good evening welcome to this regularly scheduled board meeting for June 12 2023 please uh rise for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one Mission under God indivisible with liberty and justice for all thank you you surprised me please because they're all Mrs Borchers here Mr Fox here Mr Hamm here Mrs Packard here Mr Trussell here all right first we will start with the board committee reports uh Mr Hamm anything on the Troy heater they have a beautiful name everybody it's very happy with it they had beautiful weather I need to make a visit there anything else this time okay Mr Fox uh yes at the career center uh we had graduation same time that we had ours

here at Troy um need to see all the different uh gowns there everyone wears their homeschool gowns so you see a lot of different colors out there so that's always fun to see there somebody did they graduate do you know approximately because I think it's like over six 700 something like that wow it's it's bigger than ours it took took longer to read the names than it did to go through ours um so but yeah I could when I got to ours on Saturday I saw how closer the seats were so I knew there was less but I don't I think it's usually they have around 600 or so in a class and it keeps it keeps going up and growing the class is due each year so it's crazy graduation was incredible yeah yeah

she was she was an impressive yeah amazing and she spoke at our the career center one as well yeah different speech so oh really yeah you have two speeches two speeches yeah so I think all those all the speeches that we heard um either at the career center that I heard or at Arts where where great speaker's there so yeah Top Notch yeah um also we've had our annual reviews for our superintendent Treasurer so we'll go through that process similar time frame after the school year wraps up in that May June time frame and then uh there's a State funding opportunity for Career Centers out there and um it's not any additional uh tax that they're looking at or anything like that but uh kind of similar to the safety funds that we applied for

here at Troy except this is more for uh expansion projects so um put together package and they applied for three projects and uh just uh we'll hear back later on in the summer or when the state decides to um get back with us on that so uh if they can uh potentially some funding from the state for some expansion up there so cool all right any questions no thank you we have the first hearing of the public for any item on the agenda having said that treasurer's report the approval of the minutes of the regular schedule meeting on Monday May 8th and on the special meeting for Friday May 19th move to accept thank you Mr hands second thank you Mrs Packard any questions comments if not Mr Facebook please color roll Mr Hamm yes

Mrs Packard yes Mr Fox yes Mr Trussell yes Mrs Borchers yes next we have the approval for the financial reports in exhibit D including sm-2 monthly Revenue expenditures Etc [Applause] Fox second thank you Mr Trussell Mr Price busy prepping for fiscal year end right now so at some point continue to track very well financially so okay it looked like you realize there are some expenditures that will hit this month because we just got invoice for our new buses so that large purchase will finally hit the books but yeah obviously with the mild winter that helped and with us belonging to the Southwest EPC Consortium for natural gas and electric purchasing Co-op that has helped us financially um we are probably paying 30 to 35 percent of to today's going rate because we pre-contracted pre-purchased so

and how long is that country um it goes through June of 24 for one and June of 25 for the other I believe electricity goes through uh 25 natural grass through 24. we are we've hedged a little bit of 24 to get Advantage when we can we're waiting for Prince to stabilize and pull Hedge for the rest of it so so probably next the budget year should be interesting yeah insurance claims continue knock on wood let me make it through the next few weeks and not have any large climbs but uh things are looking very well for many questions Mr Fox yes Mr Trussell yes Mrs Packard yes Mr Hamm yes this is Fortress yes next we have the legal compliance close for fiscal year 2022 in order to be compliant we must make certain

accounting entries as we close the fiscal year which ends on June 30th of this year and these entries will not be known until the final days of the fiscal year and the board is being asked to authorize that the treasurer says CFO to make the necessary entries for the amended certificate of estimated resources supplemental Appropriations appropriation modifications phone advances and fund transfers which we will see all of those at our entries will be made to the board no later than August 2023. this is an annual resolution just gaining your authority to do what I need to do to close out fiscal year ahead um in most cases I am able to provide that on our June 30th as we finalize it as a fiscal year so all right and just to make a note of

