008illustrious Darren gindra he began those before the break and we'll continue on after the break uh tomorrow night Darren will be uh viewable and get Niguel Hills Middle School from 5:30 to 6:30 sharing our day-to-day safety practices our Partnerships with outside agencies and really the next steps that are going on in our school safety audits um if you can't make tomorrow night on January 24th Darren will be at uh Bernice aers middle school and January 31st will'll be at Marco Forester Middle School both from 5:30 to 6:30 we're also going be hosting a town hall addressing Public Safety in Orange County at the Ladera Ranch middle school on Tuesday January 30th at 5:30 p.m. uh Sheriff Barnes for County Supervisor Katrina Foley trustee Michael Parham and myself will be there to discuss ebikes preventing crime

009and really enhancing safety in our public spaces during the fall I hosted a series of superintendent forums in the evenings at the high school uh kind of throughout the system and for the spring we're going to be doing something a little bit different to support those parents who are unable to attend evening sessions so this began last week when I kicked off my morning coffees with Chris we actually did have coffee and pastries for those who attended um we started at Wood Canyon Elementary so there'll be another opportunity to engage with families um and share my goals and values in the district's mission and vision and to hear from the community coming up the next one is at Concordia Elementary uh in San Clen on Friday February 2nd 8:30 in the morning again we will

010have coffee um and I look forward to interacting with more parents and community members then that is my comments for the evening okay thank you trustees um comments this evening trusty B well Happy New Year and with the new year comes a new season for robotics the first robotics competition the international season launch was Saturday January 6 and I just wanted to share with you the theme this year which is cresendo turn up the volume the robotics competition teams will use their stem skills and creative power to turn up the volume as they design build and program their robots for action-packed gameplay their skills make it possible to create art and experiences that bring us together uh bring us entertainment and it moves US during our Arts inspired first robotic season we'll celebrate the roles

011our stem plays um in the Arts and Design to build a world of Endless Possibilities the future is our students um to create and if you have never been to one of our robotic competitions I encourage you to stay tuned there's usually Insider um reporting and it is a really wonderful um class and Club that come together and compete with different schools um all over California and really all over the nation uh they will travel from other states as far as Hawaii and even other countries as far as Mexico um and Israel um Australia uh to compete in these competitions so it's a great experience for the kids I just wanted to share with you that it's happening now and that's my comments thank you thank you trusty Davis happy 2024 I'm so excited for

012what this year this new year has to offer our students here in capistran unified exciting things are happening here and I look forward to what lies ahead for us in the 2024 year yesterday was our National Religious Freedom Day National Religious Freedom Day marks the anniversary of the Virginia Statute for Religious Freedom drafted in 1777 by Thomas Jefferson it was a pivotal moment in our nation's history as as Visionary document laid the foundation for the protection of religious Liberties enshrined in our constitution on that note there are some areas surrounding that statute that we need to discuss some things to ponder and navigate as we move forward as a board we need to ask ourselves as Trustees of the students and families in capist a unified school district a few questions what are our values

013what are the values of our community we need to set clear standards surrounding policies we need to understand and our policies CD's policies are based on a general standard of morals all of our policies are based upon values and our policy should align with our values as a Board of Trustees and our Community Values we can have differing opinions but we do not want but what we do not want is groups to intentionally come to invoke problems questions have to be asked our society is based on rules and moral decisions there are moral standards standards that are agreed upon around the world should we teach honesty empathy respect compassion integrity and kindness should we teach our students that we help one another help your family help your Group return favors be brave defer to superiors

014divide resources fairly and respect others property is it okay to steal kill lie maybe we need to ask ourselves and consider if we should allow after school clubs or just School sponsored clubs at the least we need to delineate a line between when a school group meets on our campus much later than after students leave and teachers and staff's professional Duties are complete perhaps add to our policy the use of the school facilities take place at least an hour after students leave campus for the day we need very clear policy and a discussion around policy it's not cart wunk we don't have the authority to do whatever we want as a board our clubs are also not set up cart blunk we do not allow six-year-olds to run and lead a club we would not

015approve proud boys clubs bondage clubs guns and shooting clubs antifa clubs Nazi clubs Hitler clubs KKK clubs black magic clubs Ouija board clubs Club safe sex clubs or would we there's a certain amount of respect and dignity that we have uphold in cistron Unified School District I would like to ask staff to take a deep dive into board policy 1330 use of school facilities and board policy um 6145 extracurricular and curcular activities and look into a PO directly relating to adding a policy for school clubs which I am told that we do not currently have this will assist us as we navigate today's requests and look into our community's values as far as of the use of our facilities go we need to ask ourselves what are our values in cusd I ran for school

016aard because I deeply love the capistrana unified community and particularly San Clemen Community we share so many things in common including our values and general beliefs I'm a passionate mother who wants the best for my children and all children in cusd and I try to see every policy through that lens I know all of you want the same kind of respect and dignity for your children while we also share a lot of the same values I also understand that there are many of you whose particular Faith tradition is different from M that's okay why I put a lot I put a lot of value on religious pluralism and believe firmly in the freedom of religion since we run a public school with taxpayers dollars we have a duty to protect people's ability to Worship in

017various ways as long as it does not infringe upon others rights or lives we also have policies in place that limit a religion's specific influence onor public schools that allow for people to share their faith consistent with the Constitution and be various state laws we allow various clubs and churches to use our facilities with certain restrictions yet tonight I have been informed that we have a request by the Afterschool Satan club that they would like to open up a club in one of our one of my elementary schools in San Clemy because that school also has a good news or a Christian Club I have two questions for the administration before the public begins their comments on this in October as we were discussing the need for better and more informed parental involement SE in

