all right welcome to uh to the 18 august uh regular meeting of the year spring school board um thank you everybody for being here gary rios here okay here cam point here magnus here turner here we have a forum all right so moving on to 1.3 is the approval of the minutes from our last [Music] all right turner yes mary rios yes okay okay yes magnus yes motion pass four to zero all right so one point four is uh just acknowledging everybody present so thank you everybody for joining us and being here and everybody who is online currently watching more will be joining us all right so moving on to number two communications do we have anyone okay um 2.2 is community comments and i think we just have one person who's speaking wants your
discord no no please coming up uh we just asked you to come kind of close to the owl so that uh they can sound scary close to the table okay just tell us who you are and uh yeah okay my name is blake haisley i am a new resident of yellow springs we moved in thomas summer uh my daughter goes to third grade here at mills lawn she's been open enrolled here since kindergarten before we moved into the village um the thing that i wanted to comment on was the health plan that the school i guess is considering or maybe has already decided on i'm not actually sure about the status my understanding is that the school is moving forward with the ohio department of health's recommendations for choosing how to deal with students and
teachers and staff who have been either exposed to covet or positive building the ohio department's the ohio department of health's guidelines do not actually match the cdc's guidelines to my best understanding in that the cdc recommends that people who have a confirmed exposure of wear masks in public exactly have that exposure and to the best of my reading of the odhs guidelines they are in some ways ignoring that by saying that schools are not high-risk areas that deserve contract tracing and case reporting so i hope that i have my my details right and i know it's going to come up in conversation later so maybe you guys will be able to clarify anything that i've misrepresented but i'm hoping that i represented that's correctly my hope is that the district will consider either um guidelines
that are slightly stricter than odhs or more in line with the cdc or even something even safer than what the cdc has recommended to the united states because being the yellow springs school district i love the fact that we can look at our communities that's what's best for our community and to say that a school is not a high-risk place is not a fair assessment of what a school is because of its ubiquitous nature in the community every kid that comes here has a family at home all those families are connected to the rest of the community so yeah i hope that that lays it out and i look forward to hearing what the board has to discuss thank you so that's 2.2 2.3 move on to our mixture well i thought this would be
fitting for today's um board meeting since today was the first day of school and milsalon welcomed part of our class of 2035 that sounds crazy into the building today so we have 33 kindergarten kindergarten students starting mills lawn this school year we are doing the staggered start so we had half of the kindergarten students in today and we will have the other half tomorrow and then all of the kindergarten students will begin on monday and you can see back in the spring we tried to deliver sign to signs to as many kindergarten students um as we could and i think there might be one board member that recognizes yep a little guy up there but that was a really fun experience you know driving around in a golf cart around yellow springs delivering signs but
even more joy watching them enter mills lawn this morning for their first day of this um long journey ahead of them so this is a really exciting program that is coming to mill's lawn this school year and i have to thank lauren mike cell who's an instructional assistant parent and community member that put all the grant information together and with the yellow springs community foundation it was accepted and we are able to move forward with the mills lawn extracurricular program this program is going to be held each day after school monday through thursday for about an hour and it opened up this past monday to register for classes and i think most of the classes were full by tuesday morning so it is obvious that this is a much needed program for our students and
for the community and i just again thank lauren for kind of putting this together and working throughout her summer when she was off putting this program together so it will be a four-week term and we're going to try to do eight of those this school year and all of the classes will revolve around either fine arts stem sel nature language or athletics so if you need more information there is a link on the website for the information for this program but i also will take this opportunity to say if there are any community members that would like to volunteer to teach some of these programs it's just one hour a week and we can get supplies and the resources that you need to provide this um wonderful opportunity to the mills lawn students where will
they be happening all of these um will happen here at mills lawn um unless it's something so we can use the gym we can use classroom library outside some of them might require like a walk if they're doing hiking but they they will all take place here at mills lawn and lauren and another instructional assistant will gather those students after school and make sure that they get to the appropriate volunteer so listen can you go back up that's actually not harder and then the last thing i wanted to say is just thank you to all of the volunteers who participated in the campus beautification day we had so many volunteers at mills lawn and it was wonderful to see the community come together and if you look out front like the grounds look so great
and it was a rainy day it was humid then it was hot um i definitely lost a pair of tennis shoes to the rain and to all the mud um but it was a wonderful day and i just i just feel really honored to be part of a village and so many village members that are willing to come out on a saturday morning and help the schools and the school district that's i don't know why yes um about the after school mlm program yes so i think uh i want to underline but it's over for free foundation that helped with that yes uh and i think it's a great opportunity i wanted to understand it's such an amazing opportunity because so many families need to have um enrichment programs that are accessible after school and
so this is really a great step in fulfilling that need and i'm so glad that he's having to get me as long and it is it's free because of the grant and it's also free because the volunteers are donating their time to provide the services [Music] yes so that opened um at midnight for lauren stayed up um until midnight so that she could allow so she could click the button so parents could sign up um and register their students and i think she is full at this time for the first for the first set of classes cool very cool all right um i want to start just by publicly thanking all the hands that go into opening a school year so today was the first day you know we're a district or a small district
but that doesn't make it any less of a task to open a school year so starting with campus unification day we had nearly 20 volunteers on at our campus we painted the seventh grade hallway portions of the seventh grade hallway eighth grade hallway the new guidance hallway two offices um cleaned up the courtyard pressure washed in the courtyard cleaned up the grounds in the front and like megan said to start the school year with the grounds looking as good as they do is is great so um i just want to thank all the people who came out on that saturday it was not an enjoyable day to be working outside um but but we were able to really accomplish a lot and then um you know they're the teachers our teachers have been in really
since the beginning of august working in their classrooms working on curriculum attending different trainings we have eight new staff members in our building and and i mean a couple of them i think were there as much as i was there starting the school year so so to see that commitment from new employees is really great and um and then people who do all the behind-the-scenes work so eric has been an amazing addition to our team and our technology rollout today every single kid's got a chromebook i mean we're hitting the ground running um karina denny has been amazing and the effort that she's put in and what that's allowed us to accomplish as a professional organization um has been impressive and then i'm really our custodians behind the scenes all summer they're working when everybody
else is on vacation and and um our buildings look great coming back so thank you to to really everybody um it's a community-wide effort and then i lastly just want to thank the parents and families and students for choosing yellow springs so without them um we don't have a school so um they are both most valuable commodity and uh the fall theater schedule uh we have two shows so this is something that we started grabbing six years ago um this year uh we are going to do our larger show will be peter pan and that's going to be primarily 7th through 10th grade students and we're going back to the foundry for that so so the foundry is back open and we were able to reconnect i think it's new people who are organized organizing
and managing the foundry and you're able to connect with them quickly and so we'll be back in there for peter pan i'm sorry that is not right peter pan is going to be the high school um and but our other show the five script show is going to be at the foundry um so peter pan we are actually going to be starting our combat workshops for our kids to do this on stage combat learning that i mean we're going to be using aerial silks this year um so it's not like you see where you're they're going all up to the ceiling and dropping like america's got talent i mean they're gonna be hanging very close to the floor and but but it's a new opportunity for our kids that we haven't had before um in
in theater so so we're excited um audition starts this upcoming week for peter pan and in five scripts um so lori sparrow knapp historically has been the director for both fall shows and and i've been really pushing on our adults to to make sure that we're taking care of ourselves and part of that is knowing when to say enough is enough so this year i finally convinced her to give up directing both shows and we have a director stephanie radford who's going to be the director for the five scripts and she is the educational director at dayton live with the schuster center and she formerly was at i want to say the kids playhouse in centerville and she was an instructor at skypers as well so we are excited to have her and and the
five scripts show is one that i i hope to be reporting more on soon about kind of a community connection piece that allows our theater students to really be involved in some of the important work that this community values so um those shows are both set to run in november the first one is that the first thursday through sunday and then the second show will run the thursday through sunday right before we go on the thanksgiving break so and then finally just an athletics update i just came from the high school girls soccer game they started their regular season tonight so it was one to one at halftime when i left to come down here um we have 20 seniors this year leading our team so um you know we have i think our senior
class is a class of about 60. so to have a third of those students still participating in athletics as seniors is really impressive we had a great summer with our athletics teams so we are looking forward to kind of building on the success last year we had five conference championships at the varsity level so hoping to build on that success um and and we really get that started in the fall um with soccer last year we had a conference championship in soccer conference championship in volleyball so so we are looking forward to this season and i really want to encourage our community to come out and support our student athletes so one of the things that's been a priority to me as a building principal and then i've really worked with our athletic director on
is make sure that our student athletes are representing our community and our community's values while they're on the field when they're in the classroom and when they're in our community and i feel like we have a group of students this fall that we should all be very proud of the way they are as student athletes as human beings and the way they represent our schools when they're here when there are other places and i would love for our community to thank them to come out and support them and see them in action i just want to add to that um that i have found it easier now with a new website to find the athletic calendar and to find where all the games are when they're going to be and i just want to say
