At this time, we're going to have the execution of the oath of office for Mr. Whitehead. >> Oh, sorry, Teresa. Right before that, I did notice uh Deborah Elim. I think the date >> for her. The date I said is the correct date. Oh, okay. Date printed is incorrect. >> Okay. Thanks. Raise your right hand for

visit after my you, Zach Whitehead, solemnly swear that you will support the Constitution of the United States, the Constitution of the State of Ohio, and that you will faithfully and partially discharge your duties as board member in and for the said Troy City School District, Miami County, Ohio to to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted during your continuence and set office until your successor is chosen and qualified. >> I will. >> Welcome. >> Thank you. >> There you go. >> Thank you. >> Thanks. Mr. Price, please call the role. >> Mrs. Davis, >> yes. >> Miss Mr. Fox, >> here. >> Mrs. Packard, >> that >> Mr. Reic >> here. >> Mr. Whitehead, >> here. This time we will proceed with the

election of president for 2026. Please note the president proemp presides over the election of president. Any board member may nominate a board member for office. Board members may nominate themselves. Nominations do not require seconds. If more than one person is nominated for president or vice president, the treasurer publicly calls role. So each board member may state his or her choice and the majority vote of all members is required to elect an officer. May I please have a nomination for president? Uh, I'd like to nominate Terresa Packard to continue as president. >> Thank you, Mr. Rick. Are there any additional nominations? >> Mr. Price. >> Mr. Reic. >> Yes. >> Mrs. Davis. >> Yes. Mr. Fox, >> yes. >> Mr. Whitehead, >> yes. >> Mrs. Packard, >> yes. >> I will assume the chair of president.

This time we will do the election of a vice president for 2026. I nominate Ben Radic as vice president to continue as vice president for 2026. Are there any additional nominations? >> Mr. Price. >> Mrs. Packard? >> Yes. >> Mr. Fox? >> Yes. >> Mrs. Davis? >> Yes. >> Mr. Whitehead? >> Yes. >> Mr. Rick? >> Yes. >> Thank you. This time, may I please have a motion to set the times, dates, and places for regular meetings of the board of education during 2026. The exhibit is in your packet. >> There is also a request to schedule a special meeting sometime during the week of February 23rd. There is an outside chance and we may not need it, but it's to approve potentially the high school project, GMP. Submission. >> Need a motion to approve

this? >> Yes, please. >> Exhibit so moved. >> Thank you, Mr. Fox. >> Second. >> Thank you, Mr. Reic. Are there any discussion for the regular meetings? Um, we may also at times add in a uh working session and I made a note of the week of the 23rd. >> Yeah. If you want to discuss that now and we can add it to it or if you want to >> let's discuss now so that we can so that's for the high school GMP. >> Yes. Um >> there is an outside chance that things can get accomplished and be part of >> the regular meeting, but in case it is not, we want to have a date already. >> The regular the regular meeting is on the 9th. Mr. Fox and I both have an upper

valley. >> Am I right? We have on the 23rd. The 23rd, Mr. Fox and I both have an upper valley board meeting. >> And it can also be a different time. Yes. Time works for you, too. It's going to be a very short meeting. >> Yeah. >> Uh the rest the rest of the week works for me besides the 23rd or theoretically the morning of the 23rd, just not the evening. >> My preference would be Thursday or Friday. I'm in Beaver Creek on the 24th and the 25th. My preference would be Thursday. Thursday the 26th. >> Thursday is good for me. >> Specific time. Is there a specific time of day that works best? >> I'm open all day that day. >> Evenings are better for me, but >> Mr. Reic, >> we just have

a con a bi-weekly construction meeting that morning. Usually is from about 9 to 11. Sometimes it's a little bit quicker. That's the only conflict I have so far. >> Would you be able to make an early meeting? >> I could make early. Yeah. >> Could we do 8:00 a.m. on the 26th? >> Good. Yeah, I can do that. Okay. >> Okay. >> Um I said it'll be a very short meeting probably if needed. >> Should be. Yes. >> Regarding the November meeting on the 9th on the Thursday. Um I don't think capital conference is the second Monday of November this year. Um >> I thought it was I looked it up and I could have gotten it wrong. Let's >> The 9th is a Monday. >> Oh, on here >> second Monday. >> On here

