013those registered online and a few of those have indicated with us that they're here in person so if you're here in person you'll come straight to the Pod Podium our first speaker on line with us is Hillary sway Hillary your line is live hi there can you hear me yes go ahead I believe this is my seventh time speaking to you guys at the board I usually come up here and speak kindly but today I'm mad when you take the time to look at all the numbers and you decide that our children need to be the ones that carry the burden of the illusion of safety through mandatory mask wearing you have failed us you sit there behind the plexiglass with the things on your face and you don't do anything in your life in

014a group setting like that then you're telling your constituents to do the leg work of emailing the CDH to tell them that you want our kids to be given the choice which is not support you're supposed to be our Advocates represent us and be the squeaky wheel and then we in turn support your efforts the only support I felt during this entire fight is that people that showed up today most of intended meetings broken made countless phone calls sent emails but what can you say about what you've done to support the families in your District sign your name to add drafted letter a month and a half before we head into a second year of this madness repeatedly state that your hands are tied and that you have to adhere to cdph really tell us

015you're just thank you Hillary our next speaker registered on Zoom is Suzanne [Music] Davidson hello can you hear me yes we can hear you uh yes I'd like to Echo everything she said I got an email we all did late last night from Ryan burus once again telling us to contact cdph so that's what I did I spent 37 minutes in my time this morning doing that and drum roll they told me to contact the local school district that it's in your hands so I have no idea where this flip-flop happened the school board we elect you you were supposed to work with us and advocate for us I don't know why it feels like we are always working against you when you should be champing for us there was a district employee today that

016said why are you here you're wasting your time it is never a waste of a parent or child's time to advocate for their rights so that's insulting and do not send us emails telling us to contact cdph when you must have known all along they're going to tell us to contact you your email also stated you're doing everything in your power all of these things please enumerate please elaborate please help us be on your side don't just say we're doing everything we can expel it out tell us what you're doing so we don't redouble your effort help us work Susan thank you for your time next up I have Nicole hello can you hear me yes go ahead okay children are being sacrificed to appease an irrational fearful society that refuses to see the truth

017the virus is real The Narrative is not the curve is unbothered by the abuse being done these kids aren't driving the pandemic history books will tell of the crimes against humanity when we sacrifice a generation of children in the name of loving others all the while ignoring the Beloved science the qu consequences are real covid is less dangerous in children than the flu they rarely transmit it we have overflowing data of this we did not elect the California Department of Health or the CDC as a fourth branch of government their political science is appeased by their financial stakeholders and it's destroying our children we need to follow evidencebased medicine we need you to be our Advocate we need you to fight for our children we need you to stick up for these kids and unmas

018them in the fall the next speaker is Kaitlyn Fleming Kate hi yes I'm here please go ahead we can hear you thank you so much I definitely want to um just Echo what these other women have said my children has an my child has a IEP I'm worried about his learning being hindered I'm worried about my other son who has a speech impediment who can't be understood even by me sometimes without a mask it gets him frustrated it's hard for him to learn in that setting and if you are telling us you're doing what's best for our children how can you say that if you are not advocating for what is best for their learning environment I I beg you please please do something the next speaker is Sandra Miller hi can you hear me

019yes please go ahead my name is Sandra Miller I have a child in high school I'd like to say let parents decide what is best for their kids I don't want a new normal for my child I want normal normal means my child goes to school without a mask if I for whatever reason decide that a mask is required because I have health concerns I have the ability and responsibility to make that decision for my child the cdhp indicates that districts will have the responsibility to enforce the mask mandate I request that you take a stand for our children and make a similar statement to what the sheriff's department has made and refuse to enforce a mask mandate that will only continue to create a negative School environment for our children make masks optional for

020all it's time to get back to normal thank you our next speaker is Cara Gutierrez I don't see Cara with us online in person oh I'm sorry Cara I'm so Focus thank you it's okay okay my name is Cara Gutierrez and I have five children that attend Lobo and short Cliffs and I wanted to let you know that our pediatric doctor recommends against my children wearing a face mask due to being diagnosed with ADD ADHD and Asthma my kids are IEP students they receive speech um motor and occupational therapy and they already suffer from not having a full education and having learning disabilities make having a mask makes it a thousand times more difficult for these kids to learn it's not a good learning environment for children if you guys are not going to stand

021by your oath to protect and educate our children and provide a safe environment for them then I am 1,00% not sending any of my kids back to school in the fall that's period Point Blank these Mass mandates go against our constitutional rights our religious freedoms and our parental rights please do the right thing you guys have the power do the right thing and the mass mandate that's thank you for your time our next speaker is in person Carrie I believe Carrie Bruner is here with us in person following Carrie is Sarah patar um also in person hi my name is Carrie Bruner um I'm a single mom to three daughters two at Castile Elementary one at newart and um I just want to speak up and advoc advocate for my daughters and ask that you

022have mass optional this year um my youngest daughter has an IEP for speech and grammar that she's had since 18 months old I've worked hard I chose two years ago to move my daughters that I take care of pretty much 100% to cppo school district because of your school district and I um would hope that um it could we could continue to stay there um my youngest daughter has um not only dealt with speech and grammar but she has confidence issues The Mask has only made that worse this year setting her back to um potentially being in special education now my middle daughter um is a gate student she is um not only um become an introvert who is an extrovert she's now has no desire to attend school she can't communicate with her friends

023and my oldest daughter's um just been super bummed out in middle school with the experience of mass and not being able to socialize with kids so please just make it optional I'm here to advocate for my daughters and um I just wish that you would um let us make the decision as we are the parents thank [Applause] you Sarah two months ago when I spoke at this meeting I asked you to do the right thing regarding unmasking our students I've received the last two cowardly emails from Ryan burus that you would like to silence those of us who are fighting to let our children breathe but I'm here to say we will not stop fighting all summer long Orange County children have been playing Mass free at indoor basketball games eating double doubles inside in

024andout seeing the new Space Jam film inside a movie theater in a few weeks you're going to mass them up for 7 hours a day to maximize their learning it struck me that I needed to remind this board of CD's core beliefs children's development is our highest priority all decisions will be based on what is best for our students which begs the question how are mandatory masks best for students when they are not severely affected by covid-19 case in point three of my kids got Co in December although my case was quite severe my kids barely exper symptoms and did not pass it on to anyone I also saw recently on a Facebook post that a c USD trustee sitting in this room was afraid to remove the mass mandate for fear of our district

025losing State funding this translates to parents that this board is acting out of fear than what's best for students move on to the [Applause] next the next speaker is Meredith ha following Meredith we have mahada my name is Meredith Hayes in the fall I'll have three children at Oso Grande elementary I'm going to uh add my voice to what's already been said today and um just cut right to the chase um this country was founded on protecting the rights of the individual and right now those that don't want to wear a mask are being discriminated against if you want to wear a mask go ahead that's your choice uh live your dreams nobody should stop you but if masks offer any protection the protection provided to the wearer should be sufficient I don't begrudge anyone

026their choice just don't try to make it my child's burden to wear one so that you can feel more at ease when you raise children to live in fear and then expect everyone around them to accommodate that fear and every other feeling and whim rather than taking personal responsibility for their own life you'll get a generation of narcissistic codependent weaklings who are unable to even understand the how Freedom works and how it bless is all of us your hands are not tied to Sacramento they are tied to us the parents my taxes pay for my child's public education in a classroom that does not come with strings attached like a demand for a face covering or down the road an experimental shot in the arm thank [Applause] you mahada do we have mahada daa with

027us I don't see her online either so we'll go on to our next speaker Mark [Music] dcastro I do not have Mark with us in person I have elen Inu following Elena we have Lori mclaskey good evening um the main point here is that the current studies and findings children by definition those under 18 are not the ones spreading covid-19 as a matter of fact the numbers were extremely low last year within the school district this while a majority of the students were together in group settings Sports Etc outside out side of the school campuses without masks the kids have a survival rate of 99.98% The Masks have a number of bacterial growth we should be responsible for our own health all cloth masks and BOS box masks do not prevent the spread of covid-19

028these mandates have no scientific evidence behind them I ask the district push and challenge in partnership with the parents The Challenge and push the cdph the school has anti-bully policy that includes bullying our children into wearing a mask breaking them down into compliance with the overreach of Power by the cdph the teachers are hired to teach our children not to mask we need to our next speaker thank Youk online we have Lori mcluskey Lori go ahead hello can you hear me yes we can hear you oh okay thank you uh good afternoon um I'm a mother of three or two high schoolers still at San Juan Hills um I was in line yesterday at a restaurant uh observing some young children there just waiting in line the parents didn't have a mask but the little

029girl did and she's just tugging on her mask and just touching it and adjusting it I saw a similar thing with the child when I was getting a haircut yesterday and I just think who are we kidding that these masks are actually doing anything beneficial to keep these kids healthy I think we all know in our heart that it's not and that it's a farce and that we are really sacrificing the well-being of a generation of children just to make some you know to to appear that we're doing the right thing but I'm here to you know in your hearts it is the wrong thing that we're doing and the consequences are dire for our children children and for the teenagers the children that are suffering and this thank you for your sign we go

030to the adult in-person blue cards that we have speakers registered first up will be Ashley Larson followed by Sarah patar Sarah already spoke so that's that's where I was expressed earlier if we have duplicates we only ask that you speak one time that's what the board policy allows following Ash Ashley we have Linda and then Andrea Ashley go ahead hi thanks my name is Ashley Larson I have four children enrolled in the district we're not here to fight with you we're here to ask you to fight for us we've all received the emails from Ryan burus the cdph says this so dot dot dot it's not enough anymore it's not enough why are we allowing unelected officials make decisions about the health and safety of our children and then you are elected officials just not

031your heads and shrug your shoulders what do you need from us what can be done we're not going to take our hands are tied as an answer anymore this is a public school district we are the public we have elected you and we're asking you to do more for us fight for us thank you next speaker is Linda Ray following Linda we have Andrea Dustin L is Linda with us Linda Ray we'll move on to Andrea Dustin hi the language of Ryan bis's email last night which we've all talked about seemed to strongly indicate we can't do anything to fight masking our students but I think we can I think Capistrano Unified should should sue the California Department of Health to get masks off of our children we cannot allow our children to continue to

032carry the burden of mitigating this disease for vaccine hesitant adults zero covid is not the metric we're working towards we elect you to fight for us because your power is far greater than the emails we're sending to Mark gley and I promise we're sending them we're sending them every day I ask you to fight for making masks optional for children next up I have Clayton rhus following Clayton I have Shannon curtz yeah thank you this is Clayton ress I have three kids at Riley uh now spoken three times on this mask issue uh it is troubling to see this board rubber stamp what's been handed down by the state obviously we're asking that you advocate for us right we're 16 months into the pandemic and we still have a place where we're going into our

033third year of a potential learning loss the primary tenant for this district is to educate children not keep them safe these people keep the children safe if they're failing if we're failing in our primary mission to educate the children then we failed we absolutely need to sue the state for self-determination on what to do for masks I would hope that after 16 months this group would have come to that conclusion why has no lawsuit been filed it's absolutely imperative that we act on this issue these people are not going away the people outside are very upset and this is just the beginning because you know vaccine mandates are coming and that's going to be a non-starter you can't be weak on these issues thank [Music] [Applause] you following Shannon I have Julie little H hello

034I am the parent of a special needs incoming freshman his social and emotional developmental delays and more importantly regressions he is experiencing as a result of the isolation brought on by covid distance learning and mask wearing a mask are irreversible his academic regression is overwhelming I implore you to consider the difference a fresh school year will bring with a normal learning environment versus creating a similar repressive environment to this past year um to this past year will be like for a child like mine I was here four years ago asking for the same consideration when asking uh that asencia school be open directly across the street from my house I asked that the middle school be open so that my child would be able to attend school with other children in our community my child's

035Social Development the past three years was significantly impacted by this board's decision not to open that middle school at that time you will never truly know how how much more challenging and complicated that decision has made life for him my special needs child and for myself please consider now how the impact of your decision your decision implementing mandatory or optional mass will have on the next four years of his life and his future time please make masks optional following Julie we have Trac r hi my name is Julie little I have three students in the district a senior Junior and an eighth grader we the people have elected you advocate for 50,000 close to 50,000 students in this District that's a lot we the parents are here to advocate for our children we need you

036to be Brave and Bold stand up to our state just like these people have said stand up to our state and be bold we are calling on you to tell the state that cppo district is going to be different we will stand up for our children and you guys will be the ones who are bold to stand up for them we are here to fight we need you to fight for us we will not stand for this cappo will be different be bold you guys be bold and stand up for our children make masks optional that is all we're asking thank [Applause] you Tracy following Tracy we have Tiana friend hello there this is the second time I've spoke on this issue I have three children all at Riley Elementary School and I felt compelled

037to be here to voice and stand up for them I'm really here because of this joint statement and the decision and I'm echoing the uh previous speaker of standing up fighting thinking outside the box and getting creative these are all things we teach our children to do so let's lead by example and do this Dr Mark Mark gy said uh with without Universal masking in place K through 12 schools would only be able to implement hybrid schedules similar to last school year that's a creative thought let's have that as an option let's drop the masks and go back to hybrid let's see some of these out of the box thinking ideas and let's listen to all these parents and the pain and the frustration that's only going to get worse and continue to grow do

038not forget about all children there's children with learning disabilities that are struggling beyond measure and that haven't even been identified yet thank you so much our next speaker is Tiana friend following Tiana We Have Allison McGavin as a former cappo District student and now parent of cppo District students I am very disappointed and heartbroken to say the least I have two kids under the age of six at asencia my four-year-old son has a major speech delay who has entered the world of IEPs through our district and now has to start wearing a full coverage face mask Mas has therapy sessions makes total sense right the California School Board of Association leadership document reads that you all are to be responsive to the values beliefs and priorities of its Community your roles and responsibilities include acting

039as Community leaders as parents our voices cannot be heard without you where are you as our leaders we haven't why haven't you stood up for the kids for the families that put you in your in your place you need to put our kids health their social and emotional well-being and their education a priority these masks are disgusting they're are full of backacter and have completely hindered our children's lives in our district alone in the most recent weeks of summer school 7,048 students are enrolled with one case of Co we trusted you to be our voice to stand up for this community and to encourage our students to be leaders quite honestly it's been a year and a half and we've seen nothing but that be the change and stand up for us as our leaders

040our next speaker is Allison McGavin and following Allison we have Megan Ruth and K Kristen ohura OA thank you go ahead hi my name is Allison I have um two kids in the district there's one thing um that leaders do different from everyone else leaders go first so capital B Board of Trustees you need to go first and allow us to as parents to make the best decision for our kids the California Department of Health has put the burden back on the school districts whether or not to enforce mask wearing you're supposed to be Warriors for us as parents and champions for our children read the package of any mask that you buy at the store and I quote this mask does not provide liquid barrier protection nor does it offer antimicrobial or antiviral protection

041this product also does not offer respiratory protection or particulate filtration this product has not been approved by the FDA it says that on the back of a mask you can buy it at Target CVS Walmart wherever they say that my kids will not be wearing masks at school next year we opt out the next speaker is Megan Ruth following Megan we have Kristen okura hello my name is Megan and I'm a middle school science teacher I want to share some of my experience this past year so that you are aware of what was happening in your schools with your students that you're responsible for my students and I went the entire year without Sharing Smiles or knowing each other's faces Middle School is crucial for students to build relationships with each other and their teachers

042and work together in class but with the protocols and guidelines set for Co that was nearly impossible to accomplish I had to revise many group labs and project to be done independently foregoing the opportunity for students to collaborate with their peers and ultimately make friendships I had multiple parents tell me that their sixth grader was having a hard time making friends and it's no surprise as to why I noticed many students had a hard time breathing in class while I uh I had students in every period as for Mass break Mass breaks which I gave but that meant missing additional in instructional minutes in a school year that already diminished key instructional time my eighth graders would come in after lunch where they were forced to be masked if they wanted to play basketball outside

043completely red in the face struggling to breathe and could not focus or start on their on their classwork my students complained of headaches fatigue and had a hard time thinking or focusing Megan thank you so much for your time Kristen following Kristen we have Amy gray and Meredith Hayes and again I apologize Meredith spoke earli thank you trustees thank you for letting me speak here before you I thought you saved me uh for last uh uh I have a bunch of things but I'm trying to condense it down into the one minute uh I this is my I'm starting my 24th year at cap in Capistrano my 27th overall in teaching all middle school all physical education um so my question I'm coming to you today is what is the Tipping Point for cusd to

044value and apply resources for physical education um please view physical education as an intervention for our students uh they lost 50 weeks 50 50 weeks of in-person physical education I know that's a huge number because I'm about to turn it this year um we so the positive impact that can have academic performance and everything else so I wouldn't be a teacher unless I gave you homework and we did a quick exercise so Point your finger straight up everybody come on everybody out here and go clockwise go clockwise with your finger everybody keep going clockwise keep going clockwise bend your elbow and slowly bring it down slowly bring it down and look at it all the way down past your past your your eyesight is it still going clockwise what did you do I'm so sorry