018Parental involvement several of you my colleagues agreed that our current regime of parental rights is dis um is dispersed confusing and sometimes contradictory and we agreed on a path to unify simplify and put them in a place that was easily accessible to parents three months later I yet to hear if there's any movement on this issue if we're serious about our values from our handbook communicate with and engage students parents employees and community members in districtwide and Community specific decisions then what will it take this to move this initiative forward I would like to add I would like to have it added to next month's agenda we need clear policy Provisions clarify Clarity will bring predictability and consistency to the groups and clubs on our campuses the community must know the rights and responsibilities associated

019with these clubs transparency is also absolutely essential who is supervising these clubs who's sponsoring this club which parents which teachers the community has a right to know Clarity and transparency will give protection set limits and most importantly allow for a natural and honest Community response to controversial questions number two can the administration clarify our club and public use policies for the board and the public under state law we are required to have a policy to educate and everything surrounding education however I'm not exactly sure how a satanic Club fits into all this here's why first of all can we look at a policy that simply States a club's title needs to be descriptive to the activity of the club seems like a simple solution while we can be pluralistic about faith and agree to disagree

020on doctrinal matters I would think that the dist would not allow the formation of a KKK or a Nazi Club under a sense of propriety that neither of them reflect Our Community Values it would not matter in the least if we were offering courses if they were offering courses in selfworth art or public speaking I would think that the board would rightly so reject their applications out of hand honestly in my view Nazis and KKK are terrible but satanists are the wor and absolutely contrary to everything I believe and stand for and what the vast majority of our community believes in stands for they actively work against the interests of a vast majority of our community make no mistake the satanistic group is a hate group organized with a specific purpose to Mock and Demon

021Christian beliefs they could very easily Rebrand as an open-minded group scientific group or even an atheist group choosing to Brand themselves as a satanic group serves only to express hate while we respect everyone's right to believe whatever they may and worship whatever they like the nature of this group forces this body to understand the limits of its policy why is this okay and not a Nazi group so while the United States Supreme Court has ruled on related issues I'm not aware of specific precedent that would stop us from denying a Satan Club if indeed that is where the board decides to go I hope this comments will be thoughtful to help us make the best decisions for not only our schools but our community okay thank you any otheres okay so now we're student board

022member appears I just have a quick um oh sorry that's okay Dr Brown says you're talking about use of our facilities um every year well not every year every time we have an election cycle uh it comes up usually from me or whomever the use of our schools as voting places so we'll want a future check- in on the Civic Center act and other other any applicable acts laws lawsuits that apply to the use of our schools that would be appreciated thank you yes there's a lot of precedent for this as well as um legal uh verifications so we'll bring that back as well as possible revisions to facilities use policies in the February board meeting um so that that's all very clear okay student board member pece thank you Happy New Year today I

023sit here at an important time of my term on the board the halfway mark of my one-year term this period has been an enlightening Journey filled with learning and personal growth now it's a time for my reflection on what has been and what has been anticipated for what has come to for what is to come in the future all from my perspective I extend once again my deepest gratitude to everyone who made my journey possible to this position respecting representing the diverse student body of cusd is an honor and a responsibility I hold with utmost respect and seriousness in these past months I've come to understand that education is much more than academics and curriculum it's a gift a collection of lessons that go beyond textbooks and for many a nurturing safe environment away from

024home as a board member my commit my commitment has been to protect this environment ensuring that our students needs and rights are at the heart of every decision made here on this board one of the key lessons for my time so far is the importance of relevant and inclusive educational content it is essential that we continuously update and expand our curriculum resources and books that reflect the diverse experiences and challenges our students our student body faces this approach not only keeps education engaging but also prepares students for a world of constant of constant Evolution however our journey is not without challenges this first half of the year we've witnessed a nationwide Trend where School boards including ours have increasingly been confronted by political pressures a notable instance was the presentation of the parental notification policy

025crafted by California assemblyman billis which was originally not passed by by the state so he pushed it into school boards across California this policy was proposed but luckily was viewed as unnecessary by most and sparked significant concern within our community the strong response from students and Comm community members on that night showed me a powerful reminder of our Collective commitment to maintaining an inclusive and respectful educational environment as I continue my role I am dedicated to advocating for these rights and well-being of every student student in our district our school must be a safe place for learning where every student feels safe respected and valued I urge our board and Community to stand together in the seemingly simple Mission I'll never forget the importance of being told that this role is whatever I wanted it

026to be and whatever I made it whatever I felt compelled to talk about and take action on let's ensure that our educational system is a place of enrichment and not alienation instead of seeing people who present different l or may believe something other than what one one might be used to we need to recognize them and not generalize them and refer to them as mentally ill it's imperative that we stand against biases and promote a culture of acceptance and understanding if we want a successful board there is a lot of talk about a mental health crisis this year at almost every meeting whether it's from the speakers or the board if this is a real issue backed by accurate unbiased data a solution should be found I completely agree but I promise that the solution

027is not going to be found in alienation or controversial for forced outing policies I've learned and I promise to continue to stand up and speak out silence is not the solution not for school boards Across America in this Dage rights of students are continuously at risk and I promise I will seek and identify along with continuing to fight against them reflecting on the past months I am inspired to see what we have accomplished and eagerly look forward to the opportunities and challenges of the coming months I'm optimistic about the impact we could make for the remainder of the year I also want to address to seniors and young adults in the community a crucial reminder this year is election year and every single vote counts beyond the high PR profile presidential election it's vital to

028recognize the significance of the ballots that determine the members of this very School Board the decisions made in these very rooms have a direct and tangible impact on our daily lives as students from shaping policy to influencing the educational environment our school board plays an impactful role in shaping the experiences and potentially your families too for for um for younger voters this is an opportunity to ex to exercise your right and responsibility in democracy your participation is more than just casting a vote it's about having a say in decisions that are affecting your immediate world every voice makes a difference it's essential to be informed engaged and active in these local local elections because they have often had the most direct impact on the community and I'll make this shorter that I personally believe and

