003candidates that applied and we interviewed all of them and we had wonderful candidates there wasn't one that wasn't that could bring positivity to the board so I want to thank all those who came in and and put their name forward we appreciate that but obviously we chose Adam today to serve and and we are very grateful for what he can bring to the table and I welcome you and thank thank that you put your name in thank you we all welcome I'll second that as well I uh I was going to mention that too we did have amazing candidates and uh it was a very hard decision I thought we were going to be able to just knock it out the first day and it was like man this is really tough like so it

005find and review the board's mission statement and Board of Education goals moving on to item number four are there um there is there any request for public participation there is not hearing there's no request for public uh public participation we will move on with our agenda starting with item number five the superintendence report awesome well thank you Mrs burrier uh I have quite a few items under my report tonight so we're just going to try to fly through them here we're going to start on more of the bad news and then everything else I promise after that is very positive um so Governor dwine last week unveiled his budget uh or his proposed budget um and he did talk about school funding in there so I'm going to ask Mr Phillips to just give a
006high level uh to the board and the community about so far what we know um is in that budget so the budg uh in the first year of the budget the school district would lose $250,000 and in the second year of the budget would lose a half a million dollar and that's important for the district a concern to me because just like all of you we're not inflation proof everything that we purchase has increased since Co just like you all of our expenses have gone up so to lose a half a million dollars a year would have a significant impact on our ability to you know spend money and provide the education providing students and if I may I would like to say a few words on that as well um we talk about if
007you if you don't know legislation very well um what the governor recommends is not always what the the state house gives us sometimes it's a lot worse so the best case if they would follow through this would be 700 well 250 the first year and then an additional 500 500 the next year so it' be but it could be up to $5 million that we lose in the guarantee if the guarantee would go away 3.7 3.7 right out the 5 million so if we had to lose 3 .5 million that would be a 10 M Levy on this school district so it is important that we keep you informed about this and how it's going because we might be calling you to ask you to call out to your legislators that we need this money
008as a guarantee so I just wanted to make sure you're aware of it and how that works with that on any other questions awesome well thank you Mr Phillips appreciate you leading us through that all right next thing I'm going to do is introduce Mr Xander tidrick uh he just completed an eal Scout project I'm going to invite him to the podium to fill you in a little bit about what he's been up to I want to thank you for having me here tonight um I recently finished my project here at the school thanks to you all who had given me the opportunity to do that and giving me a room to kind of renovate rework for nor um here I have some pictures of the process if You' like to thank you pass those
009around look over that by but yeah so for my project I cleaned out one of the old classrooms in the back corner of the building um removed all the old classroom material with to can be reused if needed all the stuff that could be reused there was some stuff that couldn't have beown away obviously as and after that came the room and brought bunch of volunteers into build sh and now we have a new stage room for sports here building so again I would like to thank the board here for letting me do this project and that was the last thing I needed so you get my e so I just have my final Bo revie before I get my Co well we appreciate it Xander approached me early fall about a possibility to get
010a few ideas for projects um and I told him to explore all of those and to come back with what he wanted to do um and Mr Franks specifically with the athletic department was very excited when he chose to like he said take an old classroom and convert it uh and so tonight the board if after the meeting is over if you'd like to walk down and see his work uh it's a huge transformation if You' been in that room beforehand uh compared to what it looks like now uh night and day difference um and I know the athletic department is thrilled with the final result so we appreciate that Xander um he he did everything he planned he measured uh made the budget uh found the money to make it happen um and so
011we're just thr with that so any questions for Mr B may I have a few comments one Scout another congratulations um I just want to encourage you to remain true to the scouto motto slogan and to uphold the Scout ball throughout the rest of your life and the reason I say that is the law has 12 points as you know of which will never fail you in being a very tremendous productive and leading citizen of the United States those 12 points are a scalp is trustworthy loyal helpful friendly courteous kind obedient cheerful Thrifty Brave clean and rever you follow those the rest of your life you will be a leader congratulations thank you thank you again sorry me too sorry as a mother of an eagle scout I would like to First congratulate you because
012this is not an easy task for those of you don't know it you have to rise up the Rings then you have to like he said go through this project did you in the pictures I didn't see any of your fellow eag fellow Scouts with you did you do this or did your um yes I had some of well I had some of my fellow a few of my fellow Scouts help me build the shows uh we weren't in uniform while working cutting wood Andre we wer uniform working so I I I just wanted to make sure that we pointed that out too because as part of being an eag Scout is being a leader among your your peers the that's a great experience and I know it'll serve you well in the future so
