especially when you're going by yourself yeah i'm good if you're good we're going to do the pledge first or we're going to i'll just have it okay that's fine hi everybody um i just we have a special treat before the board meeting actually starts one of our second graders who's taught by mrs moon our teacher in the back there warren herman is in second grade and he wrote a story that he would like to read out loud to all of us so if you could please give him your attention and warren whenever you're ready you're ready to go then ocean high mountains [Music] oh dolphins have a goal on their back the ocean is a beautiful place [Music] thank you so this much work okay if we could stand for the pledge flag is right

over here i pledge allegiance to the fire of the united states of america and to the beloved for which it stands one nation under god indivisible with liberty and justice okay thank you okay uh under recognition of visitors we have one visitor that signed in to speak tonight mr grissom your topic is seo yeah you know last last board meeting i brought up the math campaigns and that type of stuff and you know and my conversation with a lot of you is you know we have to do what the government tells us to do so there's no common sense in my opinion being used and i understand the answer type that's the words that were told to me but the government's not telling us the truth what was kind of funny was you know after

i gave you a lot of information last time i got a uh anonymous letter email that said that one of the articles that i gave wasn't complete there was a follow-up to them well the follow-up i'm pretty sure was just pressure from the government it was a new england journal medicine and like i said when the coward sends the letter it has no return address and doesn't sign it so that was i understand now but anyway one of the doctors he's the professor of medicine at stanford he spoke he i saw an interview with him and he says most of the cases are not true one of the reasons that they're diagnosing so many people with covid is that because of the care act hospitals are getting fifty thousand dollars for every coded test that's

positive and in his words he said people can go into the hospital with chest pains he tested for covet they get positive tests chest pain heart attack goes out in alberto and the hospital gets 50 000. if they are on medicare they get a 20 bonus so it's all about the money and that's one of the things that i'm finding out so i mean i could go on and on about that in the mass but i understand where you guys stand so i'm not going to go a lot with that but what my question is the thing i want to talk about mostly today is the social emotional learning i brought it up at the meeting the other day and you and angela you gave me an answer response and i've done a lot of

research and i've read up on where they actually teach you how to respond when people try to link social emotional learning critical race theory but i mean i there's a organization called west ed and it's a non-partisan nonprofit organization and they talk about social emotional learning cultural responses sustaining education and critical race theory they they talk about the same thing as critical race theory but they don't want to use that word because it's not a good word to use so they use social emotional learning another thing that the more research i do on this the angrier i get number one i wish i'd have gotten more vocal sooner because i think we've gone so far liberal that's gonna be awful hard to get our schools back i really do and you know one of the

first things that when it first hit me i thought what are they doing because i was told that they no longer use bc and av now it's before current era and current era so they took christ out of our schools and that for me as a christian man that bothers me that you're pushing that out so the government schools are teaching all that stuff so i went into like i said i went online and i pulled up a lot of the social emotional learning classes and these things are very upsetting it's some of the classes are well how to control your adrenaline what is black and white thinking bullying hated character traits and i can and i'm i said i am just i am absolutely appalled with what's going on in our schools one of

the things that just i mean like i said the more research i do the angrier i get all the time they're talking about now we've got sex education in school part of the social emotional learning it says here comprehensive sex education that works offered by planned parenthood planned parenthood is running our sex classes in our schools what in the world is going on in this place then they the other thing that comes out and says well how i mean here's again articles and this is one of the oldest it's called base education i don't know what program you're using for social emotional learning but this talks about funding opportunities to pay for the training for social emotional learning and when you read through here under the cares act you can use the esser funds to

train the teachers well if you're using money to train teachers to teach this stuff then i think you're using money in the wrong place here's a list of some of the courses that are listed in social emotional learning anger anxiety bullying culture implications within family and learned behavior we're going to help the students define what a family is we're having the math science healthy communications healthy relationships thinking how to deal with that you have a class on lgbtqia i didn't know what i day was because they keep adding letters to that that i don't i mean is that what you're going to be teaching at our school then they talk about primary and education impacts on behavior how to refocus and i mean it just goes how to talk to adults and when some of

