahead you go I'm gonna call um groups of 10 and I'd ask that you line up and then we'll move through the um speakers more efficiently and I forgive me if I mispronounce your name and remember if you just stay a little bit away from the mic it will be less feedback and we'll be able to hear you more clearly thank you here's the first 10 people Eda page Deanna Jones Linda hadock Bonnie Kelly Lisa s Candice Julie Jennifer and Luca we'll start with ED a page good evening everyone my name is egda paage and

I am a parent of the Capistrano UniFi School District I have been a parent for the last six years at RH Dana and I just wanted to share that I have benefited from a close communication with our teachers every single one of our teachers our son has had throughout the school years uh that we've been there and um in the interest of a strong school year and a positive experience I appreciate the fact that teachers are devoted to teaching and my husband and I understand that it is our job job to raise our son by guiding him instilling values in him and educating him at home you know as Christian parents that's just our job and it's the most important one we feel we have um we want to make sure that Joe grows into

a good productive man and um and we also keep a close tab as parents um to to the person that he's becoming so let teachers be teachers and let parents be parents we'll move on to the next speaker Deanna Jones than go hi my name is Dianna Jones and I'm a parent to two kids at Los palus I'm here to implore the kappo unified reinstates Miss mham as a full-time assistant principal at Los palus Los palus is a title one school and just with 800 with just under 800 kids the highest enrollment of any Elementary School in the district these last two years she has been a fulltime at Los palus so you can imagine our shock when our hours were cut this year it is not that Dr Bros is not capable of handling

the Gap but you physically can only be do so much as one person versus two having two full-time administrators allows for quicker response time to potential safety issues and more attention to both student and teacher needs being a title one school administrators and teachers are faced with greater challenges that require time and attention also with the growing student body the need for consistent leadership is critical to ensuring that no D gaps occur with disciplinary matters students um wellbeing and unforeseen incidents this additional leadership presence would ensure that students feel seen and supported contributing to a safer and more productive learning environment as a concerned parent I ask you to reinstate Miss monean as a full-time assistant principal next speaker is Linda Linda hack hi my name is Linda hadock and I'm a parap for at

ATP uh in the last board meeting we encouraged the board to opt into the classified school employee summer assistance program otherwise known as cesa over 450 other districts participate positively impacting TW 62,000 employees across California I would like to share a story from an employee at Garden Grove who benefits from seap dear cusd board members my name is Russ low I a Technology support specialist one with a Garden Grove unified school districts for the past two summers I've participated in the seap program being a 10 and a half month employee I have benefited greatly from this District's participation the supplemental income I've received from participating in it has helped shorten the financial gap from not having any income for the summer months the ability to participate at a financial level you are comfortable with is

contribution friendly although I tell those asking questions if you can afford to contribute the max do so I would hope than that any school our next speaker is Bonnie good evening board members my name is Bonnie bam cool I am a pair of five at Palisades Elementary I am here once again to ask for your support for the district to opt in to the matching state funded assistance program cesa as a pair of five my job of training other parent Educators has become profoundly more difficult in the past few years due to using unskilled Outside Agency staff because of open positions and those hired by the district are walking in without the same skill set of those hired years ago when there are so few applicants applying for these positions we are faced with hiring

people who would not be our top picks if there was more competition for these jobs seap would make quality people apply this data shows for the 2425 school year that over 450 school districts are participating and nearly 63,000 classified very grateful employees are taking part in this program we want to be grate we want to stay opt into seap our next speaker is Kelly hello my name is Kelly mahalik I'm a middle school campus supervisor at Carl hanky I've been working for the district for 12 and a half years I'm here to share a story with you from a classified employee in Garden Grove who benefits from the seap program dear CD board my name is very Morales I'm an intensive behavior intervention assistant at Garden Grove unified school district this will be my third

school year enrolled in the seap program being a part of this program has been of great help in the summer when school is not in session I have been able to afford my rent as a single mother of three while I've had to adjust my budget during the school year knowing I will receive funds through this program has allowed me to have peace of mind having the option to receive payment in one or two installments has allowed me to see which works best for me overall this is a great program and has allowed me to enjoy time with my family a bit more I urge you to show that you value the classified employees of C USD and opt in to the seap program just as over 450 districts across California such as Garden Grove

commitment to providing these vital resources for students is not only appreciated by families like ours but is critical to the success and well-being of so many children in our community thank you for your continued dedication and your support our next speaker is Candice Candice go ahead I recently attended a candidate Forum at the Jewish Community Center of San Clem it was a very nice event and all local candidates were invited and welcome by the community Amy hanich spoke about the district's partnership with the ADL and our no place for hate schools Lisa Davis lyen October 8th the day after Hamas attacked Israel to September 12th in the US where she says there was no race religion or political affiliation the problem is on October 8th of 2023 Lisa Davis was busy working on her forc

doubting policy against the lgbtq community of this District you don't get to pick and choose inclusivity Lisa you either respect all people or you don't you know gay people you friends whose kids are gay you know students who are gay but you keep pushing on what if one of your kids would was gay would you turn your back on them because of something that was written 2,000 years ago I can't imagine anything more detrimental to a child's psyche than not being accepted by their parents or their Community leaders just for being who they are but that is what you have done and that behavior has no place on this school board thank you our next speaker is Julie we ask everyone please hold your applause so the speaker speakers can be heard good evening trustees

my name is Julie Isola I'm a library mediate Tech at Capal Valley High School um last month I was here and I shared some of the hardships that our members have been dealing with and this month I'd like to share a letter from Jennifer a special education instructional Aid in Garden Grove School District she says I want to share the tremendous impact the classified school employes summer assistance program has had on my family and encourage your District to consider implementing it as a 10 employee do not I do not work to or receive a paycheck during the summer months which can lead to significant financial hardship falling behind on bills can be a challenging problem to overcome my family faced challenges making ends meet on a limited income before cessa the program has been instrumental

