004will read the following consent agenda and number A. The following recommendations are made by the superintendent. Approve amendments from the May 11th 2026 regular meeting the May 21st 26 special meeting. May 26 financial reports and the May 26 investments and then now certificates as follows. Company is Horizon of Tusk and Carol County at $4,28.50. Number two, accept donations, grants, and express appreciation to the following individuals, businesses, organizations, and foundations for their following contributions. Lockport Brewing Company gave $100 to Hope Squad. Melody and Rick Niblck $500 to speech. Giant Eagle Dover gave $49.50 to pay it forward. And Beaver Excavating gave $500 to the Trojan CR crush, sorry. Number three, approve the fisc year 27 temporary appropriations as followed. Um, I'm not going to read all the amounts. They are on the agenda. resend the employment

005of Silus Miller, TV elementary intervention specialist, previously approved at the February 9th, 20126 board meeting. Number five, grant supplemental contracts for um 2627 school year as follows. Printing verifications of all credentials. Um, these are all people that are currently employed but have moved up or they're doing um, uh, extracurricular activities. Amy Cox will be the English department head. Sandy Dau will be head cross country coach. Brian Finley will be social cities department head. John Fletcher will be assistant boys golf. Brenton Franks will be head coach volleyball. Kelly Gillig will be LD LPDC member and Jamie Herger will be that as well. Mike Herger will be technical technology department head. Chris House will be the LPDC member as well. Corey Jansen will be sixth grade class advisor with camp. Jaylen Marx will be middle school volleyball.

High school student council and hope squad is Tiffany Shaw. approved transition agreements between Harkcus, Tri County, CAO, Incorporated, Head Start to provide transition activities to children who will transition to CA kindergarten at the end of the 2627 school year. Approved the school year of 26 27 meal prices as followed. K through 12 will be no cost. Third year C, community eligible provision. That

008means we get free money for uh food uh reimbursement from the government. Adults will be 250 for breakfast and milk will be 55 cents for breakfast. For lunch, adults will be $5 and milk will be 55 cents for lunch as well. Approve the district parent student handbook subject to modifications. Approve the employment of Lexi Kelly as the uh elementary intervention specialist one-year limited contract BA1 150 step 10 effective August 14th 26 accept the resignation of the following employees Carmen Heeler elementary school counselor Tanya Gallagher executive administrative assistant and Christina Smith assistant treasurer budgetary approved the member number 12 is approved the member service agreement of Omaresa Fiscal year 27 at the approximate cost of $45,000. 015legacy wall project. Whereas the Tuscaris Valley local school district board of education identified as the board will identify the need for the construction of Tuscaros Valley legacy wall at the elementary elementary school and whereas the project was publicly advertised in accordance with the Ohio law and a pre-bid meeting was subsequently held at the project site on May 21st, 2026. And whereas on June 4th, 2026, the board received only one competitive bid for the work. And whereas the board architect Corgan Lor Leco tabulated and evaluated the bids, interviewed and the lower bid, and checked references to ensure the compliance with all specifications and statutory requirements. And whereas Corgan Clark Blesco has recommended that the board accept the base bid provided by CCI Construction LLC determining them to be the lowest responsive and responsible bidder with a

016total base bid of 2696,000 and 330. Let me try that again. Sorry. 296330 which aligns with the estimated cost of the work. Whereas the superintendent recommends the board accept the architect's recommendations and awards the contract to expediate the project schedule. Now therefore, let it be so that the board of education of the Tuscaras Valley local school district in Tuscaros County, Ohio, that section one, the board hereby accepts the recommendation of Corgan Lusco and determines that the LLC construction LLC at the is the lowest responsible responsive and responsible bidder for the Tuscross Valley Legacy Wall project. Section two, the board hereby awards the contract for the base bid of CCI Construction LLC in the total amounts of 296330. Section three, the board president, superintendent, and treasurer are authorized and directed to execute an agreement and any

017other necessary contractual documents with CCI Construction LLC on behalf of the board subject to approval by legal counsel to formalize this award and to ensure expediency with the project schedule. Section four. It is found and determined that all formal actions of this board concerning and relating to the adoption of this resolution were adopted at an open meeting of this board and that all deliberations of this board or any of its committees that resulted in such formal actions were in meetings open to the public in compliance with all legal requirements, including section 121.22 of the Ohio Review Code. 018should be noted that when we were originally discussing this project, um I I think the the number of 300,000 was floated around there. I also uh think it should be noted that this money has already been accounted for, right? Where this isn't something that's new money. This is stuff that we've already >> uh talked about. So, not only are we at that $300,000 mark that we've already talked about, I think that um it's the money is already um essentially been accounted for for this project. So, it's not that we were spending any new money >> and we're not spending out the general fund. Is that correct? >> Well, it's in the general fund, but remember it was already left over from the construction >> that we had to use. So, any other discussion? All right.

