002students and one of our staff members and we should have started doing this a long time ago because we have three children and great adults here so I'm gonna give their principals the honor of doing it and we will start with um Miss Winston Mr Hatter's giving me the nod we're going to start with Miss Winston and the Mills Lawn um scholar of the month do we have we have the Mills Lawn scholar of the month here yes yes so come on up [Applause] um all right so we have our young Theory Mill one school scholar of the month and it is going to Leah Cameron this month Leah has attended nails salon school for four years she was nominated by her teachers Mrs Stanford Mrs Holden and Mrs Miller Leah is a kind student

003and always has a positive attitude towards her parents and her teachers Leah is always up for a challenge and is a hard worker she Taps into her creativity and all that she does and is always willing to help we are so proud of her growth this year congratulations [Applause] hang on because we'll get some family photos parts [Music] [Laughter] [Music] improved foreign [Applause] school for 16 years and graduated from Yellow Springs she was nominated because her impact on the lives of students and staff spans over 15 years of service her commitment to students go beyond the walls of her classroom and her dedication to supporting her colleagues provides a sense of community within the building even during the times of uncertainty and when facing adversing Heidi this is soja Heidi quietly solves problems provides advice

004and shares her expertise on a daily basis she is a stable of the K2 hallway and Heidi's kindness dedication and passion for teaching does not know I know this thank you thank you family yeah [Music] [Applause] all right I am here to recognize two students ultimately one is our most part of the month the second is our trip to sports scholar afternoon and these two students are both really quick and either be recognized for either they're both top-notch students and great student athletes but first are those parts for 12 student of the month tell us on 43 minutes [Applause] tell us who's nominated by his uh physics teacher Mr Lowry so I already said tell us as an outstanding student doesn't work with AP Physics frequently he helps his peers when they are stuck and

005they often turn to him as a leader he asked multiple questions in class and always engages in what we are learning occasions even catches my mistakes about checking his understanding is correct when he does and always works to understand the concepts so I've had the pleasure of working with college for six years we're going to miss an activity graduates this year but an exceptional student for sure [Applause] music [Applause] and our student Act of the month is violent back she was nominated by her softball coach she's a junior this is her second year as a team captain and we actually have a softball game tonight so that's why she's not here but she she's worked tirelessly all women are working the last few years working in her fishing technique um she had a 900 batting

006average last year I had almost double our double the Air Max in the second choice so definitely a leader and also a Pokemon well [Applause] thank you very much we're not doing admin reports because we're probably arguing like you're in California because we haven't had yeah we want to do that and then Community comments so the green can be Career Center yes yes and are our awardees we thank you so much for coming but please do not feel obligated to stay in this room it's a beautiful evening [Music] um foreign schools [Music] um and I have to report back important uh between welcome so this is that report um there are pictures but the osba gave an award to our culinary arts program uh February's meeting um because we hosted the Regional ospa Conference and

007so they came back a month later to thank us by actually showing up and uh very happy about that um we have a drone uh program for which people can become a German Pilots but they're being certified after two years and so they had a competition and I do have pictures of some of the things they had to fly through but I wasn't able to get it in time for the report unfortunately uh we did have in February's meeting a former board member or a woman that name um uh is going around to several schools uh talking about the quote-unquote dangers of CRT uh he spoke about the how it is a threat to National Security because of people um question America's um or question America's past that sort of thing uh it's Neil Marxist

008rhetoric uh it's dividing America purposely ignores the first words of the Constitution uh Civil War and the Civil Rights Act this is what CRT is doing according to him uh whites are being attacked because they are taught as oppressors uh and then with colors shouldn't matter but that all forms of CRT needs to be removed I do want to follow that by the last few degrees meeting they are asking the board to start Banning books so we are um Ohio's definitely uh the schools are being exact minimum [Music] can you clarify this was a Green County career center board member correct a former career former GCC I'm not even going to say from which school district however yes former board member of that board um on the plus side Career Centers are booming right now

009our attendance has gone from 690 to 910 since moving to the new building most parishioners are experiencing this right now uh the same boom and to a point where we've had to turn away 140 students um before we would normally we could turn away about 40. so um people are looking to it as another way of um uh getting certified and getting some sort of skill under their belt before I graduate um and this month is the last month to enjoy our restaurants along Barber Nails the cosmetology and or auto shop and I do want you to know that uh the senior recognition will be remains on the third um and as president I didn't get to speak and my daughter will be graduating from there so I may have planned it that way but

010I'm pretty happy about it are there any questions no all right awesome thank you very much thank you so our has been reported here like they are they are giving their time to other matters on the agenda tonight but their reports are attached all right so the next thing on itself is a little out of order there but 2.3 gotcha okay I got the list right here and uh as usual we'll do uh summer Point yeah uh please come on up uh yes to address work I comments related to the uh Levy should I hold them for later or no this is the common period had a chance uh some surviving telegraphess information and I'm a little bit confused um regarding the income tax information uh it's my understanding of the last Levy was for

01135.6 million dollars 28 million dollars of that was financed through a bond and the 7.6 million dollars of that was to be uh Finance their income tax and when I look at this information that's on here I'm a bit confused because before we had a 0.5 additional Five Point um 0.5 percent income tax to collect 7.6 million dollars and this information indicates that we only need a one percent income tax to collect 27 million dollars it's a simple math on that would be that the income tax to collect 27 million dollars would be three and a half times what it would be to collect 7.6 million dollars so maybe Jay and his presentation sure hi I'm Gary Gary's a Rams game um I also wanted to speak um relative to the ongoing discussions of the

012facilities and I've given us some thought about this um I wrote out my thoughts I don't ramble people will make their personal decisions on what school configuration they prefer for support based on a few factors a major factors cost of course um a neighborhood location ability to enhance educational approaches and various environmental factors are also influencing some but I'm sure there's other ones I haven't thought of um a big a big factor launching the current current facility project was the cost of a new K-12 new school building and the belief the expectation that renovation to the existing two school buildings would have been substantially less expensive than a new building um the facilities committee the recent facilities committee has done an exceptional job in detailing construction costs um for several options that has been discussed

013now for months but the results have demonstrated that renovation costs um are less but not substantially less than new construction but what I wanted to address is the cost comparisons that I've been seeing so far are based on construction costs um but this is in my mind an incomplete approach a comprehension comprehensive financial analysis with several other cost factors is necessary for a fully accurate comparison analysis should consider total and cumulative costs for the duration of the financing which seems to be between 35 and 40 years and should include the four items the first one I mentioned things already was what's been discussed a lot and then the others first one property and income tax costs we talked about that's been talked about a bit and and a recognition that after perhaps it's nine years

014State funding kicks in and if you have new construction State funding kicks and reduces the annual payment and and the recent I feel like you have to look at this over 35 to 40 year period is that that will represent roughly two-thirds of the payback period is that drops down so you know it's like what's the cost over 40 years but then there's three other factors that come into play and I've seen discussed at some degree student relocation will likely be necessary for plans that include um quote revision there might be off-site rented facilities and or on-site trailers possibly travel costs third utilities possible difference between plans renovated buildings are unlikely to be as energy energy efficient as a new building and utility costs will likely be higher for two buildings versus one maintenance costs

015also there's a differential should be less under than the Building compared to two renovated buildings especially going out 35 40 years if nothing else two buildings would result in there two steps so Jim's Kitchen sparkly less fancy said Etc um so basically these need to be all considered in a broad financial analysis it's okay just checking his hands uh good evening my name is Matthew Kirk I live on Southview Drive I'm a parent of a fourth grader and a four-year-old future uh Mills Bond student um I guess I wanted to address um the issue of affordability that you continually gets brought up and the reality is there's a difference between affordability and what is the lowest cost to me right now the reality is on projects like this affordability often what determines that is a

016decision that somebody made 20 30 years beforehand that puts you in the situation of oh now we have things that are have their useful light that have been foreign and so when I look step back and you know we can say yeah one plan is cheapest right now but if that land only gets us 20 years and we still have 17 years to pay on something now we're in a position where we need another big renovation we haven't paid off the old renovation and now we get into the cycle of you know we we've got something that's perpetually not working and you know I wish that we had a time machine and we could go back and say that different decisions have been made previous 20 30 years you know and we're in a different

017place we see this in the community in other places too we have a big deferment on our utility infrastructure because you didn't know this for decades we didn't raise our rates we didn't invest in replacing that infrastructure needed replaced but we pushed it further and so now we have this big backlog in so now it feels really unaffordable we've had to have these big increases you don't want to do the same thing with our schools you know the reality is the decisions we make now will affect what affordability is like in the future and we know things don't cost any less in the future they always cost more we've learned that just in the last two years I hope right things cost a lot more now you know we missed the boat and you know

018it's unfortunate you're right where we're at but it doesn't change what our kids needs are and what tough decisions we're going to have to make not just for right now but hopefully for setting our community on a positive path forward moving on thank you anywhere okay my name is Amy Bailey I'm a village resident I have two children that attend Yellow Springs schools tonight I'm fortunate for grandparents willing to step in and taxi my kids to soccer practice but I'm able to attend this meeting however I know so many families do not have that privilege and wants to be here I hope that I hope to represent a large population of parents that are home making dinner and getting their young kids to bed there will come a day when these kids are grown and

019gone or we are retired and fitting these meetings into our schedules will be much easier however it doesn't mean that we don't have voices I want to thank the board and everyone up here today for their time and energy to work through the facility situation your efforts most definitely do not go unnoticed one of the many things I appreciate about this community is the dedication and passion regarding issues that affect us all however I'm extremely disheartened that there has been so much energy from a small group but forth supporting a less than mediocre facilities plan the A1 plan barely scratches the surface of what Our up-and-coming Generations are going to require to be successful in this fast-paced world I refuse to be talked into believing either of the a plans are adequate options for our

020students and staff it's a disgrace to our community that people are fighting so hard to give our kids our most important assets only the bare minimum also by far the least valuable option Justice home projects always require more funding I imagine 120 000 square feet of 70 year old buildings will most definitely require more than the budget of elapse especially in the years to come whenever it rains the carpet is soaked I can't imagine the amount of mold they're breeding in every day the sewer lines consistently back up causing a bowel odor to spread throughout the entire Wing students are forced outside in order to avoid headaches how can we expect our kids to be excited about learning in an environment that should be condemned them also our kids and teachers have thought through strenuous

021learning situations throughout the code of years what does the displacement plan look like during said Renovations that will likely take years will the bare minimum bring in new families and retain teachers likely not our community will suffer and property valuable decline we have the opportunity to start fresh and be involved with making sure the maintenance of new buildings are properly handled I know all of the options are expensive we voted down the K-12 building during the last Levy because it was too much money but somehow now we're okay with supporting a bare minimum Band-Aid that costs the same there's a reason the state doesn't help fund these renovation plans they don't financially or structurally make sense we all need to come together and put on the ballot what is best for our kids now and

022the a plans are not it there was a quote that came from a group during the facilities mediation session that stuck with me it said our our children should not pay the price for the lack of affordability of the adults created as Citizens we have the responsibility to fund our Public School Systems we have to figure this out because shipping our kids off to neighboring districts when our schools fall apart is not an option thank you stay Evil Queen hello again everyone my name is Stephen McQueen including parents I'm the former board member I hope to become a board member once again and what we learned when we became board members under the osba and their Board of ethics while serving as a member of my board of education I will accept the responsibility to

