special board meeting tonight. First, we are going to do the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Call the role. >> Mrs. Nel >> here. >> Mr. Shaver >> here. Dean >> here. >> Mrs. Shield >> Here we have. >> Okay. In new business, we are going to discuss the district's building repairs today. >> Is it up to me now? >> It's up to you. >> All right. So, >> get us started. We have been working pretty hard talking to a lot of different people trying to get numbers together for all the different projects and um potential half projects, hard projects. What can we do? Um so
I I feel like I'm kind of all over the place because that's where my brain is at the moment. There's so much. Um but obviously we're talking mostly about knots because that's where the big expenditures are right now and whether or not we want to go forward with all of those projects, part of those projects or whatever. So, the first thing now I want to thank Jim because he put together well this was sent to us by train one the one sheet and the one that I sent you earlier if you got saw the email Jim put that together that has a lot of the details as far as actual chillers cuz right now we're pretty much we all know that the boilers need to be done and that is an option to just do
boilers only about 500,000 for the boilers Um, after meeting with Train and talking to Mr. Press and Mr. Graham and you guys can chime in if you want, but it seems like if we were to not do the chillers as well, it would cost us a lot more money down the road. You agree with me on that one? Anyone want to chime in there? Well, >> um, Mr. Fisher, is that because of the tax credit? >> That's partly, and I was going to get to that, um, but partly because we've been peace peacemailing everything for so many years, and it's just getting worse and worse and worse, and that's just the boys and chillers. I can pretty much say the exact same thing about the roof. It's It's leaking all over the place. Um U
talk about the roof later. Um, if we were to not do the chillers, we would not get the tax credit. That's because we'd be putting in some energy efficient things just like they have here and at the middle school would have the baskets that we didn't do not kn because at the time of worship we were going to keep it open. But I think we had just opened it back up that year when we did this. So we the board decided not to to do that. Um, so now here we are. Um we we the original quote from train was like two 2.3 million. So Jim was able to and I and representative from train sat down had a meeting the other day and Jim was like here's what I think we can do ourselves.
We can knock this out and this out and this out and that's where we got to the 1.6. Doug and his crew can do a lot of it. Jim can do some of it on his technical end. Uh so that we were able to and we we did knock off the some of it was putting LEDs in the building and all over the place like we did that's one of the things that I think Dutch crew can do over it's going to take some time and then we right now but over time they can replace the LDL they are all able to do that. So, um, this just has some comparisons between what we have now and what the new showers would do. Um, the one that's in color that Jim sent that I sent
you out earlier um was way more detailed than that. So, which I appreciate. Anything you want to talk about on that thing that you made today? Um, the only thing the main thing I wanted to say is when we did the new boilers at the ELC, we saved the old boilers. We saved them for parts. So, we did the boilers about 2 years ago. Um, out of the three boilers, we've used all the parts fixing Noxes already. So, we've stripped down three boilers already to fix parts and >> and a lot of that just came in the last two months of winter this year. Yeah. >> So, we got hit hard and it was we were really limping those things to the finish line >> big time. >> So, we have nothing left to use
>> partwise. Yeah. We used all the drives, all the boards, all the transformers. We've used it all. And the worst part is talking to so the service guy that came out um had to call the manufacturer to get find some parts and everything. Um his words basically were get a forklift and put it straight in the dumpster. Well, we said we can't do that. Um so we were able to get it going that last time. I honestly don't know if it'll make it through next winter um without Doug sitting in a camper. >> I don't think Teresa will be excited about that. >> Maybe. >> It's got it pros and cons. >> I don't know. She might like that. >> She might. >> So, um at least when it comes to numbers, I know you
all asked me to put some numbers together. What what it look like as far as we losing money? Are we we making money? I told you it's probably pretty close. We may we might be making a little bit more. I pretty much was correct. We we're going to bring in once this fiscal year is over a little over 254,000 and right now our expenditures at 237,800. So we made about $17,000 more than we spent. >> Did you give us that? I'm sorry. >> No, I did not. I I I haven't had time to staple those. I do have them right here though. >> I can pass them out if you want. >> So, it's actually four sheets. One's revenue, one's >> and then Adam, you also have the um the savings from the energy savings.
