001good evening I'd like to call this regularly scheduled board meeting to order on Monday May 13th at 5:30 would you please rise for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the for it stands one nation God indivisible liy and justice for all thank you Mr Price will you please call Mrs bers here Mrs Davis here Mr Fox here Mrs Packard here Mr Ric here thank you everybody for attending the first thing we have on our agenda is the wonderful process of recognizing our retirees Mr dilbone and Mr Piper me first start off by just saying a few words I just want to say an overall thank you to our retirees um you look around this room and there are many years decades of service

002to Troy City schools and uh it's it really is a great place to work and learn and so this is just an awesome opportunity for us to say thank you to our retirees so um I'm glad that so many uh showed up this evening so we can recognize you um what I'll do is I'll I'll call you by name um and then feel free to come up if you have any guests and attendance we'd love to know who came with you um we have a gift for you we have a clock with a nice and grve eding that has your name number of years of service um and and um yeah name a number of years of service on there so it's just a nice retirement gift and then what we'd like to do is

003um Mr Piper and I will congratulate you and then we'll have you just go down the line here and be congratulated by our Board of Education so but before you get down the line there's a picture Mr F St a picture so before you get the line stop and get picture these two guys the line so as promised I'll lead off with Michelle BR I know she has an engagement to get to so um Michelle BR is retiring from Troy High School she uh she began working for Troy City schools in 1990 as an English teacher at her High School uh she remained in in in this position until retirement uh she will retire with 34 years from Troy City School Michelle heref thank you so much congratulations thank you thank you congratulations congratulations thank

004you thanks thank you thank you so much all right our next is Michelle or Kelly Hurley she began working for tooy City schools in 2008 as an intervention specialist at Junior High she remained in this position until her retirement she will retire with 16 years for Troy student schools congratulations hold on we can either turn this way or have all the well all the boards going to be in the background standing there it's going to be confusing so just turn this way or the board sits down doesn't matter thank you guys congratulations thank you thank you very much smiling face thank you thank you our next retiree is Tim Miller uh Tim began working for Troy City schools in 1988 as a student Behavior Health at stou and Forest until 1997 then he moved to

005intervention specialist position at Haywood uh then he was at the junior high and finally at the high school where he will retire uh with 36 years from Choice City Schools [Music] aair thank congratulations appreciate thank you seeing you see you congratulations thank yeah I didn't uh so sh who did you did you bring anybody with you this evening Tim did you bring some guest with you this evening toce uh my wife and my son K and Elizabeth come on down going together is a gradu thank you all right our next retiree is Patricia Patty GM she being work working for Troy City schools in 1989 as a fourth grade teacher at Haywood she moved between third and fourth grades until 2012 uh then landed in second grade until her retirement she will retire with 35

006years at Troy City all those years at Haywood [Music] Elementary thank you congratulations congratulations you congratulations my husband is [Music] here for being here all right our next retiree is Janet Rose Janet began working for Troy City schools in 1994 as a f service assistant at the Junior High in 1995 she moved to an educational a position at cookon in 2009 she moved to Van CLE where she remained until her retirement she will retire with 30 years of Troy City School congratulations congratulations [Music] Randy um our next retire is Lor West Lor began working for Troy City schools in 1990 as a math teacher at the junior junior high school uh she resigned for a couple of years but then returned in 1995 to the same position she remained in this position until her retirement

007she will retire with 33 years of Choy City schol did you bring sh yes my husband's golfing my husband's golfing all right our next Attie is Tani or Taffy Queen Taffy began working for Troy City schools in 1997 as an educational Aid at cookson she moved to van Le in 2006 in 2015 she became the administrative assistant at Van C and remained there until her retirement she will retired with 27 years at Troy City School probably I brought my husband where for coming all right our our next retiree is Melody Trent Melody began working for Troy City schools in 2012 as a bus driver um she remained in this position until her retirement she will retire with 12 years at Troy City Schools congrat congratulations congratulations thank thanks [Music] M and uh our last retiree

008that I believe we're going to recognize this evening is Barbara davner Bar began working for Choy City schools in 1999 as a food service assistant at a Junior High in 2012 she moved to Haywood then in 2020 she became the kitchen manager she retire with 25 years of choice to these schools thank you congratul thank you congratulations thank you congratul thank you congratulations thank you congratulations I saw you walk in with a whole Sloop U my husband Mark okay my daughter Molly okay my brother Sarah all right my daughter Abby and husband J very good thank you all for coming much the crowd I want to make sure I didn't miss anybody I think captur everybody that was able to attend we have some other retirees that weren't able to join us this this evening

009but um just thank you again to all of you who are retiring from Toy City Schools um it's it's a it really is a great place uh to to work um and I hope that you think fond memories um and just know that you will always and forever be a part of the Trojan family so um when you leave this place and you're no longer employed here please stop back and see us um and if there's ever anything that we can do for you don't hesitate to reach out so again thank you very much from all of us schools to those of you who are retiring let's give one last round of applause all [Music] thank you cupc or cie your way well that is a hard act to follow next on the agenda we

010have uh board committee reports um for the Upper Valley Career Center I'm not sure who's going to speak to that I'll be honest I did not take a look at my notes Levi I don't know if you have something prepared yeah so um we had a good um presentation about the uh 12 uvcc students that went to Germany for two weeks at early March um it's part of the uh German American apprenticeship program and uh they get to go and uh visit the trades that they're studying here in the US over there in Germany for two weeks uh the students they have to pay $1,000 so they do have a commitment on their part to get over there um and then the balance of the trip is paid for in Grants from other local organizations

011um around Miami County and Shelby County um and they they were rewarded with the two-day uh trip to Hamburg Germany where they're able to not just be students the whole time they are there and they could be tourists over there um so quite exciting group uh we had the German exchange students come in the fall and do a presentation to the board as well um So the plan is that uh in the spring uh our students from uvcc will go to Germany and in the fall the German students will come here they uh stay with uh parents and the students uh as part of the partnership in their houses uh really get to experience the cultures uh between the two countries there um another update is previously I mentioned we qualified a team for the

012National Collegiate uh landscape competition out in Utah and there was only two high school programs that qualified for there the rest were College Programs across the country um and we had four students place in the top 10 in their divisions um at that competition there out of the seven students that attended so not only did we qualify they they also placed very very high there um so congratulations to them uh and then a final announcement is the convocation will be at Hobart Arena on May 23rd at 7:00 um all are welcome there um as far as the haer is unfortunately I was unable to attend the last meeting but um the art display that um all of our students participated in was a huge hit I forget how many visitors they said they had but

013it was a lot so thank you all for supporting the students in that wonderful art um display that they do every year so all right next we have the hearts around the USA with a Kyle Elementary second grade students hello everyone I'm Mr Dylan I'm the principal at Kyle school I want to say thank you for allowing us to the board for coming to present I'd like to introduce Miss rut she's second grade teacher Mrs Nelson and Mrs Schilling and we have some students here today too they're going to share a presentation that they put together about a learning activity that started as an idea and as you'll see from the presentation it really turned into a wonderful experience for our community so I'm going to turn it over to the teachers and step aside

014they're going to do their thing very much for Mr you have starting up do we need the screen down or um I don't know if it'll interfere people close anybody we can move yeah we thank you all I don't think so was pretty fast is that visible okay okay thank you so uh at the beginning of February we sent out an all call called to our parents through Jojo and said hey we're really interested in collecting um cards and um Valentine's Day cards postcards different things from around the United States so you may have seen it Go all over Facebook and whatnot but if you'll go to the next slide Mr H we set this off H and just said hey here we are at Kyle Elementary we'd love to hear from you um and

