007Communications public engagement and marketing to present tonight's Associated student body thank you before we get to the student body we have two special recognitions first you've seen some artwork on display in the uh boardroom tonight that is thanks to our middle school art teachers who brought it in last week to set it up we have work from middle school students from Bernice air new Hearts Ladera Ranch Alicia Viejo and Don Juan Avila you can see each Student's name and a description of the work along with their pieces we do have one special recognition tonight which comes from Bathgate Elementary School honoring para educator 3 Aaron talmasoff on an ordinary December Friday during lunch an emergency situation occurred when a Jolly Rancher candy became lodged in his fifth grade student's throat blocking his Airway as the
008students tensed up and called for help Mrs thomasoff calmly and urgely urgently came to help administering the Heimlich maneuver and dislodging the candy allowing the student to breathe freely due to her ability to remain calm under pressure and utilize the skills she prepared herself with to provide care for children Mrs thomasoff went above and beyond to Aid in a life-threatening situation while everyone on the Bathgate campus celebrated her bravery on behalf of the entire Capistrano Unified Community we want to thank Mrs thomasoff on a job well done thank you it gets together and tonight's ASB presentation is from San Clemente High School please welcome trading ASP president Mason Ord uh good evening president Castellanos is it um and in terms superintendent Hampton and the rest of the board um I'm honored to represent San Clemente
009and the good that we do and experience in our first foreign meeting this year our asbs decided our theme would be to connect and bond our student body through memorable and engaging experiences we wanted to build upon and established culture of excitement and support for one another that we experienced last year we wanted to scale the successes of our dances loud crowd and support of all our teams our club culture and our amazing Arts we quickly quickly understood that growing meant putting more effort into our student body we want to expand the tent of what it meant to be a Triton we wanted to strip the trepidation and fear that so often accompanies the high school experience to accomplish this goal all of our ASB and administrators would need to be to be proactive and
010inclusive in our attendance communication and love for our diversity a good example this year was started off at a loud Crowder football games new freshmans and accomplished seniors alike all felt welcome and excited to enter the game the culture built to the point of students showing up hours early ready for the event our student body made it a point to make sure every student walking into the events like this felt included and part of the story walking into these games seeing CO2 cannons flaring and the Infectious beat driven by our DJ feels amazing to our student body it has also established a culture in where our community is wrapped around us and even 7th and 8th graders are jumping at the fence ready to be become part of our school even the Greater Community has
011increased their attendance with most of our games being sold out and our sponsorships for all our sporting activities exceeding goals this excitement and inclusion carried us through our fall and winter sports our boys cross country receive very high rankings of Second and State and seventh in the country they have worked endlessly to represent our school with such Pride our wrestling program has sent four students to to CIF state championships which is happening this weekend with also this weekend happening is our um our soccer CIF Championship that we're very proud of our boys for being in um but we're most important we're most most proud of our students supporting each other as a Triton we also understand that not everyone's favorite thing to do is play sports many have hobbies and desires to help others that
012match the path match the passion and work ethic of the hardest Sports on campus some of these hobbies are fun and competitive like what Anthony Wu has done with the ping pong Club the ping pong Club Rose to fame at the beginning of this year and still is one of our most interactive clubs Anthony Wu has become a celebrity on campus but just because of his two days a week at lunch which has turned into a school-wide tournament happening right now and the ping pong Club is just one of our 113 clubs which is a school high other clubs include charitable and com and community activities that truly help others feel loved and needed by our students such as cool to be kind and best buddies our music and the Arts programs are better than
013ever our theater program puts together next level performances in our Outdoor Theater this last fall they performed Newsies which received much love for the community and student body they work night and day to create an amazing show to represent our school and they did an amazing job of it last but not least it'd be a crime not to talk about San clementi's homecoming our parade down Del Mar Street brings not just our school but our community together from our class demonstrations to the sports teams to our bands and to so many more fun floats our school is perfectly represented as one big family we also had an amazing attendance at our dance and sold over 2 000 tickets and had one of the biggest dances in Orange County San Clemente High School this year has
014exceeded our expectations this community is stronger than ever and I'm proud to be a representative of the student body we truly have achieved a family-like relationship with our whole student body through memorable and engaging experiences thank you for your time thank you Mason thank you okay at this time um we're going to go to board comments so I'll start with uh trustee hanachek thank you um and you all can probably leave soon but before you go as a trite mom with now old children I brought my sons it was a few years ago to a football game and they said Mom what is this and I go what are you talking about they go what is this it was school spirit so it's always been a great school but you're fantastic now so I want
015to thank all of you for the work that you've done and serving the kids it's it's really something else so so thank you thank you a lot okay so now on to more more mundane things um let's see last Wednesday myself president Castellanos Dr pitcher trustee bulacus trustee Davis interim soup and staff members have the absolute honor of attending the cusd secondary honors concert held once again at the world cross class second concert hall and I want to extend my profound appreciation of thanks to all who made this unique and very special opportunity happen to our talented committed music educators and it was so much fun as as their names were called to have the kids hooting and hollering for that special teacher art Stellar visiting conductors and most of all to our incredibly talented
016students Bravo having this opportunity to FAMU back for our students is an incredible showcase moment for cusc and as far as I know only offered at Irvine unified and maybe Santa Margarita the ability to support this number of students at this outstanding venue illustrates our ongoing commitment to the importance of the Arts and education and I felt the audience was especially appreciative and showed in their level of enthusia Jasmine engagement and I do think we all can agree that if the pandemic taught us anything it's that there needs to be some joy to our lives especially for our students which you're doing a good job of and we've always known that the Arts provide for that so I look forward to continued future conversations on how we can best support serve and strengthen this important
017commitment to the Arts thank you thank you um any other trustees trustee bulcus uh I'll just say ditto to uh trustee hanijek's comments about the honor concert but I also would like to add um as she alluded to the standing ovation that our music teachers received was just so heartwarming I want to do a special shout out to um Andy waldecott at Campo Valley High School who was um the coordinator of all things moving uh in terms of that evening putting it on um Keith Hancock a hand Hancock at Tesoro High School his accompaniment on the piano but along with uh Ashley Stevens at Arroyo Vista for being the heads for the middle school and high school in putting those fires together and all um just fantastic and it was just so great to come
018back and to have that but most especially for our students to have the experience in a concert hall um that is so incredible that it's something that they will long remember so I appreciate um all the efforts of everyone to allow our students to have that special opportunity and we look forward to it again uh I have one other um event that I had attended that I just thought was phenomenal uh in January on the 27th Tampa Valley High School had a Chinese culture Festival it was a feast for the eyes and I was joined by trustee um Jones and her granddaughter and we can honestly say it was a wonderful experience for everyone of all ages um but what was so impressive to me is besides the Skits the dance the music um and
019the number of students who received the Honor Society achievement was all these students performed and they were their own stage crew I mean they really put their heart into being able to present all that they've learned um and so there was the student who was the emcee who spoke in Chinese and then the other MC who spoke in English um and it was just a really wonderful evening and as if our student advisor Alex isn't busy enough there he was um and you were the head of the outside what would you call that the carnival um before the show so um and I'm also told by our Mandarin teacher at Capo that he has such wonderful commands of the language that they often use him to help students in terms of having the right dialect
020and all so another wonderful cultural event and I hope more schools do this because it's just such an educational experience to be able to see what other cultures um in celebration their humor and their skits um and all and so it was a very delightful evening so I love the spring season there's just lots of plays and musical performances to attend and so I look forward to them and that's my comments thank you thank you any other trustee Davis yes thank you thank you president ORD for your updating your work at San Clemente High School it's so fun to hear all the happenings and everything that's going on there there's probably not a bigger Cloud crowd fan than me and everything that's happening there um I was able to on that note I was able
021to attend uh CAF boys soccer CIF girls soccer and CAF girls basketball which ended in 2.9 seconds where it was a super tight game all the way through and we were down by eight in three points I don't know 12 seconds and then I think we got two three pointers so we're down by two with three 3.6 seconds left and they get then we get a get fouled so the girls coming in goes into another girl's hand she goes up to shoot swish we win the game so that was a really really exciting fun fun game all three games were awesome and uh and the start of the volleyball so started was able to attend a volleyball game and um College and Career ribbon cutting at San Clemente High School that was a great great
022honor and a privilege to be there and I love the work that's happening there and the opportunity for more students to learn about all of the opportunities that are available through CCA in some of that direction um The Counselor drive-through was a great event here here at the here at the district to for all the counselors to have a chance to get together and a few trustees and I were able to be there and visit with them um I was able to attend lunch with loved ones at Concordia Elementary um great showing the whole grass was full with families having lunch together with their with their kids that was a also a great event um I was able to be on all campuses in San Clemente as well as a solid majority of campuses throughout
023the district this month as the third annual delivery of some love and kindness from community members throughout all of cusd and that was a also an honor privilege I guess so there was one group that I would talk about this group of second graders that arrived to deliver some Valentine's um and ask that I would bring them to the schools and they told me all about it and each of the kids had to tell me about all the other kids that weren't there and they had a bake sale to earn the money to buy the supplies to put it together and you know these were seven and eighth graders seven seven and eight-year-olds and they were just adorable but um a big shout out to all the community that helped with that and from service
024organizations to youth groups to work and neighborhoods and it's just a reminder the love and support that all students in our district have from community members so I thank you and I appreciate being on this board and representing our school districts thank you any interesting oh okay go ahead I just want to um call attention to an upcoming event which is on Monday February 27th it's a town hall that I'm going to be hosting with the Ladera Ranch Civic council at 7 pm and interim superintendent Clark Hampton has agreed to join me of course he doesn't know that there's a dunking booth and he's a special guest for that but I invite everyone you know in the Ladera Rancho Mission Viejo in Las Flores Community to come out and you know ask us your questions
025and we'll do our best to to try to give you some more feedback than we're typically able to give you know at these board meetings we can't typically respond so the point of the town hall is to really have a q a so everyone's welcome and I look forward to it thanks thank you um student member Joe did you have comments tonight yeah yeah uh so good evening everyone um it's really great that we're really just into the full swing of things now it would I mean last meeting it was just like we were getting back from from winter break but now it's almost present in the apib season which is absolutely wild to think about um but the best part is that within cusd school activities are also in full swing and and it's
026part that really keeps student morale High um even in these times stress and you know academic work uh I don't ask for her last meeting with ASB and as you had uh just heard from San Clemente there's been so many activities that we've had um just in the semester alone uh winter formal basketball games now volleyball games uh and much more down the pipeline I can talk about I know I can talk about Capital specifically where we have air guitar coming up which is the series of skits and it's really fun where seniors participate um I'm actually skipping practice for this right now but um just really really fun things down the pipeline and and I'm really glad that you know our schools have this commitment towards Spirit um it's not just academically driven but
027it's also it's a realization that everything is also student driven and how do you keep that morale of is through all these fantastic events that ASB are constantly planning so thank you for that uh something really exciting is that they've let me run an Instagram now which thank you for the trust um and I really hope to use this Instagram to give updates on meeting related uh content and to inform students of things um I think there's a lot of things within cusd that that kind of go unnoticed or or there's a lot of academic gems that just go undiscovered um now I feel that it's in my position that I have this power to show people and to kind of educate people on um certain things that aren't necessarily promoted all the time for
028example CCA classes um certain events Etc et cetera programs clubs um there's a lot of things that if you don't ask about you're not going to find and I think using this Instagram or using any sort of platform uh this is some like important work that I can do in showing kids hey look if you're interested in um in in becoming a Doctor Who's a great CCA Med class that you can take and you get to draw blood you get to administer shots um if you're interested in engineering drawing robotics um but that's something that I really hope to use this platform to to kind of disseminate um something else that I wanted to share on this platform was just general meeting related content and to get more student opinion from people uh I was
029talking about hosting a zoom session with students that uh as um was just mentioned can can create this more a q a session um to get more open dialogue because I feel like as soon as the student board member uh it's important for me to get educated on the perspectives of different students and a lot of times if I don't reach out students aren't necessarily going to reach out to me so I think it's important to put myself out there and secure his feedback from students uh so the Instagram is at cusd SPM on it um and I'm going to be trying to post regularly on it and try to um have content that shows students uh some of the important things that that are going on within CSC and some of the important things
030that uh they can be a part of So yeah thank you thank you um I just have a an exciting announcement to make it was officially announced that our very own djms was awarded a school to watch so um that's an amazing um accomplishment for that school um what is the schools to watch that that's what I asked like what does that exactly mean um in my mind it's a kind of a California distinguished school but it's specifically for middle schools correct me if I'm if I remember any of this information up um and so they go in and the school fills out a pretty extensive application and then a team comes out to the school and basically walks around and makes sure that everything that they put in that application is really what's happening
031at that site they interview students they interview teachers they they interview staff they're there all day they watch how the school operates they see what goes on on campus what's the school culture like and so this and this is an amazing um award to this school so congratulations to a principal Ricky video and her entire teaching staff and the students as well it's an amazing school it holds a special place in my heart all my children were Broncos so I know there's some Broncos in here former Broncos so congratulations we are now moving to oral Communications and the total time for oral Communications shall be 20 minutes individual presentations are limited to a maximum of three minutes per individual but could be less depending on the number of speakers Mr Hayes do we have speaker
032cards for oral Communications we do we have six in-house and one online for a total of seven speakers so that'll post right around 20 21 minutes for free next season okay we're going to start with our student Enrique Gonzalez Enrique while you're coming forward I would like the adults to line up behind Enrique Jean Kelly Cross Amy Reyes Heather poo pack and Amber Smith okay Enrique go ahead hello good evening I'm a student of Alicia Niguel the students who at least so have to do have had to deal with unsanitary inadequate Russian facilities in our school our schools facilities needs Improvement we went out to take a consensus on the student bodies want for better restaurant facilities in 30 minutes we acquired 500 signatures that's 500 individuals who want better but I assure you all
033that all students at AHS see the problems in our restrooms and want Improvement our students ask correction supplies that are better quality and more abundant we also ask the urinals and the men's restrooms get dividers we ask that restrooms themselves be functional and sanitary as it is now our school is not meeting those standards then there's a problem that is National but I feel needs to be highlighted that being the problem of vaping though it is a crime the status quo at our schools that students have to worry about encountering people in their restrooms vaping or doing drugs and the idea that that is this our status quo is ridiculous we ask not for explosions and suspensions but rather for there to be a consequence this for this activity because it is happening regularly as
034there is in action though our school meets the legal requirements for Russian facilities existing it is insufficiently provided us ones that are accessible as a totally existing is not one that we can go to for instance despite state law and women's procedure um frequently at lunchtime for the over 1 000 Boys on campus around seven toilets are available the problems of our school are known by Administration yet these problems persist the reason for this perpetuation of negligence has been made possible by the inaction of those in charge at least so that's why I felt it necessary and proper to be here today I understand that funding and budget is concerned for any District but ask that you all invest into our school not only financially but also by ensuring that our school be held accountable
