001[Music] thank you mr davis yes good evening top of the day to you top of the day love it okay let's get this show on the road good evening would like to call the trotwood madison city school district july 7 2022 work session here at our chocolate medicine city school district board office to order ms allen will you please call the roll yes mr davis yes mrs cherry yes this is gina freeman yes and miss moore yes the meeting has been called to order this meeting is a meeting of the board of education in public for the purpose of conducting the school district's business and is not considered a public community meeting will you please join us in a pledge of allegiance i pledge allegiance to the flag of the united states of america and

002to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you i now need a motion to adopt the agenda as presented and second are there any changes additions addendums that we need to add to the agenda um yes i would like to add a six thousand dollar bonus for a staff member [Music] um is that on superintendent item b personnel agenda okay and let's open that up and find out where we're gonna put that dr cosby i can find that um my computer's dead which i didn't know it's not working really low yes here do you want this here we go that's okay they're just going to give me a cord okay he'll probably at least get me on enough to okay to find this spot

003you sound like me with the computer problems okay [Music] together it's coming up well it's saying welcome really slowly mine is up do you want it i have two computers okay okay so you can board them yeah okay then i should be able to all right thank you so much okay let me just uh okay i'm gonna open it up for you all right okay there you go thank you very much okay see what i understood it wasn't on that agenda just the oh but the name for the bonus was but not the job right so is the job on this it was already on the 16th he was approved on the 16th as an employee so so he's already been approved as an employee and and so then this was the second part of

004that was to approve the um the stipend which we didn't do let me text on this so while you're doing that i just want to check something because that was the question had he already been board approved as a hire and it is a math teacher okay so real quick it's in a6 is where it falls a6 a6 is where it fell on this on this one okay so what's the name corey turner so it's recommendation for the approval of a one-time new hire sign-on bonus okay so when was the job approved when was the um the job was approved at the meeting before this one which i believe is june 16. okay i gotcha on june 16th and she's going to check that yeah because i'm looking thank you miss freeman okay so we're

005going to add him it'll be a three okay can you can you give me the title of it like it is recommendation for the approval of a one-time okay sign on votes approval and then miss allen um when we get to a3 i put his name corey turner and then i put middle school okay you've already you're ahead of me thank you all right i love it okay i love when people get ahead of me thank you you're welcome no thank you okay and then we have one more change yes and that is in our rejected policies four two one six i would like to have that taken off as rejected so okay thank you any others okay being done that's all i have at this time okay thank you bing now miss alan will

006you please call the roll yes mrs jeter freeman yes mrs cherry yes mr davis yes and miss moore yes the agenda has now been adopted with the changes of adding a3 recommendation for the approval of a one-time sign-on bonus mr corey turner at the middle school for six thousand dollars and board report item b uh rejected policy updates we're going to take off policy 4216. thank you motion passes next up presentations we have a safety report yes as you know we've been doing quite a few things that deal with safety and so i have this document i'd like to share with you thank you [Music] so it starts with our home security system once ordered the evolved security system should take about six to eight weeks to be delivered um our fiscal year just started

007so now we're going to have our rec our requisition turned into a po and then at that point we will be able to put in that order we'll be really close to the start of school we're hoping to make it before but if not as soon as it gets in they will be put up the evolve system and yeah you all know what i'm talking about okay second on our vape detectors mr howard is setting up the walk through of the buildings so that they can know where they will where they're going to go and all of that that is in process right now third the trotwood police department is in the process of hiring another sro for our district the position has been posted through their network at this point they may need to

008go outside of their direct department to get the personnel but that's in the process as well all elementary and middle school cameras are being updated we're moving from a from analog going to digital we are also addressing all safety issues that may be involved with their doors and we're doing proper maintenance on them which is i think the maintenance part is standard but we're really you know making sure that they are ready in the event that the safety issues um are being addressed mr howard is also meeting with officer bowerman and the police department to this case to discuss safety training in the district and that occurs you know all the time or at least annually and so he's already working on him to get those meetings put in place okay so that's our safety

