I am so excited to introduce you all to Francisco. He goes by Cisco Ramirez. And Cisco is our
004young series student of the month. He was nominated by Mr. schedule. Um, so again, being nominated by the counselor who works with everyone is a pretty big deal. Here's what you said about Francisco. Francisco quietly and dutifully goes about his day-to-day academic and co-curricular activities in an unassuming manner. His sense of focus and intentionality has garnered him the utmost respect from his teachers. His sense of humility is exemplified by his daily mannerism and positive vibe which is the norm rather than the expectation for Francisco and goes beyond the classroom. This character trait is on full display each day as a member of the Mills state control watching his growth and maturation over the years has been inspiring and remarkable. Francisco will continue to accomplish great things as he metriculates to middle school. And I have

Mitch Tubel is our Viper Orchard employee of the month and this is one amazing dynamic woman here is she was nominated by the third grade team and the building leadership team. Um she's just a superstar. Lori is deeply dedicated to our students and consistently goes above and beyond to ensure that students experience Mills in the best way possible. She is calm, reassuring, and steady in every situation, building strong, trusting relationships with students with her kindness and
006patience. Lorie cares deeply about the children she serves and advocates courageously with their needs while also speaking boldly about new ideas and better ways to support her. Rarely have I seen a student so appropriately obsessed with seeing a complex project through to the end. Their focus and drive are immense. Consequently, their drawing and painting skills have developed rapidly. Elena has demonstrated qualities necessary to be successful in the arts and in many more endeavors. Next up, we have the Mills Park Hotel students of the month, Angley and Katie Johnson. nominated by Miss Loots and Mr. Hatter because he said we have to is an astute and intellectually curious student. She has a genuine dedication to lifelong learning. As a writer, she consistently produces work that demonstrates both insight and craft. Her understanding of literature is nuanced and sophisticated, and her commentary regularly challenges her peers to think more deeply about complex ideas beyond her academic strength strength. She models responsibility, engagement, and respect in the classroom. She is truly a model student and highly deserving of this award. Tie is an
008exceptional student and a natural leader who consistently models responsibility and engagement. Her intellectual curiosity drives her to continually learn and grow as a student. Her astute contributions elevate classroom discussions for everyone. She makes strong connections between the ideas presented in class and the world around her. His leadership by example has truly helped set the tone for our team's identity this season. We have our first community comments of the year. Um, we have let's see Miller. Oh, where? Oh, there she is. Um, so just real quick to um since this is the first community comments of the year, I just want to reiterate some of our um our public participation rules. Um, attendees must register their intention to speak, which you did. Thank you. Um, to participate in
010the public participation of portion of the meeting upon your arrival. Uh, participants must first be recognized by the presiding officer and will be requested to preference preface their comments by an announcement of their name, address, and group affiliation. Um, I think address is not quite necessary to say. Maybe just if you live in or out of the district, that would be appropriate. Um each statement made by a participant shall be limited to three minutes duration unless extended by the presiding officer. Uh treasure McGrath will be our timekeeper. All statements shall be directed to the presiding officer and the person may address or question board members individually and uh believe oh 30 minutes is the permit. Well, um, good evening to all the council members. I am going to ask for additional time, uh, because I
011have a reading disability. And so, um, it takes a lot for me to just get out here and read something, but uh, this is having to do with signage around the schools. And um I'll start. Uh appropriate school signage is critical for enhancing safety. It helps create a clear structure for navigation for school traffic routes. The right signature I mean the right signage can ensure that everyone knows where to go, what to do, and how to stay safe. As a village, we owe the citizens, our seniors, those with disabilities, families, and children a safe environment for travel and parking. I've asked our village staff and school district staff to reach out to me and set up a field trip with me to address my concerns on street signage. Well, I'm aware they prefer waiting until
012school construction has been completed. That we only have three and a half months left of school and the village has applied for grants and just recently received the grant. I believe that was with additional signage and changes we can make it much safer for our families and our students. Now, this would include um addressing signage and flash a flashing stop sign on Elm Street and Walnut. It would address also signage uh where you're asking um parents to abide by no left turns from Short Street to Walnut. No left turns from Walnut into Short Street. No left turns into Walnut into Limestone. No left turns into Walnut into Elm Street. Additional crosswalk signs need to be considered. No parking signs near the current bus drop off and pickup should be on Elm Street. And I've advocated
013and seen a difference in additional um police presence during school hours at the elementary and have advocated for that as well. It's time our school district makes a forward a formal request to the village of Yellow Springs for temporary and then permanent changes after construction is completed. This way, the village council can move forward on your requests and your concerns. Hopefully, then our village manager and school district can work together on signage that provides a safe environment around your schools for our families and students sooner than later. Thank you. There we go. Um, all right. So, we have, first of all, we have, um, in thinking boldly. Um, we wanted to highlight Ken Johnson. So, Kayen Johnson decided she was going to be a published author and she worked all through the fall to she entered a competition where it had to be a 100word scary story. So, we found