035to District policy that has been set up by you all the students of Lisa High School want better we want restrooms on our campus to make us feel safe and comfortable we ask for your support in that endeavor thank you for your time Enrique did provide handouts tonight so I have the petition and photographs and I will there's one copy of both each and I will get those to the full board signatures next up we have Gene Gene go ahead well good evening board um that uh San Clemente ASB uh president highlighted some very positive things and it's really it's great to hear that um I come to you as a parent of kids that have gone through the school district and as a grandparent of kids that are soon to be in the district
036and I'm I'm concerned I like the positive you know events the things that are happening but I am concerned because of some recent um activities or recent events first there's three of them I'll mention first a while back there was the implementation of the cultural proficiency plan which you know it sounds benign basically but you know it does implement um precepts of critical race Theory and it's kind of disguised within diversity equity and inclusion and it really promotes division by race and that's a little concern that's concerning to me um next there was the event at San Juan Hills High School you know what national coverage of the pornography in a a classroom a library a pornography um and it's just that's very concerning to me to to hear about that next there is a
037recent healthy kids survey um I have a copy of it and there's some questions it asks what grade are you in it goes from sixth grade to 12th grade and it says what is your gender male female non-binary something else it says some people describe transgender that's how they think and feel about gender and sex and says are you transgender any series of answers says um what what is the following best describe you straight lesbian or gay bisexual something else not sure so I I'm concerned I mean what is what is the this preoccupation with race and sexual ideologies or gender ideologies you know you have the potential um to make a positive impact on these young minds but I fear the institution of public education has turned into a divisive and Grooming Factory teaching
038our children to be inwardly focused rather than this poisoning ideology I plead with you to inspire our children to achieve work and work towards goals and careers that benefit others regardless of race and gender Inspire them to look Beyond themselves which is what we heard I'm concerned because I fear the schools teach ideas that are debase rather than rather than character counts thank you our next speaker is Kelly Frost good evening Board of Trustees I'm back um tonight I'm here to talk with you about why I believe we show postpone implementation of the new cusd math plan as we stand here today I understand that some information is supposed to be forthcoming that has been the same notion that has been posited to me since November when I started asking questions I have about 25
039questions that remain outstanding that date back to November I am hopeful that I will get responses as I have uh expressed to Greg Merwin um however as we stand here today the district has not provided the plan to any principal teacher counselor parent or student at the Elementary Middle High School District High School in the district I have asked these questions and everybody gives me a very similar answer of the district has not yet provided this information we're talking about implementing a widespread math plan across the district that impacts 47 000 students and we are almost in March and we still do not know even what the plan is about what is math 6 nobody knows what is the math plan no one knows we do know some parameters some things have been put out
040put forth however there are so many more details that teachers need to know in order for them to produce their curriculum to provide a framework to have realistic expectation for themselves and for the students if we really truly care about the students in this District what we're going to do is stop focusing on rushing this plan forward and proper implementation will be the focus I'm hopeful that this plan is going to be wonderful but I also have concerns I saw a very important math pathway for acceleration taken away from students and as we stand here today again the question cannot be answered as to what resources we will provide to these accelerated students they are as important as everybody else as Mason indicated we are about inclusivity that includes accelerated children these children deserve to
041be treated the same as every everybody else and be afforded with the opportunities and we don't have that plan in place we do not have in place metrics for acceleration at any level whether it's sixth grade acceleration or otherwise there are so many metrics there are so many things that still need to be addressed if you give the district if you agree that the district needs approximately a year to implement this fully do your pilot program on the sixth grade math with a portion of the students not all the students because that's not a pilot program pilot program is limited in scope if we give the appropriate time to this it can be a success and I'm really hopeful that you'll consider postponing it thank you foreign to respond to the statement that a very
042important pathway is being taken away from accelerated students is this planned or contemplated at all Dr Merwin uh thank you Joe so we will also be sharing more information on the the last item of the evening the fact is that we are not eliminating geometry or eighth grade students we are not it will continue to be offered as an option for our uniquely Advanced students in eighth grade so that is I said it before in January I said it again I will also speak to the uh the questions that this cross has brought up we have been sharing all along that the metrics will be shared all the metrics needed by April 1st two months full two months prior to the end of the school year all information will be shared with teachers and the
043principals and with families we have a clear plan on that and I'm happy to share more in the final item because I know that it also addresses this issue foreign speaker is Amy Amy Reyes please go ahead thank you um I am also speaking about the um implementation of the new math plan um that it should be postponed until we have more data on if it actually works um good evening board uh my name is Amy Reyes and I have three children who attend school in this District my daughter is a senior in the IB program at Capo high school she was an accelerated math 7th and sixth grade and is now finishing AP Calculus BC she received early acceptance into every engineering program she applied to because she was able to take all the
044math and science classes these colleges required to even be considered maybe CAL States and UCS aren't as stringent but most colleges outside of California most definitely are I have a son in eighth grade who is also who was also in math accelerated 7 and 6th grade because of a plan to eliminate the sixth grade acceleration pathway or make it harder to get into four years in the making I currently drive him to and from Capo four days a week so he can take geometry because it is not offered at his school we were given two options online or in person at the high school learning math online was not a logical option as we've all seen the consequences of learning online during covid my other son is in fifth grade and receives high scores in
045math just like my other two but now the district has decided to take away the pathway or make the criteria so high that he may not be able to be in it um putting him and many other kids in a class full of students who do not learn at his level or who do not enjoy math would be a detriment to their social emotional learning as well as take away their passion and drive to succeed why would you take that from them children who qualify for math acceleration in sixth grade are not outliers they are not uniquely Advanced they are intelligent students who demonstrate a Readiness for Accelerated classes there are many of them especially in this district and all from all Races and backgrounds we see social media posts from the district all the
046time praising the academic prowess of students in this District frankly the way that you describe accommodating these students is completely offensive that in that you would label them as such as outliers they are children who like math they are good in math who want who may want to become engineers or at least have a chance to be accepted into a college with a highly reputable stem program and it is in their right to a quality challenging education just like every other student why would you make it harder for these kids to test into this pathway and have the potential to start their math journey early why wouldn't we want to support this pathway for all kids who want to take this pathway our Middle School is small and Title One your new pathways are not

049negative attitudes and behaviors towards women pornography influences your child's healthy relationships in the future these are just five side effects of pornography on children it does a lot more damage than these than just these five things so why are we making it accessible in our schools like you see there why is it the job of the parents to report books like this what is the district doing to research and remove books like this this book or part of it I just gave you is still available at Dana High School when is this District going to take some responsibility for the pornographic material in the schools and remove them on their own it should not be my job or any other parent's job to have to research our School's library and instructional material and report all
050of the sexually explicit material found in our schools next is the issues with the bathrooms as you just heard from a student there is an issue with the bathrooms but our schools can afford to put tampon in pad machines and our boys restrooms the kids are uncomfortable with this I've seen kids leaving the rest videos of kids leaving the restroom and parents are telling me that their kids are calling them to pick them up from school because it made them uncomfortable I know my daughter and some of her girlfriends have expressed to me how uncomfortable it makes them when they walk out of the stall in their bathroom and there's a boy in their restroom something needs to be done about this we either need single stall restrooms or a restroom for all genders a

055partnering with our schools to provide these additional programs and resources next speaking on item 14c5 I'm representing only my family though I expect others have similar concerns the William settlement was over access to up-to-date textbooks trained teachers and quality facilities merely that there is a textbook in the room but that is an up-to-date textbook currently the health textbook used in CSD was published in 2004. this makes the book 19 years old five years older than the students typically enrolled in health as freshmen older than the first iPhone that was introduced in June of 2007 the first Android phone that was introduced in 2008 Facebook well founded in 2004 didn't outpace Myspace as the place to be until 2008. and Fentanyl well originally created in a lab in 1959 did not enter the illicit Market in
056force until 2014 and really started bringing a wave of death to our youth and accelerating still in 2018 and into today so why are we using a book that's older than the students older than social media older than the cell phones that we know are causing mental health issues and does not even mention fentanyl once in it even though we know it is the leading cause of death in our youth so to make ourselves williams-son compliant can we please consider adopting a new health book because even on the normal seven year textbook cycle we would be on the third book by now so for our district to say we're in compliance on the Williams Act is shameful because we are not doing the service our students need in this health program that is a required

061Opa um has expressed that the hasp scores um from 2015 to 2018 uh in the category of English Learners um your percentage for ELA was at 36.4 in math and 40.5 dramatically lower than any comparative School of cusd um but I'm curious as to how many number of students that percentage represents um and then on page 18 of the 160 under number seven it references initiate options for students not meeting grade level goals by using action plans so I I would hope that we would take a look at that and learn more about uh what you're doing now I realize this numbers back in 2018. so it's not updated but it was like a a sore number that just really stood out great so um thank you for um having me up here and um
062that is a a number from 2018 I don't have the exact numbers um for our English Learners right now I can definitely um get those for you at trustee bilicus but um we have dramatically I arrived at OPA in 2018 I think a few of you were on the board then um we have um really worked very hard I'm very proud of our uh of our El program um and the work that we've done with our our English Learners over the last couple of years our reclassification rates for English Learners have been some of the highest in Orange County up to even 54 of our English Learners being um redesignated our scores on the Casp again I can get you those exact numbers from 2022 I don't have them off the top of my head
063but um but they have dramatically improved we've put in place a comprehensive program um for English language development and although we do you know have somewhat smaller numbers of of English language Learners we've done a lot of Outreach to increase those numbers based on feedback when we were here I think in 2019 for our Charter renewal really working on improving our programs working on making sure that we are reaching out to a diverse all of the different communities here in South Orange County in both Saddleback Valley Unified and Capo unified to try to really increase our diversity on campus right now I think we have students that come from backgrounds when with 54 different languages so we're really proud of that increased diversity I believe at SOC you know how many English Learners we had
064we had I think there were there were 43 that ended up yeah I think at SOC we had about 43 English learners but again we're reclassifying them very quickly so that does decrease our number of English learners but again it can get you that specific data thank you I have a notation your subgroup balance data from 2017-18 um El was uh 2.9 of their popular audition but to that point then and I don't know what we ask of you when you're presenting something like this but I would appreciate when you are submitting something that goes public is to have the updated information um on page 30 uh the number of cusb schools and the information about us um is not updated so but I look forward to seeing the advancement that you've made since 2018

066know that you still have challenges with with traffic and this is something that would help not necessarily in a large way but in a small way with traffic and I think would make the community somewhat more tolerant of traffic issues if they knew that it was students from their original attendance area of work going there I do understand the desire to include the middle school students but those would be new students but because the middle school is uh going to be elsewhere so if they are now siblings at your school at SOC they're going to stay there and what you're then saying is the students that are in the Saddleback all elementary school and then they go to the Middle School would then get preference into your school or or the the siblings of students
067who live in the Saddleback and go to middle school we give preference here and I'm I I just I rather have the local kids for that so that's my first request and the other is to swap uh five and six um and that's again I would rather see you have more kids in in Virtual learning rather than students within the district um I just think that that makes more sense uh I mean I don't think that that's I don't think you really have a limit on Virtual learning learning anyway we do have a limit on how many students we can have in our virtual learning program but we can only have 20 of our current um our current total enrollment so it is a limited amount of number or amount of students and so that's
068why we kind of put it a little bit lower um just you know knowing that we do have a limit on those on those students and also that you know our preferences have always included those industry students really above other other students who might not currently be in the district and a lot of our virtual students may not be residing here in the district and and by law that you have to include uh District students I mean I actually looked it up if it were up to me I wouldn't even have that in your preference I would rather have the students come in from other districts uh because then we don't lose the funding so I would I would just prefer to have those swap reinforce Swap and uh six and five swap I don't
069really think it'll make much difference to you honestly uh but I do think that you know I have a friend who's uh who lives in the neighborhood who has Driven Crazy by the traffic I know trustee bulkus has visited as practical problems and I understand that you'll work on that I appreciate that I really truly do but I just think that if we can at least say to the community that we ask for this to be a high priority than that even if it only makes a difference of two students it makes a difference to the community so I think that's important and again I I don't care about the children without riding presided within the district I would rather have the virtual before that so that's my request um and I don't know if
070anybody else would support me on that I have to say I agree for the reasons that trustee Jones has expressed um in terms of priority and I do think it's meaningful to the community yeah I would concur with that I think it's just being good neighbors so okay so swapping uh three and four I agree with four and six with five six and five so I would move that motion to approve with the stipulation of those changes okay and a second by e how can you can you give us your opinion on that so the only thing that I would you know I I think the um virtual versus cusd it really is a small portion of students um the one thing with the the siblings um we do try to keep families together you
071know within our our program especially if students have this would affect students who have maybe gone through our entire program um gone into middle school and then a younger sibling maybe they have a kindergartner who is joining the program um this would really give those those students that preference so it would normally be students who had already gone through SOC and then they wanted their siblings to come in just like the preference that they would have now as middle school students at SOC bringing their kindergarten students along um and so you know I would encourage um or you know ask that we'd be allowed to to give families that opportunity to keep that Unity within their family of having students um you know remain in that program and and not have to um have their
072kindergartners go to a different school um that may not be as close by to to our schools you know all three schools will likely be very close together so it can also provide you know even some Transportation issues it's easier to get a carpool and things if you've already been in that program um you know it we do it will still allow for those um you know a neighborhood families to have that high preference to be able to get into the school and we and we truly think we're going down our current enrollment is 8 43. we're going down to about 660 students so that loss of of almost 200 students will definitely help with traffic issues in itself just having so many less students on campus and so many less you know grade levels
