in the Capistrano Unified School District so far I have a little one home with a fever or I would be there speaking in person tonight this topic is very important to me mixed Flint has provided inappropriate materials to minors having books with sexually explicit content in their classroom is unacceptable these sexual topics are outside of her scope of practice as an English teacher approved sexual curriculum taught in school should be presented by someone that has been appropriately trained and certified to do so such as a health teacher or counselor because of the public nature of the situation our students are now victims of a bomb threat and as a mother this is terrifying children are supposed to be able to trust their teachers not to put them in danger this is not about the lgbtq
community but about a social media influencer using the lgbtq community and their educator platform and it's gone too far thank you that concludes our speakers for the this portion of the meeting thank you the board will now reach us to closed session to address the following agenda items a conference with legal counsel anticipate anticipated litigation significant exposure to litigation six cases significant exposure to litigation one case significant exposure litigation one case conference with legal counsel existing litigation significant exposure to litigation two cases conference with labor negotiators cuea CSEA Teamsters puma and unrepresented employees conference with real property negotiators property Dana Hills High School at 30 33 333 on an address golden Lantern Dana Point California 92629 and property Capistrano Valley High School 26301 via Escolar Mission Viejo California 92692 property self-transportation and groundskeeping facility 5.51

then we will resume the meeting in a few minutes thank you very much thank you we could move on to board and student support and superintendent comments okay superintendent great good evening this afternoon we distributed a letter to all while employees reconfirming the commitment our Board of Trustees made fostering an inclusive environment where every student School employee Community member and parent can expect to be treated with dignity and respect some of you may know that last week salmon Hills High School the district office an individual teacher in cusd and I were unfortunately included in a threat that was similar to threats made in other cities in the country we are thankful for the prompt response from our law enforcement partners we acknowledge the nature of the unsubstantiated threat may have may have significant impact on
the feelings of safety of all employees especially for our lgbtq plus Community this is not condoned or tolerated cusd is a place where students and staff of all backgrounds are welcome and have a right to be safe and embraced we denounce violence in any threat of violence and we work closely with Orange County Sheriff's Department to ensure the safety of our students and staff and to investigate any incident involving our schools or district offices we remain steadfast in our commitment to equality diversity inclusion tolerance and human and civil rights for all we're proud of the diversity in our schools and communities and we are committed to treating all students and employees equally with fairness and with kindness I want our students employees to know that we're here to support you tonight I also want to
share a few celebrations cusd received its Golden Bell award on December 8th trustee bulacus and I were able to accept that award on everyone's behalf it was at the csba convention in San Diego honored to have our language immersion program recognized for its outstanding comprehensive curriculum and impact on students teachers administrators and classified staff this award is because of your extraordinary support of the language immersion programs and you should all be very proud and we were so proud to stand side by side with staff at that award ceremony I also want to congratulate the Capistrano Valley Theater Arts Department today the production of the play that goes wrong was named the best in Orange County this year by the California high school theater Association we want to congratulate the tesoro's girls tennis team for winning
the CIF Southern sectional division one championship and it was a great end to cross country season Dana Hills won both the boys and girls CIF Southern section division three got some dolphins and had individual race winners as well San Clemente boys team won the southern section Division One race and went on to finish second in the state so it's congratulations and I was like Bose I want to wish you all a very happy winter break and a Happy New Year and see you back here January 9th 2023 and this concludes my report thank you superintendent um now we're going on to board comments and I'll start with trustee volkis yes tonight on our city consent calendar number 16 Dean five uh is a resolution and it is called role of the board power and responsibilities
I would just like to bring to your attention a few of the phrases that we accept the Board of Trustees is the educational policy making body of the district I bring this to your attention because I'm sometimes surprised by the number of parents teachers and community members really aren't sure what does an educational board do we understand and accept as our primary responsibility the goal of providing the opportunity for each student to develop his or her unique abilities to the highest possible level this goal is sought within the legal and financial framework imposed upon school districts by state and federal legislation the educational welfare of students therefore shall be given first priority in any action taken as a board member we will keep leaning and excuse me we will keep learning and achievement for each
and every student as the primary focus value support and advocate for public education operate openly with trust and integrity govern in a dignified and professional manner treating everyone with civility dignity and respect and tonight this resolution will be before us to approve one last comment was that uh in the reorganization of trustees and different committees we discussed or we have new members on the College and Career Advantage tonight we have a video I'd like to share the success and the advancements of our vocational studies offered to each and every one of our students in cusb foreign [Music] schools serve a dynamic and diverse population of individuals each on their own path which for most of us means college and jobs in order to succeed we'll need to be prepared for the careers we'll have because
in today's economy college alone isn't enough most jobs require technical skills all jobs require career skills CTE is Career Technical education certain classes at your high school are career oriented and rcte in CTE classes you not only learn about things you learn how to do things in demand things that pay well these kids are taking classes they like acquiring technical skills and hands-on experience career skills like collaboration and problem solving life-changing skills that give them a clear advantage on their Pathways to success CTE courses rely on industry professionals to give direction to instructors things like Trends in hiring and which skills are most needed by employers this is a map of careers it is organized into 15 industry sectors everything from art to transportation each sector has various Pathways or sequences of courses that lead
to well-paying jobs in high demand fields for example in the field of Health Sciences one of the pathways is patient care in the arts media and entertainment sector Pathways exist for artists performers and digital designers choosing a starting point for your career path is easy maybe you like working on cars maybe food is your calling or maybe you just want to start your own business you won't know until you jump in and try it out for yourself no matter what interests you there's a career path for you you should be taking classes that support your goals classes are held at all high schools in our district what are you going to do with your life te is creating tomorrow's experts by providing a clear and illuminated Pathway to the Future that felt so inspiring [Music]
I first saw this video when it was presented recently in September at uh when we had hosted the regional robotic Beach Blitz uh competition and I said we need to show this to everybody and I'm so proud of the excellent work and um Paul Weir is here tonight who heads up this um vocational studies or CCA and CTE and it's just excellent so it gives exposure to students and sometimes they just learn another skill and decide that's not something I want to do so they haven't spent four years in college uh doing that so uh for all of you who maybe just learned about this please share it out and that there's all kinds of opportunities for all of our students and that concludes my comments for the evening thank you trustee Davis just tag
on to that CCA is incredible and what we offer our students is amazing there's also adult classes that are available and they're also at no cost so it is a great way to get um some skills that you can reuse right away and Merry Christmas trustee Jones so I've been on the CCA board for a while and as I said I was willing to go off I'm glad that I will be staying on uh one of the things we know about CTE classes and the pathways is that there's a lot of students who get have a over 4.0 GPA sometimes way over 4.0 it's kind of scary in some ways but they still need to differentiate themselves in uh their college applications and being a pathway completer of CTE pathway completer does help a student
differentiate themselves so I I hope that a lot of parents will encourage their students to look into that and make sure that they are taking the actual classes to complete the pathway it it makes it makes all the difference I also wanted to welcome uh trustee Parham to the board welcome back trustee Pritchard I've served with trustee Pritchard I've sat next to him before and I'm sitting next to him again um often when people get onto the board they're sort of trying to figure out how to make their Mark and both of these men are experienced school board members and aren't going to be trying to figure out how to make their Mark they're actually going to be making a difference where they know they can make a difference not sort of figuring it out
this is a really diverse board and everybody brings their own talents and their own strengths it's a great group to work with I'm sure that trustee well I I know what trustee Pritchard brings the board I'm sure trustee Parham is going to bring some great things to the board as well so welcome thank you trustee Pritchard I have no comments trustee hanashek thank you president Castellanos and I'm super excited even more so to be back on the CCA board so thank you guys for sharing that that was really wonderful I just want to Circle back a little bit to the superintendent's comments I too want to extend my appreciation to the students teachers staff and families of San Juan Hills High School plus our law enforcement Partners no one should have to go through the
trauma of having your school targeted with a bomb threat this is something my family went through on the first day of school in 2011. to watch on television via news helicopter my son is peers teachers and staff protected by heavily armed multi-hc responders and bomb dogs is not a club we all want to be part of although always traumatic there is a marked difference between what my family experienced what the stallion Community experienced in our case the threats stopped once the individual was apprehended but in this recent case I don't think we can make that call they hate and horrific rhetoric that has been building against our LBGTQ students a respected educator and now superintendent district office obviously triggered a person persons or group to threaten to kill children The Narrative appears now to be
evolving but you can spend things all you want but at the end of the day some folks are using children and schools to fight some kind of culture work so what can we do to keep our students teachers staff and families safe we respect the statements put out by San Juan Hills PTSA the state PTA and our leader Dr mahendrikar plus the incredible incredible emails we received from families current and past who know their school their child's experience and the overarching respect for Flynn words that reflect never again we respect the data that shows too many of our young people are suffering hate and intolerance and this is on our watch it is on us we continue to have anti-bias training for all teachers staff coaches Etc and support all additional trainings that support students
signs of suicide Etc we support and growl programs that support cultural awareness conflict resolution Etc like no place for hate Second Step mtss School clubs parent programs and on continue to increase counselors when and where we can and on a side note I want to thank the board for voting to add a full-time counselor from the wealth and through the wellness and prevention center to one of our middle schools the principal commented that this has been an absolute positive game changer for their students and their families okay so we know what our responsibility as a board is in the go forward so lastly our parents in this District put great pressure on our teachers we expect them to educate and Inspire while often navigating complex personal social emotional issues with their students and their families
