006school roof projects as well as permanent Improvement funds as well as private donations or Partnerships no general fund will be used as presented in exhibit number 10. do I have a motion someone second before we move on to Mr Campbell anything you want to Enlighten us with about this before accepting this vision we all came to this together and it's been a long time coming and we're excited to see what else can come out of this we really think that this is not the end of the road we think that this is just the beginning so again our our greatest thing here is we want to make the greatest impact on our community I think this is the first step taking that step so thank you do we have a groundbreaking date in mind look
007we're hoping today oh yeah we had planned and then something happened with some medical emergencies yeah things like that so we're gonna we're gonna pick another one if you didn't get to see the Beacon Journal ran a really nice article about that about our field house and the marching band field this morning and we do have copies of it um and we do have breakdowns of how we're pretty much wear every penny has come from to be able to do this and Mr Campbell has really done an extraordinary job and a lot of credit goes to pass board members as well for their vision and their support in doing all of this right like this this was begun before I was even sitting here um and as I've been sitting at the table I've really
008appreciated um the leadership and I have appreciated any number of conversations with Mr Campbell um going into all of the details of it um and where all of that money has come from and where it's all going um so I just wanted to publicly say thank you for all of that I Echo that sentiment and I also wanted to just uh Curious I do know that I've had a lot of personal conversations with uh superintendent Bratton about the different ways we've invested in Fine Arts over the years um because one question that I've gotten is um why are we investing so much in athletics and what about Fine Arts and we you know I don't know if you want to take just a second to talk about some of the things that you you know
009you and I have talked about it I don't know if I'm catching you off guard but no it's okay I mean without specifics you know over the past five six years we have put a lot of money into the Fine Arts programs through auditoriums through our music programs and through purchases and Equipment um to require um different programs like that and um I don't want to anybody to think that we even started having this conversation without first Contact through the band and saying hey here's what we're thinking about doing and you know you will not be homeless and help us decide you know where this is going to go and so there has been a considerable amount of money over the over the years um spent on redoing the auditoriums that Kimpton as well as
010continued to work on the high school and the sound systems and the Lighting systems in the stage and all those things and we will continue to do work at the high school auditorium because that that Auditorium has a beautiful potential and we just need to continue to plug away at it one step at a time and I think we're going to be really proud of it when it's finally completed so thank you thank you roll call please wind aye Baxter Sue adolnik Hi Brown aye all right moving on to new business this uh yeah this is there's no action required on this this is simply the first presentation we're reading of the new Leola Port policy uh regarding anti-racism so it figures tonight we we are moving from this into an open session where people
011can submit questions we have volunteers with us tonight from the League of Women Voters who will be taking your questions and putting things together and we have a moderator who will be here it's Janet d'antonio who used to be on city council um we wanted to allow plenty of time for our meetings so that we weren't rushing through our meeting and figures when we needed time we didn't need time tonight so um we're going to go into recess for a little while week and as soon as Mrs d'antonio gets here we will get the rest of this started so we will be in recess I don't know if I need a motion to go into a recess but that's on our agenda so we're in good shape it'll be a little bit longer than five
012minutes um but we'll be back as soon as we're ready to go do we have any discussion of the policy at all I thought maybe I was kind of hoping to have to have a go for see that we were talking about that's so important um I just wanted to you know I don't think the policy itself is quite lengthy so I don't really want to take care of all of you during this time by reading it um out loud that being said it's attached to the agenda um on the website if anybody wants to you know peruse it yourself um but I wanted to just thank everyone that's come to the table to try to put this together and we've spent countless hours working with Administration with other community members um with different um
013different committees and I think we've landed on a policy that works um and I have gotten just an outpouring of support for the policy from people who have students in the district from alumni from people who have students from you know years past and I think that I you know I've yet to see anything come across my desk that was you know a negative about the policy so you know I'm open to any suggestions from anybody else here at the table and you know and and from the public and so feel free to continue reaching out uh if anybody has anything to say yeah I wanted to say I was I was very impressed I I have the staff of letters as well or emails um at my last count we had 14 folks who
014reached out to us via email in support of this policy and none who were opposed to it or who who suggested that we change it um so that says a lot to me that folks have taken the time to write an email because I know that doesn't always happen I know for myself as a community member I would think I was going to find the time and sometimes I just couldn't um so I I really I've read all of those emails and I've appreciated each and every one of them and I mean for myself in particular you know contact that I've gotten from members of the community you know that have experienced racism firsthand um it's definitely the the feedback that I'm looking for so I'm glad that we can move forward with this as
015the new boy on the uh on the board I've seen the same I've been quite do not know what to expect so I'm being quite impressed with the number of emails I've had all by one being um very supportive one raising some questions which is absolutely perfectly great and valid I'm excited about it because um I commit from a slightly different perspective my children have been told to go home where they go back to where they come from um and I'm I'm this so uh so I I feel it very acutely that uh racism covers a wide range of definitions and I'm pleased to see it I did want to add was that there I someone had raised a question about using a policy from a different District to start with and that is uh
016that's well that's a true statement we have adopted uh made all kinds of changes to make this specifically you know work for Stow it's no longer a policy it was just a framework that we started with you know to get some you know words down to paper and actually I didn't start with it the people that created this originally started with that and it's gone through vetting so many times so many changes so many additions so many subtractions so it's it's not even at this point or even close to it anymore so hopefully that will ease the questions from anybody that had concerns about you know where the original policy had come from right so it's been thoroughly tailored at this point with discussions with community members as well as staff and administration and we
017now have a new email system for emailing board members you can simply send an email to Boe Board of Education Boe smfcsd.org so instead of having to get all five of our names get all five of our names spelled correctly you can send one email to Boe smfcsd.org and it will automatically be distributed to the five of us so if you have comments um that has now been simplified greatly thank you to our I.T department for making that happen for us nope it just says Boe at smfcsd could not be simpler so still a lot of letters just but it's easier than trying to remember is that first let first initial and is it underscore and um so with that we will be in recess until our moderator is here and ready to go keep
