Carol Schnel passed away December 20th, 2025 at the age of 91. She began working for the Troy City Schools in 1966 and worked as a library assistant at Hook Elementary School. She retired in 2004. May we please have a moment of silence. >> Thank you. Mr. Price, >> Mrs. Davis >> here. >> Mr. Fox >> here. >> Mrs. Packard >> here. >> Mr. Reic >> here. >> Mr. Whitehead >> here. Um, tonight we have Cooken Elementary Student Council here um to be one of our presentations. You guys are more than welcome to to come up. You can ask them if they're ready for you to start and that'll let you can start. >> Sure. Go ahead. >> Hi, my name is Rosa Murray. I'm in fifth grade and I am president of student council at

Cook Elementary and these are a few of my fellow student council members. >> Hi, I'm J. I'm in the fifth grade. >> Hi, I'm Ty. I'm in the fifth grade. Hi, I'm Pel Maz and I'm also in the fifth grade. The goal of student council is not only to build our in uh in our school, but also throughout Troy. >> Some ways that we help our school community is by helping the PTO help by helping the PTO set up some of our events and um donuts with dues and goodies with gals. Another way we help support schools is by doing family bingo night and the student council members get to help call numbers and pass out bingo cards. We also helped set up a pumpkin patch before Halloween so students could pick up pumpkins and

go home to carve with their families. Uh we also help our community right before Thanksgiving. We collect canned foods and donate them to our local food kitchen to help those in need. Um, a project that we are doing right now is we are collecting tabs from aluminum cans and giving them to the Ronald McDonald House. The Ronald McDonald House will trade the pop tabs in for money and use the money to buy use the money to buy um supplies that the by the next project we will be doing is next month and we will be making blankets for the day and children hospitals because when kids when sick children at at hospitals for a long period of time they would like to have a blanket to feel um comfortable and warm doing acts of service

and kindness. We are lucky and we want to share this with everyone. Do you have any questions? >> I really think it's impressive that you guys serve not only your school community and Troy, but that you also even go outside and and you touch other other communities and that you help out there. That's that's really important that you guys can see that big picture already. >> Awesome. Anything else? >> How how um you're on fifth grade. Are there fourth is there student council in fourth grade and third grade, second grade? All the grades or what grades? Third, fifth. >> Third through fifth. >> Y. >> Okay. How how long have have you guys each been on it? Multiple years. >> This is my first year. >> We have an experienced council member. >> Yeah. >>

It's your third year. >> Okay. And that's why partly why she's the president, right? >> Making a career of it. >> She's telling me what to do. >> Can we ask how you guys got selected for student council? >> Did you have to Right. Yeah, we had to um write kind of a presentation and present it in front of the class. It's kind of a class thing. >> The pumpkin project. Is that a fundraiser or is that >> free pumpkins for? >> You want to tell them what do we raise money doing that or are we just >> outreach? Do we? >> Well, people like pay money to get the pumpkins, but I don't know if we've raised money. The first part of it, the each student gets to take one home. >> Okay. >>

Without any money involved. And then I believe that they sell uh and that's for the PTO. I believe they sell the extras. Is that correct? >> A dollar. >> Yeah. A dollar a piece. >> Okay. >> So that everybody can have that experience that you know those that are a little bit more fortunate get to go out to the pumpkin patch and buy them themselves, but doesn't exclude anybody from that. >> Good. >> How do you make your blankets? We tie knots in the blanket like it's a >> use a fleece. >> Mhm. Yes. >> So you will get two blankets and then you'll put them on top of each other and then cut them and like all around it and then you'll have like sleeves of the blanket and then you'll tie them in

knots. >> You do two different patterns on the blankets. >> Yes, you can. >> Okay. What do you like best about being on student council? >> Helping everybody. >> Anybody else? What do you like? You can be the honest and say I like being with my friends, right? So we have a >> we get out of class every day. >> That's a bonus. But >> yeah, it's just an opportunity for them to get together and we talk about how we can give back and they actually realize how fortunate they are as individuals in our school and how we have to give to those less fortunate than ourselves. >> Do you want to share who came with you guys tonight? >> Yeah. >> Do you want to just We'll go down the line. Do you want