in helping us maintain Financial stability during these months it has provided me the opportunity to budget effectively throughout the year without this program my family would have to resort to putting many expenses on highin credit cards in today's challenging economy economic climate the support offered by seap thank you our next speaker is Jennifer thank hi my name is Jen mof and I am a library media technician at s clementy High School I'm here to encourage you to enroll in seap for the 2025 2026 school year to extend the opportunity to employees like myself I'm going to share a letter from Carla a school bus driver Garden Grove School District quote I want to share some important information that has made a big difference in my financial life and I believe it can do the same

for you the seap program is a fantastic resource that provides additional financial support during the summer months the program allows you to set aside a portion of your paycheck during the school year and the state matches it with a certain percentage in my experience it has given me significant financial relief and reduced my stress during the summer break when regular paychecks aren't coming in I highly encourage you to take a close look at this program and consider enrolling it's been a huge help and I'm truly grateful for the financial stability it provides if you have any questions or need more information feel free to reach out don't miss out on this opportunity for some well-deserved Financial Peace of Mind best res regards Carla Smith thank you our next speaker is Luca good evening um I

just want to remind everybody here and who's listening there are 20 days left to cast your vote remember elections have consequences and your voice matters if you're already registered it's easy just fill out your ballot and drop it off if you're not registered you have until October 21st to do so just go to oco.org and register to vote and if you missed that date don't worry uh you can go to any polling um place and uh do a provisional ballot and vote that day thank you so much I'm going to call up the next speakers the next 10 speakers Sarah Phillips Amber Smith Shan K Brianna Zimmerman Patrice Patricia Lopez Barbara Jamie H Wendy Trisha Trudy and then the final three after that will be Nancy Kelsey and Susie Sarah go ahead good evening I'm

Sarah Phillips I'm the mom of two in the District also from the graduating class of 1991 at s High School shout out to the teachers at truman Benedict where my seven-year-old go goes um kindergarten she had awesome teacher Miss Barrera first grade Miss Anderson also awesome now miss machia another great teacher but her favorite teacher is her reading specialist Mrs Ferell um my other daughter also knew Mrs Ferell she's just such an asset to the school shout out to teachers at San CL High School um all great teachers that I met at back to school night but my daughter wants me to mention U Mr cheu with the 2D animation uh she absolutely is loving the class and the project she gets to do and it's really developing her as an artist I want to

thank the board for your constant focus on academic success and the well-being of all of our students um you guys are doing a great job thank you our next speaker is Amber last month there was a baned book section at the S Clin library and Shireen Smith visited and approved of this because she's not a book Banner one of the books I Know Why the Caged Bird Sings was featured this book is available at all of the high schools and Don Juan Aila K through 8 here's some of the ex excerpts from this book I woke to a strange feeling on my left leg too soft to be a hand I turned my head to see if Mr Freeman was awake and on it was his thing on my leg then there was the pain

a breaking and entering when even the senses are torn apart the act of rape on an 8-year-old girl removing inappropriate books from children's access is not book Banning it's responsible adulting why would any sane person want this for children much less someone on a school board our next speaker is Shan k for months I've asked my truste Mr Pam to clarify the CD practice of using an identity support document to socially gender transition children with with or without parental consent or knowledge my numerous emails to Mr param have been ignored even after I handed the trustees a copy of the document last month September 18th Mr param directly said to me I don't know what this document is that you're talking about followed up by this is kind of an issue that we've already talked

about a year ago both things cannot be true in addressing why Mr pan voted against our parental notification policy he stated its language was verbatim with Chino Valley USD who got sued I've printed out both policies that is false it is not a force outing policy even Mr baram admitted there was Zero language mentioning lgbtq Lisa Davis thank you for writing a mental health policy that would have required School Employees to act within their licenses and credentials October 28th I'll be privately meeting with superintendent Dr Brown to address the identity support document because it exists our next speaker is Brianna Zimmerman good evening good evening trustees my name is Brianna Zimmerman I'm a cusd parent uh trusty Davis you and three of the candidates you are running with are endorsed by California policy Center at

the August board meeting and again tonight the uh representatives from the California policy Center have called on you to ban books tonight uh she's brought up Maya Angelo and you have taken the Baton and run with it each time um you claim you protect students and parents but engaging in book Banning is just one of many ways you impose your agenda above students right to learn and parents right there are 14th amendment constitutional right to parent um as a highly involved parent who does actually expect academic Excellence I suggest you follow the advice and blazed on the California policy shirt and stop lying to parents by claiming to care about academics as your shirts say leave our kids alone let them learn and let them read our next speaker is uh Patricia Lopez good evening

my name is Patricia Lopez and I'm an LVN at Vio Elementary School I'm also a parent to a student in cusd he attends djams I would like to ask the board to please opt in seap the summer program I went to Garden Grove district and I attended school there and have partic they have participated in seap since the beginning of the program I have a success story from Elia corales a special education instrutional Aid in Garden Grove School District she shared with us having seap was lifechanger when she had it last year she was able to breathe easier knowing she had two checks coming in August and September to have covered her bills and maybe have a cup of jaill without feeling guilty um having seap was a life changer this year however she didn't

have it and she had to break open piggy banks and had um her uncle borrow a loan simply to make me 10 even with her October check she wasn't able to cover her bills op and C up our next speaker is Barbara good evening I have spent much of my free time in the last couple of months interacting with voters and parents and I'm shocked to hear that trusty Davis and others running for this board are telling voters that there are sex changes happening in our schools my child's school doesn't even have a full-time nurse I'm pretty sure these surgeries take more than 4 hours these are clearly lies meant to fearmonger and mislead voters the law in the state of California is clear ab1 1955 states that forced outing policies are legal illegal pursuing