045the time is [Music] up Amy please come forward Amy go ahead hi good afternoon thank you for hearing me um Central to the argument for mask mandates is a mistaken belief that masks are merely a minor inconvenience for children I think what we've heard here today from children themselves is that this is not true we strongly disagree when a child tells you that they're hurting when they tell you that they have headaches or stomach aches when they come home from school describing symptoms of anxiety without knowing what anxiety is when they tell you that the heo to school when they once loved it or that they're afraid and sad that they have trouble breathing or miss the lesson because they couldn't understand the teacher or could not see the board because masks F their glasses

046and they are too embarrassed to do anything about it when a child tells you that they're hurting you listen when a parent tells you that their child is hurting you listen I think of the experience that my son had last year and I'm sad because he could not experience his childhood as a 10-year-old should and for what we know that oh I'm done thank you thank you Melissa Allen up next Melissa Allen following Melissa is Kristen Ingram is Melissa with us Kristen Ingram meliss I'm sorry Melissa Allen [Music] are you Melissa Allen no I'm Kristen Ingram okay thank you Kristen go ahead okay I come here tonight as a mother of three children in your District I come here to ask you to reconsider masking our kids inside or outside science does not support this

047I could go on and on but I think you all know this deep down in your heart please adhere to the facts and not mask our children my family and I are very thankful that we were able to go in school last year so I thank you for that um you were able to make that happen when other districts weren't so now a year later knowing the science please keep fighting for our children to make them and let them breathe and make Mass optional for families when we look back on this day in history I would hope that you would want to say to your children and grandchildren that you were the change you stood up for what was right it's unconstitutional and unsupported by science to wear masks our children trust us we're their

048parents to do what's right how do I look at my children and tell them they have to wear masks in school but nowhere else I love asenia please don't make me find another school for my children this fall as I will not send them you next [Applause] up Melissa R rodair Melissa rodair Malia Anderson following Malia we have Amanda Smith hi there we need to be on the same team we're and the team is the little people big big kids little kids I have bigger kids and I'm here to advocate for them too we all need to collectively be fighting for our children there is no science there's no logic behind these mask rules my daughter was at Disneyland yesterday with however many people they let in Disneyland with hardly a mask in sight I

049saw the basketball game last night I don't even know what it was uh NBA Finals full full capacity no masks how is it okay that we're sending our children to school with masks still still a year and a half later the California Department of Public Health wants you to believe that you are you have to follow their rules and and you don't they have turned it back on you and said that it's up to you to figure out how to enforce it which means you don't have to mask mandates are illegal under federal law masking is approved at this time under emergency use authorization only to prevent the spread of covid-19 and therefore cannot be mandated by federal law time Anderson up next Amanda Smith following Amanda I have Emily Amanda Amanda yes um first

050off I want to Echo so many things that were're already said tonight um and then say um two years ago my daughter was diagnosed with stage three lymphoma um when she was in treatment and she was neutropenic the doctors told us for her to wear mask to protect herself they never once told us to mask everyone around her to protect her we were told to mask her to protect her we love our school my kids go to I have two children at asencia we love our school we love our district we've been in this District since they were little we actually did move and go to um Saddleback Valley district for a little bit and are so happy to be back here and glad for everything that you've advocated for us to get back to

051school so early last year and we hope that you would continue to advocate for us again which I am up here doing to show my children that I am doing everything in my power to help them start school at this school next year otherwise we will enroll unenroll our children because they will not start school in the fall with masks on thank [Applause] you that's a g out of fry drums thanks go ahead Emily thank you so much for having us speak here today I really appreciate all of you having a child wear a mask is child abuse according to the American Institute of economic research anxiety has increased in children under the age of 18 by 31% and for ages 18 to 24 25 have considered or actively cons are actively considering suicide I

052live in L Ranch and during the pandemic during the shutdown and our community we had four suicides in one week it was devastating the amount of stress that happens with maske wearing is horrible we have left our house trying to make it to school on time only to turn around see the fear in my kids eyes because they forgot to wear their mask and the fear of getting to school late and and and all the r ruling that happens with the teachers and having them put the mask over their nose it's it's horrible absolutely horrible is mask wearing about science or is this about compliance you guys stand up for our kids you are our leaders please do the right thing unmask our children so we could see their beautiful smiles and so that they

053can learn thank you so much our next speaker is Patrick mclanahan Patrick are you with us Patrick mclanahan please come forward and following Patrick we have Michelle yes thank you I could read it go ahead all right thank you for the opportunity to speak uh first of all thank you for keeping our schools open last year when no other schools in the area were open you are elected officials you are the people representing our children we expect you to do the right thing like you did by allowing our SK our kids to come to in-person school I expect you to follow the science not these mandates brought down from Sacramento follow the science unmask our kids they do not need to be masks when we come to school we need to see expressions from our

054our teachers faces they need to see expressions from our children's face PES that needs to happen in order for our kids to grow I'm I took an oath to protect and serve a community I'm on the front lines of this this is not what needs to happen you took you're here representing our kids we expect you to represent our kids to fight for our kids if not it's time to retire and step down fight for our kids Patrick we have to move on to our next speaker Michelle winr hello board I am speaking on behalf of my two daughters I recently looked at the boxes in which my kids masks come from and it blatantly says on the box and I quote this mask will not provide any protection to covid-19 and is not FDA

055approved clearly that seems pointless except for the major point that will happen is the anxiety and the socio emotional repercussions that you've heard all about tonight we we need to know how this board will enforce the issue what will you do if we don't send them with masks because I can tell you that myself and a lot of other moms and dads here will pull our kids out if it's enforced another year you will lose funding when that happens we will not keep our kids in these schools when we don't feel supported by you we would love to have your support and fight for our kids includes our speakers the board will now recess to Clos session to address the following agenda items Public Health Emergency consultation with agency Council conference with legal counsel anticipated

064of the following highlights so we're excited that we've been able to um extend instructional learning time through the summer school and have had a really tremendous effort this summer and we will have the same next summer and hopefully be able to expand that with even more students we are doing class size reduction we are providing additional academic services for students in elementary English language arts and progress monitoring tools we're also providing professional development for school staff on strategies to engage students and families in addressing students social emotional needs and academic needs we're providing par Professionals for in-classroom support we're hiring additional counsel coun and our district will be at a 425 students to one counselor ratio um our County average is 960 students to one counselor so super excited as we open school about that

065um so we're just really looking forward to seeing students families teachers and staff and our families back in school on August 17th and that concludes my very short report tonight do any trustees have comments uh trustee Jones and then truste hich last night trustee mcnicholas and trusty castanos and I attended the Laguna Nigel city council meeting at which the city council um gave a uh Proclamation recommending uh or Proclamation honoring uh retiring Alisa Nigel High School principal Denny Christensen and they each city council member and so many members of the audience said such wonderful things about her and it was great to see the out outpouring of support for someone who has given their lives to the their life to the students of this District uh Denny started as an English teacher in this district

066and has been in this district for many years and I think many of us know how what a great principal she is they also um celebrated the graduation of four members of the Laguna Nigel youth commission all of whom spoke and were some of the most well spoken individuals adult or child I have ever heard from I was really impressed with each young people I hope they are all cusd grads some of them might not have been they didn't say but they were wonderful and and I also really appreciated just the Laguna Niguel City Council Members appreciation for our students that principal and our schools I just felt very very supported and and felt their support for the young people and our staff and their Community thanks thank you um thank you superintendent Vall for

067mentioning summer school I think today was our last day of summer school and maybe you're already planning on doing this and if we are going to be able to do it next summer um you know that accountability piece for the board members if you can kind of um kind of recap for us um refresh for us you know what the student profile was um and the Staffing Staffing ratios I heard mixed I heard there were some uh classrooms that had like three kids and it could be a function my next question would be if you could let us know what attendance was um and then I think we had new curriculum at the elementary level U where the teachers able to get through it um is that something we'll want to um continue um I

068don't know what secondary look like um there and then the assessment pieces um do we I don't know if we had any leads maybe we had Dibbles for elementary at the end of the year I think they did Dibbles today um or they tried or did so we'll want to see um hopefully we can get some criteria that we're showing that this is working right if we're going to be donate uh devoting These funds and if not you know perhaps after we deconstruct summer school you know maybe that we redirect in a certain way so I'm sure other things that I'm missing but if we can get some kind of a recap of that and we'll probably want that pretty much benchmarks along the way um this is New Frontier for us to have this

069money to be spending and um we are creative enough to redirect if it's not working so that's all I had thank you thank you any uh trustee mcnicholas please um yes I have two things following on both Amy's and gila's on Amy's uh comment on summer school um we also have our late graduation this Friday and for those in the audience that's those are the the seniors that just didn't quite get everything done by graduation and they use summer school and some extraordinary uh finally getting it done uh effort so we look forward to um celebrating those uh late graduates uh this Friday I think we're in the neighborhood of 30 or more uh I think students that we that finally made it so yay for them um and uh yes it was great to

070go to the Laguna city council meeting where they honored Denny Christensen um she has uh been an ad besides being the English teacher starting her as an English teacher at Alisa Nel she has served as an administrator in four out of our six high schools so uh she knows this District pretty well and although she'll be missed by the schools um she's still a part of our community and I hope if we need her advice that we can maybe call her out of retirement if she's around that would be um great to have her have her support so it was great to be there thank you any other trustees trustee Davis Thomas Jefferson said there is no justification in taking away individuals freedom in the guise of Public Safety when in the history of the

071world has it been the responsibility of children to protect their parents and grandparents that is a lot of pressure on small humans especially those with IEPs and 504s I'm personally in favor of suing the state of California governor Nome cdph regarding the mask mandate as you may be aware I presented a resolution at the Jude boorn meeting to encourage cdph kosa Governor Nome Orange County Board of Education Orange County Department of Health ET etc etc to make mask optional in schools it's the only area where we are still masking as a whole body and especially in relating to Children the who doesn't recommend Universal mask Maring wearing for kids under that kids younger than 12 all told 600,000 Americans have lost their lives to co over the course of the pandemic just 0.05% of those

072were under the age of 18 a population that represents more than 20% of the country's population as a whole according to the CDC the mortality rate from Co is actually lower than that from the flu By ignoring the CD guidance and implementing Universal masking cdph claims treating all kids the same will support a calm and supportive School environment this statement is fundamentally flawed it ironically does treat all kids similarly it dehumanizes them and as if they are all sick and responsible for driving the pandemic despite the overwhelming evidence to the contrary cdph should instead be treating all kids based on their similar negligible risk to themselves and others by removing any restriction what stigmatizes children as vectors of disease and prevents them from being in the classroom for in person instruction every day I am

073personally looking at every Avenue and the many unpaved roads to see how we can combat these mandates by our governing agencies under the direction of Governor Nome our children are hardly affected by covid-19 and they are not they should not be being masks any other comments okay I would like to make a comment um tonight we have an empty seat that will soon be filled by our brand new student advisor for school year 2021-22 and I had the Good Fortune along with truste Jones to be on the panel and it was just amazing first to read all the applications and think to myself oh my gosh this is going to be a difficult job because we just have incredible kids that are involved in so many different ways and with strong leadership skills and so

074tonight I'd like to announce our final selection is from San Clemente High School and her name is Kai um Padia and so I spoke to her today and we'll be welcoming her soon hope hopefully she'll be at our August meeting the day after uh we open uh school um our next meeting is August 18th and we're opening school on August 17th so we look forward to her join joining us and for that student input uh we will now go to oral Communications we are moving on um we normally do schedule a maximum of 20 minutes with individual presentations being three minutes but we did uh announce the prior to our closed session with the number of um speakers that we had that for the entire evening we would limit it to one minute for all

075uh oral Communications so if I may ask um Mrs Hayes to please uh uh if there's any do we have any children do we have any students we have no students no students okay so we are going to start with do we have someone phoning in online we'll start online we have one person online SE Kelly Sean go ahead your line is now live okay can you hear me now yes go ahead okay perfect thank you so much and thank you to the board for recognizing what the American Association of Pediatrics recommends I appreciate it and I thank you for protecting our children and protecting our our teachers and I just wanted to read a quick um poem If you will freedom to not wear a mask welcome to the freedom Cafe we trust you

076will make your own choices if you want to wear a face mask and if the Same Spirit of individual liberty will allow our staff to make their own choices about the safety procedures make their own safety procedures to prefer to allow to prepare and serve your food we encourage employ employees to wear their wash their hands after using the bathroom but understand that some people may be allergic to certain soaps or simply prefer not to wash their hands it is not our place to tell them what to do we understand that you may our time this evening is limited to one minute per speaker um thank you so much for your time our next speaker is in person Lisa H please come to the podium and while Lisa's coming up next in line behind Lisa

077will be Natalie and on Deck will be Marcy Aaron Heron M Mrs Hayes did we clarify at the beginning of with our reduced uh time that for that folks to please email us if they get cut off and and share their entire uh speech with us we we listen to everybody and read um read your comments that come in so I don't know if we we mentioned that at the beginning thank you I did did not so thank you for noting that for everyone thank you Lisa go ahead critical race Theory tacitly rejects Martin Luther King's admission to us all that should be judged strictly by the content of their character not the color of their skin any curriculum that denies that all students are children of God perfectly and wonderfully made just as they

078are should be rejected we do not find in the text of your CPL plan nor in the resolution 19 20- 63 the assurance that there will be no embedded CRT in your curricula we request that your board agendize a future discussion of CRT as a topic of community interest thank you so much for your [Music] time next we have [Music] Natalie CRT promotes ethnic discrimination by overtly elevating some races in pursuit of equity which itself is racist we know from God's word that Christ unites people from different backgrounds Galatians 3:28 there is neither Jew nor Greek there is neither slave nor free there is neither male nor female for you all are one in Christ Jesus if our children are taught Equity of outcomes not equality of opportunity we will know you are teaching CRT

079we request that your board agendize a future discussion of CRT as a topic of community interest thank you for your time I just want to add I've have four kids and they've been in capital Unified School District for 20 years and my youngest is a junior and we're taking them out this year because I don't want him to be subjected to CRT even though he knows it's wrong thank you thank you for your [Applause] time next up is Mary Aaron Heron following Mary we have pette and Beyond pet we have Beth Sanden as a national board certified teacher and an educator for 30 years I stand with the parents who are fighting critical race Theory my whole career was teaching children critical thinking and as far as I'm concerned this is anti- critical thinking the

080heart of CRT is to use reverse discrimination in the effort to correct its false claim that America is inherently racist worst crt's Embrace of cultural Marxism is anti-biblical and hateful if you find out about CRT it actually originated from Germany and it just defies anything this is a piece of paper nope it's not a piece of paper CRT it breaks down everything so it can rebuild things in its own way I think people are very naive if they believe in CRT and they teach CRT and in my classroom that would have never happened ever and I'm just so disappointed that we see teachers today Embrace this so God created man in his own image in the image of God he created him male and female he created them thank you so much for your time

081po a better answer to CPL reminder the education of the settlers and founders of America was uniquely Christian and bible-based our founding fathers all received a thoroughly Christian education at all levels all America's early universities including Harvard William and Mary Yale and Princeton were bially Christian in their Origins Calvin kulich wrote If American democracy is to remain the greatest hope of humanity it must continue abundantly in the faith of the Bible Benjamin Rush signer of the Declaration of Independence wrote without religion I believe that learning does real mischief to the morals and principles of mankind fin finally William pen in a letter to Indians there is one great God and power that hath made the world and all things therein to whom you and I and all people ow their being and to whom you

082and I must bring a g give an account for all that we do in the world Beth will be speaking next and following Beth we have Linda and Chuck just a notation to speakers if you're too close to the microphone it comes across muffled so just go back a little bit thanks good evening CRT or CPL thrives on guilt and accusation in other words melanin takes primary over Christ in the gospel Christ came to redeem all and no one is unredeem unredeem um cursed Ephesians 1:7 says in him we have Redemption through his blood the Forgiveness of sins according to the riches of his grace so no Frankfurt School Marxist theory please in your CPL that can take away please do not permit guilt or accusation to be taught or it should be treasured in

083our innocent youth we should treasure them and teach them character counts not the color of their skin or their ethnicity thank [Applause] you thank you Linda okay um in Genesis 1 127 it says so God created man in his own image in the image of God he created him male and female he created them God made two people and from those two people every other human being descended every person is United by our first parents and we are members of One race the human race all people regardless of their skin color were made to reflect the Creator's image 99.9 9% of human DNA is the same scientifically races do not exist Martin Luther King has already been mentioned so I'll skip that we need not need to stop the teaching of critical race theory in

084our school system period Point Blank children do not see skin color they love everybody how we treat people is based on who they are not the color of who they are the classroom environment has become predatorial if a predator went after my children at school I would yank them from that school do not indoctrinate our children to hate the police with gender confusion homophobia and pornography Linda thank you Chuck following Chuck we have Laura and Katie I'm a Vietnam veteran and I'm here to speak on CRT as well as discrimination although the scriptures mention ethnic groups tribes and Nations nowhere does it discuss the concept of race that's because God created Adam and Eve and every person is descended from them we are all members of the human race and any notion beyond that is

