001I'd like to call this meeting of the regular regularly scheduled Board of Education meeting for Monday February 13 2023 if everyone could please rise for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with energy and justice for all thank you Mr Price you could please come roll this is Orchards here box here Mr ham here Mrs Packard here Mr Trussell here first thing on the agenda I'd like to have a moment of silence for two individuals Ava Eunice Stevens passed away on December 31st 2022 at the age of 95. she was a Troy High School graduate and later served as the Troy High School librarian for 19 years Mr Jackson J Jack Holland passed

002away January 9 2023 at the age of 88. Mr Holland served as the Troy High School assistant football coach for 20 years thank you very much next we have um reporting on the board committee Mr hands give anything on the leaderboard air hits the roads really taken off uh they've had their first trip I believe already and there's second trip is already well uh I'm not sure where to take a trip is but I believe the first trip was to South Carolina and it's a good time has had by all for what I was awesome awesome thank you and I see we have an invitation to the young masters exhibit that we have looks like starting on February 27th through the open house is February 27th February 17th to April 2nd so this is in

003case you don't know this word individual and I would really encourage everyone to come see the artwork that's my favorite part yeah um yeah I'm glad they brought the invitations it is an amazing even the invitations yeah our students are very talented it's quite amazing but they're just in case going high school actually all right Mr Fox you have um we'll start with the levy committee you want to give Andy if you have any updates uh we'll start the career center that one's easy unfortunately I was absent uh the last month so my business conflicts I wasn't able to attend okay so okay that's fine no update from the career center um as for the uh the project the step project in terms of uh the turf fields on Ferguson and uh Troy Norwell Stadium

004currently the committee has pledges for 2.9 of the 3.9 million needed so unfortunately that means it's not going to happen this year for this fall season they've decided to hire marketing firm to help them get the last million dollars to bring them over the finish line and there's been a couple meetings throughout the month of January unfortunately I had a few conflicts on that as well so if there's anything else that Mr Piper Mr Price has to add on that but I think that's kind of the high points of uh where where they're at right now anything else but pretty much where they're at right now okay yeah the effort continues but there's not there yet any other questions I was just I figured we were kind of at the deadline so I figured it

005would be good to know for the people to know and um I'll report we're actually starting a building we're calling a building committee I'm not sure that's what the name is going to be but it's a group of citizens that we're beginning to gather together it's a steering committee that we've created that has a variety of name from businesses and different school districts and they are going to start looking at um what the plan will be basically for building new buildings so we are really just kicking that that committee on Wednesday and more news to follow on that so just we'll need to make a notice of that too since it's going to be a committee that donating public notice so okay please let Mr phone and post that okay this Wednesday right even if

006it's a citizen committee is that right yes [Music] so on that are are we planning to talk about that at our Workshop uh next uh next week um because I know we left a lot of it still open at our last Workshop yeah so um yeah I have a few things just penciled in for our workshop for next week so I have now that I've gotten kind of some actions for this for this group that's the next thing I'm going to work on so if anybody has specific items they want on that Workshop if they could let me know that would be great um it's way to shut that blind yeah thank you do you already have an agenda for the workshop like just I just talk about time you know you know yeah honestly

007I just started working on that yesterday so give me a minute to uh I had a few additions and I hopefully by the end of I can tonight send that out to everybody I just um kind of behind me fall on that one sorry okay thanks says Yeah question I had for later but check it off thanks okay all right moving along next looks like we have a group of forest elementary um students here so take it away Mrs hello Mr Ayers the principal at Forest Elementary tonight we have Nancy Franklin who is our school counselor and a couple fourth grade students on top of the work that Miss Franklin does serving our students in our school with our second step curriculum and just general care that she does for our girls she identified or

008we kind of identified a need for creating this Empower group for some of our fourth grade students so I don't want to take too much of her story away so I'll turn it over to her and then these wonderful young ladies that we have with us today um we did notice there was a I don't know a touch of um territorialness when we meshed Kyle and Forest together and we saw a need that we needed to figure a way to have some of those girls come together and accept each other as one unit as one building one family as a part of the Troy City Schools so I found that I didn't recreate anything I don't have time to do that it's it's an empowered group it's basically an eight lesson group that I meet