013I want to congratulate you always be proud to put on your resume that you are an eagle scout because it is truly an honor and to the parents I know what it takes to be a parent of an evil Scout and uh congratulations be proud shout it out from the rooftops but thank you for the dedication you give to him so thank you we do want to see the room okay aesome all right thanks again Zander all right the next is the troan pride award it's it's rare that we do these in two months back to back but uh we just had some outstanding people that we wanted to recognize lately so I'm going to talk about them first and then I'll stand up and give their Awards U but tonight it is my honor
014to present the church and pride Awards to two outstanding contributors contributors to the tusky Valley School District Mrs Aaron keski and Mrs Sarah schner I met both of them in 2012 when I came to the district as a teacher I and I work with them uh and and from day one both were extremely helpful to me uh in providing assistance and resources that I could use in my classroom uh phenomenal Educators they have served in many roles over the years always keeping the focus on our tusky Valley students Mrs schepner currently serves as our elementary technology teacher and Mrs koleski currently is enjoying her role as mom um after many years serving here as an intervention specialist U but she also continues to be part of our staff uh by running the camp and benit
015program held locally here each summer while the work as Educators is enough to receive this word uh tonight we are recogniz recognizing them for the creation and the implementation of the tusky valley affordable Christmas program believing in the gift of empowerment affordable Christmas is intended to provide the children of the tusky Valley Community a fun and exciting holiday while maintaining the Dignity of their parents the program is an invitation-based shopping event for TV families to purchase new unused gifts for their children at a fraction of the price to pull this off Mrs and Mrs keski spend all year working with their volunteer team to raise funds collect donations partner with area agencies and then put on the actual event which takes hours upon hours to organize and set up uh you'll you'll see Mrs schepner
016almost every day during her launch and planning running to this building and pulling things out and organizing so it is it is a tremendous uh feat that they pull up thanks to them and their Vision many many students lives have been touched and Christmases have been a little bit more marry on behalf of the board of educ and our entire administrative team thank you Mrs keski and Mrs shner for all you do for the students staff and community of sou Char Valley local schools con anybody [Music] else thank you awesome thank you both thank [Music] you all right I'm going to skip I'm going to skip the M your data and come back to it I'm going to turn things over to Mr Phillips for a moment for students of the month I would like
017to recognize all super mon we have all three here which is great I'll start off um with the smallest one we have here today Dylan is our athlete Senor son of Andrew and Rebecca H I told him I was going to do it like this feel a little better by myself activities he played football and he's currently in wrestling right now um and the the postseason his uh Hobbies also include fishing hunting and lifting weights and after graduation he plans to go to cbell university um to play football and also major in sports management so congratulations next we have Ali Nur she is our fine artist of the month she is also a senior she's a daughter of April and Adam her and this weekend uh you've been racking up some pretty good results this
018past weekend she received third place at the tournament in Pittsburgh her activities here at school include band track speech po Squad Pet Club theater and costume design and her OB includes sewing working and creating art after graduation she plans to attend Kent State University and major in fashion design and merchandise congratulations and last we have our student of the month which this month's characteristic was respect and that goes to Z you know a little he also place in the van and played golf for us and his hobbies include archery coding and camping and he just recently was accepted to Rochester Institute of Technology to major in game design and development W congratulations I'm going to call all three you up now for a group picture [Music] please have to wait I'm I'm sorry can't and
019as seniors I hope you've all applied for the Trojan Foundation scholarships right and the scholarship Ander and booster club scholarship my have a good night congratulations [Music] Alexander and Dylan congratulations thank you for everything you do all right and if you guys need to go I know you're involved in a million things you will not be offended you will not be offed so thank you congratulations all right and then we will go back to midyear data review uh so we always like to give the board an update uh halfway through the year about where we are with student data how are student achievement how our growth is going uh and and really just an overview of teaching and learning at T Val uh this fund this is in uh Columbus for the 21st century conference
020uh so I'm going to uh go over her report and if you have any questions you can feel free to reach out to me afterwards or you can uh feel free to meet with her or give her a call and she can explain as well so three pieces of data the first one is it's titled tbls nwaa MTH winter Benchmark uh so this is the new report I'm not a huge fan of it um but what it'll do is it tells you exactly how every grade level is doing uh for reading for Math and then science and without going into every little category the thing that you need to know is that in every category the district is in a high achievement high growth category uh which is exactly where we want to be uh