015our goal was to hit 50 states we weren't sure how reasonable it was but that was our goal so on February 9th we received 98 letters and cards and packages we did open every single one of these and read every single one of these with our second grade class on February 12 we thought we thought 98 was a big deal but on February 12th we received 221 letters cards and packages from people from around the world in just 12 days of February we had reached our goal of getting all 50 states um a total we received over 800 cards and they still keep trickling in even to this day on Friday we received another one that said like hey Hearts around the world and sent it to us so they just keep trickling in and

016then to the left you can see the map we um colored in the state for the first um letter card postcard that we received and then we put a heart on each one so you can see the different states that provided a lot we even had some from Ohio cuz people that lived here did didn't want to be left out and then here is kind of a collage of the different pictures um that we the different cards and postcards and everything that we received from everyone from around the United States and then we have some students that are going to speak now keep sorry hi my name is I like the the USA because it was fun and cool I found so much cool stuff on cards that they sent us I like the North

017Dakota card because they sent us so much cool stuff they sent [Music] pictures my name is I live in Nashville Tennesse the last date we received was I tried to get my me andite it we and we got a lot ofet so we got to pick a one of the surprises we got chocolate from Hawaii my [Music] ISS around the USA I like that we got cards around the USA I like thats I we we have one more student Brin Wally is going to talk what was your favorite um my favorite gloves from alas my grandpa all right so my section is the cross curricular learning so we took this and kind of um we didn't really know how big it was going to get so we didn't really know what all we were going

018to be able to teach through this activity and this project we had started with um Mr H can you go to the next slide so they can see the visit there thank you we started with letter writing so a lot of the cards that we got had full letters with it and like a bunch of just random facts things like that with their state so we looked at the pieces of a friendly letter with that um we also talked about formal versus informal if you are writing to somebody that you never met before how do you write that letter to them how do you write a letter to the people that we know we looked at those types of things too um and then reading fluency because we read every single card to all of

019our students so all 800 we read them to them we practice that reading fluency um with math we really talked about place value we talked a lot about um Facebook and how many shares I had how many shares Mrs Nelson had how many shares Mr F had on the Troy School page we added them all together we figured out the place value we did all of those types of things comparing numbers some days we had one card some days we had 200 it was pretty crazy um and then with social studies we talked about reading the map those directions and things um we talked about the difference in size and state and how visually on the map it looks a little different but not really supposed to be that way um and then science we

020started tracking the weather for different locations some of those facts that we were getting back from the states talked about their climate and how it was and we talked about if we would want to live there or not in most of those cold States we decided we did not want to live there awesome and I'm going to talk about teacher based team learning goals so each month we meet together as a team and we set up goals so during this project our goal was um demonstrating command and conventions of Standard English so looking at capitalization punctuation spelling and writing so we were able to do many of these things through a letter um instead of teaching it in isolation we were able to pull it into this project so as you can see um at

021the bottom are two examples so de on Ruth and they have to figure out what punctuation mark they need to be in there and then Love Dare um also what they should do for signing their name our preest this was super exciting to see that um not not meeting expectations in progressing went from 43% of our second graders and increased down to 24% and Mastery and exceeds expectation went from 56% and increased to 78% so we felt like this was not only a successful project for what we got but then also seeing the data and then I'm going to talk about community building so moving from two classes when we were at Forest and at Kyle respectively we were able to do a lot we kind of went into this year n that how are

022we going to be able to like get three classes to work together and actually all of our students were very excited when we say okay we're all going to join together for our har round us so it kind of built that excitement kind of built that camaraderie that we're one family we all have a common goal that we were working towards as some of the students has mentioned we received all kind of things from all across the world we received at least six books um we had someone from Nebraska sent us a book about Abraham Lincoln we had friends um from Alaska that sent us books about Alaska we um every time we would get our packaging like all right what's going to be in this box and we would open the boxes and we

023would receive a pencils for every student we received candy for every student um as they mentioned we received three boxes of Hawai chocolate um these people that sent things to us spent their money to send things to us and that was really impressive you talk about these people don't know us but they spent $40 to send us chocolate from Hawaii and that was a really good feel that people put effort into this project probably the neatest package we got was a backpack from North Dakota came in this big box Mrs Nelson and I were pulling it out we're like oh we can't wait to open this and when we opened this backpack there was a baseball there was in North Dakota hat there was um a license plate there was handy for students there was

024what else was in that hug means and coins it was an endless bad of things that we just kept pulling out and pulling out and so we were fortunate enough to receive enough items that as Rory mentioned we worked together to get earn enough TR tickets each student so 60 of our students were able to take a piece of this project home with them some of them the box of chocolate some of them picked a picture couple other people picked stickers so everybody has memorabilia from this project that they get to take home them um could you go to the next so this project would not be possible without all of the help that we had so first of all we'd like to thank Mr Dylan for allowing us to embark on this adventure um

025kind of nervous at first when we went on like well you should ask Mr vill this is something we can do and he gave us % support said go right ahead we'd like to thank Mr Delbert before Mr delber had to carry all of our packages and all of our boxes every day um you come up the big white mailbox and be curious to see what we got Mr F without you this project would not have been as successful as it was so we'd like to thank Mr H for all his help for continuing to share it on Facebook it wasn't just a one share he Shir it's pretty much weekly for us and then we'd like to thank the T City Schools the city of Ohio and the they gave us a grant and

026we were able to purchase a book talked about that so if you were one of those people that shared us on Facebook thank you for helping us reach our goal on these [Music] St well thank you so we want to make make sure that the folks that spoke you want to introduce I'm sure you brought maybe somebody with you unless you got in the car and drove yourself but maybe you can tell us who you who you brought with you okay I'm and I brought my grandpa grandma and sister whoa okay my name my little sister my grandma my name is Luc and I brought my mom and my brother awesome somebody else one more back there she going to be shy okay thank you and and one more question I want to I want

027to ask the second grade teachers how in the world you are going to Top This we have no idea thank you so much that is amazing I'm so impressed you didn't mention but we also have 10 different countries yes so that was pretty cool too we got a package one day that it was what $32 to ship this and bl were like oh let's see what's in it it was a postcard like that did not have anything really on it just said Happy Valentine's Day but they spent $32 to send it to us Australia Australia really oh my God that's amazing any other questions I have it on a picture here wow I have like I I have the math still up in my classroom Mr Dy joke that I had Mr on speed that

028is wonderful I think I'm sure the kids had that had to be the best part of their Year my God Scotland Germany Finland Iceland Sweden England Australia and the Netherlands wow amazing that is very awesome yeah you are they just kept rolling in that is amazing we talked about next year doing countries around the world or even counties within the state of Ohio just to keep Ohio so get a little G yeah that is awesome thank you any question comments any thank you so much thank you all for coming thank you and we'd love to have you stay free to take a TI with you take the desserts with you out [Music] Dr those [Music] cupcak thanks for coming all right well I thought the re couldn't be topped but boy they did a pretty

029good job of uh doing that all right next on to a really exciting topic we have four policy revisions Mr Piper top of that not not not not wise of me to follow second graders but I'll I'll give it a shot um and actually this uh this in all the policy updates they typically happen a couple times a year and sometimes there's a special update in all the years that I've seen policy Updates this is probably the smallest number and least um mey policy updates that I've seen so this one is very light um I'll walk through them quickly I'm happy happy to answer any questions the first one is about is policy 2623 about student assessment and it simply um mentions a a new requirement for us to provide parents with scores on any