it's a job well done to karina denny and everyone else and i think you can even go on there and download the calendar to your phone calendar and then it's right there all the athletic events directions yeah thank you i had a question uh because i i think i i never thought about it before but tell us about the process to select the the pieces the theater pieces that will be played what's the process um so so typically um laurie sparrow knapp and and karen diamond is our theater arts producer those two um review kind of a whole host of kind of what's current um what's reflective of current societal things what's of interest to students kind of all those things and then they put them in front of our thespians and and they will
maybe read through five or six plays and choose which ones they want to do so that's typically the process yeah so the students are part of the decision yes yeah so we we try to i guess narrow it a little bit so that they're not overwhelmed by what's out there and then and then they typically have input yep thank you the thespians is a student club yes our student actors or yes do they do they are they doing activities all year or it's just mostly organizing around them for plays and different so our theater so our theater season will run from now until the end of november and then typically we don't do like this year we're not going to do anything in december so we are trying to have our shows run between the
fall sports season and the winter sports season because we are so small and we share so many kids so like this year they'll be off in december and then about mid january they will start we're going to do mamma mia as our musical this spring so they will start you know auditions rehearsals for that a lot of our theater students don't just perform at school um they they connect different places to shows really all over the miami valley and then the which is the state theater conference they have a stage show so we typically have juniors and seniors who will audition for and in the last couple years we've had students participate in the stage show either performing or um doing the stage work so for for some of our students i mean just like
athletics it's some of them are really in season and some people very much do it year round yeah the feedback that we i heard from the students is they really enjoy the adjudication process you need to see other kids from around the state and what they're doing it's it's a really enlarged group and the oh eta show will be the five scripts so that's going to be primarily upperclassmen um and and it's a smaller cast and part of what we're trying to do is allow students to see theater as as a career not just an extracurricular at school so um with the with the oag eta show it's it's like our showcase show for our kids who are really seeing that as a potential opportunity a theater as a college major um it's a show
that's really targeting them supporting them you have it on a picture but you didn't mention the bulldog paw prints and the seniors yeah so yeah so that's what that is that's oh no no it's cool to go see yeah every year um so i i don't know when we started putting the bulldog all prints out um but one of the things that we started focusing on last year with our senior service days was repainting them and just having them look nice so as you're walking out and this year we have we actually do have 20 seniors and we have something painted on every paw print so class of 2023 so it's just it's it's neat like it makes you feel part and connected to our student athletes is it their numbers yeah it's got their
last name and then their numbers and so i think they also have sports i think somehow the sport that they play i think someone has said somebody found it to put it down so she didn't have a number oh yeah okay okay everybody can check those out when they come out to to support our our athletes and their friends yeah well we also um we host our home meetings at youngs so it's on tuesday october 18th i believe is the tuesday um and if you you think you've seen young's packed in october come out to the cross country it is packed i think it's 25 schools or something so i encourage people to come out there as well it's a fun course all right and i apologize that format is not the format but i
thought it was up to you so i'm going to read this to you i think it's the same thing it was just trying to get it to be better visually so what i wanted to do similar to jack thanking some of the behind the scenes folks was to mention how many contract and staff from our escs we need each year a lot of times they're not hired as yellow spring staff because they weren't you know they're employees of the esc so we don't necessarily hear them all the time and also being a small school district they're a very important part of our school district because it would be really hard to find somebody who might be able to work part-time whereas if you go through an esc you can fill some of those roles because
we have smaller populations too so new to us this year is montgomery county eoc and we have a couple people that will be working part-time and i should mention all of these esc staff positions every school district in greene county has these so this is unique to us these are things that some school districts might fulfill with full-time staff members we use the esc a lot of other districts too as well cara brill is going to be our new english language learner tutor um and she'll be working with that population in both buildings uh dad johnny crawford will be our new gifted coordinator she's part 10 as well she'll be 45 days working in the district both buildings we are also participating in esc sponsored programs called americorps it's been around for a while in
different dimensions but this particular program will provide specialized training um to individuals that signed up and they will be um they will be tutors we'll get a reading tutor and we'll get a math tutor for mil salon um it will serve k-3-5 they will work 30 hours a week for pretty much the most majority of the school year that's awesome yeah so it's it's a great benefit to us um and i don't have the names yet we'll learn more about the program i'll share later with that and then our esc greene county esc we have returning staff because we have a lot of staff from them and then we have some new staff so and a lot of that staff might be our related service providers therapies for students who have disabilities and then some
of that is other services that are for anybody not necessarily a disability service the special education we have really three out of the four are new uh jameson and i believe his name is is uh our speech therapist i haven't had him say his name to me yet so i think i said that right so it's her i think oh no it's joe i've heard of him but he's going to be our occupational therapy um sim and it's tata zoe i think is the correct for physical therapy jessica rafa newsom is returning she's our the one out of the four who is our returning adapted physical education and then our other supports include megan kellner who will be at little's lawn this year two days a week as a mental health therapist she's returning um
at the high school middle school two days a week we'll have michelle continue who's the mental health therapist and then the ones with the star these are not necessarily scheduled in you know a day or a regular schedule each week but because of the extended learning grant that goes through esc's we had available some curriculum coaching and professional development through a service agreement and so kim watkins worked with our schools last year and they have a new person nicole ferguson so we'll be utilizing both their services and then we also have some attendance support by referral for our attendance intervention teams and that person is new her name is gabby west um thank you for that donna do you know how many um esl we have in our own student location what's called representation um
we have five right now possibly another family i don't know if it's just and then my other question was about the new gifted coordinator so um i know that we were in the process of getting certified for offering gifted services is that right that was last year not necessarily certified but putting in place the requirements to be recognized the service that we provide to be recognized by ode and reported as actually serving and not just identifying there are certain criteria a district has to meet and some of that would be having staff members get 15 hours of training every year for four consecutive years then it's up to the district to make that plan consulting with somebody that is certified with a licensed gifted intervention specialist which this person would be consulting with them so
we're in that process it's mostly the professional development and then when you have staff leave you have to start that one the first of four years so that's going to be my question because i know that we lost some key staff that we're in their process to get their purpose here i would be interested in the future to kind of get uh an update of where we are at on the process for getting we have a lot of new uh teachers that joined us this year and webinars it's the right time for them to join and get also trained for that right yeah our goal is to have those the um math is already um trained in the middle school high school with science but then after getting those lawns started and enrolling we wanted
to roll in the language arts at middle school high school so it's just a matter of keeping track of everybody and making sure they're on track with their board thank you just one more question this is the end of our administrative reports do you want to let folks go um i know we've got a five minute break coming up but i know i still know it's the first day of school all right press through there okay sounds good uh 2.4 is our district senators recognitions gifts and jobs yes boards recommended that you accept a gift this month and it's recommended that you accept the gift of 400 to yellow string schools targeted for the libraries from the bouquet saver family with great appreciation from where uh from dorothy's family oh thank you okay turner yes
yes okay yes magnus yes there's your passes for zero 2.5 all right so so this is a a larger discussion and i know i talked to don hollister i believe tomorrow is here to to address the board and then i talk about uh the other public entities in in in the district the larger district area and how we're doing i like these and asking for public support yeah please that way the uh the owl can see this camera and microphone [Laughter] nice of you all too in my dream i'm pretending that i'm in a dream and i'm not really speaking before you and you're nice to you to join me here i was approached by brian housh and judith to um you guys have more of a communication between the school board and and the
village council than you have with the miami township and they approached me about being a liaison to both and embarking on some public meetings to talk about public funding and um affordability in the village i hope you all were all on board with that they invited me to come here and introduce the idea um and i understand the village is willing to host them yeah the um you know as the liaisons of the village council brian how should i talk about issues and after we had after tj had sent the letter to township of course we discussed we talked about the idea of a joint meeting which we talked about as a school board um and then brian suggested you know we get marilyn involved to think about a meeting he brought it up to
the monday at the monday night village council meeting they would like to host a joint meeting um the uh the i think village council we're gonna try to send somebody today when we realized it was going to be here on the agenda like this um to talk about what they were going to recommend but what we had talked about was just each entity getting an opportunity to take 15 or 20 minutes to talk about their their plans and their needs um and then having a discussion you know of course if you have public meeting with these lenders just about the essential services that we all provide how are we going to finance them um so that was that was it we're evidently going to be getting a an invitation to do through judy kittner uh
command talking about trying to do it in september if they can possibly do that um so have you talked about potential dates no nobody's talking about that so so that was the idea a meeting at the plan and agenda and i guess i was hoping to have a discussion tonight about what we would like to see as a school board at that at that meeting um my personal hope was was to have our organization the village and the township all be able to talk about what they have planned and upcoming just so that there's no surprises in the public it's as transparent as it can be um you know i appreciate the health spanx news publishing the letter i sent to the township i just think it would be helpful if we get all out