021now you'll see some grade levels have dipped down but when you average them all together the district is in the top right quadrant and that is perfect so as you flip the first page over uh that is growth and achievement for our elementary school you'll see all those green dots up in the upper right hand corner uh that means our our students are achieving over a Year's growth uh and they are at um their their achievement is higher than uh what is expected of them so they're they're um going farther than their counterparts from across the country that takes this exact same uh assessment uh so as you continue through those pages you'll see the high school's reading and then you'll flip through you see MTH overview uh again you see a quadrant chart for
022the elementary school and then High School uh the caveat with high school is it looks difficult or it looks difficult to read uh because once you get to high school math every grade level is a different subject so this is only measuring the general math uh it's not measuring the albra Algebra 2 and geometry so high school math looks a little deceiving as far as where the dots fall um but it's because there's actually very few kids that are popping up and it's it's some English or some senior level classes or some remediation classes here and there uh and then again the last page there is science science looks different as well uh students don't take the Science assessment until fourth grade uh and then they take it year after year uh it's it's a
023really solid uh predictor up through 8th grade again once you get to High School uh students are taking so many different classes um and this is T as a science chair could have tested that um uh one grade level was biology as another physical science yet they're taking the same test so the content that they're in that they're taking for class doesn't necessarily measure up with the assessment um but it's still the best thing we have at this point so um but even with that our kids are doing phenomenal uh and our teachers are doing phenomenal so um I sent them an email this afternoon just just again encouraging them that I've looked at this and uh great things are happening across the district and that's not by accident uh it's because our teachers are
024intentional uh with what we're doing in the classrooms ever single day sorry okay um I don't know what page it is is on the math content is grade eight we we're in the 50 or 49 percentile and that if I'm correct I just want to clarify that this is because some of our eighth graders take algebra is that correct and so our top students because you have to be an AB student to take it correct um do not take the eighth grade test so excuse the test to reflect it would just like seventh graders we have advanced seventh graders that take the e8th grade class and so forth so um when you're looking at those percentile rankings there those percent keep in mind the average is the 25th to the 75th percentile and you'll notice
025we're following everybody's in at least average but there's a lot that's also exceeding that so yeah so there's there's really no alarms going off for me as the superintendent um always areas for improvement um things that we can work on and we know and we are doing that um but I was excited to share this last Thursday with the advisory Council um and they were still quick the people there in that room were still quick to okay what's next what what are we doing in the next master plan so uh so good good things but take a look at that if you have questions it's it's a lot to talk about in the meeting tonight but let me know the next uh the next report that you'll see this is the one that you're you're
026probably familiar with uh it looks like this the charts and I highlighted some things uh when I was curriculum director this is the one I used um and this is really the only one available uh so this is what I Ed to get a pulse for the district so the top page you see is language art so that's going to be uh K through 12 all of the kids are taking the exact same test and the rent score is changing based on their level and based on their ability what I've highlighted is you'll see the column called School conditional growth index and you'll see numbers there and it's not important that you know exactly what those numbers are just keep in mind zero is one year's growth so if you see a zero that means
027our kids and our teachers are doing exactly what's expected of them but when you look at that you'll see kindergarten 6.03 significantly higher you see a place like second grade 6.83 or kindergarten 6.03 second grade 6 .83 um School conditional growth percentiles kindergarten the 99th percentile first 87th percentile second 99% out and so far up um which especially for literacy um this is a cause for celebration because you know in the last few years with the science of reading we've done tons of work with um with with curriculum and professional development and training and literacy plans and and this tells us that overall um we are making great great strides this data looks completely different than it looked when ago uh so again I'm prob with that um the second page you'll see the bar
028graph which is a little that that's easier to visualize the blue bar represents the observed growth the diamond is where those kids that cohort of kids is supposed to be uh so again you can see some some we didn't quite make it we're not quite there yet and that's okay we're close um you'll see some are are in there uh and you see other blue bars that have gone way way surpassed grade level expectations so again if you flip through that and M is the same way and actually I didn't do science because science again is so uh deceiving when you look at a report so um but overall reading the math a lot of great things happening there are Pockets there are areas that we're focused on and we'll continue to work on um
