002amazing I don't think we have any elevated music at this time I believe the only presentation is the one for Mrs bar so that is the only presentation for tonight okay at this time I'll turn it over to miss thank you Mr President I would moment to recognize some very influential leaders in our community that are saving lives by showing up being our their authentic selves um I am so honored that uh the Orcs that represent this group are here tonight to receive a recognization on behalf of to public school board um first I would like to recognize sual Pride um I'm not going to read the whole thing because first of all lot but also to speak the heart saying thank you for showing up and showing out and creating a space uh for

003all of us to enjoy love be loved and be supported with love um for those who don't know to the pride is responsible for Pride um that took place this weekend with three days events um roughly 13,000 15,000 people it it keeps going every year and uh it was truly a remarkable to see little ones all the way to our elders uh supporting those as allies but also those who uh need to see that we are here we are CER we're not going anywhere so that would be the first recognization the second one would be for to queer black Collective uh as a black queer woman it is vital that we have organizations that uplift our intersectional ID identities as we deal with homophobia transphobia and racis and aism and things of that nature and

004so I am so uh moved by the things that they're doing for our community to make sure that everyone has a space to feel welcome seen and heard and uplifted uh because I wish I had something like that when I was younger the third recognization would be equality too and I am not bu you know I was a former director so um but the advocacy uh the philanthropy that they do uh Beyond just words of actions of as the pantry that is inclusive for all and you do not have to identify lgbtq plus to actually attend the pantries open and welcome to all one of the pantries in northwest Ohio that uh has no barriers to receive items um from showing up sport marriage equality that's how it got started to uh being here locally

005and making sure our voices are heard um in different areas of government so I appreciate you truly for showing up for our community as always our last but not least um recognization will be trans too I just wanted to uh on behalf of the board recognize you um as we also tonight will be passing a resolution of house bille 86 uh because you're surviving you're giving hope to other trans nonbinary of Youth that need that voice that need to see that they matter and I know it cannot be easy but every day you still show up and Advocate you still show up and be you um and that in itself is empowering and need to be recognized and so I wanted to uh make sure that we uplift you because it is our pride month

006for too even though I know pride is in June but share a moment to recognize the great work that we have here in our community um that is moving the needle forward for equity and justice but also places that our students go to places that our staff go to uh that are a part of and I think we have some CPS graduates here in in the uh audience uh from the ORS um and just say thank you for surviving but thank you for showing up every day as your offend yourself you give me hope you give me The Bravery to uh show up as my and S and I know I would not be who I am without you all [Applause] sure I'd love to make a quick comment um first of all thank you

007to those in our community that support all of our students all of our students and I know one thing about this board is that we love each and every one of our children um just in a discussion that's it we love all of them and so thank you from this board member for being there for our students um to reach out to when they're when they need um I know I I missed pride parade this year because I had Can surgery um but I will tell you that it's one of my favorite parades I love to be in it I love to participate in it um I bring my whole family and so we will be there next year thank you thank you thank you for um for bringing these to us for this opportunity

008Miss Barnes and again just it was all stated in in the um certificates of recognition I too missed Pride this year because I was out of town uh but I I I was well represented um as my uh brother um Sylvia Austin the longest reigning drag queen in all of Toledo is my brother Mark siglio so I always get to you know write on his uh coils and I was really excited when he was featured in an article recently um in the city paper so that was really cool for our family to to see you know his story made um available to to everyone in the community so I appreciate also that support uh and my employer um I work at Sophia Center uh sponsored Ministry of the good Sisters of St Francis and Sylvania

009and we sent our um our team there for the Festival they were there in The Inferno for all those days we just debriefed on it today and I even had someone had to go home s because she was there for so many hours and hot but they they just really loved every minute of it and uh we were really really proud to be able to to participate in that way so uh there's a lot of different ways to do the work a lot of different uh angles uh look ways to say that uh we are very proud to be an inclusive community here in to thank you yeah I just wanted to say thank you U and same as the words are already spoken um and I think that what I want to say is