in short we ask them to be all things to all people and they do that each and every day and one of our most called upon Educators to help us navigate is Flint they have been a standard Bearer for the lbjtq student Community since 2017 and before and we've been all too happy to have this dedicated professional carry this weight which knowing them is a true labor of love being trans is not a crime nor is it an achievement is just reality like anyone else's gender and my expectations in regards to supportive classroom books are that this process is being handled like it would for any gender through an intentional process thank you so much well it's an honor to be here I look forward so it's an honor for me to be here I
look forward to talking many difficult issues um and while I cannot speak to a non-agendized item I can say that I'm a firm believer in protecting the civil rights of our students our teachers and our staff real leadership is saying that out loud and standing by when it counts okay likewise parents deserve the right to protect their own children many people disagree over what protect means right now and we also seem to be plagued with substantial misinformation with regard to recent events but one thing is not up for debate we are all endowed with the self-evident and unalienable rights to life liberty in the pursuit of happiness I look forward to ensuring that cusd leadership stands up for these values at all times thank you I usually try to keep my board comments brief but
tonight there are a couple of topics that I'd like to discuss with all of you I consider myself a very straightforward person so I'd like to have an open and honest conversation around a couple of issues first school facilities and bonds as many of you know this past November Capistrano Unified had a bond measure on the ballot in Aliso Viejo tonight I'd like to thank the amazing Aliso community and their efforts with measure G over the past several months a parent group organized in our city and wanted to update and modernize our seven Aliso Viejo schools this was a local Movement by moms dads teachers principals and City Council Members these parents are informed they're passionate and dedicated members of our community who asked a simple question do we value our children's education enough to
invest in their schools they had an uphill battle as an anti-g campaign began to spread lies and misinformation all over the city many believe the school district will find another way but there simply isn't another way all school districts around us pass bonds and fix their schools so this is about us and what do we value school funding is not designed and will will not ever be enough to fund facilities School bonds are the only way so here's my ask and my call to action ask the experts we have an amazing group of parents sitting in this room of individuals who know what it's what exactly it takes to run a school bond campaign in this District please take a moment and listen to their thoughts and ideas schedule a board workshop on how to
move forward Vision work around what needs to happen is critical understand that this is a long game and not short we have to stay the course and believe in the goal sometimes I think us as a board and a school district like to complicate the story but it is truly a very simple question do we invest in our youth or not I would also like to take a moment to speak about what happened this past week one of our local high schools was targeted and threatened as well as the superintendent and one of our amazing teachers this hate and bigotry will not be tolerated I stand with the lgbtq community and this Behavior will not be tolerated in this District our students our staff our teachers deserve to learn each and every day in a
safe space we must continue our work with the ADL and move forward with our cultural proficiency work that we have started in cosd there is a lot of work to be done and my hope that all our schools can become a designated no place for hate site and finally I just wanted to say thank you as a teacher I don't know if many of you know but I am a teacher during the day it's an incredible opportunity for me to serve as the president of my local school board several years ago I was sorting through my mail and I happened to cross as teachers get the National Education Association newsletter which I don't normally pay much attention to but this time there was an article that caught my eye and it was a call to
serve on your local school board to all teachers and I knew that I wanted to serve and this article just reaffirmed for me that teachers are needed at all levels we have a voice in the classroom but we need to have a voice in The Boardroom so thank you for allowing me the opportunity to serve in this district and continue my journey as a Public School advocate thank you okay we are now moving to student board member Alex Chow thank you so why don't we talk a lot about you know student values within cusd and all these things and I try to work my hardest to bolster them through connecting with students um but just to give some background for this semester I think from a student perspective is absolutely wild that you know it's
already December it seems like just yesterday we're starting school and we were all like I can't wait for this semester to be over and for the next semester you know but here we are um and I think that's just a testament to the incredible work of staff teachers district and especially for parents um obviously we could all not do it without you um so it's it's a combined effort from everyone and truly all the students everyone really really appreciates it um and I think this year has been especially um rare in the sense that you see these students come together and trying to make a new experience because after covid we had last year which was kind of a reset but this year felt like a clean slate it felt like we had the power
to take this year and make it what we wanted to be um and obviously we wanted to be the best they can um and I think pre-covered was like a baseline but now we have this sort of experience that's curtailed to our new experiences having lived through a while where we were online and not having as much social interaction in school but that's not to say that cusd as well it's places to improve there are many things that we as students as Educators as staff can all work on um and as I mentioned in my opening statement I think that it's really really powerful that I as a student can open conversation and dialogue about really important issues like mental health and other sort of initiatives um obviously it's been exciting to have ASB club
sports but I would say that it's more exciting for me when I get emails from students who are passionate and driven for starting their own initiatives in the district that's something that really really excites me and that's something that I actively encourage because I think cusd is built upon these students who go out there and get stuff done um my email is on the district website so I always encourage students to reach out if they always if they have any requests and this isn't just limited to the initiatives or if you have an idea this is General things that student values um and general things of student values it can be with regards to anything that students have felt um I guess not you know it's it's somewhere to kind of address your Grievances and
I I feel like with this position the privilege I have of this position um it's important for me to connect students in the right places that sometimes at schools uh they may feel it's hard to find people to connect with so I always encourage that they reach out and so we'll find Solutions I just want to end up by saying that the first semester has has truly been great and I'm incredibly excited as a student um to be sitting here addressing all these Grievances and and concerns and making the school district actively a better place I look forward to an even more exciting second semester I hope to all the students good luck on your finals thank you we are now moving on to oral Communications the total time for oral Communications shall be 20
minutes individual presentations are limited to a Max of three minutes per individual but could be less if there are a larger number of speakers Mrs Hayes do we have any speaker cards for oral Communications yes we have 33 in person and two online for a total of 35 speakers this evening with no students okay thank you trustees we have 35 speaker cards um this is the purview of the board but I'd like to adhere to board policy uh how does the uh other trustees feel about that I support board policy so that we can have more people uh speak uh for less time at the beginning of the meeting okay other trustees foreign but I'd like to let all what is it 36 people speak just for 135 35 okay just takes a little bit
longer um okay but I would like to ask that uh people will be lined up and um a staff member can help getting them lined up okay is everybody good with that 35 okay perfect Mrs Hayes so the board's waiving their policy and taking so I just want to for the record make sure that you're waiving your policy 35 minutes we do have one student speaker for oral communication so we'll start as soon as we put that sort of Instagram I'm going to call the first 10 names and I ask that you come forward and line up in the following order Megan Martinez Rachel Sutherland Miranda B if I can't read your writing I'll just use your last name initial Heather pubic Debbie Perot Gene Jody Van Zee Chelsea Boyle yeah Amber Smith that's our
first 10 speakers we had one speak one student who filled out a card could you please come forward yes Caitlyn [Music] Caitlyn please state your name and let me set the timer for one minute and we'll get started Caitlin Golba but I go by moth thank you go ahead I chose to go to San Juan because it was supposed to be a diverse school full of accepting people but I was forced to watch a bomb dog walk between classrooms during my second period due to intolerance no one should go to school and fear facing oppression or threats the lgbtqia plus Community is being suppressed and that needs to stop I am a member of the community and I have been since I was 12. I'm simply a person who has explored their own identity and
who is confident with who they are I'm here to support my allies and my fellow community members the community the club is a place where we are supposed to feel safe we are able to be comforted by seeing ourselves represented in literature this club is a place where we can be ourselves and talk with people who are similar to us there's a sense of community and companionship between everyone in the club the space is a necessity it prevents us from feeling isolated being with other people from the lgbtq plus Community helps us feel secure protected and loved thank you our next speaker foreign please hold your applause we appreciate every speaker who's here Megan Martinez please go ahead good evening I'm Megan Martinez gays against groomers co-chafter lead of Long Beach multiple concerned parents have
reached out to us regarding Mr Flint's decision on placing controversial and highly sexual books in his classroom sexuality regardless of gender identity doesn't belong in an educational environment especially without parental consent when Mr Flint chose a ticket upon himself to place banned books containing graphic and sexual topics in the classroom he opened the door to pseudo pornography the information contained in the books is causing is going to cause increase in sexual activity higher rate of STDs as some promote not using condoms pregnancy and students putting themselves in harmful situations he may have had good intentions but there is a reason those books were banned put simply they're inappropriate a teacher's job is to educate the approved curriculum the California proficiency has dropped two grade levels getting children on par with reading math science and history
should be top priority not providing material and how to have sex or pornographic fiction it should be up to the parents whether or not to provide this material for their children not informing them is causing divide between families as well as removing parental rights thank you Megan we'll have to move on to the next space Rachel Sutherland Rachel Sutherland good evening I would like to speak about the upcoming proposal to merge the RH Dana exceptional needs facility and staff with RH Dana Elementary this merger has been discussed for years and most of the staff students and parents are well aware it will be taking place however the official approval to begin the merge process continues to be delayed it is a vital importance for the administration teachers staff and parents that the merge is approved
well before the actual particulars are put into place there's a myriad of work and planning that cannot move forward until it is approved by this board as a former enf parent and chair of CAC the concern I have experienced with almost every site change for special education programs across the district in the last five years is the unknown factor from parents staff and administration of how do we work with special education children how do we incorporate them into our extracurricular activities are we able to support their physical and emotional needs and will this new group of students pull resources from our already overworked Administration teachers and staff which are incredibly important valid questions I greatly appreciate they're being brought next speaker our next speaker Miranda good evening I'm addressing this panel today not only as
