004women's History Month grew out of a week-long celebration of women's contributions to culture history and society organized by the school district of Sonoma California in 1978 presentations were given at dozens of schools hundreds of students participated in a real woman essay contest and a parade was held in downtown Santa Rosa a few years later the idea caught on within communities school districts and organizations across the country in 1980 President Jimmy Carter issued the first presidential Proclamation declaring the week of March 8th as National Women's history week the US Congress followed suit the next year passing a resolution establishing a national cele celebration 6 years later the national women's history project Su successfully petitioned Congress to expand the event to the entire month of March this year's theme moving forward together celebrates educating and inspiring Generations
005this theme celebrates the Collective Strength and equality and influence of women who have dedicated their lives to education mentorship leadership and the shaping of minds and futures for all generations thank you Miss Maser um and I also want to thank Miss Lyon Bri Linda Brian as well uh of helping and assisting uh the board to recognize some amazing women and young women um that are making differences in our community um and making sure uh women will be uh a part of our future so the first person I would like to bring up because I'm going to make sure I give each of them their flowers um Dr susette [Applause] Codwell just know we going to take a picture too this young lady is uh is leaving us well have already left us but left us
006with big shoes to follow uh as she has always showed up for our Paras and as a special need Mom I know Paras is the back to the heart of our teachers and we could not have done such a major work in TPS without her Miss Chris Schwarz [Applause] this amazing woman I wish I had her organizing skills um she has single-handedly uh captured our history to make sure we never forget who we are so we can keep fighting to become better and better and I can't thank you enough for all the heart hard work that you have done for TPS for our community and for preserving the history of too Public Schools miss Robin [Applause] ha the last young lady is a bright future and is an amazing future elected official unfortunately she cannot

012Heather NY and Kristen Haiti all of uh Toledo persist at this time I'd like to treasure to recite the policy for Community comments the board values the input of citizens and community members regarding all aspects of the district the board understands that education is the center of all Community issues and activities and that input is important because it allows the board to hear all views on all matters in order to ensure a quality public comment portion during board meetings all citizens and community members who are scheduled to speak before the board shall abide by these general rules one each speaker has three minutes unless Modified by the board president two the time will be displayed for the speaker and the public to see the treasure will announce when time has expired any questions that speakers
013would like responses to should be submitted in writing and the board president will secure answers within a reasonable time frame normally 7 to 10 days depending on the amount of research required to provide a comprehensive response and the time sensitive nature of the question four board members will not engage in policy dialogue with speakers but we use their established committee format to have substantive dialogue the public comment section is the opportunity for the board to listen to All citizens and community members and make contact with speakers following the meeting for individual feedback and questions the general guidelines are established as a way to provide the maximum opportunity for board members to listen to Citizens and community members and provide an organized instruction procedure for feedback that will help our students and Families thank you Mr
014treasure uh just time with speakers uh feel free to come forward here with this microphone good afternoon everyone I'm Melissa portella a friend and longtime admirer of sheenus we're here today in honor of women hisory mon to pay tribute to a woman who has done so much to uplift others in our community Sheena without asking you reached out to me more than once to check on my mental health and wellbeing you strengthened me with your encouragement and wisdom in a time when I felt overwhelmed and wondered if I had the fortitude to continue in my work and my activism thank you I appreciate you I'm here to uplift that I have never met a community advocate that does more and shows up for students in the district the way Shea does as a black queer
015woman the way she handles racism and queer phobia from all sides while still doing the work and showing up for students is the representation perseverance and advocacy and education that is often missing and that TPS students deserve and will benefit the district long after tenure I graduated from start entirely too many years ago to name with an education that I'm still proud of I'm so thankful for Sheena and her work on the board that guarantees our students have the same opportunities as I did thank you for never giving up Sheena hi my name is Heather and I am a TPS proud parent it is my honor to present this award to an amazing School Board member Advocate and his bares is someone who always goes out of to recognize others and tonight we want to
016recognize her too is a very diverse City it is important that our students are represented on the board and M Barnes makes sure that every voice is heard and Valu she is always willing to take a stand and do what's best for our community this women's history mon certificate of recognition is proudly awarded to miss she in recognition of her tireless advocacy students and her community at large and in appreciation of her support and elevation of our unsung Local Heroes that surround and uplift us da Barnes we see you we appreciate you we honor you and we love [Applause] you for e you know my payack e e all right congratulations that uh takes us to the uh next section section four and uh do we have a student representative I don't think no not
