001[Music] thank you you guys yeah sure whatever you want Kyle sure um do we want to move uh the underdressed guy up so you can get out of here no you sure I mean I have I don't have I mean you guys have any issues are you in the middle of a scrimmage we haven't started yet so I left but would it be nice for you if you left early and because yeah you can move yourself ahead yeah it's me it's okay with me unless you guys so we have information don't want to break it to you but the kids will probably do better since you're here and that'll hurt your feelings so as soon as you get back there [Music] is he a seventh grader so he's going to get beat up a little

002probably so it's a good point that builds the characters yeah that's a good thing it won't if he's like Henry and Cooper that's true we'll move him right up after roll call you need to roll call and then approve the agenda then let him talk we'll do when we adopt the agenda we'll make the change as part of the comments and then yeah beautiful we're working up a sweat up here is your team any good let's finish top four that's good yeah you should be all right greatest sport going I'd rather watch baseball than any other sport by far it's not even close there's not even a close second no no he loved it in spite of me yeah situational stuff yeah just because people aren't running around like all over the place doesn't mean

003there's not a lot going on we remind me okay we had from from t-ball till eight and then and then we won over 100 games at that age group it was this one team in the whole in our there was one team on our in our Township we had all the kids you know some kids were really good and some kids just came out to have fun and we had a lot of fun with them pretty t-bought last year and I couldn't get my kids to go out on the field without me going with them did you go yeah sure because it was a tackle team they were just scared to like go out on the field and like with people watching them and stuff they were like nah that's not for me okay time

004for The Pledge if we can write this please the flag is in the back of the United States yeah recognition of visitors um see we have Jason free if you'd like to uh stand up and have at it buddy I don't really have anything to say I signed in I'm with Johnson Controls uh we're working with Angela on formulation Grant early updates to the school district so I missed your first support any questions yeah and I'll explain more about the resolution and the summary slide of the grant under my report so if you okay great well thanks for coming we appreciate we appreciate the stuff you've done for us so far and hopefully you'll be doing a whole bunch more I hope in a couple months I hope you guys get it terms thanks appreciate

005that yeah okay Mr Grissom you want to go over right I've been on you know I've been coming in the last few meetings and just whistling taking notes and uh I've been a little Disturbed with some of the things I've heard but then this week I actually got on the uh the part of the website and I got really upset so I just figured I had to come I just had to say something because you know I've been concerned about the government schools and you know not going to the other meetings and I brought up the critical race Theory and you said Rick we're not doing that with the teachers the principals get up and talk about social emotional learning which is politically correct word for social for critical race Theory and you know the

006thing that really got me this time was and I kind of know what you're going to say because you've said it on other things is that you just kind of have to do whatever the state tells you to do but I I'm really concerned I was on the website and like I said I um if you go to the website then there's a section then it says the uh Accelerated Reader and the Eric which is the institute for educational science correct education science and some of the books and things that were there that are listed are absolutely unbelievable and and the reason that it bothers me so much is you know I'm a Christian name and in the book of Deuteronomy chapter 22 it says if if a woman shall not wear anything it pertains

007to a man and a man should not put on a woman's garment then all who do so are an Abomination to the Lord and then I go on our website and I look at this and here's what I see all kinds of books and titles about gender and the one that I mean this is absolutely blows my mind and I don't even know sometimes I'm not sure if the Lord knows this is happening because like I said when I said a year ago that you know I wanted to see a history book and they said we don't have history books and the school board said what do you mean we don't have history books so I I kind of wonder sometimes if you really know what's going on if you're just saying yeah the state

008says check this off because here's a title of a book it says it feels good to be yourself a book about gender identity and here's a little synopsis of the book some people are boys some people are girls some people are both neither or somewhere in between now it's written for kindergarten to third grade and that is on the Waterloo website and so I'm you don't know how bad I want to support the school I have grandkids in this school I want to support it but if this is the type of stuff that's going to be available to my grandchildren I I just I can't and I know you say well we're not doing that well I I have to doubt that because it's on your website it's available to the children and the parents

009the other thing that I've you know I I you know I do love my Lord I mean that's number one and I love my grandkids and I love my country and the one thing that I'm I'm a very I never was in the military but I'm a very patriotic person and the I've been asking some of the students friends of my grandkids or different things I said do you guys do the Pledge of Allegiance and they say yeah yeah that's yeah we do it but I said do your teachers do it well some of them I said well about the students and the higher the grade level the less the participation see I am so concerned about that about what's going on and again I've gone through this with you before about the curriculum and

010the different things and who's writing the rules and all the anybody that does any study of it understands that the liberal people are writing all the rules right now that's why all this gender stuff is coming out and I mean I could go on and on and on with things but that's where my concern is that what I would like to hear in the board say we're not putting that on our website and the comment I asked this once before and they go Rick you have to understand we have to do what the state says or they're not going to give us the money well I think I look at it differently you're going to have to do what the community says but we're not going to give you our money and you know I've

011been in touch with my state representative about the the backpack bill and it's in committee and different things down there and I'll be honest I I don't want to see Public School fail but the direction I see it going I I just can't support it so I don't know what what your plans are to stop this liberal thing is taking over this rule but I just once I was on the website and I saw all that I just I said I just can't type it I have to I have to say something so hopefully you folks take the time to look at it and stand up to the state and say we're not doing this so can I ask where you found it on our website yeah yeah if you go if you go to

012well there's two places one is the that Eric yes and and then click on on that and go to the and then it'll break up the search bar yeah it brings up a search park right yeah and then type in gender and you'll get all the stuff that I just got okay so just for clarification it's a search engine so that's not it's not part of our website it's not really our website okay it brings up a search engine um and I I did type in gender and saw what you were talking about but I think that's the difference sir is these are search engines just like Google you know like if I type in gender or Google it'll bring up a bunch of different articles but I think the important distinction is we have

013a teacher in the room that selects things that are appropriate for kindergarteners and I can say with a hundred percent full faith honesty none of our kindergarten teachers are you just utilize a network do any of the students have access to the website not at the kindergarten level okay but also okay for sure I could go on and on like I said I get it so let me let me also explain something else we invest in a program called securely so when our kids are on the Chromebooks a teacher has their laptop and is able to see each student's screen and to monitor what they're what they're watching because gender issues aside like we don't allow them to be on YouTube right and so sometimes when they're researching a child will do what children do

014and log onto the YouTube and watch some videos the teacher is notified and then the teacher blocks that usage okay so so it's not that the kids are looking up on the computer anything that they want and are reading anything that they want it's not it's not what is that search engine on available on your website it's like Google no it's not I mean yeah I guess it is but it but you access it through the school website right but our kids have Google accounts through the school website too but it's listed right on your home page you click on it and it's there the search engine not you have to search for some of these articles that you're talking about right right but why is that available to the children if they go on

015to that and if I go to waterloo's website I should not have a search engine then I can go out and find websites well there's all kinds of search engines that kids have access to if they're at home it's the parent's responsibility and what I'm trying to communicate and probably not doing a great job of it is we have search engines that they have access to but we limit their access about what they are going to search so so if a student logged in under there because there's different parameters that you have that my k-6 students don't have so you probably don't have things that get blocked from your search engines no but what I'm saying when our students would log in if they clicked on that it would walk if there's not for myself