010is that we are very welcoming school district and that we will accept and care for in the best way that we can all of our students thank you thank you and again on behalf of our board and the words have been said we appreciate all that you do for all of our students whatever path they they need a Connecting Point to be who they are and each and everyone if you are that pece to the puzzle thank you okay y'all let take a selfie let's go to the right there e e e uh now we're going to go to section three which is our community comments at this time I'll turn it over to our treasury the board values the input of citizens and community members regarding all aspects of the district the board understands

011that education is the center of all Community issues and activities and that input is important because it allows the board to hear all views on all matters in order to ensure a quality public comment portion during board meeting all citizens and members who are scheduled to speak before the board shall abide by these general rules one each speaker has three minutes unless Modified by the board president two the time will be displayed for the speaker and the public to see the treasur will announce when time has expired any questions that speakers would like responses to should be submitted in writing and the board president will secure answers within a reasonable time frame normally s to 10 days depending on the amount of research required to provide a comprehensive response and the time sensitive nature of

012the question four board members will not engage in policy dialogue with speakers but will use their established committee format to have substantive dialogue the public comment section is the opportunity for the board to listen to All citizens and community members and make contact with speakers following the meeting for individual feedback and questions the general guidelines are as a way to provide the maximum opportunity for board members to listen to Citizens and community members and provide an organized and structuring procedure for feedback that will help our students and families thank you at this time our first speaker is Miss Charmaine Ivory Community activist regarding key points that TPS needs to approve upon Miss Ivory welcome assassination of TR that children graduate TPS off children Pro they'll be because they we're not everybody we seen what atts

013like on the federal level we seen Howen atted children thank you Miss I I do not see the second speaker and so we will now go to section four which is our organizational input now we do not have representation from our students or parent comrat so now we will go to tap Mr Ramirez thank you there's a couple things and I didn't know I was going to present this today but I did want to talk about UAW core values a little bit because it relates to what was just presented here so our first core value in uaw's M maintain high standards and contracts for our members which is a given but the second is that we are all equal and I'm going to read this to you it says the fundamental principle of our Union

014is that all people are equal regardless of age gender race ethnicity religion beliefs sexual orientation skill or educational level vacate it goes further that was that's number two the third one is that UAW core values we fight for everyone not just ourselves we are all connected the labor movement motto is an injury to one is an injury to all is more than just a tagline we set the bar that all working men and women deserve respect and dignity on the job while providing a decent middle class living for all our families but this goes beyond the workplace it is about our communities and our country we were there in 1963 when the Reverend Dr Martin Luther King Jr and at the march at Washington DC we supported Cesar Chavez in the United Farm Workers and

015we advocated for the release of Nelson Mandela from imprisonment in South Africa but it isn't enough to rely about our past because Injustice still exists today we oppose policies that are cruel and leave people to fend for themselves our last one is that bread box and The Ballot Box that we support candidates so I mentioned this because I just did some candidate screenings uh today and I just left the UW Hall and we talked about these four core values but it was fitting that two of them talk about um equity for all and uplifting communities for everybody and I and I'm uh proud proud to be a member of UAW but also a proud to be an educator because I believe that that's the fundamental reason why we exist is to uplift everybody in communities

016and and I stand by both those issues thank you [Music] no no it's okay you can you can definitely have that conversation with with him privately you got that conversation with him thank you yes ma'am thank you we are now going to we don't have TFT uh representation or asking so now we'll go to section five which is our comments by the board Mrs far with sure so thank you very much um listen I'm excited about the new school year um I know that it is a time of Joy great joy uh all three of my grandchildren are TPS students um I will say that two of them started in preschool this year and when I say that there has been growth for my four-year-old grandson last year when he was just three he entered