017today okay uh we have someone from parent Congress good evening my name is Joanna White I am the President of the parent teachers organization at Jones Leadership Academy of business and I'm also a part of the parent leadership board here that TPS has created I'm here tonight to give you an update on the attendance Blitz that we have been doing for the last since the month of February we started forgive me the purpose of the attendance Blitz is to encourage our families and our students and and notify them of the importance of being in school on time all of the time uh State testing is coming up over the next few weeks and so we've been getting those testing dates out there during these attendance Blitz we have been in the car lines in the
018morning offering the parents coffee Donuts cookies thank you cards and flyers most important in English and Spanish with the dates of the testing specific to each school we have had lots of enthusiasm with this from our parents they appreciate us we have been able to get out there and actually meet our parents at different schools the principals have participated the School nurses have been participating The Faculty the counselors have been out there participating we lost all of that during Co being able to put a face with a name our parents don't have a reason to come into the building they don't want to so we have to get out there outside of the building in the parking lot to meet them and ask them you know why are you late to school today we're not
019out there just because we want them to get there early we want them to get there on time but we also stay out there after the Bell Rings greet our late students greet our late parents ask them why and how can we help you prevent this from happening again what can TPS do what can our school do to help you get your student to school on time and are you aware that every 10 minutes adds up and every minute that our student loses from being in the classroom um that's educational tutorial time that they will not be able to make up and so we have been trying to calculate this concretely we have been getting the attendance records from the schools from the day that we started the attendance Blitz at the school until the
020day to currently and so a couple of schools we've been able to double back we've been able to double back to uh L Stewart we've been able to double back to Jones Leadership Academy but we've also increased it to Woodward High School to the high schools and also to devot and several other junior high schools and elementary schools and so we are excited about the progress um we are disappointed at uh some of the results that we've seen with the hard numbers and we are trying to figure out ways of how we can encourage and the importance to our parents of making sure that your baby get to school on time if it's laying their clothes out at night before they go to school all they have to do is just get up take a
021shower and throw them on then that's what you need to do comb your hair at night tie it up that's what you need to do those are some of the suggestions that we're giving our parents and also if it deems to Transportation we're giving them alternatives to Transportation issues as well I appreciate you allowing me to be here today and thank you and have a good evening we certainly appreciate you uh next uh would be U uh tap Mr milio Ramirez thank you and thank you for recognizing women's history month and amaz thank you for I do want Union president and I want to say that will continue to support equity and inclusion sitting that my wife is on the list of the retired Dr Sarah rire F and I want to get make this
022plug that unions were the founders to make sure that equal unities for women females in the workplace strive to continue that to thank you Mr Mayes uh 4.04 is uh TFT I don't see a TFT representative here and then uh 4.05 is asme representative and I also don't see an asme representative so that will uh take us to five uh comments by the board U we'll start uh with Mr Parker Pastor Parker thank you Mr President um want to it's going to be very quick I want to uh say thank you to Gro Patterson and U them giving the Pledge of Allegiance and our mission and our vision on today to the phenomenal women who were honored on today we want to just say thank you it's welld deserved and thank you for being the
023impact that our community needs one 1,439 combined years of retirees is nothing to sneeze at that is absolutely phenomenal and that is a testament um that education matters and that there are people who are invested in seeing our children and our students become better every day um so even though they were not here physically we just want to say thank you for your service for your dedication for your consistency to our district and what can we say about Miss Barn and the acknowledgement of who she is consistently as well and your fingerprints of impact touch so many lives and so many people and it's evident by these wonderful people who are here on this uh board meeting and so thank you Miss Barn for all that you do you guys made her cry she doesn't
024cry there's no crying in baseball I mean she just that was pretty phenomenal I should have took a video of that because that was uh pretty phenomenal and then finally president Vasquez and I just returned from Atlanta Georgia for the cbook conference and uh it was great sessions and meaningful connections with uh fellow Educators and um just really excited about the sessions and the the lessons that we learned and the information that we received and so um I think that we're coming back with great ideas to better our students and to better our community as a whole thank you Mr President thank you Miss gerin thank you Mr President um I uh also want to uh express my congratulations and gratitude to um Dr Cowell Mrs ha and um Mrs Schwartz cofs and uh thank
