001all right [Music] um Magnus here uh Fieri Rios yeah Turner yeah okay here templing here we have a quorum all right uh before you move on to anything else I have uh two suggested changes for the agenda tonight that I would like to move to put out just to make them go smoother one is moving our community comments from where they are right now in 2.5 down to uh section seven I feel like most of the comments are going to hear about facilities and in that way we can see how the medium has evolved and rather than uh have it before we just need to build on our national service plan and the second was um talking with Dr Paul today and then and then uh with uh how we set up the agenda in
002the building today I was confused how we did it and I think that the community deserves to see where we all stand there are four plans um so my proposal is that we actually when we get to the voting portion after the community comments and after the discussion that we call out on each floor plan because we've made a vote really important so that's his motion okay [Music] yes yes okay [Laughter] um Agnes yes very Rios yeah Turner yes okay yes emplay yes all right motion passes five to zero uh all right so moving on to uh all right so 1.3 is approval of our minutes correction absolutely yeah I'm sorry okay okay yeah yes motion passes five to zero all right 1.4 is person present so thank you everybody for being here it's uh
003Full House I love it um thanks for everybody who's online and who may be watching later on hold on to two uh 2.1 Communications several teams today that we rolled into um foreign you're going to have to approve a donation several donations by policy we ultimately approve donations of a thousand dollars or more and so I want to say um I want to express my heartfelt appreciation and gratitude to Stacey wehrig and the Arthur Morgan house for a donation of twenty five hundred dollars for food for prom um Alex Price and Ryan Aubin of the Mills Park hotel for a donation of the Mills Park Hotel space for prom and Ryan Carp from Edward Jones investments for a donation of a thousand dollars for the class of 2023 senior honors diploma dinner so before you
004um uh take that vote to approve those donations I do want to to mention that in the agenda are all of the other folks who gave generously to support our honors dinner and it was a a pretty amazing event to honor our um our graduates who have achieved the distinction of an honors Department information yeah so we're gonna motion to accept those two donations donations of a thousand dollars or more Magnus yes Gary Rios yes Turner yes okay yes templing yes motion passes five to zero thank you very much appreciate it okay now it's the best part of every meeting student recognition student and staff recognition so Ms Winston is going to go first Harry Johnson [Music] [Applause] all right this is Henry Johnson he's a kindergarten student he was nominated by his kindergarten teacher
005um Jean Ann Turner Smith Mrs Turner Smith says Henry is an excellent bathroom citizen he is thoughtful and careful in his work and is always willing to help others Henry demonstrates cooperation working with and respecting all students we have terrific questions and consistently tries his best on all tasks in the finance Henry is an enthusiastic and motivated learner congratulations Henry [Applause] thank you [Music] thank you I think you can see here [Music] so our student of the month I'm gonna share anyway it is harmonic healthy so Armani Alana is an eighth grade student was nominated by her beauty teacher Mr Gillette Alana has been a constant course of good since day one this year she consistently helps everyone she can in the classroom and brightens the day of anyone she encounters her grades are always
006on top and she continues to strive for excellence each day an absolute leader in their classroom daily congratulations [Applause] our trophy Sports student athlete of the month has also named Henry Henry fantastic from Wanda [Applause] so Henry just finished his Tendencies movement since coach wrote and Rings a three year Varsity starter on my tennis team playing the number one single spot his overall record is 35 and 19. he's a two-time district qualifier was named conference Hall conference or Metro Buckeye Conference All Conference teams and the sophomore engineer and Senior he will be attending Wittenberg University um for me I've had the pleasure of knowing Henry's in seventh grade that was the last classroom teacher so I remember distinctly a project that we were working on where we were mapping the little Miami bike trail looking
007at the history of the different stops and Hungary Henry was a leader in that project work and has been a leader in our school ever since so um in addition to being a great tennis player he also is an accomplished soccer player so it'll be um unique moving into the next year um not having Henry's name announced and seeing Henry in the Halls feels first high school but it's been a pleasure but congratulations [Applause] [Music] [Applause] that goes to high school Social Security teacher in Oregon she was nominated [Applause] thank you again [Music] um for two reasons firstly her hard work as a student review board um leader is fantastic for organizing The Prompt is pepper always testing goodie bags and other social School arguments throughout the year made a positive impact on our school
008Community the work she does to support students on IEPs and other struggling students is unparalleled there are students who show their effort many other classes who show up in age during food shop and engage work hard and experience Success Through her class so um I I Echo those things about Hannah if there's anything student related you can count on him being a part of that in some way so she definitely makes our school a better place and and she's been with us for four years and it feels like she's really been established much longer than that so congratulations [Applause] thank you in the interest of time the principals have submitted their reports but will not um no just thank you all right 2.4 is being kind of the career center I hadn't heard from him
009all right so 2.5 we are moving down to seven and two by six is a five minute break but I think it's safe to say 3.0 fine uh 3.1 is our motion to open our consent calibration for the uh the award recipients you can go now yeah or you can stay it's about to get really exciting to hear them oh feed me um in your mouth okay [Music] um [Laughter] thank everyone okay thank you [Applause] all right so 3.1 is our 3.0 is a motion [Music] Financial consent now five seconds okay um Financial reports these are a little bit behind we're getting caught up we'll be fully caught up next month um with February it's a picture of my garden let's start there um the the big highlights from the financial packet um is just
010sort of those pie charts and those um line graphs if you'll go all the way down for me or two more two more one more there we go um so as of February we expect it to have 79.24 of our revenues received and we had 79.24 of our revenues received so we nailed that one um and then expenses we are a benchmark with 64 64.26 and we are a little bit lagging on that um but you know that that's good news um and then there's the bank request from February I did send in out an email today that these were available were there any questions about February okay we'll go back out um and then we will lovely Paul Paul flower because I am the Paw Paw man um we'll go back down to the
011same portion and just sort of get the snapshot of where we are at um big amount of revenues come in in March that is we get um sort of the last of our property taxes for the year um but uh yeah so we you'll see we're expecting 87.45 and it's the end of March and we're a little bit behind there um or we're ahead there we're at 91.42 so um that's really because um those property taxes came in a little bit higher that was anticipated and then expenditures Benchmark 72.64 and we're at 67 so again we're running about like five percent behind on expenditures now I will say a lot of times that's we do have some heavier expenditures and summer we would pay off the uh make sure that we get all of our
012supplementals paid um and then paying off any uh teacher contracts that are retiring Etc um so there are some a little bit heavier expenses in August or July and August for personnel um well there any questions about March okay and then we will go ahead to The Five-Year forecast there's PowerPoint um I guess I'll let you uh open up the document as well in case we need to flip to that so board members you have the power or you have the slides but you also have the full packet of the five-year forecast that has our assumptions and the forecast in there I would suggest looking at the the actual forecast as we go through and then not respond out technology um so for all of you that are out there when you are looking at
013the forecast which is available here I will get it up on the treasures webpage as well there are two main important lines I would say do you see down towards the bottom and it's lovely and large um there is your fund balance June 30th available for certificate of Appropriations and then a little bit further down for you it's on that second page board members is this unreserved fund balance that includes our um our renewals so um that's assuming that the pi no this is so five year forecast is general fund only those are our um two emergencies um half of it comes off in 2026 and the other half comes off and 2027 for the whole um emergencies coming off in 2027. um so whenever you're looking at this line this line is always going
014without the renewals it's always going to look more bleak than including the renewal so it's something that's nice to see okay this is what your balance would be if you don't renew your levies this is what your balance is if you do renew those levies [Music] okay here we go so this is a line graph that shows you've got revenues in blue expenditures in red and then our ending cash balance is on here as well so you can see that um pretty even here revenues were a little bit higher in 2022 than expenditures so that's why you see that cash balance goes up then here you can see our expenditures and revenues are really balancing out which means the cash balance starts to stays pretty steady and then out in 2025 where you really expect
015to see our expenditures start outpacing our revenues this is also going to have this big dip at the end is going to include that non-renewal of those that's the Assumption wise and as this mouth opens up you can see it eats into your cash balance and that's where we get this very low cash balance we are positive at the end of five years in 2027 even without the renewal with the renewal we're at three million dollars at the end of 2027. um and then even projecting I project another five years out with the renewals we don't see a negative balance until 2030. without the renewal you'd see a negative balance in 2028 so um really just want to go for those renewals first and then um we'll see where we are after uh after the
016renewals the renewals could be as early as 2025 I believe but another presentation all right go ahead so this is sort of the same information although it it's put a little bit differently um so you can see this is 30 days cash for us this is our in red is our ending cash balance and yellow is our unencumbered cash balance so this is how much money you have this is how much money you have available and um they use the 30-day Mark here um it's also it's really good to have about 60 days you can see without the renewals 2027 we would be in trouble this is a breakdown of our general fund Revenue sources uh you see this on the monthly financial report as well um so right now state of Ohio is contributing
01731 um and then our local revenue is made up so 69 of our Revenue comes locally so this is um a change in just uh so we get those found we get Foundation payments every month um the funding formula that used to actually show how much money you got for open enrollment now those students are rolled into the um the funding formula so you don't see it broken out anymore it doesn't mean that we aren't getting money from the state we are getting money but we get money per student um not it's not the way that it used to be where you would get specifically money for open enrollment students and your own students now you get the same amount for for all students um and then this has been the uh this is our
018the new um Fair school funding plan um there's still they're finalizing uh the budget right now so that you'll see that there's no um predictions as far as what the state is going to do and this is just showing our local Revenue versus our state revenue over the five-year forecast uh right here that's that drop in um the renewal and then a further drop there and then they do anticipate that the state chair is going to go up and we we are a district that has been benefited from the new um Fair school funding formula so we are not on the guarantee we are actually getting more money than we used to on in the new formula so okay I just wanna because the language let me do a double take when I looked at
019it I just want to make sure that we're still getting the money for the open involved students in it's just not earmarked in the budget anymore because the state doesn't differentiate it anymore is that right correct we are getting money for open enrolled students it's just not separated on the foundation payment anymore okay so I will tell you this is a state number but um reappraisal in 2023 um right now they're looking at eight percent increases in value um we are at the 20 mil floor so any increases um on the our 20 mil floor we are going to see some additional Revenue growth um with the 2023 reappraisal um income tax is has grown a lot since the recovery of the the pandemic but it it's also very hard to predict nobody likes predicting
020stuff after after pandemic um Ferris school funding plan has made a lot of changes to our our payments and expenses this just again eliminates open enrollment revenues and implements pain directly where students are educated so we are getting money for those students it's just um directly instead of through a separate line item and that sort of just talks about where that goes so this is our expenditures broken down for the general fund wages is the vast majority of it almost 60 percent benefits 22 percent then we have Services materials Capital outlet and other um wages and benefits makes up almost 80 percent which is just below the state average of 81.4 now when you look at that uh that could mean a lot of a lot of different things you know it could mean about
021your salary schedule or it could mean that you know maybe you don't you aren't as heavily staffed as some other schools so it doesn't necessarily mean anything about your your pay skills but that just says you know we're very close to average and that that's a good place to be go ahead um this is looking at our general fund expenditures by object from 2020 through 2027. so if this is that pie chart just turned into bars so you can see our estimate for wages going up and I would say right now benefits are one of the fastest growing classes um a couple years ago there was everybody went through like a double-digit benefit increase it slowed down but this year we're we're seeing another above five percent increase on our benefits so that is our
022fastest growing section so ending cash balance in true cash days this is just taking our total expenditures and dividing it by 365 and saying if you had to operate on your cash balance at the end of the year how many days could you operate with no money coming in um so they they recommend 60 days at the end of the fiscal year and you can see that we're we're doing really good here we dip from 175 to 109 all the way down to 14 and 2027 although we know this is probably better than projected because this does include our emergency Levy renewals or those aren't included in this 14-day cash balance so basically what they're saying is anytime you get you know below 60 days you want to think about doing something for your operating
023revenues which we already plan on renewing those lettuce okay um so about 31 of our revenues are controlled by the state budget process that does make you know the more locally funded you are can be a benefit that means that you're more in control of your future but it means that we're reliant on the state maintaining our funding for 31 of our Revenue um we have been using Esser funds um to sort of offset some of our professional costs um different Staffing costs and that will will have those dollars available through the end of 2024 um and then a lot of school districts are going to have to make decisions on whether or not some of the programming that we picked up or some of the testing that we picked up we will roll back