018submitting your questions our League of Women Voters volunteers if you could raise your hands these ladies are here to you know they are the ones taking the questions and putting the questions together we're not touching them so there's no sense of us censoring them or filtering them in any way and if you know Janet d'antonio you know she will not let us off the hook if we're not giving a complete answer and she is firmly committed to this being a good exchange of information between your school district and the community so I wanted to add that those questions can be on a number of different topics I know we were just talking about a new policy but we also have a facilities planning committee that spend meeting and we have many many different aspects of
019the district that are that are open to questions okay all right thank you we'll be back foreign I'd like to welcome you all to um this evening to the town hall Forum with the stone rolls uh Monroe Falls Board of Education we have um the League of Women Voters is facilitating the meeting tonight thank God they've done all the questions and have put them together because I hate doing that uh Tracy McKay Jen Bratton and Becky suzanni and if you have any questions just raise your hand and they will fill out your cards that they gave you um if you didn't get any cards I'm sure they have more um and uh the no cards will be available throughout the meeting so if you have another question or something comes off after you've listened then
020uh you need you could write that question down too or if you think a question hasn't been fully explained sent it up to me and I'll I'll give down all right um all questions must be relevant to the district as a whole and it may not be addressed to any specific person or reference any specific person they may however reference a specific building or student population but not a specific student obviously um after we have all these I will address the board with the uh with the questions now to let you know who's here this evening we have the superintendent uh Treasurer um Patrick Salon [Laughter] assistant superintendent um Christie Pro uh Scott Campbell director of operations uh Laura Fortune director of communications and Mike um foreign Director of Human Resources Amanda Murray our incoming
021high school principal s your assistant principal too right now okay all right um other administrators yeah Susan uh we have a the legal counsel Susan Anderson and she's with retzel and Associates uh Julie Miller curriculum supervisor K-12 will we want to we should be doing a few more things so we'll put you back and um Aisha call you I'm sorry what was that papers it's okay that's why we have seven foods all right I think with at this point I think I think uh I think I've told you everything that I was on my feet um any questions that are not answered at this time uh or that we can't answer for some reason or anything to be looked up uh they'll be answered at the next few weeks thank you all it's nice to
022see this many people here really that care enough about that Community that's appreciated the um first topic is on the field house uh and the question is um who will be in charge of the new Field House meaning the day-to-day operations as well as cleaning Maintenance building secure who would like to take a question Scott do you want that I'll get that to Scott Campbell our director of operations yeah so first off uh I want to handle the maintenance because that's more me than anybody uh one thing when we did a last year we were performance audited by the state of Ohio and that performance audit showed that we were one or two custodials heavy at the hospital so our part would be then take one of them over to the field house in subsequent
023able for us not to Rift or get rid of anybody but also fill the field house need as far as leadership in the field house of kicked out to Tom and I'll chime in as well yeah um that that's part of the operations that we're continuing to run right now as far as what do we need how what are the hours of operation going to be who's going to be allowed to get in it you know during certain hours of the day what are the facility rental things going to look like all those type of things including who's going to be running the day-to-day operations of it now one of the things I think if if people have been paying attention is you know we have a wing that is undedicated right now that's going
024to be going uh to a mental health services Community Services type of business or businesses and one of the things that we're planning on doing is taking the revenue from those leases and those rentals that will be affecting our students and community directly and then taking that and putting that back into the facility to be running the operations right and then the other thing that we will be doing is we are renting it out in the evenings to different organizations and clubs and whatnot we'll be taking that money as well and be paying that into the operations cost again to have somebody that is a full-time staff running uh that building is there a specific person that will be um yeah if you're going to ask specifically there's not anybody right now that we have
025highlighted on that because we are not finished with the overall of what the Family Resource Center will be like and how that impact you know our performance side but what we can say right now is a lot of that is going to have to run hand in hand with our already existing athletic department why because if we're saying we're getting our kids in there throughout the school day and after school those activities have to coexist with what we already have in place so right now a lot of that's going to be running with already what our leadership is with our athletic department okay thank you do I have some more questions somehow I didn't think the field house was going to be together foreign the topic is um Chromebooks why are elementary students um why
026do why our elementary students taking home Chromebooks especially when no work is assigned to be completed at home okay yeah Aisha I'll throw that down to you or to Lee or to both of you corporate another thing that wants to help us because [Music] oh thank you anymore so are they using them right now because that's the impression I got from that question are they using them over a summer yes we have um so I want the feedback um yes some of our subscriptions are still available online for kids to interface and interact with we have several safety measures in place so that um if a student is doing something inappropriate they'll shut their Chromebook down Administration will get alert we've had opportunities to um kind of contact parents in the past when people have
027students have Google inappropriate stuff pertaining to Suicide we've got notices and we've been able to intervene to support those kids so um in retrospect is more of a health than a harm for them to have access to those Chromebooks over the summer so it's not that they would use them every night but they're using them I have something else to add oh okay do you mind I'm gonna do you mind if I add something on the Chromebook discussion I think the other things like logistically that people don't realize is that um you know during covert we went we became a one to one District so each student has a device we don't have the capacity at our buildings to charge all of those at night so um you know with the age of our facilities
028we it just it just can't happen so I mean that's the other part and one of the reasons why you know we ask them to take them home and plug them in at night we just we just physically can't do it without purchasing I don't know how many com book carts which which are very expensive so you know that's the other logistical challenge that we have as a district so do most of them bring remember to bring them in with them you know they're very responsible about it yeah so you know and we you know like Aisha said we've introduced software we have another set of software coming out um to really even kind of tighten it down a little bit more for our students as far as what they can access especially during instruction
