003him and his family which is known as a Powerhouse in the area when it comes to wrestling many consider the kantos family the first family of wrestling in Toledo Phoenix grew up among a tradition of toughness he's been involved with wrestling since he was 6 years old his dad his uncle and his brother have all paved the way for him to become one of the top wrestlers in the state his coach referred to Phoenix as a unicorn not only is he special but he's the kind of student athlete that comes along once in a blue moon tonight we want to congratulate Phoenix who gr who qualified for the state wrestling tournament the past two years and both times he plays second in his weight class ladies and gentlemen Phoenix if you'd like to come forward
004and shake hands with everybody here at the [Applause] Horseshoe e h e e special presentation we are going to honor our retirees for this month if any of our retirees are here please come forward and shake hands with everyone at the Horseshoe Julie Shin she is a secretary at the bower sack 29 years and 3 months of service Angela Taylor coordinator internal operations with Computer Services 31 years 8 months of service karen s Blair custodian at Woodward with 40 years and 99 months months of service and that equals an even 102 years of service to Toledo Public [Applause] Schools and now um we will have a moment of silence again in honor of Mr Crystal Ellis Dr Crystal Ellis and then um Pastor Parker and I know Dr Durant has a few words that they
005would like to say as well as I'm sure some of the other board members would have some comments as well thank you all so much my Angelou said it best she said that if you're going to live live be leave behind a legacy make an impact on the world that can never be erased and if that is true then I believe that the educational pin belonged to Dr Crystal Ellis I stand on his shoulders as a board member and as a current president of Toledo Public School thanks to my colleague because he navigated in a district where he had various roles as a teacher as a coach as a principal and for me most importantly the very first African-American uh superintendent I'm thankful for my colleagues and my board uh who supported and passed a
006resolution for him to be present to see that made every first Friday in February Dr Crystal Ellis day and so today we come and we thank him for his wisdom and his laughs and his presence for all of us who follow on a path that can never be erased last time I spoke with him uh during Crystal Ellis day he said I'm 91 and having fun and I just believe that he's 91 and for me he's finally won Dr Durant no just going to share Dr ell is a great man uh like I tell people is that you don't realiz decisions that were made early on in life and how it impacted you at the end of life and so going to early 90s TPS had Financial struggles uh which is the first I enrolled
007at mumber Whitney they Clos the scool down so I ended up uh going to wait and then they were going to cut Athletics had they cut Athletics I would have been to a total different school system playing sports but Dr Ellis found a way to work with his board work with the community and get a levy pth that allows athletic to be there without that push there would have been no ramulus Durant in TPS without that push there would been no ramulus Durant as a superintendent and at the end of the day Dr Ellis had left a legacy that opened the doors for Dr Eugene Sanders along with myself to fill those shoes merely because he became the first and he's the one who set the road and paved the road but he was not
008only involved in education Dr uh Ellis had taught many African-American children how to swim which is an unknown talent in some of our inner city neighborhood because of the access of swimming but he don't don't so at Indiana Indiana on the street over there that is known for Indiana Baptist but it's also known for what Dr Ellis taught individuals how to swim uh which is had been phenomenal to run in many many individuals many fathers many parents many mothers who would say yeah Dr Ellis is the one who taught me how to swim uh which is which is huge but again it just speaks Vol to who he is the character that he has and at the end of the day he had what I would considered genius when it comes to social IQ so
009again uh it's a sad day the one thing that I can say that we can be proud the most as we were able to celebrate his legacy why he was here he was able to get his flowers while he was here we don't we don't have his children celebrating his impact we were able to celebrate by designating uh Dr Crystal Ellis day which is the 1 February of every year uh at the same time his legacy of his name Hallmark at tweto Technology Academy of engineering uh which we put in stainless steel and put it in large letters uh but at the end of the day he was able to feel the joy of that while he was here and that allows us to be at peace uh but more importantly we know he is
010at peace and at rest so again uh CIS well will always we keep you that problem comments from our board is our wi sure I will keep mine brief um when I ran for the board many years ago uh one of the first people that I spoke to was um Crystal Ellis and um one of the things he said to me because I was nervous about running he said barwig you got to go to heart just do it so I carried that with me I I um have such admiration for that man uh the impact that he has made on our students our staff in this District our community as a whole he was well loved he was well revered and we are grateful that we had have we have had him in our lives
