008of our students some of the things that are going on um to help prepare our students for the future so one of the things that is one of our charges here in Capistrano Unified is to make sure that when our students leave us after 12 years in our system that they go out into a world with a lot of options available to them be that four-year University to University the world of work etc and that really they have the choice to make when they leave um and really in order to support that we've partnered with CCA and in the last month we've opened two College and Career Centers at our local middle schools Marco Forster and Miguel Hills Middle Schools which really provides the opportunity for younger students as young as 11 to start thinking
009about what happens after senior year to start becoming aware of careers career paths and looking for ways to bring relevance to their academics one of the things we do know from from scholarship is that the more relevance we can bring to students the more apt they are to be successful at highly rigorous academic coursework um and in addition to looking at what we're doing for our younger students I also have the pleasure of attending the American Legion auxiliary girls State recognition event where I got to meet six of our senior students who spent the summer uh in Sacramento at the girls State event and really listening to these young ladies talk about their learning experience talk about their future and how well informed they are gave me a lot of hope uh for democracy and
010for our country moving forward if these are the kinds of young women who are going to be leading us so I really if you're one of those young women or their families you should have a lot to be proud of um I also attended the grand opening of the Esports Lounge at Tesoro which really shows that you know we're not just thinking about traditional coursework here in Kappa but we're really offering opportunities to our students to be on The Cutting Edge of what's happening out there a lot of our local universities like UCI have big Esports teams and Esports has become a economic Juggernaut where it's not just the the professional esport athletes but also the surrounding event makers um and organizers that really being you know earn a good living and so it's another
011opportunity for our students to again see relevance and see something that they enjoy doing but actually have the academic side of it and principals Roddy actually even has a course over there English for Esports so they're tying academic coursework to the state of the art facility that they have access to and hopefully tesor will become a hub for these types of tournaments moving forward and then coming up one of the things we're committed to doing is is really engaging with our community so we have the open Forum superintendent meet and greets coming up starting next week actually so we'll be at Tesoro on Monday evening and San Clemente High School on Thursday evening we also have the college fair so we think about that future again October 2nd Capistrano Valley high school will be our
012college fair and then the Family Resource Fair will be held here at the district office on Friday September 22nd this concludes my comments for the evening thank you we'll now move on to trustee Commons trustee trustee thank you I have um two items that I wanted to express this evening I'm going to start with concern and end with something I'm very proud of um my first concern and it's a concern of all of ours is safety so everyone is concerned about safety we're all talking about that on our schools and whether it's strangers on campus or Intruders on campus but I want to talk about another aspect of safety that we are all a part of and that's principal send out emails regularly about the egress and Ingress into the campus where to park where
013to pick up drop off it's all for the safety of being able to get our students safely into school and to exit the schools we had an incident last week at one of our schools where an aggressive impatient parent would not follow the direction of the crossing guard the driver drove past or drove the path that he was directed not to take and ended up knocking down the cross guard who was then taken by ambulance to a hospital being late to work late to an appointment or anything else is not a good or acceptable excuse for the safety of our children staff members or anybody else so I just want to let you all know that that happened and when you're picking up and dropping off your kids and you see people being impatient the
014following day we had three officers SRO officers actually one on a motorcycle to help us and the PTA ladies came out with their signs and we were all there watching it and everything flowed smoothly except there were two tickets given out someone who did the same maneuver wanted to go straight through even though there's all this signage and people pointing so the motorcycle cop picked up and gave that person a ticket and the rolling stops the rolling stuff the stop signs are there because there's crosswalks that children may you know come through so I just want to remind everybody about safety in another form and that we all need to be aware of it and helping one another but on the honey note um in my representing the city of Michigan Viejo they have announced
015the return of the children's environmental fair for third graders for all schools in Mission Viejo so that includes Saddleback and Capistrano conservation of the Earth's natural resources is essential to protecting the environment and for this and for future Generations so the city of Mission Viejo believes in conservation for our environment should begin at an early age they've been doing this for about 19 years but due to covid there was a four-year Hiatus and so it's back and it is no cost to the schools or to the district the city takes this on as a part of working with the schools and doing something for the environment so it's an all-day field trip that's coming up April 19th on that Friday students are going to learn a variety of topics waste reduction recycling composting water conservation
016and water quality pollution prevention and more and the students and teachers are going to receive a free field trip that's Transportation included to the Norman P Murray center lunch drawstring backpack and assorted giveaways so I'd like to thank the city of Mission Viejo and they are in touch the consultant there with Karen Gautier and Kristen Ross because they want to ensure that the activities aligned with the curriculum here at cusd so I'm always very proud of what our city does and working with us and look forward to that returning to our city and for all of our third grade students and all of our schools have signed up to attend thank you that concludes my comments thank you trustee Jones yes so one of the things you heard at the beginning of the meeting and
017it went by kind of fast you might not know we have decided to join in a uh I think it's called a group action not a class action against social media companies and what the social media companies do to our children is horrible and I think the effects are going to be lifelong but I particularly wanted to thank the um PTA LED Co ledge rep co-chair who's here tonight Luca Greco for alerting me that to this and although I think some other trustees also brought it to our attention I was very excited and uh and we finally made a decision on that tonight and I'm really excited about it uh we need to get the social media companies to acknowledge and act uh and change their behavior so they're not targeting children and affecting our
018children so badly so it's just been uh back to school season I think there might still be a couple going on I did a whole bunch of those um and uh and I wanted oh uh and and I also want to talk about this Friday is homecoming at Danny Hills High School I invited the city council members from uh three of our cities to attend four of them are coming if you are live in Laguna Niguel your mayor Trope Pro tem Stephanie Otto will be joining us as well as Stephanie Winstead the two Stephanies um who I and please thank them for being involved and wanting to come to the homecoming in addition in San Juan uh uh council member John Campbell and Dana Hills alumni uh Howard Hart mayor Howard Hart will be coming
019to the game so that's pretty exciting there's uh it's a few weeks off but at the Orange County Fairgrounds on October 5th and 6th and October 11th and 12th there's the own Orange County sustainability decathlon I'm not going to tell you a lot about that I think you should go on the website it's pretty easy but you can email me if you don't get this it's ocsd23.com it is free you do have to pay to park I think it's twelve dollars uh so Orange County Fairground I went a few years ago it's fascinating I'm even planning to take some little ones from my family and but if you've got teenagers or young adults or grandparents you name it it's fascinating and it's very very low income very very low cost so ocsd23.com again email me
020uh if you can't didn't get that you don't have a way of writing it down thanks thank you um I just wanted to make a quick comment about um super excited for this Friday in Aliso Viejo all seven of my schools Wood Canyon Canyon Vista Oak Grove DJs djams avms and Elisa will be participating in our first annual Aliso Viejo scavenger hunt oh we had over 550 students register so they will be going and hunting across the city and going from school to school with their passports collecting uh Clues and then of course they will all end up at the high school where of course we're all future Wolverines right um so it's an amazing event I can't thank uh the leaders of that City enough every PTA president was involved planning the entire summer
021working together collaboratively um it's been an amazing sight to see so I I really I really appreciate appreciate you all and Aliso so thank you and um that's all I have and then trustee Davis I believe you have a comment I also like to appreciate that we are joining that mass action lawsuit for regarding the social media and what that's how what that's done for children and I'm just grateful that we are going to be a part of that from the last couple of weeks it was able to attend a lot of back to schools six back to schools incredible so great to be in the classroom to see families and children and teachers at busy at work and love love love that few sporting events which included San Clemente's High School's big one over
022Edison Friday night um our new superintendent son attends Edison High School he played a great game but San Antonio high school did Prevail um the esport Esports Lounge at DeSoto High School I love our partnership with CCA and what we've been able to do and it's not just the sport of video gaming but it's everything that encompasses it and that's part of what we teach in our CCA classes so I love our partnership with CCA and if anyone has any questions please visit that website the CCA website and you'll see all of the classes that are available there it is Cutting Edge it is the support for all Esports the announcements and I'm looking forward to the tournaments that we'll have there love that the ambassadors were able to be there and share what they've
023learned and and share what some of the things that their classes have done to be able to utilize that Lounge in um as our superintendent mentioned that the English class and what what's happening on that um I also want to mention that that e-bikes and the reminder that we continue to have significant amount of accidents and or close accidents with e-bikes so please remind your kids neighbors friends how important it is to learn the rules of the road I mean these kids are getting a little motorcycle when they're little so please watch that um San Clemente has some social activities that are coming up for middle schoolers the San Clemente Recreation division is start is offering some programs from middle school so it's a great safe environment for kids to get to know some other
024kids that are around their age and there's a luau party a costume party laser tag and movie and ugly sweater contest just coming up in the next couple of months so please look into that if you're in San Clemente or would like to have your kids be a part of that San Clemente High School's homecoming their annual parade is this Friday on Del Mar at 3 P.M the streets are always lined and it is a great great fun activity um and followed by the game um outside Clinic high school Friday night and the dance Saturday night so lots and lots of fun fun things happening a couple of other things and I would like to just share a little bit about something that's that's of of importance um I not only want to but need
025parents and Guardians to understand that Capistrano Unified School District is indisputably committed to parents Guardians in all areas of their child's growth academic social Med mental emotional and all-around well-being we need maximum communication with parents in all areas at our next regularly scheduled board meeting on October 18th I will will be presenting a policy or a resolution in regard to notification to parents for all non-academic concerning matters in Capistrano Unified School District this brings parents into the conversation regarding some of the most important aspects of their child's life we need to communicate to all teachers staff and administration that it is our responsibility to inform parents of anything that they should need that they should know as Educators we are already mandatory reporters so we are already mandated to report anything that is concerning for
026the safety of a child the list is extensive and continues to grow it includes all School District employees administrators and athletic coaches and that's under the California penal code section 11165.7 and penal code 11167 if there is a clear and present danger we must involve parents if teachers or staff have concerns they need to let the child's parent or Guardian know that they have concerns the only time we as Educators keep anything from a parent is when a parent is molesting a child unless we know the child is and or was abused by a parent then the parents must be notified of any and all concerns it is not the intent of the Board of Trustees and Capistrano Unified School District to withhold information whatsoever from parents we cannot have a system where we are
027losing trust with parents any longer we are losing families to other Educational Systems year after year we can do better and we will do better cusd is an excellent educational system we need parents to feel confident that we are in a partnership with them to meet the needs of their child or children it is my recommendation that Capistrano Unified adopt a resolution or a policy next month what next month which recommits our dedication to parents and students in cusd we need to avoid risks and solve problems we need to have Foster a partnership with families parents are their child's teacher first and foremost we as Capistrano Unified School District only have them for a fraction of each school day we can and will do better in cusd thank you thank you we are now going
028to recognize student board member Pierce thank you currently our school is our schools are in Fall season Sports and with that we have Friday National ball games homecoming dances and other fun events on top of that seniors planning on attending college should be finalizing most of their college applications and those interested in applying to college should check out the annual college fair on October 2nd at the capital of the capital Valley High School includes my calendar okay we are now moving on to oral Communications the total time for oral Communications is 20 minutes individual presentations are limited to a maximum of three minutes per individual but could be less with a large number of speakers complaints regarding District employees just as a reminder should be addressed by completing the district's formal complaint form available through
029the district website Mississippi we have 80 speakers okay so we have 80 speakers so we're doing one minute of speakers so we have 80 minutes okay I'm gonna have them hold on I need to see you again I I recommend moving board policy and allow every speaker to speak for one minute yeah I was just getting there sorry that's okay thank you thank you okay I need a motion to waive uh board policy to extend it which I just said from trustee Davis so may I have a second I'm sorry I I don't understand this we we have eight speakers eighty eighty I'm sorry baby yeah So Lisa so trustee Davis has a has an emotion on the on the floor to wave board policy and to extend the a lot of time for all
030communication past 20 minutes okay that's that's the motion is there a possibility speakers might be interested in combining so I just as a motion I I need a second otherwise it dies okay so now we have a second by trustee Pritchard so are we roll calling this yes okay we're gonna roll call the vote student board member peers hi Christy bullicus hi Rusty Davis aye trustee Jones aye trustee Pritchard aye trustee hanacek aye trustee Parham no trustee castianos aye the motion carries 601 to extend the time allotted to one minute and reduce the individual speaker time I'm sorry to extend the allotted time to 80 minute minutes yes and reduce the individual speaker time to one minute one minute yes thank you I'm going to call 10 speakers at a time and I'm going to