025uh Miss Barnes and her face committee for always making sure that we're um we're on top of making these recognitions and and as she likes to say giving the flowers um giving everyone their flowers and uh persisters my goodness uh there are a million ways to pers to um appreciate what you do in the community and the super important work that we have ahead ahead of us in general in this community uh and I there isn't anybody else doing it as uh uh consistently right now uh for us here in the Toledo area and just uh turning the tables and offering uh Miss Barn her flowers today uh was a perfect example of that so I'm I know she appreciates that uh we have um those that list of retirees kind of gave me pause
026um not only the number of years but just hearing the names uh a lot of a lot of folks uh have been working for the district you know you heard them 30 30 years 33 years 38 years uh it it it worries me a little bit the you know the term I think used to be brain drain right and can we really afford to give up all of this experience because experience matters and experiences um you know what we really uh need to hang on to and hold our hats on but I certainly wish everyone well in their next Endeavor um after all you know 30 years 33 years 38 years you know it is it is a time for folks to be able to move on to the next the next thing um in
027their you know in their lives um but I do worry about um when this time of year we get a extra long list of retirees because of with Staffing uh we we have some deadlines and some things where we want to know right we want to know when uh who's planning on retiring and so forth so it's always right about now in March where we get this very long list and each time it's like oh my gosh oh my gosh she's going he's going no what what are we going to do so um I just like to to recognize their time and also recognize the challenge it is for a district to you know maintain the levels of professional experience that it takes to uh to keep a large Urban District uh moving forward and
028and and appreciating that um Pastor Parker you mentioned a conference that you just attended um I think our whole board is going to be attending um the network for public education conference in Columbus it's a national conference Network for public education the fact that they're having it in Columbus is a really big deal so we're super excited about being able to be part of that uh right here in Ohio of as a National Organization and boy are they are right on top of the um the the issues and challenges that public education is facing uh I mean Ohio's Ground Zero is an example of that mess um but they also are bringing that National perspective because obviously we're fighting this battle from so many different fronts uh so we're looking forward to some learning learning
029there uh on an on an upcoming weekend where your board members will be uh attending on their own time um to learn uh and contribute further to the the bigger picture of of public education so we're looking forward to that learning opportunity that's all I have Mr President Miss bars thank you Mr President um first I would like to uh acknowledge the words of Mr Ramirez um as a proud Union daughter I thank you I thank you uh for naming what needs to be named we're no longer using letters diversity equity and inclusion it is what it is it's not an alphabet um while youm down there Miss White thank you for always showing up and uh since we have a a big group this is not this is new to for us y'all um
030Miss White here uh her babies left Jones they graduated 2022 three years ago and she is still serving as the PTA PTO president and when I say serving I mean leaving no crumbs um that's a phenomenal woman that we're and she inspires me to continue because not only for her babies but all our babies in TPS and to my family my cousins um to my accomplice who got me today um what I was hearing over and over again is always check on your strong FS um with the news of us losing another TPS baby um um it was hard it was hard yesterday um and with my own my oldest child being sick it was a lot harder um with navigating what this uh Administration is doing in education when I have my own children
031to fight for as well as uh 20 20,000 plus other students plus our 4,000 plus staff members um it it does get heavy and to see I can't cuss that much but to see people show up you know when you're with a a light when you are feeling like you're in the dark that was one of the days I was having today so I thank you and I I put together something I said I'm beyond grateful for the village that stands together on this journey with me of ensuring diversity equity and inclusion aren't just Concepts but realities for all Ohio ones together we are not just opening doors we are breaking them down we are teing walls downs and rebuilding a future where everyone and I mean everyone belongs and because of you all I
032am keeping my fight strong so thank you so much thank you Miss bar Miss V I'll try and keep it brief and I apologize I'm sicker than a dog right now um first I'd like to thank um grow patteron academy uh students I love the fact that we bring students into our board meetings um normally we do not have any crowd um so it's always nice to see smiling faces on the screens and the reciting the Pledge of Allegiance or the mission and vision statement um it's just a part of our meeting and so I I I'm thoroughly grateful for that um I'd like to certainly uh thank and congratulate our honores for women's history month and um Sheena I personally like to thank you because if you weren't intentional about bringing these honores to
033us it would not have been done so thank you for that and what you see tonight in the room is love from the community so thank you for sharing your love with her um we certainly we certainly love her um to our retirees my goodness um that's an exorb amount of years I I there are some folks that are on this list that I graduated from high school with there are some folks that taught my daughter um I uh a true advocate for our staff in this District um you know we couldn't do any of the things that we do without um what they do on the ground each and every day so I certainly applaud them and you know maybe when they've um had some time away from the district they'll come back we
