001all right hey everybody a crowded room I love this uh so welcome to the Yellow Springs Board of Education meeting before uh yes um Gary Rios here okay here and playing here Magnus here Turner here we have a forum all right so first order is this is 1.3 and is approval of our minutes the last version that's time yes Gary Rios yes okay yes template yes Magnus yes motion transfer to zero all right four uh I'd like to acknowledge everybody here thanks for joining us this evening again this is uh get to see a crowded room um and for everybody who's watching online then we'll be thanking people questions yes I'm going to um have the principles do do the honors um today and we will start with the Young's Theory Mills Lawn scholar of

002the month that Miss Winston will present foreign bring them up right here that's good that's good all right so our young Dairy Mills Lawn school scholar of the month is Charlie McCullough he is in second grade he was nominated by our school counselor Mr gugel and his teacher Erica Hunter and he has been a student at Mills on since kindergarten Charlie has excellent participation in class and is always eager to learn he is responsible and is a leader in the classroom we appreciate his positive attitude and consideration for others Charlie sets the example of being Bulldog great oh all right [Music] [Applause] from the family the whole thing that's right that's right foreign okay I'm going to um celebrate our Mills Park uh student of the month it's Greenlee Cordell come on up Greenlee [Applause]

003so so Greenly is a senior with us here in Yellow Springs she's been here since I believe fourth since fourth grade I've had the honor of working with her for the last six years and she's always been just a really Pleasant kid to work with and this year she just seems to have taken off and her trajectory has just um skyrocketed she was nominated um by actually three different people um which isn't really a good sign when three different adults in the school are noticing how well somebody's doing so I want to congratulate Greenly and wish you the best the rest of her senior year thank you Supreme okay next I want to recognize Christian Miller and one up Christian so nutrition is our trophy Sports scholar athlete of the month um Christian is taking

004a full schedule six courses multiple AP courses um has an accumulative GPA I think around 3.9 um uh GPA from the first quarter of a 4.0 he was the goalkeeper on our regional champ soccer team yeah and if you were at the original finals finals Christian was the Difference Maker in that game um there's a penalty kick that he had to save and then we went up 2-0 and I felt the momentum shifting back and they got a good shot and Christian had a diving save on that um so so a Christian has represented our schools so well and and when he puts the uniform on with the Yellow Springs Community name on you know what you're getting every single time so I couldn't be more proud uh to recognize Christian Miller congratulations [Applause] thank

005you to take a picture as well come on up coach Dan his parents want to come on up [Applause] foreign Orchard employee of the month and that's Miss Naomi Hyatt [Applause] [Music] this is the most spirited board meeting we've had to date um yes she didn't know that they were coming so so that was Leslie's handy work um so Miss Hyatt um I've had the honor of working with Miss Hyatt for three or four years now she's an intervention specialist at the high school but she also wears a lot of different hats in the schools and around the community um you see her at pretty much everything that's School related um she's always there a huge advocate for our students huge supporter of our students she was nominated by Miss Hannah Corrigan one of our

006other teachers who's also at pretty much everything so um um but I just I appreciate Naomi's support of our kids in every aspect of education so congratulations thank you thank you [Applause] [Music] foreign just always because it's official communication with the board event we will always um submit it as an attachment on the agenda so yeah we appreciate those days I'll get right about the board members thank you for reaching out all right so 2x3 is community comments uh we have a few people who would like to speak and thank the Lord so I'll call them in order that they signed up and um we ask you to uh let me get your comments about Korean Mr super hits I will um I will give you a 30-second warning so sorry to interrupt but I'll

007say 30 seconds and do that just to keep us keep us running tonight okay in front of the owls or talking to you or talking to everybody that's great right there but I gotta get down like this okay all right um Mr President members of the board thank you for letting me speak my name is Eli hurwitz I am the President of the Yellow Springs Education Association I like to come to these meetings to talk about the amazing things that the members of the teachers unions have done as Educators in our district book clubs that go on in our classrooms and in our libraries the projects with agraria the photography field work and French class exploring French culture through and with the help of local sculptors however more and more teachers have been coming to

008me with concerns about our facilities I have a member that is worried about the air quality in their classroom it has been checked by The District's Environmental Services it meets a safe standard however it is still a persistent issue for my member I have members that at the start of the year had classrooms that were too hot to learn in we have wasps that regularly make their way into this year library and fly around people's faces here we are in my classroom at the high school last year we had carpet on the floor and a constant odor this year carpet has been removed and I must say that it feels a lot better in here it more than that it smells a lot better in here and you all look really wonderful on video so

009thanks for doing this here um kindergarten at Mills Lawn has carpet that is older than some of our teachers having a 23 year old carpet may seem like a reasonable thing for you at your home but I would like to remind you that school carpet is not home carpet kindergarten spends much of their day in their room they bring in mud snow dirt and life they live here at our schools and when they walk on that carpet they live on those carpets and as many of you know that kindergartners have accidents so 20 plus years of accidents on the same carpet mean it is probably a good time to look into changing it now the maintenance staff takes care of it they do it is cleaned it is disinfected it is washed it is scrubbed

010but it is still 20 plus years of accidents unfortunately it's not as easy as just tearing up the carpet and putting down new or even floor like this because underneath there's Asbestos and that means abatement if we go the route of replacement but here we are as teachers we actually don't ask for things like new carpet as it turns out most of the teachers in the district have bought their own teacher desk chairs because they don't ask for those either we do the best we can with what we have we put it in your hands as a board to provide us facilities that are safe and healthy for learning what environment do you want our students to learn in I was listening to the facilities meeting and I heard the comment and I am paraphrasing

011we should ask for a Hyundai not the Lexus and I'm happy to report that we do amazing things as Educators with just wheels on a cart and while hyperbole will not take us far the Urgent needs of our facilities affect our students ability to learn and affects our ability to teach it affects our students ability to thrive in our schools and it affects our teachers ability to thrive in their classrooms really it affects the ability for our schools and our community to thrive but we do the best we can with what we have thank you very much [Applause] good evening all my name is Jamie Adolf and I'm the McKinney Middle School 7th and 8th grade language arts teacher as well as a resident of Yellow Springs this is my seventh year at McKinney in

012my 10th year as a teacher we need new schools many days I enter my classroom and I'm greeted by the smell of raw sewage from the bathroom down the hall the smell goes from the bathroom to the room next to me and then to my room I have to make sure the door to that adjacent room is closed so the smell doesn't overwhelm my classroom and my students we need new schools last time where I lost three feet of my classroom because space was needed behind my classroom so that our counselors could adequately serve our students I was happy to give up that space because that was what was best for our students my amazing principal Mr Jack Hatter built a beautiful wall three feet closer than the previous trailer wall but should you have

013had to do this should we be forced to cannibalize our own spaces so that we can give our students what they need and deserve if you've read the latest facilities report every major system in our building is failing needs to be replaced as an aside did you know you can drop a pencil from the third floor math classroom through a hole in the floor and it lands in the cafeteria below is this safe every day we ask our teachers to work in and our students to learn in below substandards conditions it is appalling disgusting disgraceful and shameful we are better than this and we have to do better we need new schools how much longer can we expect our teachers to put up with these conditions we're all aware of the massive teacher shortage in

014this country any one of us could go get a job in another school and most likely get our pay commensurate to our experience once teachers leave who who's going to replace us who is going to want to smell raw sewage in the morning who is going to want to gradually lose their classroom space we need new schools it is becoming clear from the facilities meetings at renovating our schools is going to be more costly if not far more costly than building new why would we put up a levy that costs the taxpayers more to renovate than build new and in return we still don't have all of the 21st century spaces and tools needed to adequately and effectively teach our children we need new schools I think our community needs to know in no uncertain

015terms that there is no magic plan no fairy dust that can be sprinkled on our old decrepit buildings that will somehow be cost effective and solve all of our problems many trusting tax paying citizens of Yale Springs believed there was a plan and showed that belief by voting against the levy even our own Hometown newspaper gave Credence to this false narrative by strongly opposing what's best for our children an egregious decision to be sure but not irreversible instead of further polarization we need a coming together we need those who created and spread this false narrative to come forward and say hey we were wrong maybe we wanted it so to be true that we didn't do our due intelligence we're sorry and we know the hurt that we've caused and continue to cause our children

016these people including the Yellow Springs news should be on the front lines of this coming together rallying our community to do what is best for our children and that is to build new schools lastly we must stop blaming the need for new schools as the cause of people being forced to lead town let us not put the sins of village councils and Village managers past bad policy and decision making that has created our exorbitant utility bills and High Cost of Living the true reason people have been forced to leave town for decades let us not continue to place this on the backs of our children we cannot move forward into the future until we right the wrongs of the past thank you for listening and let's come together as a community and do what is

017right for our children we need new schools foreign probably can't say it much better than that I just want to Echo a lot of those sentiments my name is yeah my name is Liz hole I'm a um resident of Yellow Springs I am a working mother of three children I have a seven-year-old a five-year-old in kindergarten and a two and a half year old so I'm in it for the long haul and I have a lot of concerns I'm very worried I'm worried about the facilities issues in our schools and what it means for our children in the day-to-day and what Renovations will reveal as we start tripping away and finding things that are far more costly than even these inspections have revealed to us and what that's going to do to our children learning

018in a construction zone or having to perhaps learn remotely because of what what is revealed during these Renovations it's a huge concern and not something as a working mother my partner working I'm going to be able to you know deal with on the fly or you know just quickly um the other the one of the other major things I'm very worried about obviously is our teachers they're incredible one of the reasons I grew up in Springfield um decided to reside in Yellow Springs is because this is an incredibly Progressive beautiful Village that I want my children to grow up in and learn in and it just feels really unfortunate that we can't be Progressive in this way in our facilities and um creating an environment for them to learn and a safe and healthy way

019um yeah and my biggest concern lastly is just the um the pressure on the staff so and the continuous amount they have to talk about the things they need but never really see the things they're getting I just came from a PTO meeting where we talked about the you know custodian having to get water that was overflowing in from the plumbing this last week during like parent-teacher conferences onto the carpet and some of the the children's room so it's their failing systems are going to continue to fall fail and what I like the board to do is to present us um like the last speaker just sent is with truly what the cost of this is going to be compared to what a new building would be and don't waste our time if it's not

020worth it and just be up front with um taxpayers like myself and other villagers with what the actual cost is going to be sorry that was clear thank you [Applause] Jennifer this one this one this one usually there are six uh my name is Jennifer Berman I have uh two kids one uh is now a sophomore in college I have a daughter who's a senior here and I'm also uh very eager to learn about what we can do uh to make our school safe and healthy I would just uh urge the members of the facilities committee uh to be civil and fair and respectful of the process that the voters have asked for that's it [Applause] perfect there you are I do my name is Mark hi Samuel Springs resident of Yellow Springs Business Center

021and president of the Chamber of Commerce today we held a board meeting of the Chamber of Commerce and it became really evident that we really need to do something about our schools the reason I say that is we have we have two very large high-tech industries that are moving in within the next five years we have the Intel checkpap and we have the Honda battery plan if we're to attract the satellite businesses and the talent that are going to be working to those for those businesses to Yellow Springs we have to do more than fix our schools we need to make them better if that means tearing them down and rebuilding them so be it we as a chamber are committed to supporting the school board in any way we can to make our school

022system once again a model in the same thank you [Applause] oh yeah my name is Katie May and I'm a parent of a student at McKinney I'm a student at Melbourne and a resident of Yellow Springs I'm just here to air my frustrations as a parent I moved to this Village for the school and I'm considering leaving this Village because of the school the conditions are unsafe I have a student that comes home from McKinney every day complaining of his eyes burning and difficulty breathing I have a daughter who just complains constantly about the distractions that she's facing in the facilities that she's learning in if there are current distractions what distractions are there going to be when there are constant Renovations and it's only going to cost us as much or more than a

023new building I feel like we have the same discussion constantly and it's time to just face what we need to do and that is the golden School thank you [Applause] uh Kendra ciplini a 20-year resident I don't really have a prepared statement but I knew I'd want to say something so I'm here I thought it'd be at the end of the evening but we're okay um I just wanted to urge that we do something we have been kicking the can down the road people are complaining we haven't done maintenance blah blah blah blah you know we've had 11 what six years ago seven years ago now we're looking you know my kids are going to be out of school they're not going to be benefited from this but I'm going to vote for it because

