002I first want to say that I have great respect for Dr Presby and the staff and fiscal services our Communications have always been honest open And Timely and I appreciate their dedication and willingness to explain and share informational items that we've requested or that they have presented CUA does however have some differences of opinion about what is possible in a reallocation some of the budgetary items and we have some differences of opinion on the three-year projections of reserves really all I ask tonight is that you ask some questions to your staff about a couple of things in particular one reallocation of some of the budgetary items in looking at the past five years so as to include both pre and postco CA has noticed that CD typically budgets books and supplies to be around $30
003to $40 million each year yet they typically spend about $20 million a year so that's about 165 million left over each year now granted that includes both restricted and unrestricted funds but I would ask this question what part of that is unrestricted and therefore would be eligible for a possible reallocation two the ending fund balance in the three projection as all districts do each budget includes a three-year projection on the ending fund balance which is basically the the reserves essentially and in The Last 5 Years the three-year projection has often been very close to the actual amount however there have been a few years where it's been quite a bit underestimated and in fact in The Last 5 Years the unrestricted reserves have never fallen never fallen below $61 million in those three years in
004the three predictions even the threee prediction may have been lower than that now by law districts need to keep at least 2% of total outco in reserves but that number is closer to $12 million but we're not recommending at all to get close to 12 million but just to point out it's never fallen below 61 million in the past 5 years now CA knows we we know that you valuate Educators and the jobs they do for our students and our families and we know too that you want competitive salaries and benefits CUA respectfully respects also the need for fiscal solvency within this framework but we simply have some differences of opinion about the source of funding books and supplies is one area where we see that there's some possible flexibility but there may be others
005the unrestricted ending fund Reserve balance has remained healthy which is good it means that there's been good fiscal stewardship but it can also be used to help meet our shared goal of competitive salaries and benefits so respect these are just a few questions for you to ask as you deliberate thank you our next speaker is Manisha fish please hold your applause so that we can get through all those speakers in a timely manner I respect your time as well Manisha fish please go ahead president casianos Deputy superintendent Hampton and trustees hello my name is Manisha fish and I have been a teacher at asencia K8 since it opened 6 years ago and in the district for 28 years I am also the proud mother of of two Toro high school graduates and have taught nearly
0061,000 former students cusd has been declining in enrollment for nearly 15 years most districts in the state are declining in enrollment as our population has aged and growth has slowed the March 1 issue of the Dana Point times had an article about CD's current Decline and enrollment I realize that the district is experiencing declining enrollment however the statements that cusd made in the article need some perspective in the article cusd stated that it has experienced a decline in enrollment of about 10,000 students over the past 10 years that's about 1,000 students a year here's some perspective an average class size is about 35 students for one th 35 students for 10,000 students that translates into about 30 teachers a year on average capist school district has about 50 Educators retire each year obviously during and
007since covid there has been more rapid Decline and there have also been one-time Esser monies that have allowed our district to hire more Educators to assist with increasing student achievement in the postco environment The Dana Point Times article stated that was about $150 million these additional monies are soon to be going away yet the decline in enrollment remains understandably this is concerning so what to do well as I mentioned there's about 50 teachers a year who retire but that could be accelerated by doing a couple of things one increase the permanent salary schedule to facilitate better St retirement for experienced teachers two offer a Ser to help and encourage senior teachers to retire and make room for those younger teachers while it is always difficult to lose valuable and experienced Educators we have to be
008realistic and understand that there are new Educators hoping to be hired and one way to ensure that the best come here and aren't hired Away by another District first is to provide them a space for employment there is a teacher shortage coming and we need to hire them before they go to another District I hope you all do what is best to keep this District that I love strong to serve our children for the years to come our next speaker is Robert L Robert go ahead president ctios Deputy superintendent Hampton and trustees my name is Robert Lind I have been teaching at San Hills High School for the last 16 years a teacher here in cusd since 1998 for a career spanning 28 years you've now heard three suggestions for both meeting the educational needs
009of our students while also meeting the economic needs of our Workforce and encouraging new Educators to join cusd first reallocation of some of the budget items that allow for unrestricted flexibility this is based on past analysis of what was projected to be used versus what was actually used some of that surely can go towards a salary agreement second higher than predicted unrestricted ending fund balances in the past 5 years the ending ending fund balance has never fallen below 61 million and the bare minimum balance cannot fall below 12 certainly some of that can go towards a salary agreement third a Ser to help those retiring help teachers to facilitate retirement these are all obtainable Solutions these are all possible to bridge the gap between where we are now and where we need to be to
010arrive at a successful agreement ICS is being very close CUA is offer is fair and it takes into consideration the district's financial situation and prioritizes the students by making sure that all of those that work with the students every day have a fair and competitive compensation package at this point it comes down to a willingness to pay versus an ability to pay there is a path forward as we have outlined tonight in closing I would say this to our board we know and have witnessed time and again that your number one priority as a board is the students my colleagues that you see around me and outside these walls along with those that had other obligations this evening all have that same priority and same Focus the students what we are asking for for is
