002so I ask that um you um come to the podium in the Ann in the order that I call your name our first speak speaker is Gina Johnson our second speaker is Shan aaji I think I've said it right before but I'll get better stie Roberts so Gina come on down hello my name I'm the mother of an eighth grade student as well as the PTSA president at OK okasa College Prep in Aliso vijo on the Aliso Nigel High School campus thank you again for the opportunity to speak this evening prior to our move from Cen Juan to Aliso vijo we were informed that the board had granted us use of many of the facilities at Aliso Niguel High School one of them being 4% of the cafeteria we were all very very excited especially

003our children we were then told that that promise was unable to be fulfilled and we'd be provided a food service cart that can keep hot foods hot and cold foods and drinks cold unfortunately the food Sur cart we were provided is literally a push cart that would be used in a classroom and it lacks the proper refrigeration and heating capabilities I can't see how serving items from a cart with no Refrigeration or heat will keep our children's meals at a safe and appropriate temperature to pre prevent them from becoming ill also there were no trays to serve the pizza yesterday after the children stand outside in the heat to get their food from the push cart they must then sit outside in the heat there is some shade but it's still extremely hot outside and

004there are no water stations or refilling stations in our area or near us for our students to refill their bottles as needed throughout the day it's so important to Prior prioritize the health and well-being of the students and see how these issues directly impact their safety and comfort in addition the meals listed on the my school menu site weren't the options provided as listed Monday's breakfast had one fruit option instead of two and no milk options instead of two Monday's lunch had one fruit option instead of two no vegetable or condiment options and no drink milk option Tuesday and Wednesday's meal sides and drink options were more of the same and weren't available as listed it's unacceptable and something needs to be done as soon as possible to provide our children with well-rounded meals I

005do have a suggestion please please please allow us to use the 4% of the cafeteria that was promised to us if this promise is unable to be kept an alternative option for Food Service would be to let us utilize one of the Portables near us so that we can safely and properly handle our children's food we'd like to also ask for you to provide additional shaded areas as well as inst install water fountains or refilling stations in our area for the students convenience and safety I thank you so much again for your time to hear our concerns and look forward to a positive outcome in a timely manner thank you our next speaker is stie Roberts s coming in thank you for allowing me the opportunity to speak today um I'm stie Roberts I'm a

006senior at okas college prep and I'm here to discuss what Gina just discussed um I stand before you as a testament to the transformative power of our school's unique and vital educational offering not just in terms of academics but um how it can save life a few years ago I was at a Crossroads I was an academically gifted kid but my world was unraveling I was dealing with a major Mental Health crisis that left me feeling lost hopeless and at times unable to see a future for myself at the time the Refuge I had in academics could no longer Shield me my previous school was not conductive to my academic or psychological growth and would have been detrimental to my health then we found okasa College Prep this school is truly unique and opcp didn't

007just see me as a student it saw me as a human being struggling but with massive potential the staff provided vital understanding and support creating an environment to where mental health was taken as seriously as academic success the teachers counselor and staff all worked together to create a safe space where I could begin to rebuild at this charter school I could take the time I needed to heal without failing or falling behind the curriculum was rigorous but flexible allowing me to work at my own pace and challenging me to push beyond my limits the Arts and Sciences weren't just subjects they were lifelines helping me to express what I couldn't verbalize while exploring the world in ways that reignited my curiosity and passion for learning this school year marked a change where we now share

008a campus with Poli in AEL high but our allocated building space is not enough to meet the growing needs of our students we need more classrooms more resources and more specialized spaces where we can continue to offer unique personalized education that has rad radically impacted my life and the lives of so many others this lack of space is not just an inconvenience it is a barrier to reaching our full educational and transformational potential we have talented students eager to explore their passions but they are often held back by the constraints of both their circumstances and our facilities imagine what we could achieve with access to a larger space one that includes state-of-the-art Labs ensuring more safety and more influential experiments expensive art studios where students can capture vast and as abstract comp Concepts and a

009theater by giving us more building usage on this campus you are not just providing us with space you are providing us more tools to help students like me thank you so much for your time and our final speaker is Shan AJ good evening esteemed members of the board my name is Mrs Shan aju and I am a dedicated teacher at okasa College Prep Public Charter School which serves students in grades 6 through 12 I stand before you tonight to express my deep concerns about the impact that our current facilities are having on the quality quity of Education we provide as well as on the wellness and hygiene of both our students and staff as you may know okasa college prep is collocated with Al liso Niguel high school as we share this space the limitations

010in our facilities are causing significant challenges that hinder the instruction and negatively affect student and staff well-being first and foremost our designated office and classroom Bungalows five buildings in total lack sinks and running water there are no water fountains or F water filling stations within close proximity to our area this not only creates barriers to effective instruction in classes like science labs and cooking class but also poses serious concerns for student hygiene especially after PE classes and during meal service our students require a safe supportive and healthy learning environment and access to water is fundamental to that in addition to these concerns my colleagues and I have discussed during our professional Learning Community sessions the pressing need for additional space to deliver high quality instruction three critical areas are currently impacted one lab instruction we

011lack adequate space to effectively deliver lab-based courses that are essential for our a through G approved science and elective curriculums this limits our students ability to engage in Hands-On experiential learning that is crucial for their academic success two intervention services we need designated space to provide targeted intervention services for students who are struggling academically and socially without this we are unable to offer the individualized support that our students need to thrive third IEP meetings finally we require a permanent space to hold IEP meetings for our special needs students these meetings are vital to our team of Specialists teachers and staff for ensuring that each student receives the appropriate accommodations and support and yet we struggle to find consistent private uh locations to conduct them these issues are not just inconveniences they directly impact the quality

019support those students and I got to go to a few sites and it was a really excellent environment everyone was out in fact I was at kosa and while there was a few crying moments amongst the Kinders and TKS um staff was great at kind of you know rallying to their support and bringing him into the classroom and getting them engaged in fact at kosida every single adult staff member was outside greeting families and greeting kids um out throughout the day as kids were were needing support they could get them to where they need to go everybody was getting getting a good experience and you could feel it at that school so um I'm sure it was the same way at other schools I just didn't get to go to all of them but I

020got to see kosha and deliso and a few others uh as we start the 24 25 school year really our theme for the year is consistency uh we're going to continue to work on the district's goals of increasing our students academic achievement in ela math science um continuing to provide uh opportunities to close uh learning gaps um and and really I say consistency because the district has done a lot of work our teachers have done fabulous work and I've said this before but I'll say it again um when you look at the state dashboard CD students score 47 points above the state standard in ela and 17 points theate we are one of the highest achieving districts in the state of California bar not and we're just going to get higher um and really when

021we talk about increasing these levels of achievement you know our grad profile is pretty clear and we're looking to make sure that when our students leave us after 13 years TK through 12 that they walk out the door prepared to be a continuous learner prepared for what the challenges of the adult world might be for them um even if it's a world that in kindergarten we couldn't have predicted uh in terms of the jobs they'd work into that they're going to be engaged citizens hopefully in our own Community they're going to be inspired leaders they're going to be Innovative um and they're be able to communicate because that's a key feature of working in the adult World um the other thing we're working on this year is we're going to remain committed to building connections

022at school be it world class Athletics world class academics world class Visual and Performing Arts we want all of our students to have something to connect to when they come to school something to engage them and make school a rewarding experience for them and we know it's different for for all the kids so we want to make sure we have all of those different opportunities um available and then of course we're going to continue on communication so last year I held numerous coffee chats and open forums and I will continue to do so this year uh across the district to really strengthen our sense of community share our successes and engage on the current topics and challenges that the district is facing in fact the first one will be Friday September 6th at 8:30 a.m.