011always TPS from Mr there's not enough ways to say Legacy right Legacy giant um just already today reading the various tributes on uh Facebook I did learn something new about him and that was the the piece about him swimming people were are teaching folks to swim you know hey he taught me to swim he talking to some I remember that also know you know when I worked for the district he was already a giant even back in the in the very very beginning I remember we started naming things after him 20 years ago or more right there was the crystal Ellis Conference Center which was uh at dilis for a while a training room right and so we we knew then that that his uh his legacy would continue uh and he didn't stop he
012just kept going and going going right up until uh that opportunity we had to to see him in all of his uh in his depper Splendor on that day in February when we had him here so I'm also very grateful that we had that opportunity to see him um looking forward to the tribute video again that we played then and I'm sure it'll um it'll hit even more deeply today so I want to um thank thank his family for um for giving him to education throughout so many many years M par thank you Mr President I want to say how blessed I am to have embraced that type of greatness in my life um um he wasn't about many words he was about action and every time I seen him he would tell me okay
013keep going um didn't know what I was supposed to keep going on but he would just say keep going and he would give me that infectious smile uh that he had that would warm my heart like a bowl of hot soup to know that hey if I can just believe in me I can keep going and he kind of gave that inspiration but even out I don't know if he knew that I don't know if he actually knew how much he inspired so many by just smiling at at people um I am so grateful that we have someone that understands the passion for our students and our staff and the importance is the importance to keep offering high quality education and TPS um always championing uh our efforts showing up to events um and that
014made me want to actually keep going and showing up more because I'm like if Dr Crystal Ellis is there I don't have an excuse why I'm not and so I'm so grateful for that motivation that inspiration and also just that future reminder that I don't have an excuse CU Dr Ellis was out there in his suits at every event he can attend smiling so I'm going to do the same and continue to do the same in his name thank you Mr President Mr Treasurer one second I actually met Dr Alice probably back in 94 or 95 when I was doing the audit back here and one of the things we have to do is it's called like a related parties um questionnaire and we went through that I just remember at the end he just
015indicated that you're not going to find anything wrong with Mr nissen's Financial number so we can just move on and then he would say hi every morning when we were walking in so but that's when I met him Mr G just real quick uh I got a call probably seven years ago to my office from someone um named Crystal Ellis he says that I see what you're doing you're doing a good job keep going [Music] Dr Ellis has been a mentor to many uh whether you were the superintendent or assistant superintendent or just a principal for that matter I came through TPS and the superintendent at that time was Dr Crystal Ellis and so to be able to be in a position that once was held by someone that ultimately was a Trailblazer this year
016we're celebrating 175th anniversary so it speaks volume of setting a pathway for those that came behind him and so it's just excited to be able to bring this to fruition last year we appreciate the board supporting uh the idea that every month the first Friday of February Black History Month we would celebrate Dr cryistal ell [Music] I'm not sure I can tell you what it means to me it's been great to have work with children you tell them how proud of them and what it means to spend my life helping them with their life and that's see those are the kind of messages the kids need don't think about it do something about it and do it right this your life make it good his work is the Legacy within itself uh not only just
017a Trailblazer but at the end of the day this was our way of just honoring him uh and recognizing him and uh coming soon we'll be doing an unveiling of a building that will have his name as a legacy as well my name is Chrystal Ellis and I'm TP s proud thank you so much to all we will now go to section three which is our community comments Mr treasur if you could read the procedures please the board values the input of citizens and community members regarding all aspects of the district the board understands that education is the center of all Community issues and activities and that input is important because it allows the board to hear all views on all matters in order to ensure a quality public comment portion during board meetings all