024into the general fund after that um and then the fair school funding is is uncertain under after um it will be funded through FY 23 but yeah they have not finalized the state budget so this is where you know you get to You're Expecting 31 percent of your revenues to come from the state and the state's telling you okay well we're not going to tell you exactly how we're going to do it yeah so yeah we're just waiting to finalize on the state budget so that's why it's not in here but it'll be finalized in late June um and then other proposals college credit plus excess cost and tuition um are expected to increase going forward any questions from the board just having a question it's about the answer funds do we still have some
025to use them up no so there's there's sr1 sr2 yeah and then ARP Esser which is sr3 okay um we are in the process of using up all uh sr2 this year has to be spent by September and then we will have until the following September to spend all the time okay so will you go over to the uh the actual forecast for a minute there Jack hi um what other school districts are doing around the country is about addressing that club because that's a common discussion um what to do with Esser programs all right will you scroll down a little bit for me okay so these are the on the right let me make sure I'm on the right line here okay yeah so 10.01 is the the mainline item that you want to
026be looking at you want that to be positive and you will see 10.01 is the same as when you scroll down a little bit for me Jack um is the same as this 15.01 until we get over to see this is our renewal falling off so 10.01 and 15.01 are the same until you start seeing money falling off but yeah for those of you out there those are the main things that you want to look at and then anytime you see these you know renewals are are likely going to come in all right any questions on the five year forecast there were not a lot of changes only about sixty thousand dollars in movement since since November government you're a good forecaster all right thank you a five year forecast yeah um before November November
027or earlier November October I moved back to um yeah okay okay yes very Rios yes yeah yes motion pass Five to zero all right yes I just want to highlight a few things all school districts in Ohio are required to either have a business advisory Council or be part of a business advisory Council for their ESC we are part of the Greene County ESC business advisory Council and so I've highlighted for you on my update some things that they've done this year um and again this this work continues um this is the last week of school so you're really glad about that or if you're a parent you may not be so bad about that um so um it's been a bit it will be a busy week last week was busy as I mentioned
028Thursday evening we had the the honors scholar Scholars that are um tomorrow night is the sixth grade farewell as well as the Greene County Career Center Senior recognition and then Thursday evening is on the last day for students parents this is a reminder that school ends two hours early um and then Thursday evening is the most important event of the Year commencement for the class of 2023 the event is open to the public parade 6 p.m 9.6 the Craig leaves the parking lot at 6 15. parade leaves a parking lot at 6 15 so for those of you watching um please go out on the street and cheer on our graduates it's going to be a beautiful evening and um this is such a wonderful thing we do for them and they'll parade through town
029with a police escorts come back here to campus and commencement will begin at 7 pm in the high school gym so be nice and Grand weather just like today I think we're supposed to um West South College to Xenia Avenue Corey Street Dayton Street back to cookies McGregor yes can I also add that the sixth grade clap out is on Thursday and that will begin at 12 15 and that is just kind of right there and kind of milk on yes that's important as well thank you um we have three um retirees this year uh Dave Smith who is um finished his additional year with us and so he he will not be returning next year uh Paul Comstock who has been here as study hall monitor at the high school in uh who's been
030a science teacher here so I want to on behalf of the district publicly express our thanks and gratitude that they have been with us um all this time and they were really foundational here in this building actually so thank you to them best of luck Godspeed and then [Applause] and then looking ahead for next year I want parents to be aware of the fact that we are going to begin our stem excuse me steam rollout um we will push out [Music] in the fall what that's going to look like each year at each grade level so I just want to I I want to get you thinking about that um our hope is that in the next few years we apply for steam designation from the Ohio Department of Education I will tell you I'm
031going to get started early and I'm going to tell you that what that will require for us is to have an advisory Council so those of you who are in the all of the steam Industries which would be science technology engineering the Arts and math um we may be asking for your support as a as a member of that advisory Council so this is really uh stay tuned because it's time this is a really wonderful let me just put some it's a really wonderful time to get involved um both as you know parents and volunteers as well as the kids because this is a really exciting time for the same so I hope people get excited about it because we're going to see a lot of Happiness area and it's really seen as where people
032really you know um are able to elevate where they are so there's consistent consistent windshield let's celebrate yeah so that's an actual item in my administrative Insight calendar great I just wanted to make sure five is our Dr Richardson do I have a motion to open I move and reopen the discussion of administrative defense and calendar items all right second okay thank you board we're back again to board policies we are we however are on our regular we're caught up this is our regular sequence in the in the way these work is that they come in volumes and numbers so um we are volume 41 number two and so I've included the these in my update as well as you have a separate document about um a summary of the changes for each policy um
033so that is uh for your review and again these will come back next month for a second read um but at first set our general policy divisions then we have a set around tobacco and a set around technology um so we've reviewed these at the district level um uh most of these are religions there are two that are rescind because they are replaced by another um policy um so any questions on policies I I read them but I wanted to hear that do you have any warning for us about any of them that you would think would be tricky or impacting us differently I could not see anything better I I don't think there's been anything really um anything that we should worry about I will say in some of the technology part of so
034part of these revisions come from as the Law changes policy has to change so um with some of the technology it accounts for the huge uptick in artificial intelligence and things like chat GPT but there's nothing um that I would say is is controversial or Worse okay um okay the next uh item in the consent calendar is uh approval of our meveka service agreement um this is done annually and it tells you all of the student support that we get from Rebecca um the board every year approves the list of potential graduates so you see the list of potential graduates for the class of 2023 and I I say potential because it's Monday and Thursday's list may not look like today so it's fun um just in case um it's there we we actually do
035a great job with with our graduation and our graduation room um the law also requires us to approve certified evaluators for next school year and those are listed those who would be the administrators in the district building and District level um 5.6 is approval again this is done annually our school Forest summer program yeah so um John day has sent in his annual letter so as we know student names those students will be approved for employment as well and then the last item yes and they'll be listed maybe like so this once I get student names they go on to Personnel schedule for next month I don't have them yet so okay um we'll be able to do that and they prep the trees for the sale in the winter um and then finally um
0365.7 is approval of the new strategic plan vision mission core values and goals and so you do have a separate sheet in your folder board this one so I want to for those watching online um about 32 people parents teachers support staff board members community members participated in four strategic planning sessions um and it was through this these meetings that um really kind of values for us to the top and and what I would call academic needs Rose to the top and so our first task was to think about our vision then what's the mission associated with that and so you see thinking boldly caring deeply and advocating courageously and then the mission cultivating curiosity fostering learning and nurturing compassion in our fearless thinkers for a better tomorrow next came if if that's our vision
037and Mission what are our core values upon which this is built and so you see those there a diverse and inclusive community supporting and nurturing all students on their Learning Journey encouraging critical thinking problem-solving active inquiry and positive action students families and staff who are involved engaged and curious education and harmony with the environment the Arts is integral to core learning and collaborative and consistent communication and conversation and then lastly there are five goals bold teaching and learning Yellow Springs schools teach deeper learning competencies and expand the academic experience through Innovative practices deep caring yellow spring schools prioritize a culture of kindness belonging and well-being for all members of our school community facilities Yellow Springs schools provide a safe comfortable and accessible learning environment to instill pride and Inspire current and future educational excellence finances
038Yellow Springs schools use resources strategically to support the district's Mission and plans for a sustainable tomorrow and school and Community engagement Yellow Springs schools through a culture of connection and collaboration Foster inclusive engagement in community building that is accessible relevant and participatory so what happens next is that now um the ball is really in the court of the the staff the administrators and staff so what you should expect to see and we hope to have this to you by August is under each of these rules what strategies do we have to realize on these goals so we will bring that to a meeting in the early fall for board approval and then I want to thank the committee because it was a lot of time and a lot of work and also assure you that
039I will continue to communicate with you so that you know because you participated in this endeavor what these strategies are as we as we move along questions uh I I think it was very rich I I really like the facilitators that we brought into that um process and it was always a really engaging evening and um and feel like we've made some uh we've put together a good set of goals and values on the building and and you'll note based upon their advice it's for three years and then we can revisit and we might say this still really all applies and we're going to expect it or are we [Music] yeah you know that you know people are acting on I just want to applaud the district for this work um undertaking a strategic plan
040is actually really Monument this amount of work for the district or the district has been working tirelessly over the last 18 months also on facilities sessions as well as now being able to roll out a new strategic plan and I just want to acknowledge that and and thank the district for what is really I mean it feels like we're just heading into a really good okay so thank you for all your work yeah I just want to thank everybody who participated fantastic I couldn't make the last one but um all right any questions on anything all right okay yes very Rios yes Turner yes Magnus yes templing yes motion pass Five to zero uh under an opportunity from board I think we have five schedules this evening it's a relatively light um Personal Agenda um
041again some retirements resignations a couple revisions and then the bulk of it is in certificated in anticipation of Summer work so we wanted to approve uh teachers for their summer pay we are doing um math modeling training we are doing course of study writing and we are doing tea set training which is uh trauma um atic events crisis coordination training and something else um online summer school monitor at the secondary level any questions that I might answer okay okay yes very rails yes Turner yes Magnus yes template yes motion pass Five to zero all right that moves us out to seven which is facilities what I have now is 7.1 is the discussion for the board is there four fancy for us for a master facility plan it's number two with W Community comments program
042so let's see see if we need any provision to pass that and then 7.4 would be able to work so um so we have questions specific to to our Architects we uh all right what is a board discussion that's good where I am today I recognize that both B2 and A1 are not valuable for this community they might have their own merits but they do not gather enough support for the community and this is based also on on the survey results that uh the Yellow Springs Community Foundation has conducted and put together and uh this is of course you know B2 for me was the best of you but I recognize that it cannot really get the support of a community so my my uh my suggestion my proposal here is that we look at
043plan X as a really good compromise that could not have come to be what it is without the support of all people involved on either side and on all the sides of this issue um I do see that uh X plan X is a combination of Renovations and build new which allows us to reset the clock on the buildings in a way that allows us in the future to anticipate and a better set up the meekness of those buildings we will be able to really truly get into um phased in approach once we have reset the conditions of our buildings it brings reassurance about the Green Space of Milton we will stay there and Milton will still be an educational building it would allow for the inclusion of preschool programs which we have learned through
044the strategic planning and through the survey but it is a priority of this community um and it would allow us also to get all the pedagogical benefits for the grades through 3 through 12. I think that it's it really shows the collaborative work that we've had through the last 17 months um in figuring out what we can keep and renovate and continue loving and what we need to improve and how we can serve the students the staff and also hear all the priorities of the community so this is the plan uh that I intend on supporting tonight and and just to show my Goodwill here I would say that when it's going to be time to have a vote I will vote no on YouTube uh because I I recognize that it's not the plantation
045okay sure um well first of all I think to have a strong School District we need a strong relationship between community in the buildings and the community around them who are helping to who are basically playing a significant role to support the district in many ways a particularly with financial um so a compromise that respects all the con the concerns of all involved is the only successful Way Forward I believe a good compromise plan is one that is a compromise across the table not not a compromise you know in name but not in being the the um I mean what Dorothy is saying about the X plan I don't consider it a compromise um it's uh nobody on the other side of the table thought it was a good you know good plan once it
046was looked at in 100 detail as far as I can tell I'm not saying there's nobody but I think that's true here at the school board the table um I have been a great supporter of the A1 plan I think it's an excellent plan I think it's been uh thrown to the side pretty quickly without really a recognition of how much it would improve our buildings um and I mean if any of you have looked in a renovated home you know that kind of renovated homes can be every bit as nice as it is it wasn't going to meet every single need it had been identified by our Educators there's no question about that but with creative with a creativity I feel it could have met it could meet our needs well um this plan