023at Malcolm elementary school so we're going to jump right in this year and get started with those coffee chats early um and so I just can't say enough about how excited I am to start this the second year uh when I sat up here one year ago at this time I had a lot to learn about the district I still have a lot to learn about the district but the teachers and the staff here have really helped me um learn it all and they're doing a great job with our students and so we're looking forward to an exceptional of growth um and we're grateful for the opportunity that we get to educate the students of this community uh to become our future leaders and that concludes my report thank you okay trustees uh trustee Jones

024so I also visited a bunch of schools in the days before school started and the first day of school I really wanted to visit some of the schools with the newer principles either new to the district or new to their schools um partly just to show support for those principles but just you know it's it's a new day for everyone so I was at Union High School uh deliso hanky bergus Kenosha and then um ambul on the first day of school and was there for the flag salute I actually was asked to do the salute and I know that at uh ambul they um if it's the week of your birthday you get to uh lead the flag salute so I asked all the kids who have summer birthdays like me to come up and

026year you will love it you will love it here and I'd like to publicly thank and highlight our sanmen high school Ed foundation for their over $138,000 donation for so many things that thanl High School I appreciate their time effort dedication for all our families for all of our families in sanl many high and sacren one down one team okay thank you trusty Davis good evening my message is short I thoroughly enjoyed the last two days visiting all the schools in my area are area 7 um and as the administrators you know when they work throughout the summer they get a lot of work done because they don't have a lot of interruptions but as I think the summer wears on it's like where's the energy with the kiddos you know with the students and

027the joy the smiles the exuberance and all um it was just so exciting to see and if you check out our Instagram very soon they're going to be publishing photos that we as we visited our schools um shared and um when I was at Bathgate Elementary School one teacher had filled the room with colorful balloons and their slogan was Flying high in fifth grade at Bathgate um and the kids were all just you know so excited so wonderful to be back with the students in the class and um there was a lot of recognition this last Thursday and Friday these teachers were back in service um and in touring around I was learning about all the individual Ela scores and math scores um that individual schools had exceeded and you know did better than the

028cusd average and they were having celebrations um and they get all very much excited um and when I was visiting Riley Elementary School um I got a whole tour of this wall about strategies for organizing student thinking and it it almost becomes like a competition because the teachers are anxious to get their kiddos their students up on the board for something that they have accomplished um and in the CGI cognitively guided instruction and all so um especially in elementary school it's so colorful um as they make teaching and learning you know so colorfully exciting for the kids I know it gripped my kids they loveed every year um and so I just wanted to say thank you to all of the teachers that put in so much effort to make it such a welcoming um

029cheerful fun start to the school year uh and um we have some I think announcements tonight on that we're going to be making in regards to attendance um those that are parents in the audience we were really talking to you about trying to increase our students coming to school and we know that when they're in school and they're not tardy to class teachers can get on with um the teaching and not have interruptions and so we gave incentives to teachers to encourage that communication with families and all and I think that's going to be presented tonight I was told um because I have four of the schools that as I toured have nice big gold trophies and huge checks that they were presented so um it all just makes for fun and exciting uh goals

032former teachers though Mrs weisinger and Miss Paige at Bernice Middle School my daughter had weisinger for seventh grade English and eth grade social studies and she made her think critically and work hard she's a great asset to our students as is Miss Paige um the art teacher at Bernice sers my daughter loved having a year-long art class and uh she got named art student of the year so toot toot to my daughter um I know it's only been two days but my freshman is really excited about the JC program I understand that trusty hanich is responsible for bringing that to our campus and I thank you for that our whole family is looking forward to a wonderful school year and I think I'm thankful for everything that Capo provides our next speaker is Candice please

033go ahead hi we had a great back to school experience this week my kids are so excited for their new teachers who are both just wonderful people and amazing Educators our PTA threw a back to school party Monday and the superintendent came to celebrate with our community we also received a very nice voicemail from Dr Brown that evening welcoming families back I feel very grateful to be in such a supportive School District but one of our board members feels the need to overshadow this special time Le Lisa Davis and her friends held a parental empowerment event last week with the tagline join the fight to protect students they were also campaigning in front of our schools yesterday for first day drop off and they are holding a freedom rally at a mega church this weekend

034Lisa there is no battle for good and evil Happening Here the kids are fine their teachers are fine the parents are fine the only one who's not fine is you spreading misinformation fear-mongering and breeding distrust in our schools for your own political gain hopefully the voters are smart enough to see through your theatrics November thank you our next speaker is Amy bter hi Amy please go ahead happy New Year um as with the beginning of any new year I made a list of wishes and this year I would like a year free of the ridiculous notion that we are a district in crisis a year free of religious extremists trying to infiltrate our Public Schools a year free of manufactured crises and fear-mongering however I am looking forward to a year full of continued growth

036Hills and Alisa Niguel high schools for their recognition as 2024 National councils of Excellence two of the only 10 schools in California to earn this distinction the annual Awards recognize middle and high school student council across the country that meet high standards and integrate leadership voice engagement and student service into their programs these student councils have a high level of responsibility as they plan events for their peers and Community they learn invaluable leadership skills including budgeting time management communication and collaboration all of which will help them succeed in college the workplace and the military kudos to these two schools and to all of our high schools for the outstanding student council programs thank you our next speaker is an hi my name is Ann huitt I live in leat and um I I'm here because

037I was hearing this this crazy stuff about how the schools are in crisis and you know I look it up and and our schools are doing great and my kids graduated like you know went through through the schools from kindergarten through High School are at UCLA in Berkeley now are getting straight A's they had such a great Foundation I was really involved in the schools um the PTA and and helping out at the school when they were in the school great teachers great everything I'm just really proud of the school district and it just it's disheartening to hear negative things like that are just not true about um our schools and their excellent programs but both for like you know students like my kids that were able to to move on and do you know

038go to go go to college but also for kids that are disabled or going getting trade trade skills and things like that so I appreciate all of you thank you our next speaker is Nancy Roar Nancy Roar there is a Schoolboard form being hosted by Calvary South OC in a few days with only a few select group of candidates invited I do hope people will not notify the RS as I have done with the form 1399 which I have here because on the IRS website says to be tax exempt under Section 501c3 of the Internal Revenue code a church may not participate in any campaign activity for any political candidates as a former employee of churches for 35 years it really bothers me that they're doing that and to plagiarize an amazing speech I heard

039last night with a couple amendments I'd like to say shutting down the foundations of Education from Heritage Foundation based charter schools to vouchers to Banning books none of that will prepare our kids for the future demonizing our children for being who they are and loving who they love look that doesn't make anyone's life better instead it only makes us small and let me tell you this going small is never the answer going small is the opposite of what we teach kids going small is petty unhealthy and frankly unprofessional thank you our next speaker is Nicole Nicole no uh Shantel boss Nicole is our speaker Nicole sers hello I'm um a new parent here at uh csud I my uh TK student was dropped off this morning at RH Dana and I'm really just here because

041much our next speaker is Shelley welcome hi we have a good school district we have teachers staff and administrators who really care about kids the current board has worked for on improving schools and growing student opportunities thank youi hanich for the ROTC program supporting school choice and a new San CL gym in 2008 a slate of people heavily funded by an outside group took over our district instead of working on issues to improve student outcomes they Grand standed they insulted teachers and our schools they SED dis Division and negativity parents fought back and took back our district we wanted safe schools and our children to receive a good education we wanted our hardworking teachers to be respected and retained right now we need trustees who will work on education and not be sidetracked by culture

042wars an outside group seems to be funding a slate of cusd trustee candidates they seem to be using religion there needs to be transparency it looks like the same 2008 dark money group please don't be manipulated students should be learning reading writing music art history stem Spanish and not our next speaker your time is up our next speaker is Donald there's a handout for you guys on the policy but I'd like to talk my name is Donald valer a San CL resident um board policy 611 school calendar requires Juniors and seniors to be enrolled in five classes per semester board policy 611 was adopted February 8th 1999 and the last revision was May 25th 2011 Califor Department of Education regulation 4646 allows students enrolled in community colle courses to have 180 instructional minutes per day