024the educational system here is really important to me and these facilities suck and there's no theater facilities which is particularly important to me they slept for theater but that's not even in the plan that's a whole other thing um but we've been kicking the Ken down the road I work in a at a university guess what it's 30 million dollars for an educational building it's 30 million dollars to renovate an educational building it's not going to be cheap so the community has to decide are we going to pay 30 million dollars to get new schools are we just going to let our schools die because we can't let our kids continue to be in this kind of learning environment and so you know nobody asks any questions to pass the fire Levy okay that's an

025extra 40 a month for me did anybody ask no that just went right through where's the affordability it's quite obvious that people want to prioritize everything else except for schools and that is really important here and a lot of people that didn't vote for the levy don't have kids here or they send their kids someplace else how many people send their kids to another school because our facilities are so bad here it's not because of the teachers the teachers here are great it's because our facilities are are not very good so I just urge that we do something in stocks you can get down the road we're going to have to Pony up and we're gonna have to get rid of the schools and I don't I do not want that because our schools do

026incredible things I mean you look at how the soccer brought everybody together I went last night to that game and you know we have like five times the amount of the other school people of all ages and we would not have that here we not have all these people living and moving here I have so many friends that said I would not move here now if I knew what the schools were like and so we're gonna turn into a retirement bedroom community with airbnbs and no Vitality young we want the all together we want old people we want young people we're going to lose young people if we don't do that and the other thing I'd like to point out is the play that they did this weekend five scripts for an anti-racist tomorrow or

027whatever it was called that was incredible and you could not do that in another school district if we merged with fairborne if we merge in Cedarville that play would not be allowed to be critical race Theory and that was really an important thing that the theater did and we had to do it in the shitty Foundry too I'd like to say that that there's raccoons there's raccoons that come in there I mean they're dealing with raccoons as they're playing as we're trying to practice the plays that's that's ridiculous we should have facilities where they can put plays too but that's another fundraising issue thank you [Applause] okay um hello my name is Ashley folkerth and I'm a Community member a parent of two Mills Lawn students and a fifth grade teacher I'm here this evening

028to speak about the lack of Renovations in the current fifth and sixth grade Wing when I sat down to write this my thoughts I had to express it through the lens of my students because without them I would not have a career I love so much the students in Yellow Springs bring me joy because they truly are some of the best students I've ever had in my 11 years as an educator I'm here to talk about my students needs not my needs I'm here to speak on my own children's behalf because they are too young to advocate for themselves my students need a reading classroom which does not smell like an overflowing toilet it smells like an overflowing toilet because the restrooms next to our classrooms have flooded and soaked my classroom carpet two times

029this year my students need a space with adequate and clean airflow not a classroom which is so hot in January all the windows have to be opened my students require an up-to-date HVAC system which pushes out clean filtered air not air that aggravates every allergy to the point we run out of tissues in November my students need clean spaces to stretch out and complete their learning which meets their needs instead they sit on carpet which is older than some of our teachers we have very little space to display their high quality work our classrooms lack real outside walls a window AC unit which only costs us more money but really provides no heat relief our classroom has a strange and nauseating smell coming from the storage cabinets while I could go on for another 20

030minutes speaking about what our classrooms lack I will end on this note our students my children and the staff deserve the same high quality facilities as all the other students in Greene County are lucky enough to experience thank you [Applause] all right thank you everyone that ends our community college yeah it wasn't here well seven and a half percent of the meeting so let's submit something right that's it uh 2.4 we have a five minute breaking if you want to get off as we're going it came out yes thank you you're good teacher all right welcome back everybody uh 3.0 uh uh for uh 3.1 here please excuse me we had Steve McQueen as our representative there and um mm-hmm okay well Steve yeah so Steve has been our board member so these monthly meetings

031vice president of the board for the Greene County Career Center and with your blessing I will be president come January any questions they are Representatives as well as well yeah so we need a a nominator somebody needs to nominate at nominate Steve okay we are more representative of the board correct and so the time commitment is just meetings once once a month on Wednesdays it's a report to each one um are there any other nominations representative experience so okay and then we move to the second to close the nominations I remember we close enough a second and then we will cast a ballot for Steve McQueen I'm just going to call the roll and click on the wrong choice so you just say excuse me Fieri Rios Steve McQueen yes Dorothy okay TJ Turner yes

032maybe Magnus yes Steve McQueen thank you very much [Applause] or December all right 4.0 they have a doctor can send calendar on the administered aside thank you um Ford we have um 19 policies now that we've completed our catch-up agreement um we are now into the period where we will have probably three reviews during the year so this is volume 41 number one and if you uh there's a I've listed all the policies and the changes there there are PDFs as well as a document called policy update 941 which gives an explanation all of these are revised I believe except one and as you know these policy revisions come from changes in the law um 4.3 is an approval of a memorandum of understanding with the field Springs Education Association for four evaluation tools and

033these are what are called local evaluation tools um so that would be for our district nurses our district librarian our Middle School Career Tech slash building sub position and our um pbl teacher support specialist and then the fifth item is the um the local tool for high quality student data which is part of all of the Ohio revised code changes to the teacher evaluation system protest to the question I do have a comment that I want to make to the community here and to the point is there about some of the board policies you'll see that some of them they are repeat for several reasons but uh some of them are about weapons and grounds and there's an update to those and from my understanding and it was confirmed by the utj that those policies

034we have a general policy of prohibition of weapons on the ground this is a religion that allows us to do as strict as we can with the prohibition of guns but to the limit of the laws and as you may have remembered there is HP 99 that was passing Ohio earlier this year but this is impacting the decisions that we can have at the local level foreign okay I'm playing yes Magnus yes Turner yes Barry Rios yes motion pass Five to zero that's all right 5.0 is our consent calendar for personality I said I moved to open a consent calendar for Christmas in a second or you will see five Personnel schedules um mainly um volunteers we keep increasing our volunteer pool so the efforts we've made to pay for background checks are paying off

035we have a resignation um at the end of the year um uh excuse me let me let me back it up a retirement at the end of the year um and then the others are um regular teacher substitutes as we think foreign schedules okay okay yeah implant yes Magnus yes Turner yes Fieri Rios yes motion pass Five to zero you're right number six um correct so 6.1 is is my piece here strategic planning um we were unable to have a a robust work session um because we did not have a quorum at our strategic planning session um but I want to to speak to the board as well as to the public that we we are engaging in the strategic planning process has not had a strategic plan since the class of 2020 plan ended

036at the end of the Academic Year in 2020. so beginning in January we've engaged the services of a consultant from the Ohio school Works who will assist us in this we will have a core team and we will be sending out information to solicit members on our strategic planning team and we will revisit our vision and our mission and then identify some goals for the next three to five years so our plan will not be a 10 or 15-year plan in wwf3 to five year plan I will say facilities should be a part of that plan it's what is our future what is our vision so um four meetings those meetings are here for folks to to reference and then the goal is to bring a completed strategic plan to the whole board for approval

037at the main board meeting so and the hope is to get the invites out um December well I I will get the invites out once I were working on a database of potential members of the of the Court team and then folks will have ample time to plan because as you see the first meeting is not until um January 30. so we've allowed some um some time in there um well I understand that people can get home from work but I think what we've been experiencing is this is these meetings have been going I'm just going to be quite honest just way too late um I get paid to stay here so if I'm here at 1am right but I have to to give have some sensitivity for my principals and teachers who also have

038to roll in in the morning as do many community members into work early in the morning so it's it's a tricky balance right um so we figured 5 30 we had a long discussion at that meeting about when to start and so those who were there you know it was more a dialogue because it wasn't an official meeting um we landed on 5 30. yeah we split the difference so I'm happy to answer any questions about the strategic planning you it's not a question and just to repeat something that he's on that we can send to you names for potential members by December 1st that would be appreciated um yeah I mean you can send me however many you have it is more deck right yes these will take the place of our work sessions

039that we that we've been having so that's they're one that our work session dates um and then one of the ask you know when we're reaching out to the community members to join the strategic planning team you know that's why we have the dates up here now so like I want to make sure that you try to plan to make to be at every meeting until then we'll get we're compacting this a lot of times this takes a year yeah if we're focused and and we we get get the job done and I I think that there's there's benefit in fit English in this time frame um especially since we're looking at strategic strategic plan is like three to five years as opposed to every 10 years so this is something that we're going to

040be revisiting more often the board student strategic planning boards uh it's a really good idea to take the temperature and check them in that class so because you know we feel like this process even though it's not as long as other ones is that we're not really to understand it no it's really the most important thing this board can do is develop a robust strategic plan thank you all right so 6.2 this is a we've titled this the the charge of the facilities committee and could you complete of the appropriate hash document there um I asked Dr Holden to add this to to the to the discussion tonight um for a couple reasons one I've heard from several community members uh a little concerned about the process and as we've heard from the community comments

041this evening about you know how the facilities Community is is rolling out um I have been involved in trying to work on our facilities since 2018 but when I came back so I was part of the committee for the levy in 2018 and then obviously support member for the last week I have children who go to the school and I have I've stayed in this game absolutely right um I want to reiterate to the public and everyone here that I am absolutely in support of a process and the facilities committee how we are running it right now I think this is a very important process it's it's just as important as the ones that came before and what we are trying to accomplish with this um and I'll give you my my opinion now and

042and I'm going to you know quote to some things that are actually in this chart that y'all came to an agreement but I just think that it's an appointment time to clarify the similar things that have happened at the facilities and just to look at the board here all understand what we're getting at the end of this process what we expect so most importantly you know because this is a process that is looking at something that that some portions of committee felt was missing which was a deep look at what a renovation and repair to the current facilities would do what could that provide us in terms of in terms of educational adequacy and how much was that total build going to be I know there is definitely some overlap with the work that was

043done previous to now and that's fine that's that's the nature of these things and quite honestly if you go other districts who have had facilities debates this this is part of the process it sometimes takes several rounds in order to get something on onto a ballot as a record passing and uh and be productive for the history so I am in support of what we're doing now because it is giving us another data point of which to go after and be able to impact now that does not mean that we're abandoning a new bill so I hear the teachers and I understand that I've heard you even talk to me you've emailed me and that part of the process is still to come so when we get from the end of the facilities committee what

044I expect to see out of this committee is a plan that I guess I don't know what we call it it was a hybrid now because it has evolved right there's a Repair Deep renovation and even new build portions for in my purchase plan that has been presented thus far we are going to have a comprehensive cost behind you right and that's something we need as much as we can to get an apples at Apples comparison like we've been asked to do for what the new build is going to cost and there'll be other things we need to compare about the if learning is disrupted by by removations repairs um and you know if there is an ofcc offset on the new bills all of that can kind of could get thrown up on the

045board and that is a writing electron facilities committee it's a school board not the facilities committee that would be in charge of making the final decision with input from the communities of choosing the options so what my hope is and I just want to be very clear that AI support it can be my hope for for December of this year is which I think is about what the time people is turning out to be um is that we will have that answer to how much it's going to cost to renovate repair and do do new construction in order to get what our educational experts have have said is what they need to teach their children appropriate um and then we will also be looking at updating what is it going to cost for a new

046build right there's there's today's dollars there's new interest rates and things like that that we can considered put all onto the docket together so we can put those up and then we can debate as much as we can and Apples to Apples there's so many decent differences but we can make that decision in the public and everybody can see it and then we can talk through if there's other options and that is the board's responsibility and we're taking this seriously my feeling is that this is the very first step and we need to get this solution done so that we can move on so I'd like board members if you're checking anything else different and good thoughts different uses Japan yeah well I I wanted to start out yeah I [Music] I've put on the

047agenda um there's been a confusion uh some of the committee meetings about what our photography is um and it's I think that confusion has interfered with us being able to more efficiently get to this answer and to have the information gathered uh before I get started on that though I want to address a personal attack that uh for people pay needs to meet uh of the info report I take personal attacks and a different credit discourse is a bad idea I think it's frequently divisive something our school district does not need in Dorothy's report on the facilities committee she made personal attacks on me and on building professionals on the committee based on the stake and assumptions she reports we quote intentionally sabotaged and quote the most discussion that last Thursday's facility committee meeting which