017into preschool and could hardly speak um could not tie a shoe could not do all of the things that you would hope that a three-year-old at that point could do the year that he had in TPS preschool he went in his first day and he is leading the class meaning he's instructing students where they can sit and how they can do this and where are they're going to go for this at four years old in speaking in full sentences and it is a night and day difference and so I am so excited about the opportunity for our students in this District we lead the way in so many ways and that's just another example so thank you Dr Durant and staff for your commitment to our students it's evident in just this one example of

018my grandson um now my granddaughter is another story she's three I don't know hopefully she's keeping her cloes on I don't know we'll see but let me just say that thank you um when we talk about uh doing something right this board is consistently doing something uh whether it's at the local the state or the federal level I do have um working with osba I am going to be going to DC in September to meet with legislators there um to see what we can get done and maybe bring some federal dollars back at the state level we are still working on an alternative to the state report card um it's like a dog with a bone on that one right so we're going to continue on and we're going to make that happen one way

019or the other um and then at the local level connecting with our community and our taxpayers we're accountable to them and I appreciate our community supporting this District that's all thank you this is Gir thank you making okay sorry um I am uh excited to see a new school year underway I was able to um sit in on one of the tap Leadership Academy sessions and see all the Fresh Faces as uh as all of our administrators were coming back to work they seemed um rear and to go and definitely engaged in all the learning opportunities I just want to say that that conference just keeps getting better uh I I was able to set in on the session uh for seven mindsets and uh I I think that's one of the um most important

020things we've adopted in the last couple of years is uh is this opportunity for teachers to have an accessible plug-and-play uh growth mindset social emotional learning platform at their disposal uh I actually got a chance to go to an open as well and I usually I always set out thinking I'm going to make it to two open houses during that two hours or whatever it is and it never happens because I am just so uh engaged and uh delighted in the in in the building uh that I went to I went to Harvard that happens to be where my kids went to school so I haven't really been you know in the building uh well much lately and uh I found that the um seven mindsets um uh infog graphics were posted on outside of

021every door and inside of every classroom so that really excited me when I spoke to teachers about it they're like yeah we don't know a lot about it yet but we heard uh and so I had an opportunity to talk to three or four teachers directly about how uh they're already doing morning Circle you know morning meetings and and how it's just going to make their life so much easier to have uh have these mindsets to work towards in the building so I look forward to uh the district continuing to support opportunities to bring seven mindsets to life uh just as we finished up a strategic plan and we don't want the Strategic plan to sit on a shelf we need to make sure that it is brought to life at every every opportunity um

022I'm hoping uh that we continue to bring the resources NE necessary to bring to bring this platform to life to make uh make things uh truly transformative in our in our building so I I appreciate that support and the opportunity to see it in action two different times about a week and a half so uh good work thank you m b thank you Mr President um first I like to officially welcome us back to school um my boys are not excited to get up early in the morning but I am so they can go out the house uh to have now Junior officially it's it's kind of so real to start thinking next year is coming quick um and of course Bambino is is still regulating no Greg Lindale Phil uh uh I want to

023also uh thank our staff for showing up during the summer um taking time out of their vacation to uh participate we walked in the African-American Pride uh or african-amer Festival Pride Parade um and it was just a amazing uh shout out to Lesean and the TPS cares coordinator uh Team uh they had uh steam Rays or the bikes and they had the bus and it was just everybody was scaming for TPS and also thank you to the staff who showed up for pride and walked in Pride our first Pride um and the same thing to hear people saying I teach at this school or that's my school mom um was amazing and I it's truly shows what TPS cares is about is that Community Connection showing up um and I'm just so grateful that the

024staff took out their vacation time to support the district supporting the community um and I'm looking forward to doing all the praise again I didn't have my pray buddy with me but it's for a good reason so but um it was truly amazing uh to see that that love that the staff has to show up for our our students our our teachers and our staff members and their families um and to say that they are literally still talking about all the candy they got from both pars and my son still have some candy left um and overall I just want to say thank you uh to the district um every level from Dr Durant down to the person who's my son think he's a principal by the way I got to tell you that b