031request that you stand up and and line up in the aisle so that it moves through with efficiency and I ask each speaker to state your name and city of residence that way we can keep track for our minutes and it can be accurate in our reporting first 10 speakers are Xander cloud Sarah agester and pag hook Colette Foster Michelle Brooks Heather pubic Dana May Damaris zorio Katie Crockett Jamie Hansen Lynn from San Clemente Kirsten presca the speaker 11. Xander please go forward thank you um my name is Xander cloud and I'm from Ladera Ranch wow my name is Xander cloud and I'm from Ladera Ranch go ahead okay um hi my name is Xander and I'm a sophomore at Tesoro High School I am gay many of my friends are trans and some of
032them are not out coming out is a personal choice and no one should have the power to expose someone before they are ready you want teachers to inform the parents of these children inform if these children came from families where they felt safe they would come out in their own time parents would not need to be informed many of my gay and trans friends come from unsupportive families some are abused both physically and mentally you now want these kids to go home to God knows what as a repercussion you will see the increase in self-harm homelessness and suicide will the district step in when that happens will the teachers get involved then sometimes school is a student's only safe place you want to take that away from them how dare you let teachers teach let
033kids be kids please don't put my friends at risk I wanted to I appreciate the flaws and the support of our student body but I'm going to ask that everyone hold their Applause that we can get through the speakers so every voice can be heard thank you so much with time limited to one minute it's if you're clapping then we can't hear and then it's difficult so please hold Sarah thank you hi I'm Sarah I live in RSM today on the 19th anniversary of my mom's death I want to share with you her Legacy she will forever be remembered as the award-winning special education teacher who was well known for saying she would give up on her students when pigs fly she helped establish an inclusive teaching environment at her nationally recognized school for the
034betterment of all students our society's future she respected each student not as walking dollar signs or a soldier in the making for some fear-mongering agenda but as an individual and human being I implore you to dig deep inside yourselves and determine if you truly want to be remembered as someone who destroyed the well-being of numerous children or would you rather your legacy be that you gave each individual child the dignity and respect they deserve for the betterment of our society's future you choose that today in making your decision you should remember that we are all watching we will remember Kate has no home here not today not ever and go ahead hi my name is Anne I'm from Ladera Ranch and I'm a proud mom of two cusd graduates uh who are graduate of Berkeley
035and one heading to UCLA and so wonderful schools I'm really concerned about um about the idea that we need to identify behaviors that are concerning and we're talking about just kids expressing themselves so I definitely would like to to have a two-way communication I called the school once when I was worried about my child and I got some good feedback and I might you know to talk to my kid I like to hear back how's my kid doing but I don't want kids to be identified as having a problem when they're expressing who they are and this is not a problem if if teachers get to decide what is a problem and it's not a problem let's let's not Target trans kids thanks our next speaker is Colette Foster Colette please go ahead thank you
036I'm Colette from San Clemente I have two teenage kids at San Clemente High School and actively involved in my kids since 2000 or 2011. um one thing we have in common here in this room is that we love our kids and we want the best for them I understand that you guys have an extremely important job and that you made a covenant to do that and I want to draw your attention to the board's mission statement and the board's beliefs and parameters it states on your guys website that your beliefs state that this plan represents a covenant to our community it's founded on a set of commonly held deep abiding convictions you believe that our children develop our children's development is your highest priority and that the parent it states on the other parent is
037the child's first and foremost influential teacher respect honesty responsibility and integrity are essential in an educational environment and the students Educators parents in the community share the responsibility to be involved actively in the educational process and that the community has a right to hold the schools accountable and if we're truly partnering with Integrity respect honesty accountability and responsibility that does not embody secrecy Division and deception Thank you Lisa thank you our new speakers Michelle Brooks hi board Michelle Brooks from San Clemente thank you for serving cut to a minute I'm just going to try and roll off the cuff but I don't know how this became about hate I'm just here to say that nothing comes before my kids and I'll do anything to fight for them I don't know how this whole room wasn't
038standing in Applause after what trustee Davis said who would argue that parents are the partners in their child's education look what happened when we handed Over Control to the government during 2020 and now you're all begging for the kids to be back in school when you did you all did everything you could to keep my kids away from it okay you wonder why there's a mental health crisis in this country it's because there's an agenda making children question the wonderfully imperfect way that God made them you don't have that Authority and you will not take that from my child I am a partner in this we elected all of you to serve not the students not a political party nor agenda to serve the parents and the children in your District thank you our next
039speaker is Heather please come forward hi I'm Heather and I'm a parent and a San Clemente High School student I live in San Clemente saying that a policy intended to give children the support that they deserve has a hidden agenda intended to outtran students is hateful and spreading misinformation not one Medical Association Advocates that school staff allow a social transition at school unbeknownst to their parents Dr Erica Anderson who is a highly credited psychologist and transgender herself says a child who wants to change their name needs careful evaluation and parent involvement this is someone we should listen to parents cannot obtain professional evaluation or provide professional support for their child if they are unaware of their child's needs the professionals say include parents the Constitution of the United States protects informing parents please support a
040parental rights policy for Capital unified thank you our next speaker is Dana May Dana please come forward thank you board members my name is Tamaris I'm here today as a mother of three grandmother of four I'm a retired educator in Santa Ana Unified I am here to speak up for parental rights as an educator I worked many years with parents and students and I remember many of those meetings informing the parents of everything that was going on with our students whether it was Behavioral or academic emotional everything why because parents have the right to know and because no one loves and cares more for students and their own parents and family members that is why I want to be a voice for parents and their children and respectfully ask that you please seriously consider this
041parental notification policy so that teachers and staff will notify parents if their child is struggling with identity thank you our next speaker is Katie Crockett good evening Katie Crockett a sensia parent um since Lisa brought it up um I want you as a board to know that it's up to me to build the type of relationship where my kids trust me I don't need the government to step in and tell me stuff about who my kid is as a person and people who do want or need that that sounds like a them problem and not a you problem a school board problem you know please as a board Focus this year on things that add value to our children's public education and just let all of our students and teaching professionals be human I've been
042following the school board meetings where parent notification is agendized and invariably devolves into a circus it's an unnecessary one because it's attempting to solve a problem that doesn't exist there is no clear and present danger um if this type of item is agendized by this board don't act like you didn't know the circus was coming to town because all you have to do is listen to any other school board meeting thank you our next speaker is Jamie Hanson Jamie please come forward hi thank you my name is Jamie Hansen I am the mother of a third grader at RH Dana in Dana Point but I live in San Clemente and first I wanted to say thank you to Xander for Having the courage to come up here and speak and tell their story and look
043around and know that you are not alone uh we are having a Spanish English um well my daughter goes to a Spanish English dual immersion school we are having a Spanish book fair next week to invite our parents and our kids to have more options for diverse books in our library myself and our community do not support book bands of any kind and our students deserve an accurate honest and quality public education we must all continue to support our District's fantastic teachers as they work to fulfill our District's mission to prepare our students to meet the challenges of a rapidly changing World they are professionals and should be treated as such we will not tolerate any policies or resolutions that attempt to shame harm silence or threaten our lgbtqai plus students families faculty or staff
044thank you Lynn please come forward thank you my name is Lynn muslin I'm a long time resident of San Clemente I'm also a product of Orange County schools from elementary through high school and a graduate of UCI I want to first of all thank the four trustees who did respond to my email regarding ab1078 that's trustee Parham balakas Jones and Hannah check so thank you for that I assume the people who did not respond did either not agree or chose not to spend the time to deal with me other school boards have listened to parents and are concerned about the erosion of Parental Authority they have responded with clear statements and I urge you to do the same I loved trustee Davis's I would also add that listening to parents doesn't end when you get
045elected thank you our next speaker is Kristen Prescott hi my name is Kristen Fresca I have five kids in this school district three in high school two in middle school I live in San Juan Capistrano and I just want to say when this summer I didn't have my DTaP in time for my kids I was notified six thousand times about a medical concern that you had the only reason we didn't get it was because the doctor's appointment wasn't scheduled till August but I'm saying I was notified when my daughter wanted to drop down from an AP class to a regular class that couldn't happen until her mom was notified if my child was to have any social emotional physical academic or any concern as the parent you guys have shown that you want parent involvement
046the parent should know it's not the issue back and forth the parents should know and then they should be able to handle that so I would ask that you would really I thank you for bringing up and I hope next month that we are going to be able to pass that to keep the parents involved thank you the next group of speakers to line up Barbara Borkowski Tammy t Amber Smith Cheryl f Ginny Olson Michelle M Linda baroster Amy cartney Whitney zolin Nancy Roar Amy Baxter Angela Jones we'll stop there Barbara please come forward hi my name is Barbara Borkowski and I'm a Dana Point resident I have a child that attends RH Dana Elementary School our amazing cusd bilingual dual immersion English Spanish program and my youngest will be attending next year so I
047have a vested interest in this conversation I request that this board's support and Implement school policies that focus on inclusion diversity acceptance and provide safety for all children including those that may not follow the gender binary we need children to trust the adults in their lives if a child does not express their gender identity to their parents it is for a reason they are scared by fostering a safe inclusive environment all children benefit they all learn how to be confident in who they are and learn how to interact with those that are different I implore this board to make policies that strengthen diversity and inclusion in public education and not dismantle it thank you our next speaker is Tammy hello good evening my name is Tammy I live in San Juan Capistrano two kids that
048also attend within this District parents have fundamental rights to direct and the upbringing of their child including but not limited to their education Medical Care moral and religious upbringing so if we are truly partnering with parents and teaching our kids respect honesty responsibility Integrity as the board believes and states that we need to model that for them and our decisions here at the board at school and at home thank you our next speaker Amber Smith go ahead hi I'm Amber I have I live in San Clemente and I have a daughter at San Clemente High I'm here to let you know the importance of Parental notification this is one of my reasons why a year ago my friend kicked in her some store to find him hanging he was 17. unfortunately it was too late
049to save him this wasn't a gender thing this child was suffering from depression was there a teacher or School employee that knew this and didn't say anything kids are at school seven to eight hours a day I'm sure there had to have been signs failing grades unusually quiet any change in his personality it is so important for School employee to notify parents of any changes they notice at a child we need to work as a team to help heal the damage that has been done to our children over the past few years some lockdowns and social media parents need to have the right to know what's going on with their child and thank you for the social media lawsuit Cheryl good evening my name is Cheryl I'm from Laguna Niguel the parent-child relationship is really
050the backbone of a strong family bond and a healthy and Active Child neither the government or the school board has the authority to infringe or deny these rights federal law protection of people's rights also allow parents to see all instructional materials parent notification of all student surveys these are federal laws medical advice or behavioral issues these are all belong into the realm of the parent it's a student parent relationship it's a student um their angst that's happening in this in this confusing times that there may be under the parent is the most important person to make sure that they get the proper assistance the proper counseling and the proper love and care and that's what we want with a parent relationships so I'm in support of parental rights our next speaker is Jenny golden hi
051I'm Jenny golden my son just graduated from Aliso Niguel High School this is my first time attending a school board meeting I'm very glad to be here and I thank you for extending the time for our comments and um Lisa Davis that was an outstanding comment that you um opened with I appreciate that very much I'm very much in support of your plan and I plan to come again to support you and the parents who are in favor of Parental notification so again thank you very much for serving on the board and for having us our next speaker is Michelle M m good evening trustees I know this board faces many decisions daily however the one we are faced with today is guarding the most sacrosanct of relationships that of a child and their parent
05210 years ago even five years ago this would never have been a discussion if the school nurse gave a child a Band-Aid at school a parent was notified it is my request that this board honor the request of thousands of parents in Capo that cannot be here and guard their parental rights thank you in advance for your consideration our next speaker is Linda lauraster Linda thank you good evening superintendent and trustees my name is Linda varaster and I'm a resident of San Clemente unlike end of the district unlike some of the speakers who regularly attend a proud parent of a San Clemente High School graduate who got a great education and was prepared for the real world and I'm here to show my support for all of you to make sure that you have the