the people talk about brainwashing sometimes i wonder like i said i've been doing so much research on this i am just i'm very disappointed in what i'm finding and i might be too late it might be too late to speak up and say we need to make some changes because what i'm seeing is not what should be taught in public students i just need to ask this question and i as i've told you respect when you come in here but when you come in here with your findings and stuff you do get with angela on what we're teaching and not teaching correct because i feel like when you come in here with this sometimes i have spoken with angel because you told me the race theory would not be taught in this school and that's

why i asked that because when you come in here i mean we have people that don't normally come in here and to me it sounds like you're hitting us what are we teaching our district and it's kind of discerning to me because it's not something that we as waterloo district are doing well your principals stood up at the last board meeting and we discussed that the last board meeting yes that it was social emotional learning is what their focus was putting committees together so she told told us at that meeting this is what you're teaching and i just showed you what social emotional learning is and that's why i'm concerned i think we'll let angela talk about what what we are doing as far as social and emotional learning so social emotional learning there are

a variety of curriculums that school districts use we don't have a curriculum that we use okay so we're not teaching social emotional learning right now what we're doing is we're getting surveys which need parent permission in order for them to go out to get out um and it is just to evaluate another tool to evaluate the mental health of our students because we do have a lot of students with depression um sometimes with suicidal thoughts um and and that's because you know they're they're going through something right sometimes they lose a family member sometimes their families are going through hard times and unfortunately their mental health does affect how they learn so the survey with parent permission that we're giving them just helps us identify students that may be struggling mentally or with their emotional

health and well-being if we find that they are then we contact the parents we do not make any recommendations we do not assign them a counselor we do not get them into counseling that is total parent control but unfortunately i've been in districts that kids have taken their own life and i think it is a school district's responsibility just to check in with the kids to see how they're doing sometimes they do come to us when they're struggling other times they don't um and so that's just simply what the survey is and again it requires parent permission for the student to take it of all the words in the english language why didn't you why did the principal pick social emotional order because it's it's under social emotional learning so so where i yes i'm

respectfully disagreeing with you is that in waterloo's school district the social emotional learning just helps support the students emotional and mental health we've had students lose parents we've had students lose grandparents and that is very difficult for a child to deal with and and i and i think it should be dealt with in the family but sometimes the grief goes into the school and if we can help in any certain way by connecting that family to resources that might help them we want to do that that is how we define social emotional learning in um the high school itself or the school district itself it has nothing to do it has nothing to do with critical race theory at all when did you guys get paranoid what age groups so so the elementary we request

either teachers or parents to fill out the survey and i believe the students can start taking a survey in sixth grade so we are surveying through 12 essentially okay that's that was what i meant i'm sorry i'm going to phrase that very well okay so so i mean i don't know how many more ways we can say it fred or rick that other than that we don't we are not we nobody's trying to hide anything from you we are not moving towards critical race theory we're not i mean nobody's been dishonest with you i promise i mean i'm sure that if that comes that critical race theory comes down there will be a meeting here and we will have a huge discussion and so on and so forth but but we're not you know we're

and i understand and i understand that that critical race theory word is just you don't even want to use it nobody wants to talk everybody's moving but when you when when she got up and said that i thought man there's this is not something's not working so you didn't need to understand what i'm how i'm looking at it you may only be taking a little bit of step right yes but i can see in five years before seo because you're saying okay i'm gonna start out with social emotional learning we're gonna help with the children but then okay we got this far and we'll take another step [Music] you're supposed to be the teacher you're supposed to teach matt i mean no i deal with a lot of young people they can't even sign their

name because they've never been taught to write it's so amazing to me what i see out there but i just feel like it's just an easy end okay we're using it but we're not using it and then you're just going to your notion next year no scope and then the next thing you know but we do need a tool to to to to look after the safety and well-being mental safety and well-being of our students the situation the way the situation current situation is in the world and all the things going on and that's what predicated this um and you know i think that you know sometimes i think what the school does actually raises that well also but also you know nobody else here said it i certainly won't sit here and disagree with