030state admin administered assessments by June 30th I'm going to keep rolling so if you have questions just stop me policy 26232 um just clarifies the administ ation window for the third grade third grade reading tests again very minor policy 31204 um we are now able to employ um student teachers as substitutes so the policy adds that language to it policy 3140 and 4140 both um simply clarify that we are also able to use electronic mail with proof of delivery in addition to registered mail to send notice of termination or resignation policy 5310 requires districts to provide free menstrual products to to girls in schools um you have a choice to do it for you have to do it for 6 to 12 or you do it for for K to 12 um we will do

031it for all school buildings um at the high school and Junior High they will be provided in the female restrooms in the other schools they'll be provided by the nurse if there's a request uh policy 5611 um makes a correction to the number of days someone has to file an appeal um for due process for suspension or expulsion there was two policies that mention that one had 3 days one had 5 days they're both changed to three days now policy 8600 does a very minor Transportation update um it removes language that states the superintendent has to take changes in bus routes to the board that would be pretty unwieldy because bus routes do change minimally throughout the school year and also we had to add some language about transportation for children with disabilities to that

032policy Chris sorry on that one yeah we approved the bus routes annually around August yeah um we have do we have to do that I I was surprised when that first came about like I believe so I'll have to look into that I think or I thought that we were required to do that everywhere I've been that's been the case yeah me too yeah okay I think we do yeah just it just seemed weird cuz I don't know anything about routing a bus or anything so yeah a lot of work goes into it but yes they're board approved but they do you know as kids move in and out they're changed minimally throughout the school year hopefully minimally yeah typically policy 86004 um just changes the language of the policy from school Vans to school

033Vehicles because some schools do buy Suburbans instead of vans so it just clarifies that there's actually nothing in statute that mentions Vans everything about school vehicles uh policy 8640 is revised to um that we allows us to charge Personnel costs associated with the driver's time and mileage for um non- routine trips where sometimes um um an organization may ask us to transport or they may take a charter bus so we're able to recoup from some groups who are sponsoring these trips the cost for the driver um policy 8650 again refers to vehicles rather than school buses and policy 8660 is is seriously just changing commas and a couple other very minor revisions it's not substantive at all it's about incidental Transportation by private so again the most minor policy change I've seen in all the

034years I've done this but happy to answer any questions you may have this is the first reading right first reading so typically we read it and then we'll come back in June with the actual list of policies I sent you all your your access for how to see the policy word changes you have any trouble with that let me know I'm happy to help right okay okay um next we have the first hearing of the public for anything on the agenda Mr moris say Dr Moore says no okay moving on to the treasurers report um consideration of the approval of the minutes of the regularly schedule meeting for Tuesday April 9th s thank you Mrs Packer second thank you Mr questions comments you please call the rule Mrs Packard yes Mr Fox yes Mr reic

035yes Mrs Davis yes Mrs borts yes next for the financial reporting um items in exhibit B including the April 2024 sm2 monthly Revenue total revenue total expenditures Etc we have a motion to approve so move Mr R second Mr fer Mr C couple comments uh continue to track pretty well for the fiscal year with uh two months remaining we did see an uptick in medical claims for the last month um but I believe um with a couple of those claims we will have uh gone into reinsurance so we we'll be getting some of those claims dollars back also uh with our final income tax settlement for the fiscal year at the end of April uh we ended the fiscal year um slightly down from prior fiscal year to the tune of about uh $76,000 was

036there a specific category that you get in um we did notice that um the set aside for um people that file for uh money back over pavement um it's the money that uh Columbus set aside for our district seemed excessively High when comparing to other quarters or other fiscal years so I'm assuming you say money back is that property like challenging the property no tax income tax this income tax com everything else seemed to be pretty much in line in Prior fiscal year so any other questions not we please call the rule Mr Ric yes Mrs peckard yes Mrs Davis yes Mr Fox yes Mrs borers yes next we have the 5-year Financial forecast for fiscal year ending June 30th 2024 through 2028 as exhibited and exhibit SE have a motion to approve so moves

037than Mr reic second thank you Mrs Davis Mr Price this is the second uh update for the 5year forecast for this fiscal year uh I tried to incorporate everything associated with recent negotiations with both of our Union contracts into this forecast I believe I've captured all those changes that um will occur with the uh final approval of those two negotiations um the Assumption Pages detail uh all the detail behind uh the numbers that that and if you have any questions I'll we have to answer um a couple questions um on sorry I was looking at the why am I I struggling find that P back on um once again the income tax the fiscal year shows 12 million plus and then 16 million plus is that remainder going to get made up in 2024 I'm

038looking at the threeyear comparison right that was the financial reports oh I'm sorry I wonder I had a hard time finding it can I rewind versus the forecast shows I guess that's what I was comparing it to the forecast which shows [Music] here 12 years the unrestricted grants in Aid yeah I'm sorry I said that it WR again unrestricted grants and a that is our uh School Foundation that's based upon current enrollment um at this point we intend to be pretty close to that number um usually they have some catchup calculations towards the end of FIS year okay um May and June both so we anticipate being pretty close to that number overall yes [Applause] um and then the other one is on line 3.01 Personnel Service personal personal Ser Personnel Personnel Services so we

039show total employees and this is probably a combo question for you and Chris we show total employees was 514 in fiscal year 2024 and they were 486 for 2022 obviously that's a growth of what 28 so I guess my concern is with the new salary rates that's going to you know be impactful right and obviously we have new buildings coming up so I guess I guess I just I think word of caution that we need to really watch those because we're looking at attrition Etc for the as the new buildings come up nearly a third of that those increases was when uh we made the decision to bring our Ed program back in house and Incorporated nine or 10 of those okay I forgot of that number as opposed to having PA y okay I

040believe we've also hired some permanent Subs rather than yes we have a couple permanent bus drivers we have custodians yes a couple permanent custodians okay because the difficulty for finding s at hog okay sorry s before you go further can I can I may go back one to the um uh Fair school funding the sixe phasin yes can you speak to that how what do you have worked into that do you have so we obviously we're in year three right now I think right this is and then year four would be the same as year three what do you have built in for years five and six do you have the same as three and four or do you have the potential increase we have what's in place right now because there's no guarantee that

041they'll continue to phase it in at this point okay I ideally we'd like to see that and the cost sets updated along the way but there's no guarantee this you're using 2022 cost sets based upon the information we have in hand right now but your cost sets are 20 22 right yes so they're not even reflective of the cost sets for 2020 that's the latest that's been Incorporated yeah so costs are going to go higher or have gone higher and they so the costs that they're using are invalid or not accurate yeah so I feel there's some conservatism built in as I say each time and um historically it seems to show that uh when we look four or five years out the the large negatives that we show four or five years out um

042in my opinion it it scares me every single time I see that and then uh luckily based on the actions that the district takes uh we never SE um those uh red as numbers as as I'll call them or large negatives so um just one thing I was want to make sure that it's still forecasting using the same methodology that um each of us can decide if we think it's conservative or not so thanks for clarifying and I going forward I mean here's some other concerns I have not with the district going there but just kind of just to voice my opinion I mean like I looked at the reading program in line 3.04 supplies and materials I mean we did our reading program updates in 2019 and um the new math in 2021 it's

043now 2024 I mean I don't know how I know it was a long time that we since we refreshed those way back when I don't know how often you even look at a new reading program or do you continue to I mean I'm guess I'm thinking of expenses coming forward that those things cost a lot of money and that you have to anticipate like the what the state put out how to teach literacy does that impact Us in terms of our reading program yeah we'll have to add some curriculum for that they're still trying to figure out what all of the approved curriculums are um that list continues to get updated uh that should be finalized sometime next year we're required to have a Core Curriculum in place by the end of next year there