073we all know middle school students move a little slower getting to the car then um than most other students so just hoping that that we can again kind of keep that that family preference together since we are decreasing our enrollment numbers so significantly that should improve traffic you said that instead of just Savings of civil groups of students admitting to or attending SOC Middle School how about uh the students who were attending the soc Middle School who were former students of opa SOC so we can be okay with that so could we add up also just kind of working it around could we do former students of soc as that would make that keep that as number three all students who were previously previously attended yes and then um and then you know Barcelona could

087to say the discipline [Music] um I'd like to hear that there is work on consistency in terms of from school to school and that it's very clear um what the expectation is that there is a system of um and and not to be uh you know one strike two strikes three you're out but really working on the behavior and understanding getting to building the relationship with a student that's having a problem um and trying to really work to see what we can do you know in that mental health you know mindfulness way um to help students um because if we don't help students in middle school it's just going to perpetuate in in high school I believe and um I don't think suspension um and and the gentleman who spoke from the young man the
088student from Elisa Niguel high school he said you know in terms of The Vaping issue not to be punitive and you know then suspend them but really address the issue so I would like to see some Focus there and hear what it is we're trying to do to help these students and what our suspension rate was is and the goal that it will be um I see you have it broken down by you know Foster youth students with disabilities and all I'd like to know Elementary School versus Middle School and High School what's happening in terms of comparison and that would just be some additional feedback that I think could help you and and help the students thank you Kirstie how to check yes so I'm going to elaborate with Judy's consistency so um ironically
089uh today I was with avms and Marco Forster Middle School pal programs huge groups of young people that were there they're participating in a pen pal virtual pen pal program with a school in South Africa so I had a chance too to speak with um and reflect and actually speak deeply with the pal coordinators and one of the things that we were talking about was they both schools are launching the ADL training differently and the Marco Forester teacher and I was able to see that training he brought it up again of what the teachers just really valued of that training just specifically for them is they offered that consistent response to each child so everybody's on the same page even if you don't know that child you see them doing something down the hall or
090whatever and he he talked about it a lot more coherently and eloquently than I am because they are immediately put it into practice so that is definitely one of the things when we look to support students it's not this or there's that teacher this it is consistency it starts helping them obviously with being a student they have to learn and again to be a student after this time off and I think it's taking them longer than others so it was really enlightening to me and I also would like to see perhaps this particular program the young people felt not only do they see they read in books other cultures but they are being able to interact they created resolutions uh for the program and Ryan burst has more information too on at Cuco um but
091it was it was really fascinating the young people were getting a lot out of it and how they were viewing themselves their Partners in South Africa each other it was really inspiring so that middle school we are doing a lot I know that's the big Frontier and then on a side note I want to thank cusd again for bringing on at Marco the wellness and prevention center full time they are able now to offer a counselor not only for students but their whole family and they I believe they're sometimes up to 25 students and families a week so we're really making a big stride in middle school but I agree with you um that is our that's our our challenge there something happens between fifth and then sixth seventh eighth so thank you for this
092work and for allowing me to see it um and I was able to then really engage with the teachers today foreign just stated and trustee hanacek I think it's interesting because we've we've come into a different world right post post covet and as a teacher we used to we collaborate I collaborate two or three times a week in meetings with other teachers and it was often about um curriculum and what we're teaching and how we can who's doing it best and how we're engaging students and differentiating between our our students and now the conversation that has taken over our collaboration meetings just happened this afternoon is all about being and how we're learning to manage uh students in this environment that they've now come back to and teachers are trying to figure out a whole
093new student and they're trying to figure out classrooms and how to manage their behavior um at school uh I am in the with the little so it's a little bit different but I can only imagine as as they get older and they age up that um just like we often say um big kids big problems so I think behaviors just continue to continue to increase and and how do we how do we tackle that as school district how do we collaborate together um we often look at Best Practices when it comes to curriculum and teaching but are we collaborating on best best practices when it comes to behavior and classroom management um I think there's a lot of uh beginning teachers that are struggling out there um they've had one class right uh in classroom
094management and they're trying to figure out how to manage this room of all kinds of behaviors all kinds of behaviors that are that are really um and it's new for all of us so as we get together as a group of Educators uh we start and collaborate we talk about education we talk about what we're doing in our rooms and then always at the end of the meeting we're always back on Behavior if we don't have as you know as Educators we don't have that classroom management under control then what really happens in the room is not not much educating is going on right because we're struggling with just managing the behavior um and my own kids are at the high school level and I and I see it I see it up there as
095well um the student you know who spoke here at night there are issues going on at the high school that those kids are struggling as well so across the board I just think um as a district we could come together you know what school um as trustee Bullock has pointed out you know maybe there are schools that are that are doing it better or doing it different and what are they doing to kind of look at certain behaviors and how um their school is handling it versus another school so just collaboration on not only you know academics and classroom but really the important piece right now is behavior and how how we can tackle that as a district and a really cool question um besides the uh data points on harassing uh was there any
096data taken from like Asian subgroups or any of the other uh you know if your Jeep completion or advanced placement or anything else besides from harassment so the data police that we have are the ones that were established when the consequencies plan was enacted in 2020. so that those are the data ones that we have specifically okay so uh none with reference to like Asian subgroups already all I said it was listed no oh okay trustee Davis do you have a question um maybe I'm not understanding because I see Asian on here in a couple of places so why is it not across the board so the data that we're reporting that was from the original Baseline data I was in 198 2020. so the the specific reasons for why they were in every single
097category it's just what was adopted when uh when it was brought to the trustee of 2020. but it's definitely information that we can consider again as we're doing this amendment that we spoke about earlier okay this is an informational item only so there isn't any board action necessary oh sorry I'm sorry Richard go ahead excuse me so is your team looking at any kind of um presentational software dashboard or Tableau so that we don't get a static report bi-annually but there's something that's built into Aries that allows our district to be measured by it it's important enough to bring to our attention your time the money that's spent on this then the district should have a dashboard it should be on our website and it should be something available to parents children and anyone who's
098interested and you know hold ourselves accountable if it's if it's something that we are truly measuring rather than just going through the motions of it because you know you set on a board long enough and it does feel fairly repuncturing to talk about these things this you know it's sort of like yeah we're working on this it's not getting any better or sometimes it is sometimes it's not but then if you know I noticed you had something in the report about the principles having access to the areas data so they could make some assumptions about different students in the chart and I'm wondering if you know something could be drawn from that to create a dashboard of something that you know parents can see in the district as a whole thank you very much so
099I appreciate that feedback so we can we can look at what we do have that can provide that real time and like you said not just twice a year and then we just check the box but what are we doing ongoing how are we monitoring it so we can include how we can do that and what we will do in the next when we come back with this report right because we did something with remember what it was this isn't the bond stuff that we were working on when we were talking about facilities very elaborate very creative and you could narrow things down to like each specific sign a room even and it was very clear to anyone looking at it it wasn't sort of a list of data points and going okay what does
100that mean and how's it going you know the analysis wasn't written out like that you could visualize the data a lot easier and see what you know your classroom versus someone else's kind of thank you well go ahead trustee Jones and then quickly um uh I just want to bring it back to one thing we talk about you know students who've been harassed on school property and then also about discipline and and classroom control but I want to talk about one of the reasons that I think this work is so important and that is that this is part of the um teaching kids to be successful adults um that I think is I mean we cannot they cannot be successful adults if they do not understand how to function in an increasingly diverse Society they
101cannot get jobs and the jobs they do get they won't be able to keep because if you cannot treat your co-workers your customers your boss you name it uh who may be from a different culture or a different ethnic group or a different religion or whatever then you uh appropriately you're not going to be working there very long um and and both of my children interview people for jobs and I know just from them my own personal experience talking to them is they are T they ask questions in an interview to get at whether this person will be able to function in their culturally diverse workplace and they reject people every day that can't demonstrate that in an interview so maybe this isn't for for you or for you but it is for many students
102um because if you want to go out and get a job in Industry you have to not only be able to do it once you get there but you have to demonstrate it in an interview and I I just think this is so so important 200 for our families to understand that this is a a 21st century skill that it is critical that our students have thank you thank you trustable because yeah I just wanted to add um I'm the delegate uh on behalf of the school board for California School Board Association and yesterday I had attended a webinar um specifically in for trustees and the title that SBA put forward is a webinar trauma-informed education what governess teams need to know um it was really interesting in terms of this author and teacher and
103focus group so much so that as much reading as I had to do for tonight I sat and listened to the podcast and lucky for you I've got some links to send to huko and Greg as they delved into PBIS and behaviors and different ways to look at it so I bring this to your attention because it's not just around here in South Orange County at cusd but throughout California it's obviously a big issue that csva put together this panel and what was trauma informed education really got down to behaviors and how we're dealing with it um but I will be forwarding it to you as soon as they finish the recording of what I listen to because I want to add that in with the three links that I listened to last night that
104I found intensely interesting so I just shared that with you thank you thank you um as I said this is it was an informational item only so snowboard action is necessary okay moving on to 15 a four mid-year update 20 22 23 District goals I'd like to recognize um interim superintendent Clark Hampton business support services to present the item thank you president Castellanos trustees so we'll be bringing up a PowerPoint of our for to provide a summary of our goals tonight's presentation will focus on the mid-year progress of our district goals these are deepening our work next slide but okay evening our work on multi-tiered systems of support enhancing human resource operations evaluating our school capacity and sharing with the public the district's facilities needs and funding opportunities each department will briefly discuss the progress
105made towards achieving our objectives and identifying areas where we need to focus our efforts for the remainder of the year we are on track to meet or exceed our goals and I will now turn it over to Dr Murray to begin the presentation next slide thank you superintendent Hampton so for goal number one we continue to deepen the work of our academic achievement plan and development plan for mental health support in our multi-tiered system of support excellent the we start first in the context of multi-tiered system of support these are the three tiers of support provided for all students in our district and academic behavior and social emotion with professional learning communities note is the foundation of that system so the collaborative Board of teachers administrators in plc's that drives the pyramid goal number one
106tonight addresses all three areas of support next slide please so again to provide further context we want to share with you again the vision of the COC graduate and how that connects to mtss mtss is how we provide support for students to achieve the uh the different attributes of what we expect of a student when they graduate from cust and engage citizen a continuous learning and Innovative Problem Solver an inspired leader and a skilled Communicator so our goal is to empower our students all of our students to develop these five attributes and that's the focus and purpose of our work next slide please so to begin our updates assistant superintendent Kerry Johnson will provide a brief overview of the work of our curriculum instruction team followed by leadership services so next slide please and Dr
107Johnson thank you Dr Merwin the curriculum instruction team has continued to support the mtss plan for academic support by refining and enhancing the ELD support through professional development and program implementation providing professional development support for KFI teachers in the history social science framework and Studies Weekly curriculum focusing on building a coherent and robust math program with professional development for second and third grade teachers collaboration with the Irvine math project for fourth and fifth grade teachers as well as secondary math teachers and engaging in family math learning walks at elementary middle and eventually high schools at the end of this year teachers have been provided release time to engage in PLC work and in collaboration with Saddleback College cusd has expanded the igetc introsegmental general education transferable credit dual enrollment offerings at each of the Comprehensive
108High School's new college at Capital next slide please futurology counselor support has been restructured to provide convenience and access for students energy has been focused on first generation English learner and special education and socioeconomically disadvantaged students the data demonstrate a significant increase in one-on-one appointments for all students as well as for the first generation students based on pre and post survey results futurology Council presentations have increased student understanding of college readiness next slide please this false USD initiated the California College guidance initiative since October 4 291 students in grades 6 through 12 have registered in the California colleges.edu portal as a reminder californiacologies.edu be verified cusd courses as UC or Cal State eligible as opposed to the traditional college application process for UCS and CAL States which are verified after the application is made and
109requires students to submit transcripts so for a 133 UC applications 1534 CSU applications and 791 community college applications have been completed through the California colleges.edu portal and we hope it will increase remain to this school I mean next year as well next slide please assistant superintendent Stuart shear and I have completed 264 coaching visits with principals so far this school year each principal is provided written feedback of the meeting including commendations next steps and areas for growth when needed principal input on District initiatives and levels of District support is actively solicited and on our most recent principal survey 96 of principals indicated that they believe the one-to-one coaching meetings are helping them grow as instructional leaders next slide please okay we are also making progress on our district-wide wellness and mental health plan so this
110is as you remember tentatively named cusd cares and we plan to bring this to the board as Mr grazian shared or consideration of the May board meeting so while while we've been developing this plan this year we've surveyed and met with District staff parents and directly with students We Gather feedback that will be incorporated into the plan we've also made significant strides in training classified staff and counselors open to Student Wellness Center at Miguel Hills Middle School and provided sensory support students on every Elementary campus next slide please and assistant superintendent Clinton Collins will share a few updates from the special education uh good evening the Special Education team continues to support the mtss plan for Behavior Support while focusing on Behavior the MTS test plan for Creative Support also has a direct impact on
111academics student health and well-being the Family Support teams are primary component of the plan the FST Family Support teams consist of a coordinator School psychologists intervention specialist para educator 5 support and OT support there's one FST for each High School feeder patterns six total for each of the six High School families um the main focus on on this is supporting all Specialists special education and some general education behavioral needs as well um by doing significant amount of training we've had over 340 plus um CPI trains with more schedule this year we also have Middle School social skill lesson plans going on at our middle schools to help support the the uh like uh we had discussed earlier the sort of Middle Middle School's concerns for social skills and behavioral concerns and we also have 300
112plus pay your intervention request forms the schools are filling out for our FST teams to come and support some of the general education and special education behavioral concerns next slide please and I'll pause you sir and for the trustees in the audience CPI stands for what Mr Jones um oh I'm sorry Crisis Prevention intervention but it was popular again for our for the alphabet soup that you have to navigate so that is be that is behavioral training for staff and so we uh this slide probably looks familiar to trustees you've been seeing this now since fall of 2021 so as you can see uh year one of the mtss plan started fall 21 and we're finishing year two so we we present these goals again because the the original intent a year and a half