it's listed as a Thursday. I think that's the >> on this. >> Yeah, >> it says Thursday, but if it is a Monday, >> it's a Monday. >> Okay. Thank you. >> What's a Monday? >> November 9th. See, >> you know, >> change the day, the week, and not the date. >> Um, no, I don't. >> Hey, Levi, this is the 9th is a Monday. >> Okay. Yeah, >> this is the date. This was wrong. >> Yeah. So, it'll be the 9th is a Monday. It would not be conference capital conference. >> Yeah, that that's what I was suggesting. I I thought I looked it up. It says >> the 15th through the 17th. >> It's the 15th through 17th. >> Yeah. Y >> So the 9th is good. >> We can go with Monday

the 9th. Okay. >> Yes. >> Are there any other date questions or conflicts? >> Think we're good for now. >> Everything else is second Monday, right? Except for the special meeting at the uh fiscal year end. >> Correct. >> Okay. >> Mr. Rice, >> Mr. Fox. >> Yes. >> Mr. Reic. >> Yes. >> Mrs. Davis. >> Yes. >> Mr. Whitehead. >> Yes. >> Mr. Fox or Mrs. Packard. Sorry about that. >> Yes. May I have May I please have a motion for board committee appointments? At this the beginning of a new year, we need to establish committees for the board of education is exhibit B, the list of committee assignments for 2026. So moved. >> Thank you, Mrs. Davis. >> Second. >> Thank you, Mr. Whitehead. So, the first one is the recck board, >>

and we need to nominate one one person for Eric Herman spot. >> Yes. >> Um, I'd like I'd like us to nominate someone who works for the district. Um, I know we've obviously past superintendents have been great on there and and they have a stake in the district, but um, I'd like us to have someone who's either a board member or employed by the district. And so, um, I reached out and I think Mr. Piper reached out to Jeff Schultz, um, great leader within Troy City Schools and he's he's interested in serving. So, um, I'd like to nominate him, but I'm open for any other discussion. you know, obviously board members are on other committees as well. So, um, and, uh, if anyone else has interest or anything like that, feel free. >> Do we

need a second for this? For the nomination, Jeff. >> Should I second the nomination, objections, >> do we do each one separately >> if there are multiples? Yes. >> Like each >> No. Okay. It can be complete list. >> The complete slate. >> Yeah. >> Um >> so so on that note, Tom Dunn's position expires at the end of this year. So um >> correct. >> We could, you know, 12 months from now if there's another employee from the district or if we want to continue with Tom Dunn or if any other board member wants to at that time. This one's a five five-year term. So um it's it's a good board. I used to be on the parks board, which is kind of like a sister board to the Rex board. So, um, something

to think about the next 12 months on on what we want to do there as well. >> Mrs. Davis, will you remain on the Hanner board? >> Yes. >> Mr. Reic, >> are you okay with those being? >> Yeah, totally fine. Levi and I will both remain on the Upper Valley Career Center board. Our terms are not expiring and per Mr. Piper, we do not need to send someone to Troy Foundation. >> We need an to name an alternate if Mr. Reick cannot do be the delegate for OSBA. >> I'm happy to be his delegate. >> Okay. The alternate in case he can't make it. Okay. Mr. Rice, >> Mrs. Davis, >> yes. >> Mr. Whitehead, >> yes. >> Mr. Ric, >> yes. >> Mr. Fox, >> yes. >> Mrs. Packard, >> yes. Next, we

have board kitty. Board committee presentations. Mrs. Davis, anything from here? >> Yes. So, the uh they did get the numbers from the holiday open house. They had roughly 800 people show up for their holiday uh open house, which was fantastic. That's a lot of people to get into the door for the community to see what the hanger does and what it supplies for the community. Uh they are still working on their house maintenance up update. They are going to be replacing the wood around the entire building and it's going to be painted in April. All of it is going to be paid for by the friends of Haner. they did decide to go back to moving their meetings. They were monthly and we decided that wasn't enough because the connection wasn't there. People were losing