>> Yeah, I'm going to get to that when I start talking about financing and stuff like that. Just a generic question. Is there anyone else that we got quotes from? >> Um, we had one other company come in and they just did the boilers. They didn't give us their right. >> Yeah. He quoted boilers only and they're going to get that make a very good impression on Mr. Cross when he was here. >> We had him. They were supposed to be here around 12:00. He got here about 20 after 12:00 and they had to leave by 1:00 to be at Hoover High School. So, he didn't even have time to quote the chiller if we wanted to. So, he did quote boilers. We we should get those back at the end of this week hopefully,
but we have not seen any numbers on that yet. >> So, yes. Now, on the sheet that just passed out on the expenditure sheet, there are some things that are highlighted that I did not include in the cost because they are one time expenditures, things that broke fixes. I put them on there, but I took them out of the total. That makes sense. We shouldn't have to buy another water. Shouldn't have to buy another water tank. We shouldn't have to have um white mechanical a train come out and do a bunch of a bunch of repairs because of putting in new stuff. Same thing with um Oh, that's white mechanical on the water tank. Mark Biscuit had to do a replace the pump on a one of the septic tanks. Hopefully that doesn't have to
happen again. So that those are all one time expenditures. I did take those out of it. Most of the other stuff is pretty much every year. Supplies, water testing, which is done several times a year. >> Is it worth getting more quotes? The good thing is um trains are at state pricing. So with consortium pricing, we technically don't have to. Um I don't know if there's any companies around here that would jump into that big of a project. I'm sure they would definitely bid it. Um >> but what our >> but then it also would have to tie into >> our train >> train stuff we have. um the building automation systems and that's where right now we're at now is we have two different systems. We're trying to merge it which is our if
you look at the synopsis I put at the end there basically as classrooms start failing. Doug's crew is going to do all the hardware replacement. I'll do the software. We'll program it and tie it right in. So all we're doing now is buying parts. Yeah. And then we tie it into the train system ourselves. >> Um, which has actually went fairly well. We have a couple classrooms already. >> Yeah. With train being here, we've learned a lot from these guys and how to do the controllers, how to do the just about everything, almost any >> sense that we should get on the same. >> Yeah. Consistency. >> Yeah. I did put on the revenue side. We as far as uh the Columbia County uh career center or I'm sorry the ESC comes in and rents
spots spaces at Knox 317 750 so far this year and I don't see you guys have to make another payment this year if you know that or not but might be one more. Okay. So another 3,000 will be coming there but next year they're going to do more rooms. I have 50,000 there, but we actually just talked about 15 minutes ago. It might go up to 55 because they want another room for 55,000 a year because all the extra rooms they want what they have now. So that's a little bit more. And we've heard that Small Wonders wants another room, but they have not confirmed that. They have not. County has confirmed at least three additional rooms for next year. So now when it comes to the roof, it's a little more complicated because uh
Kenny Butler, I don't know if you know who he is, but he does a lot of done he did all of the roofs here high school and that's what he does. Um he came back with a couple of different quotes. One was over 700 grand. The other one was closer to 650. Too many. Yeah, it's only 665. So, um, and then Kenny Hoops sent me an email earlier today, like not even an hour ago, that he thinks we can do it for around 500,000. We've also talked about only doing the shingled part and then just kind of sealing the flat part which make it a little cheaper. So that's still kind of in limbo what we and it's I'm almost saying I'm going to present you with different ideas. I I'd rather you guys make
that decision uh and have Lucas in on that decision on I kind of informed him what we're working on right now. He came in a little earlier about an hour ago and we we've been talking about all this. is up to speed. Uh we have not talked about our forecast money yet though, but I did talk about with the chillers getting if we do the chillers there and the money we're already going to get from the tax credits, it'll be a little over 1.1 1.2 million. I put in that in the email last week that we'll get in tax credits. We can put that aside and make our payments for four or five years on this financing. And then we were fortunate enough to pass a permanent approval levy, but you can pay it out
there as well. And if you don't, you have to pay it out. >> Why does Why does Mr. Hoops think we can do it cheaper? When he says we, what's we? Who's we? >> We can do it cheaper. >> He would he would do his own bidding and whoever he has that he does business with would he thinks come in and do it cheaper. Now, >> he did not give me a a detailed thing because he just he knew I was meeting tonight. He didn't have all of that together yet, but he said, "I think I can get it for you around 500 grand." >> Is that those parts or just the we were talking about just the shingles and patching? >> I just Let me read this to you. >> Yeah, this is what
