002hegadorn Emily hartsel and Kate Walker okay did that stay nope sorry we would like to share with you how Fish Creek students represent our District's portrait of a bulldog This was um developed as part of our strategic plan with Community stakeholders and it defines what it means for our students to be college career and life ready our essential attitudes our Bulldogs have integrity they're resilient they're compassionate they're problem solvers they're creative thinkers and innovators and they are collaborators and communicators our students um took a look at each one of these and would like to share their thoughts on what it means to them here at Fish Creek Elementary hello my name is Julia I'd like to tell you about ways we show Integrity our student council organized a food drive for Bulldog bags we made
003posters to hang in the school we wrote announcements and read them to the whole school we counted Collections and box them up for Bulldog bag volunteers to take we worked with high school athletes and made Valentine's greetings for truths overseas we can help each other make good choices hello my name my name is Emily I'd like to tell you about how we are resilient our teachers led us that tell us that it's okay to make mistakes because that's how we learn about things it's okay to try again if something doesn't go right the first time something that we can redo our problems on our tests get to get credit for trying again second graders work together to build successful successful pipe tracks during moving with the flashes hello my name is Charlie I'd like to
004tell you about compassionate at our school our food drive is a bulldog for Bulldog bags in is an example of compassionate for others we collected over 1,800 items to help those in need we talked about empathy which we think is also a part of compassion empathy is one of our pause traits this school this year we help others in school we look at situations from different points of view and practice this as we talk about things we read during dur reading class hello my name is Kate I'd like to share some ways that we are problem solvers this really connects to what we learn in math and science classes our fourth graders learn and play 24 game which lets us find different ways to make 24 using four numbers and the addition subtraction multiplication and
005division operations second graders use magnetism to save paper clips from the water kindergarten students investigated how to untangle and unot laces during art stations they also work to figure out different ways to weave the laces through the figures to create interesting patterns kindergarten and fourth grade students work together to create 2D and 3D shapes out of toothpicks and marshmallows hello my name is brayen here are some ways we are that we are creative thinkers and innovators when we write we can use our imaginations to create characters settings and stories at recess we can make up new games to play at all our projects are creative fourth grade uses creative thinking doing different challenges and activities they have been Engineers detective surgeons mathletes and scientists hello my name is Emma here are some ways that we

008mile by coming in early to ride as an aid and staying late Kristen does it all to support all of our kids and our families and make sure that everything runs smoothly thank you so [Applause] much family members from Echo Hills Lucinda Sanders okay Cindy always comes to work with a smile and has a positive attitude the kids at Echo Hills love working with her qualities are thoughtfulness respect trustworthy honest commitment and teamwork excellent in their role and quality job performance [Applause] congratulations from Fish Creek we have Laura Morris kitchen manager is we would like to express our gratitude for Lor's hard work as the kitchen manage manager at Fish Creek her always positive attitude and strong connection with students truly makes a difference in their day-to-day experience she participates in building activities and is
009a great part of our team thank you Lori for all you do for our school congratulations next we have Melissa kryer fourth grade teacher from Highland I would like to recognize Missy not only for her contributions to Highland but how she supports students across the district she volunteers to be a coach for a math competition so that our students have the opportunity to participate in addition she has Champion our 24 Club as well as 24 clubs in other elementary schools she organizes the 24 tournaments amongst our schools as well and her daily work she is professional congratulations from Indian Trail Tanya luo first grade teacher Tanya continually supports all members of Indian Trail students and staff she is always looking for ways to be creative and support all students in her classroom she creates an
010environment that allows all students to be successful and feel supported Tanya is an amazing team player and supports her fellow teachers and staff members as well Tanya is a shining star within the building congratulations from Riverview Jeanie castano intervention Specialists consistently working with students with large behaviors helping them come to a calm space as well as teaching these students strategies to use independently to come to a calm space her love and dedication to the students is inspirational teaching all students about the specific students she works with and how to be accepting of all emotions and large behaviors creating a culture of love and acceptance within Riverview Halls the patience and attitude Miss C has with students is exemplary congratulations [Applause] next from Woodland Lauren Deval third grade teacher Lauren goes above and beyond to build
011strong relationships with her students she consistently showcases her students work in the classroom and the hallway Lauren is flexible and open to new ideas and suggestions to enhance her lessons and teaching practices she has worked hard this year to learn and teach new math and and language arts curriculum and it's only her second year in Stow memal fall School District congratulations next we have from Lake View educational assistant Tammy Johnson Tammy serves in a role at Lake View that supports teachers Administration and students among other things she has taken on a leadership role in planning for the schedules needed for our lunch and recess coverage she has been working in our copy room for multiple years and has had several colleagues rotate in to work with her requiring her to train them on all the
012many tasks her position entails she seeks out opportunities to assist the office staff and teaching staff and is conscientious in her daily supervision of students as well Tammy interacts with colleagues and students with Grace professionalist ISM and a sense of calm congratulations from Kempton Middle School m Michelle Smith special education assistant Michelle is remarkably patient and works hard to make sure that all student needs are met at Kempton Michelle is detail order in it and she serves early every day she arrives early every day and is usually one of the last to leave she is incredibly helpful and has been a mentor of sorts for me and others who work in our room since we started at Kempton Michelle has always been supportive of everyone who works with her she serves as a representative for