that do we have a time set for that meeting okay switch your 30th 8 A.M it's a meeting for closing the year just want to know that so any questions if so could you please call a roll this is Packer yes Mr Hamm yeah Mr Trussell yes [Laughter] Mr Fox yes this is Fortress yes next we have the 2024 temporary Appropriations um my County budget commission approved the Troy City School District official certification certificate of estimated resources for the fiscal year beginning July 1st 2023 the amount of proof refund must govern the amount of Appropriations from the funds and the Ohio Revised codes provides Authority for the Board of Education to pass a temporary appropriate appropriation measure for meeting ordinary expenses of the district until passage of the annual appropriation measure will be approved thank

you Mr Trussell second thank you Mr Hamm this is another annual resolution this allows us to operate for the months of June or July August and September until I bring you final Appropriations in September for your approval not will you please call the rule Mr Trussell yes Mr Hamm yes Mrs Packard yes Mr Fox yes Mrs Fortress yes next we have the resolution authorizing the School District board to participate in the Ohio facilities construction commission classroom facilities assistance program of which we in the 11th Hour got the document this morning so this document was actually given to us earlier but it was this was amended with the corrections that we requested for the ofcc given that that was such a late hour does anyone have questions or first you have comments Mr Price oh motion

to approve sorry I don't know thank you Mrs Packard we have a second awesome thank you now Mr Price as Mrs Borchers mentioned um when we got the first packet we had some questions and errors noted we submitted those and they told us they would update the packet as of 8 30 this morning still did not have it so I put a phone call in about 20 minutes later received the packet I did a quick review on the language issues that we had and they also responded to us that the percentage split is what it is so we were told wrong two months ago when we asked the question so it is still important yes it is 41.59 and then once I verified the uh corrections to some of the language items I forwarded out

to you guys and the changes we're adding hook in there is there anything else no no it dealt with that those paragraphs were Hook was missing okay I think was two or three different locations the first four pages so these numbers up 41 are the correct numbers are the correct numbers from what they have told me so just to clarify when we approve this what are we what's this approval do right here this allows them then to take it to their controlling board for their approval in preparation of potential funding approval in August so August is when we'll officially now the ofcc controlling board will approve it sometime in July I don't have an exotic date and then it goes before the funding a funding board per se some point in August okay and then

we have to do we have to do our election we have to do our two resolutions to get on the ballot in November prior to August 9th in that first episode June 30th yes and then right now the intent is to do the first step resolution at our special meeting on June 11th well June 30th that asked for Miami County uh certification and then the second step resolution um directed me to file with the Board of Elections at a regular meeting on July 10th 10th that allows us to take action on already scheduled meetings okay if you want to change that it'll be a special meeting okay and when do we have to have the exact plan right now we're just we're agreeing to this plan of four buildings right yes which meeting do we

have to have the exact plan that we're going with you you meet like these three buildings are this great this building this is great yeah this is where they will be is that what you're asking yes locations of the buildings Well locations and grade levels and everything I would say when you start when you want to kick off the campaign so my my proposal is that the building committee makes a decision and that are even as early as the June 30th meeting that we will try to get it in front of this group board as soon as possible because we want to kick off our campaign as soon as possible so we want to get the building so that when we start to campaign we can indicate which building is going to be about location

so at no time when we approve any of these approvals this time the June 30th or the July 10th do we have to hat do we have to have the exact buildings uh defined in what grade levels and locations and everything or do we so in the document in this scope of the project it describes excuse me three free kq4 buildings and one the house grades five through six buildings that's part of our scope of the project so I think I'm not sure if you're asking the same question of two different things the locations I think is still something that would be discussed which building would go where but they are proceeding as if the scope includes three pre-king floors and one five six I'm not sure if that if you were lumping them together

if you're asking two separate questions there because one of them is part of this document that's what this vote moves forward with them and the second one in terms of location of which building is which would still be a local decision to discuss where and we don't have to tell them that no come on today they don't care what time yeah do we have to tell them do we have to tell anyone that when we're putting it on the ballot um the community I mean officially when we're making a motion at this point no no exactly no but other than it's something that the will be asked as soon as you open your campaign up that's the question the community will ask so you will need to have the location of the buildings decided so