he said. I'm still working on some design and value engineering for the roof replacement at the Knox campus, but I am thinking this project could be completed for around 450 to 500,000. This would include a new shingle roof and a new TPO or EPDM flat roofs. Uh, I still need to refine some scope for budgeting purposes. I was thinking the number you had from Trunko was over 700, which the original one was. Um, he thought that was high. Uh, >> 155,000. >> That is a huge difference. >> That's a big savings. And honestly, Kenny said this. He thinks he could work together with Kevin to try to do this together. I I don't know if that's a good idea or not, but if it's I'm good for anything, it's going to save us money. So,
>> that kind of money, it's worth looking into. >> I agree. >> So, like I just got this an hour ago. I haven't or have I haven't been able to talk to him about it. >> So, that's out there, but in in order to get these things done this summer, we're going to have to move soon. And I don't want to just throw this. Here you go, Lucas. You can have this. I only did it halfway. Um so, um I want to get this moving if I can as best I can before I before I leave. >> Um now, parking lots. >> Well, before you go on the roof. >> Yep. >> And I mean, same thing I just asked with the other um so if Kenny thinks he can do it cheaper, can we
look for I mean I know that you gave a name gave a name of somebody. >> I have not contacted them. Okay. >> Yet wanted to see what the other guys could do. >> Um, more than likely what would happen with Kenny is he would put it out. He has a bid process. He that's what he would do. That's why he doesn't have exact numbers for us yet. But >> how long does that take? >> He's doing an exact bid and it's not someone. See, this is where going with Kevin would be good cuz Kevin's in the consortium and whoever he would contract out is automatically get to the consortium. We don't have to worry about bringing up the bid for 2 weeks. Um, but if can he do it himself? It could be two
weeks before he could even say yes, let's go with this. >> But if it saves us that much money, it's >> not I agree with you. I What I'd be worried about is it can we do this while kids are in the building? And I don't know if that's true or not. >> Be a question for Kenny. Yeah. To find out. >> Well, I just did that. >> Yeah. >> On the roof here. >> There you go. >> With um >> Mr. Butler. that when we're here with >> Mr. Butler, we've used him a lot, but they do tend to come in higher and we've had some issues on some, you know, some other things in the past 10 years that have happened and nothing I >> But he's been able to come in. >>
Absolutely. So, I like that we got it, but if we can get others and we save 200 grand >> Yeah. >> at least, um, it might be worth it. >> All right. I'll continue to >> Can I add something? >> Absolutely. Kenny, if anybody that'll do honest work and do it fairly, he will. The fact that he lives in the school district, he's always done good work at whatever. And you can look his thing with the weight room, I think nobody can say that he he did a decent job for the price he had to work with. And and the other thing is Knox, I hope you I just hope you can fix it. You know, you said about having all the rooms will be rented out this fall. Am I right? Well, almost it's
about that's all. >> I think we're down to two or three rooms on rented, >> but I hope you can keep it open and still uh if it'll pay for itself or close to pay for itself. It I want to keep the building open. Also, keep in mind we have those gas wells that we're making money on on the property. Probably about three grand a month. Well, I did not I did not include that on the revenue. >> It's not in the revenue. >> No, not. >> That's nice. What do you guys Fran and press? What do you guys think >> about the roof? >> So, we get the lowest bid we can get. >> Yeah. Lowest bid and then it also has to be tied in and coordinated with >> boilers because new flu
is cutting through. >> Well, the and the current chiller is on the roof. >> So, that'll be coming off and being mounted on the ground. >> Yeah. So, they don't all have to tie together. So, I mean, even if you guys say yes, let's do boiler, chiller, all this right now, that's not going to happen overnight. So, the two weeks for the roof, I think go with the bidding process and see. And when they they did the roof here at the high school with kids in the building, >> Jim, did we the boilers should be done first, correct? Yes, >> because of the flu going through the roof. >> Yeah. I mean, yes. >> Okay. >> Because you're going to want the boilers in before winter anyway. So, >> that's all my bit out. >>
