I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Uh we're going to recognize the visitors that we wish to speak and we don't have any. So, no one wants recognized. Uh we'll move on to roll call. >> Mr. Wise >> here. >> Mr. Moon >> here. >> Mrs. Whitner >> here. >> Miss Barton >> here. >> Mrs. Bennett >> here. >> All right. It is recommended that the Waterl Board of Education adopt the following agenda for March 12th, 2026 regular meeting. >> A motion. >> I'll second. >> Ryan, >> Mrs. Bennett. Yes, >> Mr. Moon. >> Yes, >> Miss Barton. >> Yes, >> Mrs. Whittenholder. >> Yes, >> Mr. Wise. >> Yes. >>
Uh, president's report. I really don't have uh anything. I I don't know if we talked about this last time and stop me if we did, but I wanted to mention Greg Dugan got uh we recognize him last time >> for retirement. No, for his uh lifetime >> for a lifetime achievement. And >> I can't remember if we did or not, but if we didn't, I mean, I had Greg as a teacher and a coach and he was a big part of uh my time here at Waterlue and a great guy that I still see on a timely basis outside of outside of school and uh a great teacher and uh congratulations. welld deserved on on that. So, um I don't know if we talked about it last time. If I did, again, I apologize, but
I thought that was worth mentioning. So, that's I know we had uh we had a wrestler. I don't know how how did she do it? She came up short of qualifying for state, but uh she represented water extremely well. I'm very proud of and we're all proud of her. That's awesome. Um, is that the first uh >> She's our first girls sectional champ. >> Yeah. Cool. >> And um, you know, she went two and two at districts and was two matches shy of. >> Yeah, that's awesome. >> So, very proud of her. >> What was her name? >> Haley. So, congratulations, Haley. So, that's awesome. U, that's all I really have. All right, superintendent report. Just a couple things. Just as a reminder, we're going to have the Brian Preeter field dedication for baseball on
March 30th where Brian will have a chance to throw out the first pitch and uh we'll be able to celebrate his, you know, one of the things that his passions and he gave a lot to our district and 36 years of of service uh as a board member. The other thing I threw on here is a board retreat, which is something that we've kind of talked about in the past and see if the the board would be interested in doing so. There was a more recent training at the ESC which some people attended kind of get some background information. But uh we have the opportunity to do something the ESC would lead which would be a board retreat if if we want to kind of work together as a as a group of seven and
kind of develop what are those expectations you know for us to work collectively and to to move forward in a very successful fashion. So if the board is interested in that, we could set up two evening uh sessions probably I would think about three hours a piece in April probably one or two weeks apart and uh you know see if that's something you would like for me to set up you know with the ESA. >> Yeah, I think uh that's something we should discuss now I guess right. So what's everyone think about that? We have >> Absolutely. >> I think so too. >> Yeah. >> Okay. So, is there a certain day that works best for people here? >> I can't do Monday and Thursdays. >> I have something. >> How's Tuesdays and Wednesdays looking
for the rest of the group? >> That should be good information. >> Yeah. >> All right. I will reach out to the summit ESC and seeing what we can get scheduled. I would think probably like a a five to eight. We'll make sure that there's food available so no one gets >> damaged. Yeah. >> And we can uh enjoy each other's company as we work through some of these things and establish some good good uh practices for us moving forward. Thank you. That's it for superintendent report. >> All right. uh high school and uh junior high principles report. Yep. >> Tyler. >> Um so first thing I have is just to uh congratulate one of our students. Uh Ben Phillip was uh selected as the junior of the month uh for February at Maplewood. Um
so out of all of Maplewood, Ben got selected. Um he's in hospitality services. Uh I actually got to work with him a little bit today. There was a a visit uh set up with Maplewood uh and going into some of the labs with some of our kids. That's why I'm dressed down. They said you might get messy, so I apologize for that. Um our Washington DC trip uh departs next week. That's on the 19th and the 20th. Um there have been uh some uh concerns just expressed about safety uh given recent geopolitical events. Um, you know, the the company has uh stressed to us that they're in, you know, weekly communication uh with the Department of Homeland Security and with the DC Parks uh police if there was, you know, any credible uh piece that
they would postpone the trip um if they were getting any of those any information. Uh they have upwards of 20 other schools that are going on trips that started a few weeks ago and they run through May. Um so, you know, they stressed that to us. Some parents were concerned, hey, we should postpone, and that's something the company would do if if that situation presented itself. Um, but right now, it seems like everything is good to go. Um, and then lastly, uh, we're continuing to work on our master schedules. Uh, students have mostly completed their requests. Uh, so now we're working on optimizing the schedule and how that runs throughout the day, who teaches what when. Um, so it's as efficient as possible so we can get kids in as many of their requests as