that you can communicate communicate it but theoretically we could be ready and it doesn't move those around until you're ready to break around yes okay that no that's what Yeah by Design you'd have to do but it's designed well I guess you wouldn't I don't recommend it I'm not either I'm just trying to understand I'm sure how successful for you to be the campaign I just want to know what am I approving today what am I approving at these next uh I mean you don't have to have a motion to approve the locations no you just have to have an agreement bugs I mean we would you know the placement of buildings at the following locations that kind of kicks off the campaign what were the messaging to the community okay yeah that makes that

makes sense to me tonight yeah yeah right phase two of the document there's a sample of language about the scope of the project okay if I were to simplify in my mind that is that is what you're being asked today okay okay okay because right now we're just approving going forward at this 111 or the 114 and the other part of all the other lfis in high school and everything aren't part of this document right no or the part of the ballot process right okay and that's locally funded okay thanks any other questions first request for anybody else all right then Mr Price wave please call the rule Mrs Packard yes Trestle yes Mr Hamm yes Mr Fox yes Mrs Fortress yes the next item on it on the agenda is that then and now

these are prior certification of funds by the fiscal officer was not obtained with the contract ordering the expenditure [Applause] let's see a couple from forest uh one for maintenance one for transportation yes just so Mr Facebook please cover it all Mrs Packard yes Mr Fox yes Mr Trussell yes Mr Hamm yes Mrs Orchards yes next we have the superintendence report and we are privileged to have Dr Moore here as Mr Piper had other obligations um first we have the resolution to accept the gifts uh to the district and with many thanks from the Troy Board of Education and it's all always we have such generous donors Mr Moore Dr Martin with you care to elaborate on any professional proof motion to approve me in a week a second thank you Mr Fox and Mr Russell

thank you Mrs borcher says you can see the uh once again I've been to a lot of board meetings in this district for a long time now and it is always a pleasure for this part of the agenda to see how our community continues to support the children and the teachers of Troy in many areas so if you read through there we've got academics the Arts Athletics and it's um it's always quite nice some things to note there is there are things from Mr Fletcher scholarship fund over donations included in there as well as some of the things that seems as simple as Junior High dances student councils some of our buildings the choir football supplies more football parents Association also some initiative driven by some of our junior high students on some outdoor options

and picnic tables through a local foundation and um of course Pop Rocks is owner as well so always impressed and always extremely grateful for the generosity of the community of Troy for our children any questions guys no 174 000 for this year's right for sure 147 last year so would they announced during graduation from close to 3.8 million in scholarships issued so if you extrapolate out over the course of four years that's where that number comes from so our our counselors get that information from students in the extrapolation so this year came out to about 3.8 million dollars it's ridiculous for Community the size yes we're very fortunate to have that much support as far as the community surprise sweet please father all trucks yes yes Mr Trussell yes Mrs Packard yes Mr Hamm yes

Mrs Fortress yes next we need a motion for the approval of the boys basketball trip to New Philadelphia Ohio this is a repeat that they've done multiple Years thank you Mrs Packard second thank you Mr Hand so as Mrs Borchers indicated that this is not uncommon for some of our varsity teams to attend team cam so the team goes out of the area for an overnight trip to compete against other schools and get some good experiences on building the program camaraderie and teamwork as well the application was in the packet um Mr Bilbo did you want to add anything to what was in there it's a good trip it's a theme it's a new Sunny New Philadelphia Ohio which is about almost three hours away at North and East of Columbus just south of Canada

so they go over there for a couple of nights they'll leave Wednesday come back Friday it's a really good opportunity for them to get away and do some some team bombing so it's good it may have said in the packet is it is there a university there or where do they uh there's a sports complex that they go to yeah but so it's kind of a gathering point and I don't know exactly what organization puts it on but yeah they have a they have an indoor sports complex towards the camp actually so they stay in hotels or dorms um you know I believe that they stay in the hotel I don't yeah okay I thought it was on campus it just says provided on on campus yeah it's not a person on campus yeah [Music]

