to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right, we have no visitors today, so we're going to do the roll call. Uh Mr. Wise? Here. Mr. Moon? Here. Mrs. Wittensolder? Here. Ms. Barton? Here. Ms. Bennett? Here. All right, it's recommended that the Waterville Board of Education adopt the following agenda for April 9th, 2026 regular meeting. I have a motion. I'll make a motion. I'll second. It's okay. I'll second. Liz seconded. All right. Mr. Moon? Yes. Ms. Barton? Yes. Ms. Bennett? Yes. >> Ms. Wittensolder? Yes. Mr. Wise? Yes. Uh president's report, um I know uh Mrs. Klingensmith lost her husband um a long time uh faculty member and it came right after her son lost
his house last week while we were on spring break. Um so I urge everyone in the community if they can I think we're still collecting some money for the family. Please donate if you can. I know they're having a hard time right now, so. Um on a happier note, student standards just got the Jack Jack strange strange got the uh So, I don't know Mr. Mr. Knowlton, our teacher Yeah, what what exactly this it said it was the inaugural I like you're catching me off guard. I apologize for not I'm putting you on the spot, but I'll scratch your flat flat. That's pretty cool. It sounded like it was uh Yeah, so he has um he's representing Waterloo in the the greater region. I don't know if uh you know, Mr. Breza or Mrs. A
could better speak on that or you'd have to look back. It sounded like it. Yeah, pretty cool. I'm assuming it was a picture? Yes. Yeah, truly cool. I took a picture of it. I'm like Congratulations, Jack. I'm going to want one of those. Yeah. Is it going to auction it or something? It's titled Violin Tracks and it's he won the Streeter Hadley Matthews Grand Award for the inaugural 2026 Juried Exhibition of Student Art. It's the first time the award has been available in Ohio and occurs every four years. Awesome. Congratulations to Jack. Anyone else have anything? That's Come off as being great. So That's all for me. It's good, Mr. uh Frank Yoder, superintendent. Superintendent's report just you know, we're we're uh coming up on our one of the more busy times of the year
for us. We're we're heading into some state testing season and uh starting to get ready for seniors to graduate as well. So there's a lot of work to be done over the next couple months and then also uh there'll be some, you know, periods of hiring and so doing a lot of the interviews and making sure we're fully staffed going into next year. So we got a lot of work going in there. The additional piece I want to share with you is just something that came out of the last board board meeting um when I'm doing a staff and student board recognition. And so some ideas that we had regarding that, just throwing it out there. Having students October through April be recognized. You know, here based on some certain qualities. Staff also being recognized
September through April. And then May, which we can start this year upon approval, we can recognize our retirees at the last board meeting. I know there were some questions also like who can make those, you know, selections and the process for nominations. So I'm going to kind of open that up and get any further, you know, input we would probably once once we identify the number of students and staff. You know, we want to have do the invite. We'll send them an invite to their home. You know, and invite them and their family members to come in, recognize them probably before the the actual board meeting starts, take a picture. We have a backdrop with the Vikings on it. Give them a nice, you know, an award and then possibly forgive them a little gift
as well to recognize them. That'd be great. So just looking for any kind of additional input that you would like to see. You know, frequency, types, anything the board would particularly like for us to do. Uh Yeah, I like the idea of the teachers and coaches nomin- nominate You know, it's your It's your It's your baby. You have any Yeah, I had a So just kind of little more clarity on the process, right? How how would How does the nomination happen and um then what is the process for selection? So I'm not sure what we can put around clarity for that process. Um and then the other thing I had brought up is you know obviously there's a standard, you know, um what will happen each one, but if there's opportunities as well um for
such as Jack, right, who who won the special award, right? If we could just bring him in and honor him, just recognize it before like the official, you know, recognition. Um and then the other thing I had asked, I think, was about establishing a fund um to to fund this and how we kind of get funds to that. I said I was willing to donate to to start the fund. Um so we can have obviously dollars to, you know, print awards, get cakes, things like that, so it's not actually coming out of the school budget. And how can how can we fund that as well? So Um we can we can probably set up a special OE team account or something for that. I'd I'd look into that just to make sure that would be
