Hi, good evening. >> I'm going to call to order tonight's meeting of the board of education. Um, please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Mr. Price, >> Mrs. Davis >> here, >> Mr. Fox >> here, >> Mrs. Packard >> here, >> Mr. Reic >> here, >> Mr. Whitehead here. >> Um, so our favorite part of the evening, we have some kids from Kyle Elementary here to talk to us. Hi. >> Um, so Mr. Dylan. >> Yes. >> If you want to get a Sure. >> I would. Yes. Thank you to everyone for how having us tonight. Thank you to the

board for allowing us to come. I'm going to kindergarten team. This is Mrs. Carpenter, Mrs. Mumal, and Mrs. Yoho. So, they have some students here tonight. They're going to talk about our community and some recent field trips that they had. So, I'm going to turn it over to them to have the kids come up, and we're going to entertain you tonight. All right. personal taste and then got All right. All right. Perfect. All right. Thank you so much for coming. We are kindergarten at Kyle Elementary. And earlier this year, we took a walking field trip downtown. We visited the uh post office, fire department, police station, and the mayor's office. >> While at those different places, we got different experiences. So, we went to the fire station. Um, probably the highlight of the day was

the firefighter going down the pole, but um, showed the different trucks and things like that and talked about their functions and different things they do. We got to visit the mayor. Um, they got to sit in the really important seats. Um, so they were really excited about that. Um, we got to go to the police station as well. Um, they got to check out a cruiser. They walked through the police station and got to uh, speak with uh, Officer Wise. The good news is while we were doing all those very enjoyable things, we were connecting to some of our standards and skills alignment for citizenship and community awareness and those sorts of things. Um, so when you think of a kindergarten basis for becoming a future citizen of this community or in the community, it's

having pride and understanding the teamwork that's involved in in creating a safe and successful community. So that's where we're headed with these young people. Um, friends, are you ready? They've all been a little nervous, but they have practiced and they're big kindergarten voices. Um, I feel badly that you It's >> if they want to stand against the like that away so then everybody can see them. >> We just want to hear what you guys have to say. >> And um these children wrote these sentences composed and wrote these sentences on their own spelling the site words um our little word bank of words like police officer and those kinds of things. if you would be amazed at what kindergarteners can do at this point. We're very proud of them. Okay, Ariel, you're on. >> I

sat in the big chairs in the mayor's office. >> And then we have Remy. >> Okay. I like the police station. I like the mayo's office. I got a flag off with pins and little Troy flags that they were using when we left. The mayor is a in troll of Troy. She pretty I just want a 5-year-old again. >> Tomorrow 5-year-old >> the fire people. The fire people Why is there a good job? All right. They're boxes. >> YEAH. I learned they have and the mayor has the fire station. I want fires. and thank you so much. You guys did a great job. >> So, I'm guessing they didn't drive. I was going to say, so, um, you guys got to go to a lot of places walking downtown. That's cool that your school is

close enough that you can do that. Was that a fun walk, too? >> Yeah. >> Hopefully you had a nice day together. >> Yeah. >> Does anybody have any questions for them? >> Were you guys nervous to talk? >> No. >> Good. >> Hey, sometimes we're nervous. We're more nervous than you are. >> True story. >> It's true. Um, so I don't think you guys drove yourselves here. >> Can you introduce us to who you came with tonight or how you got here tonight? >> I drove. >> You drove? >> Did your parents help you or did like a grandma, grandpa, aunt, uncle? >> Okay. >> Thank you to all of the parents that brought them tonight. We really appreciate. If you want to kind of wave, we thank YOU SO MUCH. ALL RIGHT, GUYS.

YOU DID FANTASTIC. Thank you so much. Thank you, Kyle. Thank you to Dylan. >> Thank you guys. Thank you, kindergarten team. >> Thank you for having us. >> Anytime. Come back next time. >> And families, you are welcome to stay for the rest of the board meeting, and we completely understand if you want to take this opportunity. >> Good job, guys. Good job. You should have >> Thank you. >> These kids might be the duplicate of 2026. >> I like all my stuff. >> What? >> Class of 2026. >> Brooks class. >> Oh, yeah. Active. Thanks, man. >> Oh, yeah. >> Thank you, ladies. Thank you. >> Thank you. >> I also took others if you'll notice on the Facebook page, too. So, tonight is a pretty special night for some of the educators in