053backs of all the children regardless of their persuasion regardless of their socioeconomic level encourage all members of the board to ignore the distractions and the opinions of a few and know that there are a lot of us here who support you and support a factual well-rounded public education where here we have your backs and thank you for all that you do yes speaker is Amy Courtney all right hi my name is Amy I'm a mother of two students who attend schools in this District I'm also a licensed mental health clinician I've worked with clients who have entrusted me with aspects of themselves they cannot yet talk about outside of a confidential and trusted relationship sometimes they divulge information to me that they can't tell their parents or others for fear of retaliation sometimes even for
054fear they might be killed at home I wish this was rhetoric but it's not gender and sexual orientation in particular can be so triggering to some that it incites violence I fully and wholeheartedly disagree with the proposed motion for next month's board meeting I don't believe it's in the best interest of any student in this or any other District to be the subject of a parent notification letter regarding the use of their preferred pronouns I can't think of a single reason this process would be beneficial supportive or respectful gender pronouns do not fall under the category of abuse or abusive and should not be mandated to be reported to parents thank you our next speaker is Whitney Houston Whitney good evening I am the parent of a student who actually goes to school in this
055district and I am here because youth deserve to feel safe at school and also at home they deserve the freedom to express themselves in their own time when parents are notified by schools and not their child the child could face risk of emotional and physical abuse at the hands of their parents some youth will even experience homelessness after their parents are informed without their consent let children communicate and express themselves to their parents in their own way in their own time please put children first above parents and above votes our next speaker is Dave Huxtable Dave please come forward hi I'm Dave Huxtable I'm from Ladera Ranch I I'm here to stand up for the teachers who do an amazing job they're definitely not in it for the money and they're not in it for
056an easy life they sacrifice their time and effort for the good of our kids and grandkids and through those kids bring about a better future for our community and for our country I'm here to stand up for those kids who deserve an excellent education in a safe environment where they're free to be their true selves without fear of being spied on and reported about if they happen to not inform to some narrow gender stereotype I have great faith in future Generations who will know how to tell truth from lies and will reject the hatred and bigotry that surrounds us today I'm here to stand against those who are trying to use our children as Pawns in their political games against the fear mongers who spread lies and warped imaginings of rapists in skirts in school
057bathrooms against people who twist religion into nasty vindictiveness hi my name is Jimmy think and I'm a resident in Mission Viejo I had a whole nother speech but the longer I sat here and the more frustrated I got there is no erosion of parental rights it's not a thing how did we even get to the space why am I here my daughter even asked me tonight why are you doing this haven't we been here and haven't they fought for rights already um that's coming from a fourth grader um have we not seen the undeniable research and consequences that outing causes I I'm not even going to go into them because it's just we've been here we've done this we've fought this um if a parent is so concerned about their child and if their child
058is exploring gender and sexuality and their child isn't communicating with them it is not the school's problem it is a parenting problem and the problem lies with the parents thank you our next speaker is Nancy Rohr Nancy please come forward hello I'm Nancy and I am the parent of two graduates of San Clemente High School I have changed my notes many times also I just need to address something that Lisa Davis Davies said that uh reporting a student in danger is important but being lgbtq is not a danger unless you think it's wrong or in an injury that needs to be fixed it can't be fixed and it won't be fixed um regarding the parent who talked about the trans psychologist who said that students need to be outed that is one psychologist in a
059sea of tens of thousands who disagree with that West single learn I have two anecdotes I'd like to share I taught piano one day I had a piano student in high school came completely undone he was so anxious and upset and he wouldn't see why I later found out his father found out he was gay and he was livid and Ballistic another one was an associate pastor friend of mine her daughter had a friend who was outed her parents kicked her out our next speaker is Amy Baxter Amy please come forward hi I'm Amy Baxter I'm a parent of a cusd student uh San Clemente High School graduate I'm actually here on behalf of Trudy padobus who could not be here tonight because of illness she says my name is Trudy Padova it's a 26-year
060resident of Marblehead of San Clemente and a former PTA president of San Clemente elementary middle and high schools My Two children are both graduates of the schs IB Program through pta's School site councils and various cusd committees we parents do have a voice in the education of our children our school district is one of the best in the state because we do all the right things we have extraordinary teachers in cusd both of my children revered their teachers at San Clemente High School they received a world-class education and I believe that involve parents such as myself are the majority here in cusd we are very much concerned with disparaging remarks made by those outside of the district who seem to attack PTA and teachers and manufacture problems our next speaker is Angela Jones Angela go
061ahead hello I'm Angela Jones my daughter is a senior at San Clemente High School I recently sent you an email regarding my concern that seniors are being excluded from our yearbooks if they do not attend the portrait City I made you aware this one um I was aware this when my son's picture was not included in his yearbook after speaking with the activities director yearbook advisor principal Carter and the portrait studio I received conflicting responses which led me to believe there is no common practice in place to ensure inclusion for our seniors I was also left with a sense that quality and awards are more important than representing all seniors the correlation between the percentage of socio-economic disadvantage students and those seniors that are not included in the yearbook are shockingly similar I'm proposing at
062the very least a no-cost option to be provided by simply using the ID pictures taken at registration freshman sophomore and juniors all get their pictures in the yearbook for free I don't see why our seniors cannot do that as well we can do better thank you I'd like to call up the next group of speakers so I'll have next approximately 15 people line up Emily Lippincott Kane Durham Edge a page Carol Carol took Carolyn autumnage adamage Jean from San Clemente Lisa Finning Judy Jones Yvonne yabara Stephanie camancho Van Dyke Sue Boardman Aaron bright Patricia Henry Jillian kanjerski Candace Boren and Michelle Den okay we'll go with that Emily come forward please hi Emily Lippincott I have a second grader at essencia um Gabriel Fernandez eight years old tortured beaten starved burned with cigarettes forced to
063eat cat litter and eventually beaten to death by his mom and her boyfriend because they thought he was gay Anthony Avalos 10 years old tortured over a period of days and eventually killed by his mom and her boyfriend after coming out as gay Giovanni Melton 14 years old shot and killed by his father for being gay Jeffrey JJ bright 16 years old and Jasmine Kennedy 22 years old killed execution Style by their mom for being trans and non-binary Bree Golic 22 years old stabbed to death by her father for being trans Catherine Newhouse 19 years old killed by her father for being trans after killing her he killed himself Ronnie Paris three years old killed by his father who thought he was gay Zachary do turbo just five years old murdered by his mom who
064thought he was going to grow up to be gay don't you dare tell me that notifying parents is the safest option our next speaker is Kane Kane Durham Kane Kane Durham okay we'll go to the next well okay okay thank you Gene all right hi uh my name is Kane Durham I'm a trans man here in Orange County um and I am saddened to see this pop up and get into the school district in Orange County um one of the things that I'm concerned about I've seen I heard that we um we're changing the language to be a lot more broad which I don't know if that really helps anything because are we now going to be notifying parents if a student is coming out as gay or coming out as bisexual um like where's
065the the lack of the idea of um a lack of clarity there doesn't seem like it's a good idea to me um but I think my main point here that I would like to make is that this isn't a matter of keeping things from parents this is a matter of allowing kids to have those conversations with parents on their own terms um I came out to my parents and it was terrifying and I got disowned but it was my choice thank you our next speaker is Edge of page good evening friends my name is agda Page and I'm a local resident of Dana Point and a mom to a fourth grader attending RH Dana Elementary where school is truly a safe environment I need and that is what every single School in our district should
066aim to be I urge you not to radicalize our school system we have enough of that in our day-to-day lives in the political environment please bear the children's physical mental and emotional well-being in mind and recognize that they are indeed made to God's image whether there are blue red white black green where they are gay or not where there are there are neurotypical or neurodiverse we are all different and we're all perfect just the way we are I stand by Xander's testimony and request by the way it's a powerful one that you should all consider let's keep our music and arts programs or counseling or support K-12 that provides guidance and let's keep our schools instrumental thank you for all that you do our next speaker is Carol touch hi my name is Carol touch
067I am a parent of two children who graduated from cusd and currently both of my grandsons attend uh cusd schools one is in kindergarten the other is in your Learning Links program I'm here to express my support for cusd and specifically the teachers staff and administrators both as a parent a teacher a substitute teacher and a Community member it is vital that we support all our teachers and trust them to do what they do best which is to provide a safe and accepting environment in which every student can learn grow and become a contributing member of society Capo and all the teachers provide a top-notch education and they continue to be committed to an inclusive environment that challenge students thank you our next speaker is Carolyn adamish good evening I'm Carolyn adamich I am from
068Aliso Viejo I'm a nurse practitioner I don't have any children but I am here at the behest of a friend that lives in Alessio Viejo that does have children in this particular school system I am here speaking as a healthcare provider um I know other people are talking about the parent notification and I do think that's extremely important because parents of course are responsible for their children's health they're responsible for them until they're adults anyway my concern is the irreversible effects of puberty blockers and surgical uh transition and I just wanted to go over some of them for some of you I don't think the people in the school system even may not may not be aware of how irreversible some of these hazardous complications can be of transitioning puberty blockers infertility fourfold increase of
069cardiovascular risk factors for trans women versus CIS women okay good luck take care our next speaker is gene Gene please come forward hello um I know this is very volatile to a lot of people um you know a lot of the situations that were brought up of criminal actually Criminal situations that need to be dealt with in a criminal environment but we're talking about informing parents before things can lead that way and who who can judge whether the parent's going to be you know needs to to be civil or whether the parent's going to be angry but it is that parent-child relationship that is of so much importance who better to help guide the children with behavioral issues than parents will the teacher School clinic or state guiding our children when they have behavioral behavioral
070issues make long-term mental health decisions while the parents are kept in the dark I think this is pretty outrageous that we have to come and ask for this and I appreciate you especially bringing this up Lisa our next speaker is Lisa Benning hi I'm a retired United States bankruptcy judge and the proud parent of four kids who graduated from ambul Marco and Capo I'm we've been residents of San Juan for 40 years and I I'm want to address two things one is in the early 2000s my one of our daughters was co-president of the gay straight Alliance at Capo that club was founded to create a school Community where all students could feel safe from discrimination harassment and violence based on their sexual orientation or gender identification membership in that club did not mean you
071were gay trans or anything else it meant that you had concerns about identity yours or the rights of others and the students gathered together in a safe place where that could be discussed under the proposed policies membership in that club would be a reportable event and that can that is not the way it could be speaker is Judy Jones good evening school board members and president my name is Judy Jones and I'm a 27 year resident of San Clemente and I don't have children in the district but I have volunteered and coordinated volunteers at Kenosha to elementary school so I'm here to speak on behalf of children and the teachers the teachers counselors and admin staff all work towards providing the students with safe supportive accepting and inclusive environments their goal is always to aim
072for what is best for the students I would trust teachers counselors and admin staff to make the appropriate decisions about parental notification and other sensitive situations their actions should not be restricted by rigid parental notification requirements thank you for your service all of you board members and to our community and to our schools and thank you for listening to my comments our next speaker is Celeste cork Celeste is a student so that is why we're having her go next so we appreciate your understanding and our adherence to policy go ahead Celeste hi I attend San Juan Hills High School to enact the gender identity parental notification policy would be to lie to our District's youth the rainbow colored safe space posters and anti-harassment policies posted in almost every classroom will be ruled blatantly false the
073comfort of our safety or the comfort and safety of our kids is what should be prioritized personally I was forced to reveal my sexuality at age 14 and the complicated and uncomfortable feelings from that persist to this day the pain for our transgender youth would be even worse and it would be cool to inflict upon them within hours of releasing an article condemning this policy transgender peers thanked me and expressed that they were in fear because of the policy to parents and board members in support of this policy I urge you to consider this are you acting upon personal morals that you would like to force upon others if so remove yourself from this conversation students privacy is protected under Article 1 Section one of the student of the California Constitution there are better ways
074to help queer youth build trust with your children before you resort to putting them in danger thank you Celeste our next speaker is Yvonne Avera foreign I'm a resident of San Juan um Capistrano I'm a former teacher and administrator our education is a mirror of ourselves as people there are some basic principles in which education is based learning to know learning to do learning to live together and learning to be who you are without these pillars a hostile environment to teach and learn is created through education our children learn to live in a society that understands the importance of mutual respect for the ideas of others as well as acceptance and tolerance in the diversity of others our children have the right to have the freedom to learn in a safe and caring learning environment
075that prepares them for their future and the Liberty to be who they are without shame and fear of Retribution thank you our next speaker Stephanie camancho Van Dyke Stephanie good evening my name is Stephanie Camacho Van Dyke and I'm the director of advocacy and education at the lgbtq center OC I am a former product of the school district having attended ambul Elementary Marco Marco Forester and Capistrano Valley High School where I graduated in 2005. I came out as gay only after my high school graduation primarily because I didn't feel safe enough to do so during my time as a student here my experience is one of many and I so I want to underscore the urgency of ensuring that our schools in this District are spaces where all students can express themselves without fear Prejudice