025don't think he's the principal so he's the the young principal of TPS uh for just always pushing the needle board on equity and access and making sure that all in our district seen uh is seen heard and valued and I am truly TPS proud thank you Mr Vasquez thank you Mr President um I kind of want to share with our staff and our other my other board members my colleagues on the board in uh Pastor Parker's absence Bishop Parker and his absence uh in in appearing at things because of his uh knee surgery uh I had the privilege of filling in and uh during filling in I just want to share with you all the Fantastic things that we're doing uh you know we had we had a couple of press conferences and we had

026a ribbon cut cutting and uh some of our new programs and the response that we get about our programs is just amazing and it's it and I want to share that with you because uh all of our staff and the board members uh should all be proud of that and so I was just there representing all of you okay the the other thing is is that U I've had the privilege of being in some other meetings uh some today where we walk in and the respect that our superintendent and our treasure get in that room is just tremendous okay and I just want to share that because the three of us had a discussion about that happens because of you and because of all of you because of our ceri workers our bus drivers our

027teachers everybody who's connected and it know was really hard for me when we're in those meetings it's a real privilege when they come up to me personally and show me that respect as well and I just really have a little bit of a hard time receiving that when it's really all of you and everything that we do is together it's not just one of us so on your behalf I just want you to know that I I thank all of you for all your work and how you represent us and and pass that on to people who aren't here who are working uh every day like I say in the buses the classrooms the cafeterias everywhere it it's just an amazing thing to see we are doing some fantastic things and the community is recognizing

028that and that's one of the greatest feelings that a person can have and so I just want to tell you all it's worth it it is well worth it so thank you we appreciate it and U it's going to be a great year thank you Mr President thank you Mr basz so I want to say to all of you that I'm excited about a new year with TPS um this is only my second time out of the house uh in about three weeks three or four weeks so I'm excited I was kind of bummed out that I was not able to go on the first day and greet the students but I saw our board members there and and really greeting the students and it was always a wonderful time and just letting them know

029that we are excited for them in their school year not just that moment of that day but offering the support to them throughout the year as well so um not a lot to say but I'm really excited and prepared for the new year uh not just the exciting things but ready to overcome any challenges that we face because that's what we do because we're TPS PR thank you we're now going to go into uh section six which is our consent agenda uh agenda items 6.01 through 6.35 are the consent agenda items board members May request a pull an item from the consent and move to the discussion section of the agenda items 6.01 through 6.06 is our human resource staff development and training committee chaired by m ply Taylor Gerkin co-chaired by myself Randall Parker

031is the approval of board meeting minutes I'd like to request a motion to approve the agenda is move second it's been mov in second any discussion not treasure please call the Mrs girin yes Mrs vwin yes Mr Vasquez yes Mr Parker yes M Barnes yes we will now go to section seven of the agenda which consists of the reports and minuts from this month's committee meetings and they are there for your information and reference no actions required so at this time we'll now proceed to section eight of the agenda and Section 8 is our discussion item 8.01 is a resolution opposing House Bill 556 at this time I will read that resolution resolution opposing Ohio House Bill 556 whereas the Board of Education of Toledo City School District the board is committed to literacy and

032to provide textually Rich diverse learning environments that meet the needs of all students whereas the board is also committed to employing and High qualified teachers and Librarians who use the best educational practices in day-to-day interaction with students whereas the Ohio legislature has repeatedly brought politics into the learning environment that the board is charged with creating ofer infringing on the rights of the board the professional staff and the students in doing so whereas the Ohio House of Representatives has proposed House Bill 556 HB 556 which would create a felony sex defense for any school librarian or teacher who creates reproduces exhibits presents or provides the students even for educational purposes material which are obscene as defined in Ohio Revise Code section 29701 F whereas whether materials are obscene is a legal question therefore House Bill 56