009with the girls once a week and they are voluntarily giving up their free time we don't meet during any instructional time whatsoever we eat lunch together and we carry on into the recess and going over the lessons it basically surrounding and focusing on relational aggression which is the formal term in our terms it's how to handle girl drama a lot of times they did struggle with um you know this was my territory last year now you're in Bank of my territory so we had to do some team building and one of the team building activities that we have done um was to work together on small projects and then eventually we worked on bigger projects and one of their bigger projects that they love to do is to make Thai blankets and we had a

010theme for many months the first month I think it was Michigan Ohio State blanket that was really two separate blankets yeah that was hard to work on that Michigan one but we did Michigan or Ohio State blanket and then we tied it into the PBIS that the kids can raffle those we raffle those off uh using their Trojan tickets so it served a double purpose for them to work together as a team and each Home Room has their own session of girls that we meet together and out of the 40 girls in fourth grade 30 girls signed up and they had to have parent permission to do this and it was fairly optional um and some of the areas that they focus on are just the positive friendships that they can form at a young

011age kind of lasting form of friendship uh their their own self-positive qualities that they have they struggled with that one when we did the faces they had to identify what are your what are your good points what are some things you want to work on that was very difficult for them that was a two-weeker just to get through that we talked about acceptable and unacceptable conversation with our friends and others it was difficult for them to understand other people's perspectives we all we have a to z type of families that come into force in Detroit city schools and they were working very hard on how to understand feel the empathy when someone is having a difficult time how do we do that how do we step into their shoes and that carries over into the

012second step program which is awesome also because it's just showing them how to feel what other person is possibly feeling um we talked about fair and unfair relationships and the characteristics and the roles that girls play in those unfair relationships who's the bossy one who is the game changer who's the encourager there are like eight different ones that we've talked about and they could identify with multiples whether it be one situation one day maybe one day on the bossy one and I wonder why I don't have very many friends but then I want to try and be the encourager of what steps you need to take to become that encourager we talked about just general treating everyone that you come in contact with your entire life not just in fourth grade treating them with respect

013and dignity and to discuss personal boundaries they have a right to their boundaries their personal boundaries and nobody needs to interfere with that unless they have your permission to do so and that was a pretty good discussion that we had with the girls and I know it did very well with that um the um the different themes that we've had for the blankets the girls have come up with those themes like I said in the fall we did Ohio State Michigan then they chose to do a puppy kitten one that was already ruffled up and currently we have a sports theme for the month of February that they won't Rock about off until March the third that's the first full weekend that they did a hockey we have a basketball and a soccer one in

014our display case as you walk into Forest March is the play ball theme where they're going to have we have a baseball blanket that's where we're working on starting this week next week and softball and then a Cincinnati Reds blanket so have three blankets so each Home Room group of girls has their own blanket that they need to work on the time is kind of crunchy when we do that so I lay it out cut it at home and then pin it and bring it in and then we tie it and as we tie it you'd be surprised the conversations that start among the girls not even realizing that there's an adult listening to what they're saying but it's interesting to see how well they do work together I'll do five and then you do

015five and they're doing that on their own but they know we have to get their blanket completed in that particular time um April that we have a skateboard a dance and we're looking for cheer material so that's our last third one that we will be working on um my guest this evening uh to talk a little bit of what they have learned and what they do like about the program is asiah Elder and Leanne Martin ladies all right they're going to share with you uh what they have learned what they like about the group you want to go the first place I am be kinder to people stop the drum Revenge Circle yeah tell them about the Revenge Circle how does that start it's from summer comes a t and tries to tell the drum

016they try to think of something else which is walk away and our our goal is to continue that Revenge Circle or stop it we want to stop it yeah so one of the techniques they are taught to do is to walk away let it go walk away and if it's super serious and they know the seriousness then to tell the adult that's in the close proximity okay I like eating lunch together blankets we made as a team now the talking the talking sticks to get them to know each other a little bit better because they were meshing to schools we have a cup of Talking Sticks that the girls would pick out and they don't know what the question is but some of the random ones are what is your favorite TV show what is

017your favorite uh dinner where uh uh where is one place you would like to visit do you have a pet what's something that makes you proud of yourself and what kind of music do you like so that's nothing based on school it's more personal so the girls do get to know each other and it's interesting to see how the girls have grown and I've seen new friendships form which makes me very happy we have some girls that have made Leaps and Bounds with uh the girl drama it's gone downhill and when I read to them some of the referrals that they wrote they looked at me like I was from Mars and I'm I said would you look at look at me that way foreign those are really dumb reasons to come and see you