you that a lot of the social issues in the in the communities all communities have been pushed to to the school i would never disagree with that and but you know i mean we we feed kids breakfast right now you know i mean you know there's a lot of things that go on that we do and and um while whether that's right or wrong all those special things we do to help the social issues that come come with a student we're trying to you know if you think we want them to be able to learn because the best opportunity they have to move from the current situation to a better situation is education that's probably the number one way anybody in this whole world has the has of improving themselves right getting out of a

bad situation is education and so if we can help them with those things the hope is that they will they you know they'll learn and and catch on and eventually you know be able to as they become adults uh correct the situation that they may have been born into unfortunately or the situation around them what have you so i mean you know and you can't you know you get into that thing of the kids suffering because of a of a family situation and all those kind of things so i mean you know that we can discuss that for the next month but but at the end of the day we want to do what's best for the kids at the end of the day that we want to be we've had we've had within the

last five years i think we've had two suicides in our school district and that's uh there's not many things that are worse than that you know from a school district standpoint drugs drugs drugs are terrible so so we're trying to to look after their emotional well-being maybe social emotional learning isn't the right phrase but that's probably yeah that's what caught my attention she just she said in middle school and high school you're doing social emotional learning well you can i mean i've been around a little while people can say well we're not doing that but then what you do in the classroom i have no clue you know it's just i was telling tom last time i said i just asked my daughter if i could see my one grandson's history book american history book

no we don't have this request so i don't even know what you're teaching because there's no way i can even look at a book to find out why don't we have history books angelo well i mean part of the reason is we just don't have money that's i wasn't being i wasn't being nasty to her because i know that's the answer we guys had history books probably 10 years ago right right history hasn't changed i mean when the country was founded i know they're trying to tear down all the columbus stuff now and everything just the world's going crazy but history hasn't changed you can take a ten year old history board and teach american history i have a good answer for that only because my son who graduated in 2016. i asked that same

question probably six eight years ago where are the books you know when he comes home with homework and he tells me there's no books the answer i got and to me it's seems advisable that kids take books home through the year they don't bring the book back and after 10 years those books are gone and we don't have enough for the whole class they get torn up on that kind of stuff nor do we have the funds to continue to yeah but i get it i mean i guess now and i know we're a little water little ran out of the way the world is today is to come into everybody and i just i am scared to death for my grandchildren and what i'm hearing and like i said i am trying to find

out more about waterloo and uh but like i said i gotta i honestly feel like i might have started today i think that uh we've been we've given you the best answers we have and we've been upfront and honest very very transparent with you i mean you know so we're less like i said i'll have conversations with different students and just kind of listen because that's how i that's how i learned to just listen just to give me kids all right thank you yeah so at this time i'd like to call to order the uh regular meeting of the wireless board of education on this thursday october 14th roll call please time mr christopher here this is rob here this is aiden here walsh here we have a motion to adopt the list of agenda

from tonight's meeting second please thank you any comments or questions roll call please this is brian yes yeah mr walsh yes yes mr carrick yes um item five is the president's report i i'm going to probably add on a little bit about the levy after uh our superintendent talks and again the mask you couldn't tell with the mask but i was when i said angela tell us why it wasn't like i was blaming her i wanted her to explain the fact that we didn't it's because of finances well it was the whole purpose of that but when the mass on you really can't see me smile so but go ahead thank you uh superintendent's report so let's start with the levy um so on friday the postcards will go out that has some bulleted information

on the levy as well as advertising our media candidates names for october 19th um we recently had a town hall where i did a 12 to 15 minute presentation and then people that joined us that evening were able to answer or ask questions and ask for clarification on different issues and i thought that went pretty well um last yesterday we videotaped that same presentation and uploaded reach out to me for any questions or clarification needed there um working on our next quarterly newsletter which we'll also have a little more about the levy as well we have a couple more phone banks scheduled and then one more door-to-door on a saturday which is october 30th um so we're asking for participation there um but all systems are go so far questions on anything i just wanted