of the table and that way there's no surprises when the public comes to the voting booth every every uh so often um november may and they they can understand what's upcoming and what is planned for all of us because the school board has an operational operations libraries that we're going to have to start talking about at some point our permanent recruitment levy is coming to what's the ones we have on the books if we might talk about how we renew or how we go forward we also potentially might have something with facilities um and the village has needs and the contract has very valid needs as well for public service yeah and i try not to get too far ahead of myself of how much we can help the public understand it's hard to imagine
you're going through different elections and each time we're adding a little correct fee and it's it's hard to i won't get to just see what grows from it sure yeah i mean my vision at the very least if all of us lay out when we're thinking in a time table and and i don't know that everyone every organization is going to have a magnitude there's probably problems for like our operational i mean we know what it was before roughly what it would be this time um that at least allows the public to see and plan but forward yeah yeah yeah that's what was okay they were talking about yeah if i could just a question and add a um one other thing i think it could be helpful also in that kind of if we
have a presentation period to kind of look also maybe the last five years what has been proposed or not and what were the results um because i think we're kind of looking at this big picture from 30 000 feet and it would be great to have that long view i think that's kind of what we're what we're looking for um was there a discussion would it be open to the public i missed that part our superintendent will be presenting uh from school for the schools and then there will be a discussion and discussion um it might be also helpful to kind of for each of us to talk about our internal processes and what we feel you know obviously we have the facilities committed spending now but there may be some additional private processes that
might affect um that might affect uh long-term uh blood loss and crystal strategy i you know i said when this came up before that do you think it's a good idea jay and i have met with josue and don hollister i get a little concerned when i heard maybe i misheard you that we're and there's been a lot of kind of attaching us to that and i think that if this meeting hopefully this meeting won't be about that i think i appreciate that about how how we should help the public understand and that's so key the complicated piece that i'm saying right now is that we all are under different processes and taxes for us don't necessarily work the same way they do for the village or the township and so that's another layer of
complexity that that we have to explain to the public i also while i've said that i think this is a good idea i do have a little trepidation in that we know what's coming in terms of permanent improvement and operational levies we don't know what's coming with facilities and so you know i've been here long enough to know that should something come out then you're down the road somebody's gonna say what that meant you said here's what you were gonna do it and we don't know that yet so that that worries me um just a little bit i think and september um like if we're gonna do that and we're gonna present i i i gotta i gotta have that i gotta know that now yeah that was gonna be my thought too is just
we'll make sure particularly in being able to invite the public and others to be ready that we that we make sure that everybody feels comfortable with the time or time frame um so if that's okay i um i watched the meeting of monday and i was surprised that the conversation happened i had no idea how to do it but you were meeting with uh with marilyn and with brian and so i realized that i think we've had maybe several conversations happening in the back end because it couldn't happen in a public meeting and so i'm glad that we have this joint opportunity this joint meeting for all elected officials to be around the tables but we all get the same information at the same time because i feel like there's been a lot of different
starts and conversations happening um i heard during that village uh council meeting that gavin leonard was saying uh i think at first the meeting was planned for october and gavin said well maybe it's gonna be too late because it's going to be on the ballot in november for the miami township and so he was asking if it could happen earlier so that people would have time to catch up with that and then make their decision about how they want to vote in november so i feel like we're kind of we have only a few options but what i'm getting from this because of the situation where we are right now is that we should definitely have one whenever we are ready for it but also we should keep having those conversations every so often especially
when we the school are gonna have a more specific picture of what's coming up for our presidential needs right and i think that um the there's there's things that we're arguing because the these three entities are also um involved with the ys the yellow rings development corporation um and the development corporation's asking the question about what they might what role they might play in um in what this meeting this level said that this meeting is is working out is that long term you know what its responsibilities might be and if it's even though it works we're going to be going through uh the development corporation is going to be going through a are you individual yeah um we'll see we'll see what the product comes out from that i don't know if we'll have anything
in this guy yeah but it's it's definitely a question mark that's out there and i think that um these three organizations that board the student government actually you know how how we move forward how we how we read these asks of the public um uh so the public can absorb one ask and prep for you know and then recover and then and then take another ass it would be really nice if we could figure out a way that we could you know prevent trafficking what we discussed in the last meeting was that that had been our understanding of one of the roles of that body and that that body in fact had not facilitated that in this particular case and so that's why we wrote the letter that we did so i just wanted to
clarify that yeah yeah it's it's it's there's a deeper relationship um uh that i think that needs to be forged and that's pretty much the what the conversation that development corporation is moving towards that type of relationship but we we but we're not there yet and part of um part of uh i hope this conversation will be is you know to understand you know who how we as entities fights you know fights what how how that how that relationship gets so we can so that it'll work and where it works and is it is it okay is this can i ask a clarifying question this is just so we can each lay out kind of what's coming and not i don't want to get into the situation where it's like well here's what we need
so if you give on this i don't i don't yeah my vision was more than we just laid out so that it's clear to the public you know what what time tables everybody's on and what's going on because i think that that's been one of the problems there's a levy fatigue you're trying to at least educate the public about it in transparent fashion about who all needs and what they are and that's it without any judgment beyond that but then here's the schedule so i i think that's doable in the short term and it's motivated by you know the lack of communication that happened at the ystc in this particular instance and so if there's a way to move forward differently that's fine but i think for right now it felt like a good opportunity
to use this example to say how can we move forward from this alert to show the public we're trying to be as transparent as possible and as responsible taxpayer money as possible so you know we all rely on largely the same population demographic right it's the district the township and the villager there's a large venn diagram overlapped there yeah you match pretty well i think yeah so i think that that it's great to have this this one you know the joint meeting with all three of us and then each could just get up and present without any kind of judgment on on the needs of each other and that i think that that's would be the first trust building step you just kind of do that i do think we probably need a meaning to
kind of plan the agenda ahead of that so it's not like just a total cluster that there's some structure to it and everyone understands what everyone else is going to present and says okay that's we're all kind of in line if that makes sense i was going to say yeah i don't think we need to wait till we know what we're doing with facilities to have this discussion uh jerry i think to me it's it's what tj's talking about um and one thing i wanted to say you know is to basically lay out some people more knowledge about what's going on um as well as the community being more knowledgeable um one thing that has occurred to me and i wanted to ask the school board if we would want to ask the township about
having a liaison to them because this three-way relationship it's not really been a thing i think in the last several years and um but there was this kind of liaison between the village and schools um that i think was not real active maybe and um and now i think it's been good we had a conversation about um i don't know how it affected things this morning but about drop off because the you know the village is uh responsible for the streets you know and then and they did i don't know if you noticed they did some braiding around the school yard to make it easier for cars to drop off on the hall street side and that was a conversation that kind of helped that that occurred kind of through you know brian and i
kind of talking about it and trying to bring the people together i don't know if there's ever going to be a reason why we want to meet up with the township but is it you know beyond you know these kind of communications so we're clear about what she's doing but there may be other joint ventures that could maybe um this could be useful so i wanted to suggest that we asked the township if the good assignment yeah i think in that case if that's what we would go for i would expect that person to attend the township trustee meetings too so that we don't learn things in the paper you can always watch it i mean yeah but i know i haven't been going to the village council meetings but i do keep close by
except what's going on i would expect whoever that person is on the board to report back and say hey yeah so that's okay i don't think it's a bad idea we could outline those responsibilities later i mean what do you think marilyn i mean in terms of i guess i think i think that's a lot to ask of the liaison from the school board to a forum but i mean what do you think about the idea of having a uh you guys appointing a liaison i mean it's free right it doesn't hurt anything and um they'll know when when things are flagged that you guys would be interested we have a person that we know we're supposed to get the information too right so as a pragmatic like they kind of wrap up this discussion
if we were to have a meeting we are going to if we are going to let you start to go and look well can i just say that facilities meeting on september 1st we have a board meeting on september 8th we have a work session on september 19th i'm supposed to have a state of the school address on september 22nd so it's not that i can't but i'm just saying so it's a lot because i i get it and i can do it but i need to also need to it's a balance for me i have to now start talking at some point i have to talk to the public about my children and how they're doing in academics i mean it's been almost three years since we've had any type of sustained conversation about
academics we are an educational institution we have to have all of the we have to pass operational levies and i get that so if it has to be in september because of the other organization early october um a little bit i i guess i don't share uh gavin's uh concern about it happening to be in september i mean you guys have a measure on the ballot it's it's on the ballot like that's coming up i don't know why there needs to be a rush social media and things like that so um people couple weeks before the election might be more informed than actually more on more videos yeah yeah i mean date soon this week and it's in september i will make it work i just i just can't i guess my request is i