044is some State funding that will come along with that it won't be enough likely to cover the entire cost um but yeah I mean this is New Territory for the state of Ohio to require um at least specific things from a specific list they don't tell you which single thing to use there are list to approve things and you have to use something on that list yeah that's new um it's I think it's likely to come for math as well that's something we'll have to be aware of coming up yeah I guess I'm back to what your comments were and another thing that Levi you know you're right we see this and we get nervous the other thing that makes me nervous is that we purchased you know buses out of the federal grants that

045occurred we P we purchased um Chromebooks and purchase a lot of things those will come out of the can those be out of the pi fund mhm the buses can right and the Chromebooks they could yeah it could be takes money away from maintaining your buildings too so it's a Cuts 22 yes yeah yes but back to curriculum Chromebooks buses I mean those are expective costs periodically you have curriculum revisions um you know education is the number one thing we do so we have to make sure that our curriculum stays updated but yeah those are things we'll have to consider to continue to keep an eye on yeah I guess I'm just trying to communicate these things come up and they're not cheap and we have to make sure we stay conscious of our part

046of our internal discussion on a weekly and yeah I mean reminder makes makes you nervous you're right when you see things go in the red and then you hear that well I think it's it's an important question too I mean I think I saw I shared an article that I saw this weekend that districts across the country are are cutting back on Staffing because the Esra dollars have dried up um the conversation that we've had since those funds were introduced were to make sure we were doing things that were sustainable um taking advantage of the opportunity to to use federal dollars to to purchase things like buses or Chromebooks when we could to protect the general fund because there was so much uncertainty um and we still see even here regionally districts are making cuts

047and we're just coming out of the eser fund era right fortunately for us we are not in that position I think so far we've of course I'm bias but I think we've managed ours very well so far but I think the numbers bear that out too we're sitting in pretty solid Financial situation footing right now that's that's all the comments I have are there any other questions anybody has or comments if that we please call the rooll Mr reic yes Mrs Davis yes Mr Fox yes yes Mrs Packard yes Mrs borers yes next moving on um the then and now the high Revised Code provides that a prior certification of funds by the fiscal officer was not obtained for the contract to order that involving the expenditure um then the fiscal officer May instead certified

056CH the uh paperwork that I placed before you prior to the meeting is um the information that Levi had asked for a couple months ago what we anticipate over the next 5 years with utilizing These funds if they are um approved by the community for Renewal and then various projects in those facilties listing there as well as uh the 2024 project list and dollar amounts associated with those items and locations so are these items down here the 2024 items or are these items just Associated each of sites I appreciate that thank you [Applause] and our some and like are the 20124 projects are these already in process yes for the most part yes POS have been issued and they're either underway or will soon be underway do these funds take up the entire allotment from

057the pi no there's still some dollars remaining sorry could couldn't quite hear that uh teres asked um the projects for 2024 exhausted the funds in hand for this year and it does not we keep a little bit on hand and um in case we have a boiler or something go out unexpectedly so follow up to that what's what is the ruling on if what what are we going to generate uh roughly a year from this about 800,000 and what's the rule how how quickly do you have to spend that 800,000 is it within all in that fiscal year or you said sounds like no how how long can you hold on to it if there's not a need you can hold on to it as long you want okay but we have traditionally if we

058haven't spent it we have very little that we carry over is that correct correct yes and would you consider these items to be I'll call it keep the light on keep the lights on so to speak um I know question that I believe we have been pretty reactive um over the past years because we've had so many schools to maintain so I don't know how proactive we've ever been for the most part our priorities are warm safe and dry um and anything beyond that um depends on if it's um then it becomes okay if we have extra funds on hand what's worse what's the worst item out there MH and that's kind of how go through if if we anticipate something um coming up at a certain point and we get to that point it's

059not needed yet it may get pushed out another year or two we just have to schedule conversely I'm sure things come up that you didn't anticipate as well correct um last three years we've had two issues the high school electrical wise that nobody anticipated and luckily we had some Pi funds on hand get it immedately repaired and um keep operating occasionally we will have a water line galvinized water line that crumbles and you don't know how far back you're going to have to replace we go until we find a solid point to connect on to and then repair and obviously you're assuming that except for Forest you know you're not going to do any expenditures on the elementary schools if it all that's our plan in case something comes up that we absolutely have to

060fix in order to keep going until we vacate that facility C can you speak on a little bit of U what's ongoing with with Ferguson and maybe uh that last year there um 50 5,000 is that tennis courts as well yes seems uh every four to 5 years were um patching cracks um and then cleaning and recoding okay and what about the stadium there what's that 200,000 and 27 is that a Press Box no no it is not um we are updating Mechanical plumbing within the structure we've already started that process with failures uh like this side we've replaced hot water heaters it has a big originally was designed with a 500 gallon water heater and it went Kut we have the same issue and the visitor side um we're currently working on that and

061then the heating and ventilation system it's time to replace in this room and this another locker room on the other side yes okay things along those lines nothing that nothing thatone anyone's going to see we need to do it but no one's going to see anything out of it exactly he going to feel a pretty Turf though next year yeah yeah could you speak to Forest um 2 to 28 what that is all entailing because it's a lot yes um with a continued use of that we've scheduled some dollars for that facility to upgrade um Electrical uh HVAC uh Plumbing it's just the guts of that structure are wearing out out and with the plans of maintaining that facility going forward we need to start putting money into that for its continued use so we

062don't have an exact dollar amount these are just B yes and those numbers May slide one year forward or a couple years back see how things Play Out Mr peer can you have some thoughts I mean you guys have batted around some IDE IDE about how you could use that facility the forest facility yeah I think there are a lot of options for that um one of the potential uses of that would be what this space here is currently used for we have a satellite program U for high school students I think exclusively right now there may be a couple of junior high students that are involved in that um not exactly an ideal learning space for those students down here um so that's a potential use we could also expand opportunities like that right

063now we don't really have much in terms of alternative programming for junior high students um any at any given point the ESC would take as much space as we can give them um they're even talking about building an extra building for the ESC um down the road that's just a conversation right now but um those things certainly are like probably top of our priority list um I'd love to see us free up space in the high school somehow for some additional programming there not sure exactly what that might look like but we will certainly use that facility it's what's the best use I think is the question so typically when we use the services we're paying them what would happen if they're using our forest building repurpose Forest are they do we get a rent

064fee out of that we do they they currently follow that model like for our MD classrooms right now um that's what that's the model there yeah there's a red fee for each classroom is there any is it enough is it substanti justify oper operating it um right we we need to operate those units for our kids and they can provide the services in a pretty cost- effective manner for us but um the ren feed just helps it it's a convenience factor for us cuz for the most part it's our kids so it's we're not having to transport our kids out of the district yeah okay so follow up you said most part of our kids what would you say 90% 99% our kids uh I would say unit anywhere from 90 to 100% okay yeah

065and also um Chris can you speak to I mean obviously if we did not have the pi fund this would come out of our general fund and I think we spoke to a few things when we were talking about the forecast about you know things that come out of there any thoughts you have in that direction in terms of what you would consider a um downfall or a could be a potential problem area if you were to take it out of the general fund yeah I mean Jeff mentioned warm safe and dry and warm safe and dry is saying a lot I mean you're talking roofs you're talking tuck pointing you're talking asphalt um you're talking hbac none of those things are cheap things it's a small thing to save warm safe from drive but