Troy City Schools. Um, it's our turn to thank them for everything they do for our students and our community. Um, so we will be recognizing retirees this evening. Mr. Piper, Mr. D. >> Actually, Mr. Dilda, if Mrs. Packer, I think our plan Okay, >> we have some photo ops to do. So, I think if Mrs. Packard, if you want to join us over here. Okay. >> If the rest of the board wants to kind of go over there, we can shake hands on the way out. Is that all right? >> You got to tell me. Okay. You want to come over here? >> I'm coming. Get directed. >> Yeah. We go here. We go there. Whatever you want to do. >> Enter this way and exit. >> Mr. Fong will direct you. >> Okay. He

tells me all the time. >> Well, let me just say a few words and and then um I'd like to call the retirees up here and and just acknowledge them for years of service. So, um, as I sat down today to to look through and prepare for tonight, um, it just struck me the number of years of service that we had to the students in Troy City Schools. So, um, I used the calculator and I tallied the number of years, uh, that we're losing through retirement this year. Um, I I was blown away. We're losing 432 years of service just to the students of Troy City Schools. 432 years represented by dedication, care, effort, love, passion, all of those things. Our students have benefited from these individuals. And for those that I'm about to recognize,

thank you isn't enough. So, we're going to call you up here. I'm going to read a little blurb. Um, we'll give you handshake. Um, a very, very, very small token of appreciation for all of your your years your years of service. Um and then if you would just shake the hands of the rest of the board members. Um and again just thank you so much for each of you being here. Thank you for those of you that brought family that could join us this evening. Um it's a special moment for all of us and for all of you. So without any further ado, our our first honore tonight is Irene Bowden. I don't know if Spacker or Mcker wants to say any words. I >> I am impressed with the dedication and love that you show these kids every day. Thank you for showing

up for them >> and everyone that walks in your classroom. Um I personally my kids have had the joy and luck of having some of you. So thank you. Thank you for everything you do every day for everyone in our district. >> The same for me. It's been my great pleasure getting to know you guys and the work you do and the impact you have on kids is incredible and we're just going to miss you around here. So thank you. Once again, thank you very much. All the fun. >> Yeah, all the fun. >> I started to make the announcement that they could leave, too, but this is this is just their experience showing through. So, it's great. >> They're like, "You know what? We got We've been here for 25 years. We know. >>

We can leave. >> Okay. >> I did see Miss Marshall this past weekend." >> Did you? >> Yeah. And she said, "I don't know if I'm going to make it. My daughter's still struggling. >> Yeah. >> So, >> I get it. >> Kathy, do we have anyone from your group tonight? >> We do. >> Well, thank you. I didn't realize that you were in leadership Troy. >> Thank you. Thanks for coming. >> This got to be the easiest assignment for you, I would guess. >> Yeah. >> Um, next we have board committee reports, Mr. Fox. >> Uh, yes. at the uh career center meeting uh at the end of April. We had a presentation from the Piqua uh drone program. Really neat. Um the kids um will either control the drones on the computer or

uh handheld device and they uh go to competitions and uh obstacles. They have to fly up and down. They've have to use the wind from the drone to knock down um >> little um >> table tennis balls and different things like that. So, it was really cool to see um the videos of that in action at their contest, but then also they came and they did a little course for us as well. So, that was neat to see. They have that in high school and uh junior high. It's a combined program uh from Piqua, but it's a career center program. Uh we got an announcement of from the group Tomorrow's Technicians. Uh it's an auto tech uh group that our EVCC uh finished in the top four in the nation this year. Um so we've

always had great success with the instructor there and some different um competitions that he goes to. So uh the program was recognized as well by a national organization. Uh Troy students of the quarter were Sully Anderson in welding and Nick Brown in building maintenance. And convocation is coming up next Thursday night the 21st at 7 p.m. at Hobart. Anyone's welcome if you'd like. >> Mrs. status >> as far as >> hanger. Sorry, I talked to Mr. Price about this. It's just a different month and more dollars with a roof and they're still working on projects. >> But basically, what I wanted to to bring to attention was the 50th anniversary party that Packard and I attended. >> Mr. Whitehead joined us. >> Oh, yes, he did. I'm sorry I left you off. You weren't my

date. Um, it was wonderful. I talked to David, Mr. David Weine about it and they did, they had an entire separate committee that formed this event and it was very fun. They did an amazing job. They took a lot of pride in it and I couldn't have been more impressed with it. I didn't know what I was walking into, what it was, but there was all three levels. There were things going on. There were dances. There were >> gosh, what else? >> Was it someone doing a live painting? >> Live paintings. It was something in every different room. If you've ever been in Haner, you can appreciate that. But it was a wonderful event. Other than that, not too much else. There will be there are going to do a new ramp if you knew