prepared for a lot of questions that one that one I wasn't perfect well I looked through it on Friday and then I was thinking what school what college is in New Philadelphia I couldn't think of what what campus it was that they would stay at but I was I was just curious for general knowledge not I think the campus more complex University campus yeah all right any questions I thought maybe the experts might know Mr Presby please call the rule this Packard yep Mr Hamm yes Mr Fox yes Mr trust yes this is Fortress yes next we need the motion for the approval of the Personnel items attached in exhibit G motion to approve thank you Mr hammer Mr Burroughs there's a lot of names on here uh spring sports supplementals are just typical when

you're not renew those every at the end of every season I I hate to say this out loud but I'm going to want to knock on this but now we've got every teaching position filled for next year but I'm going to come into work tomorrow and we'll see what happens we've got three sub three custodians the classified list and we've got a whole bunch of supplemental contracts most of those are year-long supplementals for the next year school year but there's a handful of people are teaching summer school and a number some couple summer um positions but what I really wanted to point out was we've got two administrative hires uh Matt Sebring is one over to high school being an assistant principal and Miss Judy Petty's here is going to be our next principal at

Hamlet so Jody you're welcome we're really glad to have you on board I appreciate the opportunity thank you so much Jody was able to participate in the um meaning that they had a few of the Strategic update meetings it was nice to have her present there yeah we had uh I think we had eight candidates that we brought in to interview all of them with experience and peony came in and she had this little grin on her face the whole time we interviewed it just looked like she was really having fun I like to joke around a lot but I'm serious she had this little grin on her face like I knew that question was coming I've done it a thousand times I know what I'm doing here but she she killed it and we

are happy to have her welcome Jenny thank you I love the interview process I can't explain it [Laughter] I'll share with you that um prior to tonight and last week Jody has jumped right into a few of ours you mentioned our district meeting on Wednesday as well as some other trainings that she's working as well to eighth ground running so we're excited to have room for it any questions what's that Mr Presby please call the Lord Mr Trussell yes Mr Hamm yes Mr Fox yes yes Mrs Packer yes this is Fortress yes next we have the second hearing of the public um we have Mr Right there's a question or a request hi yes hi yes I I'm here uh to request for a review of some materials that are in the library but before

I do that you know I want to thank the teachers and parents that make School Troy schools really great parents really need to be aware of and involved in the moral topics and activities that affect their children at school and and I do come here with other parents in mind that have the same concerns than other citizens uh and I am submitting requests for review of nine books in The High School junior high and Van Cleave libraries the books are the first one the first seven are in the high school the first one is beyond the Jenna transgender teens discussing Trend uh discussing transitions on page 103 of this book a boy speaks out about an experience that helped inform his transgender identity he says what I mean by sexual mature is that I knew

about sex from age six up I used to kiss other guys in my neighborhood make out with them and perform oral sex on them I liked it I used to love oral and I used to tell you there you know what we were really young because that's what we did uh the next book is being jazzed my life as a transgender team uh the next one is being transgender living proud growing up lgbtq plus and in that book a gay lesbian in straight education network is a basis for the education content in that book some assembly required The Not So secret life of a trans team becoming a pool and then freak boy this is a fictional book promoting transgenderism and the last high school book is pumpkin this year's problems at Ray a magical

boy this book is at our Junior High it's a fantasy book that promotes transgenderism to Mid grades the last book is that Van Cleave that's our sixth graders it's called Middle School to gray you better work a work is spelled w-e-r-k I had to look that up uh work with an e is in the drag queen dictionary and it's right after talk uh this is a fictional story that promotes Drag Queen performance as something for 12 and 13 year olds and to a spot to Aspire to and to do at their school talent shows I look forward uh to your review of these books and ask that you review also the policies that allow these books especially without actively in uh getting parental input all the input right now for these types of things are

passive in the policies and so forth so that's what I have thank you for your time um we would so Mr Dr Moore maybe you could explain our policy that we have for reviewing these books and uh thank you well I turned in uh 91-31 for each of the books so and that's a part of the policy and I've gone through that yeah that's okay I just want you to understand what the pro that we do have a process in place to do that so if you want to explain that yeah it sounds like if you were able to access that form then you're familiar with some of those steps so to share with our board vacation members we have a process to review the materials in which parents or community members can raise concerns