029but I'm very very proud of our of our students and our and our teaching staff so um and I wanted to share that excitement with you uh the final report is and this is early literacy uh so it's the it's the triangles um so this is an assessment this is more of like basic literacy and mathematical skills and and we really we used to do this K to four and just this year we've increased it to across the board in fifth and sixth grade but what you'll see is like on the top page it's reading kindergarten in Fall you'll see all of that red that's the tier three so that's our most intense needs yellow is tier two kind of middle there might be working with the title teacher and then green is for classroom
030those are kids on track where they're supposed to be the numbers at the bottom the number represents the number of kids in that class that's in that that tier and then the percentage what that relates to the entire class there but in Fall look at the shrinkage of red in the fall when kindergarten is coming in to where they are in winter huge huge improvements first grade first that's kindergarten and first grade second grade goes on the back uh and again as you get close older in age we're less and less foundational skills so you're not seeing as much movement uh but again we have very few kids up in that top tier top three tier three section so um great work again of our students um our teachers and especially those in in our
031intervention in our pedal they're doing a good job so questions about where we're at mid year thank you good so so I appreciate everything that our our teachers are doing and I know our principes would contest they just sat through I know uh Mr Street spent many many days sitting with every single teacher remember here we have the SAT process um the principles meet with every teacher and they talk about every student um and celebrate the wins um they put plans in for those that need additional help so it's it's tedious it's a long process but great conversations that come out of that and I know Mr Phillips just is finishing up him and Mr Fogle met with every single teacher at the Middle High School um just to do a midyear checking how's it
032going what support do you need um what do they need to know and so I appreciate the work that our principles are doing uh to keep on top of what's happening in in the classroom so I believe that unless there's any other questions that completes my superintendent's report tonight thank you Dr gry now now on to item number six we have um board reports and we're going to first start with um Mrs Green all right before I begin I just want to make sure that we aware of the most two two most important events that are going to happen which lead into what I'm going to present the first one is there's a board update on February 22nd and Independence that's what you need to know being Advanced people I'm going to be going and
033I have invited Adam to go and of course anyone else who would like to go on Tuesday uh is free to go that would be great um but the other one that we really need to highlight is the legislative um conference which is in March and um everyone has that date I provided it to them earlier this week so those two are the most important ones coming up but also I'd like to uh recognize that two of us will be receiving awards at the spring conference fall conf spring conference and Amy burier is getting her service award uh she's only one step away from becoming a m Master board member which is a very hard feed so congratulations Amy then I'm also repeating some awards so I want to give kudos out to Amy and
034anyone who can come to that spring conference will'll decide which one we're going to which one's the closest for us and um we'll get that date up and Tanya will notify you please notify Tanya as soon as you can if you can go at any of those two events because she will be making the res reservations and um the payment for those okay now I'm going to move on to the legislative update and it is quite extensive so I kind of go through fast and um Dereck is hopefully going to keep up now first thing I'm going to speak to you with you'll have a paper like this all right you guys all have to look at here but everyone on the board has a paper like this I provided it for you because it
035lists all the um people that belong to the different leaderships and also to the different committees that we will be in contact with or have to be in contact with for various things so I want you to keep that in mind and then even though I'm only going to go through uh 30 pages of legislation there are 200 over 200 bills that have been presented that is that's impacting public education and they're listed in this paper for your year perusa but the ones most important I'm going to go over tonight so we're going to skip through um the first four slides because I've already provided them for you I got to figure out how to turn this okay and um we're going to go right into um go past all these committees and everything because
036we're already talking about all those and they're already written down for you we're going to go to the first thing which is the legislative priority bills which is House Bill three so House Bill three House Bill three um this is pennel and this is going to create if pass just remember this is only bill at this point that's been put forth it will create $25 million for safety enhancements in busing and there's various things you can use for that um until the bill is passed and 90 days is passed um they will not be able to issue the money and they might change the rules on it but I want you to be aware of that so that you keep an eye on that spot and we will let you know too as that gets