we can. Um, and you know, working on some other changes and things like that that I'll I'll I'll share a little bit later. We're trying to work out some kinks and see if they things work, so I don't want to announce those before before they happen. And that's my report. >> All right. Thanks, Tyler. And elementary school report. >> Hi, everyone. Uh, one of our DT initiatives is combating chronic absenteeism and the building has recently begun their attendance rally where grade levels are competing with each other to have 90% attendance uh for the month. The overall building goal is 80% but we are happy to report that all of our grade levels are meeting the 90% attendance rate and leading grade levels at the end of the month will get a chance to duct tape
the principles to the wall on the day before we leave for spring break. Um, another fun thing going on is the Waterlue PTO has started an afterchool book club for students in grades four, five, and six. It started yesterday and they will be meeting every other Tuesday. We are very proud to say that there were 19 kids yesterday led by Mrs. Barton and Mrs. Vari and a few of our teachers, Mr. Turner, Mrs. Heppy, and Mrs. Rugan were also participating. And lastly, we have several students competing in the math 24 county tournament tomorrow. And we know that these two students from each grade level four, five, and six will represent Waterlue. Well, that's the elementary report. >> All right. Thank you guys. Uh Liz with the legislative report. Um, so House Bill 10 goes into
effect in March and we got all of this in our board packet. It prevents the purchase of food misbranded as meat or eggs. So no fake meat and eggs. Um, and that's all in our policy update, too. Um, so some things that are happening that are not in effect yet. So House Bill 25 is called Fostering Student Success. It has passed the House and moved to the Senate. It requires state agencies and public schools to support local foster care education liaison. So to disseminate relevantformational resources and scholarship opportunities in like the analysis it says that most schools probably already have some in place doing this but it would become um would become that you have to um house bill 437 the healthy cardiac monitoring act passed the house and moved to the senate. This prohibits
any athletic participation without a physical exam, which kids already get physicals, but now the Department of Health would create a new revised participation form, which would have to be completed by doctors, and this is in addition to anything from the OSAA. Um, Senate Bill 144 has passed the Senate and is in the House. And this would change EDI educator license bans. So, this would go back to pre2023 where the bands were pre-K through 5, 4 through 8, 7 through 12. Um, so that all changed with House Bill 133 in July of 23. So, we'll see if we go back to pre23 times. Um, Senate Bill 19, this passed the Senate, is currently in the House, and this is about academic intervention in math. And this is lengthy. Let me find my So basically the thing
I wanted to take from it is that they would begin requiring student math improvement plans which we already have reading improvement plans which we already have students at Waterlue on these plans. And then this would also be the same for math. Um and it would require districts to provide um academic intervention system and tutoring free of cost to the students and parents. Um and they would you would have to be on this plan if 51% or less of your district students take the third grade math achievement and have attained at least a proficient score. So it's only it's just passed the house. It passed the Senate is in the house. It's not yet, but I think it's interesting because we already have reading improvement plans. So, this would create math improvement plans. Keeping it going
legislation. Um, House Bill 355. This is in regard to the operation of public schools and the Department of Education and Workforce. And this is like so big. Um, there's so much and it has passed the House and is in the Senate. I think the thing that I I took from this that we would follow is that some EMIS guidelines change and also the state report card regarding the early literacy component could change. Um namely that now that it would be not the student that your score would be based on not the students passing the guarantee but the percentage of students who are not meeting it. Um, but this is very lengthy and there's a lot happening, but it's not um hasn't it's just still working its way. Um, House Bill 123 is about excused absences
for 4 and FFA programs. Um, this is still in committee, but I brought it up because we've been talking a lot about absenteeism, and we just just brought up this. Um, this would permit administrators to mark students as excused for participating in any of these activities. But I bring it up because excused absences are still considered absences and still are if you chronic absenteeism is if you miss two to three days a month or 10% of instructional time. So even with excused absences for things like this or athletics or um clubs, it still counts as an as an absence towards your absentee score for and if you watch the state of the state um it's a good segue because Governor Dwine talked about this and he says starting April 15th there will be this statewide