momentum. So then they did push it back to a monthly meeting uh on the third Thursday of each month at 4:30. There's also discussion uh with some custodial issues. There are no issues, but but we have people retiring, so they're going to be shifting some people around to fill those gaps. They kind of have an idea, but they haven't confirmed anything yet with these people. And lastly, this year is the 50th anniversary and there's going to be a variety of events. Uh, a 2026 committee has been formed. As of now, there is a Golden Jubilee Ball. There's a summer event, which I'm not sure what that is yet. It's just a family event and a Christmas event, but I'm assuming there will be more to follow. >> Mr. Fox, Upper Valley. >> Uh, yeah. So,

we had a great meeting in December as we always do at Upper Valley Career Center. Um, had a a dinner prepared by the culinary arts staff there. Um, fun time before the meeting. Um, and then we went into our regular meeting. We reviewed the applications for um upcoming school year. Uh once again, uh another record year, 852 applications, which it's it's a record, but it's only seven more students than we've had in the past. However, if you look at it on a percentage basis, there were across all of our districts 150 less sophomores to apply like uh for the candidate pool. So, um less 150 plus 7 was was really a good number. Uh good move in the right way. Um once again Troy as typical led the way uh with students up there uh

with applications. Troy had 169 students apply. Pitwell was followed close behind at 166 and Sydney was 124 applications. So um students will be finding out shortly if they get accepted to their first program or their second program. Um and then uh what what do they want to do uh after that. So, um, full house again up there for this upcoming year up at Valley Career Center. >> Thank you. Next, uh, the best part of the night. Um, we have students from Concord Elementary School presenting to us tonight. >> Hi guys. >> Hello. I'm Mr. Hake. I'm Dan Hake. I'm the principal at Concord Elementary and would just like to first of all tell the board thank you for all that you do to support us at Concord and our kids. Um, one thing one of

our big goals is to make sure that our kids are involved as much as possible in the school and there's many ways that they get involved in the school from student council to newspaper club that we have now and then also board game club. So, we have a fabulous instructor at our building, but also for the district. We have Mrs. Wendy Grim. Mrs. Wendy Grim is in charge of the English language learners for the whole district. Um, she's our coordinator, but she's also housed at Concord Elementary, and she also takes on many different responsibilities um for Concord. So tonight she's going to share a little bit about her responsibilities, but we also have some fabulous kids here tonight to talk about the different programs that we have and how they get involved in our school

and how they support our school in many ways. >> Great. Thank you. >> So, as Mr. Hick said, I'm Wendy Grim. Um, I am the ELLL coordinator for our district, but I also do student council and newspaper and board game club. And I brought some students with me tonight. All of them are involved in student council. Um, at Concord, you have to be elected by your peers and there's an application process. Um, and they help run all of the events that we have at our school. Um, and then a couple of them are also involved in newspaper and board game club and some other activities even um that I'm not in charge of, but some awesome activities that they're going to tell you a little bit about. Hi, my name's Regina Moronz. I'm in Miss

Sver's fourth grade class. I'm involved in student council. I helped in the first grade movie night and my job was checking the tickets. I enjoyed being in the first grade movie night because I made a friend while checking the tickets. My second activity was also a second grade movie night which my brother was in. And my job there I helped and my job was to make sure no one gets beyond the boundary line. I enjoyed being I enjoyed being in this group because I helped some with someone I helped translate from English to Spanish with someone who barely knows English. And thank you. >> Thank you. >> Hi, my name's Isabelle Jenkins. I am in Mr. class third grade. I am a member of student council. We meet once a month before school to talk

about plans and ideas to provide fun experiences for the rest of the students. For example, we host movie nights for all of the students from grade kindergarten to second. I helped with first grade game nights where I collected tickets and I passed out snack bags. I am I am proud of how willing these students are to help and I am thankful for the opportunity to speak with you today. Thank you. >> Thank you. I'm Ava Grim and I'm in Mrs. Downing's fifth grade class. I am in student council board game club, newspaper club, the future begins today, and something that I call math club where I help first graders with math during intervention time. For the movie nights, some of the jobs you can do are help make sure people are settled in and give

