002to highlight those Trailblazers who push the L through innovation ship and unwavering dedication to progress in various Fields including education science business the Arts and social justice their success serve as an inspiration to others and whereas Cal Public Schools encourage all students staff members in the community to engage in activities lessons and events that highlight the history culture and contributions of Hispanic and Latino individuals during Hispanic her's month and throughout the year therefore be resolve Public School Board of Education hereby recognize and celebrate his spant Heritage Month 2024 thank you m bones at this time I would like to turn it over to our vice president Mr Basquez yes uh thank you very much we got a v i move okay second move second any discussion that please call to you discuss oh sorry okay

003sorry Mr Vice President um I just want to add that uh I'm glad to see this resolution that we're celebrating this month um in particular much of my family have uh been Educators for through the public schools uh teachers principes um attendants champions um of course myself uh so uh we have a lot of Educators but we go Way Way Beyond even some of the things that uh we're celebrating here um Hispanics and Latinos have made their contribution to uh Society United States all of my uncles uh including and my father were all in World War I um so they serve their time in the military uh We've made tremendous contributions to this country and particularly to this community so I really appreciate the resolution thank you I just want to say I am always

004so proud to represent uh a district that is understanding the assignment of what true diversity equity and inclusion really means um this past week actually in the past two weeks we had a lot of celebrations and um honoring of the work that our staff um and our students are doing in throughout our district uh with the County Commissioners and the city recognizing us and give us proclamations for the good work that we are doing to make sure we uh have a welcoming district for all and I am so proud to be a part of that history um as far as making sure that everyone feels seen heard and valued and I want to continue to learn more about our Hispanic Latino latinx and La Latino uh friends families and neighbors thank you yes Mr President

005thank you um I also I mean obviously I'm gonna um agree with everything my board members are saying so far I mean Sheen I'm so glad that you brought up uh from the county um it was really a great celebration to recognize our TPS staff members in our um our scho smarts Academy for sure um I will also say if you get a chance to go look at the board of County Commissioners Facebook page uh they're recognizing Bob Vasquez right now um during Hispanic heritage month so it just goes to show you that our community is a welcoming community and we really work well together and we focus on what's important making student centered decisions and um being respectful of all cultures thank you thank you I'm just always happy to have these opportunities and

006moments to recognize um the heritage of our community and uh the diversity of our districts I appreciate this opportunity thank you and I agree with my colleagues this is always a wonderful time where we highlight the diversity of our district it's very important to us all and I'm thankful that we continue that um to make sure that all of our students and our the staff and those who are part of our understand how much we appreciate them individually and their culture Tre Mrs yes Mr Vasquez yes Mr Parker yes M Barnes yes Mrs girin yes okay at this time now I would continue the presentations and turn over to vice president Mr Vasquez um I want to uh let everyone know and I want to present to the board at this time vwi and myself

007were able to attend in Nashville the conference of asmo and what they did at that time was present a plaque to the board members it to you and it says asmo International and this was in recognition of uh Mr St schy presid of asbo uh for the last year it was quite a celebration they were very appreciative and what the plaque says is asille international recognition of Exemplar support presented to the to Public Schools too Ohio for exy support of ASO International and the school business management profession during the ter of Ryan St schy as the 20124 asbo international President we wish to express our gratitude and appreciation for your support and contributions uh this is from the members and Board of Directors Association of school business officials International September 2024 get ready for a

008picture come on Mr TR e e e thank you so much for our presentation and recognition we will now go to section three which is community comments and at this time we have none for this month so we'll go to section four which our organ inut um representative from student representation parent Congress and Mr rire thank you for having me um first I want to uh be surprised we're at at the end of September already another year running quickly I just remind folks that mail and ballots start October 9th and election is November 5th a very very important election so make sure everybody gets out there and vote but thank you for me thanks thank you so much I don't see any other representation so now we'll go to section five comments from the board