018citizens and community members who are scheduled to speak before the board shall abide by these general rules one each speaker has three minutes unless Modified by the board president two the time will be displayed for the speaker in public to see the treasure will announce when time has expired three any questions that speakers would like responses to should be submitted in writing and the board president will secure answers within a reasonable time frame normally 7 to 10 days depending on the amount of research required to provide a comprehensive response and the time sensitive nature of the question four board members will not engage in policy dialogue with speakers but will use their established committee format to have substantive dialogue the public comment section is the opport for the board to listen to All citizens and
019community members and make contact with speakers following the meeting for individual feedback and questions the general guidelines are established as a way to provide the maximum opportunity for board members to listen to Citizens and community members and provide an organized inst structured procedure for feedback that will help our students and families thank you so much our speaker tonight is Miss charm Ivy who will come regarding knowledge exchange on her research of TPS welcome Miss I thank you good evening board members and members of the community all stakeholders um it it is my privilege pleasure and duty to speak to you tonight it seems like almost 10 years later I came back home in 2015 after graduating as a social worker I wanted to uh utilize my skills in my in my hometown and so um
020what happened is I became a community activist and I want to explain what that is from my perspective uh we're not a cist we're out in the community we got our ear to the ground and we're wanting to know what the heartbeat of the community is as I travel back over 12 years from the Redford area in Michigan I saw a certain decline so by the time I got here I wanted to know what that was I got into the community meetings under um well with uh Dr l of the University of Toledo she published teach Toledo short shortly after um what what my research discovered broke my heart uh and and I didn't I didn't understand why leaders in the same positions as yourselves didn't want to hear absolutely destroyed me but what I
021found out is that um suspension practices were illegal uh Once Upon a Time somebody somebody sued a board just like yourself for the right to education and then shortly after that school was put on two pipelines one is general education and one is uh advanced placement or college preparatory the general education focuses on discipline over Mastery of skills and there are those schools targeted like that within TPS we we have to help the children one day of M miss school Under suspension uh imagine yourselves missing one meeting how much information did you miss we have to focus on it because we're preparing them for a global economy education is important some of the people who who can work at McDonald's on Monroe and Detroit can't go out to work for Chick Chick-fil-A even though they're
022both fast food jobs I want to emphasize the findings of I've talked to your clerks your secretaries in school schools your teachers the burnout is real um their Mentor programs they say keep going keep going you know behind closed doors I like Miss iy I don't know behind closed doors everybody keep going we have to use our Collective resources you're you're in leadership now we have to use our Collective resources we have to change a trajectory of these children's lives otherwise the system works in putting them in in prison from ground up the schools the the the they're rebuilt such that the Halls when the door shut it sounds like present and so I just want to encourage you I'm not I'm not going anywhere I've already sent everybody uh the research by email minutes

024in your family so thank you for being here tonight thank you for giving us the opportunity to recognize you and you certainly are someone that um epitomizes TPS proud and weight proud so thank you I'd like to thank Dylan from rmer Who provided the Mission Vision and Pledge of Allegiance I love that we're you know it's difficult to get students here to a board meeting but this is a great way at least via video to incorporate them into our meetings and then certainly to congratulate the retirees we could not do what we do without what the retirees do each and every day we we know our our staff they're amazing they truly are they are working hard every day so congratulations to the retirees um you know maybe they'll come back down thead Road we'll
025see and then just a mention of the Woodward Fine Arts I was blessed to be able to attend that I I love the Fine Arts festivals I think they're um one of the best things that we have going the talent that we have in our district is amazing and so many students just happy and joyful and they're um showing showing off their artwork um I I got a chance to listen to the band there as well um just really inspiring to to see the Fine Arts in full performance and then I wasn't able to attend the chess tournament which breaks my heart a little bit I was at a a birthday party for my grandson but you know thank you to the wood berries for taking that on um for the 19th annual chess tournment
