003on hold on I I just wanted to add something um because there were a lot of people that asked me uh some questions as far as this process and I did get some I think some clarity is that our role tonight is to appoint uh a person to the parks and W but then the city council makes the final uh confirmation welome East Jenkins hi Merle hi Sheen Hi D onic hi wind I we are in executive session at 63 e e e we are back in session at 7:05 next item I will uh accept a motion for to open nominations for the Stow Parks and Recreation Advisory Board position so moved second okay so we are going to um follow the same process that we did when we nominated a board member we are

004going to go around the table and accept nominations and ask for seconds and have a little discussion and then we will proceed to vote for each nominee um and then once we hopefully have some consensus on who has the most support we can uh proceed to vote on the resolution to appoint that person do I have any nominations I'd like to nominate Patrick Crawford second to it any discussion of that um I'd just like to add that um I've heard nothing but um glowing recommendations as far as what Patrick has done in the last three years since he was Appo Ed um and uh not only from the community but also from city council as far as the fine work that he's done and I think he would be the other folks were were very

005I mean we always been very uh fortunate to have some very fine citizens come forward for these positions uh but I think Patrick based on what he's done and what I think he is going to do would be um the best choice any other nominations yes I'd like to nominate Kevin ller I will second into that second any discussion of that candidate yeah I um Kevin has an extensive background in outdoor recreation um his resume impressed me that he has um a business actually an outdoor recreation has degree is in environmental science and urban planning and has had many Partnerships with kago Valley National Park uh Conservancy of kago Valle Valley National Parks Summit metrop Parks Cleveland Metro Parks Etc and I think that he would be an asset the Parks Board um also has

006an MBA um and one of the things I thought that struck me was um the way he spoke on making sure that um you can have lofty plans but if you can't pay for them it's not um feasible so that's the reason why I'm nominating any further nominations does anyone just want to add to the discussion of our nominee I'll speak on P cord as well I think he's an excellent um nominee and I've heard good things about him as well um I think there's definitely something to be said about continuity and uh for three years into a 10-year master plan that's something to be um um not SE particular I think that he served well and I think that it's definitely um that's part of the plan his background in public safety is an

007asset the parks as well and I like a lot of what he had to say about uh the things that he's done and wants I'm gonna add in I think you stole some of my thoughts um Mr Crawford has has obvious ly been sitting in this seat and has been doing some really solid work um and has uh just such a good familiarity with uh the 10-year master plan and how um all of that has been progressing and the safety aspects while Mr leer has 20 years of outdoor recreation and um intersections with all different kinds of Park systems and you know perspective a wider perspective is always something that can add to the discussion at the table understanding and knowing how other folks are doing it and um you know just having that experience

010she will uh introduce the CTE staff who was here tonight good evening thank you for having us um I'm just going to take a moment to introduce the team of High School staff that I have with me tonight that work within our Career Technical education programs within our high school so I have Mr rener who is the CTE director for the high school um and then I have five teachers that teach within our four program so I have Tracy Lee with us who is one of our instructors in um our culinary program and then um Miss edti is also back there um that's in our culinary program I have Todd reric who is an instructor in our Aeronautics program I have Dave helck who is our instructor for industrial maintenance and then I also have

011Miss Cal back here who is our counselor who oversees CTE um for all the students in our building so this time I'm going to welcome up Mr Renner and he's going to kind of start us off with the overview of CTE within our building and within the compact um and then we'll have each teacher talk individually about their program within our buing hi everyone uh also Mrs Whitmer she's our computer science pathway she's on the other side of the aisle so um so this is my 10th year at Stow this is my second year working with the CTE program program um the CTE program we house four programs inh house at the high school we are part of a six District compact there is a total of 29 programs between the six this year compact

012um just some things so really with the CTE career programs um it offers an opportunity for kids to not only do the academic piece but also kind of start dabbling in what they might want to do after school a trade a practical skill um really ties into two of our goals on our strategic plan not only the academics we do offer academics within all four of our uh career programs um English and then in our Aeronautics program and our industrial maintenance there's also physics um and then just the continuous Improvement to make uh Stow a better place these are the six districts kaga Falls Hudson Roosevelt hmage and Woodridge uh last year we did receive overall as a compact a f star rating so we are actually in the midst of uh getting ready for

013the next year so it all starts on January 7th this year we took the entire sophomore class over to Kent State uh it all 29 of the programs were represented in the Ballroom in kind of a fair style so it started off we were in it used to be an old cafeteria it's now a room where the director Mary Jane she introduced the kids kids and just kind of told them what it was going to be like the kids then had opportunities to move around we had five different rotation times three they had previously picked um after they did that they got to return back to their home school and then that's where we kind of set up these individual visits so we had the opportunity to take our sophomores to the other five buildings

014and see the other programs that are offered within the six District Pro uh compact but we also brought the other five schools to us to see our cor programs as well um students applications are actually due this Friday so after applications close this Friday there is a placement and then we will get that information out to those students usually in early March um this was just kind of the schedule that I kind of went over we are in the bottom left there we um Kent has a large majority of programs kaga Falls also has a a huge portion of programs um Woodridge has some that are on campus and also off- campus and then uh talage has um teaching professions and they have a finance one in their building um but yes we have we

015are in our for our four programs they are all housed within our high school um so next I will pass it over to Miss Lee and she will take you through culinary arts so my name is Tracy Lee and I am one one of the instructors at in the culinary arts and Hospitality studies program so in our program we mix a combination of theory related lessons along with skill related lessons and we bring those together for real world real world experiences uh in Joshua's restaurant which is a full service restaurant um so our program is consisted of basically four courses in year one we have Hospitality fundamentals and fundamental s production year two is in pastry and dining room service and oper service and operations year one is pretty heavy on Theory because we are

016teaching a lot of safety and sanitation this is where some of our industry credentials are held um and I'll go into those um briefly in a little bit um so year one Hospitality fundamentals fundamental food production in fundamentals of food production uh we spend a lot of time on uh sauces knife skills soups brazing um the kind of like the back of the house kind of what you think Hospitality fundamentals kind of focus a little bit more on the front of the house year two faking And Pastry and then dining room services and operations um again baking and P pastry is pretty self-explanatory and then dining room Services uh the students are kind of running it so year two they're kind of running the restaurant they um we try to put them in charge as

017much as that we are you know we can um we also Al also offer work-based learning opportunities mostly in year two this is the sample of just a few of the things Joshua's restaurant um every student that is in our program works in the restaurant and then Health special the health specialy hospital in akan Amis pen State Conference Center we're truly there's a quite wide variety of different uh places that students can work it could be also in lodging um students can assist in finding uh their work-based learning opportunities but you know so it's really up to the students this is an area that they want to do if it is then they can leave part of the day in the program so Technic sometimes they leave at noon and then they're out for the

018rest of the day uh so all of our courses offer some C tags and AC which is articulated credit so these are the courses that offer some type of credit depending on where you would attend um college so Hospitality fundamentals is a c tag fundamentals of food production a c tag baking and pastry is an artic credit which means they have to have they pass their web exam but then they also have to do a practicum and then those scores are combined determine whether they um will achieve credit Sur safe manager which I talked a little bit about a screen ago um but that we focused a lot in Hospitality fundamentals that is also um a c tag depending on where you go H State uh offers if you're they offer um they take a

019lot of our courses solivan Stark State um many some of our our students will also go to CIA in New York or Johnson and Wales it really depends on where they go um so 100% of our students have passed the web exam so we're kind of proud of that uh so um and then after graduation I looked at the last kind of couple years and 40% of our students go directly into the workforce um 50% are attending college of some sort that could be a bachelor's degree associates degree and apprenticeship uh some of the like D Eagle they offer apprenticeships and baking and P three so some of our students will take advantage of that and then about 10% of our students will also uh attend to the m or join the military and they've

020also found success in culinary um within the military so every student has the opportunity of earning a 12 points credential um we focus we really strive for every students to earn that credential um so in that that is Ohio person in charge 100% of all of our students earn that credential surf safe manager you need to have a 70% in order to gain that certificate it is a college level class it is um I would say it's a little bit more challenging than Ohio person in charge but students definitely are up to the challenge and they can press another choice is Ser safe allergen and then CCR and then rise up retail fundamentals the professional pathway in pretty it's pretty wide it's the second largest like career um in the United States besides the medical

021profession um so we have the Chef P Chef that events planner working in a restaurant entrepreneurship but we've also had students go into food and health safety uh food Sciences business management Hotel lodging uh but the great thing about CTE is that no matter where their career takes them it may not they may date two years of culinary and hospitality and decide that's not the F they want and that's okay and our current year we have a student going into forensics and psychology we support them um so they have hard skills that they're uh learning but they also have a lot of soft skills that allow them to um go into whatever career that they want to go into which is um kind of like a a nice thing about CT that they get to