011that is for the students is about the students it is about ensuring that the teachers that work every day with the students are compensated fairly and competitively to ensure that we attract the best and that the best stay here in cusd by providing a fair and competitive compensation package you show that you value the work that we the teachers do that you value the care that we the teachers provide and that you value the relationships that we the teachers form with the student to ensure their success we are valuable and our students are worth it thank you our next speaker is Joy s president castanos Deputy superintendent Hampton and trustees I don't know if you were able to watch the Academy Awards but the film that won for the best documentary short was the last
012repair shop directed by Chris Bowers it's a story about crafts people in Los Angeles who keep 880,000 musical instruments in working order for the city's public school students Chris Bowers himself is a leading Hollywood composer who recently worked on The Color Purple growing up he attended LAUSD schools using pianos maintained by one of the technicians profiled in the film he was quick to point out another winning composer John Williams also attended LA Public Schools looking out at a theater full of celebrities who we all know make a fortune he said the last repair shop is about the heroes in our schools who often go unsung unthanked and unseen tonight you are sung you are thanked and you are seen his precious one minute on stage was used to share La as one of the last
013cities in America to give public school students working free instruments then he said we need to fix that because music education isn't about creating incredible musicians it's about creating incredible humans it got me thinking about what I would say especially when the three people before me have already said at all Greg told you unrestricted funds are available because each year we notice that you budget more than you spend over the Last 5 Years CD's ending fund balance has never been below $61 million historically cusd does not deficit spend instead they deficit budget Manisha explained we value our veterans but we need to get new teachers hired before they get picked up by other districts due to the looming shortage the time effort training professional development and work in plc's walks right out the door with

022library at s Clemy High School this incredible new space was made possible by the generosity of the S Clem Educational Foundation our oldest high school foundation in cusd for over 25 years they have been making a major difference in the lives of students they literally step up when others can't or won't and it's been an honor as a parent and a Community member to be a long time part of this organization I greatly appreciate the invitation that the sanin Educational Foundation extended to board members and Lisa and I thoroughly enjoyed um celebrating this organization uh seeing past principles original founding members of the Educational Foundation and thanking them for their $250,000 generosity you'll have to go see the library it's amazing and the students are especially enjoying that space so that's all I have to
023say thank you thank you any other trustees trusty bulas well and something else to add that we had attended um trusty hanich um trusty Davis and trusty Jones and myself was uh St cledy high school was honored as the demonstration uh Avid school and correct me if I'm wrong there's only like a little over 200 Nationwide and is it just four in state six six in state State um and we have to give some kudos to teacher Aaron dollar who um principal Chris Carter had given great acknowledgement that that had always been her goal and she has really worked towards um making this um an exemplary um AVID program and I know two summers or last summer trusty Davis and I went down to San Diego for the Avid uh conference um to see what
024it was all about so that was really great that was um just a few weeks ago well on February 28th um I had a good time March 4th I was invited to um participate in read Across America and read some books to um a combo class of Kinder and first grade at Los Flores and that was a lot of fun and um like I said before it is play and musical concert season and so I enjoyed the spring preest Festival concert uh instrumental music at Los Flores um on the 7th and um a combination of mip our mandrin dual immersion program their big Galla was this last Saturday night and that trusty Jones and I had attended um and this year if you've noticed uh on social media online that this year is the first
025graduating class of our myth the um Mandarin immersion program and so each one of those students um there was uh oh I don't know I think about eight of them that spoke that night at the gala and they're each going to be featured online in terms of uh the program my biggest take away in listening to the students was the fact that they talked about the family um in being a part of this program and they really felt that they made friends that would be friends for life so it was um a really nice even and exciting for these students that will be graduating this year as our first graduating class and then along with trustee Jones We've been on the phone with legislators uh uh Senator Blakes Spear and um assembly member Kate Sanchez
026in um our talking points in terms of what we want to get across um you all probably are reading the paper about the budget within California and we are trying to get them to not touch prop 9 98 and the funding for our schools and uh we really emphasized that and then circled back at the end of the conversation emphasizing it again um don't get creative in accounting um we don't want them to set a precedence of borrowing um basically taking a loan out of what is legislatively ours um so that is also a part of what we're busy doing in this season and that's my comments for the evening thank you trusty Davis thank you I'd like to just add on to trusty Hanah and trusty bolus as far as the um the sany
027high school library it really was and is incredible and the Ed foundation in s cloney does just an outstanding job and the time and effort and money that they put behind that and when they talked to principal Carter and said where do we need it and they worked on the library and it's fabulous absolutely fabulous in every way um they have a demonstration are the um the award for Avid made this ankle many times and it was right on front page you can go right to it and gather some information about it and Aaron dollar has done a fantastic fantastic job it is incredible um the program and what Avid provides for our students I love it um joathan and Truman wonderful so great I just want to take a quick minute and talk about
028I've had a lot of parents reach out about concerns with some of our choices at some schools and PTA um ideas on our um fundraising efforts and a jagathon is just a perfect example because all funds go directly to the school so I love when we get creative and we're careful about our money so I love that they were able to have such a a great fundraiser that benefits the students there um I was able to attend this s CL High School mayor's prayer uh breakfast with trusty hanich this last Tuesday morning great to be with 200 250 people in s clementy to all gather and appreciate all that happens within each of our communities and just so happen to be in s Clement um and lastly I'd like to talk about the every 15