033556 would require teachers and Librarians to make legal determinations every day in real time in the performance of their core of Duties the simple Act of setting a book on a bookshelf could turn a great educator into a felon if the teacher or librarian's realtime legal determination is later to be found wrong whereas this legislation contradicts several core values of American educational institution including student driven learning and literacy open dialogue about issues of national consequences and historical events and the use of long taught material ancient books and newly designed research based curriculum whereas the risk of lengthy retal retali excuse me lawsuits to decide whether content was obene and the possibility of fines and prison time of up to a year for teachers and Librarians who in the course of teaching State mandated content violate

034HB 556 will bul down effective teaching and learning and will make hiring and retaining skill qualifi teachers and Librarians more challenging across this great state whereas the Ohio legislation should not criminalize or threaten to prosecute teachers and Librarians for their genuine educated driven lessons and their use of classroom resource designed to meet the diverse needs of our students and Community by enacting this harmful legislation now therefore be it resolved by the board that section one the board remains opposed to HB 556 and any other legislation which criminalizes nationally accepted educational methods or Force Educators and Librarians to face risk of felony persecution in the performance of their daily duties section two the board reaffirms its commitment to providing meaningful educational opportunities with textually Rich diverse learning environments that meet the needs of all students section

035three this resolution shall be in full effect full force and effect from an immediately after its adoption it is found and determine that all formal actions of this board related to this resolution were taken in compliance with all legal requirements including section 1.1 12122 of the Ohio Revised Code I like to request a motion to approve the resolution opposing HB 556 so move second move and second it discussion yes please um thank you I am um once again we are here um to point out the state government overreach into public education at the end of the day um I trust teachers to do their job uh if you had a chance to go to the Ohio Revised Code and read that code there's not one teacher in our district that would do any of things

036that they're talking about um so again government overreach dictating to the communities the lack of trust in our teachers and our Librarians and who would go into this field knowing that there's a possibility um of just placing the wrong book out uh according to whom right that's the big thing uh objection according to whom so I guess we probably shouldn't put the Bible out um because there's a lot of profanity in that book right there's a lot of discussion about situations in that book I I just I think that at the end of the day public education needs to be in the hand of the community it needs to be in the hands of the elected boards by the community and that's where it needs to stay local control is something we have in the

037state of Ohio for a reason so I'd encourage everyone to um pass this m g I just want to say that it's the whole notion of determining if something is obscene the whole the whole point is that you'll know it if you see it and who's going to make that judgment without without being reasonable right like the law even say that um there's no real clear answer to that question and and there and there's some pretty lengthy legal tests to determine it we don't have obscene materials we don't use obscene materials uh this is just a ploy using language that triggers people to to think or believe that there might under any circumstances be obscene materials showing up in our libraries or our textbooks it's just using that divisive language and really code for let's

038make sure we don't have any conversations about human sexuality or any conversations about sexual orientation and make sure we don't have any information that shows that there's more than one kind of a family someone might call that obscene even if there's not a single thing obscene being depicted so it's really just a ploy uh to further uh divide us around um around differences and that's the that that's really um the only thing it is it's not about protecting kids from obscenity nobody's using obscenity or obscene materials in the schools or the libraries Miss par thank you Mr President so when we're talking about well I'm sorry I'm GNA say what I'm talking about uh the state is trying to defund public education I'm not just talking financially um like uh board member of Barwick said

039if you are we have Librarians and teachers now afraid to put books on the shelves they don't want to do that job they're going to be scared to do that job they came for our Educators the same way if they keep trying to uh scare people from doing the job they love which is showing up for our kids to give high quality truthful education and this is a toic to defund not financially but by people of Education um we should definitely should keep calling it what it is it's a a tactic to make and privatize schools so they can go back to segregation uh schools to say you're too laack to go to school you're too gay to go to the school you're too poor to go to the school like it was back in

040the good old days and until we actually call the thing what it is then we're going to keep having people unfortunately uh down try to downplay it stands for the protection of children if the kids can't learn history they're going to repeat it this is why teaching the truth about the past the present and what we're building for the future is vital for our children um and I am so glad to uh be a part of a district that we stand behind our Educators and our Librarians and in the community where our public libraries are champions on diversity equity and inclusion and access thank you Mr Vasquez yeah I just want to say I support the resolution for reasons that my colleagues have already pointed out thank you likewise Mr Vasquez I support this uh

