001foreign president mcnicholas live stream is now in progress you may turn on your mic and open the meeting good evening and welcome to the February 16th regular board meeting at the Capistrano Unified School District the meeting is now in session the time is 503. per cdph masks are required for unvaccinated individuals in indoor public settings and businesses by entering these pres premises without a mask if you are a testing that you are fully vaccinated with a covid-19 vaccine members of the public May attend this meeting in person or participate by phone a registration link has been posted on on the board meeting agenda page of our website for those who plan to call in to address this board meeting please note that trustees bronstein and balacas are joining the meeting by Zoom this evening please

002note staff is pulled agenda item 3 G2 Public Employee employment Mrs Hayes please call the roll trustee bronstein here trustee bulacus here trustee Castellanos here trustee Davis here trustee hanacek trustee Jones here trustee mcnicholas here trustee hanachik is not here at the moment I'm sure she'll join us later Mrs Hayes before the board recesses to closed session or is there anyone who would like to speak to a closed session agenda item how many speakers do we have five thanks um okay I will let you manage the followers they're all in person let's see okay I'll let you manage Elizabeth Harris following Elizabeth Harris we have Jennifer Carlson hi I'm Elizabeth Harris thank you so much for having me letting me speak today um I'm a resident in the Capistrano Unified School District I'm also a

003special education teacher in a district in a neighboring district and I just want to come today to just urge you guys to unmask our kids to let our kids breathe it is so important it is doing so much harm to them now it's been two years since this pandemic started and at the beginning there was reason to be cautious and to have some fear but we're now two years into it and it's now time to let our kids breathe the governor is even allowing um adults to to go into indoor places without masks on so it's time for our kids to not be wearing masks as well it does so much harm and so much damage to them to our young kids who are trying to learn to read they can't see their teachers face

004they can't see their lips and how their lips are moving in order to how to make the sounds and and um also you know it's just really difficult for them socially and emotionally because not seeing the full face is how you see people's expressions and so how you know how you know what people are thinking and how we communicate so much of how we communicate is done through you know gestures and facial expressions um and it's not even done through language or through talking um and so I just really wanted to urge you all today to we need to move forward we need to unmask our kids they need to breathe these kids have suffered long enough I can't even imagine the amount of damage that we are doing to them there are reports out

005that kids especially young kids might have cognitive IQ points as low as 22 points below the normal level because of this we see speech and language um uh speech and language uh problems up like 300 across the country um OT I've talked to OTS of small children where the assessments for OT issues are just you know just so much higher than what they used to be we don't even know the ramifications that are going that we're going to see down the line because these small children who are having to wear masks in the classroom we need to stop this and we need to let the kids breathe thank you so much foreign following Jennifer Chelsea Allen hi there my name is Jenny Carlson and I actually used to work alongside Elizabeth I was a teacher

006for kindergartners for 14 years in Los Angeles Unified as well as Laguna Beach Unified and I am passionate about unmasking our children and I am also a mother of four I have three kids Ella 10 who's in fifth grade I have Elise who is seven in second grade and then Levi who is a kindergartner they're all at Concordia Elementary in San Clemente and we were there was a big parent group that came together and the main reason I'm here today is to share we did on change.org a petition and we have 6543 signatures of parents begging you leading you to please follow El Dorado Union High School District and let's please phase out and unmask our children I don't know if there's anyone I can hand this to or that would be fabulous but just

007to close we are asking from the bottom of our hearts there is hope out there that maybe Lisa Davis might be presenting something later tonight something along lines like I said of El Dorado Union High School District where we can see our children's faces and we can slowly or quickly phase out we feel like we've done our part It's been two full years now of masking our kids and we want them to have some sense of normalcy thank you Kelsey Allen please come forward following Chelsea we have Monica Matson hi there I wish I could be as prepared and um just speak from my heart but I actually wrote it down um I've emailed made phone calls protested outside your front doors and signed petitions to be honest I don't know if any of that

008works and often feel discouraged that no one is listening my second grade son has been in speech therapy since he was 18 months old at three years old he started speech with the school district and since then has been in speech sessions one to two times a week masking my perfectly healthy son has made his speech progression move at a snail's pace his IEP keeps extending with no end in sight I now have to drive 30 minutes and pay 75 dollars per half hour session every week for private speech therapy to try to make up for what he's not getting and deserves from his school my one's happy cheerful spunky kindergartener is now a second grader anxious about going to school and having to wear a mask and not being understood or seeing words formed

009on the lips we are nearly two years into this and yet somehow still enforcing policies as if it's March 2020. what are you all personally doing to put pressure on the decision makers to reverse this the time to act is now our kids deserve better and my three kids will be leaving the district if this charade continues are we just a number to you or are we families made up of people and children who deserve more than what you've given us funny enough the man that sent that gave me this piece of paper tonight he looked so familiar to me and I could not place it how do I know this man I recognize him 20 years ago I graduated from Capo Valley High School he was a teacher there if I was in high

010school today I would have never recognized him 20 years from now maybe five years from now his face would have been covered in a mask I would have not known who he was the time is now what are you doing thank you following Monica speakers step back just a little bit from microphone just so not that far just so uh you know like maybe this far because it gets distorted otherwise it's hard-pressed hi my name is oh sorry okay I'm nervous um I actually have four kids and my oldest is 21 and my and then I have a 19 a 16 and a seven-year-old so my boys went through um Vista Del Mar elementary and back in I was actually just reminiscing 2010 when the teachers went on strike my kids held picket lines they

011walked the picket line with the teachers we taught them I had at the time a kindergartner a second and a third and we taught them how to stand up for what's right how to support our school we brought the teachers lunch we brought the teachers coffee and we were there for the teachers and I taught my kids to stand up for what was right and now I have um a 16 year old at San Clemente High School and a second grader at Concordia my sweet little girl just wanted to go to school I was happy just having her go to the beach with me every day and she said no Mommy I want to go to school I want to see my friends and I did not want to put a mask on her face

012because let's be honest we knew that coronavirus did not affect children we know masks don't work and she begged me and so I let her go and she tells me that she asked for bathroom breaks frequently because her belly hurts all the time she tells me that in class there's kids with nosebleeds often her one of her closest friends has had seizures wearing a mask nosebleeds as well my daughter has not had a nosebleed but the fact that my little girl tells me that she leaves to the bathroom so that she can breathe is really sad that's that's very sad and even fauci has said cloth masks they do not work there is nobody in this planet now that will tell you that a cloth map is effective at holding a virus and you know

013what the cloth mask is she says oh Mom The Mask it's always wet you know why because these are little kids they have snotty noses in them they've got bacteria and we now know that the mass does not work so if you have a child breathing in my child's face and say she has a cold well now it's going to get trapped in my child's cloth mask and she will be breathing in that bacteria all day long that's gross have you seen an elementary child's mask at the end of the day it's disgusting and it's harmful to my healthy child's health to have her in a mask what are the long-term studies that are going to happen from these masks on our little children I mean this is Uncharted Territory in February 28th is not

014soon enough this has to end today and I heard that Miss Davis is having something I'm praying like what Jenny said El Dorado did please vote Yes I mean just please end this madness we have Mark Erickson good evening my name is Corrine Steinman and I actually came to support my friends um and I wasn't planning on talking um because I don't like public speaking but um I'll just share um my perspective with my two little girls so we live in San Clemente we go to Concordia and um we went to Vista Del Mar last year we we moved so we go to Concordia this year so I have a fourth grader who's nine years old and I have a first grader who's six you know the sad part is is the first grader was

015in preschool when all of this happened in 2020 and so she's never gone to elementary school without a mask um she's a bright kid but she learned to read with mass on and so she does struggle with phonics we just got the Dibbles test back and she's incredibly bright math and everything but she is struggling um with identifying sounds associated with certain letters and I can't help but think it's because she's been in a mask since before she learned how to read my fourth grader she's nine we switched schools this year she's a very shy shy kid and she didn't have any friends for the first two months of school and one day she was sitting at lunch by herself and a little girl came up to her and she obviously they can eat without

016mass and she said oh my God she's like you have the biggest smile she's like if more people knew how nice you were and how friendly you were then you would have more friends but it's because she literally is at in class with the mask on every day and in the morning my oldest one who does have anxiety and is shy she freaks out in the morning because if we don't have the right Mass that's most comfortable for her face she it's like an uproar and it's like stressful as it is as a working mom trying to get the kids out the door and she can't find the one mask and she doesn't like the paper mask and she doesn't like this mask because she can't breathe in this mess so this one brand of

017mass I have to go to stands every week because it's a fourth grader and she's constantly losing her mass and it just makes things so much more difficult when we're just trying to survive in this crazy world to have to deal with this one more thing and so I'm just asking as tax paying Community working mom please unmask our kids it's just not fair and I go to work functions all the time with a ton of people and I'm not wearing a mask and they go to school with the same 24 kids every single day and the same teacher and they have siblings in school and yet but they have to wear a mask for coming and our final speaker is Mark Erickson yes you have to forgive me if I'm a little emotional this

018evening not accustomed to looking into the faces Petty tyrants and those that stand between me and my children You Know Who You Are this is my prepared comment understand I have only three minutes with which to address the board is it a busy short period of time to deal with any matter of consequence consider coming here and just staring at you all for three minutes because you know what you've done did you also know that the Sun causes skin cancer why not just blot it out then admittedly there's some long-term side effects to that but if we could just save one life maybe it would be worth it right those of you that have attempted to blot out the light that shines from each of our kids by forcing them to cover their bright faces

019should be ashamed of yourselves and I admonish you to change course immediately I considered appealing to you on a moral level but those of you in favor of continued School masking are morally bankrupt I considered appealing to you on a logical and scientific level but those of you in favor of continued School masking or aware of the facts surrounding the masking issue and clearly incapable of comprehending complex thought processes let me then try to appeal to your perhaps the only terms you will understand your very position as board members are in question as duly elected officials you are charged with representing your constituents I know this is a big word for some of you so let me make it clear that's us all of us the 6500 of us that have signed the petition I

020know that many of you are aware of the recent recall of three board members in San Francisco I would just hate for the same fate of the Fall some of you foreign I will admit though that for some of you it might be too late be it by recall or election I can only imagine that some of your Fates are sealed you will be held to account for my part I will admit that this is partially our fault as parents we have apparently not reminded you often enough of who these kids parents are they are us and we are them it took far too long for California to lift this indoor Mass mandate on everyone excluding of course our children I think we're all done with your nonsense all 65 000 of us disagree vociferously

021with your position and I urge you to change course immediately thank you Mr Erickson that concludes our communication thank you for your input the board will now resist a closed session to address the following agenda items Public Public Health Emergency consultation with the agency Council conference with legal counsel anticipated litigation significant exposure to litigation two cases conference for legal counsel existing litigation significant exposure to litigation for cases conference with real property negotiators property Pacifica San Juan property South Transportation groundskeeping facility property Paseo De colina's property conference with labor negotiators c-u-e-a CSEA Teamsters Cuma and unrepresented employees Public Employee discipline dismissal release three cases Public Employee employment appointment assistant superintendent selfless special education services student expulsion one case the board will now recess to closed session I think that's true standby foreign mcnicholas live stream is

040to speak on behalf of San Juan Hills High School my home for the past four memorable Years thank you foreign superintendent comments we'll start with the superintendent Christian Vitale hey good evening and welcome I know for many of you here in Personnel online are here to speak about masks State mandates regarding mass in Public School classrooms our principals teachers and classified staff have worked tirelessly over the last two years to keep our classrooms and campuses open for students Capistrano Unified was one of the earliest and largest school districts in the state to reopen our schools in the fall of 2020. and we have kept them open through two winter surges and countless changes in state healthy health and safety guidelines our principals teachers and classified staff have shown tremendous dedication in waking up every morning

041for young people with the goal of keeping our students employees safe and keeping schools open to learn I'm extremely proud of this work and I'm so grateful for your partnership and support through all of the challenges over the last two years today we need your support more than ever we deeply respect the right of free speech and the diversity of opinions related to State mandates here in cusd we hear the frustration the passion and the very different opinions however disagreements over State health and safety guidelines are impacting many of our campuses throughout the district the fight over these guidelines does not belong at our school sites our school sites do not make the rules but they must comply with them these are all good hard-working people helping our children and they need our support school

042districts who are defying state orders are being threatened with fines from the state loss of insurance and exorbitant liability claims should someone become sick or even worse this legal limbo could put student education in Jeopardy and could cause major disruptions taking resources from students in their classrooms we have policies and procedures in place to comply with State mandates while continuing in-person instruction and together we can persevere to return to normal as soon as possible and hopefully we'll know next steps by February 28th from cdph based on board resolutions 2021-53 and 20 22-20 approved in June of 21 and October of 21 respectively I've personally worked with the Orange County superintendents Dr Chao and the Orange County Health Care Agency I've even worked to get a call into the governor's office and cdph to share our

043concerns additionally all Orange County superintendents said a letter to the governor and to Dr Mark golly at cdph asking for a reasonable timeline for easing restrictive masking requirements and other restrictive protocols using local Health metrics as a guide we shared that students and staff have done their part to extraordinary degrees these last two years and now it's time to acknowledge that changing circumstances are clear data Trends data Trends warrant re-examination of our approach to school safety if not a full exit strategy and a return to more normal operations we will continue to Advocate collectively and our district will continue to Advocate on behalf of CUA cusd students families and our employees we cannot change local guidelines until the state changes the guidelines therefore I am respectfully asking that you continue to support our principals our

044teachers our classified staff by directing any grievance about mandates to Governor Newsom and Dr Mark golly at the California Department of Public Health our employees need to continue their focus on keeping classrooms open for 44 000 students to educate our children while we support them in doing so in other news cuc PTSA cuea CSEA and District leadership continue to strategize on efforts to work with the state legislators to raise the base my pin here raising the base funding for all school districts in California raising base funding would provide much needed increases in funding for every student in the state fixing the budget deficit in districts like cusd facing normal years of funding under local control funding formula this would also provide stable funding in future years instead of districts like ours relying on one-time State

045funding year after year after year next week we'll be sending a letter out to every Public School Superintendent in the state to ask them to join our campaign to raise the base this is work that benefits every child in the state of California and we like our state legislators and Governor to make permanent increases in base funding this year I want to deeply appreciate the partnership and collaboration with cuc PTSA Cueva and CSEA as we work to fix the current funding challenges we Face raise the base raise the base we must raise the base additionally I want to congratulate our cusd teachers of the Year Castillo Elementary teacher Karen quo San Juan Hills teacher Marie thinman and Marco Forrester Middle School teacher Sergio Santa Bria are now candidates for the Orange County Teacher of the

046Year awards that will be selected later this year we made surprise visits to each of their school sites on February 3rd to announce the wonderful news you can read more about each of the three honorees and all of our teacher nominees on cusd Insider finally I want to congratulate Clint Collins to be the permanent appointment as assistant superintendent for special education congratulations and Capistrano unit Union High School being awarded model continuation High School by the state of California congratulations and this ends my report thank you superintendent um I'm going to go a little bit out of order um student advisor pravia would you like to go ahead first yes good evening everyone thank you for joining us a few weeks ago the ASB presidents from each of the high schools and I along with superintendent

047with Todd Realty and Meg ervis had our monthly ASB meeting we talked about agenda item 27 which is a grant to make sure that high school students are provided the proper support to complete their a through T requirements the a3g requirements are a selection of High School courses that students have to complete to be eligible to apply to University of California and Cal State universities with input from students we were able to discuss why some students are unable to complete their a3t requirements and they express the need for counselors and teachers to push students to give further knowledge about the a through G requirements to address this issue we will be providing a program for students to keep track of to keep track of whether they are able to meet their a through G requirements

048or not along with this we plan to increase Outreach for students and parents to talk to them about the eighth Retreat requirements I know personally for me it wasn't that hard to complete the a3g requirements it was only a few extra classes that you have to take and completing the requirements is really beneficial especially if you're planning to apply to either a UC or a Cal State we also talked about the high school graduation roles starting with the high school graduating class of 2025 there will be changes in the color of robes to one color to create less of a division between the graduating class so us along with the Freshman ASB presidents are currently working together to come up with a new graduation attire along with the court stalls and medals moving on I

049am happy to announce that all of our high schools will be having an intramural dodgeball tournament all of the ASB athletic Commissioners from each of the high schools are working together to organize the event so good luck to all of the high schools and may the best High School win I would also like to talk about what we've been doing at San Clemente High School recently as we are moving towards the end of the school year Cinco many high school is eagerly preparing for the incoming freshman class in the first week of February we held our 8th grade Expo night on our football field which was a great success all of the 8th graders had a huge smile on their faces as they were signing up for sports and meeting their potential freshman teachers we

050also had Linker leaders which are current Juniors and Seniors Helping out and both trustee Davis and I were there too being in such a welcoming environment really makes me proud to be a Triton and as I graduate in a few months I know that the future future tritans will love their school as much as I do this concludes my report thank you thank you very much um and now I'm going to go to our two online trustees if they would like to speak first trustee bronstein if you have any comments I don't have anything okay uh trustee bulacus do you have any comments yes I do thank you good evening I first want to start and share with you that uh I will not be bringing forward resolution 2122-35 that I had pulled at the

051January 19th board meeting due to the message being very similar and being sent to the same Coalition being sent to the same being the governor Newsom and health officials that the Coalition of Orange County superintendent's letter rendered last week asking to publicly announce a reasonable timeline for easing School masking requirements and other restrictive protocols using well-established county-wide Health metrics as the basis while the February 15th unmasking in public places announcement did not render the news we had hoped for our students with the urging from the Orange County superintendents we hope February 28th will bring us good news for a copy of the Orange County superintendent's letter that was sent to Governor Newsom and the health officials please pick up a copy at the back of the room there this evening I am also one of

052the few board members interested in bringing to the March 2nd board meeting a resolution to request approval by the board to direct our school district to send an informational email to All Families sharing two Senate bills that will impact our students and schools that is Senate Bill 871 which would eliminate the personal and religious exemptions for covid vaccine and requiring all children five years and up to be vaccinated to attend school and Senate Bill 866 which is for minors age 12 and over that can be that will be allowed to be injected with any number of vaccines without parental notification or consent this is merely to inform our families and bring this information forward and finally I would like to share with you that city of Mission Viejo has resumed their monthly movie a community

053of character this Sunday February 20th at 1 15 pm at our Civic Center the Mission Viejo community of character will resume its character film series and the character trait in Mission Viejo for February is unity the film that has been selected to demonstrate Unity is a more perfect union the movie is about the process it took to write the Constitution of the United States and there will be a discussion that follows it's free to everyone and it will be shown on a large screen so I invite you all I think there's no better time for our young people to learn how the process came to be in writing the Constitution of the United States uh that's my comments for this evening and thank you thank you trustee balkus um trustee Castellanos do you have any

054comments no uh trustee Davis good evening we can no longer ignore the poor mental health outcomes our students are currently facing we can no longer ignore parents who have children with IEPs whose development delays are greatly relying on seeing a face we can no longer ignore children with speech delays that are further delayed English language Learners further are delayed parents I see you I hear you students [Applause] students I see you I hear you I know you're out there I know you are acting as a citizen of the United States of America and sharing your thoughts and feelings on what you feel should be changed we have to consider the ramifications of student-led protests and missing school we can no longer sit back while millions of kids across our country go to school with mask

055choice and not give our students the same opportunity [Applause] we will be making a motion to vote on a resolution at the next board meeting March 2nd this is urgent and our failure to act tonight after the state has rescinded the indoor Mass mandate so that's a terrible precedent how much longer will the least vulnerable Among Us have to carry the burden of coveted restrictions on a separate note I would like to just have a general thank you we had a second annual Valentine distribution for children in our district last year and this year an unbelievable outpouring of love and kindness for children that maybe need a little extra love at this time we delivered thousands and thousands and thousands of Valentine's to children in our district it is the time when we need to

056unite and come together and forever show kindness and love to one another thank you [Applause] trustee hanacheck No statement the superintendent's comments were more than adequate to you I see Jones well I want to thank uh superintendental brutier and the other Orange County superintendents for the statement they sent to the governor and the cdph thanks partly to them I think we now have some movement from the state that will lead to the end of the Mask mandate I appreciate that much of our audience is uh is here or listening tonight about mass in schools I think we all see you and hear you I know I do um and I look forward to hearing your views this evening and to continue seeing your views in email but I want to draw your attention to Senator