066those are big costs associated with maintaining that for one thing um so these dollars get stretched um $800,000 for for if if we were just to use that on the junior high and high school for the next several years which is the intent I I can't confidently say that's enough to cover our needs in those buildings we're going to be spending from the general fund um we mentioned earlier today we could use we could use Pi dollars to pay for buses or Chromebooks that would be fantastic if we could free up general fund dollars for other things but it's a fail safe for that as well if things were getting tight we have to continue to buy Chromebooks we have to continue to buy school buses when districts fall behind in that purchasing pattern that's

067when real trouble happens because things start to snow snowball so um I'm confident we need those Pi dollars to keep our high school and Junior High warm safe dry and in a good place to learn for the next fill in the blank 40 50 years um those dollars will get stretched easily did I answer your question you did and like I said I think if we don't do this it comes out of the general fund which we already are we have some Reserve but not I'd like to point out as well I think some of some of the things that um or one of the questions that comes up often is when when property values increase I understand everyone gets concerned about how does that impact school taxes the pi fund that that rate Falls

068as property values go up so that's why that $800,000 is essentially what we were collecting a decade ago I can't call when it first passed but that we don't get more money originally passed at 2.3 Ms or better I believe so as values go up and more rooftops are added to the community correct the per rooftop cost assessment yes essentially goes down so I think right now it's listed as a one 1.1 voted permanent Improvement Levy but it's collected at what 7 7 for agon residential businesses one just under 1.1 yeah would it be the same situation if we were to let this Sunset then realize we have to uh oh we need to get another Improvement fund going there's a couple things there uh the uho is correct uh and following the uho we

069would have to probably Place something on the ballot and the first adding something to a ballot as opposed to renewing something is always a tougher fight um I can't recall the second part of my thinking there but would it still have the be the same amount it if we have to add it back as a new Levy it would be collected at what it's passed so okay so that would go up essentially if the decision was well we'd have to decide what we were placing on the ballot if we placed a 1 mil or a 1.5 mil it would be collected at whatever we place to that and again it would fall over time okay and one mill is roughly how much per $100,000 house you want to take a guess I'd like Jeff to

070guess that's fair for JE for $100,000 one mil 35 bucks 35 bucks oh yeah that's minus a year roll back in Homestead if you qualify correct 35 a year yeah yeah so roughly couple bucks a month okay three bucks a month $3 if I do my gites correctly it's a current rate that people are paying three bucks a month yes and B we've had great success in in our renewals I think our last renewal passed it close to 70% favorable so we've had some great success with our renewals again for those that don't understand a renewal does not increase your tax it's it maintains it I appreciate you bringing this up now in advance of the um next meeting when it needs to be approved and uh I appreciate that it's uh six plus months

075if the second does not agree with the the person who does the first MO motion then that will be what do you call that cancel yeah it won't it won't move forward that it won't move forward thank you um if there is a second we will still vote each board member will identify whether they affirm or whether they reverse based on the vote and that motion will carry based on the majority that is voted does that make sense are there any questions it's a little confusing but we'll so just to clarify shot someone's going to make a motion to talk about each of these items here so Mr Mr a is going to at the very beginning okay Sor when we go to the individual books then does the motion need to say affirms or

078to make Troy great I especially want to uh thank the school board for taking up this appeal of this uh decisions on sexually oriented voice I'm here on behalf of other parents and members of The Cho Community you understand that some of these B profanities involv are adding to the sexual sexualization of our soci and adding to the confusion and mental health problems of our youth in the community review are in the Committees in review of these books that took place last year is notable that the committee often refer to Banning vs this process is a choice it's a choice of what materials are included at choice schools many schools in our area choose they choose not to include any of these books uh and they do that without any legal repercussion I'm asking the

079board to choose not to include these books at boy schools uh mental health of our youth is a very large problem I look forward to your discussion about these books and ask you to choose not to include this content thank you Mr ik all right the first book that we have um is titled Beyond magenta um the ruling for Beyond magenta was this book just so you know your feet are kind of with the cords you're fine okay there you go thanks well maybe what be helpful is if you or someone explained what happened last time the process that there was a committee and it didn't go through the board sure sure go Mr Piper you probably best said that Morgan help fill in any holes because he helped lead that process but um we

080do have a policy that that um speaks to how this is handled so when Mr I brought us concern um committees were assembled uh to read the books and discuss the merits of it uh the merits of the complaint and to make a recommendation to me the superintendent um for what they thought should happen with the books that's laid out in policy so uh that did take some time I think the complaint was was brought right around summertime is that correct year ago yeah um so summertime is a difficult time to get staff together it did take some time throughout the summer to get those committees together uh committees range from a couple of people to review a book I up to maybe five or so for a different book um there was a a

081meeting to again I think get the committee together hear from Mr iink once again before the final recommendation was sent to me and then once the final recommendation was sent I reviewed all the materials the complaint the notes from the committee and made a final determination for each book individually which I then shared with I think the board and Mr iink and then that gets us here today Michael did I leave out anything significant I think that's a a nice summary following the Advent guidelines to the con board policy on this um just share the the summertime scheduling was more difficult than I would have liked but need to group together had a few nice meetings with Mr I think go through the process recation and we had a variety of people um reading books

082we had several teachers Librarians administrators Dr Moore um so each committee kind of I think we had one teacher that read all nine served on all nine committees are there any other specific questions I can answer as far as process okay okay that okay so I'll go back to the Beyond The Gentle was the first book title I think for each one I'll reach what the conclusion was so that we have that and the conclusion was that this book should be removed D from circulation due to the course and descriptive language of the sex of a sexual nature so I think I need a motion to start with a motion to affirm or reverse I'll make a motion to affirm the superintendent's ruling a [Applause] second yeah he said affirm sorry I'm writing motion toir

083we have a motion and second to affirm any discussion anyone would like to make on this particular yeah I before we get into the discussion I just want to warn everyone in the audience there may be some crude language um quoted in the books so um if anyone has any issue with that due to their personal beliefs or their age that they may be um feel free to take this as your as your warning and I please know that there may be some words repeated after this so I appreciate that this um the decision to remove it um just some examples page 119 of this book I'm dressing gender what's that gender is blending stuff so um talks about uh taking testosterone makes you as a sexy hormone my sex drive went way up once

084I started taking it my sex drive fluctuates too right after the shot I'm really horny and before the shot I'm not good for anything so I I read this book and um I do agree with Mr hyers and the assessments made by the teachers in this area there was um definitely some derogatory comments but for the most part I mean they were pretty few and far between but still enough to warant the decision so do we do we discuss the rationale or do like is that what we needed does it is a rationale one doesn't have the rationale so I think we're affirming we're that we're just affirming that the comment made is it do agreeable so okay and the rationale removed from circulation due to the course and descriptive language of the sexual nature

086motion to affirm or reverse please motion to reverse the decision second okay let's have a discussion Sor uh yeah my my reason for reversing this is explicit sexual content activity um drug use in the book um it talks about drag drag shows um I looked up the definition on um well in the book it mentions drag shows are for people who participate in drag often have exciting stage personas um encouraging the drag uh drag shows um I looked up the definition of drag shows on Wikipedia a drag show is a form of entertainment performed by drag artists impersonating men or women typically in a nightclub or a bar um I don't feel that um that uh that subject is appropriate in the schools um with the nightclub uh or bars um and uh drug use

087um it talks about using hormone therapy um so that's that's the that's the reason that uh my r now uh drag queens are men who perform as women for entertainment purposes similarly uh drag kings are women who perform as men um I guess back to what he said um it's an exciting career I don't think that our children need to be exposed to or taught that this is an exciting career that they want to pursue I would hate to have them persuaded in believing that um I agree with the um assessment made by our committee that um I don't believe that this normalizes or teaches sexual activity I don't believe that um it is it provides basic information and definitions there is no graphic or sexual nature I think it does help people to understand