015out in January that she won for Ohio and um is a very published author and then hopefully we'll move on to the top five in the country. Um but we're just so proud of her and things that she's overcome to really really um shine as an author and it just shows so much perseverance that we're just we she needed to be highlighted here. She told me I could talk about her but that she would not hear it. She didn't want. Um, our next one coming down. Um, oh my goodness. Talent night. Talent night was last Friday. Um, what a night. Like I smile and just think about my face. Talent night. We had 49 performers at the flu. 30 acts. It was unforgettable. We had everything from a first grade magician to comedians to more
016K-pop demon hunter acts than I think were possible. Uh it was just great fun and that the audience made sure that everybody felt love. The kids made sure that they felt it for each other and that was probably the most exciting part was everybody just supporting each other. Um definitely use some bravery to come out and do that stuff. So kudos to those students. And then last but not least, I did want to highlight our real students who um gosh, it feels like a long time ago, but they read their essays at um at the Martin ceremony. And um we have a bunch of of kids from the community, but we had these three who were just fantastic. Um Sydney Boule talked about um Martin Luther King, a man of action. Mer standing up for
017what is right and Mary Jones talked about a man of action and it was so exciting for those students to get up there and write and I if you don't mind up just a little bit down I'm sorry. Um I took a quote from each of their essays because I thought they were so great. um sule he represents that hope and determination can bring people together an example of how he's great is that he risks his own life just so that we could live equally and part I'm glad Junior inspires we need people like him now more than ever that says it all >> thank you for Mr. matter. Um so for thinking boldly um he has highlighted one of the projects done in Mr. Gay's modern world history class. Um so this is centered
018around um the the essential question of how can we as student historians piece together a global view of World War II by comparing the conflicting perspectives of those who through it and it's a pretty timely essential question. So um the students will analyze oral histories and firsthand accounts um representing diverse experiences during World War II and then they will curate and interpret these and into a public facing digital document. So um I do not believe that is finished yet. So I can't wait um for us to see the the results of that. Karen deeply. Um this is uh about a the experiential learning practicum that was added for seniors this year. Um this was done as part of the vision Mr. Hard and his folks had um after visiting Quaker Valley High School which is
019a sister schools. So our seniors have shadowed, interned and interviewed in professional settings that align with their career ambitions. Um they have a variety of interests across the board from initial employment to two and fouryear schools to um tech and trade schools and going into the workforce as well as the final assignment this course was for students to participate in mock interviews with professionals. I had the wonderful opportunity to participate in those. So that was really an interesting um experience that I got to have with our seniors and they got to have us there for parents to leave us and enter a variety of experiences including works. And then finally, advocating courageously. If you attended the Anne Frank performance at the John, you were no doubt touched by it was again what a what a
020timely piece for this world in which we're living. And these new student run amazing. Amazing. So, a shout out to our fearless students for always. >> Great. Thank you so much. Haven't seen you in a while. Nice to be back. Um, okay. So, for the PTO, just some quick updates. Um, first, thank you so much, um, Miss Bieber. Obviously, you did a great little recap of the talent night. That was the biggest um accomplishment. We
021had to um postpone it a week due to some crazy weather that turned out to not be so crazy, but it still went off without a hitch. It was it was amazing. And um I think we have, you know, a new ongoing MC. I hope it was and if you didn't get to come see it, she put her um her skills, you know, to work, right? >> Yes. It was amazing. It was so good. It was so good. I gave her a script and I feel like you looked at me like I don't need this and she did. She did. Um and it was it was fantastic. So, thank you so much for your support in that because it was um it's always a lot coming together. Um so, really appreciate that. And thank you
022to the custodians. Um they always work extra hard for us. Um as well as his furlow for lending out the gym for the week. Um we have night coming up. So, in two weeks, February 28th, Saturday, February 28th at the Emporium, we have Uber night. So much fun. Um, thank you to Kurt and in the Emporium. They donate that to us to host there. Um, and yeah, tickets are live online. It's $30 um to sign up ahead of time and 35 at the door. And there's snacks and you can buy um drinks and cocktails and all the things that the board has to offer. It's a fun night to support um the PTO. Um we're continuing to just support uh teacher and staff needs as as we transition um as we've transitioned over to the
023new side of the building. So um like lounge teacher lounge updates. Um I know the core experiences are going to be rolling in here in the next few months for um teachers and students. So that's exciting. We're um excited to see those wrap up at the end of the year. Um I think the end of the year events are just you know like the bulldog sixth grade dance stuff like that. Um, thank you to Jack and Joy as well as Miss Cuber for meeting with us. I think it was last week or or potentially a week before. Um, we have a a a group of PTO members who um they were willing to meet with to discuss the transition of the fifth and sixth graders over to the middle high school. It's really important to
024us and a lot of our parents who have reached out that uh those fifth and sixth graders maintain a lot of those um leadership roles that they get here um such as like the crossing guard and student council and student news, things like that um once they go over to to the middle high school. Um so we'll kind of be at the bottom there again. So um they had a great conversation. and I wasn't able to be there, but um I know they felt really encouraged after that meeting to be able to um see those things move forward. Um and we're also looking forward as a PTO to supporting the middle and high school staff as well um in really specific ways next year as we talk about how we transition to maybe a district-wide