047cannot get the support I mean ultimately we need four members to support a plan and if this plan cannot get that support then I'm asking that we look at the C plan uh which act which um is expensive that's the one the one I think they uh barrier to the CPX and the B2 all three of them quite expensive it's going to be a huge sacrifice for a lot of people in the village for any of those plants um the thing about the C6 is it it takes care of the Mills Lawn facility I do not believe the X plan takes care of the melting facility adequately and it also you know around half of the building is no longer a school so we're talking about waiting to address the needs of Mills Lawn on
048the x-plan we're talking about um and in a lot of the detail of planning is not fair I think it was a last minute plan that was put on the table as a way of trying to maximize the state and funding and although I think trying to maximize State funding makes a lot of sense we've all paid taxes for the state and we should we would like to be able to benefit as much as possible however I don't think it makes sense to go for a plan that we don't even really want I think a significant percentage of people would have a very difficult according to the X plan I've said that I would not be able to be a part of the super majority on the x-plan the C plan uh takes good care
049of Mills Lawn it remains our our Elementary School sixth grade goes to Eden Road there's extra space there potentially in the near term or in that when we're ready for a preschool um and you know the ofcc build out here is going to provide for everybody has been identified by our uh our Educators um so I think um you know the C plan it's it's it's a plan that allows the community to decide that we can manage that cost burden I've been saying this uh just that people are going to be making a sacrifice Financial sacrifice for the C plan but people are more likely to be willing to make a sacrifice for a plan that they support versus a plan that they do not support that's that's basically where I am thank you um
050I think I'm just a little surprised that um some folks don't see plan X as a compromised plan I just want to point out a number of pieces to that plan that I believe make it a compromised plan all the way around um and I guess part of um what I want to underscore is that I feel that while it is of course important to listen to the people in our district who live here who are taxpayers like myself I live in the district I'm a taxpayer here I also think it is probably even more important to listen to our Educators who spend every day pretty much every day of their lives with a little bit of Summer free in these buildings and who are the Professionals in the field of K-12 and to uh
051not listen to our Educators um causes me pain and pause I would say to our teachers I respect every single one of you and I know that the teachers of this District are ready to lead our children well beyond where we are in the 21st century in terms of their teaching um so I want to be clear a couple things that plan X does in addition to a compromise which is renovation of Mills Lawn and keeping that school within our district that we have heard from a lot of people that they feel that is an important part of this town in addition to that um what plan X would provide is what we're hearing from our Treasurer is that Corridor that portion of the building that could be rented out that in the first 60
052days if the district were to put out a call they would have to put out the call to educational organizations within the district first who are interested in leasing that space educational institutions in our district would have the first choice for renting that space and what we've heard from the treasurer is we're estimating about a revenue generation of about one hundred thousand dollars per year annually in Revenue coming to this District that could be used directly for permanent Improvement I have heard many many times mostly a lot of voices in our facilities committee about the importance of permanent Improvement and our work on these buildings in perpetuity and that that need will always be present in our district and plan X is the only plan that has a clear pathway for generating Revenue in this
053District of up to one hundred thousand dollars per year and to leave that on the table I think that is an opportunity missed and I want to make it very clear that that is an opportunity missed for this District I also want to make it very clear that to the families of young children and for those of us who have sacrificed to raise our children in this town to leave free pre-k to all four-year-olds in our district on the table is an opportunist it is a financial benefit to any family who moves to this District to know that this would be one of few districts in our area to offer Universal four-year-old pre-K in a public school setting it is a huge advantage to plan X and it is an opportunity missed if we leave
054it on the table and I want to be clear that is within plan X and that is within the funding that has been put forward on the table um to call it not a compromise plan I I just I couldn't agree with that statement um and I do want to be clear that I will work to support this district and the Educators here in any way that I anyway um but I am um I am paused I am in a pause point to know that a plan like C6 doesn't fully incorporate our vision for our kitchens in our lunch services and our meals for our children it just doesn't do that Vision Justice it um also part of what plan X would have done was to reduce what it could do is reduce the number
055of students so that when we have tornado drills we don't have students that three deep in the hallway there at those lawn during a tornado drill um and I just want to be clear also that when we talk about plan X and the vertical alignment what that means is that our children starting in the third grade could have access to instrumental music could have a broader access to steam than we currently have and steam again is science technology engineering art and Mathematics that that would begin and expand to the third grade on that would also include Athletics beginning at the third grade on and it would also include the possibility of instrumental music starting earlier than it currently does whereas with C6 we most likely wouldn't be able to support instrumental music for our fifth
056graders anymore if uh we don't have space anymore in that plan for a band room that is currently housed in that modular so I just want to be clear what I'm seeing as pros and cons to what I agree with board member bouquet as seeing as potentially two compromised plans on the table and I just want to be clear what the opportunities that if we decide to move forward without those we would be leaving on the table yeah thank you I appreciate um giving a chance to um speak to where our particular perspectives now I'm supportive of A1 and also of C6 um if A1 I see is a traditional approach and in fact we formed by the history of the business so the and we're at a point where in terms of the life
057cycle of our buildings is that they're due for full system replacement and that's accessible for all the systems that we will be replaced and I know that's a big list um but it benefits every single person who's on here okay and that's a good thing there are targeted improvements in the A1 plan and that I would point out that they involve classrooms that typically go um let or have that District can improve and that in other districts go without or go with a human so we're talking well we're targeting in A1 it's middle school classroom special education classrooms and went in so these are values that are supported by this is by by the school district and even supported in our strategic department now there's other needs that would go on address immediately with A1
058but it would allow us to recover faster and it would give us an opportunity of implementing a base Improvement plan um depending on how we decide to find it foreign the um so A1 has my support and again I look I also look at the survey and I see a lot of those who took the time in fact the most comments coming in from A1 supporters are you speaking about their concerned over thoughts and this impact to their findings and we just they this is real I mean the cost of these plans have impact on people's lives in a ways and this is a burden type of difficult you know the impact of these plans would be a typical burden for some of our citizens the shoulders and so it's it's in respect of those
059needs that I'm looking for that I've looked at the more targeted set um of uh at the same time I have to really respect the work that Mark and Mike have done and the superintendent and the treasurer I've done this year work really hard with the ofcc in negotiating the Moreno ads you know those type of improvements and the State Credit that we can get from those I also respect the um superintendent's concern that as of you know as of September the percentage that we might get from those from those State credits might be lowered after September so this might be purpose or you know the the point in time where we might be able to get the most um credit back from the states that's in the superintendent is concerned about taking a risk
060with that with that share being decreased exercise um when I look at the plans you know when my ex was first introduced it was introduced as a potential by Saving you know when an AdWords placed in a paper it calls out the potential cost saving of the X plan unfortunately as we've dug into the budget is it those um savings those cost reductions were not realized it's now the most expensive plan that we're looking at now I have been throughout the several months of this process of big supporter of adding preschool to the school okay and I've pulled on that thread for every single plan that we've had in front of us every single plan we tried preschools in a dump in the eight class plans we discussed them into seed plants and we've discussed
061them in the exponents we've removed them from the A and the seed plants because as a board we have not made a decision to do preschool and I'm nervous as an advocate of preschool chat aligning with a plan where we haven't done feasibility studies I want to make sure that when we do preschool we do it right and at the scale that we can support it's more than just buildings also you know is that I've heard the number it was a I don't know if this is something you know about 1.2 million dollars to add preschool to Muslim and I feel that we do this right and when the timing's right we can come to the community and for I'm thinking four three four mil three-year Pi plan that would bring in about enough revenue
062for 1.2 million dollars okay and so I feel like even without far away money we could get there with a targeted piano okay I'm interested in doing a preschool I'm interested in doing it right with the proper policy board concern about repurposing MILF on without exploring things like Zone okay because presuming like um require changes to utilities changes to parking these are things that we have to explore before we enter into such a venture like that so I can appreciate what x but there's a business plan that Jayden worked really hard on but not quite there I don't feel comfortable putting it or something like that I feel much more comfortable putting C6 in front of the community because I feel it reduces the population at Mills on which puts less pressure and storm Sheltering
063and in the kitchen and you know yeah yeah I correct this up now and it's there's also you know one of the reasons why I say this is a it would be it's a big one but we have reasons to do a big lift at this point in time because it's not just the innocent setting of 27 it's also the arrival of the Honda battery plan is it this is a time that we could invest into the community and attract people to the Village both businesses and residents to and especially if we bring businesses in that would be very helpful all right so I'll lay out where I am as well so uh I'll just go and order um plan anyone to me did not adequately uh get the provided or incorporate the feedback of
064our Educators and uh to me it's a non-starter okay not anymore significantly change um what we're doing in education but I look at our strategic plan I see hope and I see a plan and a direction of where we can go and I don't see them if they want um period I think that it is just putting good money after bad B2 has always been um well not always been but it recently it's really been uh my choice especially looking at the um the poll results I'm I knew it was a big hurdle especially with uh with the challenges with no Pond and I am willing to let go to me the um the compromises is X which truly is to me an evolution of C6 so C6 really is the hiring plan we initially
065pitched it and it has some significant hurdles for me um and the biggest one is he's done preschool how can we leave preschool on the table at this point one week actually get four as you said for all all four girls that are either I mean that is incredible and Studies have shown how much that does to educational um it doesn't C6 doesn't fix the kitchen it goes on right it's sort of one of the fundamental things we've identified that we need help with um it does A1 level Renovations on those laws which to me is not enough um and really you know the thing with the preschool it's not that we you couldn't do but there's no space in C6 with it and that's been the limiting factor for considering preschool the first time
066we had the space isn't an ax where we moved enough grades out we had space that we could actually consider putting it into it uh do we play next um like Lisa said it's got It's got original space it will bring Revenue it allows us to move our district offices back into into our own space right I can the amount of record on that is nuts but um you know this allows us to bring it back into into our own space it aligns with the educational um needs that we have you know from third grade on um and uh you know and getting getting her third graders so I'm willing to like ob2 but to me x x is the uh is the compromise that I got C6 C6 unfortunately it's just too much experience
067um you mentioned that uh preschool would be three for four years old under an ex student they would be from my earlier discussion with the treasurer and the superintendent it would be at a much lower rate than current local preschools but it would not be free and I want to make sure that we need to clarify that it still has lots of board members I've said here it is incredible valuable for our community thank you for that correction I didn't know that um I also wanted to just correct a couple of um things that I was hearing repeated in the survey is because I think that it's really important for the public to understand a couple of things that maybe people think that we should still be considering but really um our um are not
068in consideration at all for for legal reasons and I want to make sure that that is very clear to the public because again I feel like there's misinformation or something um so the um the Antioch Midwest Building has come up a couple times and some some thinkers and I just want to be clear the Antioch Midwest Building has a marijuana growing plant adjacent to it it's off the table as a K-12 as a as an elementary as a high school it sets off the table it has a marijuana growing plant next to it dry along um by law thank you I want to just make that really clear to everybody in the room but I also want to make that really clear to people at home and I want people to spread the word the
069other thing that I am really clear about and please spread the word is we cannot divide our district and decide that we want to keep an elementary school and bus our middle or high schoolers to another District frankly I am offended by the suggestion but I want to clarify that is in fact legally not possible for our district to divide out from being a k through 12 serving Public District School System it is not legally feasible to ship some grade levels to another district and decide who we want to keep and who we do not want to keep and I just want to make that very clear I feel very strongly that we are committed to all grade levels in whatever configuration we are able to pass a plan on tonight but we are not
070going to be dividing our district in that way and I just want to make sure folks know that and I forgot to mention the other Beauty behind plan X is that the Performing artists I just feel like don't want to let that pass the Performing Arts would also be one of those areas that would be able to expand and as Mike richly pointed out one of the um creative pieces with the design in that plan was that um when you know when you're looking at how you design these spaces um there was a potential there is a potential that um we could have a Performing Arts space for presenting an auditorium space for the Performing artists to present their work right here in our schools and that is another um great piece of that design