057Pan's SB 871 the K-12 covid-19 vaccine mandate it's anticipated this bill will start working its way through committees in March we can assume that our own Senator debates will vote against the bill and sponsors such as Senator pan will vote in favor others may be undecided I've created a list of senators who may be undecided along with the areas they represent and their email addresses it's on my Google Drive and if you send me an email I'll send you a link to the list this is a chance for you to be heard whether you're in favor of the bill or opposed to it my email address is I'll say it twice G.I Jones at Capital USD that's GI like the soldier Jones Campbell usd.org or you can find it on the district website thank you

058president thank you I would like to say I reiterate what trustee Jones says is we all hear you we've heard from you we get emails all the time so it's not just one trustee that hears you we all hear you um I will also reiterate that I am so proud of uh superintendent natal Realty and all the 29 uh superintendents that have really come together and pushed for a definite end to to the masking I'm also so grateful for the district and side administrators for the challenges they've had to step up with for the last few weeks on a liner note and more encouraging I was pleased and excited to attend the first Mandarin immersion Arts and Music program at Capitol Valley High School this is the it was a fabulous performance a very talented

059and very proficient Mandarin speakers this is our our inaugural class of Amanda and erosion program are now sophomores in high school and this was just so impressive to see a program that is really serving students and their their accomplishments the other fun things are as people have said what are formals at all of our high schools were fabulous San Juan Hills to get 1300 kids out there oh my gosh that is sad of course they try to outperform everybody so yeah but all our high schools had a great time at their outdoor very formal I attended the dolphin experience at Dana Hills this was the incoming 8th graders and their families outside on the football field we in the past they've done it on an interior Courtyard which was kind of Stuffy and crowded and

060noisy everybody loved it outside you have so many more people so much so many things going on games and music and everything and I think we have a wonderful Freshman Class coming in um I also was really excited to be on the teacher of the year surprise committee visiting um Mrs Cowell and Mrs Feynman but my favorite I I shouldn't play favorites but uh was Sergio Sanabria at Marco Forster who was a math teacher there and is really interested in data science and this is what I really I would love to get this on more of our um Middle School and High School curriculum I think this is the future of math so um he's really excited and I'm on a final note dodgeball oh my gosh they're going to do intramural dodgeball how fun

061is that so I'm really excited about some of the things that really portray more normalcy in our schools and that ends my report now we are moving on to oral Communications the time for oral communication shall be 20 minutes individual presentations are limited to a maximum of three minutes per individual but could be less if there are large number of speakers Mrs Hayes do we have any student speaker cards for oral communication and how many and how many overall speakers do we have tonight we have 107 speakers for oral Communications we have 30 students here in person we have 16 people approximately online at another 63 adults in person okay um trustees that will go way over our 20 minutes so we would have to waive our policy to be able to hear everyone um

062I will have you know the comment to speakers is we want to hear you where you were encouraged to hear you but we also have business we have to do tonight we have a regular agenda that we have to vote on so you're encouraged not to repeat testimony given by others a simple statement of agreement with a previous speaker would would provide more than efficient use of time um for the People for People Who present new points of view or new information trustees what's uh what's the consensus I would suggest one minute and that we hear all speakers is that um Dusty bullicas trustee bronstein I agree with that I agree with that okay all right so consensus of course we will give everyone one minute um we will start with our student speakers who

063are here present assistance can you just walk people through the process because I do I do know there are blue cards in the room and then there are blue cards outside so if you can just walk people through the process so what I'm going to do this evening is I'm going to call you up in groups of five and I ask that you line up at the microphone and when I get down to like the fourth of the person I'll call it the next five to line up and then when you come to the microphone I ask that you repeat your name that helps us get our minutes correct and so that we can um acknowledge you by name um we will then be moving to the online speakers and then we'll move to the

064adult speakers who filled out food cards that are present we will have the outside speakers where we'll ask that you hold your applause and cheering we we love your enthusiasm but the people outside want to assist to get you in quickly and so they have trouble hearing me announce the name so I hope that it doesn't appear in the room that I'm shouting out names it's so that the people outside can hear and can transition inside as I call those in groups of five so I thank you for your patience and forgiveness if I pronounce your name wrong and you and correct me at the mic that is welcome so our first five speakers Matthew goldbaum Luca Harrison Ryan Gwen and Owen Krantz while those speakers are coming up I just wanted to mention that

065before the meeting started we had some speakers for closed session and a lot of them get quite close to the microphone and it distorts and we can't really understand so if you can maybe be like eight or ten inches back like so that's helpful I think to everyone instant taste is it possible that we call all students in at this time so that everyone that's the children that are ready to speak could baby line up in the back of the room for time I think we call 10 at a time but there's one student here so that they can line up on the side here so that we can make this efficient as possible let's start with who's here hello hi is this good enough am I good okay perfect I like this hi um

066I'm Glenn McCraw and I'm currently a sophomore at least Senegal High School throughout the duration of my high school career I have been educated to stand up for what I believe in but to do so respectfully which is what I'm here to do tonight my peers and I stand here today in the application of what the school system has taught us to do we refuse to permit any additional restriction of our ability to learn restriction of our happiness and of our basic human rights we have a right to a free and public education according to the law however what happens if we don't wear our masks at school we're set home or we're sent to online school which doesn't exactly seem like a public education to me furthermore I was reading over our School dress

067code in section AR 5.14 states that students cannot wear any item that obstructs the face except as a religious observance and I wonder why that is there it might be because a mask is wildly detrimental to social interaction maybe it's because communication development requires the view of the whole face maybe it's because as kids we need interactions I'm gonna I apologize I'm going to interrupt and the next speaker is Matthew goldbaum Matthew come on up foreign go ahead my name is Matthew goldbaum and I'm a senior at San Juan Hills High School I'm a straight A student but I need help understanding some things please explain why I have to sit in my classes of approximately 30 people all day at school masked but then just a few hours later at the same school with

068the same students I can go to a basketball game unmasked in a packed gym please explain how I can be alerted I've been in close contact with someone who had coveted at school but then returned the school provided covet test results are unknown please explain how athletes can get tested before their games to play without masks but our theater kids are forced to sing songs and dance around on stage with their masks on and lastly please explain how if I'm vaccinated and can supposedly still spread the virus why I'm not forced to take a covet test regardless none of this makes sense this doesn't seem to be a measure to protect people from the virus but rather to check a box I say we're checking the wrong box we need to start checking the box

069for Choice myself along with many other students in my classes and over 5000 people following are student Mass Choice Instagram who support from a distance would agree that we need to stop checking the Covenant box and start checking the choice box thank you Matthew [Applause] Luca Harrison yes you can pull it down a little bit we'll be able to hear you perfect my name is my name is Luca Harrison I'm nine years old and in third grade at will Canyon Elementary School I have bad allergies and The Masks are horrible for me because I can't get oxygen I can almost not breathe last time me and my friend were wearing face Shields which was a little better but we got a new principal and after Christmas break our teacher sent us to the office to

070put something on the shield we knew something was going to happen bad going to happen and we walked very slowly to breathe as much as we could miss Julie put this plastic drape on our shield and it feels like breathing into a plastic bag does any one of you want to try how hard it is to breathe in this does I couldn't concentrate without any air I told my teacher I don't like the shield but I was scared to tell her that I could I couldn't breathe without getting in trouble so masks again and when my allergies were bad I had to go to the nurse I couldn't breathe at all with my mask and my mom picked me up thank you we have to go on to the next speaker [Applause] I'm gonna call

071five people to line up Rye Owen Krantz Jude Hayes Hannah Jones and Alicia Aguilera is rye with us Owen Owen Krantz Jude Hayes thank you Jude come on up I don't want to wear a mask anymore it's been two years of messing with my life two years of adults at school telling me that masks keep us safe and masks are going to Keep Us Alive well covid-19 has spread all over the place during the last two years while I've been wearing a mask I shouldn't have to go along with it anymore I have antibodies I told my teacher I have antibodies and don't want to wear a mask but he just yelled at me they must think we are stupid to keep telling us how important masks are we are not stupid I know how

072about this stuff because I've been living with it I have a will of my own and can think for myself but when it comes to masks a lot of adults who should have my back would rather eye shut up and be brain dead I've been patient enough is enough to make masks optional sure please tell us your name because I'm out of order thank you okay my name is Hannah Johnson I never thought today at 13 years old I'd be getting constantly sent to the office for having my rights violated wearing a mask and having restricted oxygen to breathe for five to six hours is unbelievable I want my voice to be heard this is a country where we fought for our freedom and to be able to express how we want to live I'm

073tired of having to keep my mouth shut and want this to be changed I've had many thoughts about moving online but now that will ruin my mental and social health please just remember many kids deal with wearing a mask for six hours and it's every day and it's not just me about 15 to 20 other students have been sent outside to sit outside the past three days because we would not wear our mask is this the I'm sorry is this the quality education that we deserve personally it is affecting me with daily headaches and dizziness how has no one realized this is segregation people who don't wear a mask are sent to work outside and getting less education while the people who choose to wear a mask are getting the correct education that everyone should

074be getting please let us have a choice we cannot breathe thank you please tell us your name hi my name is Alicia and I'm seven years old and I do not like wearing the masks they are not I think the masks are not good for healthy kids I can't breathe good when I have it on it gives me headaches sometimes please let us choose masks or not [Applause] pleased to share with us your name hi my name is Owen and I am in fourth grade I'm tired of wearing a mask the people making the rules are not following their own rules I I am healthy and I want to breathe thank you [Applause] hi my name is Rod puhek and I'm 10 years old and I am in fourth grade at shun beddick Elementary School

075maps are really hard for me and I hate them I wish I could just rip them up I have ADD and I get distracted a lot having a mask makes me feel hot and sweaty it makes it hard for me to breathe it's hard that makes it's hard for me to pay attention I heard that some other some other schools are letting kids choose if they want to wear masks I want to make that choice my mom is working really hard to try to fight for me I I need your help to fight for me too thank you [Applause] next I'm going to call the next 10 speakers the next 10 speakers Chandler Jane Lucy Nelson Ethan Fisher blue Danielle Tessa Hannah Hoffman Jed Butler Macy Feinstein and Jaden go ahead and come up and

076state your name hello my name is Lucia Nelson and I'm a seventh grader lrms the last few days I've taken part in a mass protest we have all been forced to sit outside in the rain and treated rudely because we don't want to face because we want our faces to be shown I hear the supervisors talk about how dumb they think our protest is I'm tired of people thinking that kids don't care if they wear masks but we do care I have a headache disorder and I feel so dizzy after a day of masking my little sister wears glasses which are always up with a mascot my little brother started breathing through his mouth and his whole face shape is changing which is which is what happens to math breathers my 10 year old neighbor

077just finished cancer treatment and his and he has prone to nosebleeds she just went back to school last week and the mask is irritated his nose every day we have done our part we have gave up a year school worn masks another whole year without making a fuss yesterday when they made us sit outside in the rain we knew that without a doubt that no one cared about us they wouldn't even let us go to the auditorium our friend's lips are even turning purple thank you Lucy thank you my name is Harper Hoffman and I'm a fifth grader at Oso Grande elementary school I came here to speak because I think that students should be able to choose if they want to wear a mask when I was in fourth grade I started to get

078bad acne on my nose and Chin this happened this has never happened to me before my mask no matter how clean irritated my skin and made it break out this year I am new at my school it has been so hard for me to meet new people because I can't see their faces I don't recognize a lot of my peers outside of school masks have made it hard for me to see and and interact with people at school I have never seen my teacher's face ever this is hard it it is hard to connect with people using your eyes only this it's time to start seeing faces again thank you hi my name is Ethan Fisher and you are looking at the face of a student who will be denied to the right of an

079in-person education because the vaccine mandate and if SB 871 passes I'm a kid who is forced to wear a mask every day well Gavin Newsom and Eric Garcetti don't wear their masks at the NFC Championship Game [Applause] kid who is forced to wear my mask while our state leaders do whatever they want hypocrisy in this state is nuts therefore we should we should be like our Northern California school districts who are no longer enforcing The Mask mandate [Applause] foreign School contradictions create peace life and death heads and tails sweet and bitter beginning and end punishment and mercy each one is necessary for the other to exist there is no solution to these contradictions we need them to grow and progress even if we don't want to admit it one is not more important than the

080other I think some of our ideas are pretty contradictory the kid who is worried about because their grandpa is really sick has a great reason why they want to wear a mask it's important that we see why they choose to do this even if we don't like it so I'll admit sometimes I judge those who want to wear masks I don't know them I'll never know what they feel the best I can do is respect them on the other side the little girl with the learning disability could actually go to school wearing a mask I'm sick and tired of seeing my little sister with dyslexia and a processing disorder coming from school crying because you can't learn she has to see people's mouths to understand all I hear is when I say learning effects mass

081effect learning is that that's not true all school is teaching us that empathy doesn't matter seeing and understanding someone else's Incredible Gift and it's so easy thank you so I go go ahead hi my name is Chandler renick I am in fifth grade and I go to Acosta Charter in Laguna Niguel I have a question do you feel bad for the kids who get abused for choosing not to wear a bag on their face do you feel bad for the kids who are left on the side of the street with no supervision they could get picked up by anyone and taken away isn't it the school's responsibility for kids to be safe there are education codes that say you cannot be removed from your class from and your campus for unmasking the schools have been

082violating both those codes my school had me sit down in the wet Asphalt in the rain have you ever been segregated from your peers for exercising your right to peacefully protest against something that is illegal and unconstitutional what happened to the America that the founding fathers like George Washington Sam Adams Alexander Hamilton Thomas Jefferson James Madison fought for in conclusion masks are bad they make me feel mad please help us breathe thank you [Applause] go ahead my name is Daniel Sorensen and I'm a senior I must say you all are pretty bold the fact that I had to witness second graders protest for their basic constitutional rights this morning and then get kicked out of class for not complying with unconstitutional rules is ridiculous it's unlawful may I ask you it's your decision to continue

083to mask our students based on physical or political science either way it is wrong politically we have a right to choose what we do with our bodies because it is our bodies scientifically Mass do not stop the virus but only increase mental health issues kids are killing themselves do second graders have to stand up for our rights or will you when mature is worse than the disease then it becomes the disease masks are the disease you are refusing to respect our legal legal Freedom you are a disaster stop masking the truth what hello my name is Jed Butler and I'm a junior at San Juan Hills I'm also on the surf team and play lacrosse for the school I had one semester of normal high school and the rest has not been the best my

084sophomore year was a struggle and now on online school and killed my grades now trying to pay attention in class with this piece of cloth on my face distracting me while celebrities and adults are not wearing a mask has to stop my grades have suffered and have affected my path for life it will be hard to it will be hard to attend the schools I want to attend today I got word that you guys here at the district do not have to wear a mask why should I have to wear a mask and suffer at school while you guys the more affected by Coba 19 do not and should at least be it should at least be opposite some kids don't even know school without a mask it affects our grades our social skills and

085our mental health think about that and please lift the mandates at school good evening my name is Tessa Johnson I'm a junior and I'm on the cheer team at San Juan Hills High School and I'm very eager to share with you my experience of how my junior year has been so far on the second day of school just like any other day we were asked to stand for the flag my shock and disbelief I looked around the room and saw that I was one of five students standing and reciting the pledge I remember after that I looked my teacher with confusion I asked her if she was going to allow such a thing in her classroom she responded to me saying we are Americans and we have the right to choose that immediately led a

086spark of frustration and those words have stuck with me this year we are Americans and we have the right to choose how could you look at me and say we have students can choose after all the times you've emailed my mom about my mouth falling down after all the points you've taken off my academic grade due to my mask going below my nose after kicking my peers and I out of class and taking our right of Education away due to not wearing a mask don't tell me I have the right to choose when I'm being punished for doing just that it's time for a change thank you [Applause] I would just like to remind everybody remember this far from so we don't get Distortion we can hear you more clearly so you're at the perfect

087distance right there okay okay state your name and go ahead um my name is Macy ferenstein and I am a senior at San Juan Hills High School I started student mask Choice a group of students advocating for math choice in schools and fighting for fairness and education to us this is not just about a mask this is about standing up for ourselves and our freedoms when nobody else will this is about working together to expose the hypocrisy of those who control us and reveal to reveal the truth to those who have yet to understand it this is about proving that anyone can do anything they set their mind to with passion and determination this is about getting up and doing something instead of sitting around wishing it were different to us this is about fighting

088to make our own decisions because only we know what is best for us to us this is more than just a mask thank you hi I'm Jaden and I'm a junior at San Juan Hills and I believe that uh wearing masks should be a personal choice for everyone at all caps Toronto unified school district schools first off let's discuss the rationality of masks I'm not going to discuss their effectiveness because you already know that it's difficult to agree on that but my sister is in fourth grade at George Elementary and she plays a recorder and The Masks literally have a hole in the center so you can wear it and put at the same time like it's not to protect our kids like you can't rationally say that protects the kids it's just for the

089sake of keeping the mast and like as of yesterday the 15th the indoor Mass mandate was lifted and that means right after school these students are going out and just doing their thing without masks on and like what's the point of massing us to school when the majority of students are just not going to be Mass anywhere else and I have nothing but respect for people who choose to wear their mask if that's what makes you comfortable please keep it on I have no right to say what should or should not be on your face but the same applies to you worry about your own face not mine thank you I'm going to call the next 10 students Jane l Levi Brooklyn Krantz Blair Luke Avery Charlie Wilkins Trey Fisher Marina Madeline I'm just going

090to call the rest Braxton Bennett Charlotte and Carter come on in and line up post s so as you're coming in just remember to stay a hands distance away from the mic it makes it much easier to hear you and um you can you can bring it down to your level and state your name and go ahead good evening my name is Levi and I'm in fifth grade at Concordia thank you for the opportunity to speak tonight I have 80 add so last year I was homeschooled because school on the computer didn't work for me at all this year I was so happy to get back to school in person I hate wearing a mask but I only thought it would be a temporary temporary thing but now it's six months later and I still

091can't breathe in class six hours a day I'm forced to wear a mask in order to be at school aside from obviously not being able to see my teacher's face or her see mine there are many other reasons I no longer wish to wear a mask it's not it's hot and I can't breathe not being able to breathe affects how I I think at school and I don't need help getting distracted I'm 11 so as you can imagine my mask gets pretty gross and I have to breathe all that gross grossness in all day I am no doctor but I know that's not good for me thank you Levi we have to go on to the next person thank you hello hey my name is Brooklyn I'm bye I don't like the mask is I

092just don't like them okay okay I want to be free thank you [Applause] my name is Madeline Ernest and I'm a senior at San Juan Hills High School I don't have much time so I'll keep this short you the board are protecting those who find who fund your campaigns while you ignore the people you're supposed to be representing we are tired Administration blamed the district the district blames the cdph the cdph blames the governor who doesn't even follow his own rules you are teaching us what Freedom looks like and what tyranny looks like by refusing to do your job which is supposed to be protecting us it's time to stop blaming and take action to defend the rights of students and families of this District El Dorado took action this week they finally listened to

093the people they represent it's time for you to do the same we will not stop the rallying posting emailing will not stop the students of this District have shown more Courage the past three days than any of you have the past two years with the exception of Trustees Davis and bullockists who are actually fighting for us enough is enough give students the choice [Applause] today was was my fourth day of being told to leave my classroom because I will no longer wear a mask I'm not going to wear it anymore I'm taught by my parents in school not to be hypocrite to do and say what is right and if I don't that I face consequences but then I see countless adults saying one thing and then doing another even our governor is not wearing

094a mask and lying for what a football game a football game it's not even real life school is real life in school I have to wear a mask while I'm inside but when we are at lunch all outside shoulder to shoulder we don't have to wear masks I'm trying to learn so I can make a difference for good in this world but I can't do that effectively behind a mask so I'm mad as heck that us kids have to put up with their lies and hypocrisy and I'm not gonna take it anymore we deserve the right to go to school with no mask if we choose I choose Freedom over fear let us make the choice [Applause] would you could you please come back and tell us your name excuse me could you come back