009update okay any questions board i have one so once the system is in place um how often will the systems be like tested to ensure that they're working properly that there's no glitch in the system or anything like that will it be quarterly you're talking about the evolve system that one um i know that we're going to have training on that and that's sort of a part of what we're paying for i'm looking over at mr howard because he may know more specifics on how frequently but that is maintenance um the company will be able to monitor the functionality from from wherever they are because it is a cloud-based platform so once we get the system installed we will have a actual training all folks involved will be a part of that training and then

010they provide uh one of the things that i do remember as i told you we did have a system very similar to this where i came from and one of the things that it did take a little bit of time for them to learn what people traditionally bring in when they walk in so there may be you know like some false positives where they call someone and go get them and check and sure enough this person carries on them maybe some type of instrument or something like that and so it learns as it goes and then eventually you have less of those things because it knows okay on you know these days if the kid is coming in and they're carrying an instrument that's what it is you know that kind of thing has always

011kind of been a point of concern initially but from the information you received initially you will start hitting on all of those problems because of the components of the device a system like dr cop state knows will learn after so many hits and then programming and whatever information they get from the simple command that this is something that you're going to see on a consistent okay thank you thank you dr coffey next up item three board report um this item a is the first reading of the update and the new board policies okay we had a policy meeting myself and mr davis with our policy representative as well as our treasurer miss allen and so there were policies that were presented for appro for information and approval so what i had done and i know

012this is not typically what we do at policy meetings but if you notice there's two items there's item a which is the updated new board policies but then there's item b the rejected policy updates um in the meeting typically the two board members will review these policies and these policies come from niela correct and they are the legally correct in the jargon also they match legislation and what we can and cannot do there are some things that we can tweak in our old policies to make sure that we're up-to-date and current in the new policies and there's some things that we can change not a lot but we got a little wiggle room specific to trotwood on our policies we never see the rejected policy updates i thought it's important what's important to bring those

013before the board yes as the policy members were making decisions that are in the best interest of the district and the board however sometimes another set of eyes on a policy that we reject it is necessary and case in point tonight the superintendent just took off one of the rejected policies so that's why these things really need to be vetted and i don't think you can have enough eyes on policies and information so this is a first reading we have to have two readings before we vote so this is for information only and board i'm going to just kind of go through these really quick and your part of the policy committee too so i'll do a portion and mr davis will you share the other half i'll do half you do half sure okay

014thank you um one of the policies and guys take your time in reading these but one of the policies is the food services policy 8500 and man okay the policy is the policy but there are some additions and they're highlighted so if you scroll down to page two under substitutions you'll see the changes if determined appropriate by a team of qualified individuals including but not limited to the principal school nurse parent director of food service substitutions to the standard meal requirements may be made at no additional charge for a student who is not a person with a disability but has a signed statement from a qualified medical authority that the student cannot consume certain food items due to medical or other special dietary needs to qualify for such consideration the substitutions and medical statement must

015identify the medical or dietary need that restrict restricts the student's diet and the food to be emitted from the student's diet and the foods are choices of foods that may be substituted for students without disabilities who need nutritionally equivalent milk substitutions only a sign request by parent or guardian is required while the request must specify the medical or other special dietary need the restrictions in the student's diet precludes the student's consumption of cow's milk medical certification may not be required so that is the change in that policy and if you go down to page three you can see where it's in accordance with and again it says c policy 1130 policy 1200 policy 3113 3210 3214 4113 4210 4214 and policy 6460. let's see if there's any oh and then of course we updated this

016policy in 21 and now this is 22 so you'll see that change too i love how these are because you can see the changes which makes it really easy otherwise i'd have to read all three pages but again you guys can review those policies so the next policy is 55 11. i'm just gonna look at that one really quick now there's been a lot of controversy in the news and in the legislation about dressing and grooming this goes to our policy 5511 with dressing and grooming and boy if you can see on page one what's marked out in red is what used to be now in green students have the right to dress in accordance with their gender identity within the constraints of the dress code programmated by the school the board authorizes the superintendent