dashboard that's updated weekly that um everyone has to add to with and it will track attendance across the state. Um other things he mentioned in the state of the state he was really people were very excited about house house bill 304 which is only in house committee it's not passed anything but this is a thing that would require K through8 students to receive 30 minutes of recess twice a day except when they have PE which um is interesting and fun and everyone wants but also like what has to give to get an extra 30 minutes of recess. So something to follow. He mentioned cell phone policy and highlighted a school in Pickaway County that has banned cell phones completely. All students keep their phones locked in pouches and DeWine has encouraged the legislature to continue
work on this. Something that I as a board member have talked to several parents about. Parents have reached out to me about cell phone policy. So, continuing to talk about that. And other things he mentioned in the state of the state were the uh principal apprentice program that they're trying to do, which would partner aspiring principles with veteran principles for a two-year mentoring program. Interestingly, but not surprisingly, he did not discuss any of the property tax legislation changes in the state of the state. Um, but that's it for now. >> Thanks, Liz. >> Um, Maplewood, no Maplewood report tonight. >> Oh, she texted me. She's not wasn't able to come, but I don't get any updates. >> We'll get one next next month. >> Yeah. >> All right. Any new business, guys? Um, just briefly,
um, I was I I mentioned this to Frank, I think last week or something. uh we don't have to talk about it in depth now, but I just wanted to kind of float the idea is I'd like to try to more formally come up with a way to make space maybe at the beginning of our meeting to formally recognize standout students whether it's academic or um um athletic and actually you know some some way to invite them in and actually formally recognize them as a board if that would be something you guys want to discuss in the future. Haley would be a perfect example. So it was a nice segue that you discussed that earlier is you know the first girls sectional champ from from water right. So how can we you know make space
to you know honor our students in the way that they deserve to be honored and recognized and celebrate them. So we don't have to talk about it now but I do want to float the idea for future. >> We can talk about it now. Now is perfect time. So um yeah we can do that. It's I I'm all for that. Um I think all five of us would agree. I would I would think would agree. I won't speak for everyone, but I think what we would need is some help from Tyler and Mary and Julie and Frank. >> Yeah, we would definitely set that up for you >> and we can put it in the president. I mean, the president's report is probably the natural maybe place for it to go or in that section,
I guess, is what I'm saying. So, yeah, we can I I'm all for that. Yeah, I'd like to, you know, we can formally, you know, invite them and their family in, recognize them, honor them, and then they don't have to stay for the entire meeting, but then they could go out about their evening. But I think >> to lots of board meetings where that's happened that's really cool. Like the the pep band played one time after they did something that was awesome. >> Yeah, I'd like to make space for that. >> Yeah. So what I mean because we've seen this be very successful in other other boards. We could technically nominate an elementary, a middle school and high school student, draft up something from the principles, read that to them and you know call it
the Viking, you know, Viking award or or something that I would like to see maybe like uh an academic and athletic and like a citizenship type. And >> maybe we can have our own the board like some sort of certificate to give to >> Yeah. >> Okay. >> And there's just a lot of great things that happen, right? And we we mentioned in passing and and things like that, but I think it would be a great opportunity just to recognize them more officially in some capacity. >> I think we have all discussed, you know, getting the community more involved in in this process can only uh help our cause. Mhm. >> Um there's five people here tonight. So, you know, anything we can do to get more community participation would be uh ideal. >> So,
how many ideal and and I think it might be a good place to also include a staff member. >> I think that would be a great idea. And we don't if we don't have them every month, maybe we do a a per grading period in terms of like maybe sections, but then if like there's an opportunity like Haley, right, that it really deserves an opportunity that's a really unique standout great situation >> or we have the opportunity to do something every month. Just what does that look like? Right. I I think the principles and and Frank would be able to I I I'm sure there's tens of great students every uh month, but you know, some months you might have one and some months you might have five. I don't you know, it doesn't really
m I don't think it really >> Yeah. >> matters. >> Okay. So much to us. If if you're okay, we'll try to make it about four students, one staff member, >> and uh kind of hit I like your idea of the academic athletics and citizenship. >> You know, we can we can uh work on that. Any name that you particularly like to call that recognition? >> Sure idea. Sure. Maybe. >> No idea. Let's let's think on that and we can talk about it. Um, but I just wanted to at least make space for that because we have a lot of great things happening. >> How many how many people are going to put it in chat GPT and ask what uh will be a great name for it after this? >> Well, thank you guys.