a parent of cus as these students but as a Mormon and a concerned citizen to remind you all of your duty as board members in this district and in the state of California your religious beliefs have no place in public education in the state it is your solemn duty to condemn any acts of violence against lgtbq plus students teachers and staff as stated under California laws ab14 SB 1441 ab537 fear-mongering rhetoric against these groups such as the one used by Mrs bullockus during her re-election campaign mimics that dispute by Fox News and should have no place in public education this District nor anywhere else as it only shows more Division and puts an already vulnerable group of group in more danger don't forget that you are here to protect the rights of all and safety
of all students teachers and staff regardless of their ethnicity economic background race gender and sexual orientation you're not here just to serve those few that agree with your religious beliefs you need to step up and protect all of us on their UCA is Heather puhek Heather and for the next speaker I'm sorry two things one if everyone can just step back a little bit because the board from the microphone sorry the board won't be able to hear you and then second if you can um rather than the Clapping if you can um kind of shake your hands I do not really just super helpful Heather go ahead my name is Heather bucheck and I have one student still in or at San Clemente High School um we have been villainized excuse me I read the
letter today that has been circling around from the opposite side of the aisle and it was clear to me that we agree on the most important thing we all want all Capo kids to feel safe and staff too we have been villainized simply for not wanting sexually explicit content in our district this is basic right I mean I thought so apparently not we have been villainized for not wanting sexually explicit content in our district I just have to say that again and now we're told we have triggered violent individual to make a threat a bomb threat the news story or the news published this story in response to a public social media account we didn't have anything to do with that I have not used hateful speech I have not used violent rhetoric I have
never attacked students or teachers this is not on the parents that simply believe it's inappropriate for sexual content to be at school this is not about lgbtq plus content thank you heather our next speaker is Debbie Parrott or bro parrot parrot thank you Debbie go ahead thanks part of students feeling they belong is having teachers that create spaces they feel safe in and feel seen in Flint is a beloved teacher who connects with students and should be treated as a professional research shows that just knowing there's a supportive educator or staff member at school can help lgbtq plus students feel better and safer about being in school this truly can be a matter of life and death for these kids so wherever you might stand on these issues I think we can all agree that
we want the highest number of students safe and Alive districts must stand by inclusive values not just when it's convenient but when it's hard or your lgbtq plus Community will never trust you these students have a right to feel safe at school there's a rate of 45 of our lgbtq plus students of them considering attempting suicide in the last year this rate is cut dramatically when they feel support from their family or at school these students have a right to feel safe trust Flynn and other teachers to do their job to make that happen thank you our next speaker is Jean Jean from San Clemente following Gene is Jody go ahead Gene hello again um why did the community have to learn about um San Juan Hills High School from a national news you know
why who approves the curriculum I um I have a philosophy that is on your from your website it says of these points the parent is the first and the most influential teacher the community has a right to hold the schools accountable and all levels of school district will practice shared decision making so who approved the curriculum shouldn't this be all open I think we want this to be open so everybody can see what is being taught if that's open and you guys approve it then we all know but if it's hidden people get upset thank you Gene our next speaker is jumping and is that and Jody please State your last name van zantan thank you go ahead I've been a parent of students at San Juan Hills High School for 10 years as a
proud parent of a current lgbtq student I support my child in being a member of the queer Alliance club and a member of the Academic Decathlon team with Flint I'm thankful for the safe space and advocacy Flint provides and I'm thankful for the classroom library that is available as an important and helpful resource for not just our students but their parents and our school staff as a former staff member of San Juan Hills High School and former co-worker of Flint's I am full of respect and support for such a passionate caring intelligent creative and thoughtful resource teacher and human being representation matters and so does creating safe spaces where we can acknowledge differences learn about them and celebrate them recent evolving and escalating dangerous rhetoric threats and accusations regarding the lgbtq classroom Library Flint and
our school's lgbtq Community has had and is having a serious and concerning impact on the safety of our staff and students on campus thank you our next speaker is Chelsea Boyle Chelsea go ahead last month I spoke at the meeting of the physical abuse my child sustained from a teacher blew my mind how many people figured out the teacher and that it happened at San Juan Elementary because my child is not the only one three employees I know have broken the law and two were rewarded just this year by none other than the teachers union employees who is protecting our children the parents Mama and Papa Bears the mom and dad Arby's and our numbers are going by the day and by the hour your district is on fire Miss fatal your employees have stoked
the Flames this is a direct reflection on your leadership or lack thereof it's turned me into a fire breathing true Dragon the disex harassment inclusion to quiet the truth is in a word corruption Amber before you begin Amber Smith before you begin let me call the next 10 people okay please line up Sarah Phillips Bridget a Denise Carlson Devin Madrid Veronica Eva Harrison Barbara Casserly Ashley Stevens and Katie Crockett Leslie Jones Amber go ahead thank you okay when did it start being considered a bad thing to not want your children to have access to sexually explicit materials since when our parents called bigots and fascists and hateful and homophobic because they don't want sexually explicit material in our schools why are there so many people demanding access for minors to have books that talk about
sex oral sex anal sex dildos and information for dating apps for kids to meet up and have sex with people here's a book and a few of our libraries that I'm going to read for you what girls are made of I'm unfastening his pants I pull him out of his underwear and he's socked in my hand I don't look up at his face before I open my mouth and pull him into it and I pull and I suck until he grows hard and he makes sounds that means he likes it and I keep going and going and when he says I'm going to come I don't pull away what is going on that our schools are allowing this kind of content content that would many would pop pornography let alone minor children our next speaker
is Sarah Phillips good evening my name is Sarah Phillips I'm a mother of two in the district I'm also a high school librarian in another District in Orange County so I'm going to speak to the issue of books LGBT student TQ students deserve representation on our campuses they deserve to have accurate information and to see lgbtq characters as well as lived experiences in the books they read I'd like to see a solid board or District policy that protects such materials from being continuously subjected to restrictions and or removal um above all please protect flint and the community they have created on a side note I'd also like to see certified teacher Librarians in Capo all this all students deserve that our next speaker is Bridget our good evening my name is Bridget our and both
of my sons graduated from schools in Capitol District my son is a transgender student and he was a student with flint and Flint was uh his AP student leader also the queer Alliance advisor the Cappy's coach has gone on numerous field trips with the theater department so it is an extremely talented and gifted mentor and has helped both of us on his journey to be transgender what's important to know is that the lgbtq books share with these kids and make them feel not alone they let them know that there are other people going through this the Trevor Project has said that there are 45 percent of the lgbtq kids attempt suicide and if there is one adult in their life and usually not ones at home especially the parents are over here I would never
go to talk to any of you if I was an lgbtq student but if there's one adult out there that listens to them then they have reduced that by half this is important thank you thank you our next speaker is Denise Carlson Denise Carlson hello thank you thank you board for taking care of our children I really appreciate you I appreciate the time to speak I didn't plan on speaking tonight but here I am first of all I don't think this is about one side against the other I love everyone in here I love all the sides it doesn't matter what I'm here is I'm concerned about the materials being pushed into our children's Minds it's not about any one group it's the material and um I'm speaking as ex-counselor that worked with youth teens
and young adults I worked in cognitive behavior therapy and addictions one thing that the children that turned into sex addicts all had in common was it early introduction as a child to pornography to illustrations to videos to anything with sexual content at an early age all these thousands of Youth that I worked with all have the same background and I'm here to say please please thank you guys Devin Madrid Devin Madrid hi I'm disappointed as we are only a few months after the Uvalde Texas shooting in which 19 little kids and one teacher were shot and on the anniversary of Sandy Hook and only a few days after my alma mater San Juan Hills was threatened I saw a sign outside that said stop looting our children this is quite literally a sign of hatred
and intolerance as much as these School shooters had in short I like to say my time in class with flint and then in their quite challenging classes and time spent with them in the theater in times of teenage grief and self-doubt and self-hate Flint nurtured me taught me stayed extra hours to make sure I understood material and so on I graduated Fordham University in New York City laude I worked at Apple TV plus and I'm now an editor at variety magazine in Los Angeles without Flint I would not be here I want to be a testament that your children are not being polluted I am so successful now and mind you I want to tune my one and mind you this is not 1970s pornography lives on the internet on Tick Tock Where Your Children
Are on thank you just a reminder to step back a little bit from the line thank you Veronica go ahead okay I'm a parent of two cusd students one in high school and one in Middle School it is maddening that we live that we are living in a time where our cusd schools are being blasted on Fox News and as a result of that it is creating an unsafe environment for our students and staff let's call this what it is this is ultimately not about the books this is the excuse now that is being used to attack our lgbtq plus students and staff are there some sexually explicit books that should not be in the classroom possibly and that needs to be reviewed does this mean we get rid of the books for the lgbtq
plus youth no it doesn't how you respond to this will determine whether you are for all kids or not you can sit up there and say that you are but your actions will be what will tell us where you stand now more than ever is why we need the no place for hate program the rhetoric used in the threat was full of hate and we must call it what it is do you stand for hate or don't you I guess we will see thank you our next speaker is Eva Harrison Eva come on Eva go ahead hi um the classroom Library did not make national news because it is gay or trans but because it contains sexually explicit materials just because porns on the internet um why should it be in our schools that's Insanity