017to establish a reasonable dress code or uniform after six months notice and this is all the same but the difference is we are authorizing the superintendent to establish that also you see we've got a change in words such guidelines shall prohibit the student or grooming practices instead of which is that and we took out himself and herself we also took out his and hers right now it's just the students to be politically correct again some grammar um and this is the principle okay arbitrary student address and grooming at the building level the superintendent shall develop the administrative guidelines again just some grammatical changes from that from which to that and d is important direct staff to enforce the school's dress code in a non-discriminatory and uniform manner including without regard to whether a student is

018a transgender or gender non-conforming and this policy has been in place since 1996 and this is the update of 2022. okay so uh policy 63 6325 procurement of grants and funds guys uh page one you'll see what's in green all federally funded contracts in excess of two thousand dollars related to construction ultra alterations repairs painting decorating etc etc must comply with the davis bacon prevailing wage requirements and again this policy um was i'm thinking established in 2021 this is the update for 2022. next is policy 6161 and this is staff dress and grooming okay this is interesting um let's see what do we do i don't see the changes i don't think this one should have been in there okay this this is a policy that's in place that we're going to keep in place

019okay so that's not one of the policies that was shared i believe policy 5572 this speaks to weapons we changed this policy the term weapon includes instead of means um if you go down in the green you know incidentary devices explosive and other objects defined as dangerous ordinance under the state law we used to just to have explosive that's marked out we had not updated this policy since 2003 so this is the new policy for 2022 and policy 64-23 this speaks to the use of credit cards the new language the treasurer cfo shall be responsible for the initial issuance reissuance and cancellation of district credit cards and shall maintain written procedures and all appropriate records and reports regarding the district's credit card accounts records and reports will be maintained and made available for review in

020accordance with this policy in state law all officers and employees are required to immediately report lost or stolen credit cards are noticed of a possible data breach including the district's credit cards due to their immediate well to their immediate supervisor and to the treasurer cfo and the treasurer cfo will notify the entity that issued the card and request cancellation of the loss or stolen card as a practical impractical okay um also page two use of the district credit card for any cash withdrawals transit is strictly prohibited and as you can see item under it is treasure cfo shall remain general possession of control of the credit cards accounts our presentation instruments related to the account such as credit cards and checks we took out some language guys and item f if you see that's completely

021marked out and the reason that's marked out because we added the language earlier we changed the wording the verb this policy has not been looked at since 2018 so this is the new 2022 policy mr davis would you like to go from there policy 2271 sir 2271. there we go 2271 is the college credit plus program um board of education recognizes the values no no no no no no go down just restrain read the grain don't leave the green audition yeah we've been here all night okay just agree okay in addition under federal and state law male students who are 18 years of age or older and who are classified as an ohio resident by the public college or university they are attending through the college credit plus program are required to be registered with

022the selective service system participating male students are required to provide their selective service number to the public college or university within 30 days of their 18th birthday if such students do not submit their selective service number they will not be considered a college credit plus participant for that current semester or term i'ma repeat that back they will not be considered a college credit plus participant for that current semester or term and will be responsible for any tuition textbooks or fees associated with the classes for which they are enrolled madam president um basically what we changed was um the board will provide information on the college credit plus program till february first to all students enrolled in grades 6 through 11. and the parents is outlined in ag 2271. the board will also promote the college

023credit plus program on its website we pretty much cut all of that out because um do i well should i explain it you know what uh let's just go on through the changes because the board this is just a reading and then we'll have an opportunity okay all right yeah and this is a new neola policy from last year okay um next up policy 6110 please i'm looking at my papers 16. well your computer's not working yeah it turned off it's my fault um grants and funds okay maintenance the moe maintenance of effort and the moe equity maintenance of equity requirements of the federal program will be met in accordance with the requirements of the pacific funded program the district shall maintain appropriate documentation or records to substantiate compliance or to justify allowable exemptions exceptions

024or waivers policy update uh last time was 2016 and now um this is the new revision in 2022. next policy is 7217. 7217 weapons determine weapons and clues okay no okay you know what this is a re is this a repeat look let me see or is this a different policy it's two one two different ones okay go right ahead the term weapons includes any object which in the manner in which it is used is intended to be used or is represented and is capable of inflicting seriously serious bodily harm or property damage as well as endangering the health and safety of persons weapons include but are not limited to firearms guns of any type includes air and gas power guns loaded or unloaded knives razors clubs electric weapons metallic knuckles martial art weapons ammunition