048is not true um I am the building professionals on the committee who are volunteering time in effort for the school district we're committed to doing the charge that was given to us by our school board by the whole school board um we are not perfect people but we are doing it in good space and with a lot of dedication it's a lot of time people are quickly um there are frustrations and passions very evident at our facilities and unfortunately what that's doing is it's it's causing an unhelpful level of tension uh during our meetings for example it's difficult to work on a committee when it seems like some members do not support the charge of the committee it makes it difficult so I'm calling on all the committee members all of us to do our

049part in bringing down the temperature I is a chair uh commit to keeping us on the agenda we got off the agenda at the last meeting the agenda that we agreed upon based on that charge by the school board several members of the committee feel an agenda is extremely important to discuss has happened with the square footage analysis and our last one our last uh agenda I would hope the whole committee would support going forward with that discussion those of us who advocated uh for that discussion we did so because we felt like it was essential to The credibility of the school district leadership that the public understand what was intruded and not included in a new K-12 build we did not want people confused about what they thought the district for example in the

050new bill many of you may already know this there is no theater there is less space for the office the six to twelfth grade teachers will primarily be sharing rooms they will not have their own room um they will have a teacher work area where they work in their next those are the kind of because it's past as possible that it renovate a renovation plan could actually give us more it's possible we don't know yet we don't have all the information but we are getting very close um let's see and I will take responsibility for not holding the facility committee to stay on the agenda the last meeting I think that was not helpful we all got a little bit excited um um I have to say that I I know that the committee members

051um respect the teachers and staff of the district uh I am aware of the respect and appreciation you know teaching is such a high quality in my book it takes a huge amount of skill knowledge and caring to do it well and um and and therefore the teachers and the staff have had a lot of input into this process and that as it should be however there was a reason we put building professionals on the committee and that we hired Consultants who do school Renovations uh to help us know that everybody's saying well we just we just need a new building but you know what let's find out from the experts what is possible and what's the difference the difference is uh in a rebuild and what can be offered versus uh or at Renovations

052versus a new Guild um this is what the community had asked for in 2018 they asked for it again in 2021 they were not given what they asked for and there were reasons that people voted no one that last bubby to um suggest is because they don't care about education they don't care about the children who don't care about the teachers and they don't care about the district does not help us get to a place where I think a strong uh percentage of the community can come around a project to question people's motivations in their rationales so where do you see us going by December okay so I want to say I really I really think that um this sense of urgency everybody on the community feels that we know there are great needs in

053the building and we're not questioning that so um where we're at is in December of Mike richly Richland uh is going to be bringing us you know these numbers um he's been great to work with he's he's been some beautiful he's public Renovations in other schools we've seen some of that at Oakwood uh uh junior high high school um they did a renovation where they replaced all mechanical systems they replaced most of the roof the ceilings the lighting I.T they they really um other than Windows they that we definitely need in terms of the rehab part of the work they replace just all of that and um it would make a huge oh they gutted their bathrooms and they did their bathrooms there was more I don't have a whole list in front of me

054but I think it was very useful to see what they did and um you know it was very nicely done so asking YouTube is important viewer leaving the facilities committee is when I laid out reasonable yeah I really appreciate it um yeah I really appreciate it um TJ is supporting the process we're almost there and to start you know saying don't complete just build new it's a little it's premature the urgency I understand it honestly if a renovation tank would work we will get the improvements much quicker than what they do build I mean that's one of the benefits uh so we're almost there but yeah in December my Thursday is going to make presentations to the facility committee um and I know TJ you told me that you would be working with Mike uh

055on in terms of new build numbers at the current cost and we're gonna I personally feel this Bond I think it's gonna have to be a bond it should be on the ballot next fall next next November um we haven't talked about it but I'm just going to say it's gonna need to happen at least it happens I do think that we should have if the board is available to that uh two board members working on getting updated numbers for the new build right now I think if it happens now more than at the end of the process that Julie and I are sitting through we will help if there is any more discussions there and further statements about you are worth of discussing new building that we can say this is not happening here

056this is happening elsewhere so that will be my proposal to I'm happy to take that on um we need a couple people um I don't know if everyone agrees to that but I'm happy to help um I had one other question that maybe now is a little late but just going back to the um I appreciate also what is being said and going back to the charge and I just wanted to point out also um I know this is a heavy lift in terms of that looking at the total comprehensive costs um with this plan I just wanted to note also number seven in that original charge also talks about how this would be implemented and that is really really important for the renovation plan in particular because we know that we are going to

057potentially if we were to move forward with a plan like that we would need a plan for the safety of our children and our teachers and our staff in the buildings either not in the buildings during the time of renovation or some level of overlap and I've heard from in the earlier meetings of the facilities committees that this could be possible in the summer times some of the work but I just want to make sure that the implementation plan is also covered by the facilities committee because I think we're also hearing from parents and teachers in the public that we're concerned about what that would look like in terms of displacement of people particularly as we've had things like um you know the entire envelope being uh potentially um changed over with asbestos in it

058and those kinds of things I think we just uh we owe that other part as well in terms of what that implementation plan looks like and I think it actually relates also to a timeline um I'm not sure if that is correct what you just said about the timing of a new build but I would like to know the timing the timeline with that plan so that as we're looking at costs we're also looking at practicality of implementation how many years how many Summers that kind of thing and I understood that to be part of number seven in the charge of the facilities committee and I don't want that piece to be forgotten or overlooked I was going to say I think that like usually um it's that experience with this he tells us who

059will help us like it to be a plan part of the plan in writing in a more you know clear because I think that's what we also have the obligation and the responsibility to share with the public right so that everybody can review it together yes and and um bouncing on your point about a total cost it's also something that I've outlined here I think it will be important to include the cost of a disruption to schooling in most cost if we have to disgrace kids to another building another District to remote learning whatever it is to accommodate the work that needs to be done that would need to be done in both facilities when we need to take that cost into account in the total costs my just warm advice to the facilities committee

060is to not propose a plan that includes remote learning I think for those of us who have children and who have taught in this District have just gone through some level of um distress and duress with what was our experience with remote learning during the covid-19 pandemic and I just give you the warm invitation that if that's included in your plan I'm just very fearful that that will be rejected out of hand because of the overall um just kind of negative experiences that we've recently had with the remote learning that's just a friendly advice so um I think that one thing to keep in mind is that we are community board um none of us were on the board five years ago none of us went on the report 10 years ago there's things that

061we're learning through this process especially in terms of like um life cycle costs we're getting much deeper information about the life cycle cost about these buildings either discussion at the last facility meeting so watch the tape right um talk about the consequence of investing in a 20-year single layer roof that it's very difficult to figure out where the functions are happening and where those leaks are actually manifested is that um the uh our advisor basically said Matt said that you know this the industry standard was a four-year group multi-layers and the consequences of investing in that um we can see now if we get the testimonies from the teachers right of the consequence of making those trade-offs are we going to buy 20 years of paperwork or we're going to buy the industry standard right

062so we're going to make better decisions better policy because we have this knowledge we are very motivated to move out as fast as we can with a plan that we can get like that system you want to be there we want people to be able to work to to get behind the plan and so we're going to make good policy with this information so the that's that's our goal please um I agree with board member counseling that we should have civil discourse but I want to urge everyone to please watch the tapes of the movies so we just came off my comments about strategically so in strategic planning if our vision is to be a world-class educational environment then we better dag on well figure out what those facilities look like the two go hand

063in hand at last midweek's meeting I was one of the members who said I want I do not want to start with the square footage analysis we paid experts fifty thousand dollars twenty thousand to richly Architects and thirty thousand to moates engineering they were present that is why I felt like we needed to hear the rest of their report as it turns out the building consultant the envelope consultant that modes had did not make it on time so we ended up doing square footage analysis first anyway foreign that said I do not believe we are concerned about our children that is my job I have been quiet for too long and I say this only with utmost respect so please don't misunderstand me because I know I'm loud and I know I'm adamant but I

064have asked privately more than two times to stop referring to my staff as users they are educational experts those committee members all of them the residents the teachers the administrators all of them are giving their time to sometimes what is a thankless job I acknowledge that I appreciate their time and their energy because it is never easy but if we're going to call those committee members building experts we are absolutely going to call my staff building experts I have been public about the educational challenges we Face we need to do better and this is what we talk about every day but we will do better and so as we do better my question to the board and to the community is what do our kids and our staff deserve that's my question so I apologize

065for my emotion I have other responses about a renovation plan and what that would entail I I don't think we can get this done this is so extensive I don't think we can get this done in the Summers so let me give you one quick example because I do want us to get to the treasures report where he's going to talk about things that have been brought up I've put out feelers to say who in surrounding districts has a building that we might use in a year or two there is a district now I have no idea what that will cost in terms of renting that facility or modifying that facility but I do have an idea of what it would cost to buy additional buses and bus drivers to pay to transport and just

066the transportation piece along the buses and the bus drivers is about six hundred thousand dollars so there are many more variables than that so as we go on we will have more price points and those are Louisa thank you for saying that those are important things to consider when we consider all of these options so thank you please all right well I just had um one more thing to say is I I do watch the meeting online and I didn't hear if my Mike richly asked a question that I don't believe was answered that night and his question was to the engineer who was there I I can't remember that person's name it was a little hard to hear um yeah Tim about the structures of the buildings and um the meeting veered off into

067another conversation there but it was a really important moment that at least that I observed in which the Architects that we're paying is asking the engineers that were paying about the structures of the building which is what we were paying the engineer to assess and there was not time to answer and so I am just um underscoring and and thank you Judith for for staying committed to keeping everyone on track because I felt like that was a missed opportunity and I hope that we can Circle back around to those key points that I think is why we're we're bringing in those those um those outside Consultants that has been confirmed um I do want to say about something regarding what Terry said uh we were using the word users because it was not as a

068disrespect to it's it's something building people talk but Dorothy and I put that in our proposal it was never met with or with disrespect to our Educators our staff um and so keep bringing that up it just to me it just keeps them boiling I think we should calm it down people are respectful of our staff why do you know why do we keep bringing that up I'm not quite sure um I would appreciate it if our Administration is Administrative leadership would communicate to the staff to our staff um that their support of this process that they support the school boards process if they're communicating that you don't support the process I mean that's causing anger division it's not a good thing I ask you to please become committed to doing that I do not

069communicate to the staff that I do not support this process I think what you need to understand is that this staff and I've worked with Benny and I may be the superintendent but that doesn't mean they listen to what I tell them to do if they have a feeling about facilities they're going to come here and speak so I don't ask them to come or not come that is up to them I do know they are watching the videos that I do know so I I hope this entire board understands that I do not do things to undermine the Board of Education but as long as you are communicating that that's great I am not when I am not communicating to them is that you know I think all of these plans are great because

070I don't I'm not communicating anything to them I'm just saying we have facilities committee meetings please come there are also teachers on the committee that have lived these meetings and hear these things so that is how some information is I mean teachers are united they're not hearing it from me so I want I want to make that clear I am not undermining this for or quite honestly the facilities committee I've been at every meeting yeah I'm sorry thank you thank you um yeah I I did have some confusion at the last meeting about the charge of committee and when I look at the proposal um one of the things that people scroll down just a little bit on this page um you know when we talked about the different plans um different options permanent Improvement

071plan over time I think we have a little let out but I I'm not going to commit to saying anything but um various price points with a building new or with a combination of renovation and building it and that is why I have been keeping those all those options open and would like to see all those options discussed and that was my clarification at the last committee meeting was you know I I was told that was not the role of the committee that it was to bring the board a permanent Improvement plan and I was like okay we need to revisit this proposal and what um the charge was so so I see it in the charge we are comparing different options that is the charge of the committee um and then I I really