023improve education to that end I will and this is above following the laws of the state of the nation remember that my first and greatest concern must be the educational welfare of all students attending the public schools getting a little worried that a do-nothing option has become the bare minimal option and all it is is a Band-Aid over a gas our students our teachers Administration deserve the best opportunity to compete outside of this problem they deserve to have all the new things that these new schools are providing and I'd say a person who is a board member of a new school I have seen all of the advantages that come along with it it's a sacrifice that the community needs to make instead of asking you the Lord to sacrifice our students and our teachers

024you make this decision but make this decision for the students it is part of what you're supposed to do with important ethics do not let the community make you bow down to this very minimal option do this so that our community can make the best investment that we can um I recently attended the High School production of five anti-racist plays and it was amazing reminding me of how special our schools are and what a gift our graduates are to the world Yellow Springs schools are unique and important and right now we are called upon and we are called upon you make a decision for their future this is not about my grandchildren or your children it's not about the view of those lawn out your living room window this is about the Integrity of our

025schools the continuation of Excellence Legacy for future for the next 50 to 100 years our schools must survive and be strong or we will lose something essential and our community may not survive that I think the best and why is this use of our money is to build a new school built through higher environmental standards that will last for another 60 to 70 years which will receive significant State funding but I don't hear enough voices I think what makes the most economic sense is having a single campus to maintain I think the challenge of re-envisioning the Mills Lawn property to include the community Central Park that the school district isn't tasked to fund and maintain would open a new era for Yellow Springs but I hear deep distrust of opposition to even exploring that I

026think a single K-12 campus for our town our size invites academic integration and social and emotional benefits for our kids that would be wonderful and that our teachers support but I'm not hearing that I'm taxpayer interest in fact a lot of villagers who want what they believe will be a higher quality educational experience for their children simply pay out a pocket for private schools and others in this community have come to expect that a deeply disappointed there's so much that our schools need two different task forces several expensive assessments have documented all the details of all the infrastructure that is needed for these old buildings that were never built to last this long but in addition to all of those infrastructure things we need small group spaces to let our teachers know that we are

027listening and to retain and attract excellent teachers we need kitchens that serve fresh pulse of food that our students have repeatedly asked for we need new locker rooms that are not the very worst in the region as they are now so our students don't feel ashamed when other students from other districts come here to play games the list of our needs is very long all of it is important I hope 36 million dollars will cover it it scares me that this community seems to be rejected State funding we and you the board and all of us are passed with making these huge and consequential decisions this is our Legacy for the future do your best husband hey okay too easy all right again all right so that ends can I ask a question good I

028just I wanted to know I was looking at this um I'm sorry Cindy president um doesn't get the slides and since we have the comments now I just wanted to know this comment about the ofcc rebate because this meme but um it says that our modeling estimates um suggest what a decrease would be does that mean that that's what what happened or is that just if the future more decides yeah he's going to cover that but generally okay in your comment section uh we have on schedule a five minute break later yeah all right so going into the three adoption working positions I move that we open the consent calendar for financial five seconds okay just a couple items on here a certificate of availability um and then there is an appropriation change and there's

029an increase to our permanent Improvement fund um Appropriations um we have scheduled to buy a bus so this is a way that we can buy it out of our um we do have some cash available on our permanent Improvement to cover it before us we just need to increase our Appropriations for the year to do that so that is the increase Dependable does it mean that we move money from the general funds into our permanent Improvement no it's not moving it's not a transfer it's just increasing the budget for permanent Improvement so that we can spend it out of our permanent Improvement fund instead of the general fund and it's more than the limit of discretion it's more than our current budget allows and permanent Improvement so we're increasing it so that we can make

030that purchase out of the purpose so um so with when was the last time that we bought a bus and it's like the next time two years two years ago or he bought a boss um you know I'll come back in May with a with a better answer I think we're positioned okay now but when they get to the point where they're not going to pass inspection then it's time to get a new bus and so on um it becomes a cost benefit decision yeah there's there's a sweet spot on selling your buses before their scrap so that you can get a trade-in value um and then also what what Terry is talking about passing inspection um there's an inspection at the end of the school year um this the bus that that we're replacing

031is on the edge of inspection um meaning those requirements so this means that we'll have a shiny new bus um and then we'll be trading in our bus that would need significant repairs to meet that inspection space um could be between yeah it's 100 000 to 96 to 120 maybe yeah it depends on some of the options how many seats um does it have to have special needs seats yeah Special Education foreign yes employee yes Magnus yes Turner yes Fury Rios yes motion pass Five to zero right so moving on the floor right now it's actually working send calendar on the Personnel side um before and I ask that um you approved poor Personnel schedules tonight um resignation certificated policy and volunteers I do want to highlight volunteers we have um had a lot of

032folks well throughout the course of the year we've had a lot of volunteers so we are greatly appreciative of that a lot of community volunteers but this set really is um through our work with Mills Lawn and the Tecumseh Land Trust in a project that students are working with so ask for your approval of those schedules questionable project racing Bluebird thank you oh it's Middle School seventh grade I think yeah yeah okay yeah yeah all right any other questions endpoint yes okay yes very real yes Magnus yes Turner yes motion passed five to zero all right let's move on Section Five facilities and 5.1 is our first democrite um financing and living schedules hey why everybody's here right um Leslie go ahead and open the PowerPoint and then I will say if you can also

033I guess you downloaded it so I'll wait for you all to get that up um and then if you wouldn't mind minimizing yeah um go ahead and pull up that knowledge calculator so that we can flip back and forth and then if you'll go back to my presentation please thank you Okay so welcome everyone thanks for coming tonight big important discussion um here we go can I do this no maybe there we go all right um so this is sort of on the schedule that we talked about we we talked about it in November we talked about possibly letting our our PI go but there's there's multiple reasons that I'm going to say that we want to run this renewal in combination with the combination issue for the building project that we've been discussing um

034that would be November 2023 the renewal is no new taxes this is just keeping what we have right now um and then the combination issue is new taxes and then in March 2024 we would want to substitute um that's the earliest we can go for our substitute Levy um it combines our two emergency levies and that also is not a new tax um board member Magnus uh also wanted to look at the possibility of doing our PI renewal this November in addition to running a new pi and she uh wants to discuss you know what that amount would be with the board yeah yeah and then um that will push back the combination issue until March of 2024 and the substitute of November 2024 this is all assuming passage um on the first run if

035you don't pass you know you go the next turn um and then this has been in the five-year forecast right now five year forecast is projecting future operating needs to be passed for her new money in Fall of 2027 or in the 2028 [Music] um Levy year so that um we can meet the operational needs that we have projected in our five-year forecast right now um same over there as well and Jay we use an operating needs just a good reminder way that's mostly salary mostly salaries and benefits but it's also maintenance and um just general operations and you show the breakdown on your financial report every month there's a pie chart so for folks are wondering what operation funds go it's there all right so um this is this is my recommendation the pi

036renewal does a couple things um so it is on the old tax for the homestead and rollback we are getting um it does only collect around 150 000 right now but of that 150 000 about 12 500 comes from the state those are programs tax relief programs from the state and if you run a new Pi or a new operating tax those um Homestead and rollbacks don't exist anymore so we would pay the whole 150 locally so renewing it keeps a little bit of State money it also helps us need meet the ofcc 0.5 mil requirement or set aside for maintenance funds for any ofcc projects and we're going to look at the combination issues okay oh nope back to the slideshow all right so right now all the um options a through C that

037we're looking at are going to require a property tax for a bond and an income tax for the additional financing and that's why it is a combination issue um so this is something that that's been uh not about an issue ofcc funds when you get money back from the state must go towards an ofcc project um there are different options but within our projects all ofcc projects um we're going to finance now and the only ofcc project that we have is that project so when that money comes back in we would use it to pay our debt because we're in that health program where we pay up front when you get the State Credit the only thing that it can go towards is that elk project so it will go to pay Town pay down

038the bonds um again that Pi renewal meets our maintenance fund set aside part of the requirement for getting that ofcc credit right now the recommended set schedule is 37 years um and and you know sometimes people say well you know couldn't you pay stuff down sooner okay that'd be nice and but the reason that it's good to go out for a longer schedule is ideally this project is going to be used for a long time and if you finance it for a shorter period the users enduring you know at the beginning are paying a much higher rate than if you spread it out if you spread it out the users will have to pay for that project over the life of it that's a lot more you know you're spreading out the cost to the

039Future Generations that are also going to be using that project um did you have a quick question about that when you say that the osc funds must go toward the noisecc project does it mean that it will go toward the principal over them um yeah you'll pay down your professor requirement there's no discussion so us or future board we can't really you know we only have one ofcc project it's financed by the bond we're going to pay that Bond down and so it's not up to the board not up to the board all right so looking at the bond Levy portion of that combination right now our maximum bond amount is 30.3 million dollars and this approximate millage to go and borrow this is 9.13 Mills um estimated interest rate are five percent period is

04037 years and what we look at when we're doing our debt schedule is we're looking at doing a phased in collection so the levy goes on for the the total millage but the idea is you build your debt schedule so that after it passes those first couple years when you're paying your payments are lower so it'll only collect the 7.38 mils the net between our current bonds and the full Bond so our current Bond doesn't expire until 2027 this is a way to phase it in so people aren't paying 9.13 and 1.75 you're only paying 9.13 for those first several years until this falls off and then you'll see full collections in 2028 when that first Bond falls off that's what a phased in collection looks like a couple things to remind people when you're

041looking at your property taxes and what does this mean to me um when you're looking at at your home's value you are taxed on your appraised value not your market value so you don't want to think about what my home is going to sell for you want to go to the County Auditors website and see what he appraises it at usually almost always your appraised value is going to be below your market value praise values are conservative market value is what you could get today if you sell it and then you're only taxed on the assessed value which is 35 of your appraised value um something else to consider is voted millage verse effective knowledge so you're going to vote for this at 9.13 Mills but the way that property taxes work is that they're

042designed to collect a specific dollar amount so if your property values go up the effective millage drops it's not 9.3 it's designed to collect that original dollar amount so as time goes by if your property values go up you're not going to be paying more taxes you're not going to be paying more dollars on that bond issue because it's going to drop from the voted millage to a lower effective knowledge right all right so looking at the income tax levy information income taxes must be levied in 0.25 increments this is different than property taxes property taxes can really zero in on that dollar amount you saw that's why it's 9.13 mils because they would say how much money do you need exactly that year and they multiply by our appraised fat or assessed values and

043you you can really get close on hitting that dollar amount income tax the state says Nope you got to do it in 0.25 increments it's too complicated for us to do anything else so that's why you'll see it put in 0.25 increments and that'll sort of explain why there's a little bit of wiggle room in some of those um Project funding beyond the bottom out it will be funded by cops certificates of participation basically this is just another financing tool to borrow money um income taxes collected by the state occasionally I'll get a phone call you you collected school taxes from me and I don't live in your school district you got to take that up with the state unfortunately so all that process is taken by the state and give them back to us

044property taxes are collected by your County Auditor and then looking at our maximum cost financing from these different increments 0.25 gets a 6.85 million 0.5 13.7 0.75 20.55 and one percent 27.4 million um it is just a straight calculation you multiply this by two to get this you multiply it by three to get here and four to get the full one percent there's no difference in the borrowing power of different percentages foreign so then we're going to look at the combination what does this mean when you put your bond Levy together with your income tax levy so our maximum funding for combination Bond plus 2.25 37 million out there 1 plus 0.5 44 million Bond plus the 0.75 50 and bond plus one percent 57.7 and you can see that the bond amount stays the

045same for all of these and this is what's increasing um and then yes the the impact this has on our decision making for facilities going forward and you're going to see the Deltas here on the next slide but you if you know that you know your project comes in above this amount but below this you can look at it as do we need to cut it to get it down to 37 or do we want to put more stuff in the project to bring it up to our full borrowing capacity and get more done within that project so just to clarify J that six options we still have remaining are all above the 30.3 by five correct so all six options involve the same Bond correct and we're making up the difference to from the