043for the school district to receive Ada four high school class periods will have 240 instructional minutes to meet regulation requirement specifically my son who has a 4.8 GPA took Spanish at the community college o the Center summer and is currently enrolled in Spanish too at the college he is also taking three AP courses and honor preul time and and I will have your information our next speaker is Shantel hello I'm Shantel Voss live in Lera and my kids my three kids go to Oso Grande elementary school and San Juan Hills High School and actually uh what Dr Brown said today was something that really connected with me he said that he hopes that every student has something to connect to and that has certainly been true for my kids um my son kind of struggled

048gave them very bad advice they said that um would you rather have a dead daughter or a living son given these choices the parents had no idea what to do they were not adequately informed so they went went through the process they got the drugs at 13 they got the um masectomy at 15 now she's a 20-year-old girl who bemon the fact she can never nurse her babies she realizes it was just a pH she was going through and she's very angry at adults not protecting her so thank goodness she has found a bunch of very good lawyers who are going to be coming after the uh doctors and all the people involved that do not protect our children thank you our next speaker is Linda AB 1955 called the safety act is full of

055lot of the mckin vinto um procedural flaws have been fixed over the last 10 months um that leaves available best stops and the application process um available best spots our community is saying that for many years the wait list has been very long at the lasan spot people are waiting the entire school year and then they give up and don't try the next year so we don't even know what the true need is um and then that information gets spread around to other people and so the need is not even on paper of how much Transportation need there is um in the meantime parents are either losing work hours or um paying for private rides we asked people what is the average amount that you're paying for a private ride because you can't use Uber

059enough from Dr Brown that the reason for declining enrollment it's unfortunate that they weren't here when one of the trustees asked if we've ever had parental complaints about our policies and the answer was no they were not successful in gathering signatures for their ballot and I'm thankful for the five trustees that voted to not speaker Linda R Linda good evening as of August 13th the American Society of plastic surgeons is the first major medical organization in the United States to oppose gender affirming surgeries for minors according to the plastic surgeons evidence of surgery's long-term effects is poor giving surgeons little confidence that the benefits outweigh the harm this doctor stated that the issue of gender affirming care has transformed from that of a medical care to a political point of view plastic surgeons are Physicians

062you um I am a parent of a fourth grader newly fourth grader at RH Dana and uh we had a wonderful first day yesterday we have a brand new community garden that's that's being built and it's beautiful and we can't wait for it also grateful for the new roofs so that there is not rain dripping down on our kids during class so thank you for finding the money for that we appreciate that I just just want to Echo uh what Barbara just said and um I just hope that for the next year and as we move forward we can really work together as a community to make sure that the actual needs of people in our community are met and not keep bringing in this conversation about plastic surgeons we don't have plastic surgeons at

068appreciate you being here we want to hear your voice you're very important to us so thank you again for for coming tonight thank you okay Lisa go ahead I would also like to Echo that I appreciate I appreciate the interpreters I appreciate the families that came and shared their concerns and the support that we have to help make sure that all voices are heard thank you thank you okay we are moving on to discussion action items so we are starting with 11a which is food and nutrition services at this time I'd like to recognize Clark Hampton Deputy superintendent education and support service to present the item thank you president castios so this uh item is to provide a brief update on the e real certification that was provided in C unified and it's a hot

069M and a little bit of background on the Food Services Department in general so I'd like to introduce Kristen Hillman director of our nutrition services department thank you good evening board superintendent cabinet and all of you guys thank you for being here um I have our nutrition specialist Shannon illingworth and our eat we coordinator Natalie with us tonight my name is Kristen hman I'm the director of food nutrition services um our department is 200 employee strong we feed students at all of our sites and we are proud of what we do um program Basics so food nutrition services we run both state and federal programs our program is is uh run through USDA national school lunch and School breakfast program as well as California Universal meals program which started about two years ago right after

070the covid epidemic occurred so we get to feed all of our students for free both breakfast and lunch we are funded based on each student meal served that is the only way that we receive funds for our program those funds are reinvested into our program and they are held in cafeteria fund which is fun 13 completely separate from the general fund for this school year we are funded based on a federal reimbursement rate and then a state reimbursement rate that brings those reduced end full paid meals to the full Federal reimbursement so the Stars show the federal reimbursement rates for basic and severe need like I said earlier all meals that we serve that's how we get our money it also depends on the socioeconomic standing of the school that those meals are served at

071California brings our total reimbursement Poll for each meal served and that chart shows the total rates including the federal reimbursement the performance rate standing prop 98 and all the other fun things that happen within our our program so we get both basic and severe need funding for breakfast and we also get our national school lunch program funding Which is less than 60% free and reduced because that's where our district stands we do not have above that 60% threshold so these are our per meal rates that we receive for each meal that we serve to our students Shannon's going to go over nutrition regulations you want to hold the clicker so part of my job as nutrition specialist and a registered dietitian is to make sure that our breakfast and lunch meals are healthy for kids

072they have to comply with Federal Regulations set by the USDA healthy hunger-free kids act it's a mouthful eight it has an abbreviation um so for breakfast we are required to provide whole grains protein fruit and milk we have grades specific specific calorie saturated fat and sodium thresholds and we have to remain under 10% calories from saturated fat we have similar requirements at lunch we provide whole grain Rich grains protein fruits a wide variety of different colored vegetables and milk and we have age appropriate calorie sodium saturated fat regulations all of our menus undergo nutrient analysis by me down to every little packet of catchup it's analyzed um students with allergies and special dietary needs can also participate in our program through accommodations so we're going to show you a video that explains shows some of

073you have seen it um some of our different School sites and how many meals they serve the square footage of their kitchens and just what our program actually looks like for those of you who have not been to a school to see today you're going to go on a tour with us to some of our school sites we have over 55 School sites to show you some of our kitchens serving spaces and students that enjoy our meals the elementary schools get all of their food prepackaged some of it prepackaged from the manufacturer and some of it is assembled and packaged in our Central Kitchen and example would be this salad that the Central Kitchen made with fresh Romain cherry tomatoes and cucumbers that they sliced they would package it in the container and film and

074then it gets sent to the elementary [Music] schools I serve um breakfast and lunch daily for the kids from um TK all the way to fifth grade I'm a small school compared to other schools in District also we have tight quarters in our kitchen the only way we can serve is outside even on a rainy day schedule we have to serve in the library that's a feed in itself to Lug everything back and forth we at the Dana Hills High School kitchen this kitchen Cooks on site they receive food from our distributor our produce company and our Dairy company we just finished our breakfast time um we served around 340 students during breakfast each day um right now we're getting ready for branch and we just got our delivery so we're working with that too

075one of my things that I love working here is just helping every student and then when they leave they leave with a smile I've been here since 2008 and the kids are getting their lunches right now we have a choice between cheeseburgers and grilled cheese sandwiches we also have fresh salad and P and of course their favorite potato TOS there's a chicken drumstick in here with whole grain waffles that were put into this compostable container and then sealed with packaging and then Frozen at our Central Kitchen the food service is a pretty good system and they have the food at the central kitchen and they just bring it all in and then the kids get to enjoy their [Music] meals thank you very much for watching that our hopes are to be able to do

076that for each of our schools so we can showcase exactly what we are able to do and not in all honesty um all right so these are some highlights from last school year we sered over 4 million meals at this school district and in those meals we had over 880,000 almost 81,000 pounds of organic produce there's not a lot of other schools in this area that do serve organic fruits and vegetables as well as some of our proteins um and like I said we have 196 dedicated employees almost 200 we're still filling that with the helps of HR um one of the biggest uh celebration ations of last school year was our eat re certification and that's why I brought Natalie along so she can explain to you a little bit about what eat re