072I ask questions on on both sides I know people think that I have certain opinions but I do not really have uh set opinion I just am asking for as much information as possible um I do see the division in the committee and I I guess I would just suggest that you call everybody committee members because on the committee everybody's equal um I'm just a Committee Member the board members are just committee members the teachers are just committee members and the community members that are on the committee are just committee members now everybody that comes to the table brings a different background and a different level of expertise but we're all just committee members um and and I would like to see it function more like the committee which is why I called for a

073vote last time because that's that's the way that committees work everybody's equal everybody gets a vote so that's I have supported the process um this entire time I I will say you know the the question of whether or not I probably need another facility assessment I didn't at the time but the majority opinion was did the facility assessment so we got the facility assessment so um that's a lot of the questions that are coming up we will get to and the treasures section of the meeting so we can hopefully get there um we're not going to have a decision on facilities tonight and I will remind everybody when we talk about Levy planning and the levy discussion let's we're not making the decision on what we're doing with our facilities when we're talking about what

074we're going to do with our levies I don't think it changes what we do with our levies what that facility plan is so we'll get there um and thank you I have uh I have uh some something to say about the charge of the meeting because I want to make sure that we get to the finish line here and I was thinking of five things that I wanted to ask Judith to come into public here now so that we can get this done uh the first one and I think we've touched this it was to change the language from users to educational experts or to committee meeting members and I want to say about that I want to apologize to relate to you I was the one that came up with the language users if

075I remember I didn't speak about documentation to drug users you didn't even cross my mind and I'm really sorry about that I realized that it was just the right suggestions nowadays so my apologies to you and two staff members that are here I was part of it on a decision the suggestions to to bring the work users here okay so we uh so that's one one uh request is that we change the language I'm gonna go back to the most important one to me is that we prioritize and we got restrict the discussion of the reports that we've got we've paid a lot of money for those they're giving very important and timely information and I want to make sure that from now on in the next meeting they will be the top item we

076need to talk about the Box report the PHP and the Russian word and we need to Commission yeah okay yeah okay so that's my first and most important one uh the next one is that I've submitted a list of questions visit whatever questions that I can't prepare with last time because I thought we were gonna focus on those reports and I want to make sure that we're sticking to uh to our plan that we cannot wish to compile the questions mine whoever else has questions here and that we submit them to both thp rationally in a Time manner we need to get that so that we can move on and finish our conversation with that so that's my second request my third one is that we get total cost of Renovations and additions I know

077what you did but you have been wanting to have price points and it's in the charge but we need to have total costs of Renovations and additions too my fourth point is that with had so many requests from the staff to rule the meetings at 6 PM can we just make it happen by respect for them we need to respect their day and I know it interferes with dinner and I know it might be inconvenient for people to have a day job I do have a day job too but I think that this is the least that we should do for our staff this move was meeting to 16 and uh yeah in addition to changing the language uh those are my five requests um I took the stats by about the detail you know

078he was saying at the meeting um we need to drill down on a lot of the details from the report which I agree um he um also said which I said to them I don't think we can do that at a monthly meeting a monthly public meeting and if you agree with that too I said when you were doing your uh work at Centerville on permanent from your plans I mean they were probably beating that I saw Cottage the subject there they were meeting on a very regular basis to work out these details um so I wanted to suggest and he said he would be happy to participate that we'd have um we set up Zoom meetings in the next couple weeks is my first place and at a separate time with Mike Murdoch and

079Champion if it's possible um because then we give them the questions the ideas ahead of time and then that we have time to have a kind of give and take which I think can be very helpful it was helpful at our last meeting I thought when that was taking place so that would be my suggestion uh it seems to be to try to get into all this details at a public meeting two hours and once a month which is not going to be able to get to work very quickly um another uh in terms of the 6 pm after the last meeting I felt you know at this point in time we're talking about Building Systems that the committee members who have expertise in Building Systems need to be there well a couple of them

080weren't sure they could make it by six and I believe it's extremely important that they be there but I will talk with them again and we'll see if we can move it forward I also think it's important that citizens be able to participate come and participate um and so six o'clock uh if people know about it it looks like people are there so maybe that's not a concern that I need to worry about there's two things I wanted to bring um that I think the School Board needs to weigh in on for my crucially which is that first of all in the first drawings he has Pre-K there and Pre-K to me we should just take it out I think that needs to come as a directive from the school board if you're talking about

081a new bill that will not have Pre-K remember talking about a renovation it does have a pretty a Pre-K you're not that's a significant difference and it's going to be a difference in cost that to me seems like a longer conversation you know if we would start if we could bring in pre-k into our Public Assistance which I'm not against it I'm totally for it but it's not right now where you know the Public Funding it's a big it's a bigger conversation don't you think it's already out oh it's already yeah great the other thing is that um I don't know that we discussed in the school board meeting the fact that our administrative leadership are recommending that the sixth grade if we do a renovation sorry it goes with Pre-K yeah yeah that was

082that wasn't it doesn't think that was an option that yeah um I didn't know if you took so so we're just assuming sixth grade will go to the Middle School we met with Mike today based upon staff member there is no Pre-K there is no sixth grade amendments oh okay yeah because those are going to affect the renovation plan I thought they would have actually been an advantage to your plan of the renovations because I think that it would have actually had a lot of Community Support to have pre-K in our system and I'm just saying that to you in a friendly way I think actually it would have been a big a big reason that I actually would have for example like thought wow well wow like that would be worth my money so

083I just I just want to give that friendship was just because quite honestly we didn't want to we didn't want the community to feel confused I can I've said publicly Megan and Jack and both said probably We Believe sixth grade belongs at the secondary level and we absolutely believe we need a Pre-K in this District we've said that publicly but but for Mike to get prices and it it just it was just too much and so I'm like you know I'm not sure though I I guess maybe more discussion would be when you mean we could do it separately I don't know what that means um so starting the conversation you know maybe part of the strategy yeah so that's something that the people that where he had the strategy commanding work session is that

084we should have a discussion of instructions and then we can talk about that and have that influence that so I want to make sure that we're not short-sighted also on the renovations plan if that's something drivers well if it's something that we let me just throw out there is that in strategic planning and others to say 20 to 40 people if we want to have a discussion about the interests that you know I would suggest 40 people as opposed to 20. if you get to that level of support for the strategic planning process we've hired himself who's giving us these numbers but she went through and that's why we're having that 20 remember that's that's where that's coming from I'm worried about having side conversations within the group because I know but this has been

085derailed Us in the heart I don't want to have a smaller group having conversations in response and have the bigger groups I think that uh what we had talked about at the meeting was a good idea we do a living document everybody had their questions we can see the questions of the other members we send it to them if they have them in our best we can make it prepare something in writing for us and then we can have we can speed through those answers at the next I mean I was imagining that you would be there I would be there for Scott and then some of the building members would have been yeah that I did not want to leave out the educational experience it's not about excluding them it's about talking about details

086of mechanical systems and such that I didn't think they would necessarily uh have much input ideas on but um but that's fine if you don't want to do it that way that's why we're going to do are leaving documents probably will save everybody's time and people can be doing it from home and so I've already started that list we can add to it whoever wants and then we can send it to them and we can deliver something right for us I'd love to request that that question that Mike recently briefly asked goes on to that list because although you just said that has been confirmed this is going to be my concern about a zoom meeting is that if I don't have access to all the information we could be placed in a situation that

087has happened to previous School boards in which the question of transparency starts to come out and I just I I really don't want to get ourselves in that position to do this um so I would just say let's just keep it as transparent and public as possible and if if the issue is the starting time will start at seven but I think with zoom meetings because we're not involved then I have to then watch the zoom meeting so that I don't miss any key information and so maybe it maybe it just is better to just have any use as opposed to that if we can cover the information too much longer but I think was it was underneath the expectation that by December we just have a personal notebook at the scope of repair renovate

088new build plan Louise and I commit to working on updating with Mike Ridgely who I talk to and he's a minimal for doing that with those past December yeah what we might have to learn about what we have to do there but getting that updated into the community can have a clear picture as apparently between what these plans look like so that the mortgage let's start iterating on it look into that discussion hopefully that will help clarify where we're going and hope for the public too that we're not just going down one popular we will try to get all of us up in front of everybody all right everybody they hear money and they walk out yeah all right um the financial packet I'm going to be very quick on this tonight because the main

089show is a five-year forecast [Music] um happy October I know it's November but I live in the past and the future um pumpkin so um if you'll go down to let's um I know I didn't give you the board members much time this month either with the financial package but I think the main highlights are if you go go down to the line ones keep going keep going keep going this is The Benchmark for revenues 46.89 we're at 47.87 so very close um if you go down one more expenditures Benchmark is 31.36 we're at 31.26 so very close so you know finances is about where we would expect them to be as far as the general fund goes um I like I said I know those were late so if there aren't any questions um

090all right otherwise let's move on to everybody's favorite part of the weekend if you need a motion for 8.10 yeah well we're gonna we're gonna go to these all right do I have a motion to open our consent telegram wait a second zero between okay um we have some transportation in luo to approve this month just one one family um kind of the same idea as last month and then we're going to approve the five-year forecast so I gave you all a nice the board member got a nice big one community members yeah I hope you brought your magnifying glass but they are available online and you can blow them up as big as you want um I was like I am going to ask you to go to the slideshow so um we'll start

091with the slides and you should pull out your five-year forecast to follow along because I'm going to be pointing out some lines so the slideshow kind of takes the numbers and gives you a visual visual representation of what those numbers mean um so this line graph here it's got our revenues our expenditures and then our ending cash balance um so you can see our revenues are right here in 2024 we're hitting they're about the same so then we start as they go this way they start deficit spending that's that's the alligator eating into your cash balance which is right here now you can see there is a dramatic drop off in 25 26 and 27 and when you look at your five-year forecast I want to point out the reason for this if you go

092all the way down to 11.02 so way down here on the five-year forecast you see property tax renewal or replacement those are our emergency levies I didn't name them we did plan for them they weren't emergencies but those will fall off so the money gets pulled out of our revenues up top and gets moved down there this line the ending cash balance and this will come up a couple other times in the slideshow is looking at line 10.01 what is your cash balance without passing or without renewing those levies so that is why you see the dramatic drop off there so you can see expenditures starts outpacing revenues in 2024 and the good news is even with that drop off the cash balance remains positive through the five-year forecast okay go ahead okay so this

093is we have 30 days of cash that's looking at your expenditures and dividing it by the days of the year and this is what 30 days cost us again the dramatic drop off 2026 we lose half that property tax revenue so that's why you see it drop off so much then 2027 we lose all that property tax revenue if we don't renew those levies so it looks really bad on this line it looks like oh man we're about out of money in 2027. now I will say I'm a pretty optimistic guy and I'm going to assume that we renew those emergency lights so it is not as legal as it looks on this scale yeah 60-day cash balance double the 30 is considered responsible by this industry standard and then Ohio law says you're out

094of money you have to ask for it so if you look into our five-year forecast and we had a negative cash balance anywhere on our five-year forecast the state's going to say you got to put a levy on the ballot because you're going to run out of money and you need to ask for money before you run out of money because it it takes a while you know you pass a levy and then you don't start collecting on it for almost two years sometimes all right go ahead um this is our general fund revenues you'll see this looks very similar to our monthly report um it shows you that you know this breaks up where our different general fund revenues come from but the big picture here State sources 31 percent local sources 69 percent

095um I used the fy21 district profile report or sometimes referred to as the cup report to look at the state averages um so a high local Revenue percentage is good it means that you control more of your expenditures and more of your revenues but the downside is it means that your taxpayers locally are are picking up a bigger share than some taxpayers around the state are so the the state average this is actually 44 and 56 percent um the state does base how much money they give to schools on local wealth so schools and predominantly financially distressed areas get more money from the state than schools that are in as well off errorless go ahead this is looking at that sort of taking that pie chart and turning it into a bar graph and comparing

096local Revenue state revenue so there was a big change that happened last year House Bill 110 new funding formula for public schools so every once in a while somebody sues the the state of Ohio and says public schools are not being funded properly it's unconstitutional and the Supreme Court of Ohio you know it gets to the Supreme Court of Ohio and the Supreme Court of Ohio has said multiple times now you're right school funding is unconstitutional and that's all the Supreme Court of Ohio does they just say it's unconstitutional and it's up to the legislator to fix it so they don't come up with a solution they just say do something differently so they've done something differently and you can see Yellow Springs is we're actually benefiting from this new funding formula it's been good