04630.355 to whatever the option is on a compacted correct okay and just to clarify that Bond that's the same is the property tax versus the cops is the income tax which is the variable right here all of the plans have that same amount of increase on the property tax side that is true and the nice thing is income tax does not include Social Security correct income tax is only on what you can be taxed on by the state of Ohio yeah so when you do your if you want to know what taxes or you know what income is the school going to tax it's the same taxes that you would pay on Ohio Income Tax so if something is deductible from your Ohio income taxes like Social Security um then it's going to be deductible

047from your school income taxes as well one more all right so we're going to look at our current plans and the Delta above the bond limit that's the difference between what we can afford with a bond and and what the income tax or the cops would have to cover um so option one Delta is 5.9 um A2 17 b b 1 27 B2 the Delta's 23 and then C1 is between 33 and 37. and C3 is between 30.4 and almost 34 million so I'm going to show you where these fit next if you'll just go ahead one more thank you okay so option A1 is Computing to 0.25 income tax option A2 okay it only requires 0.63 income tax so that means you got to go above you got to go to the 0.75 option

048B1 is 1.01 so what we're doing there is it's close enough you can you can assume a little bit of a little bit of growth there um and keep it at that one percent B2 0.87 again this is between 0.75 and between between one so you got to go up to one um and then right now our C options are hitting above that one percent um amount you will notice when I showed those earlier um I had the amounts for financing up to one percent we currently have a one percent income tax and this income tax would be in addition to the income tax that we have um so I would say a goal would be trying to get these C options down to one percent um so that you know a total income tax

049for for all of our options would be two percent to everybody living within the district there are some places where there's more than two percent income tax for schools but there's not a lot of places where there's more than two percent income taxes for schools um and my goal is it's to keep us two percent and under yes okay so the ofcc rebate we um think about this so under all the scenarios but A1 and A2 um we would get an ofcc rebate best guess is that comes between eight and ten years from the time that you voted until the time that the ofcc says we're reconciled you've met all the requirements and they're going to cut us that big fat check to to pay down that Bond um looking at a couple of the

050the different models um taking a little bit of a conservative estimate here we'd get about 10 million back from the state is what it looks like and we use about nine years right in the middle of that and um our bond council did this work the projections are the millage from that 9.13 would drop approximately 3.75 um after eight to ten years after eight to ten years when you get that money and you're gonna pay down the bonds it would be a drop of about 3.75 mils out of nine percent out of 9 13. um that is approximately 40 percent of the bond millage so 40 cut to the bond millage um after we received the ofcc rebate and then um the other variable in getting the ofcc rebate is that 0.5 mils we do

051the permanent Improvement renewal we've already met that requirement so the idea there is that you would renew it permanently yes that that's yep I I will say I'm a big fan of forever ladies you know a lot of times if you need the money for permanent Improvement or operations you're going to need it forever depending on what it is um there are some different options within permanent Improvement but a lot of times it is helpful to get a permanent passage because then you're not going back when you go back all the time people say well we just passed a level we just passed 11 you have to say this is renewal it's not new money it's not new money and people are you know I don't really understand no um when you do it permanently

052then it reduces that number of times that you have to go back to the taxpayers so yes it sounds like it helps to me that particular obligation so that the um my understanding the 0.5 mils is next necessary to go to being on you know to be in place for 23 years that's the minimum obligation so with the pi Levy you have the option of doing a three year and five-year or forever and so doing it forever would help something you're saying that when we get the reimbursement of the state our village will drop to 5.38 sale I will cover that in just a minute I have a question uh you had told us that a couple of years ago the DLS theology can be that we could not guarantee where there was that was

053different options options so there was um what options were still available to us it has to go back towards ofcc projects um and we don't have did that change did the law change there's no law change it was just confusion on what options we had available to the person given that advice so okay and then the other thing is you're saying our current Pi Levy would cover uh maintenance but we know that our current Pi Levy or the current and the operating funds that we're using for maintenance in the last many many years have not been adequate gonna answer that in just one slide so I'm going to say stay tuned um because maintenance is is different than Capital Improvements but what it meets is the requirement from the state to get that of system

054is one of the citizens said you know in 20 years a renovated school you don't know it'll be falling apart again but we know that in 20 years we're going to need to be replacing hvacs uh all those kind of things that cost a lot of proof uh that's true that's the same truth in a renovation versus a new bill and if we're setting aside what we're setting aside now we're not setting aside anything for those things so that's going to be a problem if that's how we're going to intend to go forward all right I'm covering all of your questions coming up so yeah you guys are are thinking on the right track okay go ahead there so maintenance versus Capital Improvements this is the the question that you were just talking about maintenance

055is short-term um annual biannual sometimes tri-annual um expenses uh it's maintaining your HVAC your roofs your parking lots it's painting the walls um little repairs mowing mulching cleaning so maintenance is not eligible for um permanent Improvement so if you had a higher permanent Improvement Levy you couldn't fund these things with it because they're not considered permanent improvements maintenance comes out of the general fund and then these are some of our current things that we're doing HVAC is done by mechanical systems of Dayton um Roofing is mostly done in-house this annual maintenance parking lots are going crack filling ceiling and then this is our approximate mowing acreage at both buildings and then there's just other regular maintenance you know replacing small items toilet breaks or faucet brakes doors other items that are so it sort of

056depends but um it's given the criteria of it being within the three so it would it would depend but um right um doors could be eligible for permanent room but it's got to be a very expensive door it's got a It's gotta be a door that lasts more than five years and it's gonna cost more than five thousand dollars now there are ten thousand dollar doors out there uh these automatic fire doors that close when there's a fire I can tell you I know they were ten thousand dollars a couple years ago to replace those stores um and then uh an HVAC upgrade so maintaining your HVAC changing out the filters and stuff that's maintenance um adding fluids back to the system just doing these little tweaks that's maintenance but in HVAC upgrade is when

057you actually improve the system better air quality um higher efficient um pieces and then like a roof replacement repaving your parking lot so not seal coating not doing something that's only going to last a couple years but a total repavement project so use the example of the track for example so track resurfacing track is a permanent the the track itself is a permanent Improvement um but tracks also are supposed to be resurfaced on about a seven year schedule and that is between 30 and seventy thousand dollars that was the estimate given to me by the person who installed our trackies I said when should we expect to resurface it not redo it because redoing it is very expensive we know that it was over three hundred thousand dollars um but resurfacing it on schedule keeps

058it well maintained avoids that big expense of having to redo the whole thing um but some that sounds like it would fit under it would fit under that yes can I ask about your other example I just want to make sure when you were talking about those fire doors we don't actually have those in our buildings is that correct I don't believe so excuse me we have two sets Okay so please um yeah so there are those big metal double doors and then I I'm assuming I am not a mechanical engineer so I'm thinking there's something that senses the Heat or I don't know if it's tied to the fire alarm maybe Mike knows both okay and so it knows there's a fire and it says shut these doors so it shuts off the airflow

059so um one question is that you know used to be a lot a lot of school districts before the changeup became more like three years included computer equipment yeah so computers are now considered consumable items so when I talk about technology upgrade this is like uh when Eric says hey we need all new routers to uh make sure that we're able to get internet to all of our students it's it's got to be a significant technology upgrade yeah um I always joke that yes student laptops are consumed by the students like lunch even if we buy them all together like 700 it's still the per price yeah the individual laptops are not five thousand dollars and they're also only usable for about four years the useful life is considered four years on those items so

060it doesn't meet the five years doesn't meet the five thousand dollars it's not really something you want to capitalize this okay um so you can get on a schedule where you if you have big building projects um you can fund them with single issue um permanent Improvement levies things like if you wanted to put a new roof on your school it's significant it's probably more than any permanent like in any uh RPI Levy now wouldn't cover a new roof on all of our buildings so our PI Levy now would cover resurfacing the track but it wouldn't cover a new roof so that's where you'd say hey we're going to need a new roof in three years we're going to be coming to you and asking you for this amount of Mills so that we can

061put a new roof on all of our buildings um things like a field house a theater these are things where you could have a single issue permanent Improvement and so this is the cycle that we haven't been practicing for for a long time but um I do have a plan but the first thing we got to do is address our aging facilities so after a building project is funded and passed um I do have a schedule for permanent improvements well one of them includes the track I'm also looking at our parking lots and a couple other items but it is good to get in that schedule of doing small permanent improvements um overtime or you know some of the bigger items where you'd say okay our permanent Improvement Levy doesn't meet what we need to

062do this big expense we'll do a single issue for it um so and it's that that plan that I think would be you know interesting to take a look at about what level that would be at um uh and step and since they have that level of keyboard API over the first time so so that's that um so that's the discussion that we can have if that's an interesting option for people to to consider plus you know in considering that there's a lot of locally funded initiatives that would fit under a permanent Improvement plan we could do a mix of these future projects and the um projects into consideration now because again they would all fit under that category on the right hand side of this one thank you okay so I hope that clears

063up to people that have saying you know we haven't been maintaining our buildings we've been doing regular maintenance um and we've actually gotten several comments from some of the um people that have come in and done assessments and said these buildings have been well maintained I can't say that they've been well happily improved over a long period of time which is why we have so many large ticket items on on those renovations so sorry if I summarize here what you're saying is that we should keep or your recommendation is that we keep our current Pi even though it's only a hundred fifty thousand dollars per year because we can put the Capital Improvements in the future by doing Project Specific levees when we're due for them and we can get on a schedule once we

064have figure out what the big facilities yeah solution is [Music] set those funds aside first because those are your skin those are projects that we can schedule with a little more flexibility than the ofcc project which we have to schedule all at once you get the funding and do it all at once so the um so it's it's just it's just how much do we want to get to this is it's fixed is a couple of our citizens concerns is that the longer that we wait the more expensive this will be so if we can push some of the local public initiatives the schedule on that forward that's going to send Save the school district money in the long enough okay so so I hope that clears up some of the differences maintenance versus Capital

065Improvements um they are different and you cannot pay for this type of Maintenance out of a permanent Improvement fund happy isn't half of that being paying off a loan so some of that is being used for our how long is that project um do not have that right in front of me so it um but we will have to pay that off um before we do our financing for a big project so it's going to be rolled into the financing that's going to evolve into our big project I've got the Run schedule online so um when we take a break I'll I'll grab them okay so in terms of uh the Capital Improvements are we are you suggesting when we start to go from levees for Capital Improvements do we do them when it's we

066need to do those Capital Improvements or maybe move them ahead of time so you um because if you start yeah so you don't you don't want to do it ahead of time you want to do them on time ideally but I will say a lot of times it depends on on how your your levies go if you pass them on time you say okay we're planning on doing a roof next summer we're gonna put on a permanent Improvement Levy this ball to address the roof and if you don't pass well it's not going to go on next summer because you didn't pass so so you push it back here but ideally it means that you're doing your permanent your Capital Improvements on a timely basis and you have a schedule of those improvements we're going

067to do at the roof in five years we're going to do the parking lots in seven years um we're gonna resurface the track in eight years and um so right now our permanent Improvement meets some of those needs but it doesn't meet all of those needs so that's where you know sometimes you wouldn't have to go out for those permanent Improvement those Capital Improvement projects sometimes you would say hey we got a single issue coming up this year to address this Capital Improvement need but if if we change out all the groups that wants all the HVAC and furnaces and all those things at once and their life spans are generally binomial groups of 20 years is approximately um and then HVAC what is the life expectancies of hvacs 25. oh 25 years yeah so