071um but I I realized that I didn't really discuss C6 and if that's okay I wanted to add my comments about this um the reason for which when I compare the two hybrid plans and and I'm looking at C6 and I'm looking at x I'm looking at really three big criterias what is the best value and I know that x uh is more expensive but also it generates an income um like other board members of on the line and and if you look at that income generated you know potentially a hundred thousand dollars in rental income but also the savings of a rental reward offices we're coming up to 135 000 that's what we get right now in our permanent Improvement living so we could double our permanent Improvement ready we could double the budget
072that we get for ongoing maintenance that's significant um the other aspect that I'm look that I'm looking at is also the lifetime of a generation and the strength of C6 is that it really sets up the Middle School in high school for a manageable maintenance system because we have a mix of new and old and that means that we don't have to look at winning or updating Everything at Once which is the situation in which we are right now but for meal Zone it's essentially a one and A1 um the renovations that are included in A1 would not Outlast the payment schedule for the levy we would pay for three seven years and with renovation systems both Renovations and uh system change someone who's have a lifetime of 15 to 20 years some of them
073younger because we have to reach products that can record it in the current buildings and those don't have the best amount of time um so I'm looking at Renovations that are expensive to pay and that are expensive to be on the long term uh and then it doesn't access it doesn't address all of the accessibility issues but already one so we have to think about that uh it does not also address the shortage of spaces that is there so yes they would move one grade level which is two classrooms um to this campus but we still have a work room in which teachers can hear each other's going to a bathroom and that would not achieve and uh used to have a student that will be getting counseling and tutoring in the hallways oh my
074gosh that cannot be changed uh so as much as I like the proportions of a middle school and a half round of C6 it really leads Milton out um and I would be worried that we would need to come back to the community sooner than later for me as long and let me tell you I mean I'm going to speak personally but I am assuming that everybody on the around this table agrees if nobody is enjoying this nobody's having fun nobody is thriving in having those tough conversations and trying to look at what is a priority and how to go for it and I'm afraid that C6 itself um so yeah C6 with the A1 local Renovations a new one is not a long-term system of open two weeks ago I'm sorry oh no you
075can go ahead two weeks ago Amy and I put out a statement to the rest of the school board letting them know that while we're strong supporters of the A1 which is not this you know renovation it's a Band-Aid which is what some people called it and this sort of thing um that bathrooms do not are not soundproof yes those things can be fixed and they can be fixed with small with small amounts of money I've discussed that with our architect already um in terms of those kind of issues things from out there as you know we're just basically that sounds pretty bad and you can do something about that but um the idea that the systems that knows Ron are not are going to not last as long as the systems at an ofcc
076project which are also going to need to be replaced after a certain period of time depending on uh you know their longevity when we put new H back in to both the osbc and most lawn they're all going to have a lifespan that is less than 37 years and we're going to have to be replacing you know addressing those kind of issues but to say in those lawn as a renovated building uh is going to you know not stand up to the to time is is I think not accuracy I think it's a very inaccurate statement um Amy and I wanted to make sure the school board the rest of the school board had an opportunity to a compromise a compromise is something you do across the table with someone who does not agree with
077you it is not something you do with yourself so we sent a letter and then we edited it and put it in and I tried to put it into the agenda in it we said the exact same things that have been said at these table by every member of the school board and it was not put into the agenda for reasons that are our president made the decision that he didn't want it in there that there was some legal issue we're saying all these things here at the table of the school board those documents are meant to help prepare for the discussion that's going to happen here at the table um so we've tried to give uh the rest of the school board you know basically a person who I talked to about you know
078issues the school board pointed out to me if you're not going to be able to be part of the super majority which is what it takes to get something on a ballot if we want something on the ballot we have to have a plan that a super majority of four will vote for next month and we wanted to make sure the rest of the school board had an opportunity to compromise not with themselves but with us you know as representatives of people in the community it's not just us as individuals we represent people and so um we tried so the C plan it gives to me again a renovation is not Band-Aids a renovation can be every bit as nice as a new building we're not replacing Pricks and we're not replacing why you don't
079have to replace those things every 40 years they can last a very very long time our architect said another 80 years we're not replacing those things those are the things we're not replacing and yes it isn't everything it isn't all the things that we like to see that we saw we're not Oakwood I know we're not Oakwood Oakwood cares about education and they have renovated their old buildings and they still look like older buildings and the fact that they are more beautiful than ours doesn't mean that you know that they have similar spaces they haven't reconfigured things they managed to be able to educate their children well and buildings that isn't exactly you know what the Educators would love but um the thing is there are people in the community who are not going to
080vote for that X plan if we put it on the ballot we're trying to get something on the ballot that could potentially passed so I mean that is something we have to be concerned about is thinking about as I said it's not just teachers teachers are very important the staff are very important and the larger District Community everybody is in you know prove something important to the table of our school district so I'm just putting that out there not to be just to say so we can go to the X plan tonight but I really advise against it when I look at the survey you know I'm looking for places where we could say with these plans that every single plan is that the exception of B2 is that there's about as many people who
081say they strong free or very strongly support the plan there's an equal number of those people okay so why is he polarization right so when I looked at this I went looking for where there's potential problems so if we look at okay not at all versus all the other notes okay from the lowest to highest B2 404 um uh uh survey municipants respondents responders thank you um yeah the A1 and X plan they came in about the same so in the case of A1 434 respondents um to 699 responded to answer respond to that one and the plan of X is 435 versus 702 the value of the C6 plan is 456 to 696. so there's there's a bit of Separation there yeah um so and when the other thing that I did is I
082went through and one of the survey folks helped me with this it was an annotations in my work is I went through and in the comments section there's you know there's what people go to Germany for and if they also said strongly or very strongly another example and I went through and I said okay what color and what I found is that X strongly correlated pretty much really important okay so supporters of YouTube also support you know there's a lot of crossover with close today so we see six I found that there was more of a mix of A1 D2 and and uh so there was there was it was more spread out so for me it suggests that there's more potential for crossover amongst the survey rules the survey participants against this population we
083see and that's what we're going to need for success we're gonna need process let's give everybody one more round for a minute each or every day and then when we're yeah um I did have a couple things um that I wanted to go through um just just some corrections um from the discussion um plan X has about 9 000 square feet of leasable space I I really only counted 8 000 in the leasable space because corridors um but that's 19 of the building not not close to half um preset goal and the leasable space new construction is about four million dollars of that 9 000 square feet the preschool and board offices would cost um 2.2 million to build and new dollars that that was preschool and board offices it was using our current Board
084office space and two preschool classes um it's about 2.2 million and the long-term difference between X and C is 1.8 million and X includes 6.2 million dollars of new construction square footage that is not included in the other one um when we talk about the A's uh the renovation only we had started out with two A's full Renovations were 47 million dollars that was renovating to like new um and addressing all the space needs that was 47 million dollars not the um trimmed A1 and the difference between full Renovations and the partial renovations seven million of that is additional Renovations that is not new space so the 47 million dollars does include new space of the full renovation plan um but of that 47 million seven Millions is renovation only so if we were just
085renovating our buildings to like new A1 would would be seven million dollars more uh Pre-K is not is not free that was that was something I said um it's not free for typical developing students there there are some exceptions for IEPs and then there is also sliding skills for economic considerations um the number one deterrent to pre-k right now the Pre-K discussion for me is facilities space um it's not really about the cost of operating the program a preschool program would not be free to run um but the number one deterrent is is space for those students and it's several million dollars to raise 1.2 million dollars and current Mills would be 6.85 minutes to have 1.2 million dollars to fund a building and that's to fund the building at today's prices um so if
086we do it in the future we have preschool in the future a one Health School about 175 thousand dollars um [Music] so wait what you're saying is that adding the space for preschool to C6 would bring the overall cost of C6 above X2 it would be um no pre preschool is about a million a million point two yeah for the facilities um but um I I would say you know if preschool is something you know if we are not going to add that to our facilities now it is a question of when because it is something that was a strong impressed by the Strategic plan um so those are the um corrections I wanted to make sure that that everything is clear there on any of the statements that were set thank you all right
087so we'll move on to community comments but I would like to take a five minute break because I um so the five minute break then we'll come back and with your volume great people thanks we'll come back here it's important [Music] thank you all right so now we are at essentially the new seven point here which will be Community College uh we have a long list of folks who want to talk um so our policy is we're going to be strip down to three minutes uh just so we can get as many people as possible uh typically maybe we also have a limit of 30 minutes overall I'll hit the 30 minutes we'll see how far we've value how many people so if you've got the ability to power down and usually have two minutes
088that's awesome so more people but um we'll just in the few minutes I think you still have some robust talking to their effort so uh first off is Mr stop by I will give you a 30 second warning um years three minutes just got five I'm a 10-year resident of the village and uh I'm not here tonight I'm also a member of facilities committee as I'm sure you all know I'm not here tonight to rehash any arguments that we've all heard before instead I wanted to talk pretty directly with the five of you about what I consider to be the role of the Board of Education uh I know according to the osba that the board's most important role is to employ the superintendent and Treasurer and to work closely with them to establish and
089set policy vision and long-range goals and to be accountable for the fiscal health and opportunities provided for the district students and Families school board members need to be strong District ambassadors to the community and work to build public support and understanding of public education this description involves a lot of big picture Concepts what kind of education do we want to provide for the children of Arts community and how do we achieve that the Board of Education along with the superintendent and the treasurer must be leaders in the cause of public education advocating for the children of the community at every turn I believe that you as a body have largely done this and I want to commend you for that in the face of some sharp and in my opinion baseless accusations you've tackled this
090problem in a serious thorough and transparent manner the recent Community survey revealed some real differences in public opinions on this matter and you will certainly make some people unhappy tonight whatever your decision nevertheless I'd like to appeal to you as a body to act as thought leaders for a thoughtful community and to reject what in my opinion is fallacious thinking that I'll quote here the best Levy is one that passes I don't believe this is consistent with educational excellence instead I hope you'll act as advocates for the children as ambassadors for the dedicated and talented faculty staff and administrators you employ and as champions for public education in general well it doesn't represent my personal preference option X is the result of considerable thought real compromise and still provides educational adequacy I hope you'll choose
091option X I'd like to conclude with something I saw as a response to the final survey item which schools represent the soul of many small communities across the country and that's especially true in this one passion for social and economic Justice the Arts and education have long been trademarks of Yellow Springs and they are strongly reflected in the schools supportive community and dedicated staff are required to maintain this culture and so is the environment in which learning takes place education has changed dramatically since 1952 and has with many things some of our facilities have outlived their usefulness it's time to bring them up the 21st century standards so our schools can continue to be the soul of our community for the next 70 years Michelle Burns thank you children's I want to thank you all
092for engaging in this very intensive yet meaningful process through the process it's been clear that everything we do in Need for our schools is not going to be cheap and doing nothing is also going to have its own costs so uh what is I think what's important is that we do what's best for our schools and our community with the ask that we have of our of our community members so in that light I support plan X because it provides an equitable solution for improving our schools for all grade levels addresses critical safety and accessibility concerns takes advantage of the State uh reimbursement which I think is irresponsible to not and creates opportunities for the future it's a great solution for the long-term viability of our village and on the other hand I look at
093C6 as a hefty price tag that does very little to improve our schools I believe it will be a major financial burden on future generations and because we're not addressing all of the long-term School needs I agree with Dorothy that we will have to go back to the voters sooner rather than later with that plan if we want to move forward uh as a community attract young families who want to live here and stay vibrant as Yellow Springs I really think plan X will be the way or the path forward and it appears that from the survey that many others agree with that thank you very much um I just want to really briefly say thank you so looking to hear me again for all of you and a lot of Educators who aren't at
