008attending those presentations at the school so the uh updated schedule is available in the back of the room but the remove will be December 13th would be removed as a workshop date the the normal board meeting date of December 6th would remain I also want to take a few moments to congratulate our our CCA our College and Career Advantage team so the California school boards Association selected cusd and notably CCA to receive a golden Bell for Career Technical education so CCA provides uh education and programs to K2 students in more than 30 career Pathways in our system and they'll be honored in an award ceremony in San Francisco on November 30th speaking of awards I also want to recognize our cusd food uh nutrition services department so they've worked for two years to earn the
009uh eat real green certification eat re is a nonprofit organization that works with schools to increase nutritious delicious sustainably sourced Foods um that are good for the health and the well-being of our students and our environment so over two years the food nutrition services worked to meet the standards of the eat real green certifications including reducing processed foods removing sugar uh increasing the quality of animal products and the locally sourced Foods partnering with local bakeries and Farms to source as many of our products as possible and now there'll be a green certification plaque displayed at every kitchen and as well as the Central Food Services and that was done this week actually um I also had the opportunity this week to visit the Disneyland Resort not for fun or for Disneyland but for the Teacher
010of the Year celebration and and cap should be really proud we had three uh members of our St four members of our staff um three from Capistrano Unified School District and one from CCA who are recognized as teacher of the year semi-finalists and finalists we had yenia Hogan Camp from hanky Middle School Leslie Whitaker from asencia K8 and Clive Berkman from the College and Career advantage and Fernand vaba agular from San Juan Hills High School um so congratulations to those teachers and Leslie Whitaker was actually a finalist for the Orange County teacher of the year and will be representing cap un uh unified at the state level for teacher of the year due to her good work so we wish her the best of luck and then finally uh speaking of of students and teachers

012Dana agulera and Jenny Baldwin from hanky that were selected to be a part of a panel with also Lancaster and rancha kukamonga rancha kukamonga kukamonga thank you um for their lit literacy webinar that was Statewide on zoom and so I tuned in the day that they presented and then there was a followup um this last Monday the 6th and um it was interesting to find out once again just how far ahead cusd is uh because we had started they had started in 2021 um on our journey with mtss and Universal um screener implementation and so many of the school districts um have only just now started this because of the passing of Senate Bill 691 so we were a very large school district with 42,000 students and the success that they were able to share
013and document um with other school districts so they could learn from uh it's huge lift to get the results that we've had just since 2021 and having U far more students than the other school districts so um that was very exciting to to listen and to have our own presenting um I also want to talk about Beach Blitz robotic competition that was uh a three-day event at Capal Valley High School that was a busy campus because they also then learned like the Sunday prior that the CIF football game was also going to take place that Saturday night and they had a play so talk about traffic jams in the parking lot um but on that note um the experience that robotic Dolphins from Outer Space Team 5199 uh just such a great group of um
014students that are from districtwide on one team competing um is very exciting and they also last night um were at San Juan Capistrano city council and uh trusty Jones had shared with me so the two of us went there last night to support the kiddos they present Ed to the adults in the room their robot um they took turns in explaining it um and at the very end each student and there was about students that got up and talked very quickly just like an adjective of what they learned in being a part of the robotics U class and competition and um so it's really great out in the community for the community to learn and see what this program is through our CCA um and CTE program that they're participating in um I also want
015to give a shout out to all the exciting things of course in the fall season that happen um I always enjoy Christmas concerts but I have to tell you Halloween concerts have actually kind of risen to the top they're always fun and we have a trifecta teacher at a Royo Vista she is our orchestra band and choir teacher she even had the students in Orchestra singing along while Orchestra was playing I've never seen that before in school um had a good time at newart for their Halloween annual costume content I got to be a judge um and I have to say there was a lot of characters that I Leed over to a teacher and said what is that or what movie is that from you hit a certain age and you start to lose
016track of these characters um but there was also an exciting event at CAPA Valley High School Dia Los muos along with their steam showcase on October 24th and it's a huge event great turnout trunk and treating for families and it was for all ages um and then we have a marching band competition again at Capo Valley High School a Veterans Day this Saturday it's a major fundraiser for them um and I want to give a shout out to Alisa Niguel high school and to San Juan Hills High School both of them were mentioned in Monday's Orange County Register and the the caption was why these football teams are going to win at their next CIF game so if you happen to be in Fontana uh Alisa Nigel High School is playing there this Friday and
017San Juan is in Redlands so it's quite the drive lastly is I attended after being at the beach Blitz um competitional weekend as tired as I was I went to the capital Valley High School play that night and its name is um the Cur the name was the Curious incident of the dog in the nighttime and it was amazing I mean we've seen like last season the Chicago and um Chicago at San Juan and we saw fitler on the roof at Gale this was a pretty heavy subject matter um it was a young man who um has great challenges and uh Dynamics going on with his family and all it was a pretty heavy subject but it was what they did it was the physicality of the student actors that created the set they were
018the set they became the furniture um and that's always you know kind of part of the fun of seeing a play um but Christopher is a character had idio secrecies and a way of perceiving life and um so like I say at times it was kind of heavy but life doesn't always follow a linear path uh path and um it it was a great drama and I love the fact they put it together in five and a half weeks and it was phenomenal um and so it's not always Mary Poppins but um to see the different um types of plays that our drama teachers bring to our kiddos to our students um to perform and to see them at different levels it was really pretty exciting so this whole season get out to your local
019high schools and see the plays middle schools put on plays as well and um I just just wanted to share all the exciting things that have been going on in our school so how I'm enjoying the season thank you thank you any other truste trusty Davis yes again I'll just add on to some of the great things that are happening um also I was able to attend the beach Blitz robotics that was my first time to attend a robotics competition and that was really incredible I mean it's just amazing what the kids do and how they um program and come up with each of the competitions and what how they direct and guide what happens there so that was incredible um soney High School football and we played um the number one team in the
020nation tomorrow night kind of a big deal um volleyball ten to C if and the boys water polo at Capal Valley because St High School's pool is not CIF standard size the bams breaker breakfast they um honor different students and recognize for different um different things each time and this time it was about respect so it was great to see all these kids that were recommended by staff across not just teachers but office and um lunchtime um supervisors thank you um the I was able to attend the CCA staff development training at Stony High School um regarding Ai and that was that was fascinating and the direction and the learning that's happening in some of those places and some of the things that we do with that um it was really fun at the robotic
021competition to speak with the team for 5199 and those kids are absolutely absolutely amazing and they know their stuff and they're excited about it and they were so happy to share um principal for the day that was that was fun to see community members coming out to um engage with school and what we're doing and see what's happening on each of the campuses um able to attend yesterday the food service completely fascinated with this um partnership that we're we've started with eat real and the standards and what we've done is absolutely positively incredible and um I love that that has become a priority in our district and that we know what we eat is um what we are and it helps our brain and it helps our body so I'm grateful for that um CCA
022is partnering with um ocde to bring an adult high school um certificate um diploma and I am excited about that um teacher of the year last night at Disneyland hotel so wonderful to recognize um of course our four teachers which was amazing and they're wonderful and there's you can't say enough um and all of those across Orange County so it was great to be there um I also wanted to um recognize the golden beler CCA there's just so many great things happening in capist unified we do a great job and um great to be a part of it thank you okay thank you any other trustee okay student board member Pierce do you have any comments this evening yeah so thank you um I have a short comment I just like to say that um

028okay so good evening Dr Brown and the Board of Trustees I work as a par educator at new har in the steps program and I want to begin by stting that in September I found out that my insurance rates were increasing by 133% instead it will be increased by 41% in January I will be paying over $1,000 a month for a family of five I pretty much I'm working to afford insurance I take great pride in what I do and the positive impact I am trying to make with the students instead of the district investing in the full-time parent Educators that are making both the daily and the long-term commitment to the students and the district the district prefers to pay $3 million for the 2324 school year to strategic kids if we are going