>> Yeah, it's a good idea. Thank you. Anything else? >> Speak now. Okay, Frank, the superintendence report. All right, >> for business, sorry, >> superintendent's business. Letter A is to recommend and improve the participation and open enrollment policy for the school districts throughout the state Ohio for the 2627 school year. >> All right. Do we have a motion? >> A motion. >> I'll second. >> Ryan, >> Mrs. Bennett. >> Yes. >> Mr. Moon. >> Yes. >> Mrs. M Whitten Soldier. >> Yes. >> Miss Barton. >> Yes. >> Mr. Wise. >> Uh, yes. >> I kind of want to discuss. >> Yeah. I think we should say something here, though. We're We're Yeses. Uh, we've talked about enrollment. Obviously, we want more kids, but we also have to be uh I think where you were going
with it was >> we can't be hiring teachers because we have three more kids from that want to come into the school and I think that was why we went away from it before. >> So, there is some protect in our in our open enrollment policy. there is some protection for us to establish parameters for class size as a disqualifying factor for open enrollment. uh we have like first come first serve there's an application period of time if you don't make it we don't include you also if we don't offer those services you know that would be it you know for that particular student you know that could be a you know I'm sorry or the other one is for a student that has been expelled or suspended for 10 or more days that's another
disqualifying factor for open enrollment so the we do have some leeway. We haven't really discussed what those parameters are for class size. You know, I I'm not aware if that's been done in the past and there's at certain levels. Um >> did we have closed enrollment before? >> When? >> Well, when last year we just we went away from it because they were trying to eliminate the preschool or something, didn't they? Or there >> no we had open enrollment. We have how many open world kids? >> Something going on. There was something changed. kindergarten. I think you were considering it because of >> the class >> three teachers and two teachers thing. That was one of the conversations you might had last year. >> Okay. >> And I I think that's the concern. You don't
want to have to hire a new teacher because you took in four kids from outside the district, you know, because then it would be a net it would be a net loser for, you know, financially for the district. >> So that's the concern. So, just kind of making to highlight for those keeping track at home, we're just we're trying to be fiscally responsible with the open enrollment policy. So what I can do is I can work on that aspect of our policy and just kind of give you a general idea of what we're thinking for class size which would close off a particular grade level prior to us starting the open enrollment period of time. >> Y >> I I I'm a yes, Ryan. I don't know if we got that far or not. I
I'm pretty sure you said yes, but I wrote you down. >> Should we re revote after that or are you good? >> We're We're fine. >> Okay. So, the motion passes. >> All right. Letter B is to recommend to approve the following agreements. Participation in an OSHA for the 2627 school year, Ohio High School Athletic Association. uh Youngsttown State for student teachers and education alternatives for student transportation for the 2526 school year for one particular student that we're working with. >> A motion. >> I'll second. Well, can we can you just just can you talk about this a little bit just for people that don't know what this the Youngstown State this is just for us to accept student teachers from Youngstown? >> Yes. It's just an agreement between us and Youngstown State that we
will take student teachers that are placed here. Actually, I'm not sure we have anybody at this point in time. >> So, so if if we do take one at some point in time, we have this agreement for this year. The OSA is self-explanatory, but can you just talk about the third one a little bit for anyone that is curious? >> Yeah, educational alternatives. um that is a a school an alternative school for uh students that we might not be meeting their needs here at Waterlue and they you know we work out and they have an alternative placement and uh you know do they do an excellent job over there and there's an education alternatives in I think Kent area there's one in Springfield there's other schools such as LEAP we've had students at as well
um kids first you know I'm sure there's been students in there in the past so this one is just about a transportation where in lie of us transporting that particular child we've contracted with their organization to transport that child to to that school >> thank you >> Mrs. Whittener >> yes >> Mr. Moon >> yes >> Miss Barton >> yes >> Mrs. Bennett. >> Yes. >> Mr. Wise. >> Yes. Uh motion passes. >> All right. Letter C is a recommended to approve the following contracts. Alexis Lens, elementary school intervention specialist. So be a bachelor step zero effective March 2nd. Deborah Parr, cafeteria assistant, step zero effective February 23rd. And Brady Jones, high school social studies master step five for the 2627 school year. Uh, we got a motion. A >> motion. I'll second. >> Before
we see Brady over there, I want to say hi Brady. >> Hi Brady. >> Congratulations. >> I'm so excited for you. My >> We all are. >> Daughter had you for a sub and she was like so thrilled that you were going to be a teacher now. >> And uh Brady's been with us this year in a substitute role. He's going to fulfill that role of Mr. Dugan next year. and you know he's done an excellent job and we're very excited for him. Former Waterlue graduate coming back and you know walking the halls. He's coach currently coaching two sports and I I think he anticipates coaching two sports next year too. So wellrounded awesome >> young man. >> Mrs. Whitolder. >> Yes. >> Miss Barton. >> Yes. >> Mr. Moon. >> Yes. >> Mrs. Bennett.