094the table have put into this and I really believe you have all put your time and effort into it with the best intentions to do what is best I guess I will just say the only two Bible plans in my opinion are X and C6 to be blunt I think X is Forward Thinking and has a lot of opportunities it's exciting it excites me um it has a lot of questions definitely but that does not scare me I I think you have all shown yourselves to be really good at digging in and answering questions and I have utmost faith that you could answer all the questions that asks friends to the table C6 is the Easy Choice an Easy Choice um but it leaves a lot it leaves a lot on the table it does
095not excite me it is definite there's no question C6 is better than what we have now I will I will say that publicly um but I don't think it's the best that we can so I urge you all to be brave and forward thinking and not be afraid to have questions because I have absolute faith that you can dig in and answer them um and then I have three comments of people who couldn't be here uh Sammy saber who is a parent and taxpayer says as a parent I'm looking at plan X and plan C6 as the two most viable options for the community when I compare both of these plans it is clear that plan X is the best value for the students teachers and the care of the buildings and for the future
096taxpayers plan C6 offers only Band-Aid improvements to anal bond that will not last the length of the payment plan Jamie Finch who is a parent and taxpayer I ask that the school board come together tonight to decide on a plan that can be placed on the fall ballot our facilities are teachers our students in our community cannot wait any longer for a resolution I believe plan X best meets the needs of our staff and students and is the best investment for the taxpayers and then Lori schubel says I who is a parent in a taxpayer I believe plan X is the best plan as IT addresses concerns of the community while meeting the needs of students teachers and staff and maximizing State reimbursement I'll also just say in closing that I had not heard about
097the potential income that planet comes with and that is huge also with the 50 000 about that we're paying for district offices so that's that's a lot of money for a small district and we could use that really well um or do you all to remember that thank you hi Village resident and parent I'm a first grader preschool or at open air Village I'm here to reiterate the point that we cannot wait we must put something on the ballot this November and in my opinion plan X is our best option plan X offers the potential for a public preschool C6 does not and under C6 if we decide that we want to preschool and we'll have to ask for more money to build one just removing the sixth graders will not open up enough space
098for their preschool clinics provides based reward offices C6 to that so we'll have to continue to pay for two rep Court offices plan X gives Mill salon enough space to appropriately educate pre-ks or second graders C6 only moves one grade which does not create enough space for the rest of the students to be comfortable at nail salon C6 does not renovate all student and teacher restrooms including the ada9c finance C6 does not expand the world fully undersize Mills one kitchen taking the sixth graders away is not going to solve the space issues we have at Milford C6 frankly put so little in the Mills law that I wonder how the preserved Mills on people can support it C6 does the bare minimum and I'm sure a few years down the road we'll need more money
099for upkeep or to modernize those a lot C6 sets up Mills launcher failure Linux is a real compromise here it allows us to preserve no fun by investing in a smaller portion of the building while letting someone else pick up the tap to run away from us there's only a 1.8 million dollar difference between the two friends Linux makes Financial sense I know you're all good people I know you care about kids I appreciate the work you've done so far I urge you to come together to choose a plan that does the most good for the longest amount of time a plan that uses taxpayer money in the most efficient way in this case I think it's Linux also Nicole game Nicole gay gave me permission to speak on her behalf she's the proprietor of
100open air Village and they are very interested in this so that's one educational institution in the village who is definitely interested in leasing the space and they think the green space and the location so all right see something my name is Nancy sundel Turner I'm a Township resident a parent of three students just finishing 7th 10th and 12th grade and a math professor at Sinclair and Wright State when my kids were young I had the incredible luxury of staying home to care for them like many other parents and caregivers before me I spent multiple hours each week volunteering for my children's teachers in their classrooms I was always happy to help with whatever needs arose whether it be math reading or simply photocopying or hanging up student work but where I felt most useful was
101helping with math is this is my own specialty on many occasions I've heard this rules criticized for declining or sub-optimal math test scores our school is not alone in this as I've experienced while teaching at the college level one incredible asset that our district has are the generous volunteers that come into the schools daily to help keep the kids on track with their learning when I would volunteer the teachers always had a well-organized well-caught up plan for who I would work with and what we would work on the hard part came next finding a place to work each week we'd waste time checking the Teachers Lounge the library the conference room which were often busy or unavailable often we'd end up in the hallway sometimes at a table or a desk if the group was
102small enough but more often than not on the floor the students balancing clipboards on their laps while I try to explain the task of the day without the aid of a whiteboard or a chalkboard or some larger space to show them what the lesson was then we'd have to be careful to keep the noise down so as not to disturb every other group in the hallway and neighboring classrooms sometimes we have to move to let the janitors complete their work or to let other groups of students pass by well I know that there was definitely some learning happening just think how much more we could have achieved if we had had a dedicated space to work in with minimal distractions a table to sit at and a large white water chalkboard to use I've heard
103numerous people cite that the people make the school not the building while there is some truth to this just think what our amazing teachers and staff could do if given the appropriate learning spaces to work in that they not only need but highly deserve to this end I urge you to vote to place plan X on the ballot thank you I'm gonna go away hello I'm jonina Kelly I'm an Alum of milk lawn um Springs High School and also the McKinney school I'm a parent of two meals one students and the high school girls soccer coach I will admit that five years ago I was unsure of a K-12 campus and the actual need for new construction I had bought into the rumors and the skepticism but after being more involved in the facilities process
104and my own work life experiences my mind has changed I've experienced the wonderful community and collaboration of a K-12 School I've also seen the benefits of one campus in terms of Staffing and maintenance but more importantly I've witnessed the great need for our schools to finally get the upgrades our community has been putting off for decades I'm unsure of how anyone in good conscience could ignore the faculty and staff members please for significant change of our school abilities students are not able to learn or test in non-destructive environments whether that be due it's a lack of space sound issues temperature issues or even bats I'm frustrated that members of our community have used fear tactics and excuses to justify the lack of action and resources for our schools I understand the concerns about affordability but
105let's be clear Yellow Springs has not been affordable for quite some time and definitely not at this moment we have made our unique little Community somewhere people want to be but we don't want more people we wanted our own water we wanted a new building for our fire department and in the midst of the of concerns over affordability when it came to Yale spring schools we passed another Levy for the funding for funding the fire department why does affordability affordability only become an issue when it concerns Ys schools I've heard constituents on all sides complain about the conditions of the schools being due to maintenance but I'm curious how the schools could be in better condition when they have been continuously underfunded and minimally funded with limited staff schools a similar size in our area
106have more support staff I've worked at one in all honesty how do those supporting The Limited Improvement levies plan for this poor maintenance cycle to end I encourage the school board to stop the cycle doing of doing the bare minimum and hold out to get the levy our schools need and deserve I won't support a plan that is just another expensive band-aid and we do when we can do so much better for our children and our School Employees I plan X meets the concerns for our community about the future of Mills Lawn and its Green Space while allowing potential income in the uh from the unused space I think it makes the best use of our residents tax money for longer standing or sustainable school buildings while utilizing State funding to help offset the long-term
107costs X gives possibility even if it's not immediate action a is a short-sighted view of what is best for Yellow Springs and honestly I think C is like paying 75 cents for half a candy bar why not pay one dollar for the whole thing it's on um trying to stare at my phone while I reach you uh president Turner members of the board thank you for allowing me to speak my name is Eli hurwitz I'm the current president of the Yellow Springs Education Association I'm the district librarian and I've worked in the district since 2013 but have been involved since the 90s today is one of the last days of this school year and I want to take a moment to thank all of the wonderful teachers in our district that have worked to help
108our students grow throughout the year I talk to teachers at both buildings today that were excited into the growth they saw in their students is the data from the state rolls in this year has been amazing this year has also been another year of talking about facilities as this year ends I worry that our voices as teachers have not been heard about or heard clearly you have heard that we lack adequate space to support special education students with dignity you have heard of structural deficits that lead to safety concerns you have heard that our spaces are not adequate for emergency situations or modern instructional practices research does show that facilities matter in the words of John gugel it is time our teachers do amazing things wherever they are I would just prefer that they stay
109here teaching in Yellow Springs educating the students to come to that come to our schools our teachers do not work in half measures I hope you as school board will not provide half measures for our facilities for our staff for our students and for our community I hope for the sake of our future that tonight doesn't end in a stalemate but instead in advocacy lift each other as we lift children help the community see need not conspiracy thank you very much my name is Mark Heist I'm a Yellow Springs resident of 17 years I'm also president of the Chamber of Commerce I want to thank the school board all of you for the hard work that you've done I know how hard it is because like you I'm a volunteer and like you I can
110be the lightning rod for this community so I appreciate the hard work that you've done on all sides I will say repeat what I've repeated before the chamber will not officially take a stand until we find out what plan is chosen however that said my constituency which our chamber members require that you make a decision for one of these plants as we go forward to not make a decision is not acceptable the one thing that I would like to say is that we we share some common goals and where we intersect is the fact that my job is to bring in new business and bring in young families from outside of the village and money from outside of the village to help pay for things like this your job is to help me in that
111job to attract young families and to attract businesses and offer those services and Facilities that will do both I hope you make the right decision tonight you know I dealt a lot of thank you all for your work it's been arduous to say the least so the surveys then let's go forward appears to be in a bad situation I want to look at two particular results from the survey 64 of the participants voted strongly for a plan B CRX leaving only 36 percent voted strongly for a that's a pretty clear message to me that plan a may not be a may not be a start furthermore 43 percent said they would vote in favor of a levy any Levy if it wasn't their preferred option and 32 said they would only vote for their preferred
112option level so they were they're strong in their ways so what do those numbers mean to you guys it means you can actually get a plan X Out to the public that has a solid chance of asking 43 said they were in favor of 11 and 32 percent said they were locked into their own personal choice obviously some of the 32 percent are locked into a some are locked into C but that means from this sample survey and all likelihood you would be over 50 percent to pass 11. hey board why not do this let the public decide that the final vote at The Ballot Box from your from your rubric exercise pass the plan and get it out to the public at least the board gets something on the ballot in a four to
113one or a 5-0 vote if you're to vote that way then the plan comes to the public as it should and we have the final say so be the hero bottom line something needs to be passed tonight by this board or it's going to be more expensive next year and whatever plan you're going to choose you've already spent an excess of thirty thousand dollars in consultant fees taking no action in a three to two vote is a disservice to every taxpayer here and it's only going to cost us more money in the end by prolonging this decision for yet another year by the way as it's been mentioned let's not forget about Honda Intel and even Google that are moving into Central and Southeast and Western Ohio make a decision now be the heroes that
114you are thank you amen I appreciate the time and effort the school board and administrators have put into these facilities plans this is the 98th meeting since the process began back in 2017. it's time to make a decision since the beginning of this process it has become widely known that preserving those on campus is of utmost importance to the community or plans remain plan a does it structurally or fiscally preserve Mills Lawn Plan B scraps it all together so we know that's not a viable option we're left with cnx these two plans are similar in cost however plan C falls short in several ways all of which affect Mills Lawn our most valued educational asset it doesn't provide the opportunity for small group space in order to facilitate our pbl curriculum it doesn't properly renovate
115faculty or student restrooms and because of the importance of meeting a secure vestibule on site space to offer instrumental music at Mills Lawn would render additional costs finally the lack of a storm shelter space is extremely concerning fortunately plan X solves all of those problems while keeping our youngest Learners in the heart of our communities we would have the opportunity to offer a much desired pre-k program house district offices and maximize our ofcc funding while both plans are similar in costs you plant city falls short and isn't the long-term investment opportunity that plan X offers the citizens of Yellow Springs have put their faith in you are five valued board members represent and serve the school district your task is to choose the plan that is the in the best interest of the schools and
116as you Converse tonight I ask that you please keep in mind that the expectation of your role is not to speak for or represent any certain demographic within the district it is important to remember that the plan you choose to put on the ballot should not necessarily be the plan you think will pass in an election but rather what is best for our schools our citizens will decide if the plan passes or not after a decision is reached tonight I would also ask that all five of you keep this in mind when accepting your role as a board member each of you agree to a code about this within that code of ethics you agree to this statement while serving as a member of my board of education I will accept the responsibility to improve