025PTO. So, um it was a great meeting um and we're really grateful to them for for meeting with us and entertaining all of our ideas. Um, uh, the one thing I wanted to mention in regards to that is just, um, we're always looking for volunteers. The more people we can, um, get to support our events that we put on as well as going to our meetings, um, the better. And, especially if you really need to transition, um, over to a district-wide PTO. We really need help from parents of all ages. 026right, moving on to item number three, master facilities update. >> So, thank you. There's some text in this update. You can kind of ignore that. The best part is the pictures. And um just as a reminder, we take our facilities tours every two weeks prior to our meeting and and it is amazing the amount of work and change from one tour to the next. So for Sarah these pictures right here. Um you probably saw a lot. So this is no longer a public entrance. It is a construction entrance only. Uh and the next picture is the what was the media center and uh the STEM classroom. You can see the ramps are gone. Um pretty much assemble that whole piece. Um this is the ramp, the first ramp that was in the media center. You
027can see that that's gone now. We say not It will be a ramp. It's silver steps. This is looking out that hallway to limestone. I know what it is, but we're going to be walking in and out of it. Where are we? Restaurant. No longer. And then this is looking at as part of the back end of the media center where the lower level was Mr. G's little office and the upper level was a variety of related services offices. So the big discussion now is how do we keep this open for perhaps activities decision these are so The big discussion for you is about railing and um it can't do anything that would be whole class because because of the stairs it's not handicapped accessible. So it would have to be a space that certainly
028could be um small groups and activities. But once it was open we saw the space and we thought wow this has promise. Um again you can see a little closer what that upper area looks like and then that is just some highlights of phase three. If we go down to the middle school high school this is part of what will be the new athletic entrance. So that's the gym and you see the blue metal there that indicates the entrance there. The windows are in Again, this is another view of that entrance. This is the gym. Um, I saw another picture just this afternoon, so I didn't have time to put it in. They already have the sub for the new gym floor because it is has arrived. It's been in district since Monday and has
029to acclimate for a couple days. But you can see in the corners, you can see the blue wise. Um, that space is pretty impressive. This is a view into the new concession area. So excited about this. I mean, it's got electric. It's got storage. It'll have a rolling window. Um, This is again the view down that athletic hallway. So you see to the concessions and then of course we'll have a spirit door next to that. Um this is so let me orient you. If you can imagine the old 2002 edition that was the where the shoe box met the 2002 edition. So, picture yourself right there. And that's this space because this is the new survey area of the kitchen. And that goes back into the new high school. This is the picture of the
030commons. So, the roof is the commons and then the seal that you see on the other side, that's the middle school. Again, this is the high school. Sit here. Stay here. So, you're trying to trick me here. And we're back at the comments. Um, which is just going to be so flooded with natural light. It's going to be a beautiful space. And then this is the view on the outside of the high school. As I said, that that part of the building is most. And that's it. So, I hope you're excited. big changes for the for our all of our new electric which requires no electric service here that day. >> The only addition that I I would have is as of the end of January, we're 63% complete. So now we're probably approaching that
03175% mark. Um, one thing that can be a little bit deceiving on the percentage complete is it's also the amount of materials. So it's considered 63% or it counts as being part of the completion just having materials on site. But that is also a big part of planning the project is making sure that when we're ready to install the windows that the windows are here so that you're not waiting for those materials to arrive. So at the end of February my guess is about 75%. >> Great. Um so I have a question. So, it sounds to me like that risk of coming up with unforeseen expenses that could put the budget out out of uh blind is somewhat past. What do you think, Jake? >> Never say no. >> Right. Of course. But I'm still
032looking for some like 75%. you are still working on one which is a 100% renovation project and there are some some things hanging out. So we we are still looking at change orders every week. There are change orders question. >> All right. And and so in terms of how much those change orders have impacted the contingency budget or the construction uh the CMR etc. I feel like we're still within >> so far we are still >> Okay, great. Every two weeks we're like, you know, from real tangible things like of course to what I call bigger items. Especially here in the lawn stage three, you have to think back that we haven't really
033visited that space, put eyes on it to see to remember what all was going to be done, what was going to be includ, you know, that was a year and a half ago that that that has been uh that that had been looked at. So, there are some things that are have aged a little bit. Um, so, you know, but everything's coming along great. So, Anybody else have any questions? Facilities related. We will get there. We promise. All right. Moving on to item four is also Dr. Holman superintendent reports. Okay. For in my update, um I just gave you a hint of where we are with increment weather and hours. So again, we've never seen we're okay. And we're very intentional in creating our calendar to build in instructional hours. Um student drop off and
034pick up. Both principles have sent out communication to parents and families about that particularly when they have a lot of snow and we know we had a lot of snow. So there were huge banks of snow that were impeding traffic flow. here in Mlan. There's another layer and that is the reopening of Short Street. So, as um Lindsy did mention, we did send out communication saying um please no less. I think some folks in the community were trying to help us out by telling us how brilliant of an idea that was. I asked the council. I asked the building manager could have signs. He said only council can approve that. So I have not made a formal request. I can I can do so. You know we probably the only sign we can put up