022kind of practice to see what they look like um the soft skills I just talked about leadership Tew work communication problem solving creative thinking adaptability these are a part of our daily um lesson I mean they're not just learning what those things are but they're actually doing them uh so we have students who are ambassadors in the program they have to do teamwork in the hospitality industry it's about teamwork but working together to uh create our restaurant and hopefully that it's sucessful most of the time uh communication is key um sometimes communication can be difficult for students uh but we try to work on that as much as we can problem solving uh culinary and Hospitality it's a lot about creativity so if you if a student is that's their gift then that's perfect we

023have students creating our menus they standa different uh software uh so it's great what they can do they do it better than I can which is kind of nice and just to be adaptable in the program so there are just a few pictures and uh thank you very much next is Hello uh I'm Terry Whitmer and I am the uh instructor of computer science Pathways I teach both years of the programs we we call them level one and level two or year one and year two so um computer science Pathways U focuses on developing technical skills Computing skills um programming software development networking cyber security the whole realm and that's why we call it computer science Pathways um so they have Hands-On learning um that encompasses a wider range of critical skills those are the

024courses that we teach so the first year the students um learn Computer Logic and it fundamentals as well as object-oriented programming the languages that we focus on that year is um primarily Java the second year is web development where they learn HTML CSS JavaScript script and interactive application development so all of our courses are um 1.5 high school credits and they're weighted grades not only that but we also have college credit that is available with our courses they're called cags which stands for Career Technical Assurance guidelines and what that is it's it's through the Ohio Department of Education excuse me and um it guarantees students if they get a c or better in the course and they pass their web exams they get the college credit and um it's transferable to any public Ohio um

025college or or university um some Public Schools do accept them but it's not guaranteed but the Ohio ones the the public ones do just in Ohio so those are the courses that are comparable to the four courses that we um that I teach them in the program um so I am very proud to say that um 100% of my students last year all pass the web exams and um 90% of them pass with Advanced proficiency we are also an authorized industry credential testing center so industry credentials is another um tier that the Ohio Department of Education has um put as a goal for students to obtain um credits so they get points for every credential that they get if they get 12 points they get what what what's called an industry credential seal so that's

026what the seal looks like there so um we are an authorized testing center so we um give certiport exams and CompTIA exams which makes it a lot easier more accessible for our students to test so we don't have to bus them somewhere we thankfully Mrs Murray helped facilitate this we have licenses so that they don't have to pay to take the test because they are expensive the industry credential tests so um we do equip the students with um these practical skills and certifications so they can take it into the workforce or proceed on to college so these are some of the um fields that they do test in for the um industry credentials listing from artificial intelligence cyber security databases device configuration of management HTML CSS Java JavaScript they're all there so that's why again

027it's called computer science Pathways because um I like to give them um control of what paths they want to take and which Fields they want to focus on and uh last year 85% of our 2024 completers earn 12p Point industry credential seal so I was very happy with that these are some pictures um our students we go on um several field trips so one of the big ones we do every fall is we go to passport to it careers it's sponsored by the Greater Cleveland partnership and it's um held in the um ax center in Cleveland and what they do is you can see those big round tables so they have like dozens and dozens of tables with all it Industries and the students there's hundreds of students that go to this and they rotate

028around as kind of like speed dating so they go and they they the IT people tell them what their industry is so like that one group they're meeting with u NASA people so there's all different people and how it is you know uh intertwined in their business and you'd be surprised how how much you know it's not just you know Google and you know it's just it's intertwined in everything we also do competitions and we have Outreach programs so we um did a field trip to Highland software um we uh had code HS was which is one of our curriculums actually came out to visit us that was really fun and um our students are currently competing in business Professionals of America as where the well as some other competitions they did Capture the Flag

029competitions and I believe Subic is going to tell you about some of the accomplishments of those students soon right very soon yes yeah and um that was it any questions okay oh okay thank you hello everyone I am Todd reman Eric and I teach the Aeronautics program at Stow High School um biggest goal the program is to really just help kids figure out what do they want to do and how they going to get there feel like if I did that I did my job um and there's a lot of careers in aviation um kind of like it it gets intertwined a lot um the main ones we look at Air Traffic Control airport management aerospace engineering aviation weather A&P mechanic you have to be certified mechanic to work on an aircraft uh a pilot

030and then remote pilot which is drones um all of these careers for the most part have multiple ways of getting into that career um so a lot of people think that every single one of these would require a 4-year degree um they actually don't um really the only ones that do are airport management uh engineering and probably weather uh all the other careers you can really get there um from anywhere from on the job training um through the military or yes through a four-year uh University as well as far as the courses that they take these are all CAG courses as well so they can earn college credit while they're in high school in our program they take intro to Aeronautics and aviation weather their first semester they also take um math with us with

031Mr Morris and English with us with Mr savic and then as a level two as their senior year they take flight Theory and then unman aircraft systems uh the unman aircraft systems again is drones uh and they actually will have the opportunity to take the FAA drone exam at the end of that course and be certified drone Pilots so that allows them to make money uh while flying a drone and then they also take bath in English with us again their senior year we do a lot of field trips uh surprised we don't have any airplanes at St high school so we go to the airplanes uh and we do a wide variety um there's a lot of Industry uh in Northeast Ohio we actually have one of the largest private jet companies in the

032world uh is in Cleveland um there's also I think the largest in Columbus so it's pretty cool to have a lot of that in our backyard um and we check out a lot of the educational things as well so Bowling Green uh Kent State Ohio State OU those are all schools that have Aviation programs here in Ohio and we check some of those out as well um the students get to do some pretty cool field trips that one on the left that is actually one of our students in the right seat of an airplane flying the airplane um so pretty cool kid gets to fly an airplane while in high school um you can see a Shinu helicopter there that's down at the um National Guard base at akan Canton Airport uh that next picture

033is at Pia Pittsburgh Institute of Aeronautics at Youngstown and that's actually two of our former students that we saw while on a field trip which was pretty cool and then that's the air traffic control tower at Cleveland Hopkins they do get to go up inside of it but no pictures while we're up there uh so then their second year we kind of cut out the field trips and instead the kids get to do shadowing um so I'm no longer with them they are out on their own usually in groups of two or four um driving themselves to the shadowing opportunities so that's for students sitting in the back of like a $30 million private jet um at Sky Quest two students there staying on a fuel truck at uh Castle Aviation at akan Canton and

034then those last two pictures are at the maps Museum down at akan Canton they're helping restore aircraft to be put on display there and then the last one um and this happens through all of our programs um these students spend a lot of time together um they're together for half a day for two whole years um so it's kind of cool to see the kids come together as a family these kids are from six different schools most of them did not know each other um it's kind of cool so these are some pictures that students have shared with me um they're at a bonfire together they went to prom together um that picture of prom I think has four different schools in it uh and then those middle two pictures are from our senior trip

035we took down to the Dayton Air Force Museum um so it's really cool to see these kids come together and uh how close they become over those two years thank you I'm also supposed to share that I am a pilot so quick background I taught physics at St had no Aviation background at all um and then was given the opportunity to kind of pursue this so I went back to Kent State picked up a handful of Aviation classes um was very lucky to get a scholarship to get my pilot's license did that and then also became a drone pilot and advanced ground instructor through the FAA so it's been kind of cool going from no Aviation experience to at least a little bit um over the past six or seven years so thank you Mr

036helmet good evening uh members of the board thank you so much for giving us the time to come share uh what awesome career programs we have uh at stowman Falls High School so I am Dave helmi uh the instructor of the industrial maintenance and production for employment otherwise known as imp uh career program uh this one's a a little bit newer uh than the other ones this is only year three of this career program so I've only had one graduating class of seniors uh conceptualized in 2021 came to fruition in 2022 as first year in the program uh so those graduates just walked out the door last May um so year one was getting the program up and running and kind of working out the Kinks right year two was figuring out what that's going

037to look like and now this year is really where the growth and expansion uh is hopefully going to hit stride uh for us with this career program so I've been fortunate enough to uh have this pre-apprenticeship up there I wanted to highlight that first uh that has been the backbone and the foundation for this career program uh it's a little unique and different compared to the other ones in that we focus on getting the students out into the workforce their senior year of school I haveu students leaving working 40 hours a week their senior year of high school and it is all on the job training through this pre-apprenticeship that I've been fortunate enough to have Stark State as a group uh sponsor in that apprenticeship uh they've brought me on board as well as

038a Adjunct professor so I teach four college courses uh to those career students at the high school so offering that CCP status to them uh kind of acting as their counselor their college counselor and helping them uh further their training as well and then getting students placed into career jobs uh where they're started and they're outworking their senior year of high school um so in doing so uh there you can see I threw some numbers up there in our job placement right around 77% for 23 right now I'm at 92% um and hopefully that's going to hit uh 100% next week when all of my seniors are placed in a full-time job before graduating high school uh starting their career uh with career advancement opportunities uh through that partnership in Stark State uh they are

039earning at least 12 credits their junior year and then another 10 to 12 more their senior year if they want and and that's almost putting them into that uh you know 2-year associates degree uh right out of high school with a company that's going to pay for those uh types of credentials whatever that may be uh so what are those credentials in for us well we have all these companies here partnered with us looking for maintenance workers right industrial maintenance uh you're talking about production level uh work here uh some of the skilled trades I've placed students in into an electrical apprenticeship into an HVAC apprenticeship uh students into just general labor jobs and and those companies right there and many many others have been super supportive in helping get this program up and running