to me um this board knew and supported this library in 2017 but did you actually review the books and materials one of the books tells kids which apps to download to meet people including adults to have sex with as a school board do you support having sexually explicit materials in our classrooms again are you okay with sexually explicit materials in our classrooms because that's what this is about not about anything else we found many sexually explicit books in our school libraries K through 12. you handed out the papers up front how to complain about books I shouldn't have to do that they should never be in the library in the first place our next speaker is Barbara pasterling and next week Barbara Castle I'm the parent student that graduated from Capitol Valley in 2018 2011
and 2008 I founded the capitol Valley High School Foundation served as the PTA president on many other committees the headlines on the atlas funded Pac in support of Judy bullicus that defamed this District screamed these headlines phony fighting woke extremists politics against radical sex identity politics being taught in the classroom poses critical race theory that puts student against each other but this now in my home it was time for me to respond to the many who disagree endorses on this rhetoric sent into my home included every member of the Mission Viejo city council and some of you if your name was on this hysterical campaign mailers you have not publicly denounced this rhetoric you are complicit the these headlines on mailer after mailer said um um uh like a Fox news program thank you Miss
Casserly I love thy neighbor no exceptions our next speaker is Ashley Stevens hello Ashley Stevens I'm a teacher at Arroyo Vista Middle School I'm also our secondary vapa lead didn't quite know what I was getting into when I chose to speak tonight but I just wanted to speak to the agenda item about our Arts funding and just say that we don't we don't have fire at every single middle school and wouldn't it be awesome to see what we have at arroyivistan other some of our other middle schools at every single one I know in my choir about a quarter of them are from special populations whether they have IEPs or 504s and it's an awesome equalizer and wouldn't that be amazing to have that at every single middle school to then support our high school
choral programs and so as you're deciding about funding for all of the Arts not just music we hope to have your support for instruments as well that are older than our students and sometimes older than myself and then are just in everything theater and arts we have amazing students that are supported through their music classes and through their arts classes so thank you you for your support and thanks for opportunity to perform tonight our next speaker is Katie Crockett Katie go ahead this threat that we're all talking about was specifically targeted at the lgbtqia community and until that is addressed loudly and emphatically with no hedging we'll never have a prayer of these types of incidents ever stopping we can talk about books if people want to that's a conversation I'm willing to have however
the threat and similar rhetoric in the community is tying it to the lgbtqia community this is harmful and dangerous these issues have to be separated and and the media is not doing for it doing it for us and the district's silence on what occurred has been deafening I'm not here for hedge statements or pandering I'm here for our children students and parents I'm a mom too my kids are students too until we defend all of them we're not doing the job that the public education system should be doing threats to the well-being of our community members are never okay this isn't a gray area these issues aren't the same I will be here to remind this board as long as it takes our next speaker is Leslie Jones a little different twist um in 1968
a teacher taught her third grade students a valuable lesson about discrimination that labels who's good and who isn't based on the color of their eyes blue versus brown within 15 minutes she watched marvelous Cooperative wonderful thoughtful children turn into nasty vicious discriminating little third graders and this was based on one thing color of their eyes and how they were labeled whether or not they achieved slowed down learning or felt successful and protected 54 years later and I'm here I'm here asking all of us to be better and to do better that we stand up against threats aimed at members of our community our teachers staff and students I ask that you help support my child who's had the courage more courage that I almost had to stand up here alone and share what she went
through they went through I apologize last week and proactively encourage courageously take a stand thank you I would like to call the next 10 speakers to line up pictures Michelle McNutt Jessica Guyer Elizabeth Owen Astor Mason River edgren Tina Freeman Sally Sanders Lynn shardlow Chelsea Erickson Lisa Myers Morgan McKee and Eva Stanton Michelle okay Michelle please go ahead hi there I'm here tonight to show support for our lgbtq students and families but especially for our amazing High School teacher at San Juan Hills Flint and while I appreciate the comments by our superintendent it does not go far enough to denounce the transphobia and homophobia that are ever present in the district and clearly present in this room tonight anyone who has deliberately crafted a fake narrative around the content of books is actively contributing to
the harm of our students in our community I just want to say that I think Flint does amazing work um I would like the district to acknowledge that what they do is supported by data that it is best practices that they are keeping our students safe and that they are providing an inclusive environment thank you our next speaker is Jessica Dyer good evening superintendent press uh president ostianos trustees um and our new trustees tonight I am speaking representing myself parent of two San Juan Hill students and not representing any other entity does this work it is the work of us all to denounce any kind of threats of violence towards Flint toward our superintendent and toward our high school period I want to thank the superintendent and the board for sending an all staff communication
and for your public comments tonight from some of you acknowledging the threats made last week and announcing threats the hate speech that has been perpetuated by the Articles written in the national news media are to blame for the threats and we as a community must come together to reject them they are meant to dehumanize because once a person or groups of people or other they are alone and easier to attack they're meant to lure the ordinary person to believe that there is something unusual or wrong with that person and the narrative then ensues so our Challenge and responsibility is to have a plan in place for for when these attacks happen in this District we've seen them increase over the last two years with the harassment and subsequent resignation our next speaker is Elizabeth Owen
hi my name is Elizabeth I live in Aliso Viejo we don't have kids yet um but it sounds like this is a great school district and I am a queer person and I was raised in a district that was not supportive um and I I was suicidal about it um and if I had had a teacher Like Flint and a library like is in their classroom that might not have happened um and I made it right I made it and I'm happy and I'm successful but I might not have um and so it's it's violence to say that books about you and your community and people like you are not allowed and are not appropriate for people your age even though you are a person having that this experience right now um that is a
form of violence to separate children like that and to say that you are you are topics about books about you are too mature for people of your age thank you our next speaker is Professor Mason hi my name is Astor um I grew up in a community where um being a member of the LGBT community was not accepted I never saw myself represented in my school and if I had grown up at a school where Flint was a teacher I would have my life would have been so much better um it took me until the age of 35 to come out as a trans person and that was because I didn't see myself represented in my community thank you our next speaker is River Edgar hi y'all I have two children uh who attend San
Juan Capistrano Elementary School and on my way here today I was actually explaining the situation as to why I was attending this meeting and my nine-year-old who attends one of the schools verbatim said but I thought hate didn't live here visibility and reputation representation of all kinds matters I want to thank Flint for their continued bravery and strength in showing up authentically and being an essential and life-saving individual to their students and to the rest of their Community Your Existence as a teacher and a member of our community is one of the only reasons why I feel okay about keeping my students in this District our next speaker is Tina Freeman Tina Freeman we can go on to the next speaker Sally Sanders hello my name is Sally Sanders I live in Laguna Beach California
and I'm an activist and I the reason I'm here is because I received an email this week from the lgbtq of Orange County asking me to show up on behalf of Flint I didn't know them I never heard of them I didn't know what was going on down here but I am an anti-fascist activist and it's a good thing I'm retired because I'm very busy here in Orange County showing up at like this and I just want to speak out about the very second person that came up here to speak tonight I didn't catch their name but they're from an organization called gays against groomers and they are a hate group they are very violent and um you guys really need to do something and protect your protect your teachers this is just this is
this is sad our next speaker is Lynn Shard sure low thank you Lynn hi um I've been involved in education as a teacher for almost 30 years and I agree I don't want to see pornography and sexually explicit material especially in junior high and high school I don't think it's appropriate however I do think that students children of every sexual persuasion agenda whatever should feel safe if they can't feel safe with their parents they should be able to feel safe talking to an adult because over 40 percent of children commit suicide so would you rather have a child that's pretending to be straight or a child that's alive and can feel safe and productive and be a wonderful citizen our next speaker is Chelsea Erickson um I just want to say I agree with what
was said previously um but I want to say I don't condone any act or threat of violence against anyone it's unacceptable as a member of a religion that in its history once had a government-ordered extermination order against its members I can't imagine that fear we need to learn to see past our differences and find Common Ground whether that's against violence or another area that I hope we can all agree on tonight and that's pornography and pornographic material has no place in our schools I don't care the characteristics the gender the sexualization the sexual orientation skin color Etc pornography is pornography and should not be available through our TK through 12 schools there are many negative effects that come from pornography if you ask Tim Ballard the head of operation Underground Railroad that fights against child
sex trafficking he will tell you pornography is the main reason that that industry exists our next speaker is Lisa Myers Lisa Meyer hello um first off I stand with the lgtb community that's really um what I'm here for really the book Banner started going against those books now they've continued to go against other books and I want to bring that to everybody's attention um I think we agree that Capo's main goal is to be a district where we engage students in meaningful challenging and Innovative educational experiences and this would involve AP courses the AP Literature course is one of the most rigorous that a high school student can take it requires reading from diverse authors and issues that might from someone's cultural Viewpoint be considered controversial one specific book that uh the book banners would
like to ban is Tony Morrison the African-American Nobel prize-winning author in her book The Bluest Eye Morrison's Mission has been to tell students uh tell the stories of people who in all literature were peripheral just like the Elgin Community our next speaker is Morgan McKee hi my name is Morgan mccague and in light of recent news Publications and security threats I would like to express my support for the teacher Flint at San Juan Hills High School I was lucky to have them as a teacher for English 3 in 2013 through 14 and also AP Lang in 2014 and 2015. I believe that Flint embodies the mission values and wigs wildly important goals of cusd I remember practicing navigating online news media with care and a critical lens with my peers which does support the mission
to prepare our students to meet the challenges of this rapidly changing world yeah they made every effort to make their curriculum their classroom welcoming for all students which is also part of the facilities uh section to optimize facilities for all students went proofread my college essays and supported me and my successes as well as was reasonable and kind when I failed I hope the board continues their support for Flint thank you our next speaker is Eva Stanton I don't know why we can't just have better sexual education and safety tactics in school as well as do the work to make sure that students treat each other with respect and honor boundaries just because a book includes information you may not want your child to read does not mean that they don't know about its contents