034can try um and then Miss White I I tell you what I am so happy to see a parent face down there um and I've already warned you what's to come of that right um you know parents usually recruit to jump on this board at some point so I know I just pled the seats right um and this is all this is all fun great stuff and I love the happy stuff but I would be remiss if I didn't talk a little bit about um one the things that are coming from the state and the federal level um are Insanity uh it's the only word that I can use because there's so many negative things coming at public education um and and our Focus has always been on student centered decision making sometimes it becomes
035comes extremely difficult making those decisions and tonight is one of those decisions that we have to make here um shortly and I call attention to it because um you know it's not always the fun stuff that we we get to do right it's the hard hard decisions um we ask questions we lose sleep over things um this is tonight's decision about Mayfair and Edge water is not easy it's not easy um we have a budget that we have to fall in line with and um sometimes things are tough so not to leave on a somber note but at the same time being a board member up here well it's good sometimes all fuzz fuzzy and warm and we love love love the community it's also hard decision making um because we also live in this
036community that we're making decisions that impact them that's all thank you uh my comments are going to be uh I want to uh thank Grove Patterson uh for their partic participation in the board meeting I also want to uh congratulate the uh women honores uh tonight I want to make a special call out to uh uh Miss Chris Schwarz uh we graduated together and uh I also want to just note that uh M Schwarz Scot Dr Durant Mr Ramirez myself are all weight graduates so uh that really makes her her really special um I also want to say something about our uh retirees I want to congratulate them and I I'm like uh Miss girk and I I pause when I hear so many uh tyes that's a lot of institutional knowledge uh that we're
037losing but on the other hand you look you take note of the number of years that uh they've been with us it's it's hard to expect more out of them they they have a right to enjoy this this part of their life uh I I do want to uh mention also that while we celebrate the honores specifically but U I think it's time to celebrate all women that you're all making contributions uh to the community to society um Mr romez mentioned uh his wife is retiring uh my my wife would like to celebrate her I certainly want to celebrate all of my uh female colleagues here each one of them could be recognized uh for the contributions that theyve made to the community um the other thing I want to say is is that uh

045School whereas specifically sb27 redefines a poorly performing public school as one serving grades three and above that is in the lowest 5 % for Performance Based on the performance index score for three consecutive years and is in the bottom 10% in its value added progress for three consecutive years whereas this expanded criteria for labeling a school as poorly performing represents a legislative overreach that if enacted would threaten public education by one forcing more districts to take drastic actions such as closing schools two undermining voters choice by transferring control to private operators and or three compelling schools to replace staff which overrides collective bargaining agreements whereas the punitive approach of sb27 threatens a students neighborhood School while failing to address the root issues behind Educational Opportunity Gap such as poverty underfunded Mental Health Resources and educated
046s shortages excuse me whereas the board believes that proper corrective efforts must first start by exploring the current School improvement work within districts and that Corrections must be developed in partnership with the Ohio Department of Education and Workforce and other state support teams to sufficiently identify ways to better serve students whereas the board urges the state legislators to invest rather than devest device excuse me in its most vulnerable communities now therefore be it resolved by the board that section one the board remains opposed to Senate Bill 127 and other legislation which would impose undue financial hardship on the district section two the board reaffirms its commitment to investing in vulnerable communities and providing a quality education to all students section three this resolution shall be in full force and effect from an immediately after its
047adoption it is found and determined that all formal actions of this board relating to the the resolution were taken in compliance with all legal requirements including section 12.22 of the Ohio Revis code thank you Pastor Parker I would like to request a motion to approve uh opposing Ohio Senate Bill 127 so moved second it's been moved and seconded any discussion Mr President yes I am in strong support of opposing house bill of Senate Bill excuse me 127 because this bill is not offering a solution it's imposing a sentence I think that this bill is punishing public schools and for circumstances that often stem from other areas such as poverty and it defines failure by numbers but ignores the stories behind them the children who come to school hungry the families that's struggling with housing and
048the teachers that are doing more with less so instead of closing schools we should be opening doors to funding and Mental Health Resources and partnership ship that support real Improvement our community does not need State takeovers they need the state to stand with us not try to dictate over us let's invest in schools not abandon them let's Empower Educators not replace them and let's believe in the potential of every child no matter what their zip code is thank you Mr President well said Pastor Parker any other comments Mr President this is just another example of the war on public education uh we spend a lot of time in this uh in this body opposing things that are coming out of the state it's a lot of time that we could be spending uh you know