029so um and I know I personally intervened on a situation um last year with a student and and Lee um I mean we had that Chromebook wiped and back to the student within 45 minutes which was really impressive so that was nice I'm gonna use any tote to the end button no whatever you guys okay this time this topic is Lakeview bullying committee I think they were likely we'll see so yeah um go ahead yes I hate you yeah is there is there such a committee people who will be on and when is the first movie sure so I mean that's something that um this is Susan donut and I have been working on and working with Mr Ann Tunis so um we are going to be instituting a parent um component to that so
030information we're still kind of working through Logistics of that we need to wait from a strange to come back from summer break um but we'll send some information home within those first couple weeks of school so um just as far as our district-wide program um you know regarding you know students in general and behavior we have um I call rebooted our positive behavior intervention support program so how are we teaching students to um to behave how to interact how to solve conflicts um but also how are we interacting with our students and changing their behavior so you know one of the things that we found is punishment as a whole is that effective for change in behavior um but how do we how do we do that in a way that we can reach our
031kids and really come to some sort of a meaningful uh resolution and progress you're saying any kind of function so I mean General the research doesn't support it as as being a you know a positive way to change Behavior yeah uh and there was another one on this one too what uh what is the same thing what is being done and I think you told us what to promote antibody especially with the lgbtq kids is there a program to make sure kids with disabilities are included I mean I can I can take the second part of that question because part of my role I'm also the director of special services so um I see Sylvia one of my teachers over there nodding at me um I and you know the the directive for my office
032is always and and I feel like I don't even have to reiterate it to people is our students with disabilities are included um everywhere you know thinking about the high school the teammates program that we have um is amazing you know we started off with physical education we're expanding that we have um our Unified sports so we just instituted this year but our students with disabilities are included um every step of the way in all of our activities at school extra curricular activities our students are very kind and are they don't see it as an extra Duty or like an extra responsibility they're just friends with all of our kids and it's really really cool to see because that's not the culture everywhere so I'm really I'm really proud of the steps we've taken in
033this District to make it inclusive and all that happened really even before I got here that's it that's true on all levels from first grade on yourself yeah absolutely well even a preschool so yeah our preschool peers they're amazing in in terms of the the first part of the question um working on making sure that our lgbtq plus students family and community members staff members feel welcome and included is something that we've actually been working on we did a we did pass a board resolution about a year ago um with some very specific steps to make sure that that folks feel safe and included in school part of that is student groups at the higher grade levels part of that has been stack training to make sure that all of our school staff are trained
034in order to promote a more welcoming environment and so that is definitely something that we've been putting in some of that work on and obviously that work was already happening before a year ago but we definitely wanted to make it well known that we were behind that work as a board um I haven't made a card review employees who who's on no ozone sure so um the building-wide PBIS committee I don't necessarily have that information off the top of my head as far as who is um on their building committee I can tell you that Sarah Smith the school counselor is a representative to our district committee um but that is information that I can get and we could um actually maybe publish to our website so that would be something we can talk about
035we don't we don't know when the person will be no not yet yeah we're yeah we're still working on the structure okay if I could add one more thing about the students with disabilities I just know from a personal my personal experience when my one of my high schoolers was in Lakeview they were a peer for you know some one of the disabled classes or one of the special special needs classes and I thought that you know just as a parent from that experience it was phenomenal those kids were even at that level you know really working to take care of each other and yeah and it certainly part of our mission to make sure that our our school counselors our guiding staff all provide excellent services and we've expanded that staff significantly over the
036past few years to make sure that we're meeting those needs first students yeah really bring that comfort able can I just butt in real quick do we want to talk a little bit about what we're doing about bullying in general how that's getting rolled into Wellness sort of introduce that right now sure yeah um so again you know we've been we've been working on on some of these things with our um through our mental health committee we have our Dei committee and that's one of the things we've talked about is we need to roll them all into one um health and wellness committee um just because we have a lot of really great work going together going on and we just want to make sure we're not overlapping with each other so um you know
037as far as looking at bullying I think that's always a difficult topic and it's something like we discuss a lot because um when you think about bullying versus conflict so when students have conflict with each other um that can be more of a short-term thing and then you think and it's not the same as bullying but I think a lot of times there's a misunderstanding about what bullying is and um you know I know I mentioned in a previous board meeting or you know the difficult part as a district is when somebody posts something on Facebook I can call them and follow up for the building principles and call them on follow-up but we don't get to tell our side of the story um because we we can't um because of of federal law but
038um when we go back to the prevention and how are we teaching our students to be kind to be caring to resolve conflicts and that's all part of our school counselors and what that system really looks like at the elementary level they're a part of our rotation so we have music art PE School counseling and we use a research-based curriculum to really um teach those skills at a developmentally appropriate level you know we're looking at other options as far as how do we reinforce and teach those skills um how do we have our our classroom teachers are actually the best people on bullying prevention and as far as teaching some of those soft skills as well so how do we give them some more Tools in order to um to equip that but one of
039the things that we've been talking about also is looking at restorative justice as a discipline practice so um how do you um you know when something goes wrong between two people how do you move forward and how do you move forward in harmony you know you don't have to be friends but you have to coexist and how do we do that um and so um you know it involves taking responsibility for your actions and that's something else that we're trying to teach and there's responsibility usually that we had on both sides um but those are some of the things that we're looking to is again changing how we're interacting with students when they're in those situations so that we can move forward in a more positive way um and you know research shows that you
040know if you're angry all the time are you holding a hatred for someone there's psychological and physical effects that can happen to you and we don't want that to happen for any of our students either so you can't learn if you're really focused on something other than what's going on in the classroom so that whole mental health well-being part of our kids is really the focus of of anti-bullying prevention well I think we're more aware for today yeah so unfortunately we all went to school right but I think we all experience it it's kind of nice at least for topic now um if I could add for just a quick second too um just in my experience we've started begun to weave The Bullying discussion into every aspect of the administration including factorial Cartier he