013pair professionals within the union she also has a great sense of humor and enjoys lightening the mood of everyone in the building particularly her free pottery and squeaky rubber duck distribution thank you so much and [Applause] congratulations for my high school Jason Lear counselor Mr laar consistently demonstrates exceptional dedication he embodies the true Spirit of a sto Bulldog serving as an invaluable resource for students a knowledgeable support for staff and an accessible point of contact for amilies his unwavering support particularly during the recent difficult period of Staff losses highlights his leadership and compassion regardless of the challenge Mr lear's willingness to help makes our building a better place congratulations and again congratulations to all of our March winners and now we will take a photo now let's get um two rows those who are vertically
014challenged please get in the [Laughter] front e okay the next item on the agenda is the presentation for the speech and debate team so before we have the opportunity to hear about uh the speech and debate team I first want to uh publicly thank Mr Miller Mr Miller uh reached out to me when I um first started in the district um and shared uh some insightful information about the um speech and debate team and so uh Mr Miller is definitely a proud graduate of sto mro Falls High School um and he has been with the speech and debate program since 2021 he actively creates opportunities to increase student involvement and engagement and his guidance truly has led to outstanding results uh during debate competitions both in and out of the classroom and I've had the
015opportunity to witness the speech and debate team in action and when I say they are phenomenal that is a small word to describe them and so we really wanted to highlight all of their efforts and achievements uh that they've accomplished this school year and Beyond and so I'm going to turn it over to Mr Miller uh as he shares uh some of the things that they've done and been recognized for this school year thank you so much how's that oh too loud okay um these students are all very talented in their own right um we have students who have written their own speeches we have students who are debating the nuances of uh world and domestic politics we also have students who um have also taken scripts and are trying to their best to um
016add their own interpretation so I'm going to pass the microphone to each of these students to have them introduce themselves very briefly in what competitive category they do and then I'll kind of explain why we're holding a giant trophy there in a moment hi um my name is z Pitman and I do original oratory um and I write my own speeches and I uh say them for about 10 minutes and yeah hi oh I'm parin Leisure and I do dramatic interpretation where I take a speech and do it dramatically for 10 minutes hello I am Otis shenberg I do Duo interpretation and although my Duo partner is not here here it is a twers event it is basically one of the other interp events but with two people hello my name is Jackson Mo and
017I also do original oratory so talking about a social political or economic issue in our society and discussing it with the room um hi my name is Hazel Smith I do Lincoln Douglas debate essentially a one-on-one person debate with different tops throughout the season I am Andrew branch and I do Congressional debate so what congressional debate is is you get a group of about 20ish students and you all run a mock chamber of the United States Congress where you debate uh legislation written by students and how it impacts constituents in the United States of America y hi I'm Joshua I also do lincol Douglas debate we debate about philosophy and geopolitics it's pretty cool hi I'm s an hi I'm s I also do Congressional debate like like Andrew Branch said we debate we mock
018Around the House and Senate of the United States Congress and we have to write six speeches a week which is something hi I'm Ronald though hi I'm Ronald dickerhof I do declamation I basically just interpret a speech given May Maya Ted talk or someone else and just do it for about 10 minutes hi I'm Abigail Boer and I do original oratory and you make your own speech and memorize it um hi I'm Morgan leg I do dramatic interpretation and Duo interpretation so I basically do a 10-minute monologue and then a 10-minute scene with two people I'm glad it wasn't just me who screamed in the microphone um these students we're so proud of them they have really truly set a standard for where our program needs to be obviously they're holding a giant trophy that
019doesn't have our name on it too often we won our first district Championship two years ago and now we've won two in the last three years um and the reason that it's here tonight is because I think it's difficult sometimes to understand like fully what we're doing every Saturday from mid October until late March and it still is kind of difficult even looking at the the visual representation of of what our students have put in hours and hours of practice doing but I hope truly and sincerely that the school district and the Community recognizes these students for what they really are and that is Champions um we're really really proud of all of their achievements um just to kind of run through very briefly um some of the students who were fortunate enough to advance
020Beyond just the preliminary rounds of competition at the state finals just a couple weeks ago um Trey dickerhoof who is here was a quarterfinalist so he was in the top 24 in declamation pin Leisure was a quarterfinalist in dramatic interpretation and Jackson Moore was quarterfinalist in original oratory meanwhile Sunny donelli was a semi-finalist in Congressional debate and Morgan leg was top 12 so a semi-finalist in dramatic interpretation um let's see Otis and CeCe were sixth in the state of Ohio in Duo interpretation and they actually had the distinct honor of receiving the most top ranks throughout the course of the entire tournament so we were really proud of that um and then Andrew Branch was our first ever state champion in Congressional debate so we were really really proud of that uh Andrew joins four
021other students with having the honor of winning state championships in the last five seasons for our program so um just to kind of give you some scope and perspective on how difficult that is most of these competitive categories have at least 30 to 50 students competing in the every weekend um in Andrew's case there were 118 yeah there were there were over a hundred students competing in his competitive category so um for our students to be able to achieve this is a great uh Testament to all the hard work that they've they've put in um several of the students who are here as well they will be heading with us to De Moine Iowa representing our district in June and those students are CCE and Otis in Duo interpretation Jackson Moore in original Ora T
022and Joshua Jordan in Lincoln Douglas debate and uh while we still have the opportunity to qualify more students to the National Tournament um those are the four that we know right now will be representing Us in De Moine Iowa so um again we're really really proud of our program and and the direction that we're headed we've really I think that these students have done a lot of hard work over the last six eight um in some cases like students are already like prepping now for next season um they they've done a really nice job of doing the leg work to get fully prepared for everything that they that they need to do and mind you we are also in a very competitive District as well um speech and debate or forensics in Ohio is among
