good evening and welcome so nice to see so many people online and in person I appreciate your participation and support of our cusd students uh the 2021 2022 School Year is off to a terrific start for our students who are happy to have returned to normal schedules and classes unfortunately covid-19 continues to spread throughout our community with that being said we want you to know that we're committed to providing a safe and healthy learning environment for all our students and staff and we'll continue to Monitor and receive guidance from the state local agencies and public health officials to ensure student and staff safety as we've done since the start of the pandemic and thank you to everyone grace and patience as we contact Trace modify quarantine test and quarantine I know it's a lot for

everyone families are encouraged to review our covid-19 safety plan on our website for updated cusd positive covid-19 cases along with the in-person enrollment for each campus visit our dashboard right on the front page of our website there's good news in all of this for the next two years our students will benefit from an additional $93 million from the expanded learning opportunities otherwise known as ELO funds state iners instruction IPI funds and Elementary and secondary schools emergency relief otherwise known as Esser funds have been targeted for a wide variety of items going directly into classrooms it provides General operational and safety that's including MV 13 filters disinfectant personal protective equipment it is supporting summer school programs class size reduction in elementary and middle schools increased sections for secondary schools additional par Educators for combination classrooms additional

par Educators for transitional Kinder classrooms professional learning for our teachers in multiple areas the mtss multiple tiered system of support specialists in every Elementary School to support site intervention systems and programs again to really focus on learning recovery of our young people Elementary physical education program to provide an improved PE curriculum and support increased teacher collaboration to effectively establish those intervention Systems Technology equipment projectors sound system sound systems excuse me and software so lots more to come and you can see that budget on our website as I mentioned reduced class sizes I want to share the incredible work of our principes District leadership teachers and staff have done to make this possible our kids don't come in perfect packages of 24 or 27 so there's a lot of planning and thinking into how we make

class sizes as small possible currently in elementary there are 682 general education classrooms districtwide we've been able to achieve 98.5% of all classrooms are below at or within a couple students of the 24 in K3 or 27 in grades four and five we have 27 combination classrooms that's significantly lower than our normal average of 70 to 80 combination classrooms so this money has been a blessing and it's been great to be able to focus on the instructional program as I said earlier our students will benefit from these lower classes just for the next two years the money does in the third year won't last so we will have to continue to work as a district on that third year tonight I want to invite each of you to our grand opening event at the newart

steam building later this month the event will take place on September 23rd at 3M and super excited to open that building that project is funded by Mission beo Redevelopment funds and will allow the school's science and art classes which previously were scattered around the campus to all be housed with in one location with this new steam building CD continues to encourage learning in Steam all growing and crucial fields for our future we're excited for our students and teachers to settle into this new upgraded space I want to thank the city of Mission Vio for their support and collaboration on this project this investment will support Mission Vio students for many many many years to come I want to congratulate Wagon Wheel Elementary to Harris Creek Elementary and Don Juan Aila Elementary in Middle School who

have all been honored by the California PBIS Coalition for their efforts to promote good behavior among their students and help them become better citizens and stewards of their communities as I conclude my remarks I want to say thank you to our parents and Guardians for your support and partnership as we work together with our teachers administrators and classified staff to open school safely our Collective value during this challenging time is to keep our classrooms and campuses open for inperson instruction and I'm very grateful for your help in these efforts I also want to welcome reu he [Music] rui yo graan um to our executive director position looking forward for him to start and support our social emotional learning and that concludes my remarks thank you trustees do we have the trustee Jones has comments good

evening uh last week we commemorated another day that lives in infamy the attack 20 years ago on the World Trade Center and uh our Pentagon and the failed probable attack on the White House or the US capital I didn't know anyone who perished in those buildings or on the four flights but I think of them every time I exercise my right to vote the thousands who perish that day will never again be able to vote worship as they please or exercise the other rights that free Americans have it's easy to take for granted what we have in America I hope you will do as I try to do sometimes and take a moment to remember both our fallen military and the Innocents who died on September 11th when we go about the daily activities in

which they can no longer participate thank you any other trustees wanting to make comments this evening no um I would just like to make a a comment um yesterday I had attended a PTA meeting at Torro high school and uh I enjoy listening um to parents who gather uh because I get a sense of what the issues are and um we took a whole hour uh because the principal needed to answer all kinds of questions about covid and in sitting there and just listening I realized as much as we think we're communicating and trying to get word out to you and we've got everything posted on the website um it's very difficult and in terms of you receiving letters and learning that there was a close contact or whatever type of letter you're getting the

question um comes in terms of you know what am I supposed to do with my child and then the question came up well uh I received a message on the machine but I have two kids at that school which one were they talking about or have a child at a middle school and a high school so is out of close contact all these KS things are flushing up and um please understand there is a lot of additional work that goes into US managing this process so that we can ensure that we continue the success we've had with no um cases on our school sites in terms of um uh what do I want to say in terms of transmission of of covid-19 and so we are held very accountable and as superintendent Bal Bry said

we're using a lot of words like Grace patience I like to add to that laughter because these are really crazy times and when it gets so crazy sometimes you just have to laugh and say okay I'm going with it so please have patience with us we are trying to answer your questions we want to know um that we're giving you accurate information so that you can uh make sure that your family is healthy and we can make sure that everyone on our school campuses and administration are healthy so I just wanted to share that with you and I enjoy being out there and listening to parents and and what inquiries you have with that being said uh we will continue on and we have um um didn't have I'm sorry the note was I didn't

ask the student adviser but I had asked um day if she had any comments um so we are on to oral Communications and we do have some in-person um blue cards and we have some people online so I'm going to turn it over to Mrs Hayes to uh do we have any students that would like to speak I do have one card that um I believe it's an indic that it's a student Julie Allen are you a student no you're not a student okay this the card yeah um so with that I have no students for oral Communications I do have 20 in-person cards and two online speakers for a total of 22 um oral Communications cards and we usually take on online first because they registered online okay uh what is the pleasure of

the board 20 minutes is usually our maximum time with having this many speakers what is the pleasure of the board do we want to give full three minutes or do we want to have two minutes each and we have a lot of people in the room speaking on other items I think two uh would probably be suffice even though the last time a couple board meetings ago we did one it was amazing we got incredible information but would be two would be uh wonderful thank you okay and do I have full acknowledgement from the board in terms of two minutes okay uh ladies and gentlemen we are going to allow two minutes the timer will be set at that and that's just to give everybody an opportunity and for us to get our business done

and not to keep these students here too late tonight our first Speaker online is Michelle palaso Campbell good evening superintendent Board of Trustees our Year is off to an amazing start we appreciate all the district is doing to keep students safe and on campuses our PTA can't wait until volunteers are back on campuses hopefully in October but even without being on campus we are busy planning programs like the nationally recognized Student Art program reflections with the theme I will change the world by or our walk to school event on October 6 or an ebike safety Community presentation in conjunction with the city of L Niguel ad Mission Hospital injury prevention program on September 3rd at 6:30 p.m at the Crown Valley Community Center or organizing evening volunteers for homecoming activities and so much more know

that you too can become a PTA member and that you can join more than one PTA so go out and join today one easy way to join is through joint totem.of ta and join online we are also blessed with an amazing advocacy team that is busy coordinating Outreach to our local state and federal elected so join today to support the great work of PTA thank you oh and I have 48 seconds left yay our next speaker is Tim Ramirez Tim is online with us I believe I am can you hear me yes go ahead great thank you for the time I really appreciate it my niece is a student at the Royal Vista Middle School and we happily received an email from her about a fundraiser from Step It Up we were a little disappointed

to hear that she was apparently required to have a certain number of people and a certain number of funds raised uh through this mechanism which feels like a lot of pressure to put on kids that are already under a lot of pressure and and also generates I think some Equity issues for some of the families that those students are part of we happily contributed and we thought we closed the Gap to have her be finished only to find out we back online just to check to get our receipt that the Gap had just been increased Again by the same amount of money it feels a little bit misleading for the people that are trying to support the kids and also for the kids themselves that this there's really a lack of transparency about what they're

being asked to do and how it translates into their regular business I just wanted to bring this to your attention and I would ask that you guys do your best maybe to look into this I think we're happy to support the kids going to school but it'd be really great if we could do it in a clear concise way and a transparent way so that we can get them moving and focused on their studies and also uh not having to worry about things like this we appreciate there's always a gap to close we're happy to help do that but I think a little transparency would go a long way with those of us that are helping to make that happen thank you for the time sir before you get off the line we just want

to make sure that we get your name and the name of the school I couldn't quite hear it I'm sorry my name is Tim Ramirez r a m i e z and our niece goes to aroyo Vista Middle School okay thank you thank you we'll follow up our next speaker are in the room Julie little taxpayer one Heather pnck Robin zardin and please forgive me if I pronounce your names wrong and Julie Allen we'll start with Julie little hi my name is Julie little I have a senior a junior and eighth grader uh in the district and a four-year-old not in the district we meet again and again I wore my special shirt for you as a continued reminder of who we are represented in this boardroom and the many who have come to support

who are we we are the parents or the grandparents we are the moms and dads and legal Guardians who are here to support our very simple message what's our message Parents Choice you elected board members are not the parents of our children you do not have the legal right to make any health decisions for our children so stop it stop with the mandates present and future we demand our god-given freedoms as parents we know what's going on with the Esser funds over 15 million dollars in Esser funds that the district will receive but at what cost the cost of our children's health no no we do not consent to that so remember our message is simple it is our job to and responsibility as parents to decide what is healthy for our children it's not

your job thank you our next speaker taxpayer one please go ahead hello I do pay my taxes I have children enrolled in public schools um I am a Scientist I have two master's degrees in molecular microbiology and Immunology and I wanted to share a little bit with you guys because I do not consent to any of your decisions as a school district um right now we have adverse reactions to the covid vaccine that should not be mandated to any child in K through 12 schools um there are 675,000 injuries there are are 14,000 life-threatening events there are 58,000 number number of hospitalizations these are all due to the vaccines and so it is going to be a parent choice to vaccinate their children or not as adults we do have a choice to go get

vaccinated or not and if we follow the v's website and follow the the uh vaccine companies in CDC that is not being transparent with us a lot of us would choose to not get the vaccine and we're definitely going to choose to not vaccine our children if we have the op option children have a 99.9% chance of surviving covid children are not carriers but actually barriers to the spread of covid the spike protein in the injections are toxic and has the ability to induce vascular heart and neurological damage there are other potential lifelong risks of causing reproductive harm from the vaccine heart inflammation called myocarditis is a common symptom of young adults and children that have been injected with the experimental vaccine and it also has been shown shown to cause brain damage neurological damage

um and autoimmune hypers sensitivity type one so I just would like to let you all know that no one here is going to consent to a mandated vaccine for their child and it should not come from the school district you don't have to do that for me I'm not worried about germs have please go ahead yep hi my name is Heather pack um I'm not one to typically make waves or step out of line or be a public speaker um but I am a mom I'm a mom of three kids my daughter is a senior at stcl high school and my middle daughter is a freshman at Z man high school and I have a son who is in fourth grade at truman Benedict um you kind of mentioned that your it's a priority to

create a healthy environment for our kids at school and I just want to say that What's Happening Here is not healthy um you also said that sometimes we have to laugh and Just Go With It um and I can't I'm one that tells my kids life isn't fair like when they complain about a teacher they don't like or I'm like life isn't fair raise the occasion you need to learn the skills to deal with hard stuff someday you're GNA have a boss that you don't like you have to but this isn't about fair this is about right and wrong my senior last year went from being a St a AP advanced placement um advanced class of student honors um College Bound to failing multiple classes failing um she had to remediate classes over summer school

this is a straight day brilliant brilliant kid who is now on anti-depressants and struggles with anxiety and depression my freshman um who is also super bright was getting fantastic grades struggled as well and is now has social anxiety she does not like like to place her own orders at restaurants she is definitely not comfortable talking out of turn to a teacher um I could go on and on my son who is now a fourth grader um was actually we pulled him last year and was at a private school where they did not mask without incident no issues they went the whole year they went the whole year with a few covid cases like any other flu and situation they pulled them until they were healthy and get back we put him back at truman because

we love our teachers and our administrators I'm almost done we love them so much we wanted to be in our local school and it has been it has been a mess my son is struggling right thing for our [Applause] kids my name is Julia alen I am 63 years old and I grew up in an America that was proud and free I don't even recognize this America that we're in now I feel each day we have nonsensical authoritarians chipping away our freedoms day by day sometimes I think I'm living in communist China I can't believe what you are doing to our children muzzling them forcing them to take shots with no research of long-term effects teaching them to hate each other with with critical race theory if I had any children in school right now

I would pull them out in a hot second so and homeschool them and one thing masks don't work thank you want to make sure we we didn't skip Robin following Robin we have Anna Baldridge go ahead hi my name is Robin zinetta I'm a registered nurse and I have a third grade son in this District first I'd like to say there's absolutely no evidence proving that masking our children will prevent the spread of covid-19 but there's plenty of evidence showing that this is harming our children in fact three NIH funded studies determine that masks do not prevent the spread of any viral illnesses Co is spread by aerosol particles that are small enough to go through masks and The Masks worn in schools are not medical grade masks not typically and they're not changed throughout

the day trapping harmful bacteria and pathogens for continual exposure in Florida a study was performed on face masks that were worn all day in school and after analyzing these masks they found 11 dangerous pathogens including pneumonia tuberculosis and menitis according to a study that was conducted in October of 2020 prolonged maske wearing has been found to result in adverse symptoms such as headaches irritability difficulty concentrating reluctance to go to school anxiety drowsiness and fatigue these are not conducive to learning and it's downright harmful to a child's mental and emotional well-being as parents we have a right to choose whether or not our children wear medical devices covering their face covering their nose and their mouth forcing face coverings on children is defacing dehumanizing and it's absolutely child abuse this requirement is causing physical emotional and

psychological harm to our children your job as public servants and elected officials is to protect and educate our children children not to make medical decisions for them our children have the right to in-person education they're no laws that support this chosen mandate and for our children to wear masks this abuse ends today will you please state your name and then so we can get it for the record thank you my name is Anna Baldridge and I'm the mother of three children in Kappa unified and have been for the last 11 years I'd like to give you a glimpse of what is actually happening in your schools and I'd like to ask you a question is giving our children a great education the goal because if it is I think you've gotten really lost in the

last couple of years instead of focusing on education it appears you're focusing on Healthcare and politics everyone knows covid-19 exists makes people sick kills some people and no one especially our kids need that drummed into their head all day every day I looked at the CDC website today to make sure I have the numbers right and I need you to understand 14 yes 14 children between five and 17 have died in the last 18 months from covid-19 died 14 in the entire country and it needs to stop my kids are all attending cusd schools wear a Mas 6 to 7 hour hours per day in their classrooms when their masks fall below their nose they're called out have been publicly shamed in class mask bullying is accepted at a Royal Vista K8 as correct and

acceptable behavior by Administration teachers subs and students my seventh grade son's been harassed and threatened by the vice principal Danielle Davis who threatened him and then me that she'd throw him out of school for arguing the efficacy of mass he wears it she just doesn't want to be challenged a substitute teacher teacher stated to my sixth grade daughter's uh social science class if you don't wear your mask correctly the whole school will get shut down and then gave the number of positive cases the school has had so far not exactly what she's supposed to be teaching there my son's being bullied by students at school with a parent teacher and administration approval being told if he doesn't wear his mask outside they won't be his friend all of this was upsetting to him and to

my husband and myself but we've come to the absolute end of our patience with the modified quarantine baloney you pushed onto the schools he has now effectively been suspended twice because someone is sick not sick he hasn't Anna thank you for your time uh our next speaker is [Applause] Tammy next speaker is Tammy after Tammy we have LL fitler Linda and Christie it it does help me track if you say your name when you step up to the podium I I appreciate it thank you hi my name is Tammy daring I have two grown children and I'm thank God that I don't have young children that go to school right now because what you're doing is terrible by masking children I live near an elementary school and see these kids every day and they're they