people some snacks for the movie. I like newspaper because you can get to find an actual article that you wrote in a real newspaper and you can even have lovely Mrs. Grim into the newspaper. Another thing I liked about this newspaper was that you can write about anything. And what I wrote about was Harry Potter urban forest experience where I wrote about my experience at this experience basically and I love helping people and that's why I'm in future vegans today math club and student council. >> Thank you. Hi, my name is Lucas. I am in Mr. Mercer's fifth grade classroom. I am uh I am in student council and um I've helped out with the second grade movie night and the book fair bank sale. Um the movie night. Uh we just helped out. I

helped out with uh what humid finding stuff and make finding people's spots and make sure nobody gets out of the boundaries. And I enjoy being in this group because I get to help out with the things that you really remember the lower grades. Uh I'm also in board game club. My favorite game is exploding kittens. My f I enjoy this I enjoy being in this uh group because I get to play more game with people and I love reading Mrs. Grim and uh I am also in newspaper. This is uh where you can draw pictures, take pictures and create puzzles and articles. I enjoy being in this group because the puzzles and pictures I've taken and drawn are really fun to make for the newspaper that we finally printed this year. And my last two

activities are recycling and my fifth grade buddy job. In my fifth grade buddy job, uh I go to Mrs. toys classroom for about 20 minutes of recess to help out during math class. And in recycling, we have two shifts, uh, Friday and Tuesday, uh, where we take all the bins from the big upper fifth and fourth grade part all the way down to the other end where the dumpsters are. Uh, and I help out on the Friday shift. We got a we got a pretty amazing group here and like I said, one of our goals is to try to get students involved as much as possible in the building and this is just a little bit of how they get involved. Um, we got many different responsibilities with some of our older kids helping our

younger kids and it's by choice. It's not something that we are ask forcing them to do. They're volunteering and they're wanting to sign up for these different assignments to help our school in many different ways. So, thank you for the opportunity tonight. We got great kids here. I don't know if you have any questions, but they're also prepared to introduce their families for you, too. >> I have a question. How many times a year does the newspaper go out? >> Um, at least four. Um, I try to do one every month or every other month. >> I love that there's puzzles and content from the kids. That's exciting. Where do you guys get your ideas for the newspaper for what you want to write about? You just like do it up like you can just

draw pictures about the season >> or like puzzle up maker is the website we use to make the puzzles and basically you can really do anything. It's real easy. Just got to think >> okay >> about the whole thing. >> Thank you. You could also look up any type of like not commonly known thing that some people celebrate in that month or season and you can also write about that in something that you recently did. >> That's an interesting idea too. >> Once I even wrote about how to make a perfect ginger house. So you can also write instructions. The list goes on and on about what you can write. Do you guys want to introduce who brought you here today? Friends, family? >> Go. >> I brought my mom and dad. That's my dad.

And that's my mom. >> My brother. I brought my dad. >> I brought my lovely mom. >> I brought my grandma. >> Well, thank you so much for joining us tonight. Thank you for bringing them and joining us as well. Um, it's the highlight of our night. Know that you do not have to stay for the rest of it. You're more than welcome to go home and get some dinner and enjoy your time. >> Oh, sorry. I have one question. I looked in this picture here and there's some kids doing this hand motion where it's like this. I've never seen it before. >> What? What is that? What's that mean? >> Oh, okay. >> From 2025. >> Thank you. >> Great job everybody. >> Thank you. Thank you. >> Thank you. >> Thanks everyone. starting

to die down in my house. >> Yeah, >> it's crazy. >> Especially the youngest. >> Okay. >> Um, we have no one signed up for the first hearing of the public. May I please have a motion for consideration of the approval of the minutes of the regular meeting of Monday, December 8th, 2025? >> Motion to approve. >> Thank you, Mr. Second. Thank you, Mr. Davis. >> There any comments? >> Mr. Price, >> Mr. Reic? >> Yes. >> Mrs. Davis? >> Yes. >> Mr. Whitehead? >> Yes. >> Mr. Fox? >> Yes. >> Mrs. Packard? >> Yes. May I please have a motion for the financial report attached here too and incorporated herein by reference as exhibit D in the December 25 2025 SM2 monthly total revenue monthly total expenditures um the financial reports included in your