to say that you know we're we went from one and a half percent earned income to one percent this time uh we were able to do that because of the esser funds that we received as well as a lot of different tightening our belt trying to just being very cost conscious and doing everything we could to to uh to save money as well as we had with some retirements last year several retirements that we were able to bring in new staff that saved some money we got lower than anticipated increases in the uh in our pr in our insurance premiums so that was another nice savings so through all this all these things we were able to reduce our ass from one and a half percent to one percent so um it's really important it's

an earned income only so it only is does not affect social security unemployment uh 401 k distributions 403 v distributions any of those kind of things unemployment uh any of those kind of things are not taxed so uh you know it's it's the people that are working are the ones paying the taxes and i think um we've done some preliminary numbers and you know if we don't pass it this time it's gonna obviously is gonna every year you you delay passing it the more it's gonna go up because you know we're not expecting any more s or funds or any more anymore bluebird uh funding bluebirds will drop out of the sky so we're probably talking what do you think todd if we have to go back on next year instead instead of this year

well if this levy doesn't pass this calendar year and going into next year if the board chooses to stay with an income tax we'd be looking at one and a quarter percent income tax the board chooses to go back to a property uh village-based tax would be approximately 9.7 bills so um hopefully everybody just want to encourage everybody to vote for it and and uh and allow us to do some things and grow and and uh and keep this keep things moving forward in the right direct in a positive direction so watch the yeah it's only 12 minutes long so then you can reach out to me directly or for anybody and ask for any clarification that you need um or if you have any questions please do so because we know how busy schedules

are so we wanted to make sure that that was accessible to you if you wanted to come that night you can just you're scheduled in a while for it so it gives you some information on some of the curriculum updates that we've done so far some of the initiatives that we've done so far and then some information on the other funds and some information on uh the tasks that they were trying to announce there will be a candidate tonight where where there's gonna be a presentation next thursday night at seven o'clock in that water and then tuesday night the wea is doing a candidate's night here you're gonna are you gonna present about the levy there too also probably five to seven minutes because we want a lot of answer questions times our audience members

um but yes and brian stated i will be doing a short presentation of this night now they have a lot of candidates running so i don't know how much time i'll be able to get um at that town hall but and that's another reason why i just did the video as well so i would encourage you if you can watch it and then if you have specific questions or concerns or need clarification please call me or email me or um okay thank you um so the yearbook award are moving to um lawrence all right i didn't know this was a whole production i'm really proud of it so i have a little uh whatever i want to read about mrs allen she is one of our intervention specialists here in the high school she's also

our youth advertiser congratulations to mrs allen and our yearbook classroom last year for earning the national yearbook program excellence award this is alan and our students work hard all year long to capture the amazing memories that our dna shares you often see them behind the scenes at many events and their hard work a representative from jostens that's the company we used for our yearbook stated the following the national yearbook program of excellence has awarded to yearbook programs based on the extraordinary efforts that go into creating the yearbook and making it accessible to every student with over 15 000 yearbook schools working with jostens your school is truly exceptional to have achieved this recognition great jobs you and your crew thank you thank you um so moving on to the curriculum update we had a um

waiver day last week so we really appreciate it um everybody and being involved in that day we are continuing our initiative for curriculum mapping again looking at the standards that are on the ohio department of education and mapping that now from quarter to quarter to see when when teachers are addressing those standards and they're also listing the resources that we're using so then we can get a holistic picture an idea of what resources the teachers are using to teach the state standards and then help us see where they need additional support with that um they also had time to work on their pillows which will keep us in compliance with osha um and the lrcs and um they had time to work in their rooms just to catch up on things and make sure that

they were ready for everything so you know as we as we go along it's going to be you know really important that we continue these curriculum initiatives that we have done since beginning the school year um and that's just more evidence that we're really trying to figure out how we can best support our futures throughout the year um and thank you one i know we've said it many times but it's worth saying again um thank you to that stadium committee i mean we were able to do that whole bleacher opening on homecoming game which was a beautiful game to do it um and we were i mean the spectators that draws the community together it's just a shining star of the community for our school district so we're super grateful for everybody involved with that