041he was beginning to have the discussion about how you know how does the bullying just um excuse me how to address the bullying topic from a Safety and Security standpoint and you know is there anything that we need to be thinking about on those on that side and so it's just one of those things that it's not it's not something we can just pass back to and say okay bullying's over but we we're all working on well I mean it would be nice but right um it's it's something that you know I think we are all committed to continuing to to find answers across the board the uh keep on with that uh companies form and um our members appointed to the Committees and if so by him so the building principle will lead the
042development of the um the PBIS team at each building and then we um sorry the positive behavior intervention support thank you sorry sometimes I talk in acronyms I'm really good at that um again special education we have a lot of acronyms um so the building principle really leads the development of those building teams and they were already in existence so we just emailed the principals and asked for a representative to come to the district team which was new for us we hadn't had a district team in a while and um so you know that again it's still sending volunteers people that want to be involved um you know we always welcome people to be involved you know we need all voices at the table in order in order to be effective what would a person
043do if they want to be online sure as far as the parents um yeah you know that's one of the things that we haven't figured out yet um but if somebody's interested if they want to send they can it might be easier just for them to send an email to the Boe sorry to upload your inboxes rather than me rattle mine off um but to send an email and then um we would we would want to talk with them about that as a matter of fact we did just add someone to a mental health committee just based on them reaching out um and expressing interest and yeah they won't be being so that they don't know and and honestly that that is one of the reasons why we looked for the um to make the
044simplified email address happen um and again the OE at smfcsd.org um lots of letters but making sure that folks who are interested in something can reach out to us we are more than happy to have our email boxes quoted the more emails we get the more Community engagement we have I for me the happier I am so okay um this is on data anti-harassment and bullying what steps have or will the district take to collect data on instances of bias and equity and racism yeah so we do collect data on a yearly basis we're required to buy the Ohio advice code as far as bullying and harassment um so but we have a new software that we've been rolling out all year long um that will help us to um drill down and get some
045more information on that and just really in looking at discipline in general um as far as tracking complaints regarding um Dei um I don't want to speak for Mrs Collier but um we have a DI Complaint Form that's on the website and people can submit a complaint and she is excellent about immediately responding offering to set up meetings for resolutions so um and then we we do track all of those as well and that is that data is that available to everyone the bullying report we post on our website every year in of course we're talking yeah July yeah yeah um so we have not compiled and necessarily posted a report regarding Dei concerns Aisha haveling no so but that's something that we could present at the board is there a complaint process and uh
046data available generous oh I'll I'll touch in real quick I know from my aspect which I really seldomly handle a lot of this stuff of on our end for whatever reason we do have to submit um even a uh the high school tip line all of our schools have a tip line both through the state and locally those all that data is submitted to the state on a year to year basis so I know that might be a little bit different but that's anything from bullying to self-harm to you know I saw uh saw my saw someone you know smoke a vape in the bathroom today every one of those are submitted to the state uh to kind of a tedious process but that is something that we do do on a day-to-day basis and
047believe it or not that goes through our office so that's something that we do on your website Allah yeah yeah so yeah all that information real quick one of the things that I discovered going through the process with the anti-racy system policy is that I discovered a lot more things were happening than I even knew about so all right you know data being tracked policy you know processes and procedures happening so it's out there [Music] traffic counseling um what is or what is our student council right here um it depends on the grade level um so um like at Lakeview so we have two grade levels we have two school counselors so it's about one to three fifty same thing for Kimpton yeah of course school counselors at the high school um at the elementary
048level it gets a little bit higher because they cover two elementary schools we run around 300 so it's about one to six hundred at the at the um the elementary level but they also have regularly scheduled student contact as they're in the classrooms teaching those um those those lessons but on top of that we also have our mental health support So providers from Child Guidance and Family Solutions sorry I couldn't come up with a name and um so we have uh one full-time staff at the high school we have a person that shares um Lakeview and Kimpton and then we have uh three at the elementary level um that would cover um two Elementary each and we kind of were very careful about making sure that we had a busier Elementary period with the less
049busy Elementary as far as assigning those staff and in addition to that um and just so everybody knows for those people we pay that cost we've been using some grant money in order to fund that so you do not have to be a client of Child Guidance in order to access those Services which we thought was really important because we know there's a lot of barriers to accessing care for students that are Child Guidance clients though however we there's also another layer of service where they have therapists that come in and see just those students so again families don't have to try to take off work for appointments with school for appointments um they can be seen at the building level and then we also have school psychologists in the district that can also provide
050medical support so school psychologist I I guess that's what I was thinking would you go over exactly how many first students put students per um Council I realized I know if we add them if we add them all together um so then I would say it's probably about one to 175 to 175 yeah once you add everybody in that so that's school counselors yeah when you put all those people in together yeah still seems like we never have enough councils it's hard I agree it's really hot this uh communication how can we show Teachers Association have four voices yeah I'm being advised there is a process for that and I'm being advised by Council just to let that question go okay thank you foreign [Music] our agendas are built through board Docs so we do
051that um we rely heavily on our superintendents Administrative Assistant who's done this for a long time and then also through our Treasurer's Office since the treasurer manages the board more or less and lead the framework as Robert's world of order so but you have a we have policies yes so that that doesn't necessarily govern emotion second all of those things sure yeah um and your agendas you said just depending on what the topic or what needs to be discussed at any given time agenda if someone asks to have something put on the agenda yeah I can speak to that I mean I mean basically we have a framework with which we operate regular board meetings each time um you know there's going to be a section for the superintendent it's going to be a section
052for uh and under my sections are going to be things like Personnel and policies and different recommendations each time it depends on if that happens to be any any action that we're doing in any one of those categories then the treasures section has you know their sections as well which is pretty standard as well anything else would be go under new business and be operated um uh what happens is one of the board members if they'd like to see something on the agenable contact or president the word president will call me and I'll talk to my administrative assistant and we'll get it on there we just need to figure out which place on the agenda to put it on there uh so you know we do have a standard but then anything can be added