009Mrs our well first of all I want to thank our retirees um we could not do anything in this District without the staff members that work so hard and have served so long um knowing that our students are always at the Forefront so thank you to our retirees uh certainly want to thank our students that participated in um the mission and vision and the College of Allegiance it's always great to incorporate them some way it's difficult for them to be here in person so it's nice to see at least some video um their participation with our board meetings and then of course congratulations to Mr Sealy uh it was great to be down there with you I learned a lot from the conference so it was uh from a board perspective um you know from

010treasurers and business officials probably didn't want us there but um because I learned some T bits there right that were quite interesting I think Bob and I shared that um and then I also just want to make a comment that recently I was able to uh go to Washington DC and I visited with um Marcy kep's office with shared Brown's office and with JD B's office um about public education and um the vision that we have here in our district um and it was great I had great conversations with all three offices uh really seeking um any type of assistance that they could bring to Ohio and public education in general here in Ohio um it was a it was a good conversation and I think anytime that we can Advocate on behalf of public

011ad on behalf of C Public Schools and then invite them back into our district I think is always a good thing so I look forward to um all three offices participating thank you thank you m Mrs G thank you it's always neat to see um audience members and folks that uh come out to see us in person at our board meetings but at the same time the efficiency of our board meetings with um so many things that are going to be voted on in one uh F called the consent I always feel like uh it's um important to mention that um this these board members you see here all also serve on three or four committees which are public meetings and which are held monthly prior to this board meeting that's kind of where the

012work gets done and all the agendas get reviewed and the things get aligned that uh come before the full board uh you can find those um um agendas and meeting minutes and the agendas for tonight and all the documentation attached and everything board members have seen all month long on board dos which is available from our website it occurs to me uh Miss Meer maybe we could um and I'm always wondering how do we make it more um visible for folks who come to meetings and they see us kind of go through an agenda that seems pretty technical um maybe we could put a q code up or something each month that folks can even scan with their phone and take a look at the agenda in real time as we see it I know

013we you know we produce a a short agenda on the on the overhead but um just always thinking of more ways for you to see the the real work that happens or the the monthong work that happens also um as I mentioned in in public but uh appreciate you coming to our meetings and uh we we've become very efficient at these meetings which sometimes it makes it look like uh you know we're we're pushing through things without a lot of content being apparent or evident in the in in these meetings so I just always like to mention that when I see people taking their time to come see us at our meetings so thank you thank you Mr G Miss Barnes thank you Mr President um so I'll try to be quick so uh like

014I said the pastes have been very busy and with good things that our district is doing for you know our staff and our students um at Jones Leadership Academy I want to say they gave out and don't quote me I won't say almost close to 300 or so quotes um I was so proud to see my son um a proud Mustang sign up to do that um they had all kind of things to have make sure people have uh resources that they needed for whenever it get cold here in Midwest um also I want to congratulate our September graduates we have a few um so congratulations to you to making sure that you are are uh pursuing your your goals to higher education um and then I want to mention the Latino career ready Readiness

015Summit October 15 um uh at Bens Community College this is one of the things that our staff has been doing uh Jose Rosalez and Mrs Rodriguez Diaz and Mrs Brigman um and many others have maken sure that we do that Community Connection um and speaking of that Community Connection I know we don't want to say back to school but I I do want Tok you to the efforts of the staff members who took time off on their vacation to make sure 800 book bags was passed out at Robinson Elementary right before we start school and then also I want to uh say a well done fall meeting for this Mar uh group it was very packed in here I could not believe it was the same room um definitely made some new goals for this

016year so I'm looking forward to hearing from them thank you Mr President thank you Mr Mars Mr Vice President thank you Mr President uh I wanted to Echo the uh congratulations to our retirees I always see that as a good and bad thing we lose a lot of uh competencies we lose a lot of knowledge when they retire but at the same time we are glad for them that they are that stage of their life um be able to do that uh the the other thing um I want to make sure is that I covered during my comments some things about the Hispanics and Latinos uh from the past and some of the things personal but we have many Latinos and Hispanics across the district in many of our schools um and also in our