live in fear you you we're spreading fear we've never done this before for flu or viruses and it's it's just wrong um cloth masks are unhealthy um like the lady just said there's a a test that was done in Florida where parents um sent in their masks and there are pathogens and bacteria that grew on these masks and some of the things that that are on there are strep pneumonia microbacterium tuberculosis Nerium and Andi datis I mean the list goes on they found these pathogens on their masks because they get moist after 20 minutes of wearing them and I was glad to see you take off your mask when you when you spoke because you need oxygen to talk what about these kids that are in class and and can't communicate with it's just wrong

it's wrong what you're doing and we need to unmask these kids because they're living in fear and we have to stop with the fear mongering and it's wrong and it's it doesn't do anything it's about control and I just wish you guys would do the right thing thank [Applause] you next up I have LL fitler followed by Linda and then Christy King hi my name is El fitter thank you so much ladies and gentlemen for um allowing me this opportunity to speak um so I wanted to talk about the masking um and you're hearing repeat things and I'm sorry about that but um there is zero evidence to show that the children are a significant R risk of catching or dying from the China virus children who drive to school are at a much greater

risk of dying on the way to school and honestly I have six kids and seven grandkids I wish I could have done something about them driving these kids you know are probably driving but their risk is greater of Dying by driving on their way to school than from this particular virus um and that's according that's not my statistic that's according to the CDC um the CDC also says the following research that children age five to 14 have a 2% chance of dying yet the other deaths that they um say on there is suicide is 1.5 uh homicide is 1.7 cardiovascular is6 drowning is 05 flu and pneumonia is.3 we never did anything for flu and it's still prevalent in our culture as well as the respiratory um disease RSV which is uh prevalent among millions

of children and elderly but we're not doing anything about that and I know I I don't know how much power you have you're you you've decided to go in a direction and as taxpayers we don't want the children Mass we want them to be able to breathe um we know that it has serious mental health on young the inability to communicate the inability to to hear what teachers are saying masking makes people unfamiliar with each other um it makes us less likely to empathize oh my Lord Jesus we need to be able to empathize especially right now in our culture um and God made our faces for reason and S Linda thank you thank you for your time next up we have chrisy King followed by Sher andr David AAL and Jennifer Loya Linda I

so sorry that's next I have Linda I don't even know I'm talking to you because I can't see your faces but anyway um okay so I would like to just say it is great concern to me that as a school board it appears that you desire to usurp the authority of the parents of students that attend schools in this District your job is education as have been shared here tonight that regards basic education the three Rs the school is not the parent nor is it the school's job to co-parent or children the school is also not the doctor or the medical Authority the school board has no medical qual ification to mandate masks and I know you talked about the money you talked about the state mandates but my goodness where's common sense is it

always about money my goodness it's our money we pay the taxes okay by implementing the mass mandates it appears you are just following orders you actually said that tonight are those orders based on science okay so this is the box of facial masks we've all seen these we bought them they're in circulation okay on the fine print in this box it says this product is not to be used it's a disclaimer for antimicrobial or antiviral protection or for infection prevention or reduction now that's the manufacturer telling us these are worthless worthless you're all wearing them and it's kind of it's kind of it's crazy makes me kind of crazy okay so you're requiring masks that are ineffective capture carbon dioxide for reinhaltxmsx thank you Linda in this highly po politicized climate it seems everyone needs

to be on one team or another one of those teams is mask versus the UN masks The Masks fill by not wearing one Europe putting their life at risk and you're selfish and they unass feel like it's unhealthy and they're being forced being forced to wear it takes away their freedom of choice so let's put aside these preconceived notions and look at what the science says which I'm going to skip through because we have two minutes so we have about a decade of random controlled random controlled tests um starting in 2009 most of them were with the nh9 or the um n95 masks and um what they found was that it did not prevent the transmission of any viruses and then again in 2015 they did one of these test on um cloth masks and

mind you all of this is done with healthcare workers well that one the conclusion was that um because of moisture retention reuse of cloth masks and poor filteration there was a higher risk of infection and this study result revolved around healthcare workers as I said and if that was their conclusion for adults and logic tells us it's much worse with kids I'd like to step away from randomized control studies that concluded that masks don't prevent this transmission and focus on logic and Common Sense most kids masks are contaminated they drop them on the ground shove them in their backpacks in their pocket fall on dirty servfaces floorboards of their cars they touch their face more often than they used to and they don't change it when it gets wet and soiled yet the CDC says

it reduces the risk to exposure but hello the holes in The Mask are thousand times bigger than a virus itself it doesn't hold it back I mean it's it's very obvious so whatever help a mask does it holding it back is equivalent to throwing sand through a chain and whatever does get past that fence according to CDC you could still catch it through your eyes the membranes of your eyes ah WRA thank thank you Christie our next speaker just our next speaker um I have on my list Sher Andra Sherry is next actually I'm trying to call ahead Sher David and then after David we have Jennifer hi I'm Sher Andre a parent in the school district I've been to your websites I've attended a lot of these meetings and I just don't hear any

data science anything to back up why we are doing this Co poses almost no risk at all to our kids 4.2 million kids have tested positive for covid only 0.008% have died from covid the flu in the 2018 2019 blue season the CDC said 480 children died that year more children less children have died from covid in a year and a half did anybody on the board suggest that we mask our kids for the fluke no we never did that it doesn't make any sense do you know the psychological Damage Done to children by forcing them to cover their faces by teaching them that the air is toxic that everyone around them is sick have you ever wondered about the health effects of them breathing dirt sweat and spit soaked Rags all day every day

for six to eight hours what about learning to read when they can't see the teachers faces what does it do to their developing immune system well here are some facts facial deformities are on the rise masking children triggers mouth breathing which has been shown to cause long narrow faces narrow masks High Plott vaults Dental Mal malocclusions gummy smiles and many other unattractive facial features according to the Journal of general dentistry bacterial pneumonia is on the rise Dr James Mian MD testified reports coming from my colleagues all over the world are suggesting that the cial pneumonia are on the rise as a result of the moisture collecting in the face masks they're ineffective oral masks and healthy individuals are ineffective against the spread of viral infections writes Belgian medical doctors in an open letter published in

the American Institute of stress September 24th 2020 masking is not keeping thank you thank you would you please state your name so I make sure I'm on track yeah my name's David ail I've got two students at San Juan High School um my perspective is a little different I'm not afraid of wearing masks and I'm not afraid of people that do wear masks I applaud these students for being here I like that you guys are wearing masks it's your option to do so I look at the board and I see some people wearing masks I see some people not wearing masks and I'm completely okay with that I see some people even wearing masks that are maybe a little breathable I've seen those on Amazon I like those here's an average day for my kids

at high school my kid plays basketball he plays basketball at the high school with the mask on he comes home it's dripping sweat He says Dad I feel sick almost every day from playing basketball he's been on basketball teams for two three years my number one thing with this whole mask thing I get letters from you guys all the time about depression about Suicides about issues that kids are feeling on the inside it's different when a kid wears a mask all day they don't get to say hi to everyone that poor shy kid that maybe doesn't get anyone talking to him guess what the talkative kid wearing a mask isn't going to say hi to the kid wearing a mask if we were in school right now you would be sent home you guys would

be sent home masks would be held up to the light to make sure that they're breathable why is it any different in this board meeting than it is in my kids classroom I'm just saying over here the mask beneath my kids have been threatened multiple times to be sent home almost suspended and it's different in every single class but when the mass starts slipping beneath the nose you'd be going home and I'd probably have to come talk to the principal I just want to say suicides have gone up 22% in the last two years 22% in the last two years suicide rates are far higher than anything we're talking about covid related Center of Disease Control for California I can't remember the exact website there's 14 kids five to 17 that have died in the

state of California from our next speaker following General we have Dennis SC I'm a little shorter go ahead I'm Jennifer Loya I have two kids in the district I'm here because I'm worried about future mandates for our children for vaccines La unified is already IM implemented these horrendous plans both fouchy and President Biden spoke to their desire to do store despite the fact that manding vaccine vaccine is both unconstitutional and moral it violates attendant of the nberg code federal law and OSHA which Biden seeks to utilize to force these mandates I'm here to voice my concern and descent before this comes an issue I would you would essentially be enrolling our children in clinical trials the only vaccine that has actually been approved is fizer's bio bio entech city which is not even available yet

fer had his FDA U sorry UEA extended but it's still not mandated comity has been not been packaged labeled or available for distribution only vaccine available is the uas therefore a mandate violates all tenants of the nberg code recently it was revealed Six studies that CDC fiser is not included uh decisions describing um vaccine Effectiveness against the virus in particular the Delta variant from 90 and 95% to as low as 42% for commity the story's biggest concern are not concluded until 202 25 where pediatric studies will not be completed until August uh sorry the final submission is 2025 for diver deferred studies on myocarditis the study to evaluate safety and pregnancy in women not until the 31st of December in 2025 these critical studies are not completed at all recent Studies have showed that six

children children are six times more end up in hospital due to vaccines than from covid as of August 2nd CDC has announced that a study of 12 to 17 year olds 39 thank you for your time our next speaker is Denise please come forward following Denise we have Jessica guy open heart surgery following Jessica guy we have have [Applause] Elena hi my name is Denise scard and I oppose the mandates this is not a vaccine it is experimental drug and to mandate this on our children before we have enough information on this is crimes against it I know of five people that have died from this experimental drug and as far as the mass mandates have any of you considered what this is doing to our children their health development Social Development are being compromised

your mouth is the dirtiest part of your body and they are breathing in with these masks that they are not changing throughout the day and I'm sure you guys aren't either but but anyways um our children need to breathe fresh air as well as you do and masks don't work if you look when you buy a mask it says they don't work for covid-19 I just witnessed someone kicking out five young children and scaring them into thinking there is something wrong with these children this is child abuse and how do you sleep at night why are you not defending our children what has happened to America and really you really need to start thinking about did any of you wear masks growing up did you have to during the flu season or anything like that

no you haven't so start thinking about these children because they are suffering and that's all Jessica go ahead good evening superintendent vital brutaly president bolus uh trustees and student advisor we are 21 days into the school year and more normal things are happening with the district support and dedicated side admin and teachers are student students are in school full-time in lower class sizes in the elementary grade levels PE is happening playgrounds are full of students football games under Friday Night Lights with record number of student Spectators are being played band and theater practices are happening and all these normal things are happening all um and we know our students want and need them and we enjoy attending and watching as well but there is one major thing to add to these normal activities covid um

so so now imagine you are a site administrator or support staff attendance clerk student services clerk Athletics director trying to do normal things during not normal times for your students making the best plan you possibly could at the start of school and having to constantly pivot and doing your normal job outside of and your normal job too outside of covid and covid protocols you would be exhausted still completely committed to your mission to serve students but you probably be feeling like you are on the 120th day of school and not the 21st we have amazing people working at school sites around this entire District they are principles who are outd directing traffic they are APS who are picking up trash they are student services clerks who are making sure our students are safe School nurses

who are enduring the brunt of covid they are attendance clerks who are counseling students on the consequences of being tardy but ended up finding out that through talking to the student that there's been the death in the family and um things have been very hard campus supervisors custodians so all these dedicated people on our campuses I just wanted to say thank you and as a reminder to all of us parents of what they do on a daily basis Better Together working together Jess very appr our next speaker is Elena follow Alena we have Deborah and Laura and please state your name in case I pronounced it wrong thank you you pronounced it correctly that stuff is Toxic by the way that he's spraying up here ah I gotta hand it to you I was not

planning on speaking here so please forgive me because I'm going to jump around a couple things I'm a 51-year-old mother of an 8-year-old child I have pulled her out of a private school in which she was th driving it was in the lagona beach district and I did not choose to bring her into an elementary school here for obvious reasons I do not wish to have my child segregated I will not jump through hoops to get a mask exemption for a child who has the god-given unable rights to breathe oxygen she does not need to be segregated we we got rid of segregation supposedly a couple two three decades ago no listen to this our kids have gender choice but no mask Choice that's crazy that is crazy The Masks are an accessory as we

pointed out here they are an accessory to the crimes which you all are complicit in committing against our Offspring our children they are not your children they are not Wards of the state they're not yours they are ours we protect our children this is a futile exercise in Mindless zombification of our children line up come get your temperature come get your shot and you point these guns at our children's pineal gland tell me you want that happening to your child I took her temperature with the manual thermometer every day of school when they had a waiver and she went to school I do have something to call to these children the LA the New York Times published about ticktockers 17-year-old approached by a I'm not gonna have time to say this but thank you our

next speaker is Deborah Johansson I'm so sorry we have to move on to the next speaker president bulus I think we usually we usually uh invite people to please email us because that's even better we have more time to read it so I I appreciate that thank you Deborah please come forward following Deborah we'll have Laura I'm a mother of five I have four kids in the district at vistad delar Middle School um and three at the elementary school I loved your trusty Jones I loved what you talked about I am I I was in college in 2001 it was my freshman year um and I am living and one of my rights to live right now is to be a parent to my children and be an active participant in their education I've always

volunteered in my kids' classes every single one of them when we used to be in the G Beach School District my son was in Community Learning Center and I taught art every other week which is what my degree is in um this year you guys decided I don't actually know who decided I've called the District numerous times and no one seems to know who came up with the safety plan the safety plan says that parents are not outed on campus guess when we were informed of this less than a week before school started I got an email that I would not be able to meet my kindergarteners teacher that I would have to drop him off at the curb um trusty castalanos you keep rolling your eyes more than a high schooler and it's kind

of making me crazy um I want you to know that I want to be an active participant in my child's education and there is an education code that is law let me tell you the three first points of that observe the classroom it's my right to observe my child's classroom and I will and I will be observing every single classroom that they attend it is my right to meet the teacher and principal number three to volunteer my time and resources not limited to providing assistance in the classroom and I will do that you guys make up this choice to not allow parents on campus do you not want us to be in involved in our child's education Deborah thank you for your time the next speaker is Laura in Laura in please come forward following