076or at the risk of their well-being every student deserves to have a safe place to be themselves and just decide when and how they want to come out both at school and at home let's ensure that every student in Capistrano Unified feels welcome in an environment that centers and prioritizes their well-being and rights our students our community our allies and our supporters are here and we're watching carefully thank you our next speaker is Sue Boardman Sue hi I'm Sue I live in Ladera Ranch I'm not a parent I'm here as a concerned citizen as an educationalist I'm here to stand up for children who must be respected as individuals whatever their orientation they deserve an excellent education in a safe environment where they are free to be their true selves without fear of being spied
077on and reported about I have great faith in you in future Generations who will know how to tell the truth from lies and will reject the hatred and bigotry that surrounds us today thank you our next speaker is Aaron bright Aaron please come forward good evening I'm Aaron bright I'm a resident of San Clemente and my children attend RH Dana Elementary School in Dana Point I'm grateful for the Dual language program that we have in our district and my children benefit from spending their days on a campus that has music and arts and stem um I believe very firmly that schools should be a place where kids feel safe and accepted and that is where they will grow the most um I'm confident in my teachers and my administrators I have a relationship with them
078um I don't believe they need to be mandated to give information to parents I think the board should listen to your trans students and community members um keep our environments inclusive keep including cultural proficiency and thank you very much our next speaker Patricia Henry I am Patricia Henry I have four total children three of whom are in elementary school currently and I think this whole parental notification policy is quite simple your own website capousd.org explicit explicitly States uh that all employees at all times will conduct themselves honestly without a parental notification policy regarding students gender or whatever it is School staff will be required to lie to parents a direct violation of Capo's own official code if a parent asks a teacher something about their child they deserve to know the truth and not fed
079a lie hmm furthermore people are acting as if students have to tell their teacher about their sexual identity they don't have to tell them anything if they don't tell their teacher anything the teachers have nothing to tell thank you our next speaker is Jillian please thank you I'm here to talk about a nationally recognized professional sport ice hockey the Anaheim Ducks NHL organization established the Anaheim Ducks High School hockey league over 10 years ago to create a local competitive High School Ice Hockey League this organization has teams from local private schools and from public districts the Capistrano coyotes are a championship winning team that are in this league the coaches in this league are held in national USA hockey standards stronger standards and many other sports the games are played at the four ranked state
080of the art facility Great Park ice and Irvine these athletes are stunning their skating skills their teamwork their stamina the sport is a well-developed community currently ice hockey is not recognized within the district as a sport it's not afforded the same waiver and Status recognition as other sports please help us recognize these ice hockey athletes these future NHL and pwhl players as Irvine as Irvine unified and other districts already do there are no good arguments against this let's do this together soon the athletes have been waiting for so long thank you our next speaker is Candace Bourne yeah thank you for the time to speak tonight I've been a homeowner and a taxpayer in San Clemente for 13 years I'm also the parent of two students in the district in light of recent activity in
081some of our surrounding communities I'd like to provide a statement in support of our outstanding cusd Educators these are highly trained and specialized professionals who are already underpaid for all they do and deserve better than what we've seen in other local districts our children deserve better too across the country we are witnessing special interest groups attempting to advance their political agendas and capture media Headlines by interfering with the operations of various school districts and intervening in curriculum and instruction this political theater has no place in public education and certainly shouldn't be playing out in front of our children unfortunately this scenario unfolded at our previous school district and the impact has been extremely detrimental allowing a toxic environment where teachers are constantly under attack leads to stress burnout and significant employee attrition that directly affects
082our students and their learning please maintain your commitment to public education and the students who represent and send a message that our trustees will not be persuaded to adopt policies that are harmful to our students Michelle please come forward hi I'm Michelle I'm a parent in San Clemente and I have three kids two attending vdm Middle School I'm here to speak in opposition to the parental rights group some who are here today you may hear people upset about a cusd teacher merely asking students what name they would like to be called in class and request that the teacher not call them that name in front of their parents how lucky those students are to live in a state and District that allows them to feel safe because some kids don't feel safe at home especially
083in homes that's few hatred and fear against the lgbtq community 45 of lgbtq Youth seriously considered attempting suicide in the past year but those kids in lgbtq affirming schools reported lower rates of attempting suicide it is the job of the district and the schools to protect and keep our kids safe I'm asking the people in my community where I've chosen to live and raise my children to do better thank you our next speaker is actually I'm ready to call the next 15 people to line up Wayne May Wayne my I apologize Eileen McDowell Louise Herbert Stephanie camancho Barbara Casserly Priscilla one Sandra cup Mia La Land Bridge Huerta Michelle Brooks Andrea Hazard Martin oblia Nicole Pearson Jennifer from Pasadena Sean from San Juan Capistrano Tammy from San Clemente Linda from San Clemente Diane from Mission
084Viejo and Linda B from Capitol Capital Beach Wayne please come forward hi my name is Wayne Mai I graduated from Tesoro in 2020 and I'm currently at UCSD studying to be a pediatrician I oppose any policy of Parental notification or forced outing on the grounds of trust I'm sure you prefer that important news comes from your child than from the school system it's critical that students can learn more about themselves have school provided support and then come to parents for advice when they're ready please trust your children until that time comes the responsible they're smart I know you know this because they're your kids to the parents in this room I ask that you have faith in your child and in your good parenting that you have faith that your children will ask you for
085support when they're ready it is important that your child trusts the school system trust in you their parents they're preparing for college for the workforce you can trust them you don't need to force them to be added by the school let them come to you and tell you in their own time you just need to trust them our next speaker I am Eileen mcdar from Dana Point I taught school year round at the Florida border I taught everything from preschool to Junior High to adults coming back for their GED and subsequently was named teacher of the year for my County I would never go back to Florida to teach there is no way I would go to a state and where books are banned teachers are told what they can and cannot say and lbtq
086and transgender kids are treated as objects of disdain where a single parent got Amanda Gore's wonderful poem the hill we climb removed from lower grades a parent who admitted she was not a reader but the school board there listened to her which says to me that Miami-Dade School Board lacked courage integrity and frankly intelligence this school board is different you have shown that you will absolutely go in an opposite direction I urge you not to go backwards foreign good evening thank you I'd like to first start by saying I'm Louise Herbert a resident of San Clemente for over 40 years I do not have children in the school system but did have children raised through the Burbank school system and now grandchildren I would like to start by thanking our amazing teachers in our district
087for what they do every day to help our children feel safe and accepted as who they are as individuals regardless of race religion or sexual orientation such of what such as what you plan to consider next month will destroy the student teacher relationship and change the total environment of our schools from a nurturing educational place to one a feeling being spied upon this will be the demise of a great school system and I encourage you not to follow through thank you Stephanie okay Barbara Casserly I am Barbara casterly a 25-year resident for Mission Viejo with three children who graduated from Capitol Valley High School where I served as PTSA president and founder of the cvhs foundation I became re-engaged after reading what I since learned falsely claimed that radical sexual education was occurring in our
088schools on these campaign Flyers Dr Brown we are glad you are here and thank you for your service in these tumultuous days I heard the word illegals used to describe people stated by the electric trustee from my area at the last meeting as I listened note that the term illegal immigrant functions as a racist dog whistle that buoys the idea that America is or should be a white Nation trustees please cease the use of inflammatory language and call it out when you hear it from colleagues when uncomfortable the children are watching if this is an issue of negativity Dr Brown training from some trustees is in order the engagement of community members in support of our students here tonight is heartwarming speaker is Priscilla Juan thank you good evening my name is Priscilla Huang I
089live in Aliso Viejo I have a first grader in the Mandarin immersion program at Ferguson Elementary School I am absolutely opposed to any sort of Parental notification policy our schools at the very basic need to be safe spaces that is the fundamental reason why we send our child children to school and entrust them with our Educators and administrators they must be a safe space and they cannot be a safe space if they're going to fear the repercussions of having a teacher out them to their families three years ago this board was presented with the testimony of over 800 students parents teachers and staff who experience shared stories of racism in cusd we responded this board responded with our cultural proficiency plan you're hearing testimony today from lgbtq plus students what are we going to do
090to make them safe the next speaker is Sandra please come forward good evening my name is Sandra cup I live in Laguna Niguel I worked in education for 40 years I worked in this District as a teacher site in the district administrator I am here to thank you for your service and your time I also am thankful that we have a strong fine arts program in this district and I encourage you to see that every student receives music and art from primary grades up because it benefits them across the curriculum as well as socially and personally I wish also that we will continue to have library books and resources that all students may look at and use and that give them options of what they can read and not be bound by what a few
091people or a small Fringe group is insisting I also highlight the stem program I've been coordinating a stem program from AAUW American Association University women this summer we sent 12 students from Marco bams short Cliffs and Vista yeah Mark to a school in a college go ahead thank you hi I'm a resident of Capo Beach fourth generation of the area my grandparents my parents myself and now my son have all gone through Capital Unified School District so I just want to thank you for giving us all your time and attention um I'm here tonight to speak up for the protection of children's rights primarily children who are trans and identify as so these children deserve protection just like every other child in school does whether you agree with their Identity or not as a longtime
092educator I know how hard teachers and staff work to keep students safe physically mentally emotionally and all students not just some children do not go to school in a vacuum they're exposed and interact with others who are different from themselves just like in the real world not long ago during the covid lockdown oh well thank you for your time our next speaker is rich Patera rich please go ahead Rick Butera I'm a resident of San Clemente and I spent 38 years working as a high school teacher in this District in my early years I was brought to a teacher parent student conference by administrators who wanted us to identify Strange Behaviors by this student not knowing better I and three other teachers did just that a week later we listened to the recorded sounds of
093that student being tortured for an hour by his parents the result was he and his sister went into child services and the parents never saw the kids again my result was I never trusted completely parents to tell them everything that they might need to know and maybe shouldn't in terms of really relating what is going on to the people that I was involved with committed suicide thank you our next speaker is Michelle Brooks okay thank you so duplicate um Andrea hazard hi I'm Dr Andrea Hazard I'm a cognitive psychologist I have a child in elementary school at Marblehead Elementary in San Clemente California um trustee Davis's Precinct I don't feel that my rights right now are in any way being infringed upon I trust my child's teachers to be mentors and allies in ways that
094I might not be able to do when they're at school and I think this is politicizing mandated reporting thank you our next speaker is Martin oakleya Martin I'm Martin O'Boyle uh from Mission Viejo I have two children one who graduated from Capitol Valley the other one from uh Felicia Niguel High School um I just want to say I have full confidence in the uh teachers and uh administrators in Capo Unified School District and I don't think that they should be required to report their kids sexual attitudes or whatever to their parents if indeed they had confidence in their parents uh response they would have told them themselves anyway thank you our next speaker is Nicole Pearson Nicole Pearson from Newport our next speaker is Jennifer it's Jennifer Kennedy thank you a good evening board my
095name is Jennifer Kennedy I'm an attorney from Pasadena and I've now been attending these board meetings in Chino Temecula I was in Kern County the other day I am from Pasadena and one thing I'd like to see at these board meetings I tend to be the only attorney in the audience and I am wondering how come there's not another attorney okay excellent okay great so let me move on listen we are the reason we're here is because California schools have been lying to parents the reason we are here is because California schools excuse me y'all just call a second just one second just one second we're gonna continue to be respectful in this room otherwise we will recess and this room will be cleared go ahead thank you thank you I think this board should
096be relieved and encouraged by the recent Federal Court case in San Diego just last week or a federal judge approved parents rights and struck down parent secrecy policies that are existing these parent secrecy policies are not manufactured they are hidden in the administrative regulations and schools have been lying to parents and that's why we're here we need to stop it our next speaker is Sean from San Juan Capistrano our next speaker is Sean from San Juan Capistrano please come forward or we will move on to the next speaker Tammy from San Clemente Shen I apologize um sorry that's why I didn't come up please please go ahead and state your name my name is Shan I have a student within the district um last week the federal court judge rejected the parent secrecy policy like
097the one here in Capo the judge said if a student suffers a life-threatening concussion while playing soccer during a class on physical fitness and the child expresses his feelings that does not that he does not want his parents to find out would it be lawful for the school to require its instructor to hide that event from parents of course not what if the child that school suffers a sexual assault or expresses suicidal thoughts or expresses aggressive or threatening thoughts or behavior would it be acceptable not to inform parents no these would be serious medical conditions to which parents have a legal and federal constitutional right to be informed of and to direct decisions on medical treatment a parent's right to make decisions concerning the care custody control and medical care of their children is one