088about queer Theory and that it supports it's it's a teaches the Anyone who reads it um not to normalize it but teaches them about those Concepts or those um folks the transgender and and their thoughts in that direction is this open to comments from the audience not at this point no all right let me know when it is please will it be will there be an opportunity do we know it was an opportunity at the beginning because it's on the agenda and it will be an opportunity at the end because there's an open for all public comments but not in this discussion correct any other comments I I did not have uh I did not read this book but I defer to the committee um this is a non-fiction book I'm not in favor of

089removing access to information from our students um and I agree with the committee and the superintendent to is the audience allowed to ask questions not at this point do parents have the opportunity to check to see if their students have checked this book out yeah any parent can request from our libraryies a circulation report for any books their child's checked out I would add um if you don't mind um that if there's any parent that wants to uh notify the the district not to check books out to their child we would do that and we believe the parents should be informed about what their children are reading absolutely So in theory any parent that would regardless of what this we as a board make a ruling here but if they disagree with it they can

090they can say I wouldn't like my child correct check that book out and then the automatic process would flag that then when the librarian goes to scan the book it would pop up that they can't check that book out I'm not sure how we would manage it but we would certainly honor the parents requests okay and I'll ask a question also are any this is more of a general are any of these books used in any curriculum no they're all just available for a choice thank you correct Dr Moore these books class entire class these are all books that are utilized by choice for students to any other questions if not we please call the rle do you want to do you want to clarify what the vote is for oh right now the the

092to use it um I comment I concur with this review I learned a great deal about the scientific aspect of genetics gender identity versus sexual orientation it's was in chapter 4 it also does I read the book obviously it also does a great job at giving the perspective from the entire family so just ask um the board uh if we that that quote that uh Sarah read there sounds like a like a PumpUp speech to get someone excited uh to take action um and uh if we heard a student in one of our buildings use that phrase never point a gun at someone unless you're prepared to use it what would our what would uh our action be as a school district to that student if they had that conversation in the hallway um what

093would our action be if a Coach on a sporting team out on the football field or basketball court um use this comment um make your first punch counts never quit on your team and then finish it up with never point a gun at someone unless you're prepared to use it with that coach would that student still be employed by the district or go to school here just to clarify I'm not I don't think you were asking me the question no the board I think there's a difference between literature and and fly describing the journey that they had and sharing you know I'm looking at what the committee says it's a story of the family's Journey it describes his history laws and scientific studies um this is are they encouraging someone to take action I do

094not believe so I do not believe so I would imagine that yes that if a coach said that they would be fired if a student said that I imagine there's discipline but that's a difference between something that's in a book and a family describing what happened with their family and something happening in our schools I guess I would say what if a child had said this would there be questions for that I think you are asking me I'm asking okay CU I don't know the rule I don't know I think it would be require some context I mean and and that's something that we encounter um pretty consistently in school um we have students that will say like if you do that good I'm going to kill you so what is the context of that

095situation is that an actual threat or is it something they said to a good friend of theirs as a joking way those are those are questions we answer daily and when we do have questions that we're not quite sure what the answer to that is some are very clear and some are are very not clear um when they're not clear we have a process that we follow it's a threat assessment specifically with regards to pointing a gun if you're going to pull point it I can't call the quote but there is a a threat assessment that we follow it's provided by the FBI it's several pages long we we assemble a team of people together uh teachers that know the student school counselor administrator uh school resource officer that applies and we walk through this

096questionnaire again it's four or five pages long and at the end of that it asked several questions about many different situations at the end of that we determine if it's a low medium or or high threat risk so depending on how that comes out with the context of that situation that would determine our next steps and sometimes it is found that it was a low threat and that was a a really bad joke and sometimes there are serious things happening here in the student be expelled and everything in between so in that situation if it was determined as a a joke and poor taste and um maybe it's more of a a warning to that student of you don't talk like that again in the schools because the second time you talk like that you

097know it's you're not getting the same um slap on the wrist maybe um however if it's in a book and it's continued to be read again and again and again my opinion of that would be as if that same student set the same the same inappropriate joke over and over again and if they continued with that inappropriate joke would you look differently on them at that point I think you're asking me I'm asking you yeah um again I I think it depends on the context of the situation um if a player on a basketball team told his um told the other kid on the team when you what was the quote again never point a gun at someone unless you're prepared to use it okay if if he told a player who was hesitant to

098shoot the basketball that quote that context would let us know that's not a kind of that's not a threat that's a can't think of the phrasing simil take shot yeah um again it depends on the context okay is that the context here I don't no this this this book went through a committee um Mr iink also had a chance to so this is the first time we've talked about this quote and I have not read this book um I've just read excerpt so I read the book but honestly I don't recall that being this is a new thing we brought to the table for this book for me that caught my attention I guess it caught my attention based on everything that's happened this year you know kids and their yeah issues that they had

104school still think that's an appropriate content um the uh the review when you uh what Mr I provided um the general notes the first words of General notes are content advisory so um today's uh world that we live in if there's content advisory put on there as we can see with some of these other books then uh I take that as uh it's inappropriate content um the book talks about um having a threesome and this is for um H I'm not sure what age this magical boy is but um he's it's a boy it doesn't say magical adult so um it's talking about boys girls I don't care if it's straight or um any sort of gender or sexuality uh I don't think uh books about having sex or having sex with more than one

105person are appropriate in our in our school libraries so the main focus of this book I read this book also um I think one of the teachers made a comment that it's not well written and I would concur with that it's probably not that I read a lot of graphic novels but this one I think left a little bit to be desired but honestly um I think there that he that he made I I will concur with that it says this book is about a young boy who in his imagination is a thriving businessman and with the support of home base he is wrestling with the thought of being gay but those thoughts typically are not spoken outward outwardly he befriends another boy who on occasion dresses like a female he becomes his business manager

106and promotes his show for the yearly Middle School talent show the pronouns are all he and the only the wrong book oh doing I'm doing Middle School of very oh you're right I'm sorry okay I'm sorry now am my done in my head I had to okay conect person I till I find it back right I remember that book [Applause] all [Applause] right this is where I wrote um I appreciate that a person has strong moral feelings lgbtq people but regards to those feelings they exist and should not be denied the right to read a book that reflects who they are this is not an assigned book and um yet it is a great reference material and I agree with that I read the comments that this teacher made and I read with all the

107comments that they stated or teachers I should say Do you believe we should have books about having sex and threesums in our libraries I read the book and uh once again I'm going to say that that is not a comment that I'd have to go and read the book or look find those quotes and put it into context page 72 well I don't have a book with me so that's kind of hard for me to go but as I say I read the whole book and I didn't feel like I did feel like it was more I was glad to get moved to the high school but still I thought it was very propen and I will note that all these books I read and I said but I give this to my daughter to

108read now my daughter's a college student now but all of them I was like I would have no issue for her reading it as a high school student my daughter and I read lots of books together so she has a book I often read it with her because I thought it would be a great time to have a conversation I like to read books and I found this all the books to be very educational I got education I don't you know um have a lot of experience in this area but I say after reading it I got my eyes opened and I think everybody should read them I agree with the fact that everyone could read them but I don't agree with the fact that children should be reading them I thought it was appropriate

109for an at high school level could you why did it go from the junior high to the high school that was one of the that was the committee's recommendation that was the committee yeah okay did do you know do we know why they they said that it was just was one out of two B members reprend did the book be moved from the junior highight of the high school the rationale included the book is not assigned reading but the dialogue is more suited for an older audience it does not contain profane or graphic line it does not contain profane or graphic language of a sexual nature there's no mention of sex or profanity and none of the illustrations are explicit or sensual yeah I mean I understand the perspective that this is um fictional and