Laura we have pette following pette pette we have joy members of the school board um I'd like to say that these are definitely the times that triy men Souls Thomas Payne and you the school board the teachers union the Department of Public Health the government have taken away our rights and this has gone too far and they're not you're not using common sense and we're done with it we're tired of this control and you've forgotten how our country was founded on Liberty and freedom to make our own good choices using our own good judgment and now what you've done is putting tyranny on our children and grandchildren we don't want masks we want no masks we want no mask mandates no vaccine mandates [Music] and this represents fear submission and control on our kids we

don't want CRT and this has no place in our schools we should be teaching 1776 program which is our American [Applause] history I do know I know you voted not to have masks and we appreciate that but what are you what are your next steps what are you going to do to protect our children this is wrong thank [Music] you R please come forward oh it's starting good evening thank you mask mandates or violation of our privacy and property rights as protected by the state by state and federal law the Fourth Amendment Amendment of the US Constitution states the right of the people to be secure in their person's houses papers and effects against unreasonable searches and seizures shall not be violated title three of the US Civil Rights Act prohibits discrimination based on medical

condition example given and vaccinated in private businesses such as grocery stores Banks restaurants hotels and including schools um so um concerned parents and grandparents I'm the mother of three and a grandparent to four um so all of you parents behind me and grandparents there are many fine law firms that we need to start contacting Alliance defending Freedom American Center for Law and Justice they can help us and we need to start contacting them um about the Civil Rights it says any person who violates your rights can be held un liable under Title 18 UC USC section 242 deprivation of Rights penalty for the crime can include life in prison and death penalty so let's start taking this seriously um throwing money at the situation my mom was raised in a one room Schoolhouse with all

grades in in it she she was a very intelligent woman and her sisters graduated college with high honors what I think it's solution to me much of our problems is we took prayer out of the school and bibles you want to raise healthy confident children let's give them scripture John 3:16 for God so loved the world that he gave his only begotten son that whosoever will believe in him will not perish but have everlasting life thank you Joy go ahead thank you dear president president bulus superintendent for T Bry and honored trustees welcome to the 2021 school year since the middle of August CA members who include all facets of our certificated staff have been hard at work these Educators have been working diligently to ensure that the students in our district were ready to

come to school in the midst of an ongoing pandemic who would have thought that we would still be in the throws of covid yet here we are and teachers are once again at the front lines on behalf of CD this year based on the revised cdph guidelines I've been able to begin my school site visits I have been witnessed to the countless ways our teachers have gone above and beyond throughout these tumultuous times on inspiring is one word to describe what I've seen amazing outstanding phenomenal marvelous remarkable stupendous and impressive are a few more adjectives we could add to the list tonight I stand before you not just to remind you of the dedicated professionals we have in cusd but also to say that we are well on our way for 2021-22 there's much to

be pleased about CUA has welcomed over 300 new teachers into the district the new steam building at newart is a refreshing addition to that site our Co response team has done a stellar job in updating us with the most current and relevant information we have many new Chromebooks for our students everyone has stepped up and brought their aame I could truly go on and on and on about the wonderful things taking place in our district I'm sure you will be conducting your own site visits and get a firsthand look at the staff and students giving it their all each and every every day there's nothing that can replace being on a school campus and watching our Professionals in action the collaboration that has taken place within our district organizations as well as the PLC work

at the sites has been the key to preserving the education for students within our schools it was our Saving Grace that made all things possible Hees to an amazing outstanding phenomenal marvelous remarkable stupendous and impressive year thank you all so much that concludes our oral speakers I just want to take a minute and clarify because I know we have over 60 people also streaming and there are some comments made and I want to make sure that our public um understands so first I want to make sure we understand that we don't teach critical race theory in this District we're not mandating we're not mandating vaccines we must follow the C pH guidelines and laws including kosha this board doesn't make those decisions and certainly our unions do not make those decisions either we do not

have uh we have a zero tolerance policy for Mass bullying and we will be following up on those families that raised issues tonight school by school because we have a clear commitment to making sure every student feels healthy and safe and I just want to clarify that this evening I think uh trusty casos oh here is President buz okay we're just going to recess for five minutes I just sent you for 15 determining steps to ensure availability of textbooks and instructional materials fiscal year 2021 2022 time is now 8:35 p.m. do we have any speaker cards for this public hearing we do not okay and not having any comments uh we will now close the public hearing and the time is 8:35 still 8:35 [Music] p.m. we will now move to the consent Calendar please

note per board policy 9323 point2 and in accordance with the law the public has a right to comment on any consent item at the request of any member of the board any item on the consent agenda shall be removed and given individual consideration for Action as a regular agenda item each speaker is allotted five minutes on multiple items or three minutes per item Mrs Hayes do we have speaker cards for the consent calendar we have seven we have seven all right I will ask you to then call on those wanting to speak thank you does the time remain at two minutes or are you going to go with the three and the five [Music] seven they should be able to stay at 3 okay our first speaker is Amanda Dalton following Amanda we have Malia

Anderson and David Chen in that order please Amanda good evening Board of Trustees and superintendent um I'm grateful to be here tonight I'm grateful I have the freedom to be here to speak about my children and their Public School experience I have two children at San Juan Elementary School where we are enjoying a very natural um introduction to other cultures and other languages and I really appreciate having that opportunity in this District they're doing an excellent job there I want to speak about um exhibit 8 about the partnership with Orange County to provide rentree uh space of the district's choosing for after school vaccination covid-19 vaccinations um there was not a lot of detail on this item on the agenda um I have a lot of questions about it but first I want to state

that I am firmly against this and I believe that if most parents um read the agendas and knew that this item was on the agenda you would have a lot more people here um a year ago I practiced with my first and fourth graders saying I do not consent please call my mother that was a year ago and I prayed that we would not be at this point but here we are it's a little sooner than I thought we would be but we're here and you're bringing the vaccine to the school site what is the county giving you to approve this the agenda did not give any details on a monetary exchange or details of this duly reciprocal relationship will the district receive funds based on the number of vaccines processed will students be able

to be vaccinated without parental consent before you mandate them to be vaccinated vaccine demand is down those who have wanted one have already been vaccinated if it's for the Mandate if it's this location is provided um due to the teachers being mandated to be vaccinated can't we just do it here at the district office um or another non-school District site it has no place in our schools even if it is after hours for now there surely will be legal issues that arise when a child is given a vaccine against a parent wishes and thanks to the 1986 National childhood vaccine injury act manufacturers are not held liable what happens in the event of a vaccine reaction or vaccine related fatality you can bet parents or vaccinated teachers will go after the district because this is

where it was performed or mandated you're opening Pandora's Box by offering up District sites for this purpose having school sites to be used for vaccination will also further divide the school community most harming and isolating students like was mentioned earlier by a speaker we have had enough suicides in this District over the past 18 months even one suicide induced by covid-19 trauma and isolation is too many if the district is in the business of medical care we should invite our County Health supervisor Clayton Chow a psychologist to set up mental health counseling sites for all the damage we have put our kids through by sending them to public school during this pmic our next speaker is to let you know that also in addition to the seven blue cards in person we do have three

online so we we're still apologize go ahead speak my name is Malia Anderson I have two children in the district um I'm also here to speak about agenda item 18 in which the board is considering setting up vaccination clinics on school campuses my question is why why would we even be considering this covid vaccines are readily available just about anywhere you go you can show up at any CVS or Walgreens and get one anytime seven days a week there is no shortage of vaccines or places to get them putting vaccination sites on campus is nothing more than conditioning and coercion why would you be putting these on campuses unless you intend to eventually offer these to our kids while in your care or is it to chus them to walk on by and get vaccinated

after school teachers are already this is happening already guilting and coercing and humiliating our kids for their vaccination status as it is it is shameful is it your intention to shame them into getting vaccines after school or worse is it your intention to vaccinate them during the school day without parental consent your answer today today maybe no of course that's not the plan but I'd add the word yet if you're putting vaccination sites on campus it is only a matter of time before the overreach continues and you decide to take matters in your own hands it is not your responsibility to make medical decisions for our children it is ours it is not your right to course or Force our children into a medical procedure vaccin vaccination sites have no business being on our school

campuses as the previous speaker mentioned there was no explan of a monetary exchange and I would be very curious to know what that is we do not consent our next speaker is David chin and I will be passing out materials to every trustee that David provided I Am David Chan and I want to share some concerns and some good news with with you I um made of uh some information links uh it's been passed to you I be happy to send more electronic version or I have lots and lots and lots of data concern number one the MRNA vaccines uh injuries continue to Skyrocket the uh cdc's vaccine ever event Reporting System called vus it's an there under concern number one shows this plus lots of the databases lots of personal videos I encourage you

to check into them vaccine started somewhere around February or so it takes a while for result to show up and now children are joining in the crown and still follow behind the adults this is what's happening with adults some of them about one or 2% not very large but very devastating neurological problems that do not go away cannot work my uh nephew's lady friend uh it's only in the late 20s stroke always like what what are you talking about you know my wife teaches in Orange County her teacher friend's niece uh Works in medical office somewhere coworker took a vaccine a reaction still cannot work uh my niece I'm watching her she had Ley not U mono check for mono so eye on for her because it's always blood clots micro blood clots big gr

blood CL class that join together that knock you and kill you so anyway I encourage you to check it out that's the effect number two vaccines are faing around the world uh you have the links England Singapore Australia especially Israel especially Israel they already report this number three we're still in the phase three of the experiment in spite of what FDA say fcas um approv the com Mir na which is uh not what we're using right now so we're still in the middle of trial and so informed consent for potential future effect for the children is very important otherwise we're like a Nazi and Japanese doctors good news is that there's a solution Japan Africa they Japan uses ired throughout the whole country their data is better than ours by a factor 10 to 15

thank you speaker is following following Elena we have Kelvin mclaskey and Lori mclaskey and [Music] jam my name is Elana and um I was actually stunned at the reaction I got from these children up here who are supposed to be representatives of their schools if I rolled my eyes at any adult much less my friends I would be chastised by my parents shame on you guys for allowing that kind of representation and letting our children be taught to be so rude respect your Outdoors right the district is acting on its own the mandates are they're not being enforced okay other schools have called and talked to the Department of Health and asked them they said yes they're mandatory but we're not enforcing so this creating this vaccine site is shocking to me it's disgusting it's

deplorable it's shameful I don't know how any of you can think or hear of any adverse reactions to any child across this country much less in your neighborhood in your hometown including deaths to young children and think that it's okay to manipulate our children into getting shots by saying it's here on the campus it's okay I got one suit yourself but not our children not on our watch how dare you the county the Orange County Board of Education is against the mandates the districts are acting on their own and we the people do not consent you do not have our consent to manipulate our children any further than you already [Applause] have opening up property that is paid for by our money that means we own it we own the lights we own your desks

we own the the children's classrooms everything and you are not doing it with our consent you should be ashamed of yourselves I don't know how you go to sleep at night and wake up thinking that this is a good idea please understand if this was your child would you want them getting that vaccination it is your choice absolutely your child your choice my child my choice not yours Mr M all right thank you so uh yeah it's nice to be here thank you my wife's been here many nights one night at 1:30 in the morning thank you for extending that night I watched on Zoom um three children um been in the district since 200 I guess for 18 years um and Liv in theer ranch and it really just concerning here is item eight

and um I think on its face it just opens up literally a Pandora's box of amazing so I just for a second um researched and went on the kappo website and your mission statement is this the mission of krono UniFi district is a professional learning is to positively impact student achievement through a coordinated program that others relevant and meaningful learning experiences for educators okay period end of sentence and you get get your tax dollars and I pay Melo tax for 18 years for additional benefits you have a separation of powers and it just there's no information in here and I think you're opening yourself up for a lawsuit and I think that's the one thing you're concerned about is your fiduciary duty um so if we got to go there we're going to go there

you have a separation of powers the County's role is for public health your job is to educate our children and the every facility and every dollar that is spent besides the Federal grant money that you applauded getting additional computers for and teachers we'll see if you can hold on to them next year you you're under the state of California Constitution and you have you have fiduciary responsibility it's nice that I get three minutes so I don't have to speed talk but I think there's way more information that needs to go here and you were opening up an opportunity that states here in this agenda item you know item 8 exhibit B that families and employees will use this service as a convenient option for voluntary vaccines well that is not the purpose of cistron a

unified school district you should be ashamed of yourselves for even putting this on the agenda you are not in partnership with the County of Orange you have a separation of powers the state's responsible for things the Count's responsible for things and you are responsible for things so superintendent fatal and your staff to put this on as an agenda item is all criminal should be taken off you should have way more information you should be not going this route so no we don't consent and I think you're opening yourself up for some litigation our next speaker is Lori MOSI hi good evening board members good evening Miss bronstein you're our representative for Lera Ranch area it's nice to see you again hopefully someday we can meet up together that would be nice um I'm an attorney

and I'm a mother and I'm also here to talk about agenda item number eight um my question is why is this needed I think we all know anyone who wants a covid vaccine can go just numerous places to get a vaccine it is definitely not needed at our school site and I'm just wondering why are we doing that why is that even proposed I'm sure that there's some money involved but this is completely out of line and completely it is not in the realm of what a school should be doing your the purpose of a school obviously to educate children not to uh not not to do this not to this is just absolutely wrong and um I do think that you're opening yourself up to liability by doing this what if someone has a

reaction on a School site what are you going to do how are you going to handle it um furthermore the the evidence just doesn't support it I think as far as I understand there are zero recorded cases of transmission in our school district why is the school going you know they're they're going that the measure the fix doesn't match the issue there are such low um um such a small um percentage of children are actually are harmed by covid versus the flu we all we all know that so the fix just doesn't match and um the other thing is that if we're doing this we're offering this on school sites you're going to have children getting vaccinated and the the studies have not been done adequately for children so there's really no no justifiable reason

to be offering this I'm completely against it I think when other people really understand what this agenda item is about they're going to be against it you should not be going this route it is definitely wrong you need to examine yourselves if you think that this is right this is not okay and thank you so much and by the way also I support the other gentleman that spoke earlier regarding masks and um exercising indoors you have kids doing in weight room indoors with a mask on that is just how anyone could think that that is a good idea is beyond me I have no words for that anyways thank you so much next speaker is Jane do please come forward I'm really grateful to have the freedom and the ability to come and speak here

today I'm going to assume that you might not know about all the adverse reactions that are happening to the vaccines because the information is being censored right now the CDC is giving out guidelines and the FDA is approving these things and saying things like they're safe and effective but I've watched countless videos of children and adults talking about their adverse reactions that came right after their vaccinations there are deaths that are happening including to Children there's more children that have been hurt by the covid vaccines that they've received for the ones that have been have actually been hurt by Co the virus itself I think what the last person was saying is true that the risk outweighs the benefit children kids up to 17 have a 99.998% chance of Total Recovery without hospitalization without having

any serious issue there's a lot of people getting covid that have very mild symptoms like a flu also PCR tests do not differentiate between the flu or covid-19 and they are very well known for having false positives I don't know why our government agencies are choosing to push this narrative down that PCR tests are a good way to know if someone's sick or not uh you can tell if you're sick because what happens inside of your body there are natural things if people are sick the idea of quarantining makes sense but the idea that vaccinated people and unvaccinated people are being treated differently in the school which is what I'm hearing doesn't make sense because what you may or may not know is that the co 19 vaccines do not stop you from getting or

spreading covid-19 so an unvaccinated person could get it and spread it or they could be immune a vaccinated person could get covid and spread it they could be asymptomatic and not know they're sick and spread it and yet there's these rules that I'm hearing about that the kids that are vaccinated get to stay in school and the kids that are unvaccinated have to stay at home in quarantine that doesn't make sense if both can get it and spread it then both should be treated did the same it also makes it so there's not privacy because it's clear if someone's out of class for 2 weeks they're not vaccinated I don't know why the segregation issue is coming up but it's being pushed from the president of the United States the president is saying it's a

an this is a pandemic of the unvaccinated that is literally ridiculous because as I mentioned you can get and spread covid if you're vaccinated the idea of putting a site on a vaccination site on one of the schools is outrageous you need to get it out you need to understand you need to get it out and these CDC guidelines are not safe for our kids we have the right to breathe it's a human right and putting a mask over our face makes it so we can't breathe and the kids can't breathe it's not healthy you can see doctors and nurses and scientists from all over the world sharing but yet our information is censored on social media people think it's Miss thank you for your time now we'll move on to our online speaker our

first online speaker is Michelle palal Campbell Michelle before you begin will you be speaking on more than one item I am speaking on more than one item um so I'll increase Michelle's time for our policy that they get to speak on multiple they're speaking on multiple items Michelle go ahead hey thank you good evening superintendent Board of Trustees to is a parent of children with special needs and a person who supports public health for our community health and safety I have heard so many people tonight talk about freedoms and our history and our Great American past and I was fortunate to be in a meeting this morning with one of our trustees the fact that our school sites historically were where communities came to be vaccinated this happened in our country part of our freedoms

in the 1950s with the polio vaccine so this is not something that is unusual or different than what we have done as a great nation trying to protect the health of our communities in the past so I thank you for being a good Community partner and allowing our sites to be used outside of school hours for voluntary not mandated vaccine clinics our schools are the centers of our community and as such should be a place that our community members can come outside of school hours to receive a voluntary vaccine I appreciate you working to try and serve the needs of our community because not everybody has the luxury of a car to drive to the newer CVS or R Aid or somewhere else and the school is where they can walk to and as for

item 12 thank you for starting the ortm Gillingham training for dyslexia I appreciate that we are training our elementary sites to work on early identification for dyslexia I hope that this program is expanded into the middle schools and high schools since many aren't identified as dyslexic until they are truly struggling in middle and high school academics thank you for promoting these programs for our community and our children and for doing what you can as a public health partner with our communities thank you our next online speaker is Katie Katie V go ahead can you hear yes can you hear me yes go ahead thank you I am also opposed staunchly to number eight using our schools as a vaccine site oh and I am speaking on two items can you raise the clock to five