077is and how important that certification is to our district to our program so I'm going to pass the mic to Natalie hi hi I'm Natalie I'm the COO of eal um I'm gonna go a little bit off slide uh we have a vision that every child deserves a healthy delicious future on a livable planet and unfortunately that's not really the trajectory that America is heading in type 2 diabetes obesity ADHD anxiety all of these diseases are on the rise in our kids and they are all coincidentally processed food related diseases 67% of the calories that our kids and our adolescence are consuming are from Ultra processed foods uh the average American kid eats 65 pounds of added sugar a year that's enough to fill a bathtub so what do we do about it and we

078look to the greatest lover for food system change that we have in America and that's our Public School System public schools have more locations it's the largest restaurant chain in America we have more locations than Subway um Starbucks and McDonald's combined they serve seven billion meals a year so we work with uh Food Service Heroes like Kristen and Shannon to certify amazing food service programs like Capon or UniFi um for serving real food so in the fall of 2021 we assessed um oh I'm supposed to switch slides um we assessed uh the meal program here against our 10 standards about 60% children's nutrition related and about 40% planetary stewardship um and over the course of the ensuing uh two school years uh this team did the amazing uh work um the heroic work of getting

079certified so Shannon's going to talk a little bit about what that looks like this one yep so some of our program highlights um we really strove to remove added sugar from our menus that is not a current USDA standard but we wanted to go above that standard so with the assistance of e re they highlighted areas of improvement so we have made changes and removed items from our menu to decrease the amount of added sugar in our kiddos um a big example of this is that you will not see juice at our school sites and we continue the movement by removing other specifically breakfast items that are higher in added sugar um another area we're really proud of is we can put on a map where our produce comes from prior to getting e re

080certified we would reach out to produce Distributors and ask where the Apple came from or the kiwi and we had a hard time getting an answer so with E re's help we have made connections with farmers in California or even local within 150 miles of our district specifically in the fall brick area so we're really proud of this green map that we know where our produce was grown and we've also brought on organic produce as Kristen mentioned we've also made it a goal to be more responsible with the proteins that we put on our menu this also is above USDA standard our milk and yogurt are made from cows not treated with RBST we have started sourcing grass-fed proteins that are even raised on land that um uses regener regenerative practices to be mindful of

081the soil that they are using we're proud to work with Mary's chicken we brought in raw chicken thighs and drumsticks and roasted them in our Central Kitchen and we also have plant-based Entre available on our menus so this would be um a featured meal that we are very proud of um it is a chicken adobo dish that our executive chef Joanna FL created um it utilizes an air chilled and humanely raised chicken thigh from Mary's chicken that we marinated from scratch and roasted in our Central Kitchen and we served with scratch made rice there is also a salad that was freshly prepared and we know where the vegetables were grown we have our white milk we had an organic pair that was grown in California and we had locally grown baby carrots that were grown

082within 300 miles of our school district so some new goals and things that we're going to be doing for this school year already happening as of yesterday decreasing more in the added sugar category um we remove the oatmeal chocolate chip bar which takes away an estimated 20,000 pounds of added sugar from our menu That's based on the number of oatmeal chocolate chip bars served last school year and we removed cinnamon swirls from our secondary menu that take takes away an estimated 9,000 and some change pounds as well that is also based on numbers of service from last year's menu We are continuing to increase locally grown organic produce and work with different uh vendors we've recently awarded rfps you guys helped us do that in the last few board meetings um to over nine different

083produce vendors some very local here in Fallbrook um and then as well as organic cheese provider um different protein providers who do work with the humanely raised and regenerative Ranch Farmers um and we continue to strive for transparency in our menus we are very intentional about what we menu for our students our kitchen facilities are typically quite small and maybe not as userfriendly for a lot of scratch cooking so we do the best we can with what we have available to us and I think we're doing a pretty darn good job so we are School L cheros um it's a couple other highlights that are really exciting for our middle school students this year we are making pizza on site instead of using vended meal Pizza some kids might get upset but it's way better

084I'm a pizza connoisseur and this is really good school Pizza honestly so School pizza is different than pizza you're going to get at home it has whole grain crust it has low fat cheese it's it's legit um but this pizza is very very tasty we did a sampling of it in our Central Kitchen the other day um and everybody's like whoa this is really good so maybe a dinner for you guys and then we are getting ready to start construction in our Central Kitchen at some point in time Mr forny sometime in the spring um we are going to be expanding a little bit to give us some more space to do some more work in this Arena our job is to make sure our students learn better when they're properly nourished so thank you

086local farmers and some of our fresh produce is coming directly from our local farmers and I appreciate the efforts to increase that percentage constantly the sourcing of responsible proteins and decreasing our sugar content is amazing it second to n we know how important it is that our students come to school and have great proper nutrition so it's amazing and I also am very excited for the renovation that will be happening at our Central Kitchen soon okay trusty Parham um yeah whatever you're you're doing is is definitely working um my sixth grade daughter has been bragging all summer to my fifth grade daughter about the pizza that she's going to start eating so um something is is definitely attractive and this food is nothing like what I grew up on so I'm I'm happy to see

087how much it's evolved um I do think we have some challenges and it's not with regard to the food we're offering it's it's regarding the the the format and how it's um how these kids have to line up for it and you know kids are kids they want to go out and play and I know that it's always a challenge getting kids to eat so I'm not trying to solve an in insolvable problem but I think we could do more to um plan appropriately so that uh the kids can make that decision to go and eat at lunchtime rather than just play wait till the end of of the lunch period and then you know forget to eat that that does happen I hear from a lot of parents about that it's not an issue

088with the food being good it's an issue of maybe some guidance and some Planning by the by the staff um especially with the little ones that's that's where it's really you know you have to kind of make them do it sometimes so um hopefully we can talk a little bit about that um with the Staffing and and how this is done because um you know kids are coming home hungry and uh parents are wondering wondering why um so but what you're doing is is fantastic so thank you for for that presentation Hanah um thank you so if the food existed the way it is now when my kids were there because I packed their lunches from the minute they started school till actually probably their job end of their job so probably still would pack

089their lunch so thank you um I definitely Echo that I've been at school sites and this isn't your your Arena how they how they feed the kids but there there are some schools that I have known that will let the kids play first and then they eat so sometimes that works out could you just touch on that um you had mentioned it highlighted it when you were at coffee chat and saman thank you so much for going and spreading that great news um when there's leftover food there's an opportunity you call it something special when they put can put food out on a table for other children to because it's really cool so we don't we try not to waste they don't just throw everything away in the video you may have seen a green

090station that had several shelves it's called our share station so what that is is a place for students as they come through the line because they must take a fruit with their meal at breakfast and they must take a fruit or a vegetable with their meal at lunch if they decide they don't want that fruit mostly you'll see in that video it's fruit um or if they decided they took a milk and then as they walked out the door they were like nah I don't want that milk they can put that in the share station and then other students can come and take those items if they're still hungry so it's kind of like a seconds station for our students um it is part of the food recovery system there is legislation on that through

091our state and so we do take that food back into our program we wash it if it is viable for reservice we will put it out for the next meal service if not at the end of the day we do have different uh agreements with at different School sites if the principal or YMCA or a teacher group has an after school program or there's a family that is in need they can collect those meal items from the share station at the end of the school day or end of our meal service and pass those along to a family in need before big breaks like winter break Thanksgiving break spring break summer break we do collect anything that could potentially perish over those breaks and we don't it to different groups so we work with a

092company or it's not a company it's a it's a group called abound food care they used to be OC waste not um and they changed their name so we have anou with them and they match us with different food recovery places so there's places from Santa Ana that will come down and pick food from up from our Central kitchens um but it's really who whoever but we do have to have agreements because it's part of of legislation so yeah absolutely trusty Jones so I was excited when uh a few months ago there was this I don't know was a new federal requirement or a new state requirement for reduced sodium and and sugar and we found out that even though a lot of districts are like oh this is going to be so expensive for