029to have a long-term successful program then the district should realize that investing more into your current full-time par educators will have the most positive residual value effect for the district finally I want to make it clear that I love going to work even though I get paid peanuts I love to work with my co-workers teachers and working with the step students yes there are certainly challenging days for sure but I laugh and smile at some point every day and we all care about these kids it would be nice if we pair Educators I Eileen mcder please hold your applause to the end Eileen mcder please come forward good evening um I come here I'm here because of God okay and the thing that I want you to know is I worked in the medical field

038with a biological male counselor she's never met I don't let my 10-year-old daughter have sleepovers with boys and I most definitely don't let her have sleepovers with adult biological men she does not know but in the name of inclusion our 10-year-old girls may be put in this situation next year she'll go to Middle School where she may get undressed next to a biological boy in the girl's locker room where he will see her take her clothes off and she will see him take his clothes off are we really supposed to tell our daughter and all girls in the district their privacy and modesty is not as important as the feelings of a few biological boys who insist on getting dressed in the girls locker room my husband and I take a step back sometimes and

042this project I've been living in Dana Point for 20 years and I cannot tell you how excited I was to finally see the portable being hauled down on flatbeds down ston Hill Drive it was a great moment the new building is just the first of many facilities Improvement needed to update our 50-year-old high school and I'm looking forward to seeing how our campus continues to thrive in coming years as I've uh I've been asked many times how this building is being paid for and I believe that there is still a a lot of misunderstanding about educational facilities funding in our community I would love to see our fences and um signage on that corner of Stonehill and golden Lantern to educate our public please this past month capito's truths were revealed an individualized transition plan

046this is finally happening thank you so much for your time and we really appreciate it happy birthday Dana Hills well In The Same Spirit of gratitude I wanted to uh publicly express my gratitude to the teachers and uh administrators of Lera Ranch Elementary and Middle School where my kids go they have received a fabulous education additionally I'd like to uh express my gratitude to those members of the board who stood up to what in my humble opinion what thinly veiled bigotry um I think we see that last month I think we see that tonight the victims of this are transgender children they are being targeted aggressively bringing in policies explicitly written by people from outside the district with the explicit intent although water down here to marginalize those children breaks my heart uh I would
047like to say how impressed I am with this student representative you availed yourself very well in that meeting uh I I've listen to these meetings for a long time I know they're hot beds for culture a Wars I will try to bring positivity as much as I can but people say be involved I'll be a dad involved thank you thank you our next is hi everybody we all get riled up when a major school tragedy occurs or when the American Academy of Pediatrics declares a state of emergency in children's mental health however it does not last long and we do not do near enough to address it we have initiated Wellness rooms in some of the middle and high schools middle and middle schools and high schools and thank you for that however so few
048interventions are being implemented at elementary schools we all know that an ounce of prevention surpasses a pound of cure at my schools my child school the only activities that supports a child's mental Wellness are activities Pro provided by the PTA and I know we all know that the PTA should not be the ones implementing these activities I'm an educational psychologist so I'm qualified to support my PTA in these activities however the likelihood that every school's PTA as a parent with a psychology background volunteering on it is not exactly High why do we not have sufficient school school counselors and psychologists available for this my counselor provides only one Wellness lesson per month thank you Dr Brown could we have someone get back with this speaker what's available at our at our elementary schools thank you
049very much okay we are um now moving on to discussion action items uh 12a spring 2023 California assessment of student performance and progress results and I would like to recognize superintendent Chris Brown to present the item thank you so this be maybe a little bit different style presentation than you're used to when it comes to looking at student data and student achievement results um and so I'm going to present some data slides and kind of talk through um both the explanation of what they're showing as well as next steps but I'm also going to invite staff to jump in um from time to time to to engage more of this discussion style as opposed to presentation style and the other things I would like to say just to start when we talk about data there
050is no good or bad data so um I always you know we're going to show growth we're going to show areas for improvement you know we're going to show the things that our district has done really well and things we're going work on but please don't put opinions on it as far as good bad strong it doesn't doesn't work that way it's just data and also we're talking about Casp data or esac as the kids know it and it's a summative once a year sort of endo in data that's Aggregate and it contains a lot of things so so we're going to talk about what it makes us know but really we're going to talk about more about how schools can respond to it and how they dig into finer and finer grains of data
051to be able to figure out what they need to do as a school um it's also a lagging indicator so it's one of those things as our student board over well knows right they take at the end of the year um it will take once in high school so it doesn't give us ongoing data it just gives us sort of a one-time snapshot of how cohorts of kids are doing you over year but as such it is on the state dashboard it affects property values and a bunch of other things so it's important to look at uh how our students in supposed to doing and I actually have control over the slides this time I did I've lost control of the slides all right I may have marginal control all right so one of the
052first questions we often ask when we look at as is is just how are the students meeting or exceeding or how many students or what percentage of our students are meeting or exceeding the standards set out by the state in terms of State Standards right because all of our contacts built are on State Standards so what you see here in front of you is four lines so the red line at the very bottom that is how the state does so Statewide um sort of pre-pandemic 2019 and then post pandemic the out years 22 and 23 you can see that the state about half and now less than half of the students are meeting exceeding standards in the Y the orange line right above that is orange for Orange County that is the Orange County level
053the blue line above that the one that's kind of flat and looks pretty much the same after CO as it did before Co because the teachers here have done a phenomenal job is in Capo blue because it's cap asron Unit School District um and so you can see that that 70% of our students are meeting exceeding standards this is a tremendously High number room for improvement though right the green line at the top is the highest performing District in Orange County I think historically we've shown all you shown you all the districts orang County but I just like to Target the highest one because eventually that will be Capital blue and we'll just be right there top um but you can see that actually one of the things that we've been praised for in the
054local papers um and one of our things that teachers should be recognized for is the fact that even the top District in the county had a big coid drop and has not fully recovered yet um by having our kids um engage with their teachers back to school early um we were able to minimize the co drop and and statistically really there's not a significant difference between where we were before and where we are now um in terms of learning loss so when you hear about learning loss not as an impact right now cap up I don't know I'll go to the next one but again if any of you want to jump in just talk right over please stand all right so same idea but for math again you can see we way outperform the
055state um and the county as a whole even in Orange County less than half of the students are meeting exceeding standards um in math cappo is towards the top we still have a ways to go to to be number one in Orange County um we are generally two or three uh in terms of Orange County depending on the the particular piece of data but we'll get there but one of the things I was talking with a well back up so meeting exceeding standards is one way to look at it but the way that a lot of our sites are looking at it is how many kids are moving right so the next bunch of slides we're really going to talk about movement because it's one thing to be meeting standards but it's far more important
056for us to go how many of our kids are making progress so if they weren't meeting are they on the way to meeting are they moving up if they were just meeting are they now exceeding standards right right and then conversely for interventions how many of our kids maybe mooved down in a year and we need to do something like that so I know we have 42,000 students and like there's only 13,600 that you're talking about so esac is not given to every kid right and and for us to talk about up and down it means the student would have to have taken it twice so they don't start taking it till third grade so third graders are not included because they have to have taken between third and fourth for us to get a