please yes thank you um I I just have to comment on the speaker before I I appreciate your passion however polio is 100% different from covid covid comes with so much um Stress and Anxiety and Force and and discrimination against it it's it's completely different you really can't compare the two and um there is a in the exhibit it does say that it's after school hours however it says that the donor reserves the right to change the above mentioned dates and times by simply uh submitting a letter which means that that can change at any time you can have these available during school hours and we we may not even know if that's going to be happening do not make schools a part of this insane mandate or push to get everybody vaccinated if you

want to be vaccinated you've gotten it already there's no reason to bring it onto campuses enticing coercing children that don't understand the repercussions and maybe don't want to feel ostracized by their friends saying oh you should do it the other item I want to speak on is item number 34 where there is a student records uh issue 0 item 34 is later in the agenda so this is not the appropriate time to speak on that item so we will call on you again for item 34 okay so do I have the five do I still have my five minutes you do not okay so I want to close by saying that if you continue to refuse to listen to the people that have elected you to hold your positions three things are going to happen

either you will be recalled you will be litigated against or you will have a mass Exodus of your students thank you our final consent calendar speaker is Lisa I do not have [Music] Lisa online with us at this time so that concludes our speakers for consent thank you may I have a motion to approve the consent calendar excuse me do I have any trustees who want to pull anything on consent I'd like to pull seven eight and 11 seven eight and 11 any others okay do I have a motion to approve the consent calendar I'll move items 2 through 26 with the exception of Seven 8 and 11 I'll move the balance second okay motion moved by trusty hanich seconded by trusty mcnicholas and okay student adviser Pia trusty brunstein hi trusty bulus hiy ctios

hi trusty Davis hi Rusty hanich hi trusty Jones hi trusty mcnicholas hi motion carries 70 by a roll call vote to approve the consent calendar with the exceptions of items S 8 and 11 okay and now we're going to move to our discussion action items where we have an audience that have been patiently waiting to be able to present some fun stuff item number agenda item number 27 is the committee for naming Al liso Niguel High School New stem building and I'd like to recognize truste Christa casano in truste area number five to present this uh thank you president vulas this is super exciting to present the item to the board um this is why I love serving the community of Aliso vijo as the opportunity to work with uh my community and our amazing

students so I just want to give a quick brief overview and then I'll um let the presentation continue so the committee met twice uh at Alisa Miguel High School and some of the committee members were our mayor proem Ross Chun principal Hatcher was in attendance we had our office manager Don Stanley in attendance our chemistry and physics teachers were also there we had several PTA volunteers that came out um Clark Hampton was also at the meetings and of course um our amazing students that are here to help me present they're going to do a much better job than me I'm sure um so with without further Ado I'd like you to um come on up good evening board members I'm Amanda zidron and I'm Ashley bilgen okay throughout our meetings we made it our goal

to select the diverse group of individuals to represent the values we wanted to promote within our campus and consequently have our students aspired to be um okay um our first candidate was um Rosalyn Franklin she was an exer crystallographer and a chemist she discovered the density of DNA and established that DNA exists in a helal confirmation which helped make more accurate x-ray patterns in DNA molecules Franklin's work was Central to the understanding of molecular structure of DNA RNA and viruses um next we have Edith Clark um she was the first went to be professionally employed as an electrical engineer in the US and the first female professor at this subject she invented a graphical calculator which simplified the calculations necessary to determine the electrical characteristics of power transmission lines and she was inducted to the

inventor Hall of Fame for this invention she also received the Lifetime Achievement Award from the Society of women engineers for helping develop and install the turbine that generate hydrop power during the construction of the hoba um finally we have Mario Molina um they were the first Mexican born scientists to receive the chemistry prize he was a co-recipient of the 1995 Nobel Peace Prize Nobel Prize in chemistry for his pivotal role in the discovery of the Antarctic ozone hole which is caused by carbon chlorofluorocarbon gases um he worked to prevent and repair human cause damage um to the Earth's atmosphere which led to an international movement to limit the widespread utilization of chlorofluorocarbon gases um he was also awarded with the US Presidential medal of freedom by Barack Obama in 2013 and our fourth scientist is

Chan Shing Wu an Asian-American scientist who made significant contributions in the field of nuclear and particle physics and helped develop the process for separating uranium into uranium 235 and uranium 238 Isotopes by gases diffusion in chemistry and our fifth scientist is George Washington Carver an American Agricultural scientist and inventor who promoted alternative crops to Cotton and methods to avoid prevent soil depletion such as corn pees Etc and our last scientist is maram D di who is the first African-American woman to earn a PhD in chemistry and with these revolutionary underappreciated scientists they will help in they will help students to Aspire for a life um for a time with inspired learning and lead to an an inspired life thank you for your time and have a great rest of your evening just a a quick

note also um for the building so the committee kind of decided that we didn't want to name the specific building so um as the students mentioned these are classroom names so there are six classrooms within the building and those will be the names of the classrooms so the building is just going to um stand as a fisi building because it's going to house our physics and chemistry classes that are going to move into that um new facility and then also we were inspired uh the school resides in Aliso vijo and um they have a city tagline and so we use that as inspiration for our tagline inspired learning Inspired Life so that's kind of a little bit of background about the building and as um the ASB leaders gave the information on the classroom so

any questions from the board trustee Hanah thank you uh thank you all so much this is super exciting when we get a chance to have a new building in cusd it's it's amazing and then to really have it focused on stem is double double amazing so it's really incredible I want to thank you all for coming out this evening I hope you don't have homework but whatever it's 910 um so we have been we've had other community members that have been really interested in what you've been doing they love the names you've picked they've loved the work you're doing and one of them is our one of our esteemed pass board members Mrs Crystal candover and she has some incredible ideas Martha has knows her as well and she was so excited and interested in

what you were doing and this opportunity to showcase American scientists especially American scientists of diversity and uh different backgrounds so she kind of had some ideas and we'll share them with uh Mrs castanos and then she can kind of maybe work with you guys maybe we can even add with this information on your building you may be in a foray we could have a rotating display of different scientists because there's more than you know thank goodness you have six build six classrooms to name but I think we even have an opportunity for more so your whole learning space can be immersed in science so again thank you all you've intrigued many many people who are listening and watching and I appreciate it thank you mcnicholas um I'm gonna continue on that Crystal korfer also historically

was involved in the naming of Aliso high school if you didn't know that when Alisa was first open because it was in uh Alisa Vio and it was well why don't we call it Al liso Vio High School except at the time 85% of the kids were from lagon and Miguel so they went through oh should it be Laguna vijo or Alisa Miguel and so that's the story she was on the board at that time so she does have some history in naming things um I know one of her concerns was a couple of these um scientists were not Americans and the the um not that I'm you I am a patri but the the idea we didn't want to give anybody the idea that you couldn't be that we needed to have our scientists

and Engineers come from other countries that we wanted to make sure students knew that they could study and grow here um so I don't mean to say that we can't honor scientists but that was one of her concerns my concern I had some other suggestions and I don't know how many uh scientists and Engineers you uh research um but some of my favorites are Sally Ry who was the first uh American astronaut she was also a scientist an engineer uh Mary Jackson who was NASA's first female African-American engineer if you ever watched the movie hidden figures she was Mary Jackson was prominently there and our own not for um historical but even recent uh Dr Lucy Jones who's a seismologist up at Caltech back so and I think the entire state looks up to to

Lucy Jones so those are just names I of the ones that I kind of admire these are some of the ones you have I haven't heard of some of them I have um so I don't know how set in stone all of these names are but um I certainly like the overall name of the building and I like the tagline so and I think principal Hatcher maybe has some inut them too yes thank you so much for your time tonight and as a former chemistry teacher I definitely took this to heart with with with with our new building and so I just wanted to provide a little more context of that conversation so obviously there's a ton of scientists that for us to choose from and we actually took it one step further and when

our amazing students did the research we really wanted to focus on um the breakthroughs in science having that be a topic that we would actually teach in a chemistry classroom and a physics classroom so we took it to that next step so when we talked about um uranium and you know fision that is something Fusion division is something that you would teach in a chemistry classroom and the intent was is that all of these scientists would be a conversation starter and we almost intentionally pick scientists that we haven't necessarily heard of there's no movie about so we can to get deeper into that idea but all those names are were there and and those names actually came up in the conversation but the students really felt that it was super important for it to be

um scientists that are stable um for the to have those conversations of really just kind of G digging deep and the teachers brought up that aspect of like hey I teach this in the classroom I can I can use that that we're sitting in the Edith Clark room and why you know why is there connected to to our um to our topics and so if you notice all these are about chemistry and physics because those are the classrooms that that are going to be in there and for trusty hand we had the same exact idea about having a rotating gallery of more current scientists actually the students said hey there's like 20-year-old scientists out there like they're doing amazing work and we're like yeah totally but for these These are kind of ones that um

are established that we can you know put on a plaque and have it really have it be the anchor but then also having our way be be a place that we can have a rotating recognition of scientists there's a certain you know um Topic at that time and that we really want to make this as a as a as a place for our middle schools and elementaries to really come and and for our current students to really uh highlight and just really get that thinking about about science so I just want to provide a little more context for that yeah thank you I appreciate that because I that that gives it a lot better context trusty Jones M so I had an an email conversation with uh Mrs K korer as well it was very

interesting uh because um I thought well you know this is interesting not everybody is is American so I looked up uh Dr Molina and indeed Dr Molina was a naturalized US citizen just as Dr Dr Woo was and I pointed that out to her she thought that was great information but what I learned more in researching him was this I went to UCI and I had a a pretty good friend who was a professor in uh science there I became friends with him and I started going to his house a lot and he would have other uh professors over for dinner and one of the scientists I met there uh one of the faculty members was Sherwood Roland and um if you follow climate science at all uh Sherwood Roland is the one who is

always named as finding the hole in the ozan layer and I was very surprised to learn that another UCI Professor who I never heard of Dr Molina was his co- Nobel awarde and what that says to me is just as you were mentioning uh uh that these are sort of The Unsung uh I don't think George Washington Carver so much is but the others you know I uh Sher would Rolland I know everybody called him Sherm I know that about him I mean and I know somebody who still works in that lab today and everybody talks about Roland I never heard I mean I'm not a scientist but I never heard anybody talk about Molina so I think that's really significant and I and I'm really glad to see that the students chose someone who

is a little more unsung than Sher Roland because there there have been you know stories and songs about him uh and uh and I I just I shows me the kind of thought and the kind of emphasis that's being made here so I I appreciate that thanks thank you all very much any other trustees trustee Davis no I think it's great I think um I appreciate you all being here it's so fun to see you all here and I'm assuming that you're all scientists and love this and I look forward to seeing what you do in the future good job um scientists have made notable contributions across across all time right and there's thousands more than these than these six that are chosen um and I love the contributions that they've made I taught science

for a bit I love stem there's nothing I love more than ma um I just have a few questions and as I'm looking at it what are we missing um in these names why are we here tonight um we want to be a school district that acknowledges those that have gone down to higher education as an example for us students to emulate and why are we missing their titles i' I'd like to see their titles PhD MD um win winner of the Nobel Peace Prize I mean that's what some of the things that we do in education is to help our students choose to move forward in education so I would like to see um the titles I'm not sure if there's a reason maybe why the titles weren't or on here but I I

would be interested in having the titles added um I feel like each scientist should have their credentials their credentials would be would be great I mean we we value that and appreciate that and acclaim that so um and also I A friend of mine has been good friends with Mario Jose Molino pasel Enriquez and he said um that they he was never called by all those names and when he was a professor at UC Irvine he was only um Professor Molino so I um I I don't know maybe we could check with the families I know we recently passed but we could check with the families to maybe find out how they would like their names to be listed um I I would I think they would be honored to have that have that conversation

and honored to have their family someone to um be named but I I would love to see that happen um and and really just the point of the titles that is that is what um they aspired to be right so they aspired to be a PhD and MD and to receive the Nobel Peace Prize so I'd love to see those and to see those you know their discoveries and their rewards are what came later but what they aspired to be was some of those titles so that's my thoughts um I have a few comments and and I have uh a question and it may seem like a dumb question because I think you've answered it but this is a stem building that's just going to have physics and chemistry it is not going to have

mathematics or engineering correct okay yeah the the intent behind that is because of the limited number of the actual classrooms and also to because we are rooted in our PLC structure where teachers work together collaboratively and our chem well first off the the the the laboratory classrooms are rigged for science so there's gas jets and and electrical outlets and historically we always have four chemistry teachers um in at our site um for biology CL teachers we have like seven or eight and so we would have to separate them on like they're on different sides of the campus where the other science classrooms are and so far physics teachers um it was it was a natural fit also because of the nature of the of the classrooms so the there's four that are rigged for Science

and then there are two very large rooms with the storage um storage areas right next to it which lends itself towards physics because of all the app apparate that they need during instruction and so we we have phys physics teachers um there's three of them right now but the idea is using PLC making sure that our teachers work together and also being able to best utilize the equipment that came in the building so that's why y thank you well first I want to start off by saying um thank you for all the work that you did because simultaneously while Alisa Nigel High School is about to get this steam building um another school in our district is newart Middle School which you heard about earlier their theme at the uh science technology engineering art and

Mathematics building opened up Monday um and I have some brochures if you want to take a look at them um and what's exciting is it's a middle school and it is the most awesome state-of-the-art building so I encourage you to get excited about what you have coming your way and if you want to come as um our superintendent mentioned this next Thursday September 23rd at 3M we are having a grand opening open house um and I've toured it and it's pretty fabulous so I'm learning from what you all did thank you for all that work because you're going to make my job easier when I meet with newart and that principal um udith murine who's putting together a committee now you all have yours already to rock and roll your building's not our building is

up and open and we're just getting our committee together so we're gleaning some information from what you've done done and naming the classrooms I thought that was a really great idea um I did take a look in terms of um the different names that you gave and looked up their backgrounds I have to tell you I have two kids in that graduated and uh or uh one graduated college already and she is my daughter a mechanical engineer and if I may say all through her college classes she probably had a handful of women in her mathematics engineering classes so the fact that we're acknowledging women um much like truste mcnicholas said my one of my favorite movies is hidden figures because I grew up in that era and I never knew about those black women

and what they did for Nassau and I I'm sorry to correct you but um Mary Jackson was not an engineer she was a mathematician and it was a upon her to get John blenn up in orbit and back landing and he wanted to know that she had the mathematics correct and I think it's just a wonderful period piece and so the whole thought of there are these exceptional people that we don't hear about and they're wonderful examples um for our students and America is a Melting Pot everyone's come to America they they've been from somewhere else so whe they were born in China born in Mexico these scientists came to America they studied here they researched here they got married stayed here and their contribution is to America the only one that I kind of

question is your classroom number one rosin Franklin um nothing against the UK but my preference would be in a American public school is I'd really like the highlight our American she never came here she never studied here unlike the others um because I just think that we have an American chemist or um physicist um that we could Elevate and and give recognition too uh but I do appreciate all of the work that you did and again um thank you for helping me in my homework and I'm going to share some examples and in fact I did even raise a question we're going to take a look at possibly seeing if it would fit and if it if it can be done to have it like a display case um at the new building so that

there can be this um exhibit and that the kids could the students could get involved and with their teachers and I think it would be very cool um and a great way to to honor what you've all done in terms of recognizing and wanting to study and learn about um our forefathers in science and stem um and what they can inspire all of you you to do so thank you for your great work thank you for being here tonight and hanging on until 9:30 uh at this hour with one correction I will move the item for approval Mary Jackson was an aeronautical engineer who was she and a mathematician Johnson who did the calculations that John GL wanted just saying I second Mar even though I really think trusty castiana should move the it I