project and it continues right so the press box up there not usable yet the roof is on the concession stand it's just it's all coming together uh so beautifully and it's such a source of pride for us so we're so grateful for everybody who has worked on that project for us were they going to come in and do a yes next meeting and then um just as because we said that we would revisit the mass policy um we did start the mass policy as this kid started school um and again i want to re-emphasize that it was in regards to the quarantine recommendations from the department of health um that we would have to quarantine less students for exposure if we were masked in school so just some numbers to give you up to date

we have since the day and school year have had 115 kids quarantined um and that sometimes is due to outside exposure of school and then they come to school and remember they're not mass during lunch and if they participate in athletics they're typically not masked when they are participating in the sports itself so we've been able to really cut down our quarantine numbers um because of the mass policy and not have to do um if we were not asked those numbers might have doubled or even tripled by this point in time and so we are at the middle of october so my recommendation would be to continue to ask well as we go forward [Music] um i i'm sorry can i mention the grandparents today oh i forgot about that i'm sorry go you can

go ahead yesterday was october 4th and 5th and we had plenty of grandparents joining us and we had we really had a great time we were wanted to you know get in spacious areas i know the booklet was a little crowded we're making uh uh changes for that for next year but we had breakfast in the cafeteria and we had an art activity that the grandparents and the student did um in the gym and then we had a chance to visit the book fair in the library so we were just over the moon thrilled that we had so many participate and we were able to have everybody within our building again and the kids were more than excited uh to see their grandparents and spend some time with them um just really brought a lot

of joy to our hearts so he's wonderful thanks okay any questions comments okay we'll go on to item seven are you gonna do the elementary principles report so that was under the elementary principles report and then i would like to introduce gregory um he is going to be our interim elementary principal at um um and so lots of years of experience a retired superintendent um just really fortunate to have found him at this point in the year to fill that position and he's been in kindergarten lunch and survived so i feel like everything is on the up and up so uh sure i'll remove this thank you for the opportunity two days in i'm having a blast it's great to be with your children they've been truly a joy to be with and talk with

at recess and at lunchtime and in the halls and so forth and i thank you for the opportunity to work with your children i thank angela for giving me this opportunity 40 years of education unless ted is a superintendent so been there done it all kind of thing and it's really refreshing to get back and be close to kids and working with clinic kids and teachers and staff on a day-to-day basis so i i thank you for this opportunity i live in canton enjoy the drive it's a nice not long drive at all driving up from canton every day so so far so good and look forward to being with you throughout the school year thanks great and thanks for joining in our family the other thing i want to mention too for the elementary

report is november 1st and 2nd we are doing our third grade testing for ela um also known as the third grade reading guarantee um so we will be testing those kiddos and we're getting ready for that um okay thank you and the middle school high school all right so middle school we are kicking off our fall fundraiser tomorrow and the reason this is a shameless club to support our fundraiser because this helps funds activities such as the incentives coming up on october 29th and it's actually been two or three years since we've had this dance the students are very excited i have to prepare myself mentally it's a little wild but it's a really good time i was able to get into the classroom this week and i was laughing i'm really bad at math

and but i love observing math because the kids are so confident i was i was in a sixth grade classroom and they were talking about expressions and exponents and they're just raising their hand right left and i have no idea what we're talking about so kudos to our sixth graders i want to give a big congratulations to julia wheeler who earned first first place in the mpac cross country knee and mason hills who earned fourth place our conferences for middle school and high school are coming up we have our first session next thursday october 21st from 3 30 to 7 30 and then november 4th is for all schools also from 3 30 to 7 30 on wednesday for high school we have a lot coming up so i'm just going to read this list

and yesterday southern students participate in the psat which is phenomenal we have a financial aid night coming up with a speaker from kent state university that's going to be joining us we do a sophomore showcase day at maplewood and i love that day because our sophomores get to go out and explore all the awesome programs that are offered at maplewood we have a ccp which is called a college credit bus and so like coming up with also kind of university personnel we have a graduation pathway nightcave that so lots of information to take will be pushed out here in the next couple months we are also scheduling the advantage in the act for in the spring and a couple congratulatory comments to our sports cara english sophomore soccer player wrote her own single season school