095and tell us your name thank you we're just trying to make sure my name is Charlie Wilkins thank you Charlie [Applause] hello my name is Luke Avery and I'm an 8th grader at Alicia Viejo Middle School I have never imagined me in 20 to 30 other kids having to skip class because we refuse to wear a mask us having to wear masks at school for six hours a day is ridiculous we have to wear them at school with 30 other kids in our class when the Super Bowl can have 70 000 plus people and they don't have to wear it I can't even I can even go to the store and anywhere else and not have to wear it this is not okay and kids are losing friends due to their opinion to not wear

096one I have teachers that have to tell me multiple times a day in class to pull it up when I was in the office today for a refusal I overheard the ladies saying that there was a big that this was a big pain and that they have to come and get us from classes we are losing our right to a public education are being segregated from other students I have been told that I can get placed on the district's online school but I have realized that it would ruin my mental health and just affect my daily mood just know that will not stop our protests at school until we do not have to wear on thanks for your time hi I'm a local 7th grade student and I feel strongly that mass should be choice

097not requirement for some students Mass can cause anxiety Suicidal Thoughts dizziness headaches and nausea I still I speak from personal experience with anxiety when I wear a mask I feel trapped I feel locked up in a cage that nobody can unlock my poor little brother has to go to speech therapy every day and can't hear because masks muffle voices he's not um he's not able to read lips the Mandate got lifted for California residents indoors I'm a California resident who sits at a desk for six hours every day with a mask trying to learn for an education while adults get to shop go to events for teens movies Etc without masks point point twenty three percent of kids have died from covid and so many more have died from the flu as kids we do

098not get heavily affected as affected as adults yeah we are being the ones forced to wearing masks I respect everyone who would like to wear a mask out of choice I know some people would be would prefer mass as well as a lot of people wouldn't we feel like we're being stripped from our child so your name please I'm Sienna Wells thank you my name is Braxton Bennett and I'm a senior at San Juan Hills High School the everyday pressure of high school and preparing for college is hard enough as it is we don't need added pressure from so much controversy around Mass we see our peers in other states not required to wear a mask we see our government leaders in stadiums full of adults in the same state not wearing masks the CDC

099saying cloth masks aren't effective I worry that the message is getting lost we are not trying to force those that want to wear a mask to stop we are just asking for the choice if kids and families are worried about covid bet them wear a mask we as students just want the choice just like everybody else has in California please listen to us [Applause] hello my name is traven Fisher and I'm a student at a seventh grade student at avms I'm a healthy 13 year old boy who has been forced to wear a mask for the past two years but I've had a choice I've had enough and I feel it's unfair that the whole state of California doesn't have to wear a mask indoors including this District office this Mass my mask wearing a

100mask indoors makes you feel nauseous lightheaded and I can't breathe it's hard for me to understand my teachers and I can't I'm sad not seeing other people's faces I respect other people's choices but I wish people would respect mine hi my name is Charlotte imler and I go to Community Arts Academy I'm in fifth grade and I'm tired of wearing a mask I've been wearing one at school for the past 216 days my kids my age or the least likely to get sick from covet they've lifted the mandate to everyone else aware the children the least likely to get it um are the only people that still have to wear them um you guys should probably consider making the masks optional wearing a mask hurts my ears gives me a bad headache and makes it

101hard to breathe and worst of all it's difficult to concentrate and learn um I hope you'll consider lifting the Mandate and letting us breathe God didn't create our faces to be covered up thank you hello my name is Ryder Hoffman and I'm a seventh grader at litter Ranch middle school it's been my experience that Master more of the a distraction than a protection NASCAR a huge distraction at school when I already have enough that I need to focus on I constantly can't hear my teacher and classmates and I'm getting tired of asking them to repeat themselves all day I think that time has come to make masking options not a requirement I want to get back to our old way of life so that I can learn better and faster I moved to a new

102school this year and it's been hard to connect with people this is an important time in my life socially and emotionally and the master making that even harder please let please make it our choice that we if we want to wear our masks or not foreign hello my name is Carter Larson I am a fourth grade Aid student at Marblehead Elementary um I have to wear a mask at school and it fogs up my glasses and when I adjust my my mask my teacher gets onto me and she doesn't wear her mask half the time and makes us go outside to ask our mask back on thank you hi my name is Blair and I go to Vista Del Mar elementary school I'm 10 years old and I'm in fourth grade I have a sensory

103processing disorder I don't like itchy clothes and stuff around my space especially a mask I don't like the mask because they bug me when I'm trying to concentrate it feels itchy and makes it hard to pay attention it feels like you're breathing in the same air and it's really hot and I feel sweaty and can't focus because it's over my nose and it's just really hard for me to focus in school work my body gets tingly all over when it gets too hot a like a person's legs falls asleep it feels like that all over my body if I could take the mask off in school I know I would be able to focus and it would be off my face thank you hello my name is Sophia Papa panko I'm eight years old I

104live in Don Juan elementary school and I'm so tired to wear this mask because everyone thinks that mask is great but it's it's not fun because every time I don't like it and I got kicked out by school yesterday foreign and I also my mom is going to pick me up at school and kick me out every day [Music] that's it [Applause] I have two remaining blue cards for students Trey Fisher the Trey already spoke and Marina perhaps we had duplicate cards this concludes our students now we'll go on to oral communication of our online Zoom speakers our online speakers are as follows Chelsea Edwards Darren Porter Teresa Rich Gina Young Katie Crockett Jennifer Carlson Craig Harrison Paul Duncan Liz Swinson Kelly Mahalo Michelle colossal Campbell Dana Michelle Mcknight we'll start with our first Speaker

105Chelsea Edwards [Music] but I'm here please come forward okay my name is Chelsea Edward zanella and I come to before you as a mother school nurse an American I really don't know why we're still fighting to remove these masks it has been proven by dozens and dozens of doctors and scientists they don't work and children don't need them not only that but it caused so much harm to our children depression and suicide are through the roof the counselor the counselors are overwhelmed hospitalization says this pandemic have gone up for mental health 45 and learning has gone down 22 all because these kids can't breathe and read facial cues or emotions young Toddlers and babies are developed mentally delayed yet politicians who are making these rules don't can't and won't follow them themselves it's on the

106verge of child abuse we need to make it stop as a school nurse my daily numbers of panic attacks have tripled with these mandates we are not focused on the bigger problem and what's more important and it saddens me to see these rules and forths at schools yet they don't apply at a Super Bowl or celebrity concert I have children come to me with bloody nose trying to keep their mask feeling like they're going to pass out or having allergic reaction tell me as a nurse how am I supposed to assess somebody when I cannot see their face thank you Chelsea Porter online we do not have Darren Porter online or in person our next speaker is Teresa Rish hello I am here oh thank you Darren I thought somebody else was gonna do that

107switch um this has been very encouraging especially hearing all those kids that I just heard I feel like I don't need to say anything right now um I'm also encouraged by the fact that dodgeball is coming back that says a lot about our society I think um I love dodgeball and and I think we should be playing it and trying to hurt each other um seriously I'm serious about that um so anyway I'm Darren Porter and I have two kids in this district and the fact that we're even doing this and discussing this while all of these we just saw all these people at the Super Bowl is pretty ridiculous to me um also my kid's mom has uh is going on eight months of a vaccination injury that I seriously don't even know if

108she's gonna make it through this year just very sad um also we also we we also know that um Newsome has kind of shifted the blame to the teachers union now so um I'm hoping that any teacher and anybody who works in the district or anybody who's calling these people or emailing them every day um trying to get through this in a minute um we also know that that that let's move on to our next speaker Gina Young just thank you fine Gina we have Katie Crockett Katie go ahead good evening I had the privilege of attending last month's board meeting I'm glad to be part of a community that takes advantage of public participation opportunities I chose to attend online tonight because the experience online is much more focused than what I've experienced in

109person the interruption speaking out of turn clapping and heckling is detrimental to the meeting and public participation process parents last month were sitting in this room audibly groaning as a student spoke during her time to speak despite the differing opinions this is not a sporting event it's not a political Rally or protest as if those who yell the loudest will be heard more trustees I hope you are truly listening to the students and parents all of them please understand that there aren't a lot of people here supporting Public Health regulations because they understand that these decisions are being made elsewhere and they direct that energy to the right place not taking it out on our local school board teachers and School staff members who are there for our children ever every day day in and

110day out and because you're doing what is required to be our next speaker is Jennifer Carlson foreign Jennifer if you're in the room please come forward Susie oh Gina please come forward I got this information from cdc.gov updated infection fatalities Survivor rate for coven 19. age group 0 to 17 infection fatality is 0.00002 survival rate is 99.998 age between 18 to 49 infection fatality is 0.0005 survival rate 99.95 seven long-term side effects of wearing a face mask is foreign headaches this is there are not enough having oxygen and having a carbon dioxide level in the blood acne development of a chronic dermatitis a weakened immune system skin wrinkles development of chronic respiratory conditions that's it thank you we have Jennifer Carlson with us Craig Harrison Paul Duncan Paul go ahead good evening and thank you

111uh my name is Paul Duncan I have two boys at Vista Del Mar for now um I am vehemently against the mass mandates uh and we elected you all to lead you're elected by us to lead not to blindly follow like Lemmings recommendations from the CDC or the NIH the studies clearly show that masks are totally ineffective for the Omicron variant and our basically worthless so do something about it stop standing there you see all your constituents there I can hear them I don't want to spend my time at these waiting for at school board meetings I have we have better things to do with our time we elected you to lead now lead that's all I got our next speaker is Quinn McGraw I believe Gwen is with us in the room but also

112registered Gwen McGraw she already went okay thank you Liz Swenson Kelly mahalo Mahalo Kelly go ahead hi um I'd like to First say thank you so much to the board members who support our cause we know who you are I have three girls in the district and I just want to say parents have been fighting this fight for two years now we have been misled the district keeps saying that hands are tied and they have to follow the governor's guidance but districts across the country are doing away with their Mass mandates parents are united and we're sharing information about how to recall board members how to file claims against your Surety bonds and we're preparing lawsuits for now I propose to coordinate a district-wide stood out of at least three days in a row to

113express our demand to remove the mass mandate the charade is all fueled by money and not the children's well-beings and We Know It We hosted a mass Quest Super Bowl our governor himself doesn't follow his own rules we are done these mandates need to stop and you as a district need to finally stand for what you know is right you need to address the Mental Health crisis these mandates have created a letter to the governor requesting a reconsideration that we all know will be ignored is not enough thank you our next speaker is Michelle colossal Campbell to Michelle go ahead good evening February is the month set aside to celebrate Black History Month to highlight specifically a section of American History Two often lessons taught Focus only on a small portion of the population and

114in U.S history and world history taught in the United States it is white male dominate even though they represent only a small part of the population I am hoping that at least some schools are highlighting the contributions of black Americans this month such as Ida B Wells or Anna Easley or the inventor Mary Beatrice Davidson Kenner who invented the modern modern sanitary pad used by women today I also want to thank our teachers and our staff for doing everything they do to keep our students safe on a daily basis they work so incredibly hard on behalf of our kids and it's greatly appreciated and lastly please join your local PTA thank you very much our next speaker is Dana go ahead hi good evening um you guys asked for our support and we're asking for

115your support back I have a solution starting tomorrow quit making the teachers and the principals the Mass police let's just get on with this and not wait for Newsome Newsome obviously does not believe that mass work or he's in a Health crisis we've seen this time and time again we also saw our CTA board member Jesse Aguilera partying it up the Super Bowl game without a mask as well this has to stop the kids are suffering from this it's been going on for too long I encourage you guys to to please please tomorrow call it all off you guys aren't having to wear masks at work none of it it needs to end and let's stop kicking our kids out of the classroom for it and making our teachers be the police on it thank

116you our next speaker is Michelle Michelle go ahead oh hello hi uh I in the last 13 years I've had three students in cusd schools um I support uh superintendent vital statement that she made and I want to thank everyone for working so hard to keep our students in the classroom and safe and healthy I understand you're all under an enormous amount of pressure regarding the removal of masks um but I'm here to remind you that parents there are parents like me who expect you to follow the state and local public health guidelines none of you are medical or public health experts and you should not be setting Public Health guidelines for our students students do have the right to attend school with public health guidelines in place in order to keep them safe and

117healthy and my children also understand that with those rights comes the responsibility to keep their peers healthy as well and do the right things to make sure that happens it concerns me to think that anyone on this board thinks they know better than public health and medical professionals so please keep doing thank you your time is up our next speaker we're going to move to our in-house speakers [Music] tonight okay the timer was up next we'll move on with our in-house speakers are in the house blue cards I'm going to call five names and ask you to line up Lizette Aguilar Stephanie Fisher Rudy Krauss Kristen Fresca and Suzette medic hi my name is Lizette and I'm a mother of three and I'm here to stand up and fight for my children's health my year

118old son Caleb couldn't be here today but really wanted to speak to you a second time a couple more minutes ago he was here with me when I was going to comment on the vaccine mandates and out of nowhere he said Mom I want to speak to please let me speak I warned him it would take hours till his name was called he said he didn't care he waited four hours he was so tired he fell asleep on the chair today he wanted me to say this to you foreign I do not like wearing a mask because I can't breathe how come the person Governor Newsom who wants us to wear a mask does not wear a mask The Masks are bad masks are bad for kids please don't make me wear a mask anymore

119my comment for you is please take a look around look how many children and parents are here advocating for mask Choice it's time to make a change [Music] hello my name is Stephanie Fisher and I have three kids in cusd I believe Capo stands to lose about 20 to 30 percent of its students based on the current masking policies and even more so because of vaccine mandate I have two requests for you tonight one that you use your voice as the seventh largest District in our state to tell our state legislators that this is very destructive to our district and two that you consider implementing what districts in Northern California have done and allow unmasked students to remain in class I'd like you to remember that our governor as mayor of San Francisco will fully

120violated state law in favor of his deeply held personal beliefs and I ask you to follow your deeply Health personal beliefs when making choices for our children thank you hello thank you for allowing me to speak this evening my name is Suzette Minnick on Monday February 14th my fifth grade son politely and respectfully refused to wear a mask at school he was removed from the classroom I informed the principal that that was in direct violation of Education Code 49451 she told me that he would have to be picked up because he could not remain on campus I informed her that that was a violation of Education Code 48900 she told me that he could go into independent study I informed her that that was a violation of Education Code 51747 on Tuesday February 15th he

121respectfully refused to wear a mask at school the principal was waiting for him and asked him if he was going to wear a mask he said no he was told to sit down where he was which was on the wet pavement while it was raining schools are supposed to be a safe environment for our kids the teachers are to be upholding the principles of dignity and respect can you honestly tell me that having a 10 year old child sitting on the wet ground is a safe environment thank you foreign you guys are not following the real science on covid covet is an anaerobic virus can you learn that word Christian anaerobic it means without oxygen all of you need to learn the word anaerobic when you put a mask on you deplete your body of

122oxygen that feeds the virus and makes it grow the reason that the virus Omicron grew throughout the country was because everyone was masking feeding the virus parasite now watch this is a red blood cell foreign oxygenated when you get covered it deoxifies the red blood cell to this now it's anaerobic and now the covid virus despite protein lays its DNA and eggs and guess what grows out a covid virus parasite and it will extend the entire length of your leg thank you Kristen Fresca Phil Minnick Amber eisenhart Brett Christy Brent Christy Brian and Jenna if you want to come forward and state your name we'll just keep it moving and I'll just keep you in I'll get your order correct go ahead good evening my name is Amber eisenhart and my message is no different

123than anyone else's so I don't have a lot to say in fact I rewrote my speech while we were sitting here but to keep it short um as Leaders I challenge you to do more than what you've already done you have the powers that be to communicate more effectively with the Department of Public Health and our governor more so than we can as people and I urge you to continue to do that I do want to thank you for the efforts you've made thus far but your job is not over um we do know there are other districts in California who have made Mass Choice optional for our is everybody listening or is there something else going on we do know that there are other districts who've made Mass choice and they've obviously sought legal

124counsel to find that that is an option because teachers and school leaders are not mandated to force masks on kids in fact that isn't in their job description at all so we can't legally hold a teacher liable for allowing a kid not to be massless massless in class so please consider allowing these kids to stay in class with out a mask and don't send them out because that is illegal thank you our next speaker is Phil Minnick yes hi my name is Bill Minnick board thank you for your service I know it's not easy especially these times but I asked you now to be brave this is the time I have a 10 year old who has been sent to sit by himself on cold web pavement I have a 15 year old who has

125developed acne so bad she doesn't want to stop wearing a mask even though she knows it's wrong it's terrible question question for all of you what ramifications truly would there be if you were Brave today and you gave our kids Mass choice keeping this mandate in place are you protecting yourself are you protecting the teachers are you protecting the governor or truly our kids who among you will be brave stand up for our Kappa families and our Capo kids our kids have been told you will kill other kids you will kill your grandparents at home you will kill your teachers enough is enough who of you will be brave today if we could if we can hold our Applause the next speaker please state your name hi my name is Christy Bryan I have two

126daughters at Dana Hills High School and one at Niguel Hills Middle School um first I want to thank you for all your efforts in trying to keep our schools open the last few years I know that's hard and I know you guys um probably did a lot of workarounds to make that happen so I ask you to do the same thing here there are workarounds to this you know there are newsstands ignoring you guys the health department is ignoring you if they think it's such a big deal they can bring representatives to be the Mass police don't make the teachers do this let the teachers teach and just don't enforce the mass mandates we understand that you probably there's not much you can do about it the mandates the mandates from the state just do

127not enforce it that's what we ask please do not make the schools the principals the teachers enforce these mandates let them teach so our children can learn and see people's faces my daughters haven't seen their teacher's face in two years imagine the people you were close enough you were close without a daily basis whether it's your spouse or your children or your co-workers imagine not seeing their smile for two years and what that would do to you [Applause] can state your name I'm Gina Pearson my children go to Ferguson Elementary they're part of the manner immersion program that you spoke about earlier with mass on it's impossible for these children to learn Chinese the whole point of being in that program they cannot see the way their teacher's mouth is moving they cannot hear the

128tones properly they are wasting their time my son is in second grade he has now anxiety-induced muteness when he has a mask on his anxiety levels are so high he cannot read this is because he cannot ask for help because of the stress he feels when in a mask he doesn't have an IEP because when he doesn't have a mask on he doesn't need one he can read when he's at home he cannot read at school we have to do what's right for these kids we have been waiting two weeks for two years we don't need to wait two more weeks we know what's right [Applause] hello my name is Marina you say my name uh before but I missed it can I speak go ahead please uh hi uh I'm a single mother uh

129and I'm a immigrant from Ukraine I came to this country because this country is the greatest country in the world no one is like a country of Freedom the country of liberty and justice for all and what is breaking my heart as I'm seeing this stadiums of the people like full full stadiums of people without masks Governor himself celebrities on the red carpets about any masks and we are putting our children in those muscles on their faces every day in the schools how ridiculous is this is this justice for all people is this really justice for all I'm just like begging you please unmask those kids this is America God bless you thank you [Applause] the next speakers if you can hold your applause I'll read the next speakers Jamie polar Jenny Rogers Chelsea Edwards

130Meredith Hayes Casey Krantz Ryan Heath Emily White Amy Heller Heather Amber thank you and Eva please come forward and say your name thank you I attention and y'all looking up for your computer for just a moment please while we speak um my name is Jamie Pollard I have two kids in the district they're in first and third grade this is their fourth school in two years their husband my husband is an active duty Marine we are stationed at Camp Pendleton the teacher is the most important person next to their mom right now and guess what my third grader has never seen her dot her teacher smile she has never seen her smile that is disturbing to me for my third grader and y'all I just want to quickly ask is this gonna end on September