I will withdraw I will withdraw my motion I would like to move yes I'd like to move the item number 27 okay I am gonna add that Mary Jackson okay Nassau renamed their headquarters after her what a great tribute it is the Mary W Jackson Nassau headquarters at speaks volumes thank you okay soti so are we moving as is with these exact names or with dis of maybe adding a title or just as moved no titles no no need for an education if you want to add to the motion then you would if somebody seconded you could then have a substitute motion or then you could discuss it before we do that could I make a suggestion I maybe the name is just the name and then there could be something inside the room that

tells a little more and gives their field and their titles and that kind of stuff I think it's all all that on a door is kind of a loot it's just yeah it's the name of the room and then there will be like uh principal Hatcher said more explanation of the scientists within the bill although I would say maybe um the Molina one needs to be M yeah any chance we could con confirm what his family would like to be listed or how's the motion I mean is it just as is or can we amend that or that's a big sign get his whole name I think I would defer to the students and they've got the signage and they've done this work and I think they're probably very capable to research how he is

known professionally or how he would like to be known with his name on a door so I'm excited about this thank you for moving the item and thank you so much this is amazing okay so trusty henich mov the Adam did we have a second oh I'm sorry okay and trusty M mcnicholas seconded okay and this requires a nope this is all those in favor say I I I any opposed you have your new [Applause] names student advisor okay and good night thank you for being here agenda item number 28 cultural proficiency quarterly report and I'd like to recognize Gregory mwin associate superintendent education and courts Support Services to present this item test test test all [Music] right thank you very much president bulus trustee superintendent Bal bruy staff presents item 28 culture proficiency CT

report is that an echo getting an e I'm not okay let's try again is that better okay sorry about that thank you thank you very much we're excited to present item 28 the culture proficiency quarterly report so as we promised when the multi-year plan was approved in December of 2020 staff will be providing trustees in the community with quarterly reports of progress on the different components of the plan future quarterly reports this year will be shared November 3rd 2021 February 16th 2022 and May 4th 2022 so this is the first of the quarterly reports tonight tonight's report provides an update on the implementation guide the road map for um how we're going to complete everything in the plan as well as new team structures to monitor progress of the plan at both the site and

the district levels our report also focuses on progress in the following areas for the plan increased translation increased counseling professional learning the implementation of a data warehouse house new curriculum the launch of College and Career Centers and staff recruitment we've made significant progress in these areas and we have included the details in the board report for you I'd also like to bring to your attention a proposed amendment at the end of the board report regarding strategy 3.1 examine School of Choice after staff reviewed the audio from the board discussion from the December 16th 2020 board meeting it was determined that this part of the plan should be removed the reason for that being that there are certain State programs that that are implemented to protect the parent right to attend a school other than their

neighborhood school so therefore staff recommends that trustees approve the amendment to the plan with the understanding staff will continue to review program offerings and opportunities to support all of our schools including those that are uh of low enrollment so tonight I have an All-Star team joining me uh to help answer questions we have executive director Patty Romo executive director Laura Lion executive director Stacy Yogi and assistant superintendent Rich Montgomery they they will be available to help answer any questions that you have so thank you trustees we open it up for questions do we have any questions truste mcnicholas there is one thing on your staff report that actually is not quite up to date and it says you're in the process of recruiting an executive director of access so you already got that one right

yes we've got we're going to check that off in the implementation guide we didn't want to be presumptuous okay so therefore we left it to the sure was approved and I think you know your Amendment about the school of choice I think and you you reviewed the audio but I think what I remember was the concern of that our School of Choice policy and state requirements for school of choice outside your own may have contributed to white flight or changing in neighborhood demographics people moving away from one school or the other because of the perception so are you saying we shouldn't look at this anymore from through that lens or just that it isn't that there are too many other things that contribute to that that we don't understand or we can't change yeah I

appreciate that we did we did go back and listen to the audio from that evening and what we wanted to do was capture the fact that we we will continue to to monitor all of our schools in their enrollment and look at those different factors we will do that as a staff but to make that an action item the question was well and then what okay so because of the of the uh the programs that are in place from the state and federal levels Essa and CDE there it didn't make sense to have as an action item as if then we would complete what we need to we need to offer Choice due to those program I get it okay all right and I have one more suggestion and that is on your um chart

of uh this is on page five of the student Dei guiding Coalition and um with your staff uh student representatives of and staff club and advisors I would also ask that maybe our student ad board student advisor be included in that yeah well I think you have a unique perspective uh that would help this group but maybe you could be invited it's so I I don't want to leave you out I do think you have the the context and the resources that can help just I appreciate that suggestion and obviously the the intent is that it's the students at the school they have a coalition I I love the idea that the the student advisor could be connected to them uh to each one of these student groups at every school okay so you're saying

these this is these are the students at the school itself in individual School site have created their own guiding Coalition oh okay I thought this was more of a districtwide guiding Coalition no so that's the the different levels so that's the student that's the student level at the sites and then you have the site with the staff and then you have the district level you can see there okay there are multiple levels of well maybe I'll leave that you guys decide where that was where you might you might best fit on that advice we can connect with you and let you know the how the schools are setting these up and then you'd be more than welcome to participate yeah five more meetings is what she needs Justine mcmas do you have any more questions

okay before we take any other trustees I'm sorry we did miss a blue card so if I could have Colleen um call on the speaker James montros montros I'm sorry we missed you it's quite all right I just uh wasn't prepared to come down here to really speak I was just down here to educate myself as a father I have a son in fourth grade at Castile elementary school and I want to get more involved and out what's going on within our schools I look through the agenda and looking at everything that's going on in our country with all the viess with transgender and with CRT and I want to know what's going on with our schools in this district and going through the agenda I noticed under exhibit 28 and the paragraph current considerations

it reads staff have been focusing on the development of two components to facilitate effective implementation of the cultural proficient plan one diversity equity and inclusion now I just that stuck out to me it look like it's code speak for CRT right for um critical race Theory and my my question I guess my first question is is that true and I want to know what's being taught to our kids I want to know what about critical race theory is getting into our curriculum because that is a evil doctrine that teaches racism to our children it teaches immutable characteristics of our kids their skin color determines who they are now I thought this country's gotten way past that but now with this teaching is bringing us back it's it's segregating kids is telling them they're different because

of their skin color and that's not true God made all of us in His image and all of us are equal in this country under the law so I'm really curious to know what are you teaching to our children what is the curriculum how can I get the materials I want to see the materials that are being taught how do I get a copy of the stuff that's getting down to our children that's a question can someone answer that question can't respond that's not part of the blue cards we can't respond but trustees can talk about your questions and raise the same issues well then how I'm asking you how can I get information about what you're teaching our children all of it is on our website and I just don't want to engage back

and forth because that's not part of the blue card speaking I know it's not what you would like but that's the way the blue cards work so on your website can get this okay coming down here tonight for my first time I was really impressed by all the parents who spoke from their hearts about their children protecting their children keeping them safe and I'm advocate of no masks because they're ridiculous they do nothing right if you can imagine an opening a hole the size of a football field and you throw a baseball through it that's what the masks do for this virus okay just use that as a concept they do nothing all of you wearing these thank you for speaking tonight okay did any other trustees have additional questions or comments sorry L okay

I'm gonna come back to you trusty mcmas I'm gonna go to trusty Davis and trusty castanos so on page six um under the anti Bing training that includes clearly defining as included but not limited actions based on actual perceived race ethnicity religion gender weight health sexuality is this under the implicit bias training I'm gonna ask is Laura are you are you here to St just gonna ask specific TR because there's anti-bullying training for students and then there's anti-bias training for staff so they're two different those are two different types of training Dr m m Li is here do you want to come around I'm here I'm here I just got a mic thank you I won't stand be so close to it so yes we have um the implicit bias training was done with all

of our um staff and um the ADL also is being introduced at many of our schools and is already in place at several of our schools as been um mentioned in previous board meetings so um every school also has their own like discipline um programs that they through PBIS through restorative practices all schools have anti-bullying practices and policies and um uh training that they do with the with the students every single year so it's something that um we Market as complete because it does happen every year and then on top of the annual training that goes on at sites then we have those additional layers with the ADL training with PBIS restorative practices and other things that and the implicit bias that um many most of our staff have already participated in or received most

staff have already received the implicit bias training that is correct through their principles they're in progress with um a couple of the modules but they have received at least 50% of the implicit bias training and then all management have received it with Co last year and um a lot of the staff meetings having to do with health and safety protocols there was um that the intent was to get all of the implicit bias module trainings done last year but we have extended that through the end of this year December and I I'm the same also on page six on the metrics we've got Asian Pacific Islanders black Hispanic and American Indian um our greatest population I just don't see here are we um are we actually looking at a goal to reduce harassment is report

of identified student groups in white children or is that not in this program it's for all students I think for the purposes of our plan we were highlighting eight um demographic groups that were um had the highest percentages um as opposed to when we looked at the white groups um so that's why we put those into our plans to highlight and to Spotlight those because what we're trying to do is to reduce our um the bip bipo population to ensure that not reduce the population I'm sorry I'm nervous um to ensure that we are um putting systems into place and identifying the um the need need for ensuring that our students all students including white students and I know this came up when we were talking about our plan in December as well it applies

to all students but when we're looking at um metrics that are very off when we have more students of color receiving disciplin notices and things like that we need to um we need to address that well it just seems to me that all other groups are covered except our largest population would which would be the white population I mean I I feel like it would be appropriate to have the metrics and and show that we're working on improving harassment for for all children in our plan because this plan is not for not for bipac it's for all unless I'm Ina accurate No what you're saying is completely accurate we are trying to reduce any bullying in all groups so I can defer to maybe Stacy Yogi she might have additional information about why these particular

metrics were chosen I know it had to do with the California healthy kid survey so um that was something that maybe Stacy can help to identify so we can look at this particular question that we used for the metx and see what um de demographic groups were listed in that um question and we can add all of them so impli implicit bias training is is against any kind of bias for example uh I hear a lot of anti-christian bias I hear a lot of anti- Mormon bias which of course is another type of Christian uh and I to me it and you know you mentioned weight here and all those kinds of things and I just feel like this is all kinds of bias there's a lot of bias against people that are quote unquote

overweight there's a lot of bias against uh just anybody who isn't like me you know I mean any any there's just like you're not like me therefore you know I'm going to bully you or whatever and that to me is what implicit bias is is just trying to stop all biases uh whether it's you know gender um race religion you know Health you name it okay right yes um we just were looking at different um metrics so the examples were suspension raid and chronic AB absenteeism or um harassment we found a question within the healthy kids survey related to harassment so that's why these student groups were identified because these were groups that showed higher rates than um some of our other groups so but we can definitely list all of them so that they're

all included well I don't know if if trusty Davis is asking for your list all of them my my sense is that it's a if you're getting reports of of uh of harassment by people who and I just I use air quotes overweight then that would be something that we would start working on you you know so you you're going by what reports come through to correct correct okay buy Hanah um I think this is wonderful work I wish my kids kids could go to school again so they could be um immersed in this as well so this is a quarterly so we get to see you quarterly um so I would like to move the item with the amendment and then I think if trustees could meet with you or send things if there

were they had some suggestions and then we can see it at the next court because it looks like it's a living document it's a work in progress I'm super excited about this and we all know that all you have to do is look at Saturday school and what color kids are at Saturday school and that that sta ically isn't right so I move the item with the amendment as as staff recommendation thank you someone said that there is no anti-bias training for students but you see on Kati trusty Hanah this is an information item only and so what we would yeah we would capture in the minutes the amendment and um at the would be with the consensus of the board it's okay is agendized as information discussion so it'll have to go in the

minutes that we will do that okay I'm sorry I had accidentally skipped uh trusty castanos before trusty H so trusty casianos then trusty Jones and student advisor did you no okay so trusty no I just wanted to um have clarification on um when you're transitioning um your student into high school right we have academic advisors and then we have what's called guidance counselors and I think for parents it's very confusing as to who's doing what and what person to go to for what service and I know that we're changing titles and creating uh more resources in our counseling department but then it's confusing to like what's happening to our academic advisers at our high school level so if you can just speak to that because I think even for me as a parent it was

confusing understanding what role uh the professionals play on our high school sites happy to clarify that and then also ask um Rich mon g he can fill in some more of the details as well uh but as it states in there we are in the progress of finishing up that that work to transition to academic counselors and then guidance so the academic counselor would be the go-to the counselor who is um uh providing support in both academics and social emotional support would be all kind of encompassing in that counseling position and then the guidance Tech would be more of the logistical scheduling uh aspects we've had some great conversations about the fact we know that we need to have when this does officially completely transition we appreciate the the support with our associations in doing

this work uh to finish this is that we will have communication for families almost like an FAQ to say okay who do I go to this is who you go to and this these are the roles of the counselor now I'm the academic counselor and then the guidance Tech so we recognize we've received feedback um I believe even from our PTA presidents and from our principales to develop an fq to do that so we will we are committed to make sure that communication goes out when this transition is completed uh rich is there anything else you would add I would just add that the collaborative effort that we have had with both unions on this has been remarkable uh this has truly been a joint effort as we are looking at transitioning this very important

work um we in HR we we currently have 91 total counselors right now um we've hired 35 counselors just for this we year alone uh out of the 35 five of them were to replace vacancies uh 30 of them were brand new positions um so just an incredible collaborative effort just to bring in this many counselors uh 24 out of the 35 that we've hired were our very own academic advisers so these were classified employees that were doing this incredible work that have taken the initiative that have moved forward in their education and have earned a PPS credential and are now going to serve as counselors in our schools um so we're we're very excited about this process that we're uh embarking on and may I add to you'll notice in the board report it

says 26 you can see even since the board report was created that we've continued to to add counselors into 30 justy Jones yeah really quick so the cultural proficiency lessons are still on the website right okay yes yes those are on the website in the instruction materials um okay section of the website so I pulled it up on my phone and my phone doesn't work the way my computer does but um there I scroll down and scroll down and there's the thing that says resources then it says district and then about the sixth thing down is cultural proficiency but so that's where I would go to see the cultural proficiency lessons correct okay and they're like a a half hour Pur per grade per year so like if I if my students in the fifth

grade they have a half hour to a 45 minute lesson once a year that's all that's and then in the sixth grade they get a new lesson that's a half hour to 45 minutes right okay all right thanks that's correct and we are we are training all of our counselors before any of these are implemented and make sure they are U facilited by the counselor only by the counselor and follow strictly to the to the content exactly the way the board approved it we'll capture the feedback in the minutes um and then next time when we bring it as discussion action we'll incorporate this into the next quarterly report okay trusty mcnicholas and then trusty Davis that was actually going to be my question is exactly what Gila explained and that was kind of in

response to our speaker who asked the question of where can I go what what are you teaching my kids and where can I go to find it and and just letting you know that it's it's basically a half hour a year per grade and the lesson plan and resources are on our website and trusty Minkus I would also add to that all the curriculum that we have is actually on display for the public upstairs in our instruction materials area and can be viewed by the public anytime just right upstairs uh during regular U business hours so the language arts content curriculum the math curriculum science curriculum history social science everything is up there be viewed by the public thank you buy Davis um on page 21 strategy 7.2 for the summer AP Camp is that

something new is that something that we're now implementing and is that for English Learners Foster youth homeless SED Black and Hispanic can you repeat that again page 21 on strategy 7.2 under the action steps okay um provide more offerings for AP courses and then summer AP camp and student cohort pilot and explore offering more opportunities at all high schools to take the advanced placement courses um so my question two questions one is the summer AP Camp is that is that something that we're going to start next summer yeah so as it states there it doesn't it's not till the second semester that that work would be ongoing as it shows in that implementation guide well right so if it's for summer so that so we're looking to start that next summer and is it that

we're offering maybe Stacy maybe can you is that is that correct that those are who we going to try to offer that to is that is that how this is set up we would work with our schools to identify students um who might need a little support maybe they're taking an AP class for the first time and they would want some support and guidance with what to expect and how to prepare um so our sites could have a discussion about what criteria could be established to identify students who might fit that category so at this point um we would just start the planning for that because um it would be the first time we would be doing that okay so as far as an AP Camp is that for students that have never taken an