016because there is on our school website or our Wi-Fi as well as the parameters when I access it through your website but you're from home yes from your home computer and your home Wi-Fi and you're actively searching no I I'm not going to go there but I've seen some things in our school that are disturbing to me and I it again and I don't want to pick out individuals in a group setting but some of the stuff that I've seen is disturbing to me that makes me think that this is available to the students can I can I just say one thing yeah so I have students in the district in second grade fourth grade and 11th grade my second graders and fourth grader have never come home with anything inappropriate they've never said oh

017my gosh mom we read this book today about what being a boy or being a girl or if my if a high school student my high school student probably is not going to search that because we have different opinions than maybe Mr Sutton's kids have so if parents are allowing their students to Google that and search that and read that that's not I mean it's it's a search engine they can search whatever it's based on what you're gonna how you're teaching your kids and what you want your kids just because you don't like it or I don't like it doesn't mean that Angela doesn't like it but no not me as well not Angela I mean as a mom I don't need Angela herself I mean as a parent parents every parent parents differently so

018if they're okay with their kids searching that and I'm not okay with my kids searching it you can search you need to talk to your kids about what they should search and not search does that I mean I understand and I I do there is parents do have a responsibility for the children and there's some parents that are okay with their kids searching that they're okay with their kids how they feel in their sexuality and what they want I have no say in that how I feel about it they're not my kid I don't I mean in the school setting they're peace but as they said it is blocked in the school setting you searched it from home in the school setting it is locked and so if someone goes into this so I don't

019know I'm just asking I mean that's a pretty vague statement I can say we have securely so we monitor what the kids are we have many websites that are blocked we have even words programmed into that securely that if a kid searches it it triggers an immediate warning and our principles are immediately notified that's all like that's all I can say and and we would never we don't have a book like that kindergarten do we have like a book list of each page each grade do we have a book list of recommended books to read and so tip a lot of different books just because about the reading level but but none of them I just know from my own kids [Music] potential yeah from my own kids being in AR they'll come home and

020say oh I can this book is worth three points if I read this book then I take the test I get three points and there is a list of different books like that they can read or they can Google a Goosebumps book and the title of it and it'll tell them how many points it is but my kids have never come home and said hey Mom I'm gonna read this book about I've never questioned I have a son that just graduated last year I've never questioned what they've been allowed to read for their AR goal so I I think I think one of the questions is is one we have some level of protection built in in some level of security that certain kids at certain age groups can't get into certain things and I

021do know that there is a a word blocker in there because if you send an email that happens to use the say like not a very just a normal customer it gets blocked trust me right yes yes but but uh but we don't know if if any of this applies to to this particular program and at what level and I don't know that we have the ability to block anything through this Eric because it's not our program you know what I'm saying I don't know I don't know that we could put filters or blocks in there to say you can't research this on there you know I mean but you know it is a good resource for because there's hundreds of thousands of books listed there but as far as how you would limit it

022what kids can search in there I don't know how we can do that maybe we can and we went through securely because when the kids are researching during the the teacher can monitor each kid's screen so I think that is the monitoring but also if they Google if they're in a search engine Google or whatever and they're searching gender gender's not a bad word like it's not yeah Google's not the same as an accelerated reading on that they go to on a Waterloo website Google and I think most of them I don't know where it's not something you pay for like it's a free resource you can go to it without the School site like it you literally can just Google it on Google on a home computer without the school it's not anything like

023the school is paying more it's literally just listed as another resource just like Google but it follows the same restrictions like with the kids if they Google something inappropriately the Chromebooks will block it if they go to this search engine which if we didn't even list it on our website they can still go to it because it's a government funded search engine like there's nothing you can do about that like it's not like we're paying money for it it's literally just listed as one of the resources well and I like like I said in my opinion it should be taken off the page so it doesn't have it's not titled schools where a person can go through this great site because I didn't see anywhere on your website that there was a Google search well

024the kids have Google accounts these were titles on their website that you could click on and search for the search engine yes yes I mean that's how I looked at it I looked at it wait a minute the school has approved this site to go on there well there isn't a Google site on the water in the website there are these for accelerated reading and different things like that so that's that was my concern I understand the search engine but to be able to go be directed to that on the website and the kids do have access to this you're directed there through the Waterloo website so right one thing to do they do list all the Google link we have Google Classroom Google Scholar Google resources Google search like those are on our website

025it literally is they just listed like 80 different resources just so kids have access to everything appropriate because I think the thing is it goes back to like it's a powerful tool that's useful for our kids to learn stuff from it's just like anything like you can Google inappropriate things like we don't want to just ban Google because there's so many resources that the kids can use by using Google search and I think it's the same thing here like I don't know how I made it through school so you know I understand the world has changed I understand that but like I said when I click on it and I brought that up I was I'm thinking in a student in that and that's that is my question and you say you have a lot

026of blocks and things on it well that's I'm glad you're here thank you yeah we do our best to try to do it but you know but I'm sure if somebody wanted to yeah I mean there's nice stuff you can do but we have a whole other section on online resources of Google websites it's a whole the Google apps user classroom scholar spark Google resources and all that so there's a whole bunch of different sort of resources under the online resources page um but thank you Rick we will see try to figure out what's uh what's what that okay Kyle so tonight I just wanted to update both the board and the audience members on where we are with the levy and I know everybody probably already knows replacement just like because my feel is

027that with this Levy so the first year of collection there will be a number like the idea behind it is the building Bond calls off and so we have a renewal coming up by taking the amount that the building bond is falling off adding it to the renewal that's where we get that 8.3 number and it is essentially after the very first year it is going to be a dollar per dollar replacement and we just want to make sure the community understands that that with this Levy we are looking at after the first year there is that collection of a little less than four meals the first year but after that for the remaining four years it is just that 8.3 replaces and then I kind of wanted to update uh any community members here

028those listening board as well on where we've been out with this cycle so we put out a handful of banners we put about nine throughout the community there's six of the six foot banners three of the eight foot banners you guys are probably see them again it's still this message of 8.3 replaces 8.3 we're really trying to get the word out there that you know the board has heard that you know we're trying to do new things we've tried income taxes we've got property taxes this one it is not going to increase your taxes and that's what we're looking for besides put up one year both but it's a little stuck but so we have the banners out there to get out the message we've sent postcards to all the absentee ballots or yeah all

029the people that are registered as FCC voters we're going to be sending posters somebody else as well we have a mailer that we're going to be sending out to all voters hopefully in the mail next week to get it just right before the election we have a Facebook campaign going on where the school is doing on their own nothing Levy related these VR Waterloo videos and so if you'd like to share those as well just get them out to a larger audience and along with uh posts it's about eight years you know the financial situation water liters the things that are going on so we've been doing that and we have been going to different Community groups to the top 50 meeting so series that Randolph Justice she has that one covered we talked at

