001hello good evening uh we're g to get started uh for the school board me meeting of December 12th and we'll start out with a roll call poter here Bailey here okay herey here Magnus uh I got a call from the traffic was tied up out of Columbus she's going to be about 15 minutes late so all right we have a quum okay so let's start out with changes to the agenda anybody has any there any changes okay and I just wanted to ask uh board members if we're make any decisions let's vote on them because uh just talking and is not you know making a decision so just to be sure we're all in agreement into as to where we stood on something if there is something we're TR make a decision on that we
002do actually have a motion and a vote is there anywhere in the agenda for tonight that you anticipate that to happen um I mean I think it's all on the agenda as far as I know um I don't think there's anything else coming on but I just know we've had this issue from time to time I think clear we should be voting and not U assuming what people's thinking is if if there's not a vote so point there can you speak your mic I'm sorry sure very sorry okay so um let's start out with approval of the minutes I move that we approve the minutes of um November 14th and November 21st is there a second a second okay any discussion discussion poter yes Bailey yes okay yes H yes motion pass 4 to zero
003okay and then Communications if you want to summarized the letters we've gotten yeah just real briefly uh we had a few documents and letters from Emily cyel home inc uh informing about portable housing uh we had a letter A correspondence between Amy Bailey that Amy submitted with Mary eie who is uh part of the millson Green Space initiative and we had a letter by Melissa hon commenting on her comments uh from our last our last meeting okay and now we get to come to uh District honors recognitions and introductions who wants to [Music] start wait there's one more it yeah you did have a donation to approve oh sorry went right past the donation okay let's go to the do that we don't want to do that okay uh so um it's recommended the following
004donations to yellow spring schools be accepted with great appreciation uh from home in uh who paid for the survey from Kinko and Sutton um valued at let's see $3,165 a zoning application of $300 a subdivision application of $200 for a total donation of $3,665 is there a motion to accept this donation I move there a second I'll second it um Potter yes Bailey no okay yes yes motion pass 3 to one okay and uh so now we get to come to the um recommendations to appreciate some of our scaff and students okay I am going to start off with our young Zer student of the month it is first grader at Ms lawn Jessie Boer Jessie is having a great year in first grade she is is a kind friend and hard worker she always
005tries her best to be inclusive and empathetic towards her classmates she loves to ask and answer questions and always gives her best effort in completing her work her perseverance is a skill that Josie is developing she is able to stick with an assignment or work through a problem even when it's challenging she has made a lot of growth in a short amount of time in her academics and her skills for life in first grade we are so proud of her and we are so glad to have her at Ms lawn and that is from Mrs scavone and Miss [Applause] Sims and then we're GNA take our [Laughter] picture and then um family can come up and take a picture it's take your pizza good job next up we have the Fine Arts student of the
006month Gretchen [Applause] Richards Gretchen is a talented singer performer and artist she has been a member of the fourth through sixth grade choir for 3 years and is a leader and role model for younger members with her attendance preparation and participation Gretchen is an enthusiastic and creative actress and performing arts classes she is not afraid to take on the role of fearless leader and her kindness shines through from Mrs rer [Applause] [Music] [Applause] last but not least P Orchard employee of the month this is Mrs gan Turner Smith fifth grade [Applause] teacher this year Ganan transitioned from teaching kindergarten for about 10 years to taking on a new role as a fifth grade teacher I still remember the day I went in to talk to her about that um she is embracing the challenge with
007positivity and determination she quickly mastered the El curriculum over the summer I might add engaging her students with thought-provoking content such as exploring the question what are human rights and how can they be threatened gan's dedication shines through um shines through her thorough preparation and her commitment to building a unified classroom Community utilizing collaborative protocols that give every student a voice through discussions like Fishbowl and Socratic seminars Gan F Fosters an inclusive environment where students feel valued and empowered to share their ideas it's all supported by evidence from their readings and you can really see that when you walk into the classroom they have Post-it notes up on the board kids are talking to one another um students are presenting if you ever in Mills Wan please go see her um class her adaptability and
008supportive approach to her new team exemplify her commitment to our school's values making her an invaluable member to our team and she was nominated by Sada Amin [Applause] [Music] [Applause] all right first I would like to welcome our Mills Park Hotel student of the month Vivian Smith come on up Vivian so Vivian was nominated by Kelly oberg who said Vivian is working very hard this year on her personal growth one of her main goals this year was to be eligible for the Middle School incentive trips and she already achieved that for the first quarter she's also working very hard at being empathetic and kind in the classroom she recently showed leadership during a stressful situation and was a great help to teachers and students in the classroom congratulations [Applause] and next I would like to
009welcome our trophy Sports scholar athlete of the month Elena trero Sanchez so Elena was actually nominated to be the student of the month and student athlete of the month both this month which is is unusual so she was nominated to be student um by Miss Hyatt who is her as teacher and then nominated to be a student athlete the month by her cheer coach coach Bri um so Elena is one of our exchange students this year coming to Y spring she has established herself as a hardworking kind and enthusiastic student she is involved in student review board and volunteered to assist with home to the homecoming committee Miss H had the pleasure of working with her in asl1 she already speaks several languages and has shown quick skill and aptitude and learning and using another
010she asks questions put effort puts effort into learning and helps her peers regularly in cheer she's a natural leader and stands out as one of the strongest cheerleaders in her voice Rhythm and spirit she brings positive energy and incredible work work ethic to every practice game and event congratulations [Applause] [Laughter] [Applause] I just wanted to add my level of thanks to miss Turner Smith um as a parent of a fifth grader we have had a long conversations many many nights about esper are rising and I'm thankful for you bring that book up it's been wonderful thank you thank you okay congratulations and we are going on to items on the agenda if those folks uh who came for the for this part once to we go do that you're welcome to [Music] stay Thank you
011so next is community comments uh please uh so the rules around that please please uh try to stick to three minutes um address me the president uh please uh talk stick to the issues no personal attacks and I'm going to start with MSY Miller who contacted me ahead of time and asked uh to have a little extra time because of her need for that being dis there go all right so go ahead so I did give her permission to have little than three minutes you might need to be closer to as board members is that all as as board members uh you were elected to represent the school district fiduciary means trust and a person with uh fiduciary duty has a legal obligation to maintain the trust and work in the best interest of their
012clients your clients are our students and our school districts to sell School owned land at less than fair market value is concerning and needs to be re-evaluated I feel you still don't have a new proposal D donated soccer feel um that is finalized yet you aren't moving uh forward on getting um two to three thorough written estimates of the cost to make the new land hold until then you made a commitment as board members to have these things in place before moving forward and selling our school our school owned land yet you moved forward with a vote to sell this property for 339k to the Village due to the time limit restraints upon home ink and other issues you could get considerable more money for this land if it was sold at fair market value
013this additional money could be used to pay for construction of the new soccer field or at least offset the cost I believe board members are naive if you think 30 K will cover all the expense to make this landold it's not fair to place this burden and expense on others or our district the litech project has impacted our board and our staff work negatively I feel and legal bills will continue to mount up now our school board president is trying to silence school board members and staff for openly sharing valid concerns asking pertinent questions and sharing their personal opinion it's evident in the school board meeting's agenda tonight the direction she's moving our school board members were elected to represent our students and our school district I find our school board president's leadership destructive by
014the action she's wanting to take not being able to tolerate alternative viewpoints is disappointing I feel all citizens should be able to State their opinions and concerns as Citizens restricting one's freedom of speech isn't the answer I ask you a Schoolboard members to come together in the best interest of our students and School District versus other agendas you might have personally let's make this deal whole and pay for before committing to selling our school property under valued rate thank you thank you is christe Meyer here she asked me to sign up for she said she was gonna be late okay all right uh Jim Chambers yeah hi my Chambers Hi how are you um my name is Mike Chambers my wife is spoken here a couple of times uh I've spoken at the city council
015meeting um what I would like to address and ask and this is based on looking at the agenda tonight and the content of the previous meetings that I've attended is that at this point in time the single greatest benefit that uh the school board the district and the village can provide to ensuring the long-term health and viability of yellow spring schools is the construction of the school the value of Housing and the opportunity that creates and everything else is fantastic however comma this school is a infrastructure disaster and needs to be addressed with laser focus and attention on the issue of moving this project down the road and through execution as quickly as seamlessly and as fully invested with decision as that project requires the business of selling land replacing in kind moving to change
016administrative rules to prevent people from being able to gain information and the execution of their roles on uh on the uh on the board uh that is Ridiculousness that needs to be put aside this is months long now with the real estate side hustle and other drama and I would ask that we return to the business of education and maintain the focus on that fiduciary responsibility thank you thank you Jackie hempin ahe hi I'm Jackie um I just um wanted to take this opportunity since it's um sort of on the agenda to um Advocate that the board um simply repeal um subsection P of uh your code of ethics um which reads basically while serving as a member of the Board of Education every member shall agree to abide by the um following code of