the right spot, but >> Okay. Yeah. I don't know if you'd given any more thought about a process and and criteria to to give >> I know the elementary has like a similar or they they kind of do like a student of the month, you know, process and they select I think the administrator select, you know, from from that. Am I correct by saying that? >> students of the week. We also have the Viking Pride Cards. So there was a discussion about some of the um the Pride Cards that the teachers submitted and any staff member can submit them um and then that person that child is then determined to be recognized. Okay. Yeah, I like that. Do the principals want to you can uh suggest a staff or something too? Um Yeah, I think
that's probably an ideal to also recognize one classified, one certified, so one teacher and one non-teacher. That's great. And probably one, you know, if it's teacher from the junior high, senior, you know, high school. Then it's the classified person from the elementary and rotate every month. And so we can get a chance to recognize you know, at least 10 of our staff members you know, during that period of time. Any other suggestions you might have for for this? PTO does a teacher of the month, too. So they they've had them. Yeah, that's voted on by >> The peers, yeah. So but that's separate. But yeah, that's highlighting an elementary teacher. You know, that could go into play or So they might get recognized twice. Well, why not? What would you like the teacher to be
the PTO spot >> No, I mean I think that's separate. I think cuz that's um from that's voted on by peers. So maybe it makes more sense for this to be something that is more administrative driven. Okay. All right. We'll continue to work on that. And then for May, we'll invite our you know, those that are retiring for the year to to come and to be recognized during that board meeting. Yeah, we can start with the retirees in May. And then we have the rest of the summer then to kind of finalize all of the details, I think. >> Jack and maybe you too? Yeah, I got I wrote them down. Sure. Yeah. Are you all retirees that even maybe retired in October or November or December or whatever? We did. >> can invite them
all back cuz they came in once before, I guess, huh? You're just talking about the actual ones that >> that The ones we haven't recognized, yeah. That would be it for the superintendent's report. All right. Um Uh junior We're I'm sorry. High school principal's report. Um, I just got a couple things. Um, so as Frank mentioned, uh, we are starting state testing. Um, that starts next week um, for us. Uh, at the junior senior high, um, at least we do have four days out of that state testing. So, we test for eight total days. Um, but four of those days are delayed start days. Um, those are next Tuesday and Wednesday, so the 14th 15th, and then the 21st and 22nd. Uh, we just do an adjusted schedule that day because we do have um,
kids in the junior high, uh, both seventh and eighth grade are testing as well as some high school students. Um, so if kids are not testing, they have an option to come in later. Um, if not, we have a study hall for them. Um, we've been doing that uh, pretty regularly. Uh, some of the tests though, uh, they are shorter. So, what we're going to do is try to uh, not disrupt the regular operations of school, um, as much as possible. So, some of the other tests that are a little shorter, we're going to incorporate those into just the regular flow of the school day. Um, in in a in in one way, shape, or form. So, uh, that's a little bit new this year. So, we'll work out the kinks with that and sort
of see how that goes. But, that reduces the number of those delayed start days from eight down to uh, four. Um, and we're also condensing testing. We usually would do one test a week. Uh, so the feedback from the teachers was they felt like it was testing went on forever and ever and ever because even though it's only one test each week, that kind of disrupts the entire week. Uh, so we're going to be testing over just next week and that following week. Um, and see how that goes. Yeah, first first year that we're doing that. Um, before the next board meeting, we'll have the district art show. So, I just wanted to highlight that. Um, that's May 4th through May 8th, well, through May 9th. Um, highlights there, there's a there's a band concert
on the 6th, um which is that Wednesday. Uh and then the theater performances are happening on the 5th and the 9th, that's that Friday. Saturday they're doing Mean Girls, so that should be very exciting. The one uh when they did Matilda last year it was wonderful. I I thought they did an excellent job um especially for our first year just starting it off and you know cobbling things together and they did phenomenal. Um And so, you know, that those are happening. Uh and then just one more thing, uh this is something that's in the works. This is very tentative, very uh we just had a couple meetings about it, but schools are bringing back driver's education um in the schools. Uh so, the nearest one to us as far as I think private enterprise that