to start? >> Yes. >> Okay. My mom, my dad, and my sister, my brother. >> Are they back there? >> Are they back? There they are. >> My mom, >> my grandparents, >> my grandma. >> Thank you so much for being here. We really appreciate you coming and sharing with us. You do not have to stay for the rest of the meeting. We completely understand. >> Thank you. >> GOOD JOB. DISCONNECT. IS IT gonna make noise? Okay. >> Yeah, it's fine. >> Is Garber here? >> Thank you. Do you want me to just say it then? >> I can tell you two things about spelling me if you want to. >> Okay, we'll do that. That sounds um we also have a board commendation for our 2026 district spelling bee champion Garber. She cannot be

here with us this evening, but Mr. Piper, I believe you're a judge at some of the >> Yeah. So, we have a spelling bee every year. It's always a highlight of the the winter for a lot of people, including myself. Um pretty riveting spelling be this year. Last year was very quick. This year was not quick. Um went back and forth through quite a while. last two spellers. Uh both Farah and her final opponent had a chance had a championship word. Um and both of them missed their first championship word which brings the other person back in the competition. So Farah eventually won the competition and uh both kids showed a lot of resilience. It's pretty tough to to miss a word and come back and bounce back and and win it. So it was

a pretty good spelling bee. I started to get a little worried because I practiced pronouncing all the words with Mr. And um I was getting to the point where I hadn't practiced those words anymore. We've gone pretty deep. So it was a good spelling be and congratulations to Phah. >> All right. Thank you. >> Um do we have any board committee reports, Mrs. Davis? >> Uh I forgot my glasses. Same as usual. Uh the staffing update will start July 1st at the Heer. I am on the Heer board. They are in the middle of planning the 50th anniversary of this entire year. year. The Heers on their 50th anniversary. There is a calendar form for that. There is a Jubilee ball May 2nd and there is a Haner birthday party on August 1st. Once I

have all those dates, I will type those out and press and pass those out to you. Friends of Hainer, Bonnie Harris will be joining because someone else stepped down. She couldn't commit to the actual board because it was too timeconuming. And the summer concert series is going to be interesting. They've asked for a grant from the Troy Foundation, but because there might be some construction downtown, they can't get their money yet. So, we'll have to see what happens as far as downtown with the construction to see if those concerts happen. So, they've not secured any money for that. That's it. >> Thank you. >> Um, >> they one other thing. >> Um, I received a phone call, an email from Mr. Wine, the director. They have had some roof damage. We have contacted the insurance

company. They've also contacted their preferred contractor to get him on site and to evaluate. So, I don't know where that'll go. H >> how does that work since they're financial? Do they have to are they required with all the other public bid uh stipulations that we are? >> Yes. Yeah. If it runs through us financially, if it runs through the friends of >> hanger, >> no, but with an insurance claim, it's probably going to have to run through us. We're we want to get some sort of an idea from um the potential contractor costwise to determine whether or not we're in a bidding situation. And if we are, we may do a emergency resolution allowing us to because there's enough damage there that could have more issue if we don't get on on it as

quickly as possible. So, >> was it from >> more to come? >> Was it from a weather event? >> Yeah. um the freeze and thaw severe weather and it's clay tile and they have cracked or come unadhered >> and slid down to the lower level or andor ground. So >> thank you. >> And some of it's still covered for snow too. So >> to even get to it to really evaluate Um, at our last Upper Valley meeting, um, one of the things they talked about is recruitment to Upper Valley. Um, they shared with us the recruitment video that they did, which was really interesting because they bring their students in. So then when they send those videos out, you know, students see themselves in these classes and learn about them. Um, it's a sounds like