017ethics promulgated by the Ohio um School Board Association to Express Personal opinions but and then the the sub section p is to Express Personal opinions but once the board has acted accept the will of the majority um I think that this provision is um hopelessly vague which you know I guess if we all just would recognize its vagueness at all times that would be fine because no one would ever try and use it but unfortunately as people we do have a tendency to engage in motivat reasoning and the vagueness of this provision I feel like invites um sort of conflict on the board where a majority will try and argue that oh you should have accepted the will of the majority after we decided and the minority will be like but well we did accept
018that you decided that um but you know we're we just you know are still expressing concerns it's not a violation of the provision or we did accept that decided that and what we are doing is not in any way in conf in conflict with that decision it's just sort of invites um misuse and invites a um infringement on the on minority rights and I feel like it really runs counter to um basically the spirit of um minority rights that are in your your parliamentary Authority Robert's rules um so that's that's really the the long and short of it obviously this sort of thing rarely comes up um and then when it does it's generally a matter of contention so it's very difficult um to repeal it and it's it's pretty uncommon of course uh since
019it's a a measure in the bylaws to be able to find four or five votes to actually be able to repeal it but um I'm hoping that he find four or five votes to um repeal it tonight thank you thank you all right so now let's go on to our administrative I made it oh Christy you're here come on come on up sorry how does that work yes Christy Meers president um wow there's a lot to impack in this agenda tonight there are so many items that I would like to address but with respect for the time allotted I'll focus on the most egregious I vehemently oppose your proposed amendment to the board's code of ethics first this is a clear violation of First Amendment rights you cannot dictate who other people can or cannot
020talk to and what they are allowed to say in this situation Bailey and bou's work has made this deal better for our children I'm surprised that you aren't acknowledging this without their questions we the public would have been in the dark about many details surrounding with deal without their advocacy we would not have a resolution guaranteeing replacement Fields instead of cramming our kids onto the overused SC Park Kevin Stokes Carman Brown and Trish guson have also been involved in these conversations I would hardly call their work lobbying unless you consider making things right for our kids lobbying I find it very disturbing that this blatant censorship is directly targeting the two board members who have students currently attending our schools instead of listening and embracing their perspectives it seems like you expect them to be
021quiet and go along with your majority their experiences knowledge and opinions matter and should be valued I've been to 11 of the past 12 monthly school board meetings and I have to say that it feels like you're not listening to the parents who disagree with you and now you intend to codify not listening to the two parents we elected and this is incredibly disheartening and frustrating thank you okay so let's go on to administrative reps okay I am G to start off with the Ruby Bridges walk to school I talked about that at the last board meeting so I won't um read this entire thing but I will say thank you to all of the families that participated all of the students who participated all the dogs that participated the yes um all the board
022members that woke up um early that morning to participate and I just received an email this afternoon that 700,000 students across the country participated in the Ruby Bridges walk and again like I mentioned at the last meeting we were the only School in this area to participate that we know of and what on channel two and I believe we have over 200 um members of the community students staff participate in this event so what a wonderful way to honor um someone so important to the history history of of Education it was wonderful to see how much time the news put into it talking to people it was a really it was nice to be given that much care and then the next item on here we every year the annual Veterans Day ceremony was held
023on November 11th thank you to Taylor henck and the Mills Juan student council for hosting this event we had 75 names of active duty personnel and Veterans um who were submitted for the wall of service and the wall of remembrance um this is a powerful tribute to their sacrifices and you can see pictures with our students and their visitors um what's happening in the classrooms this actually um is a sixth grade project that students were doing over the weekl long break and they were able to create a pumpkin pal before fall break each student received a pumpkin and it was donated by Piper Orchard and they were able to um create this with all the craft supplies that Mrs fulker um provided and then over the break students would um write in their journals all
024the experiences that they had from the pumpkin Pal's perspective so it was just a way to keep students kind of engaged in in the curriculum and what they were working on before break throughout break and then return and have something to share out to um their students um I did put a link in here to the December um newsletter because each teacher has an opportunity to give um families an update on what they are doing in the classroom so I just wanted to mention that that happens every single month with the exception of January I give them off of the month of January so they don't have to give a report over winter break um but please make sure that you pay attention to those they are at the very end of the newsletter and
025you get to read what all of the teachers and students are doing at millson we do have some events coming up the Yellow Springs youth ba Bulldog basketball is coming back it's a league that will happen on Saturdays the last day for families to sign up a student is December mber 20th um and then hot off the press inspired voices a poetry showcase is going to be held at the little Art Theater that is going to be on December 19th our fourth grade students have been working really hard in the class creating their own um poems based on their personal experiences so they will take the stage on December 19th Mrs Bailey's Home Room will be from 9 to 10:30 and then Mrs H Home Room will be from 10:45 to 11:30 and the only
026um other thing I will say is please make sure that you're paying attention to the calendar we have break coming up and there have been some changes so families need to be aware Jud can do you want us to ask questions now or after yeah go ahead and ask okay yeah just wri down okay actually it's not a question question I just wanted to express my thankfulness to milon on how you did the emergency drill it was very very thoughtful uh I know that my kids came back knowing exactly what the plan was and what they needed to retain from it they were clear that about the scenario which I thought was really well chosen um everybody was calm and they understood the plan and I'm just incredibly thankful for that thank you for making
027a mandatory exercise something less painful than what SE the rest of a country great um I want to start out by highlighting our music program so a few weeks ago we had our our round of fall concerts uh for our instrumental music um so we had a a band and drum line concert and then an orchestra and Combo music concert and I just want to compliment all of the students who participated in those um but I really want to take a moment and focus on our Combo music class so uh if you look I did a little research went back in our system and found back in 2019 2020 we only had 29 students in our high school um instrumental music program and we just had a band class and just had an um Orchestra
028class so um I still remember meeting with Mr Mayor going through and discussing kind of where our program is and what the future of our program could be um so then we implemented a combo music class in the first year Combo music um I think it had nine students in and and it was nine students really sitting around the room all learning the acoustic guitar at the same time so if you saw the concert you can see how vastly different that looks now five years later where um our kids went on in kind of their smaller bands um almost like a battle of the bands kind of a gig style um went out um the vast majority of our kids are coming in coming in with their own electric guitars and and um we have
029kids playing drums that that um are specific just to that class and playing instruments in other classes um and I walked away from that evening feeling like this is this is something that our kids could actually walk out of school and go start doing right now um it's also something I see our kids excited about I see a level of kind of enjoyment coming out of that class out of all of our music classes but that one in particular um that's really refreshing uh last year the beginning of last year we started a drum line class um so now we are up to band Orchestra drum line in Combo music and our our high school program alone has nearly doubled we're at 57 kids right now so from 29 to 57 kids um and and
030so Mr Mayor one of the things that he's doing is he does a uh Open studio after school a couple days a week and it has established a culture around music that I think had been missing for a long time so I just want to compliment him as a professional I want to compliment our students and and just share kind of my excitement for the direction of the program there um the second thing I want to speak on is um this uh last month we kicked off PBIS rewards so PBIS is a system that all schools in the state of Ohio are required to participate in um we wrote a grant to the Community Foundation and they generously granted US money that allows us to use the PBIS Rewards app so when students are at
031mson they have buldog bucks buldog bucks and then when they were coming up to the middle school or high school that kind of went away so the PBIS rewards is is kind of like the electronic version of that um where teachers have um stores like classroom stores where kids can buy little things as they earn points um our PBIS Matrix is focused on being responsible respectful and problem solvers so as you move around our building you'll see signs in different locations addressing those three things um and then we were having uh each week we have a a middle school raffle and a high school raffle and then kids can use their reward points to buy into an iPad giveaway next week and then another iPad giveaway at the end of the year so so one
032of the things that we don't talk enough about is how great our kids are here and um so many of our kids do great things every day and we don't take the time to acknowledge it so this system the idea behind this system is that instead of focusing on what we don't want to see it's focusing on what we do want to see so it's it's been refreshing I think our teachers are excited about it our kids are excited about it um and it allows us to really focus on this is what we want to continue to improve our school culture um and then the last piece um around advocating courageously um I just want to talk about the hall pass system that we put in so there was a lot of chatter um and
033in speculation about what the motivation was for the system um and none of which was actually accurate so um we put the system in really not trying to limit our kids or take anything away from our kids but really allowing us as a school to take a step back and assess our systems and our programs and make sure that we are right size that we have um uh duties assigned properly to the right people to make sure kids have access to what they need um and really to to think forward with upcoming legislation and make sure we're providing everything that our kids need um and I want to publicly thank I when this went out there was some opposition to it but I had two students who emailed me directly and two family members who