068for it for a total overhaul you're ahead 25 years is what he's saying so you're going to have 17 yeah you're gonna have things that break that's big differences but um yeah and let me just say what they look like um is Mill Springs School District does not have the other school districts do Senator build those Springfield does that's one of the things that they put that they when they pass the two mil the eyes open recently um this is kind of the mode that they've been that they've moved into I think that no matter what we go forward with is that because we have these multi-year or 18-month project in some cases is that we'll probably be looking at a building from also so we can put funds aside for coordinator forward it would

069have helped us not over the last five years I think um if we had one of those more all right so um I want to talk about the future no I didn't I didn't mean last school okay yes nothing was on top of it okay that I'm in I'm at next slide Leslie I'm sorry okay um so this is something that comes up all the time why why are schools asking for new operating money so often um so I I will reference anybody if you are curious more about taxes in general go see the April 25th 2022 meeting it is exhilarating I talked for probably an hour about it um in the 1970s property values were rapidly increasing this was pricing people out of their homes House Bill 920 was designed to keep property taxes

070from inflating this is where when I talk about property values go up your effective millage goes down so once the property tax is voted in and goes into effect the amount of Revenue it collects on current properties is kept at that level and the goal is that if you're paying forty dollars for 11 now you're going to be paying forty dollars for it 10 years from now then your house is going to go up in value assembly during that time the effective millage drops to keep it to that so as property values increase voted millage is reduced to an effective mileage to collect the same amounts of the property tax that was voted on so schools don't receive property tax growth on voted millage um for for property value growth does get a little bit

071more complicated within the state of Ohio than uh schools were reducing down to almost no new funding and they were going back the taxpayers all the time and you know the legislator said isn't there a way that we could keep schools from being on the ballot every single year and this is when they implemented the 20 mil floor um the 20 mil floor now this applies to operating levees only so it doesn't apply to emergency Levy doesn't apply to a permanent Improvement doesn't apply to a bond it applies to operating levies only Ohio law prevents effective millage from going being completely reduced by this house bill 920 by stopping it at 20 mils for operating expenses so you do start to see value growth um at the at the 20 mil float we are at

072the 20 mil floor now so there is some growth within our property taxes there's not growth on the emergency levies but at the 20 mil floor you do see growth and property taxes all right so what does this Levy and what does everything this all mean for the future effect on taxes this property values increase effective millage decreases taxes remain steady I'm going to say steady because sometimes what you're paying now actually does go down that's when there is growth in the number of properties or a vacant lot has a house built on it when there is growth within the tax base that's construction growth new property growth that is shrinking your piece of the pie for that property tax so your property tax remains steady and when there is that construction growth it goes

073down it's not going to be as significant as paying down debt but if there's construction growth you see your property taxes go down um income tends to grow faster than property values we talked about this the county auditor appraises conservatively um so we do not see significant growth on property taxes um even when you're at that 20 mil floor it's not a significant growth but income tends to grow faster the income growth that's above the cops necessity so some of those where you have the Delta where you have we're going to collect one percent but we only need 0.87 to pay our cops that income tax would be available as another financing source um the oscc rebate reduces the bond millage approximately 3.75 mils in nine years for qualifying projects that's about 40 reduction in

074that Bond millage so this is the current projections looking 10 years out um the A's the millage stays the same because we're not getting that that Kickback on the state on those and then the income tax stays the same as well so and then in the options where you get money back from the state there's your 5.38 that you were talking about earlier that is 9.13 minus 3.75 that you get the credit for so these options actually end up significantly dropping the um the millage and property tax I also have these highlighted in yellow because we're talking about 10 years from now so we did talk about that uh effective millage so so you know these will be lower in 10 years most likely assuming that there's property value go growth and this would probably

075be even lower than that it would be subtracting from the same number that this would so you know I don't know how much property value growth there would be in the next 10 years so so I can't tell you how much lower this is going to be just it'll probably be lower so that's why I haven't highlighted I know that that is not probably a realistic number it's probably realistically better for everyone but um I can't really predict that at this time but that's that's the the Delta there the one percent income tax what what the millage does that uh represent um I would have to can Ken's gonna see yeah I think he's he's got it for the village equivalent of what one percent income tax brings in yes let's go nine because my

076question is if um we don't need to do 9.13 meals on A1 and A2 we could especially the A1 we could to make the income so that we could actually have a bigger percentage um I would have to look into that Jacob introduced me as Bond counsel uh which would imply that I'm the lawyer yeah I want to be very apologetic and say it's far worse than that I'm actually the banker um for a long time working on this stuff so you actually have a one percent income tax already yes and we know that brings in about 1.79 so so it's right around 10 so it's 10 mils yeah because your assessed valuation is 170 million so take 10 mils to bring in 1.7 million so it's actually pretty round numbers interesting yeah okay and

077then the second question was there's nothing that requires plans to you to take before 9.13 mills we could have some combination with an increase in income that is correct and and yeah very good question because um the modeling we've done is is based on an assumption that you would do the most you could under the bond issue card and the rest is income you couldn't lower that bond issue and raise the income that's an absolutely true statement I will tell you that generally speaking I always always interesting qualifier isn't it that the average person pays less on property tax than the average earner pays on income tax when you do the analysis that's uh because property tax is literally spread across all property income taxes only paid by individuals it's not paid by businesses so

078it would it would affect more General amount of the population because yeah yeah but your question is a good one you could do that yeah sort of beyond their meetings and then you know you're adding a certain amount of property tax on anyway yeah the other piece is that um Bond uh the interest rates are a little bit more steady and predictable than cops financing um so just real quick to go back you said in 2024 to 2027 the effective really could actually be 7.38 because of the other ones that phase them okay so during the phasing they're going to be a small period of time you're sort of back up at the 90.1 period just factoring out any kind of increasing technology yes and then at the nine year mark you drop down to

0795.38 so the 7.38 is less than a little more than what we read 2021 and then by the time nine years out you're 5.3 you're a mill less than the 2029. this year one thing that I think is kind of an interesting way of looking at this in figuring out what's of good is looking at the ratio of interest to principal um and I'd be happy to do that analysis for us so um that that that kind of lets us know what what it's like with with um with reimbursement at wartime so um we can see which plans are competitive in terms of uh in terms of the revenue that's being generated um so Revenue decisions I I have a question of going back to that statement that income tax of course is on individuals

080who are earning income not businesses unless it's a small business that's an individual that files that's filing under okay um and I'm trying to remember I should you know I haven't done the refresher of that earlier meeting a year ago so there was some okay awesome no you may be anticipating my question correctly income tax for schools is paid by residents of the school district so I work here I don't live here I do not pay school district income tax I live here I work in the city of Dayton I pay school district income tax here so yeah it is the small business would that person pay income tax if they lived here right if they don't live here they don't live in that school district that small business owner does not pay any income

081taxes for the schools I guess what I'm maybe remembering I I may be wrong because again this is just by memory I remember you were maybe giving some comparative analyzes with us in some other districts and how many more baby businesses or other segmentation there was and how because Yellow Springs doesn't have a lot of that segmentation it was impacting yes I believe the property value side of things and I just need a refresher on that when I'm thinking about so we are a very heavy residential district um if you compare us to Beaver Creek or or Centerville or some of the other local um districts if they have a larger business presence in the district when you talk about property taxes those businesses are picking up a big portion of your property taxes you

082have a smaller business base it falls on the residential side so it you know it's equal when it goes on the ballot for business and residential but um it's also proportionate to the way that it exists in your school district so um one thing on the go back so the the numbers that we've got 9.3 9.13 mil is that number is larger um because the um the amount that we could borrow back in 2020 that cap puts uh the about 28 yeah it was 28. also the Assumption for the bond Lobby the interest rate was 3.4 that's correct so um and so the difference is the bond rate estimate is on five percent right now interesting the the interest rate as soon as for the cops last time was five percent okay so interest rates

083have gone up um well it's just our assumption for the entire project instead of being four percent because last time the Assumption last time was a four percent interest rate now the interest rate assumption is five percent now school districts have beaten that before like Kenya I had a wonderful um uh got got 2.5 that's the first same percentage rate is what we got for the cops for them you know overtime your interest rates go up in your your place but but with a project when it's passed it gets passed and that interest rate at the time is what gets locked in is that correct is it a fixed or is it not so um Okay so she said when you pass the levy that allows us to go out and get the bond um

084so it's not locked in at the time that you pass it you pass it now we're gonna go get it it's locked in at the time so and that's the interesting thing about the rate assumptions that you've talked about you're going to vote to go on the ballot three to four months before election day and then it'll take us about 90 days after we have an approved election to get the fund sold my crystal balls just as yours um so we we do builds a good service what we're just talking about building conservatism into those assumptions I I do do hundreds of these I've done a few for people who passed within the last year school districts in Ohio so I mean I know what rates are today and I'm going to be a little

085bit conservative when we're talking about the future issue but that's true it takes about 90 days to actually sell the bonds and that's when the rate is locked and just to be clear this whole eight to ten year projection on the state we don't know exactly you're looking at a model that assumes it comes in here nine that happens to be that the pretty much the standard time that we we build call features into public Bots where you're an ability to call them in and refinance them so it actually fits very well and it comes in right around year eight nine or ten because our bonds will be callable that time we can call the existing Bonds in take that 10 million from the state pay down that principle hopefully refinance at lower rates as

086well at that time which creates a new debt pattern from that point to the end which we're estimating would be 3.75 mils lower based on today again we're looking at a lot of modeling a long way out I tend to be very conservative because I might still be here in 10 years but uh I want I want our models to outperform plan so there are there are a lot of moving Parts in this modeling but that's that's the way it works the Public Finance bonds generally have an eight to ten year call feature that's standard if you get to that call period time forget let's say we weren't worried about save money at all and rates aren't lower then you don't do anything yeah if they are you refinance it just like the financing your

087mortgage win rates are low and you end up saving money for taxpayers unfortunately so it's actually a great timing that comes in about eight to ten years from now um that's an ability that you have the bonds yeah okay yeah so I touched on a lot of these elements and I wanted to Circle back to the levee options and what does this proposed Levy sort of mean for this schedule well we're gonna you know same schedule at the beginning um but when you and then the same substitute but that extra income tax growth on some of these plans can be used really to cover some of our operational costs and kick this need that we're projecting right now for 2027-2028 if you have some extra operating revenue from that income tax growth it pushes this

088need further into the future can't really say how much further into the future but if it's more than what we have right now and revenues and we can use that for operating then it's certainly going to push it further into the future so you know that means that you're only looking at one new ask and like the next five years which is really good um and then you know if we're pushing this further out then maybe we can start looking at these future permanent Improvement or Capital Improvements after the building project is complete okay we got Spanky new buildings or renovated buildings what do we do you know what other things in the district need to be done um we haven't been able to do the the field house project with in construction costs going

089up would we want to do something like that you know um do these plans include a theater no that's something people want you know you could look at that on that permanent Improvement schedule in the future yeah of course if you when you schedule something like that it gives um it's a parent out there for the population if people want to accelerate a time schedule yeah so so I always like to um sort of be honest up front about the needs and the ask of the district coming up so that's why I'm reminding people again you know five-year forecast says 2027 2028 is when we need operational more operational money we're talking about it now we're telling you this is on the horizon you know I might be pushed out by some of these the

090impacts of some of these decisions and some of these votes that are coming up but this is where it is on the horizon right now do you have an idea of how much I do not have an idea of how much and that is my presentation so uh board members are there um if you wanna you wanna talk about your proposal okay for a second so the uh again so the the idea here is to move this forward and put it here and one of the motivations is that this is a big lift for the community and for the board right this combined issue um we should be kind to it about each other about that so the um and heading into November 2023 is that we're looking at an economic situation where you know