can't wait and we can have to know what the september date is my understanding is right you need the corporate council will be getting in touch with you with an invitation that's my understanding um that can obviously be two board members i just um this was a point i was trying to make like a number of minutes ago but just wanted to throw it out there i think that one of the pieces from the school's reporting is around even the timing constraints that we have around when we even can put anything on the ballot we have an incredibly structured sense of timing for each of these initiatives that we're talking about and i think having the public just have a broader understanding of that structure that we are actually we have to adhere to um
you know we have a lot of constraints in that sense that i don't know that the other bodies do and so that would be another piece i just want to make sure that we are just that we're sharing with the public at that time and i want to support what dr holden is saying around being able to uh share uh being able to give space for the schools to really share with the community where we're at academically and how things are going this school year and inviting the public to come to athletic events and our other events and not have this issue overshadow the the great things that are happening in our schools right now it seems like it sometimes does in the in the because folks want to feel like when they do go
to the ballot and they vote yes that they know what we're doing and that we're doing wonderful things with children and that we're really um you know making a positive contribution to their academic achievement et cetera so i can get those closer all right so i guess my preference will be sometime in october at the earliest to give time and that dr holden and the rest of the folks focus on the important part which is school starting said it may not even be me if all of this is one that lots of people i think there may be constraints with yes that makes sense okay okay all right and i'd like to say that um my fifth grader had a really great day first day of school i have also um two older children class
of 2003 and 2007. so um [Music] [Laughter] we understand the important work that township does too so there's no criticism on that front meant we just want to make sure we're all trying to do the right thing for everybody involved and that's just very important awesome now we are at the five minute break yes okay thank you all for your long day thank you all right welcome back everybody we just took a short minute break short five minute break to allow some folks to leave and uh we are now on section three our treasury report and three point one is our financial report okay okay all right what is that yes that is it is a bug this is the golden tortoise they're very small found out in the woods you'll find out that i
spend a lot of time walking around in the woods um and i think this is one of the most beautiful tiny creatures that's out there i mean it is it is very very very small i mean it's like the size of this starting out the new school year and so we uh starting all over july is our only actual month and obviously we're just projecting out for the rest time and then um so i don't know if there was any question um yeah that's good um seriously where i'm pretty accurate um i was having the general fund budgets uh so the way our finance system works i actually only get one opportunity to upload our budget so back if you remember back in june we approved our initial budgets and tonight we'll be approving our
actual budget [Music] but we're just applying that um um people go one more um this one sort of gives you the projections for the year um and then you just see we have the one month ahead of time and so uh the big changes this year um revenues you know we estimate pretty close based on last year and then expenditures are where um things changed the most from last year personnel services we're seeing a pretty big increase from last year part of that is due to the the increases in wages this year but also the increase in positions we added the communications we brought our psychin house technology coordinator was brought in-house so that purchase services line decreased a lot from last year but that's basically from shifting some of those purchase services up into
our personnel services and then of course with that is the employee benefits that come along and then facing our supplies one thing i do want to point out that you might see is the capital outlay line the 79 000 a lot of that is due to i like to review our computer purchases and so i purchased them out of a capital asset line but they actually don't end up getting capitalized so i may need to adjust that budget line to show that it's just items that i want to review that making sure that we're inventory and i always recommend we probably have a capital asset line so that we know that we're getting them inventory in some way computers also musical instruments although they're not above our capital asset threshold other than that are there
any questions um the pie charts are not very great this month because it's only july so a lot of things haven't happened yet so i think the the pie charts start out very skewed because it's based off of our revenues and expenditures to date um you will see uh now income taxes is kind of where it normally is but you'll see a lot of stuff that those pieces of pie adjust later the line chart um you'll see based on our projections we are right where we expect to be as far as as revenues um we get a large portion of our revenues and advances on our property taxes the advances come in july the settlement happens in august and then we don't get another big chunk of change until january february when the second half
of property taxes come in so you start out getting a lot of revenues and then our expenditures if you'll move down or right line where we thought we would be you know a little 100 of a percent um below so how is the inflation impacting us the school district um supplies i mean uh that's a small surprise there's a small part it is a small part the biggest part of our expenses is people yeah and we sort of knew with negotiations we gave what historically would be considered a big big pump this year but we knew that's that's been happening not just in schools but in all kinds of businesses there's been a lot of movement this year there's been a lot of salary growth to either keep your staff or to get new staff
in so we're not going to see the growth in personal services next year you know quite as much next year as this year still growing um we did offer increases in years two and three of the the contract but it's not equal to this adjusting year that we're having i would say that's the biggest impact of inflation the [Music] the real hard unknown with inflation is probably more based around facilities and facility improvements we're still working on getting the bathrooms out of the athletic field the decision to use the building that we have rather than to build new is probably based on inflation because the cost of a new building is practically double of what we were originally quoted um and then so that that will drop back decision um and then you know they're
always necessary what is the decision yeah right so when they originally borrowed money from the track and the restrooms there was a mock-up for a stand-alone restroom and concessions the track came in a little bit over budget and then the cost of construction skyrocketed so that mock-up that they had based the borrowing on is really out of our budget at this point which is the reason that we decided to look at this retrofit like when does that decision made i'm sorry did i miss it on this side is the concession stand that does not have air conditioning then you have storage um then you have a makerspace and you have theater storage so there actually is room to build you know our soccer programs really need some type of locker room and we desperately need
restrooms on the track so it was the restrooms would go in there the restroom would go probably a part of the makerspace and then a lot of you know one a single restroom in the back and in the locker room and i see okay yeah yeah i'm sorry well the whole project was something approved from previous yeah and this goes back several years when we were even talking about it for two plus years because we finally were able to get everything together and get the plan approved so yeah that's fine and got that finished up and then we're looking to finish that project the money was borrowed to do improvements had that at that school facility um so you mentioned facilities uh in your answer to my question about inflation and i was looking down
at the budget for the expert expenditure for facilities and i see that the budget is 910 000 this year because he got on page 23 of 24. uh and i think i remember that it was in the mid 80 mid 800 last year so that's why i was also asking you for that is i see the budget yeah 23 are you talking about up one yeah up one face okay so this is part of this that is the biggest part of that increase is this includes our custodial costs so there is no way to you know you know sort of pull that out from the maintenance cost so this does include salaries go up like two pages um so when you look in here um and we also added uh maintenance positions and then we
would have a bus driver i just took his test today so yeah he also provides some some transportation relief and security um i mean really it's not so much like oh man we have to pay some bus driver it's more about can you find a bus driver so making sure that the person that filled that position was able to get their cdl and help provide relief yeah thank you for watching it makes sense now i was trying to keep track of that number yeah so when you're looking at the um these pages here yeah the if it's 100 so if you go um okay where it has the description if you look next to that so there's there's a bunch of leading codes but but what you what you want to look at is what
is referred to as the object code and if it's start if an object code starts with a one that's a salary if it starts with a two that's a benefit and then object 400s are your purchase services object 500 there are supplies 600 are capital assets services 500 are supplies are capital purchases and then there's there is some 8900 um they're sort of miscellaneous if you will go back up to the budget first actual fourth or fifth page one more okay so when you're when you're trying to relate that to it if you look at personnel services that's your object 100. then that next line the employee benefits those are your object 200s right i see okay are there any other questions um i did make and we'll get into this on the next piece
uh i guess there's no questions going on to the finance i want to point out i did make one late change that is not on your guys's board packet that was printed um fund 300 the appropriations this is this is me working today credit company copy says sixty thousand nine sixty six and i lowered it to forty one one thirty is it um it is on board docs the docs is updated do you know what page it is it's not a page it's import docs it's actually important okay so yeah i guess we could move on to the financial sector don't have a motion to okay so i did make one lay change here to 4.2 right there if you'll scroll down fun 300 earlier today so i i like to budget especially on some
of these funds at general fund is you know it's easy to project and sort of see and base it off of last year um when you get to funds 18 through the 300s that they can be very difficult to budget because some of those are grants and it depends on how much people ask for our student activity groups i don't know how much money they're going to bring in so like you know are they going to have an expensive prom this year it's it's difficult to budget um some of those expenses uh theater is one of those um so fun 300 is also where our athletics are so a lot of those funds they like to start high but reviewing the 300s today and drop that down closer to where we were last year the
big increase there is um so there's lots of 300s and one of the 300s is our book fair money um and the biggest increase i'm doing this year is trying to make that book fair money available for when everybody goes out and buys uh books from the lovely scholastic book fair and your kid comes and says i would buy 300 worth um but uh the if you sell so many books the scholastic they give money back and then that money can be used to purchase books for your construct so i will say people must love the scholastic book fair here because we love it my experience working in school finance the way that it works is everybody turns in and based on the percentage of your sales you either get a credit for your library
from scholastic book fair and they say yeah we'll let you buy 500 on credit or whatever or they actually cut you a check if you sell a lot of books and this is a huge balance here so you guys must sell a lot of books for this classical pair i'm always used to just just getting a credit we don't get actual money in most most schools don't get actual money but but here yes everybody loves the scholastic so um yeah working on these today uh general fund that that's up from the 10 million the initial appropriations or temporary appropriations that you approve in june that's just to make sure that we can can keep running during june uh or during july and august before we can approve these final ones so a lot of them