034reached out to me directly and I just want to thank them for coming to me and saying hey here's my concern if we want to put advocating courageously as part of our mission statement I think we as a community have to walk that walk as well so it's one thing to put it on paper it's one thing for us to talk about it in the schools but it's something else for our entire Community to say hey here is a respectful responsible way to Advocate um and I I would always encourage when there's something we don't agree with to call people in as opposed to calling people out and I think that's the healthy way to really advocate so I just want to thank those uh individuals who did that I had a question so I
035saw the new modular uh coming in how for both of you how is it going with the establishment of those buildings and negotiating the space um it's going well so far but we haven't really had much to do with it just because we're not quite in there yet so um I go out there every couple days and kind of check the progress and um I'm actually really excited I think our families will be pleasantly um surprised when they walk in and see the condition of them and and how it really will be a great learning environment for our kids I think in many aspects actually an upgrade over some of the spaces our kids are in currently why we're building reasonable gooder for a long time I mean it's great that you know here we
036are with reality y y but no it's going smoothly so far no distractions during the school day it's been yeah it's been good I had uh were you done Rebeca oh yeah I had questions about the security P you said that it was about assessing uh how we're meeting students needs obviously this is more than just going to the bathroom right this is this is about tracking the case load and the use of guide guidance counselors and going to the nurse and all this right so you're trying to see here if we're Beyond capacity is that right so so like we have two school counselors and they each have their own responsibilities so this will allow us to see how often students are requesting to go to one counselor compared to another so we actually
037have hard data to see what the demand is on our counselors to make sure that kind of their responsibilities are um are given and in a way that allows our kids to access all of both of them um but even like the school nurse like we did not have necessarily A checkin or checkout system so we did not know exactly how many kids were going to the nurse how long the kids are staying at the nurse that type of thing so now we have all of that data of this kid went to the nurse they were with the nurse for 20 minutes um and and that becomes particularly um important when you get into like cold and flu season to be able to see like here we had this many kids who are absent we
038have this many kids who are going to see the nurse so we just get so much more information that allows us to look at our programming as a whole and then I assume that it can be useful also with the modelers right because we're going to have students that are going to be in those spaces that are not directly connected to this building right so so when we make the mot to the modular um like Miss blue will'll be out in the modular Miss F will be out in the modular Miss D will be out in the modular so if a student needs to see one of those people um when they request a pass their their Those ads their computers will be to let them know that somebody's coming to see them so like
039the idea of walking from one building to another building they can come and open the door they can greet them that type of thing um um but it also allows like Miss Maya goes to Mills Lawn two days a week so when she's at Mills Lawn she can put the way message up so a student that's requesting from the third floor instead of just going down and looking for Miss Maya if they request a pass and Miss Maya has that away message of their pass get denied that just says Hey Miss Maya is not here I will be back for Ms La around 2 o'cl so now instead of that kid missing five or six minutes of class time yeah they didn't miss any class time at all okay that makes a lot more sense
040now especially with a construction uh do you intend on keeping this system after the the closure of the construction um so so right now we are piloting it for the remainder of this year year um but honestly it's been so valuable for us in the first two and a half weeks that I could not imagine getting rid of it at this point I mean even just the conversations we've been able to have with families around honestly like how much class time some kids are missing a parent called and said my kids struggling in all their classes and I can pull it up and say you know in in two and a half weeks they've been out of class for eight hours like yes they're struggling you know that type of thing that like it's just
041I mean kind of all of the information helps us just know where our kids are I mean the the number one most basic responsibility is safety is and like it's super important can can you explain actually how it works sure I don't actually understand yeah so all the students have have it on their clever page and they just click on it and then they go in and click like they request where they want to go so their clever page is when when a student turns on their computer when an adult anybody connected to Ys schools the first thing you you're going to see is your clever page which tells you all of those apps and programs that you have Google Classroom Gmail Etc so it it comes up like that and then they just click
042and they request where they want to go and as soon as and they request where they're leaving or who's going to approve the pass essentially so I'm sitting in Mr Day's class and I want to go to the restroom I just put I'm leaving Mr Dave's class I want to go to and each restroom like each location is is loaded in there so I want to go to the main High School restroom and then they hit request pass and then instead of like when we were in school we would say hey can I go to the restroom now the student just says hey can you approve my pass and then the teacher just clicks approve and then the student goes and comes back when the student gets back they Mark that they are back and
043it ends the pass um they can also it can request to different places where the receiving person has to approve that they're going to be coming so like if somebody request so that's the the bathroom is a round trip pass nobody checks them in in the middle but then there are passes like if they're going to the office when they get to the office the person at the office marks they have arrived at the office and they are heading back to class so then like if the student disappears for 20 minutes we can see hey this is the last person the last place this person went that so you're asking permission the student is asking permission from the teacher whose classroom they're supposed to be in m and so the teacher in the midst of
044teaching is something dings on somewhere and well they can they have a dashboard on their computer that they can just go hit approve um or we also have something called securely classroom that are student our teachers can monitor student like the student access and it pops up in there or a kid can actually bring their Chromebook up and say hey can you approve my pass the teacher types in a four-digit pin and then that approves it again you this is you know these type of systems are represent kind of an opportunity too is when we think about you know schools that we have our Central buildings that are part of it but there's a lot of opportunities in this community um I'm hoping a few new businesses that are coming up with you know especially
045when weo for instance moves um downtown right next to the middle school I mean the elementary school is that there may be opportunities for students to like leave campus and this type of system I think would be very helpful in those particular instances I mean it may not be there yet but um you know the um you building as a city sitting as a city as a building it's it it kind of helps uh you move us towards that type of place where uh the community will you be part of the educational system and but we can you in a secure way um so just had a question I actually heard from a couple people so um doroth reminded me of it so what happens to the data um and how is that how is
046that secured there are concerns about just monitoring how often someone goes to a bathroom and and all that so is the what is kind of the the first couple days we were actively monitoring um making sure that kids had enough passes but we are not necessarily like I have way too much to do to to stare at that no no it's thinking because it's with a system right a system holds all that but all that lives with the schools I mean all those with the schools and then um right now only miss and I have access to kind of the the big Ro like all the the data reports the teachers can see like if a kid requests a pass a number pops up on the pass that just how many times they've been out
047of class that day so like if it's their first pass it has a one if it's their seven pass for the day has a seven so they can see that but they can't see kind of the logitudinal data that we can see um but it's we're really just using it for like like the other day we had um something missing out of a bathroom Somebody went in went to the bathroom set something down when they left they forgot it when they came back it wasn't there so I could pull the pass system and see every person that requested a pass to that bathroom and within 10 minutes we had the object back so so stuff like that that's just like allows us to work very efficiently and I'm sure it's for um it's it's for
048protected data right um well but you one of the things that you know with you know I've worked on human studies and so there's shortterm um the usefulness of the information but long term you know it's it's more the macro information that's important and uh and it you know so sanitizing the data and turning it into more uh Anonymous you know [Music] autonomization if that makes sense so that's something to think about was the word anonymized yeah I I'm sorry I've uh I'm operating a lot of caffeine and a little sleep finals are like so I had questions about the PBIS rewards you mentioned and I'm so thankful for that that the yscf provided funding for the amp uh who is paying for um filling up the classroom stores is that also from the grant
049yeah so the grant was for $4,500 and there was actually um the the app itself was very very cheap okay um so the the grant provided $100 to each teacher for items for their stores and then we do weekly gift card drawings to for like bigger schoolwide things so the grant paid for all of that and the way the the drawings are set up they students like on the big drawings they have to purchase tickets into it so um a lot of students are not purchasing stuff from the small from the smaller School stores because they're trying to purchase stuff for so it's um like it's kind of forces them to to be intentional and it protects the school stores a little bit so P wink wink about where you can help out in the
050future so who's who gives them the points they get so each teacher so so the teachers have and and it all syncs with our our student information system so like at the beginning of a class um Miss Morrison can have it open and when second period starts her second period rosters up so this week we are focusing on students being in class in their seats ready to go win the bell rings so at the beginning of class when she's doing attendance she can look the bell reings and she can just hit a button and it fills in all the kids if every kid was in there they get a point she did attendance they got a reward point it all happens within you know 10 seconds so it's U but the teachers are giving points
051the counselors can we we do so like I've given uh points for different interactions that we've had around the school like um our students eat in the hallway and every day I have a couple students who are picking up trash that other students live behind that type of stuff just being good stewards of our building so like I'm always giving those kids points like thank you for being a problem solver and picking that up as opposed to saying that's not my problem you know and it really just rewards those kids who are doing doing right okay are we ready to hear from the YCA sure me hi I'm Naomi Hyatt I'm the YCA president um my statement is short tonight YCA continues to Advocate that issues directly impacting our students and members move to the