037closer to passing I don't see this bill not passing I think this will be one of the first bills that is passed because there there's someone that is against bus safety to be honest um the other thing about this I need to um make sure that people are in our community aware of that we are going to be they are going to be increasing penalties for illegally passing school buses so update yourself on the rules of the road and when you can pass the school bus and when you can't and if you don't know don't pass that's the rule all right and finally um there is they are allowing vehicles uh different vehicles to transport um uh up to 10 passengers would include the driver so really nine people in the bus and then the
038driver and they want to allow more of that to happen because of the school bus s shortages so that is one way to leave some of the shortages that are going on and then finally August will be now the school bus safety awareness month so just to keep that if it is pass once again um then House Bill 10 this is requiring the Department of Education Workforce of that do group that's new to and each public school and state institution to adopt a policy that prevent the purchase of cultivated protein food products and food branded as misbranded as meat or a products just so you understand I've done some research on this I've called Stacy Bez because quite honestly nobody really is sure what this is other than somebody somewhere has taken stem food label
039it as meat and or egg products and bought that for schools so this is to prevent that Stacy is aware of that so again I don't think we need to worry about that she's going to be watching that F next is Bill three which is going to be considerably impact our school district as well uh it's one of the like four bills that are going to be deeply impacting our school district is Senate Bill 3 now this sounds good to the community it is going to phase down the income tax instead of having a multi-tiered system it's going to be a flat rate of 2.75 over two years but this is estimating to cost the to result in a revenue loss of the state by $1.6 billion well we all know when your income decreases
040you can't increase your budget therefore they've got to cut something and what they're looking to cut of course is public education Arena so keep that keep an eye on that one that's very important um that will affect us cill 7 is another one that requires public and private schools to provide instructions to K12 on the harm armful effects of short-term and chronic substance reuse abuse and including marijuana at this point I know we have in the past done that I don't know if we have an annual event on that but that is something that we are we have in the past done and I think we'll be very compliant with that so I'm not too concerned about that bill unless they uh require specific education I think we do a good job with that c
041Bill eight prohibits a public employer from providing paid leave or con uh compensation to public employees who engage in Union activities again I don't think that occurs in our facility this is more at a state level um but it is something that they are some schools are concerned about uh bills that were heard um last week this is a week old um update just so you know last week was Senate Bill 19 and this one is uh requiring and this is one that we need to pay closer attention to not because um we as you after we just had the report it's not something that we will fall under but it requires districts to do evidence-based academic in intervention and not only only English which we currently do but also in math I I'm proud
042to say that our school district um sees the needs of our students and provides uh intervention uh chronically with uh all of our students not just one student but all students and so we do this without a state law but they're putting this in in place the other thing that's most important about this is that if your school district plan falls under 51% which we do not as we've seen in our test scor um then the whole class has to do it I mean the whole grade has to have a group intervention uh which will be very hard but the the thing that will probably impact us most in this bill is the do will randomly select five districts you won't know they'll just come in under current legal asase if they change it it's
043possible but they they will just come in and they will say I want to review your academic intervention services that day and then they will respond on how well or how how not well you do um so that's one that we might it's always you know I don't think again that is something that we have to worry about but it's something to be aware of cin Bill 44 prevents uh students to receive edro and cleaner scholarships that is not anything that's in our our realm but again it appropriates 42 now it appropriates 42 million in 26 and 27 again that's 42 million that's coming out of the budget educational budget so that will impact um schools and their funding and then for the banal budget now this is the budget that happens twice a year
044that they set the budget for us for two years and what we're really um concerned about uh Governor dwine I I hope all of you listened to his thing but if you didn't some of the things that we um are concerned about and some of them that are good is the house will not be using Finance subcommittees what that means is they used to um when the budget came out they would Sub sub commmittee everything out and then the subcommittees would come back to the finance committee and tell their findings but what they were finding is that they did committees that maybe were prejudicial for one or another or another so now they're just everyone's going to be in the committee and uh it'll be evenly hopefully more evenly uh spread with they discuss the