023the the toughest in the nation and I think we will see that again when we go to De Mo this summer so thank you again to the board for for having us are there any questions about speaker vate okay sweet um thank you all again so much we we really are proud of these students and uh we appreciate the time e great job everyone next up on the agenda is our momentum award all right we are doing a lot of celebrations this evening and this is wonderful um have the opportunity to acknowledge not only the leadership at Echo Hills but also the leaders in the classroom at Echo Hills um the Ohio Department of Education and work for gives out an award known as the momentum award and this award is for districts and buildings
024that have demonstrated outstanding achievement Improvement while continuing to show growth it is for districts and buildings that have improved their performance index by three or more points from 2022 23 to the report card 2324 and receive a value added progress rating of four or more stars and so this evening we have the pleasure of recognizing Echo Hills Elementary School so we could have all of those staff members come up you can clap for so their performance score on the state test um in 2023 was 85.5 56 in 2023 24 it went to 91.0 71 making them have it um five stars in progress but an overall r of 4.5 stars on the report card so congratulations thank you for everything that you do each and every day in our class rooms for our students and
025so they also got a plot from the state and unfortunately Mr Albert couldn't be here this evening but his staff is representing him so thank you again okay and our next uh item on the agenda is for foodie Palooza down here hello hello uh my name is Gary Alman and I'm from the Stow Falls Community Foundation and I'm Julie mlan also with the foundation and you probably knew us from foodie paloa from about a month ago that happened in the high school we had over 1500 people there uh we've been doing the pizza paloa for nine years and we decided to up the anti this year to include more food uh because um there's more food than than just pizza so we did a lot of burgers and wings and uh pasta and of course
026we had pizza and desserts so we had 17 restaurants rep represented from in the stove in Falls and we've been doing this over nine years and uh we started back in 2017 and uh we devoted half of our proceeds uh to go back into the the school district and uh originally they went into uh teacher grants and this year they're going into teacher grants and um student programs and as you can see uh we raised a a minimum of $4,000 um but that's just the tip of the iceberg over the last nine years we've raised over $40,000 uh into teacher grants and programs uh for students and uh this year um it's very important we wanted to um kind of uh you know keep the ball rolling and I think people really like the food
027that we brought and I think we're going to do it again next year so stay tuned uh February 1st uh 2026 at the high school but we like to present this to Dr gold but something so important like this um we want to keep the the ball rolling and I tell you just that the students that represented here tonight really gave us a lot of encouragement and uh we're really exsy uh for what the future holds for the students and what the district has so congratulations thank you so much thank you app so I wanted to say thank you on behalf of the school district and we have already earmarked this money uh for two groups and actually one of those groups was here tonight and I was trying to catch them before they left

029or further information we ask that to submit your request in writing please begin your remarks with your first and last name hi Marty Simkins um after having looked at the agenda uh there was two things that I was a little concerned over and that is that the fact that you're voting on The Satchel pulse program for the third time um I as I was reading this and what was it going into this is a social emotional learning program it's a survey of 25 questions to be answered by the children and then you have to get them analyzed and it's $24,000 so I'm thinking that at the time right now with the students with our finances the way they are that $24,000 probably could be spent on something a little bit more important than social emotional
030learning our math scores are not really doing too well according across the state and I think maybe something on our core values ought to be be spent and and that's goes along with also with this PR program that you were looking into three months of a PR program is going to put out 13k it's going to cost and and so this is for I'm not really sure exactly what you're trying to get PR out there maybe the Fieldhouse or maybe you're trying to convince the community to vote for the levies but I would certainly think that we could probably find some somebody within our staff that could handle some of this stuff without spending $133,000 um I understand that Mr Bratton has the Fieldhouse so maybe that might be something he might be able to

033new this is a new club because I understand wasn't there a club at the school that that was stopped when we had um made those adjustments to the policies based on the Dei you're talking about Bulldogs taking action okay yeah so that that that's a different organization when I saw the bulldog I got them mixed up so okay so this is totally separate from that okay right this is a new club that was proposed by students um to um promote um acceptance and kindness um was started by some um 10th graders uh and they're proposing to meet during the lunch periods uh and anyone who is interested can partake in the club okay now I see there's seven teachers uh is the reason for that because this group will be meeting during the Lunch Period
034so there's different teachers that can handle the different lunch periods yes and these students uh uh consider these people trusted adults so they've asked for them to help support this club okay um now and I was reading on the purpose it says our group is dedicated to fostering School Community built on understanding respect and friendship um wouldn't we be doing that anyways in the district uh yes so why do we need a club this is a student Le Club so they feel the need to have this club well so I'm confused if the district is doing this why would we need a club to do it again we have a lot of things that the district is doing and students have clubs for it and then there was the point here we create an environment
035where everyone feels empowered wouldn't we also be doing this in the district already Mr Sheen this is a student this is a student Le club right well I'm just I'm understanding the purpose that of of the club I'm just confused that we're having something that we should be doing districtwide not to say a separate Club it's not to say that we're not doing it districtwide but this is a a club that students want to have so and well and then the other and this was the out out I mean this is talking about the outcome for students and I'm assuming they had the students developed this purpose and outcome the students did develop this purpose and outcome they met with the principal and then here to ensure that every person has a opportunity to thrive