018like she looked at me he looked at me uh those were the running lists weren't they some of those so then they realized how silly some of this really was so I'm pleased with it the girls enjoyed it's fun it's only supposed to be eight sessions but I think from session 10 or 11 because we just like to get together and meet that's great so it's awesome yes questions thank you for recognizing that transition for you thank you for the two schools right as a parent I appreciate that you recognize that and kind of implemented this in fourth grade and then the fifth grade program as well yes we've got a fifth grade starting um about started last week the fifth grade girls get together and that is um meshing them together getting to know

019them know each other a little bit better but also introducing women that are in leadership roles and they can think outside that box and we have speakers lined up where they're coming to the school and meeting them again during lunch and recess talking to them about their career why they chose what they did as a career why is it important for women to become involved in leadership roles within our community and where they can go from there I like go ahead have you introduced this concept to other schools only because while you had the unique situation where you merged to schools I have to believe that this sort of thing might be an advantage even in existing schools I'm sure have I talked to others yeah I've shared this with um the other Elementary Council

020yeah yeah yes because I think that's something at this age where there's a lot of Dynamics and learning how they address those would be helpful yeah and with the social media that the kids are in I guess exposed to I can see us dropping it even down to third grade next year just starting third grade while they're in our building is going from that point on yeah and I I love how you're exposing the young ladies to the importance of leadership roles giving back to your community and being very altruistic I don't think you can only teach that value well it was a mother of three adult daughters yeah I didn't think I was gonna make it but I did and they're all very successful and very independent so resources of my own that I

021can share with the girls I'd be curious to hear from the girls do you to notice a difference with how the group started versus how it is now does it feel different and how is it different we usually like talk to each other more you do more now than you did before do you see the same thing or do you see differences less drama in the group right now okay would you recommend to somebody they join a group like this okay has anybody made a new friend as a result of a group like this or if whether you have or you've seen somebody else do that have you made it a different friend you made a difference how about you so what do you think do you think the boys need the same sort of

022exercise so we've talked about that I'm curious what the students yeah you guys think the boys need this too you guys do a school presentation to the boys and say this is why you guys need this might be a long meeting [Laughter] listen to you no [Laughter] actually sure this is the first year she's done this specific program right last year she also did the fifth grade group and we have some wonderful presenters that come in and share those different career opportunities with with our young ladies so it's definitely something we want to probably expand on in the future we just haven't moved there yet that's wonderful will the significance of this become greater in the future years or less now that we've already merged you know the kindergarten through two as well as you

023know was part of that drama the initial consolidation now that will not be a new initiative this year probably I'm going to say yes it was a factor but I'll be honest with you you're never going to it's amazing yeah remember it just isn't foreign yes I think that would be a very good idea to try that kind of program and they get to the sixth grade yeah um every time I have a child go through the sixth grade there's just been a drama up on drama and territory and the whole thing that you know they've gone through yeah and it's a it's a bigger setting there's more kids yeah being affected I could see a need for that my personal opinion when we established the sixth grade building that gave us an opportunity to

024kind of deal with that in a singular grade level so we could isolate that and work on that more directly before that that transition was seventh grade and so you always had one class that was more dominant than another class and so that always created I used to say when we went through school every other class was a dominant class because somebody dominated the junior high and then they went on to high school you know so one class came in was a little less significant than the class that was already there and then when they moved on and you know somebody else took took responsibility by having the sixth grade building you bring them all together and kind of get a cohesive class before you move them into that transitional period so yeah just our

025our approach every school district has a different way of approaching things but some of these issues I think that's why we're looking to try to consolidate more of our school buildings you know instead of having six buildings out there that are isolated into neighborhoods we don't want to lose the neighborhood concept but we want to break those boundaries of that territorial concept you know by having fewer buildings and having larger populations within each building then we can work more on this interaction yeah so thank you ladies I know some of you did you bring anybody else with you and if so could you introduce them obviously one of you has a mother here wrap my grandma and my little sister oh thank you thank you names and what about you I brought my mom here