030the Atwater fire department at Randolph seniors luncheon we have grandmas Lions Club if you guys any community members know of an organization that would be willing to give us 10 minutes of their time between now the election we would be more than happy to come and talk to them honestly if you don't mind at all we really want to get the word out there that 8.3 replaces 8.3 that's our goal here then on the evening with the Easter Bunny that was a school event that we set up a round hill we ended up raising about 130 because I wanted to give a thank you to Cody windsolder he was the winner of the raffle but he re-donated his learnings back to the loving campaign and then the last thing is if anybody wants the help

031the best thing that we can use for help right now are scams so like I said we're really trying to get the word out the community so that's through postcards and flyers and so if you are willing to help you're looking for any stamp donations or you know you can reach out to me if you want to volunteer some time help us unload for things like that but we're really just looking for station and thank you to everybody honestly it has been plenty of hands helping in this whole process you know Heather and Brian with a ton of work pretty much everybody around Lisa has put in a ton of work because I just want to give a bunch of thank you that's everything thank you guys for your time thank you Kyle okay all

032right that those were the folks that signed in if anybody else before we move on to the meeting okay then at this time we'll call to order the regular meeting on the Waterloo Board of Education roll call please here here 's chicken here okay item four can we have a motion to adopt the listed agenda for tonight's meeting second please awesome okay uh at this point we want to make the change of moving item eight the elementary principal report right up after ahead of the president's report so we'll make if you can note that change Scott and then roll call based on that change yes first off thank you Mr Christianity appreciate it uh so a few updates from the elementary since our last board meeting just prior to spring break we were able to

033celebrate spring break uh spirit week we started off with mention that mismatch Monday Twain Tuesday weird stock Wednesday thanks for pajamas Thursday which was highly participated in um and then fantastic biking wear on Friday uh most recently from now until the end of the year we're going to start having sort of tornado warnings and some tornado practices we recently just had one of those uh we also had a safety drone that was district-wide that Forge County Sheriff's Department came in as well as some other uh entities and we practiced a fake Intruder for all of our kiddos to make sure that if anything were to happen our kids knew what to do our staff knew what to do I'm so just very thankful that our our staff was was so supportive as well as our

034students were just they take the drill extremely serious and then the Portage County Sheriff's Department is thank so much for an opportunity to come in and provide those opportunities for us as well um coming up recently Rick make sure you pay attention June 5th is the award ceremony so you save your granddaughter K3 is at 8 30 so June 15 30 on CNN uh fourth and sixth grade is starting the 10th we're having an awards ceremony where we're going to talk about things of that nature to get back in place to really honor our students academically as the years wrapping up uh our fifth grader really excited about this Mrs Fletcher talked about this but I really want to make sure I key on this there is a Soapbox Derby that our fifth graders are

035participating in and it's going to be in-house at the end of April I believe around the 27th I believe this date don't focus on that part but they're going to compete against each other and then the winner from Waterloo is going to go compete against other students at the Derby Downs so we're really looking forward to that those cars are being donated to the school they're going to work on those um in in their classes so we're really excited for that um we had a fun run that was put on by the PTO where all of our elementary students participated so there were days where uh if you were picking your kid up at the end of the day there were a lot of red faces leaving the day there's a special shout out to

036one of our fourth grade students that he thought he was going to pass out um but he set the record for the elementary he had 65 laps and it's Logan Hoskin um quick story with that he gets his mom picked them up at that day he goes mom you got to get me to the car I'm not sure I'm gonna make it um because he did 65 kid is so competitive but just really proud of all of our kids that participated across the board there were some that only did 10 laps but it was just so exciting to see them finish those laps and they were getting certificates or Awards as they were coming out and they were so happy to see me or other staff members but Mr Brown I was able to do

03712 laps and I was really excited for it so anytime our kids can be active super excited for that along with PTO Book Fairs coming out of the week of the 24th through the 28th so where if you're going to need your wallet today we also had letters go home to our elementary students who were identified as gifted so those kids then from the winter star results or the Iowa Pro guess where specialized letters went out to those families whose kids were identified as gifts and went out I just recently so that's exciting news for the students of Waterloo and then one of the main things Angela always talks about the events that she plans to put on for all of us and she has an idea um apparently this is two years running where

038it would be eight kinds that the Lord decides it's going to rain on us and he decided he was going to rain a little harder this year um and she did a phenomenal job of adjusting or honoring as the clouds were opening up in the supports were coming down that we went inside kind of Barbed and everybody that was here to to put that on and I was super excited because my kiddos came and we were jam-packed and here the cafeteria people were on top of each other but kids were happy and they were excited and these families like came in the treasurement were so excited that they were still putting it on they couldn't believe that we were because we were so excited that they were still putting it on and it came in

039and they got eggs they got candy they did some large stuff uh with Mrs Ritchie and Mr Knoll so we were just really excited for the community activities that we have the the board the angels so thank you okay thank you so that brings us to the president's report you're you're good man thank you thank you guys thank you that's right oh and the seventh graders play the eighth graders usually the younger grade takes a little bit of beating so I need to be there we're going to talk a little bit about our local schools a little bit of financial basics of school finance and then I also about some of the history where to cover talk about school financing in Ohio what Waters revenue is our levees voted our levies voters affected village house

040bill 920 how that affects funding in the state of Ohio a little bit of history on our operating level from improvements and bond issues and then also some facts about about the longest Financial picture and things that have gone on so how are school districts Finance they're really financed through a combination of federal state and local funds at the state level level school districts receive funding from the Ohio Department of Education Jim General Revenue funds and Ohio Lottery profits some of those that are come over ripped and this gentleman here and myself I remember back when the lottery first came out it's like that's going to solve all the problems for the funding and public education in the state of Ohio well out of all lottery pro scenes that go into Ohio 24 of that

041of every dollar that is played comes back to the schools and it goes through general fund so it really isn't a major difference initially when it first came out they would give us like 40 000 of Lottery funds and they would take 35 and we'd have to spend it on certain items and then they'd take 35 000 out of someplace else so there was never a really big gain through the lottery funding profits but um and then at the local level we received funding from local locally lovely property taxes and uh we can also receive funding from income taxes if it's approved by the voters which we've tried several times and that didn't work so we've moved on from there so weird let's look at a breakdown of Wireless revenue for General funds you know

042the state is a 5.5 million dollars about 44 44.7 percent of our funding the local is 4.5 million about 36 and a half percent Federal about 1.8 million 14.6 and other is uh this is miscellaneous grants and state grants and things like that that's about 44.2 percent well we have very little input in changing anything from the state and the federal and even others for the most part where we have the impact is the local funding that's where we have the opportunity to to make an impact and help our school district uh maybe as you can see we're funding 36 percent so that's six and a half percent of our funds so what is a property tax level it's a collection of taxes charged on the valuable property each district must follow a certain process