040over the last two years and now really grow this program uh to help fill that skilled Workforce Gap that is definitely existing in the manufacturing and the trades right now so our ability to partner with local businesses has been influential in the progress for us in in growing this program and it's really uh I give a thank you to the administration for giving me the opportunity to go out meet businesses bring them into our building um and and show them that we have the recruiting talents of these young individuals to get hard workers into their places of of employment some of the things that we do in class right there uh sharing with the students uh that's me dressed up in the Grinch outfit I took the mask off for that photo although Mr rener

041had to chase me down the hallway of the school um with it on earlier but they got uh toolkits right so all the students there uh were given uh like they're like 467 piece toolkits uh from our generous sponsors uh each year I've been able to provide that to the students through our fundraising efforts and the Partnerships I have with local businesses uh so it's kind of nice that for three years in a row I've been able to give the students a a start up right that you have your own toolkit to go out and work in in the field uh with your material there's one of our training stations we have in the class so you can see the types of uh Hands-On curriculum that learn that they are learning uh that one there

042is a pneumatics trainer where they are learning how to uh connect an entire pneumatic system read a schematic uh they do the same with hydraulics we have uh mechanisms and drives where they're calculating gear ratios and hooking up an electric motor uh we cover electricity uh electrical wiring circuits and devices and then hand to P power tools Precision measurement blue blueprint reading uh and they all get OSHA 10 certified and all of that happens really in year one of the program as Juniors and then year two um I'm graciously kicking them out the door uh to get them on their way to start their career uh with one of our great companies and that's that's our industrial maintenance program it's Unique in that it places students out into the field their senior year hopefully um

043with that main focus of career exposure and you can see that tonight we have four very very different career programs in the high school but I know that as a department we're one of the tightest knit in the high school and uh I really personally enjoy working with all these guys so I want to make sure we shared that with all of you tonight uh as you gave us the platform to speak here so thank you so much thank you m HCK so just add to that a little bit so we are our programs are all full pretty much at 100% capacity and then overall as a school we have about 50% of our junior class that are placed in CTE programs whether in our building or within the compact um and then senior level

044about the same so any questions or comments thank you for coming and sharing all of this with us I've been to the open houses uh I had the pleasure of visiting Mr Helm's class last year and I still continue to learn new things about R CTE programs I just really appreciate it I just want to um compliment all of you I one of the things that that struck me immediately is just the excitement that is in all of your faces as you speak to your programs and it is just so obvious how much you care and how much you put into it and I think it uh you know the proof is in the students so thank you so much I'm really impressed with their test scores and all the things that they're doing that

045is amazing that they are getting these credentials while they are still in high school hope great job all right thank you very much so at this time again I'd like to thank all of the staff for being here uh this evening as well as the students uh I would just like to um resonate um that the six compact is one of the Stellar programs uh in the state of Ohio it is one that uh several school districts try to mirror themselves after and to have a fivestar rating I think uh shows in the enthusiasm that we've seen here tonight as well as uh everyone understanding that to reach 100% of students passing the web exam means that they are passing exams that are in their area that they're studying as well as they are also

046passing uh state test ACT SAT so that is on top of everything else that they have to do along with earning credits so they definitely I think we should give them another round of applause for [Applause] that and now we would like to recognize uh our students uh this evening who have uh earned some awards and we are going to present them with some awards and ask them to come up and uh have a photo and so I'm going to turn it over to our uh board represent our student board representative because he will be uh sharing that information this even hi everyone uh good evening I'm Su Costa I'm the student board representative and uh so first and foremost i' just like to say that I myself are uh am in a CTE program

047unfortunately not at sto I'm over at Woodridge where I do uh biotech and it has been one of the greatest things that I've ever signed up for so if you guys that is the students that are watching this if you are unsure about joining a program I highly do suggest you at least throw in an application because it definitely will change your life for the better or maybe for the worse so it's up to you um but today I've been uh been gred the honor and the privilege to recognize some exemplary students from our CD computer science Pathways who have participated in competitions over their 2-year CT experience they are also members of the Career and Technical student organization called the business Prof Professionals of America which participates in Regional State and National level competitions

048for various topics such as business admin digital communication design management information systems and programming and so I'd like to recognize and congratulate the following students for their accomplishments so far this year here first and foremost there is Ana Culver who is a first year at kyogo Falls and a CTE Ambassador uh she was able to obtain first place in Discover It visualizer contest uh which is from the Greater Cleveland part partnership so these students uh comp competed against other schools by creating a visual representation of informational Information Technology rules and functional areas as well as in as the demand for IT jobs in northeastern Ohio so fantastic job [Applause] Ana but that isn't all uh CSP students also participated in Capture the Flag cyber security challenge which was sponsored by gcp and Baldwin Wallace University

049so this is where students competed in teams among 38 different schools in a two hour cyber security competition which included cracking passwords encryption and decrypt deson programming networking operating systems as well as steganography I definitely butchered that last word but uh we're moving on from that close enough there we go uh so one of our teams won first place which was our second year CTE students uh so first there is Ryan Grant who's a senior at Stow he's a president of our local BPA chapter as well as a CTE ambassador following this there is Charlie Clemens also a senior at sto she is a the BPA vice president as well as a CTE Ambassador Aiden sigfreed who is a senior at sto uh who is our BPA historian as well as Katherine Benson who is

050a senior at Hudson and is the BPA secretary and CTE Ambassador so wonderful job you guys and yet we're still not done you have more uh next I would like to congratulate the following seconde students for placing in individual competitions at the BPA Regional level so there are some overlaps here just because our CT program is that amazing uh so first there is Katie Benson from Hudson who won first place in computer programming Concepts first place in Information Technology Concepts and first place in digital design and communication uh [Applause] next there is trik hulik from Stow he won second place in Information Technology Concepts and fourth place in computer programming Concepts uh Connor Merck from Stow he won second place in financial math and Analysis Concepts third place in meeting and event planning Concepts fourth

051place in administrative support Concepts sixth place computer in computer programming con Concepts and he is all he's also one of our in-house it techn technology workers at sto monf Falls High [Applause] School Ryan Beringer from Stow he won first place at parliamentary procedure Concepts fourth place in Information Technology Concepts sixth place in device configuration and troubleshooting and is a CT Ambassador saki covert uh from kyoga Falls won second place in fundamentals of web [Applause] design that's all for individuals however there's still more uh from our BPA Regional team competitions we took second place in website design team which was creating a website for a local up andc coming rock band this included Charlie Clemens from stow and Katherine Benson from Hudson and uh Mrs Whitmer is actually supposed to his next part but uh I'm

052I would like to take a moment to brag about these two uh young ladies okay go for it thank you okay so Katie and Charlie today were like I'm not going to tell her you tell her I'm like what tell what are you talking about tell me so they told me that they won the and I had like this is kind of fresh in my mind here so hold on I have to read this forba them here so they just informed me that they have been selected to receive the 2025 NC wit aspirations and Computing High School awards and they will be recognized and celebrated at an award ceremony in April so I just found this out today and they were they weren't going to tell me so I think that's amazing so congratulations all

053right and lastly we took first place computer and we have a oh man we have a first place computer animation team which had the topic of creating a 3D animation mockup of a future Martian City uh this included Warner Carter from Talmage who is a who is our BPA Treasurer Logan Kettler from Stow Jackson Lewis from stow and Christian mahake from Woodridge [Applause] they will be proceeding on to compete at the BPA state level next month uh on March 10th 2025 and we wish them the best of luck lastly I like to again congratulate congratulate each and every single one of you for doing a totally fantastic job and whose hard work and dedication continue to inspire all of us so thank you very much and congratulations once [Applause] more for [Applause] good than thank

055motion move second Dr yes I would like to recommend the Board of Education to approve consent agenda items 8 a through b what call please East Jenkins hi merti hi Shen I jonic hi wind I our next item of business is uh the first reading of a package of policy changes Dr G good evening uh this evening we will be reviewing a new packet of board policies and this will be the first reading for that packet this packet is going to be referred to as packet C in the packet C there are three new policies there are two policies that are being rescinded there is one that requires a technical correction and you can see that there are several policies this evening that have been revised I'm going to uh give an overview of each

056of these policies um so that everyone understands what is exactly in this particular package I will say that these policies are coming forth due to changes in legislation or uh new things that have come out starting with uh policy 01 31.1 this is a technical correction as well as policy 0171 this is to resend um a particular policy uh that is referenced by the bylaw of 01 31.1 around technical Corrections policy 1422.com workplace this policy is being added to include the provisions that come from policy 3122 and 4122 and what happens with policies is a lot of the zero policies and ones are zeros are in regards to bylaws definitions board things and then when you get into policies uh that are in 300 and 400 they are for staff members so certified classified Administration