have gone up they're just closer to our actual projected expenditures and then the federal funds the 500s down at the bottom it's looking at how much money so federal funds are cool the way they function is very confusing they're awarded based on our school year and our school year runs from july through june um but you can spend the money starting in july all the way through the following september so you actually have 15 months to spend that year's awards right and then some of them roll over so if you don't spend the money it rolls over next year's and then that's when you see there's an adjustment in september um to federal funding but um so it these numbers are based off of looking at what we had unspent from our funds last year
and part of that is just the way that schools function employees are paid for the school year and if you use federal funds for employees that means that you actually start paying them in september and you don't finish paying them for that school year's work until the following august that's why you have 15 months to spend the federal expenditures and these are based on our actual federal federal budgets that we have or the allocations that they've given us are there any questions on the appropriations [Music] um you won't see them per se you you will see them on the monthly packets there's the ohio cash position report um that might just have to show up and then so you'll see them in the budget but then after this all we really approve is adjustments to
the budgets so anytime i bring back appropriations it'll usually just be one or a few funds and it'll be increases or decreases and then we have one budget and purpose statement the class of 2019 is uh so nurses office teachers lounge meeting room right classic i know we're tight on space so i was just curious that was one that was last used as nurses office and then we did dinner and then it was a teacher's lounge thank you for the class of 2019 to dedicate their thoughts for this yeah so um budget and purpose statements uh are one of my like school accounting passions um so i was gonna be trying to coach up how these are how these are used um or some of the the purposes that are done i whatever you put
on here is the only thing that you're allowed to spend on it so and then um making sure so you'll see this class of 2019 that was quite some time ago but as our future classes are coming up i try to encourage classes in their senior year you know they have money and they do some fun activities at the end of senior year but they always end up with like a little bit of money left and i'm like come up with a plan so hopefully this year's senior class and their budget and purpose statement they'll have a plan what what are you going to do with your extra money when you leave you know what are you going to do with that you're in or maybe they'll spend it all on themselves so you can
throw a great party but um that's that's something that i really like to see is that future planning because this happens a lot where schools senior class leaves and there's still money sitting there it's like okay what yes yes magnus yes turner yes yuri rios yes motion pass five to zero all right section bye um so can we start with the second document so i want to start off this was first on my report anyway [Music] about health specifically as it pertains to covet and so i appreciate the comment tonight about odhs guidance and the cdc and i sent out a communication maybe a few weeks ago that said we were odh was still saying mass to play the test to stay i have to stay test to play which i found odd because to
do that you really need to contact trace and the requirement for contact tracing has been so reduced um and then they push this out so dlc from the green county public outside something is coming and that was this and so um you know it is i feel like it is aligned the odh uh requirements are are pretty aligned with the cdc so what they're saying is they do identify high-risk environments as healthcare facilities and nursing homes schools they do not put in that category and so we are no longer required to to contact trace and so there's a whole list of things that i actually put in my update as to why contact tracing anymore just is not as effective and then odhs is asking that if folks test positive they stay home for five
days they can come back wearing a mask if they are fever-free for 24 hours without medicine and and symptoms are going on and that is what that is what we'll be doing i i do want to say we are a supportive environment and so masks are always always optional based upon the person and and we would um you know we support that i i do want to say though that i i appreciate the fact that yellow springs is different and we did things different during the pandemic we did and i think that kept us all safe and healthy but i'm going to tell you in many ways it it was just difficult for us and so it was difficult for teachers it was difficult for children it was difficult honestly being kind of the last
man standing and just so everyone knows there are some schools that will not play us because we've had a mass requirement at our games now i might think that that's silly and i do but when the time came we did what was necessary and i think um now is really a different time so we have to follow the guidance that we followed all along and so it's not i'm going to choose to follow it at this point and not at this point this is the guidance that we've followed all along and it is what we will continue to do but i want everyone to understand that masks are not required but if you want to wear a mask we would absolutely support that and we did see children and some teachers today with masks but
i will say on the whole um most students and adults are not masked so that is kind of how we are proceeding with health i mean we've learned a lot about air filtration we still have all of those in the rooms we've learned a lot about um just you know how viruses spread and so i think those are our lessons well learned that but i did want to address it i was glad she brought it up because that was my first um first item in my uh i don't know if there's any questions about that from the farmer's market especially somebody who as one of the managers who's responsible for the winter market i've been watching the numbers and there's uh and i'm very hardened by what we're saying is that we're seeing something very
different than we have the last few years and i'm not breathing easily yet about what's coming you know about what um my vendors will have to um what five vendors may or may not experience in the winter time but right now right now i think there's you know reason to be very hopeful that this policy will work and you know it's it's again the same thing as that we said last you know at the end of the last school year is that um is the best way to prevent infection is wearing an ass and the best way to avoid the hospital is getting the vaccine and the boosters i still might even have a red eye so when i got my my last person so um i hope that if students need them that there's
high quality masks available we have a boatload of maps we have we have tests you know we're allowed to order tests for us that we can distribute and again we're a highly vaccinated community vaccines are now available even for our youngest so i think that puts us really in a different position than we've been in in the past i do i do have a question um so from what i'm reading here if positive students and staff should stay home for at least five days and then they can come back five days and wear a mask how do we do lunch for those people that come back for on day six to ten you know we can we can separate them if we know i mean i think we're to that point honestly um most folks
might say it's the same as it goes during the heightened pandemic we have to trust our parents and families are you out sick because you have clothing or are you out sick because you have the flu you know if you say we have yeah i had the flu so are we are we giving clear instructions to parents and say on day 6 to 10 your kids can come back fast but then let us know so that we can have predictions for lunch so i i i can say that i push this out have i said um we're going to make accommodations for lunch no i haven't you know and i can talk to the principals about that um that's something i think that we're going to have to just decide maybe as we go through
is it going to be one is it going to be 10 i mean again i i feel like the landscape is different i've seen it it's different um this is not ever going to go away we're going to deal whether it's copenhagen or something else we're going to deal with this but but i'm not sure that again let me talk to the principals we have not discussed a separate place to eat for students who come back on day six and then um i don't see any guidelines for people that have been confirmed exposed to it right there's no longer guidelines for that no you do there's no quarantine required and i think what we've learned kind of on the ground was sometimes it doesn't matter your vaccinated you get it your mask you get it
and it's just i mean that's kind of what's been going on for the past six six months but i want to connect that i'm going to skip over beautification day for a minute i want to connect that conversation to the first day of school you know i wish they would have talked more about it it was lovely at both campuses smooth now as soon as i say that it will all fall apart tomorrow but it was so smooth and and as an educator i don't necessarily want to say oh yeah i'm glad that we're going back to normal because there was a lot about our normal that wasn't right but it felt normal and i think that we needed that i think you know it was like wow it's a the start of a regular
school year so the kids were excited i think parents and families were excited and we just had a little tweaking to do on transportation but even that that worked out so i hope my hope is that we continue this year kind of like this because it's been so positive and and that is what we need and now campus beautiful day um so i want to i want to say that i want to uh echo the principles it was wonderful it was way too hot for this whole body to be out there all day sweat um but thanks to judith for for planning and and really richard and richard zoff and dad badger for um picking things up and and making things work and we had i think um just about 55 volunteers spread across both
campuses so i was here most of the day and then i headed up to the middle school high school travis and craig carter travis thompson and greg carter i bet they both lost 10 pounds but it was um it was a nice time honestly i think it would have been much more enjoyable had it not been so hot um and then i want to thank mark from yale springer tease for donating our campus communication shirts so um we will do this again in the future i just don't know when yet because we didn't get finished and i think it was really kind of an eye-opener for some parents and community members to know just how big our campuses are so you get a real sense when you're trying to to do some lawn work you
get a real sense of what nine acres is or 40 acres when you're you think oh i'm doing great and you look up and you're like there's no way so it was a great day so so thank you to everyone involved and how nice have we got that done before well yeah before what aren't on the lawn oh it's not exactly why we did it because i walked in i'm like oh my god on the lawn was here but they they always clean up so it wasn't that it's just you know a little rough on our on our lawn um the last thing i have in my update is um i did bulldog logo so if you were in the agenda earlier you saw it and i took it out because korea's like no take
it out we are very close so if you remember i said we were using a bulldog that we did not know and so we wanted our own so we are very close and there will be um a secondary version in the middle's lawn version the milsalon version will not have teeth and will look a little softer and you know the secondary versions of right so that's i expect that within the next week that's important because um once we have that we can begin using it on spirit wear and other other branding items and i know jeff irick his goal is to have an online spirit store on the website so that you can order at any time from anywhere so that's the goal and one last note today's enrollment number was uh 708 so we