053uh on the new business under new business right and Mr rotten if you could speak to how people access those and what that timeline is when they're available for bookstore yes um usually uh with a few exceptions depending on lateness of items and things like that or documents that we're waiting for the um the agenda goes live Friday the date the Friday before the board meeting and the public can access it through our website under departments if they go to the Board of Education uh there's a link on there for agendas um to to click on there and see that's still the same with the new website correct Laura oh okay front and center top right when you when it's easier to find website but it it's hard because you go into our website and
054then from our website you go into board Docs that just keep clicking on things until you get there it just takes a little it's it's just because we use board docs so it takes you have to get into their system through hours there are occasional times where it may be later than that Friday at three o'clock depending on if I'm working with Council on something or we've got something that we're trying to work through of how to put it on the agenda and those type of things but under normal circumstances it's usually three o'clock the Friday before the board meeting agenda is available to the public because I ask for that technological great ideas and again I would just if you if you want the agenda ahead of time you're having a hard time finding
055it reach out to a board member happy to download a copy and send it to you PDFs in your email so that's what I would do it's very it's it's easy to do and happy I'm sure any of the five of us would be happy to do that so yeah you can just go to Boe smfcsd.org and somebody will get it because it'll go to all five of us you'll probably end up with five copies of it but still we brother you have five is better than none so if I could add real quick too that it seems like everything we've been discussing is mostly regular meetings but we also have uh of our work sessions which some of those agendas uh you know Nancy has created a different way for us to be reporting
056on committees and making sure we have legislative updates and talking about business that we've been working on priority wise so it's that those are pretty standard too but it's a little bit of a different format because it's really just for working um as opposed to foreign right so are we we don't necessarily always have a work session every month but technically the goal is the first meeting of the month is a work session um um and of course it's an open meeting because it's it's you know and certainly the public is invited and welcome in that is live streamed but there are no public comments at that meeting so we do go through our committee reports if there's anything going on with those and sometimes we'll just have we will have a topic that we
057want to spend some time on and and have the ability really to dig into it a little bit so we're not doing that in a regular meeting and the regular meeting does have a pretty set set format we can adjust it a bit but generally it's got the same things that we need to get through in the regular meeting every month which does include public comments we split it into two types so we include public comments at the beginning of the meeting for those things we will be voting on because we would like our community to be able to share their opinions and their comments with us before we vote on them and then we have comment time at the end for all the other non-agenda non being voted on issues of that evening we
058did not have that tonight because we were having this instead but generally we have those two different comment sections I'm not going to make it around thank you um [Music] foreign extra neat readings need to be held it's going to happen uh is the board paid again for that meeting that was repeated due to a procedural error because we there's a first question and a second question in that the board is the way board of education is paid is by the meeting that does not include committee meetings or anything outside of this but any it's only the board meeting so yes the work session is considered a board meeting anytime that we're taking role and that it's an open public meeting um so that's the answer to the first question the second question I reject
059the premise of so all right and just for the record tonight is only one meeting so we we recessed between so we did not have one meeting close that meeting and start a second meeting this is all one meeting for us tonight I think in the past there were examples of the board had done that that they conducted what they considered to be two different meetings in one night and I think that was years and years ago but that's not something I'm aware it has ever happened since I've been on the board actually I'm surprised well we are we're but tonight is not two meetings tonight is one meeting right but if we did all of that in one night in one meeting that would just we could we actually did do that one time
060but that was considered one meeting we did not get paid for it nor should we have been paid for two meetings once we're here we're here that's one meeting and if it's 15 minutes that's one thing if it's four hours that's that's the other it's that's how it goes I think for the General Public right well it's better for us because we're fresher and that way we have time you know how it is you've worked a long day and then you're coming to this which is great but you get to a point by you know eight o'clock 8 30 9 o'clock you're just toast it's it's not as effective and we need to be effective can I can I speak to that so each time the board meets it's 80 per meeting um like they
061said whether it's five minutes or four hours uh no member could have made more than 125 per meeting and a total of five thousand dollars per year so there are limitations to some photos came in um how will the new benchstone school budget fantastic I'm giving this to Patrick I will say that's something I'm very worried about there's things about it that were good I am very concerned about Universal vouchers what that means to Public Schools not just Stone Monroe Falls I think we'll do okay here because we are a very high quality School District with a very committed Community um but I am concerned and as public school trustees we should be doing all we can to protect funding for our Public Schools making sure public dollars are staying with our Public Schools um
062as taxpayers we vote on levies to support our public schools and it should stay where we voted for it to go but I will for more specifics about the current budget I'll start and then I'll let Patrick um but but numbers um you know I I brought some information here tonight because I knew that this may be asked so a couple wins for the pub school districts were that the the new formula the new funding form is going to be used in fiscal data from 2022 instead of 2018 um which is a huge win I mean because you can imagine the expenses and the amount of things go up and the four year time especially code um also the minimum State share percentage has increased from five to ten percent um some other things that
063may be of value um The Edge always obviously hurts uh the district is like Mrs Brown said um the couple things that don't affect us like the minimum teacher annual salary that increased and those type of things but we're not in those categories um a couple googly things um Kyle and you can be a proponent of this or a negative against this but school districts now also have to take um cash at all the events um you have to offer that option and you can no longer just do it let her do it um cashless uh so uh and in most of the schools that have been transforming over to do the cashless and now they're kind of kind of going back to that yeah I mean a lot of people do and and you
064know it's um they're very passionate about that and um you know and I and I get that what it really helped the schools do is is to keep better track and keep better records of the finances and then cash wants to change your hand all the time and going to the bank and all those different things thanks but at the same just kind of reverse that um uh let's do um Transportation um issues and it gets really into the leads there um but if there's there's going to be a different way that they're uh funding transportation um and so the purchasing money that they were giving us to device helped by school buses is going to be gone now um they also took out provision that was going to fund uh sole research officers um