Okay. I will have I'll email him when we're done and let him know. Yeah. The parking lots are a fun story, too. The one that we've been saying for a year or two that needs done is the one over here reading the football. Um Kenny brought a whole list of what he thinks needs done in our all of our parking lots. He made quotes and and the big one was this one over here for 518,000. and he he gave us a print out of of all of the different I won't get it all opened up all of the different parking lots and where they're at middle school and the the driveway out to Elllet and I said all we're worried about right now is this over here because Vas his this was 518,000 Vasco told
me they only need we only need the ceiling which would be about at most 50 quite a bit different now Kenny says and this This is where Dougen is going to have to help me on this. There's a portion down from about the gym down where it there's some drainage issues and there's a really soft spot uh where I think we even have it marked off, right? >> Yeah. It's you can see the asphalt crumbling. I mean, the water's coming through right now. There's water out there right now. >> So, and I think that's what Kenny says. We should tear it all out and fix all of that. where Vasco says, "I think we can just fix that little area and then seal everything else and we'll be good to go." I think they agree
with that, right? And that's before we came down here, we were talking >> and and so do I, especially financially. >> Um I'm sure Kenny would come down here and give you a huge explanation on why we should do the whole thing, but I think we need to be realistic. That's that's 500,000 that that we don't have. Yeah, >> I I do know the whole proposal he put together there, you know, when when we came together for the first time in January, we talked about strategic planning. A lot of these are that are on there are to set up that you do them in parts. And if you're doing everything in parts, let's let's say every year you're sealing 25% of the pavement in the district, then over the course of four years, you you've
got a good system going where it will last longer and you won't get hit with thousands at once. Um, but the the bottom line is the immediate one is fix the drainage, seal it over for for now when you're talking about lots. This is for long-term planning the rest of that and we can pay we would have to put that in the financing that we could be fine. Um, so there's that. Um, That's all for now. >> We have I talked to you the last time about a guy coming in to put together a capital plan for us. He's actually going to come in and walk the campus in a couple of weeks and then he's going to get started doing that and probably by Octoberish he'll have the report done for here's what we
should do over the next 5 to 10 years he'll have it all paying for but he's going to come and walk to campus in a couple of weeks and uh we have to I have to get some stuff for him when when are these roots done when is it done you know I might be bugging you for some of that if you know where it's at. >> No, but I got to get back. >> And no physical plant meeting would be complete without talking about water. Um, we have a meeting tomorrow morning with Ken at 7 a.m. Um, the company he brought in for the contraption out front, their tests are showing that that is slowing down our water pressure. So >> the thing out front, the testing is showing that it's slowing our water
pressure along with the one line that was supposed to be replaced on campus when they did the construction in 2002. That is one of the reasons why we're having flow difficulties. So we have a meeting tomorrow because you can imagine by the time it gets to the MITER building it it's a triple. So um but their testing is showing that whole area is hurting us and not helping us. So we had decisions to make on how we want to approach that. We've already looked at putting individual meters on all the buildings which makes sense. Those are brand new, about 13,000 a meter. Um, compared to what we have out front, but um, that design out front seems to be hurting our water. >> The one they told us to buy. >> Yes. >> Yeah. >>
How much we pay for that? >> A lot. >> It's triple digits times a couple triple digits. >> Enough to pay for Knox. So now we have, you know, we're going to have some decisions ahead, you know, with the testing we're doing. How do we recoup some if they did our B, our previous board in good honest trust? Trusted the engineering firm that was picked by the village of Sebring trusted all that and now we're finding out it actually is hurting us, not helping us. Yeah, we had them. Okay. >> Right. >> And then they gave the wrong one and then they came back out, did it again. >> Yes. >> Like that whole scenario >> because they they did a test at the street before it did a test soon as it goes through.
Huge difference. >> And we have all those emails and stuff, right, Adam? >> I have >> back and forth. I don't have them all. I think they might be in You might have to look in Mickey's. She probably has. We know. with it. Oh, you have them. Oh, okay. Okay. >> You have them. Okay. Just as long as we have it. I mean, not that that you're leaving and I don't or Lucas like >> we don't want to scare them too bad. >> Um, but we got to have I mean, >> yeah. So, do they have some accountability for that? Like something we Okay. >> I I feel they should. I mean, and it's not even good faith. I mean, they showed us what we had to have >> to get that water from them.