025incinerator devices explosive and other objects defined as dangerous ordinances under the state law superintendent shall immediately refer a visitor who violates this policy to law enforcement officials and may take any necessary steps excluded the visitor from the board property and board sponsored events regardless of whether such visitor possesses a valid concealed weapon license exemptions to this policy include a under the control of the state federal agents authorized to carry deadly weapons who are acting within the scope of their duties or law enforcement agents b weapons carried by security personnel or designated staff employed by the board who are qualified under the state law to carry a weapon in a school safety zone while on active duty to see handguns in the possession of persons who has valid concealed handgun license or is an active duty

026member of armed forces with a valid military identification card and documentation of successful completion of firearms training if hand gun remains in a vehicle with it with the individual or is left in a locked vehicle when the person exits the vehicle we took out d um e objective indistinguishable from a firearm used during school safety training objects pretty much indistinguishable in case i didn't pronounce that correctly f items indistinguishable for a firearm approved by principal as part of a class or individual presentation under adult supervision if used for the purpose of in the manner approved um parentheses that and pretty much work working firearms and ammunition shall never be approved uh g theatrical props used in appropriate settings h starter pistols used and the appropriate sporting events okay this policy we looked at in 2017

027these are the updates for 2022 policy 2370 blended learning or pace of learning includes non-computer-based learning opportunities and that's blended learning okay um this is an update from 2021. and our last policy for information is policy 6114 cost principles section b including prohibit including prohibitions regarding costs incurred for telecommunications and video surveillance services or equipment d all federally funded contracts in excess of two thousand dollars related to construction alterations repairs painting decoration etc must comply with the davis vacant prevailing wages requirements that completes that this is a policy update from 2021. okay so these are for information only right uh rejected policy updates i thought this was pretty interesting because i've never been on the policy committee and um so well maybe i was on a long long time ago but i don't remember any

028rejected policies ever coming to the board because they make that decision in the policy meeting but uh board i want to take a look at these because these are the ones that were brought forth as well we had the opportunity to reject our acceptance the recommendation to do either or was you know based it was full information from neola along the lines of what other districts are doing what this means to the district if this is something necessary is this something we need is this something like what we already have so i want you guys just to review policy 4439 and this is about holidays and it's an updated um policy 2022. the reason we didn't delve too deep into this and miss allen you can correct me if i'm wrong is because we have

029a negotiated agreement and it talks about holidays it talks about all of these you know 11 and 12 month employees um what they're entitled to so we didn't want anything to cross over into the negotiated agreement so that's one of them so we just rejected it policy 1439 now board if you think that any of these rejected policies maybe should be considered or maybe we take a deeper dive in or more information please just let me know or let mr davis know because we can always reconsider but this was about holidays and this is the same jargon basically new policy by neola we didn't want to step on what we already have in the negotiated agreement uh policy uh 32-16 reject it this was the one is this the one no that was 42. okay

0303216 this is the staff dress and grooming policy dr cosby i i think this is the one that we want to really review right and takes off as a reject rejection okay and i'll just kind of read over it we had a policy in place in but now with all the professional guidelines we didn't we weren't initially going to accept this one but it needs to align what we have with the student policy for just dressing and grooming so the changes the board recognizes professional staff's right to dress in accordance with their gender identity within the constraints of the preceding dress and grooming guidelines now we have guidelines around what all that looks like and again 2009 it was time to revisit that for 2022. so this one is one that should not be rejected

031and we should consider it also as an approved policy okay any questions about that one anybody okay so policy 4216 dr cosby it still talks about the staff dress and grooming some of these pro these these policies are very closely aligned but there is some changes within the policies right and this one um we also will need to because this is our classified staff members so there's several absolutely so this one also that initially was rejected within the meeting is one that needs to align with the student dress code as well and this speaks to um the same the board recognizes classified members right to dress in accordance with their gender identity within the constraints of the preceding dress and grooming guidelines so i think we covered all of them so 32 16 and 42-16