>> Yes. >> Mr. Wise. Yes. Motion passes. >> Letter D is to recommend to approve the retirement of Cynthia Cooper Cook effective July 1st, 2026 after 24 years. >> A motion. I'll second. >> Congratulations to her. >> Good. Right. >> Uh Mr. Moon, >> yes. >> Mr. Wise, >> yes. >> Miss Barton, >> yes. >> Mrs. Whitten Soldier, >> yes. >> Mrs. Bennett, >> yes. Motion passes. >> Letter E is to recommend to approve the resignation of Zachary Rogers, spring weight room advisor, effective March 2nd. >> And we're doing this or can we get a motion? >> I'll motion. >> I'll second. >> Uh we're doing this because um we had a resignation. Correct. >> Yeah. So, so Zach recognized the the inability to do the weight room also at the same time of being
the baseball coach. So, he's he's got a lot of time invested in being the head baseball coach. >> Awesome. >> Mr. Moon, >> yes. >> Mrs. Whittenholder, >> yes. >> Miss Barton, >> yes. >> Mrs. Bennett, >> yes. >> Mr. Wise, >> yes. Motion passes. Letter F is recommend to approve the paying of the following individual the rate of 1334 per hour during the long-term substitute a position beginning the first day of that position. KC Corp. >> A motion. >> I'll second. So some questions about this. So we are going back to this is retroactive to believe October 27th I believe when she started she fulfilled a long-term position for one of our staff members on leave and she was uh went through the interview process and hired by our principles after that posting. Okay,
>> Mrs. Bennett. >> Yes, >> Mr. Moon. >> Yes. >> Mrs. Whitten Holder. >> Yes. >> Miss Barton. >> Yep. >> Mr. Wise. >> Yes. Motion passes. Letter G is recommend to issue the following substitute contract to the following effective with within the 2526 school year contingent upon full and complete compliance with the state of Ohio and the Waterlue Board of Education eligibility criteria. Zach Rogers for classified and and Bradley Norris for certified. >> Motion second. Anyone? Brian. >> Mrs. Bennett. >> Yes. >> Mrs. Whittenholder. >> Yes. >> Miss Barton. >> Yes. >> Mr. Moon. >> Yes. >> Mr. Rise. >> Yes. Motion passes. >> Okay. And letter H is the recommend to issue supplemental contracts to the following for the 2526 school year contingent upon full and complete compliance with the state of Ohio
and the Waterl Board of Education eligibility criteria. McKenzie Webb, assistant girls wrestling coach and Joseph Hickin for assistant boys wrestling coach effective January 1st, 2026 for Joe. >> Can we have a motion? I'll motion. >> I'll second. >> So on this the Joseph Hickin, just to clarify because there are some questions about this uh to clarify, Joe was on the board prior to uh January 1st, so he could not receive a contract. um which when he took the job he knew that but they had the position open he was filling. So they thought it was right that they now give him the money since he's no long give him prorated the money since he's no longer on the board. So >> So we have we have two stipens for high school for boys and two
stipens for high school for girls. That was aou that was created last year, you know, for that position. Bill Jackson is the head girls wrestling coach. Andrew Young is the head boys wrestling coach. Um, and McKenzie is the assistant girls wrestling coach. She's done a fabulous job, you know, with with wrestling and also uh with soccer. And then Joe has assisted with the high school running some practices periodically and also assisting with the middle school and the youth programs. Uh Coach Young asked for that stipen to go to to Mr. Hickin. >> Yeah. Just wanted to clarify what the reasoning was for that. Um Go ahead. Right, >> Mr. Moon. >> Yes. >> Mrs. Bennett. >> Yes. >> Mrs. Whittenholder. Yes, >> Miss Barton. >> Yes, >> Mr. Wise. >> Yes. Motion passes. >> Letter
I is a recommend to approve the payment of the athletic fund to the following athletic support staff for the boys sectional basketball tournament on February 23rd, 2026. The athletic fund has been reimbursed by the Northeast District Athletic Board. So those following in individuals, Bonnie Huth, Patty Niti, Brandy Franco, Baron Worbeck, Brenda Fla, and Carrie Dennison. And their amounts are associated to the right. >> A motion. >> I'll second. >> And I I did talk with Frank about this just to be clear is like this is not money that's coming out of our funds. This is money that's being reimbursed by this associate, this board. that way it's not a direct fee that's being paid by Waterlue. Um so just wanted to bring that awareness to anybody who might be listening. >> Thank you. >> Mrs.