So, you have to have this. you've been stealing water from us for 20 years is what they said. So we got exactly and we all were like that's way too much money and we went back and forth back and forth and and we settled with it and then here we are. >> Well, you're our board's not the expert in those areas. They trusted engineers and people that do this for a living. But you know, testing is pretty simple. What's the water pressure before it goes in? What's the water pressure after? Big gap. We also know that's a high pressure meter and we have lower pressure to begin with. So, it's not even registering the amount that Sebring needs. So, it's not benefiting any party >> right now. Sorry. >> But was ever consulted in any
of that? Like when that was going on, was Boyd ever involved? I mean, I know we get our water from Sebring. I totally understand that, but I also understand that we are in Boyd, Ohio, >> right? >> We are in Boyd. We get their My mom gets her water from Sebring, but um did they did they were they consulted during that bowl? >> I don't I don't believe they were. >> Yeah, >> there's a there's a a blame game. Yeah, >> Sebring blames Boyd Boy blames Sebring and a trust issue, I think. >> Yes, >> I agree. >> And and they the the guy you should uh I can't think of his name in charge of the utility. Um >> which for Sebring? >> Yes. >> Ser. >> Yes. He's the one that recommended that
meter >> and and I >> that's what he's on that email. >> Yes, he's the one that recommended but the boy counsel and I don't want to badmouth anybody but boy council blames Sebring Sebring council blames boy were caught in the middle and we you remember Adam the money we paid in back money uh that we owed. >> Yeah. in in any way. >> Yeah, we didn't just pay for that new meter they wanted. We paid them back money for the money they said we stole. >> But yes, they did meet. I I want to say Mickey is something we could probably dig up in an email or something. Mickey met with um the council actually went to a meeting, I want to say. Um I I wasn't I didn't go to that. Tim Growichek,
the former village manager, >> that's Sebring, but >> but he said that Sebring should pay for a new meter because it's what to replace that because that's what they recommended. And I don't want to get in the blame game, but that's it's just been a shell game. Everybody blames everybody else and we're the ones in the middle. >> Here's what I do know. Um, but they came in and they have met with us. We have three grants submitted to improve the water lines coming down the street um that they worked with us on so far. We won't hear for a year. You never you you never know. But you know the goal is widen the lines and put in power stations along the way to boost the water because it is slightly going uphill from
the tracks so that we put those in and we improve the water flow not only here but within the the uh village of you know will those go through I don't know will it be in a timely manner? No. I mean it may be something that you know even if we get the money that 2031 by the time the project's completed. So it is not an immediate fix and we're still coming back to the same issue. Do we have enough water in case of a fire for water suppression? >> They've looked for 20 years or more that's saying we've lost water. >> Yes. in in in any way. I just wish that it could be fixed permanently, be done with it. You know, the school everybody needs to get it fixed and move on instead
of blaming everybody. >> That's just my opinion. >> Agree. >> And and we we need help. We spent a lot of money of of our taxpayers that that needs to be recouped. Plain and simple. It needs to be recouped. We got short change with I don't know whose fault. I don't think any of us care. We just want it fixed so it f flows properly so that our children and staff are protected. Yes. So from my end talk working on a code for the roof and once I get those numbers I'll start working with the finance person named Mike. He's already put some numbers together for me with the numbers I have. So give him update numbers one time. He said he was able to get a interest rate at another school for about 3.8
couple weeks ago. Now their project's bigger than ours, but what he's ask for us now is like 4 4.15. So that's going to keep going away. >> Um, do you have any insight on the sound system? So, what Ryan told me was him and him and the boosters have been working on wanting to put this sound system above the scoreboard to get rid of the speakers that are, you know, pointing down to everybody in the stands. And so, when he came to me, they already had this kind of already rolling. not they didn't order anything but this they had he had all the information and he said athletics is going to pay for it and then boosters is going to give them about half over the next 3 years to also help pay for the
whole thing but it's all coming out of athletics or in the boosters given donations into athletics to pay for it um he thinks it'll be done in two to three years he wants completely off off the book and the way Mike the finance guy says he can set it up is that would It's going to be lump sum together, but that particular loan will be its kind of its own little payment. That way, we can pay it off early in his time. Um, my thing with this is if Ryan all of a sudden says, "No, Mr. Club didn't give me any money," said this would be up to you guys, but I would be saying, "Well, it's coming out of athletics because that's what you said." you know, so he's very confident that he will
have it pay off in two or three years. I just threw it. He came back with a well, he didn't come back, but he had me get in contact. Dacttronics has their own financing plan and it goes through Huntington Banks and their their uh interest rate was like 6 and a half. And I'm like, so I contacted Mike. I said, "Can we maybe put this through you and get a better interest rate?" That was the only reason why I proposed that we go from 6 and a half to 4 something save on interest a little bit. So, >> we save on interest if we pay it off early anyways. >> We will. Yes. >> So, in the end, >> but there's still a couple years worth of interest to save. I don't know how much