085me merely a social construct that's in Genesis 1 127 so God created man in his own image in the image of God he created him male and female he created them our son is a teacher been teaching for 26 years in the district and he would absolutely be against CRT thank you Laura Katie and then Jean I have two grandsons that will be going to ambule this year and I don't want them to be taught CRT I was a kindergarten teacher in Ocean View School District and I would have never taught this I taught the golden rule that covers it all you treat others as you want to be treated regardless of their religion race or color and I told my children they could all be successful and do well if they did what was

086right this ideology is hateful divisive material it breaks down the people into privileged groups it's unapologetically unamerican it's revisionist it's rooted in Marxism and it's poisoning our children's Minds we need to teach patriotism in our Real History than religious beliefs thank you Katie and then after Katie we have Jean and Melisa thank you I have a dream that four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character that's Martin Luther King Jr I have a dream cancelled at the core of CRT is the artificial construct that you are either an oppressor or you are oppressed this single false Choice forced Upon a Child or any person for that matter only empowers a victim mindset and offers

087no real solution we are teaching this artificial construct to our children we're teaching them to be victims what happened to teaching them that life's purposes are not limited by one's external circumstances as another woman mentioned I ask also with my colleagues here that we want this to be an agenda item on your next um please thank [Applause] you after Jean we have Melisa chin and Pam Looney the board adopted cultural proficiency plan is it promoting division or Unity the culture proficiency plan actually divides us and defines us some of us as being bipo that's black indigenous or people of color this is not the definition of RA this is is this not the definition of racial bias and you call it proficiency you have adopted a curriculum in training that teaches every Everything You decry

088the fact that you call out objectives based on race is in fact dividing our children right race it is the very definition of racism different treatment of people based on race is racism it is in fact biased and bigoted if you want to do what's right I implore you to get rid of the cultural proficiency plan and treat all students equally regardless of their race and color adopted discipline and education standards that apply to all students equally regardless of race and Creed thank you [Applause] Jean um I'm Pam I'm not the other girl that you said this next but I don't know where she is okay my husband and I could you just hold on just a second so I don't so we don't skip anyone um Melisa Chen Miss Chen are you here with

089us I just don't want to make sure we don't skip anybody thank you for checking sorry um Pam go ahead okay my husband and I have raised five kids in capston are unified over many years all of them attended ambul Elementary in various high schools in the district because of the bad policies of this governor and now the school board my daughter is making plans to flee California to Texas to raise my grandkids she does not want her kids being indoctrinated and forced to wear masks and attend kindergarten with these new CPL critical race Theory whatever you want to call it it's destructive and divisive and not what our constitutional republic is based on it teaches victimhood mentality instead of teaching resilience Spirit toughness and strength it violates civil rights laws by treating people differently

090based on their skin color and race we don't need co-parent to co-parent with teachers in the school district we need the teachers to teach reading math science and that if they put in the hard work in study they can all achieve success why would you spend public dollars meant for Education teaching lessons to our kids that imply superiority of any race thank you that concludes our oral comments at this time I'd like to open the a public uh hearing regarding pardon me a moment could the superintendent comment on whether or not we teach critical race theory in this District or have any plans to do so oh we don't teach critical race Theory and we don't have plans to teach critical race Theory I'm going to open the public hearing regarding secondary history social science

091instructural materials for grades 6 through 12 and secondary International bakalor Chinese standard level the time is now 8:19 p.m. do we have any speaker cards on this item we do not seeing none the public hearing is now closed at the time of 809 p.m. 8:19 8:19 thank you PM we now move to our consent Calendar please note her board policy 9323 3.2 and in accordance with law the public has a right to comment on any consent item at the request of any member of the board any item on the consent agenda shall be removed and given individual consideration for Action is a regular agenda item each speaker is allotted five minutes on multiple items or three minutes per item uh we change that three minutes to one minute this evening but we'll see if we

092have any speakers Mrs Hayes do we have we have no speakers this even have no speakers so that's not an issue okay uh do we have any trustees that would like to pull a consent item yes trustee Han you item three please uh item three okay item 2324 and trustee Davis 23 and 24 and do I have any others okay do I have a motion to approve the consent calendar uh with exception to item number three 23 and 24 so moved second that was moved By truste mcnicholas and seconded By truste Davis Mrs Hayes can you please call R trusty brunstein hi trusty buikus hi trusty cyanos hi trusty Davis Hi trusty hanich hi trustee Jones I truste mcnicholas I motion carries 70 by a roll call vote to appr to approve the consent calendar

093with the exceptions of items 3 23 and 24 we'll now move on to uh the discussion action items uh agenda item number 42 the one: one student Chromebook project update we reordered that so it's 4 sorry thank you we have moved up item number 43 leadership Services team team and principal supervision and I'd like to recognize Gregory Merwin our associate superintendent education and support services to present this item thank you thank you very much president bulus trustees and superintendent Bal bruy it's our pleasure to present to you item 43 leadership Services team and principal supervision I am joined by assistant superintendents Brad Shear Dave Stewart and Jen SMY they will present this item and answer any questions that you may have and this item is for information only so with that without further Ado Mr

094sheerer the floor is yours thank you Dr mwin and good evening trustees so we're really excited to share with you the work of our leadership Services team um we're going to provide a brief introduction to our work as principal supervisors the results from this year 2021 including data and feedback from our principles and then our plans for this upcoming year so as I think it's intuitive we all know the number one impact on student learning is teacher quality we spent a lot of resources and dollars on making sure that our teachers have effective professional development coaching and support um to be the very best they can be in the classroom but what's interesting about the research is it shows that the number two most important impact on student learning is that principle and traditionally in

095districts um this is underresourced and not um given a lot of focus and so we're really proud of the work of our district in providing a greater Dee of focus and support and coaching um for our principles and that is the work that we've been doing in our kind of reorganized jobs and changes over the last year and a half uh we know that um alignment of goals is key for Effective systems and so um as you give direction and through our superintendent those goals move to the school sites and um our principles and teachers we work to be all aligned in terms of our goals this past year you can see the three schoolwide goals that we had for our schools and we really worked with our sites this year to um refine and

096as we met more often with our principal leaders we regularly review those goals and the action steps that they were taking to really Provide support coaching and feedback for our leaders as they worked on their goals this year we also learned that you know interestingly teachers have standards um principles actually have standards and we found out over the last year and a half that principal supervisors also have standards and so this slide are the standards for principal supervision so the last year the three of us have been working to Great to to more deeply understand these standards and incorporate incorporate them into our work and so as we look at some feedback from our principles we'll kind of walk through each of these um as we go forward I'll turn over to Dr Stewart thank

097you Mr Shear trustees so jumping into the results on this slide we have some of the the key action items that were completed as a result of this year starting off here very proud to share that any year um like Co we actually surpassed and um I think set a record for the amount of coaching visits and on-site visits that we conducted as a team over 400 plus coaching sessions and these included live sessions um on site and then also virtual and one-on-one um support store principles and I'll jump down to the bottom um we have some additional data to share with all of you um at the end of this past year um Mr shear Miss SMY and myself we conducted a survey with our principles to really collect some data and really start

098to understand um what it is they valued and there was an overwhelming response that they really did appreciate the additional coaching and support at the school sites so this first slide here um all of us right we're very centered on improving outcomes for students and very proud that through these past 16 17 18 months um tremendous outcomes for students um a few of our metrics have have changed this past year typically we're very centered in elementary and looking at the smarter balance assessment results um in L that of that we um focused on two indicators two metrics uh our I ready data which is really standards based and then also um looked at Dibbles which is an indicator of early literacy and as you can see in the area of um English language arts and

099literacy 31 out of 35 of our elementary and K8 schools actually met or surpassed the 201920 um ASPC results for students meeting or seeding standards and then in mathematics very proud to say and I know that the math has been an area of focus for us for these past few years 33 out of 35 schools met or exceeded on the I ready mathess assessment and jumping into secondary one of the metrics that secondary schools really keyed in on was um decreasing our dnf rates so in this slide you can see a very high number of schools um actually decreased um our dnf rates from the first quarter through the end of the school year I'll jump into the principal survey data and we actually um were very intentional ask key questions aligned to each standard

100and um going through here Slide by slide you're actually going to see the results of each of those questions the um the scale was strongly agree agree disagree or strongly disagree so the first question really keyed in on the use of data use of evidence and really looking and examining products so we're not coming to school and just having casual conversations we're really focused in on the products and the results and um improving instruction improving outcomes so you can see on this slide we had 100% of our students agree students our principles agreed or strongly agreed um that this was a focus for our visits on site um we also had um close to 100% believe it's 98% believe that um we they were engaged in one-on-one work to so they could grow personally as

101an instructional leader the next question focused on communities of practice so how are we promoting and modeling professional learning communities as principles and here you'll see 100% um including very high number of strongly agree um that we are doing excellent work in modeling communities of practice in in professional learning communities next question focused on the evaluation process so I think sometimes um in any organization people can feel like organ uh evaluation process is just kind of a checkbox thing maybe not really designed to help people improve as individuals and very proud that um almost every principal that was evaluated this past year really felt like the evaluation process was designed to really help them grow uh less out of compliance and then the next slide um an area for us to improve on and I

102know um with what we went through this last year with Co that there was a lot of compliance and there were a lot of operational um challenges that we dealt with and we had about 77% of our principles felt like there was this transformation or the shift um from compliance Logistics operations to a real strong focus in Partnership and service of principles teachers and and Student Success so we also collected um some more qualitative data and open-ended data so here you can see some of the um a synthesis of some of the trends from the open-ended questions um definitely there was an appreciation for um The increased feedback in coaching something we were worried about you know what um principles actually like receiving more frequent um coaching and feedback and that was actually a positive

103um and it was actually a positive that we are really being Gad driven and how we were um doing our work together and then a couple areas that we can continue um to work on um and again I think that this first one probably is also a product of of of Co and the challenges we endured last year um looking at uh district office demands and um the short notice so we know that a lot of things came down last year with very short notice and we had to respond um and then also uh I love the last one here thinking about how can we create even more time for us to work collaboratively as principles um as uh as Leaders uh to continue improve outcomes for students and so with that I'll hand it

104over to miss mly thank you Dr Stuart this slide shows the tracking forms that we used each time we had a coaching meeting with the principal the column on the right that's in Gold that's how we tracked each coaching meeting we discussed their goal school goals in literacy numeracy and social emotional learning and cultural proficiency we're excited this year to add to the left um the principal's individual learning goals to help the school goals so for example in year one last year the focus every time we met with a principal was how is your school doing and we're excited next year it's going to be how are you as a principal helping your school meet their goals the teachers are working towards those goals the students the community and what are your personal action steps

105as a principal to help the school reach their overall goals we're really excited about that based on all that we learned in our first year in our research our training the feedback from the principal survey and uh the our principal Think Tank we've developed a plan of action which is right there we're going to refine our site visits to meet some of the requests that the principal's made we're going to look at redesigning our principal PLC meetings like Dr Stewart talked about to provide our principles more time to collaborate with one another we're going to look and review um the principal evaluation form to align more with these standards and practices and we're going to continue to solicit feedback from our principls this concludes our presentation and staff is available for questions do any trustees

106have questions trustee mcnicholas and then trustee ctios me too after um just one question it was on the on on your principal feedback I'm trying to figure out which page it was on um I think you first showed us under principal supervision standards this is I don't know which slide this is um that one okay any particular reason there's a fire there as the symbol is that kind of symbolic of firefighting or hair on fire you know I just you know I'm looking at all your little symb growth there's a tree that's growth okay teaching and everybody holding hands okay all right but the fire didn't make sense to me I just wondered if I was missing something I own that little symbol I apologize that you took it that way I was like we're

107excited we're sparking them full of excitement but I do see the other way of looking at a little fire so we can look at changing oh no not not a problem as long as I understand the explan I am fine with it thank you yes thank you um so just a question on when supervising principles and utilizing and looking at data um when we're talking about literacy and we are evaluating our students in I ready reading and then also with Dibbles correct and then where is our focus with our principles because those are two if you look at the chart um on 1061 I guess it is um those those data points are very different right so dibles showing that did not meet growth was 11% but in I ready it was 37% so those

108are very different types of tests and having to WR work with principles and understanding those two um assessments and then how to utilize that data and improve student outcome so may I'll speak to this first um this is a conversation that we frequently have right and so how I usually explain this is our student students need both the foundational skills and literacy right to be able to grasp and read at grade level but then they also need a strong grasp of the standards at that grade level so they can be prepared for the next grade level so it's not a matter of or and I think that um your point is is very well taken that um really making sure that principles and teachers that understand that those two assessments are different and that our

109goal is that students um have both they have the foundational skills and they also have the discrete skills aligned to the the standards and then we know that when our students have both we can um predict with at a very high rate that they are very well prepared for the next grade level and I'm assuming we're using reading I ready at all the schools correct for next year well it's a good question so we only use the I ready reading assessment at the end um so you recall we adopted I already math and we use it all through the year we use Dibbles um we are moving forward and I think we're going to bring to you a recommendation of of another assessment or another tool amplify which is which connects with dibles and so

110we're not necessarily recommending to use I reading in elementary next year but we used it this year because we had no Smarter Balance assessment and we wanted a reading assessment so um that's certainly currently our plan but we'll we'll provide trustees with more of an update soon on that Dusty Hanah thank you Chris always makes my questions sound like I'm way up here because she takes that deep dive so I'm not as a non- educator um first just a comment for those of us who've had our kids through our schools and have been around schools it is so obvious when a principal literally overnight can rechange a school culture so when it's the right fit and um they've got the the right attributes um so this is exciting uh we've always had that evaluation kind

111of in this District it was not as organized um as you are and um so it was kind of a little maybe more of that servant leader like someone came and said how can I help you but uh the evaluation piece it looks like they're all they're all with it I would see you guys come in and go like this so that would just be me um so um and I'd tell you whatever you wanted to hear so that' be me but um so maybe I'm really not but know if I can articulate this for some reason I've been very concerned and we've moveed we're moving in a whole new Direction where kind of decentralizing the district office around our special ed doing that single system of supports I can see I I am a

112little concerned of the um weight that that might bring to I might be off balance off base maybe not a thing how do you see yourselves uh supporting that with that level of perhaps work the compliance issues I mean does every a principal need to be a case law attorney now so I I think that's there's going to be a new direction we're going in I maybe I'm worrying for no reason um but if you can kind of help me out there and make me feel better well I'll start and then I'll invite my colleagues so first I would say trusty hanek is um so of course I was in the previous role right and so my my position changed and it's really interesting having been in both roles um typically I would get to

113our schools maybe twice a year um and this year it was six to eight times I was able to to get out either um in person or you know virtual and and I would say um I would like to believe and I I think it's accurate that it was actually very helpful and it was more from a coaching and support lens so what are you working on how can I help let's brainstorm together what our next steps are going to be and I I would like to believe and I feel like our feedback from our principles kind of affirmed that that it was that way now of course we are the supervisors we've we will sign an evaluation form you know that that's true and so that's always going to be there I think it's

114the same relationship that our principles have with teachers right they have to coach and they coach and support but at the end of the day they're also supervisors so um but we really did try to be affirming and supportive and and and the other thing I would say about special education it is it is a significant Challenge and I know that we're continually looking and we had conversations even today um with Greg about you know continuing to look for ways to get more support to the school site and so I I'm looking forward to sharing some more I think we're all looking forward to sharing some more of that some new ideas going forward as well because yeah we just decentralizing for sure but how do we make sure that they have what they need

115so Greg on did you want to yeah and I I would just tag onto that to just say we also as we have um decreased the size of our district team we've increased the number of APs intentionally and with that we know it's just not another administrator but with training training in special education training in uh curriculum instruction training so that they can really be an asset on the campus so that that's the other part of it I would add okay and it'll probably be helpful of course not right away but periodically you know to see how it's going um what supports that they do need are they is everything improving are the parents being well we'll hear from the parents so there you go so I guess that I guess that will be the

116evaluation for it so thank you that's all I have thank you any other questions truste Jones I just wanted to thank the three of you for doing this work I thought this was a great presentation I studied very carefully when it came to us and I also wanted to say I think it was really sad that the audience no one in the audience well very few people in the audience stayed for this excellent presentation I specifically wanted it moved to the front in hopes that some people would stay because I think this is uh textbook example of the kinds of things that our district is doing for students that is so Wonder ful and I I appreciate you having done it thank you anyone else well I'd like to add um some comments first I

117have a question about amplifi now is that something different than I ready for math specifically it is an online learning system just like I already um it it allows the teacher to so right now when teachers give the dibles assessment it's paper pencil and and then they have to go back to a system and and input the data into so there's a multiple step amplify actually allows you to have to take the assessment through the computer um it's still the Dibbles assessment and so obviously there's going be some training that we'll be providing to our teachers on how to do that um but then it sets a level and then it puts them on a personalized learning path based on how they performed on dibles so it's a connection to the dibles assessment but still