097for for yellow spring schools you can see that bar growing and then when you get back down to 24 25 26 yep you see the stink funding going down that's because the state doesn't project their budgets too far out so right now we really don't know what's going to happen after 2023 with the state money the state could say all the money you're getting you're not going to get any anything now I don't think that's going to happen you can see that we still plan on getting something but it's a big unknown for schools we don't know what the state is going to do with their budget in the future um and if we get 31 of our revenues for from them that's pretty important to us okay go ahead so challenges to operating Revenue

098we have a reappraisal coming up in 2023 right now we're estimating housing markets crazy and eight percent increase in values Which is higher than most estimates but this is um we I do work with a consulting firm on the five year forecast now um this is the number that they helped me come up with um it does get us we're at the we're kind of at the 20 mil floor we're slightly above it but if this happens we're definitely going to be at the 20-minute floor um if you're curious about the 20 mil floor go watch the February meeting of last year um this year this year I guess not I don't know what you're on living in um income tax so I'll say uh hey not every school has income tax but there's income

099tax here and um after covet big drop in income tax one of the benefits of income tax versus property tax as far as school revenues go is income tax grows much faster than property tax as inflation goes up the downside is when you have something crazy like covid-19 happened in 2020 um it's also can go down so the revenues did dip here they really recovered last year and we're still seeing that recovery so the recovery is almost better than what the loss was but again everybody knows people are getting paid a little bit more but everything's possible funding plan made changes to our payments and expenses um so it eliminated open enrollment this was a number that used to be talked about a lot we have about a hundred positive students opening open enrollment so

100we have some that go out and we have a lot of students that come in um there's not the credit on the school funding you know the state Foundation payments that set open enrollment money it's not there but it's tied into your ADM so positive open enrollment is still good money for Yellow Springs schools um this is sort of talking about where you would find that line on the five-year forecast um pie chart of our expenditures and the general fund majority of it is wages next biggest thing is benefits um and I will say this 22 percent is is actually a really good number this is higher in most districts um and I teachers probably hate me but our health care cost here is actually absolutely wonderful um I've seen the health care costs in

101other districts um I've worked in other districts and and I'm so we have very healthy staff we're going very well on benefits that's why this number is so low um 80 percent of general fund is going to wages and benefits and that's pretty on par for the state average okay this is just a pie chart looking at all the different sections or a line graphs looking at all the different sections of our general fund expenditures and you can see wages continue to grow benefits continue to grow Services we have materials materials make up a very small portion of our budget we have a very small portion for for Capital Improvements we do have a permanent Improvement fund here but at a small and we we also use our general fund for Capital expenditures and then

102there's some other miscellaneous stuff oh yeah days of true cash so this is again looking at this how do we do on this 60-day marker at the end of each year let's see we're doing really well and then like I said in in 2016 we'd lose half of that emergency Levy income which is why we go from 177 down to 112 and then in 2027 if we don't renew those emergency levies we're down to just 16 days of operating cash at the end of the year now I would assume when we get to that Levy conversation that we're going to get that renewal and these numbers are not as Bleak as they actually look but we do have to go by the reality on the five-year forecast go ahead um so sort of touched on

103this earlier almost 31 of our budget is coming from the state so we're really reliant on the state to continue that funding this is built into my forecast now so we've been using Esser or the American relief plan from covet that the federal government has put out and they have these Esser funds these are some of our 500 funds we've been using that too by supplies materials professional development and then some student uh student assessment tools right yeah I'm looking for the right word I'm not a teacher student assessment tools so what happens when those funds run out are we just going to stop doing those things no um so Donna was kind enough to send me a list of things that will probably continue into the future and those costs return to the general

104fund in 2025 so that you can actually see some of those jobs it's about a hundred thousand dollars a year that will be coming back in foreign my assumption is they'll keep it pretty level but we can't be certain on that um and then there's other things like changes to college credit plus excess cost um tuition and is this going to increase our costs going forward um these are some measures at the state level the biggest local Factor that's on our five year forecast is the expiration of the two emergency levies they the pass board plan for these to come off together you know it's a really good idea and we'll get to that in the lobby discussion or any questions I do have just one question you mentioned in the other document attached that

105if somebody is not spent we need to give it 10 all of our extra money just wanted information but there's a plan for books right we're not going to lose it yeah and then I said that that Esther those expenses are going to come back to the general fund because we're going to continue some of those programs that we started with that Esther money yes um and then Leslie if you'll go to another document for me so I included this on your five-year forecast you'll see some stuff to the right um and I have it here looks like yes projected for 10 years so we're required by law to forecast the next five years to make sure that we're not running in the red in the next five years we're not but what about after

106that because you know let's we're we're going to be planning even further would you go down to the bottom so what we do with our forecast and you'll see there's not as much detail on the five years after you know the the year six to ten um but it we're just repeating our formulas um so you'll see with the renewal we're staying positive through I think this is this is 2029 and then a big negative balance out here in 2030 this is of course if we don't run into any catastrophic cost over the next five years um but that means we're really looking at you know the need for new money asking for new money back here or or you know possibly even in 2027 so that when the five-year forecast when this rolls forward

107that's when we need to start addressing that negative number um but I wanted to give you the 10-year and then give the community the 10-year forecast as well so that you can sort of see when are we going to need more operating money and the trip for that lovely discussion okay and Jay can you just clarify one more time that bottom when you're looking out to the 10 years that does not include uh a renewal of the emergency okay or it does it does okay up here yes yes up here you can so here's the here's the renewal here's half of it here's where we lose half of it in 2026 here's where we lose all of it in 2027 and it comes out of if you'll go up to up so that's why this

108number property tax you're like well why are we going backwards that that's those levees that are renewals coming off and then if you'll go down or maybe thank you Leslie for for driving um okay a little bit more a little bit more there we go right there so this line here is without those renewals that's why I said it goes like we're looking pretty good and then the forecast starts looking very Bleak that's because it's looking at your guaranteed revenues for the next five years these aren't guaranteed until we renew them once you renew them they move back up to where they belong um but yes without a renewal we're going to be asking for money in 2026. which asking for the renewable for them but this is the line without the renewals but down

109here the bottom line is with the renewals included any more questions about five year forecast okay I'm going to sit down for the discussion unless you guys won't forget okay yes let's go to the let's so the appropriation change this month um this is our school safety grants it is the Ohio school safety Grant so me me silly me I thought this was a state Grant um it turns out it's a Federal grant even though it's called the Ohio school safety Grant it is actually a Federal grant um the state's just administering it so I had started the Year by putting it in state um grants and this is to move it to federal grants we actually received this money last month yeah so that's the appropriation change and then we're going to go to

110Levy planning discussion should we start with the expiring start start with expires okay so I love this thing I've used it five times now um this is our expiring levees permanent improvements without um coming off or without renewal will expire um so we would be looking for a renewal at 11 23. then you see those two emergency levies that are set to expire at the same time um we get some extra time we get one extra go at The Ballot Box because it's a presidential election year we can go as early as March of 24 and we have to renew um or replace them or come up with something by November of 25 he'll even use that funding um and then the last one you'll see is not actually a renewal that is a um

111that is a bond retirement Levy that was put on 25 years ago the 2002 um facilities work that was done we're still paying that off today which is going to be part of my conversation later but um it drops off so you can see it's sort of frees up that Village it's so it's not a renewal you don't have to vote on it but you can think of that as the tax reduction at that time so there are two documents in there Jay's going to jump to the fourth but there are two documents in there that are important for everyone to reference so there's a kind of just a primer from the Ohio school boards about understanding school at least um so you can read that and then there's um Levy filing deadlines for 2023

1122024 2025 and 2026. so that that will help the public and the board understand here's kind of if we back this up here's where we have to start this in order to get something on about it for my review of that it's like an important date is obviously if you can't it depends upon what type of Depends yeah yeah so you're going to want to reference the deadlines document and the information from the Ohio School Board Association on the different types of Levy the one type of Lobby and this is for the community members out there that is not on there is a very important one that we're going to discuss and that is a substitute letter I don't know why they don't have information out there on it yet but a substitute Levy is

113a way to combine and renew for an indefinite amount of time yeah I mean you could do a number of years but you can also do it indefinitely emergency letters so substitutes can only replace existing emergency levies and it keeps the um the tax amount the same for everybody that is paying right now but you capture new construction growth so if the emergency levies mean that you're paying fifty dollars every year to towards the schools for the Emergency levies if you do a substitute Levy you'll continue to pay 50 every year it's not an increase to anybody that's paying property taxes right now on the emergency Levy but so you know everybody puts their fifty dollars in and you're collecting 1.9 million right now in emergency levies if a new house goes up they pay

114the same tax rate as everybody else but that's new Revenue so it's a way to grow revenues with growth in a community whether it's residential or commercial properties if there's growth you get to get income growth from that on a substitute level an emergency Levy and a lot of other levees what happens is you split the pie smaller when you come in so like a levy is designed to collect this much when you build a new subdivision everybody's piece of the pie to collect that amount of money gets smaller substitute Levy does not work that way there's the pie that we're collecting now if there's new construction we get a start a whole new pie over here so that's that's one highlight that I want to go through from that that's not included on the

115Alaska levies but other than that they cover everything pretty well I do just have one question before we get into that so this is this is just yeah discussion and so Jay and I spent a lot of time on this to try and decide how do we how do we put these options together and so um we're happy to share our rationale um because you see they're they're slightly different so um so we have a couple options we have those expiring levies those renewals coming up and traditional wisdom would say keep the money that you have you know that's where you go everybody goes for The Ballot Box and it says renewal and you'll hear no new taxes a renewal is not new taxes so option one would be we put off voting on our

116permanent Improvement Levy this fall because of the facility committee discussions on your election filing deadlines I want to make a note for May of 2023 this is a special election in May that means if nobody else is on the ballot we pay the whole cost of running the election and it's 30 or you know roughly 30 000 so if we want to be on in May we're going to pay 30 000 just to vote um so that's that's why you don't see May on there I don't want to spend money just to get my money um and then um so traditional wisdom says keep the money you have renew November of 23. the earliest we can go on those emergency levees is March of 2024 where new as early as possible so that's why my

117recommendation recommendation would be uh 2024. um would be to substitute in 2024 we talked about substitute levies and the benefit of that the other option is you can do an emergency Levy that's the same size but substitute Levy sounds so much better and you get the growth so there's a even though he said it cost money to get on the ballot in the spring in a presidential year in a presidential year we are allowed to go on the ballot in March so that's why you see a March 24 because it would not cost us anything to get on the ballot yeah a special election is when a singular entity is going to be on the ballot and they have to front the cost of that so sometimes you go oh there's a special election that

118means that the interview that's running that campaign is uh paying for the cost of that election um but she did not highlight any other species just that may of 23. and then in November 24 we could do a combination um the information that I have seen from the facility committee so far is that you know we didn't permanent Improvement spend our way into this hole we're not going to permanent Improvement spend our way out of it we are looking at probably a large renovation or new facility project I don't want us to get into the debate on what that will be no matter what it is I think you're looking at a combination bond issue and some other type of tax our bond limits currently is 28.5 million so you you'll hear sometimes they're talking

119about what's your what's your debt capacity what's your debt limit um you have a bond limit that's based on several different factors but you're you know what you're capable of collecting in property taxes and there's a Max bond amount that you can go for and ours is 28.5 that isn't our Max borrowed so there's other funding options um which are cops and you'll we've had a couple other cops that borrowing projects that's what we're using to fund the tracked project right now a cop's lease is what it's called certificates of participation and that's another way to borrow more money above your bond capacity that's why the last Levy that was put on was a combination Levy as well you can fund that cops several different ways you can fund it with a permanent Improvement property

120tax a general operating Levy property tax or an income tax which would also be General operating yes can you have several permanent Improvement studies and once not several permanent Improvement but you can't have you could even have a combination of three you could have a bond a permanent Improvement and an operating Levy combination okay but I guess I'm asking I see that laser renewal it November 2023 if we have a new one in 2024 and we have uh simultaneous uh two permanent Improvement levies on the same ballot not all the same battle happening at the same time oh yes you could have multiple permanent approvements so if you renewed that permanent Improvement and you did a permanent Improvement down here yeah I mean it's just like if you actually look at the history there's like