091this year a lot of citizens are telling me they have less discretionary spending than they've had in years past so um uh the with the economy you know the economy situation is not necessarily optimal to go after you know if we think about you know a vault oh yeah what's what's the level of difficulty on an issue like this versus a a new Pi Levy is that I believe that we can lower the difficulty for this first task and set ourselves up for Success um as Jay said is that we're looking at projects where every single project that we have right um requires um at least five five million dollars more than uh than the you know our debt ceiling for them so this is something that we can um so this is he asked

092me what what level I was thinking about um you know maximum I was thinking five now and uh but I really am very open to what other people think five mil would over for a five-year Pi Levy would raise um about uh 4.5 billion dollars um and so that doesn't get us all the way to um what you would need for to re um to add to it uh an a to the A1 plan but it gets pretty close so sure were you were you moving the first November 2023 over to yeah so this is this is one order and there's another actually let's go to the microphone so um I really like the pi renewal being where it is right now um and I like it again you know preserving that influx of cash

093um that we get from uh influx of funds that we get from the state so the intention with the this option is to actually not remove any of the options that we have in front of us um for the pi level and my feeling is that we could get to a five uh a vote of five and board members very easily for this um and then place the combined levy on the second one thing that Jay didn't really talk about is that we have the first um is that this board is going to be selecting the next two Levy asks and I'm just looking at what might be my being able to set us up here I just want to provide a and you might not know this I just want to make sure that

094you're fully aware so to put by combined I'm assuming you the bond issue correct and so this would be um it's it's possible that um you could simply have a bond issue for the A1 plan um plans I'm just talking about an issue a building project correct correct so I just want to make sure everyone is aware if we are looking at any of the options that have an ofcc credit you know the board signed paperwork to go on the ballot in November so I've talked to the office if we don't go on the ballot that's fine here however is the caveat in September the equity rankings come out so right now based on our Equity ranking we are eligible for an elk project at 27 percent I don't know what our new Equity ranking

095would be we could be at 29 we could be at 22 I just want to it's just uh yeah there's there's you need to be aware yeah there's risks associated with that and I analysis okay um but uh I think that the numbers that we're looking at is that we you know just the acknowledgment that the co you know putting a combination Levy on the November ballot is that it's going to be a heavy lift for the community right and so I'm looking at lowering the level of difficulty for this first ask and we'll get a chance to get feedback from the community in that first ask in terms of you know um but but the hope is is that we'd actually is it the the likelihood we could we could increase our chance for

096success for this first ask and actually get things going the the intention with putting what we put on for for that Levy are those activities that um would be locally funded initiatives right and that um there's one maybe one of the options that that would might be difficult for um but the intention is is that you could several of the options that we have in front of us right now include uh include Renovations so this would fit best with all the plants that have the demo Renovations option associated with it yeah fine um so um and the idea is that you could get that work funded that you could get that work scheduled um perhaps on an accelerated uh accelerated schedule and if you can if you can get the faster that we can get

097this work schedule the lower the cost of the entire project is going to be well if I'm understanding correctly part of what you're looking at is kind of a way of phasing Renovations and um you know producing the financing financing towards an lfi project so I'm just trying to think about some of the lfis that are identified like in the C plans of Mills Lawn renovation in LSI what are you thinking in terms of what could be an lfi that would make sense so Renovations in the high school for example so if we were doing a B2 project so you'd be able to move forward that portion of the print and not affect the ofcc project you know we'd still combine whether we could still concentrate and you saw the numbers the numbers that we

098saw or what we needed for the ofcpc project very very close to our debt toward debt ceiling for the month my question would be with that my question would be because I know that there are a lot of restrictions around so within that idea for example the ofcc funded projects there are particular restrictions and constraints around what they will find and what they want fund right so what I'm not clear if for example in in one of the ones that has a demo Renault ad in the in this building um yeah I'm trying to avoid talking to particular points and I'm stumbling because I'm trying to avoid being very specific um but let's say if you know those plans that have a demo room tag in this building some of them have the idea that

099to be eligible for the ofcc funding for that we would expand the number of grades that this building would serve whether that from from kindergarten through 12 or whether that be from 5 through 12 everybody right and so would the ofcc have restrictions on kind of calling out or pulling out lfis associated with it and trying to I think what you're saying is trying to do those sooner and I'm actually genuinely curious um except in those cases where there's overlap in them I don't have a question um I talked with Amy about this uh you know for the meeting um and I told her I think we're going down path where I've been trying to switch up the uh so the uh thank you the order of things it's kind of too late we're already

100kind of going down the path and I appreciate though uh that it also raises the question around maintenance and I I heard what Jay said but um of course we're going to be I do think people want to feel secure that we're going to take care of whatever it is we do and that we're not going to let things deteriorate and not take care of them which is the way I mean I don't want to I'm not criticizing anyone just to say if you look around very carefully you can see that there that things have been let um but not been addressed over many years and so I think we have to be able to provide some assurances that we're not going to let that happen again um I I personally as a school board

101member I'm not willing to consider dream reorganizing uh the order of things and unless anybody else is interested I I would like to move on I'm interested um just in the sense that I um I have heard from community members for example in 2018 when there was a proposal on the ballot specifically to address this building fully grant that I've heard from community members have said to me while I wish I wish I had voted for that or I wish we had done that at that time because we would have such a smaller ask to make now if we had done something earlier which we didn't do um I'm not saying that that is something I would vote for I really have no I I also talked to Amy about it I'm just again curious

102if um and I and I remember clearly the recommendation that was um I remember clearly from um hearing the recommendation that no one was recommending to segment this project right to do it over time and so I I acknowledge that I guess I just want to hear this idea out if now is not the time maybe it's for later I'm just curious what does that look like and what the ofcc I yeah the attention is not the segment it but actually I mean we've got the the plan for like say the one example and the intention was to put as much of that work um is to schedule as much of that work as possible uh and again yeah and because again is it the sooner that we can fund things the the less money

103this project is going to cost the more that we put off you know so the the when we put shovels in the ground is really really important I think iteration of these plans because the longer we put off putting shuffles in the ground the more inflation's got a chance to take to buy this so so they're talking about that then I mean until the tax starts so you can the question would be do you have um projects that are just great that's more money it's created that's one of the reasons why we waited on this year um in the discussions with my visit we had a sufficient amount of projects I mean so uh and having that in there I mean that's really good I guess I'm a little confused how we arrive at five

104Mills or how we even arrive at the right amount because it seems like it would be very plain independent right because yes and so just overall it's the question we had last time when you're doing maintenance we had a square footage amount of two to four dollars per square foot right per year we sort of uh the ballpark is it different than the B1 in a brain or are those price per square foot experience of my I don't have a conclusive enhancing for that my gut you tell me your maintenance costs on a building that's 50 years old okay but it but I don't have data to support that I'm just saying and I couldn't even quantify what that difference would be because most of the maintenance costs would be similar but for example let's

105say you don't replace all your underground sewer and a renovation project and something comes up in the A1 we we accepted all those numbers we accepted the numbers yeah I've just talked about it's really important how do we separate how do we get to the right millage Mount before you've decided on the plan and I think that that confuses well one of the things to keep in mind is that you know the five meals you can think of it as a down payment I think that that's kind of like the that's that's a good level of going in that yeah well it's it's it can it's about revenues about 90 900 000 a year and the risk would be if that classes and the next one doesn't then you're left with less than half a

106project or not you know it but it gives us something to move forward with um and we would have less of that kicking again down the road travel is that this we you know is it the combined Levy is a heavy lip but we just have to and right now the economic forecast is you know the economic conditions have not yet lifted but there's holes with the Honda plant coming in and the Intel this is one of the things that we've been talking about it um the algebraic Development Corporation is that Honda plants within 60 miles of our doorstep so that that and they're concentrating a lot of Economic Development within that well but there's there's anticipation that that's you know that we'll be in a lot better position soon so the the attention here

107is is that this is a contingency as we have further discussions about which options were you know if we if this is this is like I'm saying if we decide after discussing these especially if we're not I mean I I would like us to go forward with something that's got five books does that make sense and I would also like the community to feel like we've got some good options here right and that they're part of bringing you know bringing the Hope essentially with those with those options to life especially um without kind of It kind of like making the you know emotional approach of taking on this big projects and kind of like lowering them sure about that if we if we if we address the maintenance that that also takes a that um

108and there's ways of doing that with the with through the cops or the um certificates of participation is that you know the and we could talk about that with the Run schedule but that's probably enough right now but I go into that further in the discussion um in The Proposal but the idea is that I wanted to introduce this and I really appreciate the space that I mean Jay was really great in helping me with the um you know discussing this plan and figuring out how to fit these in you know and I you know I think we're all in agreement that we need to get through something forward and uh this is just intended to um to give us and a little something a little more play in the common source that we have

111a question from uh the audience that I'd like to point to some of the supporting documentation behind my presentation she asked what does this impact to me um and so Kent has provided and this is on the agenda if you go out there you can see this um this is what that Bond Levy looks like at certain appraised values we start at a hundred thousand and what it would cost the approximately annually and then um you can see it goes up from there so if you're wondering what this will cost you you go to the agenda you pull up this um Bond millage estimate everything's estimates and um you go to the County Auditor's website to see what your home's appraised value is you know don't don't go on Zillow don't go on Remax and

112and say what's my house selling for today go to the County Auditor's website look at your appraised value and Slot it in here and this will give your approximate annual taxes for that Bond um at the full at the um yeah the the auditor does have a calculator once we vote to put something on um the auditor's calculator actually shows what proposed levies will um you can put on you can go to put in your house and put it in the calculator um now that is after it goes to the Board of Elections and they know that it's going to be on the ballot they the county auditor updates his website and you can see what are the proposed levies going to cost you as a taxpayer as a property owner and on the right

113there is that colon over 65 so if you are a property owner over 65 then you have a right column you need to look at that there is an asterisk on that of course that is probably it's an income tax circuitry mid-income circuit breaker it used to be that people over 65 got a break on their property taxes and then a few years back the legislature put an income limitation on that so if you make over a certain income you don't need that okay you can't read the little yeah yeah but uh unfortunately now that that only kicks in if you're in Huntsville at a certain level I think it says 30 000. yeah okay okay so they say limited the benefit for senior citizens that existed obviously and when you say they it's uh

114I just want to name it so it's another good information for everyone and um and we can move on to the next Jesus I do want to make one point about that you may have made it because I was late getting back in the room that number in this case 9.13 if for that that's like bondage you that is what appears on the ballot County auditor has no discretion whatsoever of saying oh there's old debt coming off it's actually going to go up seven and a half mils you know even though that's our plan they can't do that they have to put that number on the ballot so just be clear that's a campaign issue a computation issue communication part of your campaign and you can go actually I've done this a hundred times you

115can go sit down with the county orders you won't show them I know your order and they might go yeah I understand exactly what you're saying you got an old debt coming off I get it that all works by the way that's what's on the ballot right yes so they have no discretion in that we'll be very clear about it okay yep so it will be the language will be 9.1 please eight until the Dead comes right and and now you may be aware of this there's new language that we'll put that cost per hundred thousand dollar house on that ballot case yeah well that's important if you had comments about that people being confused so nobody's house just costs a hundred thousand dollars yeah well that's inspired by the law well that's what's by