the internet what that HBO or dare I say it they're friends or that you should be able to deny the right for access to lgbtq plus books and the like these books are chosen for a reason and they help explain uh inclusive rhetoric for students and make people feel seen safe and inspired so if sexual content makes these books unreadable how would you condone your children reading the Bible have you even read it so maybe so maybe heterosexual interaction so maybe only heterosexual interaction heterosexual interaction is appropriate this is very telling me Tina Freeman last call for Tina Freeman going on to our online speakers we have two speakers online our first one is Henry giardina Henry's not online we'll move on to Michelle Palazzo Campbell Michelle go ahead yay for the unmute button good

statement on December 5th and unfortunately we had the event that happened on December 6th at San Juan Hills I hope our community knows that that we support them as PTA thank you to all that Flint does and has done for the students for years in this District thank you Michelle this concludes our speakers for oral Communications thank you we will now move to the consent calendar Mrs Hayes do we have any speaker cards available consent calendar we do we have one online speaker Michelle Palazzo Campbell I finally got myself muted again and now I'm unmuted good evening superintendent Board of Trustees in the past month ptas across the district have donated through the district gift account 138 663.73 to cover the cost of Meet the Master's programs Raz-Kids reading programs field trips accelerated reading program
playground equipment Canon cameras for middle school photography classes whiteboard tables Novo cast devices Epson projectors iPads student supervisor salaries outdoor science camp art Masters program Legacy programs projectors and whiteboards para educator salaries the district ptas are proud to partner with our district 2. enrich and expand upon the educational programs in our schools we look forward to continuing this partnership in the coming year thank you Michelle okay do any trustees have any consent items that they wish to pull tonight trustee hanachek I would like to pull 16. 102bulacus hi trustee castianos aye Steve Davis aye trustee Hannah checks trustee Jones aye Christy Parham aye SD Pritchard motion carry 7-0 by roll calls out to approve the consent calendar with the exception of 16 B9 the item that was pulled with student board member gel casting and referential vote of I to approve the consent calendar now on to discussion items for the evening I would like to recognize Clark Hampton Deputy superintendent business and support service to present the item certification of 2022-23 first interim report thank you president casiano's trustees so this is uh hold on Mr ham do we have any speaker cards on that is that first or he presents in them okay thank you so this this occurred the requirements of ab1200 this is the first interlude report of the financial condition of
the district or the current following two years I'd like to introduce assistant superintendent for fiscal Services the local Townsend to present the item and I want to thank her and her staff to know what they perform throughout the year too financials in order out of help good evening next slide please as an introduction to the first interim budget discussion this chart shows the state budget allocation for additional funding for existing programs such as the lcf funding formula and various new and one-time and ongoing grants the breakdown between one-time and ongoing money is important because the governor is conservatively allocating money so that when the state sees a decline in Revenue possibly coming as soon as next year the state has a cushion so ongoing programs are not impacted as much next slide please beginning in
1042020 the district developed reopening plans to assist students with learning loss and to help with social emotional problems resulting from the pandemic with the Advent of coveted funding from Esser and from State learning lost monies new programs to assist students were developed including reduced class sizes at adding Elementary physical education programs providing each school with an additional teacher for multi-tiered systems of support and professional learning coaches plus providing one to one devices for all grades most of these programs were anticipated to end after the 22-23 or 23-24 fiscal years when planning wasn't lost next slide please with the careful use of the latest brand of categorical funds there is an opportunity to continue these programs to help students for another four years until the end of the 27-28 school year next slide please as we
have transitioned more heavily back to categorical funding sources which is similar to how districts were funded before the Great Recession it requires thoughtful planning to use the money to support District goals rather than the categorical funding itself driving the goals this starts with prioritizing District goals and then determining which categorical program can be used to support that goal and the deadline for spending that money if it is a one-time funding source next slide please this results in a certain level of complexity given that there are five separate new funding sources to achieve this next slide please these next two slides illustrate the projected funding sources for each goal in a year next slide please in the next slide please this is the slide provided to each budget budget cycle and shows our unrestricted fund balance
as you can see we are projecting a surplus every year of the multi-year projection and therefore our fund balance on the right is increasing a word of caution here is that we are currently seeing very high levels of absences due to covid the flu RSV and hand foot and mouth at a rate similar to that scene in last January during the Omicron surge this is what all our districts in Orange County are seeing at the moment we will be filing our first state attendance report P1 in early January which covers the first four months of the school year and this will determine the impact on the budget at that point since this is the same problem we all had last year it is possible that the state will come up with a remedy because if
all districts suffer in attendance loss the state saves that money um whatever the P1 reflects related to attendance will be shown in our second interim budget which will be presented in March next slide please the next two slides show the assumptions used for the first interim budget which are provided by school Services of California while we don't have to use these assumptions the county office typically expects districts to follow them or to use a more conservative approach highlighted in red are the areas where the district has used a more conservative approach these assumptions will be revised by school Services after the governor's budget is released in January and changes will be made to the assumptions used in the second interim budget next slide please the shop this chart shows where we are in the annual
budget cycle the next update on the budget will be at the January 18th board meeting with the release of the governor's 23-24 budget proposed next slide please staff recommends approval of the first interim budget next slide please after this item was prepared at the beginning of November voters passed proposition 28 and so we have one more slide to present next slide please proposition 28 will provide the district with an estimated 5.7 million in Arts and Music funding this funding is different in that the expenditures will be under the control of each School sites to determine spending with that there are restrictions on how the money can be spent the money must be spent 80 on Staffing either teachers or aides or other Staffing unless the principal asks the California Department of Education for a waiver
and that waiver is granted 19 on supplies and services and one percent on administrative costs or indirect costs schools are funded based on their enrollment Kent and on the number of Title One students so a small school would likely have to pull their money with other schools to be able to hire a full-time teacher this money is in addition to prop 98 and so it doesn't take money away from other educational programs includes our presentation of the first intern budget thank you Mrs Hayes you have any speaker cards on this item we do we have two speakers this evening the first is Veronica and the second is Luca Greece Veronica please come forward how much time we have three minutes for this life astronaut okay okay okay I wanted to speak on the yes on
G campaign being part of the leadership team for yasanji I can say that without a doubt I am very proud of the campaign that was run with integrity and with passion for our local public schools in Aliso Viejo I was honored to be among so many parents that wanted this as much as I did unfortunately it did not pass and that was through no fault of the campaign the campaign the campaign left no stone unturned in an effort to educate our community on school funding in California the state of our schools how every single District around us passes bonds etc etc the bottom line was that we were up against ghosts of the past and a distrust of the district this is a battle that we were constantly fighting misinformation and mistrust from years ago
it also does not help that all of you were not on board in helping us pass this bond by at least supporting it thank you especially to trustee Castellanos or president castillanos now who was out there walking every weekend with us with all and supported from day one when this was initially discussed at a meeting she had with the Aliso Viejo PTA presidents trustee Bullock has you voted for the bond resolution but in my view did so begrudgingly and I will never forget that you said this is on you it actually was not on us because we did everything we needed to and I will forever be proud of this campaign as long as the entire board does not support these schools then you are all failing our kids you are pretty much saying just
like the community of Lisa Viejo did your facilities may be crappy but that's good enough and uh trustee Davis you didn't support us at all you didn't have any faith in us so a united front would have helped combat the negative campaign that was against measure G and I hope that in the future you continue to support School bonds because as we know there's no other way and but our community Lisa Viejo leaves and they've said you guys can find another way and I don't think there is so thank you thank you Veronica our next speaker is Luca green good evening tonight I want to add a note a fact about the financial report due to the nature of California school funding we do not have money for our school facilities to be updated I
will share with all of you something I learned in Mr Anderson's sixth grade English class at avms this fall which is the art of Japanese kinzuki a kinzuki is the art of growing broken pottery together with gold the imperfections the gold the golden cracks what makes the new object unique they're there every time you look at it and they welcome contemplation on the object it's past and the moment of failure that it and its owner had overcome and Lieutenant on November 8 2022 due to lack of funding for school facilities Aliso Vegas residents who are asked to pass a school bond measure G elbow fractured into four pieces people who voted yes those who voted no the ones who didn't get to the fourth page of the ballot and those who didn't vote at all
similar to looking to a conziki ball we can learn from everything we have induced we're now a ball breakage along the way we have formed relationship with the wide diversity of our community and Aliso Viejo and our cracks can also be covered with gold however for this Elizabeth to be able to carry another measure it requires to be held in good hands in the hands of those that will fully support a school bond individuals that would look every every single crack that happen in Aliso and try to fix it with these three simple steps one clear communication with the community about school funding two easy access to facts especially Financial reports and expenditures and three gaining public trust I want to say thank you to president Casiano for your commitment and hard work for our
community in Aliso Viejo thank you to our Fantastic Team Veronica Emily Cravens and Kelly Smith thank you to all seven AV school ptas and ptsas especially Allison Parson Brenda akasi Mina Carson samaritar and men and America through I also want to say thank you to superintendent vital bruty for your support thank you to most of the board members that have support foreign wrote the ball may seem broken pieces scattered but it is an opportunity to put it back together with Simon goal it would be something new unique and strong thank you okay um any comments or questions about the trustees no may I have a motion to approve the certification of 22-23 first interim report moved by trustee hanachek seconded by trustee Pritchard all those in favor I'm motion carry 7-0 with a preferential vote