113ago was to mitigate learning loss and so this evening we're providing uh some additional mid-year Benchmark data that school sites are tracking to monitor our progress towards the end of that year to column next slide so we are looking this evening at Dibbles and I ready and D's and F's as our as our Benchmark rate and so we do want to mention a couple things as we look at these slides um they are these assessments are administered in within a three-week window and uh different from previous years we moved the window back so in Pre last year we actually assessed it in January this year we moved it to December and that was so that teachers would have data to hit the ground running in January well that means there was about a month approximately
114of less instruction so we do recognize that might change our Baseline data a little bit we will permanently be moving to December now for the implementation of our mid-year Assessments in Dibbles already Etc so then that allows our teachers to have the data to start the new year so I just wanted to make that point um we let's see so you'll note in these slides of course green means that there is Improvement and red needs declines you'll see that the Els across all areas are in red so we are recognizing that as well and we are working with uh with our department and Dr Mack Rowan and Mack is leading a lot of work on that so we can speak on that later as far as what we're doing about that which you'll notice that
115as a trend um next slide please so middle schools you'll see this is grade six through eight reading middle schools continue to make progress in Reading literacy skills are supported across the curricular areas we do want to note on this one the large growth for our socioeconomically dispatched next slide please and again the changing of the timeline we note is impacting some of our scores so we do note a lot of red on this but we also know there was a month less of instruction so as we look at this though we notice that that we have work to do in these areas but we will have a new Baseline as well to say with that earlier assessment debt uh timeline we'll know in years to come if that's the issue or not next slide
116so again you'll notice on this slide that's three of the subgroups of group and general students are declining and again the other thing that we've noticed as well as we're looking more deeply into this data is that you uh that the the middle of the Year diagnostic might have changed because it did move one month earlier but we want to dig deeper into this data uh the principles in their professional Learning Community meetings are looking at this data for their own individual School sites so that's obviously the power of this is that they are looking at it and they know student by student which ones are approving and which ones next slide please the investment in our PLC process and Middle School interventions are definitely demonstrating a decline of D's and F's agnosable level all
117middle schools now have intervention time to support students who need to reteach on a key concept next slide and similar to Middle School the investment in the PLC process and high school intervention class is also demonstrating overall decline in D's and S all of our Scott all of our high schools have tutorial time to support the students sites are fine-tuning those tutorials to better support our special education and our English learner students as you can see have declined on this in this data some changes that have that have started include the students being assigned to a specific tutorial so they cannot always select which one they want I know as a parent that happens where students will self-select well now the teachers select for them when they know that they have needs for their students
118next slide please and without my birth Chief Communications officer we'll continue good evening our goal for this for this or our priority for this specific goal this year was really to Define and break down mtss for cusd families in the community take the educational speak and the terminology out of it and make it something that is really easy for for our community to understand the district spends a lot of money and resource on this and we want our families to really know why this is important and how it supports kids and and the vision for that so thus far we have published four stories on mtss we are we have scheduled in a way to support students and families in areas and components of the mtss program a town hall and Fentanyl opioid and substance
119abuse and social media on March 13th we have two more webinars scheduled this year with ode and we are pitching um compelling stories to members of the media outside of our social media and cusd Insider currently working at school sites to identify those stories and to work with people reporters is to place them and then coming up we have held four meetings with that services and and constituents to create messaging to really break down these components and then start pushing the messaging out and so you will see that um as we move into march with the creation of infographics and fact sheets and then more stories coming out next slide please all right and human resources to support the mtss plan first we've hired all of the required certificated sap and we're in still in
120the process of hiring all of the classified staff an example of that is when we started the year we had 20 vacancies in the pair of five positions we're down to seven so we continue to make progress there also to support we did have hired 361 certificated Subs which brings our group almost up to a thousand subs or a 26 increase from last year and under the leadership and coordination of Laura Lyon we've been able to offer 188 professional learning opportunities already this year and they continue on through the rest of me next slide please okay for tis this year um one thing we have done is created a high school automated targeting notification system for all of our high schools they are all students and parents are automatically notified through either an email or
121a text message when there is a tardy and we have also implemented Mastery connect a standard space grading system implementation this is a district-wide pilot for all of our elementary schools to provide common formative assessments and Grading program to guide the PLC process we have also implemented a kite learning online professional development platform for our teachers so that they can participate in online courses and we currently have 38 courses created and added to this for our teachers and we also house all of our K-12 digital citizenship lessons and therefore our teachers we have also implemented what we are calling our icann Labs our Innovation Labs at all of our elementary schools all 36 elementary schools have all the Innovation tools delivered 32 schools have been trained in using the delivered I can teacher kits as
122well with training and there have been several after school trainings for the tools as well next slide all right goal two is all related to Human Resource Services and so our Focus this year has really been on creating very clear systems of processes for all of our HR activities next slide please starting off with our first group and we we clustered these together our first grouping and calls includes our supports for our employees so this includes our HRS handbook that all of our administrators get for their daily operations um working on a comprehensive documents to inform our employees about our employee assistance program and also the leaves process and then we've also had all of our employees that have direct contact with the public go through a customer service training provided by schools first and
123the managers went through a follow-up training and how to support those efforts we've also revised our recruiting process and paper screening and all of these processes are to have a much more Equity process in our hiring next slide please uh other job or systems we put in place one includes a job and management process so this allows us to quickly replace positions when employees have abandoned their position the next two we follow a theme we focus on clear as kind so when an employee is going through an investigation or is going through a difficult leave process we know that could be a very difficult time so we've streamlined our investigation process to both the complaintant and the respondent it's a resolution as quickly as possible and any employee who's going through either a medical leave
124or another type of leave we put a system in place we're able to provide information for them as soon as possible next slide please uh continuing on with our systems we have revamped our evaluation tracking system this ensures our employees are receiving their performance evaluations in a timely fashion which is important for all employees not only to improve behaviors that are substandard but also reward and recognize our employees who are performing far above Stanford we've also streamlined our interview process for classified employees where now for our hard to fill positions from the time of application to where we're able to offer a jobs down to five days this has been a lot of work for not only the HRS app but also all of our school sites getting involved in this process as well which
125has really helped um what I'm very excited about is something we are in the process of piloting this year and we'll have in ready for ready for next year is uh through our qualtrex partner we'll be able to have an onboarding survey for all of our new hires a 90-day meteor mid check-in to see how their onboarding process went and ultimately an off-boarding survey could find out why employees do decide to leave our district there are a lot of myths and rumors out there why employees come here or don't come here or decide to leave we want to make sure that we have a process in place to gather that data so we can focus on our strengths and then eliminate any of our weaknesses we may have in retaining our employees we also have
126revamped our substitute onboarding process so this ensure that our subs are trained prior to working with our students they've also developed a system for both our classified and certificated job description revisions that's time change Ed codes change we do need to keep these updated regularly and we have a system promote next slide please and here is where we spent most of our time is in our Recruitment and Retention of our classified employees as you can see on this slide we have filled over 200 classified positions how promoted internal employees return employees from our uh 39-month rehire list we continue to work with our partner with our Special Education team to interview for our paraprofessionals every week every Thursday we interview and that's been successful somewhere between five and ten new hires every single week we've
127lost our employee referral stipend program which as of now we have 20 employees in line to earn that 500 stipend um those will first start going out in May and we're continuing to promote that because we want to remind employees all of our employees except managers and HRS employees are eligible to receive this stipend or referring to a high need position so a teacher can make a referral for a para position air educator or a food service worker or a campus supervision and receive this um our schools have locked out times to interview every week for their hard to fill positions like I said that has helped us interview within five days of every time we have a successful applicant we've also worked with our office managers to also improve our recruitment next slide please
128there's the right slide again continuing on with hiring for our ID classified Physicians we've helped job pairs that have been very successful we brought in fingerprinting process and the TV screening in-house so we're able to not have any uh delays we also bring in more administrators than we've had in the past and that's able to complete the reference checks on site as soon as possible we've had we've increased our social media presence we've attended colleges and local um a hiring Fair hosted our own shop specific hiring fairs we're working on radio advertisement as well as again social media we replace our Edge joint uh application our postings every week so they go to the top of the week and just today we've discussed adding in also on our job descriptions to highlight the contribution the
129district makes to The Purge retirement system and also Health and Welfare so when employees are looking for us they are seeing what the district really does invest in their employment and our next job fair is March 2nd for our food service next slide please and um for our human resources we also have developed a new administrator shooting training also under the leadership of Laura Ryan and this has been what our employees our managers have asked for so we've made it once a month all new employees our new managers are strongly encouraged to attend but all managers are able to attend as you can see the bulleted lists are what we've already scheduled and we have three more planned for the next uh for the rest of the in fact interviewing iron and transfers we're presenting
130tomorrow right in this room for our new managers fixed languages so business physical Services has evaluated our Frontline time attendance system the teachers are already using for their absence management to take attendance from staff so that we can do away with the green sheets pieces of paper that each site fills as every month to determine their attendance and do away with paper and to have basically make the system work better with less less effort from set next slide please goal three addresses a school capacity study the study has been paused while the district retires a new school capacity Consultants next slide please and for Education Support Services support of this school uh when the study resumes principles will assist their school communities next slide please well the district has caused the actual work of the
131DAC um we we did a little bit of tweaking to the goals or um in in this particular area so that we can continue communicating the components of this work so that Community understands it so specifically looking at enrollment Trends District logic updates and how the state and school districts will continue for us we are currently scripting a video that that will be released we are hoping sometime in the beginning of April that breaks down similar to Weight that we talked about facilities funding through the district or through the state and how bonds work um this one would look similar um and then we would splice it from there so that we are actually creating shorter videos from that that we can use in digital advertising in other places including presentations in the community um
132and then we'll be utilizing those videos to put on cusd Insider and creating web pages based on feedback from the Grassroots campaign in Aliso Viejo and and other community groups and parent groups based on the questions they were asked during the previous campaigns and um and how we should prepare um that education for Grassroots members of the community in the future and then we will continue to support the work of the DAC and hold forms of school sites when that continues and finally writing and Publishing three stories on spool capacity are related related components to the components that I mentioned before next slide please the facilities Department continues to evaluate the school capacity and program needs at sites and we'll be doing that under the guidance of CDE we are in the process of hiring
133a new consultant for that capacity study as you remember back in November we shared a presentation to have a process to include the community those stakeholders to make sure they have their voices heard and so the advisory committee was formed at the board on October 19th and each trustee has a representative on that District advisory committee for a school capacity study as we hire a new consultant the timeline will be shared with the board so we have a better idea of when we have some recommendations go forward is about educating the public about facilities State funding for schools including information at our parent Farm efforts excellent please for education and support services our principals supported this goal by holding parent meetings block increasing and attending meetings on their personal time to learn and be able
134to provide support next slide please her Communications as I stated previously we did create one video that explained funding from States as far as what it's used for um in relation to employees and or facilities and we are completing a separate video um the work that we did specifically around the Elisa Viejo bond is completed and then we are focused on Dana Hills High School and and the needs of that school at this point but we've also pivoted a bit and have started looking at specific communication strategies that would go district-wide putting a scope of work together for that and some ideas that we would share with the board specifically around digital advertising possibly some print advertising in our district and some other ways to move some of this communication and education Beyond those who
135are who are focused and connected at our schools to those who are outside in the community who maybe were previously connected or or who have no understanding about how schools work how they operate and what facilities the needs look like in our district and so that work isn't development and we will um I have specifically met with principal Baker three times and members of this foundation and PCA to get feedback on what they would like a plan to look like and the resources that they would like in their community and then again building out based on a previous feedback what a district-wide education campaign would look like and the components for that next slide please so we continue to seek matching funds from the state before our facility improvements we know that we were unsuccessful
136with measure G unfortunately but those efforts continue uh into 2024 we are targeting uh November 2024 for the daily Hills seismic Bond so hopeful for that we've also increased our deferred maintenance budget this year by a million dollars so this helps us to address uh specific needs HVAC Roofing needs asphalt playground equipment you'll notice in the in the board meetings to come in March and in April that there will be some contracts that have been awarded for some of this work so some of it is um is more urgent than others but there's a long long list of work so um we will be addressing new Hearts uh Roofing needs immediately so that'll be coming to the board next month uh also um other potential options to maximize matching funds we will continue to look
137at those um the district advisory committee will help us to identify those needs also Target Bond initiatives uh we we also exercised an option to purchase the Los Robles property and the consultant is uh is preparing an updated proposal to percent uh to the planning permission for the pastel the cleanest property and Toll Brothers is also working with entitlements for the city of Dana Point for the South transportation to work on those projects foreign so in the interest of transparency fiscal Services has contracted with Oakland go for a transparency portal that we update annually with our actual financial data and we are able to manipulate that data to show certain reports such as what coveted money we perceived and how we spent it and things such as how many counselors we have invested in in
138the past five years we also have been updating our board policies as we go along we have another one next month and we also keep all our financial documents such as all of this uh interim reports budgets cfd reports all on our website for anybody to access from the public next slide please in food and nutrition services we've been working with Communications to create a marketing campaign to showcase the needs of our pitching facilities as we've increased the number of meals we've served by approximately 33 percent since Universal free meals were introduced we have the need for more kitchen infrastructure so we did submit some grants through the equipment assistance grant and the kit funds Grant and so we are starting to put in new equipment in our kitchens at our school sites yeah additional
139initiatives for tis we have almost completely upgraded all the networks that are elementary schools we have two schools left which will be completed at the end of April and we are also working on a technology infrastructure power enhancements for all of our school main offices district-wide and these enhancements will consist of purchasing UPS's for all of them which is an uninterruptible power supply unit which will basically keep the school up and running the main office we'll have the phones and the internet um functioning even if there's a power outage and we also have our CCA Esports Arena pilot implementation almost completely done at Tesoro High School the uh the students are in the arena working um most of the technology will be completed and in place at the end of February so as we've discussed