these policies is a huge waste of District resources and engaging and litigation against the state would only be enriching attorneys and taking much needed funds from our schools I guess also it a pursuing this type of policy also allows politicians to Pander to a small group of extremists that support her stop the lunacy let's get back to discussing education and relying on Parental notification policies that have been vetted written and implemented by trained professionals thank you our next speaker is Jamie hi I'm a parent of a fourth grader in the district and as we continue to be dragged into this discussion of our parental notification policy that our board and Community overwhelmingly voted against it's important to remember that our district already has robust parental notifications in place the intent stated by trustee Davis is

to protect children but the courageous students who shared the real impact this policy would have made it clear that intent does not equal impact queerness or being trans is not a mental health crisis and stating so is the definition of homophobia and transphobia the only logical explanation for continuing to bring this parental notification polic policy up in your campaign agenda is forced outing and it continues to be glaringly clear that this is the intention of trusty Davis and the three candidates running alongside her when they choose to align with anti-lgbtq plus activists and appear on a podcast hosted by Jack hibs who openly spews hate inspired by the words of Andrew Gillum I'm not calling truste Davis anti-lgbtq plus I'm simply saying the anti-lgbtq plus activists believe our next speaker is Wendy thank you all

for your service I'm a mother of Two and a graduate of the district I'm a former educator and one who has professionally dedicated her life to care for youth specifically those human trafficking we love our school we love our teachers we love the administration we love our community and we are all here because everyone wants Unity everyone wants what best for the children that's why we're here so it's unfortunate that the school board has a pattern of voting in a way that communicates a lack of prioritizing the parent partnership with schools and the district the website reflects we're a partnership the district the schools the parents the families that's all we're asking for and so it's up to the board how you want to vote and if you continue on the trajectory of voting in

a pattern that you have we will leave and it's fine it's no secret that the district has lost $15 million that they have to cut from the budget and so again the choice is yours vote how you would like to that's what you're communicating Trudy hold on just a second and I think Trisha's coming forward there someone else Trisha go ahead Trisha hi all my name's Trisha I'm from s Clen I have three kids currently in our public schools with the force soon to follow I have a question on how the Integrity of our current School Board election is handled there was recently recently an Amy hanich political poster board in the Teachers Lounge at Shore Cliff's Elementary School um that's a huge violation against campaign and district election rules I was just wondering how

this is handled or if there's any sort of penalization or do people can they just violate election rules until it's noticed by the opposing party I'd also again like to thank Lisa Davis for being able to recognize what is totally inappropriate for kids to read that passage that was just read why does my kid need to read that in school that's ridiculous if there are parents who want to read that sexually explicit material to their kids please by all means provide them with whatever you want at home but the insistence of adults putting this stuff in schools is frankly just weird thank you our next speaker is Trudy thank you hello so at the last two meetings I've praise this district for their work with volunteer organizations such as the wellness and prevention center in

St Clemen one of the other volunteer groups um here in the district is the work of former trustee Mike darnold at Dana Hills High School for all of his volunteer work on alcohol and drug uh prevention today I read an article in the guardian all about Fentanyl and um saw some attacks against Mike darnold I am very upset about that we have trustees here who who support these people you intimidate our teachers and our Librarians you disparage PTA moms because of the tea in PTA you attack former trustees and former District administrators over the last several years I see very clearly that you are very anti-public education you've brought chaos to this district and manufactured problems that don't exist here in cusd please stop our next speaker is Nancy hi I'm Nancy and a parent

of s Clan High School alumni um I came across something very interesting from a public school volunteer group that said something like this we're not sure where parents control what is taught in schools because they are our kids is are regulating but parents do have options to choose their kids to hand selected private schools to um at home school you can choose the books you want your kids to read they don't have to read The Cage Bird and you can choose that you can change out book clubs I was a book club mom once at school and uh some parents didn't want their kids reading about um animals who talked so they went to another book club it's it's really quite simple what I like about this is the purpose of a public education in

a public school is not to teach kids only what parents want them to be taught it's to teach them what Society needs them to know the client of the public school is not the parent but the entire Community the public thank you our next speaker is Kelsey is Kelsey did Kelsey stay go ahead Kelsey hi a warm hello to all of you tonight um I am here to share my concern for the well-being of our teachers and schools there's a movement that continues to question the morale of our teachers and administrators stating that they are dishonest to parents creating false fear and division deeply impacts our schools I have two kids who are at RH Dana a school that we love so much we've experienced clear communication care honesty and so much love from our

teachers no one at our school is trying to keep information from me they're trying to teach my kids to read to write and to be kind humans my concern is that this movement that asks administrators to not lie to parents is creating false fear and instead of celebrating our teachers who give their hearts to our kids this movement is creating Division and distrust it's one thing to have concerns and to name them to our administrations it's another thing to create a movement that invokes fear that our teachers and are are hiding things from parents our next speaker is Susie sander Susie sander I'm not sure if I'm pronouncing the name right good evening and thank you very much and I'm GNA just um go to uh Amendment one of the Constitution which says Congress shall

make no law respecting establishment of religion or prohibiting the free exercise thereof or Bridging the freedom of speech or of the press or of the right of the people to peacefully assemble and the petition to to the government to redress those grievances this is what this is all about but with that freedom comes responsibility and choice is personal and with that comes the responsibility of that choice I am a product of parochial school prev Vatican 2 okay at a lot of expense to my parents that was their choice you want to go thank you you want this that concludes our speakers for this evening okay thank you all right we are now moving on to discussion Act ction items we are on 12a College and Career Advantage 2023 24 school year highlights at this time

I'd like to recognize Chris Carter executive director of College and Career advantage to present the item all right well thank you uh president castalanos uh trustees superintendent Brown I want to thank you for the opportunity you've afforded me to lead the College and Career Advantage Program I've spent 30 years at uh the School site level and I'm excited for this new chapter as you all know our our College and Career program is incredible and I'm honored to serve as the executive director and work with this amazing staff uh this evening I'm going to share with you some highlights of our program first off I want to recognize our uh CCA our College and Career uh Advantage Board of uh trustees uh we're made up of five uh trustees um from the Laguna Beach Unified School