057two-year window we also don't look at in high school because they take an eth and they don't take it until 11th grade so it's not a two-year uh movement in terms of 8th to 11th there's just too many things going so this is really fourth through eighth graders looking at two years so um of the 13,600 kids that took it 3,000 of them improved their level so if they weren't meeting they're now meeting if they were meeting they're now exceeding U and 2600 of them moved down a level so as a system we have more students moving up than be doing the others all stayed at the same level doesn't mean they didn't show growth it just means that their level didn't change there's only four levels um and so this is for English language
058arts and and we use similar student groups if they scored a level one so 1968 of them in 2022 scored at a level one standard not met of those none moved down because there is no level pool low and 835 of them moved up so a big proportion of the students were able to go from standards not met up to level two which is standard M met if they were at level two a thousand of them moved up and 412 moved down so again you can see that the trend for cppo students across our system is to move up levels to show growth if they were at a level three so they are meeting standard these are students who when they took it in 20122 met the standards 1150 of them moved up so now
059they're exceeding standards these are now the level fours and 877 drop down to to standard again great we have some work to do and then obviously for the students who are at level four um I don't like showing the slide because students are doing a great job but there is no up it's not possible so none of them moved up but uh 1300 of them moved down and what I would tell you is that we look at this as a district but our sites are looking at this and they can tell you which kids on their sites are moving which way and then they know what they're doing to help with kid I was at an elementary school the other day and the principal had on their wall um turned away so you couldn't see
060the kids name the K the kids who were moving up and down every kid had a card so that principal knew every student where they were moving and not just on this but they were looking at Dibbles and ir and things that we will show you in future board meetings so they're they're really looking at we have students for moving down what are we how are we intervening we're not just saying oh it's okay right but our teachers and our staffs and our mtss coordinators and principles are working on them you want to add anything keep good to keep going going let me hang out here and then we'll do the same thing for math so same idea for math right Math's a little tighter in the ups and downs the UPS still outnumber the
061Downs um and we still outperform everybody but we know that math is an area where we're going have to put a little emphasis right because we have a narrower gap between the number of students we have moving up the number of students that we have moving down um between the levels so same idea you're going to go with with the kids who were at level one can't go lower level one but 752 of them moved up but kids who were at level two th000 up 630 down so again the trend is to move up for our students um the kids who were at level three in tighter Trend but still 1131 up 935 down and then obviously the kids were at the top can't move up so a lot of them stay the same and
062964 moved down these are broad Strokes right we also know that that things happen kids don't take tests kids don't take tests seriously so it begins one data point but the other thing we like to talk about and you've probably seen this and and heard about it's called distance from standard so I know it's hard for every else to see but trustees have a bigger screen in front and if you go on assmbly the board artifact you can see this so one of the things we look at is not just did you move up a level but if if you were if if standard met is considered the Baseline right we expect all of our students to meet standards so standard meet met is the Baseline the question becomes how far away from you away
063from standard are you above or below and we call that distance from standard so if it's a positive number you're above standard if it's a negative number you're below standard um and we can look at growth so what I'm going to show you here requires a little bit of explanation um because one of the things I've talked to my principles about is it's not just just about how many of your kids met standard because the reality is if you started with everybody meeting standard and finished with everybody meeting standard okay right but it's about growth how many of your students are moving and gaining either towards that standard if they're below it or or exceeding it if they're above it right and so what we have here is is a graph that has four quadrants
064each dot on there in this case is an elementary school and what we're measuring is two things so the overall how far above or below standard are way and then the grow so as you move from left to right you're moving from below to above standard so all of the dots on the right the blue and the yellow dots those are schools where the average student is above standard by 10 20 30 40 50 points you can see the the scale there right up and down is their growth from one year to the next so the schools that are green and blue on the positive side of that all on average the average student grew positively away from standard and the schools that are red and yellow the average student fell in terms of distance
065from standard now I want to caution you yellow schools their average student is still exceeding the standard right they're not yellow because they're below standard they just had negative growth on average but if you look at like for example the school that's all the way out there at negative one that school the average students already 87 points above standard right they're way over the right so they're not necessarily below so so that's why I say always be cautious with data we look at growth it doesn't necessarily mean that the school wasn't scoring above standard the school was scoring above standard it just didn't continue to push farther this year blue schools pushed farther Green Schools were schools that where the average was below standard but the average student grew so those green schools are going
066to become blue schools soon right they're moving on up red schools there's only one of them uh is a school that is for some reason the average students below standard and the growth was negative over the two years and so as a system we look for this and we go okay what's going on at the school that let's say had 35 points of growth and what can we take from that that we can add to the school that had the ne7 and say how do we you know because obviously we've got something going good there the positive 35 how do we transition that so that's one of the things the staff's really working jump yeah Dr Brown thank you so and I I remember from past years too trustees asking okay X number of students
067or which schools do we know the student by name are we tracking the students that um are struggling and what I would like um Dr Stuart and Mr Shear talk about just very briefly is how we have improved as a system to really track kid by Kid how they are doing and how the principles have looked at this data as principles in their own professional learning communities and then how they're working with their teachers with this data that's the important part is the way we are using this data so Dr Stewart do you want to jum in first or I'll start um so as trustees know coming out of the pandemic literacy was our was our deep concern and so that's gotten a good chunk of the attention in the first couple of years here
068since the pandemic so each site has identified time for intervention multiple days during the week the intervention is usually focused on literacy your English language arts uh so we think that's explaining some of these results that you're seeing here but as far as principles yeah they come together um monthly to examine data together in principal PLC teams over the past two years and into this year we have regularly looked at literacy data whether it's the smarter balance assessment data like we see today are the universal screener data uh for Dibbles um you can actually track progress monitoring data in Dibbles as well so kids that are scoring um at intensive levels on Dibbles assessments get retested every two to four weeks and so our principles track that they often will have spreadsheets showing kids and
069where they are and how they're progressing and they meet with their teacher teams they're they're regularly asking how students are doing what who needs additional time and support teachers regularly change their intervention groups Based on data from either the assessments progress monitoring assessments or common formative assessments that they're giving and so we we've seen a lot of really healthy and effective use of data um among our among our teachers and with the principal leadership um and this particular data we looked at was just this past September um at one of our principal PLC meetings both the English language arts data and the math data um so I know we've been really focused on the science of reading and so I'll turn it over to Carrie to talk a little bit more about some of the
070curriculum thank you so much so yeah in addition to the PLC work done by our teachers and principles there's Core Curriculum that really helps support the literacy um our Core Curriculum is wonders K3 benchmark grades four through five and then we'll be adding to that also you know Frog Street for pre prek and then world of Wonders for uh TK and then some programs like dibles um assessments and then amplify boost reading as well as heg phic awareness program and orgon Gillingham which is a program specifically uh to address students with dyslexia then the the strong work the strong curriculum the strong work for our teachers and then the plc's have really um and the focus on the science of reading have kept these literacy rates high for our district okay so obviously the focus
071on literacy we showed a lot of this this district schools are either exceed are exceeding standard and are showing grow right a high proportion of our schools in that quum when we look at math the story is a little bit different and so as you will hear from me future updates and you know focus on math again yellow schools those kids are still on average above the standard right so they're just not growing to be continuing above the standard if the trends don't reverse themselves so um same idea blue schools above standard andr gr yellow schools above standard not growing Green Schools below standard but growing and red schools below standard and not growing so this is the math and you can see that there's a pretty sub sizable difference if I go back between