117a plan so now I know that we cannot make sure which makes it difficult but here are some questions that add public principles and it was important for me that they could answer it in front of a whole board many of our plans includes renovations and I'm going to talk about those both Renovations all have been featured a a secure vegetable that is taking place where we have currently admin offices but also classrooms and as I was looking at that I had questions about whether or not both renovation plans were actually accounting for all the classrooms that are currently being used meaning that are we trading a safe accessible for classrooms are we losing classrooms in the process and so this is why I wanted to ask questions to to Jack into Megan about this

118so if uh if we're looking I've included if you could let me step down to um this page we're going to start with mails on this page which is the basis for many of our renovation plans so I cannot remember which page number but yeah next one let's keep going again one more okay so we're losing some classrooms here and I see that for instance one of the third grade classroom is indicated as a third grade it's an art classroom currently there is one of a sixth grade on this plan that used to be a music room where would those art and Music Room be if we were moving that where would you be able to find space for um so you have the you have both principles here at Mike as well yeah so

119that's true yeah so I think that's an either in the labeling on this one if you look down the hallway you have two kids two ones and two twos yeah and then see how the end of the hallway there's no numbers on there yeah you can take two of the threes and put them over there but that is a resource that is a special ed group right now at the very top right that's a resource it's not the resource center it's uh I forgot the name of it [Music] hang on yeah Megan you you've got an answer for that it it currently says intervention specialist um and sensory room right and then the room across from that would be um first or a flex okay and that's where I think that I've realized that we

120use flex into two definitions so far we've talked about Flex for both classrooms that need to accommodate a moving grade sometimes can be a second grade program for a bubble and we've also used the word Flex to talk about collaborative space in this case we're talking about a bubble classroom right that's my understanding they are not talking about the flex collaborative space we're talking about the classrooms we currently have we currently have two our current fifth grade class is at a bubble of three in our current second grade classes at a bubble of three so I'm trying to cancel all the classrooms in this one and I'm are we miss important not that I'm aware because we don't have other risk labeling we don't have music and we don't have yeah I like I said

121I think the Genesis of the sketch was to put something together quickly that documented what A1 was and so what you see here is a lot of maybe some carryover up from the A2 plant so in the A2 plan that label it was correct but in the A1 I think it needs to be updated so where it says six should be use it yeah I think at least one of the threes needs to come down the hallway and some other provides like that my recommendation would be for Jack and Megan and I to spend some time together and we label this can and can I make another request and I know that it's something that we'll probably talk about when we talk next week about the pr can we have a list right now of

122existing classrooms that we'd have so that we can compare it with a number of classrooms that we have on the camera here is the um there should be a current uh can you go back up no up again sorry other up okay yeah there we go yep there we go yep okay so we have Arts and Music here and plus the music slash band room that is out in the trailer that's right and so the my understanding of that Edition space was too because the trailer would be eliminated so essentially that's a band room but what we have currently is another music room for all the other music activities plus the art room is that what you're saying yes yes so I guess I am uncertain right now but we I can't account for all

123the classrooms plus the safe of a secure vegetable plus very personal trailer and I would want to have the document and make sure that we're covering all the classrooms that I currently have because we cannot operate unless classrooms can actually be requests um so can we because you prefer or could you check that for our era discussion on the 21st which is that still in the agenda that we have a few hours um and then I I think that's given the questions about the high school um did you remember did you look at the list of classes and what was missing or unaccounted for yeah so and we have in our building um the Kiva is a flex space that we have doesn't get used every period doesn't get used every day but it is

124our a flex space and that would be leaving for the cafeteria to to expand the cafeteria we also in that drawing would be losing room 200 for restrooms on the second floor would be losing room 116. um which is the theater room for the clinic and and some of the spaces over there so ultimately um we'll be losing four rooms we do pick up one extra room in the uh in the replacement of the shoe boxes we'd be replacing four classrooms with five so ultimately when I look at and think about where people would drop in where a classroom short and really it's the theater classroom the vocal music and theater classroom that currently sits between the gym and the yellow Edition um there's no space and and at one point there was a second

125classroom on beside the instrumental room and I I just I worry that we're one spot short there and and you also mentioned I think the room 116 to 117 which is part-time in French So currently 117 is in the kitchen and what is labeled as Kitchen in here and it's used the first three bells of the day currently and I think part of the thought was the French program is running away we may not need a space for that classroom but we're replacing it with ASL so there's still a need for a space for that class to be taught um and and ultimately depending what that kitchen renovation looks like that classroom may not have to disappear if it's really just a surface level renovation compared to deeper level renovation invasion was also to make

126space for equipment that's needed yeah for the kitchen I mean that I I don't remember I'm I'm sorry Jack I just I'm trying to what I'm hearing you say is we don't have an ASL classroom in this plan unless there were a way to keep that classroom that what I've heard in the different design plans is that it's not a great placement for that classroom and it also doesn't allow for the kitchen to be the size that it needs to to accommodate things like dishwashers a dishwasher that we don't have and the kitchen right now is in light blue which is it's circus service renovation I know this is where so and I think that you mentioned to me that that French class which could be gone because was also used for meetings yeah so

127we have we have one small conference room here and if we ever have two meetings scheduled at the same time so typically we schedule our meetings in the afternoon because of um we have a teacher that teaches in the morning and then she's a substitute in the afternoon so we schedule our meetings in the afternoon so when Mr Smith is gone that Flex space is a private space for IEP meetings or any other kind of meeting like that which is very important too okay so I think turning back to you Mike and I'm like can we again yeah just to kind of repeat what I was saying before we did go through a process uh with Megan and jack on our renovation plans at I believe accounted for all those classes that became known as

128A2 yeah and then A1 came in um as a later you know what everyone called compromise play so what we haven't done is we haven't gone through A1 with the level that we went through what's now A2 and if there's there's the board is the sensing that A1 is you know we might be moving this direction I highly recommend we Circle back through it for example in that dark blue area across from the band room that area was generated based on the A2 plan you you might prefer to keep that classroom there that we took away so what I would recommend for age or anything particularly A's and C's it doesn't apply quite so much to these so that dark blue and this is a conversation Mike and I had is um two things at

129the end custodial storage and a teacher workbook right now the teachers in this building do not have a space to dine or a teacher worker so I think as we talk about these these things in any option we have to really make sure that there's a there's a balance right how do we meet our educational programming needs and I want to say that again how do we meet our educational programming needs with anything yeah that's the lens we should be looking through so I think revisiting the the POR is key um and and again remember the program of requirements the POR what we took was basically what the state uses in in Brackets which are areas you know we went through them um and you and you look at spaces and as we look at

130our spaces we have to say um do we have what we need to get the job done to meet our educational program um so I think certainly sitting down and revisiting this is key it's also a way and and I'm just going to say it's a way and I'm not going to Advocate one way or another but it is a way to look at the lfi square footage and see is this too much in this area is this not enough it could be some areas we look at it and say you know what we can get by with less square footage here because of XYZ but we may look at other areas and say you know what this is not enough space for us to get the job done and that's what we have to

131do um with with these options but I think we probably all agree we can't lose our theater project space um we can move it we can have it somewhere but it has to be represented as a Corona plan correct and I would feel equally probably that we would have consensus around the ASL or slash French right the second foreign language or language classroom that we at least need to be able to see where it exists on the plan um and I also requested I think in a couple of meetings I need to see where the storm shelters faces are being located in these plans I know that we are not required by state law to have a storm shelter at the level of the full-blown 240 whatever mile wind that they are but again I

132do not believe that our storm shelters are adequate particularly for the children that are in the tower that have to go to the basement where the electrical systems are housed and where we have water problems with flooding when we have any major storm I'm very concerned about it and I want to say again I want to be able to look at these plans and say again I'm not saying I need to swear exactly but I need to know that there is a plan for where our kids go when there's a storm and I want to see it I want to see it on the job I I understood like you said we should bring Structural Engineering to tell us in a good start would be where do you do it today because the building exists

133today so do you do that so we do it in the boiler room and just last week there was you do is make a change to this what you're doing today for example might there be uh so we use the boiler room we use where we use the basement we use the restroom area we use the area in the back of the offices and then we use our fitness center those are our tornado shelter areas and I want to be clear this is not a critique of our schools this is about the needs that we have that the building isn't currently addressing my understanding is there were more than 40 children in the bathrooms over that last tornado siren where we had the shelter input in place the bathrooms are down the hall anybody can

134walk into those bathrooms I understand that there are more than 40 children in the bathrooms as one of their shelter in place so maybe you're right Mike maybe the things need to change now I just again I I'm sorry I'm bringing it up again but I just feel like I've never received an answer I've never I've never received an answer [Music] to help us think about this or I think you're you're probably looking at that inner hallways the new five classroom compost that's going to be new construction for the cost of it um so especially since you've got bathrooms uh because I think one of those is the special one so there's a shower and a bathroom so I would say it would be helpful for me to have a middle column filled up for

135the existing square footage but also have a picture that we have I would like by that by next Friday we know that we are at least matching the number of classes and goes in all of those plans that include renovations because I am left uncertain here so that's the storm shelter I agree with Louisa on that uh and just to point out a few things I think we haven't labeled at all the locker room to be to be done Investments they're in Gray I mean too they are okay but again so that means that there's some uncertainty on the first one which defines so many other ones so I guess that's where I want to make sure that we are meeting the needs that we have now yeah um Megan where do you do the

136storm shelter at nail salon so the Mills Lawn storm shelter it's if you see kind of the darker blue office area yeah it is that hallway um with a break where the back door um is maybe like if anybody knows where the bus students come in and then between the kitchen and the gym and then uh is that enough room so you have to bring all of the kids all right we bring all students from this wall to this wall with a break because this is an exterior door and then we take this space to this space and we recently had a tornado drill um last last week and what we realized is even getting the students shoulder to shoulder and and down on the ground we did not have enough space for the entire

137school to go um in that hallway so we had to make a third row in the middle in the middle to make sure that we have all the students in that area we are going to reach out um I believe to the fire department for our May drill and have them come and and see you know what that looks like in a fire in a tornado drill and see if they if there's some way they could help us and because when we're I think what we're talking about is uh the fact that people could not Advocate to be needed to since it's so crowded that was correct because you can't even walk it was three rows of students okay so yeah I think I in anticipation of the choices and narrow down that we need

138to do in the future I mean it's anxiety attacks um I don't know do we have a document that says kind of like a estimated uh um vegetable and ground date you don't have a schedule but it would be approximately a year after the longest shooting passes so let's say uh if your bond issue were to be on this November design starts say around January under contractual sign construction would start then January 25th yeah all right I got you and said the schedule was going to be a summer oh a school year and a summer so if it starts in January that doesn't work well you could um you have you have to admit it advertise it bid it select and you could start there's certain things you could probably start ordering and procuring and

139that spring and then if that's that first summer hard get your module classroom set up to be a long lead item equipment purchase there's things you can do okay I think it was all over those questions were can I open for our principals here if any of you had questions about the fence if not I would say that maybe we can free them okay thank you very much I appreciate it um all right moving on 5.3 is an attempt at getting a little rubric so we can go in and we have this this lift of trying to look at the remaining to six plans and trying to look at everything foreign yeah I I personally don't feel that this I mean I think it raises interesting questions it seems to me like any of the

140plans um you know a lot of these things are about you know creatively thinking about spaces over time and how they could evolve um so to me not knowing how for the future things are going to involve I didn't feel like I really could relate to it and to this um were you gonna say a little about them because because I had some other things I'm going to say in terms of how I intend to make a decision you know I didn't create it I was asked in input I think it's it's uh Michael did ask a question how what criteria are going to be used to evaluate plans in the end the board has the option to not use a rubric at all but I think the effort to use one and to be