117education to that end I will express my personal opinions but once the board has acted I agree to accept the will of the majority it is imperative to the success of a levy to have the full support of all five board members in order for our district to survive and thrive thank you all for your service to our students teachers and community members we believe in you they're here so take too much of your time I didn't write anything down um it's hot in here and I work at City Mountain City and it's a 100 year old building an institution um so when I watched a meeting where um the staff spoke about their needs I was so sad and particularly it was a younger teacher talked about how she has colleagues her age that
118wonder why she did why would you like that girl and I believe we came here along with a lot of the other staff because they have the same value the reason that my wife and I lived here our students in kindergarten is because this is the only place and what we have been talking about every night is that if we can't put something forward that addresses the needs of the teachers and the students like I believe X2 does um I'm afraid we'll lose them and when people retire there won't be any more that come because they're going to take jobs and places that give them facilities that they need to best teach their kids and um we don't have anywhere else to go and lgbtq kids I hope feels safe here and they don't have
119anymore not in Ohio I'm not trying to make this enormous and a really emotional but I want you to know that that's at least what our family is thinking though when we think about the schools we want to education when we came here I'm okay I I don't need to change one I think it's cool that we can find a way from this one to stay and the way that we could get preschool too and have potentially Educational Center that's already in town expanded 30 seconds and the leasing opportunity provides a lot of cool options too like so just think about that I mean there's a lot of reasons why my ex could possibly be a good thing I don't want to lose what makes us thanks [Music] so much President Aaron of two graduates
120I want to thank you guys for all of your work in this but especially this conversation tonight it's been really great to hear you know such a clear articulation of your thoughts on these different plans I read all the details about plan X and well it's presented as a compromise it leaves for me numerous questions about this that have significant future budgetary and logistical concerns the budget that's listed up there only addresses the renovation and the new builds and not cost of future projects applied in this plan and that's a very good concern for me for example we've learned tonight that Pre-K but not be free what would it cost what family would be willing to pay that cost would busing a Pre-K students be provided and if so 3K teachers do you District employees
121so the current Mills one principal split time between the two buildings that we need to hire another principal for behind the grades Professor Holden discussed the ability to expand Athletics to the younger grades and I'm wondering because our current athletic staff have the capacity for this expansion your facilities have that capacity I would blessing accommodate 36th grade and middle schools Clarence who have children in both Pre-K and or Pre-K to second grade and third to sixth grade field help their children in two different buildings it's do you have to do that the discussion about leasing unused and unrenovated portions of Mills Lawn is interesting but do we have potential tenants who are interested in both renovating and renting not knowing what that cost would be and if not is there a plan to make up
122for that income that would have been generated how do parents of children in pre-k second grade feel about their children going to a public school with tenants in the building um and what happens if after playing X is chosen for this Levy we discuss we discover that these non-vegetarian leadership issues are in fact do that those are just a few of the questions that are outstanding in my mind that would need to be answered before this is put to voters I I've heard you say that we have time to figure all of that out but we really don't if we put this on the levy for November that's it that's our shop we know that the results of the survey did not show a clear winner and I guess I would Echo what a lot
123of people have said tonight I would probably I would like for you all to engage in open dialogue and make a real thoroughly debated compromise plan on them thank you all and I remember when I talked with you back in Ash November and we have I think come a long way I want to thank your work all of your work in that um so I will say that in around March I had thought the group was moving towards figure out a midpoint between the C6 and the A1 plan um and I thought that that was the organic process and there had been a lot of stuff done by the financial or the facilities committee to try to get a larger picture and then X the X plan came in and I was admittedly confused by
124it and while I see that it is being proposed as a compromise plan um I'm very concerned that it will have a hard time at the Met Ballot Box in November if you put it on the ballot now for this reason I'm really for the C6 plan even though I think it's a heavy lift for this community to put so much money into a school I think that there's a lot of groundwork and if the board can get United around it and maybe perhaps move the price down a little bit the price tagged down a little bit you could possibly get a victory in November um you're going to be under a lot of scrutiny and so for example when you talk about a hundred thousand dollar a year Revenue people will ask well for
125three million dollars at four percent that's a hundred and twenty thousand dollars interest per year and it's a 30-year payback if you're talking about a three million dollar difference between the most costly plan and the next plan down even at 1.8 million that's a hundred thousand dollars a year for 18 years uh when you talk about uh the Band-Aid involved in the C6 plan as I understand it what will be done at Bill's lawn is also pretty much following the A1 plan in terms of Renovations in terms of the average square foot price so are we putting a Band-Aid on mils on just putting fewer kids in that school uh these are questions you're going to get and people will be looking for a reason to be skeptical and not have to vote Yes The
126Ballot Box and uncertainty said you know precautionary principle we all know it as parents we don't have full information our first answer is no right we want the full information so I want to encourage this group to go with C6 and hope for the best in November if that doesn't work and you're all committed to X answer those questions before you put it on Nevada thank you good to see you all I really do appreciate everything you've done I can't even imagine the amount of your lives and give into this and I just really appreciate that I just want to share a few thoughts um going into the home stretch I wanted to lean into the survey let's see where we as a community are leaving and give that option a role no matter which
127plan well the survey was about as inconclusive as I could get you're split I do not see a statistically significant option standing out so here's where I am I believe we as a community deserve the right to vote on something this ballot measure is for us thank you and we've been in the trenches for years it is our right to decide if we want one of the plans you developed because one thing the survey clearly showed is we want our schools in our schools clearly need our help and I believe our right to decide which plan we want surpasses the individual authority of board members to prevent us from voting on something legally isn't a right no unfortunately I doubt that but morally I feel it in my heart it is all right so please
128give us our right to decide I will admit right now I am planned agnostic but a believer in action so please work together and make a move thank you I good evening my name is Matthew Kirk I'm a village resident small business owner as well as a parent of a current goes on student fourth grader and a four-year-old who will mostly be in those ones too during the next two years um I'm gonna actually congratulate you guys to start off because I think tonight is the night that this will be the last facilities committee meeting that the rest of us have to go to and I think you guys can do that tonight I really do but I think you're gonna have to kind of set some of the past aside and understand that as
129Scott pointed out earlier the village really is kind of the or the schools really are the heartbeat of the village if you look at the James McKee report which I know isn't hard years but was presented in the village in September of 2022. they basically go and look at the 50-year trends of what's been happening in the village hills Springfield now I know this will be a surprise but we've kind of been going this way we've been losing population we've been losing families in particular and we've seen a big shift to an older population because largely what you see in your numbers too there is definitely a generational Schism in the community and you hear it tonight current parents and whatnot largely are in support of X2 and the uh part of the population who
130I think Judy thinks she represents I guess she doesn't represent me I thought she represent everybody but um you know that part of the population has maybe saying that they want a different plan and I think that we need to step back and just recognize that in order or Yellow Springs to have a future we've got to start planning for it and I mean look at this you know X2 has potential C6 you know it certainly better than what we have now but there's nothing that you know you say oh well there's possibilities here I mean like we haven't even entertain the idea that maybe we can become a place where a lot of families who want to move certainly Pre-K would help to attract more families and under X2 guess what we all of
131a sudden became a community like we once were where we had a thousand more you know hundreds more students well X2 would certainly be able to accommodate that transition way better than any of the other plans because we could reclaim that space first because the reality is there's a lot of things that have to happen and to do some of the things that Amy has alluded to like wanting to attract business here I used to run corporate site selection for the state of Ohio you're not attracted to business you're attracting people these happen to be Business Leaders but they want to find a community where they want to live they want to find a community where they want to send their kids 30 seconds where the talented people that they need to hire also are
132going to want to live and be able to send their schools and part of that too is not just the building it's a culture as culture rooted in cooperation and coming together and while this has been contentious this is your opportunity right now to cooperate and come together and let the past be the best and that's the only way that a levy passes here is if we can all start rowing the boat in the same direction if somebody's spinning one this way it's gonna be doing this three minutes we've been going in circles for years somebody said tonight I think this is the 98th meeting I don't want to come back here nobody else wants to come back here let's get something on the back what's happening all right good evening Chris Johnson uh three
133hopefully one less soon to be graduate uh senior this year I've been part of the school facilities discussion for the last four years on the task force on the facility committee this year last year um what I want to say is we're really close like every single one of these options significantly improves the school district the facilities will be better everyone says Band-Aid 30 million dollars into a building is not abandoned it's a huge change it'll improve all the facilities is it the exact design we want no but it's a significant Improvement um I think from my take I think series a and I again I don't know all the details of all of the different variants of these but series a was a year was spent on that there was a lot of work
134done a lot of work done uh the results are maybe a conclusive uh as far as convincing everybody to do that um I think option b was well understood it was kind of proposed during the last Levy um I think there's benefits to that as well and I think C was actually an opportunity to combine The Best of Both Worlds and I think that happened you can see that there's 20 000 more square feet in that option than the other two options which when I hear that we don't have enough space in that option I wonder where that space is going and then a couple weeks ago series Xbox though and it was built from changing requirements it's requirements we had a Pre-K that no one was talking about before Revenue generation from the school
135district is nice that's how we get taxes and income tax and property taxes and then a school board location was not a requirement originally for any of the other two Series so I see series X as a requirements creep Solution that's not necessarily what the community wants we are a very small community we cannot afford the same size school as other districts we just can't and I think that the last two levees kind of told you that um the other thing is I think this district has acted on the basis of the loud minority and not the folks that aren't participating in this meeting we're not responding to these surveys that's a large portion of the population and you've heard from them twice so what I think you guys are I think you're really close
136I don't think you're going to have an answer today but I think if you keep honing in take the best of X and C you might have a solution that makes enough people in this community happy to vote for them thank you yeah hi I'm Mary Eevee Village resident thank you from me as well you've obviously put in tons of time regarding your decision tonight I just please remember that there are many advantages for our elementary age students whether it's Pre-K to Five K to five to be together in their own building an elementary building creates a unique environment for The Unique needs of our elementary students I think cost absolutely needs to be part of your decision I know there is guidance not to consider cost but the voters will be considering cost when
137they go to vote costs and for some of our members as we know we said so many times it's it's not a decision between what they want to do and can do it but they possibly can do um and as we know our our schools will only begin to be improved with them the money that passes truly feel important out being above A1 I feel A1 meets many many needs which is wonderful if you feel that Community can support a higher please work together a C6 more affordable more affordable you know maybe with tweaking it can do a lot of things everybody wants it to do we the community everybody we need must you have the position The Voice the opportunity to decrease divisiveness and we need a levy to pass you have the position
138The Voice the opportunity to make that happen please send a levy that has a likelihood of passing thank you again my name is I'm a village resident small business owner and a former teacher my tax impact numbers are 1267 a year for A1 my tax impact number for plan X is two thousand seventy two dollars a year plan a is a responsible renovation it was a thoughtful study proposal by the school facilities committee a group of respected community members and building professionals that group did not come up with planets plan X is not a compromise with those of us who are advocating for some consideration of the tax impact on the community how is plan X accompromised for those who can't afford taxes over an increase of over 500 a year over a thousand a
139year do you know how much the median household income how much their taxes will be raised like plan A just planning alone will raise their taxes by 844 dollars a year I don't know about you but that's a lot for a lot of people regarding plan C it seems like the closest thing to a compromise in all aspects but cost if people want prepay it seems like it has a lot of square feet for that same with food service my gosh if you can't get what you need and a 54 million dollar 140 000 square foot facility I I don't know where you get it I do takeaways from this survey one is that all the options are fairly equally preferred without any statistically significant difference the sample size is large enough for you to