052top of the agenda this week uh YCA had the opportunity through the faculty advisory Council to meet with YCA members board members and administrators uh we were really pleased to hear in this meeting that board members are committed to staying better informed and focusing more on the educational issues in the district and we look forward to seeing that play out in these meetings thank you uh the PTO NOS one Liz hello Liz hle I'm PTO president for Mills laon um just wanted to provide some updates um regarding what we've been up to lately I think the last time I was here we were getting ready to do Street Fair which was a huge success um raised another $8,000 um for the school Community which was amazing thanks again for everyone who volunteered for that um
053it was a great time always is um hopefully we can do it again in June depending on constrction we'll see um November we hosted a Super Fun really well attended uh skate night um we have we also have a skate night plan for January as well um those are really great because um one like I said they're super well attended by students um and the money we raise from the skate nights go directly back to um Miss berlo to um help teach students how to skate later in the year so it's kind of a fun one um and the kids love it adults too um November we also did a last week I believe it was um a shop for a cause this is our second year doing it where we um collaborate with some
054of the local businesses and they donate 10% or a certain percentage of their proceeds from that day back to the PTO which is really incredible so big shout out to those um businesses who supported us and we want to continue to try and do that um and encourage people to shop it happened to be like the coldest day well not as cold as day but the coldest days of the year so um we uh collected or we sorted um all of the winter coats hats things like that um with help from um one of our uh PTO members Megan Meyer so shout out to her she partnered with the school nurse and they went through all that organized that there's a a wide variety of coats hats um cold weather gear for students who are
055in need of that um and just this week um we had um one of the staff members approach us about one of our um crossing guards needing some boots and we are able to Pro provide those for them this week um can you Clos yes sorry I think that's November um the rest of this month um so we we replenish um essential supplies such as tissues and cl wipes for teachers classrooms encouraging encourage teachers to continue to reach out to us if they need those um and this Saturday we have our big Winterfest event it's from 11: to 1 it's at the Mills Lawn gym there's crafts um snacks just festive holiday holiday stuff for um students or anyone in the community to come by so please come by for that um and then we're
056also going to host a breakfast for the staff um towards the end of this uh December looking ahead we're going to be um funding all the core experiences for teachers so that includes like Muse machine or um trips the Boon shelf things like that that each grade decides on what they want to do but that typically happens in the spring um and we are excited for the talent night which is a huge night for the millson students that'll be February 6 um and then uker night is February 22nd um and then lastly our next PTO meeting is Monday January 13 we're going to have dinner provided at that meeting as well as child care um and we just are really encouraging um new people ble to come out and share ideas and become a part
057of the PTO so any questions or busy the PTO is running so many events amazing thank you for skate night please don't schedule it on the board night please we want to go lesson learned thank you and thank you to the administrators Who provided a bus by the way for yes yeah that was really great it made it more accessible yeah there was a bunch of us who were like oh Middle School memories wonderful okay they use the busy huh they used the bus we used the bus a lot of kids came I don't know I get bu six I okay well let's go on to uh super [Music] report okay thank you um the first piece I have is legislation so I have provided board um a pretty lengthy document um because I think
058it's important for you to um have some understanding and knowledge of what is currently law and what will be law and what probably will be law um so so the first thing is s sp29 we talked about that before that's the the data Privacy Act um that was actually effective in October um it was effective and then as soon as it became effective what typically happens is uh lawmakers heard a lot of push back because the practicalities of some portions of this law um were making it difficult for schools and vendors quite honestly so what this does is um talks about changes to the law um to make it a bit um manageable and um not not quite so burdensome and so um those I'll just let you read through those but um I'm thankful
059for those because they do help us out um hp68 um was actually effective in in April but I just want to mention it I want to mention it excuse me um it's the save women's sports Act and the safe the safe act um and this dictates that teams must be comprised of um students with the same biological sex um schools must not knowingly allow a male to participate on a female team and reverse um and when it says creates a private right of action if rights are deprived and for retaliation for reporting violation um that is language for a penalty when we um or any District does not follow um this law um The Safe Act refers to mental health counseling um about uh mental health Counseling of minors when they come with presenting with
060a gender related condition um ohaa which is our um athletic body here in Ohio um changed by laws to comply with this law um there is a current ACLU lawsuit um however this law still it must be um followed and it can be enforced failure to follow can be enforced with penalties um s sp14 um this is the bathroom Bill uh this is one of the bills that um was signed in the lame duck session signed by the governor becomes effective in February and there are a lot of fingers to this law because if you look at it I think U Mr Hat can help me out here part of it's about CCP and then the bathroom bill so they just put things together to get them through so this requires that school districts Community
061Schools stem schools chartered non-public Educational Service Centers and highered institutions designate certain facilities for single sex use specifically each student restroom locker room changing room or shower room it is accessible by multiple students at the same time must be designated for the exclusive use of students of either the mail or female biological sex Additionally the provision applies to such rooms whether they are located in a school building or a facility for school sponsored activity biological sex is defined as um I'm not going to read this whole thing to you but basically it's the scientific definition of biological sex without regard to an individual's psychological chosen or subjective experience of gender a person may use the sex listed on the official birth record to prove biological sex if the record was issued at or near the
062time of one's birth so that means changed birth certificates um do not meet this law prohibits district schools and esc's from permitting members of the female biological sex to use a student restroom locker room Etc that is designated for the male biological sex and vice versa um same prohibition applies to overnight accommodations for things like field trips um prohibits schools districts ESC and institutions of higher ed from constructing establishing or maintaining a multi-occupancy facility that is designated as non gendered multi-gender or open to all genders family facilities are exempt um we can establish a policy to provide accommodations upon student requests due to special circumstances and that way we could allow a student to use a single occupancy bathroom um it does this law does not apply to a child under the age of 10
063who's being assisted um a person with a disability who's being assisted um a School employee whose job it is to require them to enter a restroom locker room Etc um and then someone who enters those locations reasonably believing they are responding to an emergency um the next one is religious expression for students students are now able to take up to three days per year for religious expression or um religious activity these are excused days um we are required to provide alternative accommodations um for exams and academic uh requirements that students might miss because they've been out for these days um parents must request this within the F first 14 days of the school year um the district must post on the website a list of all all religious holidays um the Ohio Department of Education
064and Workforce has provided one we can add to that if we so desire we have to send notice of this annually to parents um and these three absence days do not count um towards the parental notification requirements for attendance I will say later in the agenda when you approve a policy there's a policy for first and second read it's so that we can meet the letter of the law for this policy um as I talk about this legislation I want um everyone to be aware that there's a variety of penalties for non-compliance with these laws that could be one or any combination thereof um loss of lure criminal penalties either misdemeanor or felony to depending upon the particular law and financial [Music] penalties um legislation to watch whether this will make it in or not
065um don't know hb8 parents Bill of Rights um this again is about curriculum and also about um about instruction that includes sexual content um plus um parental notification when students come to professionals about gender related conditions so think about um the counselors that Jack was talking about um we have to notify parents each year um of what services we offer and then they can um decline those Services um parents can per uh provide a written con concern about anything in this policy that we do um we must resolve those concerns um Etc House Bill 38 mental health days uh this if passed and this is early in the stages would allow students to take three mental health days um House Bill 595 Early Childhood which would increase the gaming tax for the sole purpose of
066providing Universal preschool and then um Senate Bill 308 is about millage to limit the ability of school districts to reallocate unvote property tax millage into to include emergency levies and substitute levies in the calculation of a school district's effective millage this is not a happy report but I feel it my obligation to make sure you are aware of these they are coming Fast and Furious um happy to answer questions I I have a couple questions uh one is uh what is a sports gaming tax and then Casino Casino okay gambling online gambling that's positive okay and then this millage uh when I wasn't I didn't quite understand it explain um we we've kind of talked about this before um when I explained property tax millage that there is the way to move inside millage um
067to specific so like you could move we have 4.3 inside Mills we can move any of those to um the permanent Improvement fund um and when you're on the 20 mil floor it's effectively an unvote tax increase because when you move your inside Mills you're you you're um 20 you go back up to the 20 Ms so right now we're sitting at we're on the 20 mil floor if we moved one mill to permanent Improvement out of our general operating of our inside millage that one mill that we move there would be a 1 mil increase so that that's what that's about um it's not something that we're really looking at or talking about um I said I I discussed it as an option that it exists it's not something that we've explored so it