072Ela and math which is actually a positive thing from the standpoint of there was a huge Focus coming out of the pandemic on reading and literacy and we do know the research is pretty clear that reading by third grade is the critical fundamental skill for future success so we focused on that and you can see that there was some results so we know we have the ability to make some focus and make some Gams and so math will be another area where we start to pick up a focus there's some other issues that might want to be addressed with math as well yes and obviously this got our attention right we see this we see the difference between Ela and that so we're curious we we want to dig in deeper and better understand the
073best practices of the schools in the blue be able to spread that out across across the district to all schools I appreciate Dr Brad providing the context of what we're looking at here but I did we did have just a little bit more background on how we're addressing this uh moving forward because data tells the story and now what do we do with it so Dr s thank you Dr marn so to provide a little more insight the data on the slide was analyzed earlier this year by our elementary PKA School principles and in a separate meeting we also looked at I ready math data Trends those schools with the highest scores and growth had an opportunity to share the strategies that attributed to their success and some of the strategies that were identified included
074frequent and rigorous formative assessments using tools like I ready and the inter assessments already provided by a Smart Balance assessment regular teacher collaborative meeting staly math results and the implementation of tier two and tier three math intervention so as Mr Shear mentioned earlier our first two years of ntss really focused in on literacy and we're proud to say that we have more students reading at grade level in elementary than we had pre pandemic and this year npss specialist have received increased instruction in math and schools are developing targeted intervention and extension in math in addition to language arts so with that I'll turn over to Dr Johnson to talk about curriculum instruction thank you and so for the biggest variable is that we don't have a curriculum that's really aligned with the shifts in mathematical
075practices um and so we were we're using math expressions which was the best product at the time nine years ago but um it really had has not it really wasn't aligned to these shifts and instruction and so we're currently in the process of adopting new curriculum um you know I was a high school teacher so I taught maybe one or two subjects if you're an elementary teacher you're teaching multiple subjects and so if you don't have robust curriculum to help support you in that and to be able to differentiate for students English Learners um gate students special ed students um that's going to be very difficult to um to push kids forward and so I'm very hopeful that after we adopt a curriculum um at the of the school year this will help support our
076teachers in addition we're just now rolling out um not just now but we've been rolling out I ready math I mean I ready diagnostic we'll continue to focus on that with the my path um lessons individualized lessons um and as stated before math was not the focus of intervention in the past it is now becoming an additional part of the intervention for students so I think we will see growth over time with a more robust curriculum and with a refocus on math and like I said if you look at the first slides I showed you our students are performing very well my question always was but where else can we improve right so this is why we asked about the grow question I do want to spend a little time not that Elementary isn't great
077they are their Fabs but I want to give a little love to middle school because I don't think Middle School gets much love um from from people in general Middle School is a challenge sometimes um this year right now our middle schools have the highest attendance rate in the district so they out attend our elementes and our high schools so the idea that middle school kids don't go to school is incred they do go to school um that being said they also have a very different growth pattern like this so this is what Middle School uh Ela looks like almost every school showed grow they're very tightly clustered and with one exception they're all above standard for ELA on average and that one is growing so it's going to be up there soon um you
078can also see that obviously they've done some work in their princip plc's sharing practices because there's a real tight grouping of the middle schools in terms of growth as compared to the high schools so they're growing they're achieving a head of standard they're attending school so I thought the middle schools might deserve a little love this is Ela um what's very interesting in middle school is that math while dispersed still growing right there there's only uh one school that didn't grow and it only lost one point on average from standards so uh there's some lessons in middle school math um and some stuff from middle school that we can learn again uh like Dr Johnson said though Middle School Math teachers just teach math right whereas elementary teachers teach everything so we have to support
079our elementary teachers and help them that with that the other question that we often ask besides growth is how are different groups of students doing so when we get published on the state dashboard and in the newspapers they don't just talk about how cppo does a they talk about how do this group of students do a CAO or that group of students do a cappo um and there's different dashboards for all of those things so I wanted to talk about those briefly as well as kind of go through one of the the areas where it'll be mathematically impossible to make change despite what pundants might say so what you're seeing here is uh a number of charts these are um percent of students meeting or exceeding standards over time 2015 to 2023 um and you
080can see the general trend is by large upwards for all of our groups but we have some pretty significant gaps right so our top achieving subgroups of students um are are substantially higher in terms of the percentage of students meeting seeing standards than our lowest achieving but I want to talk about that for a minute so when you look at the groups the the blue line across the top is is our our all student line and then some of our other groups here so the um yellow line are are lows students so students with socioeconomic disadvantages um our red line are students with disabilities so our special education students our green line at the bottom those are our English learner students um but but we also added two other groups here so the purple line
081are what are called RFB students reclassified English flu English profession students those were our English Learners so um one of the things that I think is interesting about when you see the El dashboards like absolutely we have work to do to support our English learner students but when an English learner student is successful um they become reclassified into what's called an Arab student and they're no longer considered an English learner student so as soon as they do well they get removed from that group and put into another group which only leaves the students who are you know new to our system or for some reason struggling so that group mathematically um the way it's calculated not the group of Learners English Learners can and do succeed in our system the group the way the state
082defines it will never rise because as soon as an English learner is successful they're not in that group anymore so there's another line there that's turquoise we call that the everel group and that's where we put them together because we're talking about students who who are or were English Learners in our system and that's the one we really want to watch right we really want to make sure that we get that group to achieve at the same levels of everybody else um so we'll do another presentation in December where we talk about reclassification um and the test that English Learners take called the lpac and a few other specifically to to English Learners because it is one of the groups that we have um some work to do to get them to achieve at the
083same level as everybody else so but I wanted to kind of go through that classification so you can see that if you were an English learner assist and you're no longer because you're in our FIP you're performing just as well as everybody else in fact you went from having a gap to having no Gap um and so that's one of the things I wanted to celebrate our teachers and and show that the good work that they've done on that um and that is I think about all the data we can probably handle in one sitting for esack so I will open it to questions um from the trustees we don't am I go ahead well first of all fantastic I'm like jumping out of my seat to see actual data and um someone presenting it
084with a good understanding of it so it's it's refreshing and exciting for me um to for all the schools you know all the dots um did they all have the same access to curriculum and um different tools you know I ready I mean I know it's been rolling out but if they didn't all have the same level of support across the you know across everything then it's it's a bit unfair to compare them yeah so like specifically so every elementary school has I ready math um has the assessments it has the I already my path which is the personalized learning component and we've had that now for three years I think five years time FES pmic um so yeah we've had these have this that in place and then the curriculum is everybody has access
085to the curriculum think where maybe some of the um wondering comes in is I ready Ela um this this past year we funded I ready Ela assessments for third through 5ifth but if they want it to have in my path personaliz learning component that's that's up to the school to pay for if they want that so we that's kind of what I'm getting at because I know some ptas are able to support that and some aren't and I think it's worth us having a discussion about making all schools have access to all those tools just to be so you're aware in addition though um for on the ELA side for elementary everyone has A5 which has um personalized learning component as well so a couple years ago when we decided to go with amplify a
086couple reasons were there was actually a preference for it among our students and staff and it also aligned well with getting our dibles assessments put into that system we were previously using University of Oregon system and it was just it didn't give us the robust reports and data that we wanted so we went with amplify so there is a personalized learning path program that our students can access that we are paying for it's just not I ready for elementary fora so whether we want to do that in the future is of course conversation we'll have yeah can I just think making sure that whatever the best practice ends up being because what works may not work for everyone I just want to make sure all the schools have the same access financially to those things