Whitoldman. >> Yes. >> Mr. Moon. >> Yes. >> Mr. Wise. >> Yes. >> Mrs. Bennett. >> Yes. >> Miss Barton. >> Yes. >> Motion passes. >> All right. Letter J is to recommend to approve the following policies. We have first reading in January of these policies and now we're we're uh adopting those. So 1.02 the membership and election of board of education 3.16 alcohol and drug abuse testing policy for employees performing safety sensitive duties. 6.33 student health services and first aid 6.42 transportation of students in board owned vehicles 6.53 overdose reversal drugs 9.23 23 expense reimbursements and 10.03 title 9 grievance procedure employee and student. >> I'll motion. >> I'll second. Um, anyone else any questions or anything? All right. Go ahead. >> Mr. Moon. >> Yes. >> Mr. Mrs. Whittener. >> Yes. >> Miss
Barton. >> Yes. >> Mrs. Bennett. >> Yes. >> Mr. Wise. >> Yes. Motion passes. >> All right. Letter K is a recommend to review the new and updated policies. 1.11 Board of Education meetings. 1.14 formulation amendment and dis diss. Oh my goodness. Sorry. Dissemination of update of policies. 6.03 03 academic acceleration early entrance to kindergarten and early high school graduation 6.11 student attendance 6.54 artificial intelligence 7.37 NIL personal branding rights 930 prohibition against purchase of certain foods and 10.05 complaints of sexual harassment. A motion. >> I'll second. >> Any comments, questions? >> When I was reading the one about um the attendance, I thought it was interesting that you were considered habitually absent. Then you weren't you were no longer allowed to drive. But then would that just exacerbate absenteeism? Now that's like removed. So
hopefully that was >> Yeah, because we don't have high school busing, right? >> Yes. >> So that would probably exacerbate the situation. That makes >> sense, Liz. Thank you. Yeah. Um, anyone else? >> Ran. >> Mrs. Bennett. >> Yes. >> Mr. Wise. >> Yes. >> Mr. Moon. >> Yes. >> Mrs. Whittenholder. >> Yes. >> Miss Barton. >> Yes. Uh motion passes. That concludes superintendent's business. All right. Treasures business. Ryan. >> Uh like to recommend to approve the February meeting minutes. >> A motion. >> Second. >> Sorry. >> Mr. Moon. >> Yes. >> Mr. Wise. >> Yes. >> Miss Barton. >> Yes. >> Mrs. Bennett. >> Yes. >> Mr. Whitten Solder. >> Yes. recommend to approve the February financials. >> I'll motion. >> I'll second. >> Uh, Mr. Moon, >> yes. >> Miss Barton, >> yes.
>> Mrs. Whittenholder, >> yes. >> Mrs. Bennett, >> yes. >> Mr. Wise, >> yes. >> Motion passes. >> Uh, recommend pursuant to board of education policy 9.24. The following items are no longer needed for school purposes and may be disposed of in an appropriate manner. Old girls basketball uniforms, two sets. >> I have a motion. I'll second. >> And when you say two sets, is that two individual uniforms or two sets of full uniforms for a team? Just out of curiosity. >> I'm pretty sure it's two full sets. Probably a home and away or something along that those lines. Okay. Any else? >> Mr. Moon? >> Yes. >> Mr. Wise? >> Yes. >> Mrs. Bennett? >> Yes. >> Mrs. Whitolder? >> Yes. >> Miss Barton? >> Yes. >> Recommend to approve the following appropriation amendments
um listed below. >> I'll motion. I'll second. Any questions from anyone? >> Mr. Wise, >> yes. >> Mr. Moon, >> yes. >> Mrs. Whitenolder. >> Yes. >> Miss Barton? >> Yes. >> Mrs. Bennett? >> Yes. >> Motion passes. >> I recommend to approve the agreement between Waterl School District and Waterl Youth Baseball Softball Association for the use of district baseball and softball fields. Recommend. This agreement would remain in shallower remaining in effect for a period of three years commencing with the 2526 school year. May be extended or dissolved by either party within a one-year written notice. >> I have a motion. >> I'll motion. >> I'll second. >> And it's something we wanted to talk about. >> Yeah, this is something we wanted to talk about, but this is where we do it. So um
so prior to this board of education, it was brought to us I believe in September of last year that it would be helpful um for boys and girls youth softball and baseball if they could have access to our field fields. Um the reasoning the reasoning was because the fields that both communities use Atwater and Randolph are in Randolph and oftent times in the fall they have tournaments on it and the older kids especially so like we're talking sometimes high school age kids or 13 14 year olds can't get access to a field large enough for them to practice or play on uh in the summer and early fall. Um so the suggestion was obviously we have two fields here that aren't getting used all summer long. Um would it make sense to let them use
it? And at that time we kind of discussed it with our facilities manager and she kind of I think hammered out an agreement. Uh basically, right? So, >> last year, it went really well. very respectful and I mean the agreement is you know we talked with baseball and we can sign the agreement but there's still discussion on the field obviously sports priority you know we're not going to jeopardize any sports but we're done with varsity sports the beginning of Yeah. So, I guess my my my two cents is the community pays for the baseball field, pays for the softball field, pays for these facilities. So, my thought is um they should be allowed to use the building and the facilities. um you know their tax dollars, your property taxes pay for all this and just