036which again I would think that we would be I I'm just confused as far as having a group that were that these three topics or these three things were doing as a district um what was there particular problem or an issue where the students felt that they needed to be doing something that the district's doing already I wasn't part of the meeting all students have the opportunity to determine if they want to create a a club this is just one that our students decided that they wanted well I know I'm sure they do and it's and it's great and I you know appreciate the um the action that they took but um you know there's parents there's teachers there to kind of also guide them as well we just don't let the students kind of
037go off on their own just because they want to and I said I don't it it troubles me that we're there that a group is coming together to do the things that the district should be doing anyway so I just you know have just confused that's all and and and and if any of these seven teachers kind of had that conversation because they obviously feel that there's something missing that maybe the district isn't doing that maybe the district is saying they are doing this but maybe we're not so maybe it's kind of looking back so yeah it just seems like we're doubling up on something that should be the message across all students as and maybe that is the purpose for for the club to get the message across to all the students well that's
038not what they put on here far as their purpose so but um yeah I just wanted to have kind of some public conversation as far as in regards to this uh you know I I it's it's great to empower the students to um start things and to investigate things but you know we got to look at also the purpose you know behind it is there is there something that maybe needs to be addressed districtwide that even though we say we're doing these things maybe we're not I mean we need to do a better job and I will be more than willing to meet with those students to find that out can we call the role please East Jenkins hi mer hi Shen hi zonic hi next up we have our superintendent's recommendation I would like

040merti hi Sheen I tonik I up item d uh this is an agreement between the Sumit County Educational Service Center and the sto memal fall School District uh this is a grant uh that we talked about some time ago uh so the grant is paying for the purchase of satchel pul not coming out of general fund um and so that is where those uh monies are being coming from this is a state awarded Grant and it is um going through Summit County Educational Service Center and we are one of the uh four districts that have been involved uh in the grant do I have a motion to approve so moved second questions or comments I'd like to add my own just uh uh as we had a commenter talking about the expense I just wanted
041to reiterate that this is a grant that's not coming from school um from our budget so just wanted to make sure that that was clear hey I have two comments one in regards to the that and uh just so we have the exact amount it is 23475 that is that is coming from the summit Educational Service Center uh my comment on that that's still $23,000 $ 23,4 75 that could be spent somewhere else um if you want to go back and watch the last video meeting when we discussed this uh I am Viet me opposed to this it's another software that is data mining our children's information that's not an accurate description of satch can you call the role please e Jenkins I orti I Sheen no zonic hi up we have item e next
042we have school board School Bus chases and bodies this resolution will allow us to advertise and receive bids for school buses uh for those particular uh parts do I have a motion so move second questions or comments phone call please East Jenkins I meret I Shen hi sionic hi item F Public Service public relations Service uh the public relations Services agreement is currently what we are doing uh to save the district money we have been um uh Outsourcing our uh public um service information which includes website um social media all of those things and so until we actually post for a communication supervisor we have been using uh this entity to help us with that motion to approve so moved second questions or comments uh do we have plans to post for the permanent position
043pardon me weren't we going to post a permanent position for this yes and we will be posting for a permanent position but we will need this person to transition with um that person when they come in okay and I just wanted to add just the clarifying just to be very clear this is uh not a new position it's continuing um a a in a Consulting capacity for a position that we used to have um for as far as I could call and it's saving our money or saving our district money as opposed to having the full-time person we are just paying a a smaller fee so it's a cost savings item oops sorry no go ahead no you go ahead um again it says this is entered on day the day isn't filled in nor
044the the day or the month so what is the day and the month of this yeah once that board approved I'll fill in fill it in but it I think further down it's for April 1st to June 30th and in the event that we hire somebody full-time the contract will be uh terminated minus the transition days okay wa so which item states that because that was going to be my next question why are we get why are we going all the way out till June why aren't we just renewing it for another month if we're going to put it out if we're going to post it which one of those States it should be um number three item a okay three just to state that out loud it's uh it states this agreement shall commence
045on April 1st to continue fore till June 30th unless terminated earlier in accordance with this agreement and then the next line goes on to State either party May terminate this agreement by giving the other party 30 days notice and then termination for Clause I apologize SU onic um it that that's where it specifies um or the district elects to hire an employee to perform the services in house and so the intention is to get a a full-time just a a full-time PR person or is that or are these responsibilities going to maybe be broken up and given to different individuals what's what's kind of the plan those responsibilities can't be given to different individuals those require a certain skill set and so that's why we are currently Consulting out uh for those uh jobs so
046with this everybody is cannot do websites everybody cannot do social media appropriately everyone cannot write uh critical correspondence when there is a tragedy or an emergency that happens uh within the school district that requires a certain skill set once again Mr Shen this is just replacing somebody that we've had long term Communications in it's not a new position it's just a temporary situation while we did I understand that I just have some questions um and currently Mr Shen that person's um we have approved them to March 31st and so just and if we're going through the interview process and all of that we just want to make sure we're covered and I think Tina had to said something has this or when will this go up for we are trying to post this week this