would do it uh is in Ravenna. I I correct me if I'm wrong on that, but um there's a possibility that we can do that here. We would make it and price it so that it was cost uh neutral to the district itself. We won't be putting the bill for it, but it would open up the possibility of us offering it here on campus. Um In addition to that just being kind of a great thing to have, um we would be over there's possibility we would train teachers. Teachers could become certified driving instructors. They would be the ones that would be uh doing the on-the-road training. Uh The the course work would become uh an online piece. But uh what we think is, you know, we we don't offer bussing uh right now at the
high school. Uh we have, you know, issues with chronic absenteeism. I I would think just I don't have uh you know, like raw numbers on it, but a lot of our kids don't drive, right? And so, you know, this might open up that as an opportunity, you know, uh if they can do it here instead of having to get to Ravenna or Alliance or something like that uh to do it. So, that's very tentative. Uh we basically just sent out feelers to the staff of, "Hey, would you be interested?" Um I think we had about three that would do that. Uh, and I will stress that this was entirely Mrs. Richards uh brainchild. She's the one sort of leading it, um, but I did tell her that I would I would at least feature it
here. I'm excited for it. I think it I think it's awesome, um, but she's been doing a lot of the work for it. So, I want to make sure that, you know, she gets that recognition. And that Uh elementary school. Hi everyone. Um, every grade level ended up exceeding the recent weekly attendance goal of 80% and reached a minimum of 90%. So, in celebration, each student was given a piece of duct tape to adhere both elementary principals to the wall the day before spring break. Um, next up grade levels are working towards pancakes with the principal. Um, and that is one of our building initiatives is our, um, attendance rate. And another building goal focuses on culture and climate. Just before spring break, staff were encouraged to select from an assortment of rubber ducks to
take with them on spring break and take photos of the activities with them. Um, we had some really great photos from the people that participated. They're displayed outside of our school office and, um, put into a slideshow that was shared with staff and I want to point out the many thanks to Amy Marts, one of our aides, for orchestrating that whole, um, situation for our building cuz it was a lot of fun. We also have Ohio state testing starting next week, English language arts for grades three through six only. Um, the following week will be mathematics for those same grades and fifth graders are the only ones that take a science test in the elementary, lucky them. Um, that is going to be at the very end of April. We're sending out a district testing
letter to families tomorrow and we are also thankful that the Waterloo Community Helping Hands organization will be donating snacks for all students who are testing on those days. Appreciative of that. And then last our PTO is hosting a night under the stars on April 25th for our girls and their special shining someones, as well as finishing up the elementary yearbook for us. Sign-ups for both of these are due this week and we are so grateful to our volunteers for their commitment to this work. That's crazy. Thank you. Uh let's let's legislative Okay. Um One thing I wanted to bring up cuz I mentioned it last time was House Bill 19. And that was the um academic intervention in math improvement. So I mentioned like the idea of having these math improvement plans when we currently
have these reading improvement plans. Um they actually amended this to remove that mandate. Um and also changed some of the requirements. So I'm still watching this. Like there's not like a ton happening with it, but I thought that was interesting because I They probably heard from a lot of people um about those improvement plans. And so they amended to take that out of it. Um I brought something just to share that we can just look at. So um this public policy research firm um for the Ohio Education Policy Institute, they hired them to review um all the property tax appraisal trends from 2003 to 2025 and they put out this report and it's actually pretty interesting um highlighting all these different historical anomalies in different counties and how things are different. So I brought that
I printed it out so you guys can read it in your own spare time. More exciting reading. Um a couple things that are just like happening that nothing is passed yet out of these things. So there's this idea of this success sequence and this has been in the news a little bit. This is Senate Bill 156. It passed the Senate and is in House Committee. Um this is just um this is an unfunded mandate. And it's this idea that the Department of Education and Workforce will develop these standards for grades 6 through 12. This three-pronged approach that would teach students that um it would be in in a coursework that they um students who complete at least high school, obtain full-time work, and marry before having children is the sequence is the sequence to success.