098of the oldest of the fundamental Liberty interests that Americans enjoy however if the student expresses words or actions during class that may be the first visible sign thank you thank you our next speaker is Tammy from San Clemente concerning medical standards the world professional association for transgenders Health standards of care SOC 7 and 8 recognize it is appropriate for parents to decide whether to allow a social transition for their children neither SOC 7 or 8 suggests that school Personnel should decide whether a minor should socially transition let alone doing so and hiding this information from parents parental involvement is not optional for correct medical diagnosis of gender incongruence after all parents are often the only people who have frequently and regularly interacted with the child or adolescent throughout the child's or adolescent's entire life and
099therefore they have a unique view of the child's development over time indeed parents often have more knowledge than even the child or as adolescent does of whether their child or adolescent exited exhibited any signs of gender in congruence thank you our next speaker is Linda Linda please go ahead I'm a 20-year resident of San Clemente I have two children and five grandchildren three of which are in this District parents have the authority and are the legal guardians of their children the parental notification policy is key in Bridging the Gap between school and the parents of a strong partnership can of support can exist the policy would simply state that parents should be notified if their child has encountered any physical injury expressed suicidal intent or is requesting to be identified or treated as a gender
100that does not align with a sex on the student's birth certificate this brings parents into the conversation regarding some of the important aspects of the student's life none of this should be kept from the parents regarding their children it is crucial to recognize that parents play a vital role in the lives of their children and they have a fundamental right to be intimately involved in their children's upbringing parents are not a public enemy in an environment of growing distrust among pub with public education and documented enrollment decline I am asking you to honor those honor parents and affirm parents thank you speaker is Diane from Mission Viejo Diane please come forward thank you hi I had uh three sons go through Capital Unified School District and um nobody wants any student to feel unsafe at
101school and um and there's no animosity towards anyone any any child that has you know is learning their identity but if a school facilitates or originates a transition a physical transition of a child without the parents consent without their even knowledge that's that's just something that doesn't um you know shouldn't happen it's a parent's right to know if that was to go to happen or even to be counseled and maybe lean toward a a a uh towards a something that they're really not leaning towards or it's a mental health issue so I just believe that the purpose of the school is to teach and we don't want to teach our children to lie and to live double lives and speaker is Linda from Capo Beach Linda please come forward good evening um thank you Lisa
102for bringing up this proposal for next month's meeting um I'm going to change a little bit what I was going to say but I don't know if you are familiar with the story of Chloe Cole she's a when she was 13 she had some issues medical but mostly emotional at the time I think she spoke with one counselor this is her words not mine uh and then saw a doctor and then she had a double mastectomy and then she went on hormone blockers now she has great regrets about this decision and her body being this um disfigured um and according to her own words she states that the blockers have shortened her life expectancy her brain and Bone development have stopped and she's had many adverse reactions and she's incurring huge medical bills it's a
103very tragic story so I think we need to listen to the parents our next speaker is Pam I'm going to ask the next 15 people to line up Pam from San Clemente here at Davis floridas from Orange Eva Harrison Natalie Roberts minajindi Kelsey Daniel S Lindsey Butterfield Amanda Michael Allison from Rancho rvms Suzanne Bortz Brianna Boyle and Linda hackworth Pam please go ahead hello my name is Pam and I'm from San Clemente and I have a grandchild is it that is at Castile so I'd like to thank the board for their service you are appreciated it takes a lot of effort and time so thank you very much my hope is that you'll listen and you will vote for the parental notification policy as a former teacher a parent and now a grandparent of a
104student in the Capital School District I vehemently oppose the school district for interfering in any of their own children's rights parents are legally financially and lovingly the current guardians of their own children decisions need to come from the family the parent and the child please vote for the parental rights to prevail we parents love and have the best interests is Kira Davis Karen please come forward good evening my name is Kira I am a Ladera Ranch a parent I have a one cusd graduate one still in cusd right now parents are not unsafe we're not the enemies the way the teachers here have been asking us to respect their jobs as caretakers we're asking you to respect ours we would like to press the board to follow the example of other districts across the state
105and adopt a parental notification policy that protects parents and students from adults who might conspire to keep secrets between themselves and our children at school like Katie said it's up to us to develop relationships with our kids and we do so it's not fair to make enemies out of every parent just because one or two might be not doing a good job please stop demonizing parents please pass this parental notification Bell and parents if the board doesn't do what you need them to do we have a chance to flip the board again next November so vote our next speaker is freedom hi I'm florita I'm from Orange I represent a school district that has the uh The Bravery to pass a parental uh bright spill and I believe that this board is capable of doing
106that I also stand here as a mother of a transgendered uh child I'm also representative of a parent who was not notified and um I can tell you what and what didn't happen when I did find out when my daughter uh told me finally what didn't happen is I did not kick her out I did not hate her what did happen is she ended up getting a double mastectomy at a very young age what didn't happen is I wasn't able because of what was rooted into her that I wouldn't misunderstand wasn't able to con to talk to her about some of the medical conditions she might encounter having made that decision at a young age what else it didn't happen was that she wasn't able to receive my please wait which wasn't a No and
107went ahead anyway so please The House of the Bill thank you speaker hi I have two children in the district in elementary school as a district board I'm sure every trustee believes that you are between a rock and a hard place because you think that adopting a parental notification policy will surely lead to the district being sued fact is that seven School boards have have passed such a policy and attorney general Rob bonta has only filed One loan lawsuit if he truly had grounds for this suit he would copy and paste to all districts following suit but he hasn't because in reality his true intention is to change the law good luck parents however are likely to sue you for the consequences of excluding them and teachers are likely to Sue and win like the
108two in Escondido should the state sue you if you choose to be on the side of protecting children's mental physical emotional and developmental well-being as well as preserve the family unit and trusting relationships between teachers administrators and parents within this District the Liberty Justice Center is willing to defend District pro bono and you will not risk for the loose funding due to parents please come forward Natalie Rollins please come forward I think Natalie left okay next is Mina Mina jindy following Mina we have Kelsey go ahead my name is Mina I live in Mission Viejo I have two kids in the vehicle Elementary School I heard many examples that broke my heart of parents hurting and abusing their kids once they found out some news about their sexual orientation no two sane loving parents would
109condone any such Behavior there's nothing you or a teacher can tell me that will cause make me to cause any kind of harm to the humans that I love most in this world to my kids I'm not naive to think that all parents are loving but I like to think that those parents are few that's probably why trustee Davis mentioned that if there's a risk of abuse that that would be the exception to the rule I condone that I hope that goes forward thank you our next speaker is Kelsey Kelsey please come forward hi nice to see you all thank you for your time I have two students at RH Dana Elementary School a loving and mutual parent relationship must be built on trust trust cannot be forced only earned creating a mandate that outs
110our kids and shares information that they're not ready to share will not produce the mutual and trusting and loving relationship that I think we all really want we must trust our students believing that if they feel safe enough to share with us they will there's a sign in the back of this room that says right back there your authentic self is valued Capital unified authentic selves only thrive in safe spaces let's not take that away from our students thank you and thank you trustee Davis for presenting this uh this proposed policy I support it uh I am not an educator my background is in logic and assets there's some very simple and logical solutions to the the vast um differences in opinions of parents regarding this policy for those parents who are so terrified that
111their children's Secrets might be revealed to them this simple solution providing this policy a waiver that those parents can sign and have notarized and submitted to the uh to this District that would exempt them from being notified of any of their child's Secrets regarding those uh those students who are so concerned that they might be beaten at home for uh revealing their agenda preferences there's also a simple solution that was mentioned earlier that was scoffed at just don't tell the teacher our next speaker is Lindsay Butterfield hi I live in Ladera Ranch my children are in representative parham's district my daughter Daisy is six uh Cora is three uh two very obvious groups here we have individuals who identify themselves as parental rights Advocates what I notice about these individuals is that they Place themselves
112at the center of the narrative they've convinced themselves that they're victims of Oppression whose Liberties and safety are being taken from them they exist in a very small egocentric place in which Liberty and patriotism are defined by a conservative and religious fundamentalist pathos anything that does not adhere to their ideologies is oppressive and harmful and then on the other side of the aisle the folks in purple we have individuals who are advocating for the rights of the children we are advocating for the rights of privacy we are advocating to the right of a diverse education that includes some of the uglier parts of History yes we are advocating for their freedom of expression even if that means that they get to go by a different name or a different pronoun because truly that's of no
113consequence to me it has no impact on me I challenge all of us in this room to step outside of our own ego and our own narrative and ask the children what they want and what they need and what makes them feel safe and listen to them them without judgment our next speaker is Amanda Michaels hi I'm Amanda Michael and I have two children in the district um first I'm here in support of student uh student or parent notification communication is key between Guardians teachers and parents to raise well-connected well-rounded and connected children if there's nothing wrong with being a certain way then why be secretive if children are confused or exploring they need attention and love and that comes from their parents to help guide them second uh there was an incident in a
114school in our um oh shoot oh my gosh okay basically gender bathrooms I say we propose a solution because the boys belong in the boys the girls belong in the girls private bathrooms for all would probably be the best third there was a crossing guard hit at our school and um since then uh the city's been called there's three major intersections and one of them is not manned because the city is out of money so or understand our next speaker is Allison Allison rvm our next speaker is Suzanne wards good evening I'm Susannah boards from the good indiguel and my two now adult children were graduates of the awesome Spanish language immersion program and I'm a teacher by myself but I never appreciate a teacher so much as when my kids were teenagers their feelings
115attitudes and values were in flux and sometimes it's hard to talk to your parents I saw how they thrived when they could discuss their ideas try out opinions and ask for advice from trusted teachers I remain today deeply grateful to those adults who are willing to listen to them I also noticed the poster in the back that says your authentic self is valued is it valued but not protected please allow teachers to remain a safe space thank you for listening our next speaker is Brianna Boyle hi I'm Brianne Boyle I am a resident of Rancho Santa Margarita I also am a private College advisor and I have advised hundreds of students in this District trans rights are human rights I have read college essays from many students who have come out to me about being
116trans or being a member of the lgbtq community who have not been comfortable in coming out to their parents who have actually expressed that they would be in the situation of having violence in their home if they came out to their parents that is not my place to put that student in that place of violence so I urge you to consider these students when you're thinking of this kind of thing I also noticed a sign in the front that said welcome to school and if you're going to welcome them you need to welcome them who they are you need to welcome them as they come and protect them while they're here you need to protect our students you need to practice empathy and remember the other side boats too my next speaker foreign like to
117thank all of you for your service and all the teachers in the district and staff and volunteers they're all so important my name is Linda hackwith I'm a 42-year resident of San Clemente my daughter attended schools from kindergarten through child's grade Palisades shirtless San Clemente High she got an excellent education and she talks to this day of the phenomenal teachers that she had and I had him listed I don't have time to tell about all of them Mr moros was one who had a profound effect on her and the students in his class classes he used real life a real life situation during the time to demonstrate the importance of diversity and tolerance for diversity for peace in the school and community in Emerald the class culminated in a trip to the Museum of Tolerance
118which is would be good for all of us to go to well thank you five speakers to line up Judith greasing Rising Bradley zaminski Leslie zamaski Ezra green and Emily Lippincott Judith okay don't walk as fast as I used to as you all I'm Judith rising from Capistrano Beach I have two daughters that graduated from San Clemente High School and went on to Berkeley and UCLA thank you so much for the teaching and education that you provided for my daughters I am here because I am also a teacher um well 53 years in so far and I wanted to say that if I were mandated that I have had to tell parents about everything that I heard or somebody talked to me about what their choices in life were that would put me in a
119terrible position my job as an educator is to provide a safe supportive inclusive environment so my students can learn if they don't trust me they will not learn as much so please do not pass this parent right thank you our next speaker is Bradley my name is Bradley I am an alumni of San Clemente High School in Bernice Aires Middle School I would like to start by thanking Lisa Davis for introducing the parents Rights bill I didn't know that we needed to devote you out beforehand but I look forward to campaigning against you in the coming election year and I'm glad to know that you are up for re-election in 2024. um I just want to say I also don't have any students in the school district and I'm not a student myself so instead