035on our own is the one about buses. I don't even know if we can say park here because um we could probably push that piece but we do not have the authority to to say that during this period of time which is what we asked in the end we are not miracle workers and we can only work with what we have. So I know board member writer reached out to me about signs particular signs that go on and so um I'm happy to to meet so we can get those but this really takes communication um with the community and cooperation from the community um in terms of kind of larger active transportation pieces perhaps talk about that because there's two components that the schools are connected to with that one is signage at crosswalks and
036enhanced crosswalks. And I did um formally discuss with the village manager that we are interested in having that part um of the safe rout to school and active transportation um plan. We do need those. Um sidewalks I think are are a different um a little bit of a different animal and particularly at each site. So for example at the middle school high school I know that having watched the council meeting there was request to have um sidewalk from Dayton all the way to Mary's way kind of the enhanced 11 foot sidewalk. Well, um we don't want that in the active transportation because part of our project from our um driveway closest to Dayton all the way to Mary's Way, part of our project is a new 5- foot sidewalk. So, I don't want somebody coming
037in a year later and busting that out to put something else in. It's truly going to be um I think the the discussion would be how do we get sidewalk from Dayton to where starts? We we're aware of it. We're working with the village on that. Um so we have a lot of different uh discussion points with this whole piece around city travel to school for our um in my update as well um two things. One kind of work backwards gave you a whole list of dates. You know we're getting close to the end of the school year when all these come. Um there's a lot of just as a reminder the principles do a good job of pushing out communication and mentioning at board games meetings when we have end of year events but
038we're we're going to link our eyes when it's going to be March and then it's fast track to end what I what I really want to talk about I put it in my update but I also gave you this document and this is from the Ohio director of the office of budget management to government and she in very specific detail outlines the catastrophic impacts of the proposed constitutional amendment to abolish property taxes. So, right now, the advocates of this are trying to get enough signatures to get it on the ballot. If they do and meet those legal requirements in November, this will be on the ballot. I'm not sure how it will be, but something that was will sound amazing to people. Yes, get rid of your property taxes. Um but I think it is
039our responsibility to make sure our community has eyes wide open. So with this um and I and I'll let you read it. I'll just do some highlights. Um schools, most public schools would be in default on all of their loans. For small communities like ours, all of our services would likely go by the wayside. And when I say services, I mean fire, police, EMS, senior services. Um, to account for the amount of property tax that would be lost. So, if it was replaced by income tax, Ohio's income tax would have to rise to 11 to 15% statewide, which would make us highest in the country. If it was replaced by sales tax, our sales tax combined, and so because it's countywide, we have to do this average. Um it would make it um between 15
040and 18%. Still wouldn't be enough money. They would have to tax services and goods that are currently not taxed, such as food, healthcare, um etc. So, I provide this for you to read at your leisure. Um, I would say you should talk about this every month. Um, because it it is just one of those things that, you know, if you're busy and you're not paying much attention and you see, oh, I, you know, save money, eliminate property taxes, it does sound good, but the devil's in the details and and there are a lot of details here. So I provide this for you. We'll give copies for the community and I'm happy to provide you because we must stay. So that basically um is my update. I have given you um the minutes of the most
041recent meeting of the business advisory council. We have to be aligned. Um we have to have a business advisory council. We are aligned. um for hours. Um and then my last update item is the school start time changes for 2627. This is this would be the third time. So if anyone has any questions or comments about that that um I'll just say I we had a good conversation with uh at our faculty meeting um and Mr. Howard and um Miss Huber were able to ask this the staff and teachers how it would impact them at Mills Lawn and at the high school. Um and Kim was also in that meeting and um I was happy to hear that they were excited about these changes. Um that that would really open up their schedules. >> Maybe

Um, obviously we all know there'll be challenges um and things to to look at, but um that kind of helped me feel better about the process. Twice a year we have to keep our report. You can bring up the numbers. They are zero. I will tell you that there is a very specific legal definition that we have to report on. So that's it. Um 5.3 through 5.6 these are proposals for new courses for the middle high school. So 5.3 there are four portions that are prop three courses excuse me proposed to our computer programming pathway. And this is because the um curriculum we have has changed with the rise of AI. And so now it's Python connected with AI. So you see AI application
045development Python AI foundation with Python generative AI 5.4 is a new math course. So this is a dual enrollment course with Sinclair. So our students are able to earn more credit. Um and it is introductory statistics and it falls in line with the algebra 2 requirement. So that is a bonus for our students. 5.5 is new ELA courses. So there are actually three new courses, but English comp one and English comp 2 are both enrollment through Sinclair. So I provide you the syllabus for that. Um and these are junior courses by the way. And then literature um will be a new addition to more options. So this balances the choices for students and gives them enrollment opportunity for ELA and math. This is taught by our teachers. So that would be again this is a