026um it I will really try and be there for the next one but I'm so grateful that they took that on and it looked from the pictures like they had a great time thank you thank you Miss R Mrs der um I I don't have anything new but from time to time I like to um mention to anyone who may be listening or here with us that uh we're about to uh look at our consent agenda and the consent agenda has a lot in it uh and each uh each of those sections are represented by a um work that has been done in a board committee M uh uh pestor Parker will mention that as he runs through the consent agenda uh if if you you don't see uh the specific things we're voting on
027uh because they're packaged in this single vote you can always find them on board docs and board docs is easily found on our website and so you can go there and see each committee meeting each month and see their agendas and see all of the same um material or presentations that board members uh are reviewing with the um Administration over uh over the course of the month each of us have uh three or four committee meetings before we get to this uh board meeting where you'll see things wrapped up into a consent agenda but there's lots of good information out there on the uh on the board dos uh link on our website if you ever want to see where all a lot of the work takes place is at these committees committee meetings thank
028you thank you Mr K Mr bar thank you Mr President um first I want to and we have a resolution um but I want to acknowled autism acceptance month um as a parent of a child on the spectrum of autism um and we also have minority health month um and we have several different months uh and it's also was like Library uh awareness Library appreciation month we have so many uh celebrations Heritage celebrations uh this month and I want to take in account for that to learn something new about that community that uh that her AG or uh how to Advocate on behalf of those individuals or that Community or that institution if it's a library right um I do have to uh also raise awareness about how much we need uh advocacy at the
029state house uh today they are probably still in hearing I'm trying to check with friends to make sure to see what the update is that would uh impact our staff from doing what they went to learn and and receive education and certificates and licenses for um it would impact what they can do in a classroom and today they're hearing um just one of the bills actually that would impact education is House Bill Aid um which is pretty much the don't say trans don't say gay censorship in Ohio classrooms and I know for a lot of folks they go well that doesn't have nothing to do with my child we're talking about basic gender identity everyone in this room everyone watching has a gender identity um and if you don't have knowledge how to take care
030of yourself uh how to protect yourself um what is consent at a young age these are the things that we won't be able to talk about and if you talk to any uh human trafficking uh Specialist or uh sexual assult specialist uh unfortunately I had to I want say I had to work but I was a a sexual uh violence specialist that worked with you and when working with you they didn't understand the language because we never told it to them um so abuse continued so it's not just about uh talking about transend issues or LGBT issues it's talking about education and that's what this space supposed to be about education and so I encourage folks to Advocate to make sure that we are not stop education because of some people don't understand the type
031of education that is needed in our classrooms thank you thank you Miss Barnes so board members uh normally I'm the shortest one to talk I got a lot to say tonight and I'm going use my time in Mr Vasquez time in his absence I'm just joking uh I want to say to Phoenix uh congratulations to you sir um jobro done amazing work um I've always loved wrestling um the real wrestling um and so I really appreciate the efforts and what you're doing and we congratulate and salute you also to Dylan who did our mission and vision and also our pledge uh from rmer we appreciate him so this past week has been a week of continual celebration and impact uh that I was able to connect with and participating in uh it started on last
032Tuesday uh with the round table with our governor um dealing with the science of reading and I want to salute and celebrate TPS who was always ahead of the game as it relates to doing what's best for our students to make sure that we reach the level that we need to an excellence and then uh we had our celebration of Excellence where we saluted and celebrated our celebrator and valorian and our scholarship recipients and um for me that people say Christmas is the most wonderful time of the year I believe that graduation is the most wonderful time of the year for us um also I was able to go to the 19th chess tournament and as Miss vwi shared the wood berries uh continue to do Excellence consistently and so it is unmatched and it
033was such a wonderful time uh um at jlab and just seeing the competition that was there and how they were all focused during that time as well and so finally uh I was able to go to the senior pre uh the partnership with the area Office of Aging and I felt like the oldest one in the room I mean they were having a phenomenal time and it was great um I believe the king and queen was what was the age Dr Durant 99 for the wife and 99 for the husband and I tell you what they was moving faster than I was it was an absolute phenomenal time and I would I I would ask our board members the next time that they have one that we would show up and have a great time