032that will be for information um again with the approvals and we'll we have to come back into a second reading before any of these are approved any questions yeah on the one for college credit plus why did we take out the notification by february okay this was a really sticky wicket uh miss allen and you may want to chime in this was the selected service um situation what number is that miss i added that and in fact i'd already seen that one so that was already there but we took out the requirement to notify all students by february 1st of the college credit program where what policies are through what policy is it two two three if you look at that it struck out the board will provide information about the college credit plus program

033prior to february 1st to all students enrolled in grades 6 through 11 and their parents as outlined in ag 2271 the board will also promote the college credit plus program on its web page i just didn't understand why that was being taken out that was being strike okay and a lot of those strikeout our recommendations from vanilla so right we can get some further clarification yeah before that because they hadn't already struck that out and said we didn't need that language anymore yeah and that's definitely one regardless of neola i personally or myself would want that to stay in yeah i mean it's just notifying everybody that we have college credit clubs i don't know why it would even be an issue yeah again these are recommendations from neola the district can pretty much do

034whatever we want with these policies that fall within the guideline so we can not strike that out but we'll get some legal um just advice making sure that we're good with that new clause in there so that they align but the notice should happen regardless it might be the date it might be some other things but let's see if we can keep that in there okay so mr davis you and i will go back as a policy committee to norm and we'll talk about that all right so i'm going to write that one down 22 71 thank you miss freeman are there any others in question okay great we got through the boards report treasures report yes i have two items this evening the first item is 4 8 and that's the approval of the

035minutes from the june 2nd 2022 meeting june 8th 2022 meeting and the june 16 2022 meeting so that's just for information this evening the next item 4b is the approval of the esc contract for fy 23 the service agreement there were a lot of questions last meeting on how to read the report so we did have a phone conversation with the superintendent of esc shannon cox and also the treasurer christopher fox with the cabinet so dr cosby cosby myself um tracy mallory and jonas smith was was in the grove so we actually went line by line and i'm going to give you the three overviews of what how to read the report so um i think mrs green uh judy freeman you had asked about adm so if you look at the report adm on

036i'm just going to read the first line emotionally disabled so they are charging us a rate of 321 for fy 23 we are projecting that there is going to be four kids that we're servicing those kids are at the esc if you multiply those four kids times 321 dollars times 180 days that does equal 231 120 dollars and all of that same calculation that financial calculations goes through the same lines for uh multiple disabilities in yph education um the other lines have nothing silver if i may sure the 180 days you said those are for our students resident students that reside at esc full time they donate exactly is that is that correct they go to school there yes exactly exactly right and so the next group is day and that's one line and if

037you looked it under gifted service the rate is 675 and it is the unit is day so there are 60 days that we requested for fy 23 and if you multiply 60 days times dollars you will get forty thousand five hundred dollars so we did that gifted service based on what number of students the sixty you said is the damn data one day so they're gonna provide us in 23 60 days of service and i think dr cosby but is it per day or per student so you understand where i'm getting confused right it's per is per day for however many they come in to do the gifted work with their students who are in the gifted program so it has nothing to do with the number of students if we have them come in

03860 days they're going to work with gifted students and and so it's not the number of students but the number of days so they may go into class and it's 25 students who are going to get gifted services that day and then they come in for another day and work with the gifted students again so if that's my understanding of what that is because we might know how many give the students we have but it's really not about that number is they come in for a day of work teachers right it's a day of work at the time right and initially when we were looking at this last week the adm because i'm looking at the column and it was explained that the adm was the 271 it would score all of those services on

039the side but i see we're reading it differently we had to get clarification and you can see they've even sort of changed the way they sent this to us we have a new form now and then the last group is fte and that is the particular employee so if you look on give me an example what about the hearing in audiology it's like point two whatever it's the next one down it's the second fte yes so an fy23 they're going to give not one whole person but it's 0.275 of one ft for um for the hearing ideology at a rate of three thousand eight hundred and eighty five dollars all right so the numbers are increasing slightly if i look at what we currently used and then what we're projecting to use for it next

040year how do we determine what we think uh for that increase that like we're going from and it's minimal it's 0.20 for hearing audiology till next year we think we're going to need 0.275 of an fte full-time equivalent of their people to assist so that has to do with the number of minutes required to have service so a full-time equivalent means a stack so right need a hearing audiologist to work with a student not full-time just they'll meet that person full-time because it's only creating one or two students it does but i understood that part but i didn't understand how we were determining how many students we would need for hearing in audiology because i understand that part but i'm saying okay how do we know we how many students let me ask this way