065now we've never had that funny in the past but we were certainly looking forward to it but they kind of shut that down we are not going to be decreasing our school resource officers or anything like that they're just not going to be helping with it as they're the original budget had had to come out to say the final version um does not do that um there's a couple things on educator licensure uh going back to what levels uh the students in college are going to graduate with now um and that's they it seems like they change that every year or every other year and so that's going to change again um what else student health and wellness um we are going to be receiving student health Wellness funds issue is we don't know how
066much yet of any of this because we have not received the simulations and what it typically is happening with ode in the past is that they will give you money for something new but they'll take it out of another pot money that they were already giving you and then they'll go out and say that they're now funding XYZ well that's fine but actually we're funding XYZ because they just sold it for another one of the accounts um but the wellness money that we are going to be receiving 50 of it has to be earmarked for student mental health and wellness uh which nearly 100 is already in our district marked for that um this is how we pay for additional counselors over the years in the last five years I think we've added four or
067five cancers between Lakeview uh Kimpton and the high school uh we're going to continue to try to do that there's some changes to coaches laws um and the there's some changes in curriculum that if curriculum wants to talk to that as well but there's basically the the Financial impact changes uh Susan I know your firm does a thing on this if I'd missed anything big you know please step in for the financially Patrick anything specifically you want to add to that yeah so Alaska and Ohio School Board Association is doing a budget analysis and discussion seminar on August 1st which myself and Mrs Brown is going to so they'll dive deep into what's really breaking down the budget formula and how you go after they're going so we'll have a lot more information after August
0681st um some simulations that have been going out um they work in biennium so the first year we're roughly going to see around 1.5 million additional dollars and then the second year 1.6 roughly three million dollars added to the state funding we're actually we receive 15.6 million dollars right now okay we have a town hall a town hall Pullman presentations regarding how Ohio budget expectations absolutely sure so I will say something about that I felt like when we went through the process in November to pass our Levy here um I felt like every one of the Town Halls that we did was about State funding because what was the Catalyst behind what we're doing is we we stressed to be as Frugal with our money as we are a lot of that you can't predict
069the waves of what this government is doing as far as taking money giving money taking money because though you see all these big great dollars kind of recovered on the back end of that there's some substantial money that's always been there that is now away and Tom did a great job I felt painting that picture as we went through our process of campaigning for that of why we are asking for money a lot of that had to do with the money that was being taken away from us it's an interesting design when I lived in coop in Boston Massachusetts The Warriors when we moved here someone said well we're going to vote on the school level and I said yes so at least we have a choice um or the school psychologists worked under the
070enrollment us and also please share so um my background is as a school psychologist so um there are many different roles that a school psychologist can put a vote within a district the expectation in our district and we look for school psychologists that don't simply want to give assessments to students and determine whether or not they're eligible for special education so that's where the IEP come from that's the individualized education program that spells out the services that a student receives once we determine that they're eligible for services so our school psychologists um so they um while they also do those in very necessary activities they also respond to student mental health needs and um so I think the the time that you spend on each varies by building and also by the time of the
071year we have due dates for all of these things and sometimes some months are a little bit busier as far as needing to do the assessment they have to compile a report get information from classroom teachers speech therapists parents you know they're an integral part of that process and really work with the intervention Specialists on what are the needs and how are we going to address those so um we have you know some of our school technologists are really involved in doing group work our school's ideologies in the high school is one of our our team advisors for our home Squad which is our suicide prevention program she's very involved with that so we look for people that are interested in doing more than sitting in their office and doing one-on-one assessments and writing reports
072yeah ATR is an evaluation team report so that's the report that we compile according to state and federal law that determines whether or not a student is eligible for special education services You Dropped a question too so I don't know on the floor sorry what um families I guess it would be dependent upon level um Julie and Aisha do you want to discuss any of the big ones that are coming uh k6 and 712 I think we have some scientific reading things we can say yeah I think uh for me that will be worse more stuff around the questions specifically I think I would talk about the reading that it seems to be what's been in the newspaper uh mostly um recently as my guess is what they're yeah so right now we're making a
073shift between science and Recon balance literacy I get a board communication with our literacy uh specialist in May the foreground presentation about the solution and what they included with to accomplish with um so they can look for that meeting on YouTube or our main meeting and take a look at that movie and there are no major changes in curriculum per say other than you know new Algebra 2 standards but it's a typical part of the process of changing standards and we did what we do to change [Music] we offer Japanese Spanish German and American Sign Language listen ing oh yeah in the beginning okay um put the money for the field house bill to fix the buildings rather than put putting on another one button thank you give me the hard ones it's a great
074question um first the foremost uh when I first came here three years ago I was thrown into a master facilities uh committee that was already starting to pick up some momentum obviously our buildings we are operating in one of our buildings is a 1930 31 39 uh build so those are quite old buildings uh a lot of people are asking questions why can't you fix a roof at one of our elementaries uh so for us an elementary roof build at least at this time last year was about six million dollars to do that uh to a building that might come down four years so for us we're trying to figure out and be financially responsible because I know if I was a taxpayer I wouldn't want to see the school put a lot of money
075into something that could potentially come down yes we are addressing those needs yes we're trying to for a better word put up put a Band-Aid on some things but we know that the longevity of those buildings is is not there most likely they're going to go somewhere else so that's that's our number one thing the number two thing for me specifically has been always been about our five-year forecast I've been asked diligently by our our boarding a lot of our board members said today is some of them weren't even here when that started but I was asked like hey I want to see something done here I wanted what is it gonna what am I going to see in five years was the question I was always asked so we can tell you right now