and there's a process of review that we go through the materials and um allow the I think of the I think the language refers to as petitioner will allow the petition to have some input on that discussion if they choose to as well and then through that course of review there's um recommendations made on should it remain appropriate at certain developmental age levels and things like that or is there something that we should reconsider and do something differently and then there's a follow-up communication communication yes we can we have a process in place with us it's the follow-up with the petitioner and then also public or is it the follow-up only I think um we have done that with the petitioner I'm sorry I don't remember if it indicates there's anything more public thanks thanks

for bringing those to our attention and going forward filling up filling out the process and everything and look forward to hearing how they're reviewed and super thank you very much all right does anyone ever have any other discussion items or comments or questions express our appreciation to Mr Dill Bowen on that outstanding graduation yes yeah everything went well and he was very timely and well organized and well behaved students did a great job so I don't want very well yeah the goal is to be them I think we think we were right at it I said before we were earlier commenting the speakers were just over the top I mean continuing to proudly represent Troy for sure they were they were phenomenal yeah several community members and parents comment on the speakers yeah yeah I

don't know they have I mean some of them are so insightful I think we should share them in some way or get people access to them because they really are people were unable to attend they really are just so moving and I don't know just I'm just so impressed I think many people I mean you hear about the speakers who speak you know at universities Etc and I honestly believe the same passion and and um I don't know because I'm not struggling with the words but I was just in awe of what they put together there were each different Focus but yeah there was like a theme do they share their speeches with each other at all um I'm sure they talked I mean they submit their speeches for approval but I'm sure they talk

amongst themselves who's going to say hello which is interesting because sometimes yeah there's not a formal process great yeah the speeches and the entire ceremony are available on the communication High School communication programs so if anybody wants to watch the speeches they are available on w2a wths toy High School teaching page okay thank you Mr appreciate that yeah great all right I've got one other thing real quick um I was expecting to see the board revision policy revisions on this one we had the first reading last month was there a reason was Mr fabriers waiting until he gets back for those or saying is there going to be on in July yeah yeah I don't know sad but you're right and I just re-emphasize any board members has any comments or questions about the building

project as we're moving forward because we're trying to put this moving in there right direction and we're having meetings with the building committee and I meet this Thursday Thursday we have another meeting so if you have any questions you want addressed or that you'd like me to put before them please let me know what is the focus of this Thursday is we have a couple things we're going to have a further discussion on the building locations we had more or less of brainstormings at the last meeting at the last meeting we also want to talk about the what committees we want to put in place to support the levy so we need to determine make a final determination of that and who's going to chair those committees and the last part of the meeting we

have a marketing organization to come in and listen to us that we're looking at and pointing to help us with the marketing effort so supported by the Detroit Chamber of Commerce Mission Vision purpose so we're attractive yeah yeah because we really have a lot of good conversation got an incredible Campaign Committee put together an executive board so to speak um yeah early voting is October 11th so that puts things in perspective so we really have to it starts October 11th so we really have to hit the ground running very quickly here you know and especially you know normally we try to really put it in high gear when school's year starts but we may have to we will have to you know Start Spreading the message even before the school year starts because we want

to try to build a campaign to help to educate the community on locations and the school and also a little bit historically with regards to our current buildings and what you will get basically the things not not necessarily just the challenges we have with our current buildings but also what new buildings will provide for our students and our faculty going forward and our staff so there's a lot of organization has to be done to try to put that communication and in simple form and easily consumable because it's a lot of information that could get overwhelming so trying to package it in a way that we can feed it out slowly so we can keep continually send information to educate the community and I think the other key point is we want to be ahead of

the game as far as feeding that information out before others start making assumptions some misunderstanding of what the focus is for the campaign so that's another thing that you can start thinking about if you have things questions you feel like your community members would ask or need to be answered if you could let me know those I will kind of get those packaged up and make sure the marketing committee knows those because those are really important I think everyone on the board comes from a different perspective so I think it's you know if you're starting if you continue to talk to community members and they're asking questions and you're like oh that's probably something other people would want to know please forward those because the more we can get that information together and put it