110meant to teach a story but yeah I get uneasy when there's mention of three Simpson sexual sexual nature was like I said I read exer to this just like most of the others read one of them almost completely but this I don't know that there was as much to gain with this book as there would be others in terms of learning lessons for some of this stuff I think there's better uh better examples for students out there any other comments questions if not a yes vote um affirms that this book should remain in the library a no vote um request the reverse of the decision and to remove this book from the library Mr Price Mrs Packard yes Mrs bores yes Mrs Davis no Mr Fox no Mr reic no okay the next one is

113to read um yes it was but I did read this book um but I I concur with the um consensus of the employees that said that it could stay where it is that they Reed that this book not there's no sex there's nothing sexual presented is the story of the main character's emotional struggle what is the main character's struggle the main character struggled to come to grips with who he is really who he really is Will resonate with students who are experienced the same situation I don't think there's any place for that language that uh Sarah just read off in our books in our school library so um so why I'm against this book being in there any other comments if no in this particular case a yes vote would confirm to re to reverse

115then uh drug and alcohol use um some these are this book's about high school kids um quotes from the book say I'm going to kick so much beer pong ass in college cie and cie and Mitch uh while they're making out partially closed on the cow on the couch um Tucker and I settle into small lounge chairs in dark corner of the yard where small clusters of people are passing a joint it's shocking to me this whole side of high school has existed right under my nose what else have I missed out on I feel like I've only been with these people while we're under adult supervision uh later on it goes to say uh they ask if someone wants a drink yeah sure I'll take a beer please um it talks about uh she

116holds my head and presses our foreheads together you're badass you're perfect you're work of art you're Fierce you're probably mom's favorite I'm a little bit drunk there's a there's oregano in your teeth so drug alcohol use and and sexual activity are inappropriate in my eyes for this book I concur with the evaluation made by the staff this book doesn't promote CER Theory or gender ideology it promotes being proud of who you are and not judging people you don't take the time to get to know and this book is an uplifting novel about about self-acceptance and Body Image it is about surrounding yourself with people who truly care about you and about standing up to bullies without bullying them in return so I'd like to ask Mr Piper um if kids were taking on any of

117these actions that this book describes um as they read about in our schools uh what would happen to the kids if they're making out partially clothed would that be acceptable in our schools I believe that would be a violation of the student code of conduct and that would not be acceptable okay if they're getting a beer for someone else same it's in our student code of conduct and if they're passing a joint same student code of conduct all right I would also add that our students shouldn't go to war but we do teach about war there are things that we teach that are adult subjects that doesn't mean students can do them we teach about the 60s in history it's hard to teach about the history of the 60s without talking about some of those

118things so just because they're mentioned doesn't mean that they're banned right but we would but when we're teaching about those we're not um affirming that a kid should go to war right correct so it' be inappropriate to affirm that a kid in high school signs up and and goes while they're while they're high school age um and does that activity so um feel it be it's inappropriate to affirm this with this book um these these uh topics that they're doing well I don't believe that if the if the book's stating that a is not part of our curriculum and B that doesn't necessarily mean that that that our staff is affirming those what it means is that that's affirmed by that author or that is something that's meant that is discussed by that author that

119doesn't mean we're teaching them that cuz that would be incorrect we're not teaching that that's part of that book there's many things as Mr Piper noted that are in lots of books in our library that we're not teaching nor do we go and suggest that our students go and do those things they are representative in this particular case once again I would say that the whole book was about not bullying accepting people who they are that was the main emphasis of the whole book I mean I suppose you could pull out of any book that are derogatory but that was certainly definitely not and the whole drag piece was so minor in this book it wasn't even barely relevant it just was more of a discussion item but it was definitely not central point of

120this book I'm trying to answer your question honestly like Huck Finn would be exposed from school because he ran away he was true and so but it's it's because it's written about doesn't mean students shouldn't do it I'd encourage if any parents think that that book's inappropriate and send it to the file the process and send it to the committee and um I think this is the right thing that if any parents feel that they're inappropriate they should uh send them to the committee I'd also like to note um on all these books not one of the reasons that I've given has been anything about um transgenderism it's always it's been about sexual activity or um some other item just to just to clear to clear things up here any other comments well I think

121to Levi's point my my primary concern is I'm I'm not I shouldn't say I'm not concerned but my daughter I believe has no interest in bringing any of this home I don't think my my concern I want to make that very obvious is my children I I think are not interested but there are children that are very vulnerable at this age they are highly impressionable and I do not feel that it's our job to I don't know if the word confused is the right word I'm trying to be accurate I don't want to confuse children anymore so that's my stance on this this is not a conservative or a liberal Viewpoint this is strictly for the mental health and the health of these children so this isn't a right or left issue so when we

124they need um and it I confirm with uh Mr paper's decision I concur with what Mrs Packard said also and I concur with what was stated by the committee and I did do the book of go ahead I think it's appr inappropriate uh book for our schools that talks about uh ask the question do you discuss transitioning kids before kindergarten on page um talks about drug drug use with hormone therapy it's inappropriate sexual content um uses the phrase uh chick with a dick um and uh it talks about his or her penis now being AIS visible through the clothes that they're wearing so um just seeing no need that these type of uh phrases and talking about genitalia are appropriate uh in our schools um I absolutely disagree with the staff uh reasons for keeping

125this uh one person said it's okay because the students have heard of this person before because they're a famous person um and it aligns with TV shows that the uh author uh maybe might have their own TV show so um just because the students have heard of someone uh in real life or it's on TV is not reason to justify keeping uh inappropriate content books uh in our [Applause] schools well this book's interesting because I studied it and I read part of it um it's to Teresa's point it's talking about being a non-fictional book um but in the uh Australian news what they're finding out is it was very very skewed based on the parents for publicity and they don't actually know how non-fiction it is if it is actually that um or if it

127ADHD um I can read that it would have been Kinder for her to say that she hat me and never wanted to see me again I was diagnosed with ADHD and put on medication but I never made the connection between these mental problems confusion and why I felt so different a sensation that increased more and more each year um that is a conf very confusing statement to me I don't know if it's trying to link ADHD with mental illness and transgenderism I I don't understand again there were a lot of things in these books I didn't understand and it's now or if it's trying to link add and gender confusion and they they can't cross each other as the same does that makes I I I don't actually understand sense the paragraph it's very confusing

128but it's trying to tie in ADHD with mental health problems with gender [Applause] confusion I I disagree with the committee's decision in this book um I feel that that uh on page 222 uh it promotes rape culture uh we all heard about um the uh back in the me too movement um five six seven years ago uh when does when a woman says no when does it mean no um however on page 222 it says I D I drove straight to Katie's dorm even though she begged me not to I don't want to see you she pleaded when I called her not to come um the committee's uh review stated that uh there are sexually descriptive scenes here um I'd really love some follow up with this comment from the uh reviewer even though it's

129Anonymous but I think we should look into it there are other books at THS with similar content and it's my belief that we shouldn't pull a book based solely on sexual contact between individuals um they describe it as uh sexual contact described in this in the two scenes between consenting individuals however I'd like to note that uh this book is about a 17-year-old so it's not about sexual contact contact between adults it's about sexual contact between minors so that's inappropriate um another committee review said said this may be a little cringeworthy at times for the adults um it's cringeworthy for the adults what does that mean it is uh for the children in our schools um and uh a similar reason was um students are bound to have heard of him I'm not for sure