140with trustees one of our goals is to move away from cash at sites as much as possible so after Consulting with our school sites one of the big ticket items they wanted to see was Wi-Fi added at the sack bars the various sporting facilities to enable them to take credit card payments so they don't have to take cash for all their snacks and things like that so we have been working with tis to evaluate our options we're now at the stage where we're ready to begin work on that so hopefully that will be done after the the summer is over next slide please it's a trustees we tried to make it as brief as possible but that's a summary of where we are so far in our goals and I'm welcome to take any questions
141trustees may have I guess I get to start um so I'll work from the most recent presentation to the beginning um fiscal services in terms of the financial transparency portal um how far down can we drill on that to look in other words some if it says purchases for textbooks um and things for curriculum would I be able to see uh if books were being purchased for elementary schools versus middle schools or high schools or when I look at it now it's just kind of a broad stroke and and I know I was sent a portal but um I wasn't able to get to it and study it before tonight's meeting or presentation you can it's just difficult to explain how to do it because the way we do the way we purchase textbooks is
142from a multiple from multiple funding sources so we have Lottery money we also have a one-time funds and division funds so you can't necessarily just go and buy the program you would have to go in by the object code that references a textbook and the code that references in elementary school versus a secondary school so it's possible that it's hard to explain how to do it okay so I guess I'll express my frustration as a trustee is I like all the others um are charged with the responsibility to approve the budget and yet I have no detail I mean I have to assume and everyone says how great you are and I know you are um in terms of our finances but there's times where I'd like to look at something um and in terms
143of um uh not unduplicated but um unrestricted versus restricted so is there some kind of you know training you could give trustees that we could set up a workshop or something that we could be a little more informed than and learn a little bit more about what we're approving in this area but I can I can answer that I think we'd be happy to do a workshop on the budget I think that would be great uh to be down on the floor and just walk in through kind of the budget and how it how it looks it's all schools public school districts in California have to report their financials in a very similar way but then we can show how that works how our how our numbers feed into that standardized reporting system and uh
144help trustees better understand the details yeah I'm really late in asking that being here for five and a half years but it's um I got to the point where I wanted to look at something specific and so I thought I would just ask so that would be really terrific um so working my way back um to HRS Bob you've been very busy since you joined us and I thank you for all your work I have one simple question and I can't remember if this has been answered before besides enjoying can we post or could you could HRS post on LinkedIn as another option or do we have some kind of restrictions about jobs yeah so for our job fairs we do advertise on LinkedIn so and I know I forward it when I get it
145to my LinkedIn and we do go through social media for our job fairs we don't normally post on those sites just as Ed joint is the Premier California public school resource so people who are looking to work they will will go through and join so we could look at adding a HRS specific social media through Instagram or through Linkedin and post directly for that and other some of our Tech positions we could go through and we have gone through companies like indeed or others they're very specific hiring platforms but those tend to be for much more technical jobs and maybe trying to recruit people who aren't normally looking for public education okay because I see like the city of Mission Viejo and I get all kinds of uh updates in terms of positions that have
146opened up for the city on LinkedIn so being another government agency I just thought that that might be another Avenue for us and I would like to highlight some of our principals have really utilized their City's Facebook pages I know Nick Stevers from bams has done that and he is one of our middle schools that almost never has vacancies just by going through the San Clemente Facebook page and advertising each position so our principals who are working on that local level are finding success and that's for our really hard and filled positions cool very good okay my next question is for our new Ed Tech director of Technology Stephanie um what is the app I don't know it's an acronym or a company named kite k-y-t-e um learning library 38 courses I've never seen I
147don't know what kite is it's not an acronym it's just the name kite I'm learning platform and basically it's a way to deliver online professional learning for our teachers in online so they don't have to come to the district office to receive um in instruction and they can just go online uh learn about different programs that we offer in the district so for example if we have you know 100 new teachers and we want them to learn about canvas we have several courses on there step by step on how to use cannabis in the classroom or how to use Google slides in the classroom that's what that is oh very good thank you um and then my question is back to the slide I guess this would be yours Dr Merwin High School 10 D's
148and F's um 10 percent seems rather high so we've got all this goal setting um and I know the counselors are really focusing in on looking at D's and F's and how to um help those students but um do we have any kind of goal of what we really want to be at because 10 of our population in all of our high schools seems sadly I yes and I just sat in on one of their one of the principals professional Learning Community uh sessions where they were looking at the D's and F's and really talking about what do we do about what our next steps Ms smaller can you share with a few more details on on what we're doing about that and goals there foreign what we do in those meetings is we look
149for bright spots for example San Clemente High School is showing tremendous progress with their English language group so we asked principal Carter to share with the rest of the principals what's happening and what's resulted is their other principles have had their ELD coordinators go and visit and see the work that is happening at San Clemente High School he's had Dr Mack do several trainings with his staff so those bright spots we highlight we research and then we go study what's happening at basketball that's one example of it all the high schools are very worried about the dnf data they're very they're really encouraging teachers to allow kids multiple opportunities to show Mastery and using their tutorials more effectively we're hopeful to see this dnf data decline okay so what you call bright spots I call
150best practices share great um so I've got just two more questions for ed services um I'm going to relate for your curriculum and instruction at the very beginning um Greg and when I look at all of the the red that was added it's eldl e-l-d-e-l social science a lot of math I'm concerned still about literacy um and there's no notation here I'm going to relate back to item 14b4 and that is the multi-sensory education so I noticed that we have sent first second and third grade teachers to this I'm assuming we thought that it was a really great program because now we're adding up to 43 with the 410 Gillingham is this about um improving literacy or is this more of a dyslexia program how to to what extent are we focusing on that thinking
151that that might help our our efficiency and students being literate by eight they were in third grade that's a great question trustee Bullock is so organ Gillingham is teaches the it's it's a structural practice that meets that's more more of a structured literacy approach to teaching reading that supports students who have dyslexia or dyslexic Tendencies but it also is just uh excellent basic fundamental teaching of how to learn how to read so we did provide last year and I I'll ask the team if I got this wrong that all the elementary schools last year had specific people trained on each campus and now some campuses said I want to actually build this out and have more of my teachers training Beyond just the um the Ed Specialists the mtss intervention Specialists Etc we want to
152have more of our teachers trained in that area so they we have received great feedback from teachers it is it's very effective to students they can use it in their intervention time during their school days so that they pull students and they use Morton killing and strategies in small groups so it definitely supports the literacy in elementary school we do already have every Elementary School with training people I don't know if there's anything else Saturday very good issue that well so I read that the additional 43 are then going to sending them to training they will then become our trainers to help more teachers or at least that's what I think it said in here no not necessarily I think it's for their their own ability to implement the research it's a five-day training there's
153a lot to it so the more people that can attend the better so that's our Focus yeah it's not a trainer or trainer model oh okay it is instead just getting more teachers trained in that in that approach okay so some specific schools have gone ahead and done I want to do more than just those couple of experts on accounts and my last and final question is I'm patient patient waiting Google PE program there was something supposed to be special for Middle School physical education is that coming so we have part of our CRST cares that is coming in May to uh to trustees is to how do we understand like mental health and wellness students and the idea of making sure that every student has something integrated into their day around mindfulness and wellness
154Etc so we have gone out and uh and observed at different school districts to see different things that are going on at one time we were thinking oh we could just incorporate into our PE program and we would bring that to trustees but we've also considered how how else can we incorporate Beyond just PE so that truly every student every day has this integrated into their dates who support their Wellness their mental health so we are excited to bring that it will you will hear how it's going to support PE but you're going to hear beyond that trustees will also see next month uh that we will be bringing um recommendation for a contract to Pilot at several of our schools these mindfulness lessons that will be integrated throughout the school day it's being used
155in other districts it would it's will be something we would explore for CEO State cares if those pilot schools really see value in it so stay tuned we definitely are looking at how do we integrate into the PE program but we're actually thinking beyond that as well thank you very much and thank you all for your preparations on just a follow-up so I'm curious so you're talking mine was like actual Yoga practices meditation um breathing exercises have everybody's attention now don't I yeah so it's not so much yoga it is more of uh different simple approaches to start the class and so it's a it's almost like in in when we were teachers they're called sponge activity or the way you open your class and then you start your your lessons there's a uh there
156is a company that is using this in Anaheim Union Garden Grove School District where it is integrated throughout the campus where each teacher starts the day with this mindfulness activity there are different things that are provided not only for teachers to use in their classroom but also for principles to use with their staff and for trainings for parents so we're very excited about again it won't be you won't see all the students in yoga positions in the classrooms I don't want anybody that pressure but uh you will the idea is that it would with these Pilots we'll see how this works to see how can we integrate it into the day can I have to start each class session thank you okay trustee Davis thank you trustee Bullock as you asked and they can stop
157for answering so many of my questions um a couple additionals I'm super happy to hear that we're moving to a cashless um accepting of money particularly in ASB so thank you for that for the kite learning the online professional development how long have we had that this is our second year second year thank you and um Mastery connect standards can can you share a little bit about that sure masteryconnect is a program within canvas that we piloted last spring with about a hundred of our teachers in elementary and it was brought in basically because it does standards-based grading which canvas does not have standards-based grading so we because of our elementary um elementary schools use standard space grading we highlighted it last spring it was um very widely accepted by the over 100 teachers that
158tried it and so we decided to do a full district-wide pilot this year in which um the ad tectosis have gone out to all of the sites and during the PLC time I've given the teachers instructions on how to use the Mastery connect program to just do a common formative assessment with their students and there is an item Bank within the Mastery connect so that they are using vetted um questions that have been implemented and so that they can see the progress of the students over time and so it's just it's not like the it's the latest score that the students would be getting in that certain standard and um then the teachers can also compare according they can look at the same assessment that all of them have given in a grade level and
159see how one teacher has done you know has higher scores and then they can have those conversations in their PLC of what did they do to um have their scores higher than in other teachers and so it's just all it's to help the PLC process within the elementary schools David Brad can you speak on that a little bit it has yeah thank you um yeah we made the decision to move forward this past year because of the great success and we're finding um this year the PLC process really having those regular performance assessments um being also important we already have Dibbles and our i-Ready diagnostic which does a really good job of providing an overview of where their basic foundational reading skills are and where their numeracy skills are but the other part of the
160process is understanding how are they mastering each of the standards that's where a master of connect really helps each of our grade levels each of our schools really dial in what are the most essential critical standards at our grade level and having a rigorous tool to really assess where all students are at and so being being able to have the opportunity where teachers can actually share assessments across the district so you can actually look into what are other schools using um which actually helps influence some cross-school collaborative conversations as well right to that point is that happening to where we're looking at where it's successful and what they're doing and sharing with other schools yes so that's part of our regular principal PLC process so really proud that we're engaging in plc's at all levels
161not just teachers but also as principals so um we do have those conversations as Miss Molly uh alluded to uh where we get all the data up on the walls and then we're asking ourselves as principals what are they what does the data tell us where are we seeing successes and where are we seeing opportunities for growth and then really diving deeper to find out um what were some of the reasons for those successes and then how can we replicate that and scale that across the district thank you oh and then the next question um piggybacking on the decent Epson in high school at the 10 for all students are we focusing on students that are getting D's and F's across the board specifically um more than maybe a student that's getting an F in
162one subject and can you speak on that a little sure um our guidance departments pull the data and they have the students at the top who have success four of these and then five four three and the screeners so the students with the most apps or D's get the most support a student might have one app or 1D because they missed a major test and we are not going to put a lot of time and effort into that because we know that student's gonna go make that work up so we're targeting the students with the most easements and the same for Middle School we're at six percent for all students and the same strategy I'm expecting yes because those are those are pretty high and I mean yeah they're much higher than in 2019 and
163we're really concerned about that so principals are really proactively in implementing additional interventions to get us back to the dnf rate that we had back in 2019. So to that point on the said 10 or six percent and does that include students that are getting one D or one F and is that for the 10 would maybe we have six percent that are receiving one or two D's reps and or two percent that are receiving all D's enough do we have more of a breakdown on that we can pull that we haven't done that but we can pull that sites may have done that individual well sites have obviously done it individually but we can provide that data yeah for sure okay and then um back to the um restricted versus unrestricted funds um yeah
164I would love that training and I think it will really be beneficial if when we can get that and really help us understand a bit more so yes so yes we could definitely do that but we have a lot of information to share we'll try and make it as simple as possible because items whatever he wants to know all 36 different uh accounts in the account code stream in the state of California but we track everything to a very great level and then my last call my last question is the goal to reach all teachers and it was two year last your second to last point and I'm sorry I didn't write down where it was so now I can't find it but yeah okay that's okay I think the point was to um that
165we we've gone to it's not connecting all teachers and having them go back and teach other teachers about the five-day training and it's the goal to have all teachers receive that training not not necessarily at this time we want each School site to have the expertise so that in potential learning communities they can be supported with the best practices so for example that's why the intervention special the mtss specialist said every single Elementary School will train so they then could be that expert on campus and then share when the teachers meet as a professional ipu try this strategy try this strategy try this strategy during your adventure time so it is not it's not necessary in our opinion to bring everyone it's extensive and it's five days for every single teacher to get that training
166so at this point we're going to we'll monitor but if the data really doesn't show Improvement I think it's one thing that our team's gonna have to look at and say do we need to expand the training foreign with our mtss specialist net Specialists because they are in our in our plan they're addressing the most needy kids during intervention time we wanted to expand to other first second or third grade teachers so that at whatever point we need to pull back on our mtss specials we actually have teachers that can provide that same level of support in that intervention time as they're sharing kids so not necessarily needing to get into all teachers but we need to have experts at each grade level that was our okay thank you um yes go ahead um so
167with regards to like decent ABS um especially with the adoption of the new operating policies are there any projections of how the numbers will change across the board I know the AR hasn't been finalized are there any uh is there any foresight let's see what happens and policies could change these numbers that's a great question and I was sitting over here with like just kind of biting my tongue because I know we were talking about greeting and I was excited about the fact the last time trustees had a robust discussion about grading policy yeah the idea would be um after we if trustees um approved the second reading of the board policy then we would actually repeat a very similar process of going to Green task force which includes students teachers and administrators the idea