017staff and I'm looking over at Mr Emilio remirez was like you know I I feel terrible talking about uh people not not including you as one of our trusted and great staff members um as we have met as as as you would agree um I the other thing I just I want to go back to Nashville and uh congratulate Mr St schy uh it's always nice to go to other organizations and these were this was an International Conference so it wasn't just the United States but some other countries as well and to have one of our TPS owned to be chosen and selected as leader and I think that's that's one aspect and it takes extra time and one of the things I wanted to mention Mr St schy when I was able to say

018a few words down in Nashville that I did not mention was that when you told me you were taking on that extra responsibility you uh came uh saying that there wasn't going to be extra responsibilities there was going to be time you going be taken away from the district and um I really appreciate is it was very seamless in the respect that wherever you're at you take phone calls or text messages uh whatever day it is of the week uh whatever time it is of the day uh I did not see any uh slacking off of your responsibilities here at the district and I think that that really speaks highly of you and your your commitment to your profession and to this District so I just want you know I appreciate that very much um

019the the other thing is is that when we were down there and I think uh Miss farwood would agree is to um have uh all those uh school officials and business people know who we were I mean when we got there they know they knew exactly who we were they knew exactly who was on your board they knew all about Cho District um so obviously you have been there um making sure that Toledo as a school district was recognized I would also like to bring up that this is the second time that we've had somebody lead their uh colleagues andris Chris bar was the Ohio School Board Association President we have a history of producing leaders in our in our district and I hope that realize um how meaningful that is uh that our people

020are chosen uh for that um the other thing I want to uh mention is uh what Miss girkin talked about was the consent agenda and I feel the same way that you do that we do a lot of work a lot of committee work a lot of times back and forth to here this building to have those public meetings we created that agenda the consent agenda for for very good reason we used to have board meetings and I was part of those board meetings where we would start at this time and sometimes go into the next morning pest midday to discuss these things that just just really got to be unmanageable so it was for a very good reason that we went to the consent agenda um and so and it wasn't something that was

021taken lightly but I feel that with all the work that the Committees do and all of the things that our staff uh contribute to those committee meetings and and uh the board members um it just it just looks like when we're having a board meeting here that we're we're just glossing over that and we are not we we we do all of that work before we get here and um and I'm glad we do because those were just U that long they were just they were just awful um so um I think that's about all I wanted to say thank you very much Mr President thank you Mr President um again I want to thank uh the students from Oakdale for such wonderful not just pledge of allegiance mission and vision statement but also reciting

022the oak Creed as well and to our retirees for a combined 119 years of service I really just want to highlight U what Miss Barnes had said about the great initiative of smarts and how our students filled this room to capacity and it's always great to see their minds in action and the goals that they set for the year and I want to continue to celebrate my colleagues who began that initiative of smarts is just is phenomenal to see them working and feeling like their peace is success to the puzzle of District so um that's all my comments for tonight and now we will go to section six which is our consent agenda that my colleagues have talked about items agenda item 6.11 through 6.24 are our consent agenda items board members May request to

025girin yes 8.02 is our September 24th 2024 non-certified section I'd like to request a motion to approve the September 24th 2024 not certified move second move to Second discussion if not please call the Mrs AB Mr Vasquez yes Mr perker yes M barns yes Mrs girin yes okay we have already done 8.03 so we'll move to 8.04 which is a resolution opposing H Bill House Bill 103 and I want to take a moment to read that resolution um for your hearing whereas the Board of Education of the Toledo City school district is committed to par inclusive social studies instruction with the most up-to-date information and Teaching Standards whereas the board which is elected by Toledo voters selects curricula that best meets the needs of too students and engages a curriculum committee to develop and improve