076you're going to see the beautiful field outside that's gonna have a really really big impact on our community and that's what we felt right now that that money was the best utilized for and let's not forget the high school move is done yeah finally yeah after we say money by doing that yeah another 10 years but another 10 years and I will say this um I know there's a lot of Finance people in here but had we not taken out the loan to do that at that time the the cost of the inflation would have been way more than what we're even paying on the interest of of those loans I mean it's almost outrageous 30 it's up 30 this summer than it was last summer so we just waited One Summer to do this
077we wouldn't be in the position that we are and we are what we are and we are lucky we did it the way we did our bidding everything it worked in our benefit uh you waited another year it probably went up but uh we got lucky and that's why you see some of the the Progressive Movement that we feel like we're doing right so if I'm understanding that correctly so the the tax anticipation note that we took out in order to fund finishing the growth at the high school all at once instead of continuing this decades-long process we're actually paying less on the interest that they met than we would have paid in inflation to continue to work on that road correct and there's no telling we were averaging anywhere from 1.1 to one and
078a half million dollars a year already on the roof project so what they had done was they took the high school roof and it's a pretty big high school we can all agree to that and it's a weird funky building really if you look at it right so if you take each one of those little places each one of those we're about one and a half million dollars of renovate or redo and a lot of that has to do because the debt failed almost immediately when the high school would go so you're you're taking down the whole roof so by us doing what we did and doing it all in one summer and taking it out we just did it at the right time right so when so-and-so did not get it to the first
079we had five projects that do last year when the first group won the bid the last four sharpened up their pencil because they needed a project to do for that Summit and then when they didn't get the second one the other ones came in really low it just worked out a way that you know we would love to say we knew that was gonna happen we did it but we are in a position now where we had access money and we it really was the Catalyst for us to move forward with the field house I just want to be clear like one of those questions that I'm I'm hearing a lot is we can be able to see them pass so I can't rebuild a new Elementary right um and I heard and I heard
080you saying a roof on one of our existing elementaries would cost more than our Field House correct and and just I cannot remember the numbers but specifically oh you have them um but it like a new Pre-K to the box that's what happens when you email that b-o-e see how quick that looks I love it wait if they thought I was sleeping over here when when we're when we're looking at new facilities we're if we're looking at a new prepaidified school um with let's see that was with if we did preschool so it'd be about 800 students a piece for those Elementary buildings one of those buildings would cost about 36 million right now um so you know when folks are saying why are you putting the money into this and not into the other
081we don't have that kind of money right now um that is why we're talking um whether things in the facilities committee and that's why you can anticipate a building bond issue coming along hopefully November of 24. um because we don't have the money that it would take to replace those buildings even just the elementaries even if we weren't also looking at the age and condition of our six through eight buildings as well in the permanent Improvement bond that we've passed or Levy that we passed in 2016 brings in about 2.4 million um that was never meant to be a levy to try to you know build new buildings with um you know we did some savings we got savings from the roof project that this guy said um and some things don't ever laughed that
082way that we were able to do this big impact on the community with the field has that 2.4 million dollars is meant to try to take care of a lot of different abilities in this District per year now that doesn't go very far when you're looking at 11 different buildings I mean the high school could eat that up alone but what we try to do is is prioritize all of our needs and every year those needs change and we prioritize them and use that money to then fix what are the most important things and go on down the line which then you know thank goodness we had it a few years ago when our high Square condition unit uh broke um it was a 500 000 fix um and you can't run the high school
083without air conditioning because there's no windows um you know we're concerned about what's going to happen when camdenton's air conditioned units go down because they're not going to be they're the original air conditioners and eating Trails the original air conditioners I mean those are big huge things that money won't pay for all of that but it helps us to try to get ahead of that stuff buy it now so that it doesn't you know um spending two hundred thousand dollars on new air conditioning units are 300 000 or whatever that may be is a lot different than it's been in six million dollars on a roof that potentially you could be tearing down you know hopefully in the near future and so I'll just pick it back on both Dr Nguyen and Tom what they're
084saying because I do think that two major things that they're touching on is a lot of times when people hear school districts are talking about new buildings it's like oh now they just want to build the Taj Mahal oh my goodness they just want to build ask us for more money all this good stuff there's a lot of Truth to that but here's here's the deal well listen if you if you're in if you're in it for kids if you're in it for kids you want them to have the best and we love our kids that's why we got in this profession but she's right though we have we have a lot of buildings we actually have 13 properties that we own okay that they're all coming to an age at the same time we
085are we could honestly Sprint to every building every day which is pretty much my job right John Beverly's job is to go around to these buildings every single day there is there's not enough preventative stuff that we can do that last is he's talking about air conditioners my thing I live in a world of boilers the take a train like the trunk of a train and put it down in a boiler room which is impossible to get it down there anymore because they build them too small and that's what we did those are three hundred thousand dollars a piece and every one of our schools could use a new boiler every everyone can do that so yes part of that is can we go from 11 buildings and condense that into four or five I'm
086not I'm not throwing that out there to get into accurate but it is it is operationally it's a lot easier to manage than 13 properties I can tell you that right now you know and I think people don't understand as far as the taxes so no matter how many people we have in the show that are added to the stove rolls I mean so I was 18 000 and um it doesn't make any difference because the levies are by the amount of money not any so anyone moving in actually in theory your taxes could go down now they could they could do that because it is it's not we have a lot more people it's not going to help and as you know some go up and some go down and they have to make
087that adjustment at the county level because it is by money it is the same amount of money because it is a fixed to the amount so you know what you don't what you may see at your place is incredibly raised you know on renewals and re-evaluations now new levies obviously agrees everywhere but renewals and re-evaluations from the county that affect people differently and believe me you don't hear from the ones that their taxes went down um you know you're only going to hear from you and I totally get that I mean so but it for us it hasn't changed because it's the same amount yeah correct you have to be clear too the numbers talking about we're talking about 240 to 260 million dollars that's you know for for new buildings and everything in the