District and uh the cap as Unified School District and we have uh D Perry as president she's from lbusd Mike Parham our vice president right here uh Amy hanich Gary Pritchard and Jan Vickers from lbusd I want to thank them for their guidance and Leadership and oversight of our program College and Career Advantage um is led by a mighty but small staff of dedicated individuals uh the individuals I have two of them sitting with me tonight it's uh Kim Thomas director of instructional programs and Nicole burkman director of student Support Services we also have Dom venth is our program manager we have Dave Foster coordinator K12 Pathways Jillian Dean instructional coach Kathy stma executive assistant HR and anything else that we give her um we also have Al Gutierrez accounts payable facilities Joel pedron accountant

and L B helwin our assistant super assistant office assistant adult Ed uh Juan Gutierrez facilities and deliveries and uh we have Carmen Perez our resident sub these individuals work very hard and they're very passionate about um our incredible program and their dedication shows through in all of our success uh this success is actually even highlighted more by uh our site support staff a couple years ago we added our career guidance Specialists um we had uh three of them currently we're looking to hire another one so we'll have four and they're a little working at our school sites in our College and Career Centers alongside our futurology counselors uh they're there um to support our students in career uh exploration um and looking at whatever option or what the options are for them uh they look

at uh course enrollment early early college internships apprenticeship opportunities and post-secondary educational support in addition they host a uh numerous uh webinars and other types of uh informational sessions with our students before school after school and during the school day um and they're there with a wealth of resources and knowledge to support our uh College and Career program our CTA ambassadors is another addition that we made back in 2019 and these are students represented uh at every one of our high schools including Laguna Beach High School uh we have um 60 ambassadors 6 to 10 at each high school and these are leaders that have um been inspired by our program and really uh want to lead and um and work with their peers to get them involved in our Pathways and share uh their

experience uh they're wonderful they're at all of our uh evening um Productions like back to school night or 8th grade uh parent night open houses uh they were even uh in the summer at our um at our registrations so uh it's been wonderful and these uh these students are really putting a student face on our program so you might want wonder you know why Career Technical education so Career Technical education has exploded over the last several years um and uh you know it's real world learning you know it really connects our our uh connects academics and practical application increasing student engagement and motivation it there's a growing demand for skilled workers and uh there are shortages in uh the trades in uh manufa facturing in healthcare and technology and our CTE programs are working to

fill this void again it's Hands-On job Readiness CTE combines uh the uh the soft skills with the technical skills and uh this prepares students for the workforce literally focusing on teamwork and communication and problem solving and I saw a perfect example of this today when I was at Marco Forester at middle school and I was in the robotics classroom and I had an opportunity to watch kids build robots and then go and try the robots in a field and then they would go back and they would work together to problem solve and try to figure out what was working and what wasn't working and literally as a team solving the problems that were going on with maybe the computer or the the arm or the wheels or whatever it was it was absolutely incredible because

they were working as a team to solve their problems and that's what you need to do when you're in the workforce and that was starting that was sixth and seventh grade you know it improves retention you know we we have a great graduation rate in uh in the capistran Unified School District and so you might wonder well why do we need to improve our retention it's not just the retention to graduation but it's getting kids to show up yes Clark get up getting them to show up every day to school and we know that's important to Clark um and it's important to us as well because you know kids might just come because of their CTE course you know what I mean they are connected I'm building a a you know on a car or

I've got a culinary project I'm working on or I'm doing something in my maker space lab that I want to finish or present or share they come for that that very reason that hands-on experience um so that just really uh connects our students to our schools and their education and it's also a pathway to um to high paying careers you know uh it's a great thing there's percentages to all of these I kind of cut them out um but you know uh a lot of our students can go through our programs earn certificates or get into apprenticeships or work through intern ships and go off to uh earn a living wage without going to a four-year College which is great for some but also there is a pathway to Advanced degrees as well we articulate

our programs with our colleges all of our courses are a through G um aligned and so all of our students that want to go on to college can take our courses and enhance their uh you know their applications and their college experiences and getting a a leg up on hopefully a future career so our uh our rollment is up and uh and I think it has a lot to do with our classes being great we got a shout out to uh Mr Chu over at San Clen tonight um and uh so that's exciting and what we've seen is um about uh uh about 480 additional students this year uh in our courses at the high school level um and you know we attribute a lot of that to having our cgs's um you know there

at the school sites on the ground and our ambassadors both of those factors We Believe are impacting our enrollment uh our Middle School enrollments dropped a little bit but we've had teachers retire and those programs haven't been uh filled with CTE teachers um so we've dropped a little bit there but we still have high participation in all of our exploration labs and any of our classes that we have on our campuses and then our Adult School enrollment uh is way up this year so if you look we had 266 adults last year this year and these are semester courses so that was both semesters in 23 in uh fall of 24 we're looking at 174 uh you know so we're on track for 348 students in our adult program and all of these classes filled

this year with many after Bill classes having waiting lists so that's a testament to um the program and how well it's been received our CTE courses so we offer 113 different courses make up 388 sections on our across all of our campuses our eight high school campuses uh 57 different Pathways um represented all 15 industry sectors are accounted for throughout um our courses we just added over the last couple years we added seven dual enrollment courses which is uh college at cappo uh we have 42% of our classes are articulated with the Community College where our students are earning college credit while participating in our CTE courses um and my son was one of those so it's kind of exciting to see this go on and if you're a parent of a high a college

level child you know that having anything articulate will cut the cost so you always uh love to have that happen um and then 58% of them are honors so a lot of our kids will engage in those classes because they're getting weighted courses 100% of cca's uh classes are UCA through G um and so they're aligned to our um our uc's and we were one of the first uh in the state of California to pull that off so um we were Trailblazers in uh this endeavor and it's paid huge dividends in our population taking our classes and connecting to um high level courses connected to college um and then uh we have intern uh opportunities internship opportunities and we had uh industry certifications last year we had about 200 and two 2,365 um uh CT