of I from student board member Xiao let's go on to our next item Arts music and instructional materials discretionary block grant plan 22 through 26 I'd like to recognize uh Gregory Merwin associate superintendent education and sports services to present the item thank you very much president castillanos trustee superintendent it's all Realty staff presents item two Arts music and instructional materials discretionary block grant plan 2022-2026. so I stated in the board report the block grant provides one-time funds that may be used for Arts music and other purposes as defined by the California Department of Education staff's recommendation in this plan as you'll see in the report is to allocate 1.2 million dollars for our music and Baba programs and then provide funding to support class size reduction and to continue funding the elementary PE program and
Behavior Support programs staff's recommendation to allocate the money in this manner takes them to account the new funding you just learned about from proposition 28 Arts and Music education in public schools it begins in the 23-24 school year as assistant superintendent Townsend shared with you that's separate from this Grant and that will provide 5.7 million dollars of ongoing funding to specifically support music in the Arts so therefore as we made our recommendation in this report for the block grant plan to support music and Faba is to set aside 1.2 million dollars to provide support this year to address immediate needs such as material instrument and equipment purchase and repair got the materials and professional learning and then with the addition of the prop 20 prop 28 funding for Arts music that begins next school year
it then allows staff to focus the majority of the block grant plan on multi-year funding for our multi-tier system of support so I am joined this evening by assistant superintendent Kerry Johnson executive director Stacy Yogi who will also assist with questions staff recommends approval thank you Mrs Hayes do you have any speaker cards for the item we do not okay trustees questions comments trustee bogus how many schools do we have that we support in music number of schools we provide support for them in music trans all of our schools what is that number uh 57 okay I thought that's what it is what's a million two divided by 57 how many how much money is each school going to give I'm happy to share that breakdown for you or it's not going to be divided
by school but it will be divided by Ada or are we looking at that yeah it's being divided by uh programs so the 1.2 million dollars each High School will get a certain amount of money each Middle School will get a certain amount of money every bit without the materials for every student um I believe information in so for music programs it's fifty thousand dollars for comprehensive high school and five thousand each for a union and ATP for musical instruments and equipment purchase and repair uh 25 000 for middle school and K-8 for musical instruments and equipment purchase and repair and then 150 000 for Elementary music for musical instruments equipment purchase and repair and then for vapa um visual Performing Arts fifteen dollars per vappa student for materials supplies repairs and Cricket specific curriculum
needs um and 25 000 per high school for General about the materials trainings equipment Etc and then 10 000 per middle school for General evapor materials training more than okay and how would we get to those numbers in other words uh like Ashley Stevens brought up with Arroyo Vista Middle School performing tonight there are some middle schools that come have a choir so does this mean that you based it off of what our existing programs or level of the playing field so that everybody could try to have the programs that we see fit for our students yeah I'll start with that so we this the the way that we came up with this allocation was based on results that we received from a survey from our music teachers we received their priorities and then we
looked at the funding that we needed to meet those priorities and they did not include for example um uh more music teachers they were focused more on repairing instruments on equipment on materials on professional learning that's what we then Built This 1.2 million dollars on also knowing again that in order to be able to with prop 28 funding that will actually support salaries of music staff this is a one time this is one time that's ongoing funding so that's why we saw them separately and why we went with the 1.2 million one time from the grants understanding the prop 28 ongoing funding that would actually support those types of positions positions yeah um you foresee in supporting those positions that we will be increasing in our elementary school so we don't have these music teachers
running around like to the minute uh covering five different schools and like 65 kids in the class would that be a starting ground or um have we gotten that far yet how we're going to break down those Monies we just just in the lab within the last month we received what those allocations will look like for prop 28 site by site so we will be looking at exactly that I believe in assistant superintendent Townsend Community clarified too it's too augment it's not to supplants what's currently there but to add to it so we could look at things such as instead of two trimesters three trimesters uh we can look at adding uh more more programs more not just replacing what we currently have is that correct yes that's correct and also keep in mind that
unlike uh normal categoricals this one will require that the principal gets to decide how the money is spent so of course there would be guidance from the district but it is the principles decision just on this side and so at the school site yes it's music to my ears and I do understand I do understand taking this money and where you can categorically support the goals and we very strongly heard that we want to continue supporting reduction of class size in elementary school we absolutely the elementary schools have told us that having the additional help with PE has created fabulous PLC which then helps our mtss and all those other programs I just wish we could stretch the dollar more because when I also read under our background information per cde's guideline number two obtaining
professional development and instructional materials for improving School climate I do believe we're in the State of Affairs where music and arts and creativity and innovation is needed more than ever for our students and I wish we could focus more um because we've had wonderful programs we still have wonderful programs but as we know based on coven we are going to have to rebuild our music programs and it's probably going to take three to five years um and just the indigen in additional infusion of money is when I've talked to my music teachers it's just kind of frustrating to see oh we've got this music money and then say well it's going to mtss you know we got excited and then it's like well we're not getting it all um so I understand trying to stretch
the dollars and supporting the goals it's just if if there is just a certain amount of money I really ask that we make sure that the music teachers are asked they are then giving information to principals and they are have they do have the autonomy to do what's best for their school and that's all I'd like to add thank you I think you mentioned that hey eight is getting the same amount as middle schools is that correct yeah so 25 for music programs 25 000 per middle school and K-8 for musical instruments and equipment purchase so why are k8s not getting the middle school plus the elementary school amount so I think the elementary sorry the elementary portion of 150 000 would cover the elementary as a decade of my understanding so they are getting
Middle School plus Elementary School amount yeah so the so the K Park the middle school is getting that allocation and then the all of the elementaries are benefiting from the 150 000 uh investment so they're the Elementary's getting funded separately the middle school is getting that 25 000 for the k-8s getting for their middle school Elementary gets the portion of the elementary and then Cape the 68 gets to middle school um I I just have a quick comment just to reiterate with uh trustee Bullock has said um I I had the great benefit of going to Ladera Ranch middle school the other day to see their performance for orchestra and band um I missed the choir but I got those two and um the comment was made you know that that covet had a big
impact on losing a lot of students for that program you wouldn't know it by the quality of the musicianship I mean I do not remember kids sounding that great when I was in band back in seventh grade these kids were phenomenal and the program there is great so whatever we can do to um give them confidence that we're going to continue to support that going forward I think is important yes I just want to remind everyone that the money isn't just for music it's for all the Arts so we'll have to understand and incorporate that as well we can't leave out our other artists thank you trustee Jones I think everything we do in cusd is important and although I do very much understand that um that drama and music uh does need to be
rebuilt because of Coba there's other things that need to be rebuilt uh I think uh at some of our athletic programs really fell apart and uh clearly the show so emotional is happening everywhere in the United States maybe everywhere in the world and I'm I'm just I'm really reluctant to say that one is so much more important than the others because and clearly yes uh to to commit to keeping these programs going I I'm fine with that but to say that covet impacted one and we've got to really really push for that not all kids want to do music and art and drama truly not all of them want to do it and but nearly all students were affected emotionally by um uh by the shutdowns and by covet and I and I just I
I don't think we can I'm sorry to disagree I just don't think that we can say oh no it's all got to go to the Arts the Arts is one group just like athletes are one group not everybody's an athlete just like AP is one group not everybody takes AP um I and but I do think that the majority of kids were affected um in the mental health realm so I I don't want to see that taken away in favor of another program that yes admittedly needs to be rebuilt thanks Mr Patrick thank you so Philip the prop 28 money it says um School sites must use 80 of the money to employ staff and then it gives the discretion to the principal right and there's no process for that now they're just making it
up right now what that looks like so we haven't received the official guidance yet but um they will have to come up with a plan and that plan will need to be submitted to the state um if they wanted to do something different other than higher Staff they have do you have the opportunity to ask for a waiver from CDE so when we get further guidance we'll know exactly how that needs to look but I I would think the guidance will come out pretty soon because everybody will need to start hiring people for anything next year and and for the separation of the two monies that's going towards the Arts this sort of one that we're on right now it doesn't affect this concept here other than we support low class sizes and our mental
health supports and all those other things we're not starting to steer money away from what the taxpayers originally voted no if the money is also um just like the other Grant is discretionary so there are suggested uses but they're not um yeah to be just us a fund because of course we don't like to hear an education but a fund that allows a lot more flexibility for much different things and what which this money was intended and the voters improved in the state of California and I you know I I somebody that is living off the Arts I obviously have something to say about that and you know whether I agreed with um La unified's approach to the Arts in the past did agree with this particular idea and it you know I do read
the ballots and everything like most of you but uh that actually that I missed it I'll be uh plead ignorance on it I didn't know it could be swept into a general fund account and use for whatever I know it's not that's that's two blunt but uh in essence can is there a certain uh parts of this sort of process where the principal does say 80 of it must go into but then the other parts were not gonna wave or so I think I was confused as to which sorry sorry yeah you were referring to so the Arts and Music the item that we're talking about right now that is discretionary prop 28 is not discretionary because as you said it's it's a voter approved initiative so that one does have to be used for
the purpose stated in the initiative um the waiver that that you I think you were referring to that the principals can ask for it just says that they may ask for a waiver and CDE May Grant it but How likely that is I don't know it may be more relevant if it was very small school and it didn't make sense to hire staff I don't know I assume it's going to be very soon because everybody will want to start hiring okay may I have a motion to approve the art my lights on oh sorry they're all messed up on the seating but go ahead trustee uh just one more comment um to share with um trustee Jones absolutely agree covid has affected everything and our primary course is going to be reading proficiency and math