029I stand to advocate for the continued adherence of the principle of separation of church and state within the school dist this principle in our constitution is not just a legal mandate it's a foundation for creating inclusive Equitable and academically focused educational environment by upholding the separation of church and state our school district not only only aderes to constitutional principles but also Fosters an environment of inclusivity and mutual respect it is through this unbiased approach that we will prepare students not just for academic success but for roles as informed intolerant citizens of our diverse society as they move on to gradually for um let's ensure that our Collective and future is shaped by those who understand and respect respect our needs I encourage every single one of you to use your voice thank you for your

032any of my teachers about the rumor and after the two bullies confess in the apology letter to me they still continued to tell everyone the rumor was true I had to inform my male gym teacher of the video in the sexual rumor made about me and why I could no longer change into my uniform for gym for fear that the bully might take a photo of me the snickering pointing and Whispering occurred every day to me from students continued 8ighth grade boys were reaching out to me to hookup it was a nightmare at the very least they should have announced over the loudspeaker how the bullies confess how they made it up and if any students continued to spread it there would be consequences the only thing I had to prove my innocence was their

038Mrs Hicks to speak trustees it's up to okay don't care okay go ahead and misss nothing else that's it I'm not gonna cry any okay uh good morning or good morning good evening to all of our CD board members and fellow parents my name is Amanda Hicks I come to you this evening to fill you in on a little project that is going to make history a little over a year ago I saw a need at our local school Lobo Elementary for not only my children who are autistic and amazing but other children with disabilities especially those who have Mobility limitations the equipment at our school is 30 years old with wood chips that line it ever try and wheel a wheelchair or a walker over wood chips it's impossible yet per California law these

039are somehow ADA Compliant I said that's it this is changing I spent months trying to start up this dream until one night I came across a little organization in Illinois called The Recess project their goal match mine make play accessible inclusive for all CLS kids because we all deserve to play since then we have raised over $153,000 and that number is only growing we have a design that we fell in love with and are hoping to get approved and started as soon as possible this design will bring ramps swings sensory Cove that diminishes sounds for those of sensory disorders a wheelchair thank you Dana real quick Dr the and I know this has been in the works um can we get an update then soon on on to see where we're at with the lobal

040um equipment because I we get periodically and i' look to that's something new so thank you so much hi I'm Dana and I've been in the district with my kids since 2009 I came to this District because it's a great place to send your kids to school and I was very proud of it ever since I've seen a major decline um we have board members inciting violence demonizing parents it's just been it's really sad to see and it's disgusting poor girls getting assaulted in bathrooms um I was very surprised to hear about this club I did see the gentleman his name is Douglas Meisner but he goes by Lucy and Greaves on a television show as an interview he's only targeting schools that have christian-based after school programs so it's not about religious diversity and

041it's being lied to parents as a science based thing and trying to make it all nice and fluffy um this whole group took over a whole San clementy page today and was terrorizing parents pictures of Satanist with knives against kids are these people being vetted this is my concern we need to have some restrictions on this thank you D our next speaker is hi Bor I'm Jean um well is it parents versus um CD uh do we have a choice with the content in the curriculum um that is taught to our children be it stated that we do not agree with lessons that include grooming subjects such as transgender content should we sit back while sexually explicit content is pushed in schools with this curriculum coming down from the state what control do we have

042parents are asking the district to focus on academics and not promoting gender ideologies since parents don't have a seat at the table with the mandated curriculum from the state what can parents do to counter this the falsehoods it teaches this is why we continue to advocate for a parental notification policy how else can we confront the misguided gender policies are we adversaries or Partners judging from the vote in October you're pushing parents away are you trying to decrease the enrollment thank you Jean our next speaker is Lisa we the people we the parents the taxpayers the voters are your boss and you yet you treat us disrespectfully last month there were 14 of us who signed up to make public comments using your arbitrary official board rules for of only 20 minutes for open communication

043if you do the division that is just a fraction 0.7 shorter than giving each of us a minute and a half yet you allowed only one minute since then since you then prioritized your internal office officer's election that evening prior to oral Communications it made it impossible for all 14 of us to stay for your minutes only 12 spoke that should have been officially a minute 2third please agenda increasing public comments to 30 minutes and consider giving us a minimum of one and a half minutes or rounding up to the nearest half minute when the math so dictates oh by the way I did make a copy of the maap and I challenge any one of you to make this statement in less than one minute thank you our next speaker is Linda good evening

044trustees um for all you constitutional lawyers I just want to make note that to my knowledge nowhere in the constitution does it State separation of church and state um I'm I'm really sad to bring this up I don't know how else to say it um but five of you trustees fall into a group a category of groomers and this is based on the fact that you continue to deny us parental notification policy as long as you continue to allow gsas which are the gender sexuality Alliance to hold clubs that have meetings like the one on January 31st at St Clem high school at Lynch in room P30 these gsas are paid for by the teachers union Nea Planned Parenthood and HRC we need you to protect our children it is easy for you to do

065the audited financial statements to you and answer any questions you have I'd like to thank U Jessica Philip bazen and her staff for the hard work they do during the year that culminates into this audit report thank you thank you um as was said my name is Jessica Barry I'm an audit partner with Nigro and Nigro I'm going to briefly go over our audit process proc for the year and then an outline of the report and then I'm more than happy to answer any questions that you might have about our process or the report itself so just to let you know our process is really going throughout the year it starts at the beginning of the year in um actually it'll be fairly soon but early Springtime where we do our site visits so these

066are visits where we go to a sample of actual School sites and we look at attendance taking procedures as well as the financial transactions at the asbs attendance is a main driver for a lot of your funding so we want to make sure there's proper checks and balances over attendance taking procedures if you fast forward a little we come back in later spring or early summer this is before your books are closed so we're not looking at Financial numbers at this point in time but really looking at controls and compliance so controls are there proper checks and balances are there purchase orders that are approved are things being done timely again making sure everything is being handled properly and then compliance that's federal and state compliance areas that can be anything from certain things having