certifications and these are industry specific certifications that they walked away from their from their specific course they represent like Serve Safe solid works Hippa Snap-on oia PT license x-ray license it Essentials and that's just to name a few there's a ton of these uh certifications that are students get throughout our courses you know all of our uh labs are at industry standard industry standard technology we just finished last year updating 44 computer labs throughout the district 28 at the High school and 16 at the middle school and ccaa's commitment is to start the process all over again with a six-year rotation updating our Labs throughout our district so our students have access to the latest and um best technology so they can engage in Industry level uh activities and then we've added some new equipment

last year and uh this year uh to our campuses the finook robotic robotic arm at UHS engineering pathway uh the animage tables uh in the medical Pathways uh we're doing Auto lifts right now as we speak at an at Aliso Niguel high schools Automotive pathway we're finally Judy getting that manual Mill at cvhs put in I think we just got that going so we'll have that in prior to our robotics challenge uh and then we just uh are adding a glow Forge laser at new har Middle School New har middle school has an incredible wood shop it still has its original equipment it all works it's great but we're adding technology to that program as well and then uh we're doing uh new routers at all of our middle schools this year uh so that

those students have opportunities to use uh really high level equipment and you know uh CTE is uh really focused on a work-based learning Continuum and we do a great job in the capistran Unified School District and Laguna Beach uh as well uh with a work-based learning Continuum because we offer uh a program that addresses all levels so it's a K12 CTE program and uh you know when you talk about work-based Continuum you're looking at career awareness career exploration career preparation and Career Training and here in cappo we start this at the elementary level so we have career awareness taking place with our I can labs in our elementary schools getting our kids excited and interested in in a variety of different careers and then at the middle school we have our investigation Labs our investigation

labs are truly career exploration these are fascinating um they have a variety of different um tools and trades going on in classroom I've been to many of our middle schools and I am just enamored with the three- ring circus that these incredible CTE teachers are running they literally have kids working on in different stations on some pretty highlevel technical uh skills um using 3D printers and lays and Mills and um fabricating stuff and working in a variety of different like sound mixing or um graphic design all kinds of things happening to get our middle school students excited about CTE and hopefully careers and they can follow that up when they get to high school where we have obviously robust programs that focus on Career preparation and training where we encourage kids to take a concentrator

and a Capstone which really the concentrator would be kind of a career prep and our training would come in that Capstone so a really great work-based Continuum that we have in our district and uh we're experimenting with a a a another work-based uh learning Continuum at s CL High School this year we're starting a pilot where we're going to model the four phases um at the high school level during the during one year uh we're working in conjunction with the St Clemy Chamber of Commerce and uh we're having uh the first phase where we're inviting local industry professionals to come in during Flex time and students can elect to go and meet and and hear from some of our uh local professionals uh and then hopefully we'll invite those kids back we've got this great

Flex time tool where we'll have a list of the kids we'll be able to invite them to go come back and um do a career exploration maybe a little oneon-one or maybe one on 10 uh small group Q&A uh to build a little bit more information and then hopefully if some of the students are really enamored with the uh the career uh we would be able to send them after school on a field trip to go visit the businesses and then uh phase four would be a job Che Shadow uh a full day job shadow which would be like a Career Training opportunity and our goal here is really to build networking um and build connections with our students um and our our local professionals and we're looking to start this in San Clen probably

because the principal was so great and forward thinking last year that he h no I'm kidding uh so they come to me because obviously the sany Chamber of Commerce uh was uh they're very on top of this and uh they were very forward thinking and brought it to us thought we'd be a good partner and Brad Baker has agreed to um help us champion this over at uh s CL High School our goal is to expand it to all of our our cities including luguna Beach so um you know so the work base Continuum has been great um and then that actually feeds right into our adult program we have a robust adult program and many many years ago we we had given our adult program to uh to saddle back and uh we've got

it back um and over the last several years years we have built this thing uh really um accomplished an amazing program at our adult campus over at Capo Valley high school and uh this is pre- tuition for adults focused many times on English language learning adults so we partner with Saddleback College and we recruit English language Learners out of their program and then we uh put them in cyber security dental assistance uh emergency medical Tech um medical assisting uh Pharmacy Tech surgical tech Veterinary Tech um and then hopefully they can come out of there and get a job and it actually works because our dental assistant program has uh 100% placement after that uh after they get their certificate and our medical assistant program had 90% so these are individuals walking out adults Landing jobs

uh throughout our program so it's pretty exciting we're adding a new class um it's a artificial um uh intelligence class uh which will have a certification and it's starting in October for our adult students and also some of our Juniors and seniors can take part in these courses as well our Dental Assisting class um has uh some of our uh students in it um as well so pretty incredible opportunities for our adults you know our programs are great and when you have great programs you have great Student Success uh so I'm going to highlight a couple things that our students did last year that is pretty impressive we had our first ever invite to the Saddleback fashion show um so our Advan Advanced fashion design uh we set eight students who draped sewed and modeled

their own original designs they were judged by U fashion experts in the rising stars category and we had a first place by lilan Lee from Alisa Niguel second place from Riley Shear from s CL high school and third place from Khloe olafin from lagona Beach so that was impressive and then we have HOSA which is our Health occupation students of America program this uh um future health professionals competition uh we sent 49 students representing four different high schools uh to uh the state leadership conference in Anaheim and uh many of them got through two rounds and qualifi made it to the state finalist and nine qualified uh for the leadership uh the International Leadership Conference in Houston Texas and Junior uh junior David song represented us uh in uh the healthcare informatics competition uh in

uh in Houston last June um our robotics program obviously Judy stole my thunder here but that's okay I'm sure she's fine for me repeating it but uh we we have an incredible robotics program housed over at KAAL Valley and it's open to all students after school um and we have our uh our varsity team is team 5199 and yes they were two-time winners at the chz Champs uh which is an Invitational program uh up in San Jose uh They just won I think it was two or three weekends ago and then last we shared that I think two weekends ago they were at the um at San Diego's uh battle on the border and we sent two teams so we sent 5199 who created their own robot over the summer so talk about retention and