026oh thank you thank you for coming we appreciate your time well done thank you thank you thank you for that efforts you're welcome to stay for the rest of meeting here if you want to go yeah they're actually these girls a basketball player so awesome thank you very much foreign so just off to the side how's it working with this consolidation of the two yeah I think I think it's going very well overall um again there was it was a big underhaul to kind of bring it all together but I think once once we got kids in the building and started operating I think everyone realized this works so kids are kids so we've worked through some things um again we're going to always have those things no matter what school you're at kids sometimes

027need support working for those relational things but I think they've come together very well I'm outside quite a bit like at recess when all the kids are out there and it's there's a lot of new friendships that are formed and kids intermingling and previously just we were small and I know Kyle was even smaller than we were in terms of numbers um so it's been good to see into the two neighborhoods you served were very specific in this community too I think it's gone well the staff's come together very well I think we have a very strong group of teachers there that are working together well so I think it's again to look back I know it was hard but now it's it is what it is and it's you know changes but yeah well

028thank you for playing the leadership role in all in this effort and also in what you're doing because it takes from leadership to make that effective so thank you any other questions for anybody not yes great um we have the first hearing of the public for any item that is on the agenda okay next we'll move to the treasurer's report um we have a motion to for the consideration of the proof or the minutes of the meeting last meeting thank you Mr ham second thank you any comments or questions if not Mr Price can you call the rule Mr Hamm yes Mr Fox yes Mrs Packard yes Mr Trussell yes this is Fortune yes next we have um a motion to approve the financial documents exhibit D including sm2 scheduled revenue revenue expenses Etc thank

029you Mr Trussell second thank you Mrs Packard and Mr Price continue to track very well for the fiscal year medical claims are running very well and obviously with type of winter weather we're having that is beneficial to the bottom line also any questions for Mr Price Pat can you tell the rule please Mr Trussell yes Packard yes yes Fox yes Mr Hamm yeah Mrs Fortress yes next we need a motion for the approval of the then and now which is providing um prior certification of funds by the fiscal officer was not obtained before the contract or order involved in the expenditure of money was made thank you Mr Pam Mr Price one was um Hook Elementary um that invoice came with a early date in the fiscal year for some reasons contract for UD for

030some services and we received that invoice it was much earlier in the school year than the space it is all right if there's no questions may be a cover opens Mrs Packard yes Mr Hamm yes Mr Trussell yes Mr Fox yes this is Fortress yes moving to the superintendent's report the first one is the best part of the agenda accepting gifts to the Troy City School District and saying a big thank you from the Board of Education Administration thank you Mr ham second Mr Fox sister yes big thank yous again this month you'll see a variety of a variety of donations whether they're material support or monetary support to student programs scholarship funds Etc um try to be cautious calling things out because we appreciate all of our donations but there are a couple of

031one thing of note there's a item here for 40 pallets is that a typo Jeff horny pallets of Lysol wipes we got an entire truckload thirty thousand units of Lysol wipes yes thirty thousand I believe so they were passing out to teachers and yeah free and then find a place they're up in the oh no roof right everywhere everywhere it was kind of happening across the industry but there's a lot of uh sanitizer and everything else where they had loaded up I've seen a couple of minutes yeah Peak I've seen a couple teachers with them in their classrooms and I asked them hey are you excited and they're absolutely excited to have those oh my God had a value we don't put values with material things on the agenda usually but this had a value

032of 100 what was it over 130 000 yeah so yeah well hopefully they can last a while a lifespan there is an expiration date on them that usually lasts longer than what that insurance operation date is yeah I have to believe there yeah super glad so that was pretty unusual but um is there any grant for that like did you have to request that or it just came out of the blue they just reached out Mr Piper obtained the information we've made contact there was a foundation underwriting this initiative Nationwide and it's first come first served and it was quick yeah really yeah I believe within the same day of submitting the completed form we knew oh wow and then it took a while for them to get shipping lined up and was delayed a

033couple weeks by a shipping company obviously relationship things that they're getting paid for prior to things that they don't necessarily get paid for so yeah yeah we had to work through that I believe that the towards the end of January is when we received them actually the truck driver should he was supposed to show up about nine o'clock on Friday morning he showed up 11 o'clock the night before and I believe the band director was walking out of the building and he corralled her and oh dear got him in contact with who we needed to here but obviously at 11 o'clock there's nothing we could do so he slept in the parking lot and waited for us to arrive the next morning to offload him for a long weekend wow so I just wanted to