067to go to board on a timely manner restricted funds being spent on what they're allowable for per restrictions a lot of different pieces of federal and state compliance that we look at at this time and then we come back again in the fall this is after your books are closed so this is really when the financial piece of our audit kicks in we're going through your un audited actuals that are presented and making sure that the numbers presented there line up to documentation that we receive that can be tracing out cash to cash and County records looking at invoices looking at a variety of different pieces of documentation to verify those un audited actuals all of that leads to our fun and exciting audit report that you've received copies of again just kind of want

068to go through the highlights of what's in here but happy to answer questions or dig in in more detail starts off with an opinion letter that's at the very beginning of the port report and this is a clean opinion which is what you want saying that we agree that the financial statements as presented here are presented fairly in all material aspects so that's that opening letter there after that is what's called management discussion and Analysis this is usually where I point people if they kind of want an overview of the audited numbers it gives current year and prior your data as well as some brief explanations for major increases or decreases in the numbers so it's a little bit of the cliff note so to speak of the audit reports so that's that mdna at

069the beginning after that are the full financial statements and then a large section of notes these are accounting policies requir required disclosures on debt pension OPB several other things involved in there once you get past the notes there's a few schedules in the back more schedules on pension more schedules on opep a lot of required disclosures there there'll also be a budgetary comparison schedule a schedule of your federal spending a schedule of your average daily attendance your instructional minutes a few other pieces in the back there and then once you get past those we have more additional letters so that first opening letter was on your financial statements and then there's letters in the back on control and compliance and we have one for governmental um standards we have one for state and one for

072this as well yes we can okay all those in favor I any oppose okay item passes 70 with a preferential vote from student board member peers okay 12d Governor's January budget proposal for fiscal year at this time Deputy superintendent you're you're up you're up again thank you very much so I'd like to introduce Philip mwn to provide a brief overview of the governor's uh proposal that he just released last week for the 2425 California state budget with the impact on school districts thank you good evening immediately at the start of the governor's press conference he announced that the budget shortfall was 38 bill billion and not 68 billion as had been projected by the Legislative analysts office measures taken to address this deficit include drawing down reserves including the rainy day Reserve fund plus funding

073reductions and deferrals that don't impact schools the cola of 20242 is pro projected to be 0.76% if you were remember at first interim we reduced the cola for that year from 3.9% 4% down to 2% so now we know it's even lower the colas in the following subsequent years are also lower attendance improvements as of the first attendance reporting period are higher than projected which will offset some of this Revenue loss but this will still result in an overall $7 million loss of Revenue over the next three years in a proposal to offset low attendance at schools districts will be able to provide attendance recovery options next year these will be reported as additional Ada for a district and could be offered on Saturdays before or after school or during school recess periods the indication

074is that districts can use their elop funds for this purpose districts would also be required to provide students with access to remote instruction or support to enroll in a neighboring district for emergencies lasting 5 days or longer and also encouraged to provide hybrid or remote to learning to students unable to attend school the full day kindergarten facilities grant program will be delayed for another year until 2025 26 and the school facility program will be kept by $500 million the education facilities bomb propo proposal will be considered for the November 2024 election and the governor has indicated he will be supporting that the commission on teacher credentialing will create a new Elementary Arts and Music education authorization for Career Technical Ed teachers to provide additional Pathways for experienced artists to provide Arts instruction to Elementary School

075classrooms in addition to providing CTE instruction in grade 7 through 12 finally statutory changes are proposed to focus the use of allocated but unspent learning recover recovery block grant funds to help students most impacted by learning loss based on a assessments made in the local control and accountability plan since we have unspent learning recovery block grant monies that are committed to current programs we will find out if those changes will have an impact on us at the school Services Budget on Friday and hopefully all that money will still be available for the programs that we intend for and if anybody has any questions I will be happy to answer do we have any speaker speaker cards yes there are no speakers okay trustees trustee hon Philip I know we'll have more information on this but

076all will all school districts be applicable for the attendance recovery options I'm so so used to CD being left out of these conversations no Community Schools no no um so um is that something that everybody will be able to opine on and jump in on yes as far as we know everybody will be eligible to recoup some of their lost Ada okay thank you have we been eligible in the past for like Saturday school and Ada recovery or just other districts it wasn't offered in the past except to certain charter schools for certain purposes okay okay thank you at least not for the last 10 years or so okay thank you any other trustees questions okay this is information only so no board action is necessary okay moving on to 12E which is California school

077dashboard fall 2023 at this time associate superintendent Ed and support services Greg Marlin thank you very much president costano staff presents item 12E California school dashboard results this is our annual update regarding the district's results on the California school dashboard assistant superintendent Carrie Johnson administrator Michelle benam and I will lead you through a brief presentation this is information item only as you mentioned and no action is requested so next slide please so the California school dashboard serves a variety of purposes first and foremost provides access to important student data and other information regarding student performance at different levels by District by school and by student group so the results help us see our strengths and our weaknesses so that CD and all districts can ensure that all students needs are being addressed so tonight's presentation

078we'll be focusing on performance at the district level next slide please the state dashboard also differentiates support for districts under the local control funding formula also known as lcff and also determines eligibility for the comprehensive support and Improvement or CSI and the additional targeted support and Improvement or atsi so this is a new accountability model that started several years ago this replaces the old program improvements and due to how this was started to be calculated last year majority of schools across the state ended up being identified as these additional targeted support and Improvement schools in cusd we had 34 schools that were identified for atsi and one school Union High was identified for CSI due to academic performance in addition Journey charter school was identified for atsi opportunities for learning was identified for CSI due

079to low graduation rates most of the schools in CD and in the state were identified due to the post-pandemic chronic absenteeism so now that there are two years of data many of our schools and many schools across the state have approved their metrics and they will not be identified as atsi this year so we expect to hear about our schools that are identified by the end of January for the new for CSI and atsi designation next slide please so there are two types of indicators for the dashboard local indicators and State indicators I'm going to start first with local indicators and we first present to you the areas of those indicators those are conditions of learning implementation of State Standards parent involvement and family engagement School climate and access to and outcomes in Broad course