057college credit plus program policy 2271 is being revised the revision here is in regards to an actual date that has been added to the college credit plus uh this policy will be in effect um February 25th of this year and it provides an option for students or students parent to inform the school of the students intent to participate in the next semester by November 1st the date used to be in the summer and now there is a November 1st date so that is really the Highlight in that the college credit Pro program itself is still the same policy 2340 Phil and other District sponsored trips here this policy is revised to include the overnight accommodation restrictions required by Senate Bill 104 that will be effective uh February 25th this mandate say students of the opposite

058biological sex may not share overnight accommodations this policy has been shared with um principles this policy has also been shared with counselors um and gone over um and as none of the field trips that we have um even uh permit this anyway uh so but this is a revision in the policy participation of community stem school students in extracurricular activities this is for students who do not attend our school but that want to participate in extracurricular activities so there's a revision uh that is there uh 2431 inter Scholastic Athletics this policy is also being revised and this policy is just to make sure that the informational meeting that take place is adding s uh Cardiac Arrest to the actual training that takes place this already happens uh with our uh students families uh that participate

059in there they have to uh attend the mandatory meeting special education uh this policy also is being revised um this policy is to look at the operating standards and written procedures um to fulfill requirements uh School boards May either adopt model policies or develop their own we have model policies that we have in place but this is U more so about what this policy uh is in regards to because the policy 2460 is outlined for OD and we know the Department of Education and Workforce is now there this policy is being rescinded um and then policy 5113 is being revised this is inter District open enrollment and this is to make sure that a student who is not a native student of the district to open enroll uh in the district if the parent is

060an active duty member so any student who has a person um family member or Guardian who is an active duty uh and in station in Ohio they are allowed to open en roll whether they be adjacent or not so this is uh to outline that particular um a re a revision assignment within the district and this is just to really coincide to make sure that the oh Ohio Department of Education work force uh is in that particular policy and the current policies um that are within that will remain intact policy 5131 has some technical Corrections about student transfers uh and this is about athletic eligibility uh and opposing them to do academic transfer uh this is to really look at to see if there are any discipline concerns or things like that uh in the

061students uh background before they are actually transferred 5223 is a Revis this is release time for religious instruction during the school day this policy has come about because of House Bill 8 this policy will take effect in at April 9th 2025 uh this policy uh allows the board to look at the release time for courses in religious instruction to identify the time frame how it's offered during the school day to look at what we call Core uh programs as well as um allow the board to adopt uh if the instructors and volunteers undergo uh background checks many of the things that the board brought up uh during the process of looking at that that is now part of the law and can be put into a policy I can tell you that I have already

062met with um parties who are interested in doing the release time instruction uh we met in November uh at that time our policy had been R uh um taken back and so uh they are aware that this policy is going forth and so another meeting will be set up to uh continue the discussion with uh with them uh in regards to uh the release time currently they are only looking at one particular School uh that they are interested uh in um working with our uh students uh because they will be using a church that is across the street from the school uh to uh have the program policy 5330 is in regards to use of Med uh medications this policy again this one also um because of House Bill 70 uh is effective March 20th

063but there's another part of the policy uh that also uh coincides with House Bill 206 that also takes place uh April 9th 202 so you have like two uh different legislations actually a part of this this is to really look at how uh medications are administered in school uh and to make sure that um we have um a proper way of doing it and who uh is actually administering the medication and it also now has a a provision in there where we can administer over the counter drugs uh to students uh as well student health well-being uh and suicide uh prevention this is a revised policy actually there's a a name change they're using the term well-being uh uh in this policy and it really is to promote the emotional and physical safety of students

064uh and staff and the training requirements that uh come with that in policy 5460 there's a revision to the graduation requirements as you heard there are some industry uh credential seals but there are other seals that students can obtain with their uh diploma and so those additional seals have been added to uh this particular policy 5610 is the removal suspension expulsion and permanent exclusion of students right now a student can be this policy will also take effect April 9th 2025 right now students can be expelled up into 180 days which is a calendar year this policy is part of legislation and where um the superintendent can have a student uh expulsion be extended beyond the 180 day but there are Provisions that have to be in place uh when regards to a licensed um uh

065Team uh to to consult with the superintendent uh and those requirements have to be met in order for the student to uh their expulsion to be ex uh extended beyond that uh calendar year 5755 has been re uh revised this is the parental status of students this policy is revised to reflect uh legislation and federal law uh really to provide accommodations and protect uh pregnancy and parental rights of students meaning that uh we will offer them the same rights uh in regards to if they are pregnant or if they have uh conceived a child uh that we will offer uh opport uh areas uh designated for them to be able to um milk consumption we have to offer that as well policy 57 8.01 is the new parent Bill of Rights which will uh is

066part of House Bill 8 uh this will take effect uh also on April 9th 2025 which requires public schools to adopt uh this policy uh by July 1st so this will go into effect what that looks like um must be spelled out uh by July 20 July 1st and this inact the parent Bill of Rights to include parental notification of student health and well-being and instruction instuctional materials with sexuality content uh the district can establish a process under which the school must resolve written concerns submitted by parents about topics addressed uh in this particular Bill 6151 is just revised for insufficient uh funds and checks that are coming um this is just a re a revision on the number of days um uh for those uh in efficient fs and checks restroom locker room shower

067room and changing rooms policy 7421 this is a new policy it's effective February 25th and this really reflects the provisions that have come out of Senate Bill 104 which require school districts to designate specific facilities for inclusive use by either male biological sex or the female biological sex as I've shared before these policies have been shared uh with our uh um School leaders uh and we have made sure that our bathrooms uh and locker rooms actually uh have the male biological sex or the female biological sex actually outlined um over um so that um everyone understands which uh restroom to use or locker room policy 74 4.01 is video surveillance and electronic monitoring uh this is a policy that includes SM smart sensor monitoring and this is the type of monitoring that is used like

068when you're in the airport and you walk through something uh so this has been included as part of the policy because many school districts are now looking at this type of monitoring as students enter or people enter into um their schools 8142 has been revised for criminal history record check for contracted School services this is a requirement from House Bill 33 for individuals providing contracted School services to enroll in RB if they have a routine interaction with students or regular responsibility for their care and this is a type of training policy 8452 has been revised to make sure that we have ads and call the per res aeds and cardiopulmonary resuscitation uh devices within our schools as well as a plan that goes along with those uh to adopt in the event of emergency policy

0698500 looks at Food Services and this is part of House Bill 8 to provide school lunch for students who are participating in the release time for religious instruction during their lunch period so if students are participating in that uh the district is obligated to U either provide a launch or coordinate with the uh program that is providing the re release time religious instruction to provide a lunch that falls in line with the USDA requirement and that concludes uh packet C uh board policies are there any question yes I have some um 22602 uh I just wanted to bring attention to this one for parents and Guardians to read because this was single gender classes and activities and this was you got 22 60.02 it's been I'm sorry Mr yes board member Shan that one has

070been removed because we don't have that policy as part of our policy that one has been removed that one's gone yes got okay [Music] okay the next was um uh this would be page three of five uh it's probably third paragraph drafting note it says here in the last part of that sentence uh students shall not be able to Avail them him herself of this exemption um it looks like we're trying to replace him and herself with thems um frankly that's not grammatically correct but I'm I'm wondering why we're doing that and why we just can't leave it at him and himself or herself so I have a question on that these are uh have been vetted by legal as well as they have gone through legislative so the template that you have is a

071document that is coming from um not our legal team but legal teams that work with Washington DC so that is the term that they put in there not us um would I be able to get would I be able to get more on that as far I mean I I'm it's not grammatically correct so I kind of question that just to start with so is there a way of having some kind of communication in regards to yes I can contact AR liaison through Neola all right excuse um um on letter e towards the bottom it says maintenance of racial balance and I don't know what a n a n o n g St is so I don't know if that's just I don't understand that word or if that's a misspelling um but it says

072um the district schools and then it looks like there was a the rest of that was um crossed out but what does that mean maintenance of racial balance of district schools it is not one that we have selected to put as part of our policy so that okay we have we've only selected a through D so yeah so I've seen that where like we get this but then you sent something over today where things actually check marked okay all right a and that was an addition remember I said anytime we see um and you don't have it in color but anytime there's an addition it's in green and anytime there's a removal of it it's in pink and the removal of it says a wholesome and educationally sound balance of student populations that was the

073old language okay uh the next was the 52 23 yeah I was very pleased to see that we're back on track as far as the um opportunity for folks to or for for parents to uh have their children take advantage of a religious instruction um my question and again this could we go back to that but on the second page we had options there were two options and it looked like we picked the second one or the second one was chosen um and this one was stating that the school or the district is involved and now too a lot of there's some wording in here where it I'll say board sometimes sometimes it says the district is that is there any reason why it's not one or the other because this one is saying the

074submit to the board an acknowledgement that completed criminal checks background checks da da da da so is is the is the board overseeing this the board can because the board is approving the policy the board can approve for us to have the criminal record checked uh will be no cost to the board that means that we won't take any responsibility of that but we are requiring that the um part partner that we have actually provide criminal backr ground checks of the people that will be working with the students so that's why that one is checked the first no I do yeah I do see where it was the second option where the first option just said that the organization just had to make you aware that they did criminal checks so again how was that