043it was prescribed by the Ohio revised code for putting on these on the ballot and uh in in we have to have passive order resolution and all those kind of things to get uh for the tax levy on the model so there's a lot of confusion about what is a mill some people think oh school's the one in the accommodation [Music] what do you need 8.3 million dollars well that's not 8.3 Mills is not 8.3 million dollars okay a mill is a unit of value for expressing the rate of property taxes in Ohio a meal is one tenth of one percent or one tenth of a cent in cash terms military Factor applied to the assessed value not your face value properties one bill produces one dollar in tax revenue for every thousand dollars okay

044bless you we're good so there's different types of of millage if you will we have what's called inside Mill or unloaded Metals that's that's uh through the higher Revised Code everybody is automatically Living 10 mils and uh that's that's it's there it's always there and as your taxes go up that is on what your assessed value is currently um we the Waterloo School District the Township's World last one and Randolph we have that 10 10 mills inside millage one will receives about 5.3 of those 10 bills the other 4.7 go to uh to run individual townships okay so when your property is reappraised it is also subject that to that insideability so um Outsider voter levels millage is a millage approved by the voters outside Mills are establishing a property tax deduction factor and each

045bill house bill 920. and the house bill 920 is really important we're going to talk about that again in a minute um when I'm outside or voting the mail just passed it's for a set dollar amount at that time and the vote of knowledge is based on the district property evaluation at the time of the election okay we're going to talk more about that again also House Bill 920 started in 1976 when the general assembly said when uh women uh I'm going to love his past it threes us the amount being collected through that but I mean at that volume so that basically as your properties go up so there's a reduction factors what what happens so the reduction factor of Christ applies to real real both class one and two real property so the

046amount of outside Village is reduced as your property value goes up so you still you're still in school at least it collects the same amount um and when property values increase the levian is uh the amount collected does not increase that's why we call it the effective knowledge and as an example we passed 5.9 mils in a for an emergency operator rating 11 in 2013 and it was passed raised 940 000 uh it still brings in that same 940 000 uh but has not had so we haven't really had an increase in local funding since 2000 because that's what we're still operating in so I've heard a lot of people say school districts all over the state are always asking for money right House Bill 920 is the reason because your levies don't keep up

047with inflation right you pass a levy in the night in 2013 and that's set that amount did he never collect more money until you have to go with the you have to pass an additional letter your funding there are some districts around the past three four Mills every four or five years and they just are able to keep keep going that way we have not been able to do that but the house bill 920 is the reason that you're bigger school districts are asking for additional revenue on a semi-regular basis five to seven years at least so your spectrum knows um it's the difference between the rate authorized by the voters and the amount actual amount of charges we look at that same example in 2013 5.9 Mills raised 940 000 dollars um but of

048course property advisors have gone up so it's an increase since then but due to house file 920 we still only collect 940 000 but the effective millage is 4.45 so you can see the difference right there so um that Levy that we passed in 2013 was intended the last five years we passed away we do what's called a five-year forecast but we have to deal with the state and what we we do when we try to pass a levy is intended to keep us in the black for all five years in 2013 we said hey if we could if we could generate this additional 940 000 that would last us five years well through a lot of different situations we've been able to make it last for 10 years so I think we've been very

049fiscally responsible with that with that effort that's a real credit to everybody so this is kind of the brass tax right what does a mill cost what happens is if you're if your house was valued at a hundred thousand dollars your assessed volume is 30 of your appraised value and it's the appraisal value that the county auditor uses that's not the market value of your house typically um but it's the it's the pre-order or praise market value 35 of that would be thirty five thousand dollars times .001 for one mill so for every Mill if you have a hundred thousand dollar house 35 uh is the amount of tax due okay for a year per year any questions that make sense yes sir so in your example you said we passed a 5.9 mil Levy

050in 2013. he said that the 8.3 that's on the ballot this uh primary vote is a replacement right we passed a 5.9 today or with this primary as a replacement for that one in 2013. would it be a 5.9 mil based on today's value of a house or would it be a 5.9 based on 2013 to be a renewal would be if we'd had a Renewal Energy good question and just to clarify so the reason why it's the 8.3 and like that sounds larger than what it is remember the other four about or where that's coming from is the building Bond like because we passed the new school to build a bond like that doesn't go into the general funds that's what's falling off so that poor amount has fallen off which is what's allowing

051it to stay the exact same amount so if we were to look a little bit at our operating Lobby history in 1995 we passed an 8.5 ml operating Levy and we're currently collecting that at 4.42 in 98 we passed an emergency rule Levy uh at 1.93 but in 2009 we let it expire at 1.33 Mills okay so we had that Levy expired and then Kyle mentioned the 2013 Levy that I've used in the previous examples was an emergency five-year we renewed it once it was a 5.9 it's now a 4.45 and it expires at the end of this year okay so in 1995 operating Library this one was intended to last five years and we actually made it last 18 years so the 1985 one or 95 lasted 18 years this 2013 lasted uh 10

052years so um it's quite we've done a pretty efficient job of making the revenues a blast this doubles the Asterix item is really kind of interesting I didn't realize until I was kind of putting this together when this to 2013 the most hit emergency Levy expires at the end of 2023 without additional operating funds we will be operating at the same local level as what we collected in 1995 so 28 years something like that so that's a pretty green that just kind of slapped me in the face when I looked at that's a pretty pretty big pretty big deal so it's very important looking at our PI is permanent Improvement that stuff I think department has to last the 10 years ago I'm sorry it's 10 years so you think we could do something that's

053in the last 10 years look at a little bit of the history of that we passed one in 93 emergency five year we renewed at 97 in 2013 we let it expire so that's two levers that we then expire I'm sorry 2003 we let it expire thank you so that's two levels of expired over the last since the year 2000 yes then our bond issue which is something I'm very proud of is you know we did a beautiful complex that we're sitting in today was built through Ohio school facilities commission uh grants and funding Management Programs he reworked they rank the schools from most need to threesome and we were in the middle of the pack but we were able to apply for special needs because of the conditions of our Randolph other buildings and

054we actually the state funded 14.8 billion we funded with the bond issue 10.7 and the total project was 25.5 million so 52 58 was State 42 was was local money so that was very nice but we passed 2 000 we passed 7.45 we're now collecting it at 3.35 and it expires in 2024. and anytime you pass one of those ofc things they made right along in there they pass a what they call classroom facilities which is basically a pi level for half Mill it actually expires at the end of this year API so um so this is a side note something his interests change you know just like interface go down a lot of people go out to refinance their homes and save money on interest well several twice the uh interest rates took a

055dip after we started this Milling project and I learned this too when you do it for a month it's called refunding not refunding you can think of it simply the same exact thing we did it twice during uh with the bond money that we borrowed we we refunded it twice and have saved the district over a million dollars in interest then didn't help the school we didn't say the school didn't save any they didn't get any of that money it was a lot of extra work for our treasure at the time but it was one of those things that we felt strongly enough that it was worth the time and the investment we could save the community a million dollars in interest by God we should be doing it it just did a separate item

056um you know the decision was made by the board at the time we had the two buildings that one in Avalon wanted to ran off to to demo of those buildings as part of the school project to donate those Lanes back to the school of course the communities to be used for whatever they like um I think there's a caveat in there that they can't sell and make a profit off of it it's got to be used for Community purposes and as you can see we got a nice park and things in that water we've got the nice park in Randolph and walking area they even put the special needs part a playground in Randolph so some really nice things have happened with that lane and it's not really nice to be able to keep