140ask what is the preferred choice for the majority of Voters there are two groups that come together to make up 79 of the respondents that would be the 45 to 64 age group and the 65 and over that's our community what is their preferred option do you know they're super voters they don't miss an election this Community Values education that each taxpayer has a budget I feel that the only plan remaining that can pass is A1 I prefer day two but I would at the point five percent income tax level 30 questions if you choose X or C6 that will add one percent or income tax is making us only one of eight school districts out of 611 in the whole state a two percent income tax [Music] finally the law requires four votes for
141a reason you have to compromise with everyone at this table you each are an elected some of you got more votes than others but each of you is a respected members and I hope to listen to each other thank you very much um small business owner of a parent I graduated from here gratitude here one of the things that excites me about Planet X is the shared Library facility my kids have both my kids but especially my daughter have always read or about their grade level Mr H was great about bringing High School books which was awesome um having her have been able to shop here for her books would have been great um she's the kid you've probably seen with the red hair riding a bicycle and reading a book for the past 10
142years um option C6 that's what Mills Mall looked like when I was in kindergarten K-5 milsonos and kindergarten my brothers in fifth grade um yeah it's fine we've seen it we've done it um we had Morgan Middle School event for six through eight when I got to sixth grade that's when they um switched it around I stayed at Mills one they've built the annex um what it doesn't give us is is a whole lot of opportunity room for growth as Matt Kirk said he said what I was going to say I love the fact that if when we grow again that there's space available to us that to me is more interesting than potential Revenue as a business owner you kind of can't count on that you can count on the savings if you choose
143to move the board offices there if that makes sense in the big picture but the revenue it's a cool idea but I'm not going to pull back for it um Library flexibility cash flow setup uh yeah okay so I recently did with my business like a value thing and one of them was trust the process and that I got to be honest because it's like one of the hardest things for me even when we go through the process to be able to still trust the process is a huge challenge for me so I have to ask the process the question which is have we gone into the option mode which is you know between X and c I see okay have we tried K4 at Mills one have we tried uh you know four 12
144at mshs I'm just saying if that's what it compromises across the table maybe it's time that we just start auctioning off grades and bring them down like chess pieces um back and forth so um and then uh uh was my teacher and then he was my guidance counselor and then he was my principal and then amazing and now he's there he graduated from this high school 20 years before I graduated from this high school so I'm psyched that none of these plans involve keeping this as is so good job on that thanks everybody I want to see something pass day one I think is the only thing up there that's going to have a chance to pass it is a significant and all this talk about lipstick on a pig and Band-Aid I've heard it
145said and I agree with that 35 million dollars is no bandwidth it is not lipstick on a fig and you think if you think your schools are paid you ought to go somewhere else we have had a Year's worth of work on this it's a renovation in A1 look at Mills Lawn are you all here when they renovated that it's beautiful I miss the change sorry interesting yeah [Music] um [Music] there are School teachers that have retired from this District that you will not vote for I mean you jumping up 25 million dollars from A1 20 million dollars it simply can't happen with our demographics we don't have enough people and y'all who say I'm doing this all for the teachers we've tried to compromise and I'm sure there's actually extra money built into eight
146one and and I hope the teachers do get a better break room and a bathroom you know that's better and I think that's very important in those lawn and uh this is a good plan it's it's a well-filled delivered by engineers and building professionals and and your own your own maintenance guy for 27 years I'm sorry I'm yelling like movies I need to calm down um you guys are ignoring what he's saying too and you know and all this work that's been done because the villagers have voted twice saying they wanted this done we're now willing to come up to 35 million we weren't before you know because it's been proven to us that it's a need and I just really feel that you guys are listening to the teachers so it's wonderful but there
147has to be compromise on 30 seconds and I want the teachers to have a win and I want the village to have a win because we'd love to support education so I hope that you're going to choose anyone but I doubt it and then it's going to go down and then we're gonna have to put off all the people you guys have stood up for by being so stubborn you won't do it one all the teachers and staff are going to be held off for 90 minutes but at least we got a Ruth that we're going to fix a clutter fine Slaughter I'm a long time resident of this Village my family is as a member of the facilities committee let's call this community what it truly is it's unaffordable for many and there's some
148diversity there were Monumental tasks of what to do what our current schools because I was a final facilities committee I supported the A1 plan that was recently highlighted in the paper as the affordability plan for all all new students teachers families and seniors the A1 plan was not a Band-Aid or a partial solution but according to our architect Mike Bruce Lee a complete set of Renovations that would look like new schools after completion if we could have applied some additional cost savings that we had hoped to do there may have been even more room to do some of the additional things that were a crossover between the A1 and A2 the A1 plan offers to me some immediate tax relief for many residents due to the lower boundary for me it's unacceptable to ask our
149seniors and lower income residents to accept an unaffordable solution that was one of the reasons I was for the A1 plan but just to end there's a lot of work to do if it's not A1 if it's c you guys have a lot of work I think you can get it done too and it's reducing costs adding rooms all of these plans had flexibility there was nothing on a hard piece of paper that said the room is this size or that size there was always an option to add things and grow things so just about all the plans uh so I hope you all can agree on something you could see to put on the ballot and again there are no drawings it's a concept we can do things we can add things and change
150things thank you have a good time there's a community with the working on this for six years and it's really time to reach a conclusion and I I agree with Chris Hamilton I think we're very close I want to point out that there's only a million and a half dollars difference between the C plan and the X plan in terms of the future local share but what really stands out about the X plan and why I support it is because there's real excitement and enthusiasm on that survey although uh all of the plans were rated in the 30s the X with a little bit more it was at 39 and then when we look at the parents of our students and our teachers sixty percent of our teachers one of the X plan and 65
151of our parents one of the X plan this is huge this is about the future of our community there is real excitement about the x-clamp the problem with the a plan is it is traditional education it is sentimental it is mid 20th century Elementary School our parents don't want that anymore this is the 21st century they want something really different and as a senior citizen as an elder as a grandmother as a taxpayer I stand behind our young people the task of elderhood is to leave behind a legacy that is hopeful and meaningful for the world that our young people will inherit it's not about securing our own safety and comfort in the final years of Our Lives it is about a gift of a meaningful Legacy for our young people and that's what I
152want to ask our community of so many Elders stand behind our young people let's go for plan X it's exciting let's make a future for Yellow Springs thank you all right thank you everybody that concludes our our commute down section we got through the radio sorry all right so 723 is the uh the moment okay sure why don't we take a five minute break then let's come back at 8 50. um [Music] all right foreign [Music] contributes and I are having a discussion upon hearing vote comments we've heard that there is a specific preschool um in town that is interested in in the rental space and then uh Judith was telling me that she wants to see more she wants to see Nails on staying of school and so we're having an on-the-fly conversation about
153how can we do this how can we make space for enough of a preschool program that would accommodate also a private preschool and enough to retain some of the classes we were just in the middle of that right now um sixth grade is two classes um and and I think my understanding of preschools is that it's just not classrooms and I would turn probably to him again to talk about this but I know that for preschoolers we need to be classroom and dedicated bathrooms that are adapted to their size I would say there are a lot of regulations that you have to follow but personally well this is the problem that's not thought out but okay this is this is important discussion but it's good it's a poor discussion thank you and so the question
154is um I don't know so I'm still wrapping in my mind well I mean one thing I had thought because we had a C3 plan which moved fifth and sixth grade and I'm open to that idea and it gives a lot more space it knows lawn now the thing everybody loves the X plan I don't know if you realize the amount of money being put in Daniel's lawn is being cut significantly from the A1 plan so there's going to be a lot of concern we've had a long history of not taking care of our not putting enough resources it's not the people and not putting enough resources into our building so that's going to be a significant concern for the X plan you know that's going to be one significant concern it's not going to
155be it's not going to have storm shelter explain does not have a storm shelter none of the planes have a storm shelter nuclear but we have a guarantee from our architect every plant will meet the needs of the district but so that storm safety will be addressed in the good plan but in terms of when we tried to add fifth grade in the price went up what four million dollars by moving fifth grade up here which I don't understand why it has to be so much more expensive so um because that would leave more space at Mel's lawn for the kind of things that people would like to see happen there so to see but when you start to take third fourth fifth and sixth grade away it's you're starting to really disrupt it as
156an elementary school that have the culture of an elementary school uh which I believe is very important we're talking about the things in the building that wouldn't we wouldn't have every little everything that we would like to have here but you've got this incredible setting that is me Irreplaceable for our younger children so you don't maybe put everything in the building but we got this incredible resource right outside the wall of the building so but um so yeah Judith I wanted to wanted to answer one of the things you were saying about why was that in fifth grade that much more yeah so that was that was a while ago um that was before we had finished all the program of requirements um so if you remember when we went through that exercise for for
157all of them and we evened it out um C got cheaper and x what happened to C3 we dropped it well we had already dropped it off because it was more expensive than C6 and I I had asked Mike Bruce Lee how much more it is than this because I thought you know when I uh I was talking about C5 that I really meant C3 which is when the fifth and sixth grade go to enum Road um and it's it went up significantly for some reason um which I don't I mean I that would so that was that was that was a much earlier um um yeah yeah so now that's um it doesn't change the program of requirements significantly um it's mainly adding two classrooms in the hallway space right um estimate 2 000
158square feet at 450 which is nine hundred thousand dollars he said so if you say a million so so about a million more or the fifth grade to move fifth grade I personally would be willing to find that confidence I think that because that gives us more space than it knows you might be able to get there pretty quickly I mean that's I mean because we're talking about not that much difference between these plans and we have the March vote right out after this you know I think that if we want to get something tonight I mean I think that we could clearly because part of this is this is the trunk of mind that we're setting aside for this and what we have to put in place for you know shovels in the ground
159May 2026. tonight we need to have one plan go before right no I understand so what I'm suggesting is maybe let's go with the one that's less expensive and do some more policy work over the next four months and then if we need to we can add the word because no I I think I hear what you're saying and I think I Hear What Judas is saying and I think I hear what Dorothy is saying and TJ's um but I guess it would be a question to our district administrators my understanding is we have done they have you all have done so much work with the ofcc and with everyone to finalize four and it's still a lot but these four plans is there that is there any possibility of that kind of flexibility being
160considered at this point or are we sort of at this point locked in so we need to go with one of these the answer is yes there is flexibility um keeping us jumping we've been trying to anticipate every possibility we have to have a plan tonight for the ofcc who are on the phone with they are waiting for us so there is some flexibility in it incorrect me if I miss being in and I know Mark's back there shaking his head and and to say take the C6 which right now is K5 612 this say K4 512 can I do pre-k form there is that flexibility I think for the ofcc they don't care they're not gonna yeah so two classrooms my initial concern of two classrooms is not an I ask this question specifically
161to Mike he said that then now we're starting to add some real flexibility with four classrooms I think a lot happens in the design process right um we we know that so in terms of could could we could you say hey it's our wish tonight to have a C6 that is a K4 let's say and a 512 you know that's what we want we can there's enough flexibility um with the ofcc to do that now Mark is here because his brother is out of town and and Mike said hey Terry shoot me a text at the end of the meeting and let me know what's happening so I know if I have to do some work so the ofcc is really waiting for your decision but there is flexibility in that so what does what
162does the that get us to just be clear don't understand from C6 so here here's what in terms of he can talk in terms of money but we did talk about so for me and and you have two principles here West C6 and it was mentioned by folks there we had to C6 as it is there we had to really think about how are we going to do fifth grade music um so it would check that box and we wouldn't have to replace the music room correct correct Okay so would either of you as principals or do you or I don't want to put you on the spot if you don't feel like you're prepared to speak to that but if you do I'd be curious [Music] um honest I mean a five a middle
163school 912 high school it's a common configuration um I look at teacher licensure currently teacher licensures K5 or 9 and then 7 12. so the new teacher license yeah so currently like new teachers coming out of school or have a K5 license as the elementary license uh P5 sorry and then there's a four nine middle childhood license where typically Educators pick content areas you have to pick two and you're more specialized in those areas and then there's a 712 license where you are specialized in a single content area so so having fifth and sixth grade out there would allow us from a hiring standpoint to focus on on the four nine license to to teach both fifth grade and sixth grade um which which in some ways would provide good flexibility and traditionally when a
164teacher comes out of school they have one or two licenses normally just one yeah yeah and so it also IT addresses Mr Mayer having to travel so he currently travels it would be one adult that doesn't have to travel um it's um allows our theater program I think to push down um more seamlessly so typically every other year in the musical we involve Mills on students but it would allow um fifth grade students access to a theater teacher I'm on site without that person person having to travel to Middle School um I mean I see a 512 as a valuable solution if I remember the article the arguments before for vertical alignments but it was the idea that we would start from State Testing grades on so that means that the third and fourth graders