168is um and this is per the the board's value values on grading it should be line standards right it should be based on Mastery standards and I think as we start messaging that out and we come up with a coherent plan going forward yeah so assessments would be done based on standards and then with our robust mtss PLC coaching program catching those kids who are not being having success to make sure that they're meeting the standards in K-12 so that that is my prediction um after we finish the AR and we start messaging out I think the next big topic to tackle our upgrading would be homework that's a separate policy that will be in the future um but yeah my hope would be that we would see a decrease in D's and S as
169we are aligning grading to standards Mastery okay and then within the aort are we um good individually distinguish between el students with disabilities um and all that stuff for individual error policies or is that going to be across the board for aols so the the AR on grading uh is for all students right we did have language specific in the board policy uh for Els but no that was regarding so yeah the AR would be related to all students okay trustee hanachek thank you I always feel bad asking questions sorry um one of them real quick uh I think I missed second step somewhere either in this presentation or was it in the last one um I just want to follow up um I know there's a parent component to that so I don't know
170if we're ever interested in um adding that I think the more parents understand what is happening in the classroom or with with these different things so just a thought okay speed talking next um so special so special education I recently had a long conversation with a uh uh friend and her church is very uh they have a lot of children that are in their congregation I don't think they have a preschool she had probably 10 special education questions for me I'm wondering how you know as as a school district we're responsible obviously for what when a child was born right until they are diploma or they're 22. and I know we're limited with our Manpower and stuff but can we send out Communications like I feel like there's a whole group I um Dr Presby
171use the word myths and rumors they had pulled their kids and they didn't and then they had been here and they had their new arrivals we we're going to have them and I know the sooner that we can maybe address uh identify and assist so I was busy sending them links you know and and so I don't know if that is a thing to consider whether well maybe when we have the early Assessment Center somehow we do still have private preschools everywhere and we have uh Faith you know we have churches we have States um and with robust children programs so that's just something I did not know what to do to help um the engagement and there were quite a few and again a lot of families that just are either sponsored by the
172church but they stay in our district and it was just the misinformation was I didn't know where to begin okay and then the last one and actually trustee Parham might might be able to are we interested in this one as well uh because it's more recent in his community when we look at you don't have to tell me what the plan is now but um we probably have one I think we do need to really hone a Communications plan and the time of emergencies um so you know so it's just something there and and I think you and I have discussed that and the and I know it's difficult in social media so there's some things that maybe we could continue to look at um and I'm done thank you thank you trustee Parham can
173I just speak oh yes Mr trustee anatric's last comment we actually had similar feedback from principals so they would they would like more proactive help in the events of an emergency not just maybe from the district office but um and so we are working on a plan with ed services um Dr Merwin and I talked about it this week where we will actually assign personality our communication Specialists some people for Med Services to the school side and the events of emergency so that they are help so that the principals are working on managing the actual School site and we can directly assist them in managing communication to parents in the community and so we're doing that in tandem face to face not over the phone not through text messages we do believe that that will
174make a huge difference in our response to to community members but also to employees at the school site as well great and I'll follow up separately on that communication issue I want to focus on something and I'll I don't even know who to direct this question slash comment to but you know in our list of goals um and I wasn't here to you know help write them but I I'd like to Wordsmith it a little bit number four where it says educate the public about facilities and safe hunting etc etc um before we go out and try to explain the funding for facilities and try to get the public to support whatever we're trying to do I think we need to have a vision about what our facilities should be for schools and um the
175best example I can draw is looking at um Slide Five where you do this vision of a cusd graduate you know a lot of time went into that it's taken me about four months to figure out what this slide really says and it's great I wish we had something like that for the ideal School you know maybe it's for a K-8 it's going to look and be a little bit different than a K5 the high school is certainly going to be different and it can you know provide some of that backdrop of what are we aspiring to with our schools and and that would be helpful to get to before we even make a decision on capacity for example or before we make a decision on which ones to close or which ones not to
176I think we need to have our own vision and sometimes it'll come from a master plan which I know you've had that before but I think some kind of updated vision of what we want our school facilities to be and then from that we could everything else um transpires from it including getting the public support for any kind of funding we're looking for um so I would encourage you especially before we even hire a superintendent I think we need to have a strong sense of what we want our schools to do to look like and you know it's it's uh it's going to take a lot of thinking I I love all the effort that's gone into the educational side of things I know the facilities is not that fun focus on but it really
177makes a big dent in the experience and the equity across the district as well as the dollars being spent you know and and to hear about some of the maintenance issues in certain schools you know we should have a minimum standard that no school goes below period and and so I would encourage that and that's a final comment I don't know even to direct my points but I guess to you yeah there's no real answer yet but I'd like to see some speed in in discussing okay I think that's something that we can work on um I just have a couple of quick questions and I'll try to be brief um obviously our English language Learners you know needs to be a focus and and all students by name and how we can really identify
178and differentiate I think for me and my career I only typically work with English language Learners and so what I've learned through 25 years of teaching is that really it boils down to consistency and I've even had to take a look at my own teaching right so I have some amazing programs that we run but if I'm not consistent in in doing those programs I don't always get to the end result right and so it's the program can be amazing but it's really having that understanding of being consistent across the boards that's what I worry about down here in in our schools when we have an intervention plan in place is that intervention plan consistent um among our sites or even just among the school because we will lose funding and then our MTS desk
179support may go away but like you said our we know we need those teachers trained to then pick up where that support left off and and continue with consistency because it really is the program is there right as you've talked about um Hagerty and um the other program you mentioned that those are there and those are solid intervention programs but can we be consistent in implementing them that that's really the goal especially for K-5 and then you get up into the secondary level and if you didn't do the work as as we all know if we didn't do the work in K5 then the battle becomes huge and secondary because now they they're being asked to do a lot more than what really they can handle academically um so for me I just think as
180a dis you know just having that consistency among the sites or even among our school district is really honing in on we adopt and pilot curriculum right but do we adopt and pilot intervention plans that that has to be consistent just as much as Benchmark or wonders or our math program the intervention plan should be we should put as much thought into that and training as we do our regular curriculum and then the growth will come I think um my next question was real quick um for Bob and HR you mentioned Subs I know in other districts are really struggling with subs and getting teacher coverage when teachers are out I don't know um you said we hired 361 Subs is that I don't know if that was a goal but if that is our
181goal that we met our goal and we are always having good coverage at our sites or we also struggling to get coverage if a teacher's out so I looked at this prior to winter break and we were averaging 95 to 98 coverage on any given day so the main issue we have is a last minute call out so when we know there's training those are put out for some way in advance we're able to get those filled occasionally on a Friday or a Monday we get a more call outs at the last minute those are where we're struggling for filling so yeah now we're close to a thousand substitutes now we're able to provide the support for all of the training and we're able to cover almost all of the assignments except on those anomaly
182dates but we still continue to hire and we're just now hearing from Subs that are calling looking for more work that was something that happened at the end of January which is a good thing because we just check in the morning they'll be where but as you know with ASAP they can pick jobs way out into the future they prefer to do that not pick up a job that morning but we do remind them if you check in the morning there's almost always going to be something for you to pick up okay great um and then my next question goes to Communications Mr Burris I know we've had many conversations about um communicating on our facility issues and how we can get that out to the public not just our families but beyond our families
183um with our first video that now has gone out has our our inner group our stakeholders have they do they have access to that video and then were they asked to then take it to their sites and show at their sites or did it kind of stop there I think at this point it stopped with the group that we shared it with it is available in the public but we do need to give more direction as far as how they're using it um one piece of feedback they got was cutting or they gave us was cutting into smaller bites yeah okay we have done that I would be I will be pushing those out to them too okay um and then I think ultimately giving them guidance on what they should be doing with it
184and and and um to whom they should be showing it okay I think that would be great work for the ledge um reps when they're talking about school facilities at their meetings at their sites they could always start with that video I think I think it's a great um starting piece to have them start having that conversation um the next one um very interesting comment by trustee Parham um I think I felt that exact when you spoke I think I felt that in Aliso when we ran G right I there wasn't um I think in the general public even with our own families but they don't really know like what does a modern School look like right um they drive by our buildings and they look great from the outside and with covid we've had
185a lot of parents that have disconnected from our school sites just not you know volunteerism and everything is down and so we don't really get to see what what it is what is it like on our campus how we have a tremendous need for facilities and and for their support in understanding that goal for us so I I when you spoke I just it resonated with me because that's exactly kind of how I felt um it was almost like oh no they're they're fine they're good enough but do you look at other schools in other districts and how those students get to go into those amazing facilities and our students don't get to have that Advantage um and it's because those communities have supported um that school district and and really modernize their facilities but
186do we are we getting that message out there do we understand that and maybe that is all around Vision work and and getting getting the public to see that um a lot of work needs to be done around our facility so I appreciate that comment because it resonated with me and that's kind of exactly how I felt when the community was working working towards facilities uh this past year so um that that's all I have um any we're good we can move on to the next item okay great all right um that was informational only so um no no bored out oh I'm sorry we didn't did we do our security speakers we already covered that right okay I'm getting lost in love in the shuffle okay moving on to 1585 2023 ballot for California
187school boards Association delegate assembly region 15 and I would like to recognize the trustees bolicus and Parham to present the item uh thank you uh president Castellanos um I'll take the lead and then uh trustee program if you want to add in he's our new member um that was uh added uh at our December meeting I've been on the csba uh as a delegate uh for several years now and have attended all of the meetings um because we are one of the largest school districts um we automatically have two Representatives uh that are on our um delegate uh region 15. uh in these other school districts they're smaller and so they need to be elected onto our delegate assembly that represents um Orange County so there are nine openings um and there are those um
188individuals and school districts that present uh the people and basically as members um of the board we are to vote and so we are asked on an annual basis to recommendation there are nine openings but you will notice um trustees I am making and uh uh conference with uh trustee uh Parham I make a recommendation of seven I don't want to throw on two more just for the sake of filling out nine when I can't make that recommendation um some of these are ones that have been on the board that I've worked with and attending all the meetings and especially during covid region 15 and our Pacer um Justin um yes yeah uh Massey um we were meeting we enjoyed meeting we were meeting with every couple of weeks because it was very interesting to
189talk with other school districts in the area about what they're doing and all so we talk about a lot of issues that are happening throughout the schools and it gives you the opportunity to hear from different ones and then we have meetings twice a year in Sacramento and in San Diego which has given me further ability to work with my colleagues so I make this recommendation of these seven if anybody has any questions or um okay are we going to vote as a whole or you want that can we vote for them separately I think you can do you can do however you'd like we can we can vote on them separately if that if you'd prefer that did you have anything you wanted to address the program I recognize the value I was never

192friendly detractor on this I didn't support the person and I still don't I think he's the incredible waste of time around you um I'll ask the District staff how many times have you actually attended one of these with the Board of Trustees exactly yeah and when you do go down there it is a show between you and every single staff member there's a superintendent there and the times that I've had to go in replacement of somebody that sat on this board I was there completely alone and it it serves no purpose other than in sort of kind of its own function and it bothers me that the state of California keeps Reinventing these kinds of machines to make board members kind of do things um so I don't think it serves a larger purpose uh
193the people that I know I trust and I'll vote for them uh but this was kind of a I I don't think we should be investing in this okay can I again yeah go ahead I have a question that through the years and um interim superintendent Clark Hampton if you'd like to speak up because you've been a big proponent of us being a part of csba in terms of you'll notice a lot of our policies board policies that get changed there's a lot of language csba the SBA because we utilize their because we pay to be a part of this but because they utilize their attorneys to really vet out with Education Code and all a lot of the policies it has been explained to me that is the big benefit of being a part
194of csva and then because we are we get free you know two Representatives um and I've I've attended the meetings um I I will say meeting with our region 15 especially during covid it was really interesting and important to know what others were doing in the surrounding areas I've gone to sessions and brought back information but um so Clark If you could make a comment in terms of why you feel this is important from that perspective that I've always heard through the years okay so I wouldn't necessarily say I'm a proponent of csba but I know that if a school district chooses to be a member of an organization many of them are provide valuable resources for school districts to use like the sample board policies are one of the benefit of being part of
195csba those are the kinds of things that I would say are beneficial as members but school districts don't necessarily have to be a member But but so with that it's a joke but we've seen a lot of good value coming from uh being a member of csba and same thing with uh School services in California those kinds of in asbo as a as a member of chasma myself which is California's Association of school business officers there's lots of resources available for so that people can operate consistently and utilize best practices that are shared with other Professionals in the industry uh but those those are those particular benefits that are provided but then in any organization would have to do a cost-benefit analysis of what based on the cost of investing in being a member of
196the organization are they getting reaping the benefits that they would expect from that membership well and if we move forward with them I highly recommend that we use their free services of attorneys which we have not done and I had shared that with our prior superintendent when I came back from our last meeting um up Sacramento is the awareness that they have because we are members attorneys that we can turn to um and so we should not be paying attorneys locally here let's utilize that utilize them and check into that but I had learned that at the last of the end of this last year so I would ask that we look into what their services are and how we've done it and also the ocde attorneys that are available to us that I think

202the soc program offers parents within the district boundaries the opportunity to apply for another school that they would like their child to attend um in January the board approved the moving forward with the mathematics program that changed accelerated math Pathways for second secondary students the math plan revised the Middle School Accelerated Pathway to begin in seventh grade with an additional acceleration option in high school the plan also included opportunity for uniquely Advanced students to accelerate in sixth grade with the continued option of geometry in the eighth grade um the current SOC window to apply opened February 1st will close March 3rd so my concern with this is that it might not allow sufficient time for families being that we don't have the information until April 1st for the metrics and I've been told by staff
203that our Math teachers are taking a leading role in The Accelerated math criteria and that that criteria will be available April 1st um and we know that the math 6 lead team is being established to make recommendations the month of March so being that that's part of it um I I would like to make sure that we consider this and um and trying to make sure that we meet the needs of all of our families and it has been practiced that the last 20 years 10 of students in math in fifth grade the top 10 percent eight to ten percent are in The Accelerated amount in sixth grade which is called seventh grade accelerated math so with that skip of sixth grade basically um so there's a board policy bylaw 9322 we can place this