120I'm going to advocate for the current students in the district who are looking for a safe space safe place at school and can confide in their teachers who may be the only resource they have without fear of being outed to their parents who may or may not be hostile towards them and for the parents who are seeking to intrude into their student their children's lives I think you should be looking inward as opposed to looking for the schools to do your work thank you next weekend good evening my name is Leslie I live in San Clemente um I am a seasoned parent and step parent and uh the family uh uh mantra uh that I have uh embraced with my children is don't lie don't die um everything else is details now if I say
121you cannot lie by definition I have to make it safe for you to tell me the truth now that's me not all parents have that bandwidth this is Despicable that the shame that you are bringing to Kappa yunus by District children need to be respected and they have to have a safe place enough sorry I'm kind of short um and this is kind of high okay thanks um hi my name is Ezra green but I go by Roxas the parental notification policy is a wolf in sheep's clothing as a transgender person who attended a public high school I did not feel safe coming out at home because my mother with whom I left with was abusive she would have and she did hurt me when she found out that I am transgender I implore you
122to consider protecting students especially when you as a school district do not know the circumstances that a child goes home to I urge you to think about the consequences of forced outing of children they are not pawns thank you memories Emily backwards unless the Middle East outside at this time I'd like to open public hearing regarding resolution 2324-14 determining steps to ensure availability of textbooks and instructional materials fiscal year 2023 2024 time is now 9 P.M we do not okay seeing none the public hearing is now closed and the time is 9 pm okay we are now moving on to discussion action items so we are moving to 13 A1 special education Community advisory committee annual report this is an information item only so there is no board action necessary at this time I'd like

124Davis our CAC Vice chair Rachel Sutherland and our CSA first vice chair Amina Carson so Beth take it away thank you short too we had another busy school year for the special education Community advisory committee also known as CAC donate 2022-2023 school year CEC had many accomplishments we had the highest number of sunshine awardees ever totaling 169 due to the uncooperative weather we held this year's Sunshine Awards right here in the boardroom despite this last minute change in venue the special educator awards were hugely successful had a large turnout of guests and were loved by all who attended this event has become so highly regarded in our district that individuals often mention their Sunshine Awards when applying for new positions we at CAC love putting on these Awards as much as our special Educators love
125being acknowledged it is truly a special evening for truly special people and the planning has already begun for next year's Sunshine Awards can I have my slideship there we go here's a few pictures from our Sunshine award uh there's our little flyer next slide um Veronica Rachel and Veronica um here's some of our performers um all special ed students next slide and some of the awardees uh next slide in our amazing food provided by all of our parents next slide and some special people who attended I think that's it oh no one more and all of our volunteers that we couldn't do without thank you in addition to the sunshine Awards this past year we also had our highest attendance ever for our grade level transition events held via Zoom 93 total families attended this
126year live to hear about special education transitions to elementary school middle school high school and the adult transition program this year we were able to record all the presentations and post them on our CAC website which allowed even more families to view them shortstop we want to thank all the administrators who presented for this event this year Lauren Patullo Andrea Meisner Ashley Ortiz Joel Tapper Lucy Coppola their participation and efforts are what make this event as successful as it is their knowledge and insights they share with our special ed parents along with our parent presenters experiences help relieve a little bit of that anxiety and uncertainty that comes along with these big transitions this year we also created new CAC Flyers to broaden the audience we are able to reach these flyers were distributed to
127all Capo School sites and they look amazing a special thank you to Jillian Stewart from surf and turf therapy for Designing them CAC has also continued to be grateful for a chance to have a collaborative partnership with the CSD special education department this year we met monthly with Clint Collins Carrie Johnson Gina dagley Google gracian magervais Lauren patillo Peggy bearst and Sonia Moser to discuss and troubleshoot any challenges that come up throughout the year we also brainstorm new ideas supports and programs when needed through these combined efforts we were able to accomplish the following amazing things we collaborated with the district to increase prayer Educators rates and training opportunities to hopefully retain and help recruit para Educators for our district we contributed our suggestions and concerns as former enf families to help make the merge
128between RH Dana exceptional needs facility and Rh Dana Elementary as smooth as possible for all students parents and staff while working collaboratively with the district and the principals of both schools we collaborated with the district on new CSD brochures for all special education programs which were posted on the CSD websites and on the School site page containing said program we collaborated with the district on updating the three-year local plan we collaborated with the district on getting the esy calendar posted three years out just like our regular school year calendar is posted we collaborated with the district on updating IEP protocols to help ensure IEP reports are delivered timely parents receive draft goals and assessments in advance for their review and that completed IEPs are delivered in a timely manner post IEP we collaborated with the
129district to have this certificate via diploma discussion in middle school at IEPs so parents have more time and information to make this important decision we collaborated with the district to ensure all special education students could submit their electives within the same regular time frames as their general education peers instead of waiting for their ninth grade transition meeting which often takes place several months after their peers had selected their electives we are thankful for these collaborations and so much more I want to make sure to bring your attention to and thank Kristin Arias for her constant help with scheduling and for her heroic to us efforts in quickly securing us the boardroom this year for the sunshine awards that week the weather decided not to cooperate and allowed us to be outside at the ATP Garden
130as originally planned and our backup location fell through her suggestion and efforts allowed us to still have our event seamlessly she largely made it possible for the event the show to go on thank you Kristen lastly I want to thank our 2022 2023 CAC chairperson Rachel Sutherland and longtime Sunshine award chairperson among other positions Veronica huggett Rachel has put in three years as chairperson and was vice chair for the three years before that she helped start the sunshine Awards in 2016 and molded them into what they are today she had many accomplishments in her three years as chair she was instrumental in getting the district to reimagine and re-establish the parents helping parent support group she developed the annual grade level transition event she created the supply library for Ability awareness she's brought in valuable
131Community speakers and most importantly she pushed for grade level orientations at all our schools she helped get more disabled parking spots in Marco Forester middle school and she helped to facilitate the Improvement of the parking lot markings at djams she worked hard during covid to make sure special ed students needs were being met despite all the changes she has been an amazing communicator and facilitator when parents call her she's able to hear their questions and concerns and guide them in an appropriate way to help ensure their needs are met as I step into her chairperson position this year I know I have big shoes to fill but I'm fortunate to know she will be there as Vice chair and a presence of support for myself and the CAC while CAC has some new faces and
132big changes starting the school year our goals are the same and we are striving to have a successful of a year as last year and looking forward to another engaging and collaborative year with students parents teachers staff administrators and all district Partners thank you all for your continued support here's to a successful 2023-2024 school year thank yous okay Mrs season we speak with congress with Asylum yeah trustee discussion no okay um we are now moving on to 13 A2 business and support services accomplishments this is information item only again so no more an action is necessary at this time I'd like to recognize Park Hampton Deputy superintendent business and support services to present time Department uh division last year sorry next slide so each department the business and support services next slide the business and

135healthy air plumbing and efficiency program that provided Grant funds to operate heating the air conditioning and ventilation systems and schools and also to replace non-compliant Plumbing fixtures and appliances that failed to meet wider efficiency standards while the grant amount could not meet the nearly 150 million dollar HVAC needs across the district it was a significant help to ensure existing systems were operated at Peak efficiency given their age next slide the technology and Information Services Department completed any critical projects across the district some of these are installation of a voice amplification system in all classrooms using coded with these funds completed the recently unveiled esport class from the superintendent mentioned in his opening combat sets at Sorrel High School implemented icann labs in all elementary schools it started installed credit card based point of sale systems
136that all high schools can minimize the use of cash and completed 45 000 technology service tickets the pandemic brought about significant changes very quickly in addition to meeting the technology systems needs that the District staff GIS also managed and supported along with school science staff called books for every student as well as backup devices to ensure every student as a working device we needed the support included the use of Chromebooks beyond the school game and over the summer so all students have access to a reliable and internet connected device so in closing I want to thank everyone in business support services for their dedication to supporting our Educators and thank you and we'll take any questions okay trusty discussion no okay all right thank you Mr Hampton we are now moving on to 1383 first
137reading aboard phylon 90 93 23 meaning conduct and I need may have a motion to adopt the policy on the first reading and waive the second reading before policy 9323 meeting conduct I move approval with a few changes so yeah okay thank you yep I need a second all seven okay it's on page three item One D then for construct out would each be allowed just a week will be allowed to speak for up to one minute after other board business has been concluded but prior to adjournment so add that one back in and it's impossible to bring yourself on the screen so we can be looking at it sorry uh Rusty Davis can you start over too or do we we get the agenda item to look at it other than just the uh
138the funeral I mean definitely explained well okay they're working on it what Peach were you was he not trusty Davis from page three of seven we have seven okay thank you One D I keep going down um we're on uh 13 A.M okay you're on 1D correct yes okay thank you while we're waiting on that um I wonder if the staff could next time we have something that has a lot of evidence give us also just a cold and clean copy to look at it's really hard to figure out what is going on some of you so we need to edit edit but we also could use some clean copy thanks um okay one one second I know hold on we're on One D still okay I think we're going down a little bit right
139okay go ahead trustee Davis what did you want to do to want to eat with onesie I'd like to add back in on them on where it's deleted out with all trustees period add in will each be allowed to speak for up to one minute after another Board of business has been concluded about prior to return thank you okay and on number six the last line will be allowed to do so prior to the whole all of six says any capistrative inside School District student who has submitted a request to address the Board of Trustees keep it deleted there we'll be allowed to do so prior to rather than non-student members any other members of the community thanks okay so we have a motion on the floor and we have a second yes if we're
140bringing in Corrections can I point out a typo so I would say that we can go through the process and typos can be fixed later yeah not not they're not perted to the report Action right okay thank you so I I heard that this was coming and anytime we can be more efficient and respect for people's times I greatly appreciate this but I wanted to like this policy and I don't so I have some questions um in fact I feel like the policy we have in place is is probably better so a couple things and um one thing um we removed the whole parliamentary procedure part and for me this makes the policy informative um so I think that's important um you haven't checked where yeah okay so this is the problem with this because
141we're going to start here and edit from here somehow I think some board members may have had a pre-copy of this um so I had to go through this in a normal time with other board members um so I have a lot of of things that I have questions about and it's going to be hard for all of us to go so I guess at this point then with as many questions so the only people that have pre-knowledge within the board policy committee but at this point it doesn't sound like it's ready for first read or for Action so I would propose that at this point that the uh so we'll make a motion to table the item for first reading at a later date depending uh revisions and how would we would you like
142it to submit those revisions now that we've seen the policy yes you can submit the revisions and it'll go back through the board policy committee okay thank you okay so I need a motion oh go ahead no go ahead I want to use this opportunity since it's on the agenda to suggest that we we contemplate what to do when we have 80 parts that comment on something that's not agendized the idea of giving one minute for each of them to me is absurd it's you know nine money together and got into business so at 11 o'clock tonight we're supposed to extend and I think that's an absurd expectation when we spend an hour and a half on something that's not enough so I would like this policy to accommodate for that situation where I mean
143granted we could have just cut it in 20 minutes but if there was something in there they could say um the opportunity to go to 30 seconds I don't know something to come but we the board tend to you know extend things and even if we did this policy in front of us we'd extend it um because we know how passionate folks are with their items and to email sometimes just doesn't cut it um the other problem too is our system of filling out blue cards right so folks have to work they have to do all sorts of things we have people fill out other blue cards for folks so that's another thing we have to look at because you can have a lack of a better word a campaign right where people all come
144at once so then if you don't allow the 81 minutes so it's difficult and believe me I was that parent that was sitting in the audience and I wanted my voice to be heard so um we'll come back to this um and I can submit not only my um edits but some of my concerns about the direction uh to balance time and respect for everyone including our own staff with the real the desire for folks to be heard um and I was one of them as well so thank you I I'd just like to make a quick comment I was speaking to a board member in another District another nearby District recently and we were talking about this and that person told me that in their District they uh put the names into a hat
145if there's more than what can be accommodated in some reasonable period of time they put the names into a hat and draw some number I don't know exactly how it works I think there's someone here who might know more about that than I um and I'm looking at you um and uh and they so that that allows the time the the opportunities for public content but not necessarily everyone who shows up so it's drawn at random by you know some member of the audience or something like that uh and I think we might consider that which is random and fair doesn't matter when you show up uh but it also would not make us be safe to hearing many many comments on the staff staying here until 11 o'clock at night because there isn't there's