087yeah and that's one of the things that we'll have to look at as we as we build out our data systems and the ability of our Data Systems to be more granular the questions that we can start asking is did having that program actually make a difference or not and if so was it just having it how much usage was required to make that difference so there's a lot of further questions so one thing when I said data is not good or bad it just generates questions right um and it could be that it's okay for this school to have a program that that school doesn't have because the needs are different so certain sites may have different needs and that's where starting to have more robust data discussions will help us uncover those things
088um over time Hannah oh thank you I will Echo trusty param I've been sitting here long long time for many years and the way you presented this data is very able for me to digest it to follow it to understand it and and understand your add-on so I'm greatly appreciative of that I I love this format it's incredible um and I do have to add this is this is incredible information really astounding for CD and it's a testament to our committed and dedicated teaching professionals who made this happen at a time that people were didn't know what was even going on and so they continued obviously to create and present an incredible teaching opportunity for for all kids for some fall through the tracks but it it's kind of we've all kind of Forgotten what
089it was like what you all did um so it was Inc really really incredible and then just my last comment um I love the idea when you guys do sharing strategies I know sometimes our principles get maybe even a little frustrated right instead of running to a consultant or something when you get all in the room they love to collaborate and I I love that idea because it's all there we have some of the most talented U leaders uh anywhere um and so for them to be able to get that Forum I thank you to sit together and say what works what doesn't work and take into account their different dynamics of their student population um I just think that's really really the way to go it's the the we are cusd you know it's
090our way to uh to do that using our in-house Talent so thank you thank you very much also have to say thank you to miss benam for spending so much time with me and going through all the data and pulling it all together so I definitely didn't pull it all together but SP spent hours doing it any truste truste Johns wanted to um address the issue of various schools having different curricula and I've heard this a lot a lot of the schools that I represent are relatively low-income schools and then there's there's area with you know the PTA can barely even uh get together $1,000 and then other schools where they have like a war chest of you know $20,000 we cannot and should not stop ptas from uh enhancing curriculum or whatever if they
091want to but I feel like we do pro provide the curriculum that we think is is best for our students and we did not do the full I ready math Suite our teachers uh told us that they thought that that amplifier was better you know my uh I know people that never buy anything but Michelin tires and if you tell them that good your tires are better they will you know come to your house and make threats or something there are teachers that believe that you've got to have I ready math and there's teachers that believe that amplify is better or whatever we can't we can't say that we've all got to we've got to supply to every school what one or two schools have decided to fund with their PTA funds we have to
092make decisions about good curricula that we are going to provide to every school and we do that and I think we have a professional staff that I mean if you don't know these people you ought to know them they are mostly pretty well they are all pretty amazing um so I I I just want to kind of caution I I actually heard this at one of our uh superintendent forums where parents were complaining about their PTA pressuring them to donate donate donate and for this curriculum that they the teachers were telling them they had to fund fundraise for and I just don't I I don't think that's a correct I don't think you have to fund raise for th those things I think we are supplying everything that every school needs um but if they
093want to do it that's fine I just I I I don't think we can stop them but I also don't think we need to say that that everybody has to have this um changing the subject I wanted to draw your attention to something that Dr Brown said earlier on the first slide where he showed um uh the various uh oh you can go way back yes right that one no no that one yes um and he mentioned the highest performing District in Orange County the uh the um the green line and he said and and that's going to be us and if you're around him as much as I am you've heard him say this so many times he's not a person that makes things up he's not a person we all know people who
094exaggerate and say oh this is going to happen that's not who this man is if he says this is going to happen this is going to happen and anybody who thinks that this is about this is already a fabulous District anybody who thinks it's not going to be the best District in California while he's here should should be listening to him more because that's what what he's going to be doing he's also I've heard him say that it'll be the best District in the United States and I'm not entirely sure that will this is an amazing District it's going to be more amazing just watch okay thank you uh I just had a couple of comments I feel like my career is coming full circle here so I sit in staff meetings and we pull

100administered more than once a year then that makes me think is there an agenda that you're pushing you know in my opinion and many parents in the district the survey is too long it asks age inappropriate questions and it's extremely redundant and when because of that many parents opt their children out of the survey and that completely skews the data in the first place so obviously that's in in regards to the survey in general it needs to be changed or Rewritten um I also since I still have another minute and a half I was going to read a comment somebody made on my Instagram post um thoughts regarding the memorandum of understanding being voted on tonight is there any reason why the language isn't active parent Al consent for all parents whereby all parents have
101to sign the permission slip for their children to take the survey The Proposal being voted on tonight requires an opt out um for parents for students who are only in seventh grade these are 12th to 13 year old children and above if the questions are so harmless and beneficial to the health and well-being of our children why not be inclusive of parents and parental rights and require consent from all parents and further attach to uh the consent some sample questions for each grade level um one said I I understand I I'm just reading the comment I obviously understand that we can review all the questions but I do also agree why there are and maybe that's the purpose there are many parents in the older grades who don't realize that they can opt out who

103do better and they started a Latino student union and the Triton times did a great article about this it is just taken off immediately and this is the kind of information um that they are able to um extract uh and to go over with their team to see what they're doing well what new programs that they can Implement and I just want to thank our site leaders I know parents can opt out but for those students that are part of the conversation the important part of the conversation of what their school uh needs and where they can go I am very very appreciative this is what we have and they're using the heck out of it and I really really appreciate it okay we can go ahead oh trusty B uh yes I just wanted
104to add comment um I do anticipate that this um will pass this evening however I will be voting no on California healthy kids survey uh until at a later time when our superintendent can bring forward some other recommendations for consideration in the summer of 2022 I had attended the Kata uh California activity director um seminar down in San Diego had the opportunity un to work and talk with not only our activities directors in CD but others outside the other school districts and there are great recommendations of other surveys um that are taken and when there are 139 questions for high school students 132 questions for middle school students and even 78 questions for elementary school um and having read them all myself they as it was mentioned earlier um the redundancies and things that I
105think are quite inappropriate I would like to have some Discovery um in terms of evaluating others and obviously um evaluating then the financial impation of that but you know sometimes it's about buying a quality item that's going to last you for years and even though it's more expensive but it's going to be quality I rather spend money on the quality item than just because we get some Grant monies that help pay for other things so it's time that we I think it's time that we evaluate that so I'll be voting no but um I'm certain this will pass and we are committed to it being uh used for the next couple of years thank you py Davis yes so thank you I I'll will Echo that as well and I also will I've asked every
106year if staff could please look into other surveys and what we do and I also would like to to um appreciate staff carefully looking at what grants we accept and what strings are attached um and if someone could kind of explain some of our options and what what what grant money is received and how's that connected to staff Poli sure so we are participating in the two- pay Grant which is the tobacco and vaping cessation Grant so it's a grant that I'm going to round numbers since I don't right in front of me but about 600 ,000 over the next two years that will be used directly for um student facing lessons to support vaping and tobacco use cessation so it's one of those things that's a critical area of need not only Capital but