204on here uh let's see so basically I'd like to see how we can address some of the needs that are happening make sure that we can meet the needs of the families that are affected by these changes and are concerned with where we're at and what we're doing with it um we approved it in January and we won't have the metrics until April 1st and those school choice window will be closed so I'm hoping that we would be able to go to that so the [Music] threshold um was in alignment with the previous assessment assessment but it's gone up for the higher level classes in math over the last four years it's increased significantly each year the threats thresholds were not available to be shared with families um but were not determined or disclosed for
205the families before that time um the i-Ready requirements have changed so I just recently understood better why that's happened so because of um the covid situation the last couple of years we didn't have the state testing so it's changed some of that so the maybe some things that have happened at home with families helping out with semi-ready scores some of that has been maybe overly inflated so I think in line with keeping it at the top 10 percent of math students we have adjusted that so um being that that's that's what's happened and that's where we are there is a need for a discussion regarding allowing that SOC to remain open until parents have families have children have their scores so they can better understand I expect that it will be a very small percentage
206of our families that this would affect and so I don't think it's going to be a crazy mass schedule change because this is the only an ask for the School of Choice lender to remain open for these particular fifth grade incoming next year incoming sixth grade students in terms superintendent I believe that Dr Mormon has some information he can share that can help the trustees with this item you wanted to speak of the Arts first okay yes we have two speaker cards um here with us tonight Amy Reyes and Kelly Clark Amy come on up foreign thank you I will just finish what I was going to say because it has to do with the same thing um so Carl Henke is the perfect school to provide Equitable education and it will probably be one
207of the first ones to um have obviously geometry has already been removed and um and may not have a lot of kids to be in the accelerated program um and that is unfortunate because there will be families who leave the school um because they can and um go into accelerated programs at other schools and take geometry classes in high school but that but there's also ones who deserve that same chant that won't have a chance to do that um the creators of this program said that all the other districts are doing this but um have we actually taken into consideration the statistics and data on demographics average income education levels of parents in these districts compared to Capo um the selling point is that this was presented to us when we met a couple months
208ago regarding this um that this would produce more students who go into stem careers and since this has been implemented in other districts do we have data on that is there are these are there more students going into stem careers are they getting into these colleges who still have that expectation of all these math classes um we have not seen any data um so we have all these charts and arrows and Pathways leading here and there um but ironically the one you want to take away actually we know works so this is the data we know most students who are in math accelerated seven in sixth grade and take geometry in eighth grade go on to complete calculus and statistics and all those other math classes so that we actually have data that we're not
209guessing if the plan has been in word if this plan has been in works in the works for four years how is this curriculum not finalized why were teachers and principals only told last spring that a new math plan was being adopted but they did not provide them with any further information up until even open house at Capo these teachers had no idea about this program they were told oh yeah we'll work on a solution for ATMs and that was it and they don't want to say anything because they don't want to get in trouble um and they're just waiting to be told what's going on and what to do um and these are the teachers that supposedly have been talked to and you know consulted with about this this program um and this is
210firsthand conversations not second third fourth um so um how come any of this information has not been shared with us we know there will be schools in the district who will continue providing an early pathway for middle schoolers thank you Amy good evening Board of Trustees again um while geometry has not been eliminated uh curriculum and instruction have indicated that only two options for geometry will likely be available whether being at the local high school or during the zero period during the zero period or online this does to me indicate the diminishing support for acceleration we don't know what the resources are going to be at the middle and high schools on a go forward basis for these students that do accelerate in sixth grade nor do any of the principals teachers or other staff
211and I know we can't forecast everything for the future but it certainly begs the question because we know that geometry is pretty much going to be eliminated at every Middle School it's going to make it very difficult for these children to accelerate it's likely going to impact the numbers on a go forward basis who actually can accelerate in sixth grade and may be a fa to complete we don't have the metrics for acceleration in sixth grade and I understand that we're supposed to receive them by April 1st but this is past the School of Choice deadline presuming us back in Casp scores are now going to be taken into consideration again as factors those uh those will not be the scores will not be provided until during the summer months which is also well past
212the deadline related to that the updated math plan facts today talks about this 10 of top top students I I would love to see the data on this and and that's great if that's what it is I just don't know why we're only hearing about it right now but is this the metric that will be applied this year or will it be um other factors you know I'd like to know what all the factors will be and as the top 10 does it relate to all current fifth graders in the district or top 10 percent at each school because as Amy stated we're going to have schools that are going to have zero children that are able to accelerate because of being smaller schools demographics access to resources access to parental help with all of
213this so it's a concern we just don't have these answers um how can we make a meaningful decision for our children you know in a reasonable amount of time if we don't have these answers we want to make the best choices we know that we don't know everything certain for the future but we're trying to make the best choices for our kids and I hope you guys feel the same way so thanks okay thank you Dr Merwin okay so uh trustees and thank you speakers this evening for sharing um your feedback it will definitely so I'll first start with school choice and then I do want to get on some of the key points but I know first and foremost it's about school choice so first off we definitely understand that we hear the value
214of providing families to additional flexibility however staff does not recommend reopening school choice because it could have an impact on Staffing in the summer Staffing is all the way well underway by that time it also cause confusion whether the families School of Choice window is reopening that could that could be an issue for us as a district however we do recommend a different option and that is the use of the administrative punishment process this is more flexible it provides better protection to and more options for our transfer students so we share for example school choice will not adamant automatically provide you access to a school if it is closed if it is closed school choice will not give you an option whereas an administrative placement will okay so that's a very important point if families
215want options and I hear that value administrative placement is far superior it's full of choice the other thing is that when you School a choice into another school you then give up your own school or School presence the ministry replacement you will do that you are able to go back a year later if it's not working out School of Choice that's an application you have to reapply and try school choice back because you've already given up your residence and so I recognize the reasons why families would say that would be interesting but what if your student doesn't fit in or doesn't like just new school or something new now or and then your previous school is closed or limited school choice you're not coming back to abuse in the district placement gives you that option
216so I I definitely understand the reasoning behind this and but clearly administrative placement is our Superior option which we already have in place and I actually I will be working with Mr Beekman who was in charge of the administrative placement here in the district office we have a description of the key points of why uh industry replacement transfers occur and they occur outside of spiritualism so again anytime during the year it does not have to be a little ago and what we would propose is those adding language specifically to this document that say access or some type of language to to say Advanced Middle School courses we will be open to adding language specifically to pounds ago this would be an option that they could then initiate with the principles and say based on the
217circumstances and principles say yes that is one of the circumstances I'm requesting administrative cases so I I want to out of the state that is by far a better option correct this is already in place and then we don't have to look at revising school that's really support policy uh it's in place they can be used with just adding a digital language the trustees they want to provide feedback on we'd be happy to add language so can I add on to that so so the school transfers outside of the um School of Choice window if I could just read it so that families understand what this looks like and what the languages that you're looking at school transfers generally should go through the School of Choice process in specific situation administrative placement transfers may be
218made outside of school of choice this transfer mechanism is intended for specific types of extenuating concerns serious and or compelling circumstances requiring student transfer may include safety health and or welfare social and or emotional well-being parent medical needs so doctor when we're looking at adding language to this administrative placement here that would add access to accelerated math I don't I don't really I don't understand thank you I don't I didn't couldn't understand specifically access to accelerated math courses so that would be directly on this school transfer outside of school choice window so in essence it keeps the School of Choice window open for incoming sixth graders right it in essence right we're not calling it School of Choice window but rather putting it under administrative placement and adding the language so that there's access to
219math I would I would just want to clarify those school choice has its own rules yeah so those rules don't apply administrative place that's as it states it's outside of that school as policy the issue oh go ahead go ahead bulcus and then I'll go to Parham go ahead and close your phone because okay so School of Choice has it's a numbers game it you have to have openings so that drives the answer yes or no so what happens if you have 20 that want to transfer from a school into a school off of this um is that a guarantee it's a first conversation I mean how would you set up I'm well I'm just saying do we have a path if we add this language I think maybe up to 20 students so I
220appreciate that we've added okay hold on but is is there going to be a problem in terms of being able to say yes to all of them based on accelerating that that's my question so the to answer your questions school choice depends on being open administrative placement does not require a school being open so even if they were impacted close school and Mr Dickman can attest to this administrative placements can and are granted to those schools so now the other thing to to remember is as we are I mentioned this is the January working we will staff yes I know specifically we're thinking about geometry to see the right geometry eighth grade we will staff the geometry classes with the students and then we will provide the correct number of staff and sections obviously if
221you have a class of 35 and there are 10 that want to get in then that's going to be a problem we'd have to look at their options for families we can't guarantee that we're going to have a class 45 in Geometry we would have to look at other objects so I can't guarantee because it depends on the openings in the classes but it would not depend on school choice status and we and I want to say very publicly is that we would we would work extremely hard to make sure that we are offering the geometry classes in person on as many campuses as acquired a student the student part the students that need that class so we can look at again we typically step around 30. we can look at staff we could look
222at making options that have some openings for these classes to allow latest placements in but it is true that if a school of choice would not stop administrative placement it would be to say there is not there are not 10 let's say use that 10 people want to try to get into one middle school or one geometry class and they don't have 10 openings and obviously we can't overload that class for the contract and so we would want to work with the schools and figure out other options okay um I think that's an elegant solution but and I think we have to do a good job communicating that and you know right now in the parents Minds they have some control over school of choice they can pick the school if it's open and go
223to it in this case it's they have to trust that they're going to be placed where they want to be placed and that's hard that's hard to swallow and I think I mean stepping back I think the math plan is great and I have every confidence that staff is going to identify the right metrics and we'll put um challenge the students the way they need to be challenged and this will level up not load it down on our math expertise however for those parents that want this Choice given that it's the beginning of it's a piloting effort right now um you know I think we should err on the side of flexibility for those parents and be more comfortable if you commit to putting language in on the administrative placement uh rather than just you
224know trying to explain it the way you just did because that's not going to work they're going to want something specific Kelsey Hannah Jack um Okay so we've always used administrative placement and we've always had those few young people who are very accelerated and we take care of them I totally understand wanting to take care of you know the each individual child I have I haven't received any emails about this problem whatsoever but I but that's okay it could be just one child you want to make sure that they are served but I have not had any communication at all so um so moving forward administrative placement a couple things that um would be concerning to me um well first let me just say School of Choice we have the most generous and Equitable School
225of Choice policy you could probably have it is a feat and in and of itself to accommodate and every year Mr Beekman I usually work with him on one or two folks we're amazing it is it really is apparent when people talk about parent choice guess what Bingo we've got it and almost all of our schools are open now so that's over here and that really can't be touched because again the word equity because you start moving around where we're mad well I don't know I couldn't decide about two-way immersion so I want to wait you know things like that so good we're gonna Park that over there so administrative placement when you add language we do need to add the language that's appropriate that's a child actually meets the criteria this isn't a workaround
226um to or a way to skim through something also I have to ask the question let's say my uh John Hannah check um he may he meets the criteria I really want him to go to Marco Forester because they're going to have or whatever I've received is going on there um he he doesn't make it in that class right so that geometry or whatever I'm just doing a what if does he get to remain in that school he's there on an administrative placement for one succinct reason because of the math does he get he or she get to remain so these are just some of the things but this is still our much better mechanism much more generous mechanism itself to address each child without you know we can't disrupt the whole um so I
227would like to you know that's fine with that I would I don't support this at all um but you know the administrative placement bringing that in and uh with the tweaks that you all suggest that make it um appropriate and not again a workaround or or misused trustee Jones so I just wanted to uh kind of step back a little bit on the whole sort of reason we're here and what we do with kids who are very advanced in math if you're very advanced in social studies or perhaps you've got some uh an extra area of expertise maybe your grandparents were the Holocaust and so you know all about that so when that's being studied maybe instead of just sitting there listening to the usual thing the teacher gives you some Extended Learning on the
228Holocaust uh where you give a report or whatever um so that is something that can be done in many subjects but really not in that so I understand that and I and I appreciate that and I am I I was a parent of a child who took a uh geometry in uh the eighth grade um but I think that what a lot of parents uh fear is that um we're going to be sending them to Cal prep or apple virtual for this and I don't feel that that's appropriate I think that there are some students who can even at a young age go and do independent study but then there are others who are not going to be successful in independent substitutes study when they're 50. so I do think that a a direct instruction
229program is needed for the majority of these students but um I I wanted to address the issue of geometry in eighth grade going away and I I wrote to Dr Moore when a couple I guess yesterday and I asked if there was a plan plan to face out Geometry in eighth grade and he says uh we are not eliminating geometry as an option for eighth graders uh and then he asked by other questions and I said yes and assuming that there are enough students at a given Middle School are K-8 to make up a class that's not too far off ratio there will be a class at that middle school or K-8 right and he says pray assuming there are enough students to make up a class with a reasonable number of students that is
230not too far off the radio there will be a class at that Middle School arcade there are no plans to eliminate geometry in eighth grade all of our schools have geometry in eighth grade except for two of our kids which tend to be smaller and especially less ascentia which is quite new and the eighth grade class is very small so it's going to be there and I I I feel strongly about it and I think we have to continue it because it is not like someone who's really good at language arts or really good at whatever where you can give them something different you really do need to allow kids to accelerate in math in a way that I think is not not needed anywhere else so I I want this option to be available
231but I really really really do feel that administrative placement is the way to go for students who qualify and pretend that being called out and uh and for students who come in more or less anytime and I think that it is going to be a relatively small number because we are offering it at nearly all of our uh schools that have an eighth grade and I think we will continue to at nearly all the schools that have an eighth grade so I'm in favor of the University of administrative placement option and and batting the language as has been discussed tonight um I just had one quick comment I think one of the reasons why we might be in this place is that we up as a board know that we've been having this discussion for