Then we are going to move on to item number nine, which is announcements. The next regular board of education meeting will be held August 10th at 2026. other than our end of the year meeting which we have set earlier in our meeting has stated the back to school blast will be August 14th. Keep that on your calendar at 5 to 7:00 p.m. in front of the district administrative buildings and we need to discuss a date for the work session for June or July. So at this time that's what we will do. I'm going to pull this calendar over. Um

020I contacted four people and I stopped at that point because we have no Saturdays in June or July that we can do. So usually we do work session at the end of the year and usually sometime in August. Um and we need to we have some discussions that we need to do. Um and it usually a work session takes anywhere between four to six hours and we'll try to fit it into what we need. Um the suggestion from Amy was um since Saturdays are a problem and a lot of people don't like to give up their summer Saturdays um what about a weekday? So, the following things that are on the agenda so far for the work session would be um reassessing and re-evaluating um our general fund and what projects we um need to

021complete like broken items or anything like that and just get a handle on what else expenditures are coming down the pike so that we know and keep in mind what we've got going with our general fund. Number two is we've had a lot of change of positions and so I asked Derek to go over all those different people and their roles and responsibilities. So if a board member or not a board member but a community member comes to you and say hey I was at the football field and it looks like trash. That is not true by the way but if they came to you then you could say okay here's who you need to call. So, it used to be the super the principles of the buildings did it, but now we've got a

022whole infrastructure that that we have to it can't be that anymore. So, he's going to go over that with us. We're going to go over some of the ideas that we had at Cosbom BL that we said we really wanted to have a work session, go over with Derek and Mark about that. some talk about changing the agenda into a different format that might be more conducive to this new reading of the agenda out loud. Um and um allowing um Mark to take more of a a increased role in the financial part of the district and sharing that stuff with us as he explains what we're we're voting on. Um and then uh doing some just some board orientation that we need to finalize and update um with that. And now she did ask you

023guys if you had any suggestions to make sure you give it to Amy, but those are the ones that I suggested which pretty much were what she suggested. So, um I do want I there's three learning sessions I really think we need to go over and I even if it's just quickly go over it and assign maybe okay we'll do it this year or we'll we'll re-evaluate that in August you know that's not something we need to do right this minute um one is branding I think we need can up our branding um which is the least number three on my list number two is um exploitation of students uh Adam I think attended that session with me and we found it very Good. I do want to say that there is a learning session.

024He is coming, his whole team is coming to speak again at our capital conference. So, that'll be a good time for our administrative to to see that at the a learning session. Um, but I really think our students and our teachers maybe in different groups, not together, um have have that opportunity as well. And then third is um I can't remember what the third one is off the top of my head. I didn't write it down. Um, there was one more. Um, oh, it was when that superintendent said the 12 great strategies that helped turn her district around. I think we have a great district, but I thought she had some great ideas about um, we talked about happy birthdays and those kind of things if you remember. So, I think just getting some of

025that stuff on the schedule. We we finding it very hard to just get a picture together. So, um, maybe that'll be the time to do that. So, that's kind of some of the things that are currently um in process that we will go through. Um but does anyone have a special We're going to try to do it in four hours since it's an evening. Maybe start at 5, have a meal with it, and then be done by 9. Does that sound fair for everybody? I know Amy five is hard for her, but maybe she can get out a half hour early one night. Um is that okay with you? What? Tuesdays are out for me. I'll just say it. And I I don't think we should have it before the 23rd so that Derek has

026time to um get his stuff in order when he comes back. So, we could do it the week of the 22nd through the 26th. What is I think the longer you go into July, the more people are busy, but that's just my thought. I don't know what people's vacation times are. I don't have any except July 26th through the 29th. I cannot do and I can't do Tuesdays. I sorry if you're talking evenings. I am I should be good that entire week June 22nd through the 23rd um to put something on the books. >> How about you, Mark? Um and could you just share with what you told me basically? >> Well, again, my understanding is that anytime a reappraisal exceeds 15%, they want to spread it across multiple years. So, I told Sally like I I don't know how the legislation that's already been passed is going to truly affect this district because it's going to affect every district differently. So, until the Department of Taxation provides guidance to the county auditors and they pass it on to us, I don't know how the currently passed legislation is going to impact us. So, to blend this into it, I I really don't know. But big picture, if you just step back and look at it

030big picture, any of this legislation that's being passed slows down revenue growth for the district or eliminates revenue growth for the district from property taxes. This is just another stepping stone in that way, another layer in this case that they're they're going to slow down revenue growth. And the bottom line is we can't keeping they have 300 bills in the House and Senate right now on property taxes. 300 bills. So we can't have all these bills being passed because they are they're all going to just >> pile on top of each other and contradict each other and everything else. Yes. >> So I do want to also mention so I will be um I'll probably write a letter versus a peer on that one but um I just wanted you to make you aware of

031that. The other thing is that if you didn't know, um the property tax referendum did not meet the signature requirements. So that will not be on the bill in November. Um that doesn't mean they can't do it next year. It'll be a lot harder for them because it'll be very they'll use old signatures that people have moved and then it becomes ineffective and that or that. So, right now anyway, it's not right this year that that we're going to be having to face that in January, but um we need to constantly be pushing to our community that property tax needs reform, but it's not by getting rid of property tax. It's by making legislature cough up the money rather than making it to the the people, >> making the people pay the money. Yes. and

032businesses have decreased dramatically in the last 10 years, 15 years. So we always need to keep that in mind. With that I will do we have to call in we call into the executive session. >> Okay.