And so, we'll see. But, it passed um the Senate and is in the House. Um Oh, the State Board of Education is has has a link on their website. They are taking public comment on some interesting things that we should send I will actually send this link to you guys. And it's about um some things on there are alternative principal licenses, resident educator license renewal and extension, um and some different things for licenses for teaching in grades K through 12. So, they're just taking public comment. So, I thought that would be interesting for us to look at and consider. Um Oh, I brought this I think I meant to bring this up before, too, because this is one that has changed a little bit. Um Senate Bill 326, this is the one that would require
a high school computer science course for all students. So, they updated this to now that it does not have to be a full unit. It can be a half unit. Um but, this is one of the things that's like the pathway for success. They also changed it to exempt online schools because they were going to make it an in-person requirement. So, that's SB 326. We'll keep following that. Um House Bill 391 was just introduced. And I only bring this up because it's our representative for our district, Heidi Workman, is one of the sponsors. Um this is to require the tax rate as well as a true value percentage on all tax bills and ballots. So, instead of having just mills, the language would actually be more specific. So, that was just introduced, but because it's
our person and it would affect us for any kind of school whatever or anything, I thought that was interesting. Um and there was Oh, uh House Bill 609, this would also affect us. It's just been introduced and is in committee, but this is some There's some language about requiring public bodies to allow public comment before taking any action. So, um this would affect school boards and public participation, but this was just introduced, so nothing happening yet. But, now I've learned how to track all these bills. So, now we'll get many updates on the things that I mentioned just so we can like keep track of. Um but, that's that's it for right now. Thanks, Mr. Mhm. Uh Mr. Wood. Um Ben Phillip was the student from the Um the construction plans are coming along. Most
of the new facilities are in design. However, Mr. Griffith is visiting Tri-C to view their fire and EMT program just to see how it's set up and how it's run. Um things that he needs to add to the plans for the new lab at Wood. And then, also Mr. Slinker and Mr. Griffith, who is the current welding instructor, are going to visit Portage Lakes um to look at their welding lab to see where they will can improve their lab and things that we should add to the new lab that's being built because next year they're going to have two separate buildings. They have enough students that want to do welding, but they're going to have two separate labs. So, they want to update their current lab um and modify or mod- modernize it um and
make it more efficient and then also to see how the new lab could set up be set up to run more smoothly. Um the existing welding lab will be upgraded and storage lockers, welding bottle storage booths, and welding curtains will be upgraded. Uh the ventilation system in the current welding lab will also be upgraded, so there I guess that they are things are not They're going to go into the lab they're going to upgrade all that and then they're also upgrading the welding areas and they have plans for additional equipment. Uh that still will be the worship team. Um the water access is in here. Um the second 9 weeks perfect attendance shrine was held on January 22nd with 81 students being recognized. Parent-teacher conferences were February 4th with 10.27% of parents attending. And upcoming
dates Spring break is over. Um ACT and SAT junior testing is whatever schedule we are So they actually come here to take those tests. And then the only other thing is um just a reminder to parents Um because it's the end of the year and there's a lot of really important dates, make sure that your student is still checking their water leak. I get a lot of questions about them communication from water leak to students, but it's in their email. A lot of parents think they're Maplewood, but they're not a lot of those students anymore and they don't check their So everything is in their So just make sure that your students are checking both Maplewood and their water leak. That's all I have. All right, thank you. Um anyone have any new business? I
I have just a question which I think this would be the time to ask it. Um is it possible at all for us to change the date of our main meeting? Um I have a really big work event that is very difficult to miss and I hate to miss this cuz I really love this school board. Um and so I was wondering if it would be possible. If it's not, that is okay. It's There's five of us and I'm just one person. But it would be very difficult for me to come. We also might need to change June as well. Dave has Um I I I It doesn't matter to me. Yeah. I'm fine with that. Um So we we do have We have to advertise. Yes, that's one thing. We do I don't know
if you're interested or not, the May 13th we're going to potentially do that board retreat. Would you want to do like a board meeting prior to that board retreat? Yeah, but it does Do both of them on the same day? Yeah. Is that here? Mhm. Do we have to have it during the day though? Isn't Doesn't that start at What time does that start? 5:30. 5:30. So have the board meeting before that? Yeah, board meeting before that. Cuz that's I have board meeting But it must be Um here. It's an hour and a half too. I schedule for 3 hours. That's so long. I do. Uh I don't want to be uh inconvenienced. But could it be the next week or the before week? Can ask I can ask the uh the people that doing
the retreat if they could maybe shave some time for us to I think I'd probably have to fast meeting. If it doesn't work for anyone. I'm amenable to to any of you. >> Can we do it the week before? Like the Thursday before May 7th? Or or no, there's something going on with the school right now. It's fine arts. Or the week after the 21st. We like Thursdays. Let's combine our May and June meetings. 21st of April. That's right. Third Thursday. Sorry, people. I don't want to be a pain. I'm open to anything. Me too. Yeah, it does doesn't really matter to me. I just I guess it's up to me. Wednesday the 20th? Can I float that date? I'm more worried about the community and the change there. Unless we advertise it a lot.
Uh the community Any comments from the community? I'll tell I'll tell everyone Well, you know, everyone knows When is it? The 20th? Is that okay? I Ryan No, Ryan, dang it. Rootstown Board meeting is the 20th. Son of a gun. You want to do it Wednesday, the 13th? That's the Let's Well, how about we do it on if if you're okay with it, we can do it on the 13th. You know, start with the Board meeting and then after go into a retreat. And if we need more time for a retreat, then we can maybe schedule a second one. >> Are we doing the retirement thing in May? Yes. Son of a gun. All right. Don't change it. I will just beg you to Yeah, okay. All right. I'll try and get out of this.