046plus students and then 5.6 is a new course um for our high needs students and that is um an arts course. If you know um the terminology around PE it's typically called adaptive. We're calling this individualized art and it will be taught by the arts teacher. Um so that's very exciting for students. 5.7 is a memorandum of understanding for us with the Green County Health Department for use of facilities in cases of community health emergencies outbreaks. It's just an update. The last one we had was by Dr. in 2006. 5.7 5.8 is the new um course catalog for next year for school high school and Mr. 5.9 school fees for next year. I will say that we were able to reduce the school fees that we charge. So you can see that and then you

048to open the financial consent calendar? >> So, second. >> Okay. Um, finance report. This is December's finance report. Uh, you guys have this. I didn't get any questions about it. Um, I would prefer to spend more time forecast. So, there are no questions, but I will move on from the finance report. Um, real quick, 6.3 appropriation changes. Um, this is an appropriation increase. We received a state grant for transportation. I believe this is for cameras on the outside of the bus. Um, yeah, safety arms. um it covers more than 50% of the costs of of the improvements that are going to um buses and then we have the forecast. So for the forecast um finished for you I have the the uh PowerPoint presentation and then I also have the fiveear forecast and 10 year
049projection printed out and I went ahead and printed off October so you can see what has happened from October to February of this year. I'm going to go through the PowerPoint first which is most language and then I will come back and we will talk about the numbers. Okay. Go down. Um and I have turn it out so you can take notes. Uh the OC requirements this year they changed the five-year forecasting dates from November and May to October 15th and the end of February in fiscal year 27. So this coming summer we have to present our forecast by August 31st and again by the end of February and then the fiveyear forecast includes the general the key line items that you want to look at. uh it is broken up into revenues and expenditures.
050Our two big sources of revenues are local and state funding and the expenditures are making salaries, benefits, purchase services for us, debt service, supplies and materials. This is a line graph showing our revenues, expenditures, and our ending cash balance. We started since spending in fiscal year 2025. So that's that red line going above our revenue line. And then as long as expenditures are more than revenues of your deficit then your cash balance is going down the cash balance does remain positive through so the next five years. Now this is all words and this is embedded in our PDF document. Um there are a lot of changes coming from the state as Terry was mentioning abolishing property taxes. The discussion around that but the state has also done a lot of work to reduce property taxes
051and so that is the biggest change in our tax is this legislation property taxes. There were four pieces that he signed in December. House Bill 139, House Bill 186, House Bill 309, and House Bill 335. They take effect next month. Happy and the impact on our forecast right now is simple because there is no authoritative data about what the changes or how these changes will impact districts from the Ohio Department of Taxation, especially House Bill 186. They uh the Ohio Department of Taxation does not have has until April 20th to send their council 186 calculations to the county. That's the biggest concern because the temporary tax credits claw back money that we've already received. So these changes are retroactive is what is happening with property taxes. So money that we've received, the state is changing
052property tax law saying that we're not going to get that, which means not only is it going to impact your future collections of property taxes moving forward. It's basically double the effect in the first year. So, um, we're not sure exactly what the impact is because they have not put those out yet, but the big adjustment will happen in August of two of the bills do work together. House 29, the 2004 calculation This is very impactful for us because it changes the way that the 20th floor is calculated. Prior to House Bill 129, emergency substitutes didn't count towards the 20th floor. After House Bill 129 starting reappraisal, our substitute will count towards the 2014. So it will be rolled in into the 20th floor calculation which should take us off the 20th floor. Um that
053just means that our our revenue is uh also without the um the details on how these bills are going to be implemented. It it's difficult for us to anticipate exactly what our revenues are going to be. If you we have two board members that are here for the passage of our substitute levy new construction growth there's a big question mark as to what happens with that new construction substitute because these bills conflict with the old laws of substitute bies and how those are. So that's something that that we'll have to wait and see on in 2026. We will lose 313,000 from the 214 and then the emergency substitute approved for 2026 into the core calculation. And so instead of seeing growth on the 20 mil floor like we would anticipate in 2026 and growth on
054the substitute through construction, we might see no growth whatsoever. It does house also 129 um remove the ability to pass multiple emergency bodies or to combine them substitute. So it is good that we passed our substitute but we did because that's not going to be an option for school districts in the future. Um, and only school districts preaution will be able to use the emergency feature and they can only do it up to five years and these changes start this house bill 186. This is the retroactive piece. It caps property tax growth of the 2004 to GDP later construction over the three preceding tax years. You all I'm sure sometimes. So counties undergoing 2025 retroactive. This is that retroactive piece piece for us. The state has guaranteed that districts will receive at least the same