that. N >> um what they're going to do is a permanent ramp because what they have now is an elevator and it keeps breaking down which is not safe or sustainable. So on the board we voted to put in a permanent concrete ramp. So there is a separate committee formed to raise the money for that. It's not going to be done for some time. They still got to get their committee together and everything, but there will be a ramp so we can not have to use that elevator >> placed at which entry. >> Was it the west entry there off of the >> Yes. parking. They're going to wrap it around there. >> Okay. Because what's happening is people rent this facility out and then sometimes the elevator just doesn't work >> which isn't good

if you say you know I'm going to have a wedding there and then >> people can't get in. So we voted to go ahead and and approve that. >> Okay. >> Thank you Mr. Reic. >> Yeah. So just uh wanted to bring everybody up to speed on some things with the new school buildings. Um, the latest construction meeting shows we're pretty much on time with everything so far. Um, I'm sure Peterson would have liked a little bit milder of a winner, but it is what it is. We're still tracking. Okay. Um, also good news is as of right now, you know, we have the contingency bucket of funds for, you know, uh, sort of unknowns that pop up or anything like that. and and as of right now, anything that is planned and we're aware

of and might, you know, we're aware even might come uh in the future, we've only utilized pretty much I think it was around 22% or something across the board on all the buildings. So, um that's tracking very well. And with the buildings being out of the ground and going up now, a lot of the the portion of the of the project that has the most surprises should be behind us. So fingers crossed going forward um you know we won't have anything serious. Uh one of the things I think the board needs to once you know should keep in mind is we may have an opportunity now particularly on the south site where swailes ties into 25A. Um, you know, they did traffic studies uh for all the sites, but for that intersection in particular, there's

a there's um there's a a mutual interest, I think, between the county and the city and the schools uh that that there'll be a a traffic light put into that intersection. And and the way it works is these traffic studies have to fall within certain ODOT guidelines to trigger funding mechanisms for it. But right now, there's sort of a seems to be a three-way interest and going ahead and doing it now and not waiting until we find out later that most likely the traffic is going to dictate that that a traffic light goes in there. And uh given lead times, it takes just under a year to once you say go to get one put in. They'll probably be um a proposal put forward to the board to say, "Hey, we um we propose to

split it three ways to go ahead and put a a traffic light at that intersection." >> Mr. Addict, can you correct me if I'm wrong? Um the engineers, it hit a the engineers recommended it, but the study did not hit the threshold. >> Correct. to require. Is that the correct phrasing? >> Yep. Okay, >> that's correct. And what we don't want to do is then >> I think there's an opportunity now with with two other um organizations with the county and the city of Troy both also interested the you know to share in the cost. Um hate to get down the road. it becomes an obvious thing and then maybe that interest for one reason or another is not there from the other cooperating agencies. So, >> and you also said it's a year. >>

It takes about a year and it's it's about it's usually right around it depends on the design of the poles and everything that they put in. But you you know we could be looking at it the total cost could be somewhere around 300,000 and that would be split three ways. How does that work with the lanes and how that's going to be set up on 25A? >> Well, 25A is already um >> and swelles also because that's obviously just >> two lanes back and forth. >> Well, there's probably the only change with that would probably be, and I'm not an engineer, so they would have to put some input into it, but they there probably be some restriping on 25A. Mhm. >> Um, some of the concepts that I've seen had uh the northbound lane

coming going towards town on 25A. The far right lane going along would sort of be a through lane to go through um with some opportunity to to pull traffic off to turn left at the light. Um, and then have an actual merge lane for buses when they turn or traffic really when you they turn left onto 25A to go north. Um, be sort of a dedicated merge lane there for them and that would be the lefth hand lane. Um, but again, the engineers kind of have to do that. The the current 25A is wide enough that they can work with that. It's just a matter of of >> painting new lines. Yeah. Um I would think that swailes since it would be it a a signalized intersection. They probably won't widen it and add a

turn lane or anything like that. If they were going to make it just a stop sign, they might because that would kind of break up traffic into two directions. You're either turning left or turning right. But since it'll be a signalized intersection, I I don't think that they'll widen the lane. But but maybe and I don't think they I don't think the county even has control of enough land there to to widen it anyways. >> Great. >> Those houses are fairly close to the river. >> Yeah, they were successful in getting one of the property owners to basically cut a bush down to improve sight lines. >> Um but that's that's what we're looking at and that will probably come down the pike sooner rather than later because you know if we're going to do