agenda. I have a motion. >> So moved. >> Thank you Mr. Fox. >> Second. >> Thank you Mr. Ed. >> Mr. Price >> we continue to track pretty well for the fiscal year overall. Um, we did receive our next round of buses uh in December. That payment will be going out uh later here in January. Um, so that's not reflected in these financials quite yet. >> How many buses was that? >> That was three buses. >> So, are we up are we current on our bus orders? >> Yes. as of right now. Yes. The next order um we don't anticipate those until sometime next school year. >> And those the >> that'll be for another three. You always those are always in the five-year plan the budget but the pricing net doesn't get locked in

until we purchase or when does the like until we receive it >> will get locked in once we issue a PO. >> Okay. And um what because seems like things are always going up. What's kind of a timeline of when we can issue a PO? Can we issue future POS for future years and lock in pricing now? >> As long as they are okay with locking in the price that far out. Um there's usually a bidding cycle. We participate um in the Southwest Ohio EPC bid process. They handle all of it. uh that they um collect information from the various vendors and then you um base your order off of those base cost and then any additional options that you choose as a district get added in on top of that base bid. So >>

So everyone in that EPC pays essentially the same price >> bid out there. uh we can utilize I can't remember off the top of my head how long that's good for. It's good for usually a handful of months at a time >> and then they'll issue another So they'll have a few bids throughout the year and it's correct. You lock choose that pricing and lock it in. >> Yes. Sometimes um those base bids will get extended for another few months from time to time, but they the EPC controls that process. >> Have we ever seen them go come back in the last five years? Is anything ever come in lower than previous? >> Historically, it's usually extended for one period of time and that has varied from probably three to five months. So, sorry I

meant as a the next bid when it comes has it ever in the last five years has it ever been lower than the previous bid? We've never seen costs go back down. >> No. >> So, it's >> lately. No. Yes. >> Got it. That's what I expected. >> As long we usually um our first question is um if we were to participate in this bidding cycle, how long how far out? And then we kind of determine because we try to take delivery of three buses every school year just so we are keeping up to date on our fleet. >> Thank you. >> Yep. >> There any other comments, questions? Mr. Price. >> Mr. Fox. >> Yes. >> Mr. Reic. >> Yes. >> Mr. Whitehead. Yes, >> Mrs. Davis. >> Yes, >> Mrs. Packard. >> Yes.

>> May I please have a motion for then and now? Ohio Revised Code 5705.41D1 provides that if prior certification of funds by the fiscal officer was not obtained before the contract or order involving the expenditure of money, the fiscal officer may instead certify. Thank you, Mrs. Davis. >> Second. >> Thank you, Mr. Whitehead. Nothing major. Um, three from Haner, couple from athletics, and oneoffs from uh Hook Cooken Junior High and St. Pats, >> please. >> Mrs. Davis, >> yes. >> Mr. Whitehead, >> yes. >> Mr. Rick, >> yes. >> Mr. Fox, >> yes. >> Mrs. Packard. >> Yes. >> May I please have a motion for a resolution declaring that the board of education of the Troy City School District has reviewed the documents and information prepared by the chief fiscal officer of the Troy

City Schools for submission to the budget commission of Miami County, Ohio in relation to the alternative tax document format filing provided under section 375705.281 of Ohio Revised Code exhibit E. Motion to approve. >> Thank you, Mr. Edict. >> Second. >> Thank you, Mr. Fox. >> This document does reflect the what you approved uh last month based upon what the budget commission proposed to us in reducing the two bond issues. Um and all those numbers have been updated within this document and ready for submission. >> So this includes the property tax. >> Yes. >> Thank you. >> Yep. >> And the latest figures from county auditor's office themselves. Uh they know with our board meeting being so early in the month, they work on our district first. once they get that information back from the state

and entered into their system. So I have numbers to put in the document. Everybody else in the county you they submit their document and they change it afterwards. >> Okay. Is there anything else going on at the state level that may impact us for this next uh so so sorry I guess the the property tax was that a that we did approve last month remind me is that uh calendar year or school fiscal year >> it's calendar year right >> it's calendar year >> so it starts in Jan it's all 2026 >> fact the tax bill that is to be mailed out soon >> okay >> by the county auditor Okay. Is there any updates uh proposals going on in the state house that may also affect us in 2026 like that this soon? >>