118a online personalized learning path similar to I ready reading but using the assessment that we've been using for for years and so our cart team our curriculum and assessment review team looked at um I ready reading um amplify and I station they were all three products that we were using in the district and kind of evaluated all three we open it up to all of our teachers towards the last few months of the year um and many of our teachers actually reported back that the kids enjoyed and like like amplify a little better than I ready just the experience of using it so that was a positive from the student perspective and the teachers were much more at support of that than you know than I ready reading so that's why that cart recommended that

119and that's why we wanted to move in that direction still using the same assessment dibles that we were using but now using through this online learning system okay so am I hearing that you feel or it is thought that amplify works better with Dibbles for reading than I ready yeah I ready was separate from Dibbles we would have had to either stop using dibles and just use I ready reading or have three have two reading assessments that we'd be giving to students three times a year and that would been that was another factor in cart's liking amplify better and when it comes to I ready math will schools have the opportunity to choose which one or are you looking to make a districtwide decision we're still using I ready math districtwide and actually at the

120secondary level they're doing the same so Middle School is also using I ready math dist Qui okay and I only know that because I talked to a test pilot school who is very concerned that you're going to move away from I ready math which they've mastered love yeah and I heard about samplify so that's my most challenging I would like to also then just offer up that I have always as a parent witnessed and still as a trustee that principles are the mayor in town um first and foremost is taking care of the students but it is also managing in terms of the teachers the parents the community the district office maybe even the trustees and it's a lot of work uh you will been there and know that so I want to say um

121thank you because I really like this new restructure because the relationship building um both professional and personally um with you being out there there's also a feeling that oh once people get promoted to the district office they forget what happens on the School site and so I love the fact that you're spending so many days out there and with that connection then you're able to better bring back to Greg and to the different ones um okay maybe we better rethink this because now I understand what the principles are saying so I love that I I feel it seems as though there's an opening of that communication and you're the conduit and um I appreciate that um we always like to feel that we hire the best of the best or promote the best of the

122best but we all know there's strengths and weaknesses and um really in terms of leadership skills and building that with the principles and you being able to help guide them because as I said as Mayors they've got so many fires burning it's it's wonderful that you're there to help kind of hone them in and remind them and for them to have those meetings I think it's great growth um and I just want to end with I love the fact that you took their feedback from the survey you digested it and said okay how can we make this better how we going to start for the fall so I I think it's um only going to improve as we move on um and um I I thank you all for for that work and for Greg

123in your initial in terms of rethinking how to support the school sites and how we're going to do this I think it's wonderful okay so this was a it uh oh excuse me superintendent V Bry would like to have some make a comment say one minute I I'm just so proud of this work I'm excited about our restructuring I know it's difficult to restructure but so proud that we have begun to really um meet the vision of what we set out to do that we you know set a bold goal to be out at schools and doing this work shoulder-to-shoulder with principles to support and also increase our accountability for results for kids and I just want to publicly State how much I appreciate the work you all are doing and that we are going

124to do an our utmost job to stay out of your way to be able to do this work and allow the folks here in this building and add Services um under the direction and Leadership of Carrie Johnson and Clint Collins and Greg marwin to do some of that other work so that you can continue to um spend time with our principles and support them to change outcomes for children so I just want to appreciate you thank you okay now we're going to go back to agenda item number 42 an equally exciting topic um onetoone student Chromebook uh the project update and I'd like to recognize Clark Hampton Deputy superintendent business and support services thank you president bulus trustees so as trustees know when the pandemic hit it seems like it's an eternity ago but it

125was just a little over a year ago there was uh we had to go to Virtual learning and the uh stimulus money that was provided to help school districts get through this that time was utilized to Kickstart our one toone Chromebook program so I'd like to introduce our chief technology off officer Shan Roselle to provide the trustees with a brief update on where we are in our one to one chomebook program thank you good evening everyone uh trustees superintendent uh vital BR bruti uh really uh excited uh for the opportunity to uh talk about this project it's it's actually something that uh um it's it's occupied a lot of my team's time and uh um we're really excited about it um so starting with uh so next slide Corey um starting with a little bit

126of a history um about that's all right I I'll keep talking um about uh about three years ago uh we looked at we did some Trend analysis on purchasing within the district really towards um uh Chrome books and uh technology in the classroom and we were able to see that uh um we were we as a district were kind of stumbling towards uh one: one uh without it being like a coordinated effort uh we were buying some technology um from the district office but a lot of the technology was being bought uh by PT out of school site budgets things like that and it wasn't really a focus directed effort um but that was definitely the direction we were going so um as a looking at other districts uh throughout the region throughout California U

127many of have already uh moved U made the big leap to one: one uh so we're able to consult with them and uh and and see like what what worked well for them what were uh certain mine fields we should probably try to avoid um things like that and so we developed a plan uh to uh uh move the district towards one:1 staying within the the budget constraints we had um and so we came up with a a a brilliant uh for year plan uh to uh to roll out Chromebooks to all students uh it was going to begin in Fall of 2020 um and we basically be doing three grade levels a year roll it out and then once we covered all the grade levels then we'd start refreshing and to be this really

128elegant thing and then uh covid happened and uh everything changed uh we quickly realized uh particularly uh with the help of our friends and student sport services that um um when kids came back there would be we wouldn't want to be in a situation where we had classroom sets of uh Chrome books where we were passing them back and forth really for uh uh technology hygiene reasons um so uh really one to one um it one to one solved a lot of problems for us particularly with distance learning and then once we came back and so we started looking at how do we accelerate that and the cares act uh really gave us a fantastic opportunity uh to do just that and so what was uh uh An Elegant 4-year plan uh became more of

129a frantic one-year plan right so uh so we uh we started moving towards that very first thing though that we had to do was get Chromebooks in the hands of kids uh when they were going home if if those kids didn't have access to technology at home and so uh a lot of that was dismantling Chromebook carts that we already had uh handing those out to kids um as as quickly as we could uh in cases where there was no internet at home we're also providing hotspots so that there was uh Equity Williams Act compliance and just access for those kids um then we uh started moving towards what what would be the next step and uh uh 35,000 Chromebooks were then ordered in July of 2020 um and uh uh so yeah so 35,000

130Chromebooks were ordered in ju of 2020 um excessive demand complying with uh Global Supply Chain challenges meant that what we ordered in July started arriving in January so it was a good six-month wait for us to get that equipment and so we started delivering that uh as quickly as possible uh next slide Cory um so so we had a new plan and so rolling that out was uh basically we were going to get uh for TK and K uh they're going to receive touchscreen uh uh Chromebooks that predominantly would reside in the classroom uh so each kid would have their own device in the classroom and their touchcreen really because they're you know preek andk they're not big typers um and then uh all other grade levels would receive one toone devices that they would

131uh they would be able to take home with them and uh that in the in this initial roll out it's a mixture of any of the newer purchased Chromebooks that we had that are still uh serviceable for the next two 3 four years and then uh those 35,000 new ones that we had purchased and at first we were prioritizing distribution to grade levels that were likely to need them for State uh State mandated testing so that was uh grades three through eight and then 11 and that's how we uh how we started the plan and then uh the landscape around State Testing uh got murkier and murkier um so uh in the end part of that plan it just became like let's just get them out as quickly as we can can and that's what

132we did um now the one of the challenges with like a one toone program it's not just handing out devices uh there's actually a lot of uh policy decisions that uh that uh you really need to cover and some of them are you know uh kind of basic to they and I oh sorry Cory next next slide uh some of them are basic or you know do do they take them home over the summer or do do do they return them to the school um and uh and some of them are kind of silly in a way like like our students since it's their Chromebook do they get to personalize them and put stickers on them so we had to run through like all like this is just a a super short list but we

133really had to uh consult with all key stakeholders and get as many of these uh questions out of the way uh as possible um because uh like Speed Of Trust says if you know time is non-negotiable so either you do the work upfront or you're going to wind up doing the work uh trying to fix the things you didn't plan up front so um uh but a lot of these things were really outlined in uh again in things that were covered by other districts and so uh other districts particularly districts in the area were a big help uh in uh uh getting through a lot of this uh next slide um so uh where we are now is uh most Elementary School Chromebooks have been delivered to the school sites and most of those School

134sites have all have then handed those out to kids um they're there of course some exceptions but for the most part uh the survey we did at the uh end of the year showed that virtually all those were done um students uh brought devices home with them over the summer uh and they will return with those in the fall and then the TK through K devices uh those were just ordered uh and those will be available for us to distribute in uh in the fall and again those are the uh the touchcreen uh Chromebooks and at secondary uh secondary's made kind of a different decision than the elementary schools uh for them uh there was a much more elegant way to uh distribute the Chromebooks and that was really during the registration process at uh

135at the beginning of the year um at the beginning of the the school year so fall and um that combined with the fact that we when we were processing delivering Chromebooks we got elementary schools out first and then we started hitting secondaries so for some of our high schools they didn't even get their devices until like May so it didn't make sense for them to then hand out a device uh except in the case of there there was a student who was going to need it for summer school so uh so the most part they're doing that through registration uh tis will have staff on site at all secondary schools uh to facilitate that um and uh and we'll go from there um and then and then yeah high schools will of course be responsible

136uh for collecting back the Chromebooks for uh graduating seniors all right next slide one of the things that we covered and uh not all school districts did this but we felt that it was uh best for uh for our district was an optional device insurance program and for uh for people who are concerned that if a device was uh broken and they wouldn't be able to uh potentially uh pay for the uh the repair of that device they did have an option of uh an insurance program that we negotiated with a uh an insurance carrier that specializes in this kind of things so it's 20 $20 per device per year um and uh uh no one is no one is required to do it and for our um uh uh sad students our socially economic

137disadvantaged students um usually identified through the free and reduced lunch uh program uh the district covered that $20 so they they have that uh that insurance provided for them uh all other families uh have access to uh to that if they if they choose choose to take advantage of it next slide and then you know so getting the devices out that's just the start um we're going to have ongoing challenges with that uh def device refresh uh is like we're planning on a five-year uh lifespan for these devices uh we fully expect that many of the devices will not cooperate cooperate with my Five-Year Plan and so we'll have to have a plan for replacing anything that's broken along the way um or otherwise leaves our inventory um so we're we're looking at approximately 10,000

138devices per year uh for refresh on an ongoing basis um and then home internet service uh as I mentioned earlier at the beginning of um uh distance learning Co we um we we provided hotspots because that was the quickest easiest way to get uh internet out it's also uh not terribly cost effective um so there uh there are other ways um and the federal government has really stepped up and helped out with this so there's the uh federal emergency Broadband benefit program uh and that's a subsidized Broadband Access program uh that uh that is uh available so you can get a uh a subsidy from the federal government we're providing all of our families uh with um uh with information on how they can enroll for that uh also Cox Communications which covers most of

139our district uh about 90% of our district is within Cox's uh area uh they have their own program and uh and so that can uh that can also help out our families uh we're talking to Cox about that um uh and we should have information uh also ready to hand out with registration packets at the beginning of school year uh for families uh there's there's also other programs available we we'll make all of that uh available but we want to uh um make sure that um I mean it's more than just a Williams Act uh uh compliance issue it's uh it's you know the right thing to do to make sure that uh everybody has Equitable access uh to these resources um and then ongoing support uh we're going to need additional tech support from

140TI uh so we will be adding uh a couple of uh tech support uh Engineers uh for direct classroom support uh as well as some backend uh support um uh there's also going to be logistical support needs uh for the school sites and TI because now uh you know the the school sites are going to be handing out you know uh a advice to every student and kind of managing that process for us um so there's going to be uh Logistics help that tis will need to provide to schools as well uh and then there's just uh the the obvious training and support for uh teachers uh this is you know a onetoone classroom is fundamentally different uh than uh the classroom that uh that that I grew up with um so it really it

141really is making the shift to where uh the teacher is no longer the source of knowledge uh in the classroom uh it's the Google machine that is that is on every kid's desk and uh the teacher is there to really facilitate um you know how like how to process that how to you know it's the for sees and all that stuff that these guys tell me about so um so but we you know providing that kind of support uh we're also provide like from from my seat we could provide things like classroom management tools so that uh net Raff is one that we're we're going to have ready for the opening of schools and that is uh something so that the teacher from from her device can see what every kid is doing so if

142you know if uh you know Greg mwin is sitting in the corner you know playing zombie kill uh she can see that and so and she can freeze his screen and of course it would be Greg right and then uh uh electronic content development tools so that we can can develop these lesson plans uh teachers can develop electronic uh content delivery uh that that meshes really well with again a device on every desk um and then uh modeling best practices policies and procedures um and uh I believe that was it any questions trustees any questions I have excuse me I have a question but I don't know if it's really for is it might be more for ed services it was around slide four um it was um where you guys were considering all these

143different parameters page four slide four so not three the next one U four there we go so I get I remember when this District we passed the policy about bring your own device so BYOD we didn't have Chromebooks started I don't remember what the timing was for all of this because the the theory being kids need to get on a device and we didn't have one for everybody so sometimes I get feedback or well I don't push back whether it's parents or other concerned that students still are on their phones right so now they're going to all have a Chromebook is it have you all considered I have been in classrooms where the teacher has them put it in a slot as soon as they come in they're supposed to check put their phone in

144but then we all know kids have dummy phones too that they'll do things like that so I wonder I I think there are some private schools that have stopped I don't know if you check your phone in I don't know what happens but you know is this something that would make for a better student because obviously I've walked into classrooms and they're all looking like me you know they're sitting here like this too even though they've got their Chromebook so is this a discussion at the end um at the well here's a high school teacher back here so I just kind of again people think about it they worry about it um and then just these phones always in the child's hand so maybe you could help me Jen thank you trusty Han there's no

145discussion right now at this time to eliminate iPhones I do know what you're talking about and a lot of principles I mean a lot of teachers incorporate the use of the iPhone in the classroom a lot of teachers incorporate Tech breaks and it's part of our PBIS plan and in our discipline policies and there's times when you can use your cell phone and times when you can't so it's more important to teach the child when it's appropriate and when it's not and it would not be appropriate or respectful when a teacher is talking or they're working in a small group but there are other times where it could be appropriate and used for educational purposes that would be super helpful if you wouldn't mind kind of giving me an overview like that so it's when

146when parents ask or you know about that and is there a way around that or they have their kid in a private school or whatever it might be and how we are utilizing that and uh monitoring it so that'd be helpful thank you and I I'll actually come on in addition to that um you mentioned the BYOD uh portion U there there have been parents talking about um well my uh uh my child has a device that's better than the one you're handing out so why don't why can't you just use that and uh um there's there's a few different answers to that U one is that I I mentioned net ref which is the tool that allows the teacher to see everything that's going on on all devices if it's a student's personal device

147the teacher won't won't be able to see what's going on in that device so so um so we're kind of discouraging for that reason uh also uh reasons of uh content filtering security other things um the student devices that we're handing out will all connect on a different network than a BYOD uh device would and so uh we have uh we as a district have a lot more control over what is going on on the device that's on our Network as opposed to the BYOD network uh and also there's certain content that might get filtered out on the BYOD Network that we've maybe whitelisted on our internal student Network and so the teacher will say well uh go to xyz.com and the student with a buod device and why I can't get there and now

148the teacher's in a position of having to troubleshoot uh in and losing losing valuable teaching time um so again we're we're handing out the device we know it works um if it stops working throw it away we'll give you another one and we we'll fix it in the in the work shop so uh really no we don't we want to minimize any time spent troubleshooting uh particularly for our teachers thank you Sean thank you um what is the cost if a child loses or damages their device if they didn't have insurance so there's actually like a a like we have a breakdown of different cost so it's like a crack screen it's it's I can't remember what it was it was like it's like $30 or something like that all the way down if the

149if the device is completely destroyed then it's a replacement of the device um and uh and so so so if they don't have insurance and that would 260 thank you and then then the um to the point about the management tools and the teachers being able to see everything that's happening and um that every student is having a Chromebook what are we looking at having Chromebooks be inclass instruction part of the day portion of the day all day are we reading from books are we doing paper and pencil what what's the I mean I know now we have a Chromebook for every student can someone speak on that yeah we're we're quite aware that many of our families are we're hearing the story you know Chromebook fatigue computer fatigue so no it is not an

150expectation that they're going to be on the Chromebooks all the time every day every hour right we're still using books we still have textbooks we're still planning on and we were doing that when this last year too right me we had kids in school so I mean it's definitely not the expectation theyd be on them the devices at all all times but um by using canvas and having those resources available there is we've given our teachers some new tools that they didn't have before or they can really begin to maximize and and use the the devices maybe more strategically than they were before so it's a little bit of combination of both we do expect them to use them but also we know that they're not going to use them in every all the time