045budget all at one committee no they will each area like Finance this is for the finance so everyone Finance yes but like the educational will do their group and then they'll come present it to the finance committee that's what it means and it's important to be communicating with your legislators now which we've already known just so you know we did communicate with our representative last Friday um and we're happy uh to speak with her any L about what weing next is it budget priorities thank you did you want to report that we will be uh we have a zoom meeting uh set up to based on what we talked with representative uh uh Salvo about and she has set up a Zoom team meeting or a zoom meeting what whichever one it was to discuss
046those things so we are wanting to be proactive right and that's Val with our legislators thank you and then budget priorities next one is U complete the next two years of the six in phas so um the governor wants to keep the finances the way it is as far as the cup Patterson increasing um the percentages um uh hman who's in charge of the house says he wants to get rid of it so there is already some controversy what going on about whether and what will be going on so hin wants to get rid of c p yes he wants to have his own Finance okay yes um right now it doesn't look like he has um enough people for that but you never know what happens down there um we want to update the
047base cost and the there's two costs the base cost has been updated but one has not it'll go on later sorry um we would adopt um a permanent formula for educational ESC again that doesn't affect us but we should always be supportive of our other educational groups uh this one is uh an important again for Scott and for um whoever they decide to put on this working group they haven't announced who will be on it they want I I'm not sure if it's superintendent treasures and or um busing transportation people but they want to create a bus transportation working group that sees one what the problem is how to fix a but more importantly moving on to the next one they want to increase the weight in transportation formulas for non-traditional Riders what that means
048is we have to bus people to other schools um and to other areas um and those writers traditionally um cost more than our regular Transportation locally because obviously you're taking them a lot farther away so that the bus drivers are on the bus a lot longer so they want to increase that weight to help the schools combat that cost so that is one thing that we're really supportive of and that ends the local State Ohio Budget but now we're going to move on to the federal budget which is I just want to I'm not here to give judgments but I just want to explain some things to you basically and then go into the priorities the first one is the House of Representatives the makeup of the House of the representative final results were 217
049Republican to 215 Democrats and that is the final count all the votes have been in and all the all the states have finally um done their ver verified thank you that's where I was like verified it but the question is there's three vacancies they think two of those vacancies will be Republican which means they would keep the house um or you never know because what happens in vacancies is in the house you the state it depends it goes back to the state so the state who has the vacancies it goes back to their rules some some states do not fild the vacancies till the next election some vacancies have the right to um replace whoever's on that so we won't know until that happens and I don't know when that'll happen they didn't give it
050to us so that could flip they are not anticipating it to flip but the most important thing about this is he doesn't have a super majority so he really only has two people that if two people uh do not like some of the the rules that he wants to make or the laws he wants to create um he will have a tough battle in the house and then in the house of the Senate it is currently um this year here uh 53 to 47 53 being the Republican the Republican group um has a slight larger lead than the Democrats last year but again it's not a lot uh that is going to um give him that buffer that he probably request and then just to welcome uh Linda Mahoney she has not been nominated yet
051I mean she has been nominated she has been not been confirmed yet I just wanted to let you know that she was a school teacher um and she has a lot of education and business practices um um and she has her policies on Workforce skills development which I'd like to just remind all of us in the room that the number one person that helps with the workforce is public education we are the main provider for Workforce and skill development in our um State uh they're going to work they're going to have a Workforce on the pel and trying to re reform that and then finally they want to be supportive of the elimination of the Department of Education but I'll go into that in a few seconds now the executive orders that have taken place
052so far and um the first one was ending diversity equity and inclusion in the federal government okay so the Dei um this is more quotas so what they're looking to is to get rid of quotas uh in the federal government um a lot of people don't like the word uh diversity Equity inclusion but I would like to say our school district does not have a Dei policy what we have a policy is that we believe all students deserve all things as much as we can financially so if someone needs help in math we're going to help them in math if someone needs help with clothes we're going to find help with clothes if someone needs food we have food banks that that'll help so those are the things that we do at this school district
053and I am so proud of our school for doing that number two is a fund increase which has already caused big problems and Chaos in our state now I don't think we have impacted yet we have not been impacted yet but there is a lot of federal funding that automatically comes and it's already been approved he's trying to freeze it all a lot of things like Medicare Medicaid um a lot of U normal payments that would come to schools and other areas mostly higher institutions have been frozen when he can't really freeze us because those were already approved so there's been some confusion on that and he has actually rolled back some of his his uh thoughts on that and it said um a freeze on non future events so he can't can't stop some