041how many students did the hearing and audiology service this year this ending year how many students would so you see that it gives me a mix of information in some cases it's telling me how many students in other cases is telling me how much we're going to pay their staff for a day's work so it's kind of it's kind of mixed up yeah it's clear to you they service those students there all day right okay so their instruction any related services that they need is all there when it goes down to the full-time equilibrium those are employees that come to trial in service and i got that so my question is i think i know the answer did we serve this year number of students surveys for those areas and how many students are we

042projecting because the cost increases right so this it's based on their iep minutes that's what you needed to hear it's based on that a few minutes okay yeah we reviewed right the end of this year when we went through and did all you have to do for all of those students that have them if based on those ieps some of those students will require additional services for our speech for hearing that's got it thank you okay so i would like to request the board to take action on that item this evening please okay i i have a question okay and maybe this has always been this way but if you go down toward the bottom the a i n coordinator and the health care aids and the ccip uh why does it just say berries

043we don't use that um you're not using that i was just curious go all the way to the right there's nothing there so we don't use that anymore we don't use it anymore so it's not even your car part of anything okay i was just i mean but we didn't use it if i read this right we did use it this ending year yeah because for 2122 it was two days right that's the academic procedure but even for the ccip it was a flat rate of 12 000 yes so i explained that last last time we did use bill lawson to help us with the grant the non-public school grant so he came in at a cost of twelve thousand dollars um and helped us spawn the federal grants meeting we do have a grants

044manager now and now if we do need extra help we can always amend these we can take things out we can put things in but the other ones that just have the dash there's no no use of it we didn't do it in fy 22 nor do we we requested an f123 and that varies that healthcare aids in the afim coordinator we didn't use that last year we didn't use them but what we're adding would be psychologist assistant right for next year we're going to add a psychologist's assistant at 103 000 and what is the interpreter services okay and then we have human resource supervision that's something that we are not going to need but when this was made we didn't know okay so we take that out though because yes it's got 113 000.

045so before i would approve this we would take that out great yeah we can take that out but i think so would you be amenable to the freeman too with the amendment to take that out that line item out and approve them and we'll return we're trying to get this approved so what what this does you all is when we approve this it goes then to the state and then the state then starts taking it out of our state foundation and the longer we wait it kind of messes up the financial piece so we want to get it in as quickly as possible and it says at the top estimated okay yes exactly okay so uh i'm not sure of the other board what is your feeling i'm okay with the comment then that line

046particularly that i would be removing the human resource right 413 thousand miss marley would like to add okay i just wanted to um just be clear you know that um again like jen said this is either estimated costs because it could i just want to be upfront it could be more it could be less especially when you look at adm right now i'm just going to right now we have four students but if something happened we had school transition into our history who needed this series at the end we may have a student who is doing very well at tesco and can transition back to school serious property that number would go to three so these are all estimated numbers right the function yeah yeah but i agree with miss jeter freeman on the human

047resources supervision i mean that's okay thank you thank you yeah we're gonna take that off okay okay but thank you yeah our number is always just so high yeah um and it just seems to get higher and higher so taking 113 now that is not directed to our students is for me okay any other questions on the report okay so look at this so i would need this is item is up for action so um but we already have emotion we talked about it so much i forgot if we even had a motion on the floor miss peter freeman you got us out of order and i followed you okay so the way that this works is can i get a motion to accept treasurer's report item d approval of the mcesc 2022-2023 service agreement

048removed by ms jeter freeman second and second by mr davis now this is the part that i said is there any discussion okay you rule breaker all right um and when we vote on this go ahead we'll we'll call the row and let's make note that we are taking out the human resource piece supervision at a hundred and thirteen thousand one hundred dollars reflected in the moment that is reflected in the minutes okay thank you miss allen will you please now call the roll no more than that i'm like i will be more than happy mrs jeter freeman davis yes mrs cherry yes in this moment yes the motion passes we have approved the mcesc 2022-2023 service agreement we just start talking and just like where are we at okay next thank you for uh