057it kind of memory of what used to be there so so in summarizing in 2013 we had an emergency in Middle Levy that was voted 5.9 with an effect of a 4.45 and it's going to expire at the end of this year in 2000 we had the facilities classroom facilities half a mill Levy that's going to expire at the end of this year and then in 2000 we passed the building Bond 7.45 was passed it's now collected at 3.35 and it expires at the end of next year that's the one-year bleed over I think Kyle mentioned so if you were to Total all that up we we voted in 13.85 Mills but the effective mileage today is 8.3 and all of that will be gone within the next year so one of the things that

058some people have mentioned is about consolidation being personally I I'm completely against consolidation for several reasons one of them if you just think about an example when I was in school we belonged to the PCL it was kind of thing let me go on for the PPC of the fortune Trail conference and that kind of all broke up and we had to join the compensate we're now the PDC has had been resolved and there's a lot of people in the community that are upset about it right and so if you imagine take that feeling over something I don't want to say something like sports you just take that and you just say how would that make me feel about our entire School District now personally not very well will make me feel very good at

059all because I have a lot of Pride and water and I think that it's the best place in the world and I don't ever want to see it Consolidated with anybody around us that's my personal feel however as a board member I don't always get to do what I personally want to do you know you have to look at all the sides of the equation so we actually I asked a lot of questions and look read some information from the Ohio school boards Association osba about consolidation and some of the things that I found was that it must be approved by most school districts as well as the State Board of Education there's different types of consolidation if you will some is a consolidation of the district some are you create a new school district

060some you transfer territory another one you just resolve one school district and it leads into another all those kind of things all the funds and indebtedness transferred to the receiving School okay the higher Revised Code doesn't mandate what happens to the property bodies and property taxes however if you just think about it logically if you're over here we're at Waterloo and we're collecting 23 meals or 25 in the most effective Village and we were to joining up the school number School Z and they're collecting 34 meals what do you think is going to happen a lot that's what's going on I think so in uh one of the things about consolidation is that people think bigger is better um you know some people think that is going to be more cost effective but per what

061I read with the Iowa they found osba I should say is that it's a very complicated process that really ends in increased cost because of additional busing longer bus runs um an increased Administration increased offerings all those kind of things that you have to do so it's not it's not really the answer believe me if it was we would have been looking at it but it is not really the answer so so some Financial facts if we look at the waterless School District in comparison with the other districts you know our enrollment's down a little bit we're not the lowest but we're you know 857. look at our average teacher salary 52-6 Kyle please look out for somebody out there 52-6 um versus you know you solve them are quite a bit 67 000. I

062mean quite a bit of difference even women is is 10 more than us and I don't mean that against Lincoln it might just mean that they're smaller than us um average Administration salary 60 000 versus 70s and 80s our operating spending per pupil 9 000 versus you know anywhere from 12 000 down um and our effective millage 27.86 versus you can see quite significantly below what the others are so I mean you look at this we're getting a pretty good value for our for our educational dollar because um I used to I like to say that we're so much better than everybody around us but I won't say that I don't say honestly the third reason the only hella means the difference between you know from one school district to the other the ones that

063are paying a lot more and have higher operating spending for people and all those kind of things I think that we provide just as good as education and some areas even better I think we got great people here I'll put our people up against anybody our kids up against anybody's cares so we have a lot to be proud of that fact finally I know you guys are looking forward to this summary so yeah we've operated very fiscally responsible we've allowed levies to expire we expect it's fresh the 1995 Levy the last 18 years the 2013 11 to last 10 years we have one of the lowest effective Village rates in accounting this was one that I thought was interesting too while I was operating expenses per pupil are in the lowest 20 percent of public

064school districts in the state of Ohio lowest 20 percent well I don't know how everybody else feels but when my kids were of school age I didn't want them to be the lowest half of anything let alone 20 plus 20 that was uh they got grounded and didn't come out of the room they were in the lowest 50 let alone 20 so we we should be doing better there wild has lowest Revenue per pupil lowest average teacher salary most administrative saw average salary and again um the lowest salaries in the Portage County as a percentage of operating expansion we're constantly working to get better and improve our education our students and after all our students are our future we work you know I've got grandkids now I see every time I look at them I

065realize there's my future right there so um this kind of wanted to talk a little bit about financial information how schools are funded and those kind of things tonight to give people some ideas and kind of declare any misconceptions about school funding and that and thank you very much any questions thank you foreign I just have a couple of things under under my report um Adam kind of stole my Easter egg hunt summary I'll talk to him tomorrow but we are very grateful for those who supported the events um the student I I want to shout out Mrs Lanham um who organized the stuffing of over 2200 eggs and we were afraid that that wasn't going to be enough because we had so many kids there so um and Barbara who just organized all of

066the Interior stuff um Mr Davies helped us set up the gym when it was torrentialed rain outside we just had a lot of help with it um and we had a lot of families that came out and we're just so appreciative of that so on the slide that you see here is a summary slide um I think it's important to know that we understand um the financial commitments of the families in our area so we are always seeking opportunities to apply for Grants so that our community members are the sole responsibility of our financial support um we have already in the past year and a half applied for an emergency received about a hundred and twenty thousand dollars um worth of Grants to try to lessen um the fiscal responsibility of our community members so

067this is the biggest brand that I've ever applied for um and I would not be able to do it without our partner jci and Jason free is is a representative of that this evening and uh Barbara who is our maintenance and custodial director as well as our food service director there's no way I could have done it so this has been a process so the stages the the grin will cover the following we'll do interior and exterior lighting that upgrades to LED um we're gonna do building improvements including ceilings and openings to the exterior selected roof replacement window replacement exterior door replacement heating ventilating and air conditioning the HVAC unit will be replaced and upgrade um and then updating the building management system to include efficient HVAC control predictive maintenance and utility management lighting controls

068to provide daylighting and occupancy controls and then potentially implementing roof mounted PV solar array so it is an over 10 million dollar grant that we're applying for um through the federal government it will you know just provide upgrades to the building that are completely necessary again we're trying to lessen the burden of our taxpayers that live in our area but also it will help us save in bills and energy costs so they are predicting utility costs will decrease by more than forty two thousand dollars per year which will save the taxpayer is a lot of money um and we're committed to using local workforces and then we just established a partnership with Maplewood career center so some of the improvements that when we get this grant we will be making the students in those programs

069at Maplewood will help us do the work so the electricians the HVAC program all in Maplewood they're committed to transporting the kids here and and allowing them to work on our building as well so it's a really exciting project um I can't wait to announce that we've received it we've submitted the concept paper already there were probably about a thousand applicants and 200 applicants were invited to continue and we were one of those so I'm crossing fingers and toes um we're submitting the grant next Tuesday and we should find out by June 16th if we have received it um but again I just wanna to thank jci Jason and his team there's there's no way we could have done it without them and especially Bart I mean she's just been instrumental in working with that