that really is. I haven't figured that out. But if we're talking about do we So the sound system is something it's not like we have to hack it. >> No, absolutely not. I >> mean our system still works and still talk and Mr. Manley can get on there when the lights go out and talk, >> right? >> The reason they're doing it is people complain because it's too loud and loud. It's not a red like on the red like hot item. >> It has to be done now. >> I mean, I'll say it with these parking lot people still here. It's just not If we want a levy and we're putting in a new sound system, I mean, our our public will come to the game. Oh, well, they can afford to put in a
new sound system and they want my money. I'm sorry, but I've been here long enough and that's what that's what it looks like, you know? I mean, it just doesn't I'm all about good sound system. Now, the water we need to do. >> Yeah. >> The roof, the parking lot with the hole in it, but you have to go around the cone every time you go through. So, I'm hearing you right the sound system. >> That's just my opinion. And I mean, I'm I'll be honest with you. When I spoke to Ryan, I think he's going to I I don't think he needs our approval for the sound system. I think he's just going to pay a higher interest rate because he's going to get it no matter what. It sounds like >> it still
needs to go through the treasur's office. So, you would still have to >> pardon me. It is going to go through the church, >> but I mean I think the >> office would still pay for it. But >> it would just be a different way he gets the loan or whatever. >> Yeah, but the athletic fund is still >> even Yeah. The money would still come out of the fund no matter what. >> I mean, because the athletic fund by chance something happens and they have zero dollars. >> We sign up for that loan. We help responsible for >> it's coming out of the general fund. >> So, and I thought he he thinks maybe there's some more money that he didn't know about from the state tournament money. Is that right? >> If he
gets if he gets the if the booster club starts a fund for him and over two or three years puts that money in there, they can put it in an account for him and he gets more then yeah, he can go buy it. >> Yeah. Like money already. >> Yeah. Like, hey, I got 80 grand now. I'm going to buy this. Save it for that rather than take him. >> That's what you got to do when you buy new stuff, even in your household. So, would we have um we get money back from the state for playoffs and things like that? Is that >> maybe a little bit, but not not >> Okay. I thought he said there might be like 20,000 that he wasn't accounting. >> I was going to look, but it's not
like I didn't bring phone with me. >> Um but when he says that, is he referring to football, >> soccer, football? I mean, girls basketball, >> but I mean, not >> but it's not a lot. >> Put up some money. I don't know. I don't know how he does. >> It is probably pretty close to 20 for the for the entire year. >> I can't get it. >> He puts that with what the booster club's going to give him over the next two years. Maybe in two years he could have it or the booster club maybe be able to give him let them give him the money up front then he can pay >> that's where them back >> or do something for them. >> They do a lot for our sports. Absolutely. >> They
do a great job. They feel like a parking lot with water and roofs that just doesn't look good. >> I mean, they pay for all the uniforms. They do. I mean, they pay for meals. They pay for I mean, they're a phenomenal booster club. Absolutely. >> And I think if he asked them, hey, can we start a fund to save and when he gets money here what I mean, you would have to approve that, but they can put an account for him, he can have an account here, save for what you want, and then you get the money go by and there is no interest. You have the money saved. >> M Mr. Fischer, I just get the sense um we're committed to um necessities. What's a necessity that, you know, not having heat would
cause us to close, you know, getting getting wet, you know, in a classroom? We have to move. We have to do that. So, >> I I think we can do that. Maybe you and I can work with Ryan on a way to to get that, you know, to help him. But I think our boosters understanding the situation, they they might be able to help him now. >> Yeah. Maybe I can't speak for that but I just getting a sense listening everybody that maybe that's one we need to withdraw at this time. >> So back to this finances of 4.1 4.15 you said how much are you taking out? It's gonna depend on >> Yeah, it will depend on how much obviously how much we're financing and then if we decide to put any up front
to bring that >> down. Um, >> do we how much do we have up front? >> I want to wait and I I can't give you an exact amount till the fiscal year is over. But my thought and I put this in the email last week, we should be able to put maybe another 30 35,000 awayish. from that. So, it's not a lot. Uh, but I had but I did have that money set aside from the um tax credits already put aside. So, that 700 and some thousand is already going to be set aside for projects. I didn't put that in the >> So, are we safe though if I know this is just but this is how I think in my own home like okay we do all this at Knox and get all
this but like what if something terrible happens here? I mean I know there's emergency funds and all that but we have a little cushion there that if something >> We're still going to be okay. I mean, we're I'm putting money aside because we're going to be over that 6 million over the next three years. We're going to be over that. So, should be and which is that kind of that that bottom line that we kind of set. We put money aside for project. >> So, we're going to be there the next two years. So, I think if there's an emergency, I still think we're okay. >> Yeah, I think >> I know. What line is that on the when you put that money into is that in the >> the improvement like you're saving for?