029minutes every 15 minutes is a program that um is run by and I just want to read a little bit about it so at s cloney high school last week um it's a two-day program in which they take students and they provide an opportunity for the juniors and seniors um to reenact and see what happens when you drink and drive and um we had you arrived and there were two vehicles that were turned over and destroyed and they were tarped so the students all arrived and the kids reenacted what happened and what happens and very very impactful I talked to many many students after probably my favorite comment was it worked I said give me a little more information tell me about that and she said I will never drink and drive and I will
030never let a friend drink or drive drink and dve so I love that it did what it should do and it um provides an opportunity to have a real view of it so every 15 minutes was in the early 990s every 15 minutes someone in the United States died alcohol related traffic collision and now it's a tiny bit better but not so significant that this is not critically important um and High School took a student out of the classroom every 15 minutes a child was brought out of the classroom and they went and stayed in a hotel for the evening and came back the next day and there was an assembly in which it showed then what happened before the kids saw um what happened in the in the parking lot um so much so
031that they had police come racing in with their sirens on the ambulance come racing in with their sirens and every bit of the accident was reenacted we had um students from every group on campus so that everyone could be felt impacted by their friends people they know and um it hasn't been done at soney since 2017 um for a number of reasons and um I am grateful that we were able to provide that and be able to allow students to see this um and the the young lady that was the actress that caused the accident and drank and and drove to school that morning and her friend in the car just kept screaming you killed my best friend you killed my best friend and U there are many of us that were in tears because
032you really can understand what consequences there are for something like that and and a good reminder um to for all of us to think about our actions and think about how we treat one another and what we want others to know about what you what you think and um uh I just want to read a little tiny bit about it the program in California was in Chico and it started with the chico police department and um it it just really I I guess it's probably probably enough about it but it really just is a good reminder um to help remind our young people because they think they're Invincible for sure and everyone thinks they're fine so grateful for that opportunity and what we were able to do there at St Lin thank you trusty Jones
033so a couple trustees have talked about Avid and I think maybe some of you uh do not know what Avid is so I'm going to tell you a little about that Avid stands for advancement via individual determination we have that at all about one of our high schools uh some of our middle schools I don't know how many and at least one Elementary School I actually went to the Avid training for the elementary school when they uh initiated it we in our district we have really emphasized that and it's and it is generally I think emphasized for first generation students students whose parents did not go to college but the dirt little secret is a lot of teachers send their kids through avot and I'm pretty sure that all of our teachers went to college
034so why is it that the teachers know about this and a lot of parents don't well at s Clem High School one of the ways they became a an avid ministration school is they have AVID for all they believe that Avid is good for everyone just like these teachers know um in Avid you learn note taking I believe you learn uh a an analytical reading not how to read but how to read to really figure out what's going on uh study skills organization time management all the kinds of things that students need to really be successful um and I think it's great that s Clin High School is doing AVID for all I was at the um um uh a dentist recently I was having a a root canal and the dentist told me that
035his uh son goes to sanan high school and is in Avid um and I'm pretty sure he went to college too so anyway it's I think it's really a great program for all kids and it's uh it's a shame that more don't take advantage of it in more of our schools and I hope that more of our schools will become AVID for all schools because I think it is a marvelous program but I want to talk very briefly about uh something we heard about last week uh last board meeting which was uh the uh English language classification I did some research with the help of a staff member um this week and learned because I asked some questions about norming and norming if you don't know is like comparing to other groups um you Norm
036um something to make sure that it's fair to all genders and fair to whatever so I asked what what is it normed against because I wanted to know if I our I'm sorry our lpac our English language proficiency something or other anyway the the test that is used to determine whether a a child who is an English learner is fluent uh what is it normed against because I wanted to know is if it's normed against native English speakers and I found out it's not I was pretty sure of this they do Norm it against um genders to make sure it's not doesn't have gender bias they nor against various ethnic groups and a lot of different things and I think that's good but if we're not norming against not we it's not our test it's
037a state test um if it's not normed against native English speakers we don't really know if it is requiring our English Learners to know more than the average English fluent native speaker um uh knows and I want to read uh really quickly a comment that I got from uh a staff member um and uh let's see um because I think like uh like like me probably most of you know people that are native English speakers that are not very good in English particularly in writing um and uh she said that when uh teachers uh look at the exam teachers in our district they're often really surprised at how difficult it is and they say even our English only students would not be able to pass that test the problem with this is that I think
038a lot of our community and our staff members assume that someone who is classified as an English learner is not as good an engl not as as proficient in English as you know my children your children whatever and in many cases once they have demonstrated proficiency they are way way more proficient but someone who might be just a little bit below what they need to be maybe they have to be here to be determined English fluent but maybe they're here which is perhaps better than our average English only student so we're making judgments in our community and staff members Etc that some of these students are not capable of taking uh honors classes or AP classes and I think they are and I I just want to make sure that our staff because I know
039there staff that are listening who are not here tonight is taking that into account that a student that is an English learner might actually be more competent more proficient in English than the English only students they have in their regular classes we need to make sure that all students who are capable have the the opportunity to take our most challenging classes and I really want to make sure that our staff they all understand that and are all encouraging our English learner students to reach a little harder reach a little farther just like Avid teaches them um and many of our Avid students are English Learners or former English Learners who are now re redesignated student just a proficient just as we want those students to reach for the stars we want all of our English