141transparent about your thinking that is is understood so um yeah I don't if there's something on here I may be able to explain maybe this opportunity to develop it seemed to be like we're looking to the Future as to well I'm going to say that I can't answer the education adequacy ones so opportunity to develop fully equipped science focused spaces that Rose quickly to the top in our strategic planning um that is one of our academic goals um so I think that's certainly appropriate there opportunity to increase and remodelize spaces for our arts program again that was discussed there as well I heard a board member say earlier in this meeting about the importance of the Arts and then I'm going to to Echo um the comment of a citizen about the five place that

142anti-racist yes um fantastic so evidence of that and um we know just from our previous discussion um our our Fine Arts Theater spaces leave a little to be desired uh opportunity Opera same thing with music increase or modernize so uh it builds on we have a music room here we have the spaceship we do not have a choir room um we have no small Ensemble rooms we have no practice rooms um potential for flexible space for collaboration Mr Hatter is actually going to have a kotot 10th grade class next year and they have to figure out how to do that in two rooms that are not attached it just it just presents some problems and then potential for space for small group work same thing small group special ed work small group you know you're

143a class is doing a project and you want to pull things out you can add something about the collaboration the student collaboration and co-teaching something I didn't realize until a recent conversation I had with Jack is that to recruit teachers it varies uh it's a little harder to recruit new teachers because we're a small districts so when an algebra teachers have to come up men to teach civil level at once but let's say that they have the opportunity to co-teach with someone else then they could actually they could uh split the course prep and instead of so then it would make us more appealing where we'd have new teachers coming in that wouldn't have to do so much of a front coarse spread lift but we had if we could have spaces that communicate with

144one another because then one teacher could be teaching algebra three to five and the other Algebra I wanted to and we'll be able to speak footprint work that's a huge recruitment tool that we need to consider here I appreciate that point I also want to point out with the small group where all of us who have volunteered at Mills law know that as a volunteer you're often sitting in the hallway with students when you're helping them with their math or helping them with their reading we don't have a small group space we have a hallway the hallways also where the sinks are now for the restrooms because the things in the restrooms don't work so we have students in the hallway trying to wash their hands go to the bathroom and do their small group

145work of math and and reading tutoring that's art so I'm sorry I should have a robust out there so I should run this thing together based on picture planning everything you know and as I was starting to think about everything we could be on there I got feedback with Dorothy because she's got younger kids I've got older kids my wife took a look at it asked uh Dr Holden take a look at it and the whole reason for it is that we've got so much going on and there's so much goes into this right that it's it's not just it's educational affordability there's inclusion and wellness all of this stuff has been themed from the community from what we're hearing um and that was the hope of this is just to make sure you're not

146forgetting something on one of the planets right educational tool to really assess in this case different plans so that then you can see at a glance okay you know here are some strengths or weaknesses that sometimes you know when you're dealing with all of this information it a lot of it gets lost and it's really hard to keep them straight I think that was the um Drive behind us and and that was you know the question um last meeting made sense to me so there's a couple of things um the one of them is is again is that looking kind of forward with the hope that Ohio is going to have to send them um uh is that um it the land that we have presently allows for growth on in the school district and

147uh so that's the opportunities for um expansion if we see a company because I think that's a reasonable assumption that the school district will see growth after you know is it where we've had a downward Trend I think that's fair to say um especially um but there's there's hope that that will grow up so you would want this to be a criteria that says allows for growth allow for extensions or you just agree with those ones I don't think that there's a lot of opportunity to increase with the steam stem opportunities oh you're saying for a larger population yeah I mean that's important because of Intel and because right um but there's uh but there's also the the potential for foreign [Music] in terms of guides to my decision first of all what's best for

148the district and part of what I think is important for the district is that we strengthen the relationship between the school district and the larger Community who is you know going to have to support the district to the extent that that relationship was strong I think it will to the Future uh you know provide a good foundation for our school district um I also um when I I intend to fulfill my role as described by our bylaws and I took a little bit of that out when I ran for school board I I said I thought pretty carefully about what I thought was best from the school district and I ran on those issues um the primary thing that underlies laid that was uh the idea the commitment to renovation if it was possible to

149preserving Mills Lawn school not just not because of preserving the green for the neighborhood but because it's such a beautiful and unusually wonderful setting for a for an elementary school and then finally in terms of environmental sustainability um according to our bylaws um read the board of education has the Dual responsibility for implementing statutory requirements pertaining to public education and for meeting the desires of citizens and to and we're to act as extremely representative body for Citizens and all matters related to programs and operations are reading our bylaws so so I'm not making I'm not pulling this from anywhere else uh it says board recognizes the alt that ultimate responsibility for public education is called by the state but the board of education has been assigned to specific Authority through statute and the board shall

150not relinquish or fail to exercise that Authority and then it says in terms of our Authority that we supervise through the public schools for the district and that's conducted by the Board of Education um and then the second so you know I I ran on the idea that these were the best things for our district uh was renovation um preserving those on school and environmental sustainability and I feel a you know a strong responsibility to represent citizens on those on those items the other thing um that I was very uh oh it's just a foundational values that I have is around environmental sustainability and there's no question to me that uh from the research that I've done that reuse renovation and reuse is much more sustainable than you know built into tearing down and building

151new um the international architectural pritzker award that was in 2021 went to a French couple who you know the big surprise was it went to them who essentially built nothing and they had the attitude that demolishing that we should we should not be demolishing we should be working with what quality exists um there's a lot of information out there they they raised the question we're recycling Coke cans or recycling beer cans why are we carrying by the buildings down in the name of the progress um and then there's also the president of the American International architectures uh organization who you know coined the term the phrase the most sustainable buildings was my own PBS there was a big program about the waste and the waste around the world and the efforts by an environmentalists to

152reduce waste to reuse and and they were talking about just the huge environmental crisis that the great amount of waste uh all around the world is closing I feel very strongly when we have particularly of our youngest folks that this crisis is just going to be getting greater and greater uh as as you know the years go by and so uh so that is part of the reason those are the the growing mind values that I will be um using to make a decision if if I have you know I've been talking to people in the community I feel like I uh you know would like to represent those folks to the best of liabilities so that's my intention uh by the way another thing I want to point out is that the architect for

153the last new build uh at one of the meetings somebody asked him what the life expectancy of the new build would be and he said 40 years I was actually heard from our architect it was 80 to 100 as an estimate so I don't think that that's relevant information so I just wanted to I don't know that that's true but that is what it is that was on you yeah um so I have a couple things I like to add to the rubric um I just also would say I'm a little surprised to do this but what I'm hearing you say is that what you ran on is what you continue to stand by no matter what because you feel that responsibility to the citizens and yet what you're saying is if I'm hearing you

154correctly that you feel that you ran on the values that were the best for the district without having actually so after the well how long have we've now been you know a year plus a year plus of so many meetings listening to so many teachers we've listened we've had a young people write in um and and just say that you don't um I don't know that that your mind isn't thinking about some of the other needs that we've been hearing even from our youngest people in the schools who you are right will inherit the climate crisis of our planet and so I'm concerned that what I hear is one citation over and over again from this architecture Association that individual who said about this sustainable I've now heard that from citizens I've heard you say

155it I've heard it said now I think more than 10 times um but I don't actually I haven't actually seen um a full um a false let set of references as to that standpoint and I also want to make sure that we are considering the environmental sustainability of what it costs to maintain our systems to pay for those utilities um what is the difference between having a lead silver certified building and what that would mean on the reduction of emissions and impact of energy on this environment versus what this one gentleman from the architecture Association has said that we've heard over and over and over again um I I'm I'm waiting to be convinced I have not been convinced that I'm surprised that you're saying that you're you're you're standing strong to everything that you

156thought before when you ran is all still true it just surprises me what I what because I've learned so much in the past year and a half by listening to our teachers I learned every time I'm at a meeting I've learned from this gentleman here I've learned tonight from this gentleman here and I'm sorry I forgotten your name I learned from citizens every night who make statements I learned tonight that income that landlords on the rent they collect they pay income tax on that I didn't know that I've learned a lot this very evening and I continue to learn every day I'm a lifelong learner and so are the Fearless thinkers at the Yellow Springs district and I am proud to be part about it and I am proud to learn with all of you

157and some of the things that I want to make sure are on this rubric that I fully support because Rubik's are Educational Tools and at the end of the day we are here to support education um I would like to see to make sure that we are also talking about one of the concerns that we've heard over and over again about the ability to retain and attract Talent talented teachers to this District what is our ability to retain and attract teachers to our district I want it on here I also want to know what is our ability to retain and attract young families to move to this District who want to come to a thriving District where their children will be supported where their teachers will be supported where we will all feel like we

158have made a win um I'd also liked it and that's a separate item Families versus teachers I also want to see longest term investment on this program what I'm talking about is that question is it 40 years is it 80 years I'm not sure but I would like to see because when I go in and I I'm telling you I have lived below the poverty level at different points of my life I am a home inc homeowner because I was eligible by the eligibility Financial guidelines for that I have bought used cars all of my life I've never afforded anything down a used car and man when I first started going out buying used cars I would get the cheapest one on the lot and you know what they didn't last very long and I

159had to learn the hard way because I didn't have money so I had to go buy another cheap car on the lot and I've done that many times a few years ago I bought a car that had less than 100 000 miles on it and I was proud because I got myself into that bracket and guess what my car is lasting longer and I'm proud of it and I've made a really good Financial investment because I stopped having pay mechanics over and over again to fix I do not see that yet and I want to see those pieces also in the right so that we can evaluate when we're asking our taxpayers to make a significant investment because in the end Amy you're right this is a big lift this is a big lift we

160are you're right it's a really big lift so if we're going to make the big lift if we have to do this leap right now how can we tell people and look through it in the eye and say we're really trying to make the best investment of your money and which is also our emergency I'm a taxpayer in the district so I dug into that um I've got a report and it would be interesting to sign up to everybody um so Carl Elefante is skating at about the U.S building is true if you consider the entire U.S construction industry um which which put hits on I guess there's still a little bit of research now scientific or anything are you science direct emails yeah well so come through in the peer-reviewed literature is very interesting

161depending on the assumptions so if you have a building that is about 30 more efficient um the break-eating point really varies a lot based on what the building is used for and the materials we're using and it ranges from 10 to 80 years and so the overall Construction industry is around the us around 30 years and so if you're going past 30 years that's when you get the break even of the carbon emissions and so if your billing is going to last beyond that depending on what it is you actually are better for the amount of carbon releasing in the environment versus versus build new versus revenue and interestingly enough he Carlos villafonte's got a few students where he actually points to a 2016 government report that does case studies and those seem to be

162the clearest indication we have a really the environmental impact and um in in that in the report that he points to the two schools that they did the case of these aren't broke even at 10 years and 600 years so if your buildings are going to last beyond that that report at least indicates that you you're better for the environment carbon footprint standpoint alone the European studies that I've seen and that have been cited by the international researchers um retail design um conference basically is it the their studies is what the retail design Community is selling themselves and these are the folks that are you know Tiffany's as well as Walmart is that the best thing that you can do is that the thing that's going to happen most of the practice is like the

163site and that means the building so it began to reuse the building that's the best thing that you can possibly do when everything else is coming so I'd love to see that because yeah it was a very compelling there it was it's it's changing the industry I mean um I'm told that um the program that I'm in right now is it's fashion design and again fashioned and reached out um those are some of the biggest um sites that they have and the way that the students are being taught is very different from what it was even three years ago so um and that's that's uh that's the message that's really good so so on that going back to the road breaks and see if we can use that as a tool because Purge uh work