12160 operating levies because of the way that school funding works over the history of the last hundreds of 20 years I don't I don't know how long yellow spring schools have been here it's been a long time but voters have approved more operating money quite frequently and then they have to approve more so it all combines together so thank you for clarifying the bond limit um can you talk a little bit about what our current debt ceiling is that's so there is no with cops there really is no clue I mean if you want to borrow 200 million dollars you can borrow 200 million dollars you just have to find a way to finance it so you're just talking about a larger income tax or property tax if you want more than 28.5 do you

122have to finance it some other way but there really is no CLA on the cops it's just how much can you how much are you willing to borrow and how much can you pass okay I just wanted clarification on that point because yeah the losing 20 degree buttons 25 Mills so we can borrow 28.5 million with a bond yeah that's that's confusing as well you um borrow a picture of my schedule um well I asked my question Jay because I believe there was a discussion about this in the facilities committee meeting about the debt ceiling or some clarification as to our funding capacity so that's I just yeah I thought I heard that and I just so I'm getting clarity as to the bond limit and I'm seeing whatever else would be what is voted

123in what what we feel could be voted in yeah okay I just wanted to understand yes I I try to get to answer that yeah no the conversation went into different because we could say that we're only going to fund things through property tax which means it has to be below 28 and a half million right we can't we can't do it I mean if only if only well if only a bonding yeah please roll that back only a bond issue not necessarily just property tax if you remember last year the reason it was a combination of uh property tax and income tax was because of this very issue it's common yeah everybody every District deals with it um it just depends upon what what your debt capacity is District by distance and you can

124you can use cops again so income tax um General operating lower and again the permanent recruitment wedding um our current permanent Improvement loving so for the um track project that's um the track project is about half of our permanentness yes um so we've used permanent Improvement s so option two and then we um have kicked around is a replacement of our permanent recruitment Levy and what that does is it returns the original Levy back to the voted the original voted Miller so the permanent Improvement Levy when it was originally voted on was 1.2 mils you could go back to the 1.2 though it's a slight increase it's a little new money um but a replacement is sometimes more palatable than just a new Levy so it's a way to increase that and then again in

125March we're looking uh that you could well no not again we changed this we could do a combination bond issue in March of 24. during that presidential election year and then our substitute we actually have four at bats on that substitute level we can go March of 24 November of 24 May of 25 and November of 25. you it's one of the few times that you actually get four chances to you know pass 11. without any implications but it's marched because it's a presidential election yes yes without the presidential election you would not be allowed to do a substitute or renewal of the emergencies until November of 24th so that the November of 24 is sort of the regular timing um and then um yeah I really want to talk about option three so the

126Playbook says as a School treasurer keep the money that you have don't don't ask for new money until you lock up the money that you have but I've been here um close to a year now and I've realized Yellow Springs doesn't like the Playbook so we're gonna throw it out we know that our facilities are in dire need of something what that something is again I do not want to debate that tonight but it's going to be in dire need of something and it's going to cost a lot of money it's going to be a combination bond issue with some other type of loving and option three would be we need to figure out what this is to get it on the ballot next November um yes I'm risking our piddly 150 000 that we're

127collecting right now 150 000 is nice but we know that it's not adequate to keep up our facilities now um you can see that our general fund is operating in millions not tens of thousands so it is a risk if it's a minimal risk and um as I said this is not a place where the Playbook always works so we could go as early as November 23 for a combination Levy to address our facility needs I will throw in there that's whatever it is too that other piece you know it'd be nice if we could get back the money that we already have but I understand for sacrificing that as well you know that you could have bonds income tax to help Finance cops and permanent Improvement you know and keep it at the level

128that the permanent Improvement fund is at now or more um but that is an option as well and then again in March you'll see the substitute I think it's a no-brainer on the substitute I don't know that we need to discuss that further um I think it's really do we want to just try to keep the money that we have or do we really want to try to make this November 23 minutes and I I just want to say we thought long and hard about this because you'll see with each option there's um no new money no no taxes and a new tax department because we were trying to be highly sensitive to that right so every every option is is coupled that way one is just to keep you know substitute where it's the

129same amount but we get growth and the other which is the bonding that's the new money um so I just want everyone to to keep that in mind the reason that um option three has the shortest timeline so there's no November 24 later in in my mind why that's important because if if you go back a few minutes to where Jay was talking about we might be able to exist if if this happens right if this substitute continuing happens in March 24 we may be able to wait until 2028 27 before we even talk about operating money that is new so it's how can we provide the most distance for taxpayers um so that was important for us and then he could talk about the notes because there also is another benefit possibly for taxpayers

130in how in that uh current bondage because we have been set to retire in a few years yeah so the bond issue falls off in 2027. um if you pass a new bond issue you can work to phase collections in that okay the the total mileage is I'm going to use round numbers here but let's say the total knowledge is six Mills but you're already collecting 1.2 from your current volumes and what it facing it in will do is we'll only collect six mils for bonds the entire time so you'll collect 4.8 on the new one and you're still collecting the 1.2 on the old one and when that old one drops off it'll slide that 1.2 mils back in to collect and get the full bonds that you build it for um it's okay

131uh let's see yeah are there other questions from the board yeah I do okay thanks for the number we now qualify for 27 we do we do is it he moved up 10 spots it got us a percent one person okay and that is expiring because I know that there's a deadline to use that right so I only put this up here because this is a discussion about money so very much Jay said we're not debating um if we want to pursue that so let's say after all of this discussion and examination of all of the information about renovation and what and what it's going to cost we land on a new building um we then would have to re-apply for help so if you ask us tonight what's the most important decision point we

132have to make and it's something we can make now and that is do we go ahead and apply because it takes time and so let's say we're doing option three for example only and it is a new build there are time in addition to the on top the ballot timelines there are ofcc timelines and so you know we may be able to work around them a little bit but the long and the short of it is we have missed our opportunity from last year which is okay we just have to reapply what's reply why do we promise you when we apply we probably cannot commit to developing a minister same thing before a master facilities plan because we know we need to address the distance facility and there's that extra 0.5 um that's not right

133but that's because I don't know so I remember my point the combination bond issue and another source of financing for cops um and as far as addressing our facilities one of the reasons that I've been asking the whole time for the whole enchilada the whole cost of renovating our buildings um or replacing our buildings would be you only you know I only see you getting one bite at this happen if you look at doing something less than a complete renovation of the buildings you say well we can't afford complete renovations right now we're we're only going to we're only going to do half of them when are you going to do that other half because you're going to be asking for money for the next 25 years from people you get one bite at this

134apple so whatever you do to fix the facilities you want to make sure that it is going to fix your facilities dramatically for the next 25 years because you don't want to go back to taxpayers to say huh yeah we know that that was a big issue back in 2023 and now it's 20 30 and we need another bigger issue to address what we didn't address seven years ago um I I just think that is that is not going to work you are not going to get to 2030 and passing another Levy you need to address everything total renovation where it's total replacement now because like I said this is for the next 25 years um well in fact and that was what we heard from somebody around um the first round of um of

135levees that was addressing this facility and not the and not the elementary school and that there were people that were concerned that it wasn't really comprehensive for the entire District so I think we did hear some of that from our public and community and tax base um a number of years ago I appreciate that Jay um I don't know how much you guys were envisioning having a conversation just about these options tonight um I think it's an opportunity at least to have a few minutes of discussion is that is that what we're looking for um then I'd like to just go ahead and say you know in all of what I'm seeing in the reports all that you all have been discussing in the facilities committee thus far um particularly when I'm looking through Moses

136reports on our systems and this potential of systems failures that are actually um looking very Bleak in terms of a timeline right that some of the things really um may be in a failing situation um in just a short amount of time so because of those reports I would strongly and heavily lean towards option three because I think that that appears to be the soonest that we could begin to fund however we address the facilities needs and I think that we owe it to our school system to the children and the teachers and and the staff to try and address it as soon as possible because we know that even after a levy would be passed there would still need to be more time to work through the actual implementation if I understand the process

137I I agree with that and I would add something is that I I'm not in favor right now to just renew the permanent Improvement that we have because it's insufficient and if we start having to add a second permanent Improvement that I worry about voter's fatigue at home and I like also option three because it's only two cycle two electron Cycles instead of three uh I have a question though of how it will be presented on the ballot are we gonna if we do a combination of items is it two different items or is it one line is it one issue or two issues one issue okay then yes I agree that I like option three because it's sooner because it's simpler we have less photos fatigue and also because we it gives us the

138opportunity to talk about what a a sufficient permanent Improvement s which we did not have right now yeah um currently under cops which is paid out of our permanent Improvement um budget but the general fund could cover that um it's I don't know if that payment every year but it's between 65 and 75 000 a year um so and one of the reasons that you have this schedule and one of the reasons I was kind of putting off talking about the facilities and the timing of everything um so if you look November 7th 2023 when when do we need a decision Buy June I mean the earliest thing on here voted on July 10th first part um so it's a final yeah our first piece but that's still June is six months away um seven

139months but you know I'm gonna say six effectively so we we have a little bit of time to let the facility committee work and to to get it fully vetted and for the board to make that decision it's not something that needs to be decided by December um we have until June to decide what is this combination Bond Webbie going to need to be so Glenn there's no commitment to applying for sec I suggest that we just do it right it's lower yeah you know there are one more person if I I also do option three I also agree with Dorothy people in the community have been wanting to spend more money uh to care for our facilities people have been asking for an increase until I think um we should be thinking but we

140want to take care of whatever we do we want to take care of it then so we don't let it deteriorate and put us back into the situation right now so um so yeah I think we were thinking about the level of the community and I thought lucky was something and then but I think as soon as the better that I think we have I think that will give us enough absolutely so you're our chief financial advisor to get your options um I I mean I think option three is really the best because it addresses our facilities a year sooner than if you go with any of the other options yeah and you still have on the substitute you still have four tries okay I'm gonna be saying this as many times as possible that

141substitute is no new taxes but still it can be difficult during these times to even keep a no new tax level which is why we talked a lot about some good questions about the permanent Improvement talks a lot about that and so it's you know it's a real fine balance how do they present a plan that that says we understand so we're not going to ask for any new money here but we absolutely have to ask for new money for Obama you know I don't know that there's a right answer I just wanted us to be able to explain our thinking um about it because as you could tell from earlier we get quite animated in the office when we talk about this and we talked about it for a long time because it's very

142important um and and it's important for the community to understand the options I I you know I think I've been on the record of um believing that we've been looking at something that you know that kind of third option that I didn't feel that was really considered a combination from an improvement loving and a bond issue um the uh there's a few other things to play with here um of course you don't have a lot of play with the income tax you can increase it so yeah so you are correct on this um income tax is more difficult than property tax to dial in how much money you're going to collect you income tax is only a quarter of a percent so if you need a I mean I'm going to use a very small

143number here but if you need a hundred thousand dollars and a quarter of a percent brings in eighty nine thousand dollars he said well we need a hundred you have to go up another quarter of a percent and collect a whole half a percent to cover what you need so whereas property tax you can say we need a hundred thousand dollars and they say this is exactly how many mills you need to raise a hundred thousand dollars then of course by the time you vote on it every time they collect it if they vote on it at three Mills by the time you get there when we collect it it's going to be 2.8 or whatever it's always going to go down because property values go up but property taxes can be zeroed in on

144a dollar amount where income tax it's it's not that flexible you've got to go by a quarter of a percent so a lot of times you are collecting more now when you do an operating income tax and you need to fund cops and if you need a hundred thousand and you know a quarter percent is 89 you got to go half a percent that excess money can be used for operating which pushes down your um need to ask for money later because you've gotten you know some free operating money from that income tax so it doesn't you know extra money isn't going to hurt you but you know if you're selling an ass we're doing this to address our facilities only and you have to ask for more than what you need people are going