040Learners to be reaching for the stars and we can't say that just because they don't have that I'll call it a bad just they don't actually wear a bad but just because they don't have that label of redesignated English fluent doesn't mean we shouldn't be encouraging them to take the most rigorous classes possible because these are these are people who have great ability and we need we need them in our society thank you thank you um just wanted to make a few comments tonight I had just at the same time that trusty bolus and trusty Jones were advocating for our district with our elected Sanchez and blakespear um so were many of our parents in this district and I had the honor and privilege of traveling up to Sacramento with them and attending what is
041called Sacramento Safari and many of you may not know what is Sacramento Safari so it is put on by fourth District which is basically the PTA that oversees Orange County and it's their annual advocacy trip up to Sacramento where um Advocates from all over the districts come together and and advocate for for funding for our schools and um the sup superintendent was with me as well as was our student board member Tyler Pierce was up there with us advocating so it was an amazing time to see um parents and students and board members um board members from other districts as well and of course our own superintendent up there attending so um just a couple of highlights for me um I think trusty bulus already mentioned the budget um doesn't look good it's going to
042be a significant shortfall for us but I think the priority or the messaging that was given up there was that please prioritize public education and don't you know stay away from it and please protect our most valued in investment which is our kids so that message was um sent uh loud and clear and hopefully after we continue to have those conversations that that that will be something that that they will listen to when they're when they finalize the budget we will know more um in May about the budget and then um second I wanted to also mention um a senator that represents a large area or many of the cities in Orange county is Senator Josh Newman and um he spoke and was one of of the keynote speakers and is really about his whole
043message was just educating the whole child and and the entire family and making sure that we have programs in place so that we can do that at this level and I just wanted to really take a moment to to talk about his message because he has made an extra effort to really communicate with um his constituents and our own advocacy team meets with him on a on a fairly regular basis and tries to communicate what the needs are of our cusd students and how it really affects us as a district we are different than a lot of districts as far as funding goes we don't get as much funding and so getting that message to the elected so that they are aware of what it's like in cusd is is valuable and and he is
044listening so um before I go any further I I should stop and um give a special shout out to your uh advocacy team here in cappo because honestly work every day um and they are very committed parents to um speaking about and and working for all of your kids and making sure that that they have the funding appropriate to to give them the education that they so deserve so um um another speaker that kind of spoke to me was the assembly member and and you may know um and TR he represents um the 70th District in Westminster I thought it was um I'm not an original Californian so I didn't know much about Mendes versus West Westminster but you may know the case um his uh Speech was very he's very passionate about it um
045he has authored a bill where that case um will now be taught he wants it to be taught um included in our social studies curriculum in our public schools which which is an amazing thing it was a case that really set precedent for the desegregation of schools and it was a local case so I thought um I thought his speech was pretty powerful and how we're getting that through how he's going to try to get that through um and then I had an opportunity to go to ledge con um which is the advocacy very similar to saak Safari except it's at the national level and so um Deputy superintendent um Clark Hampton and I along with the um advocacy team went to DC Washington DC and continued our advocacy for this District um uh one
046of the talking main talking points as as you may know is idea and how we are not um do not receive the funding that we should from the federal government because idea let me let me let me get this right so I don't mess it up um individuals with disabilities Education Act which was passed in 1975 and with that act of course every child with a disability in every state Across the Nation deserves a fair and appropriate education public education but with that act that was passed there was a promise to fund um 40% because they know that um educating a special a special needs child cost a lot of money and and they were willing to to help support what we really have since 1975 we really haven't received the funding of course um
047I think at this time we get about 6% which you see the huge gap right in funding so just that alone if we can get the at the federal level if we can get more of our federal dollars that were promised to us back in 1975 it' be a huge impact for cusd so good news is that um there is a bill currently um out by authored by our representative of in Northern California Jared Huffman and you can look up this bill it's HR 4519 which has been introduced it's called Ida full funding act so it is already on their radar for this Congress to start looking at why we are not fulfilling our promise so it was great to engage with him and then um we had conversations with all our locals that are

049Pierce has some things to say about his experience up in saak Safari so take it away thank you um yeah just deep thanks to PTSA for allowing me to have the chance to take part in the Sacramento Safari this year this chance truly was one of a kind and it served as a great way to dive into the world of democracy Beyond this room and one of the most like impactful things I took away from that was that politics belong where it is most important and effective and through this opportunity I was empowered to convey the ideas and concerns of our student body directly to key decision makers engaging directly with multiple Senators assembly members and staff to allow me to make a substantial impact by voicing the collective concerns of our students for example
050we talked about the budget and how bad it is putting pressure on those who have overall control of this budget is the first and foremost important step in the right direction so I'm very proud that that took place over the weekend and one of the most inspiring aspects of the experience I believe was listening to the keynote speakers their insightful presentations not only deepen my understanding of these issues at hand but also made me feel like my best interest and those of my fellow students were genuinely being considered this reinforced my belief in the power of advocacy and the importance of the message at Sacramento especially being a student myself being able to listen and be heard was an amazing fi I was also successful to uh to make these individuals understand the importance of