my feeling is if we say you can't use these facilities, it's sort of a slap in the face to the people that are funding it. Um >> is there concern with I know that there's donations in that for fields, sand, dirt, whatever. Is there concern that the use of that's going to cause additional expense to us because we are um I don't know what could happen but I mean >> not really I mean the allows they don't have school boards at some point they're making money off of something they want to donate to our athletic program. If we have a need to upgrade something in the field, of course, we're going to, you know, reach out to them and ask them to help us do that. But I don't perceive them using the field it
help us. Yeah, it says here too that they will be obviously they they can use the equipment, but then if something happens to the equipment, they're responsible for maintenance and dollars to to fix any or replace equipment. Um they have to provide their own lime and paint. Um and that um there's one more here. I lost it. Okay. So, it's damaged equipment providing their own line. Oh, and the cost of fuel. So, they're allowed to use the gator um and drag. Uh but essentially, they have to also pay for the cost of fuel for those things, too. >> Yeah. >> I I think maybe it would be helpful too to put in, you know, I don't as a board I don't know how we would do this, Ryan. Maybe on can we amend this that
you know school activities take priority? >> It's already in there. Yeah. >> Um I think it's in section >> Oh, okay. Gotcha. Gotcha. Gotcha. Gotcha. Yeah. In the actual agreement. Yeah. >> So, I just >> say I just read it somewhere. >> I just had a parent call me about this today um that is involved in youth sports that had a bunch of questions about it. Uh, and their biggest question was that they didn't know anything about it until they saw the board agenda. So, they were just curious about it and they had questions that I couldn't answer. Um, there were concerns that soft high school softball and baseball don't end typically until the end of May if there's tournaments and the contract says spring use. So, that came up as an issue. Um, but
you typically be done by Memorial Day. Um, are we allowed to So, Ben came from the >> Yeah, absolutely. >> Yeah. So, my question was something that you said was that there might be a different team playing that has different insurance outside of WYBSA. And I think it would be helpful if the board insurance. >> So this separate >> Yes. >> As long as they have their own insurance, but the teamic special. >> Okay, so that was like my what I was confused about was that we talked about really the baseball field specifically can only be used by kids that are going into high school based on like how the field is set up. And so also you said that Waterl Youth Baseball does not use a mound anyway. So I guess the team that
would be using that isn't with this. >> Okay. Um, >> okay. our baseball coach. Do you mind if I >> Okay. Um, so when did you as our head baseball coach learn about this? >> About it about 6:30 last night after practice. Did not know. I knew something was in the works. I did not know that it was had been sent out or anything like that. Um, the first time I read it was about 7:30. So I agree that I want the community to use everything because I think that community is paying for it and I think it's important that our kids experience this place and they can you know if they want to become high school athletic in athletics that's great but I just wish that there was better communication around things. Well, that's
kind of what the board meeting's for, though, is to have the discussion about the agenda that's on the >> Well, I mean, just like in >> we can't communicate outside of the >> but not the board. Not the board. More like you know, youth baseball talking to our baseball coaches or talking to our athletic director, stuff like that. That kind of communication so that we are like one big team kind of and working together. I guess my only the only the only thing I would say is he, you know, when the baseball season's over, he's not going to be on the baseball field. That's when they're going to be using >> right >> so I have damage I mean it's going to be control just because they're signing doesn't mean they're going to use it
in March or April or they might not even use it at all this year but the option is And it's not necessarily an agreement like the football one where they changed all of their games to have here at the school. This is if they need to schedule some games or as the season goes on ball, you know, >> so it wouldn't be like practice. It would just be specifically for games or is it for >> has to be has to be scheduled. And I think I think one of the you know I hear what you're saying with the communication for us it was communicated can we do this it was asked to the board can we move forward do this and so it was directed to Barb to create a like a contract for it
being possible we don't have to say yes just because they they say hey we wanted these days it's really a you have now a policy in place or to go to Barb and Carrie can we use it on these dates? And Carrie and Barb, myself, we have the ability of saying no, that does not work. Um, the communication piece, you know, really, you know, to them, they, you know, that wasn't communicated in their own group really well and that's I think what's led to some of the >> So that's what I was going to like when did you hear the vice president of Water Youth Baseball? >> So also the person that is the vice president of this organization. I guess that's where >> even so the president knew about it though. >> Okay. ourselves.