107Nationwide and so it's funny that goes with that part of the 2 Grant also funds the administration of the chick survey which makes the chick survey um free to use now California state requires a survey annually um that does what the chick survey does California state does not require the chicks survey but it requires a survey to be done every single year um the grant requires the check survey to be done every other year but in the intervening years you have to do something for the state anyways uh there are other survey options out there and in your your backup documentation you received it um they all have costs uh approaching or above $200,000 annually so the net shift for us in the next couple years to shift away from this tool that we've been
108using um would be not only that the data streams for those schools would change uh but about an $800 to $900,000 sort of net swing in in money Out programs lost and money in that being said you know we will continue to bring options forward um in intervening years but but for the duration of the grant the the the reality is the data that comes from the chick survey is similar to the data from those other surveys that cost $200,000 and fiscally it doesn't it's not prudent to lose a $600,000 grant at the moment in staff's opinion so so but that's the option so you have to do something every year this is covered um and it's a tool that handles what the state requires which is why it's given annually Dr Brown may I
109also add too that the last time we discussed this esta with trustees the state did not have an annual requirements for a local climate uh indicators that has changed last since the last time we presented to you and now starting this year it is an annual requirement so that's where I think some of the confusion is isn't it every other year for the state it is now required every single year and chicks provides that data clarifying question Dr Bram um I realized there's two other that we're comparing to that are 200,000 uh but these aren't the names of surveys that I learned about attending T so there are more surveys out there or is there only certain surveys that are acceptable to um this annual I don't know is it a law yeah so so
110these are the ones that are currently approved um there's a few others uh this is just the range right $2 to $250,000 it is possible if you have the staff ability to build a survey it would be something where we would have to hire Andor contract staff to do about the same cost number because then you have to work with the state to get the survey approved um so you work with the state so you can build a survey you can have other companies have them um but either way you're either buying or building and it's still about the same cost um to get a survey done so again followup question there are other school districts who have built theirs and are using them is there a lot of times I know with Clark and
111some of these budgets it's piggybacking is there not the ability to identify one that's already been created that we might then use maybe with a few adjustments so we would have to look into it and find one I have not seen those surveys so our most of our surrounding districts use chicks and or they use one of the two that I've shown you Panorama or Gallop so those are what our surrounding districts are using are those three so I I would have to before I can answer that question actually talk to one of those districts and see what they built and see how they negotiated that with the state before I can see if we could Pig back I will get those names and SP them to you perfect I just would like one one
112just one more comment we we can't forget too and um uh God was John Barnes I had head shareff our our partners in the health and safety of our children also use the chicks data um they align their programs they can redirect uh looking at what our children are experiencing and what they're doing again as for for the monetary for what we're getting with this survey and the fact of the data over years um and the fact of how our school district is funded yeah we could buy all the surveys in the world we do not have that money but this survey like I said our talented principles use it they use the heck out of it and from that they are able to create support redirect um programs that are needed at their schools
113to serve their children excuse me serve their children and um when I listen into how they do it how they sit with their staff and their team um I feel very confident I'm glad we have this Grant and that hopefully this moves forward trusty Johnson so I do not love the CH survey um I uh and there was a comment about the year every year vers other year and the two big Grant does require it every other year whereas we're required to do some school clim survey every year for uh the elcap um the survey has a lot lot of redundant questions any good survey is going to have some redundancy because that's how you validate uh like you like you uh walk to work or eat or bring your lunch they're going to keep
114asking that about do you bring your lunch on Tuesdays do you bring know on Fridays they're going to keep asking questions to see if you're really giving uh an honest answer and a lot of the if you look at the raw number of questions it is a lot but if you answered no here then you don't get these seven questions so there's the it's in many cases considerably s shorter than it looks however as I say I don't love this um I'm gonna vote for this tonight and the reason is this is what I want to be working on is improving student outcomes and while I do want the staff to be looking more at other survey opportunities I'm interested in improving student outcomes in this District far more than than I am in a
115a survey that uh a handful of our students I think it's three grade levels take that takes you know 20 minutes once a year that is not as important to me as improving student outcomes so I can't make it a priority I can't make it in my it to to me it would be wrong to prioritize to the staff you need to get another survey right now when we have so much really important work to do for kids in this District so as little as I love this survey I'm voting for it tonight um because I think we need to move on with improving out outcomes for kids J advisor appears I would just like to say that um I think a lot of what we saw in this the data we collected here we
116see different demographics being represented which is a way to combat issues and help test scores rise and also I feel like there's a lot of online at least what I've seen is there's a lot of questions about specific questions on the survey asking about sexual orientation or gender and I would just like to say that just like tests are very prominent in school districts I feel like also the lgbtq community and different groups of students are also very present and but and um as well as hate crimes and harassment and being able to identify which certain groups when they report abuse or pulling across that I think it's important to pinpo pinpoint those specific demographics to further help those students um because like I said anywhere or before uh certain students they they exist lgbtq

122hard to create a safe environment for the students enrolled at the district even when strategic kids employees try to apply for Capital USD they still can't get a permanent employment due to their in quote lack of experience so you are willing to renew a contract that worth $3 million to an outside company that is providing you people who have minimal experience working and special ed the district has spent $1 million overall on strategic kids how does that make sense invest in what you have not in something that will create a risk by using an outside company I want you to picture our district without your permanent Paras that work at a schools every every single day whether they're getting hit every single day or whether they're out supporting our our students how would that look

124from other students came forward that they finally removed the perah and had me as the elt teacher Outsourcing is a humongous issue and my story is only one of hundreds of stories that I have heard in only the three years of me being a perah these so-called Subs hold positions longer than a year all the while we apparently don't have the manpower to even cover my one day of sick leave that I had this year no one wants someone who fails to understand basic procedures yet we as C cusd Paras are given a labor smoothie being a teacher's secretary a student supervisor and supporting students academic and social and emotional growth Etc it is highly disrespectful to students and parents and peras alike to Outsource two people who are proven time and time again need
125extra support from their peers from their colleagues to manage and support students peras are doing double duty having to not only deal with their own students but having to help other students that may not even be in their classroom you guys talk about a big game of your proactivity as a district I want you guys to see that we are equally as ready to support the students and by Outsourcing it is showing that you guys do not care about us and you do not care about the students in this manner we can't Outsource Brilliance please hire from within thank you next speaker is Bonnie Bonnie please come forward good evening board members um I've been a pair of five working for cappo for 11 years now um I really feel like I'm in the Twilight

127contract thank you hi my name is Linda hadock and I'm a par for at Del transition program I've only been a par for a year this is I've come from a totally different background as a toxicologist but as a as a pair for the last last year you you have people who work for the district making a lot less than people who come in and they won't do what is required they won't change a diaper they won't help the students who need help in the bathroom there's a lot of things that they won't do there are some that are nice enough people they want to try to help but there are certain things that they just won't do and they're getting paid more than what we're getting paid and another little aside and be done
128probably within a minute but another little aside is the fact that although I work eight hours for the district it's separated out by six hours doing this and two hours doing that so we don't get the 40h hour perks just had to say that and also I think this guy's really good she left Brenda Brendan hi um my name is Brendan and I also like Linda work at adult transition program I've been there for the past three years um it's one of the hardest jobs but the most rewarding and I just want to say when it comes to being um a parent educator for our special needs population we're on the front lines every day it's our job to do everything we can to support the diverse needs of our students which couldn't possibly be