034highlight that's a very unusual donation so again we appreciate all of them for our student programs and scholarships but it's our monthly total by the way outside that truck loaded and other things was seven thousand five hundred and six dollars and twenty seven cents bring our year-to-date total to 106 000 477 and 87 awesome okay Mr Price can you call the roll please yes Mr Fox yes Russell yes is Packard yes Mrs Fortress yes next we have a resolution officer Rising the 2023-2024 membership into the Ohio High School Athletic Association and Mr Hamm ER any questions for Mr Piper uh yeah I just had a couple little bit of things I'd like to discuss on this for one I'm absolutely I understand what this is we have to approve it to join to play sports

035absolutely understand that I'm all for sports I've had my history of it after high school and for that however I just wanted to call out what I've learned in the bylaws is that it allows for biological boys to compete against biological girls um and that's one thing that we're going we're joining and so I've found that there's been some other schools around the state who have sent a letter to ohsa um just letting them know that they don't support that part of it they join this year um and that's what I'm still prepared to do however I just want to read the letter and then potentially see how everyone on the board feels about this if this is something that we would like to also do from Troy City Schools says Dr ohsa thank you

036for your mission to serve our board our member schools and enrich elastic opportunities for students also thank you for your belief that all rules regulations facilities and for the supervision of interstellastic athletic programs should ensure maximum prediction of health safety well-being of each participant that last part was all in in quotes there from ohsa's policy we have a mission as a board of education of blank School our mission is to inspire Empower Learners we also have a strategic plan and part of that is the Safety and Security of our students we're writing to inform you that we strongly oppose your bylaws that allow biological boys to compete against biological girls going forward we'll be exploring all options for our student athletes to have an enriching intersolastic opportunity without putting their safety at risk we're also

037writing to inform you that we would support and Foster implementation of a co-ed League within ohsa to allow all boys and girls to compete in the same league with rules and regulations to protect that environment this would allow for equal access to improve the safety of our children one regards and that's where some schools are potentially signing um so I do have a copy of the letter if anyone would like to review it um think about it uh but uh that's something I'd like to discuss and see I would be in favor of that um approving joining us but just letting ohsa know that that part of what they decided to do is is not what we stand for here so so might I suggest that we table this issue for this moment because like

038we said we approved it and now we maybe add that as a workshop item because I don't know if that's something I mean I think we'll have to get our minds wrapped around a little bit before I mean I know I do before I can be I guess I have to I'd have to add look at some by laws and understand because there is there's also issues based on things I've read about just so how department osba has issues about the same um as a same topic related to what federal laws prove versus a state is that not the case too I think there's something being discussed in the legislature but I don't know where that's at currently yeah not when there's something in front of usba I thought I saw it with an OSB

039and maybe it's ode I think it was the State Board of Education made a comment on that yeah you probably saw it from like osba email or something but I think it came from yeah there was a state board resolution um nothing else just communication from osba not a position from osba okay yeah maybe that's what I'm thinking of that's why I was I was my mind just went to that spot yeah I'm not making a motion that we do this right now or anything I just wanted to have this discussion amongst us board members right now as we're on this ohsa topic yeah so just wanted to see you I guess yeah I'd like to I'm not sure I am I think about it I understand what this is this has nothing well you

040can interpret this any way you want you want this does not directly impact our ability to be a member in the School Athletic Association you know we could approve joining right in it it says notwithstanding foregoing the board reserves the right to raise student at athlete eligibility standards as it deems appropriate for the schools and students under its jurisdiction so we can still have the discussion about this and send that in as a limitation of our involvement under the membership of the Ohio High School athletic but I don't know that we want to jeopardize our involvement and participation in the Ohio High School Athletic Association Yeah by not taking any action tonight I'm not suggesting we don't take action I'm suggesting we approved this right but also I just wanted to have this number refresh

041this back to Mr Palmer and have him and you know some of the administration review exactly and this is a letter from other schools I'm not saying we copy this I'm sure probably already aware of it make some other changes whatever we Being Fit however we want to reply to appropriate for our district and we could yeah address it so but it shouldn't be you know as a preemptive action no no I don't think that's what you're proposing like I said I think we should go ahead and move forward this is another discussion I agree so I'll I guess email a copy of this so you have it in a Word document to Mr Piper if you could um just so it's out there rather than just hard copy just in case we um decide