But as far as goons, >> yeah, I I'm not unsupportive. I just wish we all communicated better in this building sometimes, even if it's not like that's in the rule. like if even if it's not like I think it's good faith effort and builds community within the school if we kind of if that is communicated >> I would just like to say like so ba basketball for instance and we're talking about sports that are happening at the same time like on any given week night here we have may have a high school game going on in this gym and we may have seventh and eighth grade practicing down here and then after that's over. We have a myriad of little kids coming in to do their practices and it's I mean sometimes there's scheduling conflicts
but it's never once been a scheduling conflict for the seventh or eighth grade or high school teams or the fifth or sixth grade which are considered part of the school program. You know the I don't this won't be any different. you know, we're we're more than they're more than capable of keeping track of who's >> in in our community >> who's coming and going. >> Yeah. Our communication would be if now they put in a building use or put in like for use of that facility. That's when we would communicate with the people that are involved in it. >> Is it a building use for every game or no? Is it just like if if they want like would they schedule it with you when they schedule with the school? Is that just schedule? Okay.
So, >> these are the dates. >> Well, the reason we wanted to have this on this month would now have this place. So, while they're working on their schedule, it's just going to be like a phone conversation with K and I. This is what we potentially want to have through this. So it's not for something like this. It's not for every single game because this is >> just like done in >> Yeah. a little bit schedule, you know, but like if somebody just wanted to use something. >> So if just say the high school um coach says, "We're going to need another practice this week. We're behind on whatever catching whatever it would be." He'd have to make sure they don't have the field for some reason because they already asked you. >> Yeah, >>
right. But if you scheduled something today and he said we need to practice tonight >> as far as baseball goes. last night there's not a single team that plays on that field only. So the mound as well. So that's where I think our confusion li was written up and kind of ped all that stuff but there is not currently ailiated team that can legally play on high school baseball which which this is just baseball the softball field get a lot more use however there was another team that was brought up outside of the umbrella um by Adam Brown who could legally play on the field and that's kind of where this also was brought up at least from what was written up and everything you know if there's teams that can't legally play that would
only be one team that's not technically affiliated under the umbrella. So where does that lead from? I kind of feel like that we start letting teams not affiliated with our youth association onto the field. What do what does our community and programs gain from that starting to happen? That makes sense. >> Does that go back to the insurance thing? They have to prove they have insurance because they're not affiliated with the >> Yeah. Yeah, it's already >> funraising, you know, just anybody else. So, yeah, we're only scheduling things. I would know Who's responsible for the kids that are that parents that bring all their kids and they're running around on the >> football? Okay. >> Yeah. I mean again The facilities here should be as open to the community and you know whether it's water
youth baseball or some guy that wants to start you know because water youth baseball plays is just another league. If somebody wants to start a competing team and call it Randolph youth baseball I mean there they would have to get a building use permit and they can use the field. I I it shouldn't matter who or what organization or whoever it is. If it's a community member and they pass all the uh appropriate background checks, insurance, and can follow all the rules and have an agreement with Barb and the building team, there's no reason to bar people from using these facilities. So, ahead of time. High school and middle school. >> Absolutely. >> Relationships. Open the door to help pay for materials. >> Yeah. compared to this would give us the opportunity to cover able.
>> Yep. Absolutely. Anything else? I appreciate your hard work, Barb. >> Yeah, thank you, Barb. >> And I agree. Anything that can help the community become more involved. I mean, like those clinics, that would be awesome. >> Yeah, >> I'm supportive. I just want us to all communicate. >> But that should have actually been passed down to the new coach just so he's aware. I mean, I don't know where that would have came into place when something was agreement was made. when a new coach comes in, they should be told, "We already have this in place, this in place, just for your reference for future." I mean, I don't know where that starts, where that comes from. >> The the communication breakdown, I mean, we're communicated to do the contract. Really, where a lot of
the communication broke down was within their league. That's they they had to, >> you know, I know they're getting upset at us, but we were we were instructed just to give a contract so they can act and they can ask for permission to use. >> So that's where a lot of the breakdown was made >> out outside of our the >> Yeah. Um, >> Mrs. Bennett. >> Yes. >> Mr. Moon. >> Yes. >> Mrs. Whittens Holder. >> Yes. >> Miss Barton. >> Yes. Mr. Wise. >> Yes. Motion passes. >> Like to recommend to approve the amounts and rates as determined by the budget commission for school year 27. >> A motion. >> I'll second questions. >> Ryan. >> Mr. Moon. >> Yes. >> Mr. Whitten Holder. >> Yes. >> M. Spartan. >> Yes. >> Mr.
Bennett. >> Yes. Mr. Rise. >> Yes. Motion passes. And if no one has any anything else, we're going to adjourn at 70. >> Did you push my button? >> I turned it on. I wanted your voice to Thanks for covering me. >> Yeah, I got your back. >> I got you. Yeah, >> you want me to walk away with it. >> I was I was going to say I knew you got that. >> Can you give me your pen? Can someone have a pen that works? >> Oh, I signed I signed 400 checks today. >> Well, I could have done that. Pain. sign Joe's Joe's check.