093us you were already doing it and it's not costing us anymore and I really applaud you for that so thank you very much yeah we've been told we're pretty Progressive in our program so chy bolus I was just asked this last week from a parent about food and what we serve and I had read the agenda and I said let me send you something and I sent them um the PowerPoint presentation I didn't send the video this video that we watched I think parents would love to see and really stand so question is can we put it or is it already on our website and can we distribute it to our ptas because as we discussed when our ptas know about something it's a great way to disseminate information um and so many people that

094are here or listening you know you don't have the opportunity to visit um like I have you have no idea when Kristen says it's a very confined space for putting out four million meal a school year and if you saw how stacked and full their freezers are and the refrigerators are and what has to be pulled out to get to something and what these um kitchen drivers um you know haul around and um it is amazing what you produce and this whole eat reel and I appreciate um the representative being here with you tonight you do an amazing amazing job and we we're far ahead of everybody else thank you thank thank your your staff Joanna and and all 200 for us we will for certain thank you guys very much so I would add

095two things so and I don't know if I shared this story with you so when I first started here last year I was doing open forums at high schools and I did a for at one of our high schools um we covered a range of topics and and one of the topics that was challenged was of course School meals and you know were they tasty and were good and kids like them kids don't like them whatever and there was a lot of discussion and as the meeting broke up there had been students at the school there who were running the AV and they came to me at the end they said don't worry Dr Brown the meals are good and that's from students so at that point I was like all right I'm not gonna

096worry about it the other part is there's I love my job and there's great parts of my job there are challenging parts of my job but the best part is when they ask me to come down to the central kitchen and try out like new cornbread recipes or here's all the recipes from the kids um that they cook when they did the kid recipes and um it was fabulous and I I probably shouldn't be telling you this because you'll all want to attend with me that's less for me but keep that up please because it's truly one of the highlights of my days I get to visit schools and I get to eat the food and it's excellent um and then I wanted to add something actually from earlier just for the clarification for the

097board since I know some of you have asked me about it um because it came up earlier with the busing for sanan Hills in lasan area that is something we are actively working on with those families we have been working on since last year we've we've vastly improved the number of kids we trans supporting but we're still working on it so I didn't want you to think that this was a new issue this is something we've been working on improving and we will continue to do so I just wanted to make a quick comment yay I don't know what else to say but I'm so excited because I truly believe what we put in our bodies directly affects we as adults know right directly directly affects our mood how we learn how we go about

098our day and yet we kind of veered away from that with kids um I remember growing up this may say my age but it was a full kitchen right at my elementary school where hot food was served and we got a fresh meal every day and then we went to Total packaging and processed foods and we kind of lost our way and to see um us coming back to organic vegetables and fruits and local farmers and I mean I don't it's just so exciting it's like one of the moments where I'm like okay we're get we're getting there we're making progress so thank you for your work thank you for coming from get real um we truly appreciate it and it's great for our kids so thank you we are moving on this was information

099only so we student attendance data end of your report 2324 oh boy we have a big trophy coming um at this time I'd like to recognize Greg mwin associate superintendent education and Sport services to present the item thank you president ctios staff presents item 11b student attendance data and viw Report 2023 2024 we do have a brief presentation we're going to share with you this evening that will show significant progress in the end of the year results from the 23 24 school year this is a followup to the midyear report that we provided to you last December and we will be sharing the results with you as we did back then to give you an update districtwide by grade span and by individual schools the highest attendance schools and most significant Improvement in attendance also

100I want to make a note that we made a we made an update to the presentation you have the most recent version where we separated out the tk8 schools we wanted to make sure that that you had specific data on the tk8 for their uh attendance approvement and this is consistent with the information we shared with you back in December uh finally as we look at the data this evening I do want to emphasize again to our community the value of increased attendance on student achievements so naturally when students are attending regularly they are more successful and there are more positive learning outcomes for students this is the primary reason that we are continuing to emphasize strong attendance secondarily there's an additional advantage and that is increased funding from the state when our attendance improves

101so I will speak on that a little bit later next slide please you can go back one there you go so the bottom line as we look at this slide is that we are reporting significant gains for last year's attendance as shown here and on the subsequent slides and I want to start by appreciating our teachers our principles our support staff and of course our parents some of who whom are still in the room thank you for their efforts to improve the attendance U that you see in this slide in front of you it's when looking at our attendance data from last year compared to the previous year and then also pre-pandemic levels we are making statistically significant progress as a district and by each grad span as you can see here tk5 leading the

102way showing the most growth growth followed by tk8 and then middle school and high school so while we see sizable gains here we also recognize that progress continues to be made uh so that we can reach the attendance levels from 201819 also wanted to make a note regarding the data uh that this is our internal data that we pulled from Aries and it includes traditional schooling attendance only so this does not include alternative attendance such as Union High School Al prep or Capo virtual so this is just our traditional uh attendance the other attendance is pulled in different ways so we focus just on traditional in the data we are showing to you the state will have final data released December 1st as part of the dashboard once we have that information of course we

103will present it to the board as well there may be a slight variation between what we share with you tonight and what the data shows because they use different methodology next slide please so here is another view of the increases that we shared from the previous slide you can see District wide on the left tk5 tk8 middle school and high school next slide please all right so very exciting to be able to share with you the uh schools who had the overall best attendance in 2324 so I want to congratulate the following schools so for our tk5 schools at 96.03% it's Castile Elementary School and principal Nelson is in the back of the room principal Nelson please stand up representing her school this evening congratulations attendance for our tk8 schools at 95.6 4% it's lost

104floor tk8 and principal wisman is also in the back principal wisman give us a wave and for Middle School is at 95.4 7% it's Fred new har middle school and for our high schools it is 95.9% at Torro high school so congratulations to those schools as well for best attendance next slide please duly noted oh you can go back one all right and now to acknowledge our most improved schools so of course this is also equally important to us so congratulations to the following schools for having the best Improvement in attendance for 23 24 school year you can notice for the elementary tk5 schools we had two schools listed because yes two showed a massive 2% gain that is very difficult to achieve two of them did it so at 2.12% Improvement it's Concordia Elementary

105School and a 2% Laguna neigel Elementary School and principal meisner's in the back principal give us away congratulations also then for our tk8 for 1.61% improvement it's Carl hanky K8 and principal Miggy is here give us away principal migy for our middle schools we have 1.20% Improvement and once again so Sweeping in this category is Fred newart Middle School both most improved and overall congratulations to newart and for high school 67% Improvement it's Dana Hills High School congratulations to all of our school winners and as you can see that incredible trophy over there next to Miss Hayes all of those winners walked away with those very impressive trophies you can see them in probably in the lobbies or in their offices all right next slide so going back to what I mentioned earlier improved attendance

106of course increases student achievements but it also results in additional revenue for our district so in the state of California just to remind our community school districts are funded on attendance not on enrollment so California is one of a only a few states that funds education based on attendance so therefore as attendance increases so does the revenue from the state to our district so at our management meeting in July July we celebrated our schools that exceeded their previous attendance levels and met or exceeded goals for improvement in attendance and we rewarded them with a small portion of the financial benefit that the district received for increased attendance so in this slide there are images of just a few of the many gigantic checks that we handed out to our principes and they will be able

107to use this additional funding that they received to support their schools this year uh and yes the uh trophies were presented there as well and as you can see they were uh very difficult for some of the principles to get out to their cars because they're so heavy next slide please so as we look ahead to our 2024 2025 school year as we get this year started our goal is to improve our attendance yet again and we're going for 1% uh in addition to what we just achieved we are confident we can achieve this goal because we've learned a lot from the last year regarding this strategies that work so we have listed some of those there on the slide first and foremost communicate with the families to support the students who are frequently absent

108work with them personally come up with support plans with those families working together also provide parent workshops on a school refusal we did this last year as we talked about to the board in December we worked in partnership with Western youth services and developed the helping youth with school avoidance and anxiety Workshop we presented that last year we will do it again this year we got positive feedback so we will provide it at least once in the fall once in the spring in both English and Spanish we'll also continue to share the importance of attending school and the impact on instruction as you can see by the incredible data there on the impact of a 1% increase on instructional time and finally we will continue to closely monitor our attendance data uh both site at