070agency to submit all kinds of paperwork and working really hard um to move this forward there's there's no way I could do it by myself so internally grateful to those uh individuals any questions on that one thank you okay great the next one's going to be a little difficult um you know I think many of you know Karen Schultz we lost a member of our our Viking family recently um and I just wanted to pay tribute tonight to her um she was an amazing person um professionally she took care of so many vitally important areas of our school district including student services high school guidance and emus but more so she was one of the kindest patients loving persons at people I've ever met um and always willing to stop whatever she was doing to

071help staff and students um a piece of us is missing now you know you can't replace that um and she will we will always miss her um we are blessed to have her as part of our family and we will forever miss her and be grateful for what she did for Waterloo so if I could just ask for everybody to take a moment of silence foreign thank you okay I'm sorry I didn't know where to put that one um anyhow I have to do my annual certificate of Standards doubting in the foods I've never just sold on our school premises typically I think this is December right now I don't know why we're here anymore but here we are um so Peru Ohio Revised Code I need to present to the board every year and

072that you guys also adopt the nutrition standards governing the types of food and beverages sold on our premises and that is more policy 10.11 years um Waterloo call is the national school lunch program and a national school breakfast program meal patterns that are set by the office of nutrition through Ohio Department of editing so if you offer versus work at breakfast and lunch the menus meet all the requirements for calories sodium and saturated fat the required amounts of fruits and vegetables and suffers for some vegetables and then lastly but the biggest one our heart items all need for the USDA standards for smart snacks and school so we also are part of the cacfp which is child and adult care food program because of our preschool unit so preschool age students have a different meal

073pattern we are in the exemption for co-mingling with them at lunch but because they eat in their classrooms at breakfast so that is Food Service in a nutshell any questions on there I think the packet was and your guys's people back the other update I've had left two months ago we partnered from Sonic become part of the program healthy Pro which our menu it's a interactive website on our district website under the Food Service staff so if you want to build your own meal for the day you can put it in and it'll automatically give you the calories that sodium and new carb count which has been a big Community they can just clip what they're getting and have their exact card count and it has a very specific updates for food allergies so if

074any parent is questioning food allergies that is on there all the um nutrition labels for food that we purchase is uploaded in that system you can click on it and it's going to show you exactly what brand and what is in that food so it's a pretty cool program if you've never been in it to look at it at all and that company is doing an upgrade and part of the upgrade will be a better version of the printed menu if that was the biggest complaint when we switched to it and then it doesn't print pretty like our old menus that we made in-house but hopefully that will change soon so any questions for me there um all right good evening everybody um just a few updates from the Junior Senior High School as we

075get to this as we get through this time of year uh it's always had exciting time but it's also kind of Bittersweet and one of the things that's coming up right away is from Junior Prom coming up on the 29th and again it's that market of time that I think our Junior students get very excited about but it kind of starts the season of seniors and all the activities of that so that problem will be between the DraStic romance and it's going to be a Saint Nicholas Banquet Center that's on April 29th from 7 to 10. sales are ongoing I'm a little worried this week they were a little bit like but it seems to be picking up and we've extend those sales in the Monday uh but we're very excited about about that um

076also we've had a lot of things happening since we were last together but we had a Spirit Week here at the high school where each class competed pep rally all of those things uh the sophomore class ended up winning and at a very reward right before spring break was to actually go out and have a bowling event for the morning so they all went up and enjoyed that so healthy Spirit of competition there were a lot of events that happened at school for that one of the things that we're always talking about and I think it ties to the finances I think it ties to the mission the vision strategic plans it's creating opportunities for our students and that is why we're here we want to expose students to more opportunities to allow them to

077see what is possible beyond water one of the things that that we did for our students is we took our junior class to the University of Akron for a college care the college fair Encompass um not the exact numbers but I know it was in the 20 range of schools from all of them there's a school from St Louis so they were on the University of Akron campus our students all went into interacting with these colleges they were able to go off and ask about Majors about programs that are available what are the requirements to get there um the beautiful thing is also our students gotten lunch on the University of Athens campus and the Student Center to get a little taste of what it's like to do that um I guess pun intended they

078also were complimenting so we took about 62 June so some of our students in Maplewood team with us as well and we received a compliment back that our students were outstanding they represented our community they represented their family as well I did place it all fall to our our families thanking them for their students because of that but I think it's important that the community goes out as well that you know again we know we have wonderful students we have wonderful students because we have a wonderful community that instills values on those students they come here we get to imprint on them for just a short period of time and hopefully give them the option of seeing like hey I couldn't do this tied to that Vision we have an event coming up with our

079eighth grade students will be going to visit Maplewood uh we're just talking about that at the work that they'll be doing here in Kentucky with us but our eighth graders are going to go there on the 20th of April to get a taste of what's over there maybe able to go over to see what programs are available what does that look like what opportunities are there so we want them to be able to see what's available get them excited because you know you can go walk over there and see stuff about robotics you can see cosmetology you can see a whole host of programs we want them to be able to see that and again how that all ties together is coming back to offerings that we're able to do here at high school one

080of those talking about robotics about that Automation and Robotics course kicker which is exciting one of the things that gets me excited about it is that students actually take on the role of interns and they work in teams to identify like and Design requirements and creative prototypes essentially they explore aspects of Automation and Robotics maybe a real world with problem solving and teamwork like a mechanical engineer software developer an electronical engineer will do so that's fantastic eighth grade would be doing those things to create those projects only stimulates what may be possible for for them we also have a new career exploration course for our 8th graders again to again get them thinking about the future what's possible what what are what's out there because we know there are jobs that are going to be

081created that we don't even know five years from now we're even going to be there as we see as we see that so the other thing again we want our students to go out in the world I think right and you said that earlier we don't want our students to be at the lowest 20 performance when they need water we want them excelling what are the ways we believe that we will impact that is having this due to leadership of course here at school again we can't get every student in it but if we do student leadership stuff here at the school hosted in conjunction with other districts if we have students doing things that are active in the community that are Beyond themselves and thinking about Solutions those States create that opportunity for our

082school they highlight what our kids are capable of and we don't want to put limits on that for sure and that's that's truly the goal and again another exciting thing for next year we've talked about it before but I again having to be able to offer college credit plus Mr Corral will be teaching two courses and to be able to say to a student that you can have six credits for math while your high school student is amazing the other part of that is that's free there's no cost to buy a books there's no cost to enroll you can take six college credits at least Pro math of you and there's other opportunities for that that are available to our community and to our students and you know if you think about taking that first

083college course what's the worst thing when you want to college campus if you're away from your family you're getting stressed out you don't know anyone you don't know your professor well guess what our students do they have the math teacher that they've already had that they see on a daily basis so when they're stressed out freaked out over College course it's going to help me out through this but I think that's going to be awesome um and and we wouldn't be more proud of that uh so that's exciting again all of those opportunities are the opportunities we want to see uh created for our students and then the last thing I had on here is we're in our favorite season um which would be testing season I don't know what he likes to talk about