049clarification yeah and yeah we learned a lot of sales to be honest with you i mean it was a really good working session and like like i said we went line by line every line because we needed to make sure that the calculations were correct and we understood it so it was a learning experience for all of us well thank you and by the way the report looks so much better i mean before it's like what are we looking at so that makes me a first thing to do a little better okay as well uh next up dr cosby is your superintendent's report okay thank you i have two things on my report tonight first is for information student activity purpose statement and budget for jrotc the activity account for the jrotc ram battalion their

050activity goal is to motivate young people to be better citizens the objective is to develop an appreciation for ethical values learning about american citizenship and cultural diversity developing leadership potential and to prepare can cadets for life events um their revenue the carryover balance was fifteen thousand three hundred and seventeen dollars the total proposed income is 48 100 the total estimated revenue then would be 63 dollars and 417.60 cent their expenditures would be um see forty eight thousand well not to exceed forty eight thousand one hundred dollars and that's being submitted by jrotc tonight again this is for information only but we'll vote on it next well i just have a comment i'm so impressed i mean this budget that they have proposed statement budget that they have outlined these cadets are doing a lot of

051work they are able to fund their field trips because they go out and they work okay they also are able to um you know they have donations coming in they do competition events which they get money from um they work the parking this organization needs to be mirrored throughout the district for all of our organizations because this is a working organization you can tell with these kind of numbers um just it's just really amazing and not only that but um that it comes very timely and i know they do things through the summer and that sort of thing but this is um this phenomenal job by um colonel graves i just want to say that we'll be sure to let him know thank you are they the only one because i see they earn like

05239 000 from the concession stand are they the only group to use that no i know this past year the singer's group had concessions okay i'm not sure any other groups but i know the singer's dean and you'll see other budgets tripling in throughout the year okay okay thank you and next i have our personnel agenda and again this is for action tonight as we have agreed to do action on our personnel agendas as they come through a1 is a recommendation for the approval of the following certified new hires for the 22-23 school year a2 is a recommendation for the approval of the following certified letters unit training for the 21 22 school year and then we've added a three recommendation for the approval of a one-time sign-on bonus for six thousand dollars and now

053um we have the which is our classified personnel agenda recommendation for the approval of the following classified new hires for the 22-23 school year v2 is a recommendation for the approval of the post the following post-season stipends for the 21-22 school year mb3 is a recommendation for the approval of the following classified letters training for the 21-22 school year we also have c1 recommendation for the approval of the following two-year administrative contracts for the 22-23 school year and that's all i have i need a motion for superintendent item d for the personnel agenda approval second and second questions okay i have a question okay um and this is just for clarification maybe it's something i missed in another conversation but under a2 i thought that the letters training was 450 i noticed there's a 330

054there's a few 330s i'm looking at the units how does that so the units can range and they have sections to them they have like six to eight sections and so you get paid based on the number of sections so if you'll notice all the people who did unit five it was three thirty that means three that section five must have had six instead of the eight sections to the unit and unit two that person was four hundred and fifty so probably has the eight sections to it instead of six okay thank you uh-huh any other questions no being that ms allen will you please call the roll yes ma'am mrs chair yes mr jeter freeman yes mr davis yes and miss moore yes motion passes the superintendent item b approval for the personnel agenda

055thank you you're welcome next up is item six discussion and follow-up items and the way this works is board members will if they have any questions about follow-ups or updates they will submit these to elena she puts them on the agenda so there's one there's two here the first one is how many positions have been built since our last meeting and how many open positions are we waiting to fill for core classes are have offered to potential candidates okay and this is a very tricky question but i did my best to answer it and the reason that it is tricky is july 10th is that date where um people have to commit to their contract they can't you know just get out of their contract they accept it so since last time the five people

056that you approved those teachers have been the people that we got to prove but we do have people that we are in the process of making offers to right now but we have open as far as core and like one came in today we have um a kindergarten um and so i guess that's core for kindergarten it's not high school core but so that opening just happened we also thought we had covered our high school math position but that one rescinded so we're looking for high school math and i believe there's still a high school english open right now as well but we are um amazingly um we we got an another new one from the high school today it was not a core but it's still a course that matters and so right away