050saying no zonic hi financial report Tina and Mike can you see behind me or do I need to move I can see it okay all right all right I wish to recommend that the Board of Education approve the financial report for February 2025 as presented after first in the second I will discuss this a motion so moved seconds are comments okay very similar to what I've been going over to just familiarize everybody how with this report will look at the top we have our balances Bank balances our interest earned and our bank fees um so you can kind of see total deposits in all of our accounts is 16.5 million we brought in $39,000 in interest and $847 in fees you can see last year versus this year of the month of where our Revenue
051came from so the reason you see the big jump is because we started getting our real estate dollars our Levy dollars in this month versus last year so that's why you see that big discrepancy and then our expenditures are almost the same and then what I added uh further to this report I thought I had this better uh so this report down here which I'll be talking about the revenue streams uh very soon uh this data is what that report is pulling off of Just so you can kind of see exactly um where the dollars are going and being expensed out of and those that's a comparison so you can see the uh period difference we had 187% increase from last year to this year here uh due to the revenue dollar the real estate
052dollars coming in um so you can just kind of go down and see for yourselves of where the ABS and flows come each month and each year when I compare the two and then the grand scheme of things um all of those get put into this and this what looks like the 5-year forecast just to familiarize everybody with it I apologize that's small but if you're on the computer you could zoom in um in our ending balances so the one thing I do want to point out that I did change for this and it's called the true days cash so what this is basically saying on the pink which is a projection and the blues which is the forecast as of November if all goes well so we projected to deficit spend $253,000 um you
053know that's that's 40 days cash for us which is not a lot of money that's that'll be our ending cash balance which shows 40 days cash as we're working through is closing out the fiscal year with our po deadlines and paying off the bills before the end of the fiscal year if this if this is the new scenario which is 163 which we're trying to get that as high as we possibly can um that's only 43 days cash so the more money we could start saving now the the more money we will have to spend in the future so I just kind of added that just so you could see like that's really not that much money we start talking about it um you know we're less than 60 days which is the state preferred
054to have cash on hand so that's just the the major change of this report I did add in June any transfers out busu to and this would be anything to cover the Fieldhouse and Athletics so we're projecting right now $275,000 to come out of general fund to go into cover the Fieldhouse and Athletics so you'll start to see that number up and that number will e and flow as we start closing out and looking at what we're going to be expensing out of those funds any questions on this I do when you mentioned um that the numbers are you know this year versus last year is it and and it's because of the um the taxes coming in is it just one one year came in at a different time yep okay yeah I think

057this what you forecast yes yep so projections are what what you hope it's going to be for 25 yeah so once I copy this over the projections basically as we start looking at the numbers um in March well before I change these numbers these were ual numbers from 2024 um for the fiscal year so these numbers will kind of always change as I'm projecting to where we're probably going to end because in that last column in the January one it said over under forecast 3,383 64274 and this one says $46,988 63 why are they so significantly different no thank you for pointing that out there was didn't show um it was number oh we'll see that uh next month but I will talk about it um so there was a posting error and the posting
058error was put into the real estate tax line which it should have been put into the uh personal changeable property um so you see that the I'm sorry the property tax allocation increased um so we were missing out on about $2 million so that's why you saw that number because it was kind of being counted twice and you'll see that so all right well then what is if we're looking at today with the one what is $46,988 63 what does that represent yeah so that's just looking at the um projection so if you're looking at the ending cash balance monthly all the way to the left so we're projecting to be $416,000 above the forecasted amount well ending B balance 23 Mill ending balance all right so November said 23 million well this is last
059month's 23,7 6,458 and then today it says 8,459 and uh 4,459 365 that's this new one well I'm pulling up last month one moment because there were a lot of things here that we talked about that were minus signs and you said well we'll get the tax money and those will probably show us plus signs I don't I didn't have the opportunity to pull that sheet for this month off to see if that was the case but there's a lot of numbers here and they vary significantly I would I would have to go back and look at what that formula is pulling because I see what you're talking about last month so I would have to go back and look at that report all right so this could be something that in our April meeting

061suic hi all right so one thing I um kind of what I talked about what I was going to do um is talk about some dollars and cents kind of what my name of the presentations will be uh dollars and cents today we're going to be talking about the revenues just some key terms anytime I'm talking about receding and that's entering revenues into the financial software so whenever we receive money we receipt it into the system um anytime if anybody wants to go out and look at this Foundation payments or bonly payments we receive from the state you could click on this link and a lot of the revenue accounts that we receip into come from the usas manual uh so the link is there so these are the six Revenue lines that we'll be
062talking about and these are all come from the 5-year forecast so the first one we're going to be looking at is the general property real estate tax so all this gets receded into r111 which is the general property tax real estate unreserved which is the levy dollars so anytime you see on the those reports I have all of our Levy dollars go to that line item and if at any time you have questions please stop me and we to talk about it next one we're going to be talking about is the tangible property tax tangible personal property tax which goes into receipt Revenue 1122 uh so the specific this is a specific tax levied on the tangible personal property of public utility companies it's a tax of on the value of the tangible property personal

064receive twice a month um so this is how much I know and where to receipt the dollars from the state uh into the financial software I highlighted the ones that make up the account the line prior to that Patrick I'm just noticing I don't know if the people can see if that's turned enough I just I can see it fine but I don't know if people can see that TV um on those online could see it so I'm talking about the people here the people here can see it all right and then we have our restricted grants Aid in so this also comes from our our foundation payments and this is stuff that is specific to what we have to spend our dollars on um so you have poverty based assistance Career Technical education gifted