109the site level and at the district level to increase support for the schools as go through the year where we're seeing attendance um is lower and again we will be offering the same incentive program including the trophies and the checks so all of our principles are fired up and ready to get after it again this year next slide please so we are looking forward to an outstanding 2425 school year with continued increases in attendance and in student outcomes thank you for your support we're available for any questions or comments and Dr Brown any other words do we we have any speaker cards Miss hay no okay trustees uh trusty Bas I owe an apology um I said to my principles after very energetic days and excitement um well we usually do celebrations and announcements right

110after we get the meeting going it'll be right after 7 o'clock it's past some of their bed times and I'm so sorry that I misguided you but thank you for being here tonight so that we could celebrate your hard work I see thank you um so this was really fun of course I'm sitting over here going well it must have been a bad surf year so but then I see Concordia and Dana go up so there goes that argument um so U but in all seriousness I have was having a conversation with my Palisades principal and you know it's at our schools that are receiving schools especially from our language immersion so Palisades receives uh a busload of students from the Los palus area so does Marblehead I can't remember if Truman does as well

111and I'm sure the same thing happens around vijo you know these students are busted out are we do we have data on on those kids um for example it's she's it's it's always challenging to do parent evenings because those parents aren't going to come across town uh to go to their um the school where their child goes that said I think we kind of hit on some thing and I don't know if this C is going to happen or could be replicated elsewhere we we thought about what about if we take it to the community so um get together with the Marble Head and the Palisades and the Los palus and so parent evening um at on site where they live you know back in the Los palus area so maybe trying to get you

112know information out for principles so I was just wondering as as we look at this data are we seeing a challenge with um kids getting to school because if they miss that bus um to get take them this of course would be the elementary level so it was just something that I was thinking of okay trusty Parham I thought I saw somewhere that the state there might be a bill with csba or someone that um is is making it easier for students to get Contract credit um when they're away when they're not able to make it into classes yes board policy on independent study which actually we are bringing on the agenda tonight to to reflect the changes in the law see it's all up here right there yeah so a couple of things um

113if you've been paying attention to the csba and the education news right attendance in California is has been something that has been actually very slow to recover from um pre-co levels so the fact that our principles and students and families did such a great job recovering puts us in a in a unique um spot uh in terms of our surrounding districts and that our attendance is actually Rising much faster than than a lot of our colleagues are because it's something we've been focused on and our principles were able to get that done so kudos to them I think um the fact that they have to give the trophy up if they don't repeat means there'll be some competition and there's nothing like competition to inspire some Innovation things like uh different parent nights or whatever

114they might do will be inspired they don't have to give the checkup they can keep the money but they do have to give the trophy to next year's Champion um but actually if if you think about the next steps you know I'm a data person and so that's one of the things that we're doing is we're going to look and see do we we have specific groups of students at specific schools that we need to provide support for one of the things that Clark has done the deputy superintendent with his team is created a live updating dashboard for principles so principles don't have to wait for end of month reports on attendance or end of year reports it's not a guessing game for them they can look every day and see what the attendance is

115doing and then there's new dashboards that are coming out this year that'll allow them to pick up on do I have a Monday issue do I have a Friday issue do I have a Friday before holiday issues do I have a certain Group issue so part of that will be helping them break down the data so they can figure out where they need to provide supports and then we can do that as a system so that's part of the next step to try and get that next you know 1% for us as a district this year um because we need them in school 154,000 student days right that's a lot of seat time for students to be getting learning and so we got to get them back here so uh and then and answer your

116question trusty Parham yes the state has done a few things to make credit uh attendence recovery easier through independent study so they've reduced the independent study day requirement down to one day so a kid could be given independent study if they were going to be gone for one day um and they've also allowed a a few extensions of of attendance recovery options that we can look at that we're going to explore um you know to see if we can fund them or to see if we can support them like Saturday schools and a few other things that that are now viable so that's one of the reasons to change the policy to reflect law can I make one more comment I want to do one more shout out um because since we're talking about competition

117um and I believe our goal is is 96% well when you've got Castile elementary school already at 96% and that includes two Sac classes um could we maybe add to that competition that you know the way the numbers work it's hard to get a bigger percentage most Improvement when you're already at a high that maybe you could add another category in terms of recognizing already high that you know um and especially when you look at schools that have a higher level of the the T big and the sack and stars where the absenteeism tends to be greater I mean this is really a a great success story here um and so I want to do another double shout out to Sher Nelson at Castile and looking for other ways to be recognized for those schools

118that are now really going to be challenged to repeat this success I was going to mention that uh this is a two-year incentive program and for uh one of the uh the checks are based on 10% of the benefit that gain and there's another uh there's a second level that is pre-pandemic levels if they exceed that they get 20% of the benefit so there is a there's an additional incentive for them to push harder and push past the pre-pandemic levels they get even they'll even get more benefit to the school okay thank you this also was information only so board no board action is necessary okay 11c instructional materials recommended for adoption by the instructional materials Review Committee at this time I need a motion to approve instructional materials recommended for adoption by the instructional

120all our neighbor all our neighbors it's in TK that means four and five-year-old children almost every page of this book has a pride flag or rainbow colors either on a child or a wall bike or Street do you think that maybe a book that is geared towards four and 5-year-old children maybe a little too young to introduce them to Pride because you can't have pride without without talking about sexuality why does Capo feel that the teach why does Capo unified feel that teachers need to be teaching children in TK about people's sexual preferences all it takes is one child to ask what that stands for to open Pandora's Box depending on the teacher of that classroom who knows what will be said you could have a teacher that will just brush it off and just

121say it's a pretty rainbow colors and let it go or you could have a teacher with an agenda that wants to start talking about two four and 5-year-olds about who they like to have sex with this book should not be accepted into our TK program in cap at Capo unified uh the book two degrees is about climate change and it talks about people dying in graphic detail from being burnt alive in fires and drowning are they trying to fear Monger children Into Climate Change activism it even makes one of the characters in the book question everything her dad has ever taught her because he does not believe in climate change here's an excerpt from the book she saw the smoke on their ride but Dad dismisses it as nothing to worry about Akira knows the

122climate is changing and seeing smoke is not good but Dad is a climate change denier and she doesn't want to spoil the beautiful day another issue is uh CRT being taught in this book the families are talked about based on their race the white family the Latino family the white man the black man why can't we just be families and people uh another excerpt I see they got the power back on down in the Bickle patient said with disgust glad the rich people were first on the list they they must have needed the power to run their juicers and their exercise bikes I guess are we trying to educate children or trying to make them a bunch of activists it's time to stop with the IND indoctrination of our children and start educating them and

123getting their test scores up higher with Reading Writing and arithmetic okay let's move on to trustee discussion any any trustees have any comments or questions trusty bulas um in regards to two degrees um I have a question climate is always changing um and there is a debate in terms of human contributions to the um existential threat and through as it was mentioned um you know we're always talking about mental health and everything that the kids being burning in a wildfire while they're separated from their family and a child in a hurricane who gets swept away from their mother and a child seeing dead drowned bodies in a car under water and a polar bear attack that results in a gory leg wound um um I just um in reading now my imrc uh representative um

124thought the book was fantastic but then I was reading reviews about it um because I was looking for the balance so I would ask where we have something that is controversial out there now whether um whether we're really doomed and gloomed for some Global Climate catastrophe coming um do we think in terms of when a book like this is recommended that there is another point of view because how do we get our students to critically think if we're only providing a one-sided um storyline that actually has a lot of um difficult story lines in which to read so I I would like to find I'd like to understand the balance if if we're just looking at each book that comes along or do do we then think in terms of well what do we have