054things but he can stop others which we we know he's doing number three ending racial indoctrination this is not something we need to worry about in the school district because we don't do it but it is going to be out there in the world but I just want our community to know we do not do racial indoctrination um and and nothing like that so that is not something that we are concerned about and is not in our policy number four expanding educational Freedom this is something that's promoting vouchers and school choice again school choice is not um Parents Choice it doesn't give the parents the right to go to any choice school they want it gives schools choice to who pick who they want to come to their school um so that is what uh
055that is unfortunately for him he has found out that that is against the law um and so there will be uh multiple court hings that will be filed against that and what he has going to circumvent that by providing tax vouches for that which is legal so there you will find probably a way that he will allow in our income tax that you can have a voucher if you go to a private school but not a public school early actions part two is a lot of these are not in our anything to do with us number five we don't have anything like that so we're not going to go over it number six goes along with number seven both of those are Title Nine clarifications I would encourage our policy um board to just review
056that and make sure our policies go back to uh 2020 rules which I think we've always kept that means boys will will play boys girls girls will play girls what we do that's what we do currently and um and if there's a sport that um the other sex doesn't have for example we have football but we don't have girls football girls are allowed to play on the football team they're just allowed to play as a girl and that's and that's the same way with volleyball if we have a male that wants to play volleyball they are allowed to play but they are registered as a male I'm sorry go Ahad I'll just let you continue reporting and that that's all it is for that part okay then immigration policy um I don't think this is
057an issue that's going to come to us but I do want to bring out that um it is against the law for ice to come into school grounds um they cannot come into your buildings um so if you should have a nice person come in I would encourage you to call Derek and then Derek will handle that and call uh the police and the and the um whoever he needs to call for that because that is against the law and there's a lot of school districts that are more involved in that than us um but that was the the uh issue that was given to us when this update was given um and then finally can they close the Department of Education no they can't they can't close the Department of Education just like Ohio
058Ohio cannot dep close the Department of Education but they can lower their UH responsibilities and there has been talk about they're giving they're going to funnel that money that was in the Department of Education down to each St State and they might be able to do a lot of that um but the question or the thing I would like to bring up is just like with uh tobacco or um beding or the lottery all that money comes into the state that gives the state revenue but it doesn't mean you're going to get more money at at our local level because they're giving that back to the state the state will just give less it will just have to take less of the P out of their revenue they're going to use your Revenue the federal
059levenue first so um don't anticipate more money out of that because that probably will not happen educational expects that we might look down the down the pike here is promoting school choice and uh Charters you're going to hear a lot about that in the next two years and what happens uh to Federal funding are we going to have it there's been a big um because they're trying to do a lot of things they're trying to cut Medicare and Medicaid Medicare sorry they're going to try they're trying to cut Medicaid um that is a concern for our special ed students and our Ida students that's where they use um they are on that to help their children with the needs that they have and that's where they're um funneling right now they're trying to lower that
060and get rid of that cost because it is exential as we know when we have a student that might cost $100,000 that we have toay we have to support because we're here for them uh finally um the end of diversity equity and inclusion again it is to me a term it is not a practice that we purs pursue so it's not something we worry about civil rights enforcement they haven't even explained what that really means so it's hard to define or explain to you guys uh there has been Supreme Court cases on multiple issues um one of them is the eate and this is one that's probably going to affect us the most we use erate um to help keep our um laptops updated keep our infrastructure updated we use that um and we we
061use every bit that we can um every year um so if they had that that will be hard for us and it will come back on our budget that we will have to fill again special education is going to be hit by the Medicare issue probably most or we only get about 10 to 177% of our Ida funding that is supposed to be required by the federal government um they could they could lower that even more for us and then loan forgiveness really doesn't affect us because we don't have loans I think that concludes my report that if I'm not correct no is that it is that the last page no one more one more slide sorry about that education and the 19 2019th Congress um we've talked about this there's a budget bill they