I would just like to throw out there that while we here we counselors that we have and the ratio that we've improved upon student and counselor at all it's all immediate the the wellness rooms that are all they're needed but I do think that's a starting point and I do think that we've discussed uh about many of our students that electives are the draws sometimes it is the mean subject it brings them to school and I don't think mental health is just with the counselor it's about just overall um well-being and being involved in something finding pleasure and happiness and so I just think in our Arts uh in the bathroom program like trustee henna check said I mean it's not just music but I would like us to measure when we add on these
counselors and these different things we measure its impact and we keep well we talk about the whole child I do think pleasurable kinds of subjects and things they enjoy and whether it's Athletics or whatever I think that adds to the overall mental health and I just would like to put that um behind the seating device thank you thank you okay can I have a motion to approve the Arts music and instructional materials discretionary block grant boom okay seconded second thank you moved by trustee Parham seconded by trustee Davis all those in favor say aye okay motion carries seven zero with a preferential vote of I from student board member Zhao I would like to go on to the next discussion item status of State matching funds I recognize Park Hampton Deputy superintendent business and support
services to present the item thank you president casiano's trustees so this is a as you mentioned information item it is to report out the matching way that the school district has already received and how it has been utilized and the matching money that's expected next year and some proposed uses for future consideration so the um this is sliding so this is the funding the matching money so this is facilities matching money from prop 51 and it's the match where the school districts spend money then the state will provide matching money for that for those Capital facilities improvements this amount this is uh match money already received it's being currently utilized for a two-story classroom Edition building in Dana Hills High School in the source of the funds it was from the construction of three two-story
classroom buildings at San Juan Hills High School San Clemente Square you know to survival high school as voted on the chart next slide so this is an additional uh match you might have received it was facility hardship money for Philip Riley's shade structure and the proposed use would be to update or or if improved the fire alarm and intercom system it should look Riley Elementary School still being reviewed as far as the uh the funding amount there and what it can support next slide so this is the funny this is the awaiting funding so uh trustees may have heard that uh last year this day or earlier this year the state was considering influencing another advantage of the ballot November the governor decided not to uh he so but the state did use one-time funding
to continue finding some projects that were hit they had run out of money or prop 51 so the states provided additional funding that now we will be uh projects we already have on the list we will receive the matching money sometime next year so this is uh anticipated matching money of 10.7 million from the solar panel projects as it was modernization money and we did the potential proposed uses with these were modernizing our essential kitchen and replacing some of the most in the big toys throughout the district next slide so then it would also expecting to receive managing money for releasing legal High School stem building and new heart State Building for any amount of eight million dollars and that will be used for Capital Valley High School stadium this project will be brought to
the board at a future date for consideration next slide and in the additional money of 3.5 million as a result of the palate Saints elementary school modernization project in one of the proposed uses consideration would be uh Concordia financially School here in Michigan next slide so there's 3.6 million as a result of modernization at ambul elementary school and this proposed spending for consideration would be to modernize The Tutor Time building as the operations that are currently there for Andrew Elementary School moving to the main campus in The Tutor Time building is freed up to house Cal Prep Academy and the Capistrano Virtual School next slide so that concludes the presentation again those who are those projects mentioned or are proposed for future consideration uh not and this is an information item any questions we'd be
happy to answer um I think first do we have any figures okay we have one in-person speaker Katie Anderson and one online speaker Michelle colossal Campbell Katie please go ahead good evening superintendent Board of Trustees my name is Katie Anderson I'm a parent at Dane Hills High School over the last few months I've learned a lot about education funding and the importance of State matching funds it's been quite an education especially with respect to rebuilding our facilities these matching funds are a critical for the desperately needed building that is currently planned to replace only some of our dilapidated Portables on the Danny Hills High School campus and especially since these funds don't depend on passing a bond and to me that's pretty important given the history on passing Bonds in the past and what you've
just heard from the Lisa Niguel measure G team who I mean we've met with them and we've talked about what those opportunities are going to look like in the future um I implore you to support the use of these using these State matching funds for the new building at Dana Hills High School for those that have been slated for that project and commit to completing this important first facilities rebuilding project at Dana Hills thank you the next speaker is Michelle colossal Campbell Michelle go ahead good evening superintendent Board of Trustees it was good to see in the presentation the inclusion of the new two-story classroom building at Dana Hills High School that was approved on November 3rd 2021. our community is trusting that this board will keep the commitment of the prior board and build
this building being faithful to commitment and promises is a great way to create an established trust with our communities I know to create large-scale change at Dana Hills requires a bond to be passed but following through on a commitment from November 2021 shows this community and all of the cusd community that cusd completes what they promise and that we can trust you with our tax dollars moving forward thank you trustee nanachek yes thank you um in the presentation of the item we've got it under the cusd week 3 facilities optimized facilities and learning environments for all students well when I make decisions as a board member I think of students first and then I work out from there so the challenge I'm going to have when we move forward on this discussion I recognize that
a central kitchen project is probably very much needed but it doesn't have students in it so as we struggle to optimize what available funds we have um I would never support that I would have to look I would have to ask you all if we get the funds to look at town where 10 million 726 000 and 11 cents whatever eleven dollars can go in a facility like San Clemente High School um uh Las Palmas um and other desperately old facilities so I know we're going to be talking about this some more but I have to admit I'm going to fight over the scraps big time especially those of us who have really old schools so I would look forward in the future when we start to up you know look at this again this
was staff you know decided recommended for Central kitchen project but I'm going to have to ask to see where else where students need support where they are in learning environments that um in this particular category it could be used so I appreciate that and when we go forward trustee Jones sorry trustee bulcus well I actually have a question but based on trustee hanacek's question here I understand I mean it's all about the students but how do you universally feed all of our students without a kitchen that can be worked on to to provide was it 15 000 meals a day so um I highly recommend a tour as I've had and I don't even know how they do it I just don't know how they do it but I wanted to not comment on this
but I don't know if this is the right place to ask a question down the road um when we think about um and it I know it came up when we talked about Sam excuse me Capistrano Valley High School stadium that it's all about the students it's also about safety last night I attended the Newport Middle School choir con excuse me musical um instrumental and choir concert that parking lot was pinch black I mean pitch black one lady talked about tripping out there so all of a sudden I I did wonder and I just wanted to share it out there how many schools do we have that don't have any lights in the parking lot so next door the soccer fields when those lights are on we don't have that problem so I almost wondered
about calling the city of Mission Viejo to see when we have a performance they can turn the lights on but they're going to be watching their electric bill so at some point when we do these evaluations I don't know um but parking lot and safety and the daylight savings um like I say it was just a big concern last night I walked and put on my flashlight on my phone to walk through that parking I just wanted to add that which little site was that new heart Middle School yeah and a lot of people were commenting on it might not have been a full moon or something it was just pitch black how quickly the elementary schools are not used at night nearly as much as the high schools the middle schools maybe kind of
sort of in between but I was also at Carl Hankey one time late and had to use my phone light to make it to the parking lot and I think that this is the case in many of our schools that there's just no outdoor lighting at all and I don't think it was even just the parking lot the the front sidewalk anyway staff will do a review of what uh parking lot lighting and what's available and also determine whether maybe the lights were off or that if there were any because some elementary schools have a wall mounted lighting not necessarily like a kind or over and sometimes they might not be on but we'll check off I just want to add Todd almond the AP at Newhart was there last night I said did I
just not see anything no we don't have any you know this is the one who said oh when the Park lights are on it's better out there so he was aware of it so two things one we can bring back kind of the most safety worse things we all know we have over a billion dollars worth of needs but like what's the worst of the worst I appreciate that and then for new trustees we can give you our assessment of playgrounds there are probably five or six right now that are well beyond replacement some of them are about 250 000 unfortunately some of them because of the DSA kinds of issues that we're imagining um it will be more like six hundred and fifty thousand dollars to replace them okay thank you this was an
information item only and no award action is necessary so moving on to resolution number 3-38 resolution of the Board of Trustees the Capistrano Unified School District approving a third amendment to the option to lease real property with 12 brothers incorporated and immigration of property as exempt Surplus land I recognize Clark Hampton Deputy superintendent business and support services to present the item thank you president casiano's trustees so as mentioned this is uh to provide a six-month extension for Toll Brothers as they do their work with the city of Dana Point for zoning the property for their potential lease of the Southwest yard and also reaffirms the Declaration of the property as exempt Surplus property staff recommends approval thank you was it says any um speaker cards we have speaker cards our first speaker is Katie Anderson
in person and then online Michelle colossal Campbell uh Katie please go ahead good evening again um I just wanted to uh let you all know that a few weeks ago uh the Toll Brothers came and held the information session at Danny Hills High School as they are required to get out in the community and speak about this project and um it was it was well attended they talked about the Victoria part uh Victoria Apartments project and many people in the community showed up to um to voice their opinions and and many of them were in support of this project both Michelle Plaza Campbell and I as well as a number of other people spoke on behalf uh and in support of it um the Victoria Apartments project would not only clean up the area that
is currently our the bus yard which is desperately in need of cleanup but will it also you know potentially Supply 40 million dollars that could help rebuild Dana Hills High School and while this might only be a portion of the amount required it is a portion that is not based on a bond again and I really really can't say enough about um you know everything that Luca and the Aliso Niguel team said about how you know we know this is going to be an uphill battle um I'm willing to stand here and fight for it the whole way but I also would like to um you know as Amy said fight for the scraps on every bit of money that we we can um to you know to support our school because our our children