075or why was that Chosen and are we getting into potential um a a potential issue as far as how House Bill 8 is written that you know the school may not have anything to say about that and it's up to the responsibility of the organization to background check their people yes that's what we're we're saying we want the the partner to background check their people not us but they can provide us the information of who will be working with our students making sure that they have a criminal background check which is what we require for people in our district when working with our kids so is this independently by each district as far as because the first one says all we got to tell you is that we're background checking our teachers the second one

076says you have to show us that you're background checking our teachers so who who makes that and in seeing we're picking the second one but what's to say that house bill 8 on a state level says it's not the school's responsibility to uh make the organization that's not what house bill 8 says House Bill 8 leaves that up to the school district and so the discussion has been from the board that they wanted to see background checks so that's why the first one has been selected it says criminal background check documentation must be provided to the board upon request so there are two options for us to select that is the one that was selected okay so the so house bot's giving us this and then the individual District can pick correct okay all right

077[Music] um it went into you know a lot of details as far as credits and that and there's always been the question I've gotten a lot um when uh you know why do some students have two study halls and how does that affect the uh where some students are getting out at 11:30 or 12:30 um when this you know school goes until 2:30 um and I never have really have an answer for that you know as far as you know graduation requirements um so I don't know what to I said I don't know what to answer I mean if if if kids are able to get things done that quickly um and this again this maybe way off topic but you know why couldn't they graduate in three years you know so instead of having

078you know get out of school half a day and having two study halls and things like that so I I don't know if that's something that can be easily answered right now but it's something that I get asked okay that's not something I can probably answer because that's more on on a student case-by casee basis I don't know why some have two study halls and why some don't okay can I can I play in for quick I just one of the one of the um reasons that I'm aware of and this might not be the only reason but that some of the requirements um that would prohibit a student from graduating early would be such that a English or math class is required in their senior year so they might be done with all of

079their credits except for that one um which I've all of my kids have had um their credits done early so like they had very partial days of of the senior year um but they did have to attend the senior year because there was something only offered as a senior so that that put them that that may not be the only reason that that happens but that's what re I mean again I I'll get this they'll say you know I see at 12:00 there's kids all over the place cars leaving you know why aren't they in school till 2:30 you know and and again I don't know each individual schedules we have CTE there's a lot of things going on but um that's just something that I get asked a lot and I really don't have

080an answer for them but I do understand some courses are four years you have to take them but I've known kids that played college football they leaving sto uh at the semester so I'm thinking what's you know how are they leaving uh a half a year early so that's what kind of me thinking is there something that is um again I don't have an answer to as far as if of course is if you need something for four years how is somebody leaving before that you know so if you don't mind me interrupting Mr she um as a student I think I can talk a little bit more into this boots on the ground yeah all right um but but um as was mentioned beforehand some of our courses are limited to only senior year

081like I know for a fact that uh English and math are two of the ones that are required um but some students uh have the ability to go through CCP to cover those credits as well that's why you'll see some of them graduating like third year um because they've already covered those via CCP and uh as for semester classes there's one like Financial uh literacy which takes up only a semester class and so if they can't get it in during junior year then they have to slot that in during senior year and so they can they have the option to graduate that half year early but uh as for individual like why do they have two um study halls some students take it uh choose to take CCP classes uh asynchronously which means that they

082do it online and so in order to give in order for the school to give them time they usually do this by giving them a study hall to get their work done I know I did this during my sophomore year so I had like two study halls to get my uh CCP psychology and CCP English work done so uh as is as it was mentioned beforehand this is a very much student by student basis but just know for the ones that are asking why are they going out at like 12:30 it's probably because most of the classes that that they are required to graduate happen in the morning and once they're done with that they have no other reason to stay at school so they choose to leave so there's a lot of moving Parts

083oh yeah there's a lot okay okay the other one is 5880 the parents Bill of Rights which I'm understanding this is new right okay um I did like to see this um and there was the first statement that um kind of resonated where the board you know well again this is where now it's saying board of education but Board of Education recognize the parents have a fundamental right to make decisions concerning the upbringing and education and care of their children and promotes parental involvement in the District's Public School System in addition parents have certain rights in the school system to know about the students educational experience specific rights are listed in in the topic area so I like that it do mentioned age appropriate developmentally appropriate um was mentioned in here um you know again

084uh if we go to this second page about one two three four five about the fifth sixth paragraph here it says it starts out it says the board will promptly dot dot dot but then the next paragraph says School District Personnel will directly or not directly encourage and dot dot dot so you know again we're the board at one point School District at another um I don't know the legal legal reason but I'm just saying why is why why is the board there instead of in that phrase the the district where it says the district will promptly notify the student's parent of substantial changes in student services and that because the board will have to adopt a policy if there's a change uh in those type of things and then the school district Personnel actually

085on the ground making sure that it happen so that's why you have a difference in the language there but again I'll encourage parents to read through this and this is of 58 5780 um it does mention here authorization of parents must be obtained by the board prior to providing any type of Health Care Services to the students um I have brought this up I know with with um our superintendent and I I'm going to mention this again um it's you know there's a phrase here the school district Personnel will not discourage or prohibit parental notification of or involvement of decisions affecting a student's mental emotional physical well-being uh I believe I've not gotten the list but that we have some of our counselors that are members of Asa American School counseling Association um I question

086the I I I question their ethics um you can very well find videos of their conventions that blatantly stalk about how they teach teachers how to get around the parents so I don't know how we're going to address this or deal with this uh as far as if we have councelors that are members of Asa because that has been a significant problem where I can't say it's happened n Stow but where you've had this where counselors are going behind parents backs in regards to certain situations and if you have counselors that are members of this organization and that's what they preach I'm concerned to the fact that they may you know what's to keep them from continuing this practice so I don't know how we're going to you know deal with that certainly we don't

087I I I don't expect to have answers right now but that is a concern of mine so let me explain the difference between what you're saying and what this policy is is required you're talking about a professional organization that a person in our district May belong to they may have personally um been part of this where they're paying on their own or the district may be paying for it this policy outlines health care services that are provided by the district so the counselors and I and Mrs Pro are working on a list of all the health care services that we provide in the district so parents can take a look at those Health Care Services uh and decide if they want their students to be involved this is where an opt out form if parents

088don't want their students to be involved in any of these Health Care Services they can then opt out that's why here it's checked at the beginning of the school year the board will provide an annual notice to parents of known Health Care Services required by the district under this particular law so though what you're referring to are two different things you're talking about a professional organization that a person belongs to which has nothing to do with health care services as part of this policy okay no and I appreciate that and again my concern is just they are intertwined um and how we may have a future discussion of how we can because a counselor is maybe involved with the student involved with the parents in these kind of conversations yes but like I said with

089these policies we have met with our school counselors because these policies impact some things about them professionally that they do on a day-to-day basis so they have to understand the law and making sure that we're complying with it okay and just as an an additional point of information um this topic was discussed at our recent um at the wellness committee meeting um and uh Mrs Pro made it very clear that we will be following the law and policy uh absolutely first and then the last part on this one it's uh the last page parents right to inspect instructional materials it says in addition parents have the right to inspect any instructional materials used as part of the educational curriculum for their student um well I'm hoping that if a parent is asking that that they

090will have full access to any of the links any of anything that other than just anything that their child is involved in because I I've I've heard from other districts that a uh the parent may be given the material but any of the of the access codes and the links that the school will not give to them and um so I'm just wanting to make sure that they would have full access to anything the student would be exposed to that takes them away from uh that prom book yes and then this has been part of the curriculum adoption I mean when the when the curriculum adoption just happened in regards to uh Ela parents were uh given the opportunity to review all of the materials that were going to be used within the classroom and

091so as we move through adoption cycles that will still be part of that adoption cycle so that's something that's already in place right and the last uh was policy 7421 which dealt with the restrooms locker rooms shower rooms changing rooms um it talks about biological sex means the biological indication of a male female including the chromosomes naturally appearing sex hormones going non ambiguous internal external genitalia present at birth so I'm glad for that Clarity um it also mentions here again I encourage parents to look at 7421 multi occupational facilities which means a locker room change room or shower room um and this term does not include family facilities which is on here as well but again to kind of read that document because this one is also new correct yes and that the violations of

092such that if anyone from uh the opposite biological sex is U found in these uh they are subject to the student code of conduct and an employee is subject to termination of employment so I did like to see I I I'd like to see that that this was included in added as well um I don't know where to do this but when I was looking at the um numbers I I noticed a policy and I sent this over to you today um of where well who who M who's made up of the committee that's doing this or who who does who's doing this with the Neola is is this is this the policy committee is this so the policy committee I do review the policies there but the work that happens on the policy is

093within the district so I may be contacting athletic department I may be talking to uh principals I may be talking with teachers it just depends on what the policy is about and who it impacts so it's not a regularly scheduled meeting no okay okay because what I mentioned to you here was um you know based on what our president has said uh and in the repeal of the eii you know we have policy number 22607 that um whether it be a policy meeting or um what you were speaking of here um at what point can we start to have that discussion um you know based again on what our president is saying these need to be removed from so our school uh later in the agenda we will be talking about Federal legislation and we