068doesn't um it's not gect it does not really affect us any other questions yeah um about sb29 so I know that as parents we got a notification through parent square and that was before they came back and they say oops we did it wrong let's fix it again so are we going to have a parent update on that I I don't know if it's we we can give you an update but I I believe that if you were going to send another one it about that it would be confusing parents more than I would say we will send one next year so we're going to start a new process where um we're going to do all of our annual updates um at one time in August yeah and hopefully we won't get more in the
069middle of the year um I will say that on this Senate Bill 29 um when we sent out communication get any questions yeah the changes are more kind of internal and not less parent related okay I want to say and it's more to the board that I'm extremely concerned with uh the penalties that can be applied on those bills uh I'm I'm very obviously disappointed by how the state is running this and how they are waging a war on our kids uh but I wanted to just share my concerns about uh the the wide range of penalties here and then the questions that I to you um about the religious expression days for students and about the mental health days is uh how does that impact our chronic absenteeism count it counts it count towards
070chronic this is the craziness of some of these things so particularly for a religious expression it says it it's an excused absence it doesn't count in the parental notification about um when you have to have an absence intervention team meeting because you've missed so much school it won't count for that but any absence excused or unexcused counts for chronic absenteeism so any absence so it won't lead to um families meetings with families but it will hurt our state report report card yes I want to thank you all for negotiating these very very Troubled Waters um and just also uh with regard to sb104 I imagine others would wonder well how will that impact the new build and we're we're working on that that and I think we're in good hands with that correct and I
071would just say um it's my job to report the facts and I'll leave it at that um one of the things that is that the opportunity is to engage in sports um and other team activities I think is really important especially for our neurod diversion students and uh our neurod diers students are you know I mean neurod diers young people tend to have a higher instance of um expressions of trans and nonbinary uh and so you know it' be interesting to um to hear um to to lay out in front of folks you know experiences which are more General neutral that um might be very helpful for these um folks to make sure that they can participate and that they can feel that they belong I I mean that's what this comes down to is
072that if this legislation makes people feel like they don't belong that's we we need to make sure that that doesn't happen so um I just want to say that I've been around for a long time I'm going to be in January and uh my experience is you know the metal Community offered me care when I was a teen and uh that was 45 years ago 45 years ago I just want to share with you the fact that 45 years ago the medical community was already providing services like this for folks who were in need you know and um I I didn't take him up on it cuz I kind of like being non barer I I think it's great you I tell people all the time nobody lives at the North and South Pole you
073know we live every place in between we don't live at the extremes so um I hope that we can walk through this Darkness together and that people like myself you know feel comfortable sharing our story uh and you know it's different being a non-binary person but I've love that I'm going to school at Columbus College of Art and Design because there's a lot of autistic kids there and I just it's really quite wonderful to be in a community here and be in a community there that's welcoming and accommodating cuz um it's quite something to find yourself in the crossfires the crosshairs on the national level it's it's really odd so I would ask the community to be supportive and you know just ask simple questions because truthfully they got simple answers and thanks for letting
074me have the floor for that all right I'd like to suggest we move on to the date on Master facilities are we ready okay yes so um I'm going to direct your attention to the screen um you see some pictures there of our modular it's kind of hard to see but there is an interior picture work is coming along with the floors and the plumbing and the electric and all of that um if you drove in the circle here uh tonight you'll see some of the decking was piled up um so all of that there's a list of all of that in in progress the sighting on the modular um so we we are getting there currently working on the temporary parking here um because we are in desperate need of of parking um this
075is a video that uh Eli herwitz took for us so it might help you kind of see where we are in terms terms of modulars and the the scope of that where is the new temporary [Music] parking the bottom left corner right there you see see that that empty the dirt there and on the modulars the the big sections the classrooms and offices and then the separate building will be the music room and there will be decking that will connect the two you see the separate the second modular and so students will walk outside between the models and main building so so they will go out the elevator room over here and then they'll go up the ramp into the main modular and then anybody going to the music room will go through the main
076room and then there'll be aluminum decking between the two out the end of that and into the room yep and in the moderators there will be restrooms yes yep three resturants available so that's the middle school high school um I don't know if the first picture was Mills laon millson modular yes go up a little bit Sarah so that we can see that oh yeah it's down right there so those are the Mills Lawn modular they both quite honestly look the same inside um and then if you go down there's just a highlight uh timeline at the end of this piece um we are now um past October February right now is the transition into the modulor groundbreaking to be determined we will make sure we let everybody know when we're there and please follow
077the progress at the Ys schools .org backc construction how many classrooms are in each modular is it just 16 is that the way it works yeah so what what do you have 11 in your big modular you have 11 in a big modular and then one big open Music Room plus three offices four offices in the Megan you have how many I have eight all together yeah plus the old mod that was there okay and then um the starting work at Ms La will be the kindergarten that way that primary hallway yeah and then this building where going so the will go and then the focus will be on the gym and the new band room and office site first okay um with the goal of getting that open by about this time of next
078year okay in the gymnasium is also new gym I think once we turn the year and get closer to modular movement it's going to go quite rapidly okay we should be next basketball season should be played in the new gymnasium W the wall all right great all right are we ready to move on okay so board I'm going to direct your attention to this uh attachment about gifted information in the administrative consent agenda there's an item for approval um and so I had a question from board member Potter so I thought I'm going to put this update together so that you can understand some things what you'll be voting off on in a bit is a revision to our gifted plan which will require to have and send up to O to OD that revision
079is very simple and all it is is that we're saying we are now going to start serving identifying and serving students in grade two that's it the last time the board approved it was I believe in December of 2023 and um so this is the revision but this document tells you a little bit about overall gifted requirements and then about our program here at y Springs so a lot of this is um very prescriptive in fact almost all is prescriptive so we're required to identify whole grade twice we do grade two and grade five um when we do that identification there's a screening and an identification we are required to choose from list of uh assessment providers that uh udw approves then there are cut off scores that say um you know you have to
080score at this percentile generally to be um classified as gifted and then there are gifted areas so you can be um specific academic so for example English or I should say reading math um Etc you can be ident ified in cognitive Superior Superior cognitive flip that um you can be identified in the Arts some students test out and they are gifted in all of these areas so it's not one or the other um we have to report uh identification results to parents Etc um all of that's done the the reporting in addition to reporting to parents we um report that through our em system and so all that data goes up to the state so the law says school districts have to identify they don't have to serve right here's think think about the attendance
081with gifted there's a gifted component on the report card if you just identify and don't serve you will never progress in that component so um you only earn your full points if you identify and serve so there are also prescribed ways to serve called gifted service models so some is uh pull out some is instruction provided by A Gifted intervention specialist some is CL cluster grouping could be subject acceleration I'm in the fifth grade but I'm taking sixth grade math could be whole grade acceleration um at the high school level it's AP courses it's college credit plus courses Etc all of that by the way is detailed um in our plan the not only what the law is but what we do so when you serve a student you every student's required to have a
082written education plan a web think about students who are in the special ed uh in a special ed program they have an IEP individualized education plan gifted students have a written education plan um teachers who provide gifted Services if they're not a gifted intervention specialist have to have a specific amount of training so when I came we identified um didn't really serve except for the high school and that would have been through AP and CCP courses started to serve a little bit more because parents were asking for it um this has been a progression teachers have had to have 15 hours of PD a year for four consecutive years in order to to count as serving gifted students so those numbers we have a a total of 118 students identified as gifted that breaks down
083to 60 females and 58 males um and then I've given you the racial um breakdown and the economically disadvantaged breakdown um if you look at um what they're gifted in 81% qualified in Reading Writing 57% in math 33% in Superior Cog we have a couple here and there of like science probably students who came to us that way because we don't or haven't in the past um identified for that so this year um all Ela and Math teachers at AT Mills Lawn are um have met the professional development requirements um to provide services cluster grouping um or accelerated coursework we do have some Mills Lawn students who are doing subject acceleration they are coming up here to take a math class um and Ela so we are working to start testing for um the Fine
084Arts creative and visual at the high school we provide gifted Services through um advanced placement classes CCP classes subject acceleration um some accelerated math and whole braid right uh cluster yeah um that's kind of the nuts and bolts of it here's the discussion right is are gifted programs Equitable or not this is a complex and nuanced question so um Yellow Springs is a community committed to equity and opportunity we believe that but but we also believe that we have to meet every student where they are and that means if we have a student who comes in an autistic student we are going to meet that autistic student where they are we are also going to meet that gifted student where they are because I can't see that we would do one or the other you