051V vote of voicing the vast majority of student opinion for example spreading awareness to these individuals from a student myself on the true importance of having inclusive and diverse literature for students at fingertips in this digital age children roughly 9 5% of them have access to almost anything online the inclusion of perspectives through the art of literature and storytelling is essential and should not be taken lightly nor taken away from children it's a right that should be preserved and expanded not restricted another topic I was genuinely passionate about addressing with them was the importance of prioritizing students mental health again this did not again this is from my student perspective and I hate that I have to say it and I'm not a f fan that this has to be addressed but contrary to beliefs
052that I've heard In This Very Room the term mental health I'm referring to does not inherently include members of the lgbtq community freely loving others and having the CH choice to love is not a mental illness the mental health I was referring to was the one that assures better student to counselor ratio to ensure safe spaces away from home for students across all spectrums to feel safe to add I was able to shed light on the true motivation and ideas behind the Nationwide issues forced outing policies luckily everyone who I spoke to was already aware of this issue and I was able to share my experience on what it was like to deal with such dangerous political and personal issues Here In This Very Room let alone being the student and listening to the masses
053of students teachers and parents oppose such mean-spirited and dangerous policies I'm uh I mean at the end of the day it seems like these policies come and go and seems like there's a new one almost every day so and it seems yes the don't say Gable in Florida was gutted and clarified so now the lgbtq plus community and straight students are finally on equal playing fields in terms of discussion in classrooms in Florida Public Schools this is a prime example of these issues and what it is like to make an impact like at the capital it is something that needs to be noted and done if real change wants to take place this just comes to show how the importance anyone could make by voicing their concerns on the appropriate level about real issues and

083list our bond failed but thank you to the district for your help thank you all right trustees we are now moving on to discussion action items 12a Las ravas Ro property advisory committee final report and recommendation at this time remember this is information only and I'd like to recognize Deputy superintendent Clark Hampton of business and support services thank you president ctios trustees so this property is located in San Juan Capistrano just off Los Rambles just east of the five freeway the district acquired the property from a mitigation agreement with from Pacifica of San Juan development and uh subsequent to to that uh took ownership of the property and without the need for a School site there uh the property was declared Surplus and this was back in 2027 or was not declared Surplus it was

089where they actually come from so two things one performance in the current school year and then change from the prior school year so those two components go into those dials you see going from Red which is lowest performance on the left all the way to Blue which is highest performance on the right there will be one slide where we actually um look at the kind of purple cellular um uh connection U bars there and there's it'll be the for the CCI the College and Career indicator uh so as Heidi talked about one of the schools that we'll be talking about is a Das school and this means that they serve high risk population usually students who are behind in credits or possibly have attendance issues an analog in our own District would be Union High
090School so this is the English langu Arts performance and just a reminder this is all students in grades 3 through 8 and 11 who have taken the smarter balance assessment in English language arts so at the top left there which is um orange that's California and California as you can see um and so like I said the Top Line there is actually current years's performance so as a whole if you take all students in California who took the assessment in grades 3 through eight and 11 and put them together as an average students scored three uh 13.6 points below standard for the state and they maintained at a negative 1.4 so if we go down to the far left on the left of the dash line that's cusd so in this case we have 41,000
091students but for the smarter balance assessment in English language arts and math that's about 21,000 students in grades 3 through 8 and 11 that take the smarter balance assessment so once again CD students are 47 points above the standard and we're in blue because we maintain the level of6 points and then going from left to right after the dash line you see all of the um charter schools that are located within our boundaries going from highest performance ban to the lowest performance ban one thing I do want to mention about Cal Ops though is the state does penalize you if you're if you test below 95% so in Cal Ops situation it was at 75% and they give you the lowest possible um score for each student until you reach that 95% % threshold and
092so that's one of the factors that plays into uh the red designation and the 80.6 points below standard so this is actually so just I want to differentiate the last one was distance from standard this is actually the percentage of students who met or exceeded standards on the English language arts test so once again you have California on the left in Orange for CD 70.2% of our students who took this SM balance assessment in English language arts met or exceeded standard and then to the right of the dash line you have all the charter schools once again and the colors on those bars represent their color indicator on the state dashboard you see that offl is in Gray and the reason that is is because if a school has more than 11 students but fewer
093than 30 they don't report a color they'll give you the actual percentages and distance from standard but they won't assign a color to that school because the group is too small and for privacy issues so now we're going back to the distance from standard okay the last slide was percentage of students meeting and exceeding this is going back to that distance from standard meaning how far in this case all these schools how far above the standard are they and this is comparing Oxford Preparatory Academy which scored really well but we wanted to give an Apples to Apples comparison so we're showing several cusd elementary schools um as a comparison so Castile there did outperform Opa 87.1 points above standard um I want to point out the reason that chapparel is green even though it has