13130th 2024 when that 35.2 million dollars is sent is that what we're waiting for is this the money the Esser funds what is the hold that I would love to know what we're doing with that 35.2 million dollars I've asked for it I haven't received it but I would love to know because if if this is the money or is this about our kids because this is enough is enough excuse me I'd like to ask the speakers to address your comments to the board not to the staff thank you hi my name is Jenny Rogers I have three children at Capo Unified Schools I'm here on behalf of my daughter Lily who is 11 and couldn't come tonight because she has impetigo impetigo is a bacterial skin infection that causes red sores on the face

132around the nose and mouth it oozes and then forms a brown crusty surface it can take anywhere from five days for to a few weeks to resolve it can lead to cellulitis which is potentially life-threatening infection that affects the tissues underlying the skin and eventually May spread to the lymph nodes and bloodstream it can also damage the kidneys and leave permanent scarring my daughter has been dealing with with impetigo for the past one and a half years due to the mask mandate this has now not only been detrimental to her academically but emotionally and socially as well she has to change her mask every hour carry a stress ball to squeeze because it itches so bad that she can't touch her face um she's been bullied at school and called hamburger face and asked if

133she's left steak on her face to eat later she no longer feels safe at school she's missed copious amounts of school because when the impetigo clears it takes anywhere from five to ten days to end this is Lily and this is impetigo hi my name is Meredith Hayes I have three kids at Oso Grande uh last week two friends and I had an impromptu meeting with Dr Zimmerman he's the uh I'm sure you know but uh for everybody else he's the head of the covid response team for all of Orange County and among other things we asked him why we have the double standard that Matt goldbaum touched on earlier about um with allowing student athletes to play games without a mask but all the other extracurriculars including cheer music dance theater are masked and

134Dr Zimmerman said that the director from Sacramento was that mass must be worn where practicable that's uh you know that's a lot of gray area there and it was up for him and others to interpret that um he went on to say that since the mask once wet offers no protection whatsoever and since sweaty basketball players would get a sweaty wet mask they could skip it also lawyers got involved in CIF and all that stuff because we can't we can't skip the sports but um then um anyway um okay so first of all wearing a mask possible I don't I don't think that a five-year-old learning to read with a mask on her teacher's face and on her face that's not practicable um a a student learning calculus no we don't that's not practicable or

135trombone that's not practicable either but this is what we've been living with for so long and is you know for all the anger that's been thrown your way tonight you know and as much as you guys have acted on good faith you should not take it personally but it's been so so so hard for so so so so long and actually back to Dr Zimmerman um I don't think that that has been publicized that a wet mask is ineffective but I've never seen any of my kids get checked for a dry Master of the day but they've definitely been ashamed and condemned and guilted about a mask under their nose which is next speaker okay good evening Ward my name is Emily white we have two boys and I want to say how proud I

136am of these kids that were so brave to speak and share their stories with you and that these parents have raised such amazing strong children and I hope you're proud too I'm going to keep this short and sweet because I think we've presented everything that we need to in regards to statistics our message is clear if you believe in the abusive Act of masking our children then we the people we the people are asking you to step down from your position you need to step down and look after our children that is what you need to do and if not we're going to be sure to vote you out we are going to vote you out and we are the people and these are our children you are not the parents we are the parents

137so listen to us please and thank you so much tonight and have a good evening okay so I'll be quick uh if you're scared that you're going to lose your insurance you might get fined from the state you're openly liable for getting sued from covid-19 you're living day to day you guys are getting the worst legal advice in the entire world and you know what I don't care and then you shouldn't care either what the attorney for the school district has to tell you because I'm talking to each of you personally you are violating the civil rights of these kids and under title 42 section 1983 I'm going to name each of you in litigation my client Troy has been abused three days ago please state your name excuse me despite him going to class

138every day reportedly being suspended he has yet to be arrested you know why because he's not breaking any laws if he was he could have had him taken off he actually submitted to arrest he said please arrest me officers please arrest me that's what he said they didn't take him away because they couldn't they don't have the legal authority to do so and they know it in the the school needs to stop this nonsense and don't you please state your name you're going to be liable we're ready okay we're ready for the next speaker [Music] this is number two on three we'll clear the room okay we didn't get your name sir oh yeah okay Ryan here speaker please state state your name yeah yes it's working please okay love you Ryan here away from

139the mic my name is Ava Harrison I've been coming here since October watching parent after parent showing you facts about the mask neither being safe oh nor effective about the mask negatively affecting their children physically their children's physical and mental health begging you to just give us the freedom to choose what's best for our own children and I have to say I'm sick of hearing you say you're fighting for us and sake of watching your continued lack of action I've myself ask myself why do they not fight for us all I can come up with is that you do know just like our governor just like the LA and San Francisco mayor just like all the celebrities who did not wear their masks around tens of thousands of people that it's not about safety and

140just about compliance and that we are all fool to continue to comply with these mandates I hope you've been paying attention to what happened in San Francisco yesterday the most liberal City I can think of three square board members were just recalled for not opening speakers [Music] hi Amber Smith it's a year of the parents and it's a year we take back our rights for ourselves and our for our children it is the year we replace those that do not stand with us in what is best for our children like she said this week in San Francisco there were three board members recalled in a landslide vote of over 70 percent if it can happen there you know what can happen here very easily you passed a resolution last June to let the parents and

141kids choose Roosevelt has adopted a mass policy to let them choose El Dorado has adopted a new masking policy to let them choose if they can do it every other District out there can do it the only thing stopping it is you I'm sick of hearing from the school board and staff that they can't do anything it's the law it is not the law the state has failed going through the proper steps of masking of making Master law the state has failed to establish the effectiveness of student masking with any peer-reviewed studies they have failed our children it is time for you to rectify the state's failures and ask our children next speaker please good evening my name is Amy Heller excuse me my oldest child attends the capital Unified School I'm also a physician

142assistant I work in a local hospital I'm really proud that both Capital unified and Saddleback school districts pushed to return our children to the classroom as soon as possible I'm proud of that I'm proud of the teachers and administrators that have worked so hard to keep our children safe during the pandemic I do believe masks should be a choice not a mandate and really honestly I just want to encourage Capital unified to continue to apply maximal pressure right so see Public Health right to CD pH for the the Maxi the masking and vaccine mandates you know I think that we need to be better advocates for our families you know hearing all this heat right tonight there's a lot of opinions about this but I'd like to see a little bit more action I think

143the lottery was a great start that's awesome right but um it sounds like maybe a more bold step maybe required thank you my name is Heather wolfmeyer every night at bedtime my eight-year-old son prays to God that he won't have to wear a mask at school anymore I'm tired of our kids being used as political Pawns in this coveted nightmare let our kids be kids if we can host the Super Bowl there is no state of emergency how do you teach our kids in school about civil rights activists who are heroes and go against Authority in order to make a difference in battle discrimination then you turn around and force our kids to follow rules that they know are wrong and kick them out of school for standing up for their freedoms this is the

144definition of discrimination and it's disgusting you are scared of losing funding yet you are losing the very people who employ you in the first place with the amount of people who are leaving the public school system for private schools and for home schools Mass do not work to stop the spread of coven neither do vaccines it's time for you to do your job we appreciate you trustee Davis and trustee bulacus for fighting to protect our kids when nobody else besides you will I don't know how the rest of you sleep at night my name is Heather puhek I have three kids in Capitol unified two are in high school and Rye who also spoke tonight with the little yellow beanie is in elementary school I have volunteered in so many classrooms over the years and

145was a student supervisor on campus before kova 2. a year ago I was able to focus on nurturing now I've been thrust into the fight of my life I've been forced to become a warrior it was not a role I chose but when our children are threatened we will rise to the occasion fences were put up around this building tonight I am not a physical threat but my words are powerful and they have an impact I'm not afraid to say I represent thousands of parents because I have had that many conversations and received that many emails and direct messages I have them to prove it parents are saying enough is enough our children are being harmed we know it now and we won't be silenced we need you to adopt a policy of non-enforcement it's

146been done by El Dorado and Roseville joint union we need you to add cusd to the list of Brave schools protecting students thank you our list our next 10 speakers are Chris Jones Krista Jones Jenny Brunei Lori M honey Ambry Laidlaw Jessica Lindsay r and Laura Z please line up and go ahead and come up and state your name okay foreign my name is Chris Jones and I have a little demonstration for you this is a confined space that measures carbon monoxide for workers who work in tight spaces Tunnels for example I've had this on all night and nothing's happened it stays on all the time once I put this tube and register the carbon monoxide that I'm exhausting and speaking by wearing you know an approved in 95 mask this will go off and

147the tunnel would have to be now cleared by OSHA if you saw that our children are forced to wear this mask for six hours it's got to stop your statement about our hands are tied we can only do what we can do that's the definition of insanity doing the same thing over and over again and expecting a different result correct we have to get this to stop you people thank you Chris [Applause] [Music] I see USD I have to go to work every day and enforce something that I do not believe in I believe Mass are a choice I can't see my students face I'm trying to teach them to read I'm trying to teach them to sound out words it is terrible it takes every ounce of me because I love my job but

148I hate enforcing this Mass policy my own children my own two daughters I am so proud of they have stood up and said no more it's the mask I get the phone calls to come pick them up and you know what I tell them no I'm not you are denying them in person learning and that is against the law they will stay at school and they will learn there I urge you to take the steps towards just like El Dorado like they were saying the enforcement of mass will be done by educating students and asking them to mask but no further action of exclusion from class will be taken you too can do this you are back in person show everybody around here and all those surrounding districts that we will be the lead district

149and taking mass and using them as a choice next speaker please state your name my name is Jenny Bruni I would like you to imagine for a second that your child comes home and tells you that Johnny's mom made him run on a treadmill in a hot room with a device that monitored his heart rate and he had to maintain at least 140 beats per minute and then Johnny told us that she made him do this for 20 minutes with a mask on the whole time I think most of us would be shocked and even start asking more questions about Johnny and how he acts at school and if he has said anything else his mom does to him we would all be really concerned for Johnny and his home life well just last week

150my 14 year old son and I know many other children have been put under this just duress as well was made to run on a treadmill in a hot room last week when the temperatures were extremely high with a mask on while maintaining a heartbeat a heart rate above 140 for 20 minutes by his PE teacher he said okay hi my name is Jessica Keach and I have four kids uh Elementary one middle school and two high schoolers and um school boards as we know um per um Governor Newsom not president Newsom although he thinks her new son said that you guys have the power on how you want to enforce the masked madies you guys have the power and when I heard this I was so grateful because I knew our school district was

151the ones who fought to get kids back in school I have siblings in Northern California and I was like we're so lucky where we live our school board is fighting for our kids so I just ask you to continue to fight for our kids I don't want my kids to have their teachers be the police anymore it's creating such an awkward position with our kids and their leaders they have people calling them names supervisors telling them they think they're stupid they have a constitutional right for free speech in school they're using that right and they're being ostracized from their fellow students and made fun of by teachers and is creating such a bad environment in our school so please stand up for our kids thank you Jessica my name is Laura Zuck I'm from Ladera

152Ranch you guys have received all my emails you've seen the petitions you've seen the protests you've seen the student mask exemption requests that were valid and you have not all responded thank you for those who have responded and who have taken steps to do the right thing masks harm children irrefutably there's evidence of it protecting children in your district is your jurisdiction this is your jurisdiction if children are harmed you must protect them what is it going to take My Neighbor Next Door 14 years old committed suicide last year when that happened I decided I am going to fight for these children until this is over suicidal ideation is a thing with masks foreign children need to breathe free now just remember to stay about this far away otherwise your voice gets distorted okay my

153name is Katie Hoffman I have a second grader a fifth grader and a seventh grader in the Capistrano Unified School District I'm a mother a wife and a cusd alumni and many argue that masking is a small inconvenience for the greater good however masking kids is not a damage-free intervention my second graders had to learn to read and make friends without ever seeing his teacher's mouth or his peers faces as a new student to a school this year making social connections has been a challenge for him just last week at bedtime we were chatting about his day I asked him who is his best buddy in class he looked me dead in the face and said Mrs Downing his teacher he went on to tell me how it's just so hard to make friends in

154class recently he also told me that if his mask ever slips below his nose and it's uncomfortable I assumed he was talking about physical discomfort so I told him he could easily pull his mask up however I quickly realized I wasn't understanding I'm sorry your time is up I forgot to set the timer but we have a backup timer on our fourth weekly so we took it 30 seconds thank you okay good evening my name is Lori mcclasky mother and an attorney all children have a right to in-person education to the fullest extent possible without discrimination or harassment I think the past week and a half in our community we have seen numerous instances of harassment my children have experienced harassment in their own classrooms I've reported it to you I have spoken to many

155students and parents whose children have been harassed in your school district so I know we have to pay attention to our insurance I know that's an issue but I think you also need to pay attention to potential liabilities and also there's something called the eggshell plaintiff which perhaps your attorney could tell you about but it's you take a plaintiff as it is so if someone is injured by wearing a mask or doing the PE with the mask or harms themselves that is very easily traceable so that is something that you guys need to consider and I urge you to do something different it's gone too long thank you [Applause] my name is Aubry Laidlaw as the parent of a child with a sensory processing disorder I demand we end the mask mandate in schools we

156have been sympathetic to the arguments in support of protecting the immunocompromised and at-risk children by wearing masks but to that I say when do we start prioritizing the health of one demographic over another in my daughter's own words tonight I don't like masks because it feels itchy and makes it hard for me to pay attention I feel sweaty and can't focus because it's over my nose and it's hot my body gets tingly all over when I get too hot like when a person's leg falls asleep I feel those feelings all over my body if I could take the mask off in school I know I would be able to focus more on my learning and not on the mask on my face masks may appear to be small to some but as you can see

157they're capable of making a huge impact on my daughter's physical mental and emotional well-being how can you as a school district continue to place the health of one student over another mask choice is the only way to achieve a learning environment where all children are given an equal opportunity at an education thank you hi my name is honey and um I've been to a lot of these meetings and I've heard a lot of the same stories that I'm hearing here tonight what bothers me the most is nobody seems to be listening at all so I'm going to address the parents now get your children out of these schools they don't care about your kids hi my name is Lindsay Rattan you guys all look a little glossed over I think the pleasantries are over there

158is no state of emergency only the obvious power play I'm sure your phones and emails are blowing up with school administrators all over OC with students protesting by choosing not to wear a mask in class we are not the fringed minority this is just the beginning all other districts have been lifting the mandatory masking we know the risks we know the reward now give us back our freedom to choose these teachers unions are hiding behind what they called hazards of the job those hazards are my children you do have another 22 seconds we have two timers going so my children's job is not to protect the adult your job however is as a teacher to educate it's a disgrace the board members you hide behind just following orders and point fingers all the while taking

159the money board members the history is on your side on our side let your time is up [Applause] the next set of speakers kcg Alina I Wendy Lowry Elise Kristen hello well Janine hurt Jeff Pearson Kelly R Ian Jameson Lindsay Matthews Whitney Harrington Deborah Thompson and Amber Gilman please come forward and state your needs good evening my name is Elena inagas I have two High School daughters at San Clemente High School first off I just wanna tell the kids that we're here tonight I am so proud of you and I'm sure your parents are as well one of my daughters has anxiety now because of the masks she used to be a vibrant social person she can't speak to people anymore I ask of you please stand up for our children be brave be a

160leader don't be a follower make it a choice let the families decide as to what is right for our families not the governor who clearly cannot follow his own rules please listen to the parents of this district and stand for us thank you What speaker just come forward and state your name and and your current line go ahead and come on up my name is Casey Gizzy um I'm a parent of two at Kappa district and these children need to stop being treated like they're a disease these masks are very dehumanizing The Masks are meant to fight a nanoparticle problem with a micro particle solution so it's like throwing sand at a net um honestly it's just it's just way blown out of proportion these coveted protocols if they're really about science and safety um

161please know that the the doctors and the scientists they do not run the show it's the politicians and the world leaders that do that who have their hands in the science and the education and the medical fields and all that so I think the world becomes a very difficult place when people take authority as truth rather than truth as the authority and honestly I really would like to see history not repeat itself but history to be made here would the next speaker please come forward [Applause] hi my name is Kelly R um I'm a teacher and a parent and Capital District and an alumni um it All Began let's slow the spread let's figure this out the treatments didn't work but they continued kids were isolated in their homes bedrooms bathrooms and on Zoom that's

162how they got counted as here then came the mask because apparently the germs can jump over the aisles of the grocery stores and we needed to protect ourselves as a teacher I know that kids were only being taught one way but there's 12 ways for them to learn kids would come in they would turn off their cameras and they could do whatever they wanted um now that they're back in class they're no longer social distancing but the masks are still required so many of our instructional minutes are wasted by kids having to go get a mask or telling them to put the masks on one thing I want to point out that I think hasn't really been stated enough tonight is how much of the liabilities and the direction from the government is pushing you

163guys to continue what's being required and I would love it if we could stand up like we did when we came back in place and we needed the speaker come forward please my name is Wendy Lowery I'm here tonight to add my voice to the thousands of fed up parents and ask you to stop enforcing these rules we've been emailing all of you for years all the way up to the governor we've presented evidence medical journals scientific studies news articles and for you guys to sit here tonight and deny the harm that these MasterCards young children is absurd you are willfully being child abusers so the question is just how many millions of dollars is capital USD accepting attaching the promise of abusing our kids that's how much money are you at risk of losing

164if you stop harassing our kids and inflicting these harms to them stop punishing them stop enforcing these rules on our children and you know what I would love to quote your Twitter that we are uneducated and unkind oh I think you are uneducated and unkind yes did you you saw it didn't you okay that was part of the thing we talked about earlier about being rude and disruptive please don't address each individual pointing out names that's I mean I could start with you guys too funny please please let's be civil we're trying to hear all of you it's already two hours past when we're supposed to start our the business that we're we're here to do because we want to listen to you this is our business because we this is not on our agenda

165you have had your say during oral Communications that's how we run things here if you want I think you're one of the student leaders right I think Mike you need to know Mike Beekman you need to know who he is if he starts out again he's going to be kicked out okay we're trying to be civil in listening to you we're hearing you all okay so please give us the courtesy like one of the students said dignity and respect we need to have that please please continue my name is Elise kabner thank you for listening and trying to listen as you just said I have two kids at ocasa Charter and one headed there in the fall you've heard it all tonight I've actually rewrote what I plan to say there's not much more how

166Eldorado Hills district started listening to the parents and families in their Community how kids are physically and mentally challenged by the effects of mask wearing how the CDC has announced they do not work schools are not the place for political agendas please start your journey listening to us and please we beg you to be the voice for us you have more power than than we do as parents if it's a legal action you're afraid of consider putting out signage of masks recommended and not punish our sweet children for choosing to breathe give back faces to their amazing teachers and smiles to our beautiful children and at the very least make it an option thank you [Applause] foreign my daughter did not have a mask on in class and a male School official came in and

167stated I am here to enforce masks he walked directly over to my daughter and hovered over her until she complied then he stood over her another 20 seconds and left this is principal Hatcher's discipline intimidation and bullying uh my daughter is a double Varsity athlete and was awarded the spirit of the Wolverine award for math last year and aren't the principals scratching their heads when the good kids are being sent to the office my big question for you is this how much money are you taking from the government cares act to justify enforcing the universal masking tyrannical behavior on our kids give the money back stop selling out our children's freedoms for money thank you [Applause] my name is Janine Peart I have four kids in this District last fall my 15 year old daughter

168complained of headaches stomach aches and trouble concentrating at school she felt like she wasn't getting enough air through her mask after a physical examination her doctor told me she was suffering from anxiety masks aren't just an inconvenience they are affecting the mental health of our children you must consider all the ramifications of masks and stand up for the smallest and weakest Among Us stop telling us your hands are tight Roseville and El Dorado just made masks optional and you can too give the Esser funds back if you don't have the will or the strength to follow this and make this happen then it's time to resign [Applause] can you hear me okay my name is Amber Gilman and I have one child in Elementary in a fifth grade I know you guys have heard a

169lot about math today so I'm just going to move on to the second part the most important part is we need to absolutely oppose the SB 871 this is where you rise up and stand against this proposed law this is where we need you to stand up for our kids your kids everyone's kids this is the last straw we are not willing to risk our children's health our life to have access to in-person education we demand pro-choice the covid-19 vaccine Must Be A Parent's Choice not the governments a schools or the ctphs we need this entire board to file a resolution and submit it in a proposed California against the proposed California bill that will require bylaw for children to have this covid vaccine um in order to attend school it is unethical and frankly