151and every situations yeah we know there's fatig out there I guess that was my question too when Sean says now changing to the the source of the information is not the teacher anymore it's the Chromebook and I me well I think our teachers might have an deception sorry I apologize that was a bit aspirational Yeah well okay I guess that was my concern too that wait a minute we aren't this isn't distance learning anymore you have a teacher there and that's why you're there so this is another tool for the teacher I'm correct thank you are there any other questions oh um trusty casos and then truste Jones so just clarification for parents the Chromebook is being checked out to the individual student and they're taking that Chromebook to and from their house or they're

152leaving it at school every day or how is that working so in in in general the plan is that they they can take the device home with they take it home yeah okay and that Chromebook stays with them for the life of the Chromebook exactly exactly so they will they will have a little experience of working with Chromebooks this year I worked on them for a whole year uh my class we I uh Zoom taught the entire year and um Chromebooks aren't going to last five years that's just my yeah uh dealings with them uh they are very as you know they're they're meant to be just to use occasionally and when they were working on them all day every day I they were getting a lot of wear and tear so it might not

153be that heavy of wear and this year because they'll be in class with teachers but just know that they really can't take that kind of usage um at least that's not how I found it to be working with them every day and and admittedly the uh the fiveyear lifespan I think I mentioned that during the slide uh was uh it's it's it's rooted in my deep-seated optimism but but we we do have a plan uh budget wise to uh accommodate breakage and then um just one more question um in our district we use what's called go Guardian which I'm assuming is the same say or concept as net raft is what you're referring to if the teachers using the screen to see what's going on is are is the teacher available to see what's going

154on when that Chromebook is at home uh because I know in our district we do we do supervise what's what they're surfing on home when they're using a school device they are not allowed to go on sites that are not appropriate yeah so we we have actually have a few different ways to uh to guard against that so we we have our content filter which is different than gogu Guardian so that's our our iboss content filter and so we do filter the student devices no matter where they are yeah um we also have Google safe search uh built in to to everything so again they can't search for uh things that uh that are are obviously dangerous I think that's important that parents understand that because I do know that when we've had instances in

155our district that it was a parent that got a hold of the Chromebook and was doing some searching on the school device and so it had to be explained it's hard to make that phone call when you're a principal and um explain no we can't do that on school device so just explaining that we do we are watching we can see what you're doing on a school device and so you know keep your uh surfing the net maybe for your home computer and not your school device and I will say that uh I have met with a number of School site PT um uh not in person they've all been Zoom meetings so far but U but met with them to really kind of talk through and it's an offer that I make to all

156of our principles is like look if your if your parents are concerned like I'll come out and then you don't you know doesn't have to be from you you're not the bad guy like because this is going to be new for a lot of I mean we have not given them a device they get to take to and from school I mean I know they did this year but now they're going to have this device for years so just so that they know the ation awesome just like Santa Claus he sees you when he's you're sleeping he knows when you're awake um I had a question about Cox um I didn't really run into this question so much this year but the prior year I did I think it was mostly dealt with but um

157my understanding is that the Cox's uh loow income rate or basic rate or whatever it is for students is I think $10 a month which is very low and and that's great I think that's affordable by by most people but what it provides is a is semif functional um and what we were finding when schools were shut down which of course you know we hope that they will that will never happen again uh but what we were finding was in a family that had multiple children using the Chromebook on the Cox uh their their $10 rate uh it it just wouldn't support multiple users it was was a single thread situation and they just were not going to uh it was not possible for more than one person to be using that do you think

158that is still what's going on with Cox or do we have a better deal with Cox or do you know actually I'm at this point I'm not sure we're in about like the second or third inning of the conversations with Cox around this U but I will I will bring that up and I will say that that's historically been something that happened uh like uh previous District I was at we negotiated a similar deal with Comcast uh and um the the the deal was great on paper but wound up not being so great for our parents um and so uh there are certain things that we are guarding against uh we've already talked to them that there has to be uh for the families that are trying to set this up there has to be

159an operator that speaks Spanish right so uh and that was an issue we had with with Comcast um so a lot of these issues will be talking through with them um and we will be watching carefully um but the one thing we also did get uh was a guarantee that it's a 30-day out on uh on any any agreement that is signed so if the families do sign an agreement with Cox and it turns out that this just doesn't work for me it's not like they're stuck with it for a year they can just turn it off right uh which is all very well and good they're not stuck with it but then they've got nothing um for most families Cox is the only game in town uh I think there's some parts of the

160district that also have like AT&T or something but uh for the most part it's just Co and um particularly in the low income parts of the district I think it's just Cox um and and unfortunately I think there's parts of the district where there is no uh no internet there's only Wi-Fi um uh a neighborhood near where I live actually is an older neighborhood where they don't seem to have internet in the ground all uh that may have changed in the last year um but I am concerned that we have you know very large uh populations of to be honest with you Catholics and Mormons who have large families and there could be six children at home or more uh who are all trying to use the internet at the same time and yes again

161we may never have a shutdown again but in a large family like that after school you could very clearly have that many many kids using trying to use that um single low and lowcost internet connection and that's just not acceptable and I don't want them to be able to cancel I want them to be able to use it uh and what we had to do W when we were shut down we was we had to provide for this family of four kids we had to provide three hotpots and that's an expensive way to go so I really do encourage you to come up with a way that does not present that problem for our larger families no absolutely and appreciate the comments and we're we we are very focused on uh on making sure that

162we uh what we don't want this to do is as we're transitioning to electronic content delivery like there's all the data that shows what a positive impact it has in the classroom uh the students having this device but if they have a device and then and some of our students don't have access at home they it it only makes the Divide greater and we we you know and we've seen all the data on that too so we are uh as I as I said laser like focused on making sure that that that does not become our story okay if there's no further questions this was a information only item and no board action necessary I'd like to introduce item number 4 four instructional materials recommended for adoption secondary history social science for grades 6 through

1638 I'd like to recognize Gregory mwin associate superintendent education sport services to present this item thank you very much president bulus trustees superintendent pel bruy we present to you tonight item 44 but I'd also like to mention that items 44 through 48 are all instruction materials recommendations for adoption just so you keep that in your mind 4 4 through 48 so for item 44 uh specifically uh just to give a a brief overview this a districtwide teacher committees recommended the adoption of the secondary history social science instruction materials for grades 6 through eight my world SAS Pearson uh these materials were piloted in 2021 recommended by our by consensus by the te the pilot teachers materials will replace the previous adoption from 2007 materials were approved by the imrc by a vote of 14 yes

164zero no and two members absent teacher committee uh recommendations are included in the board the rationale for the teacher committee recommendation are in the board report and uh drors Carri Johnson and mear are here to assist with any questions and staff recommends approval trustees do you have any questions no I would move the item there's no more discussion okay I do have a comment um in reading through the teacher committee um the rationale for adoption what I don't see um is addressing that um more teachers will have to supplement um to the usage of the is it saas Pearson I don't know how to pronounce that um and you think I'd like that book because Pearson's my maiden name but uh it's a good name but uh it that when we have teachers and of

165course all teachers supplement but when you give them a textbook where they have to supplement to have enough context for teaching um it goes against common assessments and uniform framework districtwide and the two things that I don't see in the comments of their approval of this book is um rigor expected for our district at at a level and I would like to see us actually strive for the highest common denominator I see a lot of comments about well it's good for dual immersion and it's good for um you know Ela um so you know hindsight is 2020 and we we always learn through our experiences and what I'm learning through this experience is that um had we known we maybe should have not done test piloting during Co um because I think that it was

166a struggle for all teachers just getting through covid and then if they were test piloting through that the amount of attention that you need to give in really um utilizing that book and testing it for its Effectiveness versus a like a McGraw Hill um I don't think they were able to give it that attention I and so I won't be voting I'm sure it'll pass but I won't be voting for this book tonight again just like the studies weekly in elementary school that we are going to um continue our our test pilot for this next year um I would prefer the mcra hill and again sorry but I have teachers that my children have had who I think very highly of and their opinions really count and in talking to them um and a teacher

167who even approached me during an eighth grade promotion ceremony you know back in in May who brought the book forward to be talking about it so um and then in looking at it um that is my reason though I'm just sharing with you why I will not be voting for it tonight but a motion was made can we still comment oh yes uh trusty Davis could we consider like we did with the elementary could we consider continuing in a pilot year over this next year with mcra Hill and the SAS Reales I don't know but I would like to comment that it's costing us $10,000 to be able to do that for elementary school well that would have been part of the cost of what we did you know just moving forward with an adoption

168well we're we're training the elementary school teachers and and having someone it's $10,000 and Hope hopefully that means maybe that we think the book is is good enough to continue so it's kind of applied to that but if we decide the feedback is not then sure it's an additional expense but being a CO year and all things were different and all things were crazy I I would not be against for all of them except the two um Chinese and French I don't I don't know that that would be that necessary but for something this you know we're going to this for eight years I would say this is time we had an adoption was what 10 seven yeah so so I so I recognize we're on the time clock we need to get them the

169books and I'm I'm not all the other books seem to pass uh in terms of the high school teachers but this is Middle School and speaking to the teachers so I I don't know you would have to address the question from trusty Davis Dr mwin is that a possibility I just want to answer the question it would at this late at this juncture of the year with a month to go for school to be able to get full um pilot materials districtwide in both curriculums would be extremely difficult Studies Weekly was different because it it is it's a for elementary it's one program and it's a consumable very different than getting text books out across the district uh both sets of textbooks because you're talking about piloting both so that would be extremely problematic could

170it be done I mean we could try but I I wouldn't recommend it I think that would be a very challenging and I do want to mention too that uh Dr dras can speak to more specifics on this trust who's like and also Virginia richel has we've reached out to her and she's able to ask answer questions directly as well she was the curriculum specialist that ran the the pilot process and the consensus mat uh meetings so we do have the opportunity to provide more information that trustees would like and Dr mwin theoretically it would be the same price to buy all these materials to Pilot as just buying the materials yes the co the cost would be significant and again you're talking purchasing two programs typically a a publisher will provide a set you

171know a smaller set because you're piloting in a small scale so the C and and it's for a limited period of time this would be for the entire year two sets for the entire District it would be very expensive and problematic well and I apologize and as I had to profusely apologize to my middle school teachers um as I spoke to them today because when we met with the imrc with other trustees I don't know I had it in my head that the studies weekly you know I didn't realize Middle School same issue with mcra and had I told you that that teacher brought it forward and everything I thought we were discussing it and so I got lost kind of like the mandrin because I've got my mandrin neighbor up the street that's a

172part of that asking me about books it's like don't ask a trustee I'd like to hear Dr VAs on this thank you it was a difficult year but despite the pandemic the textbooks both mcra Hill and Savas went through a full irrc process and there was consensus among the teachers who participated uh there were I believe two teachers who did not complete the pilot process but those that completed there was complete consensus to move forward with the adoption and then principles once again surveyed history social science teachers and it was again confirmed that they do want to move forward with an adoption not pilot and a part of it is the date of the materials they they're really hungry for more recently published history social science materials so overall the group of History social studies

173teachers is behind moving forward with an adoption rather than going back to another pilot just kind of quick comment um I think we have talked about the imrc process um that we we're going to be working on that and I I respect what Judy was saying but and you put my mind to is when if if the principal sent out a survey um there's a point where we board members can't get worked always around these textbook adoptions so if we can kind of figure that out um you know everybody's those few that don't like it or don't want to use it so um I think there's a lot of things to do around the imrc process I support this I what the fact that you added that they were surveyed um you're aren't going to

174catch everybody and we need to move on so I do have a motion on the floor if I get a second I think we can move I'll second I was gonna second with a with a comment that okay we're already adopting a a textbook that's published in 2019 if we waited another year we'd already be three years behind so um and and if they're using a 2007 right now they're obviously supplementing already so I second it and and support the adoption thank you I'm just going to close with um Dr SP Sur welcome to this world because I'm going to be all over it and um one of the issues that I hope you will address and I'm going to hang out some dirty laundry here is what I don't want to hear that I

175have heard in two occasions now is that there's a cell job and that when these teachers are all there to vote and all and so I've requested to hear the recording because I've been told listen to how you know the rest is persuaded and so I just think that that's unfortunate um in terms of if there's a sense of trying to sway you know the the group um that I I really would prefer it be um Merit based well that is kind of a definition of consensus so not not everybody has to agree but you all have to be able to go along with it and I'd like to publicly recommit to the fact that we are bringing um significant work to the imrc process and we will be updating trustees that has not been

176lost in the summer we are coming soon with information on how we will do that we will be working with trustees and then sharing publicly thank you uh let's see did I have a motion who have a motion and a second so we need a vote the motion was Obed by trustee hanich seconded by trusty Jones and then mcnicholas all those in favor please say I I opposed n motion carries 61 52 I'm so sorry motion carries okay uh the next instructional materials uh that is being recommended for adoption is the secondary history social science for high school grades 11 and 12 we're going to recognize Gregory mwin associate superintendent education and support services to present this item thank you again president bcus trustees Superintendent at all brutaly so we present item 45 again instruction

177materials recommended for adoption this time at secondary history Social Science grades 11 through 12 uh as with the previous items same imrc uh vote count uh same process was followed and um our esteemed cni team is here to help uh answer questions and we recommend [Music] approval I move approval second you want can we group the next three together if you don't have questions you can group The instructional materials together and take them as one item does anybody have questions about uh either of the next three uh agenda item 45 46 or 47 in terms if you'd like to entertain as soon as I finish my course Chinese I'll I'll be right on that one okay I would move them joke J yes that's a joke um would move them all um if that's acceptable

178and we have no blue cards Miss Hayes no blue cards okay okay I'll second them all if that's okay it's been moved by truste hanich and seconded by trusty mcnicholas to move items 45 46 47 and 48 in one vote just 47 just a 47 yes not 48 that's novel items 45 46 and 47 all those in favor say I I opposed hearing none motion carries 70 and if I can just uh add a comment I mean I remember when I was on imrc and it's like yeah I'm supposed to approve a German or a mandrin book and I don't speak those languages but our brand new teacher at Capo Valley High School that's doing the dual immersion um has reviewed this book and has already started to um translate it and gives it high

179marks so that is someone who speaks Chinese just to share that okay and now we are on item number 48 that is the instructional materials recommended for adoption secondary World languages supplemental novels grades 9 through 12 and we're recognizing Gregory mwin chief executive academic officer education and support services to present this item thank you once again president buus trustee superintendent the all bruy so we do have our final uh instruction materials recommendation for the evening this is item 48 this is an item from Toro High School recommending adoption of secondary World Language supplemental novels for French German and Spanish grades 9 through 12 uh you'll notice the titles of the novels there they were recommended by teachers and approved by the imrc by the same vote for the previous items and U summary of these

180novels can be found in the exhibit staff recommends approval Austy mcnicholas I have a question if it was brought by Toro so they they're the ones wanting to use it but does by this approval does that make those available to all high schools yes yes I believe so they are board approved and they could be used in other high schools is the only school that still has German there every everybody else has dropped in okay and then they will buy these with their site funds is that true okay thank you it only is for one individual school if we only adopt it for that one school we did that in the case of one high school for one class for one book A couple of years ago but you we would have to mark it

181just for the one school or the one class if that's how you wanted to do it okay are there any other comments well that questions okay so it's then that's is that a different answer than what Greg said no I just want to why I think you're remembering is we have done that before but when we brought it to the board we were very explicit that you were adopting it this one book for the one class um at yeah it was at Dana yeah yes I remember that does that mean in this case these are only available for Toro or some no this means it's across the board for all schools as Dr marwin said okay but I just think that's that may have been why you were thinking about it because we've done that

182before okay all right thank you I would like to bring to the board's attention um that I would approve all the books with the exception of one um and I'm not sure how to pronounce it but I would just say in an American Way problems are par FIS I don't know if that's French um and that is because my uh what is it Oh I thought someone was pronouncing it um my appointed um imrc representative was very concerned about the negative stereotyping for women um the main character seem very focused on appearance and there's an excerpt um a woman and her 16-year-old son go to martinque for a holiday she seems to be very interested in how how she looks horrifying her son by asking how she looks in her bikini she meets up with

183a man in the hotel who compliments her and says women who look like her attract attention she jokes that she knows karate he buys her an expensive necklace she gets kidnapped while away from the resort and is roughed up by the kidnappers who really want her drug dealing ex-husband turns out to be a case of mistaken identity and she's rescued but you know in in terms of teaching it's like really in in the with everything that we're going through in terms of people I I you know in terms of stereotyping women I I just think it has a real negative connotation so that this would not be my preference this book to approve it I don't know the whole rest of the story line but I'd like um you to consider the the comment made

184by and I I don't know if anybody else's imrc appointee you know has said anything I asked mine but I enjoy your recap this is what she gave me it sounds very French so I don't know um I've been watching Lupin on Netflix pretty similar so um I still I would like to keep it in um because on my arm she said I asked her expressly on on some of these but again Judy very very good catch on that now every child is going to go through it to look just for that part um but I would move I would move item 48 uh do we have a second I I would amend that to not approve Pro op Paradis I don't like the sound of that and I would like to look into it