041resolution as well my colleagues have spoken very well and it's the consensus of this whole board on how we feel about this so at this time CH please call the r Mrs girkin yes Mrs barwig yes Mr Vasquez yes Mr Parker yes Miss Barnes yes thank you and president privilege for a moment if we could um while the legislature may not be in if we could make sure that that is is sent down to the state house to um all those legislators and I'm um you know we we certainly should U make sure that they know that they could reach out to us to have discussion thank you Mr far we're now in section nine which is our walk Walkin are there any walk-ins this evening if not we'll proceed to section 10 and section

04210 is our early childhood education action items and I'm going to turn this over to Dr Ellen thank you uh we do have quite a list this month not only is it the beginning of a new school year it's also approaching a new budget period so I have uh we have 10.01 which is our annual report 10.02 which is our community needs assessment that we update every 3 years 10.03 is our internal self assessment 10.04 is the documentation of a corrective action plan we had 10.05 is the formal application for the cola uh those amounts were approved at a previous board meeting this is the formal application 10.06 is a regular review of policy and procedure and 10.07 is the new application for our budget period that will begin December 1st thank you Dr we

044general you're going to find it chalk full of just the exact kind of data that you will find yourself scrambling for for your grants applications or your uh or or your uh reports back to the community on your outcomes uh I would just like to say that we did the work it's it's a really good document and dran if you could make sure it gets distributed far and wide as a gift to the rest of the community uh because it really is a gift and so any nonprofits that we're working with let's call their attention to it maybe a couple of the highlights of why uh this document has every bit of information in it anyone would possibly need to uh consider programming around uh not only this County but uh you know the joining

047of the early childhood education reports and minutes from this month's committee meetings and are provided for your information and reference no action is required so we can proceed to section 12 EC Walkins there are no walk-ins at this time so now we will go to sections 13 through 15 comments from our superintendent again we had a great start to a school year whether with the first day uh I can tell you I've been out to uh 18 schools already and every one of them had spoke about being one of the best years and start that they've had uh during their career so you see kids really getting back into school orientation and programming uh also in regards to press conference EV Natural Science have all have received great reviews in in press uh we had

048a great golf outing yesterday uh which raised over $100,000 for our TPS Foundation which is the financial arms of the district and uh this morning myself M Tech shy along with Mr V has had a a great showing at the Chamber of Commerce this morning uh they were very supportive in regard regard to one the things that we've accomplished and two what the goal of the pl that we have moving forward so again thank you keep that proud there's a treasur board members any comment not this time thank you thank you I do have something I didn't mention in my earlier comments just I handed someone off to uh Mr G's team who was trying to get a a transcript it was like needed need a transcript for a job what was interesting about it

049was that um and this was someone who graduated a good number of years ago or would have graduated uh and had this problem because they had spent a year at a private high school and when they transferred to TPS because of tuition issues their transcript wasn't forwarded so I it just reminded me that this issue has been going on a long time and it's one thing 20 years ago when it was all about paying out of your pocket if you couldn't but when they're taking the taxpayers dollars and keeping um transcripts but the good news was uh Mr G was able to find it in the board minutes that this fell had actually graduated and he really thought he had gone on without graduating he thought he really just had to piece together a couple

050of of transcripts to prove how much high school he had and and and so that was really good and and I wanted to thank his team for digging a little deeper and helping that fell out so Miss Barnes thank you Mr President I also want to uh shout out Miss Brean um for coming to the women's equality day uh to set up the ter table for the Career Tech um it was so well received there and once again just being as many spes our is um I think is uh is showing that we truly are TPS proud everywhere um and also uh I just want to put out there something a great leader said as something a great event just recently and I won't get into the details don't boo vote Mr Vasquez I have