085know giftedness is universal opportunity is not so um there are a lot of things we have to discuss here and and the committee that Megan is leading the diversity Equity inclusion and belonging committee we'll be taking this up I've provided you some resources um to to read at your leisure and think about this because there's this big call um we shouldn't have a gifted program because it's because it's not Equitable I I don't know that I believe that I believe we should find ways to give all students opportunity and and if that is a student who needs accelerated math then we need to give that student accelerated math um I hope I'm making some sort of sense so feel free to ask me questions you can ask Dr Megan questions about the gifted in operation
086of your buildings thanks for the report and I read that um and I if there was some sense of of the concern that gifted programs aren't Equitable I no that was not my concern um but uh it is important I think to to engage and we talked about that and being part of the conversation so I I was the wondering about assessment um in terms of of kind of obviously this program's been being built has been built over the last five years and it continues to expand so um and I know that's a big question assessment always is but what what kind of thoughts are going into or what kind of structures are in place to see the the impacts um and and assess the effectiveness of the of the program is that and is
087that state mandated uh an assessment piece or doesn't sound like so when you you're not talking about the gifted assessment you're talking about assessment of gifted programs yes yes I'm talking about the assessment of of our programs um over time uh just to sort of map you know how how is it doing uh especially since it is it is being built out it be interesting just to have an understanding of you know just from a policy point of view is what skill sets you were seeing um among these gifted students um I know that you know in terms of math we always need more people have contemplative skills as opposed to being fast um fast is sometimes given too much weight in math so uh I'm just curious as a as a general academic um
088you know what what what we're seeing in terms of um the folks who involved in this program um and you know we're a small school so you won't be able to track Trends obviously but but there's a narrative there it would be an interesting narrative there well I I think is there to answer your question is there a formal assessment of a gifted program no because I think we have to decide what what are we looking to get out of the gifted program so that we know what we're going to assess for me one thing I can tell you this has been consistent in my time here when we have not met the needs of our students they have left because they can go to schools where they their needs are met so I think
089that's one measure is that the best the only no but I think you know I feel like having been a former principal and teacher I want my students engaged and successful and and what we do know about gifted students is often they are not engaged because they are not challenged um I don't know if Jack or Megan have different thought about the program assessment can I sounds it sounds like you're asking for a program evaluation well just in terms of a board member um try that again okay oh yeah okay that might no can hear you you can hear me and it's a small group um yeah so I'll use my professor voice yeah because I think that um I've been involved in program Assessments in a lot of different capacities and to do them
090right they require resources and so I would love to hear from the the principles and the superintendent and and uh the group that Megan's leading if they have an Ask of the board to support a robust assessment um and when it would be a good time to do it uh because I think that it I I think that it's uh incredibly important that all of these programs the gifted program included um are are built out and supported um and then and then they're they continue to develop based on the on the feedback and data that we that we get so I guess that's my point and it sounds like a lot of growth has been happening a lot of work has gone into this I can I bounce on your points and before I do
091that I just want to say that I am impressed by the lift that you guys have done in the last four years because I remember when I was running that there were too few teachers that w't yet certified for it and I'm seeing this that all k through eight teachers wow this is that is for me that is great on that and then then to reply um Rea to to the questions that you had I think U you might find the Fourth Article really interesting of the young gifted in Black inequitable outcomes of gifted and talented programs it's a longitudinal aggregated studies here I'll let you read but there are a few things that really stuck with me first in terms of long-term outcomes of gifted programs there are very few for people with maternal
092education so the biggest I'm sorry matal education so with students whose mother or or the primary parent who usually is a mother if a mother is educated then this is the biggest predictor of a child testing and identifying as um gifted more than race more than social economic background that was for me very striking so for our students long term there is not really a big benefit of being in a gifted program but they are but there is a long-term benefit for under represented students if you join a gifted program they're more likely to go into higher education and to have social Mobility okay but then the other thing is that there are short-term benefits meaning that students were were um gifted and not identified at that they tend to have behavioral issues in schools
093especially if they are under represented okay so they are benefits just for uh promoting positive interaction with schools and a positive experience of school to address those needs because they're more likely to thrive in schools if their needs are met which that was that was interesting for me and then there's another study of the second one from Kappa online that also is really worth the read here and I'm thankful that you you put that all that that was very informative um they I lost my point for a minute but I'll come back but the thing is that they've listed the most effective ways to address a gifted program and uh the listed after school programs and school breaks programs this those are huge LS right so we know that we had an after school program
094here that was M last year and it hasn't been revived yet because it's so hard for us to get it going but this is where we could have the most impact on closing the gap between the high socioeconomic classes and the lowi income students here that's by providing after school and school break programs I don't know if we have a capacity for that that would be something that we could aspire to get to because that's such a big lift there am I own track with those uh those readings here okay so and then you know they were talking also about the type of uh services that in school services that are beneficial to us to the gifted students and from what I've read we're already doing all of that we're doing Universal screening we're testing
095all students not just the one that teachers are recommended to be to be screened uh we already providing acceleration we're doing flexible grouping I don't know what exactly predifferentiated curriculum is maybe you can help me on that but the next level of where we could really close that Gap is the enrichment summer programs it's the after school programs right and I think these things take resources so it's a great conversation for us to have with that and and and and figure out how how best to go forward um and and I I I can say from all kinds of experiences that it's benefit to kids who are in the lower economic bracket um can be can be quite you know I would imagine that the language associated with um the inclusion of these programs I
096mean you'd expect the language to change by including um these gifted programs so one of the things that you know we had students uh you know in the shakeup after the pandemic is that a lot of students their narratives in the uh y Springs news always look forward to that uh addition and um but there was more than there were several students that year that talked about readiness it was striking right and um so uh what I think what we want is that you know it's kind of like when you have a shakeup like a pandemic every you know everybody kind of in the academic Community who studies these things we all kind of look around the room and said oh there's going to be a lot more kids in the build in the big
097schools who are not going to finish and graduate right um and the equivalent of in in small schools is that you don't see a drop necessarily you wouldn't see there was there isn't an same expectation of there's being a drop in graduation rates but there is an a comparable expectation that students will feel less ready when they leave school right and so including when you when you're when you're doing when you're in a smaller School District when you're in a rural School District um there's a longitudal cities which tend to do the big numbers we're more of a place-based you know uh experiment let's say that way and so again is it's important to think about our narratives and to look at these longitudinal studies and look at what's the pervasive effect of these and
098then how does that translate to the place where we are and into the student population that we have because we're a unique and you know a unique and special situation so it's going to be really interesting that there's this expectation that when we include this program is the narratives going to change there's going to be positive things in the narrative and there's going to be negative things in the narrative and what we're less interested in hearing is we're interested in hearing both roses and the Thorns you know I love it when the faculty ADV board you know goes into those type of discussions because I feel that's when we learn the most about what's going on in the school and this is an opport this is yet an opportunity to find out what's going on
099with our school with our students and um truthfully even the general population because the more opportunities that students see um among their peers um is the more opportunities that students see period this has been a great discussion I want to suggest we move on actually have a few more points that we need to cover I think that this is our opportunity to talk about this and it has been a long time coming okay let's give it another five minutes I have a a question about preschool program and how this could help us front load meaning that it could allow us to identify underrepresented students that seem to be showing U giftedness Readiness whatever it is um and so how do you think Megan the Dei could be using the preschool program to help us uh
100get ahead of um of the identification in second grade and fifth grade of that is there a way here to utilize the fact that we're going to have our own preschool inhouse to help us uh reach to those under represented students before the inequities become a significant factor I have not read research on preschool and identification of gifted what I can say is having the preschool program in house is probably going to be um the best kind of thing for our buck there because we are going to be able to start curriculum earlier um we will know the students you know at an earlier age um so I would say that is probably just having the program alone having the preschool program alone will be impactful okay and yeah and what made me think of
101that is one of the articles in there I think it's uh Americans gifted education programs of the race problem they talk about how they use that in New York City to help close the gap in identifying so I don't know if it can be applied here but I would trust the DI to look into it yes and then the next the next question was asked the board in the second link there is a list of um of items that board can Advocate at the state level um so it's the Kappa online document and then if you go down there's State policy proposals for gifted education it's in the Blue Link and it list three items that we board could uh try to find a legislature that could help us advocate for those Equity closing um