164with the same Service Tool on that um you go to a second page on the environmental sustainability we have potential for reducing portions of existing buildings which is what you and Amy Julia talked about potential for low or no for sale fuel use uh which I think we need to account for right because under the renovation hands what we've learned through the last year is that we cannot retrofit High efficient system or event Net Zero systems in a renovation actually we've been recommended to use a low efficiency system for heating and cooling under the renovations because the high efficiency units for cooling and heating they are more expensive to buy they last less Long so they need to be replaced more often and they are more expensive to maintain so if you listen to the

165zoo meetings from December 15th I think this is when Mike Murdock explains his recommendations to go with low efficiency and again I want to be fair there the low efficiency system that is talking about that is talking about are better than what we have now but it's still not a high efficiency and there's no possibility to combine Renovations with a net zero systems um and then there's that third rubric here which is to incorporate outdoor areas as running spaces into building design so are we here missing some fruit areas foreign is that are those River bricks including all of our uh thoughts and nuances here yeah I don't think so um you know because I've written down you know in addition to the land use that potential for uh population growth is that you know

166again is that some of these plans you know are under the essential assumption that we um that the population is going to reduce and um I I apologize there is a I just want to talk to you about the the numbers that numbers those are done by not by us but the state contracts with teachers think and so that is an enrollment right um projection out I want to believe you I want to believe Lucia sure there is a slight decrease which again um I think there's only one school district in Ohio that's actually growing right so this is not a not necessarily it's not necessarily unique to Yellow Springs so um and I would also just ask the board to think about you know I hope that you decide to use a rubric what

167I would suggest you think about is um things that are within your sphere of control or the sphere of control of any plan so in my mind knowing what I know about rubrics is an educational tool it would be hard for me to check whether one plan or another has the ability to welcome to grow population um well Amy's talking about like just sort of like the land size around the schools which I hear I mean I think another thing that could go under environmental sustainability is the amount of mowing of the acreage that we just saw up there the acreages I think what did you say 27 or 37 27 and 27 years which is both the cost of the district it's also maybe one that we want to put under environment difference I

168don't know it has approach because you also have the land but you also have your first experience I mean right now is that the school district has land for growth and there's some of these plans that we'd have Less Fun for growth so um the the one thing that's also missing here that was from the community uh from from the strategic planning is community engagement so and that's significant especially since right now we have a campus that's positioned and used I mean it's used for pop-up you know I think off of retail all the time now so it's very much it's you know we so that Community engagement the opportunities for those engagement I think is one of the key [Music] let me you know that's some language that you know we should add because

169again it's part of our strategic vision and um and what we have now I think one of the reasons why we have support for the schools of global that we do is because people feel in school work in their lives which is potentially a way to uh to pay for uh Energy Efficiency systems in the schools that currently are not necessarily part of the plan right right but also participating in the department of energy uh bills that even though we weren't you know part of the is that that still provided us with information that was very helpful I was going to say too though when you're having to replace things I think he said the life expectancy of a very high efficiency uh HVAC is 50 yeah 10 to 15 years so you're so you're

170building new systems to so I don't know I think there's some question at some point about the uh the actual efficiency of what you have to keep building these high tests something that we deal with in the Air Force all the time is the big thing that we talked about in defense salary reduction agency is new systems usually you don't need are well almost always lead to be maintained more often than um then uh systems that have been in that that have been well shaken out does that make sense so when we um this app would like hardened electronics for satellites all the time sorry to talk about this but it's uh um but there's the Air Force basically says if it's younger than three years we don't put it up on satellite because we

171don't know how it's going to react um after being up there so there's there's some so the newer systems as they get older and as we get more experience with them their maintenance tends to you know instead the efficiencies of the amount of energy and the carbon program have less of that and so at a certain way you also gotta ask yourself what's I mean your principles are to go to low carbon or no carbon so you may hate to have that I mean that's right when my friends Hall talk to you all is there more of an investment like I don't know how that worked a lot of times there's more of a capital investment up front yeah can tell you how much savings by putting in the higher uh the better systems at

172whatever level anything we put in will probably be better because it will be newer and all the new stuff is is much more energy efficient and then you borrow against that so that's actually another another little pot of money potentially when there's school districts that have done this they've done it with the state program they've done it without yeah and the state program I have a rubric that can hold both under environmental sustainability and Community engagement uh which is we know that the village is looking at uh Banning single-use Plastics and I know it's a small thing compared to you know the other carbon emissions that we're talking about but it's just one that I think is not only symbolic it's more meaningful than that and I'm wondering does it have a place on the

173rubrics here can we add it in the environmental system it is the potential to to have reusable diningware so that we can ban a single-use plastic so is it too small is it too small in terms of investment well I think it's worth it if you think about the total number of students in our district even if it's only half of them buying the school lunch every day still the amount of plastic throw away that that's generating in terms of trash is probably huge if you look over the school year how do we how I mean one thing I uh recent I think or Mills Lawn is it's like it's like this incredible uh setting for an elementary school and I don't know how you put that into a rubric uh versus a new a

174new build which is not going to be had that a beautiful setting in the center of the community here I think but do you think this last one incorporates some of that potential to incorporate like the outcome of the outdoor it does but it's I mean that's quite includes educational value of it yeah the community engagement is that that Community engagement is and and we have Assets in this District that invites the community into the schools right and we have those assets on both kids right um I'm not the mission discount this this campus at all but the uh the opportunities that the opportunity that Mills Lawn represents in this community right now is who would just respectfully ask that you as you entertain options to put on the river and take off that you

175again keep children at the center as opposed to I'm not a I'm not saying Community engagement should not be well if it's our criteria but I the top criteria should be our children and our educational program I think having designed rubrics for years and years as an educator I think in many ways you're making this much more difficult for yourself so I would just I would just advise you I would change this however you want it but you have to make it a tool that's actually going to be usable as opposed to having a five-page rubric now we couldn't keep track of the plans now we can't keep track of the rubric so think about if you want all of these things on here a little easier so I'm not hearing any comments about taking

176off any of those rubrics am I right something yeah I have one two three four five six seven things to add additions and that's um it will be done I would I would hope that we can keep it under two pages like two pages Max what I want small font um I I I'm a numbers guy so yeah you know spreadsheets like this make you know that's what I love um I got some Roofing estimates um Leslie could you please pull up the drawing of and then I'm gonna um so we know right now that this roof is in trouble and that this roof is in trouble um they were kind enough to give us estimates on this section and this section as well although this is really what I was going for uh foreign

177right now the other big question I have forwarded you all the emails um about the cracks in our gym walls um there is some vertical cracking there is some stair stepping cracking um and moats sent someone out to take some more pictures um he gave his to Mike Murdock gave his two cents that did use the word concerning about a couple of the cracks also one of the issues is that we have our backboards bolted through the walls which are not designed to um be load-bearing for baskets so if you have any kids that can dunk don't ding yeah yeah so so it's good that we don't have any kids but um so that that's part of the concern on the walls um hopefully I I'm arraigned I'm trying to arrange a meeting for Monday

178to actually have thp's structural engineer come out and take a second look at the cracks in the walls um but basically I need an answer from a structural engineer on the walls and what would have to be done to fix them and what that cost is um and if that can be done without affecting our roof because if you put a new roof on and then do something that contracts the walls or whatever then then I'm worried that we're messing up the roof that we just put on yeah what did our maintenance supervisor Craig Carter went for accident if you have anything um the cracks you know there's some question on no nobody really knows if the cracks are expanding or how new they are um some of them have been there for a while

179Conrad told me they were there when he started working here which was in 1985 so just to say they're not new well I think there are additional ones yeah so there's there's a lot of cracking in the walls and like I said some of them are not some of them are not concerning and then some of them they did Express his concerns and we're talking about putting a heavier right because we have to put insulation in the um well insulation it may not be heavier because it's not modified fishermen um and also yeah I would say these broken estimates this is for a 20-year roof um don't compare these to our estimates from thp that was a 30-year roof that was marked by Fishman so it's a lot different uh also a drastic I am

180not a roofing expert I just know that it's not modified fisherman um so I can I can ask that clarifying question I was trying to get these budgetary numbers as soon as possible I had to press the to get these numbers the other things yes they are a design Builder so we do not they have already competitively been the products they do not have to go through the um we don't have to go out to the bidding process so um was there a reason begins at the past drum code for because they don't they don't have to do I can I can ask tremco as well um and then I can ask them if they will fit in their schedule so I'm hoping to have an answer on the structural Integrity of the gym walls

181and if you know if they say you can fix the structural issues after you put the roof on then that answers that question um but I need those answers and then the other thing is these numbers um we would need to take action on these before May or they they're going to go up and the other issue is we need to take action on them before May because that's how we can get it done this summer otherwise we're postponing it how do we pay for it so we have our outdoor well it's just a facility Improvement that this 170 that exists right now um that was one of the track for the field house yeah that money has to be spent Yeah by September um so that money has to be spent by September that's

182why I'm like okay if we're gonna do this then we only have the money to do it this summer we got to give it back and then it becomes rolled into a project and I know that the gym is included in a lot of our projects um five out of six include reusing that gym so so that is an important answer um and then also what that structural estimate fixes would be if that's needed are you proposing for this summer if you could go back to the roof drawings how many of those sections are you proposing sections one and two um and so there would be an investment in addition to the money that needs to be spent this summer right because 300 000 was just one of those sections uh they are to get

183combined they're about 450. um we will if it's done this summer permanent Improvement we will have some um so I'm just room in that um but we just moved seven to five thousand seventy five thousand we've got we've got about one we have 150 un budgeted so we'll have 75 on budgeted and then we also get more money next year um part of it is used to pay for our debt but part of it is free for Capital Improvements so we would use all of fund70 we would use permanent Improvement and then any leftover amount would have to be covered by the general fund but since this is such an important piece of any of those projects and the um current leaks and state of our roofs um yeah the other thing is I would

184also need to see that uh the B1 option it would have to be taken off the table if we're going to do this so we we don't have to do this um but it does help um but the cost of a lot of the projects um if if we're looking at everything besides a completely new building um so B1 and C1 wait wait thank you I have a question what if we have to do structural repairs and it's taking us even you know yeah so I I'll have to I am waiting on that answer whether or not we have to do structural repairs so I think he uh we're presenting this tonight so Jay's going to get more information we actually have a meeting next week that is a work session so what what would

185you know the board could decide it's going to be a special session which only means that a work session is a special session that no action is taken if we call it if we make sure that we publicize it as a special set a session and the board wants to take action on this you can take action at that Duty yeah so this is just to give you guys a heads up one thing I wanted to point out is that these numbers are about uh have a boyfriend s were by THB in terms of because they were they were earning forty dollars per square foot this is a product this is I mean I'd ask Jay what was the square foot cost on these and it's between 19 uh it's between 19 and 26. 19

186and 26 so it's going to Interior products it is a it is a different warranty product it is yes 20 years not 30. no I know it's also not projected out it would be it would be done this summer and not into if we do uh the plants that would include new roof ones so on and on the tower we can pretty much if we think this is an adequate product we can pretty much pass those classes for like five just to say they were you know so that's the reason that's the reason I'm bringing it up basically yeah it's not an Apples to Apples comparison but it is a it is a 20-year product so um [Music] the problem is that cost goes up significantly and we don't I was hoping it would be

187the answer would be I can do these roofs for 300 000. so we're already in so we're going above the 70 and then to go to 30 years it's I don't know what the percentage increase would be but it would make it part of a building project as opposed to something you could do this summer and when we we think before the answer about that um I am hoping to get the answer um next week multiple opinions or this person like you're feeling good about this um it is town so I I mean that that would be if you wanted I didn't have another structural engineer I can call we would have to pay additionally for that one um I was just going to say that there was some significant errors in his uh in