125existing and maybe we have something existing and so this is now just adding to the the climate um conversation do we think about that I don't know how certain books get introduced in this way uh thank you for the question trusty bulas so this book in particular two degrees was submitted by a teacher for a recommendation and so um all novels all these novels on this list including the children's books were read by all imrc members um the the top the books from two small Tyson down through um wave were actually um went through um a group of teachers about 17 teachers by grade level that selected went out and looked at books that contributed diverse voices um different backgrounds and then selected from that and then those books were presented to the IMC the

126IMC then read all of them and then voted on them for two degrees one of the reasons it was selected is this author is known as a very engaging author for young adults we actually took one of his books through I think it was last year and so I think the idea is that he that is kind of his style is telling stories through different people's perspectives and then kind of so using those different people's perspectives letting the reader kind of come up with her own determination but to your point once Al also these are all supplementary right so these are not required these would be added to the supplementary list so teachers could choose to utilize okay I understand that but the conversation of people pointing fingers at one another about you know you're

127a racist um in the book there's a a very deliberate description of um as was mentioned people of color um he describes diversity with people selflessly helping each other but um it is only interrupted by two white men um that are mentioned in the book so I mean these call outs in terms of someone's skin color and all as opposed to they're just people uh I just think we should be more sensitive to this whole conversation out in the world today about finger pointing and who who's a racist and we've got books that keep pointing out not keep pointing out but we've got some books that make a point to depict a person based on their skin color I don't think that helps the conversation in terms of us teaching students to appreciate one another

128um and the color of your skin it should be based on your character so I have a problem as I think we should be bring bringing in books I'm happy to have authors of different nationalities and ethnicities so that we do have a sampling that we do have students of all different cultures that have an author that's relatable but when we do when it's this kind of pointing out I don't think that helps our our students in terms of embracing one another because we're allowing in our schools for this um finger I to call it finger pointing to to come about so um so for that I will not be um voting for for this book um I don't think it adds anything thanks okay trusty Davis yes I also agree that this book is

129um not appropriate it's certainly not age appropriate and to trust you vas's point this is really a problem with what we're struggling with with our students as far as mental health and where this is going and where this leads and guilt and fear and it just drives fear and just the the cover itself is very fear-driven um my imrc rep who was a head of the English Department at San high school she voted against this book um for many many many reasons one of some of which um trusty bul has mentioned and some which the presenter talked about so I would I would actually move approval of all other books with the exception of two degrees we okay all right Miss Hayes we're ready to call the role U Chris had a motion on the

130table though I think yeah we already had a oh okay but but I had comment oh oh I'm sorry I'm sorry trusty Jones I missed well I I'm I maybe the only one who actually read two degrees um and I think that I was very taken aback by the need to in the by the author to call out every person's race throughout the book I that that bothered me I I think that can be done in a somewhat more subtle way with um uh names you know certain people certain ethnic groups use certain names more and I and I just I I was uncomfortable with that um I don't have a problem with the idea of presenting a point of view in sence that is not not all families agree with because I I had

131a a some friends uh several years ago whose daughter had uh one of our teachers who got embroiled in a big controversy was very very liberal and um made a lot of very liberal statements in in class and um the family was quite conservative but the family told me that when their daughter was in that class they had the best family dinner table discussions they'd ever had and I sat with them and they were just enthralled by what had happened in their family when their daughter was in this class where a point of view different from their family was being discussed um I I would like it if some of those other points of view were mentioned in classroom discussions I don't know if they would be um I didn't feel that the the point

132of view was heavy-handed it was mentioned on various occasions in the book that parents didn't agree that climate change was uh was exacerbated by human activity and the kids did agree with that but it it was just um it was probably a total of 10 sentences in this rather long book where this statement was was made so I didn't have a big problem with that the story is exciting I it was a page Turner for me and I mean it's this is for fifth grade but I'm a little past fifth grade and I could barely put it down it was very very exciting I think kids would like that the kids are heroes they triumph over these situations there is this Northern California wildfire that's terrible and the these kids get out of it there's

133something in a cold climate and they get trapped in this bare trap and they get out of it and the other girl is in a hurricane and she um managed to Sur manages to survive and oh and there's a wonderful part in the Hurrican story where um they go to a food bank and the food bank runs out of stuff and she comes up with the idea of going from house to house and asking people what they could contribute to the food bank like do you have meat that is now defrosting and we could you know have a barbecue and everybody feed everybody in the neighborhood so the kids are heroes and they come up with these ways of cooperating with each other and kind of negotiating and things like that and I really like

134that I felt that if I had read this in fifth grade I think I la led a rather sheltered life but there wasn't some of the violence on TV there wasn't some of the scary stuff that kids get um exposed to now or video games and I don't think a kid a fifth grader today would would be anxious about it the way I think I would have when I was never exposed to that so I'm really of two minds in this book I really did not like the constant call not constant the frequent calling out of of ethnic groups I thought that was inappropriate um I know that my kids have on a a couple of occasions come talked about a friend and brought them home and I was very surprised that this turned out

135to be a black friend because they never mentioned it my kids never mentioned their friends ethnic group until I mean they showed up in my house so I think that that would be would cause some kind of cognitive dissonance for kids for to have a book be saying that so basically I'm not enthusiastic about this book if it were already approved I probably wouldn't try to get it pulled out but I have a problem with it it's it's I'm going to have a hard time voting tonight because I think it's it it has issues so anyway that's where I am is it something that couldn't be for Middle School why is it for fifth I mean I have to say there is gruesomeness in Hunger Games and in Middle School my kids got me sucked

136in and I saw the movie I couldn't put the book down so and there was a lot of bad things that happened uh but just fifth grade just yeah strikes me as I think the reading level is probably too low for much higher I don't I don't think I remember maybe do Johnson knows the reading level but um I think I only saw one word that I thought a fifth grader wouldn't know okay we have a motion on the floor so I'm gonna go ahead and have Miss Hayes call roll okay go ahead trusty Davis uh trusty Jones I appreciate that you enjoyed the book but we also have to remember that we're thinking about a 10-year-old reading this book and the pure relationships over income alone is enough that so much so that there's

138and it draws a wedge between people who don't agree on something don't have something the same it's just not it it's and the bottom line to me is it super not age appropriate well you point that if um if a kid in a student in one of our classes said in class oh well so and so's parents are just going to buy her that because you know they buy her everything and you know that kind of economic discrimination if that was vocalized in a classroom we would shut that down so I think that is a good point yes okay Johnson can you just clarify I'm looking here at the 10 members uh voting for imrc incredible list of books and this particular book goes up to grade nine correct or no what is the what

1482324 financial statements un audited actuals go move oh this is a different one yes yeah moved thank you moved by trustey Jones seconded by truste Parham okay Mr Clark Hampton Deputy superintendent would you like to present on this item thank you president Casiano so this is an opportunity to provide the uh the unaudited actual from the year ending June 30 of 2024 and also any budget adjustments that are made to the current year budget I'd like to introduce Philip a Townsen to provide a brief presentation to the Board of Trustees on our un audited actuals thank you good evening can't promise this is going to be as exciting as Dr merwin's presentation but I'll try to make it less boring um this is the presentation of our un audited actuals financial statement for the 2324

149fiscal year and our revised budget for the current year the revised budget incorporates final carryover amounts from the prior year next slide please the UN audited actuals for 23 24 came in very close to the projections uh that were provided to you in June the revised budget reflects any identified budget reductions that are effective in the current year it also incorporates final carryover amounts yesterday the first day of school our student count U that we take every year of the first day of school of all students in attendance and students who have an excused absence um it's very close to what we projected so that is a positive thing um our attendance decline is not declining as fast as it was so that's good news um this will be our second year of running our

150attendance incentive program as Dr mwin stated and our goal is to move closer to our long-term average of 96% next slide please so this is a a slide similar to the one that Dr mwin presented showing where we were in the past before the pandemic and where we have been in the last four years as you can see um the the budgeted attendance for the current year is lower than we actually achieved in the prior year and that's just to be conservative we're hopeful that that will that number will come in much higher um but right now every year this year going forward is budgeted as 94% attendance next slide please so I had to make a small adjustment on this slide because I got confused with the TK class size so the TK class