scoring record in soccer she had currently 42 goals i'm sure that changed after tonight okay and i heard and congratulations also to luke simons who is a senior and noah hughes who is a junior and they were named first team all league first of all okay uh and then now we'll go to nessa with the people services director [Music] so we'll hello with our gifted students on as i mentioned at our last meeting we're providing additional gifted services to our ela students in sixth and seventh grade this year uh part of that requires um our staff members to attend some kids in specific uh professional development they are about eight hours in onto that professional development already this year um starting this week they just did their big all-day pv last week and then met

with our gifted coordinator on monday during our labor day they're going to be starting to write written education which is what drives the service for those gifted services [Music] um also coming up beginning november 8th our testing window opens for the program and the iowa test that's one measure that we use to identify students um as gifted so that they can potentially also receive those gifted services um let's see we all our intervention specialist grades k through 5 have just completed bridges intervention and training professional development which is a math intervention program so it's very um targeted very specific to help us outcomes those math skills in our k through 5 grades and then at high school for our special education students this year has been a big focus on transitions for them we know

that not everybody follows the same path when they leave waterloo um so for some of our students we provide um opportunities and provide them with goals and different instruction to help them transition uh from high school uh to post-secondary opportunities and those look a variety of ways um so this year at the high school we developed a transition period so all of our students on ieps are with their intervention specialists during sixth period which allows them to move freely between all of the intervention some provide um language arts instructions some provide math instructions so it's nice that during that sixth period they can go wherever they need to help the most um so that has worked really well this year and we're excited about that um also in the works is some partnering with portage

db um for some transition opportunities for students to participate in so that's just in the beginning stages um providing them with some job opportunities outside of the school thank you um okay brings us to the legislative update um the only thing i have that i saw through email is they're trying to introduce house bill 290 which is called the backpack bill it's a universal voucher um instead of just giving vouchers to certain um students or qualification or qualified schools they're looking to blanket all students with the voucher so that's all i have okay thank you um make wood report i don't have anything okay uh item 13 lucky number 13 any new business any board members would like to bring up at this time okay all right that's we'll move on to the consent agenda

may we have a motion to approve uh the list of the items listed on the consent agenda i like the motion a second please a second okay um anything you want to explain angela from from the anything you want to talk about specifically or address her i don't think [Music] welcome down as well um one more time and we are going to have a freshman basketball team this year i believe we do have enough bids for that [Music] okay anything from you know i'll touch briefly on the five year forecast for your approval tonight so i sent all of you the final forecast back up documentation a couple of days ago for your review prior to tonight uh we've said it before miss trilla has uh stated in her presentation she's given um you know

why are we a little bit better financial position than we were uh last may and the reason for that is for a lot of talk about the assert funds that we're getting so what do what did those tester funds mean for morrow specifically uh without those uh without the yes or funding we were slated to be in the red by about two hundred thousand dollars at the end of fiscal year twenty three and as you recall we were also asking for as you mentioned earlier mr pusha theory one and a half percent earned income uh tax uh with the esser funding the school district is now able to get out through fiscal year 24. remember about one more year uh i'm sorry i apologize very good after fiscal year 23 one more year we're still

looking uh to be in the red but again we were able to go from one and a half percent current income tax down to one percent uh with those estro funds so you know it bought us another year and we were also able to lower the ask that we're asking for this november do you have anything else feel free to ask anybody katie vicki amber you're all good okay i think we're all good so if there's no other questions we'll call please this is bra yes mrs walsh yes mr wheeler yes satan yes mr yes motion passes okay item 15 can we have a recommendation to approve payment of a stipend as listed below make motion a second please any comments or questions roll call police tom this is broad yes okay can we have

a motion to recess into executive session to discuss employment i love him second please oh call police tom walsh yeah yeah yes yes mr president yes are we gonna come out with anything thank you everybody for coming i really appreciate it's good to see you see see people appreciate that if you have any questions about anything or the levy feel free to call any of us or uh angela um [Laughter] so you're at home teaching your child now huh