055amount of taxes that they receive for tax year. So the state is saying that they are going to make up for these losses to make sure that we have tax and then we will receive those payments from the Ohio Department of Education workforce. We anticipating this will cost us 427,000 for retroactive tax. We we are estimating that we'll get 151,000 from the state to make up for that. But again, no authoritative data from the department of taxation on that yet. We expect this to hit us the most next year. FY7 for us and then 100% velocity. So we we see the first half of this year and then the second half of this implementation next year we'll see the full rest of it. Um and that's why the 480 or the 400 number forward is
056because7 and then so we're going to see part of this change by FY28 the implementation should be steady If you're looking at our actual forecast, what you'll see is this is up. This is the number one line on the forecast at the top. That's why I have October and the one that is not labeled is this current month's forecast. That line 1.01, that is where our changes are happening. If you look at our total revenues, we're we're doing okay. And yes, I I kind of this is large as I could and still on a piece of paper. Um, but so our total revenues, if you look all the way out 2030, we're only seeing a loss of about 200 pounds. We're talking about half million dollars a year. That's because we're being jumped in income
057tax. So if you look at the the forecast from October, um you'll see that property taxes have gone back about half or 600,000 each year you'll get and income taxes are up about that same about 500,000 anticipated taxes. Okay, getting back to 186. Go back just one slide. I think what's really important about this is the way that this is being. So, they are retroactively doing these taxes that are going to negatively impact our revenues. But if you look at that last bullet here, it does not retroactively adjust the state payments that are received based on our revenue. So two biggest revenue sources, local funds and state funds. Um and the the state has been saying they're doing all these property tax changes to help local citizens and to help taxpayers. But what they're not
058doing is as they give back property tax money to local residents, the state is not going to adjust the revenues to receive from the state for these retroactive changes. So, we are being penalized for having larger property values now on our city revenues and then we're going to be penalized on property taxes um for those retroactive increases. So, we are essentially seeing this loss in two places. Local local revenues are going to go down because they are doing changes to lower property taxes and our state revenues were lowered as well because we are paying we're getting 100% credit in the fair funding for those values. Does that make everybody following what I'm saying? I guess I say does that make sense? No, it doesn't make sense but I just hope they're following. Um this is
059not a large factor for the um roll back structure. Um yes huge gain for local residents. The roll back is going from 2.5 owner occupancy tax credit to 2.88. Um so local residents are getting that.35% big relief coming through local taxpayers. Um we are not immediately impacted because these are statements. So they are increasing the um the owner occupancy credit but we will also get that accuracy. House Bill 309 expands the county budget commission power. Um this is here and they talk about there are ways for the county budget commission to reduce property taxes that have already been approved and voted on. It covers what the restrictions are on that would have to budget hearing if they were to do so. This is something we are keeping an eye on. There are some counties that
060are more aggressively reducing property taxes than others. This is not something that has been discuss 335. This really works with House Bill 189. Um it's counting growth on the inside millage. Inside mill for us is our first four mills. We get 10 inside mills of those or everybody 10 mills is shared amongst all local government entities and we have four of those medals of the 10. um is just saying house 335 applies the same on the road to those inside as they do calculations. So this is something that uh treasurers actually did support even though it was uh you know still reducing like if you're going to fire on growth but not inside. So that is easier to understand everybody understand very wells for the future. Uh so these new property tax laws we have
061to reassess our levy strategy timing and eligibility. is fortunate for us. We aren't in a good financial position right now. Uh we do not see any cash balance until forecast. Um but we do have limitations on what we can do to have new operating money in the future. So our substitute levy is right now off the table to the new map after 10 years and we'll have to see where we are we get closer you know are we back on the floor by the time we're ready to go things almost fix you ask for specific dollar amounts and then that gets added It does uh have some limits on there are some limits on asking for new money. If you're carrying over a 100% balance, you cannot ask for 11. So it would be 714
062million in a year and we are carrying over $14 million a year. We wouldn't be able to ask for now. I would say some of these they actually do you know relatively they make sense. Um and if we were carrying over a 100% cash balance um we we won't discuss So right now we are down around the city right above 50% at the end of this year. Um, but we're not talking about property taxes until 26 27 city budgets. Um, right now 96 there's no increase to the combination formula and we're getting a couple a little bit of growth outside formula state that is one thing 96 included back tax exemptions. So if you remember the homestead roll back what they were um saying is county budget commissions could basically do this back on the
063homestead exemption and budget say that they're not that property owners not approved in the county yet and that will cost us approximately $150,000 a year but that's something that annually so we will have to keep an eye on that in the future. These graphs should look familiar from the uh this is exactly what we do on our monthly financial report. It just shows you where our revenue sources come from. You'll see a big portion of that is local. The city provides about 22.8% of our revenues. Um the rest of that is produced locally. You know, I will say that that same number is probably closer to 25 if you exclude our debt service. We um the income tax is 32% of our revenues. And then if you go down, you have to jump around, but