170it's kind of disgusting they won't allow belief exemptions and it's not FDA approved this is your time to stand thank you [Applause] thank you my name is Whitney Harrington I have three students right now in the Capital District however come the fall depending on what happens I don't know if there will be any I don't know if I will have any of them in the Capo District um I know one of the things that we keep saying is or that we have heard multiple times tonight is that we as the board don't have any pool it's all up to the governor well according to the White House spokesperson pasaki who I truly admire um she said that it is actually left up to this local school districts to decide on what happens with mass mandates

171and if that is indeed true then please stop using the governor who is the biggest hypocrite of all who is not going to left the mass mandate because he is all about power he is all about control and he is all about money he could care less about the health and safety of not only our children but anybody for that matter so please if that is true from the White House please step up and make that change and Lisa Davis I love you [Applause] foreign kids one who's graduated out of the district and four others I'm here to ask for Mass choice because I have four kids with four different needs one who doesn't mind wearing a mask one who's a freshman who's afraid to stand up for himself that's why I'm here because he

172has three more years and he doesn't know if he stands up for himself now what that will mean later and I have one who hasn't seen some normal school since kindergarten and so he frankly doesn't even know what to think because this is all he's known but more than just being here for my kids I am here for one of my closest friends because her son Jaden bonnette took his life if you remember me speaking trying to get our kids back into school on November 30th 2020 and why did he take his life we are unsure but we know for sure that it did have coveted effects not being in school having to be masked it affects our children in ways that we are seeing that we know and I wish we had Jaden here

173with us today that he could speak to you on the map thank you thank you okay good evening my name is Ian Jamison I am with Los uh Los Angeles leftist for choice and unity and facts about truth justice I just want to say that I am unvaccinated and I'm not complying with the mask mandate or anything else with regard to effects of truth justice we will be accompanying San Juan Capistrano parents down to the local sheriff's department where they will be filing criminal charges against the teachers principals and school board members enforcing these mandates on the basis of violations of California penal code section 2052 practicing medicine without a license section 273-a child endangerment section 273 D child abuse and federal statute 21 USC section 360 BBB 3E 1823 under which it is a

174violation of federal law to mandate an eua medical product all of the coveted masks are eua medical products none of them have FDA approval we are holding you accountable for your criminal actions we will no longer allow you to abuse our kids thank you so much [Applause] please state your name time sorry to start please state your name my name is Jeff Pearson what I've heard tonight is the theme of kids being yelled at by teachers and administrators and rights being violated this is a tragedy this meeting began with a reminder be civil treat us with respect and dignity yet we send our kids to school and the teachers and administrators that we rely on and entrust are yelling and braiding our kids personally Mrs Wiley and Mrs Havens at San Clemente High School have

175torn to my kids when they walk into class they're met with yelling get your mask on and in the middle of class shaming them making them feel horrible it's abuse emotionally and psychologically it's horrible and to think that to be Americans we have to go by Health metrics but a couple hundred years ago this country was formed because we told a king and a country to take a hike and go back across the Atlantic because we weren't being represented where we get represented and we're not being represented the mass end today we're taking back our schools thank you hello um I wasn't given an opportunity to speak so could you state your name and I'll see if I have your card my name is Mia Shank we have other speakers waiting that did sign up

176you guys heard anything just listen to the little kids how do you have little kids here crying begging you they are little kids and you guys are blatantly ignoring them go fill out a card and then come speak I have a little respect for us the next speakers are Deborah Thompson Brett Stahl Tasha Fisher Wendy Lowry Brooke Wilkins Jennifer Schubert Melissa Chen Amanda Ernst it is our process that once an item starts we don't take any more blue cards we do have to adhere to our board policies and try to keep our meetings moving along I apologize um if if the student would like to email the board or work with me I will get the message to the board the next speakers are Deborah Thompson Brett Stahl Tasha Fisher Wendy Lowry Brooke Wilkins Jennifer

177Schubert Melissa chin Amanda Ernst go ahead and come forward and state your name hello good evening I'm short here we go uh so we proudly put American heroes like Rosa Parks George Washington on a pedestal as we teach students history we have words like Civil Disobedience on their social studies vocabulary tests we celebrate Brave Americans who stand for what's right and fight for what they believe in yet when the next generation of Great American leaders courageously follows suit and stands up for truth and for their rights the very adults who have taught them these Noble principles according to District protocol and disciplinary policy they are suspended they are removed they are isolated they are segregated they are called the police are called on them even when they're being polite and peaceful they sit them down

178on the cold wet Asphalt in the rain for hours they kick them to the curb unsupervised where children have to wait for a parent to come and get them all the while sitting here listening about how health and safety are top priority my son's been bullied for not being vaccinated children are engaged in cyber bullying please make this mask optional foreign Amanda Ernest thank you Amanda [Applause] please state your name before you start my name is Deborah Thompson and I just want to say that these masks are killing our kids inside and out allow me to quote my 11 year old niece she said I really don't want the mass to end because I'm scared that my friends won't like my face this is literally robbing our children of the joy of human connection and

179human acceptance where's the humanity in all of this kids have lost so much joy from their life the personal responsibility falls on each of your shoulders who are pushing our kids into this we trusted you we voted you into office we thought you would be our voice and instead you put up a chain link fence and you become cowards I think it's time you look to Lisa if you want to keep your jobs [Applause] please state your name hi uh Jane Lee the state of emergency lies within our school districts education boards School administrators principals teachers who are who are imposing unconstitutional Mass vaccine mandates on our children these mandates cause psychological Developmental and physical harm and even death by vaccines not to mention suicide with future damages yet unknown teachers administrators and principals are

180are to serve the best interests of the students their duty is to protect our children and provide the best education possible to prepare them for college instead students are being betrayed bullied abused segregated but belittled isolated for exercising their basic fundamental rights the result is fear reason we all know that this is purely money driven on the brighter side I always teach my son to look at the brighter side of life whether it's good bad or ugly our next speaker please come forward please remember to stay about this far away otherwise it's distorted okay all right my name is Tasha Fisher I'm a mom of three in this District I've been proud to be part of this district and I really do appreciate what you guys have done the last couple of years I do

181appreciate keeping the school open I you know bragged my friends in the other parts of the state and say how great you are and I do appreciate what you've done especially some of you that I've I've done emails and board meetings I've done all kinds of things and I feel like a few of you have gone back to me I do appreciate that I do hope that you guys really listen to these kids tonight I mean I was in tears so I don't know how if you'll have a heart how you can have tears just listening to what these kids are going to every day um my my son spoke I'm so proud of him he has been standing up for he hates the mass as much as I do and he's been standing up

182at school which is amazing I'm so proud of him I hope you guys can look at these kids I know you guys say your hands are tied but I know you can choose how to enforce and I don't think kicking him out of school is helping anyone and I I know that you can do the right thing and I really hope that you guys listen to us parents these are our kids we know what's best that's why we send them to you hoping for a better education and I feel like it's being lost and it really is in your hands so I appreciate all you've done but please please stand up for us stand up for our kids they deserve to breathe thank you [Applause] and step forward and state your name I'm Melissa Chen

183uh I have five children four they're in the Capitol unified school district schools and once in high school middle school two and Elementary School my high schooler has also gotten impetigo it was brought on by wrestling but it massively spread across his face especially when he started wearing the masks teachers didn't necessarily bully him but continue to tell him to put it on impetigo is very painful besides all that it's all been said tonight we know that they're filthy we know all that what I want to say is that the policies enacted by this District has enabled principals teachers and staff members to bully and harass children it's enabling it it's enabling that behavior in your classrooms they think that they have authority to bully children and harass them you will continue to get torts

184claims filed things are going to keep flowing in if you don't change the policy thank you speaker [Applause] please step forward and state your name my name is Brooke Wilkins trustees I want to thank you for your time and your public service I understand that you have a difficult job and I know it can't be easy I have three girls in this district one of my girls spoke tonight Charlie and opening comments I heard you say that you hear us really do you actually hear us do you hear these children we are here and we are not going anywhere if you hear us then act I think actions speak louder than words be brave stop being cowardly allow us to make the choice there are legal channels you can take my seven-year-old is in second

185grade she has developed such severe anxiety that is affecting her grades and test scores my husband and I now have to spend a hundred and fifty dollars a week to send her to a play therapist who can help her my sweet shy Amy Jo is afraid to ask her teacher questions because she thinks that she's always mad at her because she cannot see her smile don't forget that we the people are the people that you serve we will vote you out if you don't listen and act I end with a quote from Booker T Washington one of the Greatest American Heroes a lie doesn't become truth wrong doesn't become right and evil doesn't become good just because it's accepted by a majority take a stand and be our voice be brave let math be a

189big group of people that are with us on the mass choice we think that we should be able to choose to our mass in school a lot of people that go to our school agree with us but they're too scared to stand with us because they're worried that they're gonna fail in school or they won't be able to play their sports like I wasn't able to go to my volleyball practice because I was kicked out of school last week um and then I just think it's crazy that you guys are opening are you guys don't have to wear masks in this building for work but we have to wear masks in school and students are way less at risk uh with coveted death rates and stuff like that but yeah hello my name is Mindy

190um I'm a senior and after tonight of all the people you were able to listen to I hope you heard the voices of the little kid loudest my heart breaks for the little kids who aren't able to stand up for themselves for the little kids struggling mentally and for the little kids now struggling physically when you were a child did you have to face this did you have to do this were you were you put in this mentality where you were facing anxiety and depression at the age of five seven eleven please use your position to do the right thing and advocate for them because our voice is not being heard I feel sad for my friends who are struggling with mental health issues at what point do you guys prioritize this epidemic how many

192in a situation where we are putting Plexiglas up to separate kids who are unvaccinated or not willing to put a piece of cloth on their face we're losing our Humanity we are putting these masks on little children who do not who who can't wear them properly and we know that this is wrong and you know that this is wrong we do the right thing thank you your time's up that's just okay thank you for Jenny wicker Jenny wicker she's not here Miller Sports in line for actually actually my name is Sandra Miller and I'm here speaking on behalf of my 16 year old son and five-year-old granddaughter she was supposed to be going to school at Canyon Vista Elementary but because the district won't be firm in their stance she goes to private school where

193she is mask free I'm asking you once again to send a definitive message to the governor to tell him kappel will no longer abide by any of his coveted mandates don't ask him for guidance it is clear that our children are last on his list of priorities as evidenced by his refusal to take action and make vaccine masks optional for our children but continue to require School teachers and administrators to enforce this ridiculous mandate you are a party to a charade you're equally responsible for the impact this is having on our children's mental health that is not keeping our children safe I will be supportive of teachers administrators and school sites when they support what is in the best interest of my child until then I will support every protest every walkout and Every Act

194of non-compliance that these kids take in their fight against these mandates next speaker is Irene De la Rosa Irene De la Rosa the next speaker is Vista Del Mar taxpayer Vista Del Mar taxpayer you said Del Mar taxpayer [Music] actually h ate [Music] I have a daughter that went through open heart surgery a few years ago every day she'd wear oxygen monitors to make sure her heart was working before she had her surgery I cannot believe that after hearing this that the masks when I do the CO2 reading that is so dangerous and my daughter was still wearing that monitor it'd be beeping every day and her health would be at risk I'm so Savage she comes home with headaches with sadness that she has to wear this mask I worked so hard to preserve

195her life and give her health only to have her covered she's only in fifth grade and she deserves her third fourth and fifth grade has been completely different than it should be we have a chance now with 47 other states are masking free these kids need us you have the position you can have courage it's not about money it's about their health be so proud to vote for these kids to have mass choice if you want to wear a mask you can wear in the rest of their your life but my children will not you need to support Master choice for these kids thank you next speaker is Lauren Bennett Lauren Bennett foreign Jennifer lawyer the final speaker is Meredith Meredith can we listen to their response yeah okay I mean I'm gonna I'm gonna

202so I'm looking for uh an approval or a motion to uh approve items up through 23 page seven is items one through 23 with the exception of item 20. okay moved by trustee Davis second second by trustee Castellanos this is a roll call vote student advisor Claudia hi Christy bronstein aye trustee bulacus aye Christy castianos aye trustee Davis aye trustee hanachek aye Christy Jones aye trustee mcnicholas aye motion carries 7-0 by roll call a vote to approve consent calendar with the exception of item 20 and a preferential host of I from student advisor pavius item 24 discussion committee for naming new heart Middle School steam building I'll recognize trustee bullockess to present this item Miss Hayes do we have any speaker cards for this item we have one speaker one speaker for item 24. okay

203so we have a presentation first and then we'll have the speaker correct okay um audio visual do we have the connection yeah play the video no sorry Judy do you want to speak first I I would like to intro the the video if that's okay yes I'm sorry go ahead Judy trustee okay well new heart Middle School was very excited when uh the brand new steam building opened last September and uh so the students have had about six months uh in learning in their new Innovative state-of-the-art environment and a committee was formed um to look at the renaming of the building and we had a committee of six students um two were eighth graders Claire Franks and Mark Hannah we had two seventh graders Matthew Chao and niala Fernando with two sixth graders Eli Lee

204and Evie grimberg uh along with two teachers uh Diane Rippy our physical education department chair and rosemary Leone our science department chair along with two parents our PTA president Amy Barrett and our PTA auditor Miranda bhutani and here with us tonight we will have a speaker the Community member who joined us on the committee Robert breiton and John Forney our chief facilities officer along with of course uh principal udith Murphy and uh there were several meetings that had started in December and the committee who had the opportunity to name the new heart steam building uh decided that the current name was most appropriate and so the new heart Middle School steam building they would like to name the new heart steam building and affectionately refer to it on campus as the steam building so what

205they wanted to do was then name three common areas and there was a lot of research done by our students a lot of conversation in regards to um looking at um with the the steam building that there would be notable people who had made contributions to improving lives Community country worlds in the fields of science technology engineering Arts mathematics and so tonight we have a video that the students have made and once we see the video if we could then have the speaker uh Mr Robert preton share with us his insights and being a part of the committee so if you'd like to show the video the kids will tell you the names that they're putting forth that they would like the board to accept and approve tonight for three common areas thank you [Music]

206my name is foreign hello my name is we chose Michael Lopez Auditorium he is a HomeTown hero he grew up in Michigan health and he's inspiring for 8th graders because he was an astronaut and he actually is astronomy and eighth grade science and he's a good Mentor [Music] it is the worst space flights for NASA three space shuttle missions and one Mission as the commander of the International Space Station he holds two national records for space once for the highest numbers May swaps which is 10 and the duration of time spent which is 67 hours he also speaks four languages which are English Spanish Russian and French we hope you'll be able to visit our schools hello my name is local Universe for many people who children yeah she's also the first African-American woman to

207go to space taught at the environment studies of Dartmouth College and directed The Jemison Institute for advancing under developed patients she was truly an inspirational foreign he's also written in several books in the programs including an episode of Star Trek the Next Generation in addition to number many awards Joseph has been inducted into the national women's International Space hi my name is um the scientific studies were eye-opening and helped create new ways foreign mcnicholas go ahead I'm I'm not certain how the video or the sound may have flowed for you all it was choppy here we have in the audience tonight a speaker Robert preton as I mentioned earlier could we afford him a few more minutes to maybe explain a little bit what I don't think came across this evening that would be the

208purview of the board to give a particular speaker a few more minutes it sounds like yep they are supportive of doing that can you call the speaker please Robert Breton five minutes the request would served five minutes Robert Breton yeah Robert breiton should be in the room with with Susie Schmidt okay thank you foreign thank you all for bearing with us it should be any moment okay here is Robert now good evening my name is Robert Breton and by way of introduction my uh I've lived uh 45 years in Mission Viejo my children went to Carl Hankey Niguel middle school and capital Toronto Valley High School and did very well my son uh did so well that he received a full scholarship to bring him in Young University and entered the university there as a

209second year sophomore when I was mayor of the city of Mission Viejo I helped to form the very Redevelopment agency which has supplied the funds for the construction of the steam building now who just who is Miguel Lopez Alegria what's his connection to the community and what are his connections to the steam curriculum well he was born in Madrid Spain immigrated to the United States in 1969. and when he was eight years old he moved to Mission Viejo and he saw the landing on the moon the historical landing on July 20th 1969 when he was 11. and that singular event inspired him to become an astronaut and uh nothing could keep him from that dream he fulfilled it with a 20-year career as an astronaut for NASA and a 37 career a 37-year career in

210aviation and space flight he graduated from the U.S Naval Academy with degree in systems engineering became an astronaut before that he was a Navy engineering test pilot earned a master of science Degree in Aeronautical Engineering and was assigned to NASA that then he was launched into orbit on three space shuttle missions the Columbia the discovery and Endeavor and he also was commander of the International Space Station is he specialized in the most iconic of space activity space walking he holds two NASA records in spacewalks the highest number of spacewalks and the longest duration and of course as I think you heard in the video he speaks four languages Spanish English Russian and French and just last year when the steam building was completed and dedicated Miguel Lopez Alegria was inducted into the United States Astronaut

211Hall of Fame which is a rare honor he belongs to an elite group and his name sits there next to that of his childhood Heroes Neil Armstrong Buzz Aldrin and John Glenn so I ask you why not give our youth at Newhart a HomeTown hero who grew up and went to school in Mission Viejo someone to emulate not for his physical prowess on a sports field but for his mental prowess in the classroom at a time when the most prominent role models for our youth are sports figures or movie stars why not give an alternative role model to those youth whose gifts and abilities and strengths gravitate toward the intellectual in some why shouldn't Geeks and brainiacs have a HomeTown hero that they too can identify with and aspire to follow his career path was

212literally out of this world his accomplishments were astronomical he is certainly someone that you heart kids can look up to he was the guest of honor at the walk against drugs in Mission Viejo and he has been classified formally by the city as a HomeTown hero I am confident that if he if this Auditorium is named for him I can arrange to have him make a personal appearance at Newhart speak to the student body and answer their questions and I would hope that we can name the auditorium after this homegrown astronaut and let him give a message to the students at Newhart that he has said before which is when we we are all crew members on the same spaceship planet Earth the students should be able to see firsthand that if he could dream

213big when he was attending Middle School and High School in Mission Viejo they too can dream big and shoot for the stars thank you trustee balkus do you have any other comments no we would just like to have the board consider the three recommendations for the three common areas that will then have plaques placed in their honor thank you you could make that motion oh well I would like to make the motion to approve the three names uh Michael Lopez Alegria for the auditorium Leonardo da Vinci for the Terrace on the second floor and may C jemisin for the courtyard and of course the main building to remain the new heart steam building okay second okay motion by trustee bulkus second by trustee Davis Mrs Hayes could we have a roll call student advisor Claudia

214hi trustee Jones aye trustee hanacheck aye trustee mcnicholas aye trustee Castellanos aye trustee Davis hi trustee bronstein hi I'm trustee bulacus hi motion passes 7-0 fire roll call vote to approve the committee recommendation for the naming of new Hart Middle School scheme building to be named new Hearts team building and the three common areas Michael Lopez Alegria Leonardo da Vinci and Macy Jamison with a preferential vote of I from student advisor patties um item number 25 cultural proficiency report I'd like to recognize uh Dr Merwin associate superintendent of education and support services to present this item he's getting his team in here um Mrs Hayes do we have any speaker cards for this Auto we have six we have six speakers registered on Zoom so we'll see if they're with us okay we'll do the

215presentation first and then we'll have uh the speakers foreign staff presents item 25 culture efficiency quarterly reports this is the third of four reports uh this school year on our progress on this very important and impactful multi-year plan so tonight's item highlights progress on several of the action items in the plan again the goal of increasing learning outcomes for all students to prepare each and every student for a successful future we are therefore presenting updates on the following to make that happen translation counseling professional learning resources ecology Career Centers also as we promised last time when we were presented to the board we provide student data tonight to share with your Congress report on outcomes including School climate Behavior absenteeism and academics based upon feedback we have received we will format the data in these