096lunch break I'm just curious if you know I I don't know if you can give us um a quick synapsis of where the cell phone policy discussion is at this point so we had to put it push it back a month we were supposed to uh have some of the data but we pushed it back a month uh the principles will be um Gathering that information from parents uh students um and uh we will be compiling that and we should have something by April to make a recommendation to the board but with all of these new legis ative and policies we just had to push that so it's possible where right now it says X it's checked during students lunch break and then um D between classes these these could once the policy comes out

097not apply could not apply we may not allow the cell phones at all right but right now that's where we are at the high school they have them uh at lunch and they have them U during class um page three five about the the main the main paragraph there it talks about using a PCD to capture record or transmit audio or pictures videos or individual without proper consent my question here isn't Ohio a one party consent state that we don't have to that person doesn't have to say that that you're being recorded So I I need I mean that I would like to get some clarity on that because I think it is if uh I will have to check on that one okay um yeah because it says using a PC individuals without proper

098consent is considering an invasion of privacy and not permitted and again I think Ohio is a onep party consent state so if you can get some clarity on that um you're you're asking about if a student should have the ability to record another student without their consent yeah that's why I'm just saying I'm getting yeah I'm getting just Clarity can that it's my understanding Ohio is a one party that that I don't have to say I'm recording you okay um page four of five um let's see students uh it says students shall have no students shall have no exception of confidentiality with respect to their pcds while in school is this kind of saying that teachers and admins can take their cell phone without giving them a reason more and more so about their um

099devices that we provide for them like their Chromebooks and things like that that's more so what that's in line with now I guess with that would there be anything of of a confidential nature on a Chromebook they could be there could be yeah so should there be it should not be okay so yeah so is the kid could have done something to get around our firewall so you just bring up something with that is yes is there monthly quarterly check on how do how do we know how do we know what a kid's got on his Chromebook we have a way of seeing how what kids are logging into and if there is a flag of certain words we have a system that will send that to us uh to let us know that you

100know something may be of danger or anything like that because you just had a bunch of these kids up here that yes I know are going to know yes I know you know um so so again going back to that question do we do is it just an alert that we're looking for or is there something proactively that we can do to hey we're taking your Chromebooks we're going to check them out over the weekend and then I mean Our IT department can monitor what is happening on our Chromebooks and be able to tell us those type of things which brings me to yeah to another very scary subject here which was uh 5550 um AI in regards to and this one was uh student conduct um I don't envy teachers um I know how

101I use Ai and I don't envy teachers having to figure that out because this one does talk about academic honesty um is is there are teachers getting any kind of training or any kind of like so there is professional development that is going on around AI uh and we are using those individuals um who have actually tried some things in their classroom uh in regards to AI to help us develop administrative guidelines around this particular policy so our focus is really to teach the kids to use AI responsibly that that has been the focus for uh us at this time all right uh 5780 um again these this more gram uh grammatically here um now in this about let's see 1 2 3 4 five fifth sentence down it starts out with Sensei student so

102I see where uh towards the latter part of that sentence it says uh the hit he the her or he was changed to students all right that makes sense but then later in in the sentence you see his or her and they change to their again that's grammatically wrong so we had students at one point and then there at another point so again just some clarity on either we're using student which student would be I think grammatically correct there is not gram grammatically correct um parents okay I think I asked this earlier where it says parents right to inspect instructional materials again that they have they're going to be uh open to being able to instruct materials and have access to any kind kind of codes passwords or whatever they're going to need to look

103at that material and then the last part of that it talks about um the superintendent shall cons consolation the the procedure shall address reasonable notification of parents and their rights to review these materials um I guess what is that timeline it says reasonable notification is that a couple of days or is that what does that mean where it says reasonable notification to parents and students of their rights to review these materials I mean I think it just really depends on what they're asking for if it's something that we have readily available they but if they're asking for like 50 different things at one time that's going to take us some time to actually put together and make sure that we can provide that for them but if they're just asking for basic curriculum like some

104people asked for us to review some curriculum it only takes us a couple of days to together okay um 7530 again it was more of these grammatical things uh page three of five we have there again taking away his his and her um that's in there a couple of times and but then we go down where it's got employee this is under employees responsibilities it's the word employees and instead of his or her so again there's some inconsistency there um again an English teacher can challenge me but everything that I've Le read that using there in this sentence is not correct it should his and her is the correct way to State um kind of my uh radar goes up you know are we you know again the president has said there are two genders

105his and hers male and female so I didn't know if that had something to do with that or if they're trying to simplify or change it but um again I would like to get some clarity on that because there is incorrect and then on page four or five same thing um it looks like it changed to employees which that's fine um but again there seems to be some inconsistency so is the is a her and there on that one there are some yeah there's some where it's employees some where it says on that 70 75 7 7530 um on [Music] 8310 this the first sense of board of education respons for maintaining public records of the district and to make such records available to the residents is there a suggestion because I have had folks

106ask me they can't find it or see where they can um ask for information uh either either is there a way of making it more obvious and also maybe even a short um explanation of how to do it you know if they want to make a public records request or they are asking for some information yeah I just I just excuse me I just updated a uh short one page for all of our buildings to have posted so I could post that on the website as well okay and then yeah on the two of three uh last sentence in that last paragraph there it is it says there which we've crossed out his and her um and page three of three one two 3 four five fifth s same thing we got there again um

107now something I I have asked this before and it is in this policy here it says a school district records commission shall be established consisting of the board president uh Treasurer superintendent um then it goes on but it says the commission shall meet at least once every 12 months did we meet in 2024 or 2023 I guess 2023 yes 2024 no okay now we're supposed to so what are are we are we not following the rules is that we need to or what what it says we're supposed to do it annually uh it does that yes uh we will be we'll make sure we have 2025 and following it every single year there now are we able to do can we go back and do an amended one or something that we have that that

109the year and just to sort of refresh everyone um and bring our new board member up to date on what we had discussed previously as a board uh we talked about establishing a board protocol um and uh the reboot of the facilities committee being important as well as a thorough policy review um looking at policy curriculum discipline and safety issues um as well as consideration of potentially reserving one seat on the board for a Monroe Falls resident uh those were all things that we had identified um that line up with our missions on curriculum continuous Improvement uh infrastructure uh Wellness well-being um all of those things but I also wanted to open that up to see if there were any particular priorities uh that our new member would like to add to that list I

110just I think the priority should be to move forward um as far as um looking at ways that we can improve our facilities um I really think that that needs to be a priority especially after having tours of some of these facilities in the the maintenance issues that uh have come about I mean that that really is number one thank you uh next any committee updates that anyone wanted to share very brief on policy since we just covered all of it but the policy committee did meet and go through all of these policies um in depth and just a reminder to anyone that's listening these are polic that came down as a result of State legislation they're not anything that uh the school has put in place it's s SP 104 House Bill 8 House

111Bill 206 Senate Bill 208 and House Bill 432 for the most part cover our packets B and C and um the language comes from Neola which is our uh policy partner that you know everything goes through their legal department make sure they work with five different legal departments and then comes to us and then Dr G um as she stated we um from there once the policies are put in place that's when it's intera um it goes through um the word administrative guidelines are created by the district and then put in place um through each department so that's just kind of the process but that's we spent an awful lot of time dealing with all of these policies so here they are for everyone we also had a wellness committee meeting we uh reviewed a

112little bit about some of the legislation and policy changes uh but primarily uh took a a dive into the district crisis response protocol because that has been very unfortunately relevant Rec something um what where which section was going to be the one when I was talking about policy through 60 you said we were going to talk about that that that would be next that would be C that's C leg okay as as far any further committees first yeah safety um we had we haven't had a meeting I think we have one coming up but something that was talked about there and seems to have raised its ugly head again is the issue of fighting um I don't know whether it's a meeting with Felicia the Mr was if there was no safety committee meeting then

113that's yeah and that's what we were talking about and it's still an issue so I'm just telling you it's still an issue okay so I I I'm I'm just putting it out there I don't know what the next step is as far as dealing with that so okay any other let's move on to item C legislative update did you have some information to start us out with so there are two pieces of legislation that I um would like to talk about um tonight and I've sought um legal counsel on this um as well as there are some boards that I sit on um to bring the information on tonight first I want to start with um the immigration uh protocol um Immigration and Customs and enforcement which is known as ice um our staff has

114been uh concerned in regards to um the legislation that um of the things that have come down uh therefore um I wanted to bring to light that there is a board policy in place that um talks about interrogation of students and that is board policy 5540 so we've always had that in place in which law enfor ments can um contact a student or talk to a student um during school hours investigate any violations uh in regards to the law um and anytime law enforcement or any authorities wish to interview a District student at our school or investigate um anything they must contact the building administrator uh to the nature of what that investigation is and so as part of our protocol that has been put in place um for us is that for um if