038name a few and whereas Arab Americans represented multi multitude of backgrounds languages and faiths whose leg legacies of vibrant traditions hard work and profound committees to educate and to education excuse me and Community are essential to our nation in the city of Toledo and whereas Arab American Heritage Month represents a time to increase awareness about dissatisfied I'm sorry Diversified so I'm thinking Diversified and accomplished Arab Americans uh accomplished Arab Americans are to educate young people about the rich Heritage and culture of The Middle East and North Africa and to recognize the bias bigotry and violence that Arab Americans have historically faced and continue to face in our society and abroad and whereas the board is committed to teaching about arab-american Heritage as culture studies help teach students to understand respect and accept the identity of
039others and to develop pride in their own identity and whereas the board recognize this month in particular is a time of immense pain for many Arab Americans as the humanitarian crisis in Gaza continue and many are grieving the love the loss of their loved ones now therefore be resolved by the Board of Education of too City School District that section one the board hereby recognize and directs um to Leo public school to recognize April as Arab American heritage month and section two the board affirms its commitment to understanding celebrating and appreciating its Arab American students family Educators and communities into fostering their success by acknowledging their Heritage culture and struggles in section three the board maintains its commitment to educate too public school students about American history history which includes Arab American history in section

045had over 2500 individuals in attendance all through the Premed Health and Science Academy so phenomenal work on their behalf uh and then I can't say enough about the senior prom uh it was an amazing experience uh you know they party harder than our younger ones when it comes to senior PR uh but it goes a long way because I can tell you many of them have not been out their house since Co and some of them hav been out since the last time we did a dance and Co had kept us from doing it and they they're open to share that so what I'm interested to see because we used to see it prior to the co that kept them away from doing singer PR was how many from this year come back next year
046married I tell somebody we're starting to come to m.com of senior citizen we might want to organize but uh it's it's just a beautiful say when we see that because companionship everyone should have and sometimes we forget about our senior citizens so uh so the event was great and uh we look to continue continue that each every year along with some other ones thank you for being TPS proud Mr Tre yeah I had the opportunity to attend the oasbo annual conference um last week and there's one thing that I guess Disturbed me that I need to bring to your attention because it has potential of affecting our funding so they changed the guidelines regulations for the community elig eligibility program Food Service 100% free and reduce so what that's going to do depending on the
047number of applicants that will participate into this program we are considered a very high poverty District the state is roughly around 54% there's a formula that calculates an amount that we get additional per each student when all these other districts apply for the C now with the new requirements it's going to make the state look poorer or us coming closer so currently we get an extra $422 per student that number will change we do know what that number is yet that's the the $100 question right now it decrease it will decrease which affects our disadvantage pupil impact Aid to the tune that we receive $23 million in that area we don't know the official impact yet there's actually a a webinar that we're scheduled to attend on Thursday or Friday to help figure out this
048whole issue and the other issue is the state may not have enough money to fund the program if all the districts would apply so we'll keep you updated on that but that's a ramification of the new guidelines with the CP program Mrs comment um Mr chy that's actually quite disturbing and um it reminds me again that um the state has spent 1 billion doll on vouchers that could assist us with this that could assist us with early childhood education it could assist us with any number of things um along with the rest of public schools and yet here the $1 billion do is really sustaining the religious churches and the um you know there's just too many people that I know that are making six figures that are available that that get this voucher they're
049making six figures and getting the voucher and there's no accountability that I think Burns me more than anything else we get scrutinized over every penny we go over and over and over our finances and yet the state is just gifting these dollars without any account ability drives me crazy this G so I think you just told me that they're literally going to take food out of the mouths of children and I don't know how much lower we can go while billions are being paid to uh private and uh parochial nonpublic schools so yeah thanks for the bummer Mr Treasurer but uh there's no surprises no surprises here um I think by the time I see everyone again we will all have been entered into graduation season uh Mr President your favorite season of the year