165uh if they stay on one side they they would have less access to um the Athletics the Arts maybe the band music that could have been extended there what about their general home teacher schools how how would that fit in a pre-kate before do you think what would be missing what alternatives would be missing I guess I don't know if they would that they would miss some of the enrichment programs that would be on the other campus if we are discussing the difference between X and and c and thinking about um third and fourth graders correct they would be missing earlier opportunities for some of those programs um but I agree with everything that Jack said licensure um one less teacher having to travel between two buildings is the great benefit um from a staffing
166standpoint honestly it would allow in our building a more distinct separation between a middle school and a high school whereas right now we have more teachers who are shared staff that teach show Middle School courses in some High School courses they might allow us to have more of a a core 4-8 stash and a core 912 stash or I'm sorry five eight staff and 912 staff potentially I mean that's that's a ways down the road we'd have to look at that for sure but um you know more a culture of Middle School culture um intentionally okay I have a question for the board because I and I'm sorry that I misspoke about a free pre-k but I I was also um in our strategic planning and process hearing so many people talk about the excitement
167enthusiasm of that idea of her Pre-K and I know I I heard from some of you tonight that you have questions about like how how it would work just we're very interested in figuring out how to scale it and you know what you know but so one of my questions would be is if we tried to go and thread this needle in this way um do you feel comfortable in that idea that we may be making enough space to more firmly um move that possibility on back onto the table in that way or are there still a lot of outstanding questions um and I guess I'll just clarify what I meant by having time is I do think that we have time between now and November when something goes on the ballot um to move
168some of those questions forward I don't is that making sense to you yeah I mean I don't I don't I feel I didn't I thought we've got three organizations providing Pre-K already so I wasn't sure what the need in the community was when we first started talking about it since we've been talking about it I've been hearing from parents and then remembering how expensive it was right you know when you were paying privately for all those early years before kindergarten scenario um and I I really see I I understand the benefit and I'm very much for it I was hopeful that the C6 could provide space as the only reason for fifth I mean we moved the fifth the c3u off because it had been a more expensive back a few weeks ago and as
169James said so I was very sorry that was the case because I thought you know really to me that does make the most sense partly because the band um and you know that the third fourth grade you know there may be some things they don't have as much access to but on the other hand they're the big kids in an elementary school and there's certain there's certain things about the the big you know the leaders of the of the school in third and fourth grade that I think can be very beneficial um rather than the little kids you know with all these other grades above you so um so I think this I mean this cost is going to be a heavy lift because everybody's been saying um I think there will be more people
170who feel like this that will be more comfortable with this because the kind of changes that thinking about renting part of the space or not putting so much money into Mel's lawn so that is the renovation in those Salon that's that was a lot my concern about the X plan those were part of my concerns was putting a lot less monies into the renovation than how are we taking care of the building and then the culture of the younger children together you know um I I hear a lot of people wanting that sense of an elementary school culture I like this option and then as people say the community can decide whether they can they can you know then they get to decide whether they can make that Financial uh you know Perfect song it's
171going to be a sacrifice there's no question where it's a K4 and a 5 .5 and that opens up potentially the possibility right so so just to be clear that would be more money than the C6 that was listed up there um it's about a million dollars more then but the the additional space in that plan the 2 000 square feet would be part of the 512. okay so we could potentially add 250 to the 8.2 million yeah maybe one day we'll actually get a real smart boards can I uh draw on these no no oh my gosh one million there and you can add 750 000. could you just say it one more time James so I can write it down or 55.3 46.9 and in the future State Credit your estimated nine eight
172one eight points 8.95 um it's my best guess um so there's some questions that I have is that I know that the need for small spaces if I need for uh teachers workroom that are better be a wrench was pretty high in my my book and of course having a pretty I think a pretty day is they are very high for me I know that we were also talking about how the shared spaces are crowded so for lunch kitchens was for Sheltering in place so how would that having a pre-kid before and with that change those conditions yes you know I I have had a preschooler recently at home I mean that is a question though it's a question about as a person in that home space is that would there be questions of design
173elements that the architect could help us correct um explore in that floor plan correct that we're not current because we just haven't been able to right yeah those Solutions are this is that was one of the benefits of X was those Solutions were right in front of us right um it's not the storm shelter wasn't changing where it was it was changing the number of people using it at Mills Lawn um and then also the cafeteria space again it was not changing anything about the location but it was a lot less challenging to schedule with um those extra grade levels taken out so then then they could be serve that Dual Purpose space but um keeping the same number of students would still have that challenge I wonder if we were requests specifically to The
174Architects that these are design elements that we would like to very much see implemented into the floor plan and we could prioritize what I'm hearing people say and what I would agree with prioritizing some flexibility around possible small group workspace some improvements around that teacher work room bathroom space I'm thinking about the kitchen and like Ken does it require a new build for the kids like an extension is is does it could it fit in there and I I hear what you're saying about the flexibility within the floor plan I'm just wondering are we counting the stripes um and they they actually join other places I mean well and keep in mind that if we see something yes everything at Mills long is an lfi everything is in helicopter may I may I um float
175something around if we do a pre-k through three because uh Terry just mentioned that maybe we lose an intervention especially this room [Music] so we have three three they generally do great hands if you take two grade bands away right yeah then in theory again that intervention specialist it just depends I mean you have to understand special ed for us is a year-to-year Endeavor I mean people float so for us to sit here now and say that I mean I guess it and it's probably not a good enough answer but a lot of this is addressed in the design process yeah um I'm just saying you're saying what space is available well you you're taking out two grades so let's say in general four rooms but it could also be a fifth because we do
176have spaces for intervention specialists um and so I don't know that that if that's satisfactory or not but um I just I think I want to look very quickly at our rubrics and make sure that the three days before days that we had an outline um and I'm happy to listen to anybody else I want to have their own input to that yeah I mean I'm willing to advance this morning there's consensus coming around it I mean maybe that's that's the solution we have to get to learn tonight we don't have to vote on the other four then um so I mean at our off site we talked about uh thumbs up thumbs down how is everybody feeling right now on uh we will do an official vote I know but you can do your
177feelings now that's exactly thank you well I was going to say right you actually think about we need emotion we need to be attracted yeah and so if we don't make any emotions on some of the plans we don't have to vote on them correct correct you know so if you're talking about um five through twelve middle school high school and of course and it came in foreign [Music] I mean this is good where are you I'm I'm I'm thinking we should continue this conversation [Music] there it is okay yeah thank you already promotions excuse me I'm I'm thinking yeah exactly I'm thinking about to um Science Focus focuses for burden Fork I understand it will be a design I'm just going through we will have time Ada accessibility so that's addressed in a free
178day before and then at 5 to 12. okay it'll be concerned by on the table C7 37 excuse me they're all for something else um so Magnus moves for C7 which is yeah and I understand the P part of this but for now I'm going to call it a K4 um okay um all right okay um and then a 512 A5 12 ofcc project I have 12 overseas project I don't have time no I guess any more than that I need I need a commitment that we will take advantage of this resetting of the buildings to incorporate a free school and I believe that we want to clarify for argument you know I'm not part of the core group like I want to clarify architect Pre-K 34. we have discussed tonight from the board would
179be also asking for um um the design flexibility and consideration within the Mills Lawn building to accommodate a small group spaces and to accommodate the teacher the transformation of the space that is the teacher workroom investors okay and may I add that we get we do something right with the kitchen it's not right so um say one thing the putting all that is the but one thing that is that I would like to make a motion for is that we uh have a vote on option C7 and form a preschool commitment so let's put it yeah I guess I I would say I'm because this just to say the pre just because if this is part of your plan if this is part of your plan it's just that realize this is years away we're
180still building but um if you're committed to putting it in the building then I we will put it on here so pre-k through four and a 5 through 12 ofcc project with a note to the architect for design flexibility considerations within Mills Lawn school or small group teacher work room teacher restroom and a revisit of the kitchen did I capture that yeah can I pause just a minute so that I can get in here those are A1 renovation Innovation over different nose of a bathroom in one week and the best to go this is A1 you know they end up the secular Festival of the office and then one set of platforms I think we have to make well when we have this conversation I think we also have to make it clear to the
181population how we're going to handle the swings and maintenance long-term the next one would be good because that question is nagging us and it's coming from outside do you have a couple of them so it starts with renewing our permanent Improvement Levy and making sure that yeah I think that would be good for us to articulate it was part of what we're putting in front of the public is that we want to kind of articulate what species I don't I or well keep in mind that that keeps us on a shorter timeline okay the the more of the construction done in a Tiner tighter timeline than we have the spring space is that what we're talking about that doesn't fit whatever in from the experts but okay so but my understanding is that swing space
182is accounted for yes swing space is accounted for in all the plans there is nothing I can do or this board can do to prevent disruption right it becomes a matter of degree and it's both physical disruption and academic disruption um it's just a matter of degree by plan okay okay so there was a motion uh okay um Magnus yes okay Turner yes empling yes Gary Rios yes um motion passes five to zero to put forward a Pre-K and a five um dumb um do we want to visit any of the other plans or can I scratch those yes thank you okay so that is the approval of the master facility plan for a 512 demo Renault ad all right take us through 7-4j um 7-4 is approval of the state consent special needs resolution
183if any of you did dig into this resolution you would notice that it is at our full bond amount um we will not go up to that it says not to exceed so I did that so that we would have as many options on the table for tonight as possible um are there any questions about that no we're not bound to spending the maximum no um I estimated the um millage between X2 and C6 and C7 would be 8.39 mils so that's my estimate I will get an update when I get an update from the architect and then we will get um bonds and stuff involved as well can you give us an update also about after oracc reimbursement yes yes okay so you said um so um so do I have any motion for
184the um approval for the special needs a state consent interpretation okay yeah yeah Gary Rios Turner yes Magnus yes yes motion passes five to zero we are an 8.0 unless there's really some burning needs I see we read them I know and you'll see it's a far good cause all right now the way if you see you submitted something in writing yeah mine's um mine's going to be in the packet for the next time that was my mistake I apologize um we'll do two summaries next time and I gave it yeah victory oh uh nothing with the liaison uh I forgot to submit uh okay TJ I need a clarification one time he said that we should not submit the minutes for other entities and another time you said we should depend on the real
185computer so I didn't say so we should not so I have a transportation notes and I don't know how to communicate then oh I know I just thought um again they have been approved so I could send a PDF to the attached to that that I don't need to read them I heard this is fine okay yeah I didn't know I didn't want us to be putting in as other organizations it's not an organization it's uh send them and then with them too and yeah that's it for the village legislative I do so they are but that's the good cause they are three bills right for the legislature but I think need input from parents and from community members I believe that they have ways to impact our students in the quality of their education
186as I want to mention them face the hb68 called Safe app which is an anti-lgdq uh in school is hb6 which is an anti-transgender Sports field that would penalize girls um HB 103 which is called the American Birthright curriculum that would whitewash the social studies curriculum and so um no pun intended and so I want to bring those to the attention of committee members and not you as individual citizens and applied individually to your representative hb68 hb6 hpe 103 Rose needs input right now did you also see um there's also a USB on a state a Senate bill on higher education um which yes I've seen it I forgot the number right now which actually threatens the um uh are you a police right Amendments of teachers and students on campuses it also takes away
187collective bargaining or um for college or for a College University for secondary yeah the staff and the faculty and it also friends yeah so I remember I didn't bring it up because it was not okay for yourself but I acknowledge the importance of that so all those names and quotes from yeah practice actually after is it helpful with people I mean I know people feel that they go to the state does it help s yes and you call I would call uh yes so going to the state is great I don't have a car at the end of days ago so I know that I've been emailing and calling and our representing any of it okay that was it for myself by the way so it's Senate Bill 83 enact Ohio higher education enhancement act
188yeah okay so that's the other one to foreign thank you on behalf of my administrative team the teachers the students thank you 9.0 9.1 in terms do I have mushrooms [Music] seconds okay yes very Rios yes Turner yes Magnus yes template promotion passes five to zero we are adjourned that 9 26.