deserve it um and this is truly rebuilding our high school for the next generation of Danny Hills High School families thank you Michelle fossil Campbell please go ahead good evening speaking as a private citizen I support resolution 2223-38 our communities requested that the district use Surplus properties to help offset the cost of facility work at our school sites this resolution shows shows cusd is listening and working to find solutions for our facility needs bonds will still be needed but this helps reduce the total bond amounts so thank you for moving forward with this thank you Michelle any discussion from the trustees I'll second I think there's a couple of comments hold on anybody it's sorry I don't have a screen here that's really worth no well I mean there are different names okay is much
easier no oh this is um yes all right moved by hold on did you get it I need to call the rolling because it's a resolution oh did somebody move it though yeah trustee Jones and second okay thank you I missed it got it the role student board member Joe all right trustee bulacus hi trustee Davis trustee Jones aye Misty Pritchard trustee hanachek aye trustee Parham trustee Castellanos hi Unified School District approving a third amendment to the option to lease real property with Toll Brothers Incorporated and Declaration of property as exempt Surplus land with a preferential vote of I from student board member Joe okay on to the next item board policy 3460 Financial reports and accountability recognize Mr Clark Hampton Deputy superintendent business and support services to present the item thank you president casiano's
trustees to this uh board policy was last updated in 1996 so this is a nursery to update the policy to alignment to update the language and align it with the latest um let's get his first reading okay no speaker yeah I'm sorry God yes that's okay comments is this one of those situations where we get the language from somewhere else to comply with uh standard operating procedure so the language we received we get from uh California school business you know California school boards Association right yes right it's one of the one of the sources of uh and is it compliant with gaap for uh obviously it must be right yes okay so I would I guess move do I have a second all those in favor hi okay any opposed okay so the motion carries
seven zero to waive the second rating of the board policy 3460 Financial reports and accountability with student board member Joe casting preferential vote of I might now have a motion to approve board policy 3460 Financial reports and accountability so moved moved by trustee hanacek seconded by trustee Parham all those in favor say aye any opposed okay motion emotion carry 7-0 to approve board policy 3460 Financial reports and accountability with student board member Joe casting a preferential vote of I I now would like to recognize superintendent Kirsten Vettel Realty to present first reading of board policy 9110 terms of office similarly this is a legal update both in Education Code that was amended by av-2449 and so it does two things in this policy one um it makes sure to change from first Friday to Second
Friday in December and then it also clarifies board members continuing their service uh until their successors take their oath of office so again just a little update nothing else in this policy so I recommend you waive your policy and you approve this on first read okay Mrs Hayes any speaker we have no speaker and trustee Jim trustee Johnson yeah I just wanted to comment we uh on the last uh policy we waive second reading and then we voted and there's no guarantee that everyone's going to vote in favor so I really think we can be voting and then waiving first reading if we do have because we have to be unanimous and we don't know we're going to be unanimous so I think that makes the more sense okay and we could then wave first
reading on everything once we've got those that could be one motion to wait first reading on everything that's been you know okay any other no that's it that's it okay so we're gonna have it so this is the same thing then where you need a motion to waive this second reading right if you want to do that second so you want a motion to approve this problem and I will make that one okay in a second sorry I missed it Avis thank you so I have moved did you get that Mrs Hayes I have moved by trustee Jones and seconded by Davis to make a motion to approve board policy 9100 terms of office about that okay so now I need a motion to waive the second reading correct me too okay moved by trustee
Parham seconded by trustee Davis all those in favor say aye any opposed okay motion carries 7-0 to approve board policy 9110 terms of all this with student member is he sorry so casting a preferential vote of I okay there being no further oh yes number nine oh that's right I'm sorry then after we have number nine this is a reminder we then have the government and a reopening of a new meeting director yeah sorry page 16 we go back to consent calendar that was pulled I'll do this really quick um I just wanted to compliment us on this program I've been getting some amazing feedback I mean what an incredible opportunity for young people to be able to stay on their school decide to be engaged but some of the feedback that I've heard and
the the why our partners are really excited about too they keep buying lots of toys they're engaged it's Outreach so I I want to make sure from what I understand the letters are going out from the school to the applicable folks and this opportunity and they're just not getting response they don't know do can they follow up with phone calls how do we how we do we do a better job marketing this incredible opportunity people are just either they're not you know how hard it is to communicate so that was just my only comment um and I would move the item but I'm so proud of this and I wish we could you know have this all the time everywhere thank you we're very excited about it as well we can provide an update to
the board on how we're doing our outrage and the numbers of students that are involved in as we're bringing a new phase we're very excited about doubling the number of students that are in the e-lock program thank you by trustee Jones did you did okay so item 16v9 okay or is it just a ball in favor okay all in favor any opposed okay it passes 16 B9 I don't even know the titles we go back to the last item shouldn't yes advisor Alexander I'm sorry the question about discussion Adam 17A okay I think in terms of office one a three sorry um so I know the superintendent brought up the point of you know like kind of gauging the the safety concerns of each site in order to allocate the money towards um and I
was wondering if there's any way to get student feedback on that um especially considering so I guess my question is who is like what's the entity um kind of responsible for gauging the safety concerns of each site or location that the budget is allocated towards let's do Mr Hampton or Mr Forney it's it's a combination of work with um uh Mike Beekman the student safety of course and from the facility standpoint uh Jennifer Chief facilities officer and we work with partnership with the principles of each of the sites to help keep us informed in areas that need to be addressed or reviewed okay because I think sometimes um there's situations for students which a lot of people can't even imagine sometimes um like for robotics we say super super way past you know the time
that any other people are here and that's a situation that I don't think a lot of other adults are going to think of or or even consider in that regard um especially with regard to Capo we have the senior law and Junior law and when you walk down that Junior lot at night especially if you can't move your car up um it's a pretty interesting experience like as you can say um it's I and I feel like that's something that can't necessarily be um thought of or you know it's less considered by people who don't live in the situation so I'm wondering if there's any way to create a sort of like student feedback or um kind of engaging like what people think should be improved upon so at least you can kind of get
that perspective as well yeah I think that's a good idea that I would encourage students to uh reach out to their principals who provide the feedback to them and then the principles then can contact us that we can start exploring um the ideas that the students have brought to the principle okay so to get that message out to say that hey students should reach out to Lincoln principal or whoever um would that be through like an email or how should that would that be through like canvas blast I'm not quite sure how we would do it yeah explaining there are two separate issues here one what comes to mind is support and supervision of students right so that is something that's organized and orchestrated by site principles there are system principles um s-tabs teachers folks
that need to be with students so that students are not late by themselves on any site so that's one issue I think the other one is that if you're talking about lighting that kind of thing or walking down um dark stairs I do think we need to start with the kitchen reports and what we know is already on the end of the most needy that we need to do when a work order comes in and it is um there's an unsafe condition it is the first thing that we deal with so Mr Forney can describe that maybe you can take a minute to describe how we deal with those things first but these other things that I think trustees raised tonight then are of the other things we have to fix literally over a billion
dollars of things to fix what things could we considered in that 10 million dollar range what is kind of the worst of the worst that could be and I think that's part of why the playgrounds came up because it's kind of a across the board standards-based kind of thing so Mr Forney can you just address how we deal with those safety concerns yes thank you so typically it the the safety work orders it's through the work order system we have school dudes so those safety concerns are reported to the front office usually through the site administrator or sometimes the office managers even the custodial staff they'll submit a work order and they have a stat they have like is it an emergency is it um people tend to put safety on a lot of things
so there's a follow-up um and those are addressed as superintendent mentioned first trip hazards the air conditioner is not working you know all these different priorities that we do but across the board I I would agree that we have the kitchell report if you go to the district website on facilities and we did a comprehensive needs assessment throughout the entire District at the sites and it does go through end of life safety concerns and so forth the the problem that we struggle with and I'll say it is trying to prioritize the priorities there's so many out there but anything that any student sees I would definitely start with the principal because they know to get a hold of I mean they'll even call me directly if they feel something's an immediate safety concern okay because
I just don't think like you know most students are that proactive sometimes um and I think it's better that we be the ones who are proactive and say Here's the channel for getting this to us and like telling them that instead of them having to try to find the ways to do that and having to you know put in the effort so so let us think about a good way to do that because I do think you have you know thousands of eyes and ears on these campuses and our students frankly know best um around some of these issues so let's see and then maybe we could do a comparison right between what we know in kitchen those really important reports that we did and what students are feeling and seeing on campuses so give
us a minute to kind of think through how we could do that and we'll get back we have utilized the the when we did the Dana Hills we just completed the Dana Hills master plan and part of that process was to engage with all the students and they had a voice and put what they felt was like most important for their school what would be like safety things to think of so that was one of the ways that we we reached out to like Dana Hills Community yeah um as I recall the student board member has the obligation to present a a report on occasion and this might be a good opportunity for you to canvas with your colleagues and come up with a you know a wish list of sorts prioritized according to what
you think presented to us and then you can see if that matches what what the district thinks but I would say this is a good opportunity for you to spearhead that kind of information better that's good yeah and we could do that through our monthly ASB meeting right and that way we could give access to the students the kitchen report so that they can even make a little bit of a comparison right because then we can get all the asps we'll figure this out okay thank you great idea thank you any other comments are it okay yes uh no longer business of the board so we need an adjournment oh that's okay moved by trustee Davis seconded by trustee Jones motion carries all in favor aye 7-0 to adjourn the meeting with a preferential vote