026curriculum for our Learners whereas the State Board of Education elected by Ohio voters or appointed by the Ohio governor and confirmed by the Ohio Senate PR Ohio's social studies learning standards in 2018 after a 2-year period of public and educator comments these learning standards accommodate logic inquiry and fact based learning and are followed by to Public Schools whereas the Ohio House of Representatives has proposed House Bill 103 House Bill 103 which would create a task force of nine members appointed by the Ohio governor president of the Senate and Speaker of the House of Representatives this appointed task force would choose Statewide social study standards to replace those created by the State Board of Education and would likely require changes to the social study curriculum chosen by elected boards whereas this legislation not only contradicts the

027leld belief that individual School boards are best suited to identify the learning strength and needs of their communities within the state standards but also outour the creation of the new standard to Civic Alliance a national not Ohio organization that has developed the American birth right social studies standards which represent extreme efforts to overhaul public k212 curricula to align with the dictates of cultural War ideology whereas the National Council of the social studies uh ncss the largest Professional Organization devoted to the teaching and learning of social studies representing over 10,000 social study Educators has determined that the standards developed by the Civic Alliance does not align with best practices for the development of social study standards and if implemented would have damaging and lasting effects on the Civic knowledge of students and their capacity to engage

028in civil reasoning and deliberation ncss also stated that the suggested standards are an attempt to return to a time when United States social study classrooms presented a single Narrative of us Western history that glorify selective aspects of History while minimizing the experiences contributions and perspectives of uous people people of color women the lgbtqia a plus Community the working class and countless others whereas unlike HBO 103 the TPS board supports voter State and community-driven educational decisions about context standards made through nonpartisan or bipartisan efforts now therefore be it resolved by the board that section one the board remains opposed to H Bill 103 and any other legislation which would eliminate Community focused educational decision making or remove from voters the power to elect their decision makers section two the board reaffirms his commitment to providing toal

029Public Schools students social studies instructions that increases fact based knowledge expands based thinking abilities and engages students in inquiry about their communities and the world around them section three this resolution shall be in full force and effect from and immediately after its adoption it is found and determined that all formal action of this board relating to the resolution was taken in compliance with all legal requirement including section 12.22 of the Ohio Revised Code moved second to move second discussion please yes please it's like where do you begin right um okay I would just say this once again we are find ourselves in a position as the TPS board to go against another um house bill this state legislature is out of control if you look at what's in um what's in this house bill 103

030to have the governor to have the Senate President and the Speaker of the House get to appoint people who they deem are knowledgeable about social studies learning standards that are already our board our State Board of Ed has created these learning standards it was already taken care of the the people in the state of Ohio elect school board members to do the job of curriculum purchasing right we're already doing that this particular curriculum is extremist in nature completely political at the end of the day I I don't want politics in unless it's an appropriate educational component that's the farthest thing that we should be talking about with our students this extremist nature and I guarantee you those three individuals because we don't know if that means they they would pass this bill and they would

031um have the current people in those offices or we could have even more extremists in those positions in the future why on God's rein would trust them to create social study standards at the end of the day I trust our teachers I trust us to teach the truth to our students we're not going to sugarcoat it we're not going to whitewash it we're going to tell them appropriate curriculum I trust our teachers this bill and I certainly hope that the community at Large um makes phone calls to the folks down at the State House make phone calls let them know that this is a garbage bill it is it's just a garbage bill um I will tell you once um we pass it I'm just making an assumption here but this is going to get

032out to other school board members and other districts that they could replicate this particular resolution um and then also if passed tonight uh Mr S schy I would like that this gets in the hands of every legislature and the governor's office down at the State House okay leave it at that thank you I think some key uh key words or points for uh folks to take away from this resolution is you know taking the politics out of rewriting social studies standards that have um that that were welldeveloped using uh the expertise of Educators across this state it's something that an association of over 10,000 social studies educators are against those should be some uh some key points for folks uh the notion of the uh American Birthright standards is something everyone should look up and