151size right now in the budget is 24 students and two staff members so that it is one teacher and one instructional Aid next year it's projected or it's uh the law states that we would go to 20 students to two staff members so the cost of that would be an additional $2 million per year and the state has said that they intend to cover that cost well anytime they say they intend to cover a cost is best to budget as if they wouldn't so that's what we have done in our budget so if either the law is repealed or the state actually does fund it that would be a $2 million ongoing savings to our to our budget cash deferrals were included in the budget last year and in this year but last year the

152state didn't take action before they actually sent us all the money so there were no deferrals we have anticipated deferrals happening this year but it will not affect us because we typically borrow cash anyway so it doesn't make very much difference to us next slide please so this is just a recap of our grants federal and state that have um been sent to us for helping with learning loss um so this will be the last year where we're spending learning loss monies and so next year our class sizes will return to their normal levels next slide please so our next update will come to you on December 18th uh we will present the first interim along with um an updated enrollment count based on ceds updated Staffing numbers and an updated projection of ADA so

158but then in Middle School grade seventh and eth rated G needs teacher review for a perfectness teach needs teacher review for appropriateness PG-13 needs principal and paral approval and rated R needs principal and parental approval and um NC 17 may not be shown and then in high school grad 9 through 12 rated G needs teacher review for appropriateness PG needs teacher review for appropriateness PG13 needs principal approval rated R needs principal and parental approval and nc7 may not be shown where where did we come up with this okay go ahead thank you thank you trusty Davis yeah there was actually a dir of information in csba we reached out to our attorneys and as well as reached out to other districts for um anything that they'd used this actually was an analum of several other

159districts we didn't have this guidance at all um and and this would be something we didn't really have guidance for teachers on selecting materials and so we wanted something much more specific spe ific to guide them yes csba but also our own attorneys as well okay so I guess my Wonder is why is the USB considering a lower standard than the movie industry where where our guard rails our checkpoints in theaters rated our movies requires a parent Guardian to be in attendance with the child are we in inviting parents to grade seven and eight to watch a rated R movie with them um I know that there's situations where I know that we are sending out permission spits and parents need to sign them for rated PG PG13 and now we're adding rated R um

160I this may or may not happen but there's a potential that there are students that aren't very comfortable asking their parents to to sign that but they don't want to be left out so they potentially might be signing their parents' name we want to run those kind of risks and Show rated our movies that you can't even watch in a theater without an adult sitting next to you but we're going to allow that in our classroom I I don't I just think it's super important that we do not take unnecessary risks with children it's inappropriate not age appropriate to suggest and possibly consider that we would have teachers that would show rated our movies in grade seventh and eth which means they're 12 years old 12 possibly 11 13 possibly 14 media unnecessary risk once

161you see something you cannot see it courts come down on the safety of kids that's the side they will always that's where they will always line we always need to ask ourselves what is best for children so I do not move approval of this agenda item okay why should C USD have a lower standard than the movie industry okay trusty B um Mr Johnson when you say that we addressed attorneys who are not educators did we specifically ask attorneys in terms of I don't remember in terms of going to the theater is it age 17 or 18 that you have to be with your adult what is the law on that so I to clarify when we were looking for information because there CSP doesn't have very specific language on this or guidance for classroom

162use we reached out to the attorney to see if they had any other districts that they worked with they had some documents that we could use to guide our own development of the board policy in AR so um we didn't specifically ask about the mpa ratings as far as legality it was just um other asking for resources of other districts that had gone down this path of creating guidance for their teachers on selecting media okay superintendent I I would propose that um you guys amend the motion to not pass on first read in wave of second read that you have this come back for a second read we can have a St staff discussion we can have discussion with trustees and then it can come back thank you because I don't care what other school

163districts do we're cusd and we should be making decisions for our students thank you I think one of the questions might be how are we communicating this with parents so if we need if we're asking for parent approval to show a certain type of movie We're Not Just I mean in middle school I don't I don't think they're sending home a note and then getting a sign like we're doing it some other way so I think maybe we have to figure out how are we communicating with parents that it's not being done through the student we like trusty Davis mentioned that the student wouldn't be transparent with the parent and and and sign off on some type of paperwork and then the parent doesn't really know so we don't want that to happen right and

164so it's just figuring out how are we communicating if there is something that is going to be shown in class that is maybe going directly to the parent and not through the student I guess that would be my question well and we should verify in terms of what do they do in the movie theaters is it age 17 or that you I I don't know the answer seven I have a 17-year-old son uh 17 they can go without a parent to a rated R movie they do not need a parent with them at 17 so that's potentially our senors potentially our seniors but we're going to go ahead and considering so again I would propose that you do not pass that on first reading but that you required to come back for second reading so

165staff can have time to look at it and adjust if necessary yeah and I just want to reiterate my support of what trusty Davis is saying I don't think middle schoolers should see rated art movies period okay I trusty Jones when when the rating systems came out there were movies that were rated X that are now I think rated PG13 um I mean I remember I I don't want to name any but I I but now X now is something something that is like whoa whereas X at one time was not so much so so I wonder if um if that's part of it is like you could because there's movies that are showing in theaters are current movies you're not really don't have old movies in theaters very much uh but I wonder if

166that is part of the logic here is you could be showing something that's 30 years old where the ratings were different I think there's also logic around excerpts right because not whole movie is being shown excerpts but that needs to be clear in the guidance to teachers so again actually staff will pull this item and it'll to you so we're just gonna pull the item Yeah just something I'm sorry trusty Davis I just want to speak for a second um so since we're pulling it and bringing it back oh she's still talking okay okay go ahead finish trusty Davis go ahead oh sorry I also think it that it would be important for us to review what is what's actually happening and make sure that everyone's aware of what our current policy is before these

168but I got a complaint about um a movie on the Stars Spangled Banner and I don't think the teacher truly vetted it um it was really when we talk where again House of Education I said that sooner it needs to be actually factual it was fun and there was an influencer that was narrating it and the whole thing was just not uh it it wasn't appropriate in that it was not correct so I'm looking forward to see for those few movies they do do to make sure that it it is correct and up to Modern uh because some old movies uh perpetuate a myth or something that is no longer happening so thank you and we'll bring this back okay so the items been pulled by staff so we're now moving on to consent calendar

172to be a ethnic studies might provide for a climate of of of a destructive it'd be destructive to Peaceful campus environment because it could put pit people against each other so I'm just really concerned I think it'd be wiser to teach our children that if they work hard they can cons succeed and that their race does not define them and that there are only two genders so that's I just can can anyone tell me are you teaching ethnic studies are you allowed to comment or dialogue so I can clarify for staff and then if they choose to pull them off they can so ethnic studies is a state requirement all students graduating in the state of California by 2030 are required to take an ethnic studies course in a public school that includes us it

179might apply to all of our seniors so we did clarify that and we'll continue to work with him but that um is actually in board policy 6111 is where we talk about the number of classes required so we are still requiring four classes of junor and seniors four classes on one of our campuses or through Cal prep or something right so board policy 6111 which is not in front of us tonight right I understand that uh speaks that we require five classes and one of those five classes for seniors possibly Juniors I'll look it up right now um can be a CCA class so staff has had conversations about bringing that board policy forward but it is a separate policy okay so we require six classes of of freshman and sophomores and it is I

180know it is Juniors that that do five I'm sorry I said four um and what he's saying is he would like us to make it three or four um one or the other he was referencing Ed code that says we can go down to 180 minutes so I so this is a case where board policy more rigorous than State Ed code um in terms of students in our classes so um it allows us the policy of course we're can always wave board policy but staff is not not going to recommend lowering board policy um however in the the work to update all of our board policies especially those that were approved in the 90s um that one will eventually come with um not next week but in in the future as we do these board