129covered well I thought it was going to be 1 minute but anyways we do everything from changing diapers to helping them with their medical needs if a kid drops and as a seizure we got to jump in even if we have no actual training I mean there's so much that's required of us mentally physically and a training all of it right [Music] so that's why I personally many of us and you're not in the classroom I can understand there might be disconnect there I don't think anything's done maliciously however I do think that you need to understand that with all this that's required of of us to do our jobs and to be on there the front lines every day with our kids um and our students um it's it's really awful that you guys
130are willing to Shell out a million dollars to some outside entity like strategic kids but you refuse to pay your own workers enough to cover their basic living expenses I also work as a busid like Linda I work 40 hours a week and I have to work two other extra jobs just to make ends meet that's not okay and this Injustice to to sum I really it's been long overdue when I first started working for the district I made like $15 an hour to a sack class I mean it's there's been improvements but we have a long ways to go and I hope this Injustice is resolved soon because it's not only your workers that suffer But ultimately it's the students who suffer as well thank you I think you said me Maggie Maggie okay
131that's me sorry could of hear you over the copy um hi I'm Maggie I am a labor representative with CCA the classified staff Union um and we are here today because we oppose Contracting out of classified employee vacancies and we've come to these meetings a few times this year to express this opposition and it really is because Contracting out hurts our staff and most of all our students so strategic kids is just one of the few contracts that the district currently has with uh labor outside labor groups um to fill these vacancies and as you've heard from everyone we think that doubling the contract for this year is putting the district on the path of spending more money than ever on these contracts when really we should be working collaboratively to solve this understaffing issue
132and we really urge the board to listen to the solutions that are coming from par Educators directly so thanks to the recommendation of the board in April we were able to have some really great listening sessions in September and over 60 par Educators participated and they were paid shout out to HR to um Christina and Natalie for doing all that paperwork it really was an amazing event we had three of them one for elementary secondary and one with Transportation Paris and there were so solutions that were proposed by these par Educators and I want to share just a couple in my 30 seconds and then we'll share the rest with you at a later date but these included increasing permanent Staffing paying a living wage prioritizing safety on the job ensuring Paris are having their
133breaks regularly increasing collaboration with teachers and admin providing more training and support on the job and very simply par Educators just want respect for the job they're doing so we really urge you to work with us collaboratively on solving the Staffing issue because the status quo isn't working thank you hello um I'm a par educator 4 um in the high school um last year I got my 20-year pin thank you thank you um and I want to thank you the district um everybody for years of of good medical insurance of being able to be home with my children raising them three of them through the district they're all grown um and so now with uh with strategic kids um a couple years ago my daughter is 23 and she's going to school and she needed
134a part-time job well strategic kids so at the time I didn't know what it was and and we're like oh okay pretty good job and then I realized she's working in the same district at the same schools and I'm like oh really I wonder why why wouldn't you just go to the district and get a job and you know and she goes why would I Mom I'm making more money they pay more and I'm like what how can that be I don't understand because you got another company then you got her you got like you know three different you know places that the money has to go through so I I didn't get it but um so anyway she goes yeah um I go how do you like it and she says it's pretty good

136paers within our district with the Union um now I'm subbing in the district and I've come back I've had 20 years experience working with behavioral students in special ed so I know what I'm doing when I'm out there but I'm not out there to train these people that you're bringing in from the outside I work with the parents that are in our district who are committed to our kids they're committed to these students that they work with and our special ed Behavior students our mtss program these are unique and special children you have to have the right equipment in your toolbox to be able to work with these kids many of our people do and I've had the opportunity to work with many many of them um I do know for a fact being in
137these classrooms that many of your strategic kids employees are not trained they will tell you they are they are not I've been in those classrooms our kids deserve better and I hope you realize these parents deserve better for those students that they're bringing to our district asking us to support them and help them learn that's our job that's why I came back to sub I love what I do and I commend you Amy for getting the paah a round table together that's a great start but I want to know is where's the report that came from that there was a lot of people especially the Paris they want to know what the outcome is they did all this work so do the right thing do the what's needed for our kids and for this committed

139staff and unfortunately the district at this point I feel does not see us as the heroes for our special kids who really need that assistance we get hit we get slapped we get bit we get punched and especially in the face in the stomach in the legs we take a beating on a daily basis whether it be verbal whether it be physical we are there not to fight back but we are there to understand have compassion have love and understand and know our children we know our kids we love our kids we are parents that have to find a job while we are raising our own kids and found that we found a passion and a love for what we do at this moment you are spending $1.5 million for outside strategic staff that does
140not have CPI restor restorative practices ABA um training that work with autistic Down syndrome behavioral issues they come in it's too hard they leave it's a liability to the district it's a liability to our parents and mostly it's a liability to our children who need the love and compassion and Sanctuary that we provide thank you following Eva Harrison on Professional Standards also on adult student interaction so you have both I'm not even sure what I'm talking on right now but I since I'm Al well I mean there's I I signed up for 16h and 16g under the consent calendar so you can we're rolling okay perfect just wanted to make sure um but I'm also actually since I'm since I have lots of time I'm also at Wood Canyon and I see these Paras and
141what you guys are doing I'm I'm sorry but it's not okay the Strategic kids situation it's it's a problem um these par educators are amazing they love the kids they take such good care of the kids and I have gotten information that this is a little bit of an inside thing with a strategic kids that there's a former principal that is the head of this and so on and I'm ready to look more into this and um get a little bit more information on that so that's I really hope I'm not going to find anything um what I was really going to talk on was one minute G let's just let's just go to H um it's the maintaining appropriate adult student interactions in our district um I think that's a that's a pretty good
142good policy right there um I think we also have a board policy right now in place that's BP 6144 I think I I would like to understand who is enforcing that that policy um states that the board also expects teachers to ensure that all sides of a of a controversial issues issue are impartially presented with accurate and appropriate factual information without promoting any partisan point of view the teacher should help students separate fact from opinion and warn them against drawing conclusions from insufficient data um teachers should be impartial um there's just a lot going on in with our teachers and our counselors that is inappropriate so I think in general this is a good one so I hope you're going to vote yes thank you okay all right any trustees who would like to pull

145and that is how we cover those vacancies so the increase in the amount is to ensure that we have enough funding for the Strategic kids who work at strategic kids staff rather who work as substitutes who cover the vacancy you refer to the employee referral siphon program that was one initiative we started last October which incured our employees which is every employee other than management or employees in Human Resources who refer to one of our hard-to-fill areas that they would receive a $500 stien and also tonight we added that after after a fourth successful referral they would get an additional $11,000 in the stien as of now we paid out 15 referrals over this first year and we have 100 hending referrals and as a reminder you only get your referral typen after the employees
146pass probation after six months so 15 have already accomplished that and we have 100 pending hiring process and update so right now our fill rate is about the same as it was last year but we have added almost a 100 par educator positions from last year to this year so had we not added those we'd be in much better shape being filled and we're continually working to get those filled our labor market is still very soft as far as a lot of people are hiring and we are competing with other districts and private um entities did I miss anything the other thing that you had asked for was um one of the reasons for total compensation being different right so um hourly wage versus is total compensation one of the things that we provide obviously
147besides health benefits is we pay I believe 28% of a employee salary to Pur correct so that that's a state requirement we have to pay and Pur we do um that's not something that outside agencies have to do so when you look at um compensation whether it's desirable or not perss is a big factor in terms of our our budget okay any other questions TR and if you'll just add a little bit more about um how go through just a little bit more I have a feeling it might help to for the parents to understand the need for the additional Paris the 100 additional pairs that we hired this year and a little more information on that I may defer to Clint Collins for special education um our assistant superintendent so from my what I