062want to cut some things um they're going to increase border security they're going to increase uh less money coming in from tax for tax vouchers de cups Medicaid which I told you will affect probably our special ed people um and our uh Ida students uh the one that uh Stacy is aware of and I haven't let her know is cut our school Mals program um I I don't think we can survive without that that'll be a big impact to our school because we have this year has shown us how important it is for our students uh post school year 2025 which year it runs out in March 14th so look to that via freeze at that point and they probably will I don't see that they're going to be able to find a solution by
063March 14th for that um 26 is going to be a big push for the debt limit and earmarks and not sure where they're going to go with that um and then finally they're going to have to reorganize or diminish the department Ed that they will not be able according to Legal experts be able to eliminate it but they will probably be cutting the E rate in Universal service fund which is what we use with that I conclude my report I apologize it's so long it probably will not be this long in the future it just is the beginning of the year roll out for everybody but we are trying to keep on top of our local legislation and I will try to keep with you guys of where we need to contact people as we
064go I'm in contact with Mark all the time which ones are affecting us and which ones are but if we wait till the final version comes out it's too late we got to talk to them which we found out uh ahead of time which is what we're doing we're trying to be very proactive in this so I thank everyone and hope to see everyone on Friday for that facilities okay uh the facilities committee met on February the 6 to discuss the athletic Department's request for our consideration and moving to begin implementation of phase three of the facilities m master plan that was created Years Ago by this board and the administration to to help you understand phase one was the construction of our new metal high school and phase two was the renovation in addition
065to the former Middle School to be able to open a new Elementary School both of those have been accomplished now phase three was to deal with the construction of a Fieldhouse and upgrades to all of our Athletic Field Mr Steve Frank who is our athletic director presented to the public that was there along with our staff and coaches the vision of our athletic department to touch as many tusky Val athletes as possible providing the best product for the money while ensuring student safety and creating positive environments not only for our current students population but even those uh upgrades which might might become a drawing card for attracting future residents to move into our district Mr Mark Armstrong of mommy Bay tur gave an overview of tur now that's the new product that I always used
066to call artificial tur but he gave an update on on the types uh that are available it's cost safety and answered questions from the committee members and the community members that were in attendance obviously it will not be inexpensive to do upgrades of all of our athletic fields with Turf as well as designing and constructing a new field housing thank goodness the board was able to this pasture upgrade the bleaches on both of the home and visor sites which eliminated a major safety concern for the general public also Mr Franks indicated that the booster club has raised significant funds today to put toward replacing and updating upgrading the stadium lights of which have become somewhat unreliable in recent years but with Mr Phillips our Treasurer giving the committee a recent update on Governor dewin budget

074only thing I have is Dr Bry touched on our SAT process and our elementary school just hit we've had a whole bunch of enrollments we just hit our 700th student that is now enrolled um and being served at the elementary school and so it it took us 4 days we and we crammed it into four days we talked about every single one of them and you know coming from a similar you know High achieving District to here I think the biggest difference when I came here was our SAT process where we go through we talk about every kid we work to meet their needs in the classroom you know outside the classroom what can we do to you know hooked them up with different Services um and then we put into our RTI process you
075know and really having Specialists you know some of our best teachers are our title teachers that are pulling those kids out and I think that data that you guys got with the triangles where it shows how we're closing those gaps you know I'm just thrilled to see that because I know our teachers put so much hard work into that so I just want to say I think it's Kudos you know to our district for prioritizing that and it's I'm just proud Cory we have a new member on the team can you just uh give the acads what they sat and Rit yeah so it's thrown in different districts it means different things but layman's terms like the student assessment team is where we get together and we just want to talk about every kid all
076their needs you know and what can we do to help fill those and RTI is basically what are we doing beyond beyond the normal instruction in really providing that intervention you know that kids need whether it's in a tier two orer so beyond the the classroom and I think a misconception with RTI is that some kids say oh I'm going into RTI I'm coming out every single student in the building RTI and if they're getting it's beyond the general core instruction and they're either getting enrichment or something different in the regular classroom or we're helping fill holes um because if unless we've got those holes in the base knowledge fill you know they're not able to move on um as well as we' like them to so I just think we we do that really