Let's just keep it the same. Let's table this. See what happens. Never mind my new business. All right. Superintendent's business. All right, under Superintendent's business, letter A is recommended to approve the following agreements. The Summit ESC service agreement option B, Summit ESC preschool agreement effective July 1st, 2026 through June 30th, 2027. Summit ESC preschool space rental effective July 1st, 2026 through June 30th, 2027. And also the agreement with the Viking Ambush baseball agreement effective April 9th, 2026 through April 9th, 2027. Can I have a motion? I'll motion. Second? I'll second. Can you just talk about Yeah. Which Yeah, which ones would you like to speak on first? >> all of them. You want to >> the line. Okay. Just Yeah, that's it. During During discussion period you can always feel free to ask me to
elaborate on any of those. So, the ESC service agreement. So, an agreement with the Summit ESC. We have to belong to an ESC as a school district. Uh the Summit ESC, they give us a list of options that we can purchase purchase time for them. We purchase some audiology time. We purchase some curriculum specialist. We also purchase a gifted intervention specialist. So, we purchase I think 30 days 50 days, sorry. 50 days of the gifted intervention specialist. Uh we'll purchase in the future six six days of the year curriculum specialist. And also we do have some purchase agreements for our treasurer's time and also the uh we have a person that takes care of our um truancy mediation and so forth. So, that is just us agreeing here's what we need from the ESC and
then they charge us for those X mod days. Okay. The Go ahead. The um so it seems like the bulk is the gifted, right? With the 50 days, that's the bulk of the the purchased service time. Is how do we come to the calculation of number of days needed there for that? So that's that's one that I just kept the same number as in the past. And so the intervention specialist or gifted intervention specialist she'll do she'll work with some of our group, she'll coach, she'll work with some of our teachers. Some of those 50 that are those 50 days are also for instructional planning purposes. And then um she'll also write our our webs for those individuals, those those plans for students that are identified gifted in some of those areas. So that was
just me maintaining, speaking to her directly, and asking her if that was the appropriate amount of days, did she see us needing more or less. And she asked for us to to continue with that number of days. Uh some of the other areas that we've decreased some of the cost this year we we purchased I thought 12 days, but that seems like it was just 10 days for testing coordinator from from the ESC. Uh next year Mr. Ballinger is going to assume the testing coordinator. We purchased just two days of her as a as a kind of like a mentor while that the he shifts into that that role as a testing coordinator. Some of the anticipated cost rises they have about a 5% increase overall with the ESC. And so we'll see a little
bit of difference, so number of days have decreased for us, but their costs have gone up, so I anticipate it's going to be pretty close to about the same as what we've paid in the past. You answered my next question was was there any cost increase, so you covered that there. The preschool agreement, so you know, we agree that they will oversee our preschool, our integrated preschool, which is a half-day preschool. The integrated preschools are designed to provide interventions for our students with disabilities that are not school age just yet. So, they're prior prior to coming to kindergarten. Uh in the past, there was and then there was a lot of discussion about full day. In the past, the Waterloo had full day twice a week, and we transitioned this year to half-day uh 4
days a week. So, uh this this allows the students to get the early intervention more consistently over 4 days, more of an academic focus over that 2 and 1/2 hours. When you do a full day, you lose some of the instructional time due to, you know, whether it's lunch, breakfast, or kind of like a recess or nap time, things of that nature. Uh recognizing though that can be very challenging for families doing a half-day. So, that's one of the tradeoffs you know, to this, but uh you know, integrated preschool is intended to to really service the students with disabilities prior to coming kindergarten in the system, you know, with uh being successful once once they're within our our school. And then the last one is the Viking Ambush baseball agreement. That one is just a
somewhat of a continuation of the conversation that was at the last board meeting. That one of the groups broke off from the the uh youth league and just asked for a separate agreement so they could practice their their athletes, you know, at uh Grace, a scheduled time, you know, on our fields. It just says one date, April 9th, April 9th. So, I guess That's one year. Oh, shoot. Shoot, Louise. I was like, this is one year. The reason I know that is because when I when we had our like >> Thank you. Mr. Bennett Yes. Mr. Moon Yes. Mrs. Witten Soldner Yes. Mr. Barton Yes. Mr. Wise Yes.