148was told make sure I'm clear is that we did increase our classroom support particularly for our para 3s with the intent of providing more support within the classroom to reduce the need of having to hire one-on-one par Educators so a one-on-one par educator while that employee can work with other students primarily works with one student for the day by increasing that classroom support the overall intent is that over time we will need less one toone par Educators because the students are supported particular when they're younger to develop and not that additional support to access the poor curriculum but I will defer to Clint in case I missed uh yeah that's correct so one thing that we were seeing as Dr Presby had stated was we had an increase influx of one-on-one pair Educators in our
149Steals and star classrooms or Elementary and pkk um and that influx of one-on ones obviously some students genuinely need that support and we have a process that helps identify that um but we are also seeing just classrooms in general need needed extra support and the only way to really get it was to add one-on ones to some IEPs that the students probably didn't really need this need some extra um par educator support so we identified those programs that needed that extra base level support So then that would help them in the overall um support for the classrooms and then hopefully that'll kind of start the culture of not adding one-on ones unless there's a true genuine need for it so and just to kind of add some of the math there so we actually have
150a thousand less students this year but have um 100 additional par openings that we needed to fill so had we been sitting at last year's number of Paris there' be a much lower need for an external agency to provide sub support um and we would be almost fullly so I wanted to give kudos the HR they've done a lot of work to try and hire Paris as fast as they can um and then something else was said so the par educator round tables the report um cabinet is reviewing that report uh in this upcoming week on Tuesday um so it will be coming to the board um forew and we will with have suggestions for steps from staff in terms of things that we can do to continue to work to alleviate this this problem
151and to try and recruit and retain more PRS in our system based on what they said I have a question okay trusty Bas so I've been well at Castile for example when they've had a festival and all te of kids comes out and they do great programs with the young kids and all um but as it was mentioned um Brandon and I believe another had um worked at the adult transition Center okay so these are bigger people yeah um and they have very different needs than your average strategic kids and first of all my question is so we've got parent Educators one two three and four if you work at the adult transition is probably C question if you work at the adult transition program um is that a particular category of parent educator um
152and then I'm assuming that it is but when you're having to use uh utilize a strategic kids person do they really know what they're getting themselves into because this is not the first time that a board meeting that they don't like to change diapers they don't like to handle the you know the restroom you know assistance and all um and um and that's required you know some of the other schools in terms of steps and such but can you tell us about how you allocate now you get a sick call you've got so many out how do you dayto day allocate those thirdparty um Personnel to help and look at the locations in which they're going to and maybe some specific needs there please uh so I can answer your first question about like the
153pair levels so pared care fors would be an adult transition we also have in more of our mod severe uh programs like sac and Elementary School the tbig program steps in elementary middle school and high school and adult transition and then you'll have um pair of Threes typically in like your stars classroom so it's more of the mild mod SDC um classroom settings and then you could have some um working with students in the learning lab and directed classes but that's more the par of twos so they all kind of level out onto what type of students they support and obviously we have our pair of fives as well that are um one is assigned to every elementary school that has a specialized special education program but then we also have quite a few that
154are itinerate that kind of bounce around to different schools to help support behaviors um as needed throughout the district in regards to how strategic kids are assigned um I don't oversee that especially I think that's an HR thing yeah so what we have is our list of our vacancies and we work with our list of strategic kids staff that we're able to place in in those vacancies in alignment with our regular substitutes who are classified employees so if an employee were to call in sick and Par educator any classified employee that would go through our absent management system where our substitutes within that system would able to pick up that job but much like teachers the subs have the choice right so the substitute um per can choose to pick up that job or choose
155to not pick up that job and when the job goes fill is when then the Strategic kids would become placed there and and I would like to follow up on the question when we have strategic kids employees who aren't doing what is part of their job description within what we would expect a substitute of our own to do as well we have asked to be notified of that and notifi the supervisor so we're able to work with that company to either make sure that employee is able to do the work as a substitute or no longer works for us so again when that is brought to the hr's attention we look into every single one of them because we do not want that situation to happen where they are expected to do the work as

157any of this no we already did um so our district Health and Welfare composit rate what we cap what is 14,000 I'm sorry 12,000 $ 488 for our par indicators $2,488 per year okay so I guess I'm not yeah I'm trying to figure out s what what approximate percentage of of the of what we're paying an employee I'm sorry of what um the health benefits number is a capped number but depending on their salary Pur moves that's why I say pers is done as a percentage because if they make more Pur more make less percent asking wrong of it it I understand that any contractor is always going to be paid more on an hourly basis than someone who is not getting retirement benefits Medical Dental whatever um do we have an idea of of
158approximately uh what we pay in to compensation to um our our employees versus what the the the Strategic kids person would make so let's say it's we pay I'm just going to make up a number $15 an hour to a par one um what um the the Strategic kids person is making let's say I don't know let's say it's $18 an hour but the difference what's the what amount of that is what we're paying for the employees um health benefits and retirement benefits more or less okay I can answer that one so okay for an entry level par one step one coming in with no experience total compensation is $31.7 an hour okay and what to go to the far end so a pair of four who's maxed out on longevity and benefits would be
159$49 $49.94 per hour okay so comparing the one thing to compare apples to apples is I do not have strategic kids or any of our vendors healthc care costs if they do offer benefits I wouldn't be able to calculate it that way right but if any my experience with contractors is that unless they are all getting health benefits they're mostly they're mostly just have a plan that they can buy into so they're not getting it as part of their their their uh hourly wage they can pay an additional amount to to get get that band of it the point I'm trying to make is the Strategic kids contract individuals are making a little bit more in terms of if taking out those benefits so the part of the question to me is do do the
160Strategic kids staff members the people are coming to us from strategic kids do they wish they had the benefits that we have do they care about retirement because it's you're really comparing two different things I I know you can't answer this you're but you're comparing two different things you're saying that this employee is the same as this employee and this one's making a lot more than that one when when they're really not because I mean it's more I think it is more because there's overhead to the Strategic kids organization but um but an employee who gets however many dollars per hour from us is also getting 28% of their salary paid into um a retirement s system and they're getting access to some pretty good health benefits as well and again I don't know what
161I I know strategic kids does now have health benefits available to their employees but I'd be a little surprised if it was if they were as good as the benefits we have so I'm just I'm I'm just really bothered by this this all talk all the time about how much more these people make because they're making they're making something different than what our staff members are making the other thing is that um uh oh shoot I now forgotten what I was going to say about that um I'm not convinced that some of them want to work full-time they may just want to work one or two days a week uh they may not want to work year round they you know when the weather's good they want to go surfing or I don't know what
162um but I just think it's a very very different situation and to be comparing them doesn't work for me um and uh oh the other the other thing I want to say is there's like we're paying $3 million whatever it is to strategic kids for the their employees hours and I think that there's an impression that we could pay that to our current employees and their salaries would go up but if we hired more positions that that money would go to those people not to not to our current employees it would go to the new people we're bringing in so once again we're we're we're talking apples and oranges and I you know I don't like Contracting out I don't like it but I also think that you have to recognize like what is happening
163and that the two situations are not equivalent um if you bring someone in to uh to repair repair our hbac like we have so many hbac repairments in the repair people in the district if we have the the air conditioning go out at 20 schools which we sometimes have happen in um in August we have to bring in contractors because we can't have all that many employees doing agac we have to bring in people for the Overflow we pay by the hour those people way more than we're play paying our regular agback people anyway it's I just think it's it's it's a false equivalents that that we're talking about and again I don't like Contracting out but I also think there are times you have to do it trusty Davis um I I just want