130if this is is the author or um the person that it's uh the books about however just because someone has heard of something uh or someone doesn't mean that it's appropriate to have that topic in our schools uh a third reviewer said a few scenes that are sexual such as the two characters have sex before they transition so I disagree do the sexual activity the profanity in the book and uh the uh promotion of rape culture um as it describes someone going over to Katie's dorm as she begs and pleads for them not to come over um and another quote from the book I need a man with a real penis sorry I just don't think this is appropriate for a books I'm and a first our students I'm sorry I'm laughing it's not funny

132guess I started reading this one maybe I should finish what I was reading sorry um it I'll just read the summary the book represents students with this interest the book is about a student who is thing with the thought of being gay the book can help people feel empathy for young people struggling with these questions it does not encourage people to become transgender and there is no PR profanity or graphic sexual language I concur I read this book and I also found it interesting um it talks about a a student that wants to be an entrepreneur um he has come out to his parents he has not come and he's come out to I think his best friends maybe mhm um and so he is an entrepreneur and he is also working to help other

133students um Express themselves through the drag show through the um talent show talent show thank you Ben through the talent show one of the students expresses himself as a drag performer um but this is how this student feels comfortable and feels confident in their skin when they're performing um there's nothing profane about his performance there's nothing profane about this child um and he also helps promote a kid that's in a wheelchair and what he wants to do in his act that he wants to become a performer um again would I let my daughter read it who was 12 absolutely she's more than welcome to read it any of my kids are welcome to read any of these books where is this book currently at than C please I disagree with this um they're going to

134pay me $100 Julian screeches and they'll let me do a drag show in School Mrs Basque explains to ebula in a lightning fast Spanish they look at each other in white I belief well I say they'll pay you $100 if you win and I don't see why they would stop you from doing drag it's your talent after all I'm sure it would be fine now that I'm thinking about it I'm not sure can be fine at all I don't think there are any rules about what they can do and do in your talent show but I don't actually know I don't like the fact that it's encouraging that the school can't do anything about it uh my opinion is the same as the previous ones I mentioned uh drag shows uh drag shows are um

140like hiring from internal or external posted both we posted it both yeah so um we may have some internal applicants the last two times to with head postings um we have it can be challenging for us to take somebody especially out of the classroom right into a role like that ideally um you'd have somebody that was in an assistant role Elementary level pretty limited on that so um we're not sure at this point but it has posted both directions that's right um leaves of absence um we are in the business of Education children to somebody taking off to have a child as Dr moris that is just good for business helps helps us out um administrative contract renewals you'll see the list of Administrators um we're recommending a three-year contract effective this August and then

142is coming to us from Mount Healthy uh she's taking the one-year English position this year with us and then is that all I have here's it and then Caleb uh Caleb South he couldn't be here tonight he does um coach some basketball offseason basketball things so he is coming to us from Centerville and he is going to be uh a new intervention specialist for us and so we have then a is it the transfer over right can talk a little bit about that even though it's not necessarily um but Jake Wells is coming from Concord um to come over and be our PE and strength and conditioning teacher um and so then we still have a one-year math position that we hope to have for you in June so and and Jake B you don't

149and ask questions about agenda we just you are welcome to speak if you said all maybe I misunderstood what we said okay I'm going to give you a little of my background I am a healthc care professional retired after 4 years I Tau college level students for 7 and2 years I'm a military V I'm thankful that you removed a couple more of these from the list I understand that things that are in the library are not necessarily in the curriculum but they are available to students what I'm concerned about I have several questions that I want you guys to consider okay do any of these books that are available to the students in the library point out the 6500 genetic differences genetic differences you can't change genetic differences genetic differences between males and females among

150human beings do any of the books point that out do any of the books point out that the suicide rate among people who have gone through transgender surgeries and hormone changes is much higher than the suicide rate in the general population do the any of the books point out there just so many questions I've got um how many well there are quite a number of transgender people who have come out in public and have expressed their regrets for having gone through this type of surgery and hormone treatment drug treatment as children due to influences from adults that they respected at the time and now they have tremendous regrets are any of the books in the library available to kids to tell that side of the story or do any of the books tell the side

151of the story about how some of the states have taken these children away from their parents and put them in foster care because the parents disagree with school Personnel who promoted transgender surgeries and transgender hormones to children and anybody 18 and under today as far as I understand it is still considered a child I'm a member of this community and it distresses me a little bit that none of my opinions were even considered to be given before you guys made your votes maybe they were all online available I'm coming a little late maybe to this discussion I understand that but it almost seems like you're afraid of hearing what I have to say representing the public in this city by not letting me say anything until everything's over with now having taught for 7 and

1521 12 years I have full respect for teachers I I am more than thankful for what you guys do every single day I worked with severely handicapped children for almost 15 years and I went to the schools with them I'll take a classroom of seven or eight they don't use handicapped anymore special needs children any day over a classroom of healthy 30 healthy kids around okay cuz it's a challenging job I have no doubt but I do think you need to consider The public's opinion how can how can you even say it's not sexual contact content in these books when they're talking about transgender gender is sexual this is from a medical point of view this is a scientific factual point of view okay science really isn't political and I'm telling you there's some facts

153that have been left down from what I'm seeing okay um how is a child with so little life experience you know I work with college level people and their life experience was very little compared to mine now I'm old I'm retired but how does a child with so little life experience make these kinds of decisions and if they're glorified in books that we promote in a school library whether you promoting them or not if they're in a school library they have authority to a child's mind cuz they're taught that the teachers are Authority and the principles and the superintendence yeah how does a child with that little life experience make these kinds of decisions that are going to affect them for the rest of their life don't you for one minute think that these hormones

154don't have lifelong effects or that these surgeries can be reversed I've also had breast cancer I've had a breast removed and by God's grace and mercy I was able to have it rebuilt hooray it changes me I'm not the same as I was and I never will be because What man does is never exactly the same as what God did to begin with so now the Cap's out of the bag I'm a Christian and I'm a conservative and I'm proud of it all right A lot of people in your community are the same as I am and you can let your kids read whatever you want I probably let my younger son especially read more things than I should have for his age I thought about that as I was listening to some of you

155and I'm sure that you're sincere in what you're trying to do for your children and what you're considering but I hope you consider some of my questions too um I think there's plenty of glorification of drug and alcohol and illicit sex in our mainstream media our movies all the stuff that's on the internet that the kids have access to I don't think we need books that glorify that within our school libraries I just don't think it's an extra that's needed and my tax dollars are paying for it I don't pay near as much in taxes now that I'm retired but I still pay a lot of taxes for somebody on Social Security I can't believe they're taxing what I had to pay in to begin with but that's getting very political iide get okay I'm

158lot of the times if a parent notified us that they wanted to be informed what their child is checking out we would let them know if a parent wanted to give us a list of books to not have their child check out we would not check those books out if a parent wanted to tell us never to check any book period out to their child we would not check a book out to their child whatever that parent requested is what we would do and that's already a policy for the school and it's being in activated it's impossible to answer because we've never had someone ask I mean we've that's not a new thing starting today that we will do that we would have done that 10 years ago no one has ever asked well maybe

159a good thing would be is is the very beginning of the school year that you have some sort of a notification that the parents be notified of it and that it would be signed and that the school would have to have that on file of each each student parents that way you know that they know thank you soe could you could you explain the process for the first hearing of the public um again because I think Mrs Frey missed it that's where there there was I don't want to speak there there was an opportunity um back uh very early on in the agenda for uh anything on the on the agenda for the public to discuss and that was before we went through um any of these items it was basically as soon as the