216tables differently when we return again in the future using landscape and formatting to make it easier to do so we apologize for any confusion with our data tables tonight we also finally return your attention to the online resources that are available in our online Family Resource Center which is linked to every School's website the public can find information about how we do not teach critical race Theory NC USD and that cultural proficiency is not the same as CRT and does not include CRT in order to clarify how we do not teach critical race Theory and how it is not part of culture proficiency one of the resources we continue to include in the Family Resource Center is a critical race Theory FAQ which is a document from the California School Board Association as well as

217a link to access our cultural proficiency lessons so that the public can easily see for themselves how critical race Theory and cultural proficiency are not the same this is an informational item only and I'm joined by executive director Refugio gracian and also executive director Laura Lyon and executive director Stacy Yogi and we are happy to answer any questions that you have we have speakers first we have yeah Smith Schmidt would call the speaker's names uh one point of order are we going with one minute for every speaker or three I think we need to keep it at one keep it um unfortunately we need to keep it consistent to keep the meeting consistent every speaker will have one minute um Mrs Mr Schmidt go ahead and call the first name the first Speaker registered is

218Ann stall you unfortunately she has not logged in the next speaker is David David Slinger he is not logged in next speaker is Williams and I believe that is Leanne Williams she is logged in go ahead and speak Leon hello yeah this is Leanne Williams and I want to thank um you for all the work cusd has done regarding the cultural proficiency plan thank you for working hard to bring Equity inclusion to our district thank you for being for beginning things like implicit bias training for our staff and working hard to bring more representation to our curriculum I'm also thankful for a PBIS in our schools and restorative practices to our classrooms and thank you for beginning to ensure that all parents have access to materials by guaranteeing meetings and materials will be translated into

219the proper language for each parent and while we are thankful for all you have done and all you're doing please know that um it is the beginning when we see that around 35 percent of 7th grade black students report race-based harassment at school it's great to see that the goal is to reduce that to 29 of black students but you know when your child is a black student we really want to strive to get to zero but again and thank you so much for all you have done thank you for helping our district move forward and please know that the vast majority of families in our district are here in support of this project progress thank you so much the next speaker is Katie Crockett go ahead Katie trustees I'm thankful for your continued support

220if this works striving for equity and inclusion are goals that benefit all students in the district and that starts with recognizing biases and and promoting understanding I'm really glad to see progress towards the goals agreed upon by the board and I hope this progress continues into the future and that the board continues to build upon this program thank you that all of our speakers nope next speaker is Sai Padia go ahead Psy good evening Board of Trustees and student advisor my name is saipadia and I am a senior at San Clemente High School I wanted to take this opportunity to show my gratitude for the work that has gone into culture Proficiency in schools I think it is extremely important for students like myself to have a deeper understanding of diverse backgrounds different cultures and

221unique perspectives currently I am reading Kite Runner by Khalid hosseini in my English class and my peers and I appreciate how much it has taught us about Afghan culture I hope to continue seeing this form of Education in students curricula to a greater extent I believe that empowering students to Value cultural differences and educating students and collaborating with diverse people with exploring identity is extremely important the culture proficiency plan perfectly aligns with that again thank you so much and have a great rest of your evening my problems we had one more speaker Deb our Bobby but she is not logged in okay are any of the other speakers we missed logged in now by any chance give them one more shot no they are not okay okay we are for trustee comments um student advisor

222Padia do you have any input on this um I agree with my cousin I'm very grateful for this um cultural proficiency plan I think that it's definitely like really nice to like broaden people's mindsets and like um teach about like different cultures different ethnicities because I feel like living in like San Clemente like every like we there's not like a lot of diversity and so like like being able to like learn about that learn about the world it kind of just like gives us like more like input and makes us like good like all encompassing all-encompassing people thank you um trustee bronstein do you have any comments sorry I just have a question um because someone asked me and I didn't know the answer to it um the bias training of the teachers is that

223by District staff or do we have an outside consultant do it trustee broad say thank you for that question uh Mr Roof Mr Graziano is going to help clarify okay hello yes we we have an outside agency that is helping us with that so it's not done by by us here uh District employees okay thanks so my questions are there to don't go anywhere what agency is it or what company is yeah okay the Kerman Institute okay okay I was going to go kind of in order but if this is from you know the audience type of thing um everybody's very excited about the work um so just kind of maybe expand on the anti-bias training you've kind of touched on a little bit um this person uh asked um who conducted the training we

224already know about that can you kind of talk about they were wondering about how long it goes um to our you know basic concepts um and then what follow-up is there and next steps for staff to build their capacity to root out bias I think that's a good operative question there so what are we planning with this anti-bias training and I would like to add the caveat I think we need it uh I want to take it I keep meaning to and then our if we can get our um substitute teachers if they can also I've had some incidences where they just don't get it and I've had complaints actually from the classroom teacher having to do damage control on that so so that would be great so if you can expand or someone a

225little bit about this antibias training or implicit bias whatever you're calling it be very helpful yes so the implicit bias uh state attorneys that we have are conducted uh we have four modules that we have access to for our principles uh the links and they're conducting those as far as the rest of the of you ask for substitute teacher that sounds like this yeah I would like that to add but how what yeah what is your plan for this training to keep it sustainable one thing that we are doing is that we're we're partnering with ocde okay for additional trainings regarding regarding implicit bias so we we're we're we're working through that in order to have culverts of sites to come and receive additional training for that I'll take note about The Substitute Teacher okay

226that's yeah any any kind of folks that are on our campus that you think you could they could engage in this training their their work directly with students and and uh School climate I think it would be really really helpful thank you I might have another question but keep going okay trustee balkus do you have any questions or comments uh no I don't thank you oh okay um Kristen yeah Christy yeah I just I'm super thankful for this work so I appreciate all this information and all the updates but just to kind of continue on with what trustee hanacheck was talking about I do know I get a lot of feedback from um that coaches need to be trained um they have a huge impact on our school climates and there's a lot of things

227that go out on the fields that are happening and I don't think coaches know how to handle some of those situations so you're like currently they're not an important they're not an employee yeah I don't know I mean when we work when we work with walk-on coaches I don't know how we handle that situation because I know that happens as well well and we just unveiled the coaching yes so maybe we could talk a little bit about how these two things dovetail so that we're training and doing those orientations with people that was that was my thought too that we just had the presentation like part of onboarding no matter what right uh capacity or what designation you are with the school district um I mean it's all online right so you could you can

228do this at your own I do I know I haven't done mine yet I know I need to do it whatever's good feedback bro I'm sorry there's the feedback for us because as we're planning the ones that would be the the trainer trainers will OCD then we have additional people that we get the substitute for work on coaches it's something that we can work on absolutely because if you had your like your athletic director maybe we can dress the ADL work that we're doing and the sustainability of that yes um Kuma and those modules yeah our work with the the ADL and the anti-bias training the kuma Team all almost all 200 managers participated um just last week in the second part of AWS 101 if you will and as part of our cultural proficiency

229plan we have that built in for future years so for the next two years we're going to continue to train our managers and our teachers are going to continue to you know take the anti-bias training that they have available to them through um currently we use CTA but ADL also does it so we can look at you know the Anti-Defamation link to provide that to our teachers as well but it is definitely an ongoing process and the the work is so well received besides the fact that it's so needed so everybody is craving more the last training that we just had had a lot of practical strategies and applications for our managers to use when they you know here bias somebody comes to them with something that you know they're uncomfortable with and we learn

230some strategies that we can apply immediately to help us work through them and everyone left with an exit ticket where they were to then practice those strategies and then when we come back together we're gonna talk about how did that go how did you feel in practicing the strategies so and have been our goal then um what kind of metrics what kind of data are we going to reflect back to the chick survey um I think I had asked for in Aries they're able to tell what kind of bullying what kind of designation are happening on the campus um so if we can see so that we see that this work you know we have something to measure against it yeah I believe they're built into okay thank you sorry no that's perfect because they

231are built in there's a lot of the metrics that we have and we do use things like the chick survey to help us determine you know if uh if if that trickle trickles down and the training is as effective as we are hoping it is and then just one last comment just already I can feel when I look at schools on Twitter or wherever they are um they're starting to integrate this almost like a wildly important goal right so they you're starting to put their culture proficiency work as you know the umbrella under which uh they are performing uh different work and activities or with school-wide uh movements are all falling under that umbrella so um that's that's exciting too to kind of see that part and parcel of the culture and the discussion and

232and how they use use it and it's um it's it's exciting I know it's gonna take a while but it's exciting and I really appreciate that you said that too because is um we've really been working with our site leadership to incorporate cultural proficiency goals at their school sites so to hear you say that you know and just to just to hear you say that you're seeing the effects I I am seeing it I see that they were you know refer to it it's very good and then I'm just off the top of my head I'm feeling like if we had one organization that we work with like ADL or you said you but you mentioned too it's just maybe we don't need them but I feel like you need one that's kind of cohesive

233that you're using using so everybody kind of is on the same page so um whatever one you choose so I think that would be good I think that's it for me if I may interject too when we come back for the for the final report of the year we will be bringing what every school is doing great Mr Russell has been collecting all of the what the plans are every school is a little unique it's nice I know I wish we were on the same one I know but just like that school owns it and really has designed their own plan and so we'll share all that in the court in the fourth quarterly report and then the other thing I was thinking is we were talking about the student metrics are obviously the ultimate

234outcome how does it impact kids but also to continue in the trainings to have our our managers reflect and have exit tickets and talk and then we we hear through the discussions is it making the difference of the way people think and feel and reflect same thing with school staffs as they when they do the modules there's time for reflection and discussion so principles can really get a sense of how people are internalized okay great thank you uh trustee Jones yes so um nobody wants students or staff members to be abused or bullied or insulted or anything of that nature and you know I think that I think that goes without saying but one of the things that's also really important to me is that in the world of work so many employers now expect

235their employees to be culturally proficient and may be asking interview questions that are designed to reveal whether a prospective employee is sensitive and respectful of other genders and of people of other cultures religions and so forth so I think it's just very very important to do this not only for our own School climate but for our the future of our students it is part of the education that we are obligated to provide to our students so that they can be successful and productive adults and and be able to get and re retain good jobs so I appreciate all the work that everyone is doing on this thank you a global citizen is that yeah they're really alive yes there you go absolutely perfect okay my comments are a little bit more detailed metric stuff um

236first of all I appreciate the idea that our next report to the different format so we can do landscape so we can save progress towards as opposed to current goal and then see progress so that was hard for me and I usually can figure these things out so you know um but I do have a couple of things um and again I have to look at each goal and say do we want to go up or do we want to go down because I know absenteeism and suspension we want to go down but a through G and AP classes we want to go up so um again that's part of I think the format will help drive that but I did on the goal number four diverse representation um by staff I'm going did we

237overachieve or what am I reading that right that we expected to go up you know yes um did we set our goal too low or um so can just Kudos if we did could kind of explain that a little bit so um what's up thank you that's President mcnicholas we I don't think that we set the goal too low initially just based on all of the you know the trends that we had seen when we were looking at the data we looked at the past three years we looked at each individual year but hiring 341 certificated staff members this year right and for us to have 35.4 percent of them to be people of color was pretty um like that was a really exciting number to see uh you know all of the efforts in

238our hiring efforts hiring going to hiring Bears outside of Orange County the recruitment um the word of mouth you know we're asking you know some of our folks like how did you hear about us you know word of mouth very highly desirable place to work um so I I want to say because when I saw this I'm like oh we met our goal check no well no so um you know is it the desire of the board to kind of look at that you know goal and look at a new metric for that no I'm just saying I'm glad you're tracking it and I'm glad we're successful in whatever your Outreach programs were and I hope to consider I hope it doesn't drop off next year or something like that so continue all the good

239stuff you're doing on that um on the social emotional of us is attendance so we want this is absent to Chronic absentees and we want to go down okay sorry um and in most cases it looks like well it's hard to the whole January of 22 I don't get that um so I from current to goal to then we look at and then January of 22 everything well except for foster use I know Foster youth is a small number so but the rest of them all seem to you know is that a so as Dr Merwin and I were working on this we left the data there for January just so it could be so we can see where we were at this point acknowledging that the reason that it's so high is because it's

240taking into account so far the amount of days up to generate if the students were to remain and yes that they had and it was June those percentages would be much lower they're going to be much slower than where they are now so that was purposeful for us to be able to see where we where we are now but knowing that um Juna this year the acetism the percentages will be much lower we will be comparing from January to January comparing 2021 or the entire year yes so it's saturation right okay okay yeah we really we really debated do we even include anything because we don't want to you know you don't want me to ask questions [Laughter] um and then the sixth academics a through G all looks like it's going great um most

241of those are at or above the the goal for 23 are very close um and the same way with the AP they you know again I not that I'm trying to ignore Foster youth but our our data pool there is so small it's hard to say you know three out of ten do or whatever so um but all the rest of them are are looking really good um I'm especially um impressed with the Hispanic population uh going from 28 and a half percent to 36.7 percent uh that's very impressive so I hope whatever you're doing there if it's more Outreach or if it's more Avid coaching or whatever you're doing there that seems to be working so very glad to see that I think that's all the data points of the questions of our foster

242youth that are in Avid is that something that we try to help stretch is our foster youth because that's such an incredible program that might be a really I don't know I'd like an Outreach foreign [Music] wow in the whole District sure so just today uh I was having a conversation with our Avid uh teacher from San Clemente High School and part of her vision is she she's embracing this partnership that we have here and she's wanting to expand you you have to start the foundation so we're just uh signing up for the I have a summer Institute so the teachers to get trained for this process is occurring and the part of what we're planning with Mrs science here is uh additional funding in women's Yogi to be able to expand that so we

243have more features that are trained to to expand that to our feeder sites as they're trickling up so that's something that that we're planning on and we're we're going to be working in the cabinet as well we have we can we can use learning loss funding for that right I would think I mean the whole school every school should be advertised I mean the whole thing just Giants you know if that would if we could that would be that's the number one complaint I get for Middle School parents is that there's no study skills or how do I actually understand this information right they go from a fifth grade in an elementary school and then they jump into that sixth grade pool exactly teaching them the most Avid strategies but they don't all have access

244to that information so expanding that with those sixth graders would be amazing something on the AVID program I guess I always misunderstood I always thought it was designed for students whose parents had not attended college but it's become I think we want to be mindful of that it hasn't become now some type of elite uh College training program like I'm kind of surprised at the students that are in Avid sometimes it's awesome it's great but I'm like do you really need this and what resources do you have as a family parents have found out it's a sweet gig and it's successful so I do think I I don't know what cartoon it is it's a sweet deal I think it'd be a problem if we started I mean it should be open to everyone I

245know it is and I have a problem I get that well and I just misunderstood how it was open to who it was open to and it is open to everyone but um sometimes again those with the figure the system out get Johnny on the spot there's only so many slots so I don't know if we might have to look at Lottery systems or something that is I don't know I don't know how it's done now but I was kind of again surprised at some of our schools well one of the issues in middle school is the only had a certain number of electives right and so if you want to be in you know ASB and Orchestra then you know that's it um same in high school though in high school yes yes clearly

246but um but it is we already have certain amount of contention in middle school and for our um two-way kids electives are really at a premium uh more or less all the way through school and so that that does become an issue then you roll it out for every fourth and fifth grader there you go yeah we're done okay so if you solve that problem so like does avid kind of just work on like a sort of system where it's like there's like a certain number of slots and then it's just like first dibs like whoever signs up first kind of I don't know we're not currently on no so the way it really is about the number of sections that the schools have so that's what I want to mention earlier that our coordinator

247for the district has a bigger picture to expand from the base of is for that reason so we're able to have more teachers trained so part of it if you're at the high school for your for example your high school is a school that that has the program yeah so uh yeah supported by the site is supported by by the district for transactions and they have the people they have that buy-in right so so based on the number of teachers a number of sections that's the number of students so that it varies based on who has a program and who's got the the number of students that's right if you have more students from the elementaries that are filtering up then the program naturally grows as it goes up so that's what we're planning on

248doing when I mention the summer Institute uh that we're training that that's how you build your capacity your core of teachers right you can then promote It Word of Mouth right who can then say it and and and you're right it is meant it is meant for for all students there is a process it is very helpful never normal foreign so it does help if your parents have never gone but it doesn't mean that it's only for those type of students so you're both correct I think trustee Bullock is yes um it was my understanding that Avid was also expensive for the school district and that's why we couldn't afford to provide it for just all students is is there a pretty price tag on that well there's there's sections right that we have to

249pay for like you would for any sections of any program and then the training that comes with it we have a coordinator who's actually also an employee of the Avid Institute so we're lucky to have Mrs dollar as a person because she is a wealth of knowledge and the cost the cost there that expensive is when we do the summer trainings there's a cost because for I believe a primary priority correctly we just signed up for a three-day training it's close to a thousand dollars so if we're sending 40 teachers there's your Cost Plus because it's San Diego there's room there's cost to the to the state so there is a cost uh but building the capacity is that you're you have a pool of teachers who are able forward to grow and they don't

250have to do this every single year so there is a cost up front but it pays off in the long run if that makes sense yeah well I know just recently you know it's like pre-covered was it during covid San Clemente you know was recognized for their Avid but having my kids having gone to Capo I've known for years how successful that AVID program and they had a hundred percent rate year after year of kids in Avid going on um to college um and so I mean I just thought it was a tremendous program and uh I've got one last quick question uh for whatever reason Tesoro has always been reluctant to have the AVID program are they on board yet or is that still the only high school that does not have Avid in

251cusd um probably so probably so Tesoro has uh such a small um uh group of English Learners and traditionally the program does get started and fed with uh first to College English Learners and uh they don't even have um uh they don't even have elac there don't right is that right Stacy there there's no BCL it's the only uh high school that has no BCL uh so you know there's that doesn't mean that Avid couldn't be good for Tesoro students but I think often it's the it's the English Learners Who start the program and then others at the school kind of Discover it does the school remember that there wasn't CTE many years ago and now there's a lot of c teams time time will come and may I imagine just very quickly sorry trustee

252that's right because uh in the fourth in the fourth report the final report for the year would be happy to come back with a very strong section of what we're doing without it okay planning looks like um what the discussions are and we'll make sure we include that just a couple quick then I'll let us move on uh Kenosha was one of our reimagining schools and they were an avid school is that still a thing are they are striving for that okay so they're still doing that um yeah there are Avid Elementary yep um also just we all have to be mindful too with the success of avid you do run the risk if you don't perform you are exited habit so part of the success is because you stay in there if you're successful

253if you're not successful you are asked to leave so um so there's that kind of numbers too I think we'll probably want to look at Exit those students at exit and why are they asked to exit they don't perform that's just I'm just getting feedback yeah and we have a tool we have a measuring tool at the school system okay in order is it self-evaluation to make sure that we stay on track to rename it right so that they can stay but not they but not all of them make it so then that's why that it's such a hundred percent which is good I I like okay okay is there no other questions or discussions thank you very much we will go on to item 26 which is the mid-year review of 2021-2022 goals so

254I'm going to start and then turn it over to the team um just really proud of our mid-year progress and again only mid-year so you'll see some of the goals do say in progress um but excited to then come back at our last meeting of the year in order to demonstrate that we have met these goals so I think each of my team members is going to present briefly on some of the highlights and the goals that we've set for this year and trustees it was in your blue folder if you don't have it all right so I will go ahead and kick it off thank you very much so uh I will just explain the first couple of slides and then start with uh with my Department's progress so that's uh we're on slide

255two you can see again everything at the overarching wildly important goals of teaching and learning communication facilities I'm so sorry but we do have to interrupt we did not extend the meeting so we need to stop and extend the meeting um I vote to extend for another team how much until midnight till midnight yeah let's just be safe okay I'll second that okay we need a roll call vote on that trustee bronstein aye trustee bullockets aye trustee Castellanos aye trustee Davis aye trustee Hannah check aye trustee Jones she's not here um trustee Jones stepped out of the room trustee mcnicholas hi so we can go back sorry I apologize do you want us to just go through highlights or go through each I think you should go through highlights the public and the board was