102items so look at the second link gifted education advances yeah and then you'll scroll down that's an action that we board could take there in if we wanted to change the inequities of a system at the state level this is where we could advocate wasn't it yeah it was there she just that's okay but I I will yeah and if you scroll down to a blue box it won't be the first one no go down you'll find another one and that will be the one where we could we could do that there right yeah so that gives us a uh a blueprint of what we could advocate for if we wanted to have a better system at this stable well I'm just down the street usually where you know School work um just down the

113the discussion about the letter of opposition to Ohio hjr 7 I guess I guess I can start with uh my statement and and I want to thank you Judith and Rea and Amy B for reaching out to me after that to convey um how shocking this deal is I was shocked as well when I saw it um so I think that I made a point to explain that this specific build proposal is targeting really dual citizens in Ohio uh because uh only citizens can be elected for office uh so the language is misleading in there and uh as far as I can tell it has not moved forward yet uh it looks like it's been forgotten but um like Dr Holden explained earlier sometimes there are some bills that are being snuck into others at
114the very last minute um so I I think we're still in lle kind of waiting to see whether or not this will be passing this Lane Duck Session and if not of course it can always be introduced next year uh I wanted to say about this that I I um lined out four items but I'm hoping that the board would take on should I not be uh should I be barred from serving on the board and I wanted to add a fifth one that I forgot uh which is about active Transportation I think that there are really wonderful projects that are happening in bfield in uh Yellow Springs and whiz or centering uh in the schools and I hope that this board will continue the work on that and I can talk about the ongoing

117for those who are directly affected well it's so shortsighted I mean because there's lots and lots of studies that show is that when young children are engaged in community with foreign Nationals um that you know they're especially if you know they pick up you know they get exposure to additional languages is that there's so much opportunity that's available to our children because we're because we're a welcoming Community because we're a multifaceted community so it's it's very shortsighted because there's a whole big world out there and um and we should feel comfortable living in it um we need a motion on this I realize is there a motion I move that we accept this uh letter um we sign endorse this letter as a board to representative I did want to say to Amy magnus's point
118that this isn't really about foreign Nationals it's about dual citizens um just to be clear this is what this is about well I'm just saying is that my family's experience is that you know is that my kids in in in this community have you know is we've got several people who are um who are I forget the term presidents um you know in addition to people who have dual citizenship and you know that's just because it seems like people are kind of trying to narrow down to small categories where there's you know to isolate people and when when people do that you know it it there's a reason why it feels like exploitation because when people try and separate folks out like that that's what that is so we shouldn't allow that to happen this

120been moved to the Village um where have about half time I think will be devoted to the ysdc okay um I have nothing from the village on you have something yes and first I wanted to thank you Rea for um attaching the reports for YC it makes it easier for us to follow along uh for the active transportation we met yesterday we approved our minutes but of course it's too late to add agenda so I'll send them next uh uh for next meeting we are planning a trip to Dayton Kentucky to tour a new traffic Garden um a traffic Garden is a painted cityscape that is U sometimes put in public Parts sometimes put in schools uh that uh paints and delineates a road a road pattern uh outside of a place where they are
121modern vehicles so that kids can practice uh how to do a stop how to let pedestrians go through first uh and that's part of our curriculum so we're going to go look at that in did in Kentucky if it did it for $225,000 I could see that being somewhere at mman maybe on the parking lot maybe on a tennis court um it won't be my decision it will be uh uh being the best recommendations of our principal and our teachers there but I think it could be a really wonderful addition uh to our schools and it could allow the expansion of the elementary program in teaching our kids how to know the mechanics of biking but also the road safety uh rules from very long on um we're looking at other potential project that could
122really uh uh strengthen uh the elementary offering in bike safety or pedestrian safety for kids of stay tuned there are some that are just too young to be presented yet but I'm very impressed by our um uh PE teachers uh determination to make it of this program and thank you Meg for the support there you know a couple of things that you just said um kind of touch up I I think in the past the school district has also been involved I mean I think it's really important because Mobility is everything when K gets on a bike the world opens up for them um but when you talked about safety it it reminded me is that I think in the past the schools helped sponsor swimming clinics and I think we got away from that
123because I think a specific person was involved um and uh uh I just think that it would be a good thing to like maybe look at again and see if the school district would be interested in that because it it'll save a life or two uh is there anything on the more leg I think I think that t really covered a lot of it okay all right so um so the next issue was the code of ethics conduct uh code of conduct um p0123 and it's specific to just the one item uh P which uh our current policy actually Christie you have it Opposite our current policy says Express Personal opinions but once the board is acted accept the will of the majority and I will say in the leadership protocol which had been advocated
124in past school boards it repeats that once a decision by the majority is made you must support it I don't actually agree with that and that's so I think my I I'm not quite sure why people got that from what I wrote Because what I was trying to say was basically that this current policy does not give room for a minority perspective on the board to continue I mean generally democracy the rule is you know majority rules minority rights minority right minorities even though they've lost the vote they have a right to continue to advocate for the thing that they believe in they are not forced to support a position that they don't agree with and I agree with that 100% after all I've been a minority on elected bodies before and and so and
125I think it's not you can't be honestly honestly support something you don't necessarily agree with so that doesn't make any sense but this is about so this says so this the change I'm recommending so I I suggest we take that off because it does not meet the basics of democratic governance to say once the board has acted accept that will of the majority so I would like us to get rid of that I would suggest we replace it with something that's more specific which has to do with once the board has um chosen Representatives on particular issue that at that point if someone doesn't agree with the direction that the board's decision has is is directing those people to take that they bring that to the board that they don't start advocating to that other
126body where you've already elect you've already elected and chosen representatives to represent the board I think that puts that other body in a difficult situation so in the past not only could you not do that it would be against our bi our bylaws our ethics uh but also you couldn't even bring it to the board itself so so I am suggesting that when we're when we've uh again when we've elected someone someone or some ones and in this case it was the superintendent the treasur d uh Rebecca and I in terms of The litech Proposal that we would be in uh you know go representing the board to Village Council where we were trying to work together on that issue um then if there are people on the board that didn't agree with a decision
127that's already ready made that they would bring it back to the board but they wouldn't then just go to the council that that's what I'm advocating for so is there a discussion here at the table and that's understood is that understood is that understandable what I just said no um okay but I would like for you to kind of explain what you're referring to in terms of what was you know what was what was yeah um well as you know you have sent several letters to the Village Council you wanted to speak to the Village Council at times you've made clear that you're only representing yourself but most of these emails have come from your school district email uh at other times you haven't made that distinction um and I think I think it it
128violates our current policy I would like to change that policy to make it more narrow and I would I would certainly Advocate that if we're going to appoint people to represent the board in part in inter interfacing with other bodies that other members of the board aren't also going to that body and then you know having a different perspect having a different perspective from the um decision that the board's already made so that's that's the reason I bring it up um it has it has caused confusion I I know people have told me they think you're advocating against the decision of the board it strikes me that way at certain points things that you have said in there says that I'm not advocating for well what let's let's have a more General discussion I think
129that would be helpful because you know I think so let's just do a go around and tonight is just for a discussion and I was going to bring back uh some language to the next meeting well I think this an offsite might be well not I'm sorry kind like a retreat or you know beginning of the year type of thing so that we make sure we get on the same page I know that you know with this is that with the Development Corporation um of course we heard about I heard about um um the uh the opportunity um that homeing brought the Village Council at the Development Corporation I apologize I just we were at the I want to clear something up once and for all at the ysdc meeting they they emphatically said housing
130is not a ysdc issue and hasn't ever been so um I just want to say that was factual and if you look at the minutes of the ybc meeting because I think that continues to to complicate things so oh no it was the number one priority I mean we you know what it different people have different perspectives OD you know I can point to the minutes if you want I that's able and I have talked about that several times this is really kind of odd hang no but I just wanted to say's a point that yeah I I'm sorry I'm I'm just getting I think we're getting lost in the weeds here and I just want to remind everyone that the issue on the table is a revision to this code of ethics so if
131we could just focus on that well I I'm sorry I was telling a story it there has been a problem in the past because it is maybe problematic to go into details but um as a representative to an outside body if I'm not aware of other people who are um engaging at a level that I think normal people would expect me to know something um then you know there were several times that I very explicitly said during um the school board meetings at the beginning of this year is that I'm aware the discussions are being made um but only but you know I was inviting Folks at that time to say something so there's it's important that board members who are given particular responsibilities to be kept in the loop when other people are starting
132conversations that would naturally fall within that purview of that you know that organization that that that um responsibility that was committed to the organizational meeting um because it it I think it reflects badly on the board when um you know that the right hand doesn't know what the left hand is doing and that's the biggest problem that I have right here is that you know this instance with um before you know the instance in March that you know things started happening that the board wasn't aware of and um and conversations lengthy conversations that board members are having with outside organizations where they're not the designated lead again is that this causes confusion and this keeps people out of the loop and we're expected to represent and we can't represent if we're not we're outside Bo