094a high performance score is because they did decrease by about seven points from the prior year so that's why even though it's a High um distance from standard it is still there was a decline from year to year so now we're moving into mathematics in this case once again California is at the top California as a whole performed 49.1 points below standard and they maintained it about about 2.6 uh points C USD on the left there is in green we were at 17.2 points above standard and we increased by five points and then once again you see all the charter schools going from left to right from highest performance the lowest performance once again the same thing that applied in English language arts for Cal Ops is the the 75 they only tested 75% and
095so you're penalized as a school or an Lea for those students and then offl once again only they had more than 11 but fewer than 30 so they show the distance from standard but they don't um give you a color indicator so once again this is all the students in our district or to the right the charter schools that met or exceeded standards um for mathematics so CD 59.6% of all students met or exceeded the standards and then you can see the rest of the schools there once again ofls in Gray because of the number of students so now we're going back to the distance from standard once again trying comparing Apples to Apples Oxford prepator Acy was the highest um performing School of the charter schools that we're looking at at 61.8 once again
096comparing Apples to Apples Castile 70.6 and Wagon Wheel at 72.5 so now we and this is last one was about distance from standard taking the SBA in English language arts and math this is the English lar progress indicator which I think after the kind of graduate level class that Dr Matt gave us last board session you guys are all experts in this so I won't go into too much depth on this but once again for the State of California 48.7% of all English English Learners are making progress and maintain even though it was a negative 1.6 the state considers that maintaining where C D 59.6 of our per of our English Learners were making progress and we increased by 5% next you only have um reports for Cal Ops and opa as far as the
097indicator color and that's because uh for okasa K5 Journey CRA and okasa College Prep um the students were between 11 and 30 so they don't give a color indicator they just give you the percentage of students who are making progress and then actually for ofl they had fewer than 11 students and so they don't even give us um progress number from the state so this is the cell phone reception status bar I was talking about so this is the last year that will be using this and the reason uh the state is reporting it this way is we didn't have College and Career indicator information from the 2022 school year um also I wanted to point out that even though okasa College Prep has seniors they don't have any graduates yet and so this data
098is pulled from from graduates from the district or School in this case to the left of the the black line CSD is at the high level with 66.1% of students prepared Cal Ops at 18.8 and ofl at 15.5 so unlike academic indicators we want to look for percentages going down for chronic absenteeism and just as a reminder Chic absenteeism um is talking about any students who are absent more than 10% of their school year that they're actually 10% of the days that they're enrolled so if a student starts after the first day of school it's actually 10% of those days remaining in the school year in this case um cusd is in Orange at 18.2% Cally absent but we did have a decline of 3.3 once again I remind trustees that this is not only
099a state concern in issue but actually Nationwide there are issues with students um attending school as regularly as they did pre pandemic and then once again ofl at the end there is um there are fewer than 11 students and that's why there's no data reported and no indication color so for graduation rate um for um California you see that it's a 86.4% graduated a decline of 1% keeping with the past of CD's experience we had a 96.3% graduation rate really high maintained at 04 and then for Cal Ops and ofl you see the graduation rates at 78.4 and 50% um respectively and once again ocaso College Prep even though they will go up to seniors they don't have any graduates yet that will be next year that this data will be report once again another
100indicator where we want to see the percentages going down right so this is anytime a a student is suspended doesn't matter how many days they're suspended just that they have been suspended at least once in the school year they get included in this um in this data so for CD U sorry for the State of California they're in or in Orange at 3.5% for CD were at 2.5 and maintained about 0.2 then as you go from left to right once again um starting from the highest performing to lowest performing I did want to point out though that Cal Ops is all online and ofl is um an independent study model so it's a little different from what be a brick and mor School setting so one of the things wanted to talk about is even
101Charter Schools um fall into the category of if if they fall Bel certain thresholds requiring assistance uh from the state so in this case it's called there two different levels additional targeted support and Improvement or atsi and comprehensive support and improvement with CSI so we have three charter schools that fall into those categories Journey falls into atsi for English learners for Asian students um and Al also chronic absenteeism and suspension rate and then for cops CSI for low performing anytime a school is classified as Title One the state looks at those lowest performing Title One schools and that would get them into the low performing level and then opportunities for learning is CSI graduation so why are we sharing this information and why is this information important um one we want to share it's important
102for us to as we have oversight duties um with our charter school so it's important that we know how they are performing but they also um renewal criteria changed um with ab55 um prior to the pandemic and we really are looking at um dashboard data it deter um renewal band if you're a high band metal per if you're a high performing School a metal performing or a low performing school and so CDE California Department of Education just released the charter performance categories um yesterday and so we uh we have three of our charter schools are in the high performing band and again and this can a high performing school if they were to be up for Renewal currently we we could be looking at a five six or seveny year renewal term um we're looking
103at Journey Community Roots Academy and Oxford Preparatory Academy all fall in that high performing um category and then middle performing schools um they can be renewed for a five-year term and that's okasa college prep and okasa elementary school and then connections Cal Ops falls into our low performing schools so the new criteria for trustees who were here during our last round of renewals we used to compare all of our schools to the district schools district comparable schools now we look at that that's compared to the state dashboard data and that's why we had the state of California information on all of the charts so we do have a specific Charter renewal board policy 042 0.42 that outlines all of that information on what the what the performance categories and what that criteria is okay thank