getting kids involved and interested in um you know uh a Career Technical course they showed up all summer long and built a brand new robot these robots are huge massive incredible and uh so they competed in the chesy Champs with their um their new robot but at the San Diego competition they lent their uh robot from last year to the JV team both of them went and competed and they both ended up uh in the finals it was the two of them competing for first and second place thank God that uh team 5199 won because it might have got really ugly uh back home uh for the group but what's really exciting is if you want to see this competition and the and the collaboration and the support that these students give each other I

encourage you to attend our beach Blitz at uh kle Valley High School um it's a preseason these are all preseason competitions competition starts in um in January and uh it'll be uh on uh November 1st through November 3rd so uh we encourage you guys to come on out and support our team uh we also have our um Virtual Enterprise uh program housed at San Juan Hills High School and um led by Jeremy Wooten uh and he they made it to uh New York uh the national event last year where 4,000 students attended we had two firms that made it to that level and uh they um they competed in events in marketing Global Innovation uh then financial literacy uh and a rapid prototyping and Scholar uh and salesmanship another exciting thing that we have going

on over the the last four years is our summer school summer school is another way to encourage our middle schoolers to get involved in Career Technical education so we had uh students from both uh districts ATT 10 180 of them rotated through two weeks of Robotics then engineering and then automotive and the students and parents love this program I can tell you I was there in the afternoons when they were getting out and got to talk to a lot of parents and one parent shared with me that her daughter was in the program and really excited about the Robotics and kind of the engineering but really didn't know why she was doing the automotive her favorite program was automotive and so her mom said we'd be driving in the car and she'd be sharing stuff

about the cars and all the stuff that she learned so you know you never know what's going to going to you know really uh connect with a child so this is a great way uh to bring our kids in and get them excited we also have ambassadors our CCA ambassadors as well as alumni come back and work as skills assistants with our students so they're also learning and um and and growing from the program as well so uh you know CCA leads the way so we have 500 business partners um that are engaged with our teachers or with our programs offering internships field trips guest speakers and probably most importantly is our career ad curriculum advisors you know uh Every Spring uh we bring in a group of program it's called a program advisory committee

and uh they review our curriculum our industry standards the trends our technology um and our our uh certifications and internship opportunities and they give us feedback so last year we did five industry sectors uh with 30 business partners and they work with the teachers to review the curriculum and then they give us the information and then we go through it and try to implement as much as we possibly can this is a big change from what we used to do in the past we used to check the box bring them out and say oh hey you know but now we're really listening and making changes based on what they tell us they appreciate it and our programs are growing and developing because they have the information necessary for us to stay Cutting Edge um we

also have over 3,000 high school students uh who are earning college credit uh we have uh eight um uh Career Technical student organizations four chapters of HOSA one skills USA one Virtual Enterprise and one uh uh and two first team robotics comp competition teams we have students who've earned over 14,500 CTE related certifications last year we had the industry specific ones but also Al we have uh other certifications that our students earn from the California Department of Education so um a lot going on in that program and we had uh 500 and um what was the number 587 uh students uh complete a pathway last year which was a 64% increase from the year prior so growing and improving all the time that's what we're all about we have some great upcoming events that you're

all invited to we have our CCA Road Show which is going going off to our middle schools to get our middle school counselors and administrators knowledge about what's happening at the high schools they're on November 5th 13th 19th December 3rd and 11th and they'll be each day will go to a specific high school at a specific time and uh tour that high school we have the beach Blitz as mentioned before uh on the November 1 through uh three our career fair uh second annual super successful last year thanks to Nicole uh burkman who uh planned and orchestrated this with her team of indiv idual uh throughout our district and within uh CCA and cap asron unified uh so that'll take place March 24th we're excited uh we're looking at inviting uh some even uh some

of our um apprenticeship uh people trades that offer apprenticeship so we have more opportunities for our students and one of my all-time favorites obviously is uh the S Clen Auto Show so I always encourage people to come out great program one that's very dear to my heart so I want to thank you and I'm here for questions if you have them so thank you okay Miss Hast do we have any speakers on the okay trustees comments truste Hanah thank you um I've had the great good pleasure of serving on this board on and off since uh 2013 um and I've never been so inspired obviously we've morphed quite a bit from flower ranging although that it can be an excellent career uh to what we see now um but it is still even though this

is so Dynamic has grown so big the most best kept secret of anything no one in the world outside of our world seems to know this people try to take me to task all the time well where's that wood shop and then I just go right and then their head blows off their shoulders which is a lot of fun um but how how can we this is always the conundrum right how do we get our I know you have all these industry Partners too which is interesting but I'm wondering if maybe your work-based learning uh program as we replicate that will start to grab those uh different chambers maybe that's the way that we'll slowly get the word out because literally no one knows of and it's so it is the top and I think

um last time I toured the cappo campus um I was given the fun fact that we are the only program that has surgical tech in the state of California and you guys have articulated that these young people can go right into they finish their program go right into the operating room and that that is unheard of so anyway just hoping that this is really successful your work-based learning and uh we can get the word out even though I do enjoy bling people's heads off their shoulders so thank you okay any other trustees oh yes student board member Rando uh thank you for this wonderful presentation um the CCA program is fantastic and I'm very grateful that our our District offers this uh personally I've participated in the college act Tapo the origins of Western culture

and literature class and the medical Innovation research and Entrepreneurship course both Great Courses with great teachers I learned a lot of skills that I otherwise would not have learned in some of my core classes um I've also spoken to several cusd students about their experiences in the CCA program and I just wanted to highlight one here today uh tram who I interviewed this past week is a graduate of our district and a first uh current first year nursing student at Boston College she participated in the farm Tech EMT and medical assisting classes uh in high school her Farm Tech experience helped her secure a full-time internship at kjer hospital upon graduation her EMT class allowed her to ride along with paramedic solidifying her interest in the medical field in medical assisting she learned to take