in an organized fashion the more proactive and better off will be so any question is a good question business which is if I could just uh well you mentioned the chamber earlier and the wonderful work they do the students just finished up team leadership trolling that's right they did yes thank you for mentioning that I can hardly believe I was merchanted last week I uh I didn't mention it but it was um we had 14 students and it is well it's a very exhausting hectic week it is so rewarding to watch these students in action learning all about Troy and the different organizations which in Troy fortunately we had Mr Piper was able to attend and talk to the students and they were very open and honest and given feedback I mean they've been open

and honest to everybody it's really and they're very but they're very professional they're very constructive they're very pointed they ask good questions they're you know kind and inquisitive and really do a great job are representing Troy schools and we visited visited a lot of organizations and each one um while we set a note to them to thank them I saw so many posts on social media from those organizations being you know excited and having pictures of the Detroit teens visited them and came to learn about them so it is fun to see and I believe our community likes it so much as as the students like it so and just so people know this is these are Juniors going into their senior year that's correct yeah they volunteer a whole week of time so they're

there at eight o'clock and normally aren't leaving until four o'clock so it's a full full day our friendly refreshing I think it might have been Mr Piper's weekly updates saying that if reconfirmed for him that we need to have more open lines of communication with our students get that give and take coming back and forth to hear what their their questions their concerns their interests are yeah so yeah it was really it was really fun I took lots of notes during that discussion to take forward so yeah very proud of myself proud of the students they did a great job good thank you Mr Mr ham for reminding me about talking about that you're welcome can I add a few things just three things to add for the group and you're aware of many of

these things but one I'd like to uh it was a very nice article in the Miami Valley today regarding some of the transitions we've had here with Mr Roberts retire we've had some internal movements and that was a very nice article and we're very excited about the team that we've got coming back and happy for all those folks as well so Mr Piper is here Mr barhorse good job fellas I think you did a nice job on that as well second thing is as Mrs Borchers mentioned on Wednesday and she had a chance to participate and Mr Fox did as well we had our administrative team member we included teacher representatives from tcea and others as well I thought it was a very nice meeting to get some honest and open feedback from my teachers

I think it really represents the culture that we have here that we certainly want to have where people are free to share their thoughts and provide info for the district as well I wonder what YouTube thought I thought it was very well and third thing just just a little update on what some of our teachers are doing so out of Concord Elementary this week Mrs Romine is leading a train um The Institute for multi-century Education including Orton Gillingham reading training which puts us in compliance with some statutory things on um the dyslexia law in different methodologies and teaching students reading I was out there today I think we're in the ballpark of about 50 people out there mostly k-3 teachers and they're doing great work and it was just great to see them out there

collaborating working together so those even though it's June a lot of great things going on in the Jewish schools um I also mentioned the district meeting on Wednesday we went through the Strategic plan and it was a very collaborative effort to respond to this strategic plan and you know where are we what do we need to do do we think there's more work do we think we operationalized it do we think it's complete that will come back to the board so Mr Piper is planning on updating that document so that we all we can either figure out whether we want to have you know that discussion in our Workshop or how we want to address that that he's going to wants to organize the feedback a little bit more because each individual team did different

updates so he wants to kind of go through it a little bit but we will be seeing that so just stay tuned this one of our teammates in attendance tonight were there I think that was uh Judy's first first time with some of us and um foreign Jody your first take you know I thought it was great to see some of the your teaching staff there involved in those type of conversations because I think as Dr Moore said you can get some really good Insight you know from different perspectives coming and looking at those type of things in the survey so I thought that was really nice to see true the groups I sent it in on they were very open and honesty I mean if you didn't know you wouldn't be able to he's

a teacher and he's a Ministry but it was great that everybody felt free to speak about that's good any other comments or questions if not could I have a motion to adjourn thank you Mr Crystal and Mrs Packard Mr Price awesome yes Packard yes yes Mr Fox yes sir this is Fortress yes thank all of you for attending