185more I believe my imrc member um has had some health issues and did not vote in the last one uh and she's not a French speaker anyway I I believe I would like to have a French speaker look at it with me this is the problem with having imrc members who don't know these languages and having to rely on um on someone who uh may or may not give them the right translation um but I I don't care for that description that uh Judy's member gave and I I couldn't vote for that I could look at it on another occasion but but not so trusty Jones are you amending motion to say all but that one book and so now the bo motion I forget which I have to do perhaps Mrs hes can there's

186a motion on the floor do a substitute motion mine didn't get a second so yeah it didn't get a second I comment first then not when there's motions being discussed so we need a so we need a second on gila's motion or motion okay well now yes you can talk about it well so across the board I mean actually all of the novels um they are lying they're cheating they're stealing they're um trying to elude their parents they are there's there's nothing and in the end I think the point is to try to um learn from what you've done and move forward and so that's the tricky part with novels and that's the tricky part across the board I mean I know oftentimes people have a hard time with language in novels and maybe that's

187not the direction that how you live or what you say or what you want your children to do and and actually all of these books fall in in that Cate in those categories um you know you're going to take steal your parents car from them and take them out on the drive and you're going to um lie to your parents and hide hide the dog and um how are you going to keep a dog from your parents knowing just um so so there's and then you know obviously to this point the women's issues and so there's there's much to navigate on choosing novels and I obviously don't speak German well the problem I have is that to um trusty MC Nas's point is that and we've had this discussion before the teacher who's submitting these

188is probably very Adept and great at that interaction and guiding her students but once it's out there and any teacher can use it you know um we don't know and so I just am a little concerned about storylines and um to your point trusty Davis of all those storylines and I know you have to do a storyline to get kids interested and um it's just an overall content and in terms of the the story so um like I said I just wanted to share this got a concern and I didn't hear anything derogatory about these these others well and I also think that moving forward we need to find the best books we want to find the best books for what we're looking for whatever our goal is we find the best books the best

189novels to meet the needs of what we're trying to what each of those goals are so um I'd appreciate that yeah thank you and I would I would also point to the uh I appreciate the comments I point to the rationale again this is for for World Language and really the focus on comprehension and building speaking in a modern Natural Way General language acquisition is really the focus so they're looking at it through that lens so I again I'm just relying on the teacher recommendation of bringing it forward so I hear what you I definitely hear what you're saying but I also think that the main objective of it is that language development I was going to say I think we've heard before it's really just hard to find a novel that has that level

190language in it right you're talking about not in my experience it's not no no no no not at all um and I mean they've got a series here uh you know I understand that there's a certain amount of uh well the word mischief is at the top of this page and kids you know trying to trick their parents I mean this is the the theme of every after school special you know uh I don't have a problem with um with I don't want to Bubble Wrap our kids that's not my intent is to bubble wrap the kids but this what I'm hearing in this description from trusty bulus is some pretty sexist um uh things in this one French novel that's the problem I have where Uh I that I I know that kids do

191things like uh keep secrets from their parents and uh try to drive the car with them not the parents not knowing that kind of thing and I certainly don't condone that but I think it's just just you know it's plot stuff you know if you don't have some conflict and some you know things trying people trying to get away from away with something you don't have a plot but I kind of draw the line at what I heard as a sexist narrative uh I don't think that that you need that for plot so I think we've got a motion I think it comes down to um for those of us who don't sit on the imrc do you know supporting the 14 to zero U vote and the teacher recommendation or a chance to look

192at it again with a an excert that causes you uh qualm so um you've got your your uh whatever it's motion um out there so I think you got a second so we can vote and it also showed in the summary on our Bo the but the description seems like an unfinished sentence yeah stays on the beach with the yeah so there may be something there that would have caught my eye with the sexy Beach you know whatever the bikini she was where I don't know but um we so let's give time for the board to be able to look into that one book we will then fix the description and then we'll bring back the book at a second look once we do that work how about that yes so the board can vote

193happy to do that shall I repeat the motion I have a motion by trustee Jones to approve the novels except for problemis all party and a second by trustee bullus all those in favor please say I I I opposed motion carries 70 thank you the next item on the agenda is a first reading board policy 13123 the uniform complaint procedure and I'd like to recognize Tim Brooks associate superintendent Human Resource Services to present I think we're hoping that we could do three of these policies together so I think we're hoping if there were not questions these are legal updates to 5051 and then we wanted the board to wave their second reading because we do these policies annually with our employees yes I know we discussed that I I don't have that on my um

194here but so that would be and I is it Tim trustee bulus president bulus may I read the recommendation yes and then maybe page 11 it is page number 12 I'll read the I'll read the recommendation from staff the f three policies require changes that are legally mandated revisions to the policy the board the staff recommends that we have a motion to wave the second readings on agenda items 49 board policy 131 12.3 uniform complaint procedures item 50 board policy 411 19.11 sexual harassment personnel and item 51 board policy 5183 sexual harassment students hi I move that we wave the uh second reading on those three so that would be 49 50 and 51 is there a second a second all those in favor of way I'm sorry I apologize okay a first reading they're

195all first readings well was actually 49 says it's a legal update is that okay so legal update first reading so so is this something that's done annually that we make updates to language because I know on 50 we were CH just changing some verbage and the same with they the three of them are uh legal updates and that's based off of um um title is it Title Nine on number 50 and on 51 there's only two changes on on um number 49 so I just want to make sure where we are because we're trying we're having a little script issue here so I want to make sure the president has the right information um and then second um the board didn't vote on whether a second reading or not right they just that's what we're

196we're talking about talking about whether you want to do okay I'm sorry um that script but we but we can only wave the second reading if we end up with unanimous vote okay so the motion was to wave the second read the motion is not to approve these right but to wave the second reading correct start with that first okay on all three so that you could look at all three together 4950 and 51 and if someone would like to not wave the the second reading on say one of them they could make a substitute motion to wave the second reading on just the other two or something like that well we can still have discussion yes we actually vote to approve them true yeah and Tim has not presented them yet either okay well

197I think he has didn't just waving the he hasn't presented them yet so he will and he'll explain what the changes are in the law I think we're just first out of an abundance of caution trying to get there first on waving the second reading these are things we have to pass but if there something we want to change or look at then so first you could wave the second reading or not and then you could change it look at EV every single policy and then vote on them all three together it's just that there are so many legal updates and temporary policies tonight we're trying to figure out ways to group rather than take every single one separately what if we were to have Mr Brooks present all three of them now and then

198we decide whether or not we're going to wave the second reading on the three of them did anybody have questions that they prepared for these okay can we have yeah you could start with item 49 and then we can come back can't present all three together so are we tbling that motion yes thank you okay uh thank you president buus superintendent theal bruty and trustees uh for item 49 you can see the two changes in the agenda item um they're related to removing the Child Nutrition and special education um reference and clarifying where those complaints would go um to go to truste Davis's question earlier yes these are reviewed annually or even more frequently based based on um assembly bills more case law and um updates recommended from our our legal team so that's what

199these are so I'm available for any questions on 49 so it looks like it was it was written in 99 and it was and revised and approved by the board in 2018 so then now three years later we're reviewing this particular is that yes so there won't necessarily be a change every year recommendation for a revision every year but as as we work with our legal team and as we see assembly bills coming down we will we will consult with them and then make these um edits and why so I just don't quite maybe I don't understand why are we taking out Child Nutrition programs and special education programs from this language we're just clarifying where that complaint would go okay so it's it's just clarifying in the policy if you have a complaint in

200those areas this is how you would handle it and that you can find that at in the enumerated section um I believe number seven right true that both those have their separate complaint procedures both special ed and nutrition is that why we're taking it out of this one yes well special education goes to California Department of Education and child to the US Department of Agriculture it says there in number three three three above seven the other three got it okay thank you that's my question on that one so let's table this item just temporarily to go to the next item then we can table that item temporarily to go to the next item and then we can come back to vote on all of them including the second reading just a second FP okay so

201for item 50 these are related to the title n coordinator you can also see in the agenda item um it's modifying the language regarding confidentiality and what is um what is guaranteed what is committed to the U adjusting the pronouns to be more inclusive specifically identifying the district's Title Nine coordinator and including the contact in the policy and clarifying really when the Title Nine investigation process will only be used and that other complaints will follow the regular um the regular complaint process so they'll all be addressed at just clarifying what this process is and how it will be used are there any questions can you proceed to item oh we will table and table 50 temporarily and proceed to 51 okay so very similar this is sexual harassment for students similar changes adding Lane language

202to clarify who the complaints could be made to specifically identifying the Title Nine coordinator and clarifying when the title n investigation process differen is just between personnel and students on these policies we have any questions deling delineating that it is well we're taking out person of the same or opposite gender so it's just any sexual harassment of any nature so that it's not one or another do I have a motion to approve all three no we have exuse me yes we have a motion to um we have a motion on the floor wave the first read wave the second reading you mean second reading yes sorry yes okay and there was a it's been moved by trusty Jones and seconded by trusty hanich to wave the second reading of policies of items number 49 item

20350 and item 51 all those in favor please say I I opposed hearing none motion carries 70 now we're going to go back to items 4950 and 51 and take them as a group I move approval on items 49 5050 and 50 one motion moved by truste Jones seconded by mcnicholas yes you're looking at me did you second it trusty you said second and then I second did we already get a second oh I'm sorry because I was seeing chis shaking her head but then you spoke so second thank you I'm sorry I was jumping the gun sorry I was trying to move it along here all those in favor please say I I I opposed hearing none motion carries S zero than I was planning to make a motion on 52 53 and 54

204which are all temporary policies that I believe are mandated um that we wave the second reading and then to consider them together but I don't want to jump the gun if someone is uncomfortable doing that um well I do think these need to be presented because I think there's many questions uh in regards to them sure so perhaps um we could achieve this in the same manner that the first is presented number 52 we could table it move to 53 and and work through the process in the same way I think I think I'd like to take them individually because we still might be able to answer the questions and then wave second reading and pass okay you could do that yeah I don't know that it's any yeah slower or faster so all right

205so number 52 is the first reading on the temporary board policy t512 1.1 this is on grades and evaluation of student achievement and I'd like to recognize Gregory Merwin Chief academic officer education and support services to present this item thank you president buus trustees superintendent V all brutaly so yes items 52 52 53 54 are all temporary board policies they're all legal updates they are all required by the state and they all expire at the end of 2122 so item 52 uh temporary board policy t512 1.1 grades evaluation of student achievement this allows high school students to change a letter grade to pass no pass uh drors Carrie Johnson and mear vase are here to assist with any questions you have on this policy and I if there are no questions I can move on

206to the next one or we can answer questions [Music] first well I I know I got most of my questions answered in the trustee update but I did want to ask a couple publicly so people could who are listening and in the room uh one is uh discussion with CUA that the teachers know that this is being done without input from the students teacher that and the because that's that was in our previous discussions about pass credit no credit involvement with the teacher teacher student communication these these were big deals when we did this a year ago and now the state is basically taking away our decision making our policy decision making by saying no they can ask for it without any teacher input so I just wanted to make sure that our teacher representatives

207in the room understand that and we aren't going to be in a situation of unfair labor practices or UNC contractual I said you could we said you couldn't kind of thing so can we get a confirmation from well and before you answer if you could add to how will it be communicated to teachers because it is amazing how many teachers you know are tuning in and don't tune in and then ask us questions and so rather them first think that we didn't give them the option I hope we communicate it first that our hands are tied and as much as face masks these next ones we don't have a choice this is something we have to do and they're hopefully all on vacation except for Greg you know and they aren't watching looking for item

20852 on a board agenda of 12200 pages okay well so thank you yes Joy is actually on vacation so we I have left a a message texted and we sent her an email and as soon as she's back in the area because she's out of state we will be meeting to come up with a plan to communicate this out to the bargaining unit and the other part on the communication and I know we can't until the state puts its request form on the website which appalls me that there this is a one- siiz fits-all for every school district but you know how how how are we gonna do this and you know it it you I know understand that we went through this whole Do no harm you know and so kids could literally they

209could be getting an A and PE and Orchestra and ask for a pass in algebra English biology and world history and have a 4.0 average right I get nodding heads okay okay and is this only for classes taken this last school year is that true truste mcnicholas yes that's correct absolutely and we you're right the the law restricts us on making those choices on which ones they can and can't choose um if they were enrolled last year uh and during covid pandemic then they can opt for pass no pass so even if for instance they had their freshman in sophomore years they were doing wonderful they even survived the end of 2020 and then they just fell off the edge last year they could say I want all pass no pass and they they're G

210PA reverts back to where it was the year before that's correct and that's part of the legislation is actually we're supposed to really educate them on the implications of choosing pass no pass okay um um part of this also is that colleges are supposed to inform the state and then in turn the state will inform us which colleges will accept pass no pass and so that's the other component uh we need to educate the parents and the students prior to them making that decision and those colleges could change their mind next year or that doesn't apply to out of state or doesn't apply to some private ones so we kind of need to let parents and students know that that also applies to and this is one particular family I know that was upset that

211we didn't offer uh pass or credit no credit to somebody on a softball team you could get it for PE because we did all on online PE but they were a star softball player and that was that a was bringing down their grade point average and this this expires on June 30th of next year so it goes through last year and this year and this coming year too for for the grades no that's for for last school year say only this expires on June 30th 2022 so wouldn't that be that it runs through next year or is that just the deadline for them to make the request correct yes where does it say that doesn't say it's 15 days from we post that might be an error is they're pretty explicit throughout that it's just

212for the 20201 school year cor why does it expire next June why doesn't it expire this this year why aren't they making the requests this year correct that's why because they're making the requests now for last year so they could wait until June 29th next year to request this for last year so I think well why not they just did what this year correct so I think the the the idea is that the policy itself the temporary policy is supposed to expire so I think that's referencing the policy if that's something we need to clarify I can I can follow up with that but so you said that there's this education piece of you know from the colleges down to the high schools and explaining to them the ramifications of their decisions what do you

213have 15 days to do that because we're waiting waiting for them to finally give us the parameters of their how does that work so prior to Bringing these forward we did meet with all the High School principles to talk through some of the details and one of the requests that they made is that we allow time for the entire guidance staff to be back and able to support them so once the state makes that form available District leadership can select the date at which we want to to initiate that timeline because there is a huge education piece that needs to go along with this for example CAL States will be taking p no pass uc's have not made that determination so there are a lot of moving parts that we'll need to keep an eye

214on so that we can help our communities make the very best informed decision so we don't have an exact deadline the form isn't even available but once it is then District leadership with the supportive uh superintendent and cabinet will provide guidance as to when we actually want to initiate the timeline based on all of the other pieces that need to fall into place okay because I forget who said it but I thought there was this you had 15 days for this you had 30 days for that very specific at the point in which they release so I didn't know that we could pick our own parameter our time frame what says within 15 calendar days of the CD posting it online students then then we have to post it then the students have 15 days

215to request it and then we have 15 days to approve it is that right no we have 15 days to change it we don't get an approval they we don't get a yes or no they ask for it they get it right So within yeah so within 15 days of the CDE posting the document we as a district um have to we have to notify our parents and our students of this change or the of the option okay and then once they request it we have 15 days to change it correct so we don't know when they're going to post it right that's a lot of Education in 15 days to the parents for them to make that decision and for the guidance staff to do it it's calendar days it's not three school you

216know three weeks of school it's two weeks plus one day correct so not school days and we recognize the impact on you all to make this happen it's craziness but we don't have choice and I I this is the best you can do with what you've got I just the only thing I question is the the June 30th expiration date makes sound like we're giving people longer well it sounds to me I mean I just looked all three of these have the uh the 2022 expiration we can expire something sooner if uh if the state doesn't extend it but I mean guess it we just didn't want to bring it back for deletion because some of the temporary policies we did last year we had to bring back for you to delete them so the

217goal was a mechanical way for these polic to go away the reality is whatever the dates are in here their Community parent students are only going to be able to go by the dates that we pass so they won't be able to wait till June so I think that's the check and verify because it's really the piece of paper I mean I guess it's not paper on our website makes it allows us to drop the piece of paper off of the website so that we don't have to keep bringing okay policies back to delete that was why we did it yes right right so we don't have to bring it back yeah correct it's a it's a temporary policy that will automatically expire okay okay so do we have any questions on 52 53 or

21854 well I'm saying let's are we I'm sorry okay are we done with 52 okay shall I move on okay so we are going to do we want to vote instead of tabling then I'm going to move that we wave the second reading on 52 and approve it as revised I think you have I think you have to do it as two separate motions that was the reason that was the reason we wave the second reading on 52 okay motion by truste Han trustee mcnicholas and seconded by truste hanich all those in favor I I now any opposed moose 7 motion to wave second reading approve 70 I now move to approve temporary bu possibly poliy t51 21.1 grades and evaluation second okay we have a motion to move that's by truste henich and seconded