AP class is that looking for could it could be um I think you know our um executive director um mangis could meet with um our APS of guidance and they could develop some criteria for how to um identify students for this program okay noting that the goal is to if you look under the strategy is to educate students on AP subject courses through the lens Equity equity and access so yes it it probably is available to everybody but if there's an issue of you know that we don't think we're getting enough participation from from those groups and that's where the methods come in and I'm making a note too we can come back at the next corly report to EXP explain more in detail what that's going look like I think I think part of

this is that sometimes young people don't see in themselves what we can see and support them to their next level and so the goal of this is to keep building up all students to see themselves whether it's in an AP course or an honors course or you know kind of pushing everybody to that next level and because our data shows that there are certain groups of young people that don't show up there at certain classes we have a responsibility to understand that to be curious about it to inquiry and then do something about it and I do think for some students they don't see it in themselves and we have to help them see it and then be successful in that course and I think that was the intention of this strategy and under the

same section but on page 20 expand a forall students through active Recruitment and support modeling Salon Hills high school so sanan made the offer for every they actually put every student in AP classes and then you had to choose to pull out once you're failing or not deciding that that's not for you is that is that what we're planning to do is I'm not sure that it was when kids were failing the goal was and maybe someone else can address it in the room with the specifics Dave do you have that I can say um since um Jen small is not that when we did examine the data that the student passing rates for um apgb were higher than the prior year um passing rates for the general government class so the success rates were

really really um positive um one of the things that we really looked at was how we were as a district how we were as a School site defining riger right sometimes you think well riger is just more assignments and really rigor is defined really with much more higher level of thinking and how do we engage our students in higher level of thinking and higher levels of thinking is actually more engaging right much more um enjoyable than just pounding through pages and pages and pages of work so having the right people in place um helping our students see themselves as being successful um and yeah the data really did speak for itself that when students um were tapped on the shoulder and placed in that position to be successful and giving the right reports they were

high very highly successful and better than they were in in the general government class in years prior and our goal would never be to wait for them to fail right it would be to make sure that they were successful coach them to be there and or place them again at the level down period is that right correct very very similar to the leveling down um process that we have in in all of us so I guess I may not be framing my question properly and I apologize no no disrespect whatsoever I I'm just wondering did are we putting all students in advanced placement classes for government and then families decide if they want to remain there or if they should level down or if this the right fit or because I I feel like for

children you want we want I personally want students to be in the right fit for them whatever that is if you want to stretch and stretch then you choose what classes you should stretch in if you if it's all you can do to wherever you are it's that we want success for students um but my main question is are are we starting all students in AP government classes across the district because isn't wasn't that the San Juan Hills model so so I think the the intent is that we have we are increasing access to these to advanced placement that we are we are opening access to more students and so what we can do obviously at when Jen SMY is available we will make sure she can really she has all the details on this

I don't know if Meg is online as well she might Meg do you have anything you want to speak to on this and then we're happy to follow up more details when we come back with the next cor report thank you I think exactly how you just shared it in this um most recent reframing is the intention there isn't talk of putting every student in AP Government but the conversations are around increasing access for all students and be mindful about the barriers that prevent certain groups from not accessing those classes so it's a multi-pronged approach it might be well it will be parent education because there's a discrepancy depending on the parents experience in school and whether they're familiar with the these resources and the opportunities that it potentially opens for students there will be

student Outreach so moving away from the Assumption and it isn't always an assumption but that a student will find their way to AP we need to be more mindful about extending that opportunity encouraging and then providing the necessary supports for them to be successful it is not an intention to have a one-size f it's all for everyone but to open the doors to more opportunity okay and we have student advisor um f um hi so um like based off of like what I'm getting here um I think that um Mrs Davis you were saying that um you don't think that it's a good idea for everyone to be put into an AP bu class because um they'll think that they're failing and so they're not good enough and then they're going to have to level

down right so um I think based on that I think that that is definitely a valid point where like you know maybe like a student can deal with like self-esteem issues that okay well I'm too dumb for these classes I don't belong here I don't belong here but I think at the same time there are people like in my school like I have peers around me I have my friends that are not aware of like the benefits of an AP class um they're not aare aware of um you know like what it exactly is like you know why people take these AP classes because I mean you have to take an AP test and it's a pain and you know it's not something I definitely don't look forward to it but um I mean I

think I think that it's definitely a two-sided thing personally for me um I think it's more important that we try to maybe better educate students on the opportunities that um AP classes give because you know I mean I don't think that I would really be comfortable kind of being like nudged into an AP class if I personally wasn't ready for that I mean I know my freshman year and my sophomore year I didn't take any AP class is I didn't take any highle classes my freshman year then my sophomore year I took two honors classes and then when I thought that I was ready when I thought that maybe I'm capable of doing this um that's when I moved on to taking four AP classes my junior year or no sorry one AP class my

junior year two I classes one honors class and so I think that um I think it would be a better idea to maybe better educate um parents and students who are not aware of what AP classes are rather than you know yet again like nudging students into death second well said absolutely thank you thank you and trusty CIS did you have question yeah just real quick I feel like I'm like living in the thick of this because I have two high schoolers and I live this every day but um I have uh had a conversation with Jen SMY about AP classes and um and the model that she created over at San Juan and one of the things that she mentioned in our conversation was that she found when she when they had apgb for

all and they placed the students in there that those students that normally wouldn't have taken that class opened up access and then those students continued on to take more AP classes so there was an opening of a horizon for them that they would not have known if we wouldn't have enrolled them in that AP Gov class because they didn't have a access and they really didn't have a home environment that was telling them oh let's try an AP class so I think when we hand that to them and give them that opportunity you're going to see a lot of students she said rise to the occasion and then go go forth and continue in in AP land right because you know it's it's it's one of those things where I don't know I I feel

like the access is so closed with our AP classes and we've got to open that up in this District so I just had an experience where and I don't like to bring my own children up here and throw them under the bus so to say but we you know she is a very very right math student and she enrolled in honors uh Algebra 2 this year she hadn't previously taken um upper level math she did in middle school for a period of time but then we leveled back down because she didn't like the pace but regular math is very too easy for her so I said let's push but I'm the parent that knows right well she got into that upper level math this year and we've already leveled down because there's such a discrepancy

between regular math and honors algebra and AP class that she can't make the climb without a tutor so I the access for students we're saying there's on-ramps in high school to get into those upper level classes but if you really don't start the on-ramp early in your middle school career you really don't have you're not getting the access in your high school programming because it's just so the the academics are so and she's in she scores advanced in math on the state test so I I I I just and I know if she's struggling the struggle has got to be widespread for many many students so that's what bothers me and that's why this summer AP camp that would have been perfect for her right because I could have identified her as trying to be

successful in an AP class as a junior and put her in that AP summer program although she probably would have hated her mother but then you know had success in an in an honors class so it's just truly about access and and and opening up for more students uh okay truste Jones and then trusty bronstein I feel like there's been in my life and in the life of people around me um something that I'll say I have been afraid to do or oppose to that somebody got me to do it and it was great I mean think of the food that you never wanted to try and somebody finally got you to try it and now it's your favorite thing or I mean for me it was like stick shift when I was a teenager

there was no way I was learning to drive stick shift I love to drive stick shift so it it's not it's not trying to make people do things that they aren't capable of or putting their position to fail it's putting sort of pushing them to try something that they maybe have the idea is you know like this food tastes bad or you know whatever just to try it and it can turn out to be something really wonderful that's that I think that's really all this is about is just putting young people in a position to push themselves a little bit to try something that they never consider trying or had a bias against or whatever um and I think you know we all have this whether it's you know roller skating or food or or

car repair I mean you name it we've all been afraid to or opposed to trying something that we came to really like justy bronstein I was just going to say that I think for a lot of kids don't have very involved parents at home just having a respect I'm sorry can't hear me just having a respected adult say to them you know what I think you can do it I think that's huge a lot of these kids never hear that I think that one was more important than sticking every I know we're not talking about scking everybody to class because that doesn't mean anything to me if I just step in there automatically but if I and then a regular social science class I the teacher that says to me you know what you I

really like the way you think you know you you could do this I think that goes far and I think that two will have confidence and then even if at the beginning of that next level it's it's hard because they haven't maybe had that level of competition before at least they have in their head like I had a teacher tell me that I could do it I just think that's really important may I may I quickly jump into and just point out also because I really appreciate the parent piece of that and you notice there's that parent presentations in middle school and high school about AP courses so that's that's an important part of this and then that's already just in our conversations tonight about how that summary p camp can be developed and how

we can bring that back to you all on how we really strategically use that I appreciate that because I think what I'm hearing here it's just about exposure you know it's about letting them know and whether it's from a teacher who sees their capability wants to recommend it or the student or the family themselves learning about it and thinking now that I've learned a little bit about it I I think my you know Sally could do that okay any more comments trusty Davis so I I still come back to when we're modeling The sanan Hills High School program they did put everyone in it so there's much differing discussion here and I 100 million trillion percent agree that we need to better educate our counselors and our academic advisors so and teachers so that we

can help guide children to the right placement for them and as you're in a class and the teacher says to you hey I really think that this is right for you let's give it a try you can always level down I feel like those are the conversations that need to be had in order for children to be successful and try something different and and may love it and it may be their strength but I I don't think that across the board I mean I have four kids and several of them took a lot of AP classes and did very well and I have one kid that not a chance in heck would she ever take an AP class and she she's bright she's smart but she wouldn't want to put in the extra work she

wouldn't want to spend six hours a night on homework and wouldn't want to and you know so so there's that so president Bas can we I love the enthusiasm we could all talk about this all night because it's about kids and kids opportunity can we please move on it's 10:15 can we these items so I look forward to the next um the next presentation Dr murin we appreciate uh preparations and the presentation this evening okay so thank you president Bas trustees superintendent the do ruy it is a pleasure to invite Community advisory committee president Rachel Sutherland to the podium to present item 29 special educ ation Community advisory committee annual report it has been many years since the CAC provided an annual report to trustees in the community and I am appreciative that the CAC

individuals that make CAC a positive and productive Committee in cusd I would particularly like to thank Mina Carson my amazing Vice chair for her dedication and daily work on all things CAC as well as Reflections she has been a part of the CAC Journey for as long as I have and I couldn't do this without her in closing I would like to offer a challenge to all of us for this year and ironically based on the discussion from the last item um it sounds like many of you might have already accepted it um which is never judge a book by its cover and this applies to both special education or general education students in what you were speaking of earlier about letting people reach their fullest extent of potential and to illustrate my point I'd

like to share a brief story about a girl who started preschool unable to speak holding her breath turning blue frequently and reiring a wheelchair as she could not walk stand or or sit on her own that girl was placed in a Monto severe steps class in elementary began speaking at age seven stopped breathholding and then lost her sight at age nine Her speech continually progressed along with her social behavior comprehension and overall processing skills as she then moved into Middle School she began trialing Jed classes collab and directed classes with an iPad thanks to the district that she could dictate her work into to see if she could handle the rigor she left middle school with the 4.0 and is starting her High School career in all directed classes and pursuing a diploma track from

the way her school career began many of us would never have assumed that she could rise to the level she has but thanks to years of dedication and hard work from education Specialists some amazing pair of professionals administrators willing to work out schedules and a ton of related service professionals both in and outside of school she has made truly miraculous strides and I'm not surprised though because she is my daughter and education is a huge priority in our family however I also know that Sophia would not have been able to achieve all she has so far if she hadn't had all those individuals throughout her school career who believed she could do it as well team sop rocks and I want to make sure we continue supporting all students and the teachers and the staff

that support them in their educational social and emotional needs throughout their time here at cusd thank you for allowing me the opportunity to help our students staff teachers and administrators in cusd thank you Rachel that presentation was lovely and you smiled all through it and Rachel and Veronica I have never se you are the sunshine and before you even said it was your daughter I was going to say to you it's because of people like you and the staff and I appreciated you naming the people throughout this giving them the accolades they deserve of how they contribute to CAC and what you ladies do you are truly sunshine thank you so much and I hear Sophia went to a football game yes up go dolphins do we have any questions just a comment thank you

superintendent business and support services to present this item thank you president bicus trustees so in order to meet the requirements of SB 328 which is referred to as the late start Bill the district must adjust Bell schedules that middle schools start no earlier than 8 o'clock am. and high schools no earlier than 8:30 a.m. for the 2022 23 school year this item establishes the new bell schedules and authorizes bus purchases and Staffing to meet to accommodate these changes staff recommends approval we do have a speaker on this uh Michelle plel Campbell Michelle go ahead good evening superintendent Board of Trustees thank you for bringing forward the plan for addressing the Mandate in s SP 328 late start the California PTA actively advocated for this law because the science is clear our teenagers do better socially

preliminary 2021 financial statements un audited actuals and we're going to ask Clark Hampton Deputy superintendent business and uh Support Services to present this item thank you so this item is to present the final un audited actuals for the 2021 school year and June 30th 2021 and also the revised budget for 2122 and I'd like Philip pen the assistant superintendent for fiscal services to present this item thank you good evening along with the United actuals for 20121 the 2122 budget was revised to include any changes necessary as a result of the final state adopted budget this includes any state and federal monies allocated for mitigation of learning loss and other impacts of covid-19 doesn't work next slide please over the past two years we have lost a combined 3,451 students going from 46,51 to 43,50 as

of the beginning of September it was anticipated that with school returning to a somewhat normal operation over 2,000 more students would return but it didn't happen this is something almost all Orange County districts are exper experiencing this year with some districts especially the elementary school districts seeing an even bigger drop on a percentage basis next slide please state law says districts are funded on the greater of current or priar enrollment or Ada I'm sorry in the current year we are funded on priar Ada and since no adaa was collected in 2021 we are funded on 1920 a next year we also anticipate being funded on prior Ada as we anticipate a continued decline in enrollment due to the normal cohort changes that we've been experiencing over the last few years the funding impact next year

will be a drop in lcff revenue of about $21.5 million next slide please for the out years in the multi-year projection uh we assume that we will continue to decline in enrollment by about one and a half% per year it's possible that this may be too conservative but given our current experience there is no way to know whether more students will return in the future when conditions improve even more next slide please this is the graph of the fund balances in the multi-year projection as of the adopted budget in June as you can see back in June we said that we had a balanced budget and we were pretty optimistic about the feuture next slide please so these two graphs are uh what we show as the revised budget the first slide shows the S

Surplus and deficits from the current multi-year projection and the impact of that on the current ending fund balance and you can see the that the fund balance is declining very rapidly over the next few years as you can see we also have a surplus in the current year and that is where result of being funded on 1920 adaa and also because we have fewer teachers that anticipated because of the smaller number of students next slide please so in December the first interm budget will include any revisions made to the budget through October 31st and we will also include any updates to enrollment and projected Ada numbers and that if if anybody has any questions I'd be happy to answer if there's no questions we will look to move this item oh Jessica guy please come