232years right that this is a process that we've been trying trying to get through but parents may not always have been in that Loop so it's our job right to communicate out to them they feel like this is just happening this past month we decided we're going to change the math pathway and we're doing it quickly but it hasn't been like that it's been a process for us so what did we do wrong right we need to communicate better with our communities especially specifically trustee Davis when it impacts students and families directly and it's very close to their heart right and I completely agree that every student we need to meet needs of students in our district and but opening up um School of Choice window probably isn't the solution for this specific problem but
233I think the problem lies in our ability to communicate the plan out into the communities so and I know Dr Marin and I just discussed this about getting out into our school sites especially for our incoming Fifth and our and our and our kiddos going into the pathway getting meetings going with principals at elementary schools so they are better first in this in the boardroom we don't get that right they're not coming down here but they will go to their sites and they will talk to the principals or their academic advisors where they can really get that information specific to their site because that's really what they're interested in right is how it impacts them at their site so that that was a follow-up that I had and Dr rone and I discussed that yeah
234especially seos of MH just elaborate on that just so that uh our audience and and the trustees are aware that so again the criteria for the uh from students will be ready to accelerate in sixth grade we'll be ready on or before April 1st we are committed to that in fact the task force that is made up of our middle school and elementary teachers our meeting I believe tomorrow they're already doing the work we expect this could even be done sooner than April but no later than once it's finished then we are committed to them to Old webinars district-wide so that any family can come in and learn about the criteria and how it impacts them and then follow up with a series of meetings at the school sites with the principals talking directly to
235families on average the second part is that the you know the question about the curriculum and the training so we also have as trustee Davis uh alluded to we have a team of teachers working with Irvine math projects to determine for math Six uh what is the additional resources supplemental material and training that will be ready by the end of April so in that's well ahead of time of when teachers need to start planning for next year and it's not a new curriculum so there are some misconceptions and I apologize if I promoted those in the burden there is no new curriculum for sixth grade next year it will be supplemented and there will be resources that will be provided by our Primal products we will then be methodically rolling out a pilot's for sixth
236grade for teachers that will be able to start piloting for the following year there are no other curriculum changes so when we say 47 000 students are going through a massive change that's not that's not accurate and I apologize for for me speaking if that was if I stated something like that it is actually for the sixth grade that we are supplementing and creating additional resources so that we need more diverse needs of students is students in sixth grade elementary is starting a pilot with their curriculum amen so they are working on a pilot to look at um High School curriculum and everything else will spark development stages but we're going to very carefully roll the South the next two years all middle schools have every single program at Auburn math 7 will also pre-algebra
237we also undergraduate algebra and geometry all of them are often next year the following year it's the year after that's that the new criteria may impact the number of students that are getting to that eighth grade year how many geometry classes will be needed at that point we will we will create them based on the number of students that meet the criteria the other thing about the criteria is we talked about just a little bit earlier is yes the criteria over the last four years has changed it's been noted at the I ready as it keeps going up to make it harder and harder to attain uh getting in to accelerated actually it's we can blame the pandemic for this we have no cast scores we had no grades remember Pasco Pastime and all of
238those different things we've had the venge design ready to mirror the previous metrics to get a top ten percent so the 10 kept changing every year so it would change the are ready to be sure 10 of students were able to access accelerated six that's the reason they kept going up it wasn't actually taking it harder it was making sure 10 got in each year over again we are shipping to Mastery now not top 10 percent but Mastery of sixth grade standards that's the metric that the math task force is working on early tomorrow or another criteria didn't know how they mastered six great standards so they can skip that content in Sixth and be successful so that's that's the work is going on so I just want to clarify on those points Dr merman
239can you also add the um about when we took away the testing yes so it was in 2018 when we went away from the pig and pencil fifth grade placement test and at that point from previously from that point on my map experts was 12 15 years to that point was a established am I right on the timing during how long um according to Dave Chamberlain who was formerly of the secondary curriculum specialist that test was developed in 2003. approximately he said and then it was her board Direction in May of 2019 that we would come up with the different metrics for May of 2020. the pandemic of course shut us down in March of 2020. so that so the paper pencil plays the test for many many years was identifying about between eight and
240ten percent so that's why then when that went away and we had no State tests and we had no grades we did have I ready so we looked at I ready and kept changing the metric each year to continue to get 10 of students in it that's why the measured teaching not to not to make it harder okay so this is an informational item only it doesn't really require board action yes trustee Jones yeah I just wanted to mention one thing were you talking about communication I think that there's been some tremendous confusion and I'm not going to I don't blame anyone on what what is new that is is about to take place or it's been proposed we have long had two threads of of math uh starting in middle school one was take
241math six Math seven math eight and then in high school you take algebra and then you take geometry that was you know that's been around since the beginning of time then the second thread was for the students who were more advanced who were capable of skipping would take math uh seven accelerated in sixth grade now we're calling it pre-algebra I think that are named for it and so Matt so pre-algebra in six algebra in seven and geometry and eight um so that's one thread those threads are not going away a new thread is being introduced which will allow students who are in math Six not just to be stuck in math 789 algebra geometry but some compaction will take place in after math Six which was is going to be supplemented now that will allow

250caused me consternation then um to use the matching funds from the building for the bleachers is this what we're talking about that we have a shortfall that we do not have without you kind of diving into the elementary pupil part we cannot make even though we still don't have these matching funds that basically we committed matching funds that it turns out we don't even have enough of a matching funds for that particular project so we did that resolution on the on the bleachers which of course we all have to remind ourselves that in turn that project will never Garner matching funds but it's not that type of project so just help me out because when you when you have words like use of Elementary pupil grants when I know how big the needs are I'm
251have having an anxiety so we've committed funds we didn't turns out we didn't even have the right amount which I understand because now I understand we weren't taking into account the lowering 88 so if you can help me feel better about this then maybe I can move on I'll do my best and then I also have Jeff hoskinson on the line that can help expand further into it foreign funds and as we do these projects we're always applying for for every project we've done we apply for matching grants including you know modernization or new construction the Solar projects generated funding and then you have different credits available to you that start to wind down so there's a certain and then the credits are provided in different at different grade levels so that's this is the

253I would have passed a resolution already for San Clemente High School's gym uh with that money but I haven't done it yet so you know so I think we need to understand the ripple effect and this is sad that we have to look we're looking at pennies with huge needs and again we've got this this uh bleacher project I'm you know many high school's bleachers are older and they have as many lawsuits so this is a challenge right so we've kind of extended ourselves so Jeff go ahead see if I can feel better yes I and I can try to explain at least uh the math component of of this particular item um so basically what this particular item is dealing with is is your eligibility to get reimbursement for the the stem building that
254you constructed at Newhart Middle School and based on this the cow the formula provided by the state you have a limited amount of Middle School eligibility of 60 seats left which would leave you with a shortfall basically you you get you wouldn't get your maximum reimbursement from the state just using your allocation of uh of eligibility for Middle School seats but what what the state guidelines allow you to do is in certain circumstances transfer eligibility from other grade levels and in this particular case you're looking at transferring your Elementary School eligibility of which you have uh 1091 uh basically I'll call them credits but you have seats available for eligible for reimbursement you're looking at transferring 183 of those so only a small segment of that and the reason you're eligible to do that is
255because your uh your contract with your teachers allows you a load factor in your classrooms K-12 that is is different from the states so it gives you extra you all of your elementary students are housed and actually uh you have 900 as the plan based in the resolution you have 963 classes with additional students that you can house in each classroom each of those classrooms are six students per classroom so you actually have uh excess quote access student capacity for elementary school students of 5778. so your elementary students school students are are fully housed so you have those credits available that you don't need to use for elementary schools to maximize the district's reimbursement for the stem project so that's the math behind this particular resolution and this reimbursement you're not using up all your
256eligibility but you're maximizing the reimbursement to the district so you have those funds available um for other projects well we have those funds earmarked for our project we passed away so we I mean so whether the replacement whether it was back that resolution maybe it wasn't bleachers and we had decided to give them um I don't know something else but okay so I think I kind of get it I I will I will move on but I think this is a challenge right we we went down to have that we didn't quite understand and we've committed and in the future too we've got to look at these products if this is the only game we can play because we're having trouble with bonds that is matching funds is the game well we better really do

261setting it's Arts it's music it's everywhere so Ed weekly ironically today kind of touched on a little bit how we want to maybe look at this so I kind of folded it into the grading because we're we're gonna have to figure this out sooner rather than later and frankly listening even this evening to our discussions about our writing our stories and our Communications well as you start to learn about it it's right there right now in real time we could say you know write me something about a bond for daily Hills High School so it's pretty pretty wild um and there's an equity piece to it as well you will have that child that is going to be in that eighth grade geometry who's figured it all out and another child who has not we

264opposed to kind of being scared about saying let's say look at it for those of us who just started to learn about AI it was a real eye-opener and the activities were they were really great they did a fabulous job okay in terms of preventing but I'd like to like to make some comments on this because I have thought about this as well thinking like it takes me back to the graphing calculators right and then we were supposed to put the calculator away but now finally that we've embraced the calculator and I was listening to an article I was listening to a news uh show and they were talking to people about AI in this particularly this case where kids can use it to write essays and poems or whatever and a teacher got on
265and said here's how I use AI in my classroom and it was they read a book then in class the students write a thesis question about the book the expectation is they've read the book then the teacher plugs in each of their thesis questions into the AI and it generates the essay in the next class she hands the essay out to the students and then in class they deconstruct that those results and show and compare and contrast on with each of the thesis questions that I thought it was brilliant that this teacher embraced the AI and used it in a way that was beneficial to the students instead of being in fear of it because you're like I said it's here to stay and I just wanted to make that comment because I had been
266thinking about now how would you deal with this how do you work how would you figure this out and then the Princeton student who wrote A a way to see if it's AI or not and think but I thought this was a brilliant way that this teacher addressed it and we may want to I know of my son's uh industry that he's in you know well they're in a way way high high tech tech world so they um they obviously embraced it everything from simple like uh meetings and then how you have the meeting notes afterwards so when we look as a school district I think we might will need to bifurcate the learning process and the student what you could create your emails to all of us with AI so we're going to have
267to really look at what this is and make sure that there is trust going on but obviously the main focus is the learning environment and yeah whether they're embracing it who all is using it um and and there's a there's a there's a lot to it um and then the different models so there's there's like 12 right now they just they're coming really really fast in all different different applications so I so appreciate you um you know hopping on it and um this is it's here to stay my brain already exploded you know on certain levels so I can only go go about here with it Clark that was one of the exercises that tis put they put up examples up and then meet as a group had to move to one side of the

269when we're looking at the activities list there's a couple things that the board is approving and other parts are really just in acknowledgment so what a board needs to do on the activities listed and approve a higher a promotion or a resignation when we look at the activity of this though it's full of extra Duty assignments technically a board does not need to approve an extra Duty assignment because the board's already approved the compensation disciping or the hourly rate and that is just the person who's receiving that rate when you look at Athletics a lot of times you'll be seeing something after the work has been done and the employee may have already been paid this often happens when as team goes to CIF we don't know they're going to CIF at the beginning of
270the season they do their extra weeks in CIF they've done the work they're going to get paid then it comes to the board also our ER process with schools are sending in those names they could come in anytime during the season and occasionally a code quote finishes and end up with a probate so while we do put it on one list all together or technically is just a proven as I said the resignation termination you hire or a promotion added to uh interesting part on the question when do I look at the list especially on the classified side it's not separated out who's getting a siphon for their work or when you're hiring a new employee starting the March 15th board meeting you will see those separated out so if it is a walk-on coach
271being hired that'll be separated out so the trustees know you're making a new addition to our group then there'll just be the stipends here that you normally will see which I still think is a best practice so you have a lot of transparency on how much our employees are making for these extra Duty assignments so my concern is also you know are we giving up any of our legal recourse if one of these employees violates our policy and we want to terminate or you know there's an investigation or something like that you know because by voting and supporting it for de facto kind of condoning that employee and I want to make sure there's no recourse or loss of of our position in terms of how we you know how we can deal with that
272important right now for an extra Duty assignment these are all considered at will so up until recently a district could decide when to end any extra Duty assignment there is new case lot of north San Diego County that when you are ending at will employ for an extra Duty assignment you do need to engage in similar to a scally meeting but the employee does need an opportunity to address the charges that you are stating while they're losing this type of interrupture doing the assignment having a north um I don't remember the district it could have been Poway but I know it was North San Diego we had a recent situation we're ready to end an extra Duty assignment and through legal advice would say you know you don't want to come back to this at
273her meet with the employee bring up the charges I have a conversation as to what happened and then make your decision if you're gonna end that extra Duty assignment and so that's why when you say what are our legal recourses by hiring an employee in one of these situations nothing because if there's an incident we'll immediately put them on an unpaid suspension complete the investigation as I stated in our presentation as quickly as possible so the team can move on the coach can move on and either come back with a reprimand or be separated from the district and not an infraction okay does this mean you say an extra Duty assignment so I know sometimes there's a teacher who um oh I don't know like well my husband for a while was teaching a science
274class after school and he had teachers come in and kind of supervise because he didn't know any classroom control so if they decided not to do that anymore that's an actual Ruby assignment would they you would you have to go through that same process with that yeah it's actually Duty assignment so if you're a teacher you're hired for your regular salary and then in the contract there are extra Duty stipends that are could be the hourly rate or a specific stipend now when you have a certificated teacher they are represented by our association so if you were to have a meeting with them about removing an extra Duty assignment they would have right to Union representation and you were collaborating with your Association partner you know 83 months and then yes so in this case
275you would or if let's say the agreement was for one semester if you've done your one semester we're not continuing at all if you made an agreement for let's say a 12-week segment and after the second week there are some issues and it should follow for a regular employee some type of progressive discipline to make sure you're making a fair decision to not continue with that extra Duty assignment if it's a walk-on position then you could just immediately go to an unpaid suspension especially if it involves anything with students misconduct something that you'd be concerning of having this employee still working with our kids complete your investigation quickly make your decision then you would end the stipend when you put them on an unpaid suspension or the investigation is unfounded and then the employee would