107an AI camp scholarship for this summer chronic absenteeism is down more than 11% thank you we'll go on have to go on to our next speaker thank you Dr Julie bu Sher Schubert sorry go ahead Board of Trustees thank you for this opportunity to speak my name is Dr Julie Betto Schubert and I'm the principal at Orange County Academy of Sciences and arts Elementary School we are authorized under Orange County Department of Education and in our eth year in 2022 okasa Elementary was reauthorized by ocde on a 5 to zero vote for 5 years okasa is a joyfill student centered collaborative community that inspires growth through personalized learning experiences and as a result of these personalized learning experiences every student that is at okasa demonstrates High academic performance in both reading and math but we
108ALS also have exceptional growth with an with an increase of 29.7 points in English language arts and the highest of all schools presented tonight we have also demonstrated the highest mathematics growth uh in tonight's Report with an increase of 14.6 points we are showing the second highest decline in chronic acent absenteeism and I'm very proud of our English Learners and having 90 .9% of those exited from El programming we have done this all with an unduplicated count of 22.9% as I stated all students at okasa experience joyful interdisciplinary learning opportunities every day for example The Joy extends Beyond okasa Elementary campus and includes eight or more field trips each year while on campus every student K through five receives 60 Minutes of stem education class in addition to the classroom instruction uh CL science instruction
109and each of these projects are integrated or each of these subject areas are integrated into our inquiry Arc projects we also integrate that inquiry Arc project which is a semester long project uh into our Performing Arts uh programming all students at Kasa K through 5 receive 60 Minutes of singing dancing learning how to play piano ukulele recorders and percuss percussion instruments 60 Minutes of 2D and 3D Visual Arts experiences each week with multimedia multiple mediums our steam program plus programming has one additional component Spanish language culture and Heritage which is also a 60-minute period for every child at okasa we go Beyond AC academics and focus on physical fitness 30 minutes a day four to five times a week thank you for your consideration thank you that concludes our speakers thank you okay trustees discussion

111probably most of our Charter Schools um I know current and former staff members in probably all of our charter schools and I don't think any current students but former students in our Charter Schools um so I and I just say that because I don't I want to make it clear that I'm not I'm not anti-ar um but I look at um in fact maybe Corey you could go to the slide the one that says demographics and Charter School CD boundaries um and um there's an article it's actually not artical there was a piece that was put out by voice of San Diego recently you can go on their website and and ask you have to download it they don't just uh have it there um that compares every school uh I think it's public and
112Charter a charter and and non-charter public in San Diego County and they look at the expected test scores and the actual test scores of each of the schools and if you look through them and then then they're comparing them if you're expected score is 50 but you your actual score was 40 then you're your your your you your score is minus 10 okay so I went through all of these and there's hundreds of them in San Diego County and looked at who were yeah there's a lot that are minus 10 plus 10 minus5 plus 15 but there are some in the triple digits and they are not in the triple positive digits and almost all of the triple negative digits are charter schools which was shocking to me that they it was that bad I
113mean I was like really shocked I don't really think that's what's going on in all of our Charter Schools not by any search of the imagination but if you look at this slide um one of the things the voice of San Diego U points out is that the the best predictor of a students test scores ability academic performance is their um parents economic status so on this slide SED is um social socioeconomically disadvantaged I think um CD 36% of our students CRA uh 11 and 10 and and change not 11% 24 22 the charters that perform very well through here are the ones that have the low s numbers the ones that have the High s numbers generally are performing lower so I think if you were to look at our Charters and you were
114to look at them the way the voice of San Diego did in San Diego County they might not look quite so glowing as they do and I you know some of you people are my friends I mean right I mean we had lunch together that day right and and I I have visited your schools again I'm not anti- chter but I think it is important the public understand that the these high scores or even sometimes the low scores are not about what's going on in the school they're about the students that come there in the first place and I think it's really important for perspective or even current Charter parents to be considering uh what is going on in the school that is causing that high or that low performance because it's not necessarily that
115the school is so great it is often us it's us parents who are sending you the students who are very are are are those students that are are statistically going to help re raise your P your score your average score or lower your average score so I just want parents to be looking very carefully at these numbers and understanding that it's not necessarily the school that there's a lot of what goes on here that changes what the performance is and some of these schools can some of the schools are sitting here kind of like hanging their heads because they see how low their scores are but if you see that they're socioeconomically disadvantaged is 50% or more that tells the story and if you see that it's 10% or 15% or less that also tells
116the story so I hope that parents are looking critically at those kind of numbers and not just at the scores because some of the highs scoring campuses should be the ones that are hanging their heads and some of the low-scoring ones are the ones that should be proud thanks thank you any other comments from trustees no okay I have one oh go ahead trusty P atsi Journey on the slide you mean to say that the chronic absenteeism and suspension rate have to do with the English language learn uh Asian learner or are you saying that that's the entire Journey school because the bullets kind of suggest one thing it's just for the that subgroup of English learned cors okay not the entire school to the yeah okay that was informational only so we are now
117moving on to 12b certification of the 2324 second interim financial report I need a motion to approve the certification of 2324 second interm financial report so move okay moved by trustee hanich seconded by trustee buus at this time I'd like to recognize Clark Hampton Deputy superintendent of business and support services to present the item thank you president Clos trustees twice a year school districts are required to report and certify their financial condition I'd like to introduce Philip a Townsen the assistant superintendent for fiscal services to provide a brief report on our second inter room thank you yeah since the last update presented in January State revenues have continued their decline it's very possible at this point that the May revised budget could present further cuts to school districts as a result of the additional shortfall