146a balance between getting the work of the district done and allowing people to be heard and I think that they're you know they're a little bit at odds but I think there's maybe a way to get to a kind of a sweep law on that okay so the superintendent has suggested that we table the Adam so that we can yes I know that we table the item until a further Dave okay so do I have a second mentioned as though some trustees have received this ahead of time you have time to work on it I got mine in the usual email from Colleen Hayes last Wednesday did we all not receive it at the same time could you please clarify sure the ones who would have received ahead of time are members of the policy
147committee so policy committees always seen policy changes before because that's part of their work that's the only exception okay so trustee Davis right no you've already made motion we're good I just need a second to table the item okay we're gonna roll call them okay all those in favor aye any opposed okay motion Gary's senator yep okay we are now moving on to 1384. yes 1384 first reading board policy four one one nine Dot two one four two one nine two One Professional Standards so now on this one I will need a motion to adopt the policy on our first reading and weigh the second reading of foreign policy four one one nine five two one four two one nine dot two One Professional Standards may I have a motion my motion to move the
148item with exceptions okay moved by trustee Davis seconded by Davis yeah because then we can have discussion on it right I'll second it for discussion okay Okay so trustee Davis go ahead thank you in the management um the management administrative standards the following 13 5A I would like to see about adding 11 12 13 and 15 times 21. into the policy regarding Professional Standards for certificated and classified others so she's taking the next policy and putting additional number of points into described so she wants 13. 1385 number 11 12 13 and 15 and 21. you want an embedded in policy certificated and classified eleven twelve thirteen fourteen painting moving into public standards yes in in yes but it's already depending so we are currently on Professional Standards for certificated and classified I'm suggesting we take
149professional administrative standards for management from 11 12 to 13 15 and 21 and embed them into the certificating classified I'm happy to read us and moreover on professional conduct and proper political activity willful disobedience [Music] of District equipment or other District resources for the employees on Commercial purposes or for political activities and 21 wearing an appropriate attire while in the workplace on District property or at school sponsored activity those items are not in certificated and classified and I think they should be from suggesting that superintendo Brown can we um in the case of non-management um being taped inappropriate attire I believe perhaps was not so the rules are different for non-management versus management I don't know Bob do you want to win on this a little bit yes oh generally the management or Professional Standards
150have more requirements than what is protected or certificated teachers so that is why these items are not on the teacher Professional Standards appropriate attire is available to be placed on teacher standards it sometimes is and sometimes is in this case in working with our cabinet and our labor Partners we decided it was she would not be placed on the Professional Standards per classified and certificated that doesn't mean that if an employee is wearing something inappropriate or unsafe that that has to be allowed it's just not part of the standard I would probably venture to add that and the capacity that a teacher operates in um first off it's it's subjective right and many of the teachers depending on their students they may need to wear tennis shoes and jeans and loose fitting shirts or something
151uh whatever they deem to fulfill their professional capacity so I think that's why it's definitely different than management also um so I I obviously wouldn't require that and I I know our teachers stress appropriately for the job that they do are there any others that we could not per trustee Davis's request add from management into this one all of them could be added none of them are above and beyond what is expected in the workplace just when we look at the board policy 411 9.21 and 4219.21 what is presented today is commonly taken from csba and for the Education Code that indicates the Professional Standards for teachers the ones that are on the management side were either already existing in 4318 that is our current Professional Standards for managers we currently do not have a
152professional standard report policy for a classified or certificated employees so what we didn't want to do was make a blanket classified certificated management least common denominator type or policy we wanted to make one that we felt was appropriate for classified and certificate itself and then one that's a little bit more I want to stay restrictive but has a few more lists on what is expected for Professional Standards for our Management Group okay so the motion on the okay just a second um trustee Davis made those changes are you after hearing Mr Presby are you changing anything are you sticking with your emotion absolutely and in no way am I saying that teachers do not dress a program that's that's not my friend whatsoever okay so your emotion was just 11 12 13 14 and 15
153going into the other policy is that correct okay trust people get clarification on page two of professional administrative standards number 18. um the first sentence does make sense to me unlawful retaliation against any student to other district office or employee or member of the public food other district office other district office employees wait we're on we're on Professional Standards there's no 18. okay we're on that from 1384 . it was confusing we aren't on the match for the other one okay sorry about that so 1384. okay so we have a motion from trustee Davis to make to add 13 11 12 13 14 into the policy of 1384 and I'm trustee Divas or trustee Bullock was who seconded so I'm going to call a vote and then say oh okay I want to go ahead
154trustee Jones okay that's what I'm trying to get to it's okay yeah can I ask yes go ahead yes okay yes go ahead okay um so as the policy stands um I respect the time put into it and the relationships and the discussions that you've had so I I am happy satisfied with this policy but I do really um think that on under inappropriate conduct number um let's see number five what we need to do is a couple things one of them is possessing reviewing child pornography or other imagery portraying children sexualized manner at any time is against the law so we should probably just put that Penal Code next to that right that is that is you just don't do that and that's not done but what we do need to do is possessing
155reviewing any any pornography and especially our current assignment the word pornography is used very Loosely we need to really maybe it's a little bit here in the AR we need to Define because for some folks water for elephant is pornographic um Harvey Milk is pornographic um and the list goes on and on so we really need in our current climate to understand before we set someone up for uh failure or some other situation so maybe again I don't know how these work but you're right then maybe that would be in the AR or you could get it right here in number five so those are my um my questions and suggestions uh to make this a little clearer and be appropriately useful for both staff and administrators so two comments um one I think that
156the clarity of definition would definitely live in an arbor policy how we even get to the clarity of if an employee was brought up on that how would we Define pornography that would go in the AR the second is point of uh maybe practice for the board if we think about looking at policies because over the next multiple board meetings we have lots of policies to look at um as we continue to update them to fit the the changing climate that we have to update them because they're old or they're being unclear we really want to avoid editing the dive so we have two options really one would be for a motion as is and it gets voted down it gets voted down then there's two options a motion for Amendment or a motion to
157have staff and the board policy committee re-look at it give them feedback and bring it back to another meeting so we don't end up going through individual feedback options in the meaning of a business meeting what it really that means if everyone has an issue with it during a business meeting should we go to down if only one or two people have an issue with it then it won't get voted down and it moves forward but that's really kind of the point of the committee so um it could also be the other motion you could put is like we did for the other policy a motion to skip it entirely or or no one makes a motion right so um that way it could be edited by the board policy committee who can reach out
158to you and get feedback from each of you about what you're hoping to see as Ken staff um and then we can bring it back at a time when it's um closer if it's that far off go ahead trustee Johnson yes but trustee Jones had a comment be Laura so uh all right so we're talking about and just kind of putting this aside and going through it again because I think other than perhaps moving some items in there this is okay and I understand the issue of product and child pornography okay yes every reasonable person should know child could not abusive people but there's a lot of things we put in our policies that are known to be illegal and we put them in there anyway because that's just what we do uh we we
159put in any number of things that we're we're just kind of amplifying you know and I'll say Ed code or okay whatever what so I don't have a problem with that being there I think it it should be in there the issue of pornography yes what is pornography however if you're looking at something that is questionable when you are on your work site you shouldn't be doing that that's really the issue you can go home and you can look at stuff that you ought to be looking at at work but uh when you're in the workplace most of our employees are around potentially around students and they shouldn't be looking at anything that's that could possibly be interpreted as pornography and and I think that that's reasonable enough that that this is like a warning
160We're not gonna like oh you saw a picture of someone you know with a low-cut dress on and we're gonna fire you what we're saying is think about this uh that that don't be looking at questionable stuff at work so I you know Tracy Davis and I are the board policy subcommittee you guys put us on that at in December or whatever I've been on it for a long time and and we go through these because we represent you know two fairly disparate points of view and we you know think carefully about this I know I think very carefully about this someone accused me today of being very detail-oriented and um who would that be and uh so I go through them very carefully and think about them a lot now what does happen is
161uh it comes from staff with submittance uh trustee Davis might make some added to them in the Google Doc and then maybe I make some edits and then maybe she doesn't see them Etc et cetera so sometimes we haven't both seen the very same thing but I'm telling you I think we put a lot of thought into this and we're not representing just one point of view of the district or of the board and um I mean I'm not saying I'm insulted in this but I I do feel like we cannot all edit every policy before it comes to the board and to have a subcommittee of two we could have three to look at these I think is a good way to go otherwise we're just going to be editing up diets all the
162time just a little confusing if you're on the on the committee for them for your one of the Amendments but that's fine that's good I forgot about who's on the committee okay should we vote Yes okay yes okay so on this item we are following trustee Davis uh made a motion and she is moving 11. immoral or unprofessional conduct improper political activity willful of disobedience misuse of District policy Robert I'm sorry use of District of women or other District resources for the employee's own commercial purposes or for political activities those items are going into policy that we're looking at right now board policy 4119.21 which is Professional Standards for certificated and classified personnel only everybody understand emotion you don't there are items being pulled out okay from the administrative Professional Standards the next policy you'll
163be considering yes they're being pulled from this one and added pulled from them on an added model they're being duplicated across and added to the certificate and classified is the is the motion all the way we need more time I assume then if I had already approved this one and we're adding more to it or one needed to be approved first before the other hand where right okay not being deleted because I'm ready okay all those in favor say aye aye any opposed okay bye two I'm concerned I do think it'll be helpful if we can get by an edited and a clean copy and age again it's it's confusing um I mean when there's a couple of things changed so big deal when we make massive changes yeah okay all right we are now
164moving on to policy 1385 first reading 4319.21 professional this is Administrative standards okay so 11 12 13 14 15 are staying they haven't been removed they're still here that was the policy that we were looking at to movies so that was here finally yes A5 I will make emotions that we can discuss them okay second hit bye I need a second okay second and fine trusting program okay I would like to recognize Bob parsley for this item too thank you president Casiano trustee superintendent Ralph salpretense proposed revision support policy 4318 professional administrative standards these revisions will renumber the policy to 4319.21 to be aligned with the district's other policy and Professional Standards these revisions are aligned with the California Education Code and also require administrative employees to report any misconduct staff recommends approval okay any
165speaker items no okay all right now trustee discussion one question okay go ahead trustee Hannah check Dr Presby um so everything all under the procedures that's all been read it out and is that going to go on the AR now is that why it's been all taken out no it's been revised so so all of that is just gone um you aren't using that for any how they're supposed to do any of this the procedure part it's all gone right so correct oh no I apologize I'm confused yes the ones that do go into the procedures are part of the AR forward okay that's correct thank you okay any other questions trustee ballers back to number 18 on page two um that first one unlawful retaliation against any student comma other District office or employee
166or member of the public who goes on right so the phrasing other district office is that employees in the district office correct this is an example what trustee Jones had talked about when multiple people are editing it should have been hot before we brought it it should read unlawful retaliation against any student other employee or member of the public who in good that repeats on so it shouldn't say district office employee or distinguished is any employee I just wanted to clean up thank you okay any other trustee discussion all right so we are going to vote on this one all those in favor say aye aye aye any opposed okay very soon okay we are now moving on to 13 hey six this is board policy 4119.24-42-19024 and 43-19524 maintaining appropriate adult student interactions so
167I need a motion to adopt the policy on the first reading and waive the second reading of Oracle c4119.24 and 4.9124 or three one nine one two four maintaining appropriate adult student interactions and delete board policy 4010 employee student non fraternization okay so I need a motion on that uh motion to move okay a second trustee for him okay I would like to recognize Bob Presby again to present the item thank you president castillanos trustees and superintendent staff presents proposed revisions to board policy 410 employee student non-praternization these changes include renumbering the policy to 4119.24 or 219.24 and 4319.24 and renaming the policy to maintaining appropriate adult student interactions these revisions expand the policy to include all interactions between adults and students and further Define inappropriate adult student interactions this work has also been completed