065English Learners student wellness and success and other restricted grins Aid in from the state um so this past year the state implemented the science of reading and they paid for that St sipen anywhere up to $1,200 we paid our teachers who did the training and completed the certification um the nice part about that is the state paid for our portion the board's portion of retirement um so when we receive those dollars from the state um we it was a new line item so we had to add that to our re receding uh spreadsheet and very similar to what I did with the other one in green are the ones that make up the prior line item so you can kind of see it next we have the state share of local property taxes and this
066makes up of the 10% in 2 half% roll back in the homest set exemption that the state pays for and then all other operating Revenue um some School regular day uh school money received from districts as tuition for peoples attending other schools um that comes in as the JV 50 special education that comes through the JV 52 and other tuition which is we could charge for our preschool which is $150 a month and as you can see you see the JV 50 and the JV 52 from the the state these numbers are always changing um sometimes they're big sometimes they're small some other ones we get from other revenue is interest on investments uh fees like pay to participate and I just want to clarify these are from prior years uh anybody who didn't pay
067those fees or pay them late um we're we still receive those uh Services provided from other entities revenues from Services PRI to other entities other than tuition Transportation or Food Services these Services may include data processing purchasing Maintenance Cleaning Consulting and guidance um this is our administration fee from auxiliary services so the state gives them the option for right now we only have one auxiliary school which is holy family and St uh the option for them to do their accounting or for the school district to do the accounting the the district does not have a say um but if they choose for the local of the public school district to do it we could charge I believe it's a 4% fee so that's you see the admin fee in that space compensation for lost assets
068mainly we could see this for a lost or a damage book where recharge the students uh 1934 is insurance proceeds so anytime we have a a claim for insurance and they reimburse us we see those in there Revenue L of taxes unrestricted grants in Aid um any are Medicaid payments so we do get dollars from Medicaid to help students any rentals we get those from anybody who's renting our facility that are able to get charged a fee and then miscellaneous is anything that doesn't fit the categories above that I've mentioned so credit card fees license plate receive taxes um some Tower usage we get from T-Mobile and other carriers who use our cell towers um so anything that doesn't fit the categories like I said will fall into this um so anytime we receive something
069new we kind of look at the usess manual does this fit any Revenue accounts if not it just goes into miscellaneous but if we're on a time crunch it gets put into miscellaneous until we could further investigate just so that the cash and the checks we receive uh gets put in in a timely manner with the bank for Ohio Revis code and all that makes up the line um all total re so part two of this um which will probably be April will be the expenditures I just kind of breakdown of where everything we spend goes into and this is all on board docs as well well it will be on board dos okay thank you time to move on to the treasur recommendations oh no we already did that item C never mind looking
070at the wrong agenda I was looking okay we have item number 12 board topics so Bo protocol okay since Dr wind isn't here I'm gonna step in for her and read what she wanted to say I have a few words about board process and procedure tonight as we consider the board protocol for those who may not have caught our various discussions about protocol this was initially discussed initially suggested during the board's training in November by our osba trainer she then provided us with examples which we were which were then shared with all board members since agreeing to a board protocol in other words standards for Behavior standards for press professional behavior is common among School boards across the state I then drafted a protocol for our board based upon those examples our own bylaws it
071was then reviewed by legal council to ensure sure that we are compliant with our own policies board members were provided with this draft prior to the February 10th board meeting although due to time constraints it was not discussed at that meeting as planned we then reviewed the draft together as a board in detail at our March 3rd meeting the resulting revisions suggested through this discussion were then once again reviewed with legal councel thus everyone on the board has had ample time and opportunity to review and suggest revisions to this document despite one member wishing to paint themselves as a victim in standard board process I'd like to reassure our community that all board members are held to the same long-standing professional and ethical standards and expectations as been made clear at numerous board meetings and
072trainings board meetings are to be focused upon improving student outcomes through our governance role not micromanaged of the details micromanaging the details of running the district we are all expected to Main deorum and to conduct the business of meeting in ordance with our own governance role and our published agenda or to modify that agenda if needed through processes which have been explained and conform with parliamentary procedure we do not when we do not follow our published agenda or modify it in Legally defensible ways we risk violating the law we of course want to do our best to be in compliance with applicable law at times at all times we are all expected to prepare prior to a meeting so that our discussions and deliberations are efficient and so that we can come to meetings well
073informed regarding the business of the district this preparation at times naturally includes meetings or phone calls with District leadership to gain a deeper personal understanding of an issue or process prior to deliberating about it and such personal research never precludes ensuring that appropriate discussions are had in public during the deliberation we are all expected to comply with board ethics policy 0123 as well as all other board bylaws and District policies as a whole the board sets and approves policy and all members are empowered to suggest specific changes in policy for the full board to consider it's not adequate to merely complain about a policy nor is it acceptable to Simply decline to follow a policy which we do not like or do not understand failure to follow policy is at odds with board member ethics
074and board member expectations of professional behavior these expectations hold for every board member as this protocol operationalizes our board ethics let me reiterate policy 0123 so that we are clear about these expectations again these ethics and expectations hold for every board member unless this policy is modified by the board but I don't have policy 0 one23 ready I didn't know I was going to say that hold on one second I can read it okay policy one 10123 code of ethics code of conduct the Board of Education believes quality public education and good old good board service should be conducted in an ethical manner with traditional principles such as honesty trust fairness and integrity each board member should conform his or her conduct to Ohio law code of ethics recommended by the Ohio school board's Association