050um still warning for those who were with me at um anet's graduation last year I'm going to give the same exact remarks because I need a doover because I need a doover for that for that even uh graduation so we'll just do it again and uh see how that goes and I I I always look forward to our graduations I'll be um covering anset and uh to the Early College um as well as one other I forgot already gosh I forgot my list I've got three an to early college and another special oh TTA of course yes TTA haven't been there for a couple years so that'll be great I love doing the specialty High School because it um it it really means a lot to me to be able to talk about how we
051um you know let students have those opportunities for choice and the Project based learning and the things that really help make them Excel uh are embodied in our specialty and mag magnet schools just by the nature of their existence so uh looking forward to the graduation season m b thank you Mr President I'm going to start on a positive note and then we going to keep it real um first I want to thank all the staff members that stayed after for every event uh that the board attended or couldn't get to um we had so many uh science lab nights uh steam is a punk steam night I miss I'm kind of disappointed I miss that um and we have some actually happening this week as well that I'm looking forward to attend and I
052just wanted to give a shout out to all the staff members because on a long day of everything they're doing they standing behind and making sure uh our children our students excuse me and their families uh experien uh a great night I mean if you haven't been to McKinley stem and saw the Glow Room you're missing out uh that is the coolest room ever I want that room for myself um also uh shout out to Jones Leadership Academy chess team they were the overall winners um that tense energy in that tournament is serious and to have I think we have almost 127 participants or 121 and we had students from Michigan we had students from our our neighboring districts all coming here so we have uh a unique uh gold mine here and it was
053so much beautiful uh love for each other winners um and shout out to Miss Linda Meyers for just having everything and put me to work uh have me passing out medals and stuff um just so thank you to all the staff um and now kind of to what Ryan was talking about um um the first thing I thought was Tupac quote they got money to you know they got money for Wars B enough to feed the poor so every time we talk about why people should fight for our kids when you look at budget cuts especially at a state level Children Are Always On The Chopping Block whether it's for resources for mental health as they keep trying to blame social media for but they keep cutting accessible mental health facilities and Clinics right or
054telling them they can't talk about their true identity that's a different story um they're now cutting food programs they're cutting Community programs and if you care about the kids why are you keep making sure they're a disadvantage um this is unbelievable after all we went through through Co how we saw how the food insecurity didn't just happen in the urban districts and happen in all districts um and so and still yet in spite of this is one of the things that we're going to get rid of um knowing especially now with the economical crisis that we are are experiencing here in America where uh families are losing their jobs they are increasing experiencing homelessness and now we're going to make them also experience food insecurity um and this is why I need anybody uh that's
055a voter or even not a voter please register to vote but if you're not a voter you still can call your representatives and start saying are you really caring about the kids uh I want to say every uh this whole entire session last year the state officials all of that work all of that they got money they got paid every time they show up to a board meeting they only passed 16 bills the majority with harmful bills make sure they're doing work for you and and for your community and for our districts um and so that's all I have to say thank you so much Mrs bares um thank you treasurer for always keeping us up to date good bad and foolishness um um we really appreciate that and I think I'm with Mrs Gerkin
056I'm not quite surprised but I'm just as equally frustrated as my colleagues because there is a continual attack with Selective accountability and I think that that's a recipe for disaster um so we'll continue to fight we'll continue to stand on behalf of our students um in this fight to against public education also I am again stressing that this is the most wonderful time of the year for me which is graduation um I have the honor to go to Virtual Academy uh graduation Rogers and Miss Barnes will allow me to go to Scott this year so really excited well yeah somehow my name got in there I put it in there and so excited for the opportunity to go to Scott and again um I'm also excited that we're getting ready to celebrate our 175th anniversary