it, we'd want to get it going. So it's ready before school starts, not doing it after the fact. >> And there's currently only one entrance into that school right now. Right. Just off of swelles. There's not another entrance coming off 25A by the river there by Peters. Correct. So there's only one entrance. >> Yeah. >> You're only getting in off. >> Yeah. And it'll be kind of one way sort of as a horseshoe. There'll be an in >> entrance and an exit um curb cut. So, um, and then there'll be a dedicated bus entrance lot. >> So, you know, and I mean they can program those lights, too, so that they kind of have a special programming during our peak hours and then they kind of reset to a more um I don't know what

you say, traditional traffic pattern. Um, but yeah, we what we're trying not to do is have buses backed up and buses trying to turn into oncoming traffic on 25A and and having to navigate all that. Just it's going to be a a safer setup, we think. >> What about Peters? >> Well, that one's a little bit trickier just cuz um it's just it's just a little different. Um the the peak hour the peak hours on Peters are are ironically very staggered from what our peak hours would be because it's really >> has to do primarily with shift changes at >> UTC. >> Yeah. Okay. So, um I it sounds like that's g that will be a little more of there's there's traffic counts and p traffic patterns that'll be studied once the schools are open

to see how they want to do that. There were talks of um making it a four-way stop. Probably not likely to be a stoplight. Um but I mean we'll see. There's not, like I said, that our peak hours, there's debate on whether that's enough to justify a four-way stop or if there's other other ways to make sure that the traffic pattern is safe going through there. So, don't really know yet. The engineers are going to have to continue to evaluate that one. But that was a similar thing as the other one. the traffic >> traffic study basically said there's no justification for anything right now. So >> Oh yeah, they're not there right now. >> Well, they when they do their traffic studies, they they they do that based off of the anticipated traffic. So

we share with them how many buses we're going to have coming in and out. Um then they we kind of estimate how many parents are going to be doing pick pickups and drop offs. So they and we we even shared with them I believe we shared kind of where our students are coming from and where they'd be going to. Um so they can kind of put a put an estimate as to, you know, how many how many of those cars are going to turn left at the intersection, how many of those are going to turn right, how many are go straight. So um again, that one didn't justify doing anything. I don't even there weren't even really any recommendations on the table I don't think at that for that intersection it was just 25A >>

completely wait and see >> and then evaluate >> and they use the population of the junior high as their as their count right I was going to say because they still use monitor junior high flow as a comparison >> so right 25A you mentioned if you do it the study didn't warrant it yet. Um but we think it may uh realistically is there a difference if there's another study done after the school is you know operating and they use that real time data in terms of the funding sources like right now if you're roughly saying 300k we split it three ways does the state or ODOT or anyone chip in if if the study would have resulted differently >> not to us so there that opens some opportunity for city and county but it's not

a guaranteed thing. So it just depends on what kind of programs they have going on at the time when when those things are done and and really the triggering mechanisms I said I said funding which is there's some truth to that but it's really more of a requirement thing. So when they hit certain thresholds, ODOT says it has to be done or we're not, you know, we're not going to sign off on this. >> So to that point, is there like um does the state offer any sort of like construction grants or things like that that are available to school districts or other entities like that that >> Not that I'm aware of and I think we kind of went down that road to try to dig as far as we could to see what

was there uh on the front end. Okay. >> Um, so like I said, there's there's there's common interest to say even if the the traffic counts once we're open don't hit that trigger threshold, >> it's probably a good and safe idea to have a traffic light there. >> Yeah. My my thing is the the buses getting stuck. >> That's exactly There's probably >> probably the majority of buses are going to go out that way versus the Peter's way. We would assume that, but probably don't know yet. >> Yeah. It could they could be there for a long time without a light. >> Yep. Yep. >> Thank you, Mr. >> You're welcome. >> Dr. Moore, >> do we have Nope. >> Okay. May I please have a motion and a second for the treasur report consideration