118once calad student data was certified back in January the lcff supplemental revenues came in higher than projected as a result of higher numbers of English language learners Foster Youth and low-income students lcff revenues were also higher because of the success of the attendance incentive program and our attend attendance rate is projected to be approximately 94.4% which is compared to the 93% we were at last year once final attendance data is caned a as shown on this slide additional details have been provided for the state's instructional continuity and attendance recovery proposal which will allow districts to run programs outside of the school day to recoup Ada next year assuming this program isn't changed at the May Revis because of lack of money we can offer makeup classes that could potentially be funded by the elop grant
119not only will this improve our attendance rate but it will also reduce our chronic absenteeism rate these are the assumptions used in the multi-year projection for second interim on the right as compared to first inum on the left you can see that the Cola used for the three years starting in 2425 are all lower than they were at the first interim Cal Pur retirement rates for classified staff are also projected to be higher than they were at first interim which will cost us more money based on current projections our enrollment decline is beginning to flatten out and um hopefully we will see a a a lowest point of our enrollment in the next few years this is an exerpt from the local control funding formula calculator sorry it's a bit small it's hard to read
120but the top row is the current Ada that we have for our students and the bottom row is the funded Ada so as you know or may not know uh we are now funded on the the average of the three Pere Ada counts so what this did was after the pandemic uh when we dropped approximately 5,000 Ada the governor proposed that we would mitigate this funding drop by averaging the three prior years so what what this did is it pushed out the drop in attendance for three years and so it's beginning to hit us now and in the next few years and you can see it's creating very large Revenue drops if you were funded on current year Ada the drop in Revenue would only be a, adaa but you can see that it's actually
121288 so that's really impacting our revenues for the next few years and it's going to imp what programs we can continue to fund the multi-year projection shows that in 2627 which is the third year of the multi-year projection starting in May when we present our new budget we will be just above the minimum required Reserve amount of 2% our deficit spending increases as our funded Ada drops you can see the large red bars there the next budget update will be in May with the initial presentation of the 2425 budget and any adjustments resulting from the governor's May revise will be incorporated into the final budget which will be presented for adoption in [Music] June and finally staff recommends a positive certification of the second inim budget do we have any speak cards we have one
122speaker Luca LCA Claus good evening as the California state budget faces challenges really I want to Express gratitude to Dr Brown and president casano for joining 31 Capon PTA members AC of this year when we may not always see I to ey issues and we don't H it's essential to recognize that we share the commitment to public education our advocacy team is Shifting Focus from state to federal government to fully fund Ida as highlighted in the district's budget CSD has diverted $100 million from the general fund to provide necessary services for special education students due to the federal government failure to fully fund and keep its promise from 1975 I'm pleased to report that the California state PTA is supporting the idea of fully funding Ida additionally in the summer of 2025 we plan to
123organize a nationwide March for this cause while change may be slow consistency is crucial just last week president Casiano Mr Hampton were in DC where we met with politicians and were informed a resolution may not come until the next Congress is voted in however it is important to remember Rome was not built in the day the fact that we continue engaging in this conversation and have a seat at the table is significant education is an ecosystem that continuously evolves and the services schools provide today far exceed those we had to provide 5 years ago therefore I urge you to support representative Hoffman's Bill HR 4519 the Ida fully funding up as it will alleviate some of the financial struggles our district faces thank you thank you trustees anything from trustees we we already did we

132a 127 year old advocacy organization Advocate advocating and serving every student Across America Nationwide ptas are serving 13.8 million students with its 3.4 million m members and 14,000 of those members are right here in Capistrano a little update on saak Safari 31 including two amazing students of our members traveled to Sacramento last month and I have to tell you how truly grateful I am to work alongside all of these extremely talented and D driven Advocates we heard about the bad budget forecast from all angles and we were moved to Tears by Miss Jessica bartholo from the anti-poverty project who shared her story of growing up hungry and was unaware of the free and reduced lunch program until she was in the 10th grade Tuesday was our meet with our legislator day and we met with
133our state senators and assembly members that represent this district and I am so incredibly in awe of the amount of professionalism and preparedness our team exhibited it is sometimes hard to talk to our legislators about increasing education funding during a budget shortfall we are told that we are ungrateful that we are dreaming to think we are going to get any more and that we wouldn't be able to get that one important meeting but we continue to do it we continue to show up we continue to knock on doors and we continue to be in the room where decisions are made because if we aren't we don't exist and that is not an option for a low-f funded lcff District like ours we can't be grateful for resources that aren't being provided to our students the
134resources that our students rightfully deserve so with that attitude and the partnership of you all we are continuing to put ourselves in highly visible meetings with top officials like Senate education committee chair Josh Newman we met with the governor's education policy director and and his legislative director regarding Ida and our ask that all governors advocate for the federal government to fund their promise for our special education students and finally for our biggest meeting of the Year spearheaded by our very own Luca a meeting that everyone said we couldn't get Luca president casianos and CFO Clark ham Hampton met with Congressman Huffman staff to discuss his bipartisan effort to fully fund Ida which would bring approximately 32 million additional dollars to our district as I end we aren't your stereotypical PTA people see you see in