[Music] forward hello again superintendent and Board of Trustees C PTSA legislation advocacy team is laser focused on advocating to our state electeds to raise the base funding associated with lcff and additional advocacy around fully funding Ida at the federal level this will greatly impact our district in a positive way we will continue our efforts with the raise the base campaign led by our very own uh Luca greo I'm sorry greu that will include its own social media Pages um so please stay tuned for more details on that we're currently working on that and um we are committed to this advocacy work together with the district and the trustees um to raise the base so thank you thank you any questions comments move adoption of resolution 1223 a second moved by trustee mcnicholas seconded by truste

hanich all those who are in favor say I I I need to call the ro oh for this one it's okay um student adviser Pia hi trusty bronstein I trusty bulus hi trusty ctios hi trusty Davis trusty hanich hi trusty Jones hi trusty MCN I motion carries 7 Z by a roll call Vote with a pref preferential vote of I from student advisor a okay our next agenda item number 32 is the resolution number 21 22-15 determining steps to ensure availability of textbooks and instructional materials for the fiscal year this year 20 2122 and I'd like to recognize Dr mwin again to present thank you very much president buus trustees superintendent Mel Bry we present to trustees item 32 resolution number 2122 -15 determining steps to ensure availability of textbooks and instruction materials for fiscal

year 2021 2022 this is a required annual item where the board makes a determination through a resolution that each student in each school has sufficient textbooks and instructional materials in the subject areas of English language arts history social science mathematics science and science laboratory equipment every principal has confirmed that each student has sufficient materials staff recommends approval of item [Music] 32 I move the item a second moved by trusty hanich seconded by trusty Davis excuse me Brony uh can you take roll please student advisor Pia hi trusty bronstein hi trusty buz iust casanis hi trusty Davis trusty hanich I trusty Jones I Trustin mcnicholas hi motion carries 70 by a roll call Vote with a preferential vote of I student advisor AIA next agenda item number 33 resolution number 222-1 2016 authorizing agreement to purchase

electricity via competitive request for proposals Deputy superintendent Clark Hampton will present before um Mr Hampton begins I'm gonna ask the board to vote to continue the meeting because this may take longer than 14 minutes right I move that we continue to 11:30 motion by truste Davis to extend the meeting till 11:30 and seconded by truste move by trustee Jones and seconded by trustee brunstein thank you all those in favor please say I I motion carries 70 to extend the meeting to 11:30 go ahead Mr Hampton sorry okay thank you president buus trustees so over the past several years the district has had an opportunity to participate in a lottery for a direct power purchase and the last time we had this opportunity it was with our school sites that are served by SD g& and

we were not selected this year we had an opportunity to be in the lottery for our Southern California Edison sites and were selected and this is expected to uh result in a reduction in our energy costs so staff recommends approval thank you is there any impact of our Soler on this initiative here at all no it's just this is the rates that we would pay so the solar it would just be a further reduction in the cost because our rates will be lower right okay thank you are there any questions Press Your Hand a check my apologies you answered it I think can you just go over again who pays the the annual fee the district doesn't as I recall I'd like to have Keith oh come up and there was reason stay he's not

here in vain I asked question good thing you asked that question are you be here for nothing good evening Keith Weaver with government financial strategies so um this resolution authorizes the district to work with a group called spur uh school project for utility rate reduction they will help manage the RP process and they do charge a fee as you said um the fee will not be paid by the district it will be paid by whoever the the firm is that wins the RFP process and so that RFP result will be coming to you at the October board meeting and we've entered into something well meing and hopeful but not but not um you know I I don't want to say gimmicky but you know we've got the middleman going on there and everything but I

trust you and Clark are bringing this to us we right gotten in the queue here with just with scce we have a chance to go after the SG so we this this Lottery process is is once a year so we'll have an opportunity next year to go after SG and at the October board meeting as I said we'll have the RFP results if the results aren't good then we won't suggest moving forward all right thank you very much that was going to be my questions got for the RFB and it doesn't the respondents don't provide us any savings we aren't on the hook for anything we're not on the hook we'll have an opportunity to to decide that at the October board meeting but if we don't choose to move forward then we're not on

the hook y you're welcome may I have a motion to to adopt resolution number 21225 determining steps to ensure no excuse me wrong one uh 212216 authoriz authorizing um the agreement to purchase electricity via the competitive request all move the resolution second okay trusty Hanah move the motion and truste castiano seconded a rooll please student advisor Padia hi trusty brunstein hi trusty buus hi St castanos I trusty Davis I trusty hanich I trusty Jones I trusty mcnicholas I motion carries 70o by a roll call Vote with a preferential Vote or Bu from student adviser okay our last actionable item before we go back to the three um consent calendar is the first reading of board policy uh which is the new number 5125 for student records and we're going to recognize uh Dr mwin to

present this thank you president buus trustees superintendent Bal bu our final actionable item of the evening is item 34 first reading board policy 5125 Student Records as it states in the board report this is a legal update that aligns our policy with legal requirements Dr Harry Johnson assistant superintendent of curriculum instruction and his team are here this evening and are also available for any questions and feedback on the first reading thank you we would I have a first that's true we have speaker Katie V um is she still with us spoke earlier yes Katie go ahead yes I am here thank you very much uh so this is this is quite an interesting one here there's a lot going on there's a lot of redacted information there's a lot of striketh through I just want

to make sure that I'm understanding this um first of all um I'd like to just point out it says these regulations shall ensure parental rights to review inspect La so we understand you want parental rights good and great um there is language on here saying that social media um accounts and information from CH from student social media can be put into Student Records I am 100% against that um I I understand that there looks to be like some kind of parent or Guardian um in uh consent that's needed or or notification around that but I I feel like this social media accounts of of students have no part to play in their uh school records um so I am opposed to that and I do see down further below there's red strikethroughs which I'm assuming

have been completely pulled and will no longer appear anywhere in text that has to do with any kind of school where it says a minor who is 12 years of age or older may be excused from school for Purp of obtaining con confidential medical services without a consent of a par parent or Guardian this is incredibly disturbing language I know it's been crossed out I want to make sure it never ever shows up anywhere again these words do not belong together um I know that you guys don't speak to um the public comments but I feel like you can speak um if you so choose comments relating to specific agenda items I would love to hear that this will never show up again um and I do also want to say that wording like this

is probably why you had the need for that disclosure in the beginning of the whole meeting where you said that foul language and yelling and tapping on windows will not be tolerated because with language like this I can see that definitely happening in uh if this if this continues to persist I I have great respect for the detail you guys get into to make sure that our children are receiving the types of things that they should receive from a school board and from teachers and I implore you to stick with that and keep CRT which by the way Equity the word Equity is found 42 times in this document so you can't tell me that critical race theory is not taught in this school there's a director of of equity in this class in this

school thank you for your time that concludes our speakers for the CB I have a question to start off um and I understand it is an assembly bill which means it's a law but if a former student was here and went through the cusd system 10 years ago and then decides later in life to change their gender or their name and all while they went to school this is who they were I mean I know that you can update your you know your ID and your credit cards and whatever you know IDs you need today but what is the advantage of going back and changing your old records um does it have some kind of impact on them for any future you know I don't know maybe getting into college and they want to have

a certain name on their diploma or something but why would you want to go back to your you know K through 12 and change that uh that's a great question president bulus um this is something that's in has been put in place already so I can tell you from personal experience having dealt with this in my prior job as a custodian records um people who are applying who have changed their gender and are applying for college um and want their transcript from high school to match what they're applying to in college or for a job um that I that's an example of someone I have dealt with it that's why they did just doesn't seem appropriate to me because but I mean it's a law so we have to do this I just kind of

wondered so you've answered it um any other yes truste Davis than trusty Jones um allowing someone to change their own record would seem harmless unless um you happen to rely on those records for some purpose one thought and then legislator just created a cost to be covered by schools without providing the funds to do so unless someone tell me that the funds to to do this is is it supposed how how is the school district supposed to be do this or is there funds that's now added to this I believe this is what would we call an unfunded mandate that we would have to comply with believe it was trustee Jones I have I have a couple of questions for the staff so um the policy says the bottom of the first page superintendent designity

gather gather information from social media of any District student they have to notify the student and the parents give an opportunity for a public comment and then it says and and gathers only information that directly pertains to school or student safety and then it refers to Ed code which tells me me that we have to put this in there because the Ed code says we do that this is this is what we the Ed code tells us either that we must do or that we may do um is that correct first of all um let's see who is presenting is this um this myself sorry I was actually looking at the Cod um to see if it is made do or must do um well I guess it's May it says superintendent Des May gather

it's May and I think that's why they would have a public hearing is so we you know anytime you're going to be implementing a board policy like this we'd want to have opportunity for parents to be aware of it and give their input and to the point of why we would do this and it kind of reference it for there's a social media post related to school safety which um we have right where someone says they planted a bomb or something so it's not like you know I've got a new girlfriend or I hate my history teacher teacher it's that something uh it's like a threat or or or something dangerous to the school and other students has been reported on someone's Social Media yeah an example would be something rising to the level of

violating a 48900 with when there's a Nexus with the school if it's a a threat to the school or a threat to the student or yeah okay okay so yeah so it's not just like I say new girlfriend or uh I hate my history teacher okay got it um then the other question I had was about this um this part that is about consent that has been deleted and I know we uh I think we merged some some policies or we divided some policies I I forget exactly but uh it is it says a minor who's 12 years of age or older might uh may be excused from school and this is struck through but I want to read it anyway for the purpose of obtaining confidential medical services without the consent of parent or

Guardian d and my understanding is that this is also state law that we are required this is a Musto that we um uh we must allow a student to excuse themselves uh if they are 12 years of age or older to get confidential medical treatment is that correct that this is not like we want to do this this is that we have to do it that's correct and that's um something that's been for quite a while actually okay all right thank [Music] you buy mcnicholas um I just want to um confirm that our the whole idea behind redacting all of the previous um policy is that we aren't getting rid of it we're moving a lot of the details to an AR to an administrative regulation and then coming up and then coming up with

this more blanket overall statement in the policy is that is that a fair statement that is correct yes it was were there were so many changes being made um it was better just to start fresh and be aligned with the csba policy um but you're exactly right and incorporate the other language into an AR which may need to be changed more frequently than the board policy right and but ARS don't come to the board for approval true that is correct okay all right one other question this goes back to that last statement on the um Gathering social media information [Music] um provided that the district notifies the student and parents/guardians about the proposed program and offers an opportunity for public comment at a regularly scheduled board meeting is that this is this our regularly scheduled

board board meeting where parents offer have an opportunity for public comment or is there going to be a another regularly scheduled board meeting where this will be presented or to students parents or we I'm just worried that at 11 o'clock on the last item on the agenda um is we're not really giving parents a fair opportunity to comment on this if this is actually the meeting or was there a plan for another is there a plan for every time it comes up because it says provided the district first notifies the student that means any given student whose social media information we decide to gather then we have to have present that at a regularly scheduled board meeting or I I guess I'm a little confused here on the process my understanding and I can defer

anyone who superintendent with all rule to may know better than me but well this is a first reading so it has not yet become policy until the board until they have the second reading and the vote um the board votes to implement this policy then later if we decided to implement a program like that we would have this opportunity for parents to inform the parents and students and have the feedback from the community but we're saying that in the policy it's like we want to approve something that says we have to tell you about it but we haven't told you about it yet because that's going to be in the administrative regulation is that what we're saying [Music] or artha will you just point out what paragraph I'm having a hard time I'm sorry the

very last thing on the front page very last thing on the first page student records from social media and then it continues on the next page I think the key term is the proposed program so I think this the the board policy would give the once it's approved by the board would give the district the authority to create a program so my understanding my reading of it would be we would have an opportunity at that point at a future board meeting after this is policy um to inform the public and and take comments but that being the case there's there's got to be an error here because if if this is something that is we would have a meeting and say we're going to do this all in favor um it should be notifies the

students and parents Guardians if it's a one-time deal then it then it's correct that it's a a singular student and parents/guardians I think that's the real confusion right Martha yeah because if we just you know the the issue we had a couple days ago about social media about potential don't say threat okay okay I'll just say a Potential Threat all right and okay we did check XYZ students and maybe even teachers social media do we have to then and and are we when we gather it and are we maintaining it do we now have to have a special meeting to let that student and those parents so I think this is a perfect example of why we have multiple readings of board policies because it's not clear to the trustees and it's and obviously me

ringing again it's not clear I think this is an opportunity for us to reward it and bring it back to the board then let's let's give that direction to staff to kind of figure out what you really want to do and clean up the wording so yeah yeah I'm not not gonna pass that tonight I'm not convinced the idea of program is actually accurate I think that's part of the problem but we'll figure that out because we're not going to have a hearing every time we have a social media post right so I think the point of this is that parents get to weigh in when you do this policy to then be able to say how they feel about you including social media that's why I think there's a problem with that word but

we'll follow up and look at I guess I have a problem with that in general when we pass a policy parents and the entire Community have an opportunity to weigh in on it so um I don't know why were're including that in the policy it's kind of circular logic but I think what they're talking about here is they say gather and maintain information from a social media account and that is you're you're it's Student Records you're putting it into their record as opposed to saying this person made a threat we're going to investigate it that wouldn't that that wouldn't trigger this it would only be that we're going to put this in your record you know uh that that we found this on your social media account so it's two separate things like taking action

to investigate the threat versus putting in the student record okay all right so we'll follow up on this part is there any other feedback on the policy anything more before they take it back first real quick then expungement is wouldn't be in here it's going to be in the AR because we do expunge Student Records when they need to yeah I would think so I would think so but we can follow up on that y provide some more back background on the question of whether the state will reimburse for this so the commission on state mandates looks at a bill and determines whether it's uh an added cost to school districts and they obligated to cover that cost I believe it gets folded into the Mandate block grant on a priority a basis and so

that's what they DET they look at the the bill they determine if it's an added cost of the district and they fold it into the Mandate block but we'll get the details for the board as well well on whether they determined that it's a that it can be part of that to be reimbursed and just an idea of what cost that is what what cost that is I mean I don't see a whole lot of difference in cost rela the Student Records right that's what the commission would review if this mandate increases cost for school districts are obligated to reimburses for it so we would we'll look into how the commission F uh finding on this particular bill was okay thank you so it's it break even that's why there is no Financial impact they

still have to determine that if it's if they don't see it if there if they see there's no impact then they wouldn't add it to our funding if they do see it as an impact and they would add an amount to the block mandate block grant okay so we're not approving the first reading that's going to come back so I think we can just keep moving y any other feedback before we move on to consent calendars items 7 8 and 11 okay so let's go to uh trusty Davis p and trustee if you want to present uh your questions on resolution number 212214 the resolution of the Board of Trustees capston Unified School District approving and authorizing execution of a joint Community facilities agreement and delegating Authority related there to what's the question I guess

the numbers just don't seem to add up to me um I guess first my first question is do we have room for the students generated by these 950 units in nearby schools do we need a school it's been determined in the mitigation agreement with ranch miono that there'll be another K8 needed to serve the new development for [Music] um residential 950 residential units right is the student generation that will be generated by the remaining homes that are going to be built that would require the need for a k another ka8 in in the neighborhood I well I guess I these numbers came out being lower per square foot 950 units that are not considered senior housing comes out to like 3551 a unit and very conservatively that's at an average unit size of a th

square feet we can provide the generation rate to the trustees that was used to determine the need and share that with trustees wasn't this also approved in the mitigation agreement yes this is now the followup paperwork to that yes this is part that we follow the process that's delineated in the in the mitigation agreement and then the result is we don't need a high school but we do need another Ka to accommodate the needs of the neighborhoods dollar amount or a student amount well I'm saying that there's there this is based on 900 50 units and if you did the math for a thousand square feet which I think is very conservatively low then I I don't I just don't know that this is I mean I know we've had different times when we've came

to different agreements and not done a school when it may not be that necessary based on our numbers and based on where we have availability why is it in the best interest to make this deal I mean maybe we there's other times when there's been a deal made that they you know 3.5 million is probably not much to this right so this grp this particular jcfa is one of many that will occur in the development so this one will fund a portion of the work that needs to be done and then there'll be other J jcfa funded by new develop new home developments that will cont will provide additional funding to for the to purchase the property and build the school I believe this jcfa pres provides the funding to begin the planning at the

school and is that correct John what phase is this a part of what phase I think this is phase three that's why I kind of Wonder yeah three and four and and we have how many phases left out in Rancho Mission Vio be built out yet I think there's one more there's one more phase but it's minor there's minor work in it we can get we can also share with the board the phases so it's cero asencia and then pa3 which is Randa now and then there's PA plan in area four and I think there might be a five but it's a small that's like the Sora was a um they sold it they promoted it as like a senior living yes so I don't think we were expecting many students in there no they

pay they pay a lower rate so tied to the mitigation agreement we're going to see let's say 1015 more of this exact thing so the board could think of it is it's a little teeny piece of a pie that's tied to the mitigation agreement and 10 more pieces of pie that look just like this are coming back in the next 69 the 120 days right and it's similar to the jcfa that's why your numbers aren't adding up yeah for what we did for asencia we did a jcfa but it was a bigger one it was kind of a bigger one off for essencia these are going to be multiple jcfa where we're a partner in the cfd that the county is the lead Agency on because this is kind of a forever deal you know