No, it will not affect us until uh 2027 2627 school year. Uh we're still waiting on how uh some of the legislation that was uh signed off on by the governor and approved by the house and senate how they're going to um handle the inflationary aspect limitations um which will affect us somewhat with our increased value and being at the 20 mil floor. Um, in fact, the county auditor's office has received no information. Um, and when they do, they're going to have to do adjustments. So, if people pay their tax bill in full once those tax bills go out, uh, there will have to be credits issued, things like that. So if anybody comes in personally to pay their tax bill, they're requesting that they only pay for the first half >> six months. >>

Yep. Or if they call in and ask. That's they're going to be their comment to them. We're just asking for first half payment because there are adjustments coming. We don't have the information. We can't tell you, but when we do, there'll be information. Uh they've also made a posting uh on their web page about it and there will be also a slip when the tax bills do go out recommending to the taxpayers that they only pay the first half knowing that there's changes coming. Um when's our next fiveyear forecast? Is that not till May? three year sorry three plus one year forecast >> next month. >> Okay. So, so you'll roll in at least the the 1.6 million uh hit that we took that >> although although that doesn't affect the forecast because the bond

issues aren't part of that. It's general fund only. >> What about does it get added back down at the bottom of it? >> No. the the bond issues. >> Yeah. >> No, they are it's a debt service. It's O2. They're not included in five-year forecast. Five-year forecast only deals with the general fund. >> Okay. >> Any any information we get between now and me bringing an update to you in February um would be as if we hear anything from the bills that were signed off by the governor. your plan. >> We're hoping we get some information, but we've heard nothing to date. >> Yeah. So, your plan >> that would that could >> if you don't if you don't hear anything, nothing's signed off. You're not going to make any changes from your standard uh

forecasting. >> We've been given no information yet and it would be a shot in the dark. >> Yeah, that's fine. it it will go in the notes that we anticipate changes and if and when we do get the information we may make an adjustment to the forecast at that point >> once we have time to >> decipher what we're told and know the true effect. >> So the forecast now are going in February and October. >> Yes. >> Okay. >> Yes. They've moved them back up, especially the second one. Moving up drastically. >> Okay. >> I mean, there's not a lot that happens typically between October and February. >> Yeah. Yeah. >> So, >> yeah, I guess if after the February one, if there is a big change, it'd be nice to see a delta

forecast even if you right. >> Share it with us, >> right? if it's not large enough to maybe take board approval, but it's important to keep >> Yeah, even as an FYI. >> Yes. >> Yeah. Thank you. >> Yep. >> Thank you, Mr. Price. Please call the role. >> Mr. Reic, >> yes. >> Mr. Fox, >> yes. >> Mr. Whitehead, >> yes. >> Mrs. Davis, >> yes. >> Mrs. Packard, >> yes. Might please have a motion for approval of tax rate. Ohio Revised Code section 5705.34 requires boards of education and all other units of local government to approve tax rates each year and these rates have been certified by the county budget commission. It's exhibit F. >> So move. >> Thank you, Mr. Ric. >> Second. >> Thank you, Mr. Fox. This is a result

again with the uh resolution of approval of the changes being made by the >> this includes the reduction in mills. >> Yes. Yes. Which will collect fewer dollars. So we had to reapprove the rates from earlier approval. I don't think I could say it as well as she did. So, I'm going to read to you what she sent in her email that she sent notifying me of her intent to retire. So she says for the past 33 years she has taught three different drama classes, three different levels of speech, two levels of English n and many various iterations of senior English. So that's typically how that works. a little bit of time to get all the all the um otherwise pretty uneventful. Um I would just ask for you to approve