256able to read this ahead of time and then they'll be able to ask questions they're very good thank you very much superintendent trustees so on slide two you can see then the overarch and wild and important goals that everything is the context for all of our work teaching and learning communication facilities our goals for 2122 school year you can see number one building out a communication plan number two systems of genuine input that empowers like leaders number three implementing our expanded learning opportunity plan and number four creating a multi-year facilities proposal next slide goal number one is Communications and so um for goal number one next slide please just very briefly um for Education Sports Services we start with progress with canvas our learning management system you can see their continued support uh through Best

257Practices documents resource libraries YouTube channels and School site ambassadors at every school to provide support of the school site we also acknowledge the successes of the talking points Pilots as you can see there in the second part where this is a two-way communication tool that automatically translate translates messages from the school and individual teachers into the parent's primary language as texts and that allows the parents to respond back translating their responses into English the data on this slide shows the usage both to and from parents and the different languages next slide as the next two slides demonstrate schools are using social media to advertise different events workshops and resources so on these next two slides you can see different examples from our schools where they're promoting the new online tutoring program called paper parent orientations

258counseling acute Services futurology support with college admissions just to name a few and you can see that's on that slide the different examples and posts from our school sites next slide please neurons and then we'll hand over to Mr Montgomery to continue with the charts all right thank you very much Dr Merwin uh you can see our first goal there was uh to successfully negotiate the uh bargaining agreements with all of our uh unions we are in the process of doing that we've reached the tentative agreement uh with cuea effective February the 8th and we are in the process right now to continue to negotiate with both csda and Teamsters we do have a meeting tomorrow uh with CSEA or very helpful that we're going to reach an agreement centers um item number two uh

259is in relation to the new online ER system we are actually very excited about uh this we are hoping uh to be piloting our new er system in the spring of 2022. uh we've got a great collaborative effort going on between tis HR and business services and um again hope to be implementing that version all right next slide please the next bullet under Communications is our district team so I know we've had a couple of representatives from the board who have been members of our district 8 team We are continuing to move that work forward and build District or site level Cape teams that are problem-solving teams made up of administration certificated and classified members we're seeing great results with that on December of 21 we trained all of our middle schools in this process

260so every single one of our middle schools has a site level Kate team and again we're seeing great results there the next slide over uh is the filling of approx I'm sorry next Bull and over as the billing of approximately 300 certificated positions begin the 21-22 school year continuing the onboarding as you can see the uh the bullets there 326 certificated positions filled the 158 vacancies is supposed to be 15 points [Music] are classified vacancies we know this as we said there is an industry-wide issue we're looking at creative ways to do that as well you can see the final bullet is just a hiring Fair update with 96 people uh submit applications nine applicants received offers and we actually did get some substitute teachers and substitute Educators out of our foreign and Mr Montgomery

261just for full transparency I think when I edited that slide I removed that decimal point so that was that was me not you you said what's that period doing there yeah that number looks weird I'm removing it that's okay thank you I like it better with it just live there so okay so um on to Communications the Communications Department the goal was to increase the open rate of District messages to support cusd families um as as Dr Merwin mentioned we are currently piloting four schools with talking points um and just this month Communications Department began sending messages via text through school messenger I will say that other schools were doing this and this was something that we began doing um um just this month the next slide please increase engagement with families using their preferred

262language again um the goal was to was to translate uh board agenda items um at the time of the publishing of this of these this presentation we were we were at 50 of gold today we are eight out of 12 um agenda items translated and so those are translated through my office and then we work with um with the team who oversees the board agenda page and linked the Spanish version to the board agenda website page how do you pick which eight out of 12 you do we we are trying at this point to pick the ones that have the biggest um the the biggest reach towards all families so we are looking at what are the things that are impacting the whole district and then um we work from there to translate them and

263translate cusd Insider stories um initially we were going to work on a on a Spanish Facebook page instead we decided to create uh an item in the menu to create a Spanish page particularly located on cusd Insider so every family can go to one space in order to get those um those stories and as of today we have translated 11 of those so when you when you go to those you will see links to the Spanish version as well as the English if I'm texting it out it will be it will be translated to Spanish and then um participation in vlac and BCL meetings the bilingual Community liaison meetings and the district English learner advisory committee meetings those are ongoing next slide please the board also asked us to provide timely and clear communication to

264families and seek to improve CSD programs for our students and so for this one it was ensuring that we were seeking constant feedback and engaging with parent communities and groups cus cuc PTSA meetings every month we also work with the cuc PTSA legislative affairs group and then we work with PTA leaders in order to to share messaging and get feedback in order to change messaging before we send it out if they are giving us a perspective that we need internally we're also working with the community advisory committee we attend monthly meetings with them and then um I am scheduling and scheduled through the end of the school year for PTA meetings district-wide finally sharing draft messaging with cuea CSEA and teamsters and that is something that we do through the office of communications but through

265other departments as well especially to get input from them on messaging that's going um to staff throughout the district next slide please continue to develop leadership foresight participate in agenda planning meetings we do this prior to every board meeting and we have also completed a topic map to pre-plan proactive communication we are working on providing training to Extended cabinet and principles as of today I have provided training to Elementary principal or I'm sorry to secondary principles last Friday in the leadership skill of foresight and we are scheduled to do the same for elementary principles in March and then creating a crisis management toolkit this has been a great toolkit that we have finalized through this year and we were able to push out district-wide principles office managers assistant principals and District leadership providing templates for

266them so that when they have a crisis or emergency on their campus then they they have templates that they can use to to help them start the process of communication to their families they don't do that alone they still work with um with us in the district and Communications and with leadership in order to do that work but this is a great tool for them to use and we will continue to add items to it as they come up and then the next slide please ensure cusd families and stakeholders understand the budget and use of covid funds Distributing communication to families during Welcome Back Back to School open house and then any other large event even coming back to school in the new year um having that communication ready to go for families developing stories

267on the use of funds and sharing via text to families we have several stories on cusd Insider about covid funds and we have one actually ready to go later this week via text as well and then pitching stories to news media we we talked to Media often we invite them to events and we pitch exclusive stories when we can the the one most recent that I pitched to their register was to come to the district office and see what our covet team was doing especially during The Surge um unfortunately she couldn't make it but those are the kinds of stories that sort of show the work that our staff is doing internally to keep schools open and then the next slide build a new website to better serve our cusd community the news website will

268be launched before or during June of 2022 we have founded a company to work with to build this website it's currently in the design phase and I know that tis is collaborating with departments and and school sites in order to get those websites up and running for them as well and finally assisting the Board of Trustees and District staff and peer curing accurate data to make decisions the board approved the contract with True North research in January of 2022 so we are working on bond surveys in two communities um we will we have set up briefings with board members to go over those and we look to do that polling in March bringing the analysis back in April to the board develop a baseline poll and we've worked with true north and we are adding

269in bond questions that will be able to give us ideas of satisfaction of education and so we will be able to see those numbers again in April and then finally utilizing a polling company as questions or decisions arise so um the the polling or the surveys that we send out specifically the one that comes to the top of my head right now is for pre-registration for next fall we've we have sent that to True North to get feedback they provide us with that feedback and then we massage the poll as necessary to make sure that we are getting the data that we are asking for or that we want and with that I will pass it over to Deputy superintendent Clark Hampton thank you Mr Burris so under the communication goal in addition to posting

270all Financial reports to our website fiscal Services has maintained the district's transparency portal that provides detailed and interactive financial information for all the district's Revenue sources and expenses just recently data for all one-time coveted relief funding has been added to the transparency portal and for the fiscal year 2020-21 audit recently reported the report in January the district had no fine no Finance the technology department has been working closely with Education Services to develop the district's new data warehouse and Reporting dashboard and currently nine Data Systems in addition to the Aries student database have been added to the dashboard the district implemented canvas to facilitate virtual learning and continue and continues to use it today and recently completed a significant upgrade to the system to incorporate many enhancements requested by teachers and administrators with the implementation

271of the district's one-to-one Chromebook program one essential tool to help teachers monitor student use of Technologies that's called netref and teachers were trained on its use last summer when you're in the middle of piloting a new unified Communication System providing to for providing interactive multi-language instantly translated as mentioned by doctors Merwin and uh Mr Burris translated two-way communication directly with parents via text message this is this system will serve teachers as well as General District Communications and we will also transition to Districts website to a new platform as mentioned earlier that will also include a mobile app and by June 30th of this year as mentioned we will have a newly designed website focusing on ease of use and using multiple platforms as well and now turn it over to Dr Merwin thank you very

272much Mr Hampton so then we'll move on to goal number two which is input to empower site leadership next slide please the goal number two our team is prioritize Gathering input from principals we'd like to give a shout out to our principals who serve on the principal Think Tank which is a group of principal representatives and we meet with them to provide additional feedback on survey processes communication strategies evaluation process initiatives thank you to the following Think Tank principles I'd like to mention them quickly Chris Carter John assassin Nick Stieber Cindy Steiner Kristen Nelson M.C Barossa Gene Grabowski Jane Martin Brad Baker and Gia dad this slide also provides the data regarding the number of coaching sessions the visits that have been held and the value of the principles shared about those sessions as well

273as other ways our team provides support coaching and feedback next slide please additionally we have administered the first of three principal surveys during the first trimester to measure our progress and strengthening a partnership between the central office and principles teachers and staff so this data point here we share is overall for the district as a whole 68.9 percent of principals agree that this relationship is Shifting toward a strong partnership we will share with trustees a second uh survey and the third survey results as we administer those at the end of this month and then finally in June additionally our team meets regularly with Kuma the Capstone unified management association to solicit feedback on meeting agenda items communication and other important topics turn it over to Mr Montgomery HRS thank you Dr Merwin um our first

274bullet there is uh to work with our site uh principals our site leaders and uh participate in site visits due to the loss of of our Tim Brooks um this has been put on hold um you know we have some transition going on right now and we are in the process of setting up a system whereby we are going to engage in this work between now and the end of the school year with those site visits but again that has that has to be put on hold the next bullet there is uh principal survey results shared uh the survey that was distributed in September of 21. I did have areas um or reflection for HR particularly uh in the classified Staffing area so para Educators is definitely an area that we know that we need

275to be addressing you can see there the 65 percent um was was a low area for us in HR we we definitely need to be addressing that and then a high area was Employee related questions so the support that we're providing to our principals was uh received very very well there so additional survey will be distributed in uh later this morning uh next slide over um and this is HR working with ESS So This Is Us coming together to systematically meet with our principals around what is it that we can do collaboratively to provide ongoing support for our principals again due to the fact that um you know we have a change right now going on in our department um this this one was also put on hold we are excited about engaging and doing

276walkthroughs actually with ed services um to engage in this work as we head into the next course foreign services and School site leaders each department will build on the already quality services being provided is going to be seen with the high scores and their recent surveys School principles in Louisville forming the technology committee has noted in this school stakeholders decided to First Focus efforts on fine-tuning the Chromebook one-to-one program given the speed at which we had to roll out that program there are areas that require Improvement and support that we will be working on for the remainder of this year I'll turn it over to Greg tomorrow thank you Mr Hampton so it's my pleasure now to present goal number three and that is achievement and social emotional needs protein it's very proud of the

277progress in the school and I know it's a late hour right now but I want to I want to make sure I take the time to applaud our teachers applaud our classified staff our support staff and our administrators for their efforts their professionalism and focus on providing the students the individualized support they need regardless of the challenges faced so as a result in spite of the many challenges this year a multi-tiered system of supports is implemented in all 36 elementary schools to provide differentiated intervention and learning recovery in mathematics and literacy some of the other highlights that we mentioned here include empty set Specialists professional Learning Community coaches and secondary schools robust training with Horton Gillingham Irvine math project best practice with intervention establishing new intervention classes in middle school and the launch of the

278free online tutoring program known as paper for all students in grades 3 through 12. next slide please [Music] we also share progress with our professional learning communities which is the foundation of multi-tier system supports pyramid where we have teachers in elementary schools who are released twice a week during the instructional walks secondary teachers that have additional release days for prioritizing standards and developing common assessments and additional support and training has been provided to our secondary principles by our very own Bernice Ayers Middle School principal Nick Stever in the role of principal Mentor next slide we also continue to provide multi-tiered social emotional support to students by our amazing counselors as it shows on this slide we have second step lessons group sessions and one-on-one intensive support next slide please in addition academic and social Mojo

279we also have to provide behavioral support and our team is pleased to announce as you can see on this slide we have added more school psychologists we have added more occupational therapists and through collaboration with cnca developed a new pair educated position that supports both General and special education education behavioral needs however please note it should say parent educator 5 not 4. so that is the title uh finally significant training has been provided so that employees have the Knowledge and Skills to support student behavioral needs such as Christ Crisis Prevention intervention training and specific Special Ed training programs next slide please we're also proud to announce progress with our College and Career Centers with Capitol Valley High School opening this past November and the final three high schools to open until later the fall of

2802022 and then also coming in Fall of 2022 we have exciting work underway with CTE Pathways for elementary students and those enhancements until their Innovation Labs will occur by the Fall next sliders and work is also underway for increased opportunities and Pathways for our students who are on certificate track in the adult transition program so we have a new culinary arts lab and CTE technical Labs that will be available for them for halfways fully operational during the fall of 22. team is also excited to share progress with increasing opportunities for our elementary special education students and steps with the expansion of steps into the northern part of the district we appreciate the Riley Elementary team and their support as the steps program will expand to Riley in the fall of 22 to allow students who

281live in the northern part of the district to begin ascending closer to home the outstanding RH Dana enf team will continue to provide steps and other special education programs and services next year as well next slide please and finally in responsibility our team is providing the student data to demonstrate academic outfits as we talked about with cultural efficiency that is the bottom line what are the student outcomes so as this slide shows the metrics that we shared to you all in the fall but these are of course standardized test scores that are only available and that are taken in the spring and then results are available in the summer this is in English language arts and math so we realize of course we need other metrics to be able to progress Monitor and let you

282know where we are mid-year so that's what we have on the next slide so we thought we provide on this final slide progress monitoring data now as you look at this please note this is a focus on interventions we are tracking progress of students who have intensive needs and require additional support so progress will be evident in a decrease okay you should not be seeing increase the percentage you should see a decrease in percentage and so looking at this through that lens of decreasing the percentages of students who require intense intervention you can see that we have a decrease in percentage for students who are intensive in language arts and math in elementary a decrease in middle school and a decrease in decent apps for high school the only exception is that there is a

283slight increase in the percentage of students with D's for the first semester for high school but also recognizing a 2.79 decrease in F's so that taking together is strong progress so they bet they went from F to d right exactly so some of them just made that made that switch from one grade at least to the next higher grade maybe and finally I want to point out that last date of that last data set at the very bottom because this is a significant and impressive decrease in the number of students being newly assessed for special education when the student is receiving appropriate and effective intervention many times the the student there's no assessment needed because the interventions are working for the student and you don't need to assess them for special education it's not recommended

284so compared to the previous year where we had a total of 1000 48 Student Success we are seeing a decrease of 706 assessments to this point in school is huge so we know that number will go up because there are still several months to go before the end of the year but the majority of the assessments usually happen at the beginning up until about this time so we know that that uh this this bottom line data really shows major process of intervention because interventions are catching kids early and catching them before we need to assess them for special education this is only possible again one more time because of the dedication expertise above and beyond approach that needs the way that our students are being met by their teacher support staff or classified staff and

285administrators we appreciate their hard work in making this very good so in collaboration uh with Dr Merlin and the incredible work of the ESS leadership um our job in HR is the spring from the plcs through training and release time for teachers to support the mtss system and we have created the mtss specialists uh the special the assignments for all of our elementary schools to support the plcs at the sites fired 10 elementary PE teachers to support release time for teachers to work with their plcs uh bullet number three since we've created the DLC coaching assignments for secondary schools to support plc's and we've got as Dr Merwin had shared every secondary Ela math science and social science teacher has been provided with two days of release time to work within their plcs uh the

286next bullet highlights the providing of uh professional learning for all cusd employees classified certificated and admin to support the domains of the mpss pyramid you can see the training is there in academics we've had 86 sessions in Behavior 18 social emotional 17 technology 46 different uh opportunities for PD professional learning mtss specialist 8 and PLC coaches four and the final bullet here HR leadership will continue to provide substitute coverage with the fill rate averaging 90 releasing teachers to attend professional learning we did a substitute pay just increased in July of 2021 and then again tonight um increase the active substitute pool to 621 this is up about 120 of this year we've taken on about 120 new Subs 18 team substitute teachers were processed again as a result of the hiring fair that we did

287in December of 21. and our substitute Bill rate during the height of Omicron I wanted to include this 81 with our current bill rate being at about 93. extend the meeting okay with three more items okay are you gonna make it may you feel it or not yes I just need to stand there need a motion to extend we have three more items after this one let's extend an hour so we don't have to keep messing with it I mean we probably won't need it but a move that we extend the meeting to 1am get stabbed um I I trustee Davis aye trustee Hannah check aye trustee Jones aye trustee mcnicholas motion carries 7-0 to extend the meeting to 1am okay keep going I just want to thank the board before I pass it off

288to uh Mr Hamilton just thank the Lord for the uh increase in the separated page we're excited to be um thank you so in an effort to enhance the classroom learning environment the district is installing projectors and voice application systems in all classrooms that do not currently have them some items are delayed due to global supply chain shortages but will be installed as soon as possible we have deployed we have fully deployed over 44 000 Chromebooks to all students and are well on our way to developing a comprehensive Chromebook one-to-one program as we fine-tuned the process of procedures related to the program along with our CSEA partners the district is also working with local internet providers to ensure our families have quality reliable and high-speed internet service community service Liaisons at school sites work directly

289with families to assist with accessing the Federal Emergency Broadband benefit program with a significant one-time funding provided for covid pandemic response the district is carefully tracking every dollar provided and aligning these dollars with more goals and objectives within the funding spending requirements as mentioned earlier the transparency portal includes reporting on all these dollars and the fiscal services and education services has provided all required reports to the state on the use of these funds this and the next slide are the detailed efforts aligned with the board goals supported with the one-time program funding it as mentioned earlier there are summary reports that all the covid money on the website along with the timeline for when they must be spent and then again the transparency portal provides an interactive way to see how each dollar is being

290spent and again there were no audit findings and all required reporting for coveted one-time funds are up to date with the continuation of universal meal service food and nutrition services has seen a significant increase in real participation also there have been significant Outreach to families who are more than a yield more than a meal campaign meetings with the wellness committee student participation and menu planning and work on becoming a real certified District that focuses on Whole Foods prepared helpfully and sourced responsible yeah food and nutrition services operates under its own fund and has maintained a positive fund balance even during the most difficult periods of the pandemic the facilities department has completed or nearing completion on several new construction projects and is actively pursuing seismic hardship funding for Dana Hills High School and exploring potential

291Bond measures in each area for Resolutions recently approved by the board the positive impact on student learning and well-being has already been seen with the three two-story classroom buildings as well as the new Steam and stem buildings recently opened no stone goes unturned if we go into the facilities goals and looking to maximize the facilities funding available for school business this is Illustrated with the over 24 million in State Management funds that will find a new Classic Building at danville's high school that is currently in the planning phase do you expect to receive an additional management funds in the amount of 6.8 million in the late 2023s and are in line for 17.7 million dollars in nation funds should the state pass in every school facility Fund in the future and there are discussions at

292the state level for replacing five measure on the ballot in November this year we are also continuing our work with the facilities Finance advisors committee and recruiting new members to share with them the school district's facilities needs and funding opportunities we will also be bringing to the board a comprehensive analysis of our school capacity and needs in May 2022 Workshop the technology department has now completed 27 of the 30 schools planned for local area network upgrades in addition all elementary schools have outdoor Wi-Fi as well as all high school gymnasiums we have begun to work with that will eventually fully update classroom technology systems using cfd funds and Palisades and annual elementary schools this includes Network wiring projectors and sound systems these would be implemented at other sites when funding is available there are also

293efforts related to the eat real certification where food and nutrition services is showcasing our food service facilities and evaluated District kitchen facilities for potential upgrades also should finally become available I have a question do we have any speaker cards on this we do not okay I have a question on what is complete technology proof of concept at two sides what are you doing something new well when we when we modernized annual elementaries with the cfp funding they looked at how the the new technology that was put into the classrooms and we called that a proof of concept so that we would be been when we did Palisades we also did that as well there okay and then that would be kind of the model for future classrooms when we if we had to funds to