084testing but we started we had two days of testing our high school students started with English we made an end of course exams but we couldn't do it without all the people um Kyle was instrumental in helping us um you know it does again we talk about people having different roles and Barb was just talking and you heard the Dual roles that she has everybody pitches in and I think that's what makes Waterloo and makes this place unique is once we have that we say we need to get our students tested okay we need to make an adjustment to lunch we need to make an adjustment here everyone pitches in to make sure that that's the other part is all the hard work that went in ahead of time that our teachers invest that time

085and instill in our students the confidence that you know what you're going to take this test we know you're ready we know you're going to do great but even if you don't at the end of the day yeah they imagine towards graduation but at the end of the day you met and your worth and your value is more than what you did on the same assessment it's the leadership quality that you develop it's being able to take a vision into the world and make an impact for the future so all that to say we couldn't have done it alone everybody in this building is committed to it and we'll get through it but I also think that families because I know that we make an adjustment to the high school schedule and that's always fun

086for families to try to get their kids dropped off a couple hours later thank you to everybody for that any more questions thanks yeah appreciate it thank you okay that brings us to the legislative report um I don't have a lot just still about House Bill one um still moving through and they're still talking about what they're going to do with it um but there's not really new any new information on it I don't I haven't found any is there anything yeah that was really all I had okay thank you well why you're while you're front and center I believe mapeboard is next well Angela stole what I was going to happen um so I have a couple things um National Honor Society their National Honor Society induction is next Thursday the 20th at six

087o'clock um so we're planning on having our board meeting and then going right to that um graduation for them is June 1st at the Mac Center at Kent State um that starts at seven o'clock and there is no limit on how many people each student is allowed to bring and then the other thing was um if we got this grant the electricity program was possibly going to do some of the LED lighting but Angela already told you that so thank you thanks thank you okay so we're slight slight modification of our process a little bit so you guys will notice as we continue through this at this point we're going to go to superintendent's business for her to uh talk about or bring up the each motion and removal at first and second and hold

088on from there so turn it over to you Angela um so the first one is to recommend uh accepted retirement of Theresa Montgomery um she is service to our district for a very long time in the area of physical education she's a very valued staff member and we will miss her but we are excited that she gets to enjoy her time do I have motion to accept the resignation of Theresa Montgomery a second please I'll second any comments or questions roll call please yes second one is to accept the resignation Cody witness holder as the assistant baseball coach um really appreciated the time that he spends with the program so far okay can we have a motion to accept the resignation of Cody second please any comments or questions roll call please as well yes

089yes Mr yes mistake yes yes the next um don't she she should she did okay thank you the next two item is um I'll speak about at the same time so we had so we always loved that yes we never have enough subscribe can we have a motion to approve the listed non-certified substitutes all motion second please any comments or questions roll call please that's all yes Mrs Jerry yes yes okay item D can we have a motion to approve the certified substitute contract for the list of individuals no motion any comments or questions roll call please um yes [Applause] Mr Jerry yes yes the next one is the supplemental contract uh for softball and it's a volunteer contract she will be required to be in the compliance of the state of Ohio and our

090Board of Education policies as well even though she's just around here thank you can we have a motion to issue a supplemental contract to Mackenzie heaner cure I'm sorry no motion I'll second comments or questions roll call please yes Mr hicken yes Mr yes just a second yes yes uh next motion is for me to do whatever I want we're not approving that um no it's to submit the 10 million dollar Federal grant for renew America's school program which we discussed earlier okay can we have a motion to authorize our superintendent to submit an application to the U.S department of energy renewal America school program for the purpose of funding the district's facility upgrades at the K-12 campus emotion second please okay any comment any comments or questions roll call please yes yes uh the

091next one Netflix service agreement with Summit County EFC uh British County no longer has an ESC so we are members with the Summit County one we do contract them for services gifted Services is one of them our gifted coordinator is contracted through them um we also contract them for a couple of curriculum days like Corey monacky the curriculum injector over there is helping us with State Testing um so that's really beneficial um and other services that we provide for our students give our motion to enter into the purchase Services agreement with the Summit County ESC a motion second please I'll second I just want to say that from what I've seen I think they do an excellent job they've really helped us out and anytime we've called and asked them for anything we've been you

092know went from a superintendent search to a treasure surge to helping us in interims and stuff like that they've just been phenomenal so we appreciate yes um I think this is oh no not the last one um the next one is to prove the Emily between the uh Waterloo Education Association and our local school district for sixth grade detention Duty um it won't be conducted by teachers they'll be done by Administration so I am doing it Tuesday Mornings at 7 15 and Adam is doing this on Thursday morning it's just another step because right now um we're big Believers in Progressive discipline right it is a small infraction of lunch detention something like that a verbal those types of things and then our other option was suspension well that's a big job so we wanted

093to kind of have something that is in between just just would want you to remember too we have a lot of positive incentive programs happening the students of the week um we have a PBIS system where they earn some biking bugs I know sixth grade has um you know movie days and game days and things like that um as positive incentives for their behavior why is this just sixth grade and I have another question too sure um did we totally stop in school suspension we don't have the staff for it okay yeah unfortunately yeah I wish that that's that's it a great alternative to out of school suspension but unfortunately we don't have the staff forever um so it's not just sixth grade seventh and eighth grade to have after school detentions and so does

094the high school as well so it's not just that we're single announced sixth grade it's just sixth grade is that age um where they're kind of approaching that middle school years and they're not really Elementary um right now we don't see the need for it grades K through five um but we did think it would be beneficial to model a program after like seventh and eighth grade now they do have options so they have two weeks to service it's not like they have to serve it the next day if they cannot do warnings we can do an after-school session so there's a lot of possibility with matches okay so can we have a motion shift please I'm sorry it wasn't just the first year sixth grade was yes it is it is anybody else okay

095can we have a motion to approve the memory memorandum of understanding with WEA and uh for sixth grade attention duties I'll motion second please any additional comments or questions roll call please yes yes it gets a little rough around any school district and the last one is unfortunately um it hurts my heart to say but um and that's a pleasure Elementary principal um needs to take a leave of absence for the remainder of the year okay we have a motion to approve the leave of absence for and that's a pleasure for the remainder of the school year emotion a second please any comments or questions I just want to say that she has been a one of the finest administrators I've been had the pleasure of working with that she's done such a great job

096and she will be missed and I just wish her and her family nothing but the best appreciate it she deserves it so okay a roll call please yes Mr chair yes yes okay so that brings us to Treasures business all right so item a is the minutes for last meeting and her conversations and numerous meetings and emails back and forth I did attempt to add more information to the minutes or anybody looking online that they could have better understanding of what um is going on at the meanings obviously you know will continue to get better but I thought it was a pretty good step in the right direction um no I thought it was great excellent I apologize I did not do it all right can we have a motion to approve the minutes for