033it should um quite frankly terrify you I don't overstate this but social studies is that broad broad broad the broadest of all opportunities to think and study all of this whether it's social issues political issues religious issues that's where it all where the rubber beats the road in creating a not only a knowledgeable but a thinking and questioning citizenry right in this American birth curriculum they call it the American Birthright standards they're claiming it doesn't have a specific curriculum um but that's the absolute opposite now this is the part where I'm going to sound like I'm overstating uh something but it's as if they don't want a thinking questioning knowledgeable citizenry and once that occurs that's when we really have to worry so pay attention to what our state and some other states in the

034country are doing the same thing but Ohio just seems to be relentless in his attack on public education and it's not just about local control it's about seeing through what they're trying to accomplish which is the opposite of a knowledgeable thinking and questioning citizenry so I going to be supporting this resolution in opposition to this house build thank you Mr this thank you Mr President um I would gladly oppose this uh House Bill coming out anything that says that people who look like me and my ancestors uh actually benefit benefit from enslavement um is ridiculous and way as of if they have a brain at this point this is the type of harm and logic that is causing uh Haitian uh citizens in sprink Ohio harassment leaving their homes their kids are literally afraid to

035go to school because of people who think like this is trying to take over Ohio and we cannot let that happen um and we will keep fighting um at every point we can that's every level we need people to make sure we're voting on every level because unfortunately I will not TR we have people that think this is okay at every level from the school board all the way up to running for the white house so I would just say that also I am so Furious that they spend more time trying to tell people who are elected at the school board level the State Board level and our Educators what to do when we have them hired in or elected in to think about housing income food Des things that they should be doing but

036they're so busy trying to take over to make their world a wider better place and yes I say a wider better place like I said always if you're not a white s gender heterosexual able Christian body male they do not care about you this world this culum and they are not trying to make it for you and we have to make sure that we keep pushing back on diversity and say that we need diversity Equity inclusion and so I once again say I would proudly oppose this bill and any other bill that to push harm and hate in our students faces and call it education thank you m president thank you Mr President for the legislature to get involved in once again in education and making education decisions uh Beyond well well and Beyond what

037our professional ators are making I mean it's stated in the resolution that J public schools has a curriculum committee that committees made of Educators not legislators legislators should stick to legislation and not education they are not Educators they do not have the expertise to stand in the place of Educators they should stick with what they were elected to do and allow the uh to make the decisions regarding education this isn't the first time I fear it won't be the last time that they uh exert U themselves into this process when they do not have the competencies to even be involved thank you Mr President thank you Mr Vice President I absolutely support this resolution opposing this bill the more I was reading it the more the preacher voice tring to come out U just a

038frustration of how this bill uh would mean that the decision of our children's learning is taken out of the hands of the parents the teachers and the board into the hands of State politicians and Mr G I did a little research on that American birth right standard and it has not been adopted in any other state um this is just another political agenda that they want to push their agenda more than what's in the best interest of the students you want to change the curriculum which means books change which means training which means testing or whatever but you're not going to offer any extra funding to do that and so all of these ridiculous things that uh you know just trying to promote a narrow view of history that ignores the diversity that that really

039uh makes up our country and who we are and so it leaves our kids unprepared for the real world by trying to provide a delusional narrative um is frustrating and I say to my board members my colleagues that we have to continue to Champion against these challenges um do continue to do what we do and to speak loud against the foolishness that is coming through uh the state so I'm sorry yes I just want to also say if you do decide to read the curriculum that they're trying to offer the American Birth please take the emotional warning it is a lot of hate and harm so just make sure that you are okay emotionally and mentally before you dive into that thank you yes ma'am thank you um Tre that was a heavy please call

043obviously if you were to uh if you were at squ AC Cora uh they had a great showing of proclamation from the city along with what they already had a few days before from the county so again great proud thank thank Dr uh just thanks for the support over the last year and Bob and Chris after you left the dinner on Friday there was numerous people that came up that want know how I got you guys to get there they really appreciate that you guys were there board members any last comments Mr no thank you I'm set up tonight M thank you m please check your vo registration and vote Mr Vice President none no further comments I'd like to make a motion to adjourn move second discussion not please call the vote Mrs yes