were pretty good questions about any of that that's about like it's not when you yeah it's the beginning of school so that's it's going to go like this all right so we move on to six which is the actual number okay 6.1 and 6.2 you're going to get tired of me talking about all of these policies so we you are giving a second approval for the 2000s and then the first approval for the five thousands and eight thousands we are finished after this so here's what happens in september you'll give this second um have a second reading and approval for the five thousands and eight thousands and then i'll ask you to pass a resolution what that resolution will say is that you will rescind every active policy we have and those policies will be
replaced with every policy that we said we're going to retain revised new from the past since december and then i send that to neola and the magic captains then we have a complete up to dates the printed copies are about as thick as from here to here if as the law changes so there's one coming up since the volume 42 update we will not do that until we do our whole kind of transformative policy because it gets way too confusing so i don't know if anyone had any questions on any of the policies clarification about how to go down the 8500 about um what the rules were on uh school that in our district right there yeah so i was trying to understand what the rules were for school debt so i'm looking on page
two out of four and it says bad debt incurred through the inability to collect mail payment from students it's not an allowable cost chargeable to any federal program i was wondering how long do people have to pay school debt here and what's our situation with that um lunch fees yeah do we make sure you graduate yeah and we have a lot of donors who say i want to pay a lunch piece um so we're not going to so when your lunch fees get to a certain point okay you know you gotta pay we can't let you keep finding credit but uh but they um and then if anybody's really struggling they should fill out their free and reduced form yes so if anybody has gotten out of the habit of that uh because the completely
free and review or the completely free lunches in the past two years that's also not a very good thing because it didn't affect it does affect federal funding but now we're getting back into it where it does apply so no more free federal lunch so you gotta fill out those free and reduced points again but um we don't there's yeah so i mean it just rolls over from one year to the next in their outstanding piece is that is that a significant amount in our district it is not a signal okay because i know that there are donors that are but are interested in filling that hole and so i'm wondering what kind of communications can we do at the district level so that we can say hey we're having some school lunch debt i
think the best yeah in my experience instead of saying hey here's a fun to pay off your lunch day yeah is as we get to cases at the end of whatever years might be the principals know this and they can reach out to jay and say i have a student in need who are the cure the donors that may contribute i think that's a better way to do it okay as long as we have a process that respects people's dignity but also helps them right yeah no wait we don't want to identify with people but we want to be able to know i understand correct but it is it'll be interesting to hear and i don't know what this is basically um any other questions about policies et cetera you have an mou for retire
retires that allows uh by contract who can only give a retiree that would be higher up to step and in the contract they did not allow that person to then advance on the salary schedule and so this does allow that because you know these folks can go anywhere and so this is keeping real experience um i'm gonna skip to 6.6 is uh just approval of the contract for strategic planning purposes with osba and that's our october work session 6.7 if you jump there wrestling is the new lunch prices and those just increased by a quarter lunch only at each building and then adults i don't give you down an increase for a long time yeah um so the i will say the standard recommendation is about 10 cents a year um and then there there's
sort of the other method of looking at it trying to do increases like every other year um it has been some time since there have been an increase here and it had been two years since we paid for lunch and we do know again inflation food cost is one of those places that they've seen it so if you remember when we approved the food service contract for this year um they were projecting a pretty decent loss this year but they were also using our old lunch prices so this quarter increase at that moment should help impact that this year and then lastly i want to spend a few minutes discussing the that we will be using for visitors in volunteers this is really kind of a culmination we've talked about this um so for visitors
um wait where is that app oh i see it so in the next um by next week i will have met with three vendors on a visitor management software and we will land on one but whatever one we land on the process is the same so a visitor will come into the building we'll show id the id will be scanned and then the system will print out a batch and so you know we've spelled out the differences in visitors so sometimes we have folks from other schools coming they would be a visitor they still have to go through that um and then you see down there um everyone has to wear the badge at all time if you're in one of those categories that somebody has to be with you that's the expectation if you're
coming to pick up a child we're going to do this it's going to be a change i'm just going to tell you it's going to be a change and that's okay where we're going to do it is is a little bit a little bit of an issue because typically you would do this in your secure festival it will figure out that that challenge um number two there's a difference between a visitor during the school day and a visitor at an event so this would not qualify you're going to come in for exhibition nights parent-teacher conferences we're not going to do that for that and then volunteers so yeah do you see any issues with it being on some of those states where there's a little more unfold i mean if we're going to do this
we're going to do this for everybody absolutely and and we'll anticipate that we will arrange it timeless for that my only question um and i don't think this would be a significant number of folks but for anybody who doesn't have an ohio driver's license is that i mean i am assuming there may be maybe a couple kinds of acceptable ids or is it pretty much you know what i'll i'll ask again there may be some people it is it is a feature id right it's a photo id yeah it's just a question that as you talk to the vendors um and then for volunteers you know if you are employed by the district we are required to have you have both a pci and an fbi background check it's pricey they're 30 bucks a piece
at least through green county esc we use them because the results then goes straight to the ohio department of education so what i would like us to do in requesting uh approval for is for all of our volunteers um we want to keep our volunteers we don't want them to be burdened when they volunteer their time to help our children so volunteers would go through green county esc we would do a contract with them they do background checks at a certain time so leslie does this so she would give everyone a volunteer a paper and say call this number here's when they do these we would pay so you have to go with the form from us that says we've approved you get a fbi check only we will pay for that thirty dollars and
then we talked about maybe just establishing a fund where people could donate if they sort of chose to to that background check that way once we had that then we could keep um an approved volunteer list who's already had the back project do you think that if they were an adult helping being a cross guard do they need to also do that across guards or i know so here's if we think about why we're doing this yeah we do not want our children to be around folks that we do not know who they are we do not know what their backgrounds are so i think outside in the morning a crossing guard that's a passing rule i think that's a low risk environment they're more likely to be hit by a car than something else
but once you're in this space i think and what do we know our volunteers do they work directly with our children they work one-on-one with our child they may go on field trips they may read to them kind of all kinds of activities where it's just perhaps the two of them and so uh particularly here at those lines so i think it's important that they have them yeah so these lists on here are not kind of exhaustive they're just meant to be examples so my only concern and i just think as you talk to the vendors or maybe other districts have experience with it is i would not want to prevent this is not about volunteers this is going back to the id check i would not want to prevent a parent from being able
to pick up their child from school for lack of a photo id um and i don't know but it's just i just wanna so i'm gonna be perfectly honest with you i'm getting some some pushback that we're gonna check so i don't want to go on camera so we don't check anybody's ids we are small i have excellent secretaries who know most people right when they don't they ask for an idea that's great but we i can't always anticipate that that these people are going to be around so we need some procedure that says here's the procedure we're going to follow when someone comes in and i think you know i'll ask and i'll ask my colleagues what they do but i will tell you that um most other places you know should we go
for a facilities committee to visit a school i can guarantee you that they have to have our uh id scanned so so lisa that's an excellent point right we you've got to be able to come and get your child um so we need to figure this out but we also need to have a policy that's consistent absolutely now i'm not sure what exactly a private issue would be but it does seem to me like that now we have we'll have it um so there's this possibility of uh having this record being here and having it be here a long time a record of folks who've been to the public records act in terms of keeping digital records right but a sign-in sheet honestly we should be able to produce them written or digital right um
yeah so this is not designed to be to keep parents away from children but we need to know who's in our building right you know that's the visitor piece do um regular activities and then for volunteers so that we can kind of keep our volunteer full not have folks be burdened with that but also feel a little more comfortable about who our children are just in general and about the volunteer piece i know that this was a big question mark that the pto had because they wanted to organize things if they knew that they would be opposite they didn't know what it was and so they've been holding back waiting for us to figure out this piece so that we bring one and it would be too bad if we were delaying even more he
attempts our volunteers in this community it might be interesting to you we can get donations to offset this but right now we are paying for it so we can't wait the program that megan describes that would apply and that is it for my um any questions okay well let's go over the roll all right okay yes yes magnus yes turner yes gary rios yes motion pass five to zero all right on the section seven uh actually marketing calendar on the personnel side but um or i ask that you approve just to the personnel schedules tonight one is certificated so that is our newest and last hire of the year shawna welch who's our career tech teacher at the middle school and then our substitutes the other is schedule e extracurriculars and supplementals and i believe
there are around 78 of them uh what we did was posted them all for the year so that we could make sure our process was consistent and that we do that we had everybody approved well ahead of time you might see a couple roll through as we fill vacant positions this is pretty much the entire supplementals so i asked for your approval for that do we still have another vacancy we have a couple of what i would call internal vacancies so maybe a seat on a building leadership team or something like that and then um some coaches who are in the process of getting their people activity permit and their background check and so they can do whatever yes magnus yes turner yes yes five to zero all right we're gonna go out to board
communication section eight again just just last last 2.1 the development corporation so we had a rather short portion to our public feeding bless we talked about mostly about funding opportunities and um circumstances in which the development corporation would take on staff and um what we spent most of the time on was discussing whether or not we went into executive section and came out and made a decision to um to approve um a contract to do this uh strategic analysis uh for the further for the build you know from the perspective of where do you see um yellow springs in the next five years um with um with the voting with voting membership and actually it's it's wider than that is that i think that it's a public meeting that's going to be held this weekend