097the regular meeting of March 2nd emotion the second please I thought they were great thank you very much and you know I think it helps if you know like if everybody sends you their what they did and that kind of stuff to make it easy on you so you're copy and pasting instead of watching the video and spending all that kind of time and energy on that kind of stuff so thanks for another trick and I'm transcribing it Microsoft Word right now oh nice that's cool they both second at the same time so go ahead are you sure yeah sorry I just that's right okay roll call please yes Mr Aiken yes Mr chair yes yes all right so IMB was the February financials um and you guys have seen them I I try to

098just mimic what's been done prior to that um I will look at better options if you guys have other stuff you would like to see please let me know but the research stuff obviously that board needs to approve um when you are my recommendation based on what we have so far is just to look at the cash summary report um and it'll show you at the very bottom of that page it'll show you month date receipt fiscal year to date received um and it's in your yellow folder if you want to pull it out it should be the first one so if you go to the end of that first report if you look down at the bottom when you have our monthly received fiscal year to vacancy month the month you know our expenses

099for the month our expenses for the year afford our total fund balances what we currently have in Comfort which is just purchase orders that are still open and then we have an undercovered panel so um for the month of February and I I lucked out I've picked two good months to start because we got a little bit of Advance on tax revenue in February um so February we were up 1.3 million um a lot of that had to do with the advance and [Music] um uh for our tax revenue a lot of it had to do too with just nobody has done a lot of the requests from the state for our federal grants um so that's like the first thing I did when I started um so you know and then obviously if not

100there fiscal year today um either doing pretty well soon and then it's not in the packet but it's part of what I've emailed you because we are no longer the Fiscal Agent for past we had to extend that money out of our accounts and so when you're looking at the year-to-date for the for the fiscal year extended that number looked really high and so it looks like everything's out of black but because we had to empty those accounts and talked with that with him to feel that's why that number looks way out the way so a part of what's in the Google Drive and what I've emailed you is a cell file that that I've taken that out just so that doesn't skew that so I think that makes sense because when I first saw

101that I had a little mechanic attack and then I realized what was going on and then I mean um so any questions on February financial statements I've looked at some districts uh and what they do I haven't seen anything great yet unfortunately we kind of are limited in the reports that come out of the system but if I can figure something else I'll put together that makes it a little bit easier okay great thank you we need a motion for the to approve the February 2023 financial statement I'll motion second please I'll second yeah I don't think so any comments or questions good job Scott thank you very thorough um roll call please yes Bruce Jenner yes the second yeah yes all right vitamin C is my bond covering before any mistakes that I hope

102never happens but if they are just in case okay if we have a motion to prove the treasure Bond I will emotion do a second of it yep any comments or questions okay roll call please yes yes Mr Speaker yes um yes all right and D is this is in your packet as well so it is an agreement with Yenko and Associates and the Ohio schools Council basically this is something they do with all the schools that are a member within they are going to look at basically our electric bills to make sure that we haven't been overcharged if we have been overcharged the law firm will go basically get that money back for us and we split the revenue amongst all three so we get 50 um and then the the law firm and

103Ohio school council breaks that up 30 and 20 so it doesn't cost us anything but there is a chance okay can we have a motion to uh to approve the agreement with Yankton Associates in the Ohio school council for as terms of the agreement emotion second please comments questions roll call please yes Mr Hickory yes yes yes [Music] all right and then e is Mark's financial statements looking back probably should have started right after February but if you live over there um so March was obviously we get um tax revenue during the month of March everything that wasn't Advanced to us in February um so for the month of March we were up about 1.5 million um so that's two really good months in a row so again I love candy when I started um

104so you're probably going to see that for the rest of the fiscal years because we won't have as much we won't have all that tax credits um I will let you know I haven't put any more money into our star Ohio account just because interest rates are so high they are in the high fours low fives and so I put about a million more dollars account because of the last couple months last month we received about 4 700 interest so I mean um I pretty much doubled what I was going to start on my webcam this month so essentially the interest rates hold up hold down close to eight or eight grand for April of an interest great thanks for a motion to approve the March financial statements no motion a second please any comments

105or questions Rocco please yes a second yes yes all right item f is something that came from Ohio school council and basically it's just a policy change for them that they need it order proof for all of their members um and it's basically from what I gathered from them it allows them just a little bit more flexibility and what they do with their organization but they did need it would approved by all of its members so that's why it's on there Fair emotions have prove the policy change resolution for the highest Focus Council motion second please any comments or questions roll call please yes sister yes yes and then last but not least we received [Music] um 700 for the universal concrete through a class of 24. uh just to help miscellaneous expenses okay can

106we have a motion to approve the donation from Universal concrete and excavation no motion second please hey we appreciate the the donation for sure class of 2024 as I'm sure any comments or questions roll call please yes thank you Scott thank you Angela okay brings us to item 11. new business any new business okay um so I have two things the first thing is I was at the winter sports awards banquet I think it was two weeks ago last week or two weeks ago I can't remember anyways I just wanted to say that um it was really really nice to see how many scholar athletes we had um and for those of you that don't know a scholar athlete they have to maintain a 3.5 grade point average while they're um playing the sport and

107they have to finish the sport so I mean there was a whole line all the way across the gym so that was really great to see that many kids so that's that's that um the second thing is this was brought to me from by a Community member um I got an email about it I don't know if anybody else did um and it has to do with the alumni luncheon that they had um in the letter that they sent out in bold print it says [Music] um that please not the time and location changes due to the increased cost of renting Waterloo High School and it's very limited availability the banquet will be held at St Joseph KFC Hall this will say the Alumni Association a minimum of four hundred dollars as far as I'm

108aware they never contacted us about having their luncheon here um I don't know that they have in the past maybe when Sean was here but I know in the last two years that Angela has been here I don't believe that we've been contacted about that so I just wanted to put it out there that we did not tell them they could not use the facilities um it was never even brought to us so that was just a concern that I thought I would clear up yeah in the past couple years I've been here we posted many reunions you know the class president of that class usually contacts me and they'll let you know and we've done things like given building tours but also giving them access to the football game on Friday night at no

109charge you know and I'm saying those types of things so we are really supportive of alumni and we'll do our best to support their reunions and luncheons and those types of things yeah I agree that's something you know you want to keep those people in our district and our buildings they can see all the great things that are going on in in that so yeah please please ask us we'll figure out how to make it happen there's some things we have to do as far as if we use the cafeteria we have to have a cafeteria worker and we have to have a custodian but we can figure out how to take care of that stuff we want people in the building it's the you know everybody it's our it's the community's building so that's

110for sure um so I had the pleasure of speaking to Zach Wiles engineering class and some of my Engineers on my team um and it was fun they asked really good questions it was fun to kind of tell them a little bit about what we do in industry and um some of my Engineers were jealous of what they got to do in high school so it's just a really good class and it was fun to do thanks for doing it yeah of course kids really loved it okay okay great um anybody else okay so I believe that brings us to the executive session okay whereas the public Board of Education May hold an executive session only after a majority of the quorum of this board determines by a roll call vote to hold such a

111session and only at a regular or special meeting for the whole purpose of the consideration of maybe the following manner matters can we have a motion to recess and exactly executive session to discuss employment promotion second please I'll second any comments or questions roll call please yeah yeah yes thanks everybody for coming thank you