080study you can also see listed on the slide the different tools and data and assessments that are used to uh for these indicators those are listed here as well next slide please so we are proud to share that CD has met all standards on all local indicators we thank our teachers our administrators our classified staff for their efforts and expertise in meeting the needs of our students in CD so miss benam is now going to provide more information regarding the state level indicators and thank you Michelle and next slide please thank you there are six State indicators and they are listed here as academic performance English learner progress chronic absenteeism graduation rate suspension rate and College and Career Readiness we will elaborate on the outcomes on our outcomes for these uh later in the presentation

081next slide please this is an actual uh screenshot of the district level dashboard performance we've included the URL at the bottom of the the uh presentation slide so that Community can directly access say this the results on this page are for our composite student population in addition to this report each subgroup is given a diff a color indicator Dr Johnson will elaborate on our subgroup performance later in the presentation this slide again is an overview of capistrano's performance on all of our state and local indicators next slide please districts and schools are evaluated for their overall performance as well as their performance of each significant student group in the district level the next slide will uh explain this further but the dashboard results are determined by utilizing the most recently completed two years of data

082this year the dashboard is returning to the use of colors with red representing the lowest performance to Orange to Yellow to green to blue which represents the highest performance colors are determined based on overall performance for the current year and change either Improvement or decline from the previous year this year the College and Career indicator is what they call status only or purple since the state was unable to calculate the College and Career indicator for the class of 2022 colors will return to this indicator as well next year sorry next slide in order to protect the confidentiality of students the dashboard applies rules to suppress data for student groups with fewer than 30 students for capistran unified we have a maximum of 13 student groups as a district although we only receive performance colors for

083all 13 groups in the suspension indicator the American Indian and Pacific Islander student groups do not receive performance levels on four four of a six State indicators since they have more than 11 students but fewer than 30 students there is data posted on the dashboard for these subgroup these sorry student groups but there is not a color assigned to them in addition to the district every School site has its own dashboard and varying numbers of student subgroups many of our sites only receive performance colors or scores for a few few of their student groups however if the student groups are performing in the red level the school may be identified for additional for atsi as uh Dr Merwin discussed next slide please as far as how the academic performance is calculated it is by looking

084at how far our students on average R from scoring the minimum needed for their grade level standards uh to be standard met this is called distance from standard or DFS and we began discussing this in November when we went over our preliminary results as a reminder the overall DFS for a school or district is the average of all of our students DFS values in addition academic performance takes into account the participation rate or how many students we tested we are required to test at least 95% of our students and all students in a group or we are assigned the lowest obtainable scale score for this group for every student needed to meet the 95% so this has a bigger impact obviously if we do not test all students in a student group it the smaller

085the subgroup is we will elaborate on this later thank you I Dr Dr Johnson will now be discussing um in our results further next slide please thank you um as you can see the academic indicator in English language arts for CD is blue or very high at 47 points above standard also important to note is that the DFS for the last three years that the S um Smarter Balance assessment was administered has shown a positive increase rising from 45.5 points in 2019 to 46 Four Points in 2022 and then finally the 47 points in 2023 as noted by Michelle the California school dashboard Equity report which is symbolized by the um cards at the bottom of that graphic provides progress for various student groups no student groups were in red three student groups English Learners

086Hispanic and homeless students are in orange two student groups Foster Youth and students with disabilities are in yellow African-American and socioeconomically disadvantaged student groups are in green while the Asian Filipino two or more races and white student groups are in blue two student groups fewer than the minimum 30 student threshold um that were not reported are American Indian and Pacific Islander next slide please for the academic indicator of mathematics the DFS was 17.2 points above standard placing USD in green or high you will note that the DFS for mathematics took a dip during the pandemic going from 21 points above standard to 12.2 but has begun to tick up again posting uh 7.2 points above standard in 2023 the California school dashboard Equity um report indicates that no students are in red two student groups

087English Learners and Foster youth are in orange four student groups Hispanic homeless socioeconomically disadvantaged and students with disabilities are in yellow African-American and white students are in green while Asian Filipino and two or more races are in blue once again two student groups were smaller than the 30 student threshold and were not reported American Indian and Pacific Islander next slide please the English learner progress indicator or LP represents the progress English learner students are making towards English language proficiency the you relies on the results of the sumita of English language proficiency assessment for California or elpac to determine this progress and specifically the summit of which is taken at towards the end of the school year the lp is calculated by taking the number of eel students who made progress between 2022 and 2023 plus

088the number of el students who maintain the highest level from the prior year and then dividing that group by the total number of el students with prior and current year summit of elpac and Summit of alternative lpac results I know that's a lot we will delve into this in more depth um at our next board meeting where we're going to focus specifically on English learners for the El students taking the summit of elpac those who increase on an LP level or maintain elpac level four are counted as making progress towards English language proficiency as shown on the screen CD increased from 54.6% in 2022 to 59.6% in 2023 while in 2019 were not calculated by the state next slide please the College and Career indicator is measured by the percentage of high school graduates who

089are classified as prepared for College and Career prepared students are defined by meeting specific criteria in one of the eight following categories Smarter Balance Summit of Assessments advanced placement exams International Balor exams college credit courses what we refer to as dual enrollment courses state seal of by literacy leadership military service Career Technical education pathway completion plus one additional criteria of SBA or college credit courses or meeting the University of California Kel State University a through G requirements plus one additional criteria of SBA college credit courses AP or IB exams or completion of a CTE pathway next slide please as Michelle referenced the CCI is still the only indicator that remains represented by a bar signal or or status levels CSD received a score of high for the CCI with 66.1% of graduates classified as prepared