of the approval of the minutes of the regular meeting of Monday, April 13th? So moved. >> Thank you, Mr. Rick. Second. >> Thank you, Mr. Fox. Any comments, questions? Mr. Price? >> Mr. Rick? >> Yes. >> Mr. Fox? >> Yes. >> Mr. Whitehead? >> Yes. >> Mrs. Davis? >> Yes. >> Mrs. Packers? >> Yes. May I please have a motion and a second for the financial report attached as exhibit B, April 2026, SM2, monthly total revenues, monthly total expenditures, etc. >> So move. >> Thank you, Mr. Reic. >> Second. >> Thank you, Mr. Whitehead. Mr. Chris, >> couple of things. Uh, first of all, the fund fund transfers. Uh, we are doing the annual transfer from general fund to turf replacement fund. Uh, what we were spending on maintaining the grass field and everything within

the stadium. We're continuing to set that money aside in anticipation for turf replacement. >> Where does that go in? Is it locked into a fund that >> Yes, for turf replacement. It is titled that. We could never we can't get it back into the general fund. >> Yeah. >> Okay. >> Without board approval. It's it's still under the general fund, but it special cost center and it's titled for that purpose. >> And it's for both fields, right? >> Yes. >> Thank you. >> Yep. >> I think your question is state if there's excess, we could with board approval move it back. >> Yes. Because it's still within Right. >> Technically the general >> it's not locked in there. >> Yeah. It's nothing special wise. >> Okay. Yeah. That's what I was asking. Okay. Thanks. >>

You would have to approve >> any change. And then the second uh transfer is for our funding of the debt issuance for the high school project. Uh if you remember that is a PI collection and we have to transfer the money from that account that we receeded into into the debt service account when it comes time to make our debt service payments and that's what we are transferring for June payment. Second item is we received our income tax settlement at the end of April and pleased to report that for the fiscal year the income tax is up 3.18% over prior collection year um which amounts to about an additional $479,000. >> Wow. So it the income tax continues to grow as we move forward which is good with cost increasing with inflation and everything else.

So that helps us be able to absorb some of those additional costs and that's all I have. If you have any questions any questions or comments for Mr. Price please call the role. >> Mr. Yes, >> Mr. Whitehead. >> Yes, >> Mrs. Davis. >> Yes, >> Mr. Fox. >> Yes, >> Mrs. Packer. >> Yes. >> May I please have a motion and a second for then and now Ohio Revised Code 5705.41D1 provise of that if prior certification of funds by the fiscal officer was not obtained before the contract, the fiscal officer may instead certify. >> Thank you, Mr. Davis. >> Second. >> Thank you, Mr. Reic. A couple from St. Patz, one from maintenance, one from Cookson, and several from Haner. Uh, which I believe they are corrected going forward, but we still have some

from past. um when they were locking in musicians for performances, they weren't putting a PO in place and they always backdate the invoice to the date that they were locked in schedule-wise. So that's what those pertain to for Hainer. >> Thank you, Mr. Vice. Please call the RO. >> Mrs. Davis, >> yes. >> Mr. Rick, >> yes. >> Mr. Fox. >> Yes. >> Mr. Whitehead. >> Yes. >> Mrs. Packard. >> Yes. >> May I please have a motion and a second for the superintendent report? This is accepting gifts to the Troy City School District and expressing the thanks of the Troy Board of Education. >> Thank you, Mr. Whitehead. Thank you, Mr. Fox, Mr. Fiber. >> Uh, it's another another great month where the community is celebrating and supporting our kids, our staff, and our

programs. So you'll see a variety of gifts on there ranging from $5 to $12,000 and also some gifts of graduation gowns which we're going to need here what next week right Mrs. Dri. >> So um we appreciate all the support from our community. >> Our monthly total is $21,38.95 and our fiscal yearto date total for these gifts is $164,97021. >> Wow. >> You have a very generous community. >> We do. Mr. Price, please call the role. >> Mr. Whitehead, >> yes. >> Mr. Fox, >> yes. >> Mrs. Davis, >> yes. >> Mr. Reic, >> yes. >> Mrs. Packard, >> yes. >> May I please have a motion and a second for the Miami County and Montgomery County Educational Service Center resolution uh Ohio Revised Code 3313.843 843 was amended by House Bill 153 of the

th General Assembly in June 2011 to provide that the board of education of each city with an average daily enrollment of 16,000 or less must enter in an agreement with the governing board of an educational service center. >> So moved. >> Thank you, Mr. Rick. Second. Thank you, Mrs. Davis. >> So, this is an annual action. Um, we work with both mostly u the vast majority of our services are provided by the Miami County uh ESC. Uh Mr. Price and Mr. Dr. Moore met with uh and I met with them recently to talk about that contract and we also get a few services from that Montgomery County.