145to say why you're asking for money um I'd like to agree that um if we can initiate the process of applying so that we can keep our options open I think that would be wise um but I also would like to ask the District staff because I recognize that's a process that we would be asking staff members right in your time to do and I just want to make sure that that feels reasonable to The District staff it might be you know [Music] having this discussion with the staff and then having um your work and I defer to my principles I know what my answer would be but they might have we will can certainly ask staff but I think I know right I don't I just don't know what this entails I don't know

146what it entails and so I don't want to ask something to work what entails option three or no the application yeah that's me Jay and I you're looking at the two and I'm asking you and Jay are you guys good with this Barry this is very important to us okay and very important to the community even if it's an exercise where we do it and we don't use it but I would hate for us to to get down the road and say oh my gosh you know what we are going to have a new building and and I I shouldn't have been I shouldn't have laughed about the increase from 26 to 27 because in a large project it's several million dollars so um yes it's just a matter of getting back in line and

147then we'll we'll get back in line what's the timeline and here's what I say they'll say Okay Terry you need to have this ready and this ready and this ready and then there in addition to filing documents there are other documents that the Florida might need but we can get started yeah but please do I mean we need to keep that door open because you need to make that comparison so let me do that so yeah we'll get back in line all right so I guess I I guess I just for 100 clarification I think everybody is on board for option three I think that's where we're waiting at the moment but but no I'm totally fine with that um it looks my way to looking all right there at least for all of them

148and so we would have to have a decision by June for any of the options yeah all right thank you and then we're just going to vote on the treasure schedule now okay yes implant yes Magnus yes Turner yes Gary Rios yes motion pass Five to zero all right I think it's number eight right so we are on to number nine we are flying tonight um all right so we're Communications section 9 9.1 uh it's something that I added and you open up the presentation so if there is a document but there's two other documents in here um and I wanted to address something that was brought up last board meeting that I think was really important to walk through this to spend a few minutes and to discuss the the health of our district

149and the Democrats okay um there is a document down here that um 109.1 so the public can go in it's another PDF that actually is a word documentary yes you can actually go through and you've got the links in there and you can follow it maybe a little bit closer uh and then this presentation is just derived from that and then there's also a report that I asked that people to attach that um so the bluff is the bottom line up front our enrollment in our district is not expected to change dramatically over the last next 10 minutes and the data that the state of Ohio shows us we've actually been very steady since 1978 and I'll just show you that thank you creates the first year than the state of Ohio keeps the data

150up on their website I'll see if the link is right in these charts and you'll be able to go and check yourself so this comes up because the game for the key Foundation does this this great service like they produce the cost of living report that in 2022 cost opening for three came out and it did cause some speculation and we had a Community member who came and pointed out that in that report it said that there were 83 children age zero to four in the village and that was a substantial change I pulled this right from the video you can go watch this individual was concerned about this it was great to bring up to us and said hey this is a decrease in two-thirds of our student population when they were in the

15170s and I'm going to show you why this is actually not correct so uh go next slide for me I know why why it came about and why this happened so in in the gospel living report it's page 12 he talks about our demographics and it shows it in every single year and it shows the sources at the bottom as the U.S census from from the the single census surveys as well as uh in 2020 the American community service if you go one more slide for me so the source is there are from the U.S Census Bureau and those Animal Service those are exact counts of the population right by law that we are required to do um however the data for 2020 that is presented in the James McKee report is actually from the

152American Community survey and that is a service of the U.S Census Bureau provides it's also mandatory to respond to they send out 3.5 million queries to households about two percent of the households every single year across the U.S and the goal of the ECS is between those big census counts is to give towns and Villages municipality cities and extra look at their a whole bunch of different brands populations right so it's only an estimate and it's estimated based on the surveys that come back former slide for me you can go right to the ECS data from which this is derived in the James Mickey folks pulled it correctly it says 83 children under the age of 5 years old but the error metric is extremely important here it's plus or minus 55 individuals that's a

15366 error rate right and that is something that we cannot do any planning with whatsoever and so if you take that 55 kids that they could have missed on and they admit that they couldn't miss time um and as with the 83 that's actually 138 children from zero to four years old and this is in the village of illustrate under five years old so yeah so it's zero to one one two two three three four four to five so essentially five years so that's actually it's actually as correct to say there's 138 children by that internet so clearly that air metric is huge the data for that 2020 here isn't a census where it's an exact account the other ones in the James speaking report are so that's the first number 138 so keep in

154mind the next slide for me the other big point that is from the district or from the village home are the village is 2.7 2.8 square miles of paradise right in the middle of here um the district is 17 square miles now clearly there's a lot more population density abilities than the rest of the district that's more rural out there however we get about 30 of the district's children are from outside of the village they are in District children but they live outside of the Billy Joe's friends my three children are among them I do not live in their millions of Yellow Springs I live in the Yellow Springs School petition so if you take that 30 and you add on to that 138 you actually have 197 children in the district there's actually who

155are under the age of five years old so which one's accurate right I mean that's a pretty big spread it's hard like Dr Carl you couldn't do predictions based on this right for incoming classes so if you go to the next slide there's a couple other measures that you can use to look at which one's probably more right right um and so one of them is that the state of Ohio and I'm going to show you the graph for overall that the state of Ohio also provides long-term enrollment data so they'll go year by year and if you look at the they do it by fiscal year which took a lot so it's like it's the 2022 fiscal year which is last school year was 43 kindergartners right and there's actually five one-year age groups

156below five years right zero to one one to two two three three four four to five but it's a little squishy you came to some kindergarteners were before and right some five-year-olds are held back but so if you go conservative and you just said there's four age groups four one year each groups and there's 43 Pendergrass that's about 160. so that lines up a lot closer to that 197 that doesn't even sleep right and so I think we're probably closer to that in the census numbers from 2010 and 2000 are both at like 136 and 137. uh next next slide for me there's also another great document and this is the one that is attached in inboard docs this is something that the state of Ohio provides to the district it's done under contract it's

157actually done through ofcc and they give an enrollment protection and so they look at where you've been where you're going they look at a whole bunch of other factors and among them they actually look at the live bursts so in that report the last number they pulled was from 2019 and inside the school district we had 40 live births in 2019. so obviously some kids can leave before they start kindergarten and go into the system something to move in but again that lines up with about 160 actually 16 to 200 if you go to the fiber retinas of kids who were feeding into the district right and that's a that's a substantially different number so again those three numbers are now lining up and so we have somewhere on the 130 to 160 to 188

158next all right so going back to that Yellow Springs enrollment data that the state keeps they're very first data it's from 1978 and it goes all the way up until present and you can see that our enrollment is actually never steady in some ways we're actually climbing a little bit and objections were actually shown to grow up through the 24 25 school year until over 700. so 78 first year they had data we had 77 seniors 2018 we had a little Spike there of 73 seniors we're at like 60 something uh so our our enrollment I think if anyone looked at that you can see right so the fear that that 83 number caused that we're suddenly in some sort of steep decline in children coming into the district just isn't actually true next one

159the other thing so this is the thing that data just tabulated and um when I made this table so I started looking at and tracing through one classroom so it's a class and you can only do it you know from the data you've got so the class A year group that moves all the way from kindergarten to graduation is what I looked at there and that third column um the state calls it uh survival rate I didn't think that was a great term so I probably grew up rate instead they're using statistical terms so I figured it would be calendar um but but our classes grow on average from 26 out of 31 liters of real data from kindergarten all the way through when that class graduates in 12th grade um 26 of those 31

160years we grew we had more kids come into the district than starting kindergarten so we had more seniors projects and on average it's 131 percent the highest was 180 cents you know almost doubling of some classes I'm so we are pretty healthy and no matter what your dinner numbers are this is what you're going to have to you know understand for facilities next slide all right so I understand why that why that that statement was made I understand where it came from in the data I just want to assure people that got it the 83 number really isn't very accurate it's great to bring to our attention I appreciate it but as you're looking at um you know go to this report you can actually go see what that projector numbers could be in the

161out years and uh I think they even say that accordingly it's less and less accurate the further out they go they go to 2032 but the 24 25 26 27 year groups are pretty accurate and we're actually growing in with some of your students so we're I'll be there in terms of students today I was going to say I see Captain I think I see that there I think it's really good that you brought that up um uh the other thing I want to say is so it's really reassurance research but um the other thing is small schools as female as part of actually a lot better for young people and so the fact that we have a small school I mean not too small but small nonetheless um is a better place children and

162proper teachers as well so I think that's that's a great strength is the size it's very useful um should we consider sending it to the gym tonight the organization because we do that every 10 years and it will be useful so that next time I mean they did everything right if they have their social security so you can go through and find it um I think the one piece of feedback I would give him is that 83 number was came from that DCS survey yeah and it has really high error message yeah in the 2020 day that just isn't available you can't get it office census uh website so that's why it was done and I get it um so it would have been nice if there was a little star there that said hey

163by the way this is what this really is um and then the James McKee Foundation is done for the village and again we and and I have to always remind people of this right the district is much larger than just the price square mileage a lot larger my people our student population so usually about 30 percent it varies a lot but we get about 30 of those industry for kids we just don't think right so since longer I'm wondering why there was no mention of open enrollment s that is non-district ions so I wanted to talk about working enrollment um so if one of the statistics that you pointed out that's uh was interesting is how classes grow and I did talk about earlier in the financing how open enrollment was a positive thing three

164dollar spring schools and sometimes people bring up the question of well couldn't cut costs if we didn't educate these kids we've learned from here and this is an argument that's had in a lot of different schools um open enrollment depending on the numbers of open enrollment well right now we're like I said we're about net 100 positive it doesn't really affect our expenses it grows our class sizes but it doesn't grow our class sizes to the point of needing to add staff members so if you're open enrollment brings in students without adding expenses you're adding revenues without adding expenses and you know there are districts that are seeing huge open enrollment numbers and it's like oh we got to add staff for open enrollment and that would make sense to to cap your open enrollment

165if it means adding staff but for us right now open enrollment does not mean adding any staff at all and it's just a positive for the district to get the additional funding by having those students included in our enrollment accounts so we do have a cap there's a board policy of 30 so so it actually is there and we've never reached that path we're typically 25 or so um I did the analysis last year and I posted this on online before I'm just talking about this in we we get I think it was last year's numbers and I wasn't prepared to talk about it per section on the exact numbers but it was approximately 130 kids who came in We're Gonna Roll in but you also have to balance it and consider there were 115

166children who were homeschooled went to private school or open enrolled out right and we have to by law have the space in the teaching capacity for those children to come back tomorrow they can all walk in and say hey by the way I go to Houston right now you have to have that for them and so the net is not huge and if you've got to have that space in that teaching capacity why would you how do we open a room that brings in extra City funds right it allows our plus sizes to be smaller because I think it had on occasion we've split classes in those lawn my one of my children through that because they were actually able to bring in another teacher but it was completely covered for by the openings so

167the report gets attached that's from future thinking um when they project for ofcc projects they will look at historical open enrollment will not allow districts to project future open enrollment nor will they allow unless they see actual plans and approval so you might say hey we're scheduled to get a Housing Development they're like okay unless we see it it does not count in the projections and so for me that's a pretty important number because they they take great care to make sure any school is not um built oversized because they do pretty pretty extensive enrollment look backs and and projections you know our open enrollment is open generally have a tie to this this with parents and grandparents here they're children of our staff members they're also the most racially diverse group that we've got

168and last time we looked at that and we've said as a community that's important to us too so I mean they do nothing but in order to have schools yeah I just wanted to add to that I've spoken this in the past I I am offended that this is being brought back to this board again it has been brought earlier this year and I'm offended that it's being brought back again and I want to make the statement that I made last time I will make it again I appreciate all of the statements that were made earlier but the majority of the students who are in open enrollment in our district have a direct connection to the Yellow Springs Community they have parents or grandparents who teach in our schools or who went to our schools

169who go to our churches who are participate in our daily activities of our social fabric of this community in addition to that the other folks that often tell us that they come to Yellow Springs schools for open enrollment is because of our commitment to diversity Equity inclusion and belonging which includes our Embrace of the lgbtq community in an area in Southwest Ohio that is not always as welcoming we are steadfast in our commitment to diversity Equity inclusion and belonging in this District it will be recommitted in our strategic plan and I will not accept that kind of rhetoric in this District I find it offensive thank you I don't know what what um but I think when people have questions you know people can have honest questions and I think they should you know not