090for college or career the state did not uh report a CCI for 2022 in 2019 CD was in the blue level with 81.9% of students considered prepared staff has investigated the reasons for this reduction in the CCI percentage in discussions with California Department of Education Representatives uh they stated that they have changed the protocol for determining which college courses are included not the actual um law or guidance but they've changed that protocol Additionally the CDE um excluded any college courses that were assigned a mark of credit in lie of a letter grade these issues will be addressed in future submissions the California school dashboard Equity report for CCI has no students in the very low status two student groups English Learners and students with disabilities um classified as low three student groups Hispanic homeless and

092actually even a nationwide issue I've read articles from other uh States facing the same issue um as a result of the pandemic and this is reflected in the data for cusd in 2019 the percentage of chronically absence students was 7.4% this jumped to 21.5% in 2022 but has dipped downward again in 2023 to 18.2 CD received a score of medium or yellow for chronic absenteeism in 2023 the California school dashboard Equity report for chronic absenteeism has one student group in red Pacific Islander two student groups in Orange English runners or Foster youth nine student groups in yellow African-American Asian Filipino Hispanic homeless two or more races socioeconomically dis Advantage students with disabilities in white and no student groups were reported in the green or blue the American Indian student group was smaller than the 30

096that you have direct access and as we close our presentation on this we again recognize and thank the tireless efforts of our teachers our administrators and our and our classified staff for supporting all of our students to summarize again our dashboard at the district level for all students indicat scores are very high and high in all areas except chronic absentee is where we have already shown improvements so we look forward to returning to the board with midyear data as well as more detailed English learner data as Dr Johnson had shared uh as we closely monitor continue to closely monitor the progress and ensure a strong outcomes for our students next slide and that concludes our presentation thank you for support uh superintendent Brown yeah I just wanted to add a little bit of context too

097um so we showed you the the district level dashboard which is of course publicly available through the links but every school also has the same dashboard metrics broken down for their school level that principles can look at as well as parents um whose children go to that school so again it's all available and one of the reasons we focused on the dashboard it's very aggregated data um but it's the data that's often cited in the news it's the data that comes out and that everyone writes about and it's publicly available so while um to be very honest it's not the most actionable data for us I mean it does showas but we're going to be much more granular in our f focus and break down and figure out exactly what we need to do um

098it's very important publicly right as as a source of data so we wanted to make sure that we had a presentation that the the board could be able to digest what was being put on the dashboard and and then of course um the public can digest what's on the dashboard and then discourse can happen so again just to be clear also the schools each have their own breakdowns and so what might have been true for the district might not be true for any one school right one school might be scoring higher than the district or slightly lower or higher in one area and low another and so the principal work through that um and then kind of use that to to drive where they're going in terms of other data sources so with that we

099can take questions are there any any speaker cards just so we don't there are none okay trustees uh trusty Bas um back on slide 10 I just want a better understand in terms of how we come to this scoring what I heard and understood was it's kind of basically grading on a curve we're taking our all of our students getting an average and I'm not sure if that then means that's the standard and we're measuring against it what didn't I understand so I can jump in there a bit so the standard is not based on our students average it's it's a set level for the sback scores so the standard is from State well it came from multiple States right so esack is given across multiple States and so it's a norm reference test that

100was determined and the standard changes year to year so the scale score requir to meet standard is different in fourth grade than it is in third grade and it's higher again in fifth grade right so so even a student who's just meeting standard every year is actually improving every year right they're actually scoring higher on the assessment every year so what our scores looked at is diff distance from standard um so it's it's the only averaging part is it's an average of all of our grades so when we look districtwide it's you know how far was the average third grader away from the standard fourth grader fifth grader sixth grader seventh grader eighth grader 11th grader and then that number is average to give us the I have to see this that's 47 points in

101English English something like that away from standard but standard is not an average of our students it's a it's the same for our students LAUSD Sacramento everybody else standard is a set number so enjoying the play with numbers um you've got a standard and we're going to focus on the California s even though there's other states that use it but there are other school districts that um don't reach the academic levels that cusb does and so sometimes you can compare yourself like this year versus last year or this year versus plan but if your plan was bad you know makes a difference so do we then look at ourselves compared to this standard as much as I mean we saw the three years you know minus the 2020 and the 2021 um where do we

102focus more attention um or just does it depend per subject uh you know us the students performance versus standard or students performance you know each um comparable previous year yeah so so I would say it's it's probably both so one of the things we're looking at and if you remember back two sessions ago we showed the growth versus achievement chart so one of the things we're looking at is are our students growing year to year that's critical point1 so if you're 40 points above standard as a third grader awesome I hope you're 50 points above standard as a fourth grader right the goal is how much are you growing in your distance from standard so when we looked at that growth it wasn't just how are you growing compared to everyone else it was how

103is each student growing for themselves right and that's how we look at growth in the district the state doesn't look at it that way which is why I said we get more granular in our interpretation of data um we also look at our achievement right I mean I did say I want us to be number one in the count County and the state I know was said for me as well um and we're number two currently in a lot of these categories so we we also look at how we're doing relative um historically a lot of districts also look at placement like third grade this year versus third grade last year two your point we have a plan we want to do things differently and hopefully our third grade kids this year will score better

104than our third grade kids last year did because we've done something different uh that's always cautioned by me because if your third grade kids came in scoring higher and left scoring higher that may or may not be indicative of your plan working right so that's why I really look at growth for us is um if we're doing our job Kinder's getting better first is getting better second's getting better so our third graders are coming in with more skills so just being higher at the end is not good enough which is why we look at longitudinal data um for us but the state looks at where you were versus where you were last year um it's much like I said it's much more aggregated for the state level so that they can give you a nice

105color and a stamp and here's where you are uhuh truste Davis um for the college in quer indicator the 61 66.1% in 2023 I think it was slide before this I'm not sure and then in 2019 it was 81.9 can we speak a little bit on that and let me follow with the second part of that the graduation rate in 2023 was 96.3 and in 2019 it was 95.8 so why are we less ready what what tell me explain that a little bit so part of it is the state Chang the formula that's a pretty big difference 81.9 and the state has done this periodically with Statistics in its past so um suspension rate was changed in like 2014 maybe um and so everybody's suspension rate radically changed year-over-year because the formula in how was