219by trustee Davis no that would be mcnicholas and Davis that's mcnicholas and Davis all those in favor please say I I opposed hearing none motion carries 7 z uh so let's move to 53 in the reading about the promotion acceleration and retention um temporary policy 5122 thank you again so similar to 52 53 is also a temporary board policy it's also a mandated legal update it's also going to expire at the end of the 2122 school year item 53 T 5122 promotion acceleration retention focuses on uh changing current board policy around retention so again the um team of doctors Carrie Johnson Meer Bas are here to help assist with questions we're happy to answer those and and then recommend approval trustees do we have any questions if not I do okay trust different than normal

220the retention is this a different policy than normal yes way so tell so can someone tell me the difference is that not is it can't parents choose to retain their children so I'll start it's changing the timelines from what our current board policy is for retention so I'll ask other details that you would want to share thank you very much so one of the um parts of the legislation is this is not supposed to replace the current process we have it's supplement to it and so the timelines that Dr Merwin is referring to is within 30 calendar days of a parent requesting for them to retain uh for the school to retain their student then we have to meet with them uh have a teacher administrator meet with the parents explain um all the implications

221of retaining a student looking at the data um and then within 10 days of that meeting actually come back with a finding basically either way we're supposed to provide supports and interventions for the student whether the decision is made to retain the student or not retain the student thank you I think it's actually important that we clarify that and share that out so that parents have an understanding when we're doing something like this this so thank you ahead my question again is do the teachers know about this because part of the com conference is supposed to be with a teacher doesn't say it has to be with their teacher from last year but you know is this going to be a flood of teachers when they come back saying you know seeing oh you got

222a list of kids that want to be retained um again is this something obviously Joy's on vacation but I'm looking at Greg um so he kind of knows uh what's going on and well it's more likely to be um uh K maybe K8 but mostly Elementary right um because in secondary you would or at least in high school you would just repeat a single class right right um the other thing is timing on this again if if the parents don't know this is an option and we're getting close to three and a half weeks before school starts um and we don't have a decision yet or we haven't had this meeting and everything are they going to start the next grade and then have to be pulled out and switch classes or do we just

223is that [Music] really I I don't know is that kind of what we're faced with if that's if that's a situation so as you put it's all about communication it's communicating with the the site administrators which we will do tomorrow about these changes then also communicating to our teachers our classified staff and our parents and students so that's part of what we're going to do after this board policy is approved um hopefully approved then we will work out the logistics of doing that and also I would like to hand it off to Dr um irvis who will actually has an additional comment um parents have always had the ability to request a meeting to discuss for attention so that piece has always been in place it's the timeline that's the change so in general by

224the end of last year and the beginning of this year parents will have talked to teachers and staff to let them know that they're pondering a retention and the meetings would have been scheduled so it's not a change in that part it's a change in the timelines just then for further clarification unlike the other policies where there is no choice the parent can request there's all these meetings they can be denied that option correct it's okay it's just the timelines of when they can have this yeah usually the that's what I got out of it so yeah trust you all because usually it's 21 days before the end of the previous school year so that's when our parents can request we hold a meeting there's an appeal process if they're unsatisfied with the result but

225now it's the whole thing is changed it to they could ask now and we would have to entertain it our current board policy says we wouldn't entertain that past our deadline and so that's kind of the big change with this so but so unlike grades where they say they want the credit we have to do it and for any class that they ask for whereas this the timelines Chang but we can deny it if we say we don't think it's the appropriate thing for the student and it would be assumed that our conversations in this consultation meeting would address some of the very things that trusty mcet was talking about if this meeting is happening when school's already begun that's pretty compelling reason to not move forward with retention and look for other means of

226supporting the student rather than retaining the student so um I also don't see an expiration on the you said these were all temporary and would expire but I don't see that on this one should it be there or we just ignoring it it's above it's above where it says cusd wig one it's it's the last line no Financial impact and they all expire June 30 but it's not on the policy itself unless I'm missing it right it's not in the policy so we're going to need to when you make the motion add that to the bottom of the policy so that we're just crystal clear and then that can go so I'd ask that that be part of the motion I also think um I can't remember Brad but there are very few of these

227that we deal with in general yeah we we get um not very many that appeal there the principles have the conversations with some families you know that we don't even know about but then there's just a very few that are appealed to us so we're keeping our fingers cross it's not going to be as many as we're worried about yeah when the legislation was back to um president bullus when the legislation was at one point that you then were going if the the parent requested that they got the retention we may have gotten more but that changed along the way so I think that we would have had a greater flood of people if there was no conversation no nothing parent requests and that's it but thank goodness that's not what happened because there's a

228whole lot of research saying that we shouldn't be retaining children so it'll be our strong belief to really have those tight conversations with families okay any further questions so can we approve this on first reading I would like to make that motion with that addition I guess the question is as a procedural question well we still have to uh wave first reading wave second reading I'm sorry about this we're all helping one another move to wave second reading and add the language this temporary policy will expire on June 30th 2022 we still have to do it to a separate motion yeah you're doing it two separate first you're going to wait W the second reading then you're going to make a motion that includes that one sentence okay so truste and I think because it's

229not dramatically changing the policy it's just getting rid of the temporary notion I think we're fine and we if we agree 100% yes then it's not a problem okay so trusty Davis has made a motion to wave the second reading do I have a second trusty brunstein and all okay we first going to vote all those in favor of waving the second reading of this policy hi I any Nays or opposed okay 70 so I would move to approve the policy with the change of uh uh making it expire June what was it 30 30th uh 2022 okay so we have a motion by trustee Jones to approve this uh first reading with the addition of the June 30th 2022 expiration and do I have a second truste Davis and uh all those in favor

230I I any opposed 70 it passes and Nows and now uh we have the first reading of the temporary board policy uh t614 6.1 High School graduation requirements recognize uh Gregory mwin Chief academic officer education and support services to present this item thank you so much so here we are again with another temporary board policy item 54 this one is is one we saw quite a few times last year actually so t61 46.1 high school graduation requirements coming back this time as a temporary board policy due to the legal update from the state this is required by the state this expires at the end of the 2122 school year and I just double check that is in the actual U policy for this one so thank you for pointing that out uh for this temporary

231board policy uh this one does state that the district must allow high school students who were in their third or fourth year of high school during last year the 2021 school year who were not on track to graduating four years they are exempt from all the district graduation requirements that exceed Statewide requirements so doctors Carrie Johnson and mear vas are here to answer any specific questions and then we recommend approval this [Music] evening Miss hay we have do we have any speakers on any of these items I do have a question on this I thought I understood this and now reading it again I'm not sure um it says that the laa much must allow high school students who were in their third or fourth year of high school during 2020 2021 were not in

232trctor graduating four years to be exempt uh from the excess let's call it graduation requirements so um that I believe it was asked that whether this applied to last year's seniors so those who graduated this past May or would have graduated this past may only um but it looks to me in the language as as though it also includes those who will be seniors this year so it does okay all right okay so um okay that being the case um we might want to expire this a bit after June 30th 2022 because we might want to allow anybody taking summer school or credit recovery over the summer to benefit from it because I know we had just a few students who uh well a few dozen students who uh didn't qualify just in June or

233in May but they will qualify this week or next or whatever it is um so what if we were to extend that to July 31st uh does that make sense I don't think the law covers that last month because if it's the class it's either our current seniors or our current Juniors and they would then be advised of these new requirements now and they'd have to at least meet meet those to graduate in June do you see what I'm saying I understand that but it sounds to me as though you know it's not clear to me um whether I guess we're not what we're saying is we're not given the the rising seniors meaning last year's Juniors we're not going to give them another summer no because the law doesn't require that and we'll be

234back to the other requirements right so they have this one chance at the 160 credits versus the 20 20 does Credit Recovery also expire at the end of the school year or does sometimes you do credit recovery for a few more days after the school year and then you could graduate with late graduation or something like that because Credit Recovery requires credential teachers to be providing that instruction when they're finished with their year the during school year Credit Recovery ends and those students are shifted to summer school I have a question so Governor Nome in His Infinite Wisdom passed this on July 1st 2021 and it applies to the Jun so that's this last year okay and applied to the third and fourth year so the Juniors and the seniors so really the seniors aren't

235benefiting because they already graduated after he put this in am I reading this right so it really only impacts the Juniors that were Juniors last year that are about to become our seniors this year is that correct so we actually had some late grads that were in summer school and um the summer school graduating this Friday correct yes yes okay and so um we actually some academic advisers and administrators met with all those students who were Within Reach of the 130 credits and got them into the right courses that they needed to reach to 130 if that's the path that they wanted to take and it was about 90 stud 90 students are now graduates okay but that isn't that's because we pushed realizing then that's before this July 1 approval of nome's um no

236I think leg not new assembly Bill 104 I think no I think you're talking about we we got all the ones in summer school to make our are 30 or so that are late graduates but they're saying there's 90 more that didn't do the summer school that are actually eligible to graduate based on these reduced requirements no well sorry I I think I confused that we had 114 students who did not complete graduation requirements in June and all of those students were given the opportunity to take take summer school when this legislation passed we had 16 students who immediately graduated and then immediately the staff began to revise the courses they were enrolled in for summer school to remove classes they now no longer needed a year math a year of English any electives and

237they were able to sort of revitalize with those students the idea that you might now be able to meet the finish line given that we've removed some classes from the docket and so as of this morning it looks like we will have most students reach that Mark well I think the number I calculated from what we were sent was all but 11 students of our seniors this year will be eligible to graduate at in late graduation and that's way more than we generally have how did did how did you Revitalize them since July 1 I mean that's only two weeks of three weeks of summer school we had a team of Administrators and academic advisers that reached out to every student that could be positively impacted by this change and explain what it meant for

238them and immediately alter the courses that they were taking to be able to meet this new Benchmark wow Bravo yes to a large group of staff that worked incredibly hard to make that happen so so do we have any further questions or are we ready to request a second what's our final number of students that were not able to reach graduation yet 11 I'm not sure if it's 90 and plus 16 or if it's 114 minus so the discrepancy are students with IEPs in class or ATP that could have had reduced graduation requirements applied but chose to continue with their education in their fifth year of high school which was an option that's a success down the road potentially still okay do I hear a motion for waving a second reading on um agenda item

23954 uh High School graduation requirements so moved second okay that was moved by uh trusty mcnicholas and seconded by trusty Jones and all those in favor I I any opposed moved to wave second reading 7 to Zer do I have a motion to this will be shared out and principes will be aware that and counselors will be aware that families know that the Juniors now current seniors have options okay thank you I have one more question um the requirement is that these students who are in third or fourth year in 2021 and who were not on track to graduate in four years H how do we Define that and there could be people that were on track to graduate but now see a a option at reduce classes for their senior Year yes uh trusty

240McNichols exactly so we for the juniors past Juniors Rising seniors um the reasonableness is the the term that we're going to use right so if we can keep them on track for the regular graduation and and have them Reach that Mark by the end of their senior year then that's where we'll going to persuade them to go because there have all sorts of other benefits from taking the electives um but what we're going to have to do is at the semester um pull those students reassess where they're at see if we need to adjust the courses like we did for the students in this past summer school and put them on the 130 track we're always going to reach for the higher goal but if we get to that end of that first semester and

241we need to reevaluate then that's what we'll do so it's additionally going to be education and communication with the parents and the students no great great because otherwise they just need to come back for and econ right if they were okay and I do want to at this point shout out to um trusty hanich because she has always been an advocate for setting the bar higher and getting those extra graduation requirements there and I'm sorry that govern Governor Nome failed you on this you have to add okay well you know you guys were I know and I I'm sorry that the governor failed you so list is an assembly Bill okay I'm sorry the assembly failed you um I have one question for um Clark Hampton so here's do we have a within our computer

242system our Software System that all this having to go in and identify these students and then now look at you know after first second semester to see what they're going that supports them or is this a lot of labor intensive pulling always questioning whether we've got software to support the efforts of this you know student information that they need to look at or maybe it goes to Sean but somebody if you can answer that question so the the question is do we have a system for identifying students that might need to be addressed as far as credit recovery and things like that so we actually do have a Sy a system that's specialized in doing just that for addressing uh credit recover recovery needs of students so you can go in and punch in what

243it is you're looking for and it pops up in your screen it's not a manual it's a separate system that we use great thank [Music] you so I'm going to let's see did we all wave second reading then I would move approval on um temporary policy t614 6.1 second okay so motion moved by truste um Jones and seconded by trusty mcnicholas all those in favor wa minut uh this is for the waving a second no we we already did that okay all those in favor say I I any opposed okay passes 70 okay uh first reading board policy 7,000 Concepts and roles we're going to recognize Clark Hampton Deputy superintendent business and support services to present this item thank you president buus this is not a temporary policy but it's a policy that has not

244been updated since 1996 so we're we're these are this and the following two policies or policies we're updating that haven't changed since 1996 it's to bring them up to date to current uh laws and regulations and we've utilized language from csba to update these uh policy policies and again it's the first reading so that's why I noticed a lot of strikeouts and a lot of changes it's been 25 years I have a question when you state that um you know it aligns us with csba and as well as other districts is that because csba has set other districts or have we actually been in contact with other districts uh It's a combination of both but csba is kind of a um I guess I don't know if it's the right word to use like a

245warehouse for or for best practices for how policies should be written and they have templates and and they do that by looking at what has been done and also develop them them themselves as well and then they create a a sample policy for school districts to utilize so it simplifies the process by using cba's uh polic because then you're sure to be meeting all the current laws and regulations within the policy that's written okay thank you any questions I move we wave second reading I'll second it okay uh truste mcnicholas made the motion to wave the second reading and trustee hanich seconded all those in favor I I me opposed 70 we will wave the second reading do I have a motion for approving no move second okay trustee Jones approves uh board policy 7000

246and it was trustee mcnicholas uh as a second all those in favor I I I any opposed okay uh board policy 7,000 passes 70 our next item on the agenda agenda is 56 and it is a first reading of board policy 7111 evaluating existing buildings and we would like to recognize Clark Hampton Deputy superintendent business and support services to present this item thank you this is similar as the last item except it as you mentioned it's for evaluating existing buildings and it's the hasn't been updated since 1996 and it brings it up to date trust did you have any questions from reviewing this one move the item I'll second but I have oh do we want to try re waving first reading or second um I probably said first reading I'll second that um I

247do have one sort of a comment and that is I very much appreciate what cbda does on providing these updated policies but I also think it isn't necessary that we are like slaves to cba's reading we wording um and I just hope that we will never just um accept something because it's what csba provided sometimes correct and we do have policies that are are adjusted to to the um right school districts boards liking and we do take csba policies and try to put them within the the similar War in that U the school district uses rather than just using and that we've had we've seen that before where sometimes they might use board and we use trustees and then vice versa and things like that so we try to get them aligned with how we

248the terminology we use okay so the motion for um waving the second reading was uh by trusty hanich and seconded by trustee Jones um all those in favor I I any opposed second reading is wave 70 I would move approval of uh board policy 7111 evaluating assisting existing buildings okay I have a motion by trustee Jones and I have a second by trustee brunstein oh was it Hanah check okay I was trying to spread the welfare um all of those in favor I I any opposed okay it passes 70 to accept 7111 board policy and number 57 um is the first the first reading for board policy 7140 architectural and Engineering Services and again we're going to recognize Clark Hampton Deputy superintendent business support services to present this item than president bullus same thing it's

249an update from the policy from 1996 uh important to point out that it uh this update to the policy requires that the school district creates a a a competitive process for selecting Architects and Engineering Services and we' have been doing it that's our practice now we've always uh done that for as long as I can remember but this is just to bring our policy in line with the current regulations and uh laws again I would ask if there's any questions on this board policy update uh do I hear motion to wave the second reading so moved second okay moved by trusty mcnicholas seconded by trusty John wait okay what was the voice Jones moved by truste hanich seconded by truste Jones and all those who are in favor I I those who oppose 70 we

250are waving second reading any questions or a motion before us okay moved by trusty brunstein and seconded by trusty hanich all those in favor of approving board policy 7111 nope 7140 I hi I any opposed it moves is it approved 70 so at quarter to 11 I'm going to ask the board to vote to extend the meeting because the next policy will take some time and I don't want to interrupt the work so if we could say 1115 because we have this one last policy and then we have 323 and 24 3 23 24 plus we extend the meeting 11:30 yeah second trusty mcnicholas second trusty mcnicholas made the motion and seconded by trusty brunstein um all those in favor I any opposed 70 we will extend to 11:30 okay the first reading of this

251board policy 6158 independent study we're recognizing Gregory mwin uh Chief academic officer education Support Services to present this item thank you thank you very much president bullus trustees who pretended the all brutaly we saved the best board policy for last just kidding Clark um so uh presenting item 58 and this one is on independent study this was um signed by signed in by Governor Nome on July 8th this is a legal update and a requirement and this is not a temporary policy change this is actual permanent policy change the highlights of this adjusting our current policies as required by the state include daily live and secret instruction procedures for tiered re-engagement transition plans notification to parents Guardians and student parent educator conferences and again these revisions are not temporary so we are very fortunate tonight