057we're already posted we're pulling resumes we're already working on it so they are doing um a magnificent job of of making this turnaround we're hoping that after the 10th things will calm down significantly um we still will probably have positions we we still have is positions that we need to feel um we still have some positions that we know we will need to fill even after the 10th but right now is you know like really fast and furious so i do appreciate you all you know voting on these as they come through any questions board yeah okay um second discussion item are the counselors ready to present new or revised changes for graduation requirements for high school seniors and dates okay i have some information on that one [Music] so the change that occurred in

058opportunities for seniors to graduate happened last year but it was supposed to be for juniors as we got near to the end of this the year the state realized that we had a lot of students who were not going to graduate and they allowed us to use some options that were available so if you remember at one point we had quite a few students who were not going to graduate they opened up these other pathways to graduation and and we took advantage of it even though you know technically they weren't going to start it until the juniors came through so um we constantly now this is i you know of course talk to the guidance department to find out how this works the students know starting with freshman year they get they have a class

059assembly they have classroom gardens um as early as freshmen and then each year doing their class at the beginning of the school year you know when they have their um class meetings and things they reiterate again what you have to have and whatever you start your ninth grade with is what will be held throughout your four years so they find out freshman year they hear again tenth grade year eleventh grade and all we also are going to have a college and career readiness course in the 8th grade and they will also be being told what types of courses to take and what they'll need for graduation if you would like a presentation from our guidance department to explain to you what those new options are they are willing to come in in august and do

060that i thought that might be nice yeah we would like that because i mean if there's so many new pathways it's good to know what those are i i anticipated that you would be interested um because it you know until you figure it all out it seems confusing because you need to have this and this if you're going this pathway or if you're going to traditional route we all know you know the 21 crest that kind of thing but there are options so they will come in at one of our august meetings and do a presentation okay thank you um we're down to treasures comments i don't have any decisions okay um superintendent comments okay so i have comments that fall along the lines of good news so that's always a good thing right you

061know how we've been following jordan farley our student and she is the one who wrote the book and and her mother had worked here at one point well she's going to be in a production called kim and neesee it's going to premiere on toby and she's going to be scarlett hamilton she's gotten a 15 section a 15 time you know opportunity to be on that show so that's pretty cool i do have a little poster with her picture on it she's cute you all know her because she's come in and spoke to us before so that's good news and i have one more thing that's pretty exciting this is the good part of the meeting i get to tell you all good news we received big congratulations and i have to give my student services

062department kudos here we have received the schools of excellence and prevention program awards and all of our buildings receive some level of award and it is monetary so the early learning center got the bronze level a thousand dollar award madison park elementary got a silver level award which is 1500 westbrook elementary got gold level which is a two thousand dollar award trotwood middle school got silver level a fifteen hundred dollar award and the high school got bronze level which is a thousand dollar award so um miss mallory made sure that everybody was on top of it and documenting the things that we're doing and this is prevention for mental health issues and things of that nature so um all of the buildings are on board we're probably going to push them all next time to

063even get more but i'm very proud of them for this there will be a celebration in september i think it's september 15th i will keep you posted on that okay and that's all i have thank you okay um next board comments mr davis no okay thank you um miss cherry no okay thank you um miss peter freeman thank you miss mallory for uh all those bronson awards and we want to make sure we're plastering those on our social media but that is uh that is great news thank you okay and my only comment is uh kudos to you miss mallory for working through all of that throughout the district and making sure that chocolate was a contender with dollars so we appreciate that uh additionally one thing that you mentioned about you know presentation about

064the pathways you mentioned this a while back i can't remember when but i would also like to have a presentation from the board to the teacher and employee of the year so can we get that on one of the agendas okay yes thank you make sure that they have what they were supposed to get okay and and go from there so um that's my ask other than that i just want to um thank everybody for being here with us this evening as we go into executive session to consider the appointment employment dismissal discipline promotion demotion or compensation of a public employee or official or the investigation of charges complaints against a public employee official licensee or regulated individual b o e policy zero one six six and orc one twenty one point two two g