106calculated changed so the state changed how they're calculating so actually you you can't really compare Apples to Apples because I don't know what our number would have been with the new formula back in 2019 it wouldn't have been what it was right so because grad rate is not a part of um College and Career indicator can you go to the slide that has the College and Career indicator um categories I don't remember which slide that was 15 no sorry go to the one with the the one before this go 14 graduation rate this one right so when you look at College these are the things that the state looks at for determining CCI uh you'll notice graduation is not on there right so you can graduate and not according to the state not be College

107and Career ready um we've taken away the you know high school exit exam right so how are we indicating if they're College in career right so so it's it's well in a lot of these it's one of these things in a few of them it's one of them plus one of the other depending on what they are I'll tell you the data that we we're going to be focusing on too is a through G rate so a through G is a strong looking at College and Career rate read rate um but also how many kids have taken AP exams how many kids have taken IB exams or or really participate in those courses um but if you you don't have to do that to graduate that's why graduation rate and college and cence rate are

108are separate moving metrics for each other and then our current score versus our 2019 score is different because California changed the formula um I'd love to see the changes in the formula from 19 to 23 if they've given us the exact formula on how they calculate it but we can look into it no but one of the I went to a training on the dashboard one of the key changes was which college courses were included there it seems like the change is really driving um districts to use either dual enrollment courses through a CCAP agreement like as actually was on the is on the board agenda tonight as opposed to special admit courses where a student just goes and enrolls in a college course at salac College they used to count those they are no

109longer counting those only ones taken through a CCAP agreement or other kind ofou with a community college that's been the the biggest shift and then plus the other part of it was um you know the guidance by the CDE in the state was um during the pandemic was to to give kids that leeway doing a mark of credit in lie of a grade um but they're no they're not using those courses to count towards the CCI anything that was a credit no credit grade they're not counting those trusty Jones and or did you have another question one F question um on our El students in 2023 we were 59.6 and in 2022 54.6 and in 2019 why were the scores not calculated the state had not come up with that calculation for the lp yet

110so that this is a relatively new measure okay trusty Jones uh yes sorry hold on one second sorry what they did use before that generally across the state was what's called classification rate and we'll talk more about that in our next board meeting when we talk about El's now they have a different metric as a state but historically it was reclassification rate was how you really looked down so one of the things that has confused me over the years and I thought I had it and now I think I don't is I thought there were some of these where uh obviously there somewhere less is better like fewer suspensions is better but I also thought colors were backwards on some where that red and yellow were good is that not true there's nothing that okay

111all right I'm sorry okay so so uh blue and green are always the best all right I'm fine with that um I think that we pretty consistently have a lot of work to do with uh Latinos and eel's there are some groups that kind of go in and out out uh uh but pretty consistently we our Latinos and and yeles and some of us have kids or had kids who were always scoring at the very top you cannot get anything more out of those kids you know they're if if on a scale of 1 to 10 they are 9.5 year after year after year um but there are kids who are 1.5 year after year after year and those are the ones that that we need to be working on because those are the ones

112who whose numbers can change our District's numbers significantly and I just I just want to make sure that we all understand that I mean I think the staff does but that is really where uh you know if you want to use the term bang for your buck that's where we can get uh large improvements way more than we can with well frankly mostly the people who are sitting in this room and and our children uh it it's it's the people who are not here whose kids we whose scores can be improved significantly thanks thank you uh Tristy Hanah just just some brief comments um thank you Gila that was actually most of most things I was going to say um but thank you so much for this presentation um I've sit here for I've been

113sitting here for a very long time and I think we under count how amazing cusd is obviously this doesn't happen in a vacuum we have the best teachers and we have the best support group and yes we can definitely do better we've always struggled uh with our English language Learners and our Latino uh students so there's room for improvement but I can't thank you all enough um and I know the kind of the onus on us as a board and as a district to really put forth young people who are well educated who can collaborate well with others who can be also flexible in their learning is what the world of work is depending upon I mean American businesses um have no workers and they're looking to us and we're doing an amazing job again

114we can do better I think I I think that hits me periodically of what we are charged to do whether we send children right out into the world of business the military twoyear foure uh universities um it it's huge and the world is only getting more complex and I really am grateful for the school district and the sophistication that we bring always um and just a final note the again the responsibility visiting the Early Childhood Center reminded me again that we are responsible from the minute a child is born until they have that diploma or are 22 um and it's really uh inspiring because it's the work we are committed to doing but we have to remember too if that would go away there is no other social network in this country that does what

115we do for all children so I just I kind of stri strikes me a new um uh every time I see this work so I just want to thank you all and and again thank you to our amazing teachers our amazing students and their families so just thank you so much trusty param yeah maybe following on On trustee Jones's comments um it's almost like we need a dashboard of the dashboard like we need or perhaps an executive summary that perhaps Broken Out by student group of if they're not actionable items maybe they're comments about strengths and weaknesses or what we might be able to work on to enhance the equity um because you're really taking a derivative of the change of growth and and that's not that's getting lost in in the data here but

116that's I think what you're talking about is where where a certain student group was to where they they are the next year um relative to everyone else you know that growth is important but it's also important for us to use this and kind of have some real understanding of where we go from here um it doesn't mean that you're going to be able to give us an answer every time this is how we fix it but at least know that it's on your short list of you know ways to mitigate the problems that that exist with certain student groups that would be helpful to me as a board member because you know I I'm I'm not going to go through all nine different student groups and Come Away with oh we're going to help the

117Pacific Islander group with this way and we're going to help the you know um other folks this way I don't know know how we're going to help them but I know we need to help some of them I just don't don't know which ones and how so some kind of executive summary would be helpful in in the future yeah so I I have kind of two things I would help say that too is not only exective sum but one of the things we're going to do is is really try and use our pattern of presentations to help drive that so there's a reason that El's are next month right there's a reason we're jumping straight into El's if you think about who was in some of those bottom groups repeatedly right and so we could