we kind of like a one time chance for it right this isn't something we're going in back and negotiating and no this is part this has already been a NE this has already been negotiated so already been negotiated this is already we already voted on the mitigation agreement these are like the hanging chad follow-up compliance items that come based on agreeing to the mitigation agreement and I don't remember when we already approved that but maybe instead of it saying this is a new item it should have been tagged on to this is a part of the mitigation agreement do that for all JF is come days yeah quite a few more are going to come in order to add up to the enrollment in the mitigation agreement which then helps us pay for and buy

the school and then then be able to put in the the sewage in the streets and all that that makes a community so we can probably clarify that better and I guess I just can't imagine we could build a K8 school for 3.5 million it feels like the we're not going to so I want you to imagine this is one agreement and 10 or 15 more lumped together are going to pay for that school think about this is like one little teeny neighborhood then you're going to get another one another one up to 10 to 15 multiply that 3.5 million times 10 or 15 that's what's going to pay for the school and me the enrollment in the mitigation agreement does that help it helps but I guess I'd like to see all those numbers

to make it really make sense that we're going to commit to building a Ka school yes we can tie the mitigation agreement to every jcfa so people can see that linkage in connection we can do that okay great thank you do you have any more questions or would you like to move uh I don't I don't want to move it I I could we hold it vote on it is this something that we this is an action item and we recommend the board passes we're required to do these jfas because we agreed to the mitigation agreement so you can abstain procedurally you can abstain or vote no but I am encouraging the board to vote so this commits us to build a school we already committed to building a school when we agreed to the

mitigation agreement and that was agreed on when when was that John do you remember while John's looking um and I don't know if this will help trusty Davis but since I've been on the board our Clark and his team Business Services especially when we entered in with the ranch has been Ironclad has been top drawer um and I know it's kind of confusing but I have this is this has been amazing work and um in a big huge project moving forward and I want to thank him he's it's I feel very confident and every time he hits the table with the ranch and I would like I feel comfortable moving the item um so I move resolution number 2122 D14 second okay moved by trustee hanich seconded by trustee ctios hold on just until John

comes up with this um but I'm looking it up yeah it was um it was in August 19 2020 this the mitigation agreement for planning areas three and four just a little over a year ago I'm sure the ranch is is all in to pay all money towards the school because if if we're I mean I know that it sounds like there's more than the 950 units but you know I mean if we come up with a deal where we have a different price then we can house students at schools in our district they're committed to pay for the cost to build the school and the mitigation agreement so when we built asencia school that was from two cfds it was the asencia and the sandero cfds those the two communities yes and then I

think there was there were fewer there was I believe we only had one jcfa with the County of Orange that provided all the funding for asensia okay all right this will be multiple ones because I they're building it in pieces and each one we can we can summarize this is one of probably 10 this is two probably 10 more so you can see it's a portion of the whole when we built Salon Hills that was was uh safs in leir ranch and also in TGA right yes so and developer fees and state matching funds the multiple s yeah yeah yeah but uh the the cfds it was two different cfds and this one is going to be several but um and then like for example in San Clem there's those two cfds in TGA and

one as I recall was primarily to build that Sports Park and that gigantic bridge and the bridge yes um and then some money came to the school district and so the difference between the the cfds you're referring to is that the school district was the lead agency so for example the Pacific of San Juan cfd and San Juan castorano we have a jcfa we're the lead agency we have a jcfa with the city of San Juan castorano to share the revenues the tax revenues and so it was a 5050 split in this case the County of Orange Is the lead agency and we'll have a jcfa with them to receive the School portion that the funds from the CFT so they the the when the tax shows up on the tax bill for the homeowners

in that development it'll say County of Orange right and it looks like John's got his answer what I was gonna in in talking to the to Ranch Mission vao this is just one of many pieces for funding the school so Financial Mission Bao is committed per the mitigated agreement that was approved by the board back in last August this is just one piece they're planning to have like superintendent mentioned 10 to 13 cfds throughout the entire project as it goes so this first one's going to be primarily funding the design and the initial uh pieces of the school um there'll be State money involved and so forth so they're committed per the agreement so it will be fully funded well perhaps it would be then um helpful if there could be a notation for what

this portion is funding and again because [Music] Rancho it says about the [Music] um on the sign okay um because Rancho Mission vijo was such a big project and there were so many different phases that we looked at um does the pa3 does does that refer to phase three so PA planning area yeah planning area three is a large development that's approved okay I'm saying phase but they had those chunks we saw color right so pa3 is a big chunk and then within that are probably 14 sub projects of Home Development and those each one of those will be a a cfd and and then generate a jcfa okay so that's what that three meant before the other thing is Mike bamo is on the zoom call so if you have a question he's happy

to answer it from the ranch okay good evening this this is micheo from retro Mission beo um thank you for the opportunity to to address the board this evening and um I I I'm sorry that it isn't more clear but the the the mitigation agreement was approved August of 2020 last year it does place the responsibility on Rancho Mission VA for the funding of the future School uh in paa3 plan Area 3 is 2,000 acres um almost 7,000 homes that will be built over the next 10 to 15 thou 10 to 15 years excuse me um this this first cfd is only covering the first two phases of planning Area 3 about 900 homes we we're doing the the cfds and increments so the portion that will apply to the school district is for the

design of the next school to be built within Renda it's a K8 and we're already actively working on that with uh your U District staff and Consultants so the the this funding is a portion of a broader cfd amount that's happening with the county that's going to fund a number of things but the initial portion portion here is about 3.3 3 million to fund the design of the school um so I'm hope that's helping the answer there there will be future cfds down the line um that will be set up to help fund the construction of the school when we get to that point but we're not we're not there yet but my point of it all is it's not the demand is not from 900 homes the demand is from 7,000 homes that's what's

generating the the need for another school and um you know some of those homes will be age qualified yes 55 and older um but the math has all been done by by the district consultants and we went through roughly a two and a half year process with the district evaluating everything in a very forensic way and and you guys are all set so thank you thank [Music] you okay are we we have a motion we have a second are we ready to vote I can call the role truste hanich hi truste bronstein hi trusty Davis Hi trusty mcnicholas hi student adviser pan hi trusty Jones I trusty casanas I trusty buus I motion carries 70 on item seven okay and the next one is agenda item number eight donated space agreement for the use of

certain sites to be determined by the district for covid-19 vaccine centers County of Orange and this is the item we had several speakers speak to during oral Communications uh Lisa do you want to open it up with any questions or comments I'm G to move to extend till 11:45 second all those in favor I any opposed thank you [Laughter] um I just I kind of echo a lot of the speakers I I don't know that there's a need um and there seems to be plenty of convenient options for covid-19 vaccinations and I don't know that the fix matches the issue someone can give me a little more if maybe there's maybe I'm unaware but I called and um looked online in a couple of our cities and talked to a couple of doctors and there

seems to be plenty of vaccination sites available and I don't know that we need to um use our schools for this so I can respond to that to a certain extent um the here in the The Fifth District fifth supervisor District the only site that has been recently doing this for uh the County healthcare is uh the um the outlet mall and they uh um gave uh 699 vaccinations in June 304 in July and 34 in August so you know it's not like it's uh you know anybody's rushing the exits but uh it seems to me there's a demand and the reason for schools is kind of like what we're just talking about with uh this school being built in uh what is it Randa that um you know we have plenty of seats throughout

the district for kids that want to go to at least elementary school but they don't want to go the kids that are living in Rancher Mission vijo don't want to go to Dana Point to elementary school um elementary schools schools in general are neighborhood schools we love the neighborhood School in this country and in this state and Rancher Mission bejo knows that they can't sell homes unless there are there's a school there so the advantage of having a school there's several one is that schools are trusted organizations everybody knows about schools and parents are comfortable taking going to schools um I I think there's many parts of this District where um there may not be much demand for uh vaccination sites at schools but there are parts of the district where there's many families where

they maybe no one drives or maybe only one person drives they only have one car so to have a place that is walking distance of homes um is an advantage for families that um you know my the school that's nearest my home I can easily walk to um some schools not so much but uh that's a lot of it the other thing is that yes you can go to Ride Aid you can go to CVS there's lots of places where you can get a vaccine but um a lot of parents who may not be fluent english- speaking they know that at their local school because their kids go there there's someone who speaks Spanish and uh they just again feel more kind of comfortable with it that they will can get their questions answered now

I've been to uh some of the pharmacies and talk to them about uh giving vaccinations and they're actually a little bit hostile about it they're like why are you bothering me with this um they don't want to answer questions they they got work to do and they want to you know get it over with and uh you know give your shot and be done so I think that there's it's a little hard for those of us who you know have multiple cars in our family and don't need to worry about um transportation and uh probably probably two parent families and and things like that that uh there are people who who are not like us and for them a lot of things are more of a struggle finding someone who can answer questions in your

own language um not having to be worried about being asked a question about you know uh are you in this country legally um and some issues like that we want to make sure that if people want to get vaccinated they feel comfortable doing it this is absolutely not aimed at our students students who are to be vaccinated must must must must be with a parent we are not trying this is we're not LUSD I know this seems like it's sort of coincidental with LD just recently doing this but it isn't about that this this is something that's you know been in the works for a while the first time I talked to the superintendent about it was I think back in May um and so you know this is this is a community thing that

we are encouraged by the Board of Supervisors and by the County healthcare agency to do we do not receive any money for this at all there's no we get money you know someone emailed me or and said you know how much is the district getting for this we don't get anything this is strictly a convenience for primarily adults in the community who who just don't have the same kind of access to all kinds of things like many of us do so I'm I I'll try to answer more questions but that's really the kind of reason for this ham and I have some comments go I was there certain sites that count has already identified as being interested in walk i t to think they will take our our input on this that it you know

this was to get theou done so that could begin but um you know if we said you know we want you to do it you know from on the roof of the admin building you know they would probably do that they're they you know they're trying to get it more in where people are and where it is very very convenient for people and they don't feel intimidated by possibly being asked questions being asked for insurance all these things so anyway yes and I just I would say um I support this 100% we are in a Health crisis um you're uh we're working to make utilize our schools which are Civic centers um they are community centers they've used for voting they used for all sorts of things that are hubs to make it easy and

us or friendly for um our adults in the community to get the services that they want and of course this would be for their choice and I think the more I think other ways to get and get a vaccine can be very intimidating for folks and that is not our mission and what we do is to we nurture and support community and of course those that don't want it won't even come near it and that's of course the choice so I I really support this I think this is a great move it's the type of school district we are we care for all and others and we are the reason why this area grew so much is twofold we we grew in response to um or or South Orange County and Orange County grew because

of us of capist Unified School District we built 15 schools in 15 years we serve we're the ranch we're the big version of the ranch we grew because we built schools and we had amazing neighborhood schools and uh my school my local school is used literally as a hub too so I appreciate this um and I support it and I'll I'll yield my floor to everybody else ask questions sorry sorry go ahead trustee mcnicholas and then trustee Davis okay I'm I'm looking at it from an employees standpoint because I mean and it and it changes fairly frequently but right now uh as far as I know by October 18th employees either need to be vaccinated or have regular testing and I know this isn't has has been raised as an issue of employees having to

have time off to go get a vaccine or have to make an appointment or whatever we can do to help our our employees be able to get vaccinated if they choose to um close closer to their home if we you if we said we're going to do this uh once a week at every High School we're going to do it rotate it through the high schools or or the middle schools or whatever is convenient to our most employee so I'm I'm looking at it from an employee convenience point of view and it's still not mandatory and it's not it's not for students I mean we aren't trying to get and the the speakers that said oh you're G to vaccinate our students without our parent approval absolutely not we cannot do that at all so

they can't even like show up with a permission slip they have to be there with their parent period full stop they will not County will not do vaccines on kids unless the parent is there unless they're 18y old unless they're 18 yes 18y olds yeah so that that's you know not not just the you know non-transportation non English speaking whatever I think it's for our employees just for our employees trusty Davis did you have any more comments our mission is to educate children and we've talked many times um trusty Hanah he spoke many times about we are not not in the health industry and I feel like this is not in our lane and I do think that there I do stand behind my behind my point that there are plenty of locations that treat

everyone with respect without asking anything and will give anyone that wants vaccination a vaccination I I don't believe we have places that are not giving someone a vaccination or asking a question that someone is not there to help them I think that we are in a community where people work hard to treat each other with respect and and I I think that there are plenty of convenient options where people can walk to get a vaccination in in area sorry um in San Juan to your point and US within our district we're going to need to vote on this and there seems to be a leaning one way but I would certainly like to make my own comments before we take a vote um yes Co is real it's out there but I was in tears

earlier about 7 o' listening to these parents because I'm really appalled at the population that rolls their eyes and disregards the actual factual statistics that are out there and the complete disregard for what is going on with the breakthroughs of those who are vaccinated and what is happening with children that the media and it is very political just absolutely does not want to publish and so it's all on on conservative social media but there is example after example and I have my own personal ones of friends I know and these that were mentioned these aren't made up so I have to say I know what I am getting as an adult not being vaccinated I'm not vaccinated that's why I'm wearing my mask so please don't tell me that children are not getting bullied about

vaccination I know they are in our schools and so I fear that when you put that as as one of the speaker said you put one of these on the school sites it's very easy for the kids say oh well I got back look you could just go and you know okay no they can't just go and without a permission slip and all but when you put it on a site we are sending a message it is so divisive right now and and we're going to continue every month to get parents that are telling us they want choice and when you put it on a School site even though we can say all day long we are not going to vaccinate children there must be permission it sends a message and I I just think

it is the wrong message I recognize that schools are the Civic Center and if there was an emergency we would offer our gymnasiums and whatever to take care of but um there is no following the science on this we're not there we may never follow the science and there may be a lot more families and thousands of families that that later realize what is really happening as this continues to spread so I know the majority of you all think that this is good and and to you know Martha's point it's easier for employees but it's on a School site and if it was really for the employee then make it here at the district if it's for teachers if it's for employees make it at the district not at a school site that is my

feeling I just had to express that tonight um and we can now take it for a vote we oh do we have someone who made the motion approval second okay uh motion moved by truste mcnicholas and seconded by trusty hanich okay all those in favor say I I I those who oppose I excuse me uh so that is a five two and yes okay last on the list if we can get this done in eight minutes preferably set six is uh number 11 the contract for professional development webinar with literacy Resources LLC I just would Mike i h this one as well um I would just like to follow up on a report to see if it's successful can can we get a little bit like can someone give me a little more about it

I'm sorry I don't know enough uh yes so this is a pheic awareness program it's an intervention for students learning how to read it's it's geared uh primarily for Primary students it's about it's it's when kids are even prior to phonics it's about understanding the you know breaking things down to the units of of sound and it's so it's a it's a very successful curriculum it does not replace uh wonders so this is supplemental and this would be part of the enrich part of the uh intervention block at Wood Canyon Elementary School this was recommended by uh uh our teacher on special assignment darlo liry as an outstanding curriculum and principal f folkart consulted with her and with his staff and wanted to bring this in as part of their intervention system I'm just going

to speak to it real quickly I teach hgr every day in school and this is a necessary component in teaching foundational skills and reading it's explicit it's systematic and it should be in every classroom throughout the district so this is amazing so great for wood can awesome and I look forward to hearing how it goes and I hope that it's something that we love and can move through the whole District I also taught kindergarten for years and years and vemic awareness is all is not taught enough and exactly they need this this this is perfect that's yeah that's why I wanted to see if it's been successful if somebody used it or very successful and happy to look at it and district and really study it and then potentially scale it out that was my

question sorry thank [Music] you yeah okay trusty Davis mov the item and seconded by trusty mcnicholas all those in favor say I I any opposed passes 7 Z move a Jour move uh yeah whatever it is I'm supposed to say about a journey um I need a motion to adjourn oh and a seconded and all in favor I I thanks yeah and it's now [Music] 11:40