064remember half of that income tax is taken from that service. So when we get to expenditures you'll see you know here you see 32% of our revenues turn our income tax when we get to expenses you'll see 15% of our expenses or net service this is a graphically local state look back here in four years future and then as you can see our local revenues are growing We dip down in 27. That is that property tax loss. And then it starts climbing again. But you'll notice that we see revenues that were growing over the last three years dropped this year. Bump a little bit back up at 27. That's just our property tax money that the state is going to give us in that calculation. And then they start dropping off in fiscal year 28,
06529 and 30 as well. This is our enrollment trend. So they used to do enrollment differently numbers. Now it's actually enrollment and they're actually using our real live tenants data um when they're building our city funding or our city foundation they're using our our live data. So if you have four attendants one month or if you have a lot of absences in December or January, you'll actually see your state foundation payments go down during the illness season go back. So the challenges to operating revenues law act is probably the biggest one. The property tax law changes that retroactively impact us. They limit our potential for revenue in the future. The fair school funding plan is not fully funded by the state right now and then enrollment directly impacts our state. We we're facing challenges on
066every level as far as funding goes. This is like that um revenue chart except this is our expenditures and wages make up 50% of our expenditures. uh benefits around 19%. But our real um outlier is our debt service 15% which is really just that money in money out of income tax revenue that we were expecting to happen and that is debt that's borrowed to pay for our project. This just takes that my chart turns it into a bar graph and you look at it. As you can see though expenditures steadily which we should be expecting and this is every business goes through this. I know we are not a business. We are a nonprofit but we we do have increasing expenses largely wages benefits and then we've been seeing services go up as well. So
067everybody that's been impacted by the economy, we're included in that expenditure ending cash balance. This is looking at our cash balance, our unencumbered cash balance, and then a 30-day cash ratio. That is the minimum is 30 days. They recommend keeping or doing something about your revenues before you get to below 60 days cash. When you get below 60 days cash, it does become difficult to operate and then expensive to operate the old it is more expensive to not have money than it is to have a so right now our debt service pays for things like capital improvements. When you get down to below 60 days and below 30 days, depending on where you are in your cash cycle, you're talking borrowing money just to make payroll. When you're borrowing money, you're paying interest to make
068your payments and we expect that for large capital projects, but you definitely don't want to get in that position for just payroll. This is our crew. true cash balance days over the life of the forecast and you can even see where we are in good financial state of that 60day mark forecast. So we get to the end of FY30 and we have 81 days. getting beyond that. This is why we dunify it before that so that we can talk about when's the next time that I need to ask for operating money and you can make the community aware of when those needs are coming. One of the the worst things is to surprise people with the money. Oh god, we're out of money now. We're trying to tell people we're going to be out in
069six years or seven years. So anticipate us talking about on five or six years from now. The highlights would be positive cash balance through fiscal year 30 noticing that def spending starting this year 25. the passage of our substitute buddies stabilize our finances. Um and then the future of funding is very state budget um beyond fiscal year 27. We're not sure exactly what state budget's going to do. Um, and then as I highlighted a lot of times throughout the presentation, current changes to property tax laws, finding out exactly what these laws are signed, how they're going to be implemented, and what the impact is going to be. We're waiting for that Ohio Department of Taxation report to come in in April as well. So, we should be able to have a much stronger forecast in
070August. So, we'll be we'll be back at this in August for for next year. That's one of the the changes um in the state was moving it up from November to August and moving it from May to February. Now, it doesn't your final forecast the year the final forecast was in May. We do 90% of our information more and more. You know, a lot of things like property forecast. Now, we're doing this forecast in February. Um, we're just getting the advanced information from the county. So, we do not have our spring. That concludes the presentation. Now, as promised, I do want to point out um what everybody does look at the line items on the forecast. And the biggest thing to note are the changes in line items 1.01 and 1.03. Um and and basically
071that the net effect of those is is almost zero. If you look over the the five-year forecasts, um we're a little bit lower at the end in 2030 than we were in October, but we're also up in 2026 because we're getting more income taxes than anticipated. Everybody was was asking, you know, during the the levying process, the discussion for the building project, you know, what happens if income taxes grow more than our debt service needs? We've found the answer there for our losses. And then the the other things to note is just that uh we actually are at the end of five years we've actually increase a little bit from October. So despite all the changes despite all the struggles I would say I guess thank the community for their support in that in our
072last few less. Um, and you know, one of the things that has made some school districts stronger in diversifying their revenue sources, instead of being 100% dependent on local property taxes and state funding, you have local property taxes and local income taxes. Um it does diversify where new resources are coming from making a little bit more uh resilient to changes that are happening. Used to be 20% on income taxes because that was considered much more property taxes. Now we're seeing true. Are there any questions by your next? >> Thank you for all of that, Jay. Um they haven't scheduled anything yet, but they just wanted to um make sure that we're aware that that's something that was on their radar. Um

House Bill 42 requires agencies to collect immigration status of students. So that um it it conflicts with like a super court case, but that's not stopping anyone from pursuing it. So um I've included a click here button. There's um I think a way to like send a mass email to several representatives. So if people in the community wanted to do that to help give feedback regarding how dangerous this bill is. Um, Senate Bill 113 and House Bill 155