118present on anybody we're going to present on El's and the work that we're doing and and where we're at and and what are some of our intentions the other piece is I would say that that this is again aggregate data is board level data um but but the power Alles a lot with our sites and our principles so what you see when you go into a lot of principal offices is actually a board with kids pictures on it and where they're scoring so um we're talking here about 40,000 students right but the principal at Riley when I was there literally had every student on the wall and where they were so it wasn't even about which group it was about which student and and same with the mtss coordinator in that school and the teachers

119they know where their students are so so they're able to get really grandular learn so then they start looking at not only student groups but also which of my students need support in math and what supports are we providing them when are they getting their mtss time with their coordin with their intervention specialist math which my students need reading support you know as they get into third grade um and that's the other way that we respond to a lot of this is really thinking about you know from this how do we support our principles and our teachers with when they say I need this particular item to be able to help these students so um I think part of that will be also showing you how that's happening at the school sites as we work

120through those student groups at the at the board level here yeah I I just had a quick comment that is I think the difference that I've seen since I've been on the board I think there's been a pretty significant shift in CD um I have a you know a 23y old but when she was in elementary School progress monitoring assessments weren't done so then the shift now is like it's it's exactly is exactly what you're saying right we're now identifying by name and need and so those English language Learners are the ones that need to be on the board so how can we identify and help and actually those kids are making progress but at at levels that are a lot lower than than you know the the rest of the class or the rest

121of school but they're making progress and but we have to know that and identify that and then can work with them and and then we see results like this at at our level so we've made some pretty significant changes when it when it comes to Ells and I think we just need to continue to Monitor and and and watch that group because they are they are making pretty good progress uh trusty Jones did you have another comment just really quick um I think I agree with you we have made a lot of progress yes we now have the talking point software yeah our teachers can communicate in English to the non-english-speaking parents uh I think the sign is down but we have a translation offered in the back of the room and and you know

122I I'm going to um show off my Spanish I've gone to uh graduation events with uh Latino families and I say and Anda do you know why we don't have translation in the in the boardroom because we are not there we are now now making it that they can be here be and by having translation and we you know when I got on the board I came straight from translating in parent teacher conferences because we didn't have enough translators we don't have volunteers doing that anymore so I think that's really important too and I think that these things incrementally start to make a difference uh and I I very very much um agree with trusty casianos we we have uh we are doing better but we need to do better still trusty bulus I have

123a follow-up question um I don't know that we have a reporting system to give us this because I'm not trying to add you know more work but we're about in the consent calendar in the the first uh agenda item there to vote on four additional schools becoming Title One and when we talk about when you break down in terms of the color chart and we talk about ethnicities you know in each of those colors and then add in the homeless or the um lowincome and the various uh breakouts um I wonder if we're able to see when a school becomes Title One if we have now additional things in place with the additional monies that make a difference for us um because it would be interesting to see if in those schools they're able to

124help that El in some way that maybe we need to be sharing best practices in our other schools I don't know um because the lump sum now get spread thinner it's not like yeah um it's not like a whole boat L of you know more money versus a title one uh School District but I I just wonder Within those if we have some great examples to share because they're able to do things with the additional things that that maybe we should have that communication I I don't know if you've ever looked at it experienced it heard um but that's just a thought coming from listening today to this evening well I can definitely let staff speak to differences in Title One um I will make two comments before staff jumps in there one is we

125pulled that item tonight unfortunately so we will be considering that particular item in February so we can come back to that particular topic believe that was the item that got pulled the second item and the second part is you're exactly right when it comes to um data reporting infrastructure right and our ability to report on best practice data our ability to to really look at that and that's one of the things that the team is now working on is um under you know the support of of Stephanie and Greg and Michelle is how do we bring all this data from all these different systems I ready esac um Aries into a data warehouse where then we have the ability to create visuals dashboards for US based on what we want to know right based on

126what we're working on and so that's that's a project that you'll hear more about from me as we continue to work on that infrastructure but as far as the title one school seeing changes I will defer to staff and I I'll just U share that we do we do Monitor and we do um monitor closely our Title One schools and we have data on our Title One schools and so uh Dr Gomez uh you could share a little bit about how we do that sure um in fact as you were talking about that trusta I immediately thought of what's going on at kenesa they have targeted their Title One funds to provide additional a reading intervention specialist and a writing intervention that's going that's completely supported through their Title One funds so they found their

127need based on all the different data points that we have and then targeted that specifically to the specific students at those specific times it's absolutely amazing and a lot of our principles are doing that we've got our base programs we've got our mtss specialists at all of our schools but with the title One funds they look and say this is what our kids need extra this is that very targeted uh support and services that they need and then fund that through their Title One programs okay any other trusty Davis one comment I know we spoke about it before but I'd certainly love staff to continue to look at um making sure that we can try to have PE before classes that are most difficult for students the data on that is pretty significant so in

131to do um so I would like to leave that as an opportunity for the board to choose each election whether it's going to be 200 or 400 but maybe superintendent Brown can tell us whether there's a difference to the district yes so sorry when the uh item was amended the the understanding was that there was a cost difference to The District in the printing of ballots uh my understanding as of early this afternoon actually I believe is that there is not a cost difference to the district so staff actually does not have a preference of 200 versus 400 words anymore um so if that is something that the the board feels they'd like to have removed and put back to the original um where the candidate has a choice of 200 or 400w statement staff

132is fine with that there's no opposition com based on that based on that information I knew the candidate pays for it so what does it difference make to the board um and I know the language was changed out of you know um board to District in terms of that but I would amend it add back in that one portion of their choice to or 400 or we're not even mentioning I don't even know if that's necessary okay trusty H I'm I'm with thank you Gila for bringing that out because I was really confused by that and there couldn't have been a significant cost anyway um and why limit expression M um so absolutely I would not vote for this um unless we put back the 400w option um so yeah other than that I like