it's a little a pretty long process. they have a media blitz to the associate schools and then the students um send in their applications. So that was interesting to hear. Um and then their top programs are first responders, medical careers, and cosmetology. One of the things with the expansion is they're looking to see where they can expand some space for those. Okay, moving on. Um, pursuant to Ohio Revised Code section 2209.345, the Troy City School District Board of Education gives notice that Jeffrey Price will retire under the school employee retirement system effective July 31st, 2026 and is seeking remployment with this board thereafter in the same position. The board will hold a public hearing on April 13th at 5:30 p.m. at 151 West Stuntton Road, Troy, Ohio on the issue of the employees reemployment. Thank

you. Do we have any We do not. >> Moving on. May I please have a motion for consideration of the approval of the minutes of the regular meeting on Monday, January 12th, 2026? >> So move. >> Thank you, Mr. Edic. Second. Thank you, Mrs. Davis. Any comments or questions? Mr. Price. >> Mr. Rick? >> Yes. >> Mrs. Davis? >> Yes. >> Mr. Fox? >> Yes. >> Mr. Whitehead? >> Yes. >> Mrs. Packer? >> Yes. >> May I please have a motion for the financial reports attached here to and incorporated by reference as exhibit B for January 26, SM2, monthly total revenues, monthly total expenditures, ending balance, um, etc. Motion to approve. >> Thank you, Mr. Cox. >> Second. >> Thank you, Mr. Reic. Mr. Rice. >> Couple items. Um, so far for the fiscal year,

we're pretty much on target where we thought we would be at this point. Um, we did receive notice on our first tax advance for the most recent tax collection of property taxes for the county. Um, so that revenue source has begun to flow in. Um we will be receiving advances for the in total over the next three three weeks with a final settlement sometime next month. Also we received our uh third quarterly income tax settlement from the state of Ohio at the end of January. Um for the fiscal year we are up 2.55% over prior year after three of the four collections. So that's good news. >> Will that final collection be what do you usually get? >> The final one will be uh the end of April. Anything else? >> Mr. Price. >> Mr.

Fox. >> Yes. >> Mr. Reic. >> Yes. >> Mr. Whitehead. >> Yes. >> Mrs. Davis. >> Yes. >> Mrs. Packer. >> Yes. >> May I please have a motion for then and now Ohio Revised Code 5705.41D1 41 D1 provides that if prior certification of funds by the fiscal officer was not obtained before the contract or order involving the expenditure, the fiscal offer officer may instead certify. >> So, thank you, Mr. Davis. >> Second. >> Thank you, Mr. Fox. >> We had a couple from transportation, one from her, one from junior high, one from her. This happened right at the end of December. So it was month end. I mean nothing they could do about that. >> Please call the RO. >> Mrs. Davis. >> Yes. >> Mr. Fox. >> Yes. >> Mr. Whitehead. >> Yes.

>> Mr. Reic? >> Yes. >> Mrs. Packard? >> Yes. May I please have a motion for bids for partial roof replacement at Troy High School? These bids were accepted by roof connect until 4 p.m. on Wednesday, January 28th. Is that a motion? >> So moved. >> Thank you, Mr. Davis. >> Second. >> Thank you, Mr. Whitehead. >> This is for partial roof replacement. Uh we are doing the entire gymnasium roof uh this summer. Um these four companies were approved u prior to us going through roof connect. We went the same route as we did last summer. That went very smooth. that narrows the field somewhat to prefer contractors um that the state has already approved which allows us to be a bit more selective. We've had good experiences with these companies over the years and

we'd like to continue that. And we've had some issues in prior years prior to going to to this uh process with a couple vendors and we want to stay away from them. going forward. >> So, it's pre-approved vendors through roof connect. >> Yes. And command roofing is the low bid at $390,58. >> They're the lowest and best, correct? >> Yes. >> This is the first time we're replacing the roof over the gym. >> Yes. >> And when when was the gym? Was it 2010, 2011? >> No. Uh 04, 06. I'm not sure when the roof actually went on, but probably by >> Sorry, the new gym. >> Yes. >> That wasn't there in '05. I was here in ' 05. >> 04 to06 was the project. >> Okay. No, I don't think so. Oh, well.