042to perhaps he could see if there's any other activities such as this within MBL if others have have um wrote Such a letter and see if there's any other action I can we had a meeting last week this topic didn't come up all the superintendents were in the room um so I don't know this is the first time I've seen this letter yeah so I don't know who has and who has not sent this I think we need to do a little bit more like work on this but just clarify I think you're saying that this is a letter that Boards of Education have sent to the HSA yes they joined they they approve it just meeting they join and then afterwards they send this letter in until okay we'll make another topic for Workshop

043agenda thanks all right Mr Price can you please call the rule yes Mr Hamm yes Mrs Packard yes Mr Fox yes Mrs porchers yes next we have on the agenda the approval of the Personnel items that are referenced in exhibit d ude with Mr Hand second thank you Mr Fox retirements we have Julie Campbell and Tim Kaiser of our resigning positions Julie Campbell is going to be the assistant Treasurer she's working with Candace right now that handle and Mr Kaiser is going to become our next or is our transportation supervisor and Mr Kaiser sitting over here in the behind Mr Ayers [Laughter] we have a couple of young ladies having babies as Dr Moore likes to say it's good for business [Laughter] and uh you'll notice we had two bus drivers resign uh and then

044they're they're now being hired as substitute bus drivers they just couldn't commit to Everyday uh contract was a way to get them a little more paid because they can move up in steps and there's some other benefits that come with being a regular employee that they weren't able to commit to working every day they both have other jobs and they have to sometimes not drive to do their other job and it's very clear in our contract that you can't use personal leave or such thing like that to work in other jobs so that's unfortunate that happened but we still have them driving for us and we hire two new ones Valerie bitlock when she went through training she got her license and Danny Jones is coming to us his actual first day was today uh

045he came to us he's uh came to us from Vandalia before that he was down in Bethel but he's a certified Obi which is a somebody that trains new drivers to become drivers as well as a certified State examiner so when people go get their license he's like this state patrol guy when you were 16 getting your license that takes you out driving and make sure you go through all those things he can do that for class A which is semi drivers classmate which is bus drivers and a couple other things in class C which is like a box truck so that was a good find there and we got several spring Sports people back soon and it's fun with weather we're going to have snow in April you know I know I know it's

046gonna happen I know and since Tim is here I'd like to stay Tim has made a very nice impression I talked to many principals and athletic director and people and in the short time since Tim has taken the reins I've heard very nice things about the work they're doing and throwing yourself into it I appreciate I don't want to steal too much fun from Mark because he's first row seat but uh appreciate you being proactive or reaching out to Ode in the highway patrol to get ahead of things and I'm sure mark would like to answer some of that too absolutely Tim how long you been in the department seven years sorry okay awesome so we have a few rough year and a half or so with bus driver and transportation is there any good

047ideas or for improvement that you have that you're gonna kind of Target for this next first 12 months or so that you're in this role non-specifically yeah I want to treat the department a lot I mean school systems don't run like business Ascent that I've seen But I want to run the department more like a business I want to have procedure we've like over the years since I've hired we've we've lost procedure this is the way we did it this is the way I was shown how to do it well those things don't continue well over time you know you don't want to be a slave driver but you want to have this is how it does because this is best proven process that's generally speaking that's where the direction I'm going to it's awesome

048I think that's great because I think as people know have expectations that they know of they're more likely to well the good news is and I can tell you this for every time I run into another director or another bus driver we're still way up here and we want to we want to go above that so I'm looking forward to doing that I mean past task practice has been great future practice is going to be a better study that's awesome cool I like the attitude and the approach any other questions if not Mr Price can you please call the roll Mr Hamm yes Mr Fox yes Mrs Packard yes Mr Trussell yes this is Fortress yes next we have the second hearing of the public for any item that is not on the agenda thing

049there and if not may I have a motion to a journey I've said a couple other sorry sorry please random thought questions um I saw in the um Mr Piper's weekly notes how we're going through the insurance meeting right now um and so one thing I noticed was when we look at the The Five-Year Plan the costs are rising from 2020 to 2027 and almost 50 percent so as you're going through this uh what type of conversations are you having do you shop around to different Brokers or do you use one broker how does that process work we have one broker who shops us around with several different Insurance Administration companies that's part of the the bulk of it is the claims we're self-insured so our claims are what our claims are we don't pay