294modernize other schools okay and that includes the projectors in the amplifiers and everything yes that's that's a district standard when we installed so the new buildings all have that as part of their construction okay any other questions from trustees no I just have a comment um I'm so upset that this is happening at 12 o'clock at night because this is really excited I think we would all have more questions and would like to dive down and this is one of the way you Market School District you know by talking about things like this um uh so and folks would have been listening in and be able to you know continue this knowledge so yeah the Forum is wonderful there's still four listening there's four people okay cool but I hope they are talked to all

295sorts of people so we will we will be pilling some of this out and actually creating stories and other things to send out on it especially the uh Mental Health social emotional health and then um some of the focus on facilities I think I think Clark said 100 million dollars in new buildings that we've been able to to do in the district over the last several years um and then also focusing on um foreign business and support services yeah the school funding that's always the hardest thing I don't even know how you plan to we tell people that it's like they Messiah doesn't go in um so but we could we'll talk about more of this is because we need to move on she does okay do you have a comment question I've had three

296questions and a comment and I appreciate uh trustee hanachek making that comment because uh maybe my memory doesn't serve me right but it seems to me every time we have these District goals presented it seems to me that it's like at midnight um and we've got to address this on where we're placing it on the agenda um so I've got quick questions Ryan um are you fully staffed now because I just happened to run into the person sitting in in uh gosh what was her name Kelsey's old office Carrie Johnson introduced me to the gentleman um do you have your staff that you need to support marketing yes as of last Monday we're fully staffed it took much more time than we thought but we are fully staffed now and so who do you have

297besides that gentleman um I have Patricia effenberger who is my bilingual executive assistant oh oh oh okay thank you I forgot about her um and then the question um Clark is can I our student advisor still working um or a part of the Food Service committee yes okay so she's participating she's not in her head yes yes she's still here and it's midnight I know I feel terrible okay well then I've got one last question you can answer later um Greg slide number 26 the PLC that's at the elementary schools um which means that we've got what 100 plus kids out on the field with the PE teacher and one para educator how does that work it's actually more than one other educated so you have a teacher and I believe it's three care Educators

298I can confirm that but it's double check it because I'm hearing that's not the case okay so I can confirm that because we don't want those groups to be too large while they're the kids are outside they should be manageable yeah I'm hearing it's over a hundred kids with uh a para educator with a teacher okay yeah it shouldn't be that way I'll follow up so thank you I agree with um trustee hanacek there's great information presented in this and it would be really nice for people to see it not tonight but well it would have answered some of the questions or comments that came up earlier if they had yeah okay thank you okay thank you Greg and thank you the whole team um and your favorite one coming up yeah uh the next

299item's 27 is a through G completion Improvement Grant and this is Greg and completion Improvement Grant with this grant the district will receive one-time State funding to be used over four years to improve a through G completion rates through expanding professional development advisements support access and course availability for h3g of coursework to qualify for the grant staff asked for direction this evening and then we'll return for approval at the March 16 2022 board meeting uh for Action so staff is available to answering questions and coming in right now to support we have Dr irvis and Dr Johnson available for questions as well so you said to qualify for the grant you need something from us I didn't think it's a two-part um what we present and then oh yeah and then you could that's how

300you have to go the steps to qualify for the grant that's correct so that you're you'll come back and pull next month that's correct okay all right do you have any questions or comments excuse me do we have any blue cards on this no we do not okay thank you can I would you like to comment on this um I mean again I think that um like when I started off like here in high school I was like I was just like completely new to the district and I didn't really know like what like a through G requirements were I kind of just thought those were the High School requirements so like kind of like accidentally like I like was able to like complete all those requirements but I know that a lot of students

301in my high school and probably other high schools don't know what these requirements are and it kind of in a way like closes doors for them like when it comes to like if they want to apply for like CAL States or UCS so I think that we really need to like work on like better Outreach for like parents like informing them about these requirements so like they can like have like their kids like really like get on it like freshman year and then like moving on so yeah I think families are unaware requirements and you have a lot of friends that are not um yeah I know that many of my peers like don't know about the a3g requirements and along with that like there's also like parents who have never gotten like in college

302education so they don't really know like you know like their their child is probably like the first one to go to college so like they don't really know like how this whole like college process works like they don't know that there's like High School requirements and then there's like these like requirements so I think it's something that again like if a lot of students and parents knew about they would definitely push their child to like complete these requirements so we need a better teach our teach our staff if we have children that don't know if you have a lot of friends that are not needing the ADP requirements can I I would say that we need to definitely do a better job of educating I think we need to start in Middle School absolutely I

303can't wait I do I do I do think parents don't understand I mean I wasn't raised in the states so coming into this this I mean I didn't understand this as a parent I had to figure it all out on my own so I do think it's about communication at Middle School yeah level I'm sorry that's a component of the grant so it's exactly for the reasons that you're sharing and we spoke about it earlier and that this grant exists so 63.4 of our students do complete a through G requirements and so that reads out into question to the other 35 36 percent and so it's not a competitive Grant we will receive the funding as long as we comply with the process and the the plan that was included in the board item is

304intentionally overarching because we will change and adapt as we see the data and the indicators but the opportunity for the grant we are it's coming at the time that we have um the ccgi initiative which is the I'm so sorry um California colleges guys thank you we already talked about that um so that's a non-profit collaborative that will provide a Statewide dashboard for students to be able to track their a through G progress families will have access to data and then when they go to apply to CAL States or UCS the information is automatically populated so that they'll be able to track their progress so with the ccgi grant coming in place and the APG completion grant funding will be able to leverage the resources to really view Outreach to the families that aren't familiar

305and almost create our own model of the educational opportunity program type of the system that they have for colleges to do Outreach targeted Outreach particularly to unduplicated students English Learners Foster youth students from low-income families Meg I have a question um going way back and maybe we're getting better in the school district about it one of our blessings and curses is Saddleback College um so at some point a student in high school goes blanket I'm just gonna go to community college right and I've always tried to talk him into it it's like well just package yourself here and then you can decide this way what's happened is you've taken a decision away from yourself because you've put you you've just put yourself on a track so I don't know if that's still a thing but

306it definitely has been it bedevils us and it could because when you look at the data sometimes it's not what what student body that you think I remember we had a very large portion at Tesoro that was not fulfilling their a3g and it's like what is what is happening here so that's just something I think we could be mindful of there's nothing wrong with going to community colleges it's excellent but why make that your only decision when you close the door when you could just go through these a through G then you can decide what you want to do correct and age tube study and a high level of rigor which you would want for anything right off to college right because the community College can be the first two years of a four-year degree

307so having that preparation in place benefits of students regardless of where they begin their College salary yeah what's our population of graduation rates of 98. um overall a district graduation rate I think it's 97 97 yeah and then what's our percentage that go on to college I don't have that statistic available to me but I can definitely provide I know that's always hard to get right because there's no way they're going and we don't always tell us yeah it's by voluntary reporting right now but with the ccgi platform will be able to more closely track that we also have a subscription to the national student Clearinghouse which does that's true that's one way to get it yeah we have to wait until that data gets cut okay uh trustee balkus trustee bronstein do you have

308any comments I I I do um this is probably just the limitation of the platform and wishful thinking but um it's really hard to read the a through G information on the portal and yet we get the parents on the portal at least once a year right before registration be so good if somehow when you went on the portal beginning of the year it like had something highlighted that said your child still needs two years of his like exactly what they need and then even something that like questions about this contact your counselor at phone number students meet with every counselor and our counselors trained to teach students what are your options what do you want to do with your stage or G are we really I I have to say that happens oh I'm

309sorry no go ahead I was just going to say like for example the um Visual and Performing Arts requirement I mean nobody told me about that I heard about it and then I contacted the counselor and said he has this impacted schedule you know can I do it through Saddleback kind of thing but nobody and maybe I don't know no we never had a counselor ever say to us like you're gonna need this you need to look out for this he still needs this and it's hard to read on the portal like when I look at it I I might go I gotta make sure he has everything and it's hard I don't think the counselors are really being I mean again you know it's been covered but I don't think they've been that um

310proactive So to that point about being able to log into a portal so this board um approved the California College guidance initiative and one of the cool things about it is it pulls directly from our student information system and very clearly shows kids when they're on track when they've met the different requirements for a through G and it actually starts in middle school I think um president Nicholas talks about starting in Middle School it actually starts them on this program in middle school so they're familiar with it by the time they get to high school that's one thing that's really powerful and robust about it is it very clearly tells the students what an appearance can log in as well where they're at and it pulls from our data it's not a guess it's actually

311vetted and it's the courses are pre-approved by the UCS and CAL States right now when a student applies to the CAL States or UCS it's verified after the fact when we get the system in place those courses are pre-verified so they really know if they're on track for a through G and also they'll be able to apply through that portal to the Cal State UCS in Community College so it's not like that right now on the portal so I'm I'm speaking about the the new portal that we're putting in place the California college is guidance initiative we don't rule that out okay we have to um there's a period of time we have to actually upload the data make sure the data is aligning with them and then once that's done that's the pre-verification of

312the courses so it will be as real time as possible for students to know if they're on track is it something we can manipulate or is it straight I mean could you like highlight these are the these are the items that you need it's very clearly it marks if it's green you've met that requirement it looks at the grade as well as the course itself and it's red if you haven't met that requirement it's very it's simple but also it really clearly shows when they're on track even calculates the UC and Cal State GPA accurately that's one of the issues of areas it's not always exactly right so it really gives kids a plan for being on track what's the time it's a timeline for implementation so it's the rest of this year to get

313the data we have to work with them get our data right and then we would roll that out next year I know it at my kids high school that they meet with a counselor every year and they go through each of them as I'm not happening at all high schools well so the thing is that I hate to be like the bearer of like bad news but like especially like during covid like it's just such a pain to like get a hold of your academic advisor I mean like like I'm not even joking like if I have to meet with my academic advisor I go like early in the morning to school maybe she's there maybe she's not so then I try during break and then I tried during lunch and then I try after

314school and then hopefully like one of those times I'll finally get a hold of her and like working from home or why why is there no accessibility it's it's just like either like they're like in a meeting or they're just like not there or like it's just like so hard and I know that it's something that like so many students are frustrated about like like in my school like it's just so hard to get a hold of your academic advisor and especially like with like the seniors like they really need to like talk to their academic advisor about things and it's just like it's just been really stressful like trying to get a hold of them that's been our experience too at Capitol Valley they don't they don't set up with us and we have

315to email about four times to get Zayn a meeting appreciate this feedback well I think and we we all adjusted some of our policies on graduation over the last two years but there's been a focus on just getting getting them graduated just making sure they didn't have they weren't deficient in credits and they you know that sort of thing so we've had a little covid Gap there I think Clark as part of the goals we just finished some enhancements to Canvas which will help the counselors track students at risk of getting off very off the AG track so that's just those enhancements will help it sounds like between campus and ccg yeah they said ccgi has Council component where they can very quickly run reports on their students to see who's on track how far

316off they are another tool for that Meg did you have something else and then there's a whole staff development component so that we increase the number of staff that are able to support students in this process said that that experience I have to say I knew about a through G in in seventh grade but that's back when Debbie Morgan was running yeah she was amazing running you know beat your well at least you also have the College and Career Center that um is available to everybody it is available however they do emphasize uh working with the Juniors and seniors because at that so then they're kind of too late but um yeah it used to be that you could pretty easily meet with them and uh like eighth grade and get a plan um so

317how can we once we get this new systems how can we then show right what are we going to measure it against what we're happening now these are just you know by mouth Word of Mouth that it's not working um you know I don't I guess trips to your counselor or how are we going to show it works so before outcome that will be held responsible for are increasing the number of a3g graduates okay our graduates meeting is Charity criteria decreasing the number of D's and F students earn in a through G courses okay to be a whole monitoring and Outreach increasing the remediation of a3g courses so right now when a student does receive a d or an f and by a through G rules you can't apply with the drf in any a

318through G approved course right so when a student needs to remediate they fail in a3g and they need to remediate only between 9 and 12 percent of our students are remediating with another a through G approved course okay so you'll be able to show that students you're mediating an A through G course with an a3d course and then increasing the stuff development so that we have our staff trained to support the work and it'll be a whole Outreach piece and we've built in some data analysis so that we can pull reports more regularly and beginning with Middle School identify students who might need this additional support to stay on track with a through G and then the minute that right see a trend we intervene with the why okay why stay on a2g and how

319can we support you in that work I can't be tutoring additional Summers right I'd like to see it come back and get an update in a couple of months I don't know what's not launched yet I just think this is pretty important that we so it comes back next month for approval and I think the team heard very clearly about the questions about the unevenness about counseling so we can just give an update on where we are with that much more counselors let's better train them yeah well and I'm thinking this is part of the culture proficiency plan right a2g is one of our is one of our outcomes counseling support with counselors part of that plan we can build that in also into our last quarterly rule yeah I do just want to say

320that you know I I believe in a through G A through G is important but it it not only doesn't affect Community College it doesn't affect a lot of private and out-of-state out of California schools so uh I don't know if BYU for example cares about A3 they might have a through you know D or something um and uh and that's true and you know it's a California it's a UC and CSU thing and while I think most of our students who graduate from our district schools do eventually graduate from a UC or a CSU many don't um I mean even of those who go to college um and so it's not necessarily the Bal and the n-all it's great because it is a basic rigor um but but I I we also have to

321recognize I said there are some kids that are planning to go to school X and they know because maybe mom went to school x that you don't need to have you know two years of a foreign language for example so it's it is just something I think certainly back there the rigor portion oh yeah I mean we don't I don't know success rates of going to out-of-state you know colleges are you prepared um so you know at the end of the day it's at the bar here see if we can get up yeah yeah no absolutely it's because it only gets harder right I just simply have to recognize that it is important thing is that we are a better training I think that's what I'm getting out of this is that we need a

322better training and this this grant is for a through G you know we can talk about counseling for kids to go other places but this is what this is intended for so did you get all the information you need on this item okay academic advisement is not easy um I know I've been I've talked to people students who went to Saddleback who've been so frustrated with the academic advising they got at Saddleback and I've known students who got into a four-year and they thought they had their uh their I forget the way they call them for there but it's like the first two years yeah and they didn't um and they and they were sort of lied to uh I'm sure unintentionally by the counselors there anyway my point is just that this it's it's

323it's probably harder than it seems like it is to us well they're just a good number of clients they have well that and and all of just kind of the permutations of communicate commendations and the rules and this and that I think there's there's a lot to it can we go on to item 28 which is trustee area boundary leaders thank you thank you so are we paying these guys that we've paid them for six hours here I know oh my gosh I know I'm not making that money area boundaries so this is the uh as trustees though we've gone through a process of the required process it has to be accomplished every 10 years after the census to remove redraw The Trusted boundaries to balance out the population so [Music] um Jesse so I

324think some of you narrowed it down to one and we fine-tuned it and we're here to present the adjustments for like five minutes so there's the PowerPoint just let me know great take it away um so I think we'll just jump right into the meters and then have a long evening so we can go right to the fourth slide so this is just an overview of what we did in the last time and this is I'll just run through this really quickly we did modify the boundaries between the the line between areas one and three and Las Palmas Elementary School is now in area three and then the large portion of the work that we did involved uh what I call a counterclockwise rotation between areas six two and seven um so area six moved

325up towards San Juan Hills area two moved North into Dakota and then area seven moves South and now we have bath gate in area seven and then the last piece uh we're calling it I think we refer to it as the bridge line um last time it's really the homes that do feed into area four we move it behind those Parcels so that that now is an area for so go to the next one so this is a look at the map and then each slide after this um we'll have a close-up of the individual trustee areas um just an overview really tying back to the original criteria which is population balance and compliance with the um all the laws that pertain to voting areas so there's two tables here um the table on the

326left shows the overall total population for each trustee area and the breakdown of the ethnic representation and then on the right is the voting age population so that is everyone 18 years or older eligible to vote um implications for the Voting Rights Act so that is all there broken out and you can see um areas are all really nicely balanced and in well within the requirements for population balancing foreign so let's look at area one that's and we'll see this again at area three but the adjustment that was made is really down all the way down in the lower right um so we kind of flip flop some areas there and that's resulted in Los policying in area three go to the next slide it's area two you can see compared to the last time

327that line that kind of cuts across code of the cause as moving north um go to the next slide not a significant amount of change to area three other than the area I mentioned earlier um where it meets with area one in Las Palmas is now and Las Palmas is now in area three area four you can see now that area we're referring to is the rich line uh that we it needs to run along the street and it's now behind all those homes in the open area and so those homes are now would be represented by the trustee area for foreign not a tremendous uh significant amount of change for area five since the last time we met does this take all of Laguna Niguel out of area five or is there still some

328of Lagoon and Gale in area five there still is a little portion yeah on the side of the 73 here I think this is looking at the Gallup down here foreign [Music] okay here so this will show the current map and use it all the way up before we started to zoom in oh is this in here oh I see um I think they'd like to see kind of the area where because the area five along the 73 right here yeah can you use quote the city boundary or with the moon again I don't have the city if final trustee area the old trustee area yes that would help so you would like to see that computer put that on there right check that box so that we no don't this is the current trustee

329Vander yeah but quote on Echo b as well so this is on top yeah so I'm losing yes the part around Laguna Niguel Elementary yes yes change yes and if you call area five was a little above so it did have to see some area yeah somewhere right and there's really nowhere else to does the city boundary go all the way up to Oso which is I'm not sure I think the city boundary is La Paz and also oh yeah so yeah so it's a little bit so you get the Pancake House I do I think I get a little bit of that yes all right no it's original pancakes you think she said there has to be a rabbit it's a rabbit yeah so tonight we're asking you to take action are there any

330questions you have concerns so I I just have a question that it doesn't make any difference on how I will vote on it but uh the bottom of area six here it's it's hard to tell if gallivisto and Kenosha are which one they're in in six okay they're zoomed in right here so this is the bottom of area six and these are those three schools okay trustees I'm sorry we do have a speaker on this item so we should oh okay sorry Kenosha all right stupid this is yes Michelle colossal Campbell good morning I started with good evening but it's now good morning thank you for working in a transparent process on this final map no map is ever perfect but this map does the best to balance our community interests population numbers and puts

331us in a solid place for the decade to come I appreciate your hard work on this item and with that I'm going to go to bed because I'm substitute teaching in the morning thank you Michelle okay so uh trustee Jones trustee castianos and I will fight over where the city of uh City uh boundary for Laguna Niguel is so we know that who has part of what but I think I can provide that information I don't think that's going to make a difference in whether we vote on it or not but it's something I think I would like to know if I will be asked I'll provide those to the trustees okay okay any other comments questions from trustees okay so we do need this is something we do need to vote on at the

332harbor I think it's the next one we vote on well I think we vote on this logo okay so sorry trustee uh Bronson and trustee bullockets do you have any comments questions uh I'm good I'm good with it no no questions we have a vote to uh for this item to approve the map and then the next time you do a pretty good resolution okay still entertain a motion I moved approval of the map s yes be a roll call vote please student advisoria aye trustee bronstein aye Christy bullicas aye Rusty castianos aye trustee Davis aye trustee Hannah checks aye trustee Jones aye trustee mcnicholas aye okay final item 29 this is a red sorry resolution 2122-38 adjusting trusting area boundaries from which District board Trust of Trustees members will be elected is this approval

333oh I'm sorry let Clark explain it or we we already know what we're doing now this is the resolution approved in Nevada any other we have any speakers on this one we do not any questions or comments from trustees or entertaining ocean five approval second moved by trustee hanacek second Vice Krusty Jones student advisor Padia aye trustee bronstein aye Christy bullicas aye trustee Castellanos aye trustee Davis aye trustee hanacheck aye trustee Jones aye trustee mcnicholas aye let's say an emotion too we don't have anything pulled from consent we have to address no okay I'll let us take a motion to adjourn so move second okay here you go I'll give it to trustee Davis motion and trustee uh roll call vote please student advisor Claudius aye trustee bronstein aye trustee bullockets aye Christie Casiano hi