>> So, we are accepting command roofing as the Yes. Thank you. Please call the RO. >> Mrs. Davis, >> yes. >> Mr. Whitehead, >> yes. >> Mr. Fox, >> yes. >> Mr. Reic, >> yes. >> Mrs. Packard, >> yes. >> May I please have a motion for bids accepting bids for uh the Troy High School catwalk. We accept accepted Meer restoration as the lowest and best. Please a motion. >> So move. Thank you, Mr. Reic. Second. >> Thank you, Mrs. Davis. >> This project, um, it's been needed for some time. I've been working on it for several years. Um, when I first got here and was walking through the high school one evening, um, I was up on the second floor and heard a lot of commotion. And so I checked it out because it

was well after school hours and we had kids up adjusting lights above the auditorium on the original catwalk which is wood planks, no railing or anything. >> Sounds troubling. >> Yeah. Uh major liability. So we put an end to that. We since then we've only had our magnets guys go up and adjust lights when needed. Um trying to find somebody that had the knowhow and ability to come in, evaluate, help us design and get uh interest from potential biders for a project like that. Because we are limited on size because the only access point is a door about 4 and 1/2 ft above floor level and it's only so wide and it's not normal door height. >> It's about a half of a door height. So, we are limited on size and material that we

can even get in that is somewhat prefabricated that we can construct out above the ceiling and put in place >> and make it safer. So, this culminates several years of effort and I think we've got a good plan and I all three companies can do the job and do it well. Um, Meer Restoration, Midwest Maintenance. We have used Midwest Maintenance for a number of years for tuck pointing and reccocking all of our facilities. Um, Maya Restoration is a spin-off of Midwest Maintenance. They had a group of guys leave and start their own business. Um, so they compete >> against each other on a lot of jobs in the area. So, we're very pleased. >> When would that take when would it take place? Or >> it they will begin as soon as possible because we

need access to some of that area for the HVAC project. So during school, it's not going to wait till summer. >> No, I'm hoping they can get come in before summer. It'll take them some time to to fabricate and get things on site, but they will take advantage um of access that will be occurring with HVAC project. Uh we're removing some windows and and vacating a classroom uh down on the east end and they will have access with that to help them get in position. >> So time was taken into consideration with this to keep everything on pace. >> Yes. >> And they just happen to come in with the low spin. >> Yes. Any other discussion? Mr. Price. >> Mrs. Davis. >> Yes. >> Mr. Reic. >> Yes. >> Mr. Whitehead? >> Yes. >>

Mr. Fox? >> Yes. >> Mrs. Packard? >> Yes. >> May I please have a motion for a resolution authorizing the LFIOU for the Troy High School renovation and abatement? So, Mrs. Second. >> Thank you, Mr. Whitehead. >> I laid in front of you kind of a fivepage summary of all the documentation that was attached to your agenda. >> Thank you. >> The several hundred pages that >> covers the next uh three resolutions in total. The first page of that packet primarily deals with um the LFIOU. You've seen this numerous times with other resolutions. All of our projects involve um LFI dollars that we've put in place to help cover portions of all of our projects that are going on. new construction and renovation of the high school. And this just dictates that we do have

the funds in hand and ready to go and it has to be renewed every and resubmitted with every resolution that we package that we approve and this does that. So, just to make sure I'm talking about it in the right resolution here, >> this high school bid package, page two, is that appropriate to ask a question about it now or should I wait till next >> until the next resolution? >> This is that we have the funds from the LFI. >> Yes. And when we talk about these LFIS, this is all I saw Peterson's name all over this and every all the documents and things, right? Okay. >> They put it all together. Yes. >> Yeah. I just want to continue with uh my correct voting. >> Mr. Price, >> Mrs. Davis, >> yes. >>