115an ice agent was to come to our school staff members uh wouldn't process them as school visitors they would ask for their official uh information um and which would include their identification um the supervisor would then or the administrator at the building would contact the superintendent's office we will then be in contact with our legal as well as um our director of operations in regards to um contacting uh our local law enforcement um the superintendent will review this documentation again in connection with the uh legal uh councel to look at subpoenas search warrants and anything uh regarding arrest warrants we have asked for our staff to make sure that they are complying uh with this policy um and to follow these instruction and there are six steps that we have outlined uh for our building

116administrators and that is for the um immigration protocol this uh information was also shared with parents uh on this weekend that is in regards to um immigration and custom enforcement are there any questions on that in regards to um Dei president Trump issued an executive order on January 20th of 2025 which terminated Dei programs in the federal government the order did not impact Dei programs outside of the federal government then on January 29th 20125 president Trump issued a separate executive order beginning a 90day review of indoctrination in K12 schools this Define included issues surrounding instruction and a new term for us which is called discriminatory Equity ideology discriminatory Equity ideology is defined as an ideology that treats individuals as members of a preferred or disfavored group rather than as individuals and minimizes agency Merit and

117capability in favor of immoral generalization as part of the review the secretaries of Education defense and health and human services are to provide the president with a plan for eliminating Federal funding to K12 schools that teach discriminatory Equity ideology there is no action that is required at this time for schools to comply with either of these executive orders the first uh again uh does not apply to K12 schools which was the first executive order which was around federal government and the second orders only uh that's federal agencies will conduct a review and come up with a plan until we have more guidance on that plan and what the parameters might be expected to be put in place and to comply with there is no action for us to take at this time however to be

118proactive in this measure our district must examine strategic plan Mission n which encompasses diversity Equity inclusion this was board adopted until 2026 under that particular Mission there are several strategies that go along in order um to uh accomplish what has been outline in diversity Equity inclusion and based on the definition is given go beyond what that definition is and so those strategies will have to be looked at looking at District policies that include the words diversity equity and inclusion there are 17 policies that include that so those policies will have to be reviewed and then the board will have to decide in regards to those policies in review of curriculum this is to make sure that our staff utilize board adopted curriculum as these processes are research based they have been approved by the state

119the board has adopted them and they have been reviewed by parents as part of the adoption process so if we are looking at um curriculum making sure that it is board adopted because there is a vetting process for that the next one is to review the budget to review what was supported by diversity Equity inclusion as defined by the discriminatory Equity ideology that has been defined there based on the new definition and the information from the new Administration as a member of the Ohio Association of federal programs I sit as a board member and the incoming president so I will be uh privy to information that is coming down in regards to any federal programs and the monies that are tied to that which would include our Title One title two title three title four

120which also outlines idea so to be proactive those are the steps that I have outlined for us to uh start to take a look at um and until we find out exactly what is coming from the state uh in regards to um plans for how this looks this is not going to be an easy task of what people need to understand because based on this definition this definition is not the definition that currently goes with diversity Equity inclusion but pulls out a certain section of it and so we will have to figure out how that section is looking in STO maral Falls what what does that look like you you said as far as this process is this is this the policy committee is this a separate committee is this board members is this community

121members what what is this going to look like I don't know what this is going to look like because as the as the plan comes from uh our state that's why they are taking a deep look at this because this looks differently in K12 schools as opposed to higher education where I can just have a a class or something that just talks about diversity Equity inclusion um dep depending on how people are defining that uh is going to look very different and so that's why I've outlined we have to take a look at our strategic plan because some of those goals and strategies do not align to what that definition is saying uh there when we talk about our curriculum we've already we already have a process in place that helps us to vet um

122what what they've outlined here where parents can actually look at that um when we start to look at District policies there is more than one policy that is about the those diversity Equity it's more than just one anti-racism I know that's one that you selected but there's 17 other policies that fall into that so I don't know if all of those policies are going to come off or maybe some of those policies are going to come off based on what the state has outlined and then to really look at um when we've spent money or federal dollars on diversity equity and inclusion was it just title two money was it title one we will have to really take a look at that so as far as that's concerned that's going to involve a lot of

123people that are in the the district I mean we have a Dei committee we have committed to uh Equity Champions uh they are paid a stien that goes into uh some contract uh pieces as far as that is concerned so there are a lot of moving parts that are happening uh with this will I be on your short list as far as being notified of of this is progressing and and being involved in these conversations I will gladly have to be involved in these conversations and will this entail and involve uh seal castle and savis as far as in the curriculum and how those are intertwined with Dei right now Mr Shen it could be a plethora of a lot of things I'm not really sure is that everything yes okay I didn't want you

124off if there was more because there is a lot uh moving right now um our next item is an update from our student representative wonderful uh I'm going to keep this uh short and sweet possible um so there isn't much to report but uh from what there is it has been fantastic um so while the weather is absolutely horrendous from day to day shifting you know how it is one day we have 50 degrees the next day we have like 20 but uh as it has been our school has been still a joy to go to um every day and uh this month in particular is CTE month Career and Technical education and as I mentioned beforehand during today's um meeting if you are still on the fence about joining a CTE program I do

125suggest giving it a shot just because from personal experience as well as from the friends that I've met you truly do meet a new a new family that you will come to love and adore like your very own and uh I know a couple of friends who have thought that this field was the right uh field for them and then completely switch when they knew what they were getting ahead into so just to save on on hundreds of even if thousands of dollars in college I do recommend maybe taking like 20 minutes to fill out the form even if you do get accepted great job and uh go into it go into it with an open mind and I'm sure you will make not only plenty of friends but also plenty of memories that will

126come to serve you well in the following years um in regards to some side projects that I'm working on before I unfortunately have to step down in the coming months um I know I mentioned that I would be doing a U Focus Group that happened like very on early uh in the 2024 year unfortunately family circumstances did come up but I am planning on uh going back into that and giving you all some more data in regards to the new policies that are coming up and uh what the students think of it um as well as some additional side projects that I don't have fully flushed out right now but um I'm working with Mrs Murray to solidify so that is all for now but I will keep you all updated on things that are

127happening in the school thank you thank you very much any questions s okay our next discussion item is an update on facilities planning Dr good on February um 4th we had a facilities planning meeting and it was a opportunity for us to hit the reset button uh it was an opportunity for uh committee members to come together uh to really uh hear their feedback uh around um some questions and the questions were what are the current impressions of our facilities uh what were some concerns they had that were currently not uh highlighted in the current plan uh in order for this new plan to be successful we must we left an open-ended um for them to uh share with us and then what areas of expertise uh could they contribute uh to the committee um

128like if they were Finance people if they were marketing people those type of things so those were the four questions uh we divided our groups up uh the one group stayed uh and we talked through the questions as the other group actually toured the facility uh and got an indepth look into uh our facility our next meeting is going to be March 4th and it will be held at Riverview um and we will um continue to uh look at uh a possible facilities plan thank you and we uh need to discuss among ourselves the board um who will be planning to uh sit in on these meetings um as the facilities moves forward um I Know M Mor um your expertise is is incredibly valuable um and although there are several of us on the

129board who have sat at these meetings I think including you would be essential um as long as you're willing to serve thank you yes I appreciate that yeah and then the question from there is uh which of the others of us um should be our second board member in the room um we kind of let Dr G make a snap judgment for last week's meeting um and I attended uh but um I wanted to make sure that we are all on the same page about who that uh Second board member should be would rotating would rotating be a possibility yeah I think that would be a possibility the Lo a little bit you know share the responsibility in Opportunity who would like to be a part of that rotation I know I would and both

130of you okay great Mr Sheen no okay I these other priorities I'm going to spend my time with sure okay then we will rotate um let's just do it president vice president M Jenkins and so forth okay great thank you our next conversation uh is regarding business cards umina did you want to talk a little bit about why you had suggested that we have business cards for the board um I I think I've heard uh several discussions about trying to increase our communication with the community um and I think that board members should be able to pass out contact information for people that have additional questions about all of the various programs um what we're doing with the um facilities what we're doing with the curriculum all these changes that are coming up uh based

131on new legislation and I just think it's very important it to be able to go to a meeting and hand people your contact information and and have also maybe the website on there and other information just so that you can hand it right to them and they have that available so um I I just think it's another tool for us to uh share what's going on with people and you can't always in that moment talk in detail about what's going on but just give them an opportunity to contact you and get further information I feel like that makes a lot of sense in terms of the cost um it would be $36 for 250 cards or $40 for 500 um I was actually thinking if we do the cards that we do one card that

132each of us can then you know add personal contact information to I feel like that would be the most cost-efficient way to do board cards um what does everybody else think I makes think that makes sense if we did move forward with cards to have a generic card that way board m s out useful so I do like the idea of additional communication it seems like every meeting I'm in whether it's related to school or something else um the topic of better communication comes up um how do we get our message out comes up you know the lack of a newspaper is a problem you know it's just so just you know having it one additional way it's not something of so um I already have business card so I wouldn't be interested in taking