050we pay a fee for right now we have UMR they process all those claims for us and they get a cut out of that that's somewhere around eighteen thousand dollars a month that we spend for that we also have stop loss insurance so if somebody's claims for a year ago over 150 000 that's the max we pay and that stop loss Insurance kicks in so if we have a million dollar claim for the year our Max uh the liability is 150 000 that's about eighty thousand dollars a month so we're also shot that out every every year that's the Big Driver is that stop loss insurance so yeah we absolutely shot that every year and I think there's a forecast question in there somewhere too so yeah I think I think I heard a forecast

051question there too well it was just yeah it was just I see it's going up so so much and it looked like it's even going up and I know insurance goes up so every year by by a lot what are you what are you looking at from one year to the next or is it a one-year contract or are you looking at a three year old well most of the time the policy the agreements with like the umrs and the sunlights for stop-loss insurance those are one-year things they won't they won't extend it longer than that because they don't know what our claims are going to be so in my time here we had three years in a row where there was no increase whatsoever and then we had last year there was or I

052think our estimate started out around 12 13 I don't remember exactly if we got down to 9.6 we have some language in our negotiating agreement that the board's limited to a five percent increase if the increase is higher than that then the employees pick up the entire amount above a five percent increase or we make plane design changes to get that rate down lower which is what happened last year so we said it we our our rate increase went up five percent now the kicker now is our claims this year have been fabulous we're doing great on planes but there's an estimate that they're going there's inflation is going to factor into what our charge is going to be for the processing the UMR and some fear about our sunlight what that's going to be

053what inflation is going to impact that where again we're going out to Market with whoever is interested in bidding on it we've had no claims hit the stop loss this year our claims are way down this year as compared to last year our claims are are about the same or maybe a little bit that they than they were two years ago which resulted in a zero percent increase but they're right now they're ballparking I think it was a six point eight percent increase but we'll see they always start here and we negotiate it down it's a very I'm pretty confident we're going to be less than five percent how does it work when you choose a broker to go through we've been with McGowan braybender that brokerage for a long time they're a huge player

054in the Dayton area Market that are by far the largest broker in this area we've had great history with them great success with them they were paid by the insurance we don't pay them directly they're paying the commission because they're the broker so they're selling Insurance that's how they can be is UMR what company United it's United Healthcare United Healthcare it's a branch of them do you ever look at other brokers uh We've not looked at other I've talked to a few other Brokers but we've had such uh I think we've had such a great experience here uh with with magona brain render idle that they are not part of any they're not any problem or any issue or any part of the yr rates are going on okay thanks and then I just had

055another question on the bus accident on the 31st um so how long were the kids out at that accident site is that the one on Boom uh I was thinking on the one on uh out by Waffle House and oh yeah uh they weren't there very long I think there was one student left on the bus when that happened um what's that that was nice he's talking about response yeah I thought there was only one kid on there you know better not there was 27 students on the bus and I think they were held for about 30 minutes longer than normal is that normal like is there like what's the process is this we have to follow the police for the sheriff or whatever jurisdiction they're in and they come and they have to talk

056to every student on the bus with their name and address we supply all that to them but they right they record what seat they were in and what their name was they have to do that with every one of those kids that's that takes the time the police are talking to the kids yes do the parents have the opportunity to come be part of that conversation um the police are in charge of that scene I mean it's an accident scene so they're in charge of that scene right but the conversation between the police and the kids to the parents I honestly never asked that question before I don't know what the officer is the police would allow them to be part of that absolutely but that's like Mr Piper said that's they take command for

057that so when you send out the no to the parents that there was an accident do you let them know that the police are going to be talking with their children as interviewing them as part of the accident I I think it's a not every opportunity it's again it's going to happen Tim it's it's not it's not what you're imagining they they literally go through the bus and get student seat assignments they're just documenting yeah it's just a documentation of ridership and where they were located it's not an eyewitness account it's where we're sitting so they put that on the police report yeah just that day I happen to be driving around and I saw I know we got our notification school ends at 3 20 is right for the elementary sometime around there 3