170be offended answer the question you know if uh people Wonders that at least I mean it seems a reasonable question for me I'm very supportive of enrollment I think almost everybody with history is um I think sometimes there's confusion about it and people have questions I have a question I remember from attending the board members from the audience in past years that in December There Was An Open Enrollment report so that's how people should expect next month um honestly I've I've we have a new Amos director so she and I have talked about it I can give you the the information I can have her do a report um sure if it's not necessary it is fine but if we have it I would like for us to invite some of the open involvement parents

171that contribute so much to our family I'm thinking about the people that run the PTO they deserve our things and I think it will be the opportunity to showcase that there are stories and people and real people behind the term open enrollment and how much we bring to our district you know this particular slide Tuesday I I think this is a very interesting necklace and you know I'm talking with you but um demographics for a long time but it might be good too included perhaps like you know a trend like this so that we you know so that people can add to the story but of course our district serves Oregon um and a thing that might also be good to kind of Asterix is when opened enrollment again because you know what's what's kind

172of obvious from this is it's not clear it looks like I think it's around 2004. there's like a little pickup where it's in terms of um but you're necessarily see that so but you know it would be interesting to include that and that kind of clearly in 1994. I'm doing I knew there wasn't for me but um okay so the uh Louisa would you say the reason that I'm offended is because there has been rhetoric and discourse that those students are not welcome here by signaling them out and saying that they those people are different because they don't actually live in our district that is why it affects me when people feel singled out and they feel like they don't belong and I have had conversations with more than one and of people in open

173enrollment that don't always feel as welcomed into our discourse because they feel that they have been singled out and separated and I for one do not want that to be an attitude that people feel about our district I don't want it to be a conversation that we invite more participation in terms of people feeling potentially excluded instead of including and that's why and it's fine to have more data points and I appreciate the work but I wanted to clarify that that's why I don't want people to feel excluded is that it's one of the supporting the support of open enrollment and I feel a reflection of value system and you know experience the most annual welcoming community and I know that a lot of our students could come into um this plays a very special

174then demographics all right so why is DCU reports so um uh there is a proposal on the table in um or are under early consideration and Development Corporation of creating a leaner board structure and if that comes to fruition they'll have a story to tell here at the school board um because we they would have to reduce the people who were involved and they've probably reduced to only elected officials who count towards the 40 the school board vendors don't count to that 40 but that's only under consideration the thing that came out of the Development Corporation discussion and this was just on Tuesday was uh that uh there was forward actually been going in and having an executive officer um and the the one of the primary things that uh the wise UC is organizing

175around is um the the old library became available when we voted last month to move the district offices is the facts a location with the board that the village is now considering what can we do need Mass one of the things not the only thing under consideration is a business incubator there and um that's that's a discussion that we're going to continue to see if that's where we want to go with it where the village wants to use that space to doing something else so um the business incubation is interesting to uh the school board um basically because it's increased Economic Development and maybe a source of um source of income a new revenue from the new businesses um it would be particularly good if the people involved in the incubator obviously so that would

176be a particular benefit for the foreign the other thing that I think from just the discussion that we have is that there's been an addendum to the cost of living report that the key group prepared so Jerry said has run a few enough more numbers um and done a comparison for example with Oakwood um and uh there is the Development Corporation is going to host a town hall um that will dive into that thing in a little bit more fully so the village has been involved in preparing that again and so we'll have a chance to play a little bit more with that information so and the other thing that I just wanted to mention very quickly is that the downtown Wi-Fi project is getting very very close to good looking out on the Development

177Corporation is um kind of operating as a financial um you know it's kind of a Judiciary um the uh the chamber is going to be offering the applications for that and that's going to involved about I think so this is very exciting the pilot program is also putting in the infrastructure to allow residents eventually if this is just the 250 is for the pilot program and um but the infrastructure is being put in to expand the um the utility and that's that's a potential for new businesses to New Village we're very excited about participating about being involved in that and having discussions on the effort and uh you might ask you know what is in the audience started to be very interested in that he's been I'm one of the people who've been grouping status

178updates so very close to people I wanna I think we need to talk about the leaner board proposal and I know that I wasn't there that meeting I was working the polls on that day I wasn't involved but my understanding of it is that we board members would not need to be joining out but then all of our representation of the school would fall on your shoulder Theory and I wanted to hear from you or representative I wanted to hear from you about yes your preference and so let me just say describe that very quickly so the um the leaderboard with the minimum I think that they're looking at is five five members um two of which so forty percent of the uh so it's a particular board structure for a cic nonprofit so CRC

179is a community interest company company and 40 of the board four or five and two yeah so five and two right exactly um five to five members two of whom are elected three at large that I think is that um so the um and the other thing about that too is that the discussion of the discussion too is but the initial when Kevin Stokes outbrews that plan is that there was an anticipation that the um what is it called you wouldn't be as exhibitions um so that would be the foundation of the school district Antioch college and the village manager that they would continue but that's up for the session so I was pretty outspoken at the meeting you know when I came in I think the DC was in early stages I've been pretty

180public I believe in the DC because I think it's one vehicle to bring the economic development into this Village that we so desperately need as well as housing um you know they don't necessarily need me to do the work um you know I I have opinions about it I just think we need to act so whether it's a big a big DC or a small DC it's got to be an active DC so I I don't know that they've made decisions so but how do I feel if I'm asked to do it I will do it because that's that's my job but I also mentioned the chamber I'm an ex-officio on the chamber I have to learn how to prioritize them we have a lot of meetings going on a lot of important things and

181I think people understand that so would you be interested in assigning a delegate or representative I think sure I mean if that's if that's enough for you Paradise yeah I mean I think if if the DC says we would like an ex-officio quote ex-officio representative on the DC so are we going to have one board member um it's because of the way the law is set up for that type of organization yeah with a board member be a representative community members and they could be one again I think so the role of an ex-officio is come yeah you know generally I give a report yeah listen take back information I mean so it's not it's not a voting role it's not an active role it's just I just think these are important discussions whether we

182are sitting at the table or not doesn't change the importance of the discussion so um I as Amy said there's still things can be resolved there yeah there's it's and there was discussion about whether we would get more I shouldn't know how to do some Audible but I think this is but that's what the things that they they want to discuss um the idea with the smaller board is that it would be quarterly and that there would be subcommittee meetings that would fill in those other months and those are you know depending on what the topic of those abilities are is that um those would be things those would be um those would be opportunities for villages capacity so you know this is all trying to get more action out of it but it's really

183wonderful is it would be any emotion on it does it really feel like we're getting those denominations there's 913 is the village okay so I I put in the past and uh just a report from Brian how should we get new number out next steps you've got to join tax taxing body feelings they're inviting the school board to participate in another different meeting uh because they're considering um changing the rules around their reciprocal paths and they wanted they had promised to talk to the other tax amenities and they feel the communities and asking us to be part of these conversations um I know as I said in my little thing uh School administration is very busy uh and it's just one moment it's another meeting so I was going to suggest that two of members

184of the school board go and participate they're going to be talking about that uh Township might be anyway that's all like that's what I was going to recommend so I just want to make sure that we're all cautious about um weighing in on the the financial decisions of other um political entities and I say that because I think you're right the collaboration is key you know I just said it's important for us all to know these things because we all are impacted but I don't feel it's you know as superintendent and I was a board member a superintendent I don't feel that it's necessary necessarily the role of the board to weigh in on whether or not the village should increase or decrease its reciprocal tax just as I think we would appreciate um The

185Village Council in that way then on whether or not we should do option one two or three in terms of value money value um because I think you know they they are facing their own set of issues so maybe that's just going and listening I don't know but I just it's just a cautious I would I would say what would be good is you know acceptance um that we share some of the conversations that happen around our weather using that sort of thing that you can be able to report there's no expectation that we're that we're commenting on each other finances and what we should do but it's an opportunity for Citizens for us always sitting there and hearing from citizens there their their priorities their thoughts yeah um I just want to add a

186word of caution and I guess I will send out some information that I received at the meeting there is a session on this at the Ohio Squidward session our Capital conference um that Brooker and Eckler is giving so school boards and School Employees but by fact we have a very stringent set of rules that we have to follow in regards to commenting on other public entities and even we sit here and we talk about levies and we'll let you plan and once that goes up I cannot voice and opinion on what people should do on that level I'm allowed to say that there is a levy I can provide this tax only and U.S board members can provide the facts only but we cannot really voice say opinion and I'm we're told we're now we're

187not allowed to say vote Yes you know that so it's gotten to the point where we can't even like throw up let's say we had a bond issue uh Levy that that passed many districts in the past have put something up on their website thank you to the community for supporting schools that is now prohibited by law yeah and um and commenting on other entities issues is another it's just a very gray area and um why don't we get the nipple from yeah then we can always plan by by emails yeah is that okay yes all right so 9.4 is a lipstick report oh I'm sorry facing with the decisions to um to compile recommendations for the Village Council because the Village Council is having budget discussions and some of the work that we're talking

188about after the first position requires the inputs and the depending the input of the village so with that in mind I've been tasked to put to list the infrastructure upgrades that the school district needs around the entrance to the schools and I'm talking about Road and transportation so I'm outlining here the uh the process has been done at some point when I have a list and the attacker group tell me what the wording is for each item that I can take it to Mr President through principles and I'll begin look at the interview but meet your expectations about the kind of crosswalk you would want about National Science it was big boss or whatever it is so at some point you'll hear from me when I did my induction Road that is it uh you

189see you'll see the rest in the text yes I think I put everything in writing on that too uh a happy place from boys being from uh the federal information there you'll see that the state of Board of Education as an executive committee coming up next week followed by a public input can make your vote on Monday morning and Tuesday Morning on a specific resolutions that is being pushed by a state board member it's of importance especially if we want to lead to the values and inclusions that we have in this District I would like the public to look at this and there's time for inputs that you can give to uh to the State Board of Education here I will also want to to bring up the fact that of the federal grants they

190are now federal grants for electric School classes that is available if there's a billion dollars but as included by the Biden Harris and restriction so I at the very end individuals uh and so I wanted to share it because it does to it and there's also uh extended uh grants federal grants for food service equipment all right 9.5 is our facilities committee report I know we've had a pretty robust discussion on facilities is there something that you need to have like that I wanted to talk about some of the items that we've seen of those reports because I want to bring them to the attention of parents and anybody that relying on the school there are some really serious red flags that have been brought up in book reports I've talked about the risk of

191school cultures that we have for both our facilities and I want to put the word out there that we're looking at significant risk of having crisis decisions made by webinar and art schools can be proven unless we teach ERS I just want to say in my report I I described this for footage analysis those differences between the new build plan versus the initially evaluation class and then the other thing I have in my report is we're supposed to be thinking about environmental sustainability is a part of what we're thinking about I put together just some documentation on on sustainability and I know Terry had also had something in the path uh who should get started on the leading document of the questions so you have all the questions that I have yeah I mean is

192there a place where we can all see that living documents yeah yeah I'll tell you what I'll probably just share out the link go back to everybody on the committee and that way everybody has it okay you don't have to say if you don't have to do anything just type it and close it down any other board member items I wanted to thank uh the people that were behind the right place for an entire business tomorrow that today was amazing the students were fantastic the worth of a staff and the volunteers and the director from dating life was absolutely impressive and I am so glad I'm so glad we had this in our village right I also want to highlight we have two of our senior husbands that were selected for the Allstate show um

193Eve diamond and Olive Cooper so that was just a recent selection so that that cast only has 80 controls and 25 of the roles in the state show are from Nell streets so I want to compliment those to enables but also highlights yeah so Peter Pan is scheduled for um it will open a week from tonight um Thursday night Friday night Saturday night at 8pm and the gymnasium here and then on Sunday at 2 pm I believe is the final show there um the Celtics for you I think is the website where you can go by and get tickets and I'm actually I'm really excited so it's the first show that we've had in our gym recently um but we do have Ariel silk so I keep getting videos from almost every professor of our