vitals and administer injections which led to her internship at an Urgent Care CCA helped tram Explore her career path and provided her with the experience to be competitive for and obtain internship opportunities while still in high school currently tram is studying for her EMT Nationals and will be will start her nursing clinicals next year to become a certified CCA continues to impact students like tram Beyond High School While most of the feedback I've received has have been positive some students expressed the wish that they had known about CCA earlier in their High School Journey additionally Transportation challenges were noted as many classes occur right after the last period of high school and may not be at their home schools uh despite these hurdles students including myself are extremely grateful for the opportunity CCA has provided

us thank you Tristy bulas I just wanted to also share that um I know most about the robotics team but I know that our robotics teams have gone to one pastr Council um trusty Jones and I were there they've gone to the Mission bejo City Council they have been in the Laguna Niguel parade so in terms of getting out into the community these students are making the effort to let people know um and and speak to adults and they've done a wonderful presentations presy Davis yeah the small Mighty team of CCA is outstanding um the ambassadors are so well trained and can articulate each of the programs and I think it was best I best watched that when we went through the accreditation program and the students were able to answer everything and explain and

go through that process and I super love and appreciate our Partnerships with our community businesses and um our Community Partners it's just incredible and it is growing and the awareness is coming and I think most students feel the same I wish I knew right and team is working hard on getting that word out a little sooner and making people aware and making sure that counselors are trained so that they can share some of the options that are available thank you um so this is what I'm often talking with parents about is the many opportunities that cusd gives gives our kids and so um but it I want to just Echo what trusty hanich said that I often talk to parents that maybe don't have children in the school district or maybe have younger children that

are coming up in into the school district and might not know or that these programs exist and I don't know if um you've been a parent of a senior um but getting them to identify right what they want to do for their entire life when they're only 18 years old is not an easy task and they have to pick a major now and very different when we all applied to colleges um but now they have to know what they want to be and where they're going to go and have all these goals but having these opportunities just like um student board member Rando just s stated that you're giving them opportunities at a younger age to kind of career look at careers and get um firsthand experiences and opportunities that's an amazing thing that's offered

here in this district and it allows students then to make decisions at an earlier age what might interest them in going into college and and getting into high school so thank you Chris great presentation amazing job so thank you Cy jnes so just quickly um few years ago I went with the the then executive director of CCA to visit uh Orange County Business Council and Dr Wallis walrod who is I don't remember his title but he's um his job with them is to make sure that the uh colleges and high schools are providing education for the kinds of jobs we'll have here in Orange County and we provided him with at the time it was quite a few years ago the catalog of CCA classes and like the top of his head blew off he

said there's no other District in Orange County that is doing what you're doing and this was when we had probably less than two-thirds of what we have now um this is the best District as certified by Dr Wallace rrod of orang County Business Council for Career Tech tech ed in in Orange County I also want to say that I think we've made a big mistake bringing on Chris Carter he lacks enthusiasm uh but uh thank you all for what you do in this District um I I oh another thing we talk about how it's hard to get the word out I hope everyone here will talk to some of their friends because you know we can put out news releases and flyers and all this other stuff but people will listen to you you so

go out and in the next couple of weeks tell two or three or four or 20 friends about the Career Education opportunities in cap unified because I know people do not know so please spread the word yourselves thanks okay trustees this was information only so we are now moving on to 12b board action to adopt District's initial proposal for capistran unified Education Association for negotiations for 2526 fiscal year and the capist unified education association's 2526 initial proposal to the district so at this time I need a motion for this initial proposal to CUA for negotiations for the 2526 fiscal year and cua's initial proposal to the district for 2526 a motion please okay moved by truste Davis seconded by trusty Parham at this time I'd like to recognize Bob Presby associate superintendent of Human Resources

thank you president Casiano staff presents uh item 12b which is our initial proposal to the capistran unified Education Association for negotiations for next year and also uh cua's initial proposal to the district this meets government code or the requirement of government code 3547 and is the first step in our negotiation process we are looking for approval and also looking forward to working with our labor partners for the upcoming negotiations okay thank you uh Miss Hayes any speakers okay Candice I just wanted to take a moment to thank the district for their continued commitment to our outstanding teachers and to recognize your partnership with CUA to ensure our teachers have what they need to take care of their families so they can also take care of ours there's been a lot of deliberate misinformation in the

community about the teachers union to influence the upcoming election so just to be clear there is no Union Boogeyman from Sacramento our teachers are the union and the union is our teachers one of the biggest perpetuators of this lie is Trusty Lisa Davis who has allowed her friends to stand in this boardroom and call our teachers pedophiles and groomers for the last year and has done nothing to stop it in fact just last week she sat on a p podcast with the pastor of Calvary Chapel Chino Hills and said that the teachers union is responsible for indoctrinating children with sexuality and reproductive freedoms the very next day she attended an elementary school's family picnic trying to integrate herself with teachers and families to film a campaign video acting like she hasn't done anything wrong the

union also protects our teachers from intimidation and this week that intimidation was directed at them from our own board in the form of an email sent to teachers by trustee Judy bulus using her position of authority to try and Bully them into supporting Lisa Zinger for the area 2 election instead of Michael parm our teachers shouldn't be afraid of their leadership and their leadership should be following their own code of ethics which states each board member shall consider his or her position on the board as a public trust and not use it for private advantage or personal gain board members should be supporting our teachers and promoting unity and successful outcomes for all employees those who attempt to sew division in this District are here for the wrong reasons Lisa and Judy please fight your

personal battles with Sacramento and leave our teachers alone thank you okay truste discussion no okay we can do a voice vote on this item so all those in favor I any oppose okay it carries 70 by by a Voice vote with a preferential vote of I from student board member Bando okay we are now moving on to 12C at this time I need a motion to approve the district's initial proposal to Teamsters Local 952 for negotiations for 2526 fiscal year and Teamsters Local 952s initial proposal the district for 2526 can I have a motion please go moved okay moved by trusty hanich seconded by sorry I missed that trusty Davis thank you all right at this time again Bob Presby associate superintendent from HR thank you president casianos uh staff presents item 12C this is