049on the actual uh work of educating uh educating children I mean there's so many things wrong with this the same uh that we keep coming up with over and over first of all uh we don't believe that the um high stakes testing measures what it reports to measure the testing uh is flawed in the first place uh then they're going to use things like test scores to decide what a failing school is without looking more closely they have a nerve to talk about uh making it easier to take over school while they've just invested uh over a billion dollars in private school vouchers at the same time that public school funding is being reduced by tens of millions of dollars in the state the proposed state budget uh so it's just every everything is just
050um upside down and backwards it just simply doesn't make sense we're fighting these battles on so many different fronts uh that it's it's just become a mantra uh month after month in this uh in this body to once again spend time uh looking at uh yet another way that it is the um the goal of the state of Ohio to dismantle public education make no mistake they've been working on it for decades they have a playbook for it uh and that's exactly what they're doing chipping away uh just uh one one cut at a time uh so I will be supporting this um uh resolution to oppose Senate Bill 127 other discussion yes Mr President um I will be gladly um supporting this resolution because I find it very funny and not haha but oh
051my God again that they keep using terms terms like poor performing um when it comes to our trans and gender responsive uh Community danger when we are looking at them being performing very poorly and they are in dangering all Ohioans even if you are not affected by some of the I can't I'm trying to cuss too much uh some of the stuff that they're passing what I find that is always irritating when they are trying to dictate what the criteria criteria is for Education none of them have ever taught so how it's like you're going into the hospital and telling the doctor the surgeon how to do a surgery that only you have experienced but never went to actually go to the education and jump through the Hoops of getting certifications on top of certifications
052and I know personally cuz my mother had to do it every time they Chang the name or change funding to ensure that she was doing what she loved because let's be honest they don't do it for the money um they are the most I'm talking about teachers in our staff and education are the most criticized but when you think about the responsibility that they have for our future this is the most impactful job on the planning of the earth if you think I'm lying just think about how many of us in this room and who's watching thought Christopher Columbus was a great idea because it was taught to us that's indoctrination so to have people now saying based off let's just be honest bigotry that we're are not economically standing against some of our counterparts
053in different districts when we're looking at the report card or the scorecard or how they rate US it's clearly talking about how many grocery stores we have in our neighborhood how many single family homes we have in our neighborhood gun violence it's not talking about the teacher showing up earlier so they can make sure the babies are fed make sure they have housing make sure they have clothing the people who stay after school to make sure the kids can play and do Sports volunteer run clubs because they know some of these babies going home are going home to unhealthy conditions or may not have a home to go to they don't talk about that they don't rate that because if they did we'll probably be a A++ because I have seen teachers do it I
054have known teachers to do it and I have benefit as a parent myself of teachers doing it it is exhausting to have so many paint people with opinions making decisions for us to have to govern off of when they don't come to the damn District themselves to see the m m um amazing staff that we have um to see if you just look at nosy too I'm probably gonna get them a shout out so they gonna be on Facebook the the things that can go bad in a second and yet somehow Dr Durant shows up and he is like a movie star to these people to these kids how I don't get any credit until I say I'm Dr Durant they don't let me in the room they don't report that because that's community and

060you our students that we bring over there say they enjoy the senior PRS with senior citizens than they do their own problem so it's a great event to be at uh we're partnering area off on Aging uh to continue to keep that going uh at the same time again appreciation to the board supporting and assisting with the tour uh the tour was a great success that we brought many leaders school officials and others and has fired many districts to really Advance themselves in the Career Tech space and uh just coming back from DC and the Council of great City Schools I can tell you TPS is on the map without with with all the 78 school districts across the country and uh they constantly speaking of us pointing to best practices and other things so

062lot of people here by this point but I just like to um always mention that you you you noticed that we had one big vote on that consent agenda uh and in that consent agenda are uh lots of other lots of items are within that and uh just so you know they that they came to uh this meeting after spending time in committees right so some of those things have seen more than one round of committees but uh everything uh all that work gets done in committee meetings which are public meetings in which uh committee consists of two board members every uh board member has between two and four committees so that's four meetings a month counting not counting this one so up to five meetings a month to actually really dig in to the
063um nuts and bolts of each of those things that we vote on so it's not all just tossed you know blindly into a consent agenda it's all it's all had a lot of uh a lot of eyes on it and a lot of work done before it gets here uh we just like to keep our meetings a little more efficient rather than pulling uh going through each of those items you know one one at a time for a vote so I always uh I always like to call attention to that um board docs is where you can always see our committee U meeting um notices agendas and minutes as well as uh the minutes to to these meetings uh so there it's all out there kind of this continual cycle month after month so I