>> So there's a a capital projects fund. So it's not in the general fund. We would have to accept the money and then I move it and that's another goal resolution. Move it into this fund. And if you ever need it for an emergency payable, let's say we put it aside and that emergency comes up, you're allowed to take it back out, put it in your general fund and pay pay for that emergency. Okay, that makes me >> put it in the permanent improvement fund. You're not allowed to do that. >> You are okay. >> But all these are extremely important as we look ahead to, you know, we got buildings that are 25 years old. They should be good for another 25. But we need money to fix things specifically. specifically designated for that
so it doesn't have to come out of the general fund all the time. um you know because every time we do that we take something away from our children and you know that's the reality of it and I have been talking to about if we are going to put a put a levy on in November we're going to want to pass some type of a resolution next Monday just to say that we're doing Yeah. So, if you want me to go forward, I will call him tomorrow and I'll get that resolution language ready to go and I'll make sure I'll send it to you first so you can see it. Um, but then we'll put it on the next couple. I think it has to happen. We can't go I mean, I know we're okay
right now. This is what we always do. We're okay right now. We're okay for a year. Well, then what happens? >> We I mean, the schools are going to be here for hopefully I mean so we have to look in their future and that's what we do in education future too. So yes, I would like that. >> I don't know what else to say. >> Is it we have to pass a resolution? We say what and how much? >> Yeah, it's going to have all of that. >> So what are we saying? So we're doing a >> one mil permanent improvement, right? >> 1 mil permanent improvement. And >> what did you say that will generate? >> About $440 a year. And for the average citizen, $100,000 home, that's $35 a year. >> Here we
go. Starting to >> right here. We go. My mind's clicking. There's what? Four, five Starbucks. There's your nail appointment for the three weeks. >> That's about as small as a levy you can put on a ballot. Now this money that you bring in goes into permit improvement account. >> Yes. That money would have to go into that goes into that and that's all it can be used for. Correct. So everybody understands. >> Yes. >> And not be used for teacher stuff. Correct. >> Not be used for teacher salary. It can be used for business >> and that's on everyone >> taxpayers, right? >> I mean we're not like not digging the old farmers or anything. I mean it's everyone, right? Yeah. Yeah. Property. So, it hits everyone. Unless you don't own the property and you're
a renter. Oh, the questions that just start >> looking forward at the tax cuts and everything possibly coming. Is 1 mil enough? >> Yeah, I think so. because the only year that those tax cuts really affect us is next year and we're still okay. Okay. >> According to and I had to sit through I was in a seminar last Tuesday about and I got some individual help from a guy who's been that's all he does is trying to figure out this state stuff going on with the property tax. They actually hired a guy and that's all he does now. So we went through it and we're pretty confident with our numbers because In some ways being in three counties hurts us with this new rules but it's actually going to help us because well county
doesn't I mean it's such a small amount it doesn't matter but um let's say Mahoney County goes over the the cap the let's say 14% is what it's all you're allowed to get and you you might lose 7% because your house went up by 21%. Um, it only affects Mahoneying County houses, not your county. Whatever you're paying, whatever they're paying that stays the same, which is part of the problem with the entire there's that's why they're trying to some people are trying to go to with this litigation because how could you as a Mahoney County resident have a $300,000 home and pay this amount and you live in Columbia County have a $300,000 home and you're going to pay a different different amount. It's not right. But with the way the law is written, that's
what's going to happen because of the different appraisals and how much how much did Mahoney County go up this year and how much going to go up next year. They're on different years. Lots of fun. We had a PI fund with the bond issue that was paid off in 22. We were getting money for repairs and it has gone away because once we paid off the loan that went away with it. So there was money aotted for PI money out of the taxpayer bond issue was a half mill. So we no longer are collecting that. There's still a little bit left about 80,000 which should cover what it's paying for now for one more year that way. >> And what's it paying for? >> A lot just maintenance stuff. Um some of the wish I
could pull it out and tell you. Um it's all maintenance stuff. I wish I can't I send it to you. >> No, I mean I just >> I can't get on my system at the moment. >> Right. But like I know what you said, Jim, about this more. I mean, so like we're in a situation if we're 20 long, I mean, even to say a 1.2 mil levy. Um, we can prove exactly where this money is going to go. I mean, with the parking lot is going to cost this. The water's going to cost this. I mean, do Knox, I don't know how you want to hit that too hard for the Knox haters. They're going to not give us money. I don't know, but we can say we're going to be spending 800,000. I'm