so we're going to go through that exercise i think the budget is for about four hours and the the product of that meeting is um going to be shared through through the uh to the other organizations that's something that i'm not sure that we'll have the time for the next board meeting but um but certainly but maybe for our uh one of our working meetings in september so um and you know the idea is that it will be something useful for organizations such as ourselves that are also going to go through strategic um planning exercises so but there's there's a question mark about uh whether we'll get to something useful or not uh the development corporation decided that it was a worthwhile exercise um and that's probably um the the they're i think um i
think that's probably the most important items for the school board um [Music] i think it would maybe speed up that part if we could have something in writing to look at before the meeting so i know that can you admit that request to you for ystc if you could submit something in writing for our board meetings i'll be i think helping us focusing on that yeah so uh some of us are going to the capitol conference and so the board at its august meeting canaport can appoint a delegate to the business assembly so what the delegate does is and each board can only appoint one goes to the business meeting and that's where you are eligible to vote on behalf of this board and in the greater ohio school boards association on legislative issues that
they believe important that they will be advocating for and things like that so you can't if whoever is appointed um what jay is required to do is complete a form and send it up to osba [Music] yeah i'll be there the the question that i have is that how much work is tight i don't think so so here's what it says is there one of those big meetings that they all say here yeah there's a there's a pre-meeting that you can go to and learn about the issues and then you go to the media you you we do not have to appoint the delegate but as members of the osba this is a this is something that we indeed are paying for and the discussion i guess that i wanted to have on the board
is that do we want to spend time preparing this is it that much more work or just going to translate it i think we have to prepare yeah literally put your name on something yeah but about the voting of the issue is that something that the delegate would have to work and say so so on november 14th at 8 00 am there's a free meeting that says here's everything we're going to discuss at the meeting so you can take a look so the delegate would have to make a decision on the flight without concerning reserve before right and and i don't want you to think that your decision is going to be so impactful to us it's just so let's say we were heavily invested in school vouchers and you saw legislation coming up on
school vouchers you would say oh yeah we want to we i want osba to really focus on school vouchers because it's taking money away from public health okay i don't want to force it but now is the meeting if we're i've seen some interesting things happening at the west video that's why i'm asking those questions because it seems to be rocky what was what is happening over there uh they appointed a state superintendent who was a state so they they selected a state supreme superintendent of the state of ohio who was part of a recruiting committee and then so he stepped down from the recruiting committee got shows under the state uh superintendent and then stepped down a week after he got somewhere that's not so here's an important discussion so this is the ohio
school boards this is an organization it was members of our school boards yeah the ohio and the state of ohio the board of education yeah right trust me they're very close uh he's there but i i doubt you know i'm hoping that that's okay it hasn't been the case in the past we'll find out if there's any fun if it's if i don't have to write reports for the board then that's fine okay then sure okay all right perfect okay um so you might have seen in the news that governor mike dewine released details about the allocation of 100 million dollars from the k-12 school safety grant program which only applied to the school district that where refuse or rejected the time before which is us and many others and so we got uh this
district became eligible for 72 000 and 110 dollars and 82 cents uh which is based on grant applications for invoices that were files the time of the year before so so actually that one of those funds that you approved from the appropriations was for exactly this amount 72 000. 499 other state grants so we were really only eligible for the 72 000. if you had not applied you could apply but if you had a prime in the first round and were denied you applied for 50 000 or what you applied for the first time whichever was less yes so that's why we could not we we couldn't have got the 50 000 per building because we had applied for 37 and 34. so the rule changed after the application was filed and so you couldn't
change we could not change how much we're getting this round and then there is a second round so this this round that they awarded all this we got our 72 000 i think it's like i can't remember if this one was 53 million or 47 million and then there's a second round under giving away the rest of the millions mega millions giveaway um for school safety and so then we can apply for 50 000 for building 100 000 per district i don't know if that if the second round is a 50 000 max the first round was yeah yeah so um there's a webinar next week and first is attending the webinar about the second second round and everybody that will learn more from you about how that money is going to be spent otherwise
it's going to be spent on cameras and radios yes okay and then uh something else that i wanted to share with the board but also with the community is that it has to do with the redistricting process in ohio and how it's affecting who is representing us and the reason for which i'm sharing this is because there are a lot of deals that are coming up that are really threatening the integrity of public schools uh at the state legislature it would be nice to know who we go with and so until november we are still represented by brian lepton and we're still off yellowstone system the hd 73 on november uh eight we're switching overnight to building and we're becoming part of the 71st house district and there is it's it's the mess but it
took me calling cyber officials in the board of election to get that right yes yes exactly so building is on the private education committing is a way of saying he said mr dean is not advanced no absolutely not it is actually a very past life public education and so this is why i wanted to underline this is that are going to be even less well represented in our district here um so now what are the deals that are coming up we go to the next stage and let's leave it here with you uh there are some that have been listed and tracked by honesty for ohio education which is an advocacy group but i know that you've mentioned judith and i also met them at the hb 99 hearing i think that they are doing
right now the best job at tracking bills that are important for our district uh this is attracted by honesty for ohio yes they everyone that have a legislative tracker that i find very useful uh if you're looking at the list of those you see hbe 322 327 6 16 those are bills that already this board or the previous board have officially opposed and so my question to this board is do you want to considering do you want to consider issuing more public statements for those other bills is that a strategy that you want to employ here there is one they're supporting sb to 14 and they are pausing and they're supporting us 6 19 so is that something that we want to go down as a board is that a work that we want to
put in what do you think so my recommendation is that because we're going to be switched to being represented by building we should absolutely vocalize what our district needs uh to be representative even though we know that he's going to be hostile what do you where are you i think yes however i just want to say that when these things as these things don't resolve a lot of these have criminal academies for me and for our teachers i don't think we should back away because i think this is so important but i think we're going to be in for a rough program so i think letters that we've done or you know public statements about what we believe and i think are certainly appropriate i think it is as we get further down the line
i want everyone to be fully aware of kind of the landscape you know something's important to them to fight for and that's why you see all of these opposed except for the two supports which are which makes sense and so if we have any more public statements in the future i think we should direct them to both mr lampton and both building in few of the transitions that we're going to go through here one of the questions that i had is that if we want to go through this and clarify our positions on those fields how do we do this in a way that is efficient um so probably we send drugs to you or kind of putting the work on you as the president of the board about something that we were going to
do you know one way to do it is to go through our professional organizations so um certainly bass up i think even i get things from osba when the legislature is coming up the votes they'll ask for folks to write in our call i think that is probably the most efficient thing to do so if you get those emails it will say tomorrow this is going to vote we need everybody to write in our call so my impression so far is that osb has been incredibly backed away from all of those issues i haven't seen anything clear down their position at 6 16 and i was very disappointed because they seem to be divided themselves so i guess right yeah i was going to suggest you know i want to give a little report on
this group uh honestly for ohio education which you've referenced now that you've run into as well um lori askalyn had recommended that we'd be a part of this which came to our meeting about a month ago that we um in a zoom uh meeting about school safety which was um not which was sponsored by uh honestly for ohio education whatever it's called um and but it was sponsored by them but it was also co-sponsored by all these groups that you know naacp aclu uh the teachers yeah just a whole lot of progressive organizations and their position on much of their use of education on these controversial issues are our positions and and it's a membership organization it's a well they call themselves ohio-based state-wide coalition i mean i wondered if we would want to think
about becoming a member i don't know if that makes sense to do as a school board i mean i've i've wanted to talk to one of their people which i haven't had an opportunity to do yet but um that's another one so we could have had potentially our name to a uh a public letter that they are writing and they will simplify our yeah i'm thinking that they are a very good organization through which too um that we could facilitate some of this kind of work and and be in working with other folks like-minded folks anyway that's my my thought i think we should definitely stay in touch with them yeah i'd like to do a little research and reading about it and maybe if we agree the board president pushes us with the superintendent
about making a recommendation moving forward but i'm definitely open to that if the ohio school board association is backing off we i noticed we've been getting these notices if you know it's just the national school board leadership council whatever it's called and they are pushing you they're pushing they're extremely real conservatives yes yeah that conservative extremely conservative on all of the controversial issues they have the wrong way they have the wrong perspective and they are organizing um nationally school boards school board members around these issues about parental rights and so-called fracture rights yeah i mean yeah not to disclose races and lgbtq you know to be in the closet again they're pretty bad so anyway it's good that there's a certain kind of organization so the first professional organization that you mentioned that was fasa
so class is the buckeye association of school administrators mainly a superintendent organization yeah you know and and i'm i'm not plugging for osba but i think what you need to understand is osba would represent public school districts in ohio and all we have to do is watch the news and see what's playing out yeah in a variety of ways on both sides of the political spectrum in um public schools around us and so i think i'm sure they're backing off i'm so it's like you know what you do when half of your membership feels one way and half there's another and you know there's a lot of tension i will say though we are presenting on um equity at capitol conference so there is some space for that how much i i don't know what