the district's initial proposal to our teamers local 9952 and their initial proposal to the district for 952 as mentioned before this is a requirement before we could begin the negotiation process and just as with CUA we are looking forward to working together with our labor partner in the teamsters thank you okay thank you Miss Hayes any speakers for this item there are none okay trustees any discussion no no okay so we also can do a voice vote so all those in favor say I I any oppose okay motion carries by a Voice vote of 70 with a preferential vote of I from student board member Rando okay we are now moving on to consent Calendar please note per board policy 9323 in accordance with the law the public has a right to comment on any

consent item at the request of any member of the board any item on the consent agenda shall be removed and given individual consideration for Action as a regular agenda item each speaker is allotted between one and three minutes depending on the number of individuals to speak okay do we we have no speakers for consent calendar tonight all right and trustees trustee pardon well I'd like to pull one item 15f and I would move the balance okay there's any other um any other trustees have item uh trustee Davis do you have no yeah 15f okay all right seeing none others all right so m I have a motion to approve the consent calendar items 14a through 16a with the exception of 15f okay moved by trusty Bol the second okay seconded by trusty Davis and at

this time can I have a roll call thank you student board member verando hi trusty bulus hi trusty Davis trusty Jones hi trusty Pritchard hi trusty hanich hi trusty Parham hi trusty casian I motion carries 70 by roll call vote to approve the consent calendar with the exception that was pulled of 15f um with student board member of rando casting a preferential vote of I to approve the consent calendar okay trusty Parham uh 15f yeah I wanted to raise this one just because this is uh this is the time of the year when we we look at a lot of the um walk-on coaches and a lot of vendors who are hired by the district and I wonder to have staff just kind of respond related to coaches in particular um uh because we've had

discussion in the past about whether they're held to the same standard um uh of care that the all certificate and classified staff for help so you know no no one in particular but I think this is a good opportunity to talk about what our process is for vetting coaches and making sure it's a fair fair situation sure second I I can talk about that and staff can jump in if I miss anything um so vetting is obviously done by the principal at the site right they conduct the interviews as the site leader since they're the one that's going to be overseeing the coach um one of the things we've instituted this year is is this idea that we we require a world class uh sports program right because Sports is a huge deal for a

lot of our families it's the reason a lot of kids get up to go to school every day we have thousands of high school students who are athletes um and it's a big point of Engagement so one of the things that we did that have we've never done before is in the fall or sorry in the spring in may we required all coaches to come to a coaches seminar that was hosted by myself the uh cabinet level staff as well as um principes were there and uh athletic director from San Clemen spoke and we talked about what it means to be a coach and the expectations that we have for coaching and we didn't talk about wins and losses right I mean it's nice to have a program that wins uh but it's not really

what we're all about we don't get any money off of Our Winning programs so uh it's more important that we raise young men and women to go out into the world and understand all the benefits of working and competing on a team right so a lot of what we talked about was why are we here why are we in it to coach what are we hoping to get for our young people um and we went over the expectations and the rules with them the rules that we have for our teachers as well right so that same standard that professional use rule so how do you use your social media what is an acceptable interactions with with students because we do know that coaches and students are with each other at a very different time of

day than teachers but the acceptable interactions are still the acceptable interactions right so we we still hold them to that same standard and this was the first time as a district we've had them all come together so we did two sessions in the Capal Valley um theater every coach was mandated to attend if they were going to coach a fall sport for us or a winter sport for us we're doing the same thing again in December for everyone who's going to be coaching a Spring sport for us and then we'll do the same thing again in the spring for everyone who's coaching fall so so not only did they have to attend but every year they have to attend so it's not just I went once I don't have to go again it's every year

they're going to come we're going to talk about what it means to be a coach the expectations we have as a district that that we have a program that is world class and that means we have coaches who are world class and the way they interact uh we didn't talk about wins and losses we didn't talk about playing time right we didn't talk about who's on the team because not all of our sports are no pet sports right so competition's important those aren't the things we're going to weigh in on about who makes the team who doesn't make the team who gets to play who doesn't get to play that is in the purview of the coach but we are going to talk about how coaches interact with kids coaches interact with families coaches interact

with their Administration how they make sure they reserve space appropriately make sure that everybody has their documentation filled out make sure that they have ways to communicate with the family on where kids are supposed to be and when they're supposed to be there um and and by and large our coaches are great we have hundreds of coaches and and they do a good job we have had some coaches that don't meet the standard and we've had to remove them every year including this year um and we do and some of those coaches don't coach for us anymore because they they weren't up to what we are doing but I think that constant having to come back and talk I speak at that event so the superintendent speaks the associate superintendent of Human Resources speaks um

the athletic directors speak the principal speak and so it gives them an idea of that we value them but we have high standards for them yes than go ahead are you done if you wanted to add to it okay well I'd like to um appreciate that and I'm glad that we've been doing that and I think that that will anytime we can better teach is a benefit for all so I appreciate that and I just wanted to highlight three of our um employees that are retiring so we have Jose Silva who has served with us for 21 years from Food Service he's a food P service F Food Service professional and Don cardos the lead Food Service professional has been with us for 24 years and Ed Perez maintenance painter has been with us for

years so I just wanted to highlight those and appreciate the appreciate that thank you and with that I move the item okay second okay all right 15 up so trusty Parham moved in U trusty Davis second item oh sorry oh okay sorry okay all right thank you okay all those in favor okay 15s is moved by a 70 vote with a preferential vote from student board member Brando okay with there being no further business before the board may have a motion to adjourn no moved okay moved by trustee Davis seconded by trustee bulus all those in favor say I I okay motion carries 70 to adjourn the meeting with preferential vote of I from student board member Rando the time is now 8:40