168with input from both our employee organizations I'd also like the competent uh congratulate and recognize at the cusd origin was one of the original districts that added a fractionization policy it's just time to have that updated to reflect all adult student interactions staff recommends approval okay thank you any speaker converts this is the one speaker okay I'll be brief too I know it's getting late good evening superintendent Brown Board of Trustees um student advisor um the new board policy maintaining appropriate adult student interactions leaves me scratching my head a little bit just by the way things are worded and reaching out to some folks I know that this um is a csba recommended policy change from 2019 and many of our surrounding districts have used this as a model policy um our wording's a little
169different but um the one thing that I'd like to see um is coaches and walk-on coaches added to the Preamble which might be clarified just maybe they're considered independent contractors as they tend to have contact with our students via text and social media due to changing practice times or locations and they also promote game days and college recruitment for students um and the social aspects uh following of this policy I know that my my children who are now a senior and junior year they follow their Fifth and seventh grade teachers still to this day they particularly loved seeing their teachers they uh they saw them getting engaged adopting puppies getting married being pregnant life things um and their experiences and this policy will kind of end all of that so um and then some of
170the verbiage about not disclosing one's personal or private matters the students makes me pause um are we asking our teachers to be robots um are we not trusting that our Educators administrators Personnel can't share that maybe they had a father that has passed away and they're sad today um I hope not but the policy is fairly vague um and as we all know education is a human business um and when people are not able to talk about their personal experiences or they are censored their students aren't able to hear their stories that may make them feel less alone or allow them to learn skills like empathy and coping mechanisms so I hope we're not taking that away from our from our professionals so thank you okay thank you Jessica a question that she just raised
171this game applied to coaches and walk-on coaches even if they're contractors independent contractor right well all of our walk-on coaches are our employees so if our certificated staff they're in the 100 series The 419 and then our classified walk-on coaches would be would follow under the 4219 and then we're talking about independent contractors we have the contract with independent contractors that would address many of these issues but they are not our employees but all of our coaches our walk-on coaches would fit under this category and it would also apply um that they would need parental um authorization even if the student is 18. yes this applies to all of our students all their students and in some cases addresses former students when we talk about preventing anything that could be considered as grilling yeah okay
172thank you Dr Presby I have a question for you um so you've clarified independent contractors so volunteers is here and this has been causing a lot of um confusion they're not employees um and I I don't and when I take the word volunteer and put it in all these one through 13s it breaks down for me um and so what you know they're not paid it's all Vegas laws I mean we have all of our for their fingerprinted why is volunteers here why is volunteers good independent contractors and volunteers to maintain the highest professional ethical standards in their interactions with students both within and outside this is the first paragraph [Music] NC has volunteers yeah the board expects all adults with whom students may not interact at school or in school related activities do you
173see a trustee Jones it's in the first paragraph lawyers is the second century volunteers right so I'm asking why volunteers are included in this contract um I um I feel we were just discussing that it's all District employees and our district students right but in this case we do want to highlight that we do expect our volunteers to also maintain a pro appropriate adult student interactions we are also revising our volunteer board policies they're found in the 1000 series because we are looking at our volunteers who work under the with the teacher directly who provides chaperone services and then those that work at as athletic coaches we want to be very clear in that board policy how they're to act as well and that Court policy would reference a maintaining appropriate adult student interactions okay
174it's just people got nervous and scared right because these are very prescriptive you know all of a sudden they operate differently with uh social media and things like that so um I have a couple other questions can I just go through them with you okay so um number one initiating inappropriate physical contact so um basically you if you wanted to hug someone or something you'd have should ask permission yes we we recommend that staff members don't touch Studios or initiate any type of physical contact okay and that would be probably for everybody anyway like you said any adults on campus dealing with children um number three I'm confused it says visiting a student's Home Alone does that mean that teacher can't visit alone or the student can't be alone it refers to or if our
175employee is going to visit a home they should not go as an individual because they accompany with another staff member to visit a student okay so that's good to clarify because daily I mean very frequently our teachers help out as tutors um as when a child is sick they will drop things off the parents are there so it may be in the AR you can explain that I don't know how a teacher could double up with a friend I know if there's a um a Well Visit that the principal or teacher takes the SRO um but but this was kind of I've just known so many instances where the compassion of the teacher is reaching out to the child they've either been sick or had trauma or something's happened and the teacher of course the
176parents were there so I was just kind of like I just can't imagine I'd have to take you know Mike with me every time I I wanted to go do my diligence and my Outreach um and you know and teachers get invited we're always saying build community you know this is a tough one I'm gonna I'm gonna Echo our speaker um I understand why you need it and I'm sure people are looking for this as a tool but um when you read it in a certain way it's very difficult um so I'm just going to keep going just a little bit yes she's a volunteers that also a good sports these right yes employees right yeah so so obviously people under this yeah this is us yeah yeah so then there you go there okay
177I am not um okay so then um again that we the social networking sites it's a little confusing you know I have to admit I've uh all most of our so especially our student athletes and our performers create social media sites uh where uh they're independent almost there for for to kind of showcase their things I oftentimes like them you know it's tough right so we're supposed to it's very tough so that's just kind of a gray area for me um and then the inviting or accepting requests from students I get LinkedIn requests I get um all sorts of requests from students that they're going for a job outside of school they will contact me for letters of recommendation you know I probably just need maybe that can be clarified in an AR what what
178that actually means um addressing a particular student over the familiar manner I know you're thinking in terms of probably grooming all the time kids get nicknames especially in the worlds of sports you know so all of a sudden if I mess up and say you know something I can't speak to that one that in the csba recommendation it is one that says adults should not give or use nicknames with students okay we struck that really for the sports reason as some students only go by a nickname it's more of overly familiar Terms of Endearment that is what would be inappropriate for a staff member oh okay so we struck just for that very purpose a nickname used in a very social and public way would not be a concern it would be an over familiar
179Terms of Endearment or something okay so then that could probably be clarified because I immediately thought nicknames um and then the last one number 13 um it is challenging uh research shows that children develop empathy uh compassion understandings when they are with trusted adults that they kind of outside of their family and so disclosing one's personal private management students um I can come up you know a teacher might say today I'm kids I'm sad it's not your fault uh my husband's going through some Cancer Treatments well a child will rise to the occasion and so that's just really kind of challenging like how would you I know our teachers don't have a luxury of time to hang out and have all this Kumbaya or talk but at the same token sometimes there's there's the sharing
180of information of course if we had better um um hiring where we have diversity in our hiring and what an opportunity if you have someone that looks totally different than you might share something personal about how they were raised or family so these are that human you know we're in the human business and teachers I know show good um faith and they have decorum and a Professional Standards I just that one is just like how would you even do I can speak to that and I can we can rework it because that's not the intent the intent of 13 is for adults to not put their problems and personal issues on their students okay so the way and we can rework it so it's not to say don't you know be a robot and don't
181share what's going on but the idea is as an adult with students on third graders okay so you feel better okay all right well those were my endless questions so thank you I feel like you understood what I was saying and you would either Rectify it here or anything on it okay trustee Jones yes a couple of things I want to uh discuss there's the issue of following and I brought this up a ace a student can certainly follow an adult's profile but the adult can't follow the student or at least on on anything other than public and can't friend students I think that's the point I think and and I don't really know a lot about social media other than Facebook but if you allow people to follow anybody can follow you uh and
182a student student can let anybody follow them and I think that that's probably similar on on other platforms I don't know um so it's not as though the following is not allowed it's that you don't and you don't friend students you don't like you don't invite them to follow you you don't do all that kind of stuff um I also want to talk a little bit about volunteers 35 year old you're not allowed to talk when you've got a 35 volunteer 35 year old volunteer if you say you're not allowed to touch students they're going to say Well done you tell a 55 year old dad and they're like what do you mean it's a difference in ages because and believe me I've dealt with not but so much girls but the 65 and the
18375 year olds it is totally foreign to that age group that you don't know just go and touch any young person that you feel like touching uh I mean I had this conversation many times so I think it is important to state that because the generations don't always know that we no longer do that just like Generations don't know that just don't send peanuts to school um and it's just not part of that you know that thing and then the overly familiar it's not that you know everybody calls this kid butch or or or Sandy or whatever everybody can call them butcher Sandy what you can't do is make is Paul like some students baking or honey I mean we're calling everybody on the team honey that's one thing but if you are singling out
184and Bob and I taught by the first thing I talked about this if you're singling out a student and following this one honey but not the others that's a grooming thing on the other hand it's every spotting on the team calls this one kid sweet cheeks and you're calling them Solutions that's a problem I think this this is an actual I still see Mario not me oriented right okay trusty bogus did you change your mind I just know I saw your light on ditto to a speaker Jessica Dyer into Steve hamacek I'm number 13. I can name my kids favorite teachers and it was they had that relationship quirky funny stories and told them stuff so yeah that you can kind of rework that um that's really what we're talking about and now student advisor
185has so intrude would be to either ask probing questions when the student clearly does not want to participate in that conversation so this isn't about a dialogue between a student and an adult it's the intrusion part and usually this is asking about their personal life asking about their dating life those are things that teachers should not intrude on or really have any type of conversation what about over social media because I know so like a lot of people talk over social media within students so if a student were to post something about their dog dying if a teacher were to like that post or comment on that post is that intriguing so the teacher is following a student on social media a student might have a public certificate so I'm the challenging part yeah the
186challenging part is people have tried my Instagram accounts and public Instagram accounts so if it's a public Instagram like I have a public Instagram account if a teacher were to come on my post would that be breaking like would that be I wouldn't see that as breaking an intrusion because it's on a public site it wouldn't really be intruding because the person who made the post is putting it out there I it does cross a gray area though of adult student communication even through the social media platform I think the key is unwanted children [Music] okay so we have a motion on the floor from trustee ball because the dentist right okay um is everybody ready to vote are we doing discussion um okay all those in favor aye any imposed okay you're asking us
187to prove something when it's gonna go back to um Dr Presby to right it'll be back on contempt for second reading but this will come back for a second reading soon okay can I change my vote to I okay we're now moving on to 13 A7 first reading board policy 4305 teaching assistant principles I need a motion to adopt policy on the first reading and weigh the second reading form possible 4305 teaching assistant principles I would move adoption on first reading okay trustee Hannah check a second okay seconded by trustee Parham okay I'd like to recognize Bob recipe to present thank you president casiano's trustee superintendent Brown staff presents revisions to board policy 4305 teaching assistant principals the revisions expand the eligibility to be a teacher assistant principal to include all certificated staff has also
188discovered an error in the exhibit and the phrase as a classroom teacher in the third sentence of the document should be struck the trustees have provided a copy of this correction and there are copies on the back table staff recommends approval this applies to board members as well where mandated reporters correct that's the next one oh the next one oh sorry I flipped ahead sorry okay I'm good okay any other discussion on this one okay all those in favor say aye aye name okay okay we're now moving on to first reading 1388. um first reading board policy 5141.4 Child Abuse Prevention and Reporting okay I need a motion to adopt policy on our first reading away the second reading award policy 5141.4 Child Abuse Prevention reporting and delete board policy 5171 .1 Child Abuse Prevention

192cost of a para educator salary as always our ptas and ptsas are proud to partner with our district to help our students Thrive and succeed with these donations but our organization's main function is not fundraising and donating our main function and has been since 1897 is to positively impact the lives of all children through advocacy we have not recently become political we have always been political by supporting legislation and policies that support the well-being of all students it is so very important to remember that we Endeavor to do what's best for kids in all circumstances particularly in our district we have to advocate for more funding every year because we are one of the lowest funded districts in the state but we are non-partisan non-secure non-commercial we support policies not people and we base our
193decisions on legislation and policy with the authority given to us by a majority of the membership and through our units and Council PTA we help promote parental involvement at all our school sites through volunteering your time attending a PTA meeting or meeting hosted by your principal or admin and getting to know your child's teacher parental involvement looks different from many families based on work schedules Etc at Wood Canyon specifically we're a title one school where most parents are dual income families so one of the ways that we encourage our parents to participate in families overall is to remind them that there is something for everyone they may not be able to give the hours but they may be able to give their time through money or behind the scenes phone calls to various uh vendors