um so i think that what i'm what i'm recommending here is that we do not wait for always here to push or call for action because i've been fairly disappointed in their lack of call corruption right i guess i'm just saying i think letters are good and can i and i'm not i don't want to discourage the work because again i think if it's important it's worth fighting but i also think that we need to be very cognizant of what type of treatment we are stepping out of and what we're asking of our teachers in terms of the decision if we are stepping out on that treatment because some of these if they become law we'll allow anybody you know we like to think that yellowstone's residents are all all think alike and and maybe
we do but this will allow somebody from enid or fairborn to say hey the sdo is that launches into a complete investigation of that teacher of the principal of myself the district is then held financially liable so i'm not saying this is something we should not do but i just want us all to be very aware of the very real consequences the teeth that are in some of these i mean they are awful you know again so it's this it's kind of you're cut between a rock and a hard place you know so i think certainly worthy of a lot of discussion i'd love to check out this organization too because i'm not as familiar with it so i think we need to say something but i just want us all to their website is
excellent and so yeah you never want to yeah let's decide something about an organization without yeah of course yeah yeah but the west side and and then just to conclude this at the federal level there is a bill to support uh which would give expand access to school meals so that's something that we wanted to also vocalize to our congress people that's something we heard it's hr848 and that's it for me unless you know if we want to make a decision or not on that i mean the other thing to do is not only from the board write a letter but you know put this out to uh parents in the community about who they should write to and what they should be doing that's where it happens right right folks like these these people
who are representing us in columbus somebody elects them right and so if we're going to do real change they yeah like when they send out those things that this is coming up for a vote here's how you reach the representatives you can ask parents to write a letter that you know saying that because i know that it ties into our communication please uh yeah i was gonna say we have an upcoming october communication yes work session i mean to me this sounds very much like in line with that is that waiting too long you know i feel i feel like it's okay if he wants to write a letter to i mean i i don't need to see that just write a letter uh paper calling saying this is what's going on so as an
individual yeah is not represented in court is that in line with our policy okay i'll bring it to your attention but you already have a list there okay we also have uh i know she took all of your photos tonight so we're gonna have a lovely word page with all of our board members but you can also put up information on our website you know so is that in the interest of yeah that's a that's a suggestion i need to think about this yeah okay all right eight five is it actively transportation right now oh that's me again um so i missed vadas meeting so i included uh the minutes that i'm starting on page two of what they've been working on what i wanted to bring attention to is that there is a coming
next two there's a meeting next tuesday at the high school library that will be focusing on the travel from and to school and the experience by students staff parents i encourage you to read the questions that are on the first page how do you feel about your personal experience from with traveling to from school and so forth because if you have any thoughts uh a good way uh to do this is to communicate it with me or with chris congerno so that we get to discuss them at that meeting on tuesday at 3 45 p.m at the high school library we could explain that we could send something to you as our representative on this yes okay thank you again it said it to me or directly into chris of jeremiah who is the chair
of the uh active transportation at missouri i'm just going to keep it short like this facilities okay um so i just uh wanted to make note of our agenda for september 1st our meeting which is that we're going to be getting the preliminary report promotes engineering on the buildings and building systems of both builds on and yellowstone's alpine there's going to be a first report for emergency architects on educational adequacy findings and hillslaw and the middle school high school as well as a draft master plan for a possible solution and that word english from my migration there's going to be questions and discussions uh mr uh michael of moats and forgetting his last name michael burdock uh had sent an email regarding making recommendations which regarding energy service companies uh he has worked with them
in cincinnati he thinks there's you know potentially could be a way to fund mechanical electrical and architectural system replacements and repairs it can bring additional funding so this is something he recommended that we look into as a you know as a possibility for our history dorothy and i had a little disagreement about how to go forward it's been worked out and that's one way i think that the one in that the facility committee will have that discussion on december 1st and then on the 8th what's the 8th is our meeting they're gonna come to the school board um just a warning these these are gonna be long reports i would recommend uh what we did tonight i thought was really good we were in the discussion about a possible joint meeting and it was put
in the front of the meeting rather than behind all of this work that we do that's you know and you know so that they don't have to wait and so that um you know citizens that want to come and listen uh and have questions or whatever um i mean they're welcome at the facility committee meeting and people have been coming but also but so i would recommend whenever we have something that's a great public interest we try to move it to the front of the meeting if that's good with everybody i want you to throw that out so yeah i want to this is from our last meeting about where we discussed that we talked about moving that meeting yeah we talked about moving the september 18 to start at six o'clock and so that
week yeah because besides besides starting with it we talked about moving it up in the beginning so that we could accommodate those yeah this is going to be an advantage there's going to be a conversation it's going to be important yeah so you were not here for the discussion when we plan our meetings but um that wasn't the minutes tonight where we discussed our upcoming meetings i think i did say that that one was six o'clock but i will i will make sure that yeah will we um communicate to the audience that when will they have meaning we'll have to be we'll have to clarify this right because it won't be the usual time yeah we are required to put in 21. yeah that's right it's just that people want to see it and to
be clear that these are preliminary reports and and they will be the same presentations done at the facility discriminating in a week later here so that you all board members get to hear first and the same content that professionally and i'm wondering if maybe we should put a little letter in the yellow springs news because i think sometimes people you know a little notice and i have like a little letter to the editor saying just take out these discussions are happening i'd be happy to do that and just say you know and the meeting's going to start okay yes if you do so could you underline also that the september first pacific facilities committees will be live streamed instead of um i do have a question about the live streaming um channel five of likeart
to be able to post our meetings is that something can be shared with them or do we still need to have the camera people um i don't know but can we use the recording right shh and the reason initially i resisted because my people were out a lot right but there was there was a delay to get in the video and i think maybe some people were on a watch in real time right oh yeah i think so when we livestream it we'll go right to our youtube channel so it could be crosstalk oh so if it's going to be a youtube project but i don't understand they'll figure it out yeah we'll invest i don't i mean some people haven't only watched channel five and they don't know how to [Music] point and this
is maybe just a language thing um you talk about you know the board being fully engaged in the evaluation process um and there's a separate thing with the facilities and i knew a reporter on page two very complex too um the board is fully engaged right and we should be fully engaged yes i'm sure that but i think from my perspective okay so maybe it's still interesting i just wanted to say no i mean actually and you want to be fully informed and fully informed and that's yeah absolutely so that was the impetus for having to come and do that perfect awesome i think that's it i don't need to cover my documents with coverage and i just wanted to reiterate just my thanks to everybody that was involved at the beauty education day and
thank you for instigating it and thank you for all the staff but yeah because there's spread and blood into it yes i think there was this school safety uh zoom meeting that honesty pearl high schools did with all these other great upright organizations um was really interesting lori asked him to brought it to our attention and they had some and i i could just very briefly things they talked about but i will send out to everybody the toolkit i think it's called and in it there are a lot of very interesting piece of documents that i would recommend people look at um there's um one of the things that they brought up that i haven't heard anybody else talk about is gun safety storage to actually you know a lot of us think you know
the problem is guns but part of what they were talking about is like a community conversation that encourages they talked about the fact that guns are often not stored properly and therefore people can get them we shouldn't have them and that part of what they do is you know basically a community education around and that's one of the things that they recommend and so not in schools but communication given to the community as you know yeah basically yeah well and then um they talked a lot about uh the uh i can't think of the right words um the kind of educate kind of training to spot people in trouble um early interventions of that and prevention so that's a big piece that was a big piece that when we had our conversation we didn't talk
about it so i think it's important that we have that as part of what we're what we're discussing that's it i just wanted to add a few things i went to the pto meeting that happened earlier this month and i wanted to absolutely underline how much work the video gets done they raised eighteen hundred dollars on a matter of days to provide supplies for a hundred students in our district and the way that they've done that before is with the money they collect from doing the parking at street fair but because fifa has not been happening they've been short on cash and they've been short on volunteers and so if that's something if you have time to invest it will be good to connect with you they have a picnic they're organizing the meeting with
the principal next wednesday morning and they're also organizing a picnic on the 31st of august i did not get any information lined up today so i can share it later uh but yeah they're doing a lot for our community they're doing a lot for our families and i think that it would be good for individual board members to show support and the chemistry that they can for opt to get a lot done and also supporting the teachers and also i wanted to thank uh the two teachers for the organize the pronoun project that they advertised at the convocation on monday so they provided students with uh stickers like this and stuff for them to put on their to put their pronouns on their computers and their own choice and i thought that was a very
supportive and inclusive little project that they got funded through the community foundation and i just want to prevent the superintendent for uh the complications really nice and your comments were excellent i thought it was a very positive uh time inspirational staff together so um just another scheduling on the 29th we have our session 7pm here yes on uh some of that may be in executive sessions it would be a busy week so there will be a work session on the 29th with the festivities committees on the first and then the following thursday will be the board meeting all right yeah any other items yes okay yes yes magnus yes turner yes motion pass five to zero we are adjourned at nine thirty four are we off that's it