252to have principal dhy with us this evening to help answer questions and assist with any of your wonderings as I'm sure you have many and then after that staff staff recommends approval okay trustees I know we have plenty of questions and um who would like to go first I can because more phic are probably going to be long answer by time okay trusty Jones um my first question is I think a simple one and that does is does this also apply to Charter Schools uh but I'll leave that and the my second qu question is I understand the daily live instruction what I'm not sure about is what that must constitute so um let's say you had a combo class and you were teaching a a four five combo Could you um have daily live

253instruction for the fourth graders for a couple of hours and then they go away and you have the fifth grade iters for a couple of hours or something along those lines so those are my two questions and yes it does apply to Charters there are some parts that do not but overall yes it applies to Charters so if a student wants to you know go to char school they would have the same program that we have here in our district too so it applies to district and Charters and yes for the daily synchronous instruction yes if you have a combo class you could instruct just for even 15 minutes there is no time frame in the bill so it doesn't say how long the synchronous instruction has to be so it could be five minutes

254could be five minutes okay yes um for high school we're looking at as Home Room we've had that before at Cal prep so it's more of a home room where you check in and there's different requirements by grade level so kindergarten through third grade is daily synchronous instruction in 4 through 8 they have both they have daily interaction and weekly synchronous instruction and for high school they just have weekly synchronous instruction or yes instruction there'll be a quiz on this at the end good thing you know it because you're going to be living it yes uh is there any other trustee or would you like to go ahead Martha well I think most of my questions were answered but again I think it's good for discussion um my questions were the same the difference between

255synchronous daily synchronous instruction that's like classroom synchronous instruction is classroom so it's a whole group it doesn't say that daily interaction cannot be that way but daily interaction is um could be a phone call or just a teacher talking to a student um the intent of this is daily interaction with the teacher and a pupil and that could be a check-in that but cannot it has to be live it can't be a text message or an email but it could be a zoom could be a zoom or a phone call yes or inperson meeting yes okay now does that when you say whole group does it have to be the whole group or can be likea said fourth grade and then third grade or just one one reading group for example uh or or some

256some group of kids not all of them this is my favorite saying right now the bill is silent on a lot of things so it does not define that okay so in the absence of defining it districts and Charters are defining that individually so on a daily basis for interaction yes it could be a check-in and it can also be what's interesting the daily interaction can be between a teacher and a student or a classified person and a student so basically it could be for instance if a student does not attend that day if there's going to be some kind of a lesson for interaction a classified staff could call and talk to that student to check in with them and that would count as daily participation but not instruction instruction has to be provided

257and this is what's interesting it has to be provided by the teacher of record and this is something that's interesting in independent study the teacher of record is called the supervising teacher so for elementary your first grade teacher is the same as your supervising teacher now when you get to secondary it's different so when you're in middle school you can have five or six teachers only one of them is your supervising teacher Your Home Room teacher that's your teacher of record so the synchronous weekly instruction has to be provided by that teacher of record that supervising teacher so does that does not mean your math teacher is going to teach a lesson and your English teacher is going to teach a lesson only that supervising teacher is going to teach a lesson same thing with

258high school so in high school you can have up to six teachers even seven teachers if you're taking seven classes only one of them is your supervising teacher or your home room teacher that's the person that's going to teach that Weekly synchronous instruction wow okay that that that okay so I'm thinking this is and you're obviously the expert on this it's a home room five construction then so that synchronous instruction any of the other subjects could be totally online or assigned and then corrected or check in wow so for elementary to describe a day so um talk to my teachers what we're looking at right now that's the daily synchronous instruction for K3 so basically our K3 teachers will have like 9:00 every day they'll have an hour of instruction and that could be announcements

259it could be a math lesson because those teachers are teaching all subjects now what's hard as you just mentioned most my teachers have at least two to three grade levels so obviously you don't want K1 together trying to teach kindergarteners online and say okay first graders you know hold on for 15 20 minutes you'll have separate times for them to log on now the downside of this is what the Hallmark of our program is right now is the one-on-one interaction between our students and our teachers our teachers have times every single day all day long where students and teachers can meet online or in person too so some of that time will now go away because it'll be devoted to the synchronous instruction and also to tracking down students that don't participate on a daily

260basis because right now in K3 every student's required to participate every day and the concern with that is let's say we have students that's on chemotherapy they're not going to participate for three or four or five days but we have to then contact that parent every day say your student didn't show up to the live synchronous instruction today we have to give them a letter if they haven't done it for three days even though we know they're they came to us because they're on chemo and they need you know they'll have breaks where they're not working for five days same thing if we have students that are actors and actresses they're on set we know they're not going to engage every single day that's why they came to us but now they're going to be

261required to have daily participation and they won't be able to so we'll be notifying them that they're not engaging when they're supposed to W so as you said I mean that's the reason why they come to you and this is just adding on your administrative work and going to annoy the parents that you have to keep contacting them this is dismantling a very successful program that we've had going for 10 years well basically what happened um Senate bille 98 Sunset that that was distance learning so last year we basically the legislature married distance learning with in-person instruction and you know that was difficult for teachers that are sitting in a classroom time to do both so now that sunsetted so now this new bill marries independent stud with dis learning so it's the same thing

262we're trying to have one teacher do two different models at the same time but part of the reason this happened is is because of a charter school that was not really teaching kids is that correct that's where it started yes and um we we talking about this we're saying that this is a solution looking for a problem so we're trying to solve something that's all that's very small okay and when you're talking about participation participation could be students working together in small groups yes right or it doesn't necessarily have to be a teacher well there has to be contact with the teacher there has to be live this for sorry for live instruction there has to be contact with a teacher it has to be two-way communication between a pupil and a teacher that's the

263instruction for secondary it's only required week weekly weekly instruction synchronous instruction but you still have to have daily contact fact we have to track daily participation okay so so that means basically did they log on today so to give you some background how we typically do it we do track our students we once a week um for instance for high school every Friday we look at every single student to see did they engage that week where what are their grades this week we track them week to week and we have a meeting every Friday afternoon as a team going over student concerns now obviously we know our students are doing very very well they don't need that daily contact the students are struggling they already get daily contact because we're worried about them and we

264want them to get back on track this requires us to have contact with every single student so the ones we know are on track and don't need assistance we still have to have contact with them so this adds another layer of paperwork and and time so as I said earlier it will take away time between the students and and the teachers so it's not just the student checking to see if they've logged in today they have to have an individual contact so that's where it gets confusing so the daily participation is just they're checking in doing their work because synchronous instruction they have to show up too okay but basically have to teachers have to check on their students every school day so our high school teachers have 160 students so they can run a

265report that just shows a student logged on but it does take time then so then we have to record that who logged on today and who didn't so now it's just a paperwork that we have to do now um and because I think this that's the Crux of this is how it works with us is the with the daily the synchronous and the daily interaction most of the other requirements as far as meeting with the parents and setting up a contract and understanding the requirements that's pretty much something we do already isn't it yes what's different um if you read the fine print it will say in there that before a parent signs the contract to place their student in independent study there should there has to be a meeting with everyone that signs the

266master agreement so that means there has to be a meeting with all of the students teachers right now we have information meetings that's what I conduct ever since last February on I conduct uh monthly information means for parents that want to learn about our program but it's me a teacher and my our academic adviser it's not all of our teachers so now we have to hold a meeting with all of the teachers that the parents could can attend to ask questions we'll do that when the teachers come back but obviously they don't come back until the Friday before school starts so we can't have the meeting until then I'm still holding information meetings but now we have to have that meeting before quote they can enroll in our program where they can ask teachers questions

267and since we don't know what classes the students going to take we have to have all the teachers there and do we know the numbers of students that will be in um in your school next year well as of right now we're about 350 okay and what were we last year a little over 400 okay but typically by now like we don't have as many students enrolled because we've as I said we've had information meeting since February so most of our students have enrolled now a letter does have to go out to all parents in the district and has been posted on our website stating the options for independent study and then inviting parents to attend this meeting on Friday the day before you know two days before school starts and once again I'll have

268information meetings continuing in August so parents can come to those also it's just all the teachers will not be at those meetings because they're not back at work yet okay um one more and I this see how do I this there may be cases of people coming back to Traditional School and it not being what they expected it to be and wanting to enroll in Cal prep Cal virtual after school starts that's I imagine you probably get that somewhat during the year anyway yes mostly for the K8 and and for Fresh Start Cal prep's a little bit more difficult it's almost like walking into a community college course partway into it so it's more difficult we do take students but not as many but now yes if they want to come we'll take them at

269any time but it is more difficult going from a textbook based program at a school site to online obviously we're using different novels we may not be at this you know just like changing classrooms so it is hard if students want to go back and forth there is now a caveat to that students have to be allowed to go back to school within five days from their request um we've always let students go back it was always part of the curriculum that we allow them to go back but now it has to be within five days of the request and the concern about that is we have a student that has an IEP so to be able to schedule that IEP and get them back in school within five days wow okay um and isn't

270there there's also the caveat that everything you and this is probably true anyway you offered anything at cow prep that tra all of our traditional Comprehensive High Schools offer so you're referring to the part that says a through G courses correct yeah so we don't offer all of the courses we offer 55 um there's no way we could offer every you know like AP French and There Staffing wise we cannot offer that many it says students have to have access to the a through G courses in the district so our students do they can take up to two classes at their high school now the question will be what if they want to take three at their high school and three with us uh with independent study law you can't be split that way one

271school has to have the majority of the students classes that's who gets the attendance so that's not clear in the law how we will handle that okay I have a question and it's not necessarily us but do we know what these legislators were trying to accomplish with this and why we weren't able to grandfather you know all the wonderful programs we already have I I haven't hurt and I'm well obviously I was not in the room when they had the discussions I talked to a lot of people um so I can tell you what the impression is that yes they were concerned with some programs um that did not track students they heard a lot of stories where last year students did not do any work at all and no one tracked them down no

272one was calling them and so they wanted to put accountability in place um overall obviously we've always had a lot of accountability in our programs a lot but they're going after the actors that did not have accountability in their programs I just think it's sad that they didn't allow grandfathering you know if you already have a program and then to make us go through this and this sadly this isn't temporary there's only a couple things are temporary like having to put this notice on our website so those things are ter with the other parts or not and I think when we tried to Lobby it the there were just brick walls is all I could say like there it's not going to move not going to change don't even bother and we tried and tried

273so you know and I know Jolene myself others just but it wouldn't make a difference it was just really too bad yeah there were several State organizations that wrote actually wrote a letter and that was very unusual for that many organizations to come together to disagree on one bill and it did not make a difference I don't remember when trustee mcnicholas first got winded it but she's been talking about this for months in sending emails and saying we need to find out this is this is you know she had a bad feeling about it I had a bad feeling about who was right well I think that part of it is that they tried to combine independent study with distance learning and and trying to solve all the everybody's problems with distance learning and it

274just that's not a good match and that's the concern too we don't want to frustrate parents because there are parents obviously that want a full day of bell schedule online and then other parents that want you know independent studying so now we're trying to put the two together so I think it's going to frustrate both sides because it's not going to be a pure independent study it's not going to be pure distance learning yeah well I think what a great opportunity for us to live in this and then help our legislators and everybody know what's not working and what has to change and Lobby again try again to get back to what we think is better for kids one of the other things that I had heard that if some districts if they aren't able

275to put together program they can go to their County Board of Education and kind of Pawn this off on them I don't that's not a way to get or or they can ask a neighboring District too so it's it's you know could we have said we're doing independent study if you went live synchronous we're g to have you call ocde or we're gonna have you find someplace else to go they knew we have the brilliant Jolie who had figure it out for us I don't like to turn anybody away I don't want to give anybody any other reason to leave our district so I don't want to do that but I just hate to dilute a wonderful program so understanding that we are we have to live with this we don't really have a choice

276do I have a motion for um I will move not having the second reading yes uh so move okay moved by trusty Jones and seconded by truste brunstein to eliminate what is the word I'm looking for second reading wave thank you the second the second reading all those in favor I all those opposed 70 approved to um wave the second reading and do I have a motion to now pass uh board policy 6158 so move okay moved by truste mcnicholas and seconded by truste brunstein was me oh I'm sorry it was moved by truste Jones seconded by truste brunstein all those in favor say I I I any opposed okay so it's a 61 uh approval okay so trustees we're going back to the consent calendar we're going to start with number three and since

277my old sheet was not the updated I lost my notes as to who pulled the item thank you truste Han yes thank you um looks like you have a new system I'm just reading about that that you don't have to go go through that okay so um I think this kind of joged my memory here it's been a while I think looking at uh item number one on page one Atkinson and they appear again on four um not right away but um I'd like to have an accounting of our bench or you know our legal teams that we use um you know how the rtin routine usually is what we ask for has been a while since we've done that what their um disciplines are and maybe we need some Trend data because I'm sure

278it'll be a little bit bumped with covid um but if we can break out as much information as possible so we can look at and if you can go back you know preco and I think we've had this done a while ago but um when you get around to it I think we should have an update so we all kind of know who's what because this came up you know who's doing what job and maybe the billable what they bill per hour that used to be a big thing with a past H board member um and then I just had a question strategic kids um got our mou with them I mean it's I just want to make sure that is still better to do that than create the in-house uh programs looks like it's

279$632,000 600 um you know just always kind of watching that whenever we Outsource and to make sure that it still is financially and it's still best for kids um for us so those two things so that's that's it um I go through more of them but I'm not going to do that to you guys um so that's it for now thank you well I would just add because I noted that on this July 21st um agenda a million3 was spent with Atkinson and whatever the next two names are um and so um it would be nice to see kind of grouped we'll get an analysis we can't it's a and then and have like you know a trend data see what where we're going with it um see where we where you know where these

280expenditures are this is this is always money that isn't necessarily I know it's operating cost for a for a business but this is not in the classroom so this is knife in the heart so I myself would just like to remember how many Law Offices we deal with and then categorically this one does our HR this one does our right building engineer I don't really know that and I would love to have that on a piece of paper we we have that chart and are happy to provide the bench I think um Mr Hampton what would be the work just to pull the legal it's an easy we can we analysis we can share the bench and then we can share what their Specialties are there's a lot of overlap in the in so the

281original selection of the bench there's a lot of overlap of what they do and we can also share the uh expenditures that are reflected here over the past year or as far back as you would like yeah let's go back at least a couple years a couple years by um Department things like that that's how we track it it's by function in Department okay was that the only thing was there any other um okay so trusty hanich will move item three do I have a second buy mcnicholas um and I believe this is a roll call is it right since it's an individual item you can just call for the vote okay um all those in favor I I I and anyone oppos that is a six Z One absent where's the absent that's middle

282or 61 61 okay and the next item is 23 followed by 24 and again that was somebody else I think who pulled it with that oh it was trusty Davis yes go ahead um so I just wanted to know why are we training staff in lagona Beach District and then I mean I can speak on both of them and in saddleback so it's one is for sorry I think need glasses see how many days it was but I know that in the Saddleback it was for 40 days 45 days and it I I don't know I mean I trusty Davis I'm happy to clarify this is actually one of our Specialists going to it's the same specialist going to Saddleback Valley and Laguna Beach to provide instruction to students because they don't off they don't

283have the same type of Specialists that we do so this is this is an employee from our district going to provide instruction in orientation Mobility for students who are visually impaired for these other districts we we used to be the same Sela where we would provide these these services and we just have outstanding staff here that are able to provide the service these districts need that service so that we have a reimbursement agreement with them so that this employee goes over to them provides the instruction to their students for these specific number of days and then they U and then there's this Personnel reimbursement agreement so how come it says there's no Financial impact as opposed to stating like the we receive income on both I think because we're we're not um paying out or

284it's it's like they're they're funding it's not a negative it's a wash yeah there's no negative there's no positive uh because the agreement is just a reimbursement for the time of the employee because okay so it's a washing that way we still play the employee and they're gone from we get reimbursed for reimbursing for these days of instruction and it's employes providing and I understood that that was also that also included benefits which is a huge part of that right but the only thing I was just wondering is we're we're fine to have them gone from our district for 45 days because yes they're paying their salary but yet we're not having those services for 45 days is that's a lot it's only I mean 180 days and we're taking 45 yeah this actually because

285this is a very um specialized the orientation Mobility is very specialized and uh does not work does not need the full 180 days for us this has been an agreement for many many years and it works well within the employees calendar and it doesn't impact negatively our services think of it as an economy of scale right because we only need half they need quarter and quarter so it works out for everybody yeah that and that was my that was my other my main question was if we're how we're navigating without that person but if it if it does work that way that's perfect thank you trusty Davis would you like to move both 23 and 24 so moved do I have a second second seconded by truste mcnicholas all those in favor I any opposed

286uh approve on uh agenda 23 Personnel re urement with the agreement with l l Beach and also number 24 with Saddleback Valley 70 vote on both B I have a motion uh there is there is no further business I have a motion to adjourn that was motion by trusty Davis seconded by trustee Jones all those in favor I any opposed motion carries 70 to adjourn the meeting the time is now 1114 p.m. thank you how are you I'm doing okay were rough I hate these and