133on that additional expense for myself to have business card um I think the contact information is a good idea but I'm not sure a physical card is the way to do it in 2025 there's a couple apps that you can put your information on people can scan it they can get your information that way but also with the changing of the board I think of even a standard card what did that look like that's part of why I was thinking one card for everyone's use um so would you be willing to do a little bit of research into the virtual contact cards and bring that back to us at our next discussion meeting uh the first meeting of March sure okay okay um our next discussion item uh is the board Leadership Institute uh that

134is a training specifically for school boards put on by the Ohio School Board Association uh just wanted to get an idea if anybody on the board um might be interested in attending that it is at the beginning of May so 2 days of training $375 for the registration fee per person um just wanted to get a sense of if we're interested in sending someone I've attended and I found it extremely useful however I don't think I'll be able to that's the same situation I'm in it was incredibly helpful when I went but it's definitely not going to work into my schedule this year year uh mine as well I would not be able to attend I would be interested I'm new and I I'd like to know more about uh the whole entire process so

135I I think that for me it would be beneficial yeah the the professional development piece when I attended was really crucial um you also have the chance then to come back and you know again at another discussion time kind of share with the board any um anything that you've learned or any suggestions you may have as a result of the training those dates don't work for me I'm so I wouldn't be able to do that okay I'll definitely share when you come back okay our next item um is the board protocol uh I was um as I had mentioned before uh our trainer from osba suggested that we put into writing some of our procedures and our expectations for ourselves as a board uh so I have drafted our existing procedures uh into a draft

136protocol I we can either um given the fact that it is almost quarter after 9: uh we can either dig into that tonight or we can put that off and postpone that until the first meeting in March and put that back on as a discussion item for us to kind of go through piece by piece if there's any uh changes that every each board member would like to suggest I would suggest that we take some time and look at that in March I'm seeing ning TS okay we will postpone that discussion then um you all have that beginning draft to look at uh I really hope that when we do the discussion that we are able to take our time and really dig into it um our last discussion item is uh setting a date

137for another board Workshop um I think we were thinking maybe March or so our last we did one in August we did one in November uh so I'm hoping that we can all pull out our calendars and uh come up with potential date or dates I'm thinking maybe sometime between our two meetings in March I know for myself I'm not available March most of March April and probably half of May U but would this be through the osba um we would have to discuss kind of how we how we it also depend on who is also doing the workshop um certainly the discussion of what we want on the agenda and how we want to run that Workshop is something that we will all want to consider um and maybe uh finalize sometime in our

138next couple of meetings so is there a time in the first two weeks of March that could potentially work sense4 our meeting is the thirdd and and I could do the the 17th okay so maybe Monday the 10th what would that look like for others oh that's a very very busy time March April May for me so there would not be a time that would be that would make sense outside of me outside of the uh my commitment to the board as far as our two monthly meeting so there's not a single date that will work okay the rest of you what's what's the entail like how long is it I mean is it just like an extra meeting or it's an extra meeting for us to do some training together or talk about subjects

139that we really uh need to dig into in terms of board procedure best practices that kind of thing so a couple of hours how long were our previous ones maybe two hours I think we didn't exceed three okay um just for background I think we did the first one we did was with osba and the second one was with the Summit County ESC um so it's just kind of helping no no the ESC was during a meeting they've all been with osba first one was with legal in osba and the second one was just osba okay but then we had a third we had Summit County ESC during a meeting okay got it yeah okay yeah just kind of best practices does it need to be a separate day is there any way that we

143are increasing from lgbtqia youth they're scared and I understand why they are um as these policies continue to be handed down from the state and federal government I just really encourage you all to continue to be mindful and thorough as you implement these policies um parents certainly have rights students have right too um regarding the executive orders um I thank you for being mindful about these and implementing these um you know regardless of what the President says lgbtqia people exist trans people exist they will continue to exist and they're in this district and they're being impacted by these policies um it's not just about race accessibility is part of these policies too also mentioned in these executive orders that's something that really I think needs to be considered as well um this has really widespread

145to address the board about the harmful House Bill 8 that has been adopted by all public schools that has to be adopted by all public schools by July 1st of this year the state tried to pass this bill a couple years ago as House Bill 626 also known as the don't say gay Bill House Bill 8 requires the school district to notify parents and in some cases CPS if their child identifies as a gender that does not align with their biological sex which is a major waste of time money and resources it also restricts teaching sexuality content consisting of sexual Concepts or gender ideology which I assure you is not being taught in schools anyway why is our state more focused on someone's gender and how they identify instead of actively helping students especially underserved

146population get the education they need parents are also allowed to be part of the curriculum which has never happened if teachers are not trained in policy and are required to have a if teachers are not trained in policy and are required to have a master's at least um why are we asking parents to change and rewrite career this scares me about the future of America's education system there are trained Professionals for this reason this also does not just affect teachers this affects the Mental Health and Social Service field as well is my duty as a counselor as a counselor in training to do no harm but all I can see coming from this bill is harm this bill will cause forced outing which is forcing those who are not comfortable yet sharing that they are

148problems are of this community and where our money's been going during that process I found out that the check registers that have been post posted in our agenda are inaccurate in October of 2024 when I checked that check registry I was quite surprised to find out the bottom total on that was $24 million That was supposed to have been spent in October of 2024 after a great deal of looking checking I found out that there are three months three years of Octobers in there so there's October 2022 October 2023 and October of 2024 that's what gets me to the $24 million line I also found out that in the going back trying to verify the difference in the years and the expenditures whether the expenditures for 2024 and 2023 and 2022 were in alignment or

150guys have a tough job to do in this day and age I'm from way back when you know times and what you guys are facing is really really difficult and I want to appraise you guys you don't get enough praise as it is you do a fantastic job and I know you're doing it in the best interest of the students who go I found this presentation tonight was exceptional on the CTE I am so amazed I wish I had that when I was in high school what a fantastic program wonderful you guys are churning out some really great students and some fantastic programs I love it so I just want to give you guys praise you definitely deserve it but there is one thing I want to bring up and I'm concerned about is that

151sometimes on Facebook there are comments made about certain people on the board and I I just think that's so disruptive in fact one of your members had to leave due to the stress which I think is unforgivable that a person should be in that you're here for the kids and I know that you're here for the kids and you're doing your best that you can so I praise you for that it's just unfortunate some people in this community thought it's okay to attack people so but anyhow thank you very much wonderful program tonight though a bit long but good notes here all right so good evening again uh Patrick Crawford um I just wanted to take a moment to come up and thank you all for your consideration um it's been a a delight for

152me to represent my my neighbors and friends for the past uh almost three years now as uh on the Parkson Recreation board um I did want to just again mention as as you had mentioned earlier earlier you know we are three years into um our 10-year master plan and uh I'm excited to continue because I I certainly didn't want to leave the game after the first quarter basically um so I'm very excited and grateful for your recommendation uh obviously there's still one more hurdle I had to be confirmed by the Stow city council and a couple of thoughts I had uh since we mentioned we talked a little bit earlier about um trying to have some sort of a dialogue between the school board and the Parks Board appointed or the school board appointed Parks

153Board representative um after that pending confirmation assuming that they do confirm me um I I'll reach out to you all probably just through the board email and just try to establish a dialogue and some ideas I had were that I could potentially share our meeting agendas with you just so you have a chance to look at them and see what we're going to talk about sometimes they're pretty non-descript but I could share those with you and um although obviously a very robust agendas already and a lot of business items to consider um potentially we could maybe I could I could attend like a semiannual work session or something that you have just give you a quick update on the uh projects that the parks recreation board's working on so thanks again I just wanted to

154share some of those ideas with you and let you all reach out after confirmation assuming that that that does occur so thanks good evening I'm Carrie orus I've been a Stow resident um and proud supporter of the Stow public school since 1985 and um as a retired professional clinical counselor I want to stand up for the counseling profession tonight and uh you know uh my colleagues who are school counselors I was a professional counselor in private practice but school counselors do an amazing job to work with young people we have stopped so many uh Teenage suicides that people don't have any idea how many we've stopped and we work with teens who are depressed and anxious and so to disparage the work the hard work the counselors do is really uncalled for um I would

155encourage board members concerned about a school counselors to attend a School counseling conference I've attended many and there are many wonderful um programs being discussed there and you would see the the kind-hearted and uh wonderful programs that uh counselors are working on and and giving to the community every day um I want to say I'm in favor of Dei programs I don't care what you call it you can call it whatever you want but a program that like lifts everybody up in the community is a good program now some people want to live in a small world and they want to have a small heart uh but that's not what the that's not that's not what a lot of us in the community want we want a community where everyone has a chance and successful

156people learn from a variety of voice voices we learn from people of all different kinds of of races and genders and occupations and um successful people um learn to interact and work with a wide variety of people and um I would encourage the district as you're working to continue to create successful people that we continue in the um uh in these kind of initiatives call it what you will but we need to um do these things um I also want to thank the board administrators and the staff for all the wonderful work you do with the children to create successful people um today and in the future so thank you I'm not seeing any further comments okay this is the time where I will entertain a motion to so moved second roll call East Jenkins