088same ballpark as as a field house tonight I've heard someone compare it to you know saying your kids can't have any basketball court or basketball hoop because you need a new house you know and so it's it's you know relationally speaking it's just not a lot very what we actually need and if we held up hold our breath waiting for new buildings until then we're hurting students who deserve better all right I have one more thing and this is under two days Mr Braxton teaches house letters could we please congratulate the teachers for passing through Mouse yeah if you've heard any of uh my well as you wouldn't but you um I've said that a district leadership team meetings I've said it uh just about everywhere I go um but one of the things that
089superintendents and board members have to do with levies is to be incredibly neutral um uh when you're talking about levies as far as supporting and because that's that's a No-No and all we can do is tell the public um what the levy is what it generates and what it's being used for um as far as trying to promote it or anything else um we're pretty limited uh but I've always said that a teacher passed levies I mean that that's who our contact is but I don't I don't believe that it's only teachers I believe it's also bus trackers I believe it's also um people secretaries that that deal with uh the public as the first uh first person that's you know a parent will walk in and see um that's the face of that of
090that building and how they were treated and those type of things so there's a lot that goes into it it's certainly uh teachers uh is the memory you'll have a lot of time but it's certainly not the only manner because uh everybody makes up uh this District um and without any of them we would be we would be in bad shape [Music] foreign neighborhood buildings no I think it was that if you look at the Akron School Community Learning Centers I think and and some people can be much more familiar with that in schools than than myself is I mean basically that's it if the name change wasn't enough yeah so um my son's gonna graduate develop High School um and uh they um that was the switch to they call the Community Learning Center
091clcs and the intent was that the community has more access to the building and they can use it after school for activities and those kinds of things but as far as the structure of Education in all women is the same so um there's there's no change in how their delivery education has set access to the buildings after school which I believe is part of what we're hoping to do with the field house that it won't just be something that's used for school purposes that it's it will be for the community benefit so absolutely what is the um okay Scott can probably answer this better various organizations use some of the some of the gyms after school that kind of stuff yeah so I guess this is probably in line why we felt the field house
092was actually a bigger bigger knee when covet happened we saw an uptick and I I'm not trying to speak for Kyle but I think 80s across the state of Ohio saw a huge uptake uh in facility usage forms being used as far as hey we need a we need a classroom we need just an open space for whatever reason we became the Hub of where people wanted to meet at whether it was booster clubs whether it was Boy Scouts whether it was and we we've done a lot of that before but now it is it is really what's happening and in this community right here the thing I love about the stone Monroe Falls communities they're so active I mean think of some of the things that we just did at the high school this
093year alone the community Expo the business expo a lot of that stuff and here's the thing we want that to happen we want to be the Hub of our community we want those people coming on our property just like a Friday night football game just like Friday night basketball game we want all that excitement on our place but yes there is a huge uptick in people using our facilities and it is is everything from a chamber meeting about the Expo to the actual actual taking place to sporting events to Youth Sports uh right now the city has a recreational department they use our facilities for free those are things that are taking place in our our facilities every day every night and I can tell you that just on numbers alone our facilities are used
094over a thousand times a year um it is after school yes and that is very easy to to say that and justify that and we try to be open to everybody now needs are different at different places but we certainly don't turn anybody down and there's not a lot of places to go so people need the places and and we try to be a good Community partner here's a step that I'll just throw out I know everybody wants to get out here but when I say youth program this blew my mind this is a very active community very very active so when I say youth soccer when I sat down with Mr Clinton I was blown away the number is 750 of our kids are in our soccer program so that's 750 families that go
095somewhere on a Saturday morning uh a lot of times that's it our parts or whatever but if they need more space they're begging us to get energy so like put that number against your basketball your football your other ones just think about trying to find a place for all those people to meet and then guess what they all have booster clubs they all have support systems they all have our parent meetings that they have to have those all take place in our okay I'm interested because I'm thinking the sports things huge but there are a lot of other things well yeah and in that field house we have things like Community rooms that we we want kiwanas and rotary and those type of people to come in and use our facilities and meet there we
096want to pair them up with our kids so let's say that those Come Those organizations come in and meet at lunch time or breakfast time we want to hook them up with our Joshua's program and have the the Joshua's kids catered it we want to make those connections between our students and our organizations that are in our community because that partnership is invaluable our high school kids who better to teach older people who may not be tech savvy how to be tech savvy I mean go ahead I mean any of us who do we go to a weaver Tech problem we're not going to go to another adult you're going to go find a 12 year old they're going to just I mean they just I can't wait my son they just take it and
097fix it so it provides a lot of opportunities for some cross-generational things and really connecting our community and I I think that's one of the points and misconceptions about the the new field house project I think a lot of folks see it as only athletic but it is far from that like we said we're going to have a Family Resource Center type stuff in there that is still you know going to be finalized but those Community rooms are going to be open to anybody um any kinds of organizations there will be that opportunity for that building to benefit a much broader as if our Athletics not in this town especially once we go down into the youth with all of the different words um that hits so many of our families but also there's so
098many other types of organizations so many other types of needs that can be met through that building so it is not solely athletic in in its Mission at all and I think every good school district and Community has three really good things right as Pride his excellences and as tradition and when you can have a place where everybody can come in and those things are the Forefront right if if we have senior citizens coming in and they are going to sit down and listen to our Highland students come over and do the book read like I said at a board meeting listen it was blown away in those those state champions speech and debate kids were shaking in their shoes because they knew those little kids were coming up taking their spots those are things
099that should be happening on our spot on our on our property on our time and those are the things that we want to do and then that leads into the tradition that should be all over this building and excellences I mean there's nothing better than the school district I firmly believe that so hopefully thank you and thank you [Music] [Applause] I think it was illegal now maybe I don't know why [Music] you know I think they did answer them if you're not uh they do have okay thank you it's been more experience thank you [Music] about it yeah so I just want to say thank you to John our mayor and his office for helping us set this up tonight in the city of Stowe for being so generous and certainly the city council for