133okay so I was just going to suggest um since I brought this um that I I would just like to hear from everybody once and then we move on you know promote the board members you have a lot of documents on here and so for us to just no no I'm just talking about the code OFA there just one I would like to know what in my emails constitutes going against our board policy formal communication yeah we can we can just no that's I don't want to get into all that I believe there are lot if you want me to go through every one of your emails I because I well you're saying that I'm violating our code of ethics tell me how I am providing factual information to the governing body that is making
134these decisions you should be doing this not me well I'm advocating for this school district you are not and you're gonna block me from doing it no she's not blocking you from doing it that's exactly what she's doing she's saying I cannot Amy Magnus let's not argue okay did you want to say anything I your once for each person right well I I I think that I think that personally um we're looking at p uh item p on the code of ethics Express Personal opinions but once the board has acted accept that will of the majority which I would agree as a very limiting and in some ways anti-democratic position um I'm of the opinion uh seeing the heat in this discussion that there's not really much chance for light at this moment um so
135I personally would recommend uh that we just put this aside for now uh we have been working as best as we all can uh to advocate for our positions on some controversial issues so we continue to do our best to hold together in in like this meeting showed through up to this moment we had great conversations and got a lot done so let's celebrate that ending this year um but I do hearing what Amy Magnus said we as a board of continually kind of wrestled with some of the things in our policies just trying to figure out what does it mean in this case to accept the will of the majority does that mean Amy Bailey can't talk to any council member I don't think so I think Amy you have that right to but
136on the other hand someone could interpret that and say nope once you got a 3-2 vote everyone's got to just keep nodding their head yes yes that's what we want and so it's it's a problematic thing I don't want to take it up now I I think it should be better handled in a work session Workshop session or a retreat um when we're talking not only about this policy but other policies that we're running up against that's my view so we also have a policy about public expression of members and that allows individual members to have the right to Express their opinions so what you're trying to do is going to contradict this other policy as well there there's well in that case I think we should just get rid of the P then I
137mean I'm happy to just get rid of that one because I think it's it's it says Express Personal opinions but once the board is acted acceptable of majority so that that's my view but I i' like I'd like to jump in here if I may I I think you're getting involved in one I would recommend if we're going to look at any of our policies that we should work with our policy advisers Neola and um make sure that what we're doing fits within wall and I think that um we're looking that at this through the lens of one issue and you're not thinking about the broad terms of what it means so accepting the will of the majority so let's let's look at at some more typical School issues yeah if you vote on what
138what what this is really saying you know when I look at it I'm going to look at it through the L of a treasure what I'm saying is if you have like a a levy that you vote on and it doesn't pass on 5 passes on or one but that one member that said no I don't want to put it on shouldn't be going in putting something in the paper saying don't vote for this or you know like they should not be so it's saying you have your discussion you make your vote and then you move on and the you know if youve lost it doesn't mean you go and appeal to the public um and I I think you're like I said I think this is sort of a a shortsighted thing here that
139we're looking at it through the lens of one issue and we're not thinking about the broad terms um it could be about our student handbook or staff handbook it could it could be about our uh facilities or our negotiations there are multiple things and when it says you should accept the will of the majority it's saying that once the decision is made that the board member that that didn't get their way or board members that didn't get their way are going to um accept and and support those policies um so [Music] if you want to go and change everything because we have one issue um but I would recommend I would recommend that we um try to think about it in a broader sense and what it means and I do think I just want

141all this is that when we started talking about the affordable housing I was part of the initial conversation I invited you to join in you refused uh and then you uh and then then Rea got on it uh so there was an imbalance of conversation there that happened where uh you guys forgot some consideration but where deeply impacting the functioning of a school that uh Amy and I were trying to advocate here at this board but when we were out booted we had to advocate for it somewhere and yet we never contested the Comm the decisions that were made by the board we never said that the board didn't make that decision we did we just called for the second entity to fix the shortcomings of the plans and that is really troubling that the
142narrative here is that you're trying to ciple The Voice vo es of two board members that have a day-to-day interaction with the schools I don't think that this is a good look on us really not I think it's embarrassing all right well let's move on uh let's move on to the next issue um which is the school district of leadership self- evaluation I don't know who wants to start with this but um um wrote it what is it you wrote it you should you should start okay well so you know there's been this uh Amy you've been Amy Bailey's been bringing up the idea of a self assessment um and then we got this review of the board work um which I found Pro very problematic U that dor and you you Amy Bailey put
143together um the main thing my main point about it is that without trust trying for us to try to do a self-evaluation of the board's work given the lack of trust in the board around the kind of issues that will come up around that that um we should that we should basically either do a retreat or use two work sessions um to look at issues where I think could have a productive conversation whereas I don't think a self-evaluation where we're you know where there potentially is a lot of criticism one of one another uh will be constructive at all so um so I made a suggestion um regarding looking at the proper roles of the leadership team and other legal issues and questions that our legal council could lead that discussion and then um if
144we want to try to do something and that there's other issues that also we've had trouble troubles uh I think being on the same page about um in terms of possible guidelines uh for you know our at our meetings that we look at our school board meetings process into Quorum our financial reporting there's been concerns about that um legal services and fees have come up and board meeting items on educational topics ICS how to do that in a constructive way tonight we had a great conversation which I was very pleased about um and so so I'm suggesting we either use two uh work sessions and break that down or um that we have another day retrieve in January we've already done that that you want our legal council to come tell us how to be
145pave no and it's expensive and this and Steve vau he's helped us several times what what else is he going to tell us that we shouldn't be already so okay I just I don't you just you want to avoid the self assessment because you want to avoid the reality of what we all need to admit to um okay I think a retreat is generally something that's a good idea and we should do it I think we probably have I think we have two separate issues here uh and I there is this Boe standards bench uh I looked at um and I I think that it would you know we can talk about whether that serves our need I I have to be honest when we talk about a self assessment as a board I want
146to know what are we assessing how are we assessing um as self assessment usually does need a third party to help you anticipate the results osba does that right and osba came to our Retreat so so I I I think that um I I want more clarity um it sounds like we all do and uh a good place uh to kind of formulate what would be a productive Next Step would be a retreat I hope we form a retreat earlier than last year last year we did it in June uh I thought it was actually quite a productive uh day uh a day and a half and we accomplished a lot got a lot of questions answered uh and it it was not that expensive I think osba Jennifer was a great resource Steve volunteered
147his time Dorth and I worked on organizing that I'd be willing to work with her again um that that's to me a a great step so I don't it's an either or gu or did you want to yeah um so um Retreat uh work session something it it doesn't matter to me what matters to me is the agenda on that we've had already at least three passes to the proper roles by the ways r o l the proper roles of our leadership team members we've got three passes of that uh that point I think that we could employ a different strategy that is inspired by the materials that uh the shared with us from that osba uh presentation and I'm going to name them um I like the idea of developing Board of Education goals
148goals for one year for us to accomplish uh I I thought that this would be a fresh idea uh but maybe it would help us stay focused and not grab on to topics that are not clearly um tied to the functioning of the schools or to the accomplishments or needs for support of our students and and teachers I liked the idea of developing an onboarding training onboard training uh I think that uh it's something that I would have benefited from um coming on and and that's something that I would like to fix for the next uh new board members that would come um I like the idea of an annual self evaluation with the input from the treasur and superintendent um we don't have to evaluate one another since you're so reluctant to do it
149right now but at least we could evaluate ourselves with the input of our treasur and superent and then see where we can grow and learn more um I did not know about the osba boards of Distinction award but I thought that this could be a good way to uh to keep doing our continued education as board members every year to keep learning and to keep uh understanding what's happening outside of us understanding better what our choices can be within our bubble and Yellow Springs and then understanding that the the thinness of a bubble ball is getting smaller and smaller in this political time and um but beyond know what was important to me I'm talking about state laws that are coming at us very fast and and and that there is only so much that

151legal fees I think that's a conversation that was in view of a document but I'm not sure that all board members here have been looking at our bills and how much um have been spent um I've been I've been looking at them and and I've seen uh 46 beest from you Judith to uh talk to our lawyer 46 in one year when I think that TJ had zero and had one um in performance I was um president so I'm not in a with that specific agenda but what I'm recommending is that we work on Board of Education goals for 2029 did you want to say something yeah go ahead we have a strategic plan that we worked with with the community and that strategic plan provides a blueprint um that we can measure ourselves against