Mr. Whitehead, >> yes. >> Mr. Fox, >> abstain. Mr. Rick. >> Yes. >> Mrs. Packard. >> Yes. >> Next. May I please have a motion for a resolution authorizing the GMP amendments for Troy High School renovation and Troy High School abatement phase two. >> So moved. >> Thank you, Mr. Reic. Second. Thank you, Mrs. Davis. page two and page three of the pack I put in front of you for this resolution. This dictates all the various bid packages that were included in this and the cost with the high school uh renovation project and abatement. >> So uh On this one, I noticed some of the higher cost than expected um coming through HVAC, electrical, and overall 3 million. Like, how's how's that? I guess I get it. That's that's where we're at on this project,

right? >> How are those costs versus estimates coming through on the other four buildings? >> The other four were well with were well within um the estimates. This one worried us from day one. We're over original estimate, but we prepped for that with our uh funding that we put in place because we were worried. We took advantage of the market conditions at the time and everything and generated basically more funds for the project as well as investing those funds until we're ready to spend that added. So, the interest that we've earned off of this is going to be able Yes. >> make up for it. Okay. >> Um, and the other building, the other ones are So, why are they still in line? And why why is this one off? >> New construction versus renovation

unknowns. >> More difficult digging in. >> Imagine they they only knew what they knew before they could. >> It was an estimate based upon new construction costs that they've seen. any savings on any of the other projects where we can make up some of this. I mean, it's great to have in interest generating $3 million more to cover this, but that could have been a lot of extra stuff that we could have added to the project or paid down the loan or anything like that. Any any other offsets for the other four buildings? Yeah, we are well within our budget constraints there. In fact, knock on wood, there's still a couple packages yet to come in for the new buildings, but we're looking very good there. Shouldn't I'm not real worried at this point. >>

I think we have to wait till those bid packages are done before the state allows us >> to move LFI funds around. Yeah. >> Oh, yeah. That that's >> and apply them, you know, however we want. In fact, with our abatement costs on this project, the amount of baitment that we had to do saved us money. And with the next resolution, it's allowing us to utilize some of those savings that we've already witnessed on this project and incorporate and help offset this. So total LIIS on for all five are coming up at 45 million. So page one, am I looking at that correct or is it 48 down in >> that's the amount of LFI dollars we have available. >> What was our budget like? Like what when we >> or >> didn't we get

LFIS approved like a certain number of LFIs approved uh as part of when we did the 150 million? >> Some. >> Yeah. >> But not all. >> I don't have that number at my fingertips. >> Okay. Yeah. I just And then there 45 is where we're coming in at now on LFIS. Is that it? 4 48's what we have available for LFIS and 45 is where the estimates are coming in right now. Is that it? >> Yes. >> With all five projects. >> All okay. And >> remember the m probably 21 to 22 million of this project >> is LFI. The other million is co-unded. >> The high school. >> Yes. >> The high school. Yeah. >> Yes. >> High school is majority LFI. >> Yeah. The high school is well over half of that

number. >> Okay. >> Oh wow. >> Yeah. All right. Well, great job investing once again. Try >> Mr. Price. >> Mr. Reic. >> Yes. >> Mrs. Davis. >> Yes. >> Mr. Whitehead. >> Yes. >> Mr. Fox. I'm stayain. >> Mrs. Packard. >> Yes. May I please have a motion for resolution authorizing the Troy High School renovation abatement phase two submission packages. >> Thank you, Miss Davis. >> Second. >> Thank you, Mr. Reic. These are exhibit G1 and G2. And this is just all the design construction documents and everything. It's part of the full package. This is approving that. >> Are there any questions? >> Mr. Rice. >> Mrs. Davis. >> Yes. >> Mr. Whitehead. >> Yes. >> Mr. Fox >> abstain. >> Mr. Reic. >> Yes. >> Mrs. Packard. >> Yes. >> Thank you for

writing these. Great. That's great. >> Um, next, may I please have a motion for a resolution accepting gifts to the Troy City School District and expressing thanks of the board of education? >> Motion to approve. Mr. Whitehead. >> So once again, you'll see a pretty wide variety of gifts to our students, programs, and staff, ranging from a captain gown for graduation to desks and chairs to $5,000 for orchestra. Um, great month this month and another good reminder that our community supports this. So, our February total is $13,330.668 and our fiscal year-to-ate total is $90,669. And as a reminder, that does not include the material contributions like the desks and chairs and caps and gowns. That's just the dollars. So, we appreciate how much support we get from our community and would ask for your approval.