078individual conviction based on available facts and independent judgment and refrain from surrendering judgment to particular individuals or groups devote sufficient time thought and study to proposed actions become well-versed in parliamentary procedure listen carefully with courtesy when other people have the floor and are speaking during board meetings refuse to become involved with micromanagement emphasize planning policymaking and public relations rather than becoming involved and management of schools establish clear goals for the district and ensure that the community is aware of these goals keep a breast of current education issues within the district throughout the state and Across the Nation establish fair and Equitable terms of and and conditions of employment and valuation of all staff and select sound instructional strategies and materials and then submit to them submit them to regular and impartial evaluations okay so do

095well as the cell phone as uh as some of the themes that are coming up that we see thank you Dr gold next up budget discussion Miz mer lady um I have a a resolution uh so the stowman fall Board of Education resolution in support of fair school funding plan whereas the Ohio Constitution guarantees their own efficient system of common schools throughout the state uh and this is in article 4 section 2 and the Ohio Supreme Court has repeatedly ruled that the state school funding system must be both adequate and Equitable and where as the school funding plan uh ffp was designated based on Research driven input to ensure that all Ohio students receive the resources necessary for high quality education regardless of their zip code whereas uh the fair funding system represents a bipartisan
096effort to address the long-standing inequalities in Ohio's school funding system by accurately determining the cost of Education of a student utilizing base cost methodology that reflects actions the district needs whereas the current state by anal budget proposed continues funding for the fair School plan but fails to update the base cost calculation relying on the updated 2022 inputs and does not reflect current inflation Ary pre pressures Rising Personnel costs or of evolving student needs whereas Ohio's commitment to the Equitable funding formula must include periodic updates to the cost inputs to ensure districts are receiving accurate Fair allocation of State resources whereas any proposal to reduce funding for the district's currently receiving funding guarantee would would disabil likee Education Services harm students and undermine the intent of the fair school funding plan by shifting financial burden onto
097local taxpayers or forcing cuts for essential programs whereas a fully implemented and regularly updated Fair school funding plan benefits all Ohio students by ensuring predictable adequate and fairness in the school funding allocations now therefore be it resolved that the Stow Monro fall School Board of Education expresses strong support for the continued implementation of full funding of the fair School plan including use of updated research-based cost inputs and reflects the current economic condition and student needs rejects any proposal to cut funding from school districts currently receiving funding guarantee as such action would create Financial instability and negatively impact students and the community we call upon the Ohio general assembly and the governor to uphold their commitment to the fair and adequate school funding by ensuring the future biannual budget continued full funding of the ffp and
098updating cost calculations to reflect the actual costs of educating Ohio students encouraging fellow school districts educational organizations and Community stakeholders to advocate for the Equitable school funding system that support Ohio students and does not pit District against one another in a zero sum funding model be it further resolve that a copy of this resolution before forwarded to the members of the Ohio General General Assembly the governor of Ohio the Ohio Department of Education and Workforce and other relevant stakeholders to emphasize the need for continued investment in Ohio students and public schools do I have a motion to approve so moved second questions or comments um I would just like to say that um we've been fighting this battle since the Supreme Court made our funding system unconstitutional and that was in 1997 they made four
099rulings um the state has made some bipartisan attempt to try and fix this funding formula and again this was supposed to be implemented over a six-year period of time of which they've only done it for two years and already are uh failing us again our district estimates that we will lose 7% of our state funding coming in the next year and another 7% in the following year if the current budget continues the way um it has been proposed uh not all taxes are the same income tax taxes people that can afford it better than property tax and we are stuck with property tax for the majority of our funding in the schools and this is why it's very important that the bulk of school funding actually come from the state of Ohio and through income
100tax because other tax forms are harder on those that are retired those that are low income just because the value of your house has gone up doesn't mean you have more money in your pocket so this is why I feel that this is very important that we make sure that our voice is heard on this issue I think too we always mention homeowners but if people are renting and those property taxes are going up then their rent is also increasing as well so it really impacts everyone I I wanted to thank you for taking the initiative on this I'm also um investigating um doing testimony for at the State House to and I think this fits perfectly in line with a statement from the board directly um that that we we are advocating fully to
101be fully funded um just a piece of information for anybody that doesn't isn't aware um as as mmer indicated the the cost inputs are are currently at U being used fiscal uh fiscal year 22 uh data is being used and last General Assembly the same thing happened where they used outdated cost um inputs and it they did um update and change to current um cost inputs once they had enough feedback from the constituent from their constituents and from the communities across Ohio so I encourage anybody um to stand up and fight for what's right for our schools for our communities for our students um I've been working with people across the aisle um all over the place I think it's a place that we can all come together and agree upon um that that you
102schools need to be fully funded so I hope hard of support youy Tina I have a question where did this come from I mean the document as far as this resolution sorry sorry there um some of this information came from Ohio school boards some of this information came from the League of Women Voters um some of this information just came from uh my own research so it's something that you put together now you put you put this together right but I I'm just want to guidance yeah because I didn't know if it would be something I would make a motion whatever can't take full credit I would I would like to see something based on money is coming into the schools based on Merit having something of Merit mentioned in there as far as our