05815 through 20. 3.25 325 yeah so then we got I know we were made aware of the board at 4 30. and then when I just happened to be passing by it was fourth twenty or 4 45 and I saw three buses there so it was like we're getting over an hour and a half after the kids got out of school and they were still at the scene of the accident so I know if my kid was on there I'd be worried and when the notification went out what time did that happen before obviously before you told us I don't recall but I think the the bottom line is the kids were on the bus about 30 minutes longer than normal so they weren't on the bus for an hour and a half longer than

059normal now it was about 30 minutes not long ago I think if I recall the accident was close to four o'clock I think it was about 3 55 something like that and then so there are students that have already been discharged from the bus so the remaining students on the bus they were there for about yeah well they're there at 4 45 over 4 55 when I just happened to be leaving work and getting on the highway so that's about an hour after the accident happened so my question is when the notification goes out to the parents do they know approximately what time the kids are going to be getting home or yes we can estimate that but we don't know how long it's going to take the police officer to do his thing did

060we receive many complaints from after that not one that I know of okay so then what we do is we send another bus out to take the kids and get them home so that driver then drives with the other driver because we need to we test them after an accident the driver points out where so in this points out where they're dropping off it and we also bring somebody else brings that bus back so they could have actually come back and been empty buses when he's on the 455. but if there was no that's full of kids if it was if the kids were still on Earth there were still a couple buses there there's three buses and and there was I don't know I didn't I was at a stoplight and I kept driving

061by but I was just shocked to see it at almost five o'clock if the accident happened before four o'clock that the bus and the kids were still there so I'm just trying to think of if my kid was on that bus would I know what time he's getting home and how would I feel that he's they're still out there an hour and a half potentially after an hour after the accident happened are there any other updates that go out to the parents after there's been an accident again I think we're recreating this timeline but from what I've heard the students were on the bus about a half hour long of the normal is that approximately right yeah and it sounds like we had 27 students on the bus yeah and parents are really pretty good

062about telling us if they aren't informed or something and we didn't get anything a lot of the parts that you're missing on the time that you recreate the timeline so the students get discharged in order the acts I think it was like 355 when the accident was what the 27 remaining students get discharged accordingly after that the last stop that that bus makes is like 420. so only some of those kids would be the longer delay and you said that use it so one of the things that you'll appreciate too I'm sure three bucks a fair we actually sent two additional buses so we could split up the remainder of the students and get them home even quicker so we were I mean some of some of the kids probably were only detained less than

063a half an hour their stop scheduled time to get up normal time yep okay I'm just making sure that we have the right communication out to the parents after the first your kid was in an accident what's the follow-up as they're waiting for their kid to get home to know how how it how is it what's going through the the elementary kids mind as they're stuck there in the accident without their parents what are we doing to help the parents know that kids are safe they're coming home well here's the time you can expect them type of thing we don't really know what time you can expect them because it's the police thing but we do say the severity of the accident and that's the first thing we say there's a very minor accident no

064one was injured the police have been called we're going to process the scene and get them home as quick as we can uh I can't really don't know any more than that okay I'm just trying to think of how how can we improve and help the parents know maybe when it's when it's done the accident's been kids have been released from the accident site we're splitting them off uh splitting on buses they're on their way home what type of that that's where I'm going with this is it's it's not about having an accident it's the communication after the accident and um and it's awesome that that Tim's here is not it it's it just goes along with you know things for improvements that that you're thinking of and uh it was it's great that you're

065here just to have messenger and stuff like that so I had a question even before seeing you here so um I could have answered it that day any other and for the library upgrades timeline for what the library upgrades okay do you have a timeline for the library upgrades I would assume that that work would occur this summer so I would assume by the end of the summer it's our timeline so we would like to get as much with summer work as possible they are working with our architect firm they're working on some design plans and things of that nature once again there's been some discussion about the supply chain and delays on getting materials and things of that nature [Music] speed that up as soon as we can but with the hoping that some

066of that work can be completed I would like to see it all done this summer but it's hard to promise that now until we get a little more feedback from them we don't even have hard plans yet do we anyway so great great meeting last week though by the way very nice feedback from children staff members but the summer is the goal I see Jeff's looking at me he knows I'm gonna be a little tight here but uh that's that's what we're gonna try to do any other questions if not do we have a motion to adjourn so moved thank you Trestle yes Mrs Packard yes Mr Fox yes Mr Hamm yes Mrs Borchers yes thank you everybody for your time