>> Thank you, Mr. Fer. Mr. Price. Mr. Fox, >> yes. >> Mr. Whitehead, >> yes. >> Mrs. Davis, >> yes. >> Mr. Reic, >> yes. >> Mrs. Packard, >> yes. >> Um, next, may I please have a motion for a resolution authorizing 2026 2027 membership in the Ohio High School Athletic Association. >> So moved. >> Thank you, Mr. Reic. >> Second. >> Thank you, Mr. Fox. So, this is an annual resolution. This allows our student athletes to participate in state sanctioned tournaments and events. So, would ask for your approval here. >> Thank you, >> Miss Rice. >> Mr. Rick, >> yes. >> Mr. Fox, >> yes. >> Mr. Whitehead, >> yes. >> Mrs. Davis, >> yes. >> Mrs. Packer, >> yes. >> We have a motion for the uh exhibit H, which are personnel items.

move. >> Thank you, Mr. Reic. >> Second, Davis, Mr. Um, few things to point out to highlights. Um, kind of jump around a little bit. >> The uh employment section classified see hired several classified staff. So, we've had some openings. Kind of been a unique year in that regard. We were able to have a bus driver, a new here from high school, um, a new custodian, head custodian, and then I know Mr. Price was excited about this one. Um, so Don Wagner, um, if you remember, there was a bit of a domino effect. So Rachel Si moved into a new role. Tony Thomas replaced Rachel. So Don is the replacement for Tony. Um, and by all accounts that I've heard of, she's doing a great job. We're excited to have her back. So, Don was

with us once before at Cooken Elementary as an adding assistant, moved out of state, um, came back and wanted to come back and work for us. So, um, you know, we talked about the culture that we have here and I just I felt like that was a really strong sign that um, not only do we have a strong culture now, but we had one and she wanted to return to that. So, happy to have her back. Uh if you'll jump back up um I do want to point out under the uh the resignation retirements and discharge. So Bart Roberts is going to retire um if you don't know >> she's been here I would say forever but that might >> forever is correct. >> I have to look she uh she was hired in 1989.

>> So um Barb has been with us this is her 37th year here in Troy City Schools. So, um, sad to see her go. Um, she's done great things and has had a great impact on the students here, Troy City Schools, Troy Junior High School, our athletic department. So, she's going to be missed, but that's that's something I wanted to highlight. It's not often that we have somebody that spends 37 years with us um in the classroom. So, >> how long was she coaching? >> Um, I would say she's been coaching, if not that entire time almost. >> Okay. Yeah, >> she's coached all my kids. >> She's she's been great. So, um, and there are a few other things. Happy to answer any questions, but those were the highlights that I I wanted. >>

She's a pretty tough lady. >> Uhhuh. >> I think she was the teacher who stood up the longest at the first day when they went around and they had everyone sit down. So, there'll be a new champion this August. If that's if that's what they're called, a champion. If that's how you look at it. And I'll piggy back off that. I think that's a great point, Levi, that not only was she the longest standing, but once we got to where she was the winner, she literally joged down >> after 37 years of teaching, she still has the brightness of a young person. So, >> well, she looks 37 years old. >> I I aspire to be her someday in terms of my >> She was still the coach running with the kids. >> Yep. Mr.

Price, >> Mrs. Davis, >> yes. >> Mr. Radic, >> yes. >> Mr. Fox, >> yes. >> Mr. Whitehead, >> yes. >> Mrs. Packer, >> yes. >> Seeing no one for a second hearing, may I please have a motion for adjournment? >> So moved. >> Thank you, Mr. Ric. >> Second. Thank you, Mr. Davis. Mr. Rice, >> Mr. Reic, >> yes. >> Mrs. Davis, >> yes. >> Mr. Whitehead, >> yes. >> Mr. Fox, >> yes. >> Mrs. Packard, >> yes.