103funding um you know stows up to almost 14 Grand a student I know there's schools in Cleveland that are over 20 grand a student so to me it's not about the money um so that's one issue and then I pulled this off from the Department of Education and Workforce it said in fiscal year 23 the state of Ohio spent more on primary and secondary education than in any other time in State history and State education spending will continue to rise in fiscal 23 um general fund Lottery profit spending primary education total 9.79 billion now that's just Ohio and exceeded fiscal year 10 by 2.77 billion that's a 40% increase between uh fiscal year 10 and fiscal year 23 so I don't know if it's if and we we throwing more money at it is going
104to change uh the ability of our kids to be any smarter in math reading or science so I kind of question where we're going after the state for fair funding when we just spent um 9.7 billion to your point you're quoting fiscal year 23 when they Ed um Fair cost based base cost inputs which would be uh something that we're asking for to do again well no my point just based on what they had here is the amount of money we're spending on education I get it but when they spent that amount of money they were using Fair cost uh inputs and they're not using Uh current c um cost so you're saying the Department of Education is giving us false information I that has nothing to do with what you said the numbers that
105that you're giving say the amount of dollars that you're saying that they gave when they did the passed the last budget the last bium budget they used fair and current fiscal year data for to to create the amount this in this banian budget they are not using current data and we are asking for them to use current information in order to calculate how much funding the school should receive it would only be similar it would be we would be asking them to do the exact same thing they did in providing those numbers that you're quoting right there further question well again I would only be in favor of this if there was some mention since we and reason I was asking this is something you made up that there would be something in here to
106reward schools uh based on Merit Merit for what in particular are you speaking of grades are you speaking of behavior you speaking of enrollment yes yes yes any and all of that and how would that what would the metric look like to measure that how would what what would the metric be to measure it like if you're going to give a oh I don't know we need to discuss that but to just say we need more money send us more money um we're getting the money we're we're getting the money and but we're not getting the the results on the other end Ohio is number 38 out of 50 states right but what you're proposing would simply mean a a larger tax burden on our community and therefore the rest of us on the board
107seem to be in in favor of relieving some of the pressure on our community I've I've been approached as I believe you have as well from the community where they we they are being tax out tax to the Limit and I do not want to see our senior citizens tax out of their homes therefore I call on the state to fairly fund our schools any other further comments I just I think you're confusing this issue we're not asking for more money we're asking them not to cut our funds so if they cut our funds then we have to cut somewhere I mean that's the bottom line so this isn't saying that we want to spend more money and more money this is asking that they don't cut our budget by 7% and then again an

111to learn some things from that that he could use going forward as far as if any thing else happened in that uh in that Arena so it was something that you know could have gone South pretty quickly but they handled it very well and all the children again were safe um as far as new business updates um the custodians had a walkthrough form created that they will use to process monthly walkthroughs for the custodians principles in central office um the physical perimeter is an area of emphasis camera adjusted notifications now generated when cameras go down which was good to hear but it's unfortunate when something happens and they go well let's launch the camera and we see and they find out the camera was down but um so there's a some type of an alert
112I guess maybe you'd know more about that there's an alert as far as the cameras I don't want to put you on the spot but yeah Josh okay but apparently there is when they go down we we know they're down continue collaboration um having quarterly meetings with the sto Police Department um the bus Channel information there is a let me see if I remember is there a software that they are now using as far as the for the buses okay which was a positive there was a safety Grant of 11 million that they applied for I hadn't heard anything about that uh they talked a little bit about Ice uh we've had no situations in any of our schools related to ice and the Indian Trail I already talked about that so I don't know

117to see how anyone could not be behind this uh there are a number of clubs that could be seen as redundant um there's a book club schools are filled with books there's a dance club schools have dances uh there's a science club as well that's something that's taught in school I mean there's a ton of redundancies here clearly students feel this is necessary they feel it's important and by critiquing this I just wonder the message that it sends to students um I think this is something that's really valuable and important for them and I worry about kind of how that would be perceived by them they're they're facing a lot right now um I also just wanted to mention any software that is used by a public school system is typically required to um comply
118with all furpa laws um they're typically vetted pretty pretty deeply um so I just find it hard to believe that any data would be presented in a way that wasn't randomized and aggregated um I I just don't see how a student named would be associated with any of this data um in terms to surveys that are uh given to students I also just wanted to mention I think it's really important for both board members to be on the same page and get cohesive training in terms of leadership um I think that all board members in the past have been uh part of osba I could be wrong on that um I just think it's really important for everyone to be on the same page in terms of that training um I did have con some

120also like to make the point that the district does not accept bullying however bullying still occurs in Stow schools having a policy is not the same as having an organization led by students to promote these values I want to thank the majority of the board for their empathy for communities affected by the war on Dei I want to thank the majority of the board for voting to enforce proper protocol and agenda setting processes I am however largely concerned with the continued lack of empathy and cooperation from one member of the board as much as more and more time continues and the behavior continues to get more off topic and harmful I question what example is being set for the children in our district this is a public meeting of adults in the community and they