078prohibit diversity, equity, and inclusion in public schools. That's also problematic. Um, it would ban DEI training and DEI offices and departments. The language is really vague right now, so we don't really know exactly what would be prohibited. Um, it's going to harm efforts to support students wellbeing and undermine the district's ability to train staff. That bill has been introduced in the House and Senate committees because it's two bills that are pretty similar. Um, I also have a click here button for that to send a pre-written email to the committee. House Bill 45 is the baby Olivia Act. This bill proposes new requirements for human growing development instruction with a pro-life slant in Ohio public schools. Public schools only. Um, the videos come from an anti-abortion group. There's questions about the medical accuracy of the required
079videos. This bill has passed the House and it's been introduced to the Senate. So, we're halfway there. House Bill 671 threatens to withhold state funding from schools that participate in the vouchers for Ohio lawsuit. So, Yellow Springs could face $2.4 million annually. That was state share. So, that's a lot of money. Um, it's been introduced and it's in the House committee. You can reach out to Representative Dean. There's already been a talk about this bill being changed right now. So, it's still in its early stages. It is an election year for a lot of representatives. So, we might see I'm hoping that we might see movement on a lot of different bills in the future. Uh, Senate Bill 19 isn't we really talk about yet. Good ones. House Bill 87 and Senate Bill 109 requires
080schools to provide meals and related services. So that's one we could get behind. You can reach out to Representative Dean and Senator Kaylor to ask them to support the bills. Um and the problem with the legislative stuff is it happens so fast and so often and like every 10 minutes there's a new thing popping up that we're seeing and we're tracking all these things. But on February 10th, House Bill 693 came up. It seeks to punish schools for being too supportive of LGBTQ plus students. It's a 55page bill that would change how agencies can interact with transgender students. It seeks to prevent agencies from penalizing parents for being unsupportive of their child's gender identity. And it was to reinstate conversion therapy or has been. So that's one we're keeping an eye on. It's pretty new.
081Um, I have in the representative contact information. Um, there's also a graphic of the three bills that I think are probably are important to look at this month if people want to reach out to legislators. It is the action report. Um the first one, okay, the first one is House Bill 42 about the mandatory immigration status. That's especially relevant right now. Um the Senate, House Bill 155 and Senate Bill 113, the diversity, equity, inclusion, that is also really dangerous for us as a district. And then House Bill 671 just because it's so completely outrageous. Basically limiting schools ability to defend themselves. It's it's very problematic. This um will be a resolution if we pass this this evening um authorizing myself as well as uh superintendent to communicate the resolution to local legislators regarding the um immigration reporting the citizen and immigration status of our students. Um and in the resolution it explains the impact that that has on our on our population and that all students have the right to an education in Ohio in the United States I should say. Um maintaining a governance level of focus and avoiding day-to-day intera um day-to-day administration um items and um so Christy and I worked on this together. There was a previous version that I think everybody received and we kind of changed a little bit of the wording to make it sound a little more positive. Um, but we were just curious if anybody has any feedback on this and what your thoughts were on adopting this as a

Uh, so I know I personally would just want to have a little bit of time to see if that matches up, that the language really is aligning with the bylaws, that it's not overemphasizing one thing over the other, and have we gotten any feedback from the OSDA to make sure that there are no contradictions between some of the language here and the bylaws so that there could be some, you know, to avoid any issues of >> different interpretation or multiple interpretations. >> There is a clause in here. 088from issues of last year that our bylaws really delineate very carefully what it means to be a liaison between the community and schools and uh, you know, in in some ways even though they delineate that clearly, it's still not delineated clearly enough. we we we had issues of of misunderstanding about what it meant to communicate um as board members with the community and to be that liaison between community and schools. And when I read those three uh bullet points, I have I I just have the sense that the language here when read against the bylaws would causing me confusion. Um, when we look at the one above, the board will keep the superintendent treasurer out front leading the charge and we all understand that how it's articulated in our bylaws. Um but at the same
089time one could argue uh when it looks at issues of protect administration time while advocating for public education strive to give positive feedback publicly and negative feedback privately. not with this superintendent but with a super a previous superintendent and principal that would have been a board was highly criticized for taking that stand over a very sensitive issue. Um so and I want to say that is not with this superintendent or administration but with a previous one. Um and so I I read this and I just think about some of the tensions Okay. Um, so is there anything that you would want to strike out that would make you comfortable with the document? I I'm just, you know, says strive to give positive feedback publicly and negative feedback privately. Obviously, that's not in extreme circumstances such
090as what you're referring to. Um, but I mean, >> well, perhaps I perhaps I would like us to to delay the action for a chance for us to actually talk about it as a board. This would be, I think, an excellent thing to talk through in a work session or at some kind of situation where we can all, especially since we have three new board members or as a retreat, you know, we um have talked about that and just really go through so we understand and agree on what each of these areas means.