just picking out numbers and but we're only asking for 440. I mean, maybe we should ask for like 1.2 million. I don't know. There's no magic. >> The only reason I brought it up is knowing electric rates are going up again. um gas rates are probably going to jump falling right behind and you know looking at so if and not knowing for sure about NOx about boilers and so forth if and I don't I don't think you really touched much on that but so the savings that we've already seen throughout the three buildings that have already been done it's more of a usage savings we've seen not much financial because of the electric rate jump to where if we were paying the same electric rate as we were when it was put in, we'd be
s seeing a huge savings. >> Yeah. And you they have all of our buildings too on this graph find it. But you can see usage in these three buildings has gone down slightly over the last two two or three years where Knox has gone up because they're using the older equipment. But like he said, our electric costs have kind of stayed the same, even gone up a little bit, but that has more to do with electricity going up. But the usage has come down thanks to all of the energy saving things we've done. And I think it's important, Mr. Graham, you know, you make a good point, but for all our taxpayers, their stuff has gone up. One meal is going to be a stretch for many of our owners. >> Yeah. And that's what,
you know, it's not getting greedy or asking for more. I just want to make sure we're covered. It is, but >> but I think, you know, we we got to start somewhere and we need some help. >> Um we're just like a homeowner, you know, you got repairs to do, you know, you got to bring in some income or revenue to make those repairs. We're out of options. We need help. That's hard to see. You see this bar chart and that's that's usage in kilowatts or whatever and not is the orange one when it's higher over the past year a little bit higher than everybody else. Believe it or not Damascus is the second highest we thought I would but it is he is talking about kilowatts or whatever the kyh per cubic foot. So
I believe in total building. >> Now would we anticipate knocks coming down with the new system? >> Yes closer to where Damascus is. >> Okay. And we're doing all those efficient things they talked about where the lights go off at a certain time. >> We're not doing any of that yet. >> So that was part of the initial 3000 or whatever. Yeah. >> So, where Doug's team can actually go through and start adding in LEDs. Um, I took it out of the original quote because that's something we can do ourselves or down the road. >> So, I went through and just said, "What do we need to do now and what could be done over the next couple years?" Um, LED lighting is going to be one of the most the biggest things you'll see
a quick savings on. But is it a priority? My opinion would be a roof over our heads. Um, you know, heat during winter comes before light. >> Oh, I agree. But if you do, >> if you do do the LED lighting, I would emphasize to get this levy passed to tell people that we are what you have done. >> You know that you have to emphasize and maybe with now Mr. Manley being superintendent that it will help pass it. I hope so. I hope it because because of all of us here that it'll help pass. I think, you know, we we have a team, but it's hard. You know, we know it's going to be hard. You know, this group could take the easy road and say, you know, is there another way to pull
money? Yeah, inside millillage, but they've made a commitment to be transparent with our taxpayers. We're not doing that. We're saying, "Here's a real life problem. We're going to talk to you as we would our spouse. We need your help to solve it. These are our answers and we're going to be transparent at it. And we know 354% of the people just to say hello will be be no no because it's a tax. And that's okay. We're not going to argue with them. You know, that's not our priority. we're going to have to, you know, get with the people who are in between and find them and and talk with them because it makes it's logical sense, but anytime you have to pay more money, it brings up emotions and emotions sometimes clouds um logic. What
would generate 500? What what millillage would generate 500,000? A nice crisp 500,000 instead of >> check. >> And then what would that cost? >> You said 1.2 earlier if you're allowed to do that. I don't know if you're sure you could. >> And then what would that cost? just going crisp easy when you two extra Starbucks >> when you can't pay for this like we're trying to generate $500,000 a year and $500,000 is going to you know instead of 440 or not being greedy obviously we need it it's not bad but if it's only 37 or $38 a year >> so the last time it It wasn't a permanent >> we've never tried anyone. >> Yeah. >> And we tried not to hit anyone on social security. Um like Cring did. Yeah. >> We tried
to do what they did, but we didn't have Copeland in our corner voting. Um before that income >> 122 will be $42.2 And that would make 500,000 a year,000. >> And that's something I can also talk to the county about. Here's what we want to try to generate. What's the mill for that? >> Okay. And it's not so on Monday when we pass a resolution, we have to have an exact number though. >> No, I don't think so. You could probably you could say something. We up to but not exceeding 1.5. >> I was going to say I don't remember having ever >> when we passed the second one in later cuz I thought the first one was just more or less saying we're putting a levy on it, >> a PI levy on. >>
We just have to make sure everything's filed by like August. Thank you, >> Mr. Fisher. We can do that before you leave. You leave us make sure it gets done. Okay. Does anybody have anything else or any more questions? We do need to go into executive session. I'll make a motion to go into executive session. Second treasure call the role. Oh, I'm sorry. To for employment of a public official and no action will be taken. Thank you. >> All right. Mrs. H. >> Yes. >> Mrs. Shaver. >> Yes. >> Shields. >> Yes.
